IMPRESARIO March 7th, 2007, 04:02 PM First sanitary landfill in WV to become operational next year ILOILO City owns the first sanitary landfill in Western Visayas that is expected to become operational in the last quarter of 2008. General Services Office head, Engineer Raul Gallo, said the putting up of a sanitary landfill at the Calajunan dumpsite in Mandurrio would cost the citymore than P200 million but they couldn't do otherwise because it is a requirement mandated under the Solid Waste Management Act.The project is now on its site development phase and city government is purchasing heavy equipment. The city was able to secure a P90-million loan from the Development Bank of the Philippines for the implementation of this phase. Gallo said documents for the transitional period phase are now being processed.However, the infrastructure necessary for this phase will be done after the election period when the ban on such projects is lifted. Meanwhile, the last phase will entail another negotiation with a bank that would grant the city a loan for the additional funds of around P140 million. The law mandates every local government to have an operational sanitary landfill. "The law also provides for option as long as you can address your problem on waste. They can provide any technology as an option for as long as it is ecological friendly," Gallo said. A survey conducted by the Japan Bank of International Cooperation (JBIC) revealed that the city's daily waste volume is estimated at 300 tons. However, the city collects only 160 tons a day, with the rest being recycled or used as compost. Still, Gallo did not deny that there are wastes that remain uncollected and are just being thrown into rivers and canals or burned. He emphasized though that the city has been urging the communities to manage their trash properly. He noted 90 percent of the 180 barangays have their material recovery facilities although only close to 30 percent is functional. City Council seeks reconciliation with Iloilo Capitol Francis Allan L. Angelo 2007-03-08 THE Iloilo City Council has opened the doors to reconciliation with the Iloilo provincial government amid the Genuine Opposition’s security threat yarn which marred the relations of the two local government units. Instead of adding to the rift between City Hall and the Capitol, Kagawad Jed Mabilog sought for a peaceful resolution to the spat in his privilege speech during the council’s regular session Wednesday. The rift started cracking when Governor Niel Tupas and Provincial Administrator Manuel Mejorada blamed unconfirmed security threats for the cancellation of the Genuine Opposition rally in Iloilo City last week. City Mayor Jerry Treñas, Mabilog and other local officials reacted strongly to the Capitol’s pronouncement saying it tarnished and put in bad light the city’s image before tourists and investors. In retaliation, Tupas and Mejorada took to task City Hall officials for failure to denounce the PNP siege on the Capitol Jan. 17 in the effort to physically take out the governor on orders of the Ombudsman and the Department of Interior and Local Government. The two Capitol officials even pooh-poohed the criticisms saying city officials are only trying to please Justice Secretary Raul Gonzalez Sr. But Mabilog yesterday said he realized that “blaming and finger pointing will only exacerbate matters.” Mabilog said the conflict will only “create a festering wound of discord” between the provincial and city governments. “What is important is for both parties to rectify whatever damage has been done. We have to remember that although both the city and province of Iloilo are autonomous and independent from each other as local government units, there is only one ambition that we share and that is to make us both progressive with investors and tourists having been attracted by the unique cooperation and support of both local government units,” Mabilog said. Kagawad Perla Zulueta, the lone opposition in the Sangguniang Panlungsod, also asked her colleagues not to drag the council into the controversy. “If we condemn the provincial government, how sure are we that the provincial board will not retaliate? We should foster friendship instead of conflict. Let us build bridges instead of burning them,” Zulueta said. Zulueta said the security threats controversy is a small issue compared to the Jan. 17 Capitol siege which she described is far more physical and embarrassing to the city. “If we cannot collectively condemn the siege, we might as well do the same on this issue. The province has been very cooperative and helpful to the projects of the cities and we cannot afford to lose that help,” she added. Don't overworked yourself too much. :) wecky March 8th, 2007, 08:07 AM City receives donations from private sector The city government recently received donations from various individuals who vowed to help the city in its peace-keeping and other developmental programs. The officers of the Mayor Jerry Treñas Golf Tournament which was held last week of January 2007, was on hand during the flag ceremony last February 26, 2007 to personally turn over the equipment to the city mayor. Led by tournament director Oscar Nava, the group gave 14 handsets and 200 pieces of reflectorized vests. Nava said that 4 handsets will be for the use of the Iloilo Dinagyang Foundation Incorporated (IDFI) while the 10 will be used by the city police force. The vests will also be used to help the traffic management group. Meanwhile, IDFI chair Lee Chuan also announced that he will personally donate 5 handsets to the city government soon while the Iloilo Chinese-Filipino Chinese New Year celebration committee also confirmed to him that they will give ten handsets. Treñas expressed his gratitude to these individuals who significantly contribute to the improvement of the city. He thanked the golf tournament officials for the vital input this sport has given to the tourism efforts of the city and he also recognized the strong partnership the IDFI has with the local government. The chief executive also mentioned that these donations will surely help the police force. He said that the private sector's participation is crucial to the improvement of this city and that the government and the citizens should continually work together for the city's increasing growth. Trono Memorial Hospital in Guimbal, Iloilo yesterday, March 8, the CSEP French Surgical Mission 2007 is considered a success. The last patients are from the municipalities of Lemery, Batad, San Dionisio, Alimodian and New Lucena all in the province of Iloilo. They are part of the 92 indigent cleft lip and cleft palate patients who underwent free reconstructive surgery with the French plastic surgeons Dr. Gerard Dinh Doan, Dr. Jacques Saboye and Dr. Selim Bennaceur. Dr. Antonio Garibay, hospital chief of RPGTMH is grateful to the CSEP or Comite Soutien Enfance Philippines (Committee Helping Filipino Children}, to its sponsors and to its Project Director Francis Pelissier in alleviating the sufferings of the less-fortunate children who have oro-facial defects. "This is already the 10th year that the RPGTMH hosted this mission and a total of 1,132 patients have undergone surgery. And just to think that each operation will cost the patient P50,000 or more, we are very lucky to have CSEP with us," Garibay said. A French journalist, Arnaud Mansir of Mai Juin Production came with the team to document the mission to be aired over the National French Channel M6 TV Network. Calubiran Fishpond operators and nearby residents have raised concern on the possible effects of the reclamation made by the China-International Water and Electrical Corporation at the vicinity of the Carpenters Bridge in Brgy. Tabucan, Mandurriao. The reclamation affects the river channel connecting Lapaz-Molo-Arevalo districts. Fishpen owner Flavio Elastron said the reclamation will constrict the river flow which could affect the volume of water that runs through the Iloilo River. Speaking over Bombo Radyo, Elastron said the reclamation could dry up their fishpens affecting their only source of livelihood. Elastron said their group had already brought the matter to the attention of City Mayor Jerry P. Treñas. The reclamation is part of the Phase II of the Iloilo Flood Control Project worth P230 million being contracted by China-International Water and Electrical Corporation. The project package includes the construction of a new bridge replacing the present Carpenters Bridge which is already dilapidated. The construction of the new bridge is under Phase II, Contract Package No. 2 of the Stage 1 of the Iloilo Flood Control Project. The construction started last March 1, 2006. The target date for the completion of project is February 12, 2009. The project contractor has already reclaimed almost ¾ of the river channel. Bed of rocks and soil were piled up to make a mini-road to accommodate the heavy equipment they are set to use for the construction of a new bridge. Meanwhile, residents in Barangay North San Jose, Molo also fear that the ongoing reclamation will cause flooding in the area comes the rainy season. Residents, who asked not to be named, said the city government should take a look at the ongoing project. They said they are not against the construction of a new bridge but the safety of the residents should be given primary consideration. Some of the residents affected by the project were already transferred to the city's relocation site in Sooc, Mandurriao. Engr. Dan Teroy of the Department of Public Works and Highways said the reclamation was purposely made as "crane way" of the contractor. The crane will pass by the reclaimed part of the river for their pile driving, he said. Teroy said the river flow will not be affected as there is no major river tributaries along the affected area. The flow of the water depends on the high tide and low tide. The blockage will not cause the water to overflow, he explained. Teroy assured the contractor will demolish or remove all the materials they have put into the river after the project's completion. No, I’ve not ventured into substance abuse, ladies and gents. There’s no need to. I’ve stumbled into a potent concoction to achieve a kind of high that doesn’t get me to the clouds, but could very well let me see heart-shaped ones easily. I found out that one of the effective ways to get high is to literally get high. This could be achieved by climbing to the top of a mountain (or a tree, it’s really up to you) or any high place from which you can look around and see the same old familiar surroundings with a fresh set of eyes. An opportunity to get high presented itself just when I was starting to feel like I needed a change of venue. One perfect-for-outdoor-pictorial afternoon last week, the photographer I was working with mentioned his desire to take photos of the Port of Iloilo. He wanted to take them from a place high enough to capture the usual activities in the port area and the winding contour of the Iloilo River. As it was quite impossible for me to produce a helicopter or a blimp to take us up in the sky for an aerial view, we considered our options. It took both of us about a second to agree on the best place—the Aduana Tower or the tower of the Customs House. Upon getting the necessary go signal and guide, we headed for the stairs. On the way there, my eyes surveyed the interior of the building. I was struck by how majestic the vestibule was. The ceiling was high and the grand main hall had elaborate wrought iron divisions or gates. After a few flights of concrete stairs, we got to the landing where we had to climb using the slightly wobbly metal spiral stairs. Finally, we get to the top of the tower. I did a 360° check of the scenery. Not so far away were the Masonic Temple, San Jose Church and Plaza Libertad. Also seemingly within an arm’s reach were the former Eagle and Palace (now Regent) Theaters. Visible from a distance were the spires and the dome of the gothic-renaissance Molo Church. What was especially breathtaking for me was the view from the part that faces the harbor. Added drama was given by a red tugboat that glided against the current of the river. While my photographer friend occupied himself capturing moments with his cameras, I busied myself being high. The high I got was due to a combination of many things. It was my first time to get in and climb to the topmost part of the neo-classical Customs House. I got to see the City Proper and Lapaz districts of Iloilo City and the Guimaras Island from a whole new viewpoint. It gave me a sense of how things might have been during the time when the Customs House was built in the early 1900s, and the time when it was highly talked about. The typical and ordinary port scenes that one usually sees from the ground seemed special and interesting again. While at the Customs House, I caught myself doing many things for the first time. It was not part of the plan to pay a visit to the Aduana Tower, but it ended up to be the best part of the day. I had another experience climbing up a tower two days later when, not out of a stringent plan, the same photographer-friend and I got the chance to go up the Jaro Belfry. This time, we had to climb several flights of stairs that were thickly carpeted with bat droppings. I had a similar feeling of delight as the one I had during the Aduana Tower visit (and no, the high was not because I was inhaling the ammonia-perfumed air the whole time). Joking aside, though, I felt extremely lucky that I had the chance to go up two towers in a week. I had double the high. I got double the number of new experiences for that week. That worked for me, as I try to make it a point to do at least one new thing each day. The best way to achieve that, I found, is to be open to possibilities of a detour in day-to-day journeys and be aware as things and events play themselves out. Those churches were molded by barehands of our forefathers. My lola used to tell me how bad Spaniards were during the church's construction in our town and the many Alimodianons' lives that were lost to construct one of the biggest churches in Panay Island. In fact, she told me that the present Alimodian Church is only a third of the real size of the old church. Because according to Sir James it was one of the first places of rebellion of Filipinos against the Japanese Imperial Army and yet one of the most horrific places in World War II history. This place has not yet been written in the Philippine history and not yet even in mainstream Ilonggo/Panaynon history. World War II in Panay was not as well researched and written unlike the "Glorious Days" of Iloilo from the Spanish Era to Commonwealth era. I was involved in the Technical Working Group since the planning stages in 2000 for the GIS mapping component. The council zonified the river into 4 Stations. Station 1, Wharf Redevelopment Zone, from the mouth of the river to the bridge going to Rizal, Lapuz. Because the only person I know in World War II was Macario Peralta of the 6th Infantry and also the "Liberation of Panay" in Tigbauan. Knowing Iloilo during those times that it has been the 2nd urban area of the Philippines at that time, I'm quite sure that there were incidents that were not yet researched. he needs a very in-depth research if he wants to know more about the Taban Massacre. He needs to interview old folks and do some research. Objectively, it would be difficult to do considering that some stories were just handed from one generation to the other by word of mouth. But as I said, the inscription is found in the Taban area. Some of the names were written there, too. You can even read a single statement about it inscribed in the welcome note of the town.There are also few highlights in Alimodian books. The various urban poor associations under the Urban Poor Network of Iloilo City met Wednesday to identify six communities that will serve as pilot areas for the slum upgrading project. Iloilo City Urban Poor Federation President Benfred Tacuyan said the pilot communities start by identifying their best practices and needs. These will be replicated and shared within and among the six pilot areas. Five of the six communities are the urban poor associations in Hamungaya, Tagbak Jaro; San Juan-Riverside, Kabalaka, Calumpang and North Fundidor in Molo district, and Albacia and San Isidro in La Paz district. Some of the problems that have been identified are the need for infrastructure improvement such as streetlights, access roads and even provision of livelihood to urban poor families. The fund from Asian Coalition for Housing Rights was facilitated by the Homeless People Federation, which is also a member of the Urban Poor Network of Iloilo City. I still want things as is right now. I loved boarding motor bancas going to Guimaras. Besides, it's only 30 minutes to Jordan Wharf or Buenavista Wharf. Also, we can protect Guimaras from industrialisation, too much commercialism and possible destroying their agricultural and natural wonders. Guimaras right no is the best site for tourism development. We just need bigger hotels and more promotion for Guimaras and Guimaras will takes off eventually. I wonder where all these projects will be located? And how well and competitive their projects will be? Remember, there's a lot of big players in Iloilo's housing market as well - Crown Asia (Savannah), Sta. Lucia (Metropolis, Monte Rosa, Acropolis), Fil-Estate, Philippine Estates, St. Raphael, etc. - longer, stable and trusted by most Ilonggos for quite sometime. I still want things as is right now. I loved boarding motor bancas going to Guimaras. Besides, it's only 30 minutes to Jordan Wharf or Buenavista Wharf. Also, we can protect Guimaras from industrialisation, too much commercialism and possible destroying their agricultural and natural wonders. Guimaras right no is the best site for tourism development. We just need bigger hotels and more promotion for Guimaras and Guimaras will takes off eventually. BUT as you've said, if there's a choice, then I'll go for bridge. They just need to regulate the entry of public and private vehicles to Guimaras province. Other than imposing Sto Tomas de Villanova Church in Miag-ao, almost all churches are the same. The DOF invited interested proponents to participate and obtain necessary requirements starting this month, for them to qualify for the April 24 bidding. The property is priced at P500 million to P2 billion. Earlier, the finance department said it raised privatization revenues closer to about P27 billion this year including that of Philippine Telecommunication Investment Corp. (PTIC). Despite some challenges the government is looking at disposing assets in big ticket items including Meralco and San Miguel. “Along the way the probability will increase to more than 60 percent or 70 percent that we can finish and complete our initiative. In the meantime however we did not factor in San Miguel but we include Al-Amanah Islamic Bank,” Finance Secretary Margarito Teves said. The DOF said that it could raise the privatization goal to jack up nontax revenues to P103.8 billion from the P90.6 billion originally submitted to Congress for approval. The government sold the Manila Gas south property in March and the former International School (IS) Manila land in July. Fernandez ILOILO City Mayor Jerry P. Treñas yesterday says the 55-hectare Iloilo domestic airport site in Mandurriao district can be converted into a commercial hub that boasts of a theme park, Information Technology (IT) park, hospital and convention center. Treñas said the privatization plans of the old airport site are contained in a study conducted by CB Richard Ellis, the same company that assisted the Clark and Fort Bonifacio bases conversion authorities. “The theme park is expected to cater to a regional market with Iloilo City as the regional center,” Treñas said, adding the presence of a recreation park in the metropolis will create a stir considering that most people are now used to hangout in malls. The mayor also urged the establishment of a convention center in the area as existing facilities in the city could only accommodate a maximum of 1,000 participants. “A 5,000-seat convention center just like in Cebu will make it easy for us to attract big conventions here,” said Treñas. With the hosting of big gatherings, the city could take advantage of multiplier effects which could benefit taxi drivers, gift shops, hotels and restaurants. Treñas said a hospital must also be included in the overall conversion to help address the problem on overcrowded health facilities. This would also help boost the medical tourism industry which is slowly gaining grounds in the city. “A new hospital would prop up medical tourism which is now a rising industry,” he explained. “Developers will be encouraged to invest especially on IT park which is not yet established in the city. The IT park would be very ideal for sustainable growth and would generate employment opportunities here,” Treñas stressed. He explained an IT park, which should be accredited by the Philippine Economic Zone Authority (PEZA) which grants incentives to investors, is being preferred by IT locators. “There is an urgent need to establish an IT park because of more interests by IT companies to settle in the city. Catubig The energization of the P13-million power substation of the Iloilo Provincial Government has been moved to March 18 after its earlier scheduled tapping operation was cancelled on Sunday, March 11. Engineer Romeo Andig, assistant provincial engineer, said the cancellation was caused by the islanding or the separation of power lines of the Iloilo, Panay and Negros Occidental Power Grid for the energization of the new Iloilo airport in Sta. Barbara and Cabatuan, Iloilo. The New Iloilo Airport Development Project (Niadp) will source its electricity from the National Power Corporation (Napocor) plant in Dingle, Iloilo when it operates in April. Andig stressed that another reason for the deferment of the direct connection to Napocor was the delayed approval of the National Transmission Corporation (TranCo) of the Capitol’s request for energization. The request was only signed on Friday, March 9. Andig cited the provision of the Energy Power Industry Reform Act (EPIRA) that the energization will only take effect seven days after its approval of the request for connection. An onsite systems coordination conference will be held on March 16 to finalize the preparation for energization. The provincial government will be paying P356,000 security deposit which will be paid into six installments. The Capitol had already coordinated with lone power distributor, Panay Electric Company, according to Andig. Governor Niel Tupas Sr. said the energization of the power substation, which was been idle for more than two years, will translate to savings on power cost for the provincial government. The Transmission and Supply Agreement between the Iloilo Provincial Government and the National Power Corporation (NPC) has already been signed earlier. The Department of Finance (DOF) said it is now accepting bids for the 54-hectare property. Deadline of submission of bids is March 27. Finance Undersecretary John Philip Sevilla was here yesterday for a pre-bid conference. He said several prominent corporations have verbally conveyed interest to acquire the property but he refused to identify them. On Monday, Iloilo City Mayor Jerry Treñas revealed the seven parties interested to acquire the airport site are Rockwell, SM Prime Holdings, Ayala Lands, Robinson’s Corporation, Filinvest, Cebu Pacific, and Philippine Airlines. Also, Sevilla beg off to make known the floor price (starting bid) of the property. “We can have the details after they have submitted their bids,” he said. ONE-YEAR PAYMENT Sevilla said the winning bidder shall have one year to pay the government. Right after the signing of the Deed of Conditional Sale, the winning bidder shall pay a down payment of 25 percent of the total price. “The winning bidder shall have one year to fully pay the property. Only at that time we will turnover the (land) title and have it transferred to the name of the buyer,” said Sevilla, bids and awards committee chair. After six months, the buyer shall pay another 25 percent of the value and six months thereafter the remaining 50 percent. The buyer shall also pay an interest of 12 percent per annum. “The winning bid will be approved by the Privatization Council,” Sevilla added. The Privatization Council is composed of the heads of the Departments of Finance, Trade and Industry, Budget and Management, Justice and the National Economic Development Authority. “If the papers (of the interested bidders) are complete, the process (of acquisition) will run smoothly,” said Sevilla. DOF will be strictly observing the terms of payment of the property, he added. “We will be strict on the payment schedule.” Bidders will be required to deposit a bond of P150 million. “We will keep the payment…we will evict them after 30 days should they fail to pay as agreed on the terms of payment (of the total cost of the property),” Sevilla said. The lot has varying cost per square meter ranging from P600 to P10,000. ‘ADDED BURDEN’ Along with the procurement of the property are the informal settlers at the vicinity. Sevilla said, “it would be the responsibility of the buyer (to solve the issue of informal settlers). It would be an added burden for them.” He said there are about 300 households of informal settlers living in the area. During the one-year period while the property has not yet been transferred to the name of the buyer, the buyer shall post a bond equivalent to the value of an existing edifice that will be demolished “if they wanted some renovations,” added Sevilla. NEW ILOILO AIRPORT The disposal of the existing airport site comes with the completion of the New Iloilo Airport that straddles the boundaries of the municipalities of Sta. Barbara, Cabatuan and San Miguel. The P6.187-billion New Iloilo Airport of international standards is expected to open for commercial flights next month – April 12, announced Iloilo airport area manager Allan Java. Java disclosed that test flights were done on February 25 to March 3 by the RP-2100, Air Transportation Office (ATO) flight check aircraft, to establish aerial structures and flight pattern and conduct reconnaissance of the entire air domain. The New Iloilo Airport will be turned over to the Department of Transportation and Communications (DOTC) on March 19 “and ATO will have control of the airport.” Java clarified, “the Office of the President has the last say regarding this.” ‘AIR PHILIPPINES’ Java said should they transfer to the New Iloilo Airport, Air Philippines will have the first commercial flight to set foot at the New Iloilo Airport runway. Based on the arrival of aircrafts in the existing schedule at the Iloilo Airport, Air Philippines will be the first to land. “Air Philippines has a daily expected arrival of 6:05 a.m. It is followed by Philippine Airlines (PAL) at 6:10 a.m. and Cebu Pacific at 6:20 a.m. These flights come from Metro Manila,” Java said, should the existing schedule be followed. (NPC). The Capitol pays an average of P1.2 million for a month’s electric consumption. Assistant Provincial Engineer Romeo Andig said Transco approved the energization of the Capitol’s power sub-station on Friday, March 9. The interconnection starts on March 18. Andig said the interconnection was supposed to take place last March 10 but Transco had its hands full repairing the interconnection of the new Iloilo airport development project to the Negros-Panay Grid. “The delay was brought about by the interconnection of the Sta. Barbara-Dingle-Negros-Panay link,” Andig told reporters. The Iloilo Provincial Government will connect directly to the NPC through its Negros-Panay grid. The Capitol’s substation shall source its power from NPC via the Philippine Foremost Milling Company located at the back of the Capitol building. Philippine Foremost has been granted permit by the Energy Regulatory Commission (ERC) to directly get power from NPC. Gov. Niel Tupas said the provincial government could save about P300,000 to P400,000 from electric bill. Maybe, more high-rise buildings in the hindsight or background will surely make this theme-park plan a really worthwhile project. I could not see practicality in developing an amusement park within the city area. A disney-inspired amusement park need bigger space and only areas outside the city can accomodate it properly. If only the airpoirt lot is more than 200 hectares, then we can develop a proper amusement, CBD, IT, etc Parks. But 54 or 55 hectares lot is really small and need a very good developer to accomodate almost all attractions and investments into one. But as I say, the theme park idea really sells to me. Hati-hati lang nila maayo ang duta. Like sa medical center/hospital, I don't think we need 5 hectares to develop it. May 3 hectare will do already. The Makati Medical Center building sits in less than one (1) hectare piece of land. Based on the rate of P600 per square meter as the lowest price and P10,000 per square meter as the highest, we expect the airport property to generate from P500million to P2.5billion,” Sevilla told reporters. The winning party is also given a 30-day grace period after the one-year installment period to fully pay its obligations, otherwise, it will be forfeited. Sevilla said they expect the winning bidder to sign the deed of conditional sale by May 24 but there will be no transfer of property title until the transaction is fully paid. The winning developer will also be allowed to start developing the site provided they should post a bond for the demolition of existing structures. Barbara area na lang, But if they want it there in the old airport site,I'd prefer a National Aquarium/Oceanarium or a Seaworld type of theme park be built along the river part of the property. Calubiran There were no local takers that appeared in what supposed to be a pre-bidding conference for the government auction of the 54-hectare hectare Iloilo Manduriao airport yesterday. The government auction price ranges from P900 million to P1 billion. Department of Finance Secretary John Sevilla arrived in Iloilo City Tuesday for the supposed pre-bid conference and yet no local takers attended in the pre-bid conference to show their interest in the government auction. The supposed pre-bid conference turned into a press conference. Sevilla, during the interview refused to identify the five corporations that earlier expressed intentions to purchase the property. Earlier, it was learned that prospective international and national bidders will drop their sealed bids on March 20 at the office of the Department of Transportation and Communications national office. On-line submission of bidding documents are also accepted. The bidding proper will be conducted on April 24. Reports gathered by the TNT identified the big corporations that wants the property as the Ayala Group, the Lopezes' Rockwell, Filinvest, SM Prime, Robinsons Land, Philippine Airlines and Cebu Pacific. The old airport will be replaced by a new industrial and business center with the planned government auction. As part of the deal, the city government wants the winning bidder to utilize the area for the construction of four amenities. The city envisions the construction of a theme park like Enchanted Kingdom, convention center which can accommodate more than 1,000 people, modern hospital for medical tourism and an ICT Park for the centers that wants to have business in Iloilo City. The realization of these amenities is part of the deal for the winning bidder. These infrastructure and facility will benefit not only the residents of Iloilo City but the entire Panay Island. If this thing happens, it's like everything's rolled into one. Plus the fact that Trenas highlighted already some other things that he wanted the old Mandurriao site to have in the future. Maybe, more high-rise buildings in the hindsight or background will surely make this theme-park plan a really worthwhile project. They can allocate 5 hectares for new convention center, 10 hectares for recreation/amusement, 5 for Medical center, 10 for IT Park and the rest for commercial-business. DOF Undersecretary for privatization John Philip Sevilla said the airport property could have fetched a higher market value if not for the presence of squatters. Sevilla said the winning bidder for the old airport will relocate the affected households. “The squatters therein would be the responsibility of the buyer. It could have been easier to sell the airport without the squatters,” Sevilla explained. There's no space for such a big park in the city. They can only create a small theme park to house several recreational ride, etc. Otherwise, Sta. Sadly, I could not find anything better with Armada, evnthough he ia a Centralian himself. The man is so confused himself when it comes to politics. I will be a doubtful voter if Suplico runs for governorship of the province. Whilst Mr. Garin is my number 1 choice for Vice-Governor post. I think Team Unity has so much bad thing to field Armada as their standard bearer. No Ilonggos in their right mind at present will vote for Armada to run the provincial capitol. He must be dreaming if he sees himself winning the gubernatorial race. Personally, I'm not for Armada as well. It's something in him that I don't like at all. It's just an instinct siguro. he he. More than anything else, it'll soon be "the thing" for Iloilo. As people become aware of vastness of opportunities for entrepreneural activities in Iloilo, more and more Ilonggos we'll come and invest back home. Politics will be set aside when it comes to developments. I'm 100% sure that MIGEDC will play vital role in metropolitan and provincial progress as we will have funds directly coming fro our international partners. We will see lights in a different way as Iloilo more and more progressive. The council stands for Regional City development is very endearing and promises a lot of potentials. Given few more years, Iloilo's progress will shy away from politics, rather shifting to business-run corporate centers in terms of development. we need to move quicker or faster to attain this status. The only city and province in the Philippines not affected by mere politics is Makati and the rest of Metro Manila. On whether Makati is anti or pro, it just doesn't matter. Politics is secondary to Makati. The development is tremendous and outpouring amidst political squabble. That I want Iloilo to achieve in the future. And I hope it'll come sooner rather than later. Come and visit Alimodian during Lenten Season. It's a different experience indeed. Alimodian's Lenten peak starts on Holy Thursday to Glorious Sunday. The procession round the town is a must see and participated. You'll see all "kapiyas or kapilyas" (14) with grand decorations and aesthetically arranged. The procession of Sto. Entiero (dead Christ) on Friday is another highlight. A procession to Agony Hill for Way of Cross starts early dawn of Good Friday from Sto Tomas de Villanova Parish Church. And much-awaited "pagkit-anay" on Glorious Sunday with "resplandor", "Hossana" and "Bitay". I'm sure you'll be amazed how Alimodianons celebrate their Lenten Season and why is considered by many as one of the lavish lenten celebration in the region. Central towns and Southern town of Iloilo will have a good access to this new site. Maybe even Antique with their terminal in Molo has better way to access the new complex via Carpenter's Bridge. I hope they'll transform the bridge into a four-lane, too. But as early as now, we have to start planning relocation of big infras outside the city. If they want, make the old airport's site a pure CBD where tall buildings and corporate offices will be located. Even if SM will not win the bid, they still have more than 15 hectares of land in Diversion for development. SM owns 18 hectare of land. SM City building stands at 2 hectare of land only. Maybe 4 hectares was used including their parking area. The MIG needs to move as one. Let not Iloilo City alone dictates what's best for MIG. That's why it's collaboration of resources. It would be ideal if some of new infras will outside the city by now. Regarding Guimaras, I still want them to develop their tourism potential. I want to see bigger hotels in Guimaras like what's happening in Boracay at present. Building a bridge is too ambitious at present for Guimaras and Iloilo. Guimaras should increase their economic activites first before a bridge between the two needs realisation. Even tourists don't know where Guimaras is at present. I think ara na halos tanan ang sabat sa post ni Kirby. The kapiyas are not constructed around the town plaza. it's all over the town supported by every purok of the poblacion. The procession took at least an hour or more from 1700 due to "hapit sa kada kapiya sang Mahal nga Birhen". Plus of course the many devotees nga nagasunod. Central towns and Southern town of Iloilo will have a good access to this new site. Maybe even Antique with their terminal in Molo has better way to access the new complex via Carpenter's Bridge. I hope they'll transform the bridge into a four-lane, too. At present, Carpenetr's Bridge commands a vry heavy traffic during rush hours as most prople coming from Mandurriao and Aleosan private cars used this route to travel to the city center. the present carpenter's bridge is ugliest bridge in the city :lol: and glad to know that its getting more than facelift.Im sure it 'll be one of the "gateways" to the new CBD in the future being the most direct access "down south".Im hoping for a 6-lane bridge just to be prepared :lol: it's not undermining I guess, Whyte. But as early as now, we have to start planning relocation of big infras outside the city. If they want, make the old airport's site a pure CBD where tall buildings and corporate offices will be located. Even if SM will not win the bid, they still have more than 15 hectares of land in Diversion for development. SM owns 18 hectare of land. SM City building stands at 2 hectare of land only. Guimaras have to develop its tourism potential to the fullest but still looking after its environment . Iloilo City will still be the center.Whether we like it or not but will have to relocate some of its structures in order to develop better. Regarding Guimaras, I still want them to develop their tourism potential. I want to see bigger hotels in Guimaras like what's happening in Boracay at present. Building a bridge is too ambitious at present for Guimaras and Iloilo. Guimaras should increase their economic activites first before a bridge between the two needs realisation. Even tourists don't know where Guimaras is at present. Calubiran Power consumers in the city may experience lower rate when National Power Corporation's (NPC) Power Barge (PB) 101 starts supplying power to Panay Electric Company (Peco), the city's sole power distributor, next month. City Mayor Jerry Treñas said he will push for the interconnection between Peco and NPC to achieve this goal. Treñas revealed that NPC President Atty. Cyril del Callar assured him that power sourced from PB 101 would cost lower than that of independent power producers. NPC sells power at P3.30 to P3.50 per kilowatthour while Panay Power Corporation, power supplier of Peco, sells power at close to P7 per kilowatthour. Treñas said the interconnection could also drastically decrease Peco's dependence to PPC. Every consumer could benefit from PB 101 as it could lower power rates, Treñas added. The mayor further said the city needs additional source of power supply to cope with the demands of the growing consumers in the city. Call centers and other prospective investors want a steady supply of power at the cheaper price before they invest in the city. Last year, Peco and NPC inked an agreement for the latter to supply power to Peco. Burgos Jr. The Department of Finance (DOF) is now accepting bids for the 54-hectare Iloilo Airport site in Mandurriao district which is up for sale to investors. DOF Undersecretary John Phillip Sevilla, chair of the bids and awards committee of the old Iloilo airport, said the deadline of the submission of documents of prospective buyers is on March 27 while the bidding will be held on April 24. The property is estimated to cost from P500 million to P2.5 billion, according to the DOF. The proceeds of the sale will go to the national government. Sevilla said they have already received several verbal notices of investors who are interested in buying the property but he refused to identify them saying they will wait until the bids are formally submitted. The bid price can be payable in a year with an interest of 12 percent per annum. The buyer will pay 25 percent as down payment and another payment of 25 percent after six months. The remaining amount will be payable within the next six months. Sevilla said that aside from the required documents, they will also look into the financial capacity of the prospective buyers. No restrictions will be applied to buyers of the property which is strategically located around 10 minutes from the city proper. Iloilo City Mayor Jerry Treñas earlier said that they would encourage investors to put up an Information and Communications Technology (ICT) park, convention center and a hospital in the site. The old airport will be expected to be vacated by next month when the Iloilo international airport situated in a 188-hectare area in Cabatuan and Sta. Barbara towns will start operations. The P8.759 billion new airport will be turned over by the Taisei-Shimizu Joint Venture to Department of Transportation and Communication on March 19, said Allan Java, Air Transportation Office manager in Western Visayas. Java said the first flight to the airport is set on April 12. The new airport can accommodate six aircrafts simultaneously and has a three-story terminal with an area reaching around 12,000 sq m in floor area. It is equipped with advance facilities including a modern terminal, control tower buildings, and landing and navigation systems. Java said they will maintain the daily traffic of 26 incoming and outgoing flights this year. Homena added the barge will also be providing intermediate and peaking-load demands and its arrival is expected to greatly enhance the stability of power in Panay island. SM Prime Holdings Inc., Robinson’s Land Corp., Philinvest, Rockwell Land Corp. and Empire East Land Holdings Inc. were among the companies that attended Thursday’s prebidding conference. Finance Undersecretary John Philip Sevilla, who is in charge for the privatization of government assets, said the DOF is hard-pressed to sell the property after the disposal of government assets in Philippine Telecommunication Investment Corp. (PTIC). “This property looks much easier to sell than the PTIC, but we see it the other way. We will exert a lot of effort to dispose of it,” Sevilla said. He said the government will not set a floor price to attract higher bids, and also because the property is huge. The price range released by the finance department for the airport based on land transactions in Iloilo is between P500 million and P2 billion. The government has also set aside the rezoning of the property since it would limit the options of the possible buyer, although the local government of Iloilo has committed itself to assist the winning bidder in rezoning the area. The lack of infrastructure development near the area, in addition to some problems regarding illegal settlers, is not seen as impediment to the disposal of the property, according to DOF officials. Although there are ongoing cases in courts, they said they are not about ownership but only rights issues and nonpayment of rental by occupiers. Sevilla said that after selling the Iloilo airport, the DOF plans to bid out the Al-Amanah Islamic Bank and possibly the government shares in Meralco. Despite some challenges, the government is looking at selling its stakes in big-ticket items, including Meralco and San Miguel. “Along the way, the probability will increase to more than 60 percent or 70 percent that we can finish and complete our initiative. The DOF said that it could raise the privatization goal to jack up nontax revenues to P103.8 billion from the P90.6 billion originally submitted to Congress for approval. The government sold the Manila Gas south property in March and the former International School (IS) Manila land in July. Another big-ticket item sold last year was Maynilad Water Services, which had a floor price of P56.4 billion and was sold for $447.23 million. Other assets that were scheduled to be sold in 2006 but were moved to 2007 include the build-to-operate bid for the Fujimi, Tokyo, property, the sale of Philippine Postal Corp. and the Al-Amanah Islamic Bank.
