Hit the deck!
By Jinggoy Salvador

YEA! Something new - a possible new hangout. Nice place to view the sunset, Caf‚ del Mar-ish, a margarita perhaps, and experience it all in the comforts of an airconditioned chamber. There's still the water, blue, yes, but it's a pool- you still get that cooling effect. But that I still have to check out. It was at night when this event happened.

Fashionistas, hor d'ouvres, and cocktails-stylish- music booming while the manequins take to the ramp donned in the city's designer best -- very new world indeed. The ethnic essence seems to be forcedly injected into the night's glamor theme just to be one with the city's festival spirit. It was nice, yes, for a cultural show perhaps.

We are moving up indeed. The city is finally paying respect to its citizens by coming up with a well-thought refuge from the 9 to 5 corporate confines. Be it restaurants, coffee shops or bars, we are witnessing a genesis of the Davao nightlife! Like mushrooms, entrepreneurial young minds have begun sprouting their fabulous establishments within our midst - chic interiors, themed and hoping for these: great service and savory treats. There is a price to pay. Indeed. As long as it is worth everyone's hard-earned peso, then why not dive into the luxury of enjoying life after laboring for hours. We deserve it.

This event called for the stylish to converge. I just hope it will be an everyday thing. It's getting too tiresome of seeing this generation in their most stylish get-up- jeans and t-shirt. The wheel has turned and we are back in the age of opulence. MTV is showing it. FTV is showing it. Watch and learn. The Deck was conceived as the playground for the fashionable.

You don't have to be a copycat of what the fashion glossies print. It's putting up your own personal style and getting away with it. Get that stilletos walking on the concrete strips of the city.

Experiment. Mommy's chunks will work in this era, so does lola's Pucci scarf. Put it all together and voila!

Which leads to this concern of mine - are our designers doing their jobs? Or are you still feeling probinsyana and refuse to learn that Davao's style makers not your custoreros? Sad. I admire those men and women who enter a sylist's shop and just say, "I need something to wear for a party at this club." And come back to fit the dress. Creative freedom rules. These people know how to make you beautiful, let them do their jobs.

And I have yet to see the day that designers turn away those who bring their telas and ask to have this or that dress copied and say. "You don't need a designer, you need a custorera. You don't need me/You're in the wrong shop." Yum. So stylishly bitchy.

You rarely go out because you feel there's no palce to go -- modish bars are opening aplenty. You don't have anything to wear -- designers will make you one. You still don't have anything to wear -- open that closet and get creative. Don't let those Manolo Blahniks, Guccis, and Pradas gather molds, they were made to be stepped on and not put on an altar. Wear them, feel beautiful, be beautiful because you want to be. Dress up and let them look at you -- they're envious because you can and they can't.

Fifty million is a lot of investment to get that Deck chic and fashionable. Wouldn't it be great to feel like you found a fashionable second home in Davao? Hit the Deck!

"DAVAO City is clean, it is peaceful," said AusAID's Minister Counsellor in the Philippines, Titon Mitra.

On top of its peaceful atmosphere, Davao has to explore its great potentials.

Post your comments on the explosion at the Glorietta 2 mall in Makati City.

The area is a prime venue for investments, Mitra said who was in Davao Thursday together with Florante Igtiben, Chief of the Public Investment Staff at the National Economic and Development Authority (Neda) to grace the Re-Entry Action Plan conference of Filipino scholars return to contribute to country’s development.

The whole day Re-Entry Action Plan conference was also attended by respective supervisors of the awardees who participated in the Pledge of Commitment ceremony Thursday where both the awardees and supervisors promised to ensure successful implementation of the re-entry action plans for their institutions.

Twenty-seven Filipino scholars have returned to the Philippines from their one-year postgraduate studies in Australia, and are now ready to implement their re-entry action plans that will contribute to the development agenda of their respective institutions.

"I congratulate the returning scholars and I hope that the training opportunities they have received have equipped them with relevant skills to help their institutions achieve their goals," Mitra said.

"We remain committed to delivering a large development scholarship program in the Philippines, which ranks fourth among the major recipients of Australia's scholarship program in the Asia-Pacific region. The Australian Government recognizes that human resource development within institutions is critical to the achievement of the Philippines' development goals," he said.

Australia is one of the Philippines' top grant aid donors, with over A$100 million (P4 billion) in aid in 2007-2008. Australia’s aid program to the Philippines has grown to be its fourth largest globally, with some A$570 million in grant contributions over the past decade alone.

The 27 Filipino scholars were awarded scholarships administered by the Philippines-Australia Human Resource Development Facility (PAHRDF), a A$ 60 million (approx Php2.3 billion), five-year initiative of the Australian Government through its international aid agency, AusAID aimed at improving the capacity of targeted partner institutions with assistance that may include long-term training and other shorter-term human resource development activities. Another abaca lab to be set up in city
By Joy Romares-Sevilla

ASIDE from the abaca tissue culture laboratory at the City Agriculture Office, another tissue culture laboratory will be set up in Bago Oshiro for the propagation of more disease-free planting materials.

Fiber Industry Development Authority (Fida) is implementing the project.

Post your comments on the explosion at the Glorietta 2 mall in Makati City.

"The laboratory is Fida's own lab. It is funded by the regional office of the Department of Agriculture (DA)," Dr. Olympio Macarayan, Fida regional director, told Sun.Star last week.

"We already have a building in Bago Oshiro, the project cost is only P515,000. We will just transform a portion of the building into a tissue culture lab," he said.

He said Fida targets the completion of the laboratory within this year.

With the project, Macarayan said Fida can produce more disease-free abaca planting materials.

"We will get a sucker from an abaca plant and it will undergo indexing process in our diagnostic lab. Once it will pass, it means it is free from the three identified diseases of abaca. It will be brought to our laboratory where it will be cultured," Macarayan said, adding that Fida can produce 800 to 1,000 planting materials from a sucker.

Earlier, Davao City Councilor Leo Avila said the city allotted P2 million for the renovation of a tissue culture laboratory at the City Agriculture Office.

He also said that the city has partnered with Fida to expand a total of 5,000 hectares of abaca in Davao City.

would you believe in the 70s may taxi na ang davao? and managed by no less than the KING of AMA computer universities and colleges...

excerpts:

As a child, Amable Aguiluz V had always wanted to build his own business empire. His nickname, after all, is "King," a monicker given by his mother, "because I was fond of leading other people," he recalls.

He was not sure what business he would be king of.

Today, Aguiluz, who turned 60 this week, is considered the father of computer education in the Philippines.

He has built a university empire with more than 200 schools and asset of P6 billion and revenue of P4 billion annually.

So at 18, King went into all kinds of businesses, helping his father, the late and original Amable M. Aguiluz 1, a lawyer.

King’s first major enterprise was a two-cab taxi operation in Manila. When his father volunteered to become the auditor of the penal colony in Davao, the family moved to that southern city. There, King organized a taxi fleet of 100 units. The vehicles were sold to him by then-Toyota King, Ricardo Silverio Sr., of Delta Motor Corp. The operation was the biggest in Davao and was run by King in between attending his business administration courses at the University of the Philippines in suburban Quezon City.

King managed it, together with a brother.

After finishing college and getting married, King settled in Davao to run the taxi operation full time, along with logging and a packaging business. In 1972, martial law was declared, dislocating the family businesses.

Legislator says there's P230 million for bridge
By Ben O. Tesiorna

THERE is already a P230-million fund set aside for the reconstruction of the Generoso Bridge 1 in Bankerohan, Davao City, said first district Rep. Prospero C. Nograles.

Nograles was reacting to the sentiment of councilors, following the failure of the regional officers of the Department of Budget and Management and the Department of Public Works and Highways to assure the council three sessions ago that there is fund for the project.

Nograles said President Gloria Macapagal-Arroyo had allotted P230 million for the project. The lawmaker insisted the project is not delayed although not one single reinforcement bar has been moved in since the bridge was demolished in April this year.

Davao City has been repeatedly assured that the bridge will be rebuilt in one year. It's been six months since the bridge collapsed.

"Kaya I am appealing to the Dabawenyos to be patient. It will really take time to process everything under the law," Nograles said.

He said that four bidders have already been pre-qualified for the project and that once the project is awarded to the winning bidder the construction will immediately start.

"I don't know who won but they are ready to start once it is awarded. There is already money for the project," Nograles said.

At the same time, Nograles also appealed to the media not to constantly criticize the Department of Public Works and Highways as the agency is also doing its best to expedite and finish the project by next year.

"Be very thankful and grateful instead of criticizing. The DPWH is doing their best, I am doing my best and let us just help each other na lang," Nograles said.

Mayor Rodrigo R. Duterte had been sniping at the seeming absence of any activity at the bridge project site, prompting the media to pick up on the issue.

Makati blast won't affect BIMP-Eaga events in city
By Joy Romares-Sevilla
The bombing incident in Metro Manila will not affect the investment conference and other events that Davao City will host this week, said Department of Trade and Industry Davao City office director Teolulo T. Pasawa, one of the proponents of the BIMP-Eaga Investment Conference (BIMP-iCon).

In a text message Sunday, Pasawa told Sun.Star Davao that no one from the more than 200 confirmed participants to the two-day BIMP-Icon, which starts Monday at the Marco Polo Davao, backed off.

"Insignificant impact. Investors now recognize the reality that terrorism strikes even to what we then consider as safer places -- London, New York, etc.," Pasawa added.

Pasawa is one of the proponents of the BIMP-iCon, organized by the Bimp-Eaga Business Council (BEBC).

The event will more than just business opportunities for it aims to accelerate and increase the trade, tourism, and investment within the four member countries.

"DTI often conducts investment forums, but it is focused on discussions of business proposals and projects. The Bimp-Eaga Investment Conference will be the first and biggest investment conference which will be participated not only by investors from the Philippines, but also from other countries," Pasawa said.

Pasawa earlier said investors are also starting to realize that Davao City is a safe place.

He said this was the effect of the strategy of the private sector and government in organizing more events in Davao.

Pride Tribe Posse All-Star: Vol. 1 Davao rap posse releases compilation album

AFTER a year of hard work, Davao’s Pride Tribe Posse (PTP) finally released its first compilation album that features the best songs from its members.

The hip-hop posse launched the album, RapBizz — Pride Tribe Posse All-Star: Vol. 1, on October 10 at Matina Town Square, coinciding the 1st anniversary presentation of the city’s biggest group of musicians, the Samahan ng mga Musikero sa Davao (Samadhi). PTP is one of the active member-groups of Samadhi.

The album compiles 12 songs from the hip-hop acts affiliated with PTP. In the final song, We’re The Pride Tribe Posse, all posse members jammed together to hype up their unity. The posse currently has 10 active groups (with 23 members) and two individual acts.

The posse was formed in Davao on July 29, 2006 with Anthony “Ants” Piloton on the helm to unite hip-hop players in Davao in pushing the “Black Sound, Brown Style” music.

Album producer Vinz “Vinzkilla” Manginlaud said all the beats in the album are original.

“I composed most of the beats, and each group made up the rhymes,” said Vinzkilla, a dead-ringer of his idol, Pinoy rap guru Andrew E. He noted that most hip-hop songs produced by local artists only used beats downloaded in the Net.

Vinzkilla said hip-hop sound is identified as music of the black people since it was originated way back in the 70s in Bronx, New York by African Americans. PTP, he said, put some Filipino flavor into their works.

Topics of the PTP songs, he said, range from everyday’s life. “There are some comical, there are some serious tracks,” Vinzkilla said. “But it’s all fun.”

Most of the songs in the compilation album already got radio play, he said.

Vinzkilla’s featured solo work is Hebigat. He also jammed with Khirobinz in Stick 2 One, and with Depekto and the Yuri Clan in the R-rated title Gina, Kool Ka Lang, which actually advises a girl named Gina to calm down in those depressing moments.

Posse head Ants’ Davao Tribe, one of the most senior rap groups in Davao, contributed the satirical Hoy Gitika Ko.

Other tracks include Dirty Down South’s Igat, Prisoneroz’s Dili Ko Gusto’g Gamay, South Rhyme’s Hands Up, Depekto’s Wooow!, Undergound Souljaz’s Sorry Na, Sock Mo!’s Mabuang Ko and Easy To Get by Torillianz featuring Malupit.

NO VIOLENCE

Vinzkilla said the posse’s aim is to help budding rappers in Davao City to expose their talent.

“Hopefully, we envision that each member-group will have their own album in the future,” Vinzkilla said. “Of course, we also want to have commercial play of our songs in the radio and to have more gigs.”

Vinzkilla, a member of the Davao seminal rap group Black-and-White before going solo, said they discourage their members from neither joining any destructive gang nor engaging in drug abuse.

“We’re into hip hop music, not gangsterism,” said Vinzkilla.

He admitted that some of the PTP players are former gang members involved in gang wars.

“But before they (those former gang members) were accepted into PTP, they have to bow out from their affiliation from those harmful street gangs,” Vinzkilla said.

A copy of RapBizz — Pride Tribe Posse All-Star: Vol. 1 is sold at P150. Proceeds will be used in the future projects of PTP, particularly in holding event that will develop the music talents of budding rappers in the city.

To buy a copy of the album or sponsor future gigs of PTP, call/text Vizkilla 639263691003 or email him at vinz1223@yahoo.com.

Duterte had been sniping at the seeming absence of any activity at the bridge project site, prompting the media to pick up on the issue.
a very good development! but strangely surprising for a regional director of the public highways department so naive and innocent about this info. i hope the mayor will issue a public statement on the project status soon

By Ronnel Domingo

MANILA, Philippines--THE BOARD OF INVESTMENTS last week approved the granting of tax breaks and other incentives to P1.3 billion worth of projects related to mass housing, development of a tourism facility and The third project is Sagrex Foods Inc.'s P118.84-million venture which involves the manufacturing of frozen banana fries and microwaveable frozen banana.

Also an all-Filipino firm, Sagrex Foods will export its entire output from the facility in Davao City, which would be able to produce a total of 5,120 metric tons yearly.

Considered nontraditional food products, the banana snacks would be shipped to the Middle East, United States, South Korea and Europe.

The BOI granted this project pioneer status as it would be using the Cardava banana variety, which has never been processed and exported in frozen form.

Pioneer status affords the company a tax holiday of up to six years--two years more than nonpioneer projects--as well as duty-free importation of capital goods and other fiscal and nonfiscal incentives.

Best practices, success stories among BIMP-EAGA's untold secrets
by Prix D Banzon

Davao City (23 October) -- For over a decade of cooperation among the four countries of BIMP-EAGA region there are already several successes that had happened yet several sectors would want to know what these best practices are. Mindanao Business Council chair Vicente Lao who is also active in trading within the EAGA region disclosed in a press conference on Monday at the Marco Polo Hotel after the opening of the BIMP EAGA Investment Conference he said that these successes are happening only that they are not publicized. "Because the business sector do it silently which brought positive results in the course of cooperating with each other," he said.

Earlier Mindanao business leader Joji Ilagan Bian said there has to have an account on the successful models of the cooperating countries and key players could perhaps put out a study on the strengths and weaknesses and find ways to improve mechanism so that movement and trading could proceed. Lao without detailing the successes however said the players had realized that trading among the four countries is not an advantage. He said there is now a realization that efforts must be towards consolidation where the BIMP EAGA countries are moving to the new direction in trading to the world. He said the four countries help out with their weaknesses and with networking and convergence they could bring their product to the international market.

But Engr. Merly Cruz, assistant secretary of the Department of Trade and Industry (DTI) said intra-trade is not totally eliminated among the member countries because consolidating is also trading among each other. And consolidation could also be done virtually and it could happen even without the infrastructure. She said through consolidation it is also knowing what product is abundant and how big the volume for them to supply the global market. "Consolidation could also be done virtually and it could happen even without the infrastructure although there is a requirement to consolidate physically because there are products to move and traffic to serve," she stressed. The BIMP EAGA Investment Conference (iCon) is one mechanism that would allow key players bring out issues that will be elevated to the Senior Officials meeting.

Cruz said the holding of the iCon will signal the way and the process as well as the content on what BIMP EAGA will be doing regularly. She said this will expand the consultation process to all stakeholders as well as put in new strategies and cooperation such as the convergence of the academe as well as research intervention. "We wanted new ideas as well as encourage other sectors to participate in order for the BIMP EAGA region to go ahead," she said. Cruz said with the assistance of donor countries through support and technical assistance there are some successful models that became their guide even as she said that their exposure to the successes of other cooperation like in the EU allowed them to put in innovation as well as new directions.

Bernado Vega, representing Indonesia who is also the deputy chair of the BIMP EAGA Business Council said their participation to the Icon is for them to find ways and "quick wins" that would revive trade and raise initiatives or agreements to the level of trading. He also said that several government officials are joining the conference among the local government units in Koronadal, South Cotabato to also find out what could be done on the existing agreement in the Philippine EAGA as there were several sister agreements already made among the sub regions. He said their local government units are interested to revive the efforts of the LGUs and the business sector. (PIA XI) [top]

Eaga officials' meet off to easy start
By Carlo P. Mallo

THE weeklong activities of the 15th Senior Officials Meeting of the Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-Eaga) kicked off to a good start.

Organizers of the event reported an overwhelming participation in its first activity, the 1st BIMP EAGA Investment Conference.

In a press conference Monday, Assistant Trade Secretary Merly Cruz said this year's convergence is very significant.

"This year's convergence will signal what BIMP-Eaga should do," Cruz said, adding there is a need for BIMP-Eaga to expand its consultation process and involve all stakeholders on how to make the most of this sub-economic grouping.

Businessman Antonio Santos, chair of the BIMP-Eaga Business Council, said the private sector is very optimistic about the outcome of this gathering. "All four countries have an overwhelming participation in this years event," Santos said.

Juril Sudin, the representative of the BIMP-Eaga Business Council in Malaysia, said with the active participation of the member countries this year, it is an appropriate time for the sub-region to converge and discuss opportunities.

BIMP-iCon opens; Cruz cites impact on Davao econ
By Joy Romares-Sevilla

THE Philippine senior official for BIMP-Eaga Monday said the staging in Davao City of the two-day BIMP-Eaga Investment Conference (BIMP-iCon), which opened at the Marco Polo Davao Monday, has immediate impact on Davao City.

"We can say that this event will improve the economy of Davao, but this is not our main objective here. Our focus is how to increase trade, investment and tourism not only here, but also in other member countries," Merly M. Cruz, Philippine senior official for BIMP-Eaga and Department of Trade and Industry (DTI) assistant secretary, said in Monday's press conference.

Post your comments on the explosion at the Glorietta 2 mall in Makati City.

Cruz said consumers too will benefit from the conduct of the event, adding that agreements are expected to be inked among investors within the sub-region. This will improve the depressed areas in Mindanao and Indonesia, she added.

"We should also be able to appreciate what things are going on outside Mindanao. We can look at projects which are business-driven," she said.

Cruz said that during the conference, they will prepare another channel that will enable them prepare a "menu of projects" which Mindanao can offer to its development partners.

She said it is necessary for Mindanao to strive hard in order to put in the necessary connectivity because there are products that are to be moved outside the island.

"We really have to look at outside market. Our market should be expanded worldwide. We have to install the right connectivity, build infrastructures, and do a lot of intra trading to make sure that our consolidated strength will be significant in the world market," Cruz said.

Asean exec hails BIMP-Eaga strategy to combat poverty
By Joy Romares-Sevilla

A TOP official of the Association of Southeast Asian Nations (Asean) Monday expressed optimism that the biggest investment conference of the year, which Davao City is hosting, will deliver productive results for BIMP-Eaga participants.

Dr. Soeung Rathchavy, Asean deputy secretary-general, in her speech at the opening of the BIMP-Eaga Investment Conference (BIMP-iCon) at Marco Polo Hotel Davao, said Asean applauds the sub-region's strategy to eradicate poverty by expanding trade, tourism, and investments within its member-countries -- the Brunei Darrusalam, Indonesia, Malaysia, and the Philippines.

"We believe that by focusing on the mobility of goods and people, on rationalizing the development of infrastructure, and on harnessing the vast resources with proper management of eco-systems, the BIMP-Eaga roadmap is grounded in realistic goals," Rathchavy said.

Rathchavy added that the Asean secretariat and the BIMP-Eaga officials have already conducted consultations involving several stakeholders and donors.

She said the Asean secretariat has shared its operational experiences to assist the BIMP-Eaga Facilitation Center and to enhance its cooperation framework.

In a press conference Monday, Rathchavy said Asean is helping the promotion of cooperation in the BIMP-Eaga, providing technical assistance and funding support.

"Asean Secretariat is helping with the management arrangements for Australia's East Asean Initiative (EAI), which has a budgetary allocation of 2.7 million Australian dollars," she said.

The initiative's goal is to promote growth and security and to identify long-term opportunities to address growth and security constraints, focusing particularly on the Southern Philippines and Eastern Indonesia.

Resource projects dominate EAGA biz matching
Written by Walter I. Balane / MindaNews

Tuesday, 23 October 2007 09 50 31
DAVAO CITY (MindaNews/22 Oct) -- Business interests mainly on biodiesel, palm oil plantations, and mining dominate projects eyed for business matching at the first ever BIMP-East ASEAN Growth Area investment conference here.

About 28 of the 39 projects were clustered under the natural resource development sector, according to a list provided by the conference secretariat to reporters.

Only 11 were classified under tourism development, transport, infrastructure and communication. Four of the projects are into mining, including another mining project in Zamboanga Sibugay, two in Compostela Valley under the Philippine Mining Development Corporation, and another one on coal in West Kalimantan in Indonesia.

The rest of the projects include jathropa plantations, banana chips processing, coco coir processing, abaca processing, palm oil plantations, and food projects.

One of the projects involved cattle fattening between Australia and Mindanao.

Among the business projects in the tourism development cluster are the Madgao River Eco-Tourism Adventure destination and the development of the Compostela Valley Eco-tourism Corridor.

Cargo vessels to service Indonesia and Southern Mindanao, proposed by the Indonesia-based PT San Miguel Purefoods, is also among seven projects in the transport, infrastructure and communication cluster.

Thirty-four of the 39 projects are located in Mindanao, with 25 in Southeastern Mindanao region. Only four are located abroad, three in Indonesia and one in Malaysia.

One-to-one business matching sessions are among the highlights of the first ever investment forum organized by the BIMP-EAGA Business Council (BEBC).

It is organized along with generation of investment proposals, project ideas for technical assistance, and investment exhibits.

Among the proposals up for technical assistance include the establishment of an integrated rubber processing zone or rubber city proposed by the University of Southern Mindanao in Kabacan, North Cotabato and the proposed Mindanao Virtual Science and Technology Park eyed in Davao City.

Four thematic areas were slated in the conference, including SME Development and Local Growth Areas Competitiveness.

The Mindanao Economic Development Council (MEDCo) announced that participants who confirmed to the conference exceeded organizers' expectation and also drew investors from countries outside of BIMP.

MEDCo officials told reporters in a briefing on Saturday that around 400 participants confirmed attendance to the two-day event, including from Saudi Arabia, Australia, Japan, Korea, and China.

The conference is among the events in the sidelines of the BIMP Senior Officials and Ministers' Meeting on October 24 to 26.

Mindanao is expected to reap from the conference, said Gil Dureza, officer in charge of the Board of Investments Southern Mindanao office. He told reporters in the sidelines the sub-regional group has to shape up as it plays catch-up with investment hub China.

China owns up about 90 percent of the investment inflow to Asia, with the remaining 10 percent being shared by other countries, including those in the BIMP, Dureza said.

Dureza told MindaNews BIMP-EAGA should attract part of China's market by its "almost harmonized" investment incentives. He cited tax holidays and allowances as among crucial incentives that member countries tender to investors.

Organizers dubbed the conference as a step to "sharing one vision for development."

Why Agdao should be called ‘Bagdao’

http://img520.imageshack.us/img520/7863/ukayec4.jpg (http://imageshack.us)

At the Agdao public market, the sea of ukay-ukay can be a thrilling and overwhelming sight. Here, the bags are worth all the trouble. But wait — even the “trouble” part in ukay-ukay shopping is gone because the stalls have been organized and friendly vendors are willing to help in your bargain hunting.

By Angely Chi
Davao Today

DAVAO CITY, Philippines — Buying a new bag is as much a task as buying a new pair of shoes or a new dress. You don’t just pull any bag off the rack; you have to find the right one.

For me, the right bag to find a few days before the opening of classes is a small backpack with an appealing design, a space large enough to accommodate reading materials and a binder, several pockets, a body that does not strain from weight, and a price that would not strain my budget.

I began my search at the city’s malls and department stores in Uyanguren but found none that would meet my requirements. There were some I liked because of their look and functionality but the prices were least appealing to a student like me. The cheaper ones, on the other hand, had dull designs while some were poorly made.

So where else do you go to when you can’t find what you want in the usual shops and malls?

The answer came to me from a memory of a recent trip the Agdao public market with artist friends. After having dinner at the market’s barbecue stalls, my friends went to the nearby ukay-ukay stalls a few steps away and began looking at the wares. Most of the stalls had packed up while some stayed open to accommodate late-night shoppers.

(Literally, the Visayan verb ukay means to dig through a heap of stuff, or to mix. Ukay-ukay are used clothing or apparel being sold in the sidewalks or in flea markets. There’s one thing that is almost entirely certain in this ukay-ukay phenomenon — most of them are originals. This does not only mean psychological comfort for the buyer but a guarantee of the top quality of the materials. Ukay-ukays are usually from rich countries — said to have been donated as relief goods that, for some reason, found their way to poor countries like the Philippines.)

My friend Anna was looking at bags hanging from the racks of one stall when she gleefully exclaimed, “This is so nice! God, I like this so bad.”

BIMP iCon tackles EAGA’s new direction
By janice on Oct 23, 2007 in News

DAVAO CITY — Different stakeholders of the BIMP-EAGA Business Council are now discussing possible ways to forward the BIMP-EAGA Development Roadmap of 2006-2010 with the start of the BIMP iCon opened in this city yesterday.

More than 300 participants from the four member countries joined the said conference which was aimed to focus on five thematic areas which include transportation, infrastructure, and communication; tourism; natural resources development; and SME development.

The BIMP-EAGA is now shifting priorities after realizing that inter-trading within the four countries is not bringing much development within the cluster due to the similarities of products and services found the member-countries.

Mindanao Business Council Chairperson Vicente Lao said, “BIMP is now positioning itself as BIMP against the world which means that member countries of the EAGA will be helping each other to trade products with the other countries like China, Australia, and the like.”

The business leaders observed that consolidation of products and services within the EAGA region is the way to go.

“We may not totally eliminate trading within the region but we will try to focus now on how members could help each other to be able to trade with non-members,” he said.

He stressed that growth is minimal when there is competition between countries that offer the same products. However, with the plan of consolidation the four countries will be working on one another’s strengths and weakness instead to meet the demand of trading of other countries.

Philippine Senior Official for BIMP-EAGA Merly Cruz said that consolidation may be easily imagined but requires a lot of preparation for it to be finally pushed.

“Though it would be easy since consolidation may be done virtually but we still need to work with the other EAGA countries, strengthen our convergence so that our consolidated force would be strength in the global market,” she said.

Lao announced the launching of Business Development Unit to be established in each member-country early next year. The said office will handle and take charge of developing product line and meet up with other countries to meet the production demand and other requirements.

The BIMP iCon would also discuss proposals in addressing the gaps in each member country. Participants also have the chance of matching their products with other participants through the business matching sessions. Business institutions and organizations also get to exhibit their product line and services to seek for potential partners. (PIA XI) By Mai Gevera

Swiss Deli, Café Prego & Picobello
Posted by Blogie on October 13th, 2007

What do these three have in common: Swiss Deli, Café Prego, Picobello Ristorante Italiano?

Well, aside from being excellent F&B establishments in Davao, they are all owned by Signor e Signora Venuti and their partners. And, they’re now sponsors of the 1st Mindanao Bloggers Summit!

Swiss Deli is a restaurant in Lanang, and they make their own sausages, cold cuts and pastries. Recently, they’ve added a new wing, which also has a wine cellar with an enviable selection of wines and spirits. Café Prego is in Gaisano South Citimall in downtown Davao. It’s a nice little coffee shop with good coffee and good company. Picobello Ristorante Italiano, also in Gaisano South, offers some of the best pizzas you can find in the city. Afternoons you can buy one and get another pizza for free!

These three places don’t have their own website yet, so I’m going to make them one. And since they’d like their site to be one that can immediately display their offerings and events, I’ve offered to create a blog for them, using WordPress. More on that later!

Romano & Rochelle, grazie molto! Danke schön!

I stayed in Microtel last weekend. It's ok, nice location since right besides D gateway so lagi may happening and kainan, although far from town center. Mahal siya though for what you get. They gave me an "intro" rate of php 2000 and upgraded me to a "suite" which looks like a home studio. Ok naman but considering that marco polo also offered the same rate at airport means better hotel, better location at same price. The Microtel room is nice but not really spectacular, it's got good basics but in the end still a just a good standard US style Motel room.

5 days to go!

It’s less than a week to go before the 1st Mindanao Bloggers Summit!! We’re all excited already, and a bit nervous…

One gimmick we’re thinking of doing is to have a number of bloggers introduce their blogs on stage during the break between talks. There will be about 4 spots for this. The organizers will do a random selection of which bloggers get to present. On the day itself, during the Summit, these chosen bloggers will be called upon by Migs, our emcee.

This is a good way to get your blogs noticed! So if I were you, I’d prepare a brief presentation, just in case. We’ll have a projector and Internet over there, so no need to make slides. You’ll be given two minutes to present your blog. If you do it right, that’s just enough time to get your message across.

See you in Davao!!!

Japan Economic Pact To Open Opportunities For Philippine Bananas

MANILA, Oct 11 Asia Pulse - Other varieties of bananas from the Philippines, such as senorita, latundan and lakatan, will now be more accessible to Japanese consumers once the controversial Japanese-Philippines Economic Partnership Agreement (JPEPA) is ratified.

Trade Senior Undersecretary Thomas G. Aquino said that with the approval of the JPEPA, other varieties of fresh bananas such as seniorita, latundan and lakatan will now find their way onto the tables of Japanese consumers. ADVERTISEMENT

In 2006, Japan was the Philippines' top export destination for fresh Cavendish bananas, amounting to US$168.87 million and accounting for 42 per cent share.

Senior Undersecretary Aquino expressed that small farmers will greatly benefit with the opening of the Japanese market since 80 per cent to 90 per cent of the land areas planted to seniorita, lakatan, latundan and bungulan bananas are cultivated by small farmers.

Seniorita, latundan and lakatan are basically sold in the domestic market.

The bulk of banana plantations can be found in some parts of Luzon and in Mindanao, such as Davao del Norte, Compostela Valley, Davao del Sur, North Cotabato, Lanao del Norte, Misamis Oriental, Mindoro Oriental and Quezon.

According to the Department of Agriculture, the total production of bananas in the Philippines in 2006 was 6.79 million metric tons.

This could accommodate the expansion necessary for the export of seniorita, latundan and lakatan to the Japanese market.

With the implementation of JPEPA, Japan will provide better market access for Philippine products in terms of increased tariff rate quotas (TRQs) and zero tariff rates.

Aquino explained that increased tariff rate quotas will be achieved for agricultural products such as pineapples and bananas.

However, significant export promotion groundwork should be done so that the Philippines could maximize benefits from JPEPA, specifically for agricultural products.

The Department of Trade and Industry will support the implementation of JPEPA with intensification of trade and investment promotions.

Resource projects dominate EAGA biz matching

DAVAO CITY (MindaNews/22 Oct) -- Business interests mainly on biodiesel, palm oil plantations, and mining dominate projects eyed for business matching at the first ever BIMP-East ASEAN Growth Area investment conference here.

Enchanting Malagos Garden
By Jojie Alcantara
Witerary

MALAGOS Garden Resort, a rich garden landscape of 12 hectares, is nestled atop a cool mountainside that also houses the Philippine Eagle Center.

Certified by the Audubon Cooperative Sanctuary Program for Business and Properties of Audubon International, a worldwide environmental organization based in the USA, it is an accredited wildlife farm, which originally started as a sanctuary for endangered Philippine orchid species, particularly the popular vanda Sanderiana, or our native waling-waling.

Post your comments on the explosion at the Glorietta 2 mall in Makati City.

Today, Malagos has grown to embrace not only a vast walingwaling forest, but it also hosts a butterfly sanctuary, indigenous species like birds and other wildlife (some are rescued and rehabilitated), fruit trees and native ornamental plants.

It also provides tourists with various cottages nestled among tall pines overlooking a lush landscape of flora and fauna.

For art enthusiasts, one can marvel at the intriguing art sculptures of national artist Napoleon Abueva in the gardens. Children are treated to a huge park and playground, or a fantastic production of Malagos' Interactive Bird Show.

Trained by Dr. Bo Puentespina, the various bird species amaze the crowd with their intelligent skills, particularly that of a parrot dunking a ball in a ring.

Less than an hour's drive from downtown Davao (more than 30 kilometers), Malagos offers comfortable amenities fit for a family's vacation where art and nature provides the best form of relaxation.

The resort, with full amenities like a restaurant, poolside and function rooms, is prominently one of Davao's top tourist landmarks, and a must see for orchid and flower enthusiasts.

Owned by the Puentespinas, this mountain garden is a breathtaking sight of orchid plantations and other bloom varieties coming from the family's orchid laboratory. The matriarch, Charito Puentespina, was fondly nicknamed "The Orchid Lady" for having successfully cultured the walingwaling in the 80s, and pushed Davao in the limelight with her spectacular floral exhibits.

Entrance for adults cost P100, and P75 for kids. Malagos Resort is located in Baguio District, Calinan, Davao City. For more information, call (+63 82) 221 1545 or email sales@malagos.com. Visit their website at www.malagos.com.

CICT exec bares programs, principles for ICT dev't
By Joy Romares-Sevilla

SECRETARY Ray Anthony Roxas-Chua, chair of the Commission on Information and Communication Technology (CICT), bared Tuesday strategic programs and guiding principles for the development of the Philippine ICT industry at the opening of the 6th Mindanao ICT Congress at the NCCC Mall of Davao.

"We will continue to undertake the strategic programs within the next coming years and we will continue to work with the government to ensure that the policies are in line with the interaction arrangements," Chua said Tuesday.

The strategic programs for ICT development include ensuring universal access to ICT and the development of human capital for sustainable human development.

Chua said to ensure the universal access to ICT, CICT will focus on three aspects: the community e-Center Program; low-cost computing; and the last mile initiative, which needs the participation of the government.

He said the community e-center program will introduce access to computer and other communication facilities to schools, while free open software will be provided for the low-cost computing.

Chua, in his presentation, bared seven guiding principles that CICT has prepared for Philippine ICT development.

These are the realization of the goal of a people-centered and development-oriented information society; the realization of the government's primary role in ICT development is to provide as enabling policy legal and regulatory environment; and the recognition that ICT is a tool for human and sustainable development.

"There is a need to realize that good governance should be there at all levels. Government should have a supportive and transparent policy and regulatory framework," Chua said.

He said to recognize ICT as a tool for human and sustainable development, CICT needs to ensure the propagation and widespread use of ICT in all aspects of the Filipinos' life.

"The plans and programs to use ICT for development purposes should also be accessible, available, secure, accountable, and sustainable," he expressed.

Other guiding principles include the commitment to "multi-stakeholders approach" to ICT for development; promote the development of digital contact that is meaningful to Filipinos; create a safe, trustworthy online environment for all Filipinos; and strengthen the government institutional arrangements for the facilitation of ICT development.

Cat Shelter in Davao City
By Bob on Oct 24, 2007 in Feature, Life in Mindanao

About a week or two ago, somebody left a comment here on the blog, the commenter’s name was “Venus.” Venus said in her comment that she is operating a cat shelter to rescue homeless cats here in Davao City. My kids are really into animals, and I figured that they would enjoy making a visit to the cat shelter, so this past weekend, I took them to check it out.

Venus was so hospitable and showed us all of the various cats. Each and every cat had a story about it’s rescue, and it was very interesting to hear about each and every one! Many of the cats have health problems (blindness is one of the worst, due to poor conditions for the cat when it was homeless), but Venus goes out of her way to bring the cats back to health as best she can.

Believe it or not, Venus has even flown cats back to Davao after finding them homeless in Cebu and Manila! Now, that is dedication!

We really had a wonderful time visiting the shelter, and we will be back to volunteer some time to socialize with the cats, and help with the work of caring for them. Perhaps you would like to help out Venus with this too? I will tell you, she does all of this just as a private individual, and I believe that all of the funds for the shelter come from her own pocket! If you would like to visit the shelter, it is located in Green Meadows, Mintal, Davao City. You can contact Venus at 0920-920-9784.

You can also see some photos from the shelter in our Mindanao Photo Gallery.

ICT Week
October 24th, 2007 — Peter
It’s a busy ICT Week in Davao City.

The 6th Mindanao ICT Conference opened yesterday at the NCCC Mall. I’m joining one track today as panelist on new media and information exchange.

The week started last Sunday with the e-lympic internet games at SM Mall hosted by the Internet Cafe Association of Davao. It would end on Saturday with the 1st Mindanao Bloggers Summit.

The week-long activities also include the 1st BIMP-EAGA ICT Conference which coincides with the Senior Ministers Conference of this ASEAN sub-region comprising Brunei, Indonesia, Malaysia and the Philippines.

Also in town are trade delegations from Darwin, Australia and Taiwan, who are likewise participating at the Davao Trade Expo (DATE 2007), the city’s biggest trade exhibit.

Kudos to the organizers led by ICT Davao Inc. and the Davao City Chamber of Commerce and Industry. Last year, I led the Davao City delegation at the 5th Mindanao ICT Conference at Cagayan de Oro to bid in hosting this year’s event.

Creation of ICT dep’t pushed
By Carmelito Q. Francisco

THE Davao City Chamber of Commerce and Industry has joined the call for the creation of the Department of Information and Communications Technology that will map out plans for the industry.

Andre Fournier, trustee of the chamber of commerce, yesterday said the department is important in promoting the country as investment area for the industry, adding that this will be one of the resolutions that will be submitted to the national government.

“That is our biggest problem. We do not have a department whose sole attention is to give focus to the industry,” said Fournier after Commissioner Ray Anthony Roxas-Chua called on the business sector in the city to support the proposal.

In his speech during the opening of the Mindanao Information and Communications Technology at the New City Commercial Center Mall, Roxas said the department is very important in drafting a plan for the industry.

“(I)ndustry-related institutions must be transformed into a focused, `lean and mean,’ effective organization,” said Roxas in his presentation, pointing out that this can be achieved if the present commission can be turned into a department.

“We really need the department,” said Fournier as he called on the legislative department to pass immediately a law that will create the department.

Fournier said at present, the commission does not have enough authority in pushing for the development of the industry.

He said a big body, like the department, is necessary in drafting a program for the industry, focusing on its authority to craft incentives for the possible investors. “Right now, investors run to the different agencies like the Philippine Economic Zone Authority, the Board of Investments just so they could obtain incentives. We need a single body that will have the authority to focus on issues concerning the industry,” he said.

Just last week, Joji Ilagan-Bian, president of the JIB e-Academy, said locators want to have a body that to run to so they can obtain incentives.

Bian pointed out the need for more investments in the creation of Philippine Economic Zone Authority-accredited zones where industry investments can be put up, like the one established by the Damosa Land Inc.

Bian said this is very important in luring investors to pour in their capital, because these companies wanted to have better incentive packages so they can reduce their operational expenses at the same time increase their profitability.

“This will also reduce the risks they are facing when the start their businesses,” she told BusinessWorld, taking note that some key investors have not considered Davao City in particular as investment area even when it has everything necessary for industry investments.

Malaysian, Davao companies to go into joint venture for jathropa plantation
Walter I. Balane / MindaNews
Wednesday, 24 October 2007 10:33

DAVAO CITY (MindaNews/23 Oct) -- A Malaysian and a Davao-based company are set to enter into a multimillion joint venture agreement to produce biodiesel fuel from jathropa (tuba-tuba), an official of the local firm said in the sidelines of the BIMP-East ASEAN Growth Area investment forum Tuesday. Antonio Vergara, president of the Davao City Multi-Culture Development Corporation, said they have scheduled agreement signing in December and would proceed with planting operations in January 2008. He said the state-owned Palm Oil Industrial Cluster (POIC) Sabah Sdn Bhd would take charge of providing equipment and financing while the local firm on plantation expertise in the 60-40 ownership joint venture. Vergara, a former city councilor, said they have an initial capitalization of P35 million for a 1,000-hectare plantation.

He said the joint venture would plant jathropa to an area covering at least 60,000 hectares in the Marilog and Paquibato districts in upland Davao City. Vergara, in the business matching meeting with Rose Pun, the Malaysian firm's representative for sales, said they are targetting at least 269,000 hectares of plantations in the Southeastern Mindanao region. He said if the Malaysian firm could put up the refinery complex to process jathropa biodiesel fuel, they will initially produce 160,000 liters per hectare per year.He said a feasibility study on the proposed Marilog and Paquibato plantations showed they could provide employment to two to three local residents per hectare to tend to the plantation, or at least 120,000 people. He said, however, he could not reveal more details of the project.

The plantation would be located at the 1,000-hectare (IFMA) Industrial Forest Management Agreement area in Malicongcong, Paquibato district. Vergara vouched for jathropa as a forest tree, which he said could be used in the government-led reforestation projects. He denied reports about jathropa's alleged questionable biodiesel quality, citing extracts from some varieties produce only 15 percent oil. He said they are using a native jathropa variety called "hanga" which has been found to be a "good source" of oil. He said many Mindanawons still laugh at the idea of jathropa as a source of biodiesel and as a viable business. But he said with the meeting it is clear how fuel firms consider the potentials of jathropa.Vergara said pre-blended jathropa biodiesel could sell at P30 per liter in the market, which he said should help bring down the cost of transportation by providing an alternative fuel.

He said they are already making money with jathropa seedlings by selling to the Southern Philippines Development Authority (SPDA) and other smaller outfits who are going into the jathropa business. He said they are not selling to the Philippine National Oil Company (PNOC) because it is allegedly buying jathropa seeds at a lower price, P3.50 per kilo. He said it is usually P5.He said they would consolidate smaller suppliers in the region to get the right volume of supply. Vergara said he also met with representatives from the United Kingdom-based MCC Capital Projects Limited, which was introduced later by the Mindanao Business Council as an alternative source of funds for local projects. He said he expected fast growth for the industry in the coming years. It takes six to eight months from planting, to harvest jathropa seeds for processing.

The Philippine Biodiesel Act was enacted into law to help cut down dependence on fossil-fuel sourced fuel. Along with coco biodiesel and ethanol, jathropa is among the biodiesel sources already picking up among farmers and businessmen.

HIGH VALUE CROPS OF MINDANAO PHILIPPINES' TOP EXPORT PRODUCTS

DAVAO CITY, Oct 23 Asia Pulse - Mindanao supplies the country's top dollar-earning exports, the Department of Agriculture (DA) said. The DA disclosed that high-value crops such as coconuts and pineapples emerged as the country's top agricultural export products, which grew by P14.8 million (US$336,892) or 1.23 per cent during the first seven months of 2007.DA Undersecretary Berna Romulo-Puyat, who was here last week, revealed that for coconut products, the top performers in terms of growth were desiccated coconut, which grew by 15.2 per cent, and copra meal/cake, by 44.5 per cent. For pineapple products, canned pineapple grew by 29.86 per cent; pineapple juice, by 75.8 per cent; and pineapple concentrates, by 16.14 per cent.

For fisheries exports, the top gainer was tuna, which grew by 42 per cent.A DA report said seaweeds and carageenan showed an increased of 68.2 per cent.On the other hand, the export of abaca fibers increased by 18.36 per cent, while unmanufactured tobacco exports increased by 36 per cent, she added."The export growth figure should be even higher if included are export products that are under the DA but not included by NSO [National Statistics Office] as agro-based products, such as meat exports, which include pork, poultry and beef and dairy products," Puyat said."In fact, for the first half of the year, meat exports rose by as much as 221.33 per cent and dairy products increased by 35.94 per cent," she said.To sustain the growth of other export winners such as bananas and mangos, Puyat said the DA is undertaking a series of intervention measures to meet supply demands for these products.

To meet the export demand for fresh bananas, the undersecretary said the DA office for High Value Commodity Crops (HVCC) is eyeing increased saba production in Cagayan Valley; the Cavite-Batangas-Laguna-Rizal-Quezon growth corridor; the MIMAROPA provinces of Oriental and Occidental Mindoro, Marinduque, Romblon and Palawan; and Western Visayas.Puyat said the DA will also provide tissue-culture planting materials to banana growers to help increase production.Tissue-cultured plant laboratories in Calabarzon, MIMAROPA, Bicol and Eastern Visayas will also be rehabilitated through funding from the Agricultural Competitiveness Enhancement Fund (ACEF), while raising cardaba production will be pursued through the provision of 2,000 hectares for planting in Samal Island as well as the expansion of plantations in Mindanao, she said.

To improve the quality of mango exports, she said the DA is promoting the practice of bagging this tropical fruit product to prevent diseases; and the use of plastic crates instead of bayongs or kaings to reduce postharvest losses arising from bruises and compaction. She noted that bagging has been shown to increase the proportion of exportable mangos by as much as 90 per cent.Subsidies for bagging materials in Luzon, where the practice is not widely utilized, are used to promote the practice.

Direct international bonds, new funding source for LGUs? (http://www.mindanews.com/index.php?option=com_content&task=view&id=3115&Itemid=50)
Walter I. Balane / MindaNews
Wednesday, 24 October 2007 10:34

DAVAO CITY (MindaNews/23 Oct) – Local governments need not worry about where to source funding for income-generating projects, an official of the Mindanao Business Council said in a press conference marking the end of the two-day BIMP-East ASEAN Growth Area (BIMP-EAGA) investment conference Tuesday. Vicente Lao, MinBC chair, announced an emerging scheme how local government units, who play a crucial role in helping improve the business climate, could access funds.

"You will be surprised how international financing works and what available sources of funds local government could access," he said.

Lao was referring to the floating of municipal bonds to international financing organizations, which he said is now available to LGUs without jeopardizing their internal revenue allotment (IRA).

He cited the United Kingdom-based MCC Capital Projects Ltd., which is one of international finance organizations present at the first ever private-sector led investment conference in the EAGA sub-regional grouping.

The business leader said LGUs need not be at the mercy of the national government in accessing funds coursed by Official Development Aid (ODA). He said ODA funds are accessed by government to government.

"LGUs could now go directly to the funding source," he said.

He clarified that international finance outfits could provide hassle-free funding but only to LGUs who provide a viable or feasible project.

Lao describe the scheme as preparing projects that would "pay for itself" , which sometimes does not require money from the LGUs to bankroll.

He said international finance institutions could directly extend financing to projects.

He said LGUs, who are called by the Local Government Code of 1991 to perform as corporations, should go to business to supplement its IRA.

He said the IRA is very limiting and that LGUs should create projects that generate income for the local coffers.

Lao vowed MinBC would provide technical assistance to LGUs in accessing the financial scheme.

Lao was jubilant in talking to reporters at the press conference Tuesday in what he said as "very exciting two days" for the investment conference at The Marco Polo.

He cited the role of the academe for opening up to the business sector, which helped turn the pioneering event successful.

He said 45 project proposals were pushed in business matching and another 21 projects for technical assistance.

He said the proposals would be endorsed to the BIMP-EAGA Senior Officials Meeting and the Ministers Meeting this week.

Lao said it is still mining that became "star" of the investment conference with a lot of queries on the island's mineral resources.

Peace Process Adviser Jesus Dureza, who is the Signing Minister for the Philippines in the BIMP-EAGA, described the conference as a "new surge in BIMP-EAGA fueled by the private sector."

He said the proposals need to go through the higher level meetings as there are those who need government interventions.

The Second BIMP-EAGA Chief Ministers, Governors, and Heads of Local Government Forum is currently being held in Koronadal, South Cotabato where greater LGU role in development in the sub-regional grouping is sought.

The Mindanao business agenda (http://www.mindanaotimes.com.ph/story.php?id=18353)
By Ms. Joji Ilagan Bian

THE business sector is one of the main components in the development of an area considering its gargantuan role of providing capital and human resources.

In Mindanao, most often than not, the business sector is a key partner of government in providing policy directions in order to achieve not just peace but also economic stability which people of Mindanao have been dreaming about.

During the 16th Mindanao Business Conference, the business sector and the chambers of commerce submitted to the Philippine Chamber of Commerce and Industry the Mindanao Business Agenda which will be submitted to Pres. Gloria Arroyo during this year’s Philippine Business Conference.

PEACE AND DEVELOPMENT

In that 12-point resolution, the top priority still is how to achieve peace. The business sector said there must be a mechanism to “ensure effective and rapid implementation of peace and development programs in Mindanao and fast track the final resolution of peace agreement between the Phil. Government and the Moro Islamic Liberation Front(MILF).

It aptly pointed out that government, “in coordination with the private sector, must expedite and ensure effective implementation of peace and development programs in predominantly Muslim and poor areas.”

It also urged the government to continue its strategies in bringing peace and development to “strategic areas” by persuading business leaders to match them with possible investors who are willing to pour their capital in these areas.

The business sector also pushed for more public investments in areas hounded by conflicts, particularly in restoring damaged infrastructure facilities and continuing the setting of other vital infrastructure facilities in Mindanao.

MORE FUNDS FOR MINDANAO

The second point is for government to “accelerate infrastructure development through increased budgetary allocations and efficient use of resources.” The business sector wants that key government agencies like the Departments of Transportation and Communications, Public Works and Highway, and Agriculture should “ensure a 30 percent allocation of their annual appropriations from 2008 to 2010 as legacy infrastructure investment of the Arroyo Administration to Mindanao.”

It lamented however, that the DOTC “has only allotted Php0.94 billion for Mindanao in the proposed 2008 budget, which is equivalent to five percent only of the total DOTC budget in 2008.”

The appeal for more budget for Mindanao has continued to fall on deaf ears despite attempts both by Mindanao leaders and some top national government leaders for the national government to set aside funds that is equitably the share of Mindanao in the national budget pie.

I hope that at this time, the national government will realize how important investing in Mindanao is to the general development picture of the country. These key government offices should realize that no less than President Gloria Macapagal-Arroyo who assured Mindanao that it will get at least 30 percent of the national budget during her state-of-the-nation address in July.

STRENGTHENING

ICT CAPITAL

The third top point in the agenda is for both government and the private to join hands in accelerating “the establishment of a reliable and sufficient Information and Communications Technology (ICT) infrastructure for Mindanao.”

It pointed out that the national government must cancel its controversial agreement with China on the setting up of the National BroadBand Network and instead replace this with the build-operate-transfer projects with the government preparing the pre-feasibility study and select a private entity that will implement it.

The business sector also wants that the Commission on Information and Communications Technology should persuade the telecommunications companies to reduce cost of broadband in key Mindanao cities and for local government units in these cities to fast-track the approval of the establishment of information technology parks.

These local government units should also partner with their respective chambers of commerce in promoting investments in the industry by providing sound incentives to would-be investors to persuade them to invest.

Teach rural areas with basics of ICT first, say
By Rizalene P. Acac

PEOPLE in the rural areas must be first taught of the basics of Information and Communications Technology (ICT) before connectivity could be worked on, a local player in the sector said.

Andre Fournier, conference chair of the on-going joint 6th Mindanao Information, Communications and Technology Congress and 1st Brunei-Indonesia-Malaysia-Philippines ICT Conference, said Internet access or telecommunications might be underutilized if the end-users are not adept with it.

“We should educate them and make them have a demand for it,” he said, adding that the connectivity might only be reduced to non-beneficial assets.

Fournier added the accessibility will not also be sustained if there is no existing economic activity in an area.

Ray Anthony Roxas-Chua III, Chairman of the Commission on Information, Communications and Technology (CICT), said the big disparity in the connectivity of rural and urban areas is apparent.

Chua said addressing this problem is dependent on the investment of telecommunication companies, most of them wary of investing in far-flung areas due to the risks that they have to face.

Monchito Ibrahim, a commissioner of the agency, said ICT Superhighway has long been established in Mindanao but it remains underutilized.

“The growth potentials for Mindanao is there. But we could not force telecommunication to go remote areas because of profit objectives. They would say that why should we invest there nga wala may mugamit (when no one would use it),” he said.

He said there are fewer investments for feeder roads which lead to far-flung communities.

Roxas-Chua, who was appointed just at the start of the month, said the government and the telecommunications companies have started discussing the issue, although he refused to give details of the negotiations.

“CICT and DOTC (Department of Transportation and Communications) are working with the telecommunications companies to balance investment decision that would redound to the benefit of the citizens,” he said.

He said the aborted National Broadband Network deal would have been the answer to the connectivity of the far-flung municipalities. He said the CICT was tasked to create a feasibility study on the deal.

Physical Infrastructure
The presence of basic infrastructure within the City such as airport, seaports, roads, bridges, and telecommunications has sustained the economic growth in the last 10 years.

Due to the City’s unprecedented growth, a clamor for higher capacity infrastructures resulted to a number of modernization projects now ongoing to meet the demands of the new millennium.

Airport
The Davao International Airport is the busiest airport in Southern Philippines. Expansion and modernization began in 1998. Today, the DIA has begun accommodating wider-bodied jets such as Boeing 747’s.

Infrastructure
Construction of more roads and bridges are also underway. The construction of the City’s third major road - the Buhangin underpass was completed in the 1st quarter of 2003.

With an aggressive private sector assisting the government in the development of the city, Davao was able to nab prestigious awards and recognition for their efforts, such as being constantly acclaimed as one of Asia's most livable cities by the Asiaweek Magazine; bagging the best city police office in the country, a testimony of the city's effort in ensuring peace and order; consistently on the top of the list of the annual search for the cleanest and greenest city in the Philippines; and the prestigious Destination of the Year honor given by the Kalakbay Awards (National Tourism Awards). Davao is also proud to have the second best source of potable water in the world according to the World Health Organization, assuring guests of good health while staying in the city. Davao is also the most competitive metro city in the Philippines for consecutive surveys (AIM 2003 and 2005).

Davao City, the undisputed center of trade, convention and tourism in Mindanao, is indeed booming and blooming as it continues its aim in becoming the prime destination for tourism and investments in the Philippines, the BIMP-EAGA (Brunei Darussalam-Indonesia-Philippines-Malaysia East ASEAN Growth Area) and the Asia-Pacific region.

Prepare yourself for an unforgettable stay in the country's southern gateway to Asia and the rest of the world: Davao City, the City in Bloom!

http://i14.photobucket.com/albums/a340/tj_brewed/DAVAO/021dc0fc.jpg

Why Davao?

DAVAO, the city of blooms from islands to highlands.

Indeed, Davao City is blooming and booming. Investments in terms of total capitalization of businesses continued to surge from only P62 billion in 2000 to P69 billion in 2001, P80 billion in 2002, P84 billion in 2003, and to P118.5 billion in 2004. The sharp growth was evident in the city's tourism, construction, agriculture, and export sectors.

Tourist arrivals based on air passenger traffic and hotel occupancy volume have been increasing since 2000. Davao City's tourism receipts as of the first semester of 2005 amounted to P5.22 billion, up 13 percent from P4.62 billion in the first half of 2004.

Also, this city has recorded an unprecedented increase in the value of private building construction, hitting P7.4 billion in 2004 from only P773 million in 2001.

So did exports, rising to $993 million in 2004 from $848 million in 2003 and $738 million in 2002, with the balance of trade further widening in Davao City's favor.

"These figures are making Davao City even more attractive to tourists, many of whom are corporate executives and entrepreneurs on vacation who can't ignore a business opportunity when they see one," said ATF 2006 secretary general Daniel Corpuz, executive director of Philippine Convention and Visitors Corp.

Davao is the capital of the Southern Mindanao region and one of the world's largest cities in terms of land area, spanning 244,000 hectares. This sprawling metropolis has emerged as the business, investment and tourism hub of Southern Philippines.

http://i14.photobucket.com/albums/a340/tj_brewed/DAVAO/marcokad.jpg

Citing Davao City as the next pillar of Philippine tourism, Tourism Secretary Robert Ace Durano said it was President Arroyo's personal choice as the venue for ATF 2006.

http://i113.photobucket.com/albums/n233/davaoeagle/TheApoView.jpg

http://i113.photobucket.com/albums/n233/davaoeagle/man.jpg

The 25th ATF is expected to significantly boost Davao's economy and prop up investor confidence in the region and the rest of the Philippines.

Tourism had contributed substantially to Mindanao's expanding economy, posting growth of 4.4 percent in 2002 and 4.5 percent in 2003 and consistently accounting for about nine million of national employment.

http://i113.photobucket.com/albums/n233/davaoeagle/GHE_photo2.jpg

There have been remarkable increments in the region's air and sea transport volumes, both passengers and cargo, because of increased tourism activities particularly in Southern and Northern Mindanao, which posted more than 1.2 million foreign and domestic tourists. The international airport in Southern Mindanao's tourism and investment hub recorded around 1.4 million incoming and outgoing passengers in 2004, while hotel occupancy rates posted a 6.5-percent increase in the January-June 2005 from the year-earlier level.

The impact of these developments can be felt throughout the region's economic landscape, especially in the food, transport, hotel, resort, entertainment, recreation, retailing, and services sectors.

Davao's Achievements and Awards

Most Competitive Metro City in the Philippines, 2001, 2003, 2005
The Asian Institute of Management has conducted an assessment of the leading Cities in the country using indicators such as quality of life, cost of doing business, dynamism of the local economy, infrastructure, linkages and accessibility, and quality of workforce in the years 2001, 2003, and 2005 (No survey was done in 2002 and 2004) and Davao City topped the rankings in 2001 and 2005 and placed 3rd in 2003.

Most Livable City in the Philippines
Based on annual surveys made by Asiaweek on the 40 Best Cities in Asia, Davao City has consistently made it to the Top 20 for four consecutive years (1996-1999). In the survey of livability, Davao City rated high in the following categories:

2nd in the least number of criminal cases per 10,000 at 0.8
5th in lesser vehicles per km of city road at 46 vehicles/km
6th in the ratio of house price to income at 6.18
14th in lesser volume of suspended particles in the air at 98 ?g/m³
14th in value of state education spending per capita/$ at 410.80

Davao garnered 56 points and ranked 18th. Cebu got 54 points and ranked19th while Manila was in a freefall with 49 points down at 25th.

This statistics mean that Davao City has become the Most Livable City in the Philippines. If the survey, which is independently done by Asiaweek, becomes a basis, it could be said that Davao has maintained its quality of livability as a city and is in fact improving on it.

Destination of the Year, 1997 Kalakbay Awards
1997 was supposed to be the banner year of Davao City having earned a lot of distinctions in the national arena. Aside from being chosen as the Destination of the Year by the Kalakbay Awards, tourism facilities within the city were also recognized with the highest honors in their respective categories such as Hotel of the Year for Villa Margarita and Restaurant of the Year for Annies Restaurant.

Most Child-friendly City in the Philippines, 1999, 2000
In the first ever selection of the Most Child-Friendly City in the Philippines, Davao City came out the runaway choice for the top plum owing to its local government’s programs and initiatives directly benefiting its children.

Davao City stood out because it is the first local government unit to have passed a Code specifically designed for the welfare of the children and their rights to services, Protection, and other privileges - this is the Davao City Children’s Welfare Code of 1994.

Aside from the regular social welfare programs being implemented by the City Social Services and Development Office, the local government works closely with non-government agencies that implements programs for children.

The Davao City Government also got high marks because of its implementation of the child welfare and protection programs under the Country Program for Children – UNICEF.

Most Outstanding Regional Peace and Order Council, 1999, 2001, 2004, 2005
The quest for peace has become very expensive and very elusive in some isolated parts of Mindanao. However, there is one region where peace has become a price possession that its leaders never want such ideal condition slip out from their hands – the Region XI Peace and Order Council was chosen as the Most Outstanding Regional Peace and Order Council for their unrelenting efforts in maintaining peace and order in Southern Mindanao or Region XI.

Most Peaceful City in East and Southeast Asia, 1998-2005
One of the biggest come-ons of an area is an ideal peace and order condition. The dramatic decrease of crime rate in Davao City is big deal considering that it used to have a very unstable peace and order during the Marcos’ regime that ended in a bloodless revolution in February 1986.

Since then, peace and order has never been more ideal. In fact, it improves year after year thanks to a people who will not let peace slip away like a prized possession.

From a 3-digit crime rate per 10,000 people in 1985, Davao has reached an almost Utopian environment with a monthly crime volume of 0.8 cases per 10,000 persons from 1999 up to 2005. Digging through the records, it would reveal that about 90% of these cases reported are petty crimes that do not in any way threaten the over-all peace and order condition of the city.

Best Police Office in the Country, 1999-2005
Annually, the Philippine National Police conducts an evaluation of the Best Police Offices in the Country. They will be evaluated and ranked according to the ratio of policemen against the population of the area, implementation of programs for maintenance of peace and order, availability of sophisticated equipment and vehicles, the ratio of solved crimes against the total number of crimes reported and the overall safeguarding of the peace and order condition of the area.

2nd place, LGU Literacy Award in the Philippines, 1999
This award is given to local government units that seek to improve literacy within their area through programs that will ensure the establishment of learning institutions even in the most remote rural areas. Davao City ranked a close second in this competition having registered one of the highest literacy rates in the country and in Southeast Asia at 98.05%.

2nd Best City Health Office in the Philippines, 1999
Vaccines, medicines, and clinical and medical services may cost much nowadays. A local government unit should see to it that medical services are affordable if not given for free especially to rural folks and the urban poor. In this area of recognition, the local Government of Davao again ranked a close second in operating a City Health Office that delivers free and or very affordable services to its constituents aside from implementing health programs that focuses on prevention of sickness and illnesses.

The Cleanest and Greenest City in the Philippines, 1999-2005
(Highly urbanized category)
For almost a decade, Davao City ranked Second Cleanest and Greenest City in the Philippines. Visitors cannot but help notice that the city’s roads are indeed clean day and night and the parks are eternally green with trees and ornamentals. But the top plum seems slippery because of an open dumpsite located along its diversion road.

Now, the City is considered the Cleanest and Greenest in the Philippines
(For the highly urbanized category)

Most Outstanding Water Utility in Asia, 1996, 1997, 1998
(Awarded in Singapore to Davao City Water District)
This recognition was given to four water utilities in Asia, and Davao City’s water district is one of them. The Davao City Water District has through the years supplied quality potable water to residents of the city.

The need to deliver quality service is equally complemented by the natural abundance of fresh and potable water supply, which contributes to the quality of life in the City. Around 90% of the City’s water supply is taken from a more than 30 wells while the remaining 10% is treated surface water.

The Davao City Water District (DCWD) has made piped water system available to about 70% of the population. This figure may be surprisingly low for people expecting a highly urbanized city. However, a visit to the City will show that hundreds of natural wells and other natural sources of spring water abound in the City, particularly in areas near the foot of the highest peak in the country, the Mt. Apo.

Davao's Titles and Monikers

Orchid Capital of the Philippines
There are beautifully vivid reasons why Davao is called the “City in Bloom”. Aside from the presence of vast plantations and garden resorts that grow rare and exotic orchids and ornamentals, the City is specifically known among florists all over the world for its famous waling-waling, considered as one of the most beautiful orchids.

The Waling-waling or vanda sanderana grows in natural abundance in its territory, at the foot of Mt. Apo. Orchids just love to grow majestically in the City because of its typhoon-free weather. Add to that the fact that the city has more than 1,000 square kilometers of lush tropical forest (or about 47% of its total land area) that provided an environment conducive for rare plants to thrive and flourish. Another factor is the rich fertile soil of the city that can virtually make every wind-blown seed grow and bear fruit even without the benefit of human intervention. Virtually, all ingredients are present for Davao City to blossom and bloom magically like the waling-waling.

All these factors contributed to the eventual declaration of Davao City as the official “Orchid Capital of the Philippines” as declared by then President Corazon Aquino.

Fruit Basket of the Philippines- the City of Durian burg
The freshest tropical fruits are always ripe for the picking in a City called Fruit Basket of the Philippines. Whether you’ll go for the juiciest watermelon, the sweetest mango, the more succulent pomelo, rambutan, or go subtly fruit ferocious with banana, mangosteen, lanzones, strawberry, pineapple, avocado, langka, buko, or simply settle with a bowl of fresh fruit salad to end the long list, whatever fibrous or juicy fruits you have in mind, you’ll definitely have your fill in Davao City.

Orchards and fruit plantations continually make the city livable if only for its produce of the freshest fruits giving visitors a glimpse of what it would be like in the Garden of Eden with the exotic Durian (the King of the Fruits or the Fruit of the Gods) serving as the fruit of good and evil with its strong aroma (or pungent odor) overpowered by its heavenly taste which you would not want to exchange for anything. Come to the City of Durianburg and partake of the glorious delights of fruits made in the heavenly realms.

Home of the Great Bird of Asia –Soaring high in the new millennium
No one in the early 80’s would have thought that Davao, like its symbol and icon- the Philippine eagle, would soar to new heights in the new millennium.

No one ever thought too that the mighty Philippine Eagle (pithecophaga jefferyi) considered as the 2nd largest eagle in the world and threaten for extinction as early as the 70’s, would have survived the onslaught of denudation and other factors that continually threaten its natural habitat – the forest.

Thanks mainly to joint efforts of concern government and non-government organizations, captive breeding of this great bird of Asia has resulted to the birth of more than a dozen eagles (hatched in captivity) and we have welcomed the new millennium with them still lording the skies over the forest and vegetation around Mt. Apo.

The Philippine Eagle is a faithful mate. It has been observed that this bird usually prefers a monogamous lifestyle. It usually builds its nest on towering tropical trees about 80 feet above the ground (sufficient enough for it to have a good view over its territory).

Philippine Eagles breed between August and January, do aerial courtships and mate in or near their nest. The female lays one egg every two years and both parents alternately incubate the egg for about 60 days until it hatches. The eaglet fledges within 150 days and becomes independent at 18 months at which time the parents drive it out of their 60 to 100 kilometer radius territories.

With its habitat dwindling due to illegal logging, the Philippine Eagle Foundation, Inc. was organized in 1987 to implement programs such as captive breeding management, field research, community-based enterprise development, and conservation education.

Convention Center of the Philippine South
With more convention and exhibition centers being established that have complemented other excellent tourism facilities, Davao City has steadily positioned itself as the Convention Center of the Philippine South in the 21st century.

Since 1990, it has steadily become the preferred destination for conventions and conferences. This could be attributed to the ever changing and ever improving economic and tourism landscape of the city, which attracted organizers to conduct major conventions here instead of proverbial settings like Manila or Cebu.

Modern, sophisticated, and state-of-the-art facilities and equipment for conventions and conferences are now readily available. This is equally complemented by the establishment of new first class hotels and mountain resorts bringing the number of hotel rooms from around 500 in 1980 to over 2,500 in 1999. Yet, the demand for more hotel rooms is projected to increase now that the City has more tourism products, services, and facilities to offer.

Gateway to the East ASEAN
Davao City, the birthplace of the East ASEAN Growth Area (or EAGA), is also your gateway to this emerging polygon of power. The EAGA was formed mainly because the areas that comprised it (Mindanao and Palawan for the Philippines, Brunei, Manado and North Sulawesi of Indonesia, and Sabah for Malaysia) used to be a trading bloc during the 12th century up to the 15th century where people enjoyed borderless economies with barter trading as the most common economic practice. Centuries of colonialism, imperialism and the establishment of governments within the chain of islands halted the exchanges.

http://i14.photobucket.com/albums/a340/tj_brewed/DAVAO/bimpmap.jpg

In 1994, government representatives and businessmen from these areas have gathered together in Davao City for the biggest convention ever held in the region to formally signal the birth of the newest trading bloc in Asia, the BIMP-EAGA. In the heart of this formation is Davao City, which paved the way for the re-establishment of cooperation between the Philippines, Brunei, Indonesia and Malaysia to advance the free movement of people, goods, services, and improve cultural and economic ties within the said sub-regional trade bloc.

Through these developments, direct air and sea linkages to the islands have been established making Davao City your gateway to the East ASEAN growth area.

Philippines: Davao Has World's Most Modern Airport
October 24, 2007 14:21 PM
Malaysia National News Agency (http://www.bernama.com.my/bernama/v3/news_world.php?id=291760)

DAVAO CITY, Oct 24 (Bernama) -- "Even if you have a crippled aircraft with one engine flying while trying to land in the middle of a strong typhoon, you can still land safely at your Davao international airport," says William D. Krelle, 76, an Australian engineer.

Krelle, one of the foreign engineering consultants who helped built the Davao International Airport in 1995, said this airport here in the south is "undoubtedly the safest airport in the world" and was surprised to learn that very few people know this fact.

"Without any doubt, I can say now that the Davao International Airport is the most modern airport in the world---it's far better than Hong Kong airport," the Philippines news agency (PNA) reported Wednesday quoting Krelle as saying.

Krelle, who now runs seafood's export company in Davao with Filipino partners and commutes regularly between Davao and Darwin, Northern Territory and Melbourne, Australia using a long flight route that takes him to Singapore and Manila for two days before reaching Davao.

What made the Davao airport "the world's most modern airport" according to Krelle, are the new modern landing facilities and state-of-the-art computerised equipment installed by a Norwegian airport systems engineer that are used today by some of the world's biggest airports.

Krelle explained that the unusual mound that curves upward in the middle of the Davao runway is a deliberate engineering design that helps propel an aircraft into the air during take-off and also helps an aircraft land smoothly.

The length of the Davao airport's runway at 3,300 meters is also at par with the lengths of the country's international airports as Mactan at 3300 meters, Clark airbase at 3200 meters and Manila (Ninoy) international airport at 3700 meters, almost the same as the General Santos international airport runway.

He said if the Malaysian firm could put up the refinery complex to process jathropa biodiesel fuel, they will initially produce 160,000 liters per hectare per year.

He said a feasibility study on the proposed Marilog and Paquibato plantations showed they could provide employment to two to three local residents per hectare to tend to the plantation, or at least 120,000 people.

But he said with the meeting it is clear how fuel firms consider the potentials of jathropa.

Vergara said pre-blended jathropa biodiesel could sell at P30 per liter in the market, which he said should help bring down the cost of transportation by providing an alternative fuel.

He said it is usually P5.

He said they would consolidate smaller suppliers in the region to get the right volume of supply.

BIMP-iCon saves Mindanao railway
By Joy Romares-Sevilla and Aurelio Peña of PhilPress Features

THE staging of the two-day BIMP-Eaga Investment Conference (BIMP-iCon) in Davao City, which ended Tuesday afternoon, saved the Mindanao Railway Project from being swept into the dustbin.

The long-delayed implementation of the project, that will link economic growth centers in Mindanao, was among 21 project proposals discussed at BIMP-iCon's one-on-one business matching sessions between proponents and potential partners from four countries comprising the economic sub-region -- Brunei Darrusalam, Indonesia, Malaysia, and the Philippines.

Post your comments on the explosion at the Glorietta 2 mall in Makati City.

Faisal Kasin, chief executive officer of MCC Capital Projects Ltd., sat down with Vicente Lao, chair of the Mindanao Business Council (MBC), to express keen interest to fund the feasibility study and take over the railway project through a joint venture with local government units.

During the one-on-one meeting, it was learned the hundreds of millions in US dollars in a "creative financing" scheme proposed by the London-based capital investment firm could save the project.

Lao said the London investment firm will raise the funds for the railway project by selling municipal bonds in the global bond market hungry for high-interest earning bonds from the emerging bond market in Asia.

"A bond is like an IOU where buyers from all over the world will buy and it will earn interest after a number of years. It's like lending money to a corporation which is obligated to pay it back plus interest after a fixed number of years," Lao explained.

The Department of Trade and Industry with the help of Assistant Secretary Merly Cruz will gather together local government units (LGU) in Mindanao to put up a corporation that will go into a 60-40 joint venture with MCC Capital.

"That's how investment bankers raise big amounts of money to fund giant projects like this -- they market and sell these bonds in the global bond market," said Lao.

The Mindanao railway project was one of the 21 projects discussed by proponents during the business matching sessions of the BIMP Investment Conference held at the Marco Polo Hotel on October 22-23.

Another big project was the development of the Hijo Port Town presented by the Hijo Resources Corporation, which also attracted the interest of hedge-funder Amerint Company as well as MCC Capital Projects, Ltd.

Some of the other BIMP-Icon projects discussed by proponents with potential partners include Jatropha (bio-diesel), goat raising, seaweeds, rubber, gold mining, coal mining, coconut oil, coco-motor oil, seafood, hotel, resorts, and housing development.

Also discussed extensively were 28 projects for natural resources development, four projects for tourism, seven for transportation, infrastructure and communications.

There were also 19 suppliers looking for foreign buyers, six buyers looking for suppliers, 15 projects needing technical assistance, and nine projects looking for funding assistance.

"We also want to make sure that the major players that serve as the engines of growth -- the four governments, the business sector, and the funding agencies like Asian Development Bank and the Australian AID are there during the business matching sessions," Cruz said.

Leaders push cooperation to boost BIMP-Eaga econ
By Allen V. Estabillo
Of Sun.Star General Santos

KORONADAL CITY -- Local government leaders in the Brunei, Indonesia, Malaysia, Philippines-East Asean Growth Area (BIMP-Eaga) are pushing for the forging of least 10 new trading agreements, tourism, and investment cooperation to help boost the sub-region's economy.

South Cotabato Governor Daisy Avance-Fuentes, chair of the 2nd BIMP-Eaga Chief Ministers, Governors, and Head of Local Government Forum, said they are presently exploring the 10 proposed areas of cooperation through direct linkages between local governments in the sub-region.

Post your comments on the explosion at the Glorietta 2 mall in Makati City.

"These are low-level but more direct discussions on what we can jointly do to boost the economic development of our respective areas," said Fuentes, who was appointed head of the Philippine delegation to the forum as chair of the Confederation of Provincial Governors, City Mayors, and Municipal League Presidents of Mindanao (Confed).

In a report on the local government sessions released by the Mindanao Economic and Development Council, which acted as the forum's secretariat, delegations from West Papua in Indonesia held formal talks with officials from Davao Oriental led by Gov. Corazon Malanyaon for the forging of sisterhood agreements between the two areas.

West Papua officials sought for additional investors in their wood processing industry to help increase their annual capacity from the current 270,000 cubic meters to their quota of 1.5 million cubic meters.

The report said the Indonesian province reportedly offered investment opportunities for tourism infrastructure in the area and fisheries and mari-culture trading.

Zamboanga del Norte Gov. Rolando Yebes also held exploratory talks with Malaysia and Brunei for tourism and mari-culture trade exchanges.

As initial result, Sabah's Industrial Development Minister Datuk Ewon Ebin initially agreed to lead a tourism mission to Zamboanga del Norte.

General Santos City Mayor Pedro Acharon Jr. and Sarangani Gov. Miguel Dominguez are now reportedly trying to arrange direct linkages with the local government of North Sulawesi in Indonesia in a bid to revive bilateral discussions on fisheries under the BIMP-Eaga framework.

Brooke's Point, Palawan Vice Mayor Jean Feliciano met with the Sabah delegation to explore the possible opening of sea linkage between the town and Malaysia's Kota Kinabalu and Labuan.

Feliciano also held talks with the Brunei delegation for the opening of another sea link between the town and of Muara in Brunei via Labuan and Kota Kinabalu.

The Island Garden City of Samal (Igacos) initially received notice for further discussions with Malaysia's Sarawak State regarding negotiations between the city and the owner of Ekran Berhad for the proposed reopening of the Samal Casino Resort.

The Igacos delegation led by Mayor Aniano Antalan and the Brunei delegation agreed to facilitate technology exchanges and investment missions on mari-culture before the end of the year.

In the session between Tagum City and Sabah delegations, Medco reported that the Malaysian representatives signified to facilitate negotiations for the possible shipment of banana chips and processed and fresh fruits like mango and durian from Tagum.

The city also agreed to discuss further with Indonesia's West Papua for a city-to-city cooperation on wood processing and expansions of banana plantations in West Papua.

Tagum City officials also invited Sabah's Ministry of Industrial Development to conduct trade missions in the area and explore possible opening of new plantations for rubber, palm oil, and jathropa under a joint venture agreement.

Sultan Kudarat, in a separate session with the Sabah delegation, offered at least 8,000 hectares of land for possible joint collaboration on rubber and palm oil production.

Janet Lopoz, Medco executive director, said they are presently facilitating these direct linkages as part of their efforts to provide equitable benefits for all areas under the BIMP-Eaga cooperation.

"Our strategy now is the consolidation of products from various areas of Mindanao for possible trading with our EAGA partners," she said.

But Lopoz admitted that their efforts to consolidate products from Mindanao were hampered by logistical problems but she assured that the government is now trying to address them.

"Right now, we are closely coordinating with Region 10 and Armm (Autonomous Region in Muslim Mindanao) for the consolidation of their poultry products and also among Armm, Regions 9, and 12 for tourism," she said.

Fuentes said they are presently pushing for the opening of more air and sea linkages in the sub-region to help realize these initiatives.

"For our part, we want to have more entry and exit points here in Mindanao so tourists and investors will have to go directly to our area instead of going first to Manila or Cebu," she said.

Aside from Davao City and Zamboanga airports, Fuentes said they pushing for the inclusion of General Santos City and Cagayan de Oro City airports as entry and exit point for international travel in Mindanao.

Minister Ewon said the State of Sabah is presently negotiating with Malaysian airline companies for the opening of flights from Kota Kinabalu to Davao City, General Santos City, and Manado in Indonesia.

He said tourists and investors from their area currently relying on the two weekly flights between Zambonga City and Sandakan in Malaysia.

IBM: ICT industry thrives in Mindanao
By Joy Romares-Sevilla

THE IBM president and country general manager is in Davao City to reinforce the company's commitment to clients and partners in Mindanao, participating in the two-day 6th Mindanao ICT Congress, which was held back to back with the 1st BIMP-Eaga ICT Conference at the NCCC Mall of Davao.

James B. Velasquez, IBM president and country general manager, said in Wednesday's press briefing at the Marco Polo Davao that IBM sees a very significant market in Mindanao, involving eight IBM value partners and 17 authorized service centers.

"The ICT industry in Mindanao is really thriving. IBM intends to solve business problems and will make sure that our clients will be able to compete and be innovative compared to other biggest countries. Personally, I am excited about the prospects in Mindanao," Velasquez said.

Among the eight IBM value partners operating in Mindanao are the Columbia Computer Center, Computer World, DC Tech Inc., Digital Interface, Emcor Inc. or the Advance technology Systems, iThink Technologies, Powertech Specialist Inc., and Smart Link Systems.

Velasquez claimed that IBM has done a very good performance in the last three quarters of this year.

"I can say that there is a significant growth in Mindanao in terms of performance. We have attained a double-digit growth ranging from 20 to 25 percent in the last five quarters," Velasquez said.

Velasquez was among the speakers during the event.

"We have found that the basic types of innovation, particularly Enterprise Innovation, have not changed dramatically in recent times," he said.

"Very relevant is the MICT Congress theme -- Beyond Borders. In IBM, because of innovation, new technology and business models are allowing companies to treat their different functions and operations as component pieces," he said, adding that innovation is not just the key to growth but also a key to becoming a globally integrated economy.

On the other hand, Velasquez believes that the Philippines is at par in ICT development with Brunei, Indonesia, and Malaysia.

"We're at par in terms of development. Malaysia is in different state; it has different priorities. We're capturing a lot and big business process outsourcing," he said.

edit:

Belgian expert hails DMSF dentists, students
by Romy Sabaldan

Davao City (25 October) -- A DENTAL expert from Belgium has upheld the dental profession in Davao City as one of the best in the world.

Doctor Rick Claes, head of the dental mission from Belgium, made the commendation at the end of a successful 6-day healing and restoration mission of dental beneficiaries from the different parts of the Davao region.

Claes, an expert in implantology and orthodontia, has also expressed approval and satisfaction over the assistance of the frontliner dentists and senior students of the Davao Medical School Foundation (DMSF) School of Dentistry which comprised the big bulk of dental teams of the 1st International Comprehensive Free Dental Mission in Davao City recently.

Dentists from Davao and even Kidapawan including senior dentistry students of DMSF from all over Mindanao numbering more than a hundred were in the front line of the action which was also participated in by dentists and dental aides of the 10th Infantry Division of the Philippine Army in performing such important dental services as prophylaxis, cleaning, restoration and as a last recourse, extraction and the provisions of free dentures.

More than 3,000 dental patients have benefited from Davao City and the adjoining cities and municipalities in what could be the biggest, most comprehensive free dental clinic in the Philippines and anywhere in the world.Claes, owner of the renowned 12-dentist clinic Benedenti of Belgium, said dental graduates of DMSF can make good as clinical assistants in Belgium for a start.

The Belgian dentist brought to Davao City all his 12 dentists led by a dental specialist Doctor An Van Kerkhoven, who is reputed to be one of the finest in his country. The dental mission was conceptualized by a husband and wife tandem of Geert Verhaegen, a Belgian salesman of high-tech aerospace equipment married to Filipina dentist Faith Nuñez.

Doctor Erna Hilario-Dimaya, dean of the DMSF School of Dentistry which hosted the biggest number of beneficiaries at an aggregate 500 patients a day, has expressed deep gratitude of the members of the mission which also included American dentists who came all the way from Belgium spending their own money for airfares and hotel accommodations to get the job done. The DMSF, Dimaya said, is a consortium of Ateneo De Davao University and Brokenshire College and was created with the help of the Aboitiz foundation of DLPC, the medical and dental institution is very young compared to such big names in Philippine dentistry as the University of the Philippines and the University of the East, but is now acknowledged as one of the top five leading dental schools in the country. 2 major projects tackled at investment confab
by Prix D Banzon

Davao City (25 October) -- Two major projects were extensively discussed during the business matching of the BIMP EAGA Investment Conference (iCon) on Tuesday in Davao City.

An iCon report released to the press on Wednesday showed that the Mindanao Railway Project highlighted the business matching that paved the meeting of Vicente Lao, chair of the Mindanao Business Counbil and Faisal Kasim, chief executive officer of MCC Capital Projects, Ltd.

Preliminary discussion revolved on the project identified as the priority project of the Arroyo administration.

The MCC Capital, a London base company, expressed intention to finance the Feasibility Study and undertake the development of the project.

The project as proposed by Lao be undertaken through build-operate-transfer (BOT) scheme however the MCC suggested to do it on a joint venture agreement with the local government units (LGU).

The Department of Trade and Industry agreed to assist in convening the LGUs to put forward the possibility of forming a partnership agreement on a 60%-40% scheme with MCC Capital but with the lgu having the majority stake.

Documentary requirements are being facilitated by end-October to pave the way for the conduct of the survey by MCC Capital engineers in November 2007.

The Development of Hijo Port Town is another high-light profile which was floated by the proponent, Hijo Resources Corporation. Initial talks were made with two possible partners, the Amerint Company and MCC Capital Projects.

The Amerint Company is willing to be a fund provider of the big ticket project with a minimum capital infusion of US$10.0 million.

The MCC Capital on the other hand looks at the development of Apo Industrial Estate, Port & Housing Development.

The report meanwhile indicated a total of 21 projects initially discussed by proponents with potential partners.

Other projects include Housing Development in Zamboanga, Hotel/Resort Development, Coal Mining, Mining, Rubber, Coconut derivatives (coco oil, motor oil, dessicated coconut), Jatropha (biodiesel), Jatropha Research Center, Seaweeds, Processed Seafoods, Goat Raising and Development of Prawn Farm.

There were 28 projects listed for business matching under the Natural Resources Development Cluster, four for tourism development, and seven for transport, infra and communication. There were buyer-suppliers looking for buyers, and six buyers looking for suppliers. A total of 15 projects were listed for technical assistance and nine for financing assistance. (PIA XI) [top]

Bread Making Classes at the Center of Asian Culinary Studies
October 24th, 2007

I have always wondered why the Center for Asian Culinary Studies here in Davao City is located in the Holiday Spa complex. Now I know, baking is a form of work out. It is damn hard work, and I know because for two days, the MDC Team attended the Basic Bread Baking Workshop of the Chef Jun-jun de Guzman.

The workshop, worth PhP2,500 is described as

http://img138.imageshack.us/img138/3/cacs13zx9.jpg (http://imageshack.us)
BASIC BREAD MAKING WORKSHOP

Always wanted to make you own bread at home? Learn how to make it with Chef Jun Jun de Guzman and enjoy two days of making the following breads; French Rolls, Potato Bread, Walnut Bread, Cuban Bread, Dinner Rolls, and a lot more. Limited to 15 students only. Full participation.

That description, let me tell you is an understatement. Chef Jun-jun not only required our full attention, but required each of us to bake at least two kinds of breads for each day. For first time bakers like us, it was a very daunting task. On the first day, I had to bake Foccacia Bread and French Rolls, while Andrew baked Ciabatta and French Rolls. On the second day, we had a more interesting list of breads to choose from. Kuya picked the most popular breads which was Blueberry Loaf and Whole Wheat Pan de Sal. I chose Walnut Loaf and Cuban Bread.

All of the breads we baked not only tasted great, they looked wonderful as well. After our breads have properly cooled, we sampled each kind. The sampling was made even better with the delicious dips that Chef Jun-jun made, and the recipes of which he also generously shared with us. We enjoyed his Mediterranean Dip on the first day, and his Boursin Dip on the second day. YUMMY!

Despite the unintended work-out my arm muscles got from all the kneading, it was an experience worth much more than the PhP2,500 we paid for. The lessons, methods, techniques and guidelines that Chef Jun-jun and his assistants taught were priceless. And of course we got to actually bake, sample, and take home very delicious breads made from the finest ingredients.

For more information about CACS Davao and the classes and workshops they offer, visit their website, email them at cacsdavao@gmail.com or call 300-2227 or at 300-2992. CACS Davao is located in the Holiday Gym and Spa Complex along F. Torres Street, in Davao City.

Salutti

There was no specific craving for that night. So, we decided to try Salutti, as recommended by an Anonymous reader.

http://img81.imageshack.us/img81/1112/saluttiui1.jpg (http://imageshack.us)

Salutti has a small dining area. Smaller than Claude's I think if you don't include the patio. Decor is simple and basically all clean lines.

http://img138.imageshack.us/img138/4152/dsc00119qf6.jpg (http://imageshack.us)

Salutti is mainly Italian with a few Asian bits in its menu. Compared to other Italian places around the city, they only serve a few items which you can find below:

For Spuntini (Snacks/appetizers): Eggplant Dip served with Crostini, Spinach Dip served with Crostini, Dynamite Sticks, Salpicao, Chicken Fingers with Honey Mustard Dip, and Garlic Sausage.

Insalate: Garden Salad*, Grilled Chicken Salad*, Salami Salad*, Kani Salad with Japanese Dressing (*with your choice of balsamic, mango or cranberry dressing).

Panini: Asian, Chorizo, Salami, Vegan.

Pasta: Bolognese, Tomato Garlic and Bread, Alfredo with Shitake Mushroom and Roasted Garlic, Alfredo with Bacon, Aglio Olio, Aglio Olio with Shrimp.

Dolci: Chocolate Cake and Cheesecake.

Drinks: Coffee, Soda, Iced Tea, Wine, and Beer.

They can hire me now...I've memorized their menu by heart! Hehehe!

First we had Spinach Dip with Crostini(P125). I've tasted Cibo's Spinach dip with Crostini but Salutti's version was way better. This one is good for 3-4 persons but we were able to finish it off. Henry had 1/3's and I had 2/3's of it! Hahaha! The dip is fat central because of the cheese. There's fat yuckeh and fat yumeh...this one is fat yumeh!

Then, as recommended by the same Anonymous reader, we had Salpicao(P195). Ahh the Salpicao was wonderful! Tender beef sprinkled with lots of garlic. It was done medium well - a good compromise for me and the boyfriend since he likes it medium rare and I prefer meats well-done.

http://img138.imageshack.us/img138/3272/dsc00126jt3.jpg (http://imageshack.us)

Finally, Alfredo with Shitake Mushroom and Roasted Garlic(P145). I tell you, this is very good if you're fond of mushrooms and garlic. Pasta was done al dente. Serving size was good for 2. It had lots of Shitake Mushrooms and 3 pieces of huge garlic cloves! If you're an aswang-don't order this.

http://img81.imageshack.us/img81/3276/dsc00120se1.jpg (http://imageshack.us)

My brother once told me considering my love for pasta and pizza, I could possibly be Italian in my previous life. Bisayit or Bisayang Italian. HAHAHA! I simply love to cook and eat pasta and recently I did pizza from scratch. From the crust to the sauce. Based on my experience, it's better to buy it...KAPOY! Hahaha!

I decided that this one is on me. I paid a total of P520 for everything including drinks-resonable, right? Service was good though a little smile from the server wouldn't hurt. The owner was there and she was nice enough to escort us out of her resto.

This is one place I'm trying everything on the menu. I'll be back with my sibs!!!

http://img513.imageshack.us/img513/2443/cheeseshakerio1.jpg (http://imageshack.us)

For all ye cheese-lovers, I think they put a cheese shaker on every table! Our pasta's amount of cheese and flavor was just right so I didn't get to use it. Calling all Parmesan junkies...

I salute to Salutti and to the Anonymous reader-Thanks!!!
