‘Heavy’ economic activities loom

ILOILO City – Heavy economic activities in the whole of Panay and half of Negros islands is seen to intensify in a week's time, with the looming release of internal revenue allotments (IRA) for the various local government units (LGUs).

The impending initial release of some P1.3 billion by the Department of Budget and Management (DBM) was disclosed by DBM Assistant Regional Director Alfonso Bedonia. He said the IRA will cover the first quarter needs of all LGUs starting from the brangays up to the various provinces.

For the first quarter of the current year, the DBM has allotted P3.96 billion for the IRA of the LGUs in Western Visayas.

Meantime, in addition to the IRA, the DBM is also due to release the funds for the Miscellaneous Operating and Other Expenses (MOOE) and the allocations for Personnel Services of the state colleges and universities (SUCs); and the regional offices of the Department of Health, Technical Education Skills and Development Authority (TESDA), and the Department of Public Works and Highways.

For the current month, SUCs in Western Visayas are allotted P84.4; Department of Public Works and Highways (DPWH), P26.9 million; Technical Education Skills Development Authority (TESDA), P8.1 million and Department of Health (DOH) P29.7 million.

Bedonia stressed that the allotment of each agency is meant to cover only the MOOE and PS, but excluding the capital outlay for the various agencies, since the government is still operating on a re-enacted budget in the current quarter.

It will be recalled that President Gloria Macapagal-Arroyo signed into law, the General Appropriations Act only recently.

IPP allots P1M for mangrove
reforestation in Iloilo City

ILOILO City – The Panay Power Corporation (PPC), an independent power producer that generates supply for Panay Electric Company (PECO) here, has allotted more than P1 million for the mangrove reforestation in Iloilo City.

City Agriculturist Officer Gil Parreñas said the reforestation project would be held at the more or less three-hectare mangrove site in Brgy. Ingore towards Brgy. Hinactacan in La Paz district.

Parreñas said they target to plant some 10,000 mangrove seedlings.

The P1 million fund, which was taken from the one-centavo rebate of the city government for every kilowatt-hour paid, will be used to establish a nursery, massive information dissemination, trainings and purchase of more mangrove seedlings.

The city agriculturist explained that a great portion of the Iloilo River was already affected by the continuous erosion of the riverbank. Thus, he cited the urgent need to reforest the area to prevent further erosion.

Parreñas emphasized that 25 of the 35 species of mangrove can be found at the Iloilo River including the most rare specie known as the Obata.

However, for the reforestation project, they will only be planting three common species where propagules are easier to access.

The City Agriculturist Office is now waiting for a go signal from the PPC for them to start with the reforestation project. He said just recently, the Sangguniang Panlungsod of Iloilo City has already approved their proposal relative to such endeavor.

Meantime, Parreñas also announced the need to relocate the more than 3,000 mangroves in Brgy. Bito-on. He said these mangroves would be affected by the floodway project of the city government.

‘Pagtaltal’ seen to draw
over 10,000 pilgrims

ILOILO City – The "Pagtaltal sa Guimaras," an annual event that commemorates the sufferings of Jesus Christ, is expected to draw more than 10,000 visitors to Jordan, Guimaras on Good Friday.

Mariza Descutido, one of the event's organizers, said the preparation for the yearly event is now almost 90 percent complete.

Descutido said they were almost through with the selection of the actors and actresses to portray the roles of various individuals for the Way of the Cross.

"The financial support is now in place," she said.

The event will start right at the Jordan Plaza and the entire cast will climb the almost 200 steps to reach the top of the Balaan Bukid.

Upon reaching the top, the person who will portray the role of Jesus Christ will be nailed on the cross.

Although there are other versions of the Pagtaltal in some localities in Iloilo, still the one in Guimaras proved to be the most sought after by pilgrims.

Every year, both foreign and domestic tourists climb the steep Balaan Bukid, just to watch the Pagtaltal.

Meanwhile, Descutido said the security measures for the occasion are now being put up to ensure the safety of all the pilgrims.

Further, she announced there would be no fare increase among pumpboats, and operators will still charge P15.00 for the ferry fare from Iloilo to Jordan wharf.

The Jordan wharf is a 15-minute ride on a pump boat from the Ortiz wharf in Iloilo City.

Aussie offers technical
aid to city gov't

ILOILO City – The Iloilo City government is again a recipient of support from the Australian Aid (AusAid) through the Philippines-Australia Human Resources Development Facility (PAHRDF).

The PAHRDF is an AusAid-funded development initiative that supports the efforts of the Philippine government "to promote sustainable and equitable development through planned institutional capacity building programs."

Iloilo City Mayor Jerry Treñas, in a meeting with the representatives of the PAHRDF, decided to endorse the offices of the City Social Welfare, City Engineers, City Health and Planning to avail of their programs to strengthen their delivery of services.

Treñas said the offices still must undergo needs assessment so as to know the areas that need improvement. The interventions will be on technical support.

The PAHRDF has designed two modes of HRD delivery which include a long term training that involves granting of scholarships for post graduate studies and short term HRF activities that focus on learning needs of employees selected to implement policy, systems or service delivery changes in the work environment.

The development facility has so far funded 80 scholarship awards for post graduate studies and technical operatives from their targeted institutions. Their short term training interventions have funding support of approximately Aus$ 3 to Aus$ 4 million annually.

Treñas said the province of Bohol was so far able to avail some P80 million worth of training from the PAHRDF.

The mayor expressed hopes that any intervention for Iloilo City will get started right after elections. He was not informed though how much is allotted for the technical support they will give to Iloilo City.

Iloilo City is also a recipient of a Aus$ 32.9-million grant for its four areas of packages which it shares with Bohol.

I won't tell it to anyone subong para indi madula-an ang surprise, hehehehehe!!! It would eventually come out in our local dailies these upcoming weeks. :D

BFT to enhance farm products distribution

ILOILO City – The establishment of a Barangay Food Terminal (BFT) here in Western Visayas will enhance farm products distribution from farmers and fisherfolks producers to consumers.

Department of Agriculture 6 (DA 6) OIC-Regional Executive Director Larry P. Nacionales said that this barangay-based food depot and distribution system will offer affordable, safe and quality products like meat, poultry, fish, vegetables and fruits.

Nacionales stressed that the establishment of BFT is in line with the six pillars of DA wherein profitability of the farmers is achievable through market access and provision of post harvest technologies.

“This BFT project will be a community participated retail food distribution system wherein the Barangay Talipapa serving as a direct marketing link from the farms and direct retail distribution link to the consumers,” said Nacionales.

The DA through the Agribusiness and Marketing Assistance Division (AMAD) will provide technical assistance during the pre-operation and actual operation of the BFT, links suppliers, and provides cold storage facility capable of storing meat products, fish, fruits and vegetables.

According to Maria Teresa Solis of AMAD, the local government units will provide space/land, building and operating capital, will designate a barangay where the BFT be establish and create a BFT management Team who will take care of the operations and management of the project.

It is expected that the BFT will generate income for the barangay or local government unit, create employment opportunities for food repacking, processing and delivery to retail outlets, increase income of agri-fishery producers and provide safe, nutritious and affordable food to the community.

The AMAD 6 has already identified Brgy. San Jose in Iloilo City and Brgy. Haguimitan in Passi City as possible sites of BFT.

“We still have to consult the provincial marketing officers of different provinces here in the region for possible BFT sites in their respective provinces,” said Solis.

Bantayan Festival
A historic adventure in Guimbal

http://www.thenewstoday.info/2007/03/28/bantayan.festival3.jpg
Bantayan Tribe competition

* The colorful Bantayan Tribal Dance Drama Competition is on March 31

THERE is no better way to get to know the people of Guimbal than through their Bantayan Festival. It is the moment when the community strives to put on a splendid cultural presentation, not only for themselves but also for those who came from afar to admire and enjoy.

Its dramatic presentation and excitement, with greater preparations and more spectacular props each year is an attempt to save its historic event in danger of extinction. Its origin is the battle between the natives of Guimbal and the Muslim pirates. The format of the presentation is the theatrical enactment of the skirmishes and dances, the victory of the people in the community against the Muslim pirates, and finally homage to the patron saint.

Prominent in the presentation is the use of the prop guimba, believed to where the name of the town was derived from. It is an ancient instrument of the Spanish Panayanons that resembles a drum and is beaten by hand. This served as a warning to the community for an incoming raid.

TOWN ATTRACTIONS

Guimbal Catholic Church

Guimbal grew to be one of the provinces’ significant towns. The spread of Christianity in the area in 1703 and the increasing potential of Spain for trade and to gain wealth and somehow, prestige became common. Spaniards erected magnificent temples of worship; constructed an intricate network of burial sites, stone bridges and watchtowers. The town is recognized as one of the Iloilo’s most valuable cultural sites.

There are a number of watchtowers along the coast of southern Iloilo.

Mostly, their origin is from the Christian re-conquest with the purpose of securing their area for defense and to protect their peaceful community from Muslim marauders who were responsible for the looting of many communities and capturing the natives in the area and sell them as slaves in Kolambogan, Mindanao. Some have lasted for centuries with remarkable strength.

Bantayan or Kota watchtower

In the 17th century, Kota watchtowers were constructed in Barangays Tuguisan, C. Colon and Pescadores. They were placed at regular intervals so that alarm signals could be passed between them in case of attack, the towers were originally made of bamboos and were later built out of huge blocks of stones during the Spanish occupation. Easily visible from the spot, just a little way inland, they were at their most impressive with inner walls and outer walls and an ample space for watcher/s on its top.

A Kota watchtower has one entrance that is high up on its side and the only method of entrance and exit is through a ladder or rope. The areas of these three watchtowers vary greatly from 100 to 325 square meters.

The Roman Catholic Church of Guimbal is close by in the town plaza. It occupies an area of 1.22 hectares and was built in the 18th century. Its outside walls are made up of adobe blocks called igang. Its unique architecture makes it a magnet for tourists all year round.

Located at the town proper is the Spanish Arch Bridge or commonly known as Taytay Tigre. It measures 4.5 square meters and is considered as one of the shortest bridges constructed during the Spanish era.

Remains of Taytay Tigre

The people of Guimbal should be eternally grateful of these sites that possess significant historic and cultural value since Guimbalanons owe much to their rich history. It has flourished since its discovery in 1590 to the present. Its existence testify to the reality of the town’s vision and mission---a beautiful, healthy, progressive, peaceful, self-reliant, ecologically sustainable and globally competitive town geared towards the delivery of effective and efficient services through dynamic leadership for people empowerment and sustainable ecological balance. The rate of economic progress has been noticeably faster especially in the field of commerce, industry and tourism.

Get away from the hustle and bustle of Iloilo City, and take a 30-minuter drive to Guimbal, a fourth-class municipality belonging to the First District cluster is 29 kilometers east from the city of Iloilo and lies along the southern coastline of the province. The town shares a border with Tigbauan on the east; on the northeast by Tubungan; Igbaras on the northwest; and west by Miag-ao. It has a land area of 44.61 square kilometers and is made up of 33 villages.

INVITATION TO THE FESTIVAL

The festival is the celebration of the people and it never fails to draw visitors throughout the province and the other side of the region.

The municipality of Guimbal headed by their dynamic municipal mayor, Richard S. Garin is inviting everyone to celebrate with them the 2007 Bantayan Festival, which started yesterday with a Drum, Float, Street Dancing Competitions and the Search for Miss Bantayan Festival. The Porma Balas, Pinta Lawas, Fluvial Parade, the Re-enactment of the Moro Raid and the Bantayan Video Festival takes the limelight on March 29; and the colorful Bantayan Tribal Dance Drama Competition on March 31, 2007.

Floodway project may affect mangrove plantations in Iloilo River
By Maricar M. Calubiran

City Agriculturist Gil Parreñas fears that mangroves growing at the bank of the Iloilo River may be affected by the ongoing Iloilo Flood Control Project.

Parreñas said there are about 3,000 mangroves growing in Iloilo River and 25 of the 35 species of said plant grow in the area.

In fact, Parreñas said, a rare specie of mangrove known as the Obata grows along the Dungon Creek area.

He said Obata serves as feeding and breeding areas for crabs, shrimps and fishes. However, their existence is threatened by the continuous siltation of the Iloilo River and the ongoing implementation of the floodway project.

Parreñas said he will find ways to save the mangroves by relocating them in Barangay Bito-on, Jaro.

He also urged the people to give importance to the mangroves growing along the river banks.

He said, it takes number of years to grow them.

Parreñas lamented that most people cut the mangroves to be used as firewood without thinking how important it is.

Parreñas said their is a need to reforest and plant new mangroves along the river banks to prevent soil erosion.

To note, Panay Power Corporation (PPC) earlier pledged to donate P1 million to city government for mangrove reforestation project.

The reforestation project will cover more or less three-hectare mangrove site in Barangay Ingore towards Barangay Hinactacan in La Paz district. PPC plants are located near these barangays. The project aims to plant 10,000 mangrove seedlings.

In the PPC's proposed reforestation project, they will only plant three common species where propagules are easier to access. These are the the piapi and bakhawon mangroves. These species are easier to grow, said Parreñas.

I don't know what tribe this is. Could be the tribe from Jaro who won the contest or Passi's own. BTW Cabatuan and Calinog also participated. Problem is, they don't have body paints kuno. I think, Calinog & Cabatuan tribes were the winners in their respective festivals. Pero tani they change their costumes and comply with the Pintados concept.

Newly asphalted Roads

Where is this? This picture looks really cool. How I wish all streets in Iloilo City look like this... Road markings are essential components of the road system, not just the median center (broken) lines but the continuous border lines as well. If all roads can comply to the road marking standards, the next step is to educate the people, especially the drivers on how to interpret road and traffic signs. This should have been strictly implemented as a requirement for a driver's license. Sad to say, daw sa mabudlay na ini ilutas. So the easiest and least costly way to educate the drivers once traffic and road signs are fully in place is to hand them some printed flyers showing illustrations/symbols and their meanings. Ambot!

I think this house can be a good Heritage Museum. A conjunction to the modern one across the street.

why this one is called 'torture house'

is anyone here from villa or maybe based on iloilo? hope can help take picture of the princedale subdivision (house & lot) not the 'lot only'. like to know how's the construction is going on. Also last time i passed villa sto nino sur to Oton there's an ongoing road widening there. I've heard they'll make it a highway there. I'm not sure if it's finished already.

Property giants to bid for old airport

THE big names in the Philippine property sector are bidding for a 54-hectare property that used to serve as the airport in the central province of Iloilo, according to the Department of Finance.

Finance Undersecretary John Philip Sevilla, who is in charge of the government’s privatization program, said the list of interest buyers includes Ayala Land Inc., Empire East Land Holdings Inc., Filinvest Land Inc., Robinson’s Land Corp., Rockwell Land Corp. and SM Prime Holdings Inc.

The auction for the old Iloilo airport is scheduled on April 24.

“This property looks much easier to sell than the PTIC, but we see it the other way,” Sevilla said, referring to the earlier sale of the government’s stake in Philippine Telecommunication Investment Corp., which holds a six-percent stake in Philippine Long Distance Telephone Co.

“But we see much smaller privatization revenue from overall asset sale this year compared to PTIC,” he said.

The government earned about P25 billion from the sale of its PTIC stake.

Sevilla said the government will not set a floor price for the Iloilo property to secure higher bids, adding the property is huge.

The finance department however recently released a price range for the airport based on land transactions in Iloilo. The price ranges from P500 million to P2 billion.

The government is also setting aside the rezoning of the property since it would limit the options of the possible buyer, although the local government of Iloilo has committed to assist the winning bidder in rezoning the area.

Sevilla said the government will not pursue the titling of the airport annex, but added that it is open to suggestions from the bidders on how to treat the same.

Finance officials are bullish about selling the property despite the lack of infrastructure near the area, and the presence of illegal settlers. Outstanding cases involve not ownership, but the non-payment of rental by occupiers.

After the Iloilo property, the government plans to sell the al-Amanah Islamic Bank and its stake in Manila Electric Co., Sevilla said.

“Along the way the probability will increase to more than 60 percent or 70 percent that we can finish and complete our initiative. In the meantime however we did not factor in San Miguel assets,” Finance Secretary Margarito Teves said, referring to the government’s holdings in Southeast Asia’s largest food and beverage conglomerate.

The department said that it could raise the privatization goal to jack up nontax revenues to P103.8 billion from the P90.6 billion originally submitted to Congress for approval.

Other assets scheduled to be sold are the government’s property in Fujimi, Tokyo, and the Philippine Postal Corp.

The government also hopes to settle the privatization of two government-run television stations, RPN 9 and IBC 13, this year.

ICPO to get new P12.5-M building
Jeehan V. Fernandez
2007-03-29

A P12.5-MILLION modern building will rise for the Iloilo City Police Office (ICPO).

Mayor Jerry Treñas said the project was committed by former PNP director Gen. Arturo Lomibao during his visit to ICPO August 2005.

Treñas added that ICPO director Senior Supt. Wesley Barayuga confirmed that the project will push through and will be implemented soon.

The mayor said the City Hall will shoulder the cost of demolition of the dilapidated structure situated along Gen. Luna Street, City Proper.

“We don’t have estimates yet on how much the city will be spending for the demolition to pave way for the construction of the new building. We will look for funds for that.”

To recall, Lomibao wanted the ICPO building repaired to help enhance police operations in the city.

“Our policemen were alert but the building is not so clean and really old,” Lomibao said, referring to the status of the city police office.

He hinted that “the city cops may not be keen on their jobs while their office is not conducive to police work.”

Lomibao said the PNP would finance the construction if the city government would secure the ownership of the ICPO site.

Treñas explained concerns on ownership of the ICPO lot have already been settled with the owners that donated the property to the city police.

Iloilo has 43 Botika ng Bayan
2007-03-29

THERE are now 43 Botika ng Bayan (BnB) outlets in the city and province of Iloilo, according to the Philippine International Trading Corporation (PITC).

As of November 3, 2006, based on the PITC’s list, most of these BnB outlets are found in Iloilo City numbering 29 while the remaining 14 outlets are in the different municipalities of Iloilo including Passi City.

PITC president and chair Roberto Pagdanganan said there are now 1,200 BnB stores operating all over the country. He added they are targeting to establish a total of 30,000 BnB outlets in 2010.

One of the strategic programs of the government, the BnB aims to make essential quality medicines affordable, available and accessible to the people, especially the poor. This was launched by PITC, tasked as the lead government agency in the procurement and distribution of low-priced quality drugs in the country, in partnership with the Department of Health and Bureau of Food and Drugs (BFAD).

Under the program, those who are eligible to apply are the following: Non-government organizations (NGOs) and cooperatives; trade and labor unions, employees association; corporate foundations and religious groups; senior citizens’ and women’s groups; and sole proprietorships, partnerships and corporations.

Pagdanganan disclosed that by end of March, the PITC will raise its procurement of medicines from P115 million to P400 million to encourage the establishment of more drugstores selling affordable medicines. (PIA)

Tourism stakeholders revive
traditional way of observing Lent

ILOILO City -- Tourism stakeholders in Iloilo and Guimaras are inviting the public to go soul searching in the various places of interest here that would remind them of the traditional way of celebrating the Holy Week.

A Holy Week Pilgrimage, which is a joint endeavor of the Metro Iloilo Guimaras Economic and Development Council (MIGEDC), Iloilo Conventions and Visitors Bureau (ICVB), Iloilo Hotels, Resorts and Restaurants Association (IHRRA) and the Association of Iloilo Travel and Tour Operators (AITTO) launched "Semana Santa sa Iloilo kag Guimaras" today.

A week-long package which include Bisita Iglesia, Way of the Cross, Kapiya, Recollection, Salubungan and Payapak is available starting April 5-8.

Emilio Jovero of the Association of Iloilo Travel and Tour Operators (AITTO) said the pilgrimage will be highlighted with the visit to the various century-old churches in the southern part of the province of Iloilo starting from the St. Anne Parish in Molo district down to Lawigan, San Joaquin which will form part of the Bisita Iglesia.

Two of the famous churches are the St. Anne Parish Church that hosts all female saints and the baroque style St. Tomas de Villanova Parish Church, which was cited by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as a World Heritage Site.

The Lawigan Parish in San Joaquin, the farthest southern municipality of the province of Iloilo is also inviting everyone to join their Way of the Cross initiated by the Mill Hill Missionaries in 1959 headed by a foreig priest, Fr. Anthony Nidenger.

Iloilo City Tourism Officer Ben Jimena said he had already coordinated with his counterparts in the municipalities to prepare their respective churches and other provisions necessary to make the stay of the tourists in their area comfortable.

Meanwhile, ICVB Board of Director Manny Gruenberg affirmed that all members of the bureau were supportive of the plan to slash their room rates by 50 percent.

Emil Diez the President of the ICVB said they would also include in their itineraries the visit to various beaches in Panay and Guimaras.

Robert Ferrer of the IHRRA announced that all their members would be opened for the entire Holy Week.

Jimena said this year's project would just be a test run as they hope to fine-tune the services that will be offered next year.

"This is just to create awareness among our tourists and guests and let them know that that there is this unique attraction here in Iloilo and Guimaras," Jimena said.

WV’s first sanitary landfill okayed
P200-million dump expected to operate in Iloilo City in 2008

ILOILO CITY — Iloilo City will have the first sanitary landfill in Western Visayas that is expected to become operational in the last quarter of 2008.

General Services Office head engineer Raul Gallo said the putting up of a sanitary landfill at the Calajunan dump in Mandurrio would cost the city more than P200 million but they couldn’t do otherwise because it is a requirement under the Solid Waste Management Act.

The project site is now being developed and the city government is purchasing heavy equipment. The city was able to secure a P90-million loan from the Development Bank of the Philippines for the implementation of this phase.

Gallo said documents for the transitional period phase are now being processed. However, the infrastructure necessary for this phase will be constructed after the election period when the ban on such projects is lifted.

Meanwhile, the last phase will entail another negotiation with a bank that would grant the city a loan for the additional funds of around P140 million.

The law mandates every local government units (LGU) to have their sanitary landfill.

"The law also provides for option as long as you can address your problem on waste. They can provide any technology as an option for as long as it is ecological friendly," Gallo said.

A survey conducted by the Japan Bank of International Cooperation (JBIC) revealed that the city’s daily waste volume is estimated at 300 tons. However, the city collects only 160 tons a day, with the rest being recycled or used as compost.

Still, Gallo did not deny that there are wastes that remain uncollected and are just being thrown into rivers and canals or burned.

He emphasized though that the city has been urging the communities to manage their trash properly. He noted 90 percent of the 180 barangays have their material recovery facilities although only close to 30 percent is functional.

The city government receives technical assistance from the German Technical Cooperation for the project. (PNA)

No takers for demolition works on old City Hall
By Maricar M. Calubiran

It seems no contractor is interested to demolish the old Iloilo City Hall building.

City Mayor Jerry Treñas yesterday confirmed that nobody posted their bids for the demolition of the old City Hall building having a bid price of P900,000.

The City Hall building would be demolished to give way to a new one.

The city government is set to construct a new seven-story City Hall worth P350 million.

Treñas said the city's Bids and Awards Committee (BAC) will again schedule another bidding for the demolition works where they will increase the bidding price.

Sources said the bidding price for the demolition works is too small, reason why it did not attract any contractor.

The demolition of the old city hall is the first stage towards the construction of the new building.

With regard to the construction of the new City Hall, the BAC will receive eligibility forms and letters of intent from interested bidders starting October 9-13, 2007. The bidding documents will be issued on October 23 until the 27th. The pre-bid conference is scheduled on November 3. The opening of the bids will be on November 3, 2006. Contractors from places outside of Iloilo can join the bidding as the notice of bidding would be published in national newspapers.

Treñas said once the demolition is set, the offices occupying the old building will transfer to Robinsons Place. Treñas said, the city will ask the management of Robinsons Place to open their mall at 9:00 a.m. instead of its regular 10:00 am schedule in order for the city government employees to report to their work. The working hours for the city hall employees will start at 9:00 am until 6:00 pm.

He also said the city has awarded the contract for structural and architectural design to Architect William Coscolluela.

Coscolluela won the bidding participated by four other bidders.

Prior to the bidding, Coscolluela's group had been meeting with the chief executive and other officials of the city for the construction of the new city hall building. They even presented their design. Treñas said the city paid nothing on the first set of design that Coscolluela had presented. The design plans made earlier by Coscolluela's firm was changed as it was too modern and does not coincide with the old structures located near the city hall.

The new city hall building will be constructed at Plaza Libertad. It will sit on the 12,000 square meters of lot presently occupied by the old city hall building. The building will be a combination of new and modern designs to fit the area where old buildings and the San Jose Parish Church are located. The city wants to maintain the uniqueness of the area.

Iloilo village eyes brgy food terminal

ILOILO City – Brgy. San Jose of this city is now listed among the possible sites for the establishment of a Barangay Food Terminal here in Iloilo City.

Punong Barangay Antonio Coo has expressed interest for the establishment of such project in his area, according to Department of Agriculture (DA-6) Agribusiness and Marketing Division (AMAD) Chief Maria Teresa Solis.

Solis said they are now waiting for the Barangay Resolution and other pertinent requirements from Brgy. San Jose for submission to DA Central Office for validation.

The BFT or talipapa project is being undertaken by the government to ensure a steady supply of food for poor families at affordable prices. This barangay-based depot and distribution system will sell commodities like meat, poultry, fish, vegetables and fruits around 5 to 10 percent lower than those sold in regular outlets.

The project is part of the anti-poverty and hunger mitigation program of President Gloria Macapagal-Arroyo along with the "Gulayan ng Masa", Food-for-School and "Tindahan Natin" programs.

Recently, stressing the importance of DA meeting the BFT's target of reaching 200,000 families by April 2007, President Arroyo instructed the agency to establish more barangay food terminals where the poor can have access to cheap food and basic commodities.

The BFT forms part of the DA's measures expected to help the President realize her commitment of social payback to the people through her "8 for'08" priority programs that focuses on job creation, cost of living improvement, peso appreciation, gaining more investment, improving education, pro-poor, healthcare, housing and hunger mitigation, anti-terrorism measures, and a green Philippines.

Iloilo City and the province
In Iloilo City, Mayor Jerry Treñas was joined by 10,000 supporters in hearing Mass at the Santa Maria Church and marching to the Comelec office to file his certificate of candidacy. It was more of a triumphal march than anything else.

Treñas said the city’s administration ticket is headed by Rep. Raul Gonzales Jr., himself, and councilor Jed Mabilog for vice mayor.

The councilor bets are Edwin Plagata, Jose Espinosa III, Armand Parcon, Ely Estante, Jeffrey Guanzon, Julienne Baronda, and Eduardo Peñaredondo, lawyers Antonio Pasina and Eldrid Antiquera, barangay captains Roberto Divinagracia, Lydon Acap and barangay kagawad Edward Vee.

Iloilo Gov. Niel Tupas also filed his certificate of candidacy, accompanied by a big group of supporters.

Earlier, he proclaimed the mayoral bets in the second district under the Liberal Party-Drilon wing. Among them were Sta. Barbara Mayor Isabelo Maquino, Zarraga Mayor Rigor Brazas, San Miguel Mayor Gregorio Villarico, Alimodian Mayor Juanito Alipao, Nuevo Lucena Mayor Jun Monedjard (running for provincial board member), Leganes Mayor Adolfo Jaena, Leon Mayor Romulo Cabana, and Pavia Mayor Aracdio Gorrecita.

The game is now on. And the May polls will determine who will actually be the new leaders of their respective constituencies. The battle is on.

In a press briefing, Ayala Land president Jaime Ayala said the firm will infuse roughly P8.9 billion of its capex this year to residential developments, in order to answer the increasing demand for housing projects, specifically from Overseas Filipino Workers.

Ayala said half of its P5.2-billion sales last year could be attributed to the OFW market.

The residential projects will be built in Makati, Taguig, Pampanga, Cebu, Iloilo, Bulacan, Antipolo, Laguna, Cavite, Bacolod and Cagayan de Oro.

Ports agency to issue P2B in bonds
03/29/2007 | 05:27 PM

The Philippine Ports Authority will be issuing P2 billion worth of government bonds this year to finance ports development projects, officials of the agency said on Thursday.

PPA assistant general manager for corporate affairs and special projects Raul T. Santos said the this year's bond issuance will benefit the development of ports in Davao, Zamboanga, General Santos, ILOILO, Cagayan de Oro, Misamis and Ozamiz Oriental.

He said these ports handle about 40 percent to 50 percent of the entire cargo flow in the country.

Santos said the port authority is expecting to use parts of the proceeds in the second semester of the year.

In a separate interview, PPA assistant general manager Aida Dizon said the Development Bank of the Philippines will be the underwriter for the issuance, which will have a tenor of seven years.

"The Department of Finance has endorsed it to the President for approval. As soon as the President approved it, we will issue the bonds," Dizon said in a telephone interview.

The development of major ports is in line of the government's Medium-Term Philippine Development Plan 2004 to 2010. -GMANews.TV

Iloilo mayor bares ongoing dev't projects in city
by T. Villavert

Iloilo City (29 March) -- Various types of buildings and infrastructure projects are unceasing and are being built which is an indication that Iloilo City is growing and becoming a progressive business center in the country, Mayor Jerry Trenas who is also the President of the League of City Mayors of the Philippines told some 700 budget officials from different parts of the country who gathered during the Philippine Association for Government Budget Administration (PAGBA) Seminar-Workshop held here in the city.

Mayor Trenas said that with the support of President Gloria Macapagal-Arroyo these infrastructure projects are unceasing and soon "we will be having two new vehicular fly overs to start construction in April and to be finished before the year ends".

He told the participants to the PAGBA gathering that he was "happy to have chosen Iloilo City as the venue of the activity considering that we are trying to position Iloilo City as the convention center in this part of the country".

On PAGBA's theme, "Innovate or Stagnate: Period of Adjustments in 2007," Mayor Trenas said that as we live here in the world of constant change, we have always to be prepared to make the necessary modifications.

The keynote speaker of the PAGBA gathering was Secretary Cerge Remonde of the Presidential Management Staff who said that the government is pursuing programs and projects that will not only prime up the economy but make social payback immediate and substantial. (PIA)

ALI to bid for old Iloilo airport
By Des Ferriols
The Philippine Star 03/30/2007

Ayala Land Inc will make a bid for the 54-hectare old Iloilo airport, joining five other major property developers that have expressed interest in the government-owned property.

The Department of Finance (DOF) said it was scheduled to complete the pre-qualification process by next week in preparation for the public bidding scheduled on April 24, 2007.

Already in the list of interested parties were SM Prime Holdings, the property arm of the SM Group owned by Henry Sy; Robinsons Land of taipan John Gokongwei and Rockwell Land of the Lopez family.

The last two were identified as Filinvest Land owned by businessman Andrew Gotianun, and Empire East Land owned by Andrew Tan. All five companies were present in the pre-bid conference called earlier by the DOF.

Finance Undersecretary John Philip Sevilla told reported that Ayala Land had requested bid documents together with the five other companies that were present in the pre-bid conference.

According to Sevilla, who is also head of the inter-agency Privatization Council, the Iloilo property would be sold as an institutional property and it would be up to the winning bidder to have it rezoned.

"It would not make sense for us to rezone it before bidding it out because we do not know what the prospective buyer intends to do with it," Sevilla explained.

Unlike the Makati property that used to be occupied by International School and was obviously slated for commercial development, the site of the old Iloilo airport was located in the outskirts of the city and was large enough for mixed-use.

Earlier, real estate broker CB Richard Ellis estimated the property’s value at P500 million to P2 billion.

The government had already earmarked part of the sale proceeds for partial payment of a P6.2 billion loan from Japan Bank for International Cooperation, which bankrolled the construction of the new Iloilo International Airport in the Sta. Barbara – Cabanatuan area.

Pre-qualified bidders are expected to post a bid bond of P150 million on the bid date and Sevilla said it would be up to the committee to decide whether it would disclose a floor price for the property.

According to Sevilla, however, at least two bidders should bid higher than the floor price for the auction to be considered successful. Otherwise, the committee would have to declare a failed bidding.

According to the terms of reference, the winning bidder would be allowed to pay for the airport in full or on an installment basis subject to 12 percent interest per annum.

The winning bidder would have to make the first 25 percent payment upon the signing of the agreement, the other 25 percent within six months, and the remaining 50 percent within a year of the bid.

Iloilo Dinagyang harvests praises at Nepal UN Meet
2007-03-30

THE Iloilo Dinagyang Festival involvement in promoting the Millennium Development Goals (MDG) was reported as the Philippines’ best practice in an international workshop attended by about 60 representatives from a dozen countries held in Kathmandu, Nepal 21-23 March 2007.

In a conference jointly organized by CITYNET, UN Habitat and the Municipal Association of Nepal (MuAN), a training on the use of social artistry as a strategy for bringing the MDG to the grassroots was introduced and was followed by a workshop where countries reported their achievements on the MDG.

The Philippine report on the partnership between Dinagyang and the City Government of Iloilo was presented by City Tourism Officer Ben Jimena to the delegates of Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Japan, Kenya, Lao, Nepal, Sri Lanka, Thailand, USA, Vietnam and the Philippines.

The conference dubbed as a Leadership Training and Workshop on the Localization of the MDG in Asian Cities through Innovative Leadership and Community Empowerment was hosted by MuAN at the Hyatt Regency Kathmandu.

Jimena shared with the participants how a non-government organization (NGO) like the Iloilo Dinagyang Foundation, Inc. (IDFI) works with government on pushing for development through various projects such as the operation of the festival and using it not only as a unifying element for the community but also as a focusing event to get the attention of the public to important issues such as the localization of the MDGs. The report was presented Friday, 23 March 2007, in a workshop that summarized what the training has brought about and what processes have been done by some of the participating countries.

Earlier during the training the footage of the 2007 Iloilo Dinagyang Festival was shown to the delegates who were enthralled by the performances of the tribes. The foreigners were amazed by the dancers whose faces were painted black and wearing costumes of varied colors and textures.

The training was facilitated by Dr. Jean Houston and Peggy Rubins who introduced the participants to the art and science behind social artistry. They addressed the fact that the new kind of leaders from many countries were gathered to work together, and how this can serve as model for doing deep work collectively, drawing upon the genius of many cultures to make a better world.

There was a demonstration of plotting the four levels in the so-called social artistry with regard to gaining a deeper understanding of a city, culture, organization or even country. The participants shared differences and similarities in the four levels: sensory/physical, psychological/historical, mythic/symbolic, and unitive/integral.

CITYNET Secretary General Dato Lakhbir Singh Chahl singled out the Philippine Report as an innovative approach to localizing the MDG. He made the observation at the closing program of the workshop where the participants presented their best practices in the general assembly attended by the officials of host organizations.

Jimena reported on how a festival like Dinagyang became involved and got into the big picture of the UN campaign. The holding of a seminar for the festival stakeholders, the use of promotional materials like drop banners in the streets of the city, the integration of MDG themes in the presentation of the tribes, and the plan to undertake information, education, and communication approaches to promotions were shared with the MDG group.

Minar Pimple, head of the UN Millennium Campaign for Asia and the Pacific Region based in Bangkok, and who visited Iloilo City last year, commended Iloilo City for such initiative.

John Hogan of UN Habitat based in Kenya expressed his delight at the non-traditional scheme.

The Honorable Minister Rajana Pandey of the Local Development Ministry of Nepal was the chief guest at the closing program.

The training and workshop went well on the first the day despite the strife between Maoists and right-wing groups which led to bloodshed that killed at least 28 rallyists in the streets of Kathmandu, capital city of Nepal. A one-day labor strike of hotel employees on the second day of the conference marred the somewhat interesting exchange of ideas. Lunch was served late and there was no room clean up that day. The labor problem was fortunately resolved on the third day, allowing the participants to go out of the confines of the hotel grounds and do some sight seeing and visit to a shelter project at the suburbs of Kathmandu.

The conference has likewise opened new opportunities for Iloilo City to cook up sisterhood agreements with two cities – the Ocean City of Kaohsiung in Taiwan and the Flower City of Tomohon, Indonesia. Dr. Ming Hong Ham, city health officer of Kaohsiung showed interest in a tie up between their dragon boat festival and the Iloilo Paraw Regatta. Tomohon Mayor Jefferson Soleiman Rumajar was more interested in sharing notes on festival administration with the Dinagyang festival. Tomohon will have its flower festival in July 2008, which according to its mayor, will be as grand as the Parade of Roses in Pasadena.

Iloilo City Mayor Jerry Treñas has immediately given instruction for the City Tourism Office to expedite papers required for the sisterhood pact. If this partnership with Kaohsiung and Tomohon materializes, Iloilo City would already have eight sister cities.

Regional Council of Community Elders takes oath
2007-03-30

THE newly-elected officers and members of Police Regional Office (PRO) 6 Council of Community Elders were inducted March 27 at Hotel Del Rio with Chief Supt. Wilfredo Dulay Sr. as inducting officer.

Dulay expressed that he has gained a lot of friends since he was assigned at PRO 6 a few months ago. He said no other group of advisers has given him worthwhile advices and wisdom than the PRO 6 Council of Community Elders.

As the PNP deemed it necessary to formalize and strengthen the organization, Dulay believes that PNP officers must look up to the council’s guidance not because they are older in age but because they are richer in experience and perspective. “The elders provide the wisdom, experience and good example to the young officers who provide dynamism and ensure continuity,” Dulay stressed. “The activity was a fitting tribute to the wisdom, maturity and sacrifice of our elders for the sake of peace, order and progress.”

The PRO 6 Council of Community Elders is composed of Sr. Supt. Vicente Neptuno (Ret), chairman; Alfonso Tan, vice chairman; and members Col. Romeo Fernandez, Dr. Juanito C. Acanto Jr., Rev. Fr. Calixto Enojo, Manuel Villa, Judge Nicholas Monteblanco, Prosecutor Vicente Aragona, Atty. Leopoldo Causing and Judge Leonardo Lozano.

The council will serve as advisory body of police station commanders, city and provincial directors and the regional officers of PRO 6. It is an apolitical organization and is composed of respected leaders of the community who can sway public opinions.

Treñas: Call centers boost local economy

Jeehan V. Fernandez
2007-03-31

ILOILO City Mayor Jerry Treñas yesterday said call centers in the metropolis, aside from providing jobs to the Ilonggos, have been propping up economic activities.

The mayor made the statement after meeting with executives of call center Teletech yesterday to discuss their possible expansion in the city.

“Teletech is seriously considering Iloilo City as one of their areas of expansion,” Treñas said.

Treñas is optimistic the city could ultimately attract more call centers to the city.

It can be noted that Teletech earlier planned to branch out in Iloilo City but power concerns forced them to relocate to neighboring Bacolod City.

But the big pool of competent human resources here continues to attract Teletech to conduct jobs fair for qualified applicants to work for their Cebu and Bacolod branches.

Because of the jobs fair, the company is taking a second look at the city.

“We have registered a hit rate of 17 percent which means that more applicants are fluent in English compared to the national hiring average rate of only three percent,” Treñas said, referring to the results of the jobs fair.

“The entry of call centers will provide additional jobs which will result to more money in circulation. The restaurants, coffee shops, spas, department stores, and taxis among others, will also benefit from the spending of workers,” stressed Treñas.

He explained economists described the situation as “multiplier effect wherein many services are being benefited.”

“I am very excited about the employment opportunities that the call centers will bring in.”

The city presently hosts call centers ePLDT Ventus, Callbox, and Echo.

if ever this'll happen in the next five years, Iloilo City's bid to become the country's next convention capital will be realised. Actually, last year (alone), 4 new hotels were built and opened in Iloilo City with barely month's apart from each others opening. I'm just wond'ring what these 2 five-star hotels will be and their respective locations.

Generator power for cooking invented
By Ruby P. Silubrico

AN ASSOCIATE professor of the College of Agriculture at the Central Philippine University, Engineer Alexis Belonio, recently invented water and rice husk-powered stove for cooking.

Now, water not only became a solvent but also power to turn on a stove. While rice husk and any agricultural waste became a material for ignition for the same invention.

"This stove has much advantage compared with other rice husk stoves in terms of amount of hydrocarbon released during burning, which is at a minimal rate, efficiency in heat utilized-high, ease of ignition, firing and most importantly, it cost less to operate," said Belonio.

Belonio's latest invention is a super turbo rice husk stove that injects super-heated steam into burning chamber and was recently developed for small cottage industry use.

He said by injecting super-heated steam into the stove's burning chamber, a luminous pinkish-flame, which is rich in hydrogen gas, is obtained.

While cooking, the stove produces clean gas that is released to the atmosphere-environmental friendly.

The stove consists of a conical hopper that is made of GI sheet number 16, where rice husk is being fed for burning inside the combustion chamber; A five-liter capacity steam tank which boils the water and converts into super-heated steam; A combustion chamber cover having a diameter of 30cm that also supports the steam tank; A 2-inch diameter air pipe which supplies that air needed for the combustion of rice husk; A char discharge lever that allows the removal of the burnt rice husk during operation; Steam burner that is made of 2-inches in diameter stainless steel pipe that ignites hydrogen gas from the steam and; A 12-mm diameter round bar support to firmly hold the stove and pot holder to support the cooking pot.

The rice husk, which is used as fuel, is ignited inside the combustion chamber by using few pieces of paper.

The water inside the steam tank is heated until it reaches its state of "super-heated steam."

As the steam passes through the burner, hydrogen gas is released and is ignited inside the burner.

Burnt rice husk is discharge at the bottom of the grate by slightly pushing the lever and disposal of char is made easy by using a pan.

Regulating the amount of fuel being fed in the combustion chamber controls the degree of burning of rice husk.

This water and rice husk-stove was invented in 2006 through rigid research and study, which inventor Belonio conducted.

Hehehe....this is what I like to stay here in Manila during Holy Week hindi crowded nami maglagaw-lagaw.

Holy week exodus starts
03/31/2007 | 12:46 PM

Crowded bus terminals and lack of tickets highlighted the start of the yearly Holy Week exodus from Metro Manila to the provinces Saturday.

QTV-11 television reported Saturday noon that this was the case at the Araneta Bus Terminal in Cubao in Quezon ****, where most passengers are headed for Iloilo or Boracay.

Dispatchers noted a decrease in passengers heading for Bicol, which was hard hit by typhoons late last year.

It quoted some passengers as saying they lined up for tickets before dawn but had a hard time getting tickets, especially if they had children in tow.

On the other hand, dispatchers said they are mulling "extra trips" as they were fully booked.

Security remained tight in bus terminals as personnel inspected baggage. Bomb-sniffing dogs also made their usual "rounds."

Personnel at the bus terminal said they expect the exodus to peak Holy Wednesday, when office workers knock off work and head for the provinces. -GMA***s.TV

^^ seems Iloilo is becoming a holy week haven for tourists and visitors alike. Most, if not all will be heading to different pilgrimage sites in Iloilo especially the Balaan Bukid (Holy Mountain) in Guimaras. Let's keep everyone coming and witnessed the beauty of Semana Santa's celebration in Iloilo and the metropolis.

Imagine a stiff competition between Boracay and Iloilo for Holy Week? Panay Island is well alive during the Lenten Season.

Anyway... another addition in the prospect development of Iloilo as well as Bacolod!

Ascott Group to expand RP operations

INTERNATIONAL serviced residence owner and operator Ascott Group is eyeing further expansion plans in the Philippines, making the country an important site for its three global brands.

In an interview Thursday, Arthur Gindap, country general manager for the Philippines, said after the acquisition of Oakwood Premiere from the Ayala group last year, Ascott is setting sights at establishing operations in Ortigas Business District, Bonifacio Global City (BGC), Alabang, Cebu, Bacolod and Iloilo.

He said the group is interested in bringing in its Citadines Apartment-Hotel brand to Ortigas, BGC, Cebu, Bacolod and Iloilo, which he described as all urban locations that can build-up recall for the brand.

haha... nice one Whyte... kasi naman other networks just want to attract the attention of the mass through nonsensical matters... kumbaga people nowadays would rather hear something that's weird or witness events which does not happen everyday... Let's just face the fact that not all Ilonggos are interested in industrial progress... others nga are even oblivious of what's happening arround, and ang iban may "I don't care" attitude gid iya... pro i think mass media could really help alot, they have this influential role that could change/alter/inspire the viewers/listeners etc... :)

P10.4-M farm-to-market road
to boost farmers' livelihood

ILOILO City -- The Department of Agrarian Reform (DAR) recently turned over the newly rehabilitated P10.4-million Capinang-Bondulan Pase Circumferential Farm to Market Road (FMR) to the local government unit of San Dionisio, Iloilo.

The 4.927-kilometer FMR project funded by the Asian Development Bank (ADB) and implemented by DAR through its Agrarian Reform Communities Project (ARCP) is expected to boost farm productivity of farmers not only living in the CAPISAN - Bondulan Agrarian Reform Community (ARC) but neighboring barangays as well.

CAPISAN - Bondulan ARC is composed of Brgys. Capinang, Pase, San Nicolas and Bondulan which has about 756 households and more or less a total population of 3,909, according to DAR- Iloilo information Officer Yvonne Senobin.

Senobin said DAR also turned over a newly constructed P2.9 million Potable Water System to the said municipality during the ceremony attended by DAR Assistant Secretary Kashmir Leyretana who represented Secretary Nasser Pangandaman, municipal officials led by Mayor Pio Villanueva, ARCP Local Project Manager Humbert Fuentes and DAR regional and provincial officials.

Being the lead agency in the implementation of the Comprehensive Agrarian Reform Program (CARP) of the government, the DAR also continuously provide necessary support services to the Agrarian Reform Beneficiaries to make them more productive and to help them improve their quality of life.

In his message, Leyretana urged beneficiaries to take good care of the projects for the future of their children and the next generation.

"What more can you ask for, you now own the land that you have been tilling for sometime, and now you have the access road and the potable water. So you must maintain and take good care of these projects for your children and for your children's children in the future," he said.

Mayor Jerry P. Treñas is positive that another big call center will have its branch in the city. The mayor though, refused to name the company to avoid preempting the negotiations being done as of the present.
This was confirmed by Department of Trade and Industry Secretary Favila yesterday in his visit to the city recently.
Favila said a new call center firm will expand in the city soon however, he also refused to name the firm pending the negotiations.
The secretary said the secrecy is necessary as other neighboring Asian countries such as Thailand, Malaysia, Indonesia and Vietnam might also attract the IT firm.

This is great news for us. Hopefully everything will be okie para maput-up na yung center na yan!

Ad Congress Seeks "New Order" in Subic
LOCAL NEWS

The organizers of the 20th Philippine Ad Congress is preparing the Subic Freeport in Zambales for the biennial festival, slated on November 14 to 17, 2007. This is the second time that Subic will host the Ad Congress.

The first time was in 1995, shortly after the former US naval base had been converted into a tourist destination. At the time, the 14th Philippine Ad Congress was the biggest force Subic had seen since the US Seventh Fleet, and the freeport was quickly overrun by delegates and guests.

Although the event is still many months away, Chairman Yoly Ong of Campaign’s & Grey and her committee of chairpersons are hard at work on the activities for the massive event, following the theme “New Order.”

PC&V’s Socky Pitargue, co-chairman of the Creative Committee, reveals that she is ready with the brief for the ad campaign, which will be bidded out to all 4As member agencies at the end of January. While the account brings zero billings, many agencies compete for the opportunity to create award-winning work.

Unfortunately for those looking for a guaranteed metal at the Ad Congress, this year’s Creative Committee decided that out of delicadeza, the Ad Congress campaign cannot be entered in the Araw competition. Instead, it would award a cash prize to the winning agency.
Presentation of the campaign ideas are tentatively set for March 1; announcement of the winner, by middle of the month, and a launch by May 1, 2006.

-----------------------

since this is a biennial event Iloilo can have its chance in 2009.by that time we already have the right infrastructures, the right leaders and the right attitude towards progress

Churches: A peek at the bastion of religion

A church is a bastion of a people's religion. It is where the faithful gather in order to give worship and praise to God. This week, Roman Catholics will celebrate the Lenten Season through fasting, meditation, prayers and a visit to churches or the Visita Iglesia. The latter is an opportunity to discover age-old churches, architectures and their place in history apart from the opportunity to pay homage to the icons of saints.

While Iloilo City teems with churches, the countryside has its structures to boast of. They are the following ...

MIAG-AO CHURCH

The St. Thomas of Villanova Parish, popularly known as the Miag-ao Church, was built in 1787. The present structure is already the fourth church of the town, with earlier structures made of wood, either got burned or looted by Muslim raiders.

Presently, it is 38 meters wide and 72 meters long. It was built as both a place of worship and as a fortress against Muslim pirates. Its pediment is decorated with a unique explosion of botanical motif - relief carving of a European saint (St. Christopher) aids native papaya, coconut and shrubs that symbolize productivity. The church was declared a national landmark in 1973 and was included in the World Heritage Site in 1993 by UNESCO.

RUINS OF JANIUAY CHURCH

The construction of the original St. Julian Parish Church of Janiuay started n 1849 and was finished in 1968. Ovens were constructed to make red bricks, while the stones used were hauled from the town of Dingle and other materials gathered were from Guimaras. A solid convent from stone and rd bricks was also constructed. The church was mercilessly destroyed by the Japanese armies and Filipino guerrillas during World War II. It was 75 meters long and 16 meters wide. (Ramon Ramirez photo)

CABATUAN CHURCH

The construction of San Nicolas de Tolentino Parish was simultaneous to its town hall in 1733. Known for its neo-classical architecture, each side o the facade and walls are overlaid with red bricks. (JV Perez photo)

SAN JOAQUIN CHURCH

The Roman Catholic Church of San Joaquin was built in 1869 from gleaming white coral rocks. The church is considered as the most militaristic in the Philippines because it depicts the historic battle of Tetuan in Morocco in 1859. Its high relief sculpture shows a Christian infantry chasing routed Moorish defenders. The images are intricately carved and spread on a mosaic of square oral blocks, showing pained expressions of wounded soldiers. (Erna Foerster photo)

http://i40.photobucket.com/albums/e248/lewdsaint/sanjoaquin.jpg

SANTA BARBARA CHURCH

The neo-classical Sta. Barbara Parish and Convent was built in 1849 and was completed in 1855. The church was the site where General Martin Delgado of the Visayan Revolutionary Government convened the junta that raised the first Cry of Revolution against Spain in Iloilo. Its churchyard that time was packed with Filipino soldiers, armed with bolos and eager to fight for freedom.

DINGLE CHURCH

The Parish of St. John the Baptist was built in 1886. Made of yellow sandstone quarried in the mountains of Bulabog Putian, the only limestone rock formation in the island of Panay, excluding Guimaras, the church was constructed for 20 years. It was established as an independent parish in 1850 where it stands proudly even up to this day. The church was used as a garrison by the Japanese armies during World War II. (JV Perez photo)

http://i40.photobucket.com/albums/e248/lewdsaint/dingle.jpg

GUIMBAL CHURCH

Guimbal grew to be one of the provinces' significant towns. The spread of Christianity in the area started in 1703. Presently, the town is recognized as one of Iloilo's most valuable cultural sites. The Parish of St. Nicolas of Tolentino occupies an area of 1.22 hectares and was built in the 18th century. Its outside walls are made up of adobe blocks called 'igang.' Its unique architecture makes it a magnet for tourists all year round. The people of Guimbal are eternally grateful of this church since it possess significant historic and cultural value as they owe much to their rich history. (Bombette Marin photo)

LAMBUNAO CHURCH

The Saint Nicolas de Tolentino Church was built through forced labor in 1890. It was heavily damaged during the 1908 earthquake and during World War II. (Ramon Ramirez photo)

DUMANGAS CHURCH

The St. Agustin Catholic Parish of Dumangas was built in 1896. Made of red stone bricks, the church was declared a historical site in 1973. (JV Perez photo)

http://i40.photobucket.com/albums/e248/lewdsaint/dumangas.jpg

BAROTAC NUEVO CHURCH

The construction of St. Anthony de Padua Church was built in 1876 and finished in 1888. Made of solid stone blocks, it was burned down in 1912. (Ramon Ramirez photo)

http://i40.photobucket.com/albums/e248/lewdsaint/btac.jpg

MAASIN CHURCH

The St. James the Greater Church in Maasin reflects the creativity of skilled Maasinhons in bamboo craft. Its altar and church walls and windows are made of intricate bamboo weavings.

DUENAS CHURCH

The thick-walled St. Jerome Church of Duenas was built in 1878. Made of stone, it took its builders six years to finish the entire structure. The present interior is 65 meters long and its exterior is 16 meters wide.

ALTAR RUINS OF IGBARAS CHURCH

Situated beside the new church is an altar ruin of the original structure of Igbaras Church that was made of limestone rocks. The Church was destroyed by a great flood. (JV Perez photo)

CALINOG CHURCH

The 18th century Immaculate Concepcion Parish in Calinog

BANATE CHURCH

The original structure of St. John the Baptist Church in Banate was made of coral rocks.

RUINS OF THE FIRST CHURCH IN DUMANGAS

Constructed on top of the mountain in a place now known as barrio Ermita in Dumangas are ruins believed to have been that of the first stone church built by the Spaniards in the Philippines sometime between 1565 and 1572. The stone church was erected as a gift to the people o Araut (original name of Dumangas) led by Datu Balindot, for their hospitality when the foraging party of Legaspi's soldiers led by Captain Luis de Hoya came to the place, looking for food to feed Legaspi and his starving men in Cebu.

ALIMODIAN CHURCH

The St. Thomas of Villanova Church in Alimodian was built in 1754 from coral rocks.

LEON CHURCH

The ancient Byzantine architecture of St. Catherine of Alexandria – reputedly the biggest in Panay Island during its time, was bult in 1869. Made from rocks shaped into parallelogram slabs that were quarried from the hills of its neighboring villages, the church was 100 feet wide and 300 feet long.

5 GIANT DEVELOPERS WANT AIRPORT SITE
DTI official sees high-end businesses at Mandurriao area
Jeehan V. Fernandez
2007-04-04

THE development of the 54-hectare old Iloilo Airport property in Mandurriao district should not be viewed as competition with the thriving retail establishments in downtown Calle Real.

Department of Trade and Industry (DTI-Iloilo) provincial director Diosdado Cadena said “The business impact of the airport property’s development to the city will depend on the kind of projects to be put up. The site would be basically open for multi-use, mostly commercial investments.”

The airport sale has drawn the interest of five giant real estate developers planning to transform Iloilo City into a major investment hub.

Department of Finance (DOF) undersecretary for privatization John Philip Sevilla announced that Ayala Land Inc.; SM Prime Holdings, Inc.; Robinsons Land; Empire East Holdings, Inc.; and Rockwell Land Corp. have prequalified to join the airport site bidding scheduled on April 24.

The DOF, chair of the airport privatization council composed of the DTI, Neda, DBM and DOJ, will release the final transaction documents April 10; schedule actual bidding on April 24; issue notice of award May 9 and close the transaction May 24.

Ayala Land is touted as the country’s top real estate firm; SM Prime, the largest mall developer; Robinsons’ Land is also focused in operations of a chain of shopping malls; Empire East is engaged in developing and marketing housing projects including condominiums and house-and-lot packages; while Rockwell operates a mixed-use center in the booming Makati City.

Cadena said the old airport lot will see tall buildings like the bustling high-end Ortigas Center and those in the Makati business district in Manila.

“The airport site will become another major business area in the city. It will create opportunities for the residents. It doesn’t have to compete with Calle Real but it will be a question of offering the best alternative businesses and jobs with the new developments,” Cadena stressed.

Calle Real, which used to cover J.M. Basa Street only, is the city’s popular business district where traffic is always heavy since it remains a shopping haven because of its low-cost buys.

The striving business hub now covers the streets of J.M. Basa, Aldeguer, Mapa, Guanco and Iznart at the heart of the city, which is home to Art Deco-styled commercial buildings built during the 1920s-1950s.

The growth in the metropolis has been shifting to Mandurriao district particularly along Diversion Road with the mushrooming of a giant mall, hotels, bars, restaurants, health condominiums, cars and appliances showrooms, among others.

HOW MUCH IS IT WORTH?

Finance Usec. Sevilla said the old airport could fetch around P500 million to P2 billion in revenue.

He said if the winning bidder cannot fully pay, it is required to shell out a 25 percent down payment for a one-year installment period with 12 percent interest.

Mayor Jerry Treñas has already met with top executives of Robinsons’ Land and Empire East on separate occasions here last week to discuss the sale of the old airport.

“The developers are very positive and upbeat on Iloilo for new developments,” Treñas said.

Treñas also expects to sit down with executivess of the other big companies relative to the old airport’s privatization plan.

The mayor wants prospective developers to develop a theme park, Information Technology (IT) park, convention center and hospital at the airport site.

As the national government readies the bidding for the old airport, the New Iloilo Airport Development Project (NIADP) in Sta. Barbara and Cabatuan towns is set to open on April 12.

Hotels, restos open on Holy-days
Jeehan V. Fernandez
2007-04-04

HOTELS and restaurants in Iloilo City will remain open on “holy-days” particularly on April 5 Maundy Thursday to April 9 Easter Sunday to serve customers especially visitors who are on pilgrimage tour of Iloilo and the neighboring island of Guimaras.

Hotel members of the Iloilo Conventions and Visitors Bureau (ICVB) announced they will grant 50 percent discount on room rates during the Lenten break.

“The discount will be available not only for foreign guests but also for families who want to spend their time in a comfortable accommodation during the Lenten holidays,” said ICVB director Mannie Gruenberg.

“Iloilo City virtually turns into a ghost town during the Lent while restaurants are closed. But this time, dining facilities will be open particularly those in areas of interest to serve the public during this vacation week,” Gruenberg stressed.

Iloilo Hotels, Resorts and Restaurants Association (IHRRA) president Robert Ferrer said their member-establishments situated along Villa Beach will continue to operate to cater to visitors.

Villa Beach, which is lined by restaurants, is popularly known for its wide array of seafood set in a by-the-sea fine-dining ambience.

ICVB president Emil Diez said they will include in the package tours side-trips to various beaches in Panay and Guimaras.

Tourism front-liners in Iloilo and Guimaras have taken a bold step to attract more foreign and domestic tourists to go soul searching in various attractions here April 5-9.

Dubbed as “A Holy Week Pilgrimage,” the program aims to bring back the traditional way of celebrating the Lenten Season.

The initiative is a joint undertaking of the Metro Iloilo-Guimaras Economic and Development Council (MIGEDC), ICVB, IHRRA and the Association of Iloilo Travel and Tour Operators (AITTO).

MIGEDC is composed of Iloilo City and the municipalities of Leganes, Oton, Pavia, San Miguel, and Sta. Barbara and the province of Guimaras.

“We hope to create awareness so that a lot of people will know that we have the attractions here during Holy Week,” said Iloilo City tourism officer Ben Jimena.

He added they expect on a given day about 100 tourists who will join the pilgrimage tours.

Tourists could experience Visita Iglesia, an offering to observe Lent the old-fashioned way in a quiet countryside setting of Iloilo and Guimaras.

The 5-day pilgrimage tour package includes visits to several century-old churches and local practices that project Iloilo as the mecca of Christianity in the country.

St. Anne Church in Molo district houses the all-female saints while the Jaro Cathedral with all-male statues is home to our Lady of Candles, the patroness of Jaro Archdiocese.

Catholic faithful have also been flocking Leganes church which is home to St. Vincent Ferrer believed to be a miraculous healer. Devotees here would engage in “palapak” with the image being stamped on their heads to “bring in blessings.”

Miag-ao church is listed as one of the UN’s World Heritage Sites while the San Joaquin church depicts carvings of war scenes in its facade.

Tourists can also join the Via Cruces or Way of the Cross around the streets of Sta. Barbara town proper.

Pilgrims may trek the 14 Stations of the Cross from the foot of Bala-an Bukid all the way to its top in Guimaras Island.

Tourists and devotees can choose to experience the reenactment of the Passion of the Christ through the “Ang Pagtaltal” in Jordan, Guimaras with actors in proper costumes playing the Biblical characters depicting the story of Christ’s sufferings.

A penitential procession on Good Friday is traditionally held in Jaro and Molo districts in Iloilo City and the towns of Leganes and San Joaquin where icons of saints are being paraded in colorful floats.

One can also take a vow of silence and soul searching on a night retreat at the Trappist Monastery in Guimaras.

Visitors can also witness the “Resplendor” in several parishes early morning of Sunday where “angels” balancing on a rope are being lowered to remove the veil of Mother Mary in preparation for her meeting with the resurrected Christ.

Govt shortlists five firms for Iloilo airport
By Angelo S. Samonte

FIVE of the country’s top property developers have been prequalified to participate in the bidding for the government’s 54-hectare airport property in Iloilo City, the Department of Finance (DOF) said on Tuesday.

The five include Ayala Land Inc., Empire East Holdings Inc., Robinsons Land Corp., Rock-well Land Corp. and SM Prime Holdings Inc. The auction is set for April 24.

The DOF said that based on its assessment on current property prices in Iloilo, the airport could be valued between P500 million and P2 billion.

The agency, however, has yet to set a floor price, saying that setting a minimum price is disadvantageous to the government considering the size of the property.

“We are very pleased with the interest in the Iloilo airport property and look forward to a successful bidding,” Finance Undersecretary John Sevilla said.

He said the government will close the facility, which remains open to commercial flights, in late April and will transfer operations to the new Iloilo airport.

“We are particularly grateful to the city of Iloilo and Mayor Jerry Trenas, and our partner government agencies, for their help and support in this process,” Sevilla said.

The DOF chairs the interagency group tasked with selling the property. Other members of the interagency body include the Departments of Transportation and Communication (DOTC), of Justice, of Budget and Management and the DOTC-Air Transportation Office.

Philippine Officials Announce 5 Bidders For Airport Property
April 3, 2007 8:27 a.m. EST
Komfie Manalo - All Headline News Correspondent

Manila, Philippines (AHN) - The Philippines on Tuesday announced the five qualified bidders for the 54-hectare airport property in Iloilo City in central Philippines. The Department of Finance said the five prequalified bidders were all property developers.

Finance undersecretary John Sevilla said the five companies were the Ayala Land Inc., Empire East Holdings Inc., Robinsons Land Corp., Rockewell Land Corp., and SM Prime Holdings.

The government said the privatization of the Iloilo airport attracted a good number of interested bidders.

"We are very pleased with the interest in the Iloilo Airport property and look forward to a successful bid on April 24," Sevilla said.

5 buyers eye 54-ha Iloilo airport property
By Des Ferriols
The Philippine Star 04/04/2007

Five property developers have been pre-qualified to bid for the government’s 54-hectare airport property in Mandurriao, Iloilo City, the Department of Finance (DOF) announced yesterday.

Finance Undersecretary John Philip Sevilla said the committee on privatization has pre-qualified Ayala Land Inc., Empire East Holdings Inc., Robinsons Land Corp., Rockwell Land Corp., and SM Prime Holdings Inc.

The final bid date for the sale of the former Iloilo airport has been set on April 24, 2007.

"We are very pleased with the interest in the Iloilo airport property and look forward to a successful bid on April 24," Sevilla said.

According to Sevilla, the property would become vacant in late-April, when the new Iloilo airport finally opens.

The inter-agency group overseeing the sale of the property is headed by the DOF, with representatives from the Department of Transportation and Communication (DOTC), DOTC-Air Transportation Office, Department of Justice, and Department of Budget and Management.

Unlike the Makati property that used to be occupied by the International School and was obviously slated for commercial development, the site of the old Iloilo airport was located in the outskirts of the city and was large enough for mixed-use.

Earlier, real estate broker CB Richard Ellis estimated the property’s value at P500 million to P2 billion.

The government had already earmarked part of the sale proceeds for partial payment of a P6.2-billion loan from the Japan Bank for International Cooperation, which bankrolled the construction of the new Iloilo international airport in the Sta. Barbara-Cabanatuan area.

Pre-qualified bidders are expected to post a bid bond of P150 million on the bid date and Sevilla said it would be up to the committee to decide whether it would disclose a floor price for the property.

really beautiful. I like the design.

In five years time, the battle between Calle Real-City Proper vs Diversion-Old Airport site will be intensified, proving which is which in Iloilo's business center. Will other districts and or centers join the competition? Say Nabitasan development in LaPaz and Tabuc Suba-Quintin Salas in Jaro?

whyte

personally i dont see any battle between diversion and calle real.
each has its own crowd i would say.its hard for people who grew up the calle real way to give it up.

i always laugh at my mother.shes not that old by the way,sm robisnons kung maglagaw pero kon kisa may balaklon she goes all the way to calle real. even if it is only a minor thing.its hard to give up.kis-a tabid tabid man ako sa iya  there is always something different about calle real.i really hope they seek its "reinvention"

calle real cannot compete in growth but if ever its reinvented into a "classical" shopping district then we all would be happy.

Hopefully everything will be okie para maput-up na yung center na yan!

keeping it secret so as other countries will NOT bid to host it? Wow! Para namang napakalaki nga IT firm na ito? Hindi na ibang cities ng Pinas ang kumpetensiya natin, ibang countries na. Ah grabe !

This is my wish na makasaksi sang Ang Pagtaltal since gamay pa ako. Hope someday makakadto guid ako.

The stage is set for 'Pagtaltal sa Guimaras' on Good Friday

http://i40.photobucket.com/albums/e248/lewdsaint/pagtaltal1.jpg

Simple dreams ... simple wishes.

It all started with a very meaningful yet minute concept of how the Lenten season be celebrated with more reverence and holy ambiance. Today, it has become a tourist attraction in the Municipality of Jordan, Province of Guimaras.

The idea of staging the annual "Ang Pagtaltal sa Jordan" was brought to life 32 years ago by a local folk named Aquilino Secusana, fondly called "Quiling" who presented the idea to the then parish priest, Rev. Fr. Melecio Rubrico. The latter was willing to support the activity.

The mayor at that time was Luis Herrera.

The play was presented as a pantomime by few chosen characters held at what they called the hilly side of Teodoro, Rizal, Jordan Guimaras.

Max Michael Fernandez, radio commentator of DYBW, Iloilo City, helped in writing the script. The play evolved on the story of Christ's Passion and Death on the Cross inspired by the Seven Last Words.

It was in 1980 when Boy Robles volunteered to direct the play, thus rewriting the script and utilized the people of Jordan to participate in the play. What was innovating that time was the drive of the people to put significance to the sufferings of Christ making it their oath to be part of the plat. Good Friday came and "Ang Pagtaltal sa Jordan" was born in Guimaras.

A drama on stage was held at the municipal ground for three hours and moved to the hillside near the parish church of Saint John the Baptist where Christ was crucified. Arturo Segobre was the first local folk to portray the role of Jesus Christ for almost 20 years followed by Luis Herrera Jr, Rodrigo Gauzon and finally Gerardo Anam Robles up to the present.

Patterned after the famous Passion Play of Oberammergau, West Germany, the play shows the story of Christ's Passion, beginning with the entry into Jerusalem and ending with the Death of Christ on the Cross.

In 1986 when it became a foundation, Emil Baldonado, with the help of Mariza Descutido, directed the play. The cast of characters that came from all walks of life were about 160 members, mostly youths and children who voluntarily devoted their time for this grand religious event.

It was adopted by the Local Government of Jordan and the Provincial Government of Guimaras in 1995, thus the name "Ang Pagtaltal sa Jordan" was changed to 'Ang Pagtaltal sa Guimaras". It was on that same year when Eugene de Pablo, stage director from the University of Iloilo, was hired to direct the said stage play, which was then held for the first time at the municipal gym of Jordan.

With the help of the Cultural Center of the Philippines through their outreach program, some trainings and workshops were given not only to the members but to the youths and children who want to develop their skills in acting and stage production. In 1996 to the present, Mariza Descutido became the project coordinator and director of the stage play with the assistance of Deo Estotologa, an elementary grade school teacher from Hoskyn Elementary School.

For many years, inspite of all the hard work in the preparations and in gathering the characters during rehearsals, these did not discourage the people involved in the activity but they truly kept the solemn promise, a sign of loyalty and tradition to present again the life and sufferings of our Lord.

Now, with the full support of the present administration of Mayor Felipe Hilan Nava, the presentation has become one of the grand events that made Guimaras known in the international community. Even before it became a full-pledged province in 1992, the yearly presentation of "Ang Pagtaltal sa Jordan, Province of Guimaras" held every Good Friday of the year, this Lenten presentation touched the hearts of those who witnessed the stage play and also strengthened our Christian faith.

We used to complain about the roof. I thought for a while the metal roof was a modern substitute for whatever was there originally. However, a very reliable source told me that we already had corrugated GI sheets during the Spanish occupation. The roof of the present capilla are still the original. They are said to be very thick.

In fact, the trusses have also been carefully restored. These are still the original trusses with only minor additions for broken parts.

For a long time, the capilla maintained steel grilles for its door. However, they found an old photo of the capilla with wooden doors so they replaced the steel grilles with wood which they patterned after the original door.

The capilla incorporated the Pieta, as suggested by the Archdiocese of Jaro.

Gov’t shortlists 5 firms for Iloilo airport

ILOILO City – Five of the country’s top property developers have been pre-qualified to participate in the bidding for the government’s 54-hectare airport property in Iloilo City, the Department of Finance (DOF) said on Tuesday.

The five include Ayala Land Inc., Empire East Holdings Inc., Robinsons Land Corp., Rockwell Land Corp. and SM Prime Holdings Inc.

“We are particularly grateful to the city of Iloilo and Mayor Jerry Treñas, and our partner government agencies, for their help and support in this process,” Sevilla said.

The DOF chairs the interagency group tasked with selling the property. Other members of the interagency body include the Departments of Transportation and Communication (DOTC), of Justice, of Budget and Management and the DOTC-Air Transportation Office.

After selling the Iloilo airport, the government plans to dispose of its assets in Al-Amanah bank, San Miguel Corp. and Manila Electric Co. (Meralco).

The government has announced that it is currently holding discussions on the sale of its shares in San Miguel and Meralco.

Other assets that are also scheduled to be sold this year include the Fujimi, Tokyo property and the Philippine Postal Corp.

The government also hopes to privatize RPN 9 and IBC 13, both state-run television stations.

Watershed body proposes private
initiative in Maasin reforestation

ILOILO City – The Iloilo Watershed Management Council (IWMC) is mulling the idea of “commissioning” non-government or a private group to take the initiative of taking care of the watershed areas, especially in Maasin, so that sustainable efforts are guaranteed.

The idea came up as among the priority recommendations of the participants in the Stakeholders Assembly, held last March 29, which tackled “Coping with Water Scarcity” as its theme.

The assembly was almost like a sequel to the one held last year also in celebration of March as World Water Month. In the previous assembly, issues on water scarcity, salt water intrusion, watershed protection and depletion of ground water were discussed.

Today, as discussed by the different discussants in the forum, the same problems are aggravated, as shortage of fresh water from watershed and ground supplies becomes more pronounced, brought about by pollution of rivers, deforestation, including natural causes like uneven distribution of rainfall.

The assembly was attended by local government units representatives from the different water boards, government agencies and some private entities.

Metro Iloilo Water District Resident Engineer Timoteo Villaroman said the sustainability of efforts in rehabilitating the Maasin Watershed can be best done by private groups that can easily mobilize people, like he efforts being done by the Bantay Kalikasan for La Mesa Dam.

Engr. Villaroman also said the MIWD can be among those groups which can be commissioned to do the job, aided by sound ordinances by the local government units.

Dr. Jessica Salas, Executive Director of the Kahublagan sang Panimalay, a lead Non-government organization which has undertaken watershed rehabilitation projects and community mobilization in the Tigum-Aganan Watershed area, recommended for urgent action of the IWMC, especially in batting for artificial recharge of ground water sources, using the Rain Water Harvesting Technology.

The assembly participants unanimously approved the preparation of resolutions which should be given as inputs to some legislative agenda that will be presented to new legislators after the May 2007 elections, hoping that they will allocate budget for environment and water concerns.

‘No Plate, No Travel’ policy in Holy Week
-Police desks will be set up in churches and tourists destinations
By Niña Jane A. Souribio

Amid the lingering terrorism threats here, police forces here have been directed to enforce the strict implementation of “No Plate, No Travel Policy” this Lenten season and during election period.

The Police Regional Office 6 (PRO6) has ordered city and provincial police directors to beef up checkpoints to deter illegal activities usually perpetrated by criminals onboard of unmarked vehicles.

PRO6 Director Wilfredo Dulay, Sr. also ordered police operatives to arrest drivers whose vehicles have fake plates, unauthorized or expired commemorative plates, and expired conduction sticker. Individuals using government vehicles without licensed plates will also be apprehended.
With heavy influx of visitors and tourists, the PNP has tapped maritime and aviation regional groups in the region to closely monitor bus and airport terminals, ports, churches and other places of worship to deter crimes like thefts and drug-peddling. Strict inspection of baggage in terminals will also be implemented.

K9 dogs for bomb sniffing were also deployed in public areas.
“PNP units conducting checkpoint/chokepoint operations were directed to give special attention to cars without plates for these might be carrying criminal elements and partisan armed groups,” he added.

Dulay also encouraged the public to contact the PNP hotline 117 or 116 and report any suspicious individuals in their area.

Police desks are also set up in churches and other tourist spots.
At least 24 cops from the Regional Mobile Group (RMG) were deployed to augment police forces in the metropolis.
