IAMME February 4th, 2007, 04:56 AM From Airlines, Airplanes, and Airports Thread X Last week I was in Iloilo for a series of lectures during which I was invited by the ATO and DOTC for a tour of the new airport. Since I only had a cell phone camera, the pictures are not too good. Nonetheless, they should give you an idea of what some parts of the terminal look like inside. I did not take very many pictures because my hosts were busy explaining things to me, and I felt that if I took pictures and did not pay attention to them I would offend them. This is me standing in front of the terminal underneath one of the ramps to the loading bridge. In front of this was the first security area. The baggage claim area was to the right of us, and in-between is an atrium with the glass elevator in the middle. At the top is the entrance to the departure area. They told me that they hope to open the facility in May. Most of the buildings were nearly completed but were still unpainted. Fernandez ILOILO City has established its first Philippine Economic Zone Authority (PEZA)-accredited business establishment which is a major come-on for call center firms to invest in the metropolis. Mayor Jerry Treñas noted he received weeks ago a letter from PEZA containing the approval of the accreditation of Amigo Hotel as a PEZA-accredited building. “The Amigo Hotel second floor’s PEZA zone is entitled to all tax incentives. This is the start of the city’s preparation for the coming in of call centers,” stressed Treñas. He added giant malls like SM City and Robinsons Place here have pending applications before the PEZA to convert specified spaces into call center hubs. “With the PEZA zones here, interested call centers could identify locations wherein big tax incentives are available, same as what they can get in any other places all over the country. With the Metro Iloilo Water District taking the job of rehabilitating the structure for barely a couple of weeks, the Fountain was activated on December 20, 2006 and is now a sight to behold, especially to motorists and pedestrians who pass by it. Repaired at the cast of P843,700, the fountain operates only at designated hours. The two pumps driving the nozzle and the lights are controlled by digital timers. Gushing water comes out in the morning from 7-8:30, at noon time from 11:30-1:30 and late afternoon from 5:00-8:30. MIWD said the structure is set to be inaugurated this February with local and national dignitaries expected to grace the occasion. The Arroyo Fountain was constructed in 1927 at the junction of Iznart and General Luna streets in memory of Senator Jose Ma. Arroyo who authored Republic Act No. 3222 in the Philippine Legislature establishing the Iloilo Metropolitan Waterworks (IMWW) in 1925. It was built as a project of then Gov. Jose B. Ledesma together with Board Members Mabunay and Engracio Padilla, District Engineer Alejo Aquino and Treasurer R.S. Van Valkeburgh. Situated diametrically in front of the old Iloilo Provincial Capitol, the fountain is said to be the earmark of the province. It has a very distinct feature that one cannot think of Iloilo every time he sees it. With Terms of References (TOR) on final deliberations, the committee tasked by the Department of Finance (DOF) to do the 'fine-tuning' have reportedly set the auction price range between P900 million to P1 billion. Prime consideration was the value of said government property placed at about P18,000 per hectare or P1,800/square meter of land. Though no auction date was firmed up as of yet, The News Today (TNT) learned from Department insiders that five developers and business groups have signified solid intentions to join the bid. More are expected in the coming weeks, the source added, with interests from other smaller investors and consortiums now gaining ground and seeing action in follow-ups made with the DOF. The 'early birds' as disclosed are the Ayala Group, the Lopezes' Rockwell, Filinvest, SM Prime and Robinson's Land. No less than DOF Undersecretary John Sevilla has called Iloilo City Mayor Jerry Treñas with initial documents sent for the City Government's perusal. TNT learned that corresponding study is now underway in the City Legal Office. Further into the DOF committee's task is to straighten up concerns relative to the designed privatization of the Iloilo Airport site in Mandurriao. The TOR once finalized will serve as basis for the pre-bid conference, the schedule of which will later be decided. Earlier, Senator Franklin Drilon said the old airport site will be converted into a commercial complex eyed to become the city's second urban center. Drilon said the area would be developed either by sale or joint venture with the government. In a visit to the new airport two weeks ago with Transportation and Communications Secretary Leandro Mendoza, Senator Drilon expressed concern over the possible coming in of squatters in the airport site if it is not guarded accordingly. He thus called the attention of Air Transportation Office Manager Allan Java to ensure that no squatters could enter the airport site once it is already abandoned this April. The Department of Tourism (DOT) regional office here said that based on their partial report received from the provincial offices, tourists who came here last year numbering 1,291,615 generated the receipts for the region. Of these tourists, 239,239 of them were foreigners and 983,788 were domestic. Tourists who went to Boracay in Aklan Province, totaled 567,421. Of the number, 184,363 were foreigners and 351,537 domestic, that generated an income of P10,431,127,211.40 for the hotels, restaurants and other commercial establishments in the white-sand beach. Iloilo City and the province registered the second highest number of tourist arrivals in Western Visayas with its 361,225 figure and total receipts of P6,640,543,665. The other provinces in Western Visayas that have benefited based on the number of tourist arrivals and receipts generated are Negros Occidental, Guimaras, Antique and Capiz. Miag-ao marks 291st foundation MIAG-AO, Iloilo —The Municipality of Miag-ao is celebrating its 291st Municipal Foundation Anniversary and Salakayan Festival this week. For five minutes, people in the packed St. Peter’s Catholic Church listened in quiet admiration when one of the two Scripture readings was delivered in Hiligaynon. Maria Fatima Padilla, a nurse working in the Gloucester Dialysis Centre, first read Isaiah Chapter 6, Verse 1-8 in English before charming the crowd with the central and southern Philippine dialect known for its appealing intonation. “I never thought I can do it before them. Like us Filipinos, our Hiligaynon is a complete stranger to Gloucester. But then it was warmly received. Their silence spoke well of it,” said Padilla, who for years was a member of the Classic Ensemble choral group at the St. Clement’s Church in La Paz, Iloilo City. “You read it beautifully,” was how she was greeted by one of those who approached her after the mass. Another had asked her help to interpret a song written in Filipino. Built in the late 1700s, St. Peter’s Catholic Church is situated in the heart of this former Roman city and can hold a crowd numbering 400. The reading in Hiligaynon marked the beginning of the Scripture Readings in Native Tongues Project of Fr. Bernard Massey. In the other mass that same day, a reading was said in Italian. While the city of Iloilo became quiet right after Christmas day, 26 young men made worthwhile noise in Bacauan-Mambatad Elementary School (BMES) in Miagao, Iloilo from Dec. 26 to 30, 2006. They volunteered for a project known as the annual Christmas Work Camp. The volunteers constructed the ceiling for the school canteen, taught remedial classes to some pupils, and facilitated a medical-dental mission. Since 1991, the Work Camp has been an annual activity of Tuburan Study Center, a project of the Daguiao Foundation in Iloilo City. The 2006 Work Camp received support from Metrobank Foundation, Philam Foundation, and Dr. Jose Sandejas. Other sponsors include University Center Foundation, Ostrea Mineral Laboratories, and Juan Miguel Benedicto. Mang Inasal donated food, while Weesam Express gave discounted boat fares to the volunteers from Bacolod City. Most of the volunteers are students from Iloilo and Bacolod. The rest are young professionals. These gentlemen chose to work for the good of others rather than stay in their comfortable homes during the vacation. "I chose to join the Christmas Work Camp because it was a time to serve and give joy to other people", said Albie Clarito, a 2nd year high school student of Westbridge School in Iloilo. "The experience of being part of the carpentry team was uplifting. Every nail that I hammer represents a person who could benefit from my work", recalled Ryan Gonzales, a Computer Science student of the University of Negros Occidental-Recoletos in Bacolod. While some of the volunteers hammered nails, others stayed inside the classroom teaching remedial classes. This group of teachers was called the Asal-Aral team. They taught a group of about 20 elementary pupils. The subjects were Math, English and Catechism. "The volunteers in the Work Camp are generous and kind. They help beautify our school canteen and help us learn more of our lessons," a student of BMES remarked. A medical-dental mission took place on the third day. Six doctors and two dentists gave free consultations and extractions for a total of 340 men and women, young and old. At the same time, Prof. Serafin Malecosio, a Public Health professor of the University of the Philippines, ran a deworming project for 245 children. Here he writes about the colorful Dinagyang festival in Iloilo as seen from a foreigner’s eyes) IN Australia, it seems our biggest comparable festival is the Sydney Gay & Lesbian Mardi Gras (which is big — and hundreds of thousands of people watch the parade) — but this is obviously representing a relatively small section of the wider community. Dinagyang was my first real Filipino festival — and what a wonderful experience it was! I learned that there are a number of similar festivals around the country — all rooted in tribal traditions and now mixed with more recent Christian themes. I’d seen some photos over the years but nothing could create the atmosphere like being there on the street and seeing/feeling/hearing the people celebrate. And I believe that humans all need to express their desire for celebration. This is one of those festivals which has evolved from a combination of ancient tribal and also more modern traditions. The origin of this style of festival seems to have come from an island nearby (closer to Boracay) — apparently it was initially about war, but now involves Saint Nino (pronounced ‘ninyo’ — the manifestation of the baby Jesus?) who represents peace...... go figure! Suffice to say, lots of people have lots of fun and celebration — there’s dressingup (very ‘urban tribal’), drumming, dancing, drinking, plenty of colour and movement — and seemingly pretty good vibes all around...... oh, and of course eating! And these days, the necessary commercial element — but no-one seems to mind, and a good time was had by all. Well, Dinagyang certainly allowed them to do that! The costumes, the drums, the dance routines, the black body paint, the painted faces — and the ubiquitous St. Nino in his many guises — all combined to create a spirit of joy. Then there were the enthusiastic crowds — many of the kids sporting fake tattoos and masks etc. It was a real family affair too. Of course the sponsors were very present — as were the police — but it seemed like a peaceful happy event where all concerned had a great time. At night, the streets were filled with revellers — entertained at various stages, with dancing in the street, and, in true Filipino style, with a huge food festival! For my friend, a Filipino, it was also his first big festival, and we both had a totally enjoyable few days...... in all, a highly recommendable event! The project is seen to boost the island’s tourism industry, Asis said in a PIA interview. “We have instructed our concerned field engineering district offices to post the advertisement of the project for bidding so that upon release of funds before the banning period, then the construction of the road project will be exempted from the election ban and we start the work,” Asis said. Pendon A biofuels caravan along this city’s main streets yesterday morning highlighted the launching of the alternative fuel cinema ads at the SM City Iloilo cinemas augmented by the signing of a memorandum of agreement (MOA) between the Clean Cities Coalition Iloilo Task Force headed by city councilor Jose Espinosa II and Manager Marilyn Biboso of SM Mall Cinema Iloilo. The caravan showcased more than 20 vehicles running on bioethanol fuel and auto gas and expected to attract more vehicles to use biofuels such as coco biodiesel, bioethanol, auto gas or the liquified petroleum gas (LPG) and compressed natural gas (CNG). The caravan headed by implementors of the joint Sustainable Energy Development Program (SEDP) of the Philippine Department of Energy, US Agency for International Development (USAID) and US Department of Energy (USDOE), kicked off at Pagudpud, Ilocos Norte on February 3, 2007 and will have its final stop in Davao City on February 13, 2007. Today, the caravan will go to Bacolod City, and then to Cebu and Cagayan de Oro to push for alternative fuels through the various biofuel resources and cinema ads where SM mall cinemas are located. Director Mario Marasigan of the Energy Utilization Management Bureau, Department of Energy, said the recent Biofuels Act of 2006 mandates at least 5% blend of fuel ethanol with gasoline within two years and 1% of coco biodiesel with diesel fuel within three months. “The government is spearheading the offer of alternative market to the coconut and sugarcane farmers in the production of alternative fuels as answer to shortage of fossil gasoline. What is important here is that the biofuels help in maintaining clean air and the environment,” Marasigan said during the launching yesterday of cinema ads held at Cinema 2 of SM City Iloilo. Farmers are likewise given incentives in production with the country production more than 3 billion metric tons of coconut but only 1.4 billion metric tons are exported. Sugarcane farmers in Negros will likewise be given additional incentives with the realization of a new production plant soon rise in San Carlos City, Negros Occidental. The plant will produce ethanol at 100,000 liters per day, Marasigan added. Pendon The Department of Tourism is seeing vast potentials in the arrivals of more Chinese tourists in Iloilo with the forthcoming Chinese New Year celebration in this city slated on February 17, 2007. For the first time, the tourism department sees the tourism value of the local celebration and is giving P100,000 financial assistance, on top of the city government’s assistance to hold the fourth Chinese New Year celebration here. Iloilo City Mayor Jerry P. Trenas has included the Chinese New Year celebration as one of three major tourism events and festival celebrations in this city aside from the Dinagyang Festival and Iloilo Paraw Regatta. DOT Reg. Dir. Edwin Trompeta disclosed that the Chinese tourists are coming in bulk to the Philippines and the local celebration here can serve as a catalyst in attracting the Chinese tourists in the country and specifically in Iloilo. The tourism department has noted a 135 percent increase in tourist arrivals from mainland China and by Year 2020, there is an expected boom with more than 1 million Chinese tourists going to all over the world. In 2005, there are only some 35,000 Chinese tourists getting out to travel abroad while domestic tourism is a fast booming industry with Chinese traveling to tourism attractions in different parts in the China mainland. It was my first time to witness the Hirinugyaw tribes contest and I was impressed with the performances shown by the six contesting tribes. Actually, their performance could be likened to the tribes we see in the much popular Dinagyang Festival of Iloilo City. I even wondered why Calinog did not participate either in the Kasadyahan or the Ati-ati contest of the recently concluded Dinagyang Festival. Had they participated they could have been included among the top winners if not the champion. In general, the success of Calinog's Hirinugyaw-Suguidadonay Festival could be attributed to their hardworking mayor Alex Centena (who is on his last term) and the rest of the local government officials. Unlike the other town festivals that died a natural death after a year or two of presentation, the Hirinugyaw-Suguidadonay has survived and continues to become stronger. Year after year new attractions are being added to the festival to ensure that the Calinognons and the visiting tourists will enjoy. Also noteworthy to mention is the cooperation of the barangay officials and the community in making the activity successful. I was told that each contesting tribe was supported by the ten barangays of Calinog. The town's business sector also helped, one way or another, by sponsoring the different tribes. I even saw one tribe sponsored by a funeral parlor which is why after the competition we saw the tribe members dancing and enjoying inside the compound of the funeral parlor. It's good that Mayor Centena does not let go of the holding of the festival every year. We understand that holding an activity like the Hirinugyaw-Suguidadonay entails a lot of hard work and also sufficient funding. Well, knowing Mayor Centena it is no longer surprising that the Hirinugyaw-Suguidadonay Festival continues to thrive. Speaking of the mayor's qualities as a leader could also lead us to understand why Calinog has constantly bagged the cleanest and greenest municipality award in the province of Iloilo. In fact, in the recent search conducted by the province Calinog was no longer included as it already landed in the hall of fame category, a fete no other town has achieved. Not too long ago I was able to tour Calinog's public market and town plaza and I myself could say that indeed the town deserves to be called the cleanest and the greenest. This was announced by President Arroyo during the "Panayam sa Pangulo" in Brgy. Mailum, Bago City recently, simultaneous with the commissioning of the 49-megawatt Northern Negros Geothermal Power Plant (NNGPP). The President explained that the transfer of the power barge would also mean the transfer of personnel. However, the law prohibits the transfer of personnel within the election period. "The Napocor, I understand, is asking Comelec for an exemption from the ban on transfer of personnel, because for the power barge to be transferred here, the personnel must also transfer here the ones who will run it. And as soon as that exemption is forthcoming they will be moving over," she said. Power Barge 101 was supposedly set for transfer to Iloilo sometime in May last year. However, it was decided that it would temporarily stay in Cebu in preparation for the Association of Southeast Asian Nations Summit. It's one of the four model houses sang Savannah Crest. The rest of the model houses are due for construction this year. Overall, it's a very nice community. It caters the high-end customers and kanami sang plan. We haven't had a chance to look beyond the display area kay sako ang construction. We might be in their way. Maayo lang kay nagsugot ang guard nga nagbantay to at least give us few minutes to take a look around (and take pics - sa akon lang ina iya ... hehehe). Tourism Regional Director for Western Visayas Edwin Trompeta has high expectations for the festivity to serve as a catalyst that would attract overseas Chinese to come and be part of the festival not only in Iloilo City but in other parts of the country where there are celebrations as well. He cited that there are more than 50 chartered flights bound for Taiwan in time for the Chinese New Year celebration, also known as the Spring Festival with long lines of wait-listed passengers. Trompeta said it is not impossible that in next year’s celebration, there would be Chinese families from Taiwan and China who will come to Iloilo City to be part of the celebration. Likewise, he said it is possible that the celebration would be declared as a holiday by the national government, taking into consideration the number of Chinese communities in the country. Chinese nationals happened to be the biggest contingents that have visited the country in 2006, with the number increasing to around 135 percent compared with their arrivals in 2005. “We are expecting the biggest arrivals to lure tourism will be from China. In the year 2020 we are expecting a 100 million Chinese tourists going out of China to all tourism destinations in the world,” the director added. City recipient of two flyover projects November 20, 2006 Iloilo City has been a part of the list considered by the national government as recipients of flyover projects. The national government has recently bared its list of candidate sites among the various cities within the country that will be constructed with flyovers and Mayor Jerry P. Treñas was happy to note that the city was part of that list. In fact, Treñas, in an interview with the Iloilo City Hall Press Corps, said that engineers from the Department of Public Works and Highway national office were in the city recently to lay out plans, conduct soil tests, and hold traffic counts for the possible construction of the flyovers. The areas considered for the location of the flyover projects are the Infante Flyover (Gen. Luna St.-Benigno Aquino Avenue/Diversion Road) and the Luna-Jalandoni Flyover (Gen. Luna-Jalandoni Bridge). These streets are considered to have heavy traffic or deeply congested areas in the city. The mayor also mentioned that the national government is willing to finance the two flyovers in the city. He did not give the exact amount of each flyover but it is estimated that the project will cost from P30 to P50 million each. Treñas is hopeful that this project will be implemented soon so as to help the city in solving its perennial problem regarding traffic congestion. He also expressed his gratitude to the national government in including the city for its flyover construction projects. This city’s Chinese New Year celebration is considered the biggest outside Metro Manila. It features cultural shows and a food festival, among others. The Iloilo Chinese Filipino Cultural Foundation (ICFCF) vowed to make this year’s festivity more impressive. “Expect a much bigger activity, expect more crowd,” said Henry Chusuey, chairman of ICFCF. Chusuey said various Filipino-Chinese schools have been preparing for their presentations “tailored after the Year of the Fire Pig.” The food festival, on the other hand, will showcase authentic Chinese cuisine. Trompeta said tourists from China, Hong Kong, Taiwan and South Korea top the list of tourist arrivals in the Philippines. “The largest number of tourists to arrive in the country is from China which registered a high 135 percent increase in 2006 compared to the 2005 record. We are expecting a bigger share of some 100 million Chinese tourists going around the globe by 2020,” Trompeta added. Such declaration would affirm Iloilo City’s attractiveness not only to tourists but also to investors, explained Councilor Jed Mabilog. In the first quarter of each year alone, Iloilo City stages the world-famous Dinagyang Festival, the Feast of the Our Lady of Candles (or Jaro fiesta and its world-famous cock derbies), the Chinese New Year celebration and the Paraw Regatta. “These festivals provide investment opportunities for the economic growth of the city,” explained Mabilog, chairman of the Committee on Trade, Commerce and Industry. For his part, Mayor Jerry Treñas emphasized the need to maintain and support the festivities of the city because of the economic opportunities they bring. Iloilo City will be celebrating the Chinese New Year on Saturday. Treñas said the Filipino-Chinese here has generated employment to the Ilonggos. Treñas also commended the Filipino-Chinese community for the assistance it extends during calamities, its support to local education by constructing classrooms, its annual gift-giving activity to the poor, and is volunteer fire brigades, among others. The Chinese New Year celebration here is considered the biggest outside Metro Manila. (FFCCPI) is eyeing to construct more additional school buildings this year. According to Henry Chusuey, president of FFCCPI, the federation has already turned over to the government almost 120 school buildings in Panay Island since the federation was founded. Chusuey, already on his sixth term as federation president, stressed that the federation is prioritizing school buildings to give proper education to students. “Our country will not grow if our students are not well-educated. Education is very important to us, the reason why we are donating school buildings for them to be more productive,” he stressed. He added that lack of classrooms and other school facilities are mostly the major problems of school administrators. Chusuey, a successful businessman, also said that aside from the aide given by the federation (thanks to the generosity of sponsors), he has personally donated nine school buildings in the Iloilo of which two of the school buildings are donated by the Boracay Regency Beach Resort, Inc. particularly in Balabag and Manoc-Manoc, all in Boracay Island, Aklan province and these are ready for turn over. City gov't to rehab 6 public markets ILOILO City – The city government intends to seek financial support from the Agricultural Competitiveness Enhancement Fund (ACEF) to rehabilitate six public markets at the various districts of the city. In his meeting with city officials, Mayor Jerry Treñas announced that he has sought the help of Department of Agriculture Secretary Arthur Yap in securing a P20-million loan from the ACEF. Treñas said the city government should take advantage of the opportunity because the loan is payable in 10 years without interest. Calubiran The northern towns of Iloilo got a hefty share of P100 million out of the P250 million budget of the Department of Agrarian Reform (DAR) intended for various projects in the country which could uplift the lives of farmers. Recently, P29 million worth of infrastructure projects under the Department of Agrarian Reform-Asian Development Bank Agrarian Reform Community Project was recently turned over to the towns of Ajuy and Concepcion. The towns of Ajuy, Concepcion, Lemery, Barotac Viejo and San Dionisio got their share from the department. The exact details in how much each town got in form of projects is not immediately available. Last Monday, 3.24 kilometers of farm-to-market road in Sto. Rosario Proper-Sitio Cabarawan Road was turned over to the town through Mayor Jett Rojas. The total cost of project amounted to P8,837,316.43. The rehabilitation and improvement of the farm-to-market road is already the third phase of the DAR-ADB-ARCP. The second phase of the project was implemented in Sitio Calubihan-Caburihan Road. The farm-to-market road is 2.28 kilometers with a total cost of P5,707,327.88. The first phase of DAR-ADB-ARCP was implemented in Sto. Rosario Proper-Culasi junction national road. The concreting of the 2.29 kilometers of farm-to-market road amounted to P10,424,282.13. While, in the town of Concepcion, the DAR-ADB-ARCP projects amounted to some P20 million. The projects included in the package are the 3.747 kilometers rehabilitation of farm-to-market road in JNR-Sitio Proper, Agnaga-Sitio Belen, Calamigan Road and rehabilitation of 1.373 kilometers of road Sitio III, Barangay Agnaga farm to market road with the construction of overflow bridge. The farm-to-market road in JNR-Sitio Proper,Agnaga-Sitio Belen, Calamigan Road amounted to P6,601,180.81. While in Sitio III, Barangay Agnaga, the project amounted to P13,583,799.88. The project was received by Vice Mayor Betsy Salcedo. According to Mayor Rojas, the project cost in Sto.Rosario-Culasi is much bigger compared with Sitio-Caburihanas because lots of work were made before the project was completed. The contractor did a rip rap of the area. A drainage was also constructed. The first and second phase has only a small difference in terms of number of kilometers subject for work. Fernandez 2007-02-15 ILOILO City’s globally-acclaimed Dinagyang Festival will take the spotlight at the United Nations forum in Katmandu, Nepal on March 22, said Ben Jimena, executive director of Iloilo Dinagyang Foundation Inc. (IDFI). Jimena announced the recent recognition garnered by Dinagyang during a dinner hosted by IDFI Monday to thank the sponsors that helped stage the festival’s 39th edition this year. He said this year’s Dinagyang is the “best ever” in its history. IDFI president Lee Chuan said they started running the festivity with a small amount of P700,000 in 2002. RAIC in Pavia seems not functioning really well. We have light industries economic zones in Leganes and Barotac Nuevo. The Provincial Agro-Industrial Center in Passi City is in doldrums as well. The proposed IT zone in Magsaysay Village remains in limbo. Looks like we're not too lucky enough with all these zoning, etc. Or maybe the city or provincial offcials assigned to look into them are in their dark ages pa. How I wish we can incorporate the success of creating special zones in our relatively beautiful and progressive city and province. Mind you, I would loved to see the special econmic zones located outside the city perimeter. Kadamo gali special zones ta sa Iloilo yet none of them seems successful sa panulkan ko lang iya ha. So why keep on creating more zones pa. We can always promote these areas to investors. Isn't it nga kada zone nga ini may chairman or committees nga naga-handle sa ila? Or basi wala man.
