mini-carnival right in the heart of the city? Will this not cause traffic during daytime? It was the first time I've heard that the city government allows anyone to put up a mini-carnival within the city proper area?
Anyway, I like the twirling lights ... it looks like fun roaming city proper at night time these days.

by the time Dinagyang comes, on sale na ang Dagoy dolls or the totally opposite of it, mas mahal na. Are they going to display these dolls on sale in other malls of the city? IDFI office? Department of Tourism Regional Office? etc?

Also, I think there will be a battle between sa mga artista naman sang GMA and ABS when it comes to participation. Hambal ni Wecky, last year, ang mga taga-GMA wala na kaabot sa Plazoleta Gay judging area tungod sa kainit. Hasta Freedom Grandstand na lang sila kuno.
spacewagon1 January 13th, 2008, 07:48 PM If you are to see, Iloilo City's area is smaller therefore theoretically lesser strain for management, but because of its continuing growth in urban area and population, therefore more money for more efficient management.
If Iloilo City can veer out of its IRA dependency and use its local income, then more projects and more incentives to the government workers.
any idea of city's projects to raise income internally? I'm sure we've missed some of them as we have only identified 2 income-generating sources for the city.
Having a small area has an advantage and disadvantage that comes with it.
Anyhow, I'll post more comment later.

Financial donations for Dinagyang 2008 finally started to come in following the recent disclosure of Iloilo Dinagyang Foundation Inc. (IDFI) executives that they still lack funds for the big event.
IDFI executive director Ben Jimena revealed over the weekend that they already received P1 million from Emperador Brandy and another P100,000 from Jollibee Foods Corporation.
Jimena said Jollibee's donation is divided in the form of cash and goods. Jollibee's P50,000 worth of meals will be provided to the tribes which do not have subsidy from the foundation.
Emperador Brandy, on the other hand, will have a bigger exposure of their products during the week long activities.
In addition, Jollibee will sell Dagoy dolls souvenir item in all their outlets. One can buy a Dagoy doll for P350 for every value meal purchased from Jollibee outlets.
Jimena said the financial donations from Emperador Brandy and Jollibee is a big help to the financial needs of the foundation for its activities. They are hoping to receive more financial donations from big companies and individuals whom they have asked for help.
The two telecommunications companies, Smart and Globe, are expected to hand in their pledge of P1,250,000 each on the 20th of January. The two used to be the main source of financial assistance of the foundation.
For this year, the foundation needs some P12,750,000 to finance all its activities. With the financial crisis they are facing, the foundation prioritized the subsidy of the 15 competing tribes. The subsidy reached P3,250,000.

ILOILO City -- Last December 28, 2007, the Florete-led lender Queen City Development Bank (Queenbank) completed its capital hike to P650 million in paid-in capitalization of its P1.2 billion authorized capital stock, thus making it one of the most highly capitalized provincial-based thrift banks in the country.
Because of its high capital position, the bank has consistently maintained its Capital Adequacy Ratio (CAR) at a respectable 54.49% level.
The CAR is the basic barometer used by the Bangko Sentral ng Pilipinas (BSP) to gauge a bank’s ability to contain economic shocks that hit the banking industry, setting the minimum at only 10%.
It was 26 years ago when Dr. Rogelio M. Florete founded Queenbank with an initial capitalization of only P4 million, half of which the Development Bank of the Philippines (DBP) provided.
The bank was able to reach this milestone under Dr. Florete’s stewardship and the unwavering commitment and support of the majority of the stakeholders in molding the bank to its present stature as a sound and reliable funder for the needs of the Small and Medium Entrepreneurs (SME).
As of November 30, Queenbank continued to post strong growth figures. This growth is attributed to the strong public acceptance of the bank’s deposit and loan products and the robust demand of the SME, the market niche of the bank’s financial services. Compared with year-on-year levels: deposits grew by 13.51%, from P462 million to P524 million; total resources improved by 13.1% from P1.086 billion to P1.228 billion; gross revenues have reached P105.5 million; and loans and interbank loan receivables totaled to P996 million.
At present, Queenbank has 11 branches strategically located in key cities nationwide. Its latest addition was its second branch in Bacolod City on the ground floor of Bombo Radyo, CBS Development Corp. Building, Lacson Street, Mandalagan. This opened last November 19.
Also planned for opening by the first quarter this year is a second Pangasinan branch at the Sana Building, McArthur Highway in Urdaneta City. A Metro Manila branch is also on the drawing board.

on the flip side, the thriving of local banks can mean that it can either compete heads-up with these international players or these local banks are strenghtening their grip in their own niche market. and that is for the good of the economy because local banks in many cases have their own clientele on which to offer their services. the fact that they are expanding is an indication that there is increased demand for their services. this can be a reflection of a healthy economy.

Jimena, meanwhile, announced that 15 contestants have signed up for the first Dinagyang Festival fireworks competition on January 26.
Revelers will be treated to a two-hour spectacular fireworks display, he said.
The contestants are pyrotechnics manufacturers and dealers. Jimena said they come from Bulacan (9), Cebu (2), General Santos (1), Batangas (1), Cavite (1) and Dumaguete (1).
Dubbed as “Luces in the Sky”, Jimena said the fireworks competition will be staged at the back of SM City-Iloilo at the Senator Benigno Aquino Avenue (Diversion Road) on the night of the 26th.
Jimena said everyone will have a good view of the fireworks as the venue is an open field free from visual obstructions.

Iloilo City Mayor Jerry Treñas yesterday said 17 fireworks manufacturers will join the competition showcasing their respective 10-minute display.
The participants are members of the Philippine Association of Pyrotechnics Manufacturers and Dealers. They will compete in “Luces in the Sky,” one of the special events of the 40th Dinagyang Festival.
“It will be an exciting Saturday night and a welcome treat to visitors,” said Ben Jimena, executive director of Iloilo Dinagyang Foundation Inc. (IDFI).
“The fireworks display is considered as the biggest in the Visayas and can be compared to fireworks highlighting celebrations in Australia, Hongkong, United States, Canada, among other countries,” he stressed.
The fireworks contest will be joined by nine manufacturers from Bulacan, two each from Iloilo and Cebu, and one each from General Santos City, Batangas, Cavite and Dumaguete. “It will be a big, big fireworks display. It is one way to promote fireworks in festivals – and the manufacturers have seen the big potential of promotions in Dinagyang,” Jimena said.

Compared with year-on-year levels: deposits grew by 13.51%, from P462 million to P524 million; total resources improved by 13.1% from P1.086 billion to P1.228 billion; gross revenues have reached P105.5 million; and loans and interbank loan receivables totaled to P996 million.
At present, Queenbank has 11 branches strategically located in key cities nationwide. Its latest addition was its second branch in Bacolod City on the ground floor of Bombo Radyo, CBS Development Corp. Building, Lacson Street, Mandalagan. This opened last November 19.
Also planned for opening by the first quarter this year is a second Pangasinan branch at the Sana Building, McArthur Highway in Urdaneta City. A Metro Manila branch is also on the drawing board.

Iloio City — The local officials will have no easy alibi for not implementing needed programs when people have access and understand the economic data at hand.
Presidential Assistant for Panay and Guimaras Dr. Raul Banias, in a television interview with the Philippine Information Agency (PIA), urged the National Economic and Development Authority (NEDA) to popularize economic indicators to help the local government units.
Banias said local officials should be taught to appreciate data as basis for their development plans, especially those that indicate incidence of poverty and underdevelopment in a town or city.
Citing his experience as mayor for nine years, Banias said his use of the Minimum Basic Needs (MBN) approach, with the 13 core indicators, had helped him address the basic problems of poverty and malnutrition in his town of Concepcion.
“The local officials would have easy alibi for not being able to implement projects, but once they are presented with incidence of poverty, they should have no choice but address the situation,” Banias said.
He also said that relevant data, especially on the Millennium Development Goals (MDGs) enable the local officials to gain insights, formulate policies and take action on the problems of their localities.
He added that it would also help much if local governments down the barangay level be involved in data generation and appreciation, if core data are made conspicuous in barangays for the people to see and learn from.
Banias said when people are empowered through an understanding of basic economic indicators, they can participate in decision-making for projects to be implemented in their areas.
“When the indicators, for example, tell that sanitation and water system are the problems in the area, but local officials undertake construction of waiting sheds or foot walks all the while, then the people can demand that their officials attend to the real problem,” Banias said.
For the first quarter of this year, the office of the PA will focus on monitoring the LGUs’ efforts in addressing poverty incidence in their areas and in seeing to it that what the agencies of government have promised are delivered, through the Regional Kalahi Convergence Group (RKCG) which his office is regularly convening. Iloilo City — With about 27 different plans the local government units (LGUs) are required to prepare, the planning process could be exhausting, resulting to an overload of documents.
National Economic and Development Authority (NEDA) 6 Regional Director Arturo Valero said his office has started to address this concern by giving technical assistance to LGU planning personnel to come up with only one plan document, incorporating all the other physical/structural and economic plans.
Valero said his technical staff had been working closely with provincial planning offices not only to equip them with skills but to reorient them on the shift in focus and trends in development planning and make planning a dynamic, not a mechanical exercise.
He said that plans are supposed to clearly determine development indicators that should guide implementers in targeting projects in their respective areas.
Valero cited poverty reduction indicators, as examples, wherein the local officials are expected to deal with by consolidating agency efforts, to avoid overlapping and waste of resources.
He also said that part of his agency’s relentless efforts to strengthen planning mechanisms in different levels, is to conduct a series of consultations with agencies and LGUS, for these bodies to agree on attainable targets.
The NEDA director said they have maximized this effort with the recently updated draft of the Regional Development Plan for 2008-2010.
Dirr. Valero further said that NEDA 6 and the National Statistical Coordinating Board (NSCB) have jointly proposed to their central offices the putting up of a website for statisticians alone where core data can readily be accessed by local planners, where all agencies can be linked to, so that data can easily be available, for effective planning.
“By strengthening the planning capabilities of the provincial governments, we expect them to bring down to the cities, municipalities and even the barangays, the mechanism of effective planning,” Valero said. (PIA 6) by ES Subong:):):):)

Four tribes in this year's Dinagyang festival will allegedly make a scene on the day of the competition, specifically at the Iloilo Freedom Grandstand, in protest of the policy of the Iloilo Dinagyang Foundation Inc. (IDFI) over the release of subsidy on tribes.
IDFI executive chair Ben Jimena confirmed that they received such information regarding the plan of the disgruntled tribes. They are set to confront the tribe managers of Hamili, Himala, Bantu and Angola over the information. The tribe managers could not be reached for comment at press time over the information that is spreading all over the city.
Rumors spread that the four tribes, apparently disgruntled for not having received subsidy from IDFI, would try to cause embarrassment to city officials during the day of the competition.
IDFI, as a policy, only gives subsidy to the top fifteen tribes. The first ten are given P220,000 each while remaining five gets P165,000.
Jimena said since last year they made it clear that the city government will only give subsidy to the tribes that live up to their expectations in terms of the improvement of their performances as well as costumes and props.
Besides, Jimena said, the foundation and the city government could only afford to subsidize 15 tribes. The foundation never promised to give subsidy to tribes that ranked 16 down for the past three years of competition, he said.
Those tribes which are not given subsidy are allowed to look for their sponsors. They were also given the chance to prove their worth for the last three years, said Jimena.
He added should the tribes push through with their plans, the foundation will be constrained to effect disciplinary actions against them. The disciplinary action would even mean their expulsion from Dinagyang tribes competition. They should remember that last year, the foundation and all the tribe managers signed a memorandum of agreement with the foundation.
They conformed to obey the rules and policies of the foundation regarding the subsidy and other related issues in the tribes competition, said Jimena. :):):):)

Iloilo Governor Niel Tupas Sr. insisted that the slashing by the Sangguniang Panlalawigan (SP) of the over P1 billion Executive Budget of the province is unreasonable and illegal.
Tupas said he will sit down with his legal panel to study possible counter-actions that they will take against the move of the SP.
Tupas lamented that the budget cuts would cripple the operations of the provincial government.
Last week the SP Committee on Appropriations chaired by Vice Gov. Rolex Suplico recommended for a major cut on the over P1 billion budget proposed by Gov. Tupas.
The legislative slash reaching over P139 million placed this year's budget at P861,189,878,77.
Suplico explained that the budget cut was necessary because it has been observed that the provincial government has been spending public money irresponsibly.
One of the highlights of the budget cut is the slashing of budget allocation for the position Executive Assistant IV being held by the governor's wife Myrna and Executive Assistant II held by Levy Buenavista purportedly "to streamline the plantilla of the Office of the Governor."
Appropriations for the positions of Provincial Administrator, being held by Manuel Mejorada, and Provincial Legal Officer, Atty. Salvador Cabaluna, were also deleted after the two officials failed to get confirmation from the SP.
Suplico also slashed the P43.2 million discretionary fund of the Governor's office, which include the P1 million intelligence fund.
Tupas assailed Suplico's move saying the budget cut is detrimental to the operations of the provincial government.
Tupas also said that the so-called streamlining of the Governor's office is not within the powers of the SP.
"Streamlining is an executive function," the governor said.
Tupas also clarified that the budgeting of the province is governed by the Local Government Code and the different circulars of the Department of Budget and Management.
"Maybe he (referring to Suplico) thinks he is still congressman," Tupas said, adding "he wants to show that the vice governor is more powerful than the governor."
On his part, Suplico said that he is just doing his job.
"I did everything within the confines of the power given to the Sangguniang Panlalawigan," Suplico said.
"It will do well for the province of Iloilo if he (referring to Gov. Tupas) is reading the Local Government Code," the vice governor added.
In Suplico's committee report it was explained that the recommendations were made after the committee's deliberations where "in several instances, chiefs of offices or their representatives failed to appear despite due notice."
The absences were duly noted that further pushed the committee to highlight its observation.
"…the Committee learned later that the chiefs of hospitals were just in the Capitol building or in Iloilo City…"excerpts of the report went. "The Office of the Governor was represented by the Provincial Administrator whose appointment as such remained unconfirmed as of this time….Thus, nobody appeared to justify the budget of the Office of the Governor. Moreover, the Provincial Engineer had several excuses when invited to executive sessions giving the impression that he does not want to attend the said sessions."

Public utility jeepney (PUJ) drivers belonging to the Metro Iloilo Transport Federation (MITF) have deferred its initial plan to stage a strike following a series of meetings held over the weekend.
MITF spokesperson Rey Cachuela said they are still exhausting all measures to avoid landing to their last recourse which is the conduct of a transport strike.
Cachuela said they tend to meet with the officials of the city government particularly Councilor Erwin Plagata, chairman of the Sangguniang Panlungsod committee on transportation.
Cachuela said all that they wanted is to have their request for suspension of Regulation Ordinance (R.O.) 2007-195 be heard.
"We respect the plan of the city government pertaining to traffic, but we also want them to consider our plight," Cachuela said.
MITF is composed of transport groups under the Metro Iloilo Development Council (MIDC).
They have opposed the implementation of R.O. 2007-195 which shortened the routes of PUJs from MIDC towns namely, Leganes, Oton, Pavia, San Miguel and Sta. Barbara.
The said group contends that the shortening of their routes resulted to reduced income on the part of the drivers and has affected commuters from their towns.
"We received complaints from the people that they find difficulty going to the city with the new route and that it really hurt their pockets as they have to take several rides," Cachuela said.
MITF have already asked the help of their town mayors who responded with a letter request to City Mayor Jerry Treñas asking the suspension of the new traffic ordinance.
Unfortunately, the city council simply noted down the mayors' request.
Later, the MIDC mayors met with Mayor Treñas and eventually changed their earlier plea of suspending the implementation ordinance to merely having it amended.
"We would like to ask the city officials to extend a little bit our routes going to the city so we may also live," said Eli Montero, president of Oton Drivers and Operators Association.
Montero said a little adjustment of their routes would not affect traffic in the city as proven by the recently conducted traffic experimentation.
"We appeal for the understanding of our city officials," Montero said.

“If the crowd is well-behaved and no untoward incident occurs, we could coordinate with the police to extend it until the wee hours of the morning,” Jimena said.
But he stressed that the Dinagyang Foundation will not hesitate to cut short the merrymaking if the partying gets awry, “even if it’s not yet 10 p.m.”
Container vans will serve as temporary jails for troublemakers during the Dinagyang on January 26 and 27.
Jimena said they have made arrangements with various shipping companies owning containing vans. These will be stationed in selected areas.
Last year, the container vans were positioned in areas where most people converge for the merrymaking.
Jimena hopes that just like in previous years, the container vans will be effective deterrents to criminals and rabble-rousers.
“The container vans shall be their resting places if they create disturbance,” said Jimena.
Jimena, meanwhile, announced that 15 contestants have signed up for the first Dinagyang Festival fireworks competition on January 26.
Revelers will be treated to a two-hour spectacular fireworks display, he said.
The contestants are pyrotechnics manufacturers and dealers. Jimena said they come from Bulacan (9), Cebu (2), General Santos (1), Batangas (1), Cavite (1) and Dumaguete (1).
Dubbed as “Luces in the Sky”, Jimena said the fireworks competition will be staged at the back of SM City-Iloilo at the Senator Benigno Aquino Avenue (Diversion Road) on the night of the 26th.
Jimena said everyone will have a good view of the fireworks as the venue is an open field free from visual obstructions.

ILOILO City – Top officials of the country have signified their presence in the Dinagyang Festival here with main activities slated on the last weekend of January.
Confirming their participation were House Speaker Jose de Venecia, three senators, 12 city mayors who are members of the League of Cities of the Philippines, three Cabinet secretaries, three congressmen and other top government dignitaries.
US Ambassador Kristie Kenney is sending a delegation from the US Embassy.
The senators are Richard Gordon, Francis Pangilinan and Mar Roxas while the Cabinet secretaries are Hermogenes Ebdane of Public Works and Highways, Alejandro Mendoza of Transportation, Ronaldo Puno of Local Government and Bayani Fernando of the Metro Manila Development Authority (MMDA).
President Gloria Macapagal-Arroyo was invited but cannot make it as she is going out of the country next week.
‘LUCES IN THE SKY’
For the first time, city residents and Dinagyang revelers will see a three-hour fireworks display here as one the special events of the festival.
A total of 17 fireworks manufacturers who are members of the Philippine Association of Pyrotechnics Manufacturers and Dealers will participate in the grand display and competition in the sky dubbed as “Luces in the Sky” on January 26 at the open space behind SM City and the old airport in Mandurriao district.
Dinagyang Festival executive director Ben Jimena said the forthcoming fireworks display is considered as the biggest in the Visayas.
Jimena said this could be compared to fireworks highlighting the celebrations in Australia, Hongkong, the United States, Canada and other countries. It is the first for Dinagyang to host the display.
The competition will be participated in by nine manufacturers from Bulacan, two from Cebu, two from Iloilo and one each from General Santos City, Batangas, Cavite and Dumaguete.

ILOILO City – Groups sabotaging the Dinagyang Festival will be forever barred from participating, warned Mayor Jerry Treñas. He issued the warning amid reports that tribes not getting subsidy will be embarrassing the city government during the festival highlight on January 27.
“I will not allow it to happen. (The) Dinagyang (Foundation) came up with rules that they should (follow),” said the city’s chief executive. Based on the rules of the Iloilo Dinagyang Foundation Inc. (IDFI), only the top 15 tribes in last year’s competition will be given subsidy.
The top 10 tribes will each receive P220,000 while the 11th to 15th tribe will each get P165,000. IDFI executive chair Ben Jimena said four tribes in this year’s Dinagyang Festival could face expulsion if they push through with their plan to make a scene on the day of the competition.
The four tribes are reportedly protesting the policy of the foundation over the release of subsidy.Treñas said the festival this year is on a tight budget. He appealed for everybody’s cooperation. “The situation now is very tight. Everybody should cooperate. We should get more sponsors instead of fighting,” he stressed.
According to reports, the tribes will make a scene at the Iloilo Freedom Grandstand, Judging Area No.1 of the festival and where most of the dignitaries are accommodated.
Should the tribes push through with their plan, the foundation will be constrained to effect disciplinary action against them, warned Jimena.

15 contingents have confirmed their intention to join the fireworks competition and another 2 about to confirm, said Mayor Treñas earlier this morning in GMA's morning local show "Arangkada". :D
Anyway, since the network war is booming to other cities, yahoo for them. They'll be competing even more. :D

The senators are Richard Gordon, Francis Pangilinan and Mar Roxas while the Cabinet secretaries are Hermogenes Ebdane of Public Works and Highways, Alejandro Mendoza of Transportation, Ronaldo Puno of Local Government and Bayani Fernando of the Metro Manila Development Authority (MMDA).
President Gloria Macapagal-Arroyo was invited but cannot make it as she is going out of the country next week.
‘LUCES IN THE SKY’
For the first time, city residents and Dinagyang revelers will see a three-hour fireworks display here as one the special events of the festival.
A total of 17 fireworks manufacturers who are members of the Philippine Association of Pyrotechnics Manufacturers and Dealers will participate in the grand display and competition in the sky dubbed as “Luces in the Sky” on January 26 at the open space behind SM City and the old airport in Mandurriao district.
Dinagyang Festival executive director Ben Jimena said the forthcoming fireworks display is considered as the biggest in the Visayas.
Jimena said this could be compared to fireworks highlighting the celebrations in Australia, Hongkong, the United States, Canada and other countries. It is the first for Dinagyang to host the display.
The competition will be participated in by nine manufacturers from Bulacan, two from Cebu, two from Iloilo and one each from General Santos City, Batangas, Cavite and Dumaguete.

there's a bit contradictory report on the number of participants in Fireworks Display. Previous article says it's 15 then recently it was changed to 17. 2-3 hours of firewoks display is really a big thing. MOst fireworks in international setting could last for 20-30 minutes only. But hey, this is a competition with at least 10-minute presentation per competitor.
Bulacan Fireworks manufacturers definitely say it all --- that they are the Pyrotechnic Capital of the country. Imagine having 9 groups from Bulacan alone?
More than anything else, I'm glad that Iloilo Dinagyang are supported by the entire country's group of firework manufacturers. It sure is a great place to celebrate Dinagyang for the world to see.

Seventeen participants mostly from Luzon will showcase their best in a fireworks competition to be held at the old airport runway in Mandurriao district as an added attraction to the forthcoming Dinagyang festival.
Mayor Jerry Treñas said the competition would last for at least three hours. The competitors came from as far as Manila, Bohol and Meycauyan. The contestants are members of the Philippine Association of Pyrotechnics and Devices.
Of the 17 contestants only one comes from Arevalo, the fireworks capital of Iloilo City. The rest came from the different parts of the country. The fireworks competition is included in the special events of the Dinagyang because the city is a potential area in terms of fireworks business.
Treñas said, first to be chosen as venue of the fireworks competition was the Drilon Bridge in Jalandoni, City Proper but it was later decided that it would be held at the old airport.
Treñas said the safety and proximity of the venue to the people were considered in choosing the venue. The fireworks competition will be held on the evening of January 26, 2007.
Meanwhile, Trenas is appealing for more financial support from the affluent families and corporations to help in the needs of the Iloilo Dinagyang Foundation Inc. (IDFI). With the support of all Ilonggos, the financial needs of the foundation will be resolved, he said.

PRESIDENTIAL Assistant for Panay and Guimaras Dr. Raul Banias, recently urged the National Economic and Development Authority (NEDA) to popularize economic indicators to help the local government units.
In a television interview with the Philippine Information Agency (PIA), Banias said local officials should be taught to appreciate data as basis for their development plans, especially those that indicate incidence of poverty and underdevelopment in a town or city.
Citing his experience as mayor for nine years, Banias said his use of the minimum basic needs (MBN) approach, with the 13 core indicators, had helped him address the basic problems of poverty and malnutrition in his town of Concepcion.
“The local officials would have easy alibi for not being able to implement projects, but once they are presented with incidence of poverty, they should have no choice but address the situation,” Banias said.
He said relevant data, especially on the Millennium Development Goals (MDGs), enable the local officials to gain insights, formulate policies and take action on the problems of their localities.
It would also help much if local governments down the barangay level be involved in data generation and appreciation, if core data are made conspicuous in barangays for the people to see and learn from, he added.
Banias said when people are empowered through an understanding of basic economic indicators, they can participate in decision-making for projects to be implemented in their areas.
“When the indicators, for example, tell that sanitation and water system are the problems in the area, but local officials undertake construction of waiting sheds or foot walks all the while, then the people can demand that their officials attend to the real problem,” Banias said.
For the first quarter of this year, the office of the PA will focus on monitoring the local government units’ efforts in addressing poverty incidence in their areas and in seeing to it that what the agencies of government have promised are delivered, through the Regional Kalahi Convergence Group which his office is regularly convening. – PIA 6/ESS

i'm glad that Banias has given emphasis on this "indicators" as it will surely help and monitor our business climate in the city. The indicators will point out the best and worst we have and would allow planners to direct strategies to counter or improve major issues especially in terms of local economy in our city and province. The indicators will also show us what we are achieving, if we area achieving enough or do we need to devise scheme to further enhance our competitiveness? It will play pivotal role in assessing our present economic situation in the city and province of Iloilo. I hope to see more data posted by NEDA in the months to come.

NATIONAL Economic and Development Authority (NEDA) 6 Regional Director Arturo Valero said his office has started to address the local government units’ problems in planning this concern by giving technical assistance to LGU planning personnel.
He said NEDA has required them to come up with only one plan document, incorporating all the other physical/structural and economic plans.
With about 27 different plans the local government units (LGUs) are required to prepare, the planning process could be exhausting, resulting to an overload of documents.
Valero said his technical staff had been working closely with provincial planning offices not only to equip them with skills but to reorient them on the shift in focus and trends in development planning and make planning a dynamic, not a mechanical exercise.
He said that plans are supposed to clearly determine development indicators that should guide implementers in targeting projects in their respective areas.
Valero cited poverty reduction indicators, as examples, wherein the local officials are expected to deal with by consolidating agency efforts, to avoid overlapping and waste of resources.
He also said that part of his agency’s relentless efforts to strengthen planning mechanisms in different levels, is to conduct a series of consultations with agencies and LGUS, for these bodies to agree on attainable targets.
The NEDA director said they have maximized this effort with the recently updated draft of the Regional Development Plan for 2008-2010.
Valero said NEDA 6 and the National Statistical Coordinating Board (NSCB) have jointly proposed to their central offices the putting up of a website for statisticians alone where core data can readily be accessed by local planners, where all agencies can be linked to, so that data can easily be available, for effective planning.
“By strengthening the planning capabilities of the provincial governments, we expect them to bring down to the cities, municipalities and even the barangays, the mechanism of effective planning,” he said. – PIA 6/ESS

on the flip side, the thriving of local banks can mean that it can either compete heads-up with these international players or these local banks are strenghtening their grip in their own niche market. and that is for the good of the economy because local banks in many cases have their own clientele on which to offer their services. the fact that they are expanding is an indication that there is increased demand for their services. this can be a reflection of a healthy economy.
they thrive in different ways, I believe. For Iloilo, which is an OFWs country, we need international banks in place same as local and national banks as well. Besides, each has its own specialities. Mind you, we've been proliferated by national banks for 2 decades now as they're setting branches here in the city. Aside from the commendation for the job well done, the region's police force get an affirmation of support from Presidential Assistant for Panay and Guimaras Raul N. Banias during the Distinguished Visitor's Program of Police Regional Office 6 yesterday.
"You have done well, despite the odds. But you and I can do some more… My office affirms its support of the police force," Banias said in his speech during the program.
"If you have concerns you want the President to know, like unpaid benefits, you can course these through me," he added.
Before his appointment as Presidential Assistant Banias served as Mayor of the municipality of Concepcion for three consecutive terms.

Recently, Dulay announced that PRO 6 ranked No.1 nationwide having achieved the highest crime solution efficiency.
Meanwhile, PRO 6 conferred awards to its Regional Public Information Office personnel for their noteworthy accomplishments, particularly on the preparation of news releases during the election period.
The PRO6 PIO is headed by Senior Supt. Norlito C. Bautista, in concurrent capacity as the Chief Regional Directorial Staff.

the very discriminating aspect of the exclusivity principle holds when it comes to luxury. it is tailore-made for a few people who can afford and are predisposed to the fine things in life. nothing wrong with that per se. it becomes wrong though, if the display of such luxuries become obscene (or vulgar). that could be (just maybe) one of the reasons the concept of elegant simplicity was born. that is maintaining a luxurious lifestyle with a minimalist attitude- a contained glamour.

Turmeric Powder (Kalawag in Ilonggo)
Chicken cubes (Php 5.00)
Onion (Php 2.00)
Garlic (Php 1.00)
TOTAL (Php 45.50) and serves 6 persons
1. Rinse malagkit rice and put about half a teaspon of turmeric powder and let it stand for 30 mins.
2. Saute garlic, onion and add chicken and liempo, simmer and cover for 10 mins.
3. Add malagkit rice with turmeric powder
4. Add water and chicken cube and cook for 15 mins.
5. Add potato and carrots and cook for another 15 mins.
6. Cook further until rice is tender...then serve

The government's anti-graft body has now officially started a fact-finding mission aimed at setting the records straight on the quarry activities in Janiuay, Iloilo. Such, alongside efforts to effect preventive measures on the 'quarry-aftershocks' here feared to cause the possible collapse of the historic Suage bridge.
Top investigators were sent to the area by the Office of the Ombudsman in the Visayas that signaled the start of the fact-finding probe. From a "Request For Assistance" (RAS), the matter is expected to be elevated into a formal complaint where administrative and criminal liabilities, if any, are to be ascertained.
Till then, focused of the investigation is on the quarry site within the stretch of Suage river in order to gather more information on the issue.
Serious concern has since been raised by town officials in Janiuay with a call for moratorium on the quarry activities here.
With a battlecry to "Save the Suage bridge, save the Suage river," town officials have joined hands with the locals particularly affected barangay residents.
Soc Abonado, town councilor and chairman of the Committee on Environment and Natural Resources stands as one of the main proponents of the Suage river protection and rehabilitation.
"Our voice, our sentiments seem to be falling in deaf ears until the Ombudsman came. We hope that finally there can be something positive out of all this. All we want is for our resources not to be depleted, the bridge protected and the people, lives of thousands of commuters out of harm's way," Abonado said when reached for comment by The News Today (TNT).
No less than Deputy Ombudsman Pelagio Apostol ordered the ocular investigation who told local media in a recent visit, "Baka mag-collapse... let us not wait for it to happen... our concern here is the issuance of quarry permits..."
In what appears to be a moto propio move for the government's anti-graft body, the team sent in the area started groundwork. This, amidst concerns of possible collapse of the historic Suage Bridge, the bridge foundation now suffering tremendously the huge impact of downstream quarrying here.
No time frame has been set though on the said fact-finding probe. Yet TNT learned from sources that top officials of Janiuay alongside the Department of Environment and Natural Resources (DENR) and the Department of Public Works and Highways (DPWH) were sent letters by the Ombudsman. A five-day reply period was given that called for the concerned authorities' say on the matter up for investigation.
To recall, unified action has since been sought by town officials on the plight of the Suage Bridge, a ten-tonner bridge built during the war and now serves as principal link of Janiuay to and from elsewhere in Panay. Located at Barangay Jibolo, it stands as the one and only passage of all other commuters with a conservative estimate of at least 2,000 in private and public transport passing through daily. The buses of the national government's "Strong Republic Nautical Highway" program are some of the regular sights here and ten-wheeler trucks too with heavy load.
TNT in an earlier report gathered that significant changes on the foundation of the bridge were noted early this year and said to have worsened in the past months. Yet locals said massive quarrying has been going on for years now with Janiuay as the main quarry site for the multi-billion new airport in Cabatuan-Sta. Barbara area.
Intervention of the Iloilo Sanggunian Panlalawigan (SP) has since been sought as well with several municipal council Resolutions passed.
Board Member Celia Colada, native of Janiuay was first to express her concern while backing up colleagues in the Janiuay Municipal Council "for the unified battle to save the Suage River and save the Suage Bridge from further destruction."
TNT in an exclusive report obtained documents confirming initial findings of a government response team sent to check the bridge's condition. Said report did state that downstream quarrying is one of the stated principal causes of the damage.
Mayor Ben Margarico then said he wants the concern resolved as soon as possible particularly since two recent quarry permits were renewed by the Capitol again. Worse, the mayor pointed out, in spite of the fears expressed by Janiuaynons, the permittees were still granted go-signal with no consultations made to his office.
"Who will be blamed once that bridge collapse? Who will be blamed now that our resources here have been depleted? It's not them in the Capitol but us here. And who will suffer most than us, people of Janiuay?," Mayor Margarico decried.

The contest is open to all photo enthusiasts. Photos should portray moments taken during Dinagyang festival within the duration of the competition. Entries that are digitally-enhanced are not allowed.
Participants may opt to buy films (for non -digital cameras) or use digital or mobile phone cameras. Photos should be printed/developed inside SM Department Store-Delgado or Mandurriao.
The size of the pictures must be 8 x 10 (8R).
The participants shall submit their entries together with the minimum purchase of P500 from any selling department plus the printing/developing receipt certified by Kodak personnel from the camera department of the Customer Service Department.
Upon submission, participants are required to fill up a joining form and shall be issued an entry number.
Participants can submit more than one entry but may only win once. To avoid duplication/replication, pictures from the digital cameras will become property of SM Department Store.
Photos must be taken from January 24-January 27, 2008. Entries may be submitted from January 24 to January 30, 2008 from 10 am to 9 pm. Deadline for the submission of entries is Jan. 30 at 9 pm.
There will be one grand winner and two runners up each for SM Department Store Delgado and Mandurriao.
The photos will be judged based on humorous festive theme with the following criteria: adherence to the theme – 70% and over-all impact – 30 for a total of 100%.
Prizes at stake are: 1 Kodak Easy Share Camera (model c613) for the grand winner and P2,500 and P1,500 worth of Gift certificates for the 1st and 2nd runners-up, respectively. Prizes are not convertible to cash.

City Mayor Jerry Treñas got irked by the news that some disgruntled tribes would distract the highlight of the Dinagyang festival on January 27.
He warned said tribes not to proceed with their plan as they would be meted with extreme penalties.
Tribe managers of Hamili, Himala, Bantu and Angola were reportedly disappointed by their non-inclusion in the list of tribes subsidized by the city government and the Iloilo Dinagyang Foundation (IDFI).
Rumors spread that said tribes would show an indirect protest against the organizers in their presentation.
Treñas said he is not threatened by the rumors regarding the plan of said tribes.
"I did not sit here as the city mayor only to be threatened by them (tribes)," Treñas said.
Treñas said if the tribes would make true their threat they could be expelled and be banned from joining in the future.
The mayor said, early of 2007 the tribe managers already knew that they would not receive subsidy from the foundation.
Treñas said he would ask the assistance of the police to avert the plan to distract the Dinagyang celebration.
"I will not allow them to do that," he said.
Instead of griping, Treñas called on the tribes to cooperate as the success of the Dinagyang celebration would be for the good of the city.

There were some events and incidents which failed to dampen the traditional electrifying tribute to the Sto. Niño. These included the Sinulog of Cebu and Kaban*kalan City, the Ati-atihan of Kalibo and the forthcoming Dinagyang of Iloilo City.
And, of course, the Dinagsa of Cadiz City and other similar festivities – all paying tribute to the Holy Infant Jesus. Hala Bira resounding in swaying to the “1-2, 1-2-3” beat of the ati-atihan drums.
In the case of Iloilo, the best development was the distribution by the Iloilo Dinagyang Foundation of P3-million in subsidy to the 15 “tribus” participating in this year’s celebration.
The amount was contributed by the city government to the foundation as subsidy for the tribes.
Actually, what was distributed by the weekend were only P810,000, the first 10 which had performed commendably in the last three years each had received P220,000. The five remaining received P165,000. Dinagyang still has to start on Jan. 25 to 27, this year.
But Kabankalan City started this week with the drum beats gathering tempo as the Sinulog opened. The climax, however, will be by the weekend with the various competing tribes regaling the crowd with their dance performances.
But, despite the din of preparations for the various Sto. Niño celebrations, the most feverish preparations in Bacolod, Silay and Talisay cities were for the Jan. 18 operationalization of the new airport of international standards in Silay City’s Barangay Bagtic. By Rolly Espina

NSO, Church team up for communication campaign

Iloilo City — The National Statistics Office (NSO) and the Archdiocese of Jaro have agreed to join hands in working for on-going advocacy and information activities in parishes, not formal orientation, especially among the clergy.
Provincial Statistics Officer for Iloilo and Guimaras Harry Dolendo said the NSO has amended its previous requirement for Solemnizing Officers (SOs), including Priests, to attend a two-day orientation before their license to solemnize marriage is renewed.
Dolendo said the requirement for orientation, embodied in the Implementing Rules and Regulations (IRR) of Administrative Order no. 1 series of 2007, intended it as an accompanying activity because they felt the need for the SOs to be updated on rules, regulations and processes for solemnizing marriage.
Fr. Carlo Noquez, Chancellor of the Archdiocese of Jaro, said the priests maintained the fact that they have been regularly updated and that the content of the NSO orientation have already been part of their priestly formation and training.
He also said the parish priests have been complying with NSO requirements and that majority of them said they have good working relationships with the Civil Registrars in their respective municipalities.
To show their cooperation, Fr. Noquez said, about 108 priests in the archdiocese, including CBCP President and Jaro Archbishop Angel Lagdameo, participated in the two-day orientation conducted by the NSO at the Archbishop’s Residence on January 8-9.
Dolendo said it was a great privilege for them to interface and learn from the priests, because both the NSO and the church serve the same citizens, who should be assisted with their records, to keep these accurate so as not to hamper their transactions.
“Our office, has instead opted for on-going dialogues and regular updating, and for our Civil Registrars to consistently provide our parish priests with recent rulings,” Dolendo said.
Fr. Noquez said, it would be part of the advocacy of the church to make its catechesis on marriage and other sacraments more in-depth, to include an understanding of civil marriage and sacramental marriage, and to educate the parishioners on the importance of taking care of their records – its accuracy, especially. DPWH defends P54M asphalt overlay project

AMID criticisms, Department of Public Works and Highways (DPWH) Regional Director Rolando Asis defended the construction of P54 million asphalt overlay project being done at Diversion Road, one of the city's main thoroughfares.
Asis said the asphalt overlay project covers the roads from the newly constructed P400 million Infante Flyover in Molo up to Diversion Taft North intersection.
He said the asphalt overlay project in the said road is needed as the Dinagyang Festival, which is expected to gather a huge crowd, is fast approaching. Aside from the traveling convenience it would give to visitors, Asis said it would also create a good impression for Iloilo City and its government.
Iloilo Builders Corporation, the contractor of the project, is now doing overtime to finish the project before the Dinagyang Festival starts.
It can be noted that after the project was declared over the media, the DPWH was hit with claims of "poor project prioritization," asserting that the same road is not under a bad condition compared to other roads in the city.
One of the complaints came from some motorists plying the roads at Magsaysay Street located at the back of Iloilo Sports Complex and that at Rizal Street, City Proper.
They asserted that the streets' roads could be the most neglected infrastructure with its very bad state.
Asis, however, justified that said infrastructure are under the jurisdiction of the City Government. If it were classified as national road then it is under the DPWH's responsibility.

Ateneo de Iloilo (AdI-SMCS) is the first among Ateneo and Jesuit Schools to have been granted such approval and one of the few schools in Iloilo and in the Philippines to have its own car plate.

Manuel Uy, S.J., expressed that the entire Jesuit Community in Iloilo welcomes with joy the release of these plates, which is a fitting tribute to the 50th year of the first-ever Ateneo school in the entire Visayas region and a lasting testimony to the enduring friendship of both Filipinos and Chinese and the new breed of Chinese-Filipinos (or Chinoys) who are the constituents of the Ateneo community in Iloilo.
The entire proceeds of the Ateneo Car Plate project will go to the AdI Alumni Golden Jubilee Fund, which aims to contribute a significant amount for the construction of our one big dream: our new AdI campus in San Rafael, Mandurriao.
The Ateneo Golden Jubilee plates, which have a one year-validity until December 31, 2008, are now readily available at the AdI Treasurer's Office. Only a limited number of plates will be issued on a first come-first serve basis with 10% discount for early takers. Should the new AdI-SMCS complex project's fund raising drive will go on as planned, the five-story high school building, the Olympic-sized track-field, the Olympic-sized swimming pool, and the sate-of-the-art covered coliseum will soon follow.
It is worthy to note that more than P60 million—mostly coming from the school's generous benefactors and patrons—is already in the bank for the Ateneo project as of October 31 this year. Seventeen participants mostly from Luzon will showcase their best in a fireworks competition to be held at the old airport runway in Mandurriao district as an added attraction to the forthcoming Dinagyang festival.
Mayor Jerry Treñas said the competition would last for at least three hours. The competitors came from as far as Manila, Bohol and Meycauyan. The contestants are members of the Philippine Association of Pyrotechnics and Devices.
Of the 17 contestants only one comes from Arevalo, the fireworks capital of Iloilo City. The rest came from the different parts of the country. The fireworks competition is included in the special events of the Dinagyang because the city is a potential area in terms of fireworks business.
Treñas said, first to be chosen as venue of the fireworks competition was the Drilon Bridge in Jalandoni, City Proper but it was later decided that it would be held at the old airport.
Treñas said the safety and proximity of the venue to the people were considered in choosing the venue. The fireworks competition will be held on the evening of January 26, 2007.
Meanwhile, Trenas is appealing for more financial support from the affluent families and corporations to help in the needs of the Iloilo Dinagyang Foundation Inc. (IDFI). With the support of all Ilonggos, the financial needs of the foundation will be resolved, he said.

THERE will be no “black” Dinagyang Festival?
Iloilo City mayor Jerry Treñas yesterday said Panay Electric Co. (Peco), Panay Power Corp. (PPC) and National Transmission Corp. (Transco) have assured of stable electricity supply in time for Dinagyang, the premiere fiesta with highlights on Jan. 25-27.
City Hall officials have raised concerns of blackouts during the celebration of the biggest event in the metropolis.
Treñas had met with officials of Peco, PPC and Transco relative to the power concerns in the city particularly during big festivities.
“They (power officials) will make sure of stable electricity during Dinagyang. They have promised that blackouts will not happen again – I had expressed my disappointments, frustrations and anger – they will try to do something,” Treñas told reporters.
He was referring to the spoiled festivities last Christmas and New Year’s Eve as the city plunged into darkness due to blackouts.
Power officials here blamed the black Christmas to pilferage on line of Transco while fireworks that hit the line of Peco struck the dark New Year.
Though Iloilo Dinagyang Foundation Inc. (IDFI) executive director Ben Jimena said they will set up generator sets so that “the show must go on” during the staging of Dinagyang.
“We are worried in case the blackout occurs during Dinagyang. We have advised power companies to implement precautionary measures. But we have to hire generator sets at P10,000 a day just to be sure,” Jimena stressed.
A sound system equipped with generator sets will be installed especially at main stage at Freedom Grandstand so as not to disrupt the performances in case of blackout.
Peco, the sole power distributor in the city had apologized to its customers twice for the Christmas and New Year blackouts but denied hands over the dark festivities.
Peco and PPC, the main power supplier had also explained the dim scenario that spoiled the festive holidays.
“Again, we apologize for the inconvenience caused by the events, but note that they were beyond the control and jurisdiction of Peco. However, we are working with PPC, Transco and NPC to ensure their improve response time in the event of interruptions in the delivery of power to Iloilo City,” they said in a statement.
“To alleviate the situation, PPC will be installing Universal Relays at the PPC plant so that the breaker settings can adapt to the actual loading situation – by doing this, the power plant may be spared from total shutdown during fault conditions,” they assured.
“Also, PPC and Peco will be filing for additional facilities to cater to the grid interconnection with the ERC for approval – this will restore original power plant protection design and can isolate the Peco-PPC system when faults from the grid occur.”
They added: “What we could commit though is for continuous coordination towards the improvement of the interconnection set-up with all parties involved – Peco, PPC, NPC and Transco.”
Transco transmits some 15 MW from National Power Corp. (NPC) to Peco while the rest of peak demand of 76 MW is being supplied by PPC.
Reacting to the explanation of Peco and PPC, Treñas said he took to task City Legal Officer (CLO) Atty. Edgar Gil to look deeper into the power concern through an investigation which is now ongoing.
“Just the same, we are asking them to improve their system so as not to be really dependent on NPC that in case of losing power, they could restore immediately,” said Treñas.

THE entry of call centers in Iloilo City does not necessarily mean more taxes for the local government unit, but Mayor Jerry Treñas welcomes the development.
Call center companies have preferred to locate in spaces that have been registered with the Philippine Economic Zone Authority (Peza) which offers several tax incentives for investors.
Iloilo City hosts at least three Peza-accredited IT (Information Technology) parks including SM City-Iloilo, Robinson’s Place-Iloilo and Amigo Mall.
Treñas yesterday revealed that a new call center has settled at Amigo Mall and will operate soon.
He said TeleTech will be opening 1,600 seats at SM City-Iloilo.
“They (TeleTech) are happy with the recruits they are getting in the city that’s why they are expanding. More call centers are also looking for spaces with Peza accreditation here,” Treñas told reporters.
He said call center locators might consider the parking area of Robinson’s Place Iloilo which could accommodate 4,000 seats.
“What we are after are employment opportunities—there are lesser taxes—because of the Peza incentives to call centers. Qualified jobseekers will be hired starting at P8,000 a month salary but will be increasing,” the mayor explained.
He stressed the city is becoming a hotspot for call centers with more prospective investors signifying interest in expanding their operations in the metropolis.
“Iloilo City is hot for call centers. For the next few months, there’s this ‘rush’ in call center investments. A huge human resources requirement search is evident on streamers posted all over the city announcing job fairs of various call center companies,” said Treñas.
What makes Iloilo City the next IT destination?
“It shows that there’s a good quality of education here. Call centers are a sunrise industry that provides the jobs that we need—the jobseekers need not to go to other places,” Treñas affirmed.
He also disclosed that call center firms Western Wats Philippines, Sutherland Global, Sitel and Wall-phone have planned to branch out in the city this year.
There are three existing call centers here including Callbox, ePLDT Ventus and Echo continue hiring potential workers.

THE entry of call centers in Iloilo City does not necessarily mean more taxes for the local government unit, but Mayor Jerry Treñas welcomes the development.
Call center companies have preferred to locate in spaces that have been registered with the Philippine Economic Zone Authority (Peza) which offers several tax incentives for investors.
Iloilo City hosts at least three Peza-accredited IT (Information Technology) parks including SM City-Iloilo, Robinson’s Place-Iloilo and Amigo Mall.
Treñas yesterday revealed that a new call center has settled at Amigo Mall and will operate soon.
He said TeleTech will be opening 1,600 seats at SM City-Iloilo.
“They (TeleTech) are happy with the recruits they are getting in the city that’s why they are expanding. More call centers are also looking for spaces with Peza accreditation here,” Treñas told reporters.
He said call center locators might consider the parking area of Robinson’s Place Iloilo which could accommodate 4,000 seats.
“What we are after are employment opportunities—there are lesser taxes—because of the Peza incentives to call centers. Qualified jobseekers will be hired starting at P8,000 a month salary but will be increasing,” the mayor explained.
He stressed the city is becoming a hotspot for call centers with more prospective investors signifying interest in expanding their operations in the metropolis.
“Iloilo City is hot for call centers. For the next few months, there’s this ‘rush’ in call center investments. A huge human resources requirement search is evident on streamers posted all over the city announcing job fairs of various call center companies,” said Treñas.
What makes Iloilo City the next IT destination?
“It shows that there’s a good quality of education here. Call centers are a sunrise industry that provides the jobs that we need—the jobseekers need not to go to other places,” Treñas affirmed.
He also disclosed that call center firms Western Wats Philippines, Sutherland Global, Sitel and Wall-phone have planned to branch out in the city this year.
There are three existing call centers here including Callbox, ePLDT Ventus and Echo continue hiring potential workers.

Sta. Ana Parish in Molo district will hold the "Sadsad sa Parian" in honor of Señor Sto. Niño this coming January 17-20, 2008.
The celebration's theme is: "Sa kadayawan ni Señor Sto. Niño: Pagpasalamat, paghiliusa, pag-ulikid sa kabataan."
Highlights of the celebration is the Triduum Mass every 5:30 p.m. and the Food Festival every 6:30 p.m. from January 17-19, 2008. On January 19, 1:00 p.m. there will be a Cultural Presentation.
The activities during Feast Day, January 20, are: Holy Eucharist at 8:00 a.m.; Sadsad Procession at 9:00 a.m. with the route: Molo Plaza – M.H. Del Pilar St. -Rotunda – Lopez Jaena St. - back to Molo Plaza; live Sto. Niño Contest follows after the Procession.
At 6:30 p.m. the Coronation of the Live Sto. Niño winner will be held. It will be followed by the Sadsad sa Parian with live band and food festival.
This year's "Sadsad sa Parian" is jointly organized by the Sta. Ana Parish, the Knights of Columbus Molo Council and the Association of Barangay Captains – Molo Chapter.

I hope to see more. The first 3 Call Centers are continuously hiring pa rin. They should post the seating capacity of each call centers so we may see who's leading who. he he he. But it's a nice news indeed. Even the immediate expansion of Teletech which will open in SM City Iloilo is a humongous leap. Initially, it planned to open 300-500 seats with target expansion of 1000 in a year or two. But look at it now! It is already expanding to host 1,600 seating capacity. Yahoooo !

She finished her elementary and secondary education at St. Scholastica's Academy in Bacolod City as a consistent honor student and earned her Bachelor of Arts major in Psychology at the Ateneo de Manila University. She works as Foreign Exchange Broker at the Tullett Prebon Philippines, where she deals with different personalities in line with her job.
She is presently residing in Metro Manila.

ILOILO City – The Regional Development Council (RDC) in Western Visayas, chaired by Antique Gov. Salvacion Perez, worked hard for the approval of four major projects in the region.These included the power transmission project of the National Transmission Corporation (TransCo), mangrove community-based rehabilitation, Panay River Flood Control project, and the Metro Iloilo Radial Road leading to the new airport.
The said projects received the approval of the National Economic and Development Authority (NEDA) Investment Coordinating Committee (NEDA-ICC) upon the recommendation of the RDC. NEDA officer-in-charge Arturo Valero said the transmission project covers the construction of the southern Panay backbone to increase the load transmission line from Dingle to Antique.
The flood control project starting from the town of Cuartero to Dao in Capiz province, on the other hand, was proposed to minimize flooding during rainy season. The Metro Iloilo Radial Road project is another alternative route from Zarraga municipality leading to the new Iloilo airport in Cabatuan and Sta. Barbara towns. Valero said that these projects were already approved at the technical committee of NEDA.

THE entry of call centers in Iloilo City does not necessarily mean more taxes for the local government unit, but Mayor Jerry Treñas welcomes the development.
Call center companies have preferred to locate in spaces that have been registered with the Philippine Economic Zone Authority (Peza) which offers several tax incentives for investors.
Iloilo City hosts at least three Peza-accredited IT (Information Technology) parks including SM City-Iloilo, Robinson’s Place-Iloilo and Amigo Mall.
Treñas yesterday revealed that a new call center has settled at Amigo Mall and will operate soon.
He said TeleTech will be opening 1,600 seats at SM City-Iloilo.
“They (TeleTech) are happy with the recruits they are getting in the city that’s why they are expanding. More call centers are also looking for spaces with Peza accreditation here,” Treñas told reporters.
He said call center locators might consider the parking area of Robinson’s Place Iloilo which could accommodate 4,000 seats.
“What we are after are employment opportunities—there are lesser taxes—because of the Peza incentives to call centers. Qualified jobseekers will be hired starting at P8,000 a month salary but will be increasing,” the mayor explained.
He stressed the city is becoming a hotspot for call centers with more prospective investors signifying interest in expanding their operations in the metropolis.
“Iloilo City is hot for call centers. For the next few months, there’s this ‘rush’ in call center investments. A huge human resources requirement search is evident on streamers posted all over the city announcing job fairs of various call center companies,” said Treñas.
What makes Iloilo City the next IT destination?
“It shows that there’s a good quality of education here. Call centers are a sunrise industry that provides the jobs that we need—the jobseekers need not to go to other places,” Treñas affirmed.
He also disclosed that call center firms Western Wats Philippines, Sutherland Global, Sitel and Wall-phone have planned to branch out in the city this year.
There are three existing call centers here including Callbox, ePLDT Ventus and Echo continue hiring potential workers.

Regarding energy, since starting next week (yata) there would be a rollback of petrol, especially diesel because the national government has removed 1% tariff from petrol, will it affect the cost of electricity since PECO depends so much on diesel?
I hope to see more. The first 3 Call Centers are continuously hiring pa rin. They should post the seating capacity of each call centers so we may see who's leading who. he he he. But it's a nice news indeed. Even the immediate expansion of Teletech which will open in SM City Iloilo is a humongous leap. Initially, it planned to open 300-500 seats with target expansion of 1000 in a year or two. But look at it now! It is already expanding to host 1,600 seating capacity. Yahoooo !
They will continue to hire (depende sa performance nila, hehe!) If the clients like the performance of their agents, then thats the driving force for expansion. Also, since daku ang turnover sa callcenters nga daan, they will and always will continue to hire, but again, that depends on the client of the BPO. :D

Since most of the callcenter recruits young and single people, they tend to spend their earnings to some stuff. Increasing number of these professionals mean increasing number of consumers, therefore increasing number of businesses in the area. The callcenters or any business or industry under PEZA doesn't affect the city directly, it would be more indirect.

If we concentrate too much in this industry, it would be another case of monocrop agriculture dependency syndrome. BPO industry is very much affected with the global industry, especially US.
We should diversify our services too. Since the dollar is dropping, I'm hoping that our national government should provide more employment locally except for the BPO.

Indirectly actually it is increasing tax as a whole, due to VAT and EVAT of consumer goods and Income Tax.

Police Regional Office (PRO) 6 regional director Chief Supt. Wilfredo V. Dulay, Sr. ordered the creation of task groups to plan out security measures for the coming two biggest festivals in the region, the Ati-atihan of Kalibo, Aklan and Dinagyang of Iloilo.
Dulay said, while the Philippine National Police will play the lead role in the maintenance of peace and order during the two celebrations, the Philippine Army will actively render support role.
"About 500 additional PNP personnel from other units will be deployed to augment the security force in each of the festivals," Dulay said "we have also many force multipliers to help us in these endeavors."
Aklan Police Provincial Director Senior Supt. Benigno Durana, Jr. heads the Task Group Ati-Atihan 2008 while Iloilo City Director Senior Supt. Wesley Barayuga leads the Task Group Dinagyang 2008.
The two task groups are composed of several sub-task groups which will deal with crowd control, area security, traffic management, intelligence security and other concerns deemed necessary in order to provide maximum security coverage to the celebration.
Likewise, PNP Assistance Centers will be established in strategic areas to accommodate inquiries, complaints and other concerns. Also, medical teams in coordination with the Regional Health Service Office 6, Philippine National Red Cross and other volunteer groups will be posted to provide immediate medical aids to merry makers.
Dulay, however, appeals to those who will be attending the various activities during the festivals to be cautious of their safety and security. "Beware of pickpockets and robbers," he warned.

Iloilo Dinagyang Foundation Inc. (IDFI) chair Ben Jimena yesterday said Globe Telecommunications had increased their sponsorship to the Dinagyang festival from P1,250,000 to P2,000,000. Subsequently, Globe becomes major sponsor of the 2008 Dinagyang festival.
Jimena said they have convinced top officials of the telecommunications firm to increase their sponsorship and be the major sponsor. Much effort in persuading all the sponsors is being made in order for the foundation to address its financial needs. They need at least P12,750,000 to finance all the activities.
Jimena expects that all the financial woes of the foundation would be resolved before the final day of the celebration. As a contingency plan, they first released the subsidy for the 15 competing tribes amounting P3,025,000.
The foundation, as well as Mayor Jerry Treñas, has issued several appeals to those individuals, companies and corporations for sponsorship to Dinagyang.
Meanwhile, 12 schools will participate in the drum and lyre and drum and bugle competition on January 25, 2008. There are 10 participants in the elementary and two from the secondary level.
Dr. Febe Cang, Assistant Schools Division Superintendent and chair of the Iloilo Dinagyang drum and lyre competition identified these elementary schools as Iloilo Central Elementary School, SPED-ISEC, Montes II Elementary School, Montes I Elementary School, Cubay Elementary School, Baluarte Elementary School, Jaro II Elementary School, Arevalo Elementary School, Guimbal Drum and Lyre and Rizal Elementary School.
Cang said, for the secondary level, only the Iloilo City National High School and Fort San Pedro National High School will compete for the drum and bugle. There are no other secondary schools in Iloilo City that has a drum and bugle corps.

If Fil-Estate is keen to sell this subdivision, at least they have the devency to put the exact address, location, amenities, and any other thing that we need to expect if we want to buy proprty in this subdivision.

well, it keeps going on and on and on and on ... he he. It's a domino effect of businesses in Iloilo. Once started, everything will follow ... soon. However, we must be very vigilant with this sunshine industry. In as much as we would like to have 20 call centers in the city in a year's time, the city need to diversify to other businesses as well. We need to promote corporate relocation in our city. We need to help our local products and business and businessmen to improve their capacities. We still have a long way to go to become more self-reliant and independent. These call centers will simply boost the employment rate in our city and province. With 10 call centers expected to open in the city, a minimum of 8K to 10K residents will be given jobs and be employed permanently. This is a good indicator of an improving mid-consumer's number in our city. Eventually, it will affect the city's thriving economy and make further improvement, etc.

IDFI gets P1.1M donation for Dinagyang '08

Financial donations for Dinagyang 2008 finally started to come in following the recent disclosure of Iloilo Dinagyang Foundation Inc. (IDFI) executives that they still lack funds for the big event.
IDFI executive director Ben Jimena revealed over the weekend that they already received P1 million from Emperador Brandy and another P100,000 from Jollibee Foods Corporation.
Jimena said Jollibee's donation is divided in the form of cash and goods. Jollibee's P50,000 worth of meals will be provided to the tribes which do not have subsidy from the foundation.
Emperador Brandy, on the other hand, will have a bigger exposure of their products during the week long activities.
In addition, Jollibee will sell Dagoy dolls souvenir item in all their outlets. One can buy a Dagoy doll for P350 for every value meal purchased from Jollibee outlets.
Jimena said the financial donations from Emperador Brandy and Jollibee is a big help to the financial needs of the foundation for its activities. They are hoping to receive more financial donations from big companies and individuals whom they have asked for help.
The two telecommunications companies, Smart and Globe, are expected to hand in their pledge of P1,250,000 each on the 20th of January. The two used to be the main source of financial assistance of the foundation.
For this year, the foundation needs some P12,750,000 to finance all its activities. With the financial crisis they are facing, the foundation prioritized the subsidy of the 15 competing tribes. The subsidy reached P3,250,000.

And what is difficult about some of us Ilonggos (especially the old ones) is that we're getting too conservative when it comes to expenditure. Its nice to save but not too much.
Its time the younger generation be out of the uber-conservative ways that hinder the progress of Iloilo.

If they want to reach bigger sponsorships and sure income, tani after Dinagyang, they should start pursuing companies to sponsor the event. Imagine 12.5 million budget or more? Kadako na ina sa isa ka festival lang. They need to look for sponsors sa 2009 after this 2008 Dinagyang para by 2009 comes, wala na problema.

To avoid the reoccurrence of the tragedy that occurred in Pampanga, Iloilo Dinagyang Foundation Incorporated (IDFI) executive director Benito Jimena said the foundation will not anymore allow minors to join the fluvial procession to be held at the Iloilo River on January 25.
Jimena said the foundation ruled that kids will not be allowed to board the motorized outrigger boats that will participate in the fluvial procession honoring the Senior Sto. Niño.
He added that they reached the decision as a precautionary measure, citing the importance of ensuring that no untoward incident will happen.
He said the rule would be imposed by the foundation in coordination with the Philippine Coast Guard and its auxiliary.
More than 30 boats were contracted to join the sea and river procession from Fort San Pedro up to the Mulle Loney wharf in Aduana.Sun.Star: ILOILO -

Iloilo City (17 January) — The 188 school divisions of the Department of Education all throughout the country, are all set to administer the 2008 Accreditation and Equivalent Test for out of-school youth (OSYs).
The Accreditation and Equivalency (A&E) Test is designed to provide learners with a range of alternatives to allow continuity in learning outside the formal school system. It also determines the examinees’ skills and inclinations.
The conduct of the A&E will be spearheaded by DepEd’s Bureau of Alternative Learning System and it will be administered in four occasions: February 3, 2008 in the Mindanao Region; February 10 for the Visayas and Bicol Regions; February17 in Luzon Cluster I (Regions I, II, III and CAR); February 24 in Luzon Cluster II (Regions IV-A, IV-B and NCR).
The Bureau of Alternative Learning System has been implementing various projects and programs aimed at crafting alternative modes of learning. These are specifically designed for learners who were not able to avail themselves of formal schooling, such as the adult illiterates, out-of-school youth, and drop-outs. Key programs include Basic Literacy Program for indigenous peoples and the Mobile Teacher Program that taps the services of qualified teachers who personally seek the learners in far-flung areas to build Community Learning Centers.
“Certainly there are many out-of-school youth who will be interested to hear of the DepEd’s Alternative Learning System,” Secretary Jesli Lapus said as he emphasized that the conduct of A & E Test “is a significant initiative DepEd has implemented to make our system of education more inclusive”.
“We recognize the need to implement these initiatives that will make our public schools more attuned to the realities of our time,” Secretary Lapus said.
The DepEd press report disclosed that that the registration was held from September3, 2007 to November 23, 2007. The department has started preparing as far back as August 22, 2007 by holding regional orientations to familiarize examinees on test procedures.
Those who will pass the A&E Test will be given a certificate equivalent to a grade six or fourth year high school diploma in the formal school system, the DepEd press report disclosed. (PIA)

Alpuerto, who was the resource speaker during the 5th Philippine National Corn Congress held in Iloilo City recently, explained that biotech crops such as the controversial Bt corn, is designed to be pest resistant, reducing cost in the application of harmful chemicals that contribute to carbon dioxide emission.

ILOILO Representative Ferjenel G. Biron yesterday said that he will fight for the restoration and inclusion into the proposed measure the establishment of the price regulatory board once the bicameral conference committee on the Cheaper Medicines Act meets at the resumption of session.
Rep. Biron lamented the allegations made by Senator Mar Roxas that the members of the board maybe corrupted and said it is an additional layer in the bureaucracy.
The Iloilo solon said that this is an insult on the integrity and competence of the soon-to-be members of the board like Health Secretary Francisco Duque and Trade and Industry Secretary Peter Favila.
Biron explained that Congress, through its oversight function, can always look into the failure of concerned agencies as members of the board to perform its mandate once the proposal is enacted into law.
The chair of the House committee on legislative franchise pointed out that this is the only way to reduce the prices of medicines and drugs in the country, saying the Price Act of 1991 being pushed by Roxas can only be implemented during emergency and national disaster.

^^hmmm,sino kaya ito? yup,iloilo is still ultra-conservative at times, we're stuck in our "Old World" era,mentality. That's why progress is sometimes slow or held back or even totally stopped dead on its track because we still hold tight to our pasts,beliefs and traditions too much that we don't want to get out of our comfort zone.
We need to come out of that mentality, be more open and ambitious. the future belongs not to the weak but to the brave.

BACOLOD CITY, Philippines -- The Philippine government will declare the New Bacolod-Silay and Iloilo airports international gateways open to flights from neighboring Asian countries, Transportation Secretary Leandro Mendoza said Thursday.
“We are declaring both airports international gateways because they conform to international standards. And if there are airlines that want to bring in international flights they can operate immediately,” Mendoza said.
The two airports, he said, met standards set by the International Civil Aviation Organization (ICAO).
The P5.6-billion New Bacolod-Silay Airport in Barangay (village) Bagtic, Silay, begins domestic flight operations Friday.
Declaring the airport an international gateway will bring progress to Negros Occidental, Mendoza said, citing as an example the vicinity around the Cebu International Airport, which has become an industrial zone.
“They are building two golf courses around the new Iloilo airport and declaring an area as an industrial zone,” he said.
Mendoza said the Kalibo airport, which had been declared an international gateway, now has daily flights from Korea, with a few flights also coming in from China.
The Philippine government is also opening other airports, such as the Lagindingan Airport in Cagayan de Oro City, replacing the existing Cagayan de Oro and Iligan airports, which sit on plateaus with very low cloud ceilings, Mendoza said.
The Lagindingan Airport is 40 kilometers from the Cagayan de Oro Airport and the Santa Barbara Airport in Iloilo is 22 kilometers from Iloilo City.
Mendoza also disclosed that the Philippines would host the Association of Southeast Asian Nations transportation ministers meeting for 2008.
“The more international destinations we have, the better for the country because we are going to be competitive,” he said.
The secretary, however, said the old Bacolod airport could not be upgraded to international standards because it did not have the space and could not be compliant with ICAO standards.
The ICAO requires the distance between two airports to be no less than 40 kilometers. The distance between the Bacolod and Silay airports is only 18 kilometers.

US-based BPO firm to open two facilities in RP

Business process outsourcing (BPO) firm Sutherland Global Services on Thursday announced plans to open two more call centers in the Philippines, increasing its seats to over 10,000 by end-2008.
Company vice president for service delivery Craig Bauwens said that Sutherland has grown to a capacity of about 5,000 seats since start of operations two years ago.
It has five facilities in Makati, Pampanga, Davao and Tarlac and one recently launched in Camarines Sur.
This year, Bauwens said Sutherland will open two more call centers in Davao.
"We are very bullish on Davao as a location for our facilities. Aside from Davao, we are also looking at putting up centers in the provinces of Iloilo and Bulacan," he said.
Bauwens said the expansion is expected to cost $10,000 per seat.
Sutherland remains bullish on the country's BPO industry, its global operations head K.S. Kumar said.
"Philippines is well-poised as a major destination of IT and call center firms. No other country has been as supportive."

this is good news for all of us in Iloilo. I hope commercial flights from other neighbouring Asian countries will start operating to and from Iloilo. I'm looking forward to go back home via direct flight to my home province.
Mind you, anyone with other details regarding this 2 golf courses within or along Iloilo Airport? This is the first time I've heard such news, which apparently comes directly from DOTC Sec. So the new airport vicinity now is an "industrial zone?"

The golf courses and approving the area into an industrial zone is a very good move from ATO and Sta Barbara government. I would not be surprised one day to see Sta Barbara leading the province's wealthiest towns. With development ongoing in Sta Barbara right now, Sta Barbara is poised to become the province's next city together with Oton, Pavia and Pototan.

Iloilo City — Western Visayas along with Ilocos, Cagayan Valley, Central Luzon, Southern Tagalog, Central Visayas are considered eggplant top producing regions in the country.
According to the National Statistical Coordination Board in Region Region VI, the available data from the Bureau of agricultural statistics disclosed that the volume of production of Western Visayas was recorded at 12.40 thousand metric tons in year 2005.
The eggplant produce finds it way not only to the markets of the different provinces but even outside of the region. Eggplant is now the number one vegetable crop in the Philippines, planted in 20,000 hectares and yielding annually 179,000 metric tons, based on a 2002 figure from the Bureau of Agricultural Research of the Department of Agriculture, according to Jonathan L. Mayuga in the January-February 2008 issue of BIOLIFE Magazine, which delve on biotechnology’s contribution to boost agricultural development.
In the Philippines, Mayuga said, there are biotechnology products that are “proudly Filipino” and help boost agricultural production. These include cheaper, disease-free planting materials made possible by simple tissue culture. Others are still at the development stage using recombinant DNA technology or gene-splicing techniques.
Sooner or later, the first genetically engineered edible crop- most probably the Bt eggplant, will be commercially released in the market.
The Genetically Modified (GM) plant variety was developed in India, and was introduced in the Philippines through backcrossing with local varieties. The Bt eggplant was introduced with the Bacillus thuriengensis, a soil bacterium that naturally kills insects like the Asian corn borer and fruit and shoot borer. The damage by FSB in the Philippines results in yield losses from 54 percent to 70 percent, with no available commercial eggplant varieties resistant to pest.
Mayuga in his article said that the Bt eggplant is expected to be the answer to the fruit and shoot borer, the most destructive pest attacking eggplants in Asia. He said, Dr. Josefina Narciso who is one of the scientists working on the Fruit and Shoot Borer (FSB) Resistant Eggplant Project under the Agricultural Biotechnology Support Project (ABSP) II have filed a permit to start the controlled field trial two months ago at the National Committee on Biosafety of the Philippines. After the trials, it will take at least another three months to apply for multi-location trial. This trial by the Bureau of Plant Industry will involve the National Committee on Biosafety of the Philippines.
Dr. Narciso, the principal investigator of the project said they visited Cebu and Iloilo last April for the multi-location trials of the project.They visited Barangay Uyungan, Miag-ao, Iloilo to conduct a survey, collect samples of eggplants, and investigate eggplant diseases in the area. They also visited Barangay Tambo, San Miguel, Iloilo and Barangay Lanag in Leon, Iloilo to conduct the survey and collection.
The Agricultural Biotechnology Support Project II (ABSP II) is funded by the USAID-Economic Modernization through efficient Reforms and Governance. The ABSP II is led by Cornwell Univesity in New York, and it aims to provide substantial benefits from agricultural biotechnology to countries in Asia (the Philippines, Indonesia, India and Bangladesh) and East and West Africa.
The UPLB-Institute of Plant Breeding is ABSP II’s Southeast Asian Regional Coordination Center, which over-sees project activities in the Philippines and Indonesia. Under the project, Filipino scientists are focusing on FSB-resistant eggplant, papaya ring spot virus-resistant papaya, and multiple virus-resistant tomato, Mayuga disclosed in his article. Anyway, most of the airlines nowadays work in a Hub and SPoke approach. We may not receive North America or European flights yet but the immediate Asian neighbors are our primary target for the opening of the new airports.

nice. Let's always remember that day .... the day when Ilonggos stood for the thing they've think is right for them. Imagine the drama in Iloilo Capitol during that time? I'm glad Ilonggos showed their force by voting Tupas recently. It's a testament how Ilonggos will not succumb to the pressure coming from the executive level. In the end, the voice of the people should always be listened.
