This is one of the many growing residential estates in Mandurriao-Pavia (Hibao-an) Area. Other prominent subdivisions in this vicinity are Witrap, Imperial Homes, Savannah, Parc Regency, Providence, Ana Ros and many more.

Since you're using flickr, try using Picnik - just click the edit button on top of your photo. A small text at the corner of the photo will do. It also has all the effects to get started with post-processing.

These riders relish the chance to become one of the earliest commuters to use
the controversial Iloilo City flyover stretching over Diversion Road, Gen. Luna,
MH Del Pilar and Infante Streets. The P400-million structure was opened to
traffic December 31, 2007 after six months of delays and allegations of
substandard materials.(Tara Yap photo)

well, teenagers have many pent-up emotions the need to be channeled. unfortunately, some of those channels are not the right ones like this grafitti thing! i hope these eyesores will catch the attention of our city leaders and make an intensive campaign to discourage these teenagers from doing such things.
we call that "poor little rich kids". just a longer description for being spoiled.
eonynx January 2nd, 2008, 04:31 PM Greetings Everyone. I'd like to ask a favor because I'm having an ongoing redesign of Explore Iloilo (http://www.exploreiloilo.com/) right now and I'd like to get some feedback about the initial design, also some suggestions for improvement. Thanks
You reply to this post: New Year Explore Iloilo Redesign (http://www.exploreiloilo.com/explore-iloilo-redesign.html)
im no expert on web designs but maybe you could make it a little more "eye-candy". i've visited your website a few times!:) informative! why won't those peeps at the capitol tap your talent for the design of their pricey website. i'm sure, if you're the one designing their website, they could make more value for their money.

so this is the much bally-hood P400M! doesn't look like one to me! i hope its effects on traffic in that chokepoint is worth its price!
iloilocitykid January 2nd, 2008, 04:38 PM ^^ It was supposed to be just P100M...that's how corrupt the system here in the country is.
However, it's a nice view on top. The bldg beside Jollibee Gen. Luna looks like a skyscraper from that angle. :)
@IAMME and incognito_rn, thanks for the advice..:)
IAMME January 2nd, 2008, 04:39 PM On my way home I took a side-trip and rode a Villa PUJ just to try the flyover. Comfortably seated, camera positioned, the jeepney suddenly shifted lanes and passed beneath the flyover! Grrr.. So the traffic lights are still operational. I don't know if this flyover will improve much the flow of traffic from Diversion road to Infante.
400M if spent on the road from Jalandoni bridge to Carpenters would have more impact I believe. But this is a national project.. that's how our country works.
eonynx January 2nd, 2008, 04:44 PM ^^ok, let's give it the benefit of the doubt for the first few weeks of its operation! tan-awon ta.
iloilocitykid January 2nd, 2008, 04:45 PM ^^ Theoretically, it might improve the traffic system. The flyover was meant to just help out the private vehicles cross over the intersection without having to wait for long seconds of the green light to go. In this process, it helps reduce the number of vehicles below and therefore a smoother flow. Well, it's theoretical and reality is more than that..hehe Depende kung indi tig-a ulo sang mga pedestrians, motorists and traffic enforcers

^^I would love this project realized, also from Gaisano city to Jalandoni bridge. a grand boulevard!
habagatcentral1 January 2nd, 2008, 05:10 PM How stupid will be our traffic system if they will not fully utilize the controversial flyover to its intended purpose. Villa and Baluarte jeeps must pass by the flyover. Only those going left or right for both General Luna and MH Del Pilar Streets are allowed to turn and not go straight. Infante-Diversion Roads are the only ones allowed to pass straight under the flyover.
eonynx January 2nd, 2008, 05:12 PM ^^agree! this musn't be just be exclusive to the private vehicles! being so will defeat its very purpose!

Basi may nanaog sa dalum. I heard this comment from many people who rode jeepney in that area.
Stricter Traffic Management..
Oh, again, Trisikads are roaming major roads..:ohno: they will never learn

^^ok, can you be my rep since i'm here sa US? bweheheh
habagatcentral1 January 2nd, 2008, 05:30 PM ^^ I don't give a damn whether its inconvenient to the commuters! They better be disciplined strictly. Why, in Makati you have to walk several meters just to embark on a jeep! MH Del Pilar-General Luna segment of the flyover for Villa and Baluarte or even SM City Arrastre must not load or unload in that area. They are just creating traffic...same are to those commuters. :ohno: Disiplinahon na ina! It really defeats the purpose of the flyover.
iloilocitykid January 2nd, 2008, 05:32 PM ^^ What can we do kay ang ga disiplina sa ila, wala man disiplina..
Remember the no smoking in public places ordinance? Even the police break it..:ohno:

so true! in makati people do that with no questions ask! besides, walking is a good exercise!
iloilocitykid January 2nd, 2008, 05:36 PM ^^ Sige bala..let us, SSC Iloilo, be the example to others especially in traffic regulations..:)

Total, flat man ang terrain sa Iloilo, unlike Baguio where you really have an excuse to ride a jeep. So it's easier here to walk. It's safe too in daylight and in most parts at night. Just be careful though
iloilocitykid January 2nd, 2008, 05:38 PM ^^starting tomorrow?;)
We can start now, kaso midnight
Yes, we should start immediately!
habagatcentral1 January 2nd, 2008, 05:39 PM ^^ I mean, Iloilo City is a walkable city...its just that most of that us Ilonggos are not into short-distant walks and will still go with the jeepneys.
iloilocitykid January 2nd, 2008, 05:40 PM ^^ Hence the prevalence of Public Transports. I don't know why they dont like to walk. When I see Koreans or Caucasians here, it fills my heart with sadness with the thought that "Are Filipinos really lazy that we aren't progressing?" :ohno: kapisan sa ila
caloy January 2nd, 2008, 05:41 PM hala maglalakat na kita, ako pirme man nagalakat. biskan diri sa olobrahan ko, lakat ko even if it is more than thirty minutes walk to work from home. sige lang. yadi pa na bakal pagkaon sangsa inogplete (wala plete mo). .

^^dito rin sa states, if you pull the cord or press the stop button to stop the bus, it will stop on a designated area and not just anywhere else, and people walk to and from the bus stop.
Nakasanayan lang natin talaga ang ugali na iyan, being stubborn and not receptive to change , both as individual and as a community. a change in perspective and national identity is needed talaga. IMO

Fundador January 2nd, 2008, 05:54 PM at least, there's a chance for me to see the upv oblation on a different/higher angle! another of those nice photo opportunities.
last year nakapanood ako nyan sa Manila..oblation run has been long standing tradition of APO.., i thought the apo boys are elitists and braggarts. i confess i was mistaken. as they display their assets, they show humility by covering their faces..ang isa sa pinaka unang naganap na oblation run sa ILoilo dyan sila tumakbo sa harap ng SM Delgado papuntang Mabini..nakaka gulat nga kasi mga bata nasa edad 5-12 years old nakakakita..pero sa ngayon dyan na sa harap ng UP Iloilo sila tumatakbo ng hubad:):):)
habagatcentral1 January 2nd, 2008, 05:55 PM ^^ Kung tutuusin, takaw-pansin ghihapon ang Oble sa Stoplight area, wahehehe!!!

eonynx January 2nd, 2008, 05:57 PM ^^if im not mistaken, APO also holds their annual oblation run in the miagao campus. they did that during our time. i dunno if they're doing it.
habagatcentral1 January 2nd, 2008, 05:58 PM ^^ Actually there were 2. Fun Run in Miag-ao during the night, first semester.. Oble Run in Iloilo City, 2nd semester...usually December 16. :D

I have an experience wherein the bus is waiting for the bus stop lane to be empty because there is another bus ahead of us. So, we cannot disembark (daw barko) yet, the door is close and we'll have to wait.
Its a double decker bus by the way, and im from the top one going down with other people behind me. A lady (obviously daw wala kasakay guro bus), keeps on pressing the stop button and pushing me to go down not even looking that nobody is moving in front of us (by the way, she is doing it while we are both in the middle of the bus stairs).
She wants to get off the bus without knowing that we have to do it at a proper designated area. Tulok ko siya masakit. Kag i let her move to my front first (ti, ang duha ka pig trying to pass with each other, in other words, by the law of physics, with the space and matter, cannot be). In that sense, i still get off the bus ahead of her when we were on the proper bus stop lane. Imagine, people packed with each other like sardines trying to get on with each other to pass. ahahahha...
Honestly, tama si bernie, it could be the climate that make us do it. and i always take the jeep before, i rarely walk that far. pero when i moved here to my present site, walk, walk, and disciplined. The bus will not stop if it is not in a designated area.

habagatcentral1 January 2nd, 2008, 06:03 PM Because can we tolerate walking several meters under the heat of the sun, humidity or a torrential rain? That theoretically might have been the reason why we resort to short-distance rides rather than walking.

Bunch of stupid traffic planners perhaps. How come they'll solve the traffic congestion at that intersection if they aren't using the flyover in its full purpose? It really defeats the purpose of constructing one.
Eversince then, the embarkment/disembarkment (loading/unloading area that is) has been located as far as it can be in both General Luna and MH Del Pilar Streets from Infante-Diversion. Will they not sacrifice just a few meters away of walking for Ilonggos? Hay maan sanda! :bash:
By the way, there is an U/C in Pavia area...Evangelista St-By Pass Road junction. A pasalubong center owned by the Guadaramas...no other than Jaro Biscocho Haus, planning to open up another pasalubong shop along the way to the airport or coming from the airport.
IMPRESARIO January 3rd, 2008, 02:44 AM ^^i dunno the wisdom (or the lack of it) of this traffic scheme they are utilizing over the flyover area.

habagatcentral1 January 3rd, 2008, 05:39 AM Problema ta kay mismong Auxiliary Police ta di strikto. They're always laid back. If you want rights for loading/unloading passengers at a specific place, just pay them for lunch and that's it.
I wonder why we have so many auxiliary traffic policemen while we can invest on traffic lights and traffic schemes instead? There are certain places in the city that are identified to have a need of traffic lights instead. Also, instead of those damn unused pedestrian overpasses, why don't our congressman or even the DOJ secretary invest his pork barrel or budget for traffic improvement such as traffic lights?
eonynx January 3rd, 2008, 05:41 AM Heard a radio interview in Bombo that it's their rule to only allow private vehicles to go up the flyover, while PUJs will still pass the main road below. :ohno:
They are not fully utilizing the flyover.
@eonmyx & ingcognito: Noted na ang comments, thanks guid.
wow! so this is the purpose of that P400M worth of infra? just to give exclusive rights of usage to the private vehicles

well, maybe their purpose is to generate more employment!
habagatcentral1 January 3rd, 2008, 05:48 AM ^^ Like Project Oyster of Gloria or Kalsada Natin, Alagaan Natin? No wonder the current administration is proud that the unemployment rate dropped.
Anyway, we need better roads and better solutions. The last significant road beautification was that of asphalting of General Luna Street and downtown street areas. Widen the roads, better traffic management, traffic lights and discipline from our motorists and commuters alike.
Basta indi lang band-aid asphalt solution bala, hehe!! We also need road markings by the way. And yes, as what Oscar Lopez said, widen the roads!

Yikes! Sakit sa mata. They must have wanted to go tropical like the current color scheme of the Araneta center as exemplified by the Big Dome and the New Farmers' Plaza.
habagatcentral1 January 3rd, 2008, 06:00 AM ^^ I have no idea what triggered the trend of painting the edifices in Iloilo in pastel colors. Maybe because they want to create this "heritagezy" ambiance. :D

just an insight...
eonynx January 3rd, 2008, 07:44 AM ^^you said "a few days"? not even weeks. this is something to look forward to then. one thing that's nice about it is megaworld has this huge 54 hectare area to play around with their designs. unlike many of their projects where it is limited almost by the function of vertical creativity because of the limited space of the area to be developed.

Yup, JC... the concept is: "Bedzed"
concept which is being used to create new towns in England, which combine residences, shops, and places of work in walking distance of one another. And its nice to know that its similar to Barcelona given the fact that we are in close association with Spain... remember "Queen's City in the South"?

ILOILO City The multi-million class AA abattoir in Brgy. Tacas, Jaro district, purported to be Western Visayas biggest, is to begin operations this month.
Department of Agriculture (DA) Regional Executive Director Larry Nacionales said the city government had installed three-phased electrical lines for this facility.
To ensure that it conforms to government standards, DAs National Meat Inspection Service (NMIS) will inspect the facility before operations begin.
With the abattoir's opening, Nacionales said, meat selling prices can improve and people will be able to market pork in the box items the DA is promoting.
DA and the city government already spent some P30 million to construct the abattoir.
Nacionales said this abattoir can be upgraded into a class AAA facility if a blast freezer is installed.

iloilocitykid January 3rd, 2008, 11:49 AM Treρas sees fruitful
Iloilo City this 2008
ILOILO City – Citing the city government’s accomplishments the previous year, Mayor Jerry Treρas is confident that 2008 will be as fruitful in terms of growth and development.
Investment-wise, 2007 became a banner year for the city with the entry of Megaworld, who bought the old Mandurriao airport for P1.2 billion and is set to convert it into a residential and business mecca, said Treρas.
Last year also saw the influx of major business process outsourcing (BPO) companies.
Popularly known as call centers, big companies like Teletech, Global-Sutherland and Western Wats are about to open, giving thousands of employments to Ilonggos while ePLDT-Ventus and Call Box have been operating for years now.
Meanwhile, Treρas said, vertical and horizontal developments became unceasing with the completion of San Rafael Road in Mandurriao; the flyover in Infante, City Proper; the new buildings housing the offices of the city social welfare and development office and the schools division of Iloilo City.
Some health centers were also built and renovated last year. New buildings include that of City Proper and the Social Hygiene building. Renovated centers were that of La Paz, Mandurriao, Jaro II, and Arevalo.
The future site of the Ateneo de Iloilo in Mandurriao also had its groundbreaking last December.
In tourism, Treρas said, the Dinagyang Festival has again been named the country’s best tourism event for the second time now and the Paraw Regatta Festival as the third best tourism event by the Association of Tourism Officers of the Philippines.
The city also received a P23.2 million assistance from the Australian Agency for International Development consisting of the Metro Iloilo-Guimaras Tourism Strategy and Action Planning (P8.2 million), the Metro Iloilo-Guimaras Integrated Urban Infrastructure Development (P6 million), the Information Technology Support for Regional Planning and Economic Development (P5 million), and the Strengthening Capacity for Local Area Development Partnerships (P4 million).
Last year, the city also became a Hall of Famer, for winning three consecutive times in the annual Gawad Pangulo sa Kapaligiran Clean and Green regional contest.
To cap the year, Treρas was named as Ambassador for Peace by the Universal Peace Federation (UPF) at the UPF International Leadership Conference held in Manila during the Global Peace Festival 2007.
Treρas was conferred as Ambassador for Peace as one of the nation’s top leaders in public governance who has exemplary contributions in peace-building.
“All these were of course achieved with the help and cooperation of everyone. I am positive that 2008 will be as prolific as long as we continue to work together for the benefit of Iloilo City,” Treρas said.
Ha, fruitful year it was. I hope more surprises await us this year. :)

Infrastructures is what we lack. That's why we're losing our competitive edge now. :ohno: Diversion Road is still rugged and it's a shame it's our widest road..

I hope so too! If not, then at least be it modern and revolutionary
eonynx January 3rd, 2008, 12:57 PM Infrastructures is what we lack. That's why we're losing our competitive edge now. :ohno: Diversion Road is still rugged and it's a shame it's our widest road..
very shameful indeed! i always imagine whenever i pass that road that had our urban planners have a little foresight, the city could make that road 4 lanes on each side before those structures will mushroom in that area.
iloilocitykid January 3rd, 2008, 01:00 PM ^^ Also, improve the drainage, especially in the Christ the King area. That's the reason why the road is always in bad shape. It's a low place and it floods there during rain..if they had a better sewage, then it would be that bad. And they should follow the road of that of the Sta. Barbara Access Road, one of the best I've rode on..
IMPRESARIO January 3rd, 2008, 01:06 PM lack of foresight. but ours is an old city as compared to other RP cities, the roads and urban areas are designed in spanish times pa, what we need improvement though are in the new infras. and make improvement on the old ones.
iloilocitykid January 3rd, 2008, 01:10 PM ^^ I agree. It's quite hard to govern a city with so much problem as ours but at least we have a cultural muscle..However, look at our new roads like the San Rafael-Tabucan Road. It's arrow, though with islands. I believe if they should build the other 2 lanes at the extremes so that it'll cover more traffic and be prepared for the future.
eonynx January 3rd, 2008, 01:13 PM ^^haay, here we go again! that romantic attachment to the 2 laner roads! hindi na kase mga kalesa dumadaan sa mga lansangan natin!
eonynx January 3rd, 2008, 01:15 PM -dp-
iloilocitykid January 3rd, 2008, 01:15 PM ^^ :) It would be a nice idea to have kalesas roaming our Calle Real again...good for tourits. That'll take years from now to be fully developed.
eonynx January 3rd, 2008, 01:17 PM ^^well, with kalesas or not, what we need are wider roads!

iloilocitykid January 3rd, 2008, 02:11 PM ^^ Sure! Hope they build a park in the area. Of course, strictly no prostis allowed. Smallville is quite family oriented now. I see families with children playing around in MO2 and in Bourbon St. Also, Parking is a problem. The city or the private developer should take into consideration the problems now to have a better and smoother future.
eonynx January 3rd, 2008, 02:17 PM ^^well, the last time i checked (that was like almost 2 years ago) some of the clubs at the sarabia manor hotel have a very family oriented fill. parents and children dancing together to the music. i miss freddies dira sa sarabia manor!:)

the only thing i hate about that place is the usual useless overpass (though most of the time a i use that para exercise  )
whyte January 3rd, 2008, 09:45 PM * if they could only transform that building (where andok's/mang inasal is located plus mercury drug sa valeria-delgado) into a multilevel restoplace like el pueblo sa ortigas, etc, it will surely add vigor to the current nightlife in that area
* maybe this year we will see the "connection" between the riverside boardwalk and smallville area with some other restobars/specialty shops plus ofcourse its own police station. and by 2010 hat strip of land between the river up to megaworld city will become the "nerve center" of the city. of course, i also hope the gradual development of the city's heritage and other areas just like what lasalette has become.
whyte January 3rd, 2008, 09:54 PM Oh, Ulihi ko sa balita.. But it's nice they're expanding fast here. It's always tradition for Ilonggos who came from abroad to bring back a cake / polvoron / pastry treats from Goldilocks..

Fundador January 4th, 2008, 02:43 AM PECO SAYS SORRY
But washes hands on Holiday blackouts
By Jeehan V. Fernandez
SORRY but no sorry?
Panay Power Co. (PPC), the sole power distributor in Iloilo City apologized to its customers twice for the Christmas and New Year blackouts but denied any hand in the dark festivities.
Mayor Jerry Treρas had demanded explanation from Panay Electric Company (Peco) and PPC, the main power supplier to the city as to the dim scenario that spoiled the festive holidays.
Pecos special assistant to the president Engr. Randy Pastolero and PPC plant manager Engr. Richard Eugenio sent a letter of explanation and apology Thursday to Treρas which was also furnished to Vice-mayor Jed Patrick Mabilog and Kagawad Erwin Plagata, chair of city councils committee on power and Iloilo Business Club president Antonio Jon.
A blackout hit the metropolis 11:57pm of Dec. 31, 2007 while Peco started restoring power at around 12:15am and all 23 feeders were fully restored at 12:40am.
The dark New Year was blamed on fireworks that struck the powers main line, thus cutting electricity.
The fault was caused by firecrackers lit during the New Years Eve revelrythis caused a transient fault in the system which triggered the total shutdown of the PPC power plant, power officials explained.
This happened despite announcements made by Peco to refrain from lighting firecrackers near electrical facilities just days before the New Yearno amount of preparation on the part of Peco could have prevented that, they stressed.
Again, we apologize for the inconvenience caused by the events, but note that they were beyond the control and jurisdiction of Peco. However, we are working with PPC, Transco and NPC to ensure their improved response time in the event of interruptions in the delivery of power to Iloilo City.
To inform customers of the cause of the interruption as well as the estimated time of restoration, Peco gave interviews with two radio and TV stations to disseminate information.
To alleviate the situation, PPC will be installing Universal Relays at the PPC plant so that the breaker settings can adapt to the actual loading situation. By doing this, the power plant may be spared from total shutdown during fault conditions, they assured.
Also, PPC and Peco will be filing for additional facilities to cater to the grid interconnection with the ERC for approval. This will restore original power plant protection design and can isolate the Peco-PPC system when faults from the grid occur.
They added: What we could commit though is for continuous coordination towards the improvement of the interconnection set-up with all parties involvedPeco, PPC, NPC and Transco. Transco transmits some 15 MW from National Power Corp. (NPC) to Peco while the rest of peak demand of 76 MW is being supplied by PPC.
Reacting to the explanation of Peco and PPC, the mayor said he took to task City Legal Officer (CLO) Atty. Edgar Gil to look deeper into the power concern through an investigation.
Just the same, we are asking them to improve their system so as not to be really dependent on NPCthat in case of losing power, they could restore immediately; what are their measures to improve power supply, Treρas urged. :):):)
Fundador January 4th, 2008, 02:48 AM KALAHI-CIDSS ends project engagement in Phase 3A areas
THE three-year project cycle of KALAHI-CIDSS ended in Phase 3A areas in Region 6 December 31, 2007.
With the formal handover, the monitoring and sustainability of the Projects gains and processes are now lodged at the respective local governments of Dumarao and Maayon in Capiz province and Cauayan in Negros Occidental.
Department of Social Welfare and Development OIC-Regional Director Teresita S. Rosales, who attended the handover ceremonies in Maayon and Dumarao, lauded the volunteers and barangay and municipal officials for their active role in the implementation.
You have proven that you can very well implement and manage the projects you have proposed. The trainings you have undertaken were meant to equip you with the proper knowledge and skills to effectively identify interventions that could readily respond to your needs and how to go about realizing and sustaining it, Rosales said.
In the three-years of KALAHI, Dumarao availed of 27 prioritized sub-projects with a total project cost of more than P39 million; Maayon, 25 with P35 million; and Cauayan, 22 with P40 million.
Dumarao, Maayon and Cauayan are among the 19 municipalities in Western Visayas targeted by the KALAHI-CIDSS Project. Phase 1 and 2 areas, composed of 11 towns in Iloilo and one in Capiz, have also concluded their project cycle in 2006.
At present, the cycle 3 implementation of KALAHI-CIDSS is being undertaken in Tapaz, Capiz while cycle 2 is ongoing in Don Salvador Benedicto, Moises Padilla and Hinoba-an, all in Negros Occidental.
KALAHI-CIDSS is the governments top poverty alleviation program. It works hand in hand with communities in depressed areas to bring about social change through empowerment and improvement of local governance. (DSWD/ALJ)

Fundador January 4th, 2008, 03:00 AM Nothing final in proposed
biodegradable waste plant
ILOILO City Nothing has been finalized yet on the proposed plant that would convert to energy the biodegradable wastes from the citys dumpsite in Brgy. Calajunan, Mandurriao district.
Mayor Jerry Treρas said all the terms of reference have yet to be clearly defined by the proponent -- the Philippine Bio-Sciences Company Inc. (PhilBIO).
PhilBIO has porposed a Restore Biogas Cogeneration Facility (ReStore), which could turn biodegradable wastes in Calajunan dumpsite into energy.
Based on PhilBIOs presentation, 50 tons of biodegradable waste can generate one megawatt of power.
In the PhilBIOs proposal, the city does not have to spend for the installation of the facility. The local government unit should only provide the site.
The interested local government unit could use Special Purpose Vehicle (SPV) through a build-operate-transfer (BOT) scheme or a joint venture with private investors.
For the Calajunan dumpsite, PhilBIO proposes to use 5,000 square meters of the dumpsites area for the project.
The site would have a Cigar park, a modular landfill area and a treatment facility. The remaining portion of the property can still be used for the Material Recovery Facility (MRF). The project will last for 25 years.
The action to recollect and reuse the non-biodegradable waste would be taken care of by the local government or any other interested party that will do business with the PhilBIO.
The company could only process biodegradable wastes. They do not have technology to process hospital and hazardous wastes.
The mayor also bared that another company is set to present its proposal on alternative energy for the city, but refused name or give a background of the company.
PhilBIO is the second company to offer a proposal to the city to help address its power problem.
Business Power Corporation earlier offered to put up a 100-megawatt coal-fired power plant in Brgy. Ingore, La Paz district.

IMPRESARIO January 4th, 2008, 03:08 AM Stories that rocked Western Visayas in 2007
By Nestor P. Burgos Jr.
http://www.thenewstoday.info/2008/01/03/capitol.siege.jpg
unforgettable scene
One of the most unforgettable scenes of 2007, assault troops
entering the broken glass door at the back of the new Iloilo
Provincial Capitol.
Capitol siege
Western Visayas was jarred from the holiday slumber at the beginning of the year when heavily armed elite policemen stormed the Iloilo provincial capitol on January 17 to implement a dismissal order of the Ombudsman against Iloilo Gov. Niel Tupas Sr.
Tupas along with then provincial board members Domingo Oso Jr. and Cecilia Capadosa were ordered dismissed for alleged illegal disbursements to the board members' league of the province.
The assault only stopped when the Court of Appeals in Cebu City issued a 60-day temporary restraining order against the enforcement of the dismissal order.
The assault was widely criticized for the use of excessive force especially after video footages showed policemen dispersing supporters of the governor and heavily armed members of the Regional Mobile Group breaking glass doors, shoving employees and Tupas' supporters aside and pointing guns at the governor's children.
The Philippine National Police, Department of Interior and Local Government and other administration officials, however, commended the policemen involved in the assault and defended the use of force in implementing the order.
The Court of Appeals later issued a permanent injunction against the implementation of the dismissal order. The injunction was subsequently affirmed by the Supreme Court.
The Commission on Human Rights and the Office of the Ombudsman had conducted separate investigations on the incident but they have failed to release their findings almost a year after.
Oil spill aftermath
The effects of the August 2006 oil spill in Guimaras continued to plague residents and communities on the island-province this year.
Fishermen complained of lower fish catch and tourism continued to be down.
Marine scientists said their studies showed a 65 percent drop in fish abundance from the waters of Guimaras following the oil spill.
The Department of Environment and Natural Resources and mangrove experts have also recorded the dying of at least 600 mature mangrove trees in Guimaras.
In March, the remaining oil from the sunken tanker Solar I was retrieved by a salvage unit, which confirmed that almost all of the 2.1 million liters of bunker fuel being transported by the tankers were already spilled.
Delays in the disbursement of the bulk of the P867-million rehabilitation fund hindered the implementation of the rehabilitation projects. At the end of the year, a portion of the fund was expected to be reverted to the national treasury because of the failure to release and utilize the funds.
Attack on activists
In April, Ilonggos were shocked with the abduction of prominent activists Maria Luisa Posa-Dominado and Nilo Arado and the shooting and wounding of human rights worker Jose Ely Garachico in Barangay Cabanbanan in Oton town, Iloilo. This was the first incident of armed attacks against activists in Panay in recent years.
The victims remained missing at the close of the year even as their families have filed cases against police and military officials. Military and police officials have repeatedly denied involvement in the case.
Spurious cataract claims
Late this year, the Philippine Health Insurance Corp. (PhilHealth) filed administrative cases against four Negros Occidental-based doctors and three hospitals in relation to irregularities in insurance claims for cataract surgeries.
PhilHealth and the Philippine Academy of Ophthalmology also came out with guidelines and policies to prevent the abuse of the government insurance system.
The measures were taken after reports and complaints of alleged irregularities in the recruitment of patients for cataract surgeries and the filing of claims involving hundreds of millions of pesos.
Party turned tragedy
In November, tragedy struck a victory party of winning Sangguniang Kabataan (SK) candidates at a beach resort in Barangay Barosbos in Carles town, Iloilo. Six young girls aged 13-17, all residents of the neighboring Balasan town, drowned amid the revelry.
Pro-coal vs. anti-coal
The construction of a 100-megawatt coal-fired power plant in La Paz District became a contentious issue between those supporting the project and those against it.
Opponents of the project led by the Catholic Church, environmental groups and health professionals have launched a campaign against it. But at least 10 business organizations in Iloilo and other groups have endorsed the construction of the coal plant.
Light behind dark clouds
Amid the despair and conflicts, there were more than enough reasons to be hopeful.
A Gawad Kalinga village was launched in February for church workers of Iloilo in Barangay Buntatala in Jaro District in Iloilo City.
In June, the P8.759-billion new Iloilo airport was inaugurated, boosting tourism and investments prospects in Western Visayas.
Business prospects in the region also got a boost with the acquisition of the site of the old Iloilo airport by Megaworld Corp. for P1.2 billion. Megaworld has announced that it will build a business park at the 54-hectare property in Mandurriao District and will pour in an initial investment of P1.5 billion.
These preceded the Iloilo Investment Forum, which gather investors to highlight Iloilo's advantages as a tourist destination and an economic investment site.
In August, Aklanons came in droves to welcome the unveiling of the monument of their prized son, Jaime Cardinal Sin on Aug. 31, the late prelate's 79th birthday.
The 22-foot monument and the 13.5-foot bronze statue stands at the public plaza of Sin's hometown New Washington.
Aklanons also united in opposing the operation of the Small Town Lottery in the province. The provincial board voted to reject the proposal to operate the numbers game after various sectors including the Kalibo Diocese campaigned for its rejection.
The quest for justice for slain Aklan broadcaster Rolando Ureta drew closer this year with the arrest of a suspect and the surrender of another in November and early December.
Amid threats of intensified effects of global warming and pollution, residents of Sta. Barbara town have shown optimism and pioneering spirit after the town passed an ordinance to regulate the use of plastic bags, one of the world's leading pollutants.

IMPRESARIO January 4th, 2008, 03:20 AM Treρas sees fruitful
Iloilo City this 2008
ILOILO City Citing the city governments accomplishments the previous year, Mayor Jerry Treρas is confident that 2008 will be as fruitful in terms of growth and development.
In tourism, Treρas said, the Dinagyang Festival has again been named the countrys best tourism event for the second time now and the Paraw Regatta Festival as the third best tourism event by the Association of Tourism Officers of the Philippines.
Treρas was conferred as Ambassador for Peace as one of the nations top leaders in public governance who has exemplary contributions in peace-building.
All these were of course achieved with the help and cooperation of everyone. I am positive that 2008 will be as prolific as long as we continue to work together for the benefit of Iloilo City, Treρas said.

were their information campaigns (PECO) not to light firecrackers near electrical lines even adequate? regarding this Universal Relays they plan to install in the PPC lines to prevent total shutdown in case of faults, i wonder why this wasn't done a long time ago!
and they claimed to be commited to continuous coordination in the improvement of the interconnection set-up with PECO, NPC, NPC, and TRANSCO. only now? where was the commitment before? what we only see from them are the commitment to raise their prices to the customers (which had become on of the most expensive in the country) and, despite that, still give the city chronic periodic power blackouts that had become the trademark of their service!

Southern Towns are really good in making sleek and sporty Jeeps. I remember way back in college the SPUI Nursing service is actually an REF Motors Odyssey closed type equipped with Aircon in white plus the SPUI Logo outside hehehe.
:)
eonynx January 4th, 2008, 08:05 AM ^^probably used for out-of-town community duties of the students? di ba daw may ara kamu van used for it? i saw it i think, a year ago!
METROPOLITAN_ILOILO January 4th, 2008, 08:31 AM ^^
Yup thats the one!
IMPRESARIO January 4th, 2008, 08:58 AM Can our local auto-makers make a limousine-type vehicle? here in the US kasi they do that.

I think pwede.
eonynx January 4th, 2008, 09:06 AM ^^i hope they see this and consider trying it!

I was surprised to know that this lady is Ilongga and her grandfather is the one who designed panay railways.

IMPRESARIO January 4th, 2008, 10:18 AM ^^thanks! didn't know that she has ilongga blood too.
habagatcentral1 January 4th, 2008, 11:06 AM By the way, when did the rerouting of Santa Barbara jeepneys was implemented? I was surprised this morning that Sta.Barbara SM Dungon jeepneys don't pass by Dungon anymore and instead, will pass by the already crowded Lopez-Jaene Street, home of Jaro CPU! Baw nagdugang naman isa ka ruta ai!
Anyway, the provider of the biggest X'mas light apologized but not wholeheartedly. Hay, tak-an na ko sa sini nga issue, katalaka diskusyonan.
So far so good, Infante-Stoplight Junction looks like Sunday driving earlier this afternoon. I haven't seen those long queues which I saw before I left for Manila. Hopefuly, this would continue.
eonynx January 4th, 2008, 11:22 AM the lady featured in the front cover above: she looks like tweety de leon.
habagatcentral1 January 4th, 2008, 11:39 AM Jeepneys of Iloilo must be promoted (bisan pasaway ang tsuper, hehehe!!!). It is the manifestation of Ilonggo ingenuity, craftsmanship and creative thinking. :)
eonynx January 4th, 2008, 11:54 AM ^^promoted for what berns? tourism?
habagatcentral1 January 4th, 2008, 12:04 PM ^^ Not just tourism but for our culture as well. This is one trademark of ours. I haven't seen someone created an article of the history of the passad jeepneys.
eonynx January 4th, 2008, 12:08 PM ^^interesting point indeed! i havent read any historical literature regrding it! although a number of feature stories were written about it both in the local and national dailies. but its history, wala pa ko kabasa.
habagatcentral1 January 4th, 2008, 12:10 PM ^^ Daw mabudlayan ko gawa because most of the present manufacturers right now say that they were the 1st ones to create it but reportedly, Oton was the birthplace of passad jeepneys.
eonynx January 4th, 2008, 12:13 PM ^^maybe, when you're planning to have your master's thesis on history, you could consider that as one of your options for you masteral thesis!
well, those claims are just for bragging rights because these different manufacturers want to claim they are the "original" and the others, mere copycats.

this could also be one of our sources of power! i hope the city government will not give less attention to this despite the imminent construction of the clean coal power plants. this could very well help in addressing the city's problems in reducing its increasing biodegradable wastes and convert them to energy.
Yes. Calajunan Dumpsite is now a mountain range of garbage. :ohno:
were their information campaigns (PECO) not to light firecrackers near electrical lines even adequate? regarding this Universal Relays they plan to install in the PPC lines to prevent total shutdown in case of faults, i wonder why this wasn't done a long time ago!
and they claimed to be commited to continuous coordination in the improvement of the interconnection set-up with PECO, NPC, NPC, and TRANSCO. only now? where was the commitment before? what we only see from them are the commitment to raise their prices to the customers (which had become on of the most expensive in the country) and, despite that, still give the city chronic periodic power blackouts that had become the trademark of their service!
Actually, I haven't heard of them saying any warnings. Although, it's just common sense to us but they should've stepped up the effort in doing so. Damu na sila kwarta, pati ka na :bash:

Anyway, for my 1st day in Iloilo for 2008:
I wondered where were the vehicles in the uptown areas? It was like Sunday driving at 6PM! Especially at Infante area. Although its still congested in downtown area, the traffic at uptown was so fine! Wow! How I wish this would be the scenario everyday!! :D
Bad news, Sta Barbara Hi-Way was rerouted to pass by CPU then Jaro Plaza then all the way to SM City na lang then back through Dungon. Good luck sa Lunes pag abri na ang CPU! :ohno:

Yes, I'd like to see the pageantry of the Dinagyang. I understand the it is the Queen of Iloilo Festivals but sad to say, I can't afford to miss work. My vacation would coincide with the Lunar New Year so I guess there's still something to look forward to in Iloilo, the city having a considerable number of Chinoys.
eonynx January 4th, 2008, 05:40 PM ^^the city does indeed celebrate a coloful chinese new year. i think it especially grew during the term of mayor trenas. good luck to your iloilo vacation!

spacewagon1 January 4th, 2008, 07:27 PM Citys P930.8-M budget okd
ILOILO City The Iloilo City government will operate on a P930.8-million budget this year as contained in the Executive Budget approved by the Sangguniang Panlungsod.
Based on the approved expenditure plan, the highest allocation will go to Non-Office Expenses with funds amounting to P436.5 million; Personnel Services, P362.222 million; Maintenance and Other Operating Expenses (MOOE), P122.9 million and Capital Outlay, P7 million.
The funds will be sourced out from the Internal Revenue Allotment (IRA) with P420.5 million; local taxes, P416.6 million; permits and licenses, P11.4 million; service income, P34 million; business income, P31 million and other income P17.2 million.
This year's budget is lower compared with the P1.2- billion budget in 2007.
The 2007 budget had included the P350-million loan incurred by the city from the Land Bank of the Philippines for the construction of a new city hall, which explained the billion-peso budget.
source: Panay News (http://www.panaynewsphilippines.com/iloilo5.htm)
^^^^ good initial budget for the year. I hope less supplemental budget will be up before the year ends.
spacewagon1 January 4th, 2008, 07:32 PM welcome back!:)
thank you, eonynx. After few days off of my computer, balik naman ko di. he he. But it was a nice holiday, indeed. I've enjoyed spending Christmas and New Year with friends and relatives here abroad. Although not as succinct and knitted like back home in Iloilo yet we managed to make it as close as Christmas when we were in the Philippines
I hope you did enjoy the holiday season.
Reiterately, thanks for welcoming me back here.

spacewagon1 January 4th, 2008, 07:43 PM Iloilo City to host Nat'l corn congress
A gathering of some 1,500 corn producers from the different regions of the country will converge in Iloilo City on January 9-11, 2008 for the National Corn Congress with Agriculture Secretary Arthur Yap gracing the affair.
In a PIA interview, Director Larry Nacionales of the Department of Agriculture, Region VI, disclosed that the activity is facilitated by PhilMaize and supported by the DA.
"The activity is very significant for our local corn producers here to also get new breakthroughs, new technologies that will be presented during the three-day activity. This will help improve corn production output of our farmers here," Nacionales said.
Nacionales explained that activity will best discuss the requirement of corn not only for human consumption but also as a good source of feeds to support the livestock industry.
"We need to produce or expand corn production, and Secretary Yap is expected to announce during the affair that we have a good corn production performance, a double growth rate in Western Visayas," Director Nacionales said but take note that the official figure of the production output was not available as of press time.
More assistance will be extended by the government on this sector, said Nacionales as he stressed that a lot of good and well known speakers on corn production will be featured in the National Corn Congress, where new technologies, access to rural credit, post-harvest technology, and marketing will be presented.
"While we expect that there will be some discussions between Secretary Yap and the corn producers on how to further strengthen the corn industry, the highlight of Corn Congress will be a field trip to the corn-area of the province of Iloilo in Sara and San Dionisio," Director Nacionales concluded.(PIA/T.Villavert)

spacewagon1 January 4th, 2008, 07:53 PM DMCI in P7.4-B coal-fed power plant
DMCI Power Corp., a subsidiary of DMCI Holdings, is investing P7.35 billion for a 200-megawatt coal-fired power plant in Iloilo.
The project is among the P21.586-billion worth of projects approved by the Board of Investments during its last board meeting on Thursday.
As new power plant operator, this wholly-owned Filipino project will use the latest clean coal technology of circulating fluidized bed combustion (CFBC) to ensure an efficient, advanced, flexible and environment friendly operation.
Under the CFBC technology, the electricity is produced by the coal-fired power plant through the process of heating water in a boiler that produce steam under tremendous pressure and flows into a turbine, which in turn spins the generator that produces electricity.

spacewagon1 January 4th, 2008, 08:06 PM good morning to you, whyte. You're still up this early? Wow!
Anyhow, it would be nice to see more national conventions coming to Iloilo City. By doing this, we are not only increasing the economic activities of the city and province but showing our capacity as a city to house national conventions with good security and better infrastructures. Hoping more for the future.

its past 2am here.
its my usual internet time
very much agree to what you've said. its a big boost to the city's economy and promotion (not necessarily tourism) when visitors come here.
but most of the time i find it hard to "tour" visitors in the city/nearby towns for i think we still lack tourist places that would stand out as our own so eventually i often resort to what i consider a GASTRONOMIC TOURS  now there's no stopping me with this one
spacewagon1 January 4th, 2008, 08:25 PM he he. There's still no stopping with your so called "gastronomic tours". But like you've said, we lack tourist sites. Apart from old churches in the city and nearby towns and stately mansions in the city, Iloilo is still lacking of other perks for tourism purposes. I think we need to identify or probably diversified in the future in order to create more and better tourist attractions in the city. Things that comes to my mind are "recreational parks, theme parks or themed resorts", improving Villa-Arevalo area (by making it more homey to tourist - local and international) by building a boulevard lined with hotels, etc and cleaning our seasides, making bigger historical or turistic landmarks such as statues (non-religious), monuments, etc. I think there's still a lot of things to explore when it comes to tourism. But I guess our direction remains blurry this time.

there's no way we can promote Iloilo by settling on historical sites only let alone Calle Real. These old structures will be complementary only, if ever, we will have bigger theme parks in the city and province. Just look at Disneyland. Or the local counterpart, Enchanted Kingdom. These are bigger attractions, not only for single tourists but the entire FAMILY. If ever we'll have better and bigger theme parks in Iloilo, we can at least compete with Aklan's Sampaguita Garden or their Sammy's Circus. Just think that even Aklan with Boracay as premiere destination in the country today is still not opting to limit its tourism attraction to the island alone. We're still far from progressing with our tourism industry. We still have much to learn from our neighbouring Aklan. I just hope that we'll continue to keep our minds open to other alternatives in the future. With gastronomical tours, its a new approach, Whyte. And I think you really started off it well on your own. Congrats.

spacewagon1 January 4th, 2008, 09:43 PM Iloilo City gears for back-to-back fiestas
Long before the dust of Christmas holidays settle down, Iloilo City is in frenzy girding up to hold four major festivals starting this month until middle of February.
Mayor Jerry P. Treρas said the festivals clearly established the city as the festival capital of the country and a major lure to foreign and domestic tourists to visit Iloilo city and province and the rest of Western Visayas.
First to unfold this month is the highly acclaimed Dinagyang Festival with highlights slated on Jan. 25-27. The festival was selected as the best tourism event of the country by the Association of Tourism Officers of the Philippines (ATOP) for the past three years.
On the other hand, a festival delegation from Batanes is expected to arrive here nearly next week to participate in the Dinagyang ati-atihan contest. Headed by Iloilo-born Cong. Carlo Oliver Diasnes of Batanes, the Ivatan Festival will compete in the January 27 competition highlight to show off the cultural and tourism attraction of the Ivatans of Batanes off the tip of Luzon.
Closely following the Dinagyang is the countrys grandest and biggest religious fiesta of Jaro district here on Feb. 2. The fiesta is characterized by grand coronation of fiesta queens selected from affluent Ilonggo families in the country and the grand procession and religious events in honor of patron saint Our Lady of the Candles.
Back to back with the two festivals is the Iloilo Chinese New Year on Feb. 6-7, which this city started celebrating the festival since five years ago as the only city outside Metro Manila honoring the celebration of ethnic Filipino Chinese residents.
The fourth festival is on Feb. 16-17, with major events along the eight kilometer stretch of the Iloilo Strait. The Iloilo Paraw Regatta was selected as the third best tourism event of the country by ATOP.
Treρas said foreign and national dignitaries have already signified intentions to see and join the festivals here. The opening salvo of the Dinagyang Festival will be on Jan. 18 and the competition highlights will be on Jan. 25 for the drum and bugle contest, Jan. 26 for the Kasadyahan mardi gras contest and Jan. 27 for the Dinagyang ati-atihan contest. spacewagon1 January 4th, 2008, 10:09 PM Police secure Iloilo festivals
By DANNY FAJARDO
ILOILO CITY The Iloilo City Police Office (ICPO) is preparing a security plan for four big successive events here, including the world-famous Dinagyang Festival this January.
Senior Supt. Wesley Barayuga, city police director, said increased police visibility will be a major component of security measures during the festivals to ensure the safety of revelers.
Each year, the Dinagyang Festival attracts thousands of revelers domestic and foreign, and one particular security concern is the safety of visiting dignitaries.
The Dinagyang Festival highlights will be on January 26 and 27.
The ICPO will be complemented by more or less 5,000 "force multipliers" that will be helping out during the festival as security support contingents.
They will be composed of Reserve Officers Training Corps (ROTC) cadets and cadettes, barangay tanods, police practicum students, medical volunteers, and non-government organizations (NGO).
Barayuga said the force multipliers will help secure the judging areas, conduct foot and roving patrol especially at night to discourage lawless elements from undertaking their activities.
To follow after the Dinagyang Festival are the Jaro Fiesta on February 2, the Chinese New Year, and the Paraw Regatta.
The ICPO is preparing this early in anticipation of a surge in petty street crimes usually committed by snatchers and pickpockets, and those involved in drug trafficking.

spacewagon1 January 4th, 2008, 10:17 PM PhilBIO waste-to-energy proposal not yet final
ILOILO CITY Nothing has been finalized yet on the proposed PhilBIO plant that would convert to energy the biodegradeable waste from the citys dumpsite in Barangay Calajunan, Mandurriao district.
PhilBIO has proposed a Restore Biogas Cogeneration Facility (ReStore), which could turn biodegradable wastes in Calajunan dumpsite into energy.
Based on PhilBIOs presentation, 50 tons of biodegradable waste can generate one megawatt of power.
In the PhilBIOs proposal, the city does not have to spend for the installation of the facility. The local government unit should only provide the site.
The interested local government unit could use a special-purpose vehicle (SPV) through a build-operate-transfer (BOT) scheme or have joint ventures with private investors.
For the Calajunan dumpsite, PhilBIO proposes to use 5,000 square meters of the dumpsites area for the project.
The site would have a cigar park, which is both a modular landfill area and a treatment facility. The remaining portion of the property can still be used for the material recovery facility (MRF). The project will last for 25 years.
The responsibility of re-collecting and the re-use of the non-biodegradable waste could be shouldered by the local government or any other interested party in cooperation with PhilBIO.
The company could only process biodegradable wastes.
It does not have the technology to process hospital and other "hazardous wastes."
The mayor also bared that another company is set to present its proposal on alternative energy for the city, but declined to identify the company.
PhilBIO is the second company to offer a proposal to the city to help address its power problem.
Business Power Corporation had earlier offered to put up a 100-megawatt coal-fired power plant in Barangay Ingore, La Paz district. (Danny Fajardo)

IMPRESARIO January 5th, 2008, 12:26 AM there's no way we can promote Iloilo by settling on historical sites only let alone Calle Real. Congrats.
^^i do wish more people would invest in these areas, More Resorts,Theme parks. My personal wish is a National Aquarium to be based in the City, complete with Dolphins etc... just my :2cents:
Iloilo City gears for back-to-back fiestas
Carlo Oliver Diasnes of Batanes, the Ivatan Festival will compete in the January 27 competition highlight to show off the cultural and tourism attraction of the Ivatans of Batanes off the tip of Luzon....

^^ Iloilo is the Place to be in the First Quarter of the Year, with all these upcoming events, Its super busy and in a "hyper" state in the city. :cheers2:
This means more tourists and more money coming in.
Hope we can sustain this till the end of the year, and the LGU/private entities can conjure up additional activities and events at the middle and end of the year.
Police secure Iloilo festivals
By DANNY FAJARDO
ILOILO CITY The Iloilo City Police Office (ICPO) is preparing a security plan for four big successive events here, including the world-famous Dinagyang Festival this January.
Each year, the Dinagyang Festival attracts thousands of revelers domestic and foreign, and one particular security concern is the safety of visiting dignitaries.
The Dinagyang Festival highlights will be on January 26 and 27.
he judging areas, conduct foot and roving patrol especially at night to discourage lawless elements from undertaking their activities....

IMPRESARIO January 5th, 2008, 12:36 AM shyaman, i must say that i am truly impressed by your statistical tables. ONLY IN SSC-ILOILO!!! ibang klase.
impressive. shy, i think we need to talk. i can see that your talent, i can borrow for my work. audit na to.
^^:bow::bow: bilib kami sa imo shy! mapisan nga bata.
iloilocitykid January 5th, 2008, 12:55 AM Grabe si shyaman. Thanks for such a comprehensive work. Grabe man si spacewagon, number one poster and SSC-lover of Iloilo. :)
And also, I'm surprised that we have four festivals in a span of two months? This great! A good thing for our economy.
Regarding the theme park, it think it's best to have business man invest it at some place outside the busy city or at least in the suburbs such as in Mandurriao or Lapaz border. In that way, they can continue to expand to meet the demands of the people, if the demand we make is good.
IMPRESARIO January 5th, 2008, 12:59 AM ^^ikaw gani kid, major contributor naman.
i agree with you too, put those themeparks outside the city, if their is a plan.
iloilocitykid January 5th, 2008, 01:05 AM ^^ Invest ta bala..bug-at bulsa ta sa kwarta..
I think the city has HUGE potential in tourism. Take for example Dinagyang, Paraw Regatta, Chinese New Year, Candelaria Fest..these are just four festivals but they gave us millions of pesos and add to that the Holy Week where last year, 50,000 people came here.
We also have Guimaras as a major tourist attraction.
Other tourism potentials that have not been tapped are the Iloilo River, Calle Real, the beaches of Iloilo, Iloilo Mansion Tours (inside, not just the view from outside), Church Tours and there's a big space for improvement in Mandurriao area between Smallville/Riverside and Iloilo Business Park. There's also a bigger space between the Iloilo Business Park and the fishbonds going to Villa.
Anyhow, I am happy that our officials are doing great efforts to make our city what it is today.
