I heard that Mayor Uy wants to emulate Singapore and transform Tagum into a lil version of it. That's why, their roads are wide enough, then they got this brick sidewalk along the highway going to davao, and the underpass.
Ok din naman ang underpass. Overpasses, in a way, can be an eyesore. Especially when they post these billboards that state "this project is through the iniative of blah blah blah blah". Plus daghan mamaligya og dvd, vcd, candy, daghan manlimos, mangihi, etc etc.

I remember my friend's brothere who worked as a biologist in Cojuanco's pearl farm in Palawan. He said that their big boss and a lot of business tycons trained their eyes in Davao as, in their words "it is where the president is pouring in big ticket projects". In relation to the Cojuanco's plan, they set up hundreds of hectares of mango plantation in Padada, Davao Sur which as of this writing is boon to the booming mango export business in the region. That's why we had the Grand Mercure (now Grand Regal Hotel) and the then Duty free in the hotel complex.

I might be sort of whining but this is my first time to air some grievance over this neglect of the incumbent gov't. I think, Davao has spoken in the last election, enough of empty promises. I believe the new senate is Davao's shot in the arm with the majority of them under opposition ticket. Congrats Davao!

now that people are learning not to vote for actors and celebrities, i just hope that we will soon be having better alternative politicians to vote for... in the next elections, I hope and pray that we will never have to strategically vote for "the lesser evil" candidates, e.g. gloria :(

davaoeagle June 10th, 2007, 02:26 AM Breaking Out
By: Dominique Cimafranca
With one or two rare exceptions, every year-end holiday stretch has brought me to Davao. No surprise there. Davao is my original hometown, after all, and here I have roots. But looking back over the past two decades, I realize I haven't really spent a great deal of time in this Mindanaoan city. A visit of a week at most, usually whizzing by so quickly, and then back to wherever I'm supposed to go.
This time around, I've decided to stay a while longer. It just so happens that this trip coincided with the beginning of my biennial itch: I've learned that I need a change every two years, otherwise a little madness starts creeping in. It seems that Davao fits the bill.
Faced with the prospect of a long haul, one digs in, learns the ropes, soaks in the atmosphere, and tries one's best to find new friends and new opportunities. When one comes as a potential resident and not as a transient visitor, the perspectives are different.
And foremost on my mind is now...space. That's it. Davao has space.
Though that might sound like a pretty strange thing to say, it's been a repeating mantra since I arrived a month ago. It feels, finally, that I can breath again.
The sentiment, I suppose, is understandable when you hold Davao in comparison to Manila and Cebu. Davao was built over a larger area and has gradually developed outwards instead of upwards. The roads are wider, and new commercial districts outside of established centers are emerging. There' opportunity, and room to grow.
In contrast, Manila and Cebu are both thick, crowded places, choked by their highrises and their narrow veins of roads. That's the unfortunate price of development, when one builds on top of zones made in Spanish times. Hemmed in, that's how one feels.
Yet I must confess that I've started feeling hemmed in within Dumaguete, too, these last few months. Ironic, isn't it, because over the East is a wide expanse of sea and to the West are the freedom of mountain roads. But I'm not talking just about physical enclosures, but spiritual ones, too.
Part of Dumaguete's charm is its smallness, but taken in excess, that, too, can be a curse. One sees the same people, moves within the same circles, eats in the same places, travels in the same roads, thinks the same thoughts. A comfort, perhaps, to some, but understandably maddenning to most: spun too long in a groove, the needle eventually wears down.
The solution, then, is simple, logical, and inevitable: strike out, break out, set the sights to new horizons.
Sometimes, one must leave home in order to find it once more.
davaoeagle June 10th, 2007, 02:37 AM Eat where there's food
By Stella Estremera
Goin' Places
TRAVELING is fun, road food interesting. But if there's one lesson learned in our recent diving foray in Tarragona, Davao Oriental (our second time actually), it's to eat where there's food and don't try asking suggestions from your travel companions. As Nike says it, just do it.
It was late afternoon when we left Barangay Lucatan (around four hours away but plus the time spent looking for ice and an ice box in Mati and assisting a Lucatan resident find her kin at the Davao Medical Center, it took more than that--I finally arrived home at near-midnight) and we were prepared to eat on the road.
The question is which road? Banaybanay was first suggested (although with the length of time we spent in Mati, it was a wonder why no one thought of getting dinner done with), but then a contending voice rose, better make it Panabo. So, Panabo it was: Do Dine. Along the way were changes of mind, like Banaybanay will do, but there were two buses parked, never mind, we didn't like squeezing in... and several other places until Panabo but which someone would point out after we have sped past it. From the northern entrance of Panabo we saw this brightly-lit resto, Do Dine.
But Patrick had other ideas, he wanted the Do Dine in the southern end of the highway, and so we drove on, nearly missing the Do Dine in the southern end because its sign wasn't lighted and it wasn't as well-lit as the other one. It turned out it was already closed.
Peewee wanted to just eat and pointed at the row of eateries along the road, but Patrick had some contending view about whatever or whoever I can't recall. And so we decided to backtrack and go to the northern Do Dine and missed it by a kilometer or two because by then it was already dark. Bye-bye dinner.
We turned around again and decided we just have to eat at the row of eateries Patrick had one or two things against. I don't know what and I don't care, I'm hungry, I'm tired, please shut up, sit down, and eat.
We took the table along the road, right beside our pick-up that was filled to the rim with our diving gear. Even before our food arrived, it began to drizzle.
We moved to the only available table that could fit in five inside the eatery... right behind a videoke machine (Arrrghhh, Sunil!) that only had one volume level--VERY LOUD.
It was more fun on the way to Tarragona, expectedly so because it was the start of our four-day vacation and maybe we weren't getting into each other's nerves yet (and butt, too. The trip home was spent squeezed tightly against each other's hips as we had a guest passenger with us, a lola. Now try sharing the back seat of an L200 pickup with four grown men and their bags... Araguy, ang rayuma!).
There was no contending views yet at the start of the journey and there was only one destination in mind to eat in--Banaybanay--in a place named Banaybanay Food House. Like its name, the food house has no frills, just food in a clean set-up. Lots of food, including a food server full of cholesterol-rich pinakupsan (pork bacon and rind fried to a crisp that's guaranteed to make all carnivores drool, whether weak of heart or not). And like most roadside eateries, it caters to the carnivores, complete with the atsuete, and so I opted for a sunny-side up fried egg. Anyway, it was breakfast.
Our food appetizer for the whole trip (which I believe was the real reason why we packed a day earlier after we all but licked its last drop off at lunchtime of the third day) was a "junior lapad" bottle of Suka Pinakurat. Tastes good even with just egg.

DAVAO CITY, (PNA) - A total of 1.25 hectares of seaweed culture farm have been completed in the Island Garden City of Samal during the first quarter of this year, the Bureau of Fisheries and Aquatic Resources (BFAR) regional office reported Thursday.

The project is expected to benefit the Wakaf Community Development Foundation, Inc. located in San Jose, Babak, Samal Island.
The completion of the seaweed culture project is an assistance extended by the BFAR to the provinces in the region.
During the first quarter of the year, BFAR, as part of its input assistance, also dispersed a total of 20,000 hito fingerlings to Braulio E. Dujali and in Carmen in Davao del Norte. FLI sets aside P16B for 3-year expansion plan
Inquirer
Last updated 08:47pm (Mla time) 05/27/2007
PROPERTY firm Filinvest Land Inc. is setting aside P16 billion for its expansion in the next three years, which will involve mainly housing projects, said FLI first vice president Fely Ramos.
The boom in the property sector has been fueled by record low interest rates, an increase in remittances from overseas Filipino workers and strong demand for office spaces, especially from business process outsourcing firms.
FLI said its three-year expansion plan would be financed with cash generated from operations, borrowings and the P5.9 billion in proceeds from the company's additional shares offering.
Under the plan, FLI will set aside P5 billion for 2007, P5.3 billion for 2008 and P6.1 billion for 2009.
The company will focus on low- and middle-income housing projects, high-end, leisure and farm estates, a condominium hotel in Cebu, the Northgate Cyberzone, and medium-rise buildings.
In 2007 alone, FLI has listed 14 projects for launching. These include condotels, medium-rise buildings and residential resort communities.
The company is also expanding to areas outside Greater Metro Manila, particularly in high growth regional centers.
There is an ongoing expansion in North Luzon with the development of Somerset Lane in Tarlac and Hampton Orchards and Claremont Village in Pampanga.
Kembali Coast in Samal Island, Davao, is a beachfront residential resort development. This 50-hectare Asian-Balinese inspired island getaway offers exclusivity within a 1.8-kilometer beachfront that offers unobstructed view of the sea. Other regional projects are Escala in Cebu and West Palms in Puerto Princesa, Palawan.

hi @ arkelus : matagal na sana yan hindi lang Darwin Korea, Macau and even HK pero naka ka pagtaka hindi parin binibigyan ng air rights!
sayang naman kung hindi...one time i had a chat with my oz friend, nung nalaman nyang taga-pinas ako, and sagot nya, "oh you're a Filipino, you must be from Davao!" they have a good impression of the city. actually kung gaano kaganda ang tingin nila sa davao, kabaliktaran naman ang sa manila..see how the media work??!! :ohno: :ohno: i think MM just needs good publicity.
im pretty sure dadami ang mga foreign tourists dyan especially from Australia kung may direct flights lang......hats off to you guys!!!
davaoeagle June 10th, 2007, 10:57 AM ^
That could be because Davao has good business relations with Northern Territory of Australia and there's quite a handful of business partnerships forged between the two provinces (Davao and NT) since the inception of BIMP EAGA up to this time. Pretty sure this partnerships would usher more investments for Davao and so flight connections are inevitable.

Ady001 June 10th, 2007, 11:22 AM Really? Spent 2 years crossing those underpasses sa Ayala Avenue.. and wala may ipis...(aw nuon, i dont waste my time looking for critters or checking those tiny holes - if there are such). Sya nga pala, close na sila if gabii na - around 9PM up. open sila upto 7pm or 8pm lang. so u gotta cross the street if graveyard shift ka. mag open sila around 6am.
Yup... At 8 PM they stop elevator operations.
Ah... I love Graveyard shifts, because the underpass is too tedious.

Is Fortune Village in Lanang or Sasa?
Ady001 June 10th, 2007, 11:25 AM Breaking Out
By: Dominique Cimafranca
I also felt that feeling. Davao had that special space, that aura of serenity that only wide area cities could have. Anyway, it's my choice though.
Dominique reminded me of Derrida's differance: you must other yourself to find yourself.

I know it's an exclusive residential address and it goes without saying expensive. Nasa Lanang pala to.
BTW, some of the exclusive, gated villages on the list are not labeled as such such as South Pacific, Villa Josefina, Green Heights, etc., etc. Some are not gated but are exclusive and very expensive to live such as San Pedro Village, Juna Subd., Ecoland 1 & 2, Royal Valley, Rolling Hills, etc.

Moving
By Rene Lizada
Papa’s Table
MY WIFE just arrived from Manila. She went to Manila with Miguel to look for a condo unit for him. Miguel was accepted as faculty at the Ateneo de Manila. And since he cannot stay at the dorm he had to look for a condo unit outside the Ateneo campus.
I would have wanted to go with him but Chona is better in doing stuff like buying, haggling, and finding things. And so they went to Manila.
When she came home she told me "na awa siya kay Kuya" because his condo needs some more things. He needs more furniture, a few more appliances and just stuff that would make his life more comfortable.
But more than those things is the reality that our eldest son will have to fend for himself. Unlike the dorm where he had his friends and comforts he will be practically on his own and he will have to face things that were so ordinary when he was still a student.
Things like cooking, laundry, electric bills, budgeting, the daily things that now are not so ordinary for someone like him. Miguel is only 20 years old and yet he is going to teach in one of the best, if not the best university in the entire country. That takes my breath away really. While he was still in vacation here in Davao he was preparing himself for his teaching.
He requested for the book that he was going to use and he sat and studied and studied. He literally pored over the selections that he had to teach and I knew that his heart was in it. Ever since he was a freshman being a teacher was the one thing in his mind. He really wanted to teach. My 20-year-ld eldest son knows what he wants. How many of us do, really?
Of course we wanted him to be close to home but we also knew that he had this dream and the only thing that we could do was support him. He was so focused at the idea of teaching that he was willing to sacrifice all the comforts that he has in Davao for the loneliness and the discomfort of living in Manila. Being parents we can only watch and hope and pray.
But there are "father" moments. I worry about him because he is alone. Sometimes I ask is it too early for us to let him go? How will he survive? What will he eat? Will he know how to cook rice? Is he ready for this? Am I ready for this? When he left for the first time four years ago I cried for a day because I missed him.
Four years after I thought I would have gotten over the "missing" part but every time Migoy leaves there is a space in my heart that is empty. My soul is not complete and yet I know for his soul to be complete he has to do what must be done. To complete his soul I must empty mine. And so I let go. With hope and a heavy heart. And yet at the same I rejoice and celebrate.
As write this I know he is happy as I am sad. I know that at this moment he is where he wants to be. In the company of his former teachers who are now his colleagues. He is at this moment undergoing a seminar to prepare himself for the school year ahead. And I know that he is happy because this what he wants. And I envy him, I celebrate him. I know that he is willing to undergo so much to fulfill what he wants and needs.
When he moved in I texted him and asked how he was doing. It took some time for him to answer because I guess he was busy moving. Then when he texted he said, "pawis ako kasi dami things." And on his first night at the condo I asked him if he was able to sleep and said, "YUP. ?" How do you react to something like that? What am I supposed to feel?
On his first night I prayed a special prayer for him because he is alone with his dreams. Alone with his life. On his first night alone, I missed him terribly. I was worried yet sure. I was lonely but not alone. I was anxious but confident.
I have to let go once more. And I know there will be more of those in the years ahead. He has already told us that he wishes to study abroad for his masters and his doctorate. My wife and I know that he is capable of doing those things because he has proven to us that he is willing to sacrifice so as to attain his goals in life. But as it is right now there is so much to absorb, so much to feel, to take, to understand. To accept.
I have to let go once more.

Written by Rico Jhone Biliran / MindaNews

DAVAO CITY (MindaNews/10 June) – The City government of Davao is looking for a new site where the proposed multi-million Davao City Sports Complex would be erected, City Administrator Wendel Avisado said.
“We are searching for a new place now to situate the sports complex, “ said Avisado after the awarding rites of the Run for P.E.A.C.E Region XI, a nationwide simultaneous running event at the Rizal Park, yesterday.
The move came after the plan to put up the sports complex inside the University of the Philippines-Mindanao campus in Barangay Oshiro, Mintal, some 15 kilometers southwest, was allegedly scrapped due to a land dispute between the school and some residents of the place.
But Avisado said “we are not closing our door but for now we are tasked to look for another place.”
In the agreement between the city government and UP, the state university is to make available, from its reservation, 20 hectares for sports complex project and provide professional input in the operation, according to the official website of Davao City.
The city in turn will provide the funding for the infrastructure and improvement of the access roads leading to the complex.
“We are almost there but there’s a problem,” Avisado told MindaNews.
It was reported that Mayor Rodrigo Duterte is reluctant to build the sports complex on a disputed land.
Avisado, in a previous interview, said the sports complex is a top priority project of the City Government of Davao.
Philippine Sports Commission (PSC) Chairman William Ramirez who hails from Davao City has vowed to help source out funds for the construction of the sports complex.
"We will try to make use of our RP-China bilateral relationship on the purchase of the equipment needed for the construction. We will ask that taxes be waived by the Bureau of Customs so we can maximize the use of money," Ramirez earlier said.
The sports complex project aims to create an environment-friendly complex such as indoor/outdoor sports facilities, including an Olympic-sized swimming pool, tartan track-oval and multi-purpose gym, sports academy and quarters for athletes undergoing training and sports officials.
The sports academy will have a classrooms, auditorium, library, sports laboratory and sports medicine clinic.

It's not that anti cultural preservation ako...pero im really worried with the upcoming kadayawans...huhuhuhuhuhu...im so sorry po but not that im also into a commercialized kadayawan, kaso the past kadayawans were successfull promotional blitz for davao. Sobrang OT ako, but its been 2 days that ive been thinking about it.
Other cities would want to follow Davao and Cebu for having a private group in organizing our festival. Atleast, walang politics at mabilis ang projects and plans. and now, we are giving it back to the local government...
i hope someone can enlighten me and get rid of my frustrations and fears.

You see, the Kadayawan Festival had attracted alot of tourists lately. Cant we incorporate the new and the old? Respecting the old tradition while feasting on the new that made Kadayawan a nationwide phenomenon. The inclusion of other participants from other cities in Mindanao, for me, is a ok. Kc we get to promote our city and sila rin. And it brought this idea that Kadayawan is indeed the festival of festivals in Mindanao. We cant stop our festival to evolve - as long as positive naman ang results. im talking from the business point of view and considering the increase in tourism arrival!

Worried here too TJ, but I guess (actually hoping) they know what they are doing. I'm pretty sure the mayor has done many queries before he set out this plan. Who knows change might be for a more festive kadayawan. Let's keep our fingers crossed. :)

If only we can fathom the mayor's discernment. Sometimes I get frustrated too but he has done quite a lot for the city that can't be put to oblivion. Here's wishing Inday Sara will usher equilibrium in the city hall as she is known to have a mind of her own. One thing I see promising as well is the new mix in the city council. The young blood are just so talented and service -oriented (IMO) that more developments are to be expected while they thresh out things for the city. :)

i hope i got what exactly you mean bro. to me, keep it as it is. conflict man ang atong opinions but imo, the economic dimension sa festival should be looked into with greater consideration. at least karon panahon nga rising ang popularity. lets face that the concept of staging sells to the target market. private sector involvement and corporate sponsorship enthusiasm are there because of their interest in the market imo. the bigger and popular the event, the better. siguro modify na lang ang concept para naa mas emphasis ang cultural identitiy. afterall whatever the opinions are, the festival carry davao cultural pride and seen uniquely identified with davao walay lain nga lugar nga pareha sa iya. in time kung kulang na ang hotel rooms accommodating festival goers, investors will have reasons to come in and build more marco polos:D. ug dili lang hotels imo. as it is now, i think it is a prime driver of davao tourism industry. sorry mga goys:D

As much sa its a "nice" and "idealistic" move, removing the extra bling bling of the kadayawan wouldnt do us good (as a tourist destination)
siguro if they want to modify kadayawan, they should make it more "lumad-centric" when it comes to the theme and etc..but to totally remove the so called "commercial aspect" i.e. street parties, bands and etc are self defeating kay dili pa baya in-ana ka sikat ang kadayawan sa world..

Im with u as well...I posted my argument sa previous page. I believe that it is for the lumads.....but no one can stop progress! Why not incorporate both? why not incorporate the old with the new?
The previous Kadayawan - the so called Kadayawan brought thousands of tourists and millions of income. It became our main tool in attracting tourists to Davao. It changed the perception of some naive travelers. The old fashioned Kadayawan brought what?

Ako, d man ko lumad....bisaya ko na sa davao nag dako, cant they take us into consideration as well? I mean...this is the city's festival! Davao's festival! Mashock na lang ta na naa nay news na imove sa September and ihatag sa City Fruit whateva ang paghandle sa festival.
And im sorry if i ll share my view about this. Here's the thing, we are having some image problems. And Kadayawan is our main tool in attracting these visitors and introducing them to our city. Sauna, perting mingawa sa Kadayawan. It wasnt even known. Unya ibalik nato sa unang panahon?
We can be nostalgic but not to the point that we regress and bring the old Kadayawan to replace the so called commercialized Kadayawan which happened to be an effective tool of Davao's tourism marketing.
dinabaw June 11th, 2007, 02:50 PM If you know the reason behind the de feathering of Kadayawan was the controversial Globe vs. Smart thing ... which irked digong ang kicked the a$$ of Id , for me i really like to try new "style" almost all Philippine festival are copy-cats , di ba nyo napapansin halos lahat meron ng ibat ibang festival miski longaniza meron :D basta maganda lang ang presentation ngayon ng Kadayawan ok ra na .minsan naka asar na rin yang to much commercialization, corporate banners being parade w/ the street dancers is too much .
I always watch the Mindanao Indaygenous Dance, Mindanao Indaygenous music festival and indaygenous horse fighting.... basta lahat ng may inday hehehe kay Salamat Inday ang theme sa Kadayawan karon
paulkrps June 11th, 2007, 03:02 PM in a sense, ok ra ang street festivals/dancing. my take is that it should be throughly researched before nga magpalabas ka. my rant in my previous post was, a lot were misrepresented to the point of ridiculousness (like those bao/ninja mutant turles). the more participants, the better, but it should represent the ideals of the festival. while money is always needed to make this festival work, it doesn't need the dictates of big corporations.
what makes kadayawan unique? we have something to base it on, the lumads, their culture, all others the makes davao. it is what we see, not something that we can base on unreliable records.
where we have gone wrong? as i've said, we shouldn't have let the big corporations dictate the directions, otherwise 5-10 years down the road, our kadayawan will be a huge ugly mutation of it shouldn't be.
so there.

MtApoStandard June 11th, 2007, 05:18 PM got all your points(i hope) all important but i could still not appreciate the reason why it should only be confined to the lumad. a kadayawan festival to me is an event of celebration recognising cultural heritage. should be anyones participation expressing individuality as a davowenyo. if a spectator come up wearing bagobo trousers and a designer top, thats how he expresses his belongingness and acknowledgment of his cultural identity and should be respected. i mean the festival is in honour of lumad (a centrepiece of pageantry. themes and showcasing them be based on facts recorded. thats a given) but at the same time, to down the line present young generations of davao too. a festival should have wider involvment of the community, atmosphere should be feastive (an essence of festivity). revelry should be free flowing and not subdued. its the kind of atmosphere everyone looks forward to. if kadayawan is all of a parade of lumad, i guess festival is done in an hour. hahaha bland flat and dry. what it would be like in the next festival round:D

MtApoStandard June 11th, 2007, 05:29 PM i guess paul it is not esy to discount the importance of financial budget to stage a successful festival getting bigger and better each year. lets accept the city government is not willing to handle the whole amount. if it decides to go ahead within a thin budget, i guess debacle is waiting ahead. kadayawan is gaining grounds in establishing a festival name not only in philippines. it would be a big embarrassemnt to the city if kadayawan could not live up to expectations. just thinking out loud

tj_brewed June 12th, 2007, 02:09 AM Davao City is among BIR's 'Billionaires Club' list
June 12,2007
Vice Mayor Luis Bonguyan predicted the Davao City government's annual revenue to hit the P3 billion mark this year, when he noted continuing investments pouring into the city.
The city is among few cities in the country listed in the Billionaires' Club of the Bureau of Internal Revenue (BIR), with revenues of over P1 billion.
In 2003, the city landed with the third highest income after breaching the P2 billion mark.
Last year, the city government operated on a P2.2 billion approved annual budget, with two supplemental budgets totaling about P300 million bringing to P2.5 billion its annual operation. About 60 percent of the revenues came from the Internal Revenue Allocation (IRA) with 40 percent raised from local taxes.
"We expect our revenues this year to hit P3 billion," said Bonguyan, who is bowing out of office on June 30 after three terms as vice mayor.
"This is a tremendous increase from the P380 million income of the city government when I first joined it in 1992," said Bonguyan, an accountant, who started his political career as a city councilor.
Bonguyan credited the city's fast-paced development to stable peace and order and healthy business atmosphere.
Mayor Rodrigo Duterte is being scored by human rights and progressive groups for unsolved extrajudicial killings of suspected criminals, but the business community here said the killings add up to stronger confidence by business on the city's potential as Southern Mindanao's premier investment location.
Bonguyan, vice chair of the Davao City Investment Promotions Center, said tax holidays offered since 2000 by the city government under a tax incentive scheme to new investors led to flood local and foreign investments.
Even banks are confident of the city government's financial status, offering multi-billion loans to fund projects.
This year, the government took out a P1 billion loan from Land Bank of the Philippines (LBP), which pegged the city government loan capacity at P2 billion.
The 25-year loan funded the city's modern synchronized traffic system, a new sewerage system, farm-to-market roads and a proposed sports complex.

This is the Salo Salo Fiesta restaurant, a fairly new place in Davao. It’s been open for a year or two at the most. The Salo Salo Fiesta has live bands playing almost nightly. It is located near to the Regency Inn in the heart of Davao City. My friend, Gene can be seen in the photo.

davaoeagle June 12th, 2007, 07:09 AM Shelter Code to unshackle Davao City poor from homelessness
Monday, June 11 2007 @ 09:51 AM BST
In a fitting tribute to Independence Day, the Davao City Council will approve Tuesday a landmark ordinance focusing on short and long-term strategies that address the plight of thousands of the homeless urban poor.
Vice Mayor Luis Bonguyan said the City Shelter and Services Code will be at core of discussion when the council meets tomorrow in regular session, on the same day that the nation marks Independence Day.
Authored by councilor Arnolfo Ricardo Cabling, chair of the committee on housing, rural and urban planning, the code is a consolidation of three proposals related to urban housing submitted by councilors Danilo Dayanghirang, Angela Trinidad-Librado and Leonardo Avila.
The Shelter Code Coalition, an umbrella for urban groups in the city which helped craft the ordinance, is expected to attend the session which would discuss the measure on third and final reading.
Bonguyan said city councilors are expected to vote for the measure, one of the landmark measures passed by the 14th City Council whose term ends On June 30.
Bonguyan himself is bowing out, having served his third and final term. This is a legacy I am leaving, being part of this very important legislation, said Bonguyan on television yesterday as he was asked to assess his performance.
As Independence Day is a celebration of freedom gained, the passing of the Shelter Code ushers in freedom from homelessness for our urban poor, said Cabling.
The code would create a Housing Board to oversee urban housing for the poor to be funded annually with about Php 100 million to be taken from real property tax.
With this code, the Davao City Council proves its strong support for the Urban Land Reform Program of Mayor Rodrigo Duterte, said Cabling. (PNA)

By Rizalene P. Acac
THE management of SM City-Davao is still in the process of finalizing its application with the Philippine Economic Zone Authority (PEZA) for the establishment of another information and communications technology (ICT) park in the city.
The company intends to build the park in the three-hectare property at the back of the mall which will be open to business process outsourcing investments and other ICT related business ventures.
Debbie Go, manager of SM City-Davao said their main office is processing the documents for the accreditation of the park.
She said the mall will start planning for the structure as soon as the application is approved.
Go revealed that there are already inquires from their tenants who are interested to set up ICT related investments in the area.
“We already have existing tenants that have inquired. They come from the Mall of Asia, our biggest mall and SM Iloilo which is a call center,” she said.
The first park in the city is the one owned and operated by the Damosa Land Inc., while the New City Commercial Center is also processing its application for the accreditation for an ICT park on the fourth floor of its NCCC-Mall in Matina.
davaoeagle June 12th, 2007, 07:19 AM Davaoeños have become environmentally-conscious, business group official says
By Rizalene P. Acac
THE increased participation in the annual recyclable collection event is an indicator of a more environmentally conscious populace, a member of the Davao City Chamber of Commerce and Industry said.
Manny de Luna, member of the environment committee of the chamber, said they have noted an increase in the number of people who went to the event and sell recyclable wastes.
At the same time, he said, the number of recyclers or those who buy the items significantly grew.
Based on their records, there were only six recyclers which joined last year but three others signified to participate this year. Last year, the event resulted in P36,890.30 sale. “If you are to compare it six year ago the people already have an increased awareness,” he said.
Alma Labis, a regular buyer, said her participation in the event helped her junk shop create a niche in the recycling industry.
Her junk shop located in Shanghai, Matina Aplaya is now regularly collecting recyclables from big companies.
Labis said the earnings of the shop on a monthly basis reach P50, 000 to a maximum of P 100,000 from their investment of P700 when it was started in May 2005.
She said the income enabled her family to send her five children to school: two are in college; one in high school and two in elementary. Labis also has a baby who is only six months old.
Labis added they are also investing some of the money in assembling a vehicle that could be utilized for the shop.
“Me and my husband also plan to put up a carton factory in the city in five years time,” she said.
The 7th Recyclable Collection Event will happen on June 30 at SM City Davao Carpark C together with the launching of the Waste Market Fair that will be opened for sellers every last Saturday of the month.
Among the items which could be sold are plastics, glass, used papers or corrugated cartons, used car/lead acid batteries, used appliances, aluminum cans and caps and crows, electronic and electrical equipment, toner/ ink cartridges, styro, tin cans, scrap metals and iron and copper brass.

Rising to 3,143 m above sea level, Mt Apo is the highest peak in the island of Mindanao and the whole Philippines. The mountain encompasses the provinces of North Cotabato, Davao del Sur, Davao City and Southern Mindanao. Its mountain range extends to Agusan and Misamis Oriental in Northern Mindanao.(www.mountainet.ph/apo.htm}
The photo was taken from the Kapatagan trail in Davao del Sur early in the morning. Kapatagn trail is a challenging route going to the peak because of the boulders and the sulfuric vents along the way.

The previous Kadayawan - the so called Kadayawan brought thousands of tourists and millions of income. It became our main tool in attracting tourists to Davao. It changed the perception of some naive travelers. The old fashioned Kadayawan brought what?
while araw ng dabaw is for contemporary culture, the kadayawan organizing commitee should focus on indigenous culture. dapat di na hahawak ang organizers ng street party/concerts (na magulang lang sa diskural) & street foodfest (na puro BBQ). commercial establishments like MTS, The Venue, Autoshop, Damosa, etc can handle those.

Shelter code okayed after 3-hr debate
By Grace L. Plata
THE ordinance for the Comprehensive Urban Shelter and Services Development Code of Davao City otherwise known as the Shelter Code passed third and final reading after a three-hour debate that took a large block of Tuesday's session time and with much drama during and after the passage.
The debate was sparked by veteran Councilor Victorio Advincula who insisted on hearing the report of the review of the committee on rules, privileges, laws and ordinances on the Shelter Code.
Furthermore, Advincula wanted to put in some corrections as he said the council as a body has the right to approve the recommendations of the committee on rules and to sound off other recommendations.
Advincula wanted some provisions specified such as that of awardees of the local housing program. The Shelter Code states that the awardees should be a registered voter of the city.
But Advincula said the better criteria is that the awardee must be in residence in the city for two years as registering to vote only requires a six-month residence.
"Being a registered voter is not enough to determine that a person seeks to be a productive citizen of the city. The Shelter Code addresses the needs of the locals which as it should be that the awardees are really people of Davao or those who have made manifestation to remain here," Advincula said.
He added that forcing any person to register as a voter is a violation of that person's right to choose not to exercise his right to suffrage.
Advincula also wanted to take out the provision stating the government has the right to take idle property for just compensation for its housing programs. He said there is no need to reiterate it because it is already provided under the law of imminent domain under the constitution.
This was opposed by Councilor Bonifacio Militar who said under the house rules, items under third and final reading must not be debated upon. Instead, the body will only vote on it.
Militar also said the review and the recommendations of the committee on rules is sufficient to conclude that the ordinance does not suffer from any legal infirmities.
A long discussion ensued until presiding officer Jimmy Dureza was forced to move for a recess, which lasted 20 minutes.
After conferring by themselves, Council Floor Leader Emmanuel Galicia Sr. proposed a motion that the Shelter Code be withdrawn from the calendar for third reading and be sent back for second reading discussion to facilitate the amendments and corrections proposed by Advincula -- a proposal Militar loudly objected to.
"Is this withdrawal consistent with our house rules?" Militar asked, adding if the body voted to approve the motion of Galicia, he will leave the session room and will inhibit himself from the proceedings.
As a rejoinder, Councilor Arnolfo Ricardo Cabling, chairman of the committee on housing, rural and urban development, proponent of the Shelter Code, said it will also be unfair to the committees and organizations involved in the crafting of the ordinance to return it for second reading.
The motion lost 13-2 and with another recess thereafter when Councilor Danilo Dayanghirang said the body should put in the corrections unless they want the ordinance to be vetoed by the executive department.
However, the rest of the councilors remained firm in their stand to follow the house rules.
With a little prodding from some councilors, the body resumed session and when Cabling asked whether the vote of 13-2 against the return of the Shelter Code for second reading meant its approval, no one stood up to object. Thus, it was deemed approved by 12:15 p.m. Tuesday, much to the jubilation of the attending urban poor groups who lobbied for the passage since January.
"Nalipay gyud mi hilabi nga sa among paminaw ganina nga dili na pud maaaprubahan (We're happy especially because the mood earlier was that the Shelter Code will not be approved again)," Virginia Bayo, chair of the Kobbler Federation of Neighborhood Associations, convener of the Shelter Code Alliance said tearfully.
"We are vary thankful to Militar because he stood up for the approval because otherwise, this will have to be worked on by the 15th City Council and we will be back to square one," Bayo added.
Cabling said Advincula's comments and suggestions does not substantively change the ordinance but just clears and specifies some points, thus even without it, the ordinance can stand. Cabling is also confident it will not be vetoed by the executive department.
The socialized housing programs under the Shelter Code prioritize families and household belonging to the city's housing backlog.
The Shelter Code also ensures that no land shall be appropriated for relocation purposes unless basic services or facilities such as power and electricity, potable water, sewage system, adequate solid waste disposal system and access to primary roads and transportation facilities are provided.
Sixty days after the publication of the Shelter Code, the local Housing Board, in which government and private sectors are represented, will be constituted. The board will formulate strategies in addressing the city's housing backlog full time.

By Grace L. Plata

Kaohsiung, Chinese Taipei leg champion Yang Ching-Shun is leading the Tour with a total of 90 points while Jakarta, Indonesia leg champion Chang Jung-Lin was in second with 85 points.
Chao Fong Pang, a 6-11 loser to Yang in the Taipei finals, is in third place with 80 points while RP's 2006 World 9-Ball and 2007 World 8-Ball champion Ronato Alcano amassed 70 points for the fourth spot.

My dad just visited me here in CEBU last week. I was asking about the new stuffs in Davao. He also noticed the new condos and u/c highrises here in Cebu. Then he said, the same boom being experienced here in CEBU is the same boom happening in DAVAO.
And he continued, ECONOMIC BOOM is subjective. In some areas of the country, most of the investments are in skyscrapers, buildings, new hotels, new commercial towers, malls...while in Davao, investments are being poured in multibillion plantations, processing plants, multimillion real estate developments, roads and infrastructures, and agriculture.
So wow! Although, the skyline didnt change.......the stats and figures can never go wrong. In due time, our skyline will change too....but for now, im glad that investors are focusing on investment opportunities that would yield bigger outputs as years pass by.

tj_brewed June 13th, 2007, 06:05 AM It's been mentioned sometime ago that our mayor's development plan is as follows -
SECURITY > PEACE > ECONOMIC DEVELOPMENT
He was able to deliver Security and Peace. On this term, with the entry of the younger Duterte, I hope that further Economic Development would follow through.
And I think, we are on the right track. Just this year alone, Davao has the following:
- success of the trade mission to Saudi Arabia
- economic agreements between two new international city partners - Palau and Nanning China
- formation of Taskforce ICT Davao
- reorganization of ICT Davao
- entry of new BPOs in Davao
- emergence of new associations in our IT industry
- new investment codes
- entry of new big projects by giants in the real estate industry that made Davao as their base- Filinvest and StaLucia
- upcoming trade mission to Canada
- entry of new residential condo developments
- expansions and new investments in agriculture
- new hoteliers coming in.
and alot more......

paulkrps June 13th, 2007, 11:14 AM ^^ agree with his dad's observation. we always think that skycrapers are a measurement of success, but it's not. it just shows what kind of directions a city goes. japan have been outsourcing it's manufacturing to cheaper countries and concentrated primarily of trading. or maybe shanghai, or singapore. forgive me if i'm wrong here, davao's area is one reason why a lot has been poured out to plantations or processing plants. a lot of these are allied to whatever's dominant industry in any region. yes virginia, let's try to look at the forest instead of just the tree.

my guests noticed the stores across Victoria Plaza... ang signages nila are in Korean... some w/ english translation... some walang translation.
I also notice sa PAL flight last Sat... I'd say more than half the plane seats were occupied by Japs!
a bro of mine - who works at the airport says... of the more than 10 flights from MNL last week... nearly 1/3 of the volume are Japs & Koreans.

I wish the local government unit or DCIPC can give us updates regarding our partnership with other international cities. I hope there is an info which can easily be accessed with the latest developments in BIMP and our other international sister city agreements.

a bro of mine - who works at the airport says... of the more than 10 flights from MNL last week... nearly 1/3 of the volume are Japs & Koreans.

Shelter Rights and Legislation
The foremost need of a rapidly urbanizing city is decent and secure shelter. Failure to answer this need relegates poor residents to lives of penury and hardship.
Political leaders of Davao City are well aware of this dreary situation. Residents from surrounding rural areas gravitate toward our city due to numerous economic opportunities. Business people and middle income workers are likewise attracted for the same reason.
In a recent survey conducted by a national daily, Davao City was picked by most of its young, and financially stable readers as a preferable place to live in. Leading metropolitan cities in the Luzon , Visayas and Mindanao were not on the list.
This migration by rural dwellers and residents of other highly urbanized cities in the country adds pressure to the provision of housing for these new residents. The housing backlog of Davao City; now placed at more than 250 thousand houses; has increased due to this in migration. Not withstanding the fact that the natural increase of the city population due to births.
Site chosen for housing provision go through a rigorous technical and legislative process. Shelter provision in Davao has become a matter of planning by muddling through. Purposive planning, with meaningful and responsive participation by sectors needing houses the most, and other key players in the housing industry is spotty at best, and a matter of brute force lobbying.
The comprehensive land use plan of Davao identifies certain areas for residential use. Most of these identified areas are either crowded with houses already.
Another obstacle faced by the shelter provision is the cost of acquiring sites for housing. Most of the time, properties zoned as residential are priced high. This makes the residential land affordable only to t he moneyed few.
The vast majority composed of urban poor residents end up in settlement sites considered as danger zones, informal settlers in unused land or in government owned lands. If indeed the settlement site is affordable to the urban poor, most of these sites are too far from much needed services. Transportation cost becomes a burden to the family. Payment for the land and the house are then set aside, to give priority to transportation from their homes to the urban core.
Local legislation, especially the formulation of a comprehensive shelter plan for Davao City needs to be promulgated to meet local shelter needs.
The passage of the Davao Shelter Code is the right step towards the direction of planned and proactive shelter provision. The promulgation of the Implementing Rules and Regulations of the passed Shelter Code will rest on the shoulders of the incoming 15th legislative council. It is therefore imperative for the 15th council to give this task top priority.
The 14th council’s chairperson of the Committee on Housing and Urban and Rural Development, Hon. Arnolfo B. Cabling’s efforts to fast track housing related legislation is laudable. As chairperson of the committee he listened to urban poor shelter groups and gave them meaningful and proactive participation. He also fast tracked committee hearings for the approval of housing projects. If memory and records are right, he is the only chairperson of the said committee who held weekly committee hearings.
Some of his efforts though, were for naught when it came to the legislative council as a whole for legislation. Some councilors have a nasty habit of making themselves suddenly absent every time housing related projects are up for approval by the council.
If they are not absent, they ask a lot of question, repeatedly, creating a perception of delaying such legislation.
This behavior by some councilors has contributed to the ever increasing housing backlog and the proliferation of illegal subdivisions in the city.
This type of behavior should and must be stopped by the 15th council.
Many shelter related projects have sat on the table of the city council for as much as 4 years. Some projects have technical deficiencies. Others are not acted upon by the council. Stories of legislation to approve housing projects in exchange for financial considerations abound. Yet no one is willing to stand up in public to tell the story. This is a natural, self preserving act. The fear of a backlash on the whistle blower from those who are exposed is very real.
Players in the industry would rather pay up. The urban poor would rather resort to illegal subdivisions. Spurious individuals use the snail paced legislation of the members of the council to justify their shady projects.
It is the task of the 15th council to relegate this tale to the past. The question posed upon the members of this august body then is - Are they up to the challenge?
Can the 15th council approve shelter related projects in 4 months or less, from submission for 1st reading to approval on 3rd reading? On the condition that these projects follow all technical and legal requirements; properly perused by technical professionals; as mandated by law.
The urban poor housing sector of Davao City will be closely monitoring how the 15th council will perform regarding shelter issues.

Ei Teej! Yep, Callwell is going slowly but surely. From 10, I have 14 agents now. We started operations in March 26... so it will be 3 months old in June 26. We're currently looking for a larger office space to accommodate growth. We are serving NY and NJ clients as of this time. We are doing Outbound Telemarketing now, but we will be doing an Inbound campaign very soon.
I wonder if the goys here know a warehouse-type building that is available for rent, which must be along a highway with 24-hour public transpo and preferably a Convenience store or resto nearby for the comfort and safety of the agents.
Our "measly" office is currently located above IslaSouth Travel, across SSS Building in Bajada. The travel agency is doing very well, too. Thank God.
Thanks Teej. Musta na mga goys karun?! Dugay2x na pud ko wa kabisiti dinhi.

Golf: Enjoy the moment while it lasts
By Imee Garcia
HERE in Davao, we are blessed with having four golf courses. For the past several years, I have noticed that there are less and less local golfers playing in all the four courses. I do not know what the reason is behind this. It could be because some players have other priorities in mind. They don’t have time to play anymore. They’ve shifted to a different sport.
Another reason could be--that the sport is getting more costly. Another reason could be--that they have more kids to take care of, and more time has to be spent with the family.
We used to have a lot of tournaments scheduled every year. The participants—almost always, there are more than two hundred. Now, we have very much less participants.
I feel bad about the caddies and the umbrella girls. Some do not have any income for the day. Some of them wake up early and wait at the course the whole day, hoping they get their turn to caddy so that they have money to bring back to the family. Many of them go home empty handed.
Luckily, very recently, there has been an influx of Koreans coming to Davao for golf. They’ve been filling up the courses, and thus, giving income to the caddies and umbrella girls. The owners and the management of the courses are happy, or course—more income for everyone.
In the months to come, we are expecting more foreigners to arrive in Davao, mostly Koreans.
Why the sad face? Well, usually, when we decide to play, we don’t need a reservation. No need to call the golf course to reserve for a tee time. We simply walk in, go to the first hole and tee off. If there is a group waiting, we tee off in the back nine. If hole no. 1 and 10 have waiting groups, we jump to hole number 6 (in Lanang’s case) or another hole that’s empty.
We are so spoiled. We can play fivesomes, and we can even play sixsomes. We can use plenty of mulligans in any hole, in any golf course. We can even finish a game in three hours.
But if the trend continues, and we get more and more foreigners coming to Davao for golf, we will not have that privilege anymore. Pretty soon, we might have to reserve a tee time. No more sixsomes. No more best ball sixsomes. No more speedy 3-hour games. No more jumping to empty holes.
So now, my fellow local golfers…. Enjoy the moment while it lasts because maybe, in the months to come, the courses will often be crowded.
DexterTexter June 14th, 2007, 05:37 AM OK kaau na bro! i hope more and more and mooooooooooooooooooooooooooooooooooooooooooooore koreans would come! LOL! Ikaw Teej kay mura man kag koreano ug nawong. Bitaw, daghan na mga singkits sa Davao karun, in addition to the Japs and Chungguos, ug mga cross-breeds. I'm sure mudaghan napud ang mga cross-breeds ani nga Korinoy(?) (korean-pinoy?). Yep, the influx of foreigners to Davao will also spell a boon on local tourism. That's a good thing, in addition to investments that they may pour in while here.
