ILOILO CITY, July 2 (PIA) -- The Department of Science and Technology (DOST) will launch its Project NOAH in Western Visayas during the July 3 opening of the National Disaster Consciousness Month (NDCM) in the region.
NOAH is the acronym for Nationwide Operational Assessment of Hazards, which was conceived to undertake disaster science research and development, advance the use of cutting edge technologies, and recommend innovative information services to help enhance the government’s disaster prevention and mitigation efforts in consonance with the Philippine Disaster Risk Reduction and Management Plan.
The Regional Disaster Risk Reduction and Management Council (RDRRMC) chaired by Office of Civil Defense (OCD) Regional Director Rosario T. Cabrera said the project launch will include a briefing on meteorological hazards.
The activity will be held at the lobby of the Iloilo Provincial Capitol, where the opening ceremonies of the month-long NDCM observance will be held after the simultaneous fluvial parade and motorcade kick off during the opening activities.
OCD Undersecretary for Special Concerns Proceso T. Domingo will be the keynote speaker at the opening program.
According to DOST, project NOAH’s immediate task is to integrate current science research and development projects and initiate new efforts to achieve the objective.
Within two years, the project shall provide high-resolution hazard maps and install 600 automated rain gauges and 400 water level measuring stations for 18 major river basins of the country, including Jalaur River Basin in Iloilo, Panay River Basin in Capiz and Ilog-Hilabangan River Basin in Negros Occ.
It has eight components, namely: (1) Hydro met Sensors Development (2) DREAM-LIDAR 3-D Mapping Project (3) Flood NET-Flood Modeling Project (4) Hazards Information Media (5) Enhancing Geo-hazards mapping through LIDAR (6) Doppler System Development (7) Landslide Sensors Development Project and (8) Storm Surge Inundation Mapping Project. ILONGGO Senator Franklin Drilon ordered the National Housing Authority (NHA) to fast-track the construction of 1,000 housing units for at least 1,000 families to be displaced from the Iloilo River and other danger zones.
NHA Regional Director Isagani Jalbuena assured the senator during the monthly meeting of the Iloilo Batiano River Development Council of his agency’s commitment to the housing project component amounting P170 million to build the houses for informal settlers and river bank dwellers.
Drilon said Department of Budget and Management (DBM) Secretary Florencio Abad has already called his attention on the non-movement of P100 million from the Office of the President for housing of another batch of 1,000 riverbank dwellers.
The senator said the DBM has observed the slow utilization of funds and suggested that the P100 million from the Office of the President be coursed to the City Government of Iloilo to be used for the housing of displaced families.
More than 3,000 families are set to be displaced and relocated from the river and its tributaries to the city’s relocation sites. The city has already bought a 5.6-hectare lot in Barangay Lanit, Jaro district as housing village for the first batch of 1,000 displaced families.
The city also bought a three-hectare lot in Barangay Sooc, Arevalo, for the housing units of another batch of 300 families.
Jalbuena said the construction of houses is ongoing at the Lanit site and scheduled to accommodate the first batch of relocated families early next year.
Drilon said the 79 families at the Iloilo River area along Barangay North San Jose and beside the old slaughterhouse in Molo district will be given priority in the Lanit relocation site. The move will start the rehabilitation of the Iloilo River in that area.

batusay July 3rd, 2012, 04:31 PM Drilon eyes add’l budget for procurement of PNP equipment in Western Visayas
ILOILO CITY, July 3 (PNA) – Senator Franklin Drilon has promised to work out additional fund for the procurement of firearms and ammunition for policemen in Western Visayas.
This he announced Monday during the kick off of the 17th Police Community Relations Month at the Camp Martin Delgado here where he is the guest of honor.
The procurement will address the need to equip some 1,000 PNP (Philippine National Police) personnel who have no issued firearms, he added.
“I will see to it that every year the PNP will have a budget for the recruitment program and I will make sure that Region 6 will get its fair share in the budget,” he added.
Simultaneous with the kick off was the oath-taking of 478 Police Officers 1 (PO1), who are slated to undergo the six-month Public Safety Basic Recruit Course at the Regional Training School in Bakyas Mansilingan, Bacolod City in completion of the 1st phase of their mandatory training in the one-year Field Training Program for new recruits.
In his message, Drilon exhorted the neophytes to wear their uniform with pride, dedication and passion.
“Learn to value your work. You are the people’s police. The PNP’s image depends on how well you respond to your sworn duties,” he said.
Drilon also congratulated Police Regional Office 6 (PRO 6) director C/Supt Cipriano E. Querol who is slated to assume a higher position in Metro Manila with the rank of a two-star general. (PNA)

MAIDEN international flights to and from Iloilo Airport will begin last week of October or first week of November. As such, busiest now in last-minute preparations is the Department of Tourism (DOT) Regional Office 6 here.
Asked for update, DOT Regional Director Helen Catalbas summed up the department’s efforts saying Iloilo is now “almost ready.”
The maiden flights will be four Iloilo-Hongkong/Hongkong-Iloilo trips per week and three Iloilo-Singapore/Singapore-Iloilo direct flights weekly as well. Major concerns, Director Catalbas said, include security, traffic and tourism-frontliner matters.
“We are working with the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB), the Department of Health (DOH) and the Civil Aviation Authority of the Philippines (CAAP),” she said. “Our efforts are geared towards ensuring the first and last impressions of our travelers and so we are doubling, tripling it even. We expect the influx of passengers and many things can happen. But over-all, we are almost ready. We are getting there.”
Also looked into by the DOT are health issues on the airport’s operations particularly quarantine procedures.
“There is a need to familiarize ourselves with the airport set-up on this one,” Catalbas added.
Alongside the October international flight operations, Iloilo Airport will also start with its Iloilo-General Santos and Iloilo-Puerto Princesa and vice versa trips.
“As such, we are really opening our doors to the world,” she said. “Iloilo Airport is not just going to be a stop-over destination but a hub. Now passengers from Europe, America or Middle East can take connecting flights with Iloilo as their final destination if going elsewhere in Panay.”
Meantime, orientation and re-education of taxi drivers are underway with DOT 6 linking up with the Iloilo Tour Guides Cooperative (ITGC).
An association of DOT-accredited tour guides and personalized training will be done by the group with taxi drivers who pick up and transport travelers to and from the Iloilo Airport.
Melanie Ortega, ITGC chair, expressed optimism on the training outcome.
“As frontliners, we see the need to orient and re-educate our partners in the transport sector,” Ortega said. “They are the ones welcoming our guests and also the ones who are the last to leave an impression. We want to make sure that our taxi drivers know Iloilo’s destinations and inculcate in them the culture of tourism.”
The training, ITGC said, is free for participating drivers.
ITGC as tourism partners are the ones entrusted with Iloilo tour itineraries and revalidation of DOT-accredited establishments.

STARofLIFE July 3rd, 2012, 07:13 PM P100-million weather station to rise in Iloilo

THE COUNTRY’S weather bureau will build a P100-million weather station for Western Visayas in Iloilo City.
This was disclosed by Dr. Nathaniel Servando, administrator of Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), during the regional kickoff of the National Disaster Consciousness Month last July 3.
The new PAGASA station will be funded by Department of Science and Technology (DOST) and will be constructed at the lot donated by Department of Agriculture (DA-6) in Buntatala, Jaro, Iloilo City.
The weather station will feature a Doppler radar, the latest technology in weather forecasting. It accurately measures rain intensity, speed and the area where the rain will fall.
“This will enhance our weather forecasting and typhoon warning systems,” Servando said.
The Doppler radar system is expected to prevent another large-scale disaster in hitting Western Visayas.
Last June 2008, Typhoon Frank’s torrential rain and flood devastated much of Western Visayas.
The lack of warning systems displaced approximately 1.4 million people in the region while causing billions of pesos in damages to agriculture lands and infrastructures.
Currently, PAGASA does not have a weather station in Western Visayas when it vacated the satellite office at the Iloilo Sports Complex in Iloilo City and its personnel were assigned to its Cebu bureau.
However, PAGASA has installed Automated Weather Stations (AWS) and Automated Rain Gauges (ARGs) in the provinces of Aklan, Iloilo and Negros Occidental.
Meanwhile, the different agencies under the National Disaster Risk Reduction and Management Council (NDRRMC) are bracing for the launching of the Nationwide Operational Assessment of Hazards (NOAH) on July 6.
NOAH aims to use thorough scientific research in predicting weather disturbances and preventing casualties and damages to infrastructures during natural disasters.

Meantime, orientation and re-education of taxi drivers are underway with DOT 6 linking up with the Iloilo Tour Guides Cooperative (ITGC).
An association of DOT-accredited tour guides and personalized training will be done by the group with taxi drivers who pick up and transport travelers to and from the Iloilo Airport.
Melanie Ortega, ITGC chair, expressed optimism on the training outcome.
“As frontliners, we see the need to orient and re-educate our partners in the transport sector,” Ortega said. “They are the ones welcoming our guests and also the ones who are the last to leave an impression. We want to make sure that our taxi drivers know Iloilo’s destinations and inculcate in them the culture of tourism.”
The training, ITGC said, is free for participating drivers.
ITGC as tourism partners are the ones entrusted with Iloilo tour itineraries and revalidation of DOT-accredited establishments.

I hope that when she said "ready," that means those erring taxi drivers should straighten up themselves and be goodwill ambassadors of Iloilo in their own way. They are frontliners. Any acts of deception, especially in fares, would affect the image not just of the taxi drivers, but of entire Iloilo and of the Ilonggos.
I just hope that whatever happened last Friday would not be repeated anymore.

Yes, that's a fact. However, if some people are taking advantage of ATOP's proposal and does things in deceit, would that be a good thing for us in Iloilo? In my opinion, what these drivers do aren't justifiable in any way.
Kon guinaubra na sa lain nga lugar, ubrahon man naton sina? Do we tolerate this kind of act by some unscrupulous taxi drivers? We don't like to hear Iloilo as another extension of Manila where "taxi drivers are from the 9th circle of hell," if we take Lonely Planet's word. We promote Iloilo as a tourist and business-friendly destination, pero pag-abot sa airport i-tolerar naton ang amu na nga practice? Ti, ano ang guinalainan naton sa iban haw?
And also, if P500 lang ipanukot sa aton, ano ang guinalainan sang "coupon taxi" sa "metered taxi" kon amu man lang na gali? Much better na lang tani if all of the taxis in the airport are all "coupon taxis" instead of placing "metered" while its not being metered at all.
We should be thankful that we have affordable alternatives in public transport. However, our taxis are getting more expensive by the day. I just hope that our "metered taxi fares" would remain competitive.
Its up to DOT, LTFRB, CAAP, and ATOP in negotiating this one, since we are gearing ourselves for the international flights.

THE COUNTRY’S weather bureau will build a P100-million weather station for Western Visayas in Iloilo City.
This was disclosed by Dr. Nathaniel Servando, administrator of Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), during the regional kickoff of the National Disaster Consciousness Month last July 3.
The new PAGASA station will be funded by Department of Science and Technology (DOST) and will be constructed at the lot donated by Department of Agriculture (DA-6) in Buntatala, Jaro, Iloilo City.
The weather station will feature a Doppler radar, the latest technology in weather forecasting. It accurately measures rain intensity, speed and the area where the rain will fall.
“This will enhance our weather forecasting and typhoon warning systems,” Servando said.
The Doppler radar system is expected to prevent another large-scale disaster in hitting Western Visayas.
Last June 2008, Typhoon Frank’s torrential rain and flood devastated much of Western Visayas.
The lack of warning systems displaced approximately 1.4 million people in the region while causing billions of pesos in damages to agriculture lands and infrastructures.
Currently, PAGASA does not have a weather station in Western Visayas when it vacated the satellite office at the Iloilo Sports Complex in Iloilo City and its personnel were assigned to its Cebu bureau.
However, PAGASA has installed Automated Weather Stations (AWS) and Automated Rain Gauges (ARGs) in the provinces of Aklan, Iloilo and Negros Occidental.
Meanwhile, the different agencies under the National Disaster Risk Reduction and Management Council (NDRRMC) are bracing for the launching of the Nationwide Operational Assessment of Hazards (NOAH) on July 6.
NOAH aims to use thorough scientific research in predicting weather disturbances and preventing casualties and damages to infrastructures during natural disasters.

Asked for update, DOT Regional Director Helen Catalbas summed up the department’s efforts saying Iloilo is now “almost ready.”
The maiden flights will be four Iloilo-Hongkong/Hongkong-Iloilo trips per week and three Iloilo-Singapore/Singapore-Iloilo direct flights weekly as well. Major concerns, Director Catalbas said, include security, traffic and tourism-frontliner matters.
“We are working with the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB), the Department of Health (DOH) and the Civil Aviation Authority of the Philippines (CAAP),” she said. “Our efforts are geared towards ensuring the first and last impressions of our travelers and so we are doubling, tripling it even. We expect the influx of passengers and many things can happen. But over-all, we are almost ready. We are getting there.”
Also looked into by the DOT are health issues on the airport’s operations particularly quarantine procedures.
“There is a need to familiarize ourselves with the airport set-up on this one,” Catalbas added.

They are frontliners. Any acts of deception, especially in fares, would affect the image not just of the taxi drivers, but of entire Iloilo and of the Ilonggos.
I just hope that whatever happened last Friday would not be repeated anymore.

THE ILOILO Provincial Board has approved the resolution for the request of converting three provincial roads into national roads in preparation for the opening of international flights at the Iloilo Airport.
This was after 2nd District Board Member June Mondejar requested for the conversion of the San Jose, San Miguel-Sta. Barbara provincial road, the Barasan-Bantay, Sta. Barbara provincial road, and the Zarraga-Barasan, Sta. Barbara provincial road.
Mondejar will ask the help of Ilonggo Sen. Franklin Drilon, chairman of the Senate’s Appropriation’s Committee, to convert the three provincial roads into national roads.
“It is expected that the Iloilo Airport will be opened to international flights. Should this happen, more plane passengers and more tourists will traverse through these three provincial roads,” Mondejar said.
Mondejar pointed out that the three provincial roads that run along Sta. Barbara town have been an inconvenience to drivers and commuters for years as there are big potholes during the rainy season or these turn dusty during the summer season.
“With the help of Sen. Drilon, the conversion of these roads would not be farfetched,” Mondejar said.
Once converted into national roads, Mondejar said that funding will start to pour in for concreting or asphalting.
“These roads will provide convenience to the riding public, shorten travel time and reduce travel cost to and from the airport. It will significantly be instrumental to the socio-economic growth of the province,” Mondejar added.

"IT'S GOT to be Iloilo."
This is the slogan which stakeholders believe will spur Iloilo province’s economy.
Bombette G. Marin, Iloilo provincial tourism officer, said the slogan was agreed upon by the Iloilo Investment Board during the recent meeting.
DoT OIC-regional director Helen Catalbas was the one who suggested the tagline to embody Iloilo’s potentials in tourism and other industries.
Marin said the slogan positions Iloilo as a complete destination for pleasure and investments.
“What we want to highlight is the fact that Iloilo has complete existing and potential tourism destination and business opportunities. We want the rest of the country to know that all they need is in Iloilo,” Marin said.
Marin said that aside from old churches, beach resorts and islands, Iloilo has a strong agricultural and eco-tourism base.
Iloilo is among the top 10 rice producers in the country last year yielding 959,239 metric tons of palay from a total harvested area of 275,877 hectares, according to the agriculture department.
The province is also a main contributor to corn and livestock productions in the country.
“Our potentials remain strong because we can easily provide whatever they are looking for,” he added.
Marin said the approval of the slogan also signifies the re-energized partnership between the provincial government and the private sector.
The DoT is currently preparing for major tourism project that is seen to boost domestic tourism through an incentives program with private sector partners.
The tourism office will distribute tourism passports to locals and visitors which can be marked every time they visit identified tourism sites in the province. A certain number of marks or stamps will earn the passport holder rewards from participating sponsors/partners.

batusay July 4th, 2012, 06:42 PM ‘Billionaires Club’ of Iloilo: A look into the 2012 City Hall & Capitol budgets

THE ILOILO City Government and Iloilo Provincial Government are among the recent members of the country’s “Billionaire’s Club” among Local Government Units (LGUs).
The qualifying factor is their “Executive Budgets,” the official yearly operating expense fund starting off with at least P1 Billion in appropriations. By year-end, the figure is easily topped by at least P300 million more in Supplemental Budgets.
To note, Executive Budgets for every LGU is mandated and in compliance with Section 318 of the Local Government Code.
Iloilo City for 2012 has a start-up Executive Budget of P1,234,933,515. To date, the city has four Supplemental Budgets passed with combined total of about P270 Million.
Iloilo Province for the current year has P1,093,064,284. The first Supplemental Budget worth P62 Million passed Wednesday.
In comparison, the city is some P141-million richer than the province - Executive Budget-wise alone.
The city is serving 180 barangays, the province 1,721 barangays. The city has six districts, the province with 42 municipalities and component city of Passi.
Iloilo City as per official population count recognizes 447,676 residents. This was based on the August 2007 National Statistics Office (NSO) survey. While Iloilo Province has over 1.9 million inhabitants, likewise based on the latest government survey.
Iloilo City Mayor Jed Patrick Mabilog’s battlecry is “My City, My Pride.” Governor Arthur Defensor stands by his “Reform and Change” slogan.
City Hall has 1,646 permanent positions, 1,593 of which were filled. The Capitol has 2,178 employees, the work force from 11 district hospitals included.
Mabilog in seeking legislative nod for the 2012 budget acknowledged “clouds of doubts and a lot of fiscal challenges” that hounded his administration in 2011. Yet buoyed by his “calling” as public servant, he vowed to “do well in governance.” This, he added, is “for the sake of the majority of our residents who are the true source of our mandate.”
Defensor, meantime, told members of the 10th Iloilo Sangguniang Panlalawigan that the Capitol’s 2012 Executive Budget “is anchored on the principle and commitment of Reform and Change.” The over P1-Billion start-up expense fund, he said, will ensure the realization of his eight “strategic themes” starting off with good governance. While at it, Defensor assured that Capitol dealings will be transparent and the service here competent as the province remains in “good fiscal position.”
In going through the details of both LGUs’ expenditures, here’s a look is into the respective offices and corresponding budgets of the City Mayor and the Governor as Iloilo’s top Chief Executives.
City Mayor’s Office vis-a-vis the Governor’s Office
City Hall with over P1.2 Billion in 2012 Executive Budget has the biggest slice for the Iloilo City Mayor’s Office at over P174.7 million. In the Capitol, the Governor’s Office has P75.8 Million in total appropriations.
Among the latest Mabilog Administration-initiated fund transfers are the “Peace and Order Program” and “Confidential/Intelligence Expenses” objects of expenditure. Both used to be under the City’s “Special Purpose Appropriations (SPA)” account.
In 2011, the “Peace and Order Program” budget of the mayor’s office was P3.5 Million. This year saw a significant jump to P6 Million alongside the “Confidential/Intelligence Expenses” of P1.8 Million from last year’s P1,050,000. Incidentally, computation of said amounts are also based on government’s guideline that allows 30% of the “Peace and Order Program” allocation as corresponding “Confidential/Intelligence Expenses” fund.
Meantime, here are some more figures in similar objects of expenditures for the City Mayor and the Provincial Governor.
Under the “Current Operating Expenditures” are Salaries and Wages of the mayor’s and the governor’s staff.
For 2012, salaries and wages of Mabilog’s personnel is some P23.8 Million. The Governor for his regular staff has nearly P4.5 Million in over-all budget while P397,776 is for his “casual” employees.
The City Mayor’s Office for this year started with P1 Million in budget for its “Training and Scholarship Expenses.” The Governor’s Office is working on its P400,000 allocation. Office supplies at the City Mayor’s Office is P1,560,000 or P10,000 more than the Governor’s Office at P1,500,000. To note, each of Mabilog’s immediate staff has respective office supplies budget like his secretary with P20,000 and his own “Executive Office” with P700,000 worth of office supplies.
This year also saw P300,000 in new object of expenditure under the Mayor’s Office for its “Food Supplies Expenses.” Defensor has no specific “food budget account” under his office. However it is known that food expense is also among the “official expenditures” charged to the Capitol’s coffers.
In a summary of 2012 new appropriations of City Hall, topnotcher alongside the City Mayor’s Office is the City General Services Office with P89.6 Million in budget. Third top-budgeted office is the City Health with P82.5 Million followed by City Treasurer’s with start-up budget of over P62.9 Million.
Capitol counterparts pale in comparison with the following figures: General Services Office P69.9 Million; Provincial Health Office P64.8 Million; Provincial Treasurer’s Office P38.7 Million.
With the promise of efficient delivery of basic social services especially to low-income and indigent Ilonggo families, the City Social Welfare and Development Office has total appropriations of P62,796,309. The Capitol counterpart, Provincial Social Welfare and Development Office has P19,671,441.
The least in City Hall budget is the City Auditor’s Office with P485,000 whole year allocation. Meantime, City Hall has over P424.6 Million in “Special Purpose Appropriation” which includes payments of loans amortization.
City Hall to date is mired in over P582 Million in “long-term obligations and indebtedness.” The biggest chunk is the P455 Million with Land Bank of the Philippines for the new City Hall building. The Capitol, for its part, has P78.6 Million in outstanding loan incurred during the administration of former Governor Niel Tupas Sr.
“Governance is never easy with the public eye constantly spotlighting our every move,” Mabilog’s Budget Message continued. “However, as long as we do everything right according to the mandate of law and with the general welfare of the majority as our main thrust, we know that the public trust and confidence reposed upon us is well-deserved.”
Similar sentiments from Governor Defensor.
“I will continue to inculcate transparency and good governance in the Provincial Government not only as a political statement but a commitment,” he said, adding that “not-so-important” capital outlay expenditures have been scrapped.

WESTERN Visayas is the third busiest area in terms of air traffic, according to the National Statistical Coordination Board (NSCB).
Citing data culled from the Civil Aviation Authority of the Philippines (CAAP), the NSCB said Region 6 contributed 9.45 percent to the total 52.1 million air passenger last year.
From 2001 to 2011, Western Visayas accounted for an annual average share of 2.8 million passengers or 9.1 percent of all passenger traffic in the country. The region’s annual average increase in air traffic is 11.5 percent, higher than the national average growth rate of 10.1 percent and slightly lower than Central Visayas’ 11.7 percent.
The busiest airports are found in Metro Manila or National Capital Region (NCR) with an average share of 19.4 million passengers or 62.2% of all air passenger traffic in the country from 2001 to 2011.
NCR accounted for 19.9 million passenger traffic in 2011.
Central Visayas composed of Cebu, Bohol and Negros Oriental is the second busiest region in air transportation with an average share of 11.5 percent. The region was host to 3.5 million passengers last year.
Region 6 is also a main contributor to aircraft movement in the Philippines from 2001 to 2011 accounting with 10.4 percent share, the 4th highest in the country.
The NCR accounted for the biggest share of 41.4% of the total aircraft movement, followed by Region 3 (14.9 percent) and Region 7 (11.2 percent).
Aircraft movement in Western Visayas, however, has been declining by an average of 1.3 percent annually, the NSCB said.
Iloilo contributed 1.5 million or 33.79 percent of the total air passenger traffic in Western Visayas in 2010.
Bacolod shared 1.2 million or 26.1 percent while Caticlan, the gateway to the famed Boracay Island, contributed 623,545 or 13.32 percent of the total regional passenger volume.
Kalibo, also another gateway to Boracay, was host to 203,174 passengers or 4.34 percent of the regional total.
Iloilo is preparing for its first international commercial flight to Hong Kong and Singapore by end of this year which is seen to increase air traffic in the region.

WHILE Western Visayas has been relying on unmanned weather stations since 2011, officials assure real-time data for local government units (LGUs) to use and interpret.
Engr. Rowen Gelonga, regional director of Department of Science and Technology (DOST), reiterated that Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has a system in place despite lack of personnel.
Gelonga said that 12 Automated Weather Stations (AWS) and 13 Automated Rain Gauges (ARGs) have been installed in the provinces of Aklan, Iloilo and Negros Occidental.
The real-time data from the AWS and ARGs can be accessed by LGUs at the website of the Philippine Real-Time Environment Data Acquisition and Interpretation for Climate-Related Tragedy Prevention and Mitigation (PREDICT).
The website can relay data including wind direction, wind speed, air pressure, air temperature, air humidity, amount of rain, and rain duration.
Gelonga emphasized that the real-time data can give LGUs and its disaster risk reduction councils the information needed for preparing or responding to flooding or typhoons.
To enhance the knowledge of LGUs in accessing and interpreting data, PAGASA-DOST conducted a seminar-workshop last July 4.
Meanwhile, PAGASA administrator Nathaniel Servando earlier disclosed that the construction of a P100-million weather facility for the region will start before the year ends.
The weather station in Buntatala, Jaro, Iloilo City will have a Doppler radar, a highly advanced weather monitoring system.

WESTERN Visayas is the third busiest area in terms of air traffic, according to the National Statistical Coordination Board (NSCB).
Citing data culled from the Civil Aviation Authority of the Philippines (CAAP), the NSCB said Region 6 contributed 9.45 percent to the total 52.1 million air passenger last year.
From 2001 to 2011, Western Visayas accounted for an annual average share of 2.8 million passengers or 9.1 percent of all passenger traffic in the country. The region’s annual average increase in air traffic is 11.5 percent, higher than the national average growth rate of 10.1 percent and slightly lower than Central Visayas’ 11.7 percent.
The busiest airports are found in Metro Manila or National Capital Region (NCR) with an average share of 19.4 million passengers or 62.2% of all air passenger traffic in the country from 2001 to 2011.
NCR accounted for 19.9 million passenger traffic in 2011.
Central Visayas composed of Cebu, Bohol and Negros Oriental is the second busiest region in air transportation with an average share of 11.5 percent. The region was host to 3.5 million passengers last year.
Region 6 is also a main contributor to aircraft movement in the Philippines from 2001 to 2011 accounting with 10.4 percent share, the 4th highest in the country.
The NCR accounted for the biggest share of 41.4% of the total aircraft movement, followed by Region 3 (14.9 percent) and Region 7 (11.2 percent).
Aircraft movement in Western Visayas, however, has been declining by an average of 1.3 percent annually, the NSCB said.
Iloilo contributed 1.5 million or 33.79 percent of the total air passenger traffic in Western Visayas in 2010.
Bacolod shared 1.2 million or 26.1 percent while Caticlan, the gateway to the famed Boracay Island, contributed 623,545 or 13.32 percent of the total regional passenger volume.
Kalibo, also another gateway to Boracay, was host to 203,174 passengers or 4.34 percent of the regional total.
Iloilo is preparing for its first international commercial flight to Hong Kong and Singapore by end of this year which is seen to increase air traffic in the region.

ILOILO CITY, July 5 (PNA) – A total of 171 family river dwellers inventoried recently at the Oton side of the Batiano River are being proposed to be relocated at the 1.2-hectare lot in Brgy. Batuan Ilaud of the said municipality.
This was reported by National Housing Authority (NHA) Regional Director Isagani Jalbuena recently to the Iloilo Batiano River Development Council chaired by Iloilo City Mayor Jed Patrick Mabilog.
An onsite validation of the informal settlers was conducted in cooperation with the local government unit of Oton.
On the other hand, Senator Franklin M. Drilon assured P6.1 million from his priority development assistance fund for a relocation site for the displaced river dwellers.
Partial tagging and validation of informal settlers cover 57 structure owners and households in Brgy. San Antonio; 28 in Brgy. Cagbang; 86 in Brgy. San Nicolas of Oton, Iloilo. (PNA)

ILOILO CITY, July 5 (PNA) – The Department of Environment and Natural Resources (DENR) is set to remove all natural blockages composed of 5,595 mangrove trees at the Batiano River spanning more than 11 kilometers from Baluarte, Molo in Iloilo City to Oton, Iloilo.
Raul Lorilla of the DENR reported to the Iloilo Batiano River Development Council the presence of natural blockage that impedes the flow of two rivers and the plan to remove soon these mangroves growing at the middle of the river.
In an inventory of tree species last May 9-10, the DENR reported the presence of 293 mature mangroves, 93 pole stages, 816 saplings, 190 wildings, and 4,203 nipa clumps.
Lorilla said these natural growths impede the flow of water and grasses succeeded in developing islets along the river especially in the Sooc, Arevalo area that leads to flooding of at least four barangays near the Iloilo River.
On the other hand, Iloilo City Mayor Jed Patrick Mabilog, Iloilo Batiano River Development Council chairman, gave the approval for the DENR to take out the natural blockage. (PNA)

ILOILO City Mayor Jed Patrick Mabilog will ask the Pison family, land owner of a vast tract of lands at Barangay San Rafael, Mandurriao, to put up public comfort rooms for a fee along the Treñas Boulevard.
Mabilog admitted that the comfort rooms were not included in the construction of the Esplanade project soon to be completed and inaugurated on August 18.
The Esplanade is open for the public to enjoy. It offers a place for morning and afternoon exercises, biking, jogging and boating, among others.
The mayor assured he will ask the Pison family to build two comfort rooms at the vacant 300-square-meter lot earmarked for a restaurant along the boulevard.
The Esplanade project, which is under construction, is funded by the Department of Public Works and Highways at a cost of P70 million. It is expected to be finished on August 15. (Lydia C. Pendon)

Senator: River project in Panay biggest, safe
A LOAN agreement was signed this week between the Export-Import Bank of Korea (Eximbank) and the Philippines for the construction of a multi-billion-peso project tapping the Jalaur River in Iloilo for irrigation, power supply, and potable water supply.
Ilonggo Senator Franklin Drilon said the Jalaur River Multi-Purpose Project II (JRMP II) is the best thing that happened in Panay Island and the biggest dam project in the country costing $208 million or about P11.2 billion.
The loan agreement covers P8.4 billion from Korea and P2.8 billion as Philippine counterpart. The loan is payable in 30 years with a 10-year grace period and .15-percent interest.
Construction will start by early 2013 as the pre-detailed engineering plan was already completed this month.
The project is expected to irrigate more than 32,000 hectares of rice lands in Iloilo and the rest of Panay, generate seven megawatts of power, and 85,000 cubic meters of bulk fresh water every day.
The project will also generate 17,000 jobs in Iloilo, the senator said.
Drilon also allayed fears on the safety of the biggest dam project, saying it is not within the earthquake fault line based on the certification from the Philippine Institute of Volcanology and Seismology (Phivolcs).
Meanwhile, a resolution was recently filed by Bayan party-list Representatives Teddy Casiño and Neri Colmenares with the House committee on public works recently calling for a congressional inquiry on the Jalaur river project.
The party-list lawmakers are also pushing for an ocular inspection of the project site to determine the earthquake fault line and the eminent domain of the indigenous people living in the area.
Drilon, however, said the project site in Barangay Alibunan, Calinog town in Iloilo is more than 11 kilometers away from the fault line.
A relocation site was also provided within the area for the 40 indigenous families living in the project site so as not to displace their habitat and livelihood.

THE Iloilo airport of international standards in Cabatuan, Iloilo, still needs a presidential declaration for it to be affirmed the international gateway of Western Visayas, a tourism official said.
Department of Tourism Regional Director Helen Catalbas said an endorsement and declaration from the tourism department will lead for the presidential declaration of such purpose.
Senator Franklin Drilon, who hails from Iloilo, assured he will help seek for the official declaration from the Office of the President.
He said, however, that airlines are private carriers and international flights will be a big challenge for the tourism department to attract tourists to come to the city.
He said tourism products in Iloilo must be repackaged and made attractive for tourists to come.
Mayor Jed Patrick Mabilog, meanwhile, said the Iloilo airport catering to international flights will propel the city to become a premier city by 2015.
Catalbas said the airlines are just waiting for the official declaration that will lead to the official assignment of customs, immigration and quarantine personnel at the airport.
She said though that the Kalibo airport in the province of Aklan has not been declared as an international gateway but it caters to international flights with tourism focus on Boracay Island.
International flights to and from Iloilo and Hong Kong and Iloilo and Singapore are slated in the last quarter of 2012, probably on the last week of October or first week of November, Catalbas said.
