Kasadyahan Festival in Iloilo - Philippines
One of the two important events that compose the famous and appealing Dinagyang Festival in the province of Iloilo, Kasadyahan Festival reveals the true culture and history of Ilonggos. Every year, many locals and tourist spend some time in Iloilo City to view this splendid, attractive, and interesting. At this celebration, people can watch enjoyable and beautiful cultural presentations that depict the culture of early people in the province. At this festival, tourists can also enjoy different delicacies in Iloilo since participants and local government prepare a feast for everyone.
How to Get to Iloilo City
Every last weekend of January, Kasadyahan Festival is annually held in the beautiful and historic City of Iloilo. Individuals from the other regions of the country who want to observe this celebration should travel to some of the major Philippine cities like Cebu City and Manila City to take flights to Iloilo airport, or they can also ride in roll-on roll-off vessels bound to Iloilo seaport. From the ports, people can easily find taxis and jeepneys that can transport them to Iloilo City. Estimated travel time from the Iloilo airport and seaport to the city proper is half hour.
What to See in the Festival
For those who want to be informed about the culture and history of Ilonggos, they should spend some time watching the cultural presentations at Kasadyahan Festival. Dance presentations at this special celebration usually feature different groups that represent or depict early tribes in the place. Some of the tribes that are commonly featured at this event are Tribu Tultugan, Tribu Madiaas, and Tribu Kasag. Aside from these, people can also have a glance at the culture of Tribu Kahilwayan and Tribu Bayhulay through the dance numbers represented by some dance groups in Iloilo.
History
With the aim of promoting the culture and history of Iloilo, Kasadyahan Festival is conceptualized by the local residents and provincial government in the late 1900s. Every year, dance groups, private corporations, and nonprofit organizations in Iloilo support this special celebration. To attract local groups to participate in the cultural presentations, the government gives special cash prizes to winners. For those who want to observe this event, they do not need to allot huge amount to money as their budget just to see the festival. For less than 500 pesos, including their transportation expenses from Iloilo airport and seaport, as well as their food allowance for a day, they can already have a good and remarkable time watching the special events featured at this celebration.

Now on its 39th year, the Iloilo Paraw Regatta is the oldest traditional craft event in Asia, and the largest sailing event in the Philippines. The Iloilo Paraw Regatta Foundation currently organizes the activities, with leading support from the Iloilo City and Provincial Governments and the Department of Tourism, along with private sector donations.
Activities have been expanded to spread over a week. On the Saturday of the climactic weekend there is slalom racing on a course by the beach to facilitate crowd participation. On the Sunday, the thirty-kilometer distance race is sailed on a course in the Iloilo Strait, running up the coast of Panay and then down the coast of Guimaras, before returning to the finish at Villa Beach. Participant exposure to the events is in the tens of thousands.
The geophysical shape of the Iloilo Strait provides year round breezes. Thus the working sailboat still predominates. In these times of high fuel costs, and polluting oil spills, one can appreciate the simple ecology of the traditional paraw. Nevertheless, the skills needed to sail are far more complex.
The objective of the Regatta is to celebrate the skills of the paraw sailors, and bring a fiesta spirit into their lives. And with the colorful painted sails, this spirit is brought into the lives of participants and tourists as well.

ILOILO CITY, July 13 (PNA) – Around 2,300 employees of the Iloilo provincial government and other national government agencies as well as members of civic organizations have confirmed to join the Action for Regreening and Transformation (ART) II massive tree planting activity Saturday.
Gov. Arthur Defensor Sr., who launched the ART program last year, said that many Ilonggos have volunteered to join the tree planting or what he prefers to call now as “tree growing” activity in the three barangays of Passi, a component city of Iloilo province.
Those who have volunteered to join the activity to be held in Barangays Agtambo, Sarapan and Bayang of Passi city are employees of the National Food Authority, Population Commission, Technical Education and Skills Development Authority, Girl Scout of the Philippines, Metro Iloilo Water District, Iloilo Capitol Press Corps and many more.
Iloilo Provincial Environment and Natural Resources Officer Soledad Sucaldito said they prepared 15,000 seedlings for the Saturday activity, the launching of ART program second year. The seedlings are endemic and fruit trees that will be planted interspersed along the embankment of the barangays, she said.
She said that those who will join in the activity will assemble at 6:30 a.m. at the Jaro Plaza and will proceed to Passi city.
ART II targets to plant one million seedlings to be planted and cultivated this year. Last year, more than one million seedlings were planted under ART with a survival rate of 75 percent. (PNA)

Two blue chip firms, a land developer, a Korean group and several Iloilo-based investors offered to rehabilitate the defunct Panay railways system from Iloilo to Capiz.
Cezar Capellan, Panay Railways Inc. (PRI) director and officer-in-charge, said the interested investors include the group of Manuel V. Pangilinan, San Miguel Corp. and Ambassador Jose E.B. Antonio of Century Properties.
A group of Korean businessmen and a corporation of Iloilo businessmen are also interested in the P16-billion railway revival project, Capellan said.
Pangilinan heads Metro Pacific Investments Corp. which has interests in telecommunication, print and broadcast media, toll way operations and power sector.
Aside from food and beverage, San Miguel has investments in airport development, power generation, oil refinery and distribution and land development.
San Miguel’s investment arm, San Miguel Holdings Co., owns 93% of TransAire Development Holdings Corp. (TAHDC), the build-operate-transfer concession holder for the development and operation of Caticlan airport, gateway to the world-famous Boracay resort island.
TADHC holds the exclusive rights to modernize and expand the airport.
Century Properties founder and CEO Ambassador Jose “Joey” EB Antonio the developer of Essensa condominium in The Fort. He is also developing the 3.4-hectare Century City in Makati (with affordable condos like Gramercy Residences and Knightsbridge Residences), and the 17-hectare Canyon Ranch community in Carmona of Cavite province.

kun wala ya ini gin pahilab-tan, who knows, basi subong may mga preliminary earthworks na. the only way for iloilo and panay to get this project going is if 90 to 100% of the financing will come from the private sector.
the way things work at the DOTC right now, multi-billion projects like this-- which has populist benefits--won't get going even if attempted within the PPP framework. we ilonggos and panayanons should be more self-reliant and creative in sourcing funds to make this project a reality.
why would iloilo and panay let a divisive force from out of pnoy's cabinet dictate the fate of this project or the fate of the province/island for that matter? if you look at his track record, he hasn't impacted this island and his own hometown as he should have had.
drilon and miriam have done much more for them to be tagged as a proud son and daughter of their hometown and home island. we can't say the same about mar roxas.

ILOILO CITY, July 12 (PNA) - Five more districts in the province of Iloilo will benefit from the P1.5-million multi-purpose teen center project of the Iloilo province.
This project is in line with the advocacy of the Iloilo Province to develop the youth.
The project is headed by the Provincial Population Office of the Iloilo province.
The multi-purpose teen centers will be situated in the first, second, third, fourth and fifth districts in the province of Iloilo. Each will receive P300,000 for the purchase of equipment, putting up of rehabilitation center, reproduction of information, education communication (IEC) materials, and training building.
Funds came from the internal revenue allotment (IRA) fund of the Iloilo provincial government. The project is a school-based program which provides peer helpers and counselors to help the target beneficiaries.
The teen centers target beneficiaries and its tasks include the development of the minors, students, out-of-school youth, faculty and staff of the identified schools and parents. The implementation of the said project was conceptualized with the help of province stakeholders composed of the provincial local government unit (LGU), the municipal LGU, Sanggunian Kabataan (SK) and the Department of Education (DepEd).
The program focuses on youth-friendly services, peer-lead activities, parental involvement, walk-in appointment and educational-recreational programs.
The youth-friendly services will teach the volunteer staff including the management to work for teens with understanding and compassion.
In peer-lead activities, the peer helpers will manage and lead all the activities. The remaining program will help encourage the parental consent among the parents.
The teen center will also respond to adolescents’ complex range needs and students critical problem. The youth will also be provided with opportunities to develop and acquire lifelong skills and hobbies by physical and mental activities.
Furthermore, the teen center aims to address the reproductive and sexual health needs of adolescents and youth through counseling in a confidential, compassionate and dignified way. It will also help young people be provided with their social and psychological needs.(PNA)

ILOILO CITY, July 13 (PNA) – The Philippine Red Cross (PRC) is conducting a 10-day Basic Water Safety and Rescue and Lifeguarding Course with 23 selected volunteers from its Iloilo and Guimaras chapters as participants.
PRC-Iloilo administrator Gilbert Paul Valderrama said upon the completion of the course, the participants are expected to become experts on the mode that will be applied in case of emergency rescue involving water accidents.
The course covers mastery of four swim strokes basically used in water rescue such as crawl, side stroke, breast stroke and elementary backstroke. Also being discussed is the use of spine board in aquatic environment.
The 10-day training which kicked off Tuesday also include a daily one mile swim starting Day 2 of the training until graduation.
“Each candidate is expected to complete the one mile swim before moving on to become a full-fledged lifeguard,” he said.
Instructor/trainer Rudolpho F. Genato from the PRC national headquarters handle the training that is jointly hosted by the Philippine Red Cross Guimaras and Iloilo Chapters. (PNA)

ILOILO CITY, July 13 (PNA) -– Taxi operators under the umbrella of the Association of Taxi Operators in Panay are supportive of the auto liquefied petroleum gas (LPG) as alternative fuel, especially with the new sequential gas injection (SGI) system.
Atty. Perfecto Yap, president of ATOP, said that drivers could incur savings as high as P400 to P600 for a 24-hour operation with an average consumption of 20-25 liters.
He cited that the price of auto LPG sold in garage is around P20 less when compared with the price of gasoline at P53.95/liter.
In addition to big savings the move is also supportive of the Clean Air Act because auto LPG, he said, emits minimal carbon dioxide/monoxide compared to gasoline.
Currently, around 600 to 800 units operating here are using auto LPG from out of the 1, 648 franchises. However, they expect that the additional 300-350 newly approved franchises will also use auto LPG as stipulated in their papers.
He also stressed that the literature on auto LPG is very specific that the alternative fuel is non-toxic in contrast to claims that it is a health hazard.
Yap together with petroleum industry players, oil companies, dealers and other stakeholders are the latest group to join the multi-sectoral advocacy campaign on the downstream oil industry by the Department of Energy (DOE) that kicked off here Thursday. (PNA)

ILOILO CITY, July 13 (PNA) -– Some pieces of the total 113 broken pieces and shards of artifacts recovered from a drainage project here will be displayed at the Iloilo City Gallery to remind everyone of the rich cultural heritage of the city.
However, representatives of the Museo Iloilo headed by curator James Amsua are perplexed at the find. Some of which are ceramic plates, bowls, jars and other pieces believed to be of the Ming Dynasty mixed with rather modern pieces such as old British whiskey bottles.
City mayor Jed Patrick Mabilog received the artifacts last Monday from the drainage project contractor VN Grande Construction after workers found the artifacts buried some two feet from street level.
The city mayor is happy with the find and said the artifacts show the rich and affluent life of the Ilonggos, their rich cultural heritage and tradition during the olden times. Mabilog designates Joren Sartorio, chief of the general services office as custodian of the mixed artifacts.
Sartorio said the representatives of Museo Iloilo and the National Museum believed the recovered mixed artifacts to be part of a private collection buried in the site by an unidentified collector in the area.
Sartorio said the area is near the Iloilo River and was once a barter site of the galleon trade plying the Philippines and Europe including China during the Spanish times. The collection might be owned by a Chinese trader or someone who buried or left the artifacts in the site, once a marshland before the development of the city proper.
A team from the National Museum in Manila recommended carbon dating the artifacts to determine its age and be hailed a national treasure. Some of the find will be turned over to the Iloilo Museo and some will be displayed at the City Gallery. (PNA)

ILOILO CITY – The repair of some elementary schools here, construction of school buildings and provision of physical facilities, school supplies and other social services will start soon after the city government received a special allotment release order from the Department of Budget and Management in the amount of P1 million.
The amount came from Ilonggo Senator Franklin M. Drilon through his priority development assistance fund as his commitment to Iloilo City Mayor Jed Patrick Mabilog and the San Antonio Formation and Enhancement Center Inc. headed by philanthropist Ilongga Teresa “Nene” Chan.
The city government and the center have partnered for the identified school projects through a memorandum of agreement dated July 3, 2012 to avail of the fund released through special allotment release order (SARO) No. G-11-01239 dated August 5, 2011.
The city council also enacted on July 9, 2012 Resolution No. 2012-717 entitled “A resolution confirming the Memorandum of Agreement (MOA) entered into by and between the City of Iloilo and San Antonio Formation and Enhancement Center Inc. to provide financial assistance to various public elementary schools in the City of Iloilo.”

ILOILO CITY, July 13 (PNA) -— More applicants are expected to take up the Philippine Military Academy (PMA) entrance examination here on August 26 with the lowering of the height requirement to 5 feet from the previous 5’4” for male and 5’2” for female.
Many aspirants are expected at the Lapaz National High School this year with proctors from the PMA facilitating the examination. The exam last year had 185 examinees from 277 applicants.
According to the PMA leadership, the changes in the height requirement came about when it was observed during the conduct of the Limited Physical Examination in different exam centers, that many are denied the chance to go through the first phase of the selection process, solely for the reason of not meeting the height requirement.
The PMA also said that with the previous height requirement, many Filipino youth, who have good educational background and are physically fit, are disenfranchised from the opportunity of being able to take the entrance examination conducted nationwide.
The adjustment expects an increase in the pool where the best candidate for PMA cadetship will be selected.
The PMA also said that its leadership made a firm stand on its policy against maltreatment in the Cadet Corps, Armed Forces of the Philippines (AFP) by advocating a “Zero Tolerance on Maltreatment”, adhering to the respect for human rights and observing the principles of International Humanitarian Law and the rule of law.
“This lowering of height requirement while maintaining the high standards will open up an opportunity to more equally competent aspirants”, said Mgen Jose Z. Mabanta Jr., Commander of the Army’s 3ID.

During the Iloilo Provincial Tourism Summit, Cebu Governor Gwendolyn Garcia said the people themselves become spokespersons and sales person of the tourism program once they get involved in its activities. They then are able to speak of their town with such fervor, passion and pride about the place.
Garcia shared Cebu’s tourism program dubbed "Suroy Suroy Sugbu" which was developed as a regular tour to spotlight the beauty of the Cebu countryside and outlying islands and the hospitality of Cebuanos.
The official said that in spreading the benefits of tourism to the countryside she first prepared Cebu’s 51 cities and municipalities to undergo extensive trainings in historical, cultural and heritage mapping and in the end the undertaking became productive because they learned to come up with an inventory of their most important historical sites, their natural wonders and the treasures of their cultural heritage.
The local and foreign tourists are gathered to the actual Suroy Suroy Sugbu to bring them to the countryside to where many have not gone before in a tour of discovery, Garcia said while emphasizing that the program has significantly pushed the economy of the local government.
The Cebu governor congratulated the organizers of the Iloilo Provincial Tourism Summit and noted that she was happy to share Cebu’s experience and hope that it would serve as an inspiration in the voyage of discovery and that later there would no longer be a competition among the localities and instead compliment each other.

ILOILO CITY, July 13 (PNA) -– The National Irrigation Administration (NIA) is now starting preparatory works for the construction of the Jalaur River Multi-Purpose Project (JRMPP), the first large scale reservoir dam outside of Luzon, with the initial funding of P450 million.
Engr. Ricardo Pinaso, NIA Regional Office 6 chief of the Engineering and Operation Division, said Friday that they received the P450-million initial funding recently through Sen. Franklin M. Drilon.
They are now doing preparatory works such as improvement of the 15-kilometer gravel road from Calinog town proper to the dam reservoir in Barangay Agcalaga.
He added they have signed a memorandum of agreement (MOA) with the indigenous people (IP) that would be affected by the project in Calinog. They are just waiting for the National Commission on Indigenous People (NCIP) to give them clearance to start with the actual construction of the dam.
Earlier, some IPs have opposed the project fearing it could displace them. But Calinog Mayor Alex Centena has already negotiated with the IPs with a municipal government property promised to be given to them as their relocation site.
Engr. Pinaso further they are already doing the needed topographic survey for the irrigation canals.
Last June 1 , President Benigno S. Aquino III, who came here for the 1st Philippine International River Summit, led the launching of the JRMPP Stage II project worth P11.212 billion acquired through a loan from the Eximbank of the Korean government with counterpart from the Philippine national government. It is expected to greatly change the economic landscape of the province.
The JRMPP Stage II main features will be the construction of the Jalaur High Dam, After Bay Dam, and the Alibunan Catch Dam that will provide year-round irrigation to the 22,340 hectares irrigable land in Iloilo province and another 9,500 hectares of current rain-fed areas.
A 6.6-megawatt hydro-electric power plant will also be built to supplement the power supply in the province and augment the supply of potable water for domestic and industrial consumption including in Iloilo City.
The towns that could greatly benefit from the project are Calinog, Passi city, Lambunao, Badiangan, Janiuay, Cabatuan, Sta. Barbara, Pavia, Alimodian, Leon, San Miguel, Oton, Tigbauan, Duenas, San Enrique, Anilao, Dingle, Barotac Nuevo, Dumangas, Mina, New Lucena, Pototan, Zarraga, and Leganes. (PNA)

the way things work at the DOTC right now, multi-billion projects like this-- which has populist benefits--won't get going even if attempted within the PPP framework. we ilonggos and panayanons should be more self-reliant and creative in sourcing funds to make this project a reality.
why would iloilo and panay let a divisive force from out of pnoy's cabinet dictate the fate of this project or the fate of the province/island for that matter? if you look at his track record, he hasn't impacted this island and his own hometown as he should have had.
drilon and miriam have done much more for them to be tagged as a proud son and daughter of their hometown and home island. we can't say the same about mar roxas.

MANILA, Philippines - Many local and foreign tourists know that the Philippines has some of the best beaches in the world, but what about its old Spanish churches, indigenous tribes and UNESCO-recognized natural sites?
The cultural heritage sector is there, but so far it has only been able to appeal to a minority of travelers, generally with a higher income and a keen interest in history and the colonial past.
A new initiative wants to change that trend and further promote the sector to lure more tourists and investments, as well as create job opportunities for young Filipinos.
The program, entitled 'It's More Fun' with more jobs, is led by the Institute for Labor Studies (ILS), the research arm of the Department of Labor and Employment, in close coordination with the Department of Tourism (DOT) and its broader It's More Fun in the Philippines campaign.
Both departments are working on a framework for an employment plan that will address the needs of tourists, operators and LGUs in training future heritage tourism workers such as competent and professional tour guides.
Cultural heritage as a driver for employment
ILS Executive Director Cynthia R Cruz said that they are working on a framework that will link cultural heritage to the labor market so that cultural tourism can become a "driver for employment generation"
"We wish to examine to what extent it can help to create jobs," she said during an interview with Rappler on the sidelines of a forum at the Ortigas Foundation in Pasig City on Wednesday, July 11.

ILOILO CITY, July 13 (PNA) -– This city will take another shot at winning the prestigious Gawad Pamana ng Lahi award given by the Department of the Interior and Local Government (DILG) after winning it the first time last year.
Mayor Jed Patrick E. Mabilog has high hopes that Iloilo City will make it again as regional winner in terms of outstanding governance and administration.
“We have proven our mettle in managing the city, with a much improved service, accountable and transparent leadership,” he said.
Iloilo City has been included in the “short list’ of the Gawad Pamana ng Lahi award together with the cities of San Carlos, Victorias, La Carlota and Bago, all in Negros Occidental, according to DILG Iloilo City director, Atty. Ferdinand Panes.
A validation team from the DILG Central Office will be arriving July 20 to evaluate the city government.
The Gawad Pamana ng Lahi award, started in 1996, is given to outstanding local government units (LGUs) that have excelled in performance indicators based on the Local Governance Performance Management System (LGPMS), including the Seal of Good Housekeeping, awards received, and innovative programs and projects.
“It gives recognition to LGUs that have distinguished themselves in local governance,” Panes said.
Last year, Iloilo City won over the cities of San Carlos, which placed second, and Bacolod in third place after scoring high in the LGPMS covering administrative, social, economic and environmental governance.
The city was also a recipient of DILG’s Seal of Good Housekeeping last year. (PNA)

On the sidelines of the company’s annual stockholders meeting, Kingson Sian, Megaworld executive director and senior vice president, said reservation sales may hit P35 billion this year, 40 percent higher than the P25 billion registered in 2011.
At end-March, the upscale property developer had reservation sales of P10.4 billion, nearly a third of its target.
“We continue to be very optimistic about the property sector. We’re launching more this year. If last year was good, this year we see it’s going to be better,” said Sian.
Megaworld is set to introduce 11 residential projects in the first half of the year, topping the nine developments launched for the entire 2011.

Two blue chip firms, a land developer, a Korean group and several Iloilo-based investors offered to rehabilitate the defunct Panay railways system from Iloilo to Capiz.
Cezar Capellan, Panay Railways Inc. (PRI) director and officer-in-charge, said the interested investors include the group of Manuel V. Pangilinan, San Miguel Corp. and Ambassador Jose E.B. Antonio of Century Properties.
A group of Korean businessmen and a corporation of Iloilo businessmen are also interested in the P16-billion railway revival project, Capellan said.
Pangilinan heads Metro Pacific Investments Corp. which has interests in telecommunication, print and broadcast media, toll way operations and power sector.
Aside from food and beverage, San Miguel has investments in airport development, power generation, oil refinery and distribution and land development.
San Miguel’s investment arm, San Miguel Holdings Co., owns 93% of TransAire Development Holdings Corp. (TAHDC), the build-operate-transfer concession holder for the development and operation of Caticlan airport, gateway to the world-famous Boracay resort island.
TADHC holds the exclusive rights to modernize and expand the airport.
Century Properties founder and CEO Ambassador Jose “Joey” EB Antonio the developer of Essensa condominium in The Fort. He is also developing the 3.4-hectare Century City in Makati (with affordable condos like Gramercy Residences and Knightsbridge Residences), and the 17-hectare Canyon Ranch community in Carmona of Cavite province.
PRI eyes to start rehabilitation of the Iloilo-Capiz railway line early next year and will cost around P16 billion.
The project will be implemented through public-private partnership (PPP) or build-operate-transfer (BOT) scheme after the Department of Transportation and Communications headed by Capiz native Manuel “Mar” Roxas III nixed the railway revival as “too expensive.” (With reports from LCPendon)

ILOILO CITY, July 13 (PNA) -– Some pieces of the total 113 broken pieces and shards of artifacts recovered from a drainage project here will be displayed at the Iloilo City Gallery to remind everyone of the rich cultural heritage of the city.
However, representatives of the Museo Iloilo headed by curator James Amsua are perplexed at the find. Some of which are ceramic plates, bowls, jars and other pieces believed to be of the Ming Dynasty mixed with rather modern pieces such as old British whiskey bottles.
City mayor Jed Patrick Mabilog received the artifacts last Monday from the drainage project contractor VN Grande Construction after workers found the artifacts buried some two feet from street level.
The city mayor is happy with the find and said the artifacts show the rich and affluent life of the Ilonggos, their rich cultural heritage and tradition during the olden times. Mabilog designates Joren Sartorio, chief of the general services office as custodian of the mixed artifacts.
Sartorio said the representatives of Museo Iloilo and the National Museum believed the recovered mixed artifacts to be part of a private collection buried in the site by an unidentified collector in the area.
Sartorio said the area is near the Iloilo River and was once a barter site of the galleon trade plying the Philippines and Europe including China during the Spanish times. The collection might be owned by a Chinese trader or someone who buried or left the artifacts in the site, once a marshland before the development of the city proper.
A team from the National Museum in Manila recommended carbon dating the artifacts to determine its age and be hailed a national treasure. Some of the find will be turned over to the Iloilo Museo and some will be displayed at the City Gallery. (PNA)

ILOILO CITY, July 13 (PNA) -– The National Irrigation Administration (NIA) is now starting preparatory works for the construction of the Jalaur River Multi-Purpose Project (JRMPP), the first large scale reservoir dam outside of Luzon, with the initial funding of P450 million.
Engr. Ricardo Pinaso, NIA Regional Office 6 chief of the Engineering and Operation Division, said Friday that they received the P450-million initial funding recently through Sen. Franklin M. Drilon.
They are now doing preparatory works such as improvement of the 15-kilometer gravel road from Calinog town proper to the dam reservoir in Barangay Agcalaga.
He added they have signed a memorandum of agreement (MOA) with the indigenous people (IP) that would be affected by the project in Calinog. They are just waiting for the National Commission on Indigenous People (NCIP) to give them clearance to start with the actual construction of the dam.
Earlier, some IPs have opposed the project fearing it could displace them. But Calinog Mayor Alex Centena has already negotiated with the IPs with a municipal government property promised to be given to them as their relocation site.
Engr. Pinaso further they are already doing the needed topographic survey for the irrigation canals.
Last June 1 , President Benigno S. Aquino III, who came here for the 1st Philippine International River Summit, led the launching of the JRMPP Stage II project worth P11.212 billion acquired through a loan from the Eximbank of the Korean government with counterpart from the Philippine national government. It is expected to greatly change the economic landscape of the province.
The JRMPP Stage II main features will be the construction of the Jalaur High Dam, After Bay Dam, and the Alibunan Catch Dam that will provide year-round irrigation to the 22,340 hectares irrigable land in Iloilo province and another 9,500 hectares of current rain-fed areas.
A 6.6-megawatt hydro-electric power plant will also be built to supplement the power supply in the province and augment the supply of potable water for domestic and industrial consumption including in Iloilo City.
The towns that could greatly benefit from the project are Calinog, Passi city, Lambunao, Badiangan, Janiuay, Cabatuan, Sta. Barbara, Pavia, Alimodian, Leon, San Miguel, Oton, Tigbauan, Duenas, San Enrique, Anilao, Dingle, Barotac Nuevo, Dumangas, Mina, New Lucena, Pototan, Zarraga, and Leganes. (PNA)

ILOILO CITY, July 13 (PNA) -– This city will take another shot at winning the prestigious Gawad Pamana ng Lahi award given by the Department of the Interior and Local Government (DILG) after winning it the first time last year.
Mayor Jed Patrick E. Mabilog has high hopes that Iloilo City will make it again as regional winner in terms of outstanding governance and administration.
“We have proven our mettle in managing the city, with a much improved service, accountable and transparent leadership,” he said.
Iloilo City has been included in the “short list’ of the Gawad Pamana ng Lahi award together with the cities of San Carlos, Victorias, La Carlota and Bago, all in Negros Occidental, according to DILG Iloilo City director, Atty. Ferdinand Panes.
A validation team from the DILG Central Office will be arriving July 20 to evaluate the city government.
The Gawad Pamana ng Lahi award, started in 1996, is given to outstanding local government units (LGUs) that have excelled in performance indicators based on the Local Governance Performance Management System (LGPMS), including the Seal of Good Housekeeping, awards received, and innovative programs and projects.
“It gives recognition to LGUs that have distinguished themselves in local governance,” Panes said.
Last year, Iloilo City won over the cities of San Carlos, which placed second, and Bacolod in third place after scoring high in the LGPMS covering administrative, social, economic and environmental governance.
The city was also a recipient of DILG’s Seal of Good Housekeeping last year. (PNA)

On the sidelines of the company’s annual stockholders meeting, Kingson Sian, Megaworld executive director and senior vice president, said reservation sales may hit P35 billion this year, 40 percent higher than the P25 billion registered in 2011.
At end-March, the upscale property developer had reservation sales of P10.4 billion, nearly a third of its target.
“We continue to be very optimistic about the property sector. We’re launching more this year. If last year was good, this year we see it’s going to be better,” said Sian.

Tribu Pan-ay, champion of the 2012 Dinagyang Festival will be coming to Guam, according to a release from the Philippine consulate general.
The festival in the Philippines is one of the country's major tourist attractions with its Dinagyang Festival Atiatihan Streetdance Competition of Iloilo.
The performance will be held at 6 p.m. July 20 at the University of Guam field house.
Tickets are $10 for general admission and $50 for VIP seating. They can be purchased at all National Office Supply locations, Classic Gift Shop, SM Store and Agat Kimchee Store.

I’m no coffee drinker but Madge Café inside the Lapaz Public Market is a temptation that always renders me helpless. It’s the blog lure of their native coffee prepared as it was more than 50 years ago, that makes me always to stop by whenever I find myself in the market.

But why do these obviously wealthy owners of heritage buildings have to wait for the city government to fix their decrepit edifices? They should have done this long ago. Why can’t they do it themselves?
They should do the fixing. They should finance the restoration. They are rich, after all. They have plenty of money. Obviously, they do not want to spend money. They just want to earn profit from the rentals of commercial establishments.
In the heritage city of Silay in Negros Occidental, for example, many owners of ancient houses and private buildings did the restoration themselves. They financed the rehab using their own money. These were their own private properties anyway.
The city government of Iloilo should not spend public money to rehabilitate these private buildings whose earnings from rentals go straight to the pockets of their owners.

And for the record, the city government of Iloilo didn't spend that much on heritage preservation. ICCHCC doesn't even that much money to push through multi-million restoration projects in the city that we know now. They came from "private sponsors and benefactors."
It took a long time convincing these old folks from fixing them. ;)
My advise for Mr. Fajardo, its better to have a city government that is supportive of heritage preservation and conservation, than leave it rot like what is going on in the City of Manila.
And I'll take it from this poster...

Hmmmm... I believe it's a PPP project. Like the Villanueva building, also being funded by RCBC. It's not the government who did all the spending. Partnershp is the key amigo. :-)
And Silay... it's a restoration of houses and some buildings which are not that huge as compared to Iloilo. I can tell because I always go there. :-)
