I am a teacher for adult immigrants and refugese here in Sweden, my job is to help them getting to know our language and to help them to get knowledge about our swedish society and eventualy get into the working world. I really like my job and I get to meet people form all over the world, many from the Philippines to..fun fun :)

paulkrps April 18th, 2006, 09:24 PM ^^ you're more than welcome lena. the exhibit had some controversies. the manager felt there was politics in it, the medium (the colour printouts) was hardly an art (as he had said), and didn't pass thru the arts committee. i was really boiling mad, and explained pointedly to him (the passport frames) that it's my father's story, my story, my family's story and a symbol of an immigrant's struggle to overcome loneliness. in the end he had to compromise.

City Council authorizes mayor to borrow money from banks

DAVAO City Mayor Rodrigo R. Duterte can now borrow P500 million from the Land Bank of the Philippines or any government banking institution.
The City Council approved Tuesday under suspended rules a resolution granting authority to the mayor to negotiate and enter into a contract of loan in the amount of P500 million with the Land Bank of the Philippines or any government banking institution.
The amount will be used to finance the implementation of priority projects or programs of the City Government.
Councilor Bonifacio E. Militar, who authored the resolution, said Duterte requested authority from the City Council last March 29.
"The amount is intended for the accomplishment of three projects of the mayor, such as the construction and operation of Davao Sanitary Landfill, establishment of the Davao City Green Belt Park, and construction of the Davao City Sports Complex," Militar said Tuesday.
Militar said the granting of the legislative authority to Duterte will work for the greater interest and advantage of the city and the Dabawenyos.
Militar said the transformation of the government-owned PTA grounds into a park would beautify the city while the construction of a sanitary landfill will help keep the city clean.

JIB e-Academy to sign accord with JFK center
THE Joji Ilagan Foundation will be hosting the ceremonial signing of the Memorandum of Agreement between the JIB e-Academy and the John F. Kennedy Center on Friday at 10 a.m. to noon at the Grand Men Seng Hotel.
The JIB e-Academy will be the first state-of-the-art Language and English Training Facility equipped with the most modern facilities. It includes an American interactive language software as a support program.
This will be the first of its kind in Davao and in Mindanao that will be offering both language and Call Center Training courses. This endeavor will usher in more investments in contact center and business process outsourcing in our city because of the assurance of sustainable qualified and competent manpower - people who can think and speak in English and adequately skilled in customer relations.
To ensure quality and excellent standards of training, the JIB e-Academy is partnering with the prestigious John F. Kennedy (JFK) Center-Philippines. JFK Center is a non-profit social services and community development organization located in Erie, Pennsylvania. It was founded nearly 40 years ago, in 1968, as a living memorial to the legacy of former US President John Kennedy.
The JFK Center Foundation Legacy Program was established in July 2001 and created "The Youth Shall Grow Program" (TYSGP), a self and professional development training for college students and young professionals.
The aim to teach and prepare the participants to face the world with confidence and determination and to enhance their productivity in the workplace. Celso Santiago, CEO of the JFK Center Philippines will be signing the MOU, for and in behalf of JFK Foundation.

Natunugan ng mga left-leaning groups ang kanyang
balak at ang mga ito ay nag-rally dahil daw sa hindi
makatarungang pagpili ng mga taong sasakay sa arko
(mga taong naniniwala lang sa Diyos ang pwedeng
sumakay).
Nakisali sa rally ang mga bakla at tomboy dahil
bias daw na normal na mag-asawa lang ang pwedeng
sumakay.
Ang civil society group ay nakisali na rin sa
gulo dahil napag-alaman daw nila na ang pondong
gagamitin sa paggawa ng arko ay galing sa donasyon ng
mga gambling lords at katas ng weteng.
Sa kaguluhang ito ay napilitang magpatawag ng
hearing ang senado "in aid of legislation". Sinubukan
ni Noah na gamitin ang EO 464 para makaiwas sa hearing
pero dahil hindi sya executive official, napilitan
siyang tumistigo.
Nang malaman ng senado na utos ng Diyos ang
pagpapagawa ng arko, dineklara nila itong
unconstitutional dahil hindi raw nito iginalang ang
separation ng church at state.
Nakialam na rin ang NBI at PNP at sinabi nilang
meron silang impormasyon na ang arko raw na ito ay
gagamitin ni Erap sa kanyang pagtakas.
Sinabi naman ng ISAFP at DOJ na ito raw ay
gagamitin ng grupong Magdalo sa binabalak nilang coup
laban kay Arroyo.
Nilapitan ni Noah si Mike Defensor para
makipag-usap kay GMA. Payag daw si GMA na ituloy ang
arko kung ipapaskil daw sa arko ang malaking mukha ni
Arroyo na may slogan "Towards a Strong Republic".
"Hindi po ako pumayag kaya ha nggang ngayon po ay
may TRO ang pag-gawa ng arko. Sa palagay ko po
kailangan ko pa ng 10 taon para matapos ang inyong
proyekto." Ang huling wika ni Noah.
Napa-iling ang Diyos at sinabing, "Di ko na
kailangang wasakin pa ang bansang ito. Hayaan ko na
lang kayong sumira nito."

hi councilor! yun nga pala SSC guys came up w/ an idea that we can contribute in our little way in the progress of Davao , as simply_me said "maayo na para adunay pud tay pulos (hehe) dili lang puro istorya diri, sagulan pud nato og lihok.. " so i suggested that why don't we ask u about ur projects or the upcoming Davao Greenbelt Park and maybe we can plant trees, so we voted 100% its 4-0 ! :lol: hehehe! opat lang man me! anywazz we are serious in our intention.

Mayor Khan to return to boxing promotion
Entertainer-boxing promoter-turned Municipal Mayor Alex Wangkay, popularly known as Zander Khan, is returning to boxing promotion soon. Despite successfully promoting Manny Pacquiao's comeback win in Manila six years ago, Khan left boxing to run and was elected mayor at his hometown in Jose Abad Santos, Davao del Sur.
"Medyo sinuwerte ako kasi ang ginamit kong pera ay yung kinita ko sa promotion ko kay Manny," said Khan, who also handled the fights of former World Boxing Council (WBC) super flyweight champion Gerry Peñalosa and World Bo-xing Association (WBA) junior welterweight king Morris East, both from Cebu.
Khan, who still has many connections in the international boxing com-munity including Don King, has new promising young boxers under his stable.
Khan's brother Julius, who also handles the ZK Boxing Promotions, is training boxers in Davao City and JAS.
"I want to help dis-cover and to develop professional boxers from Mindanao," Khan said.
He plans to have a weekly TV boxing show in Davao City to showcase young promising professio-nal boxers from all over Mindanao.
"Mag-develop na tayo ng puedeng ipapalit pag-retire na si Manny," said Khan, although he believes the Filipino boxing icon still has many years left in boxing.
Khan advised Pac-quiao not to fight world champion Marco Antonio Barrera in the 135 pounds division.
"Dapat sa 130 to 131 pounds lang si Manny lumaban para di siya matalo," Khan said.
Khan is now asking the support of Pacquiao, North Cotabato Gov. Man-ny Piñol and the Mindanao Professional Boxing Asso-ciation (Minproba) headed by president Vic Quiam-bao for his TV boxing program.

Davao City (20 April) — Davao City second district representative Vincent Garcia urged Mindanaoans to help push a bustling economy in Mindanao while the government is providing infrastructure support programs to improve law and order, tourism, delivery of basic services to the people, and many others. Cong. Garcia also urged the people to support the fiscal reforms undertaken by the administration to maintain a stable economy as he observed the high marks of the local currency.
“A stable economy, continued strength of the peso and stocks should challenge us more in Congress to continue with our hard work”, said Congressman Garcia adding that a bustling economy would boost investors’ confidence as the Fitch rating has maintained its positive outlook in the country that have encouraged legislators in pursuing the needed reform and revenue measures to benefit the majority of the Filipino people.,
Congressman Garcia who has been supporting the administration’s fiscal reforms is exerting extra efforts to implement infrastructure projects in his own district. The most vital was the completion of the P24.28-million steel bridge, spanning Lasang river in Barangay Pañalum, a remote village in Paquibato district.
The completion of the steel bridge was built under the President’s Bridge Program or Tulay ng Pangulo with a length of 91.4 meters, constructed through Congressman’s Garcia’s initiative.
Its construction was coordinated with the Department of Public Works and Highways project management office (DPWH-PMO) and the DPWH Davao district office.
Congressman Garcia said the construction of bridges in remote areas is very important to improve people’s lives in the countryside as envisioned by the President.
“At present, we are constantly looking for better ways to manage resources as the government continues its energy conservation program and austerity measures and address the transition of balanced deficit”, he said.
He stressed that it is important to harness the country’s own potentials and be able to improve the delivery of essential services to constituents. (PIA)

the idea is a township, new urbanism is basically a mixed development on a larger scale. Basically I don't think sprawl is a good thing. It's wasteful, expensive and ultimately dehumanizing. The idea is instead of having subuurbs or never ending subdivisions with bedroom communities and a long commute to the office, you create a small town, bringing back evocations of a time back when your community ( or Davao) was small enough that you knew the barber, the baker, the grocery guy, and you did not need to drive far or perhaps jsut even walk to work. It's an integrated little development with everything, residential, work, shopping, education etc all within reach of this community. Anyway with Davao sprawling all the way to Calinan this may be a good place to start, stillnot that far but with lot so land all around. It's a long term development and you could start with a few hundred hectares where you put a school, and a main street type of retail rather than a mall, different kinds of residential, small office buildings etc. Anyway just a fancy word for a self contained community but at least the residents don't have to commute far to downtown for everyday things.
Upper MAA/langub could also be ok I guess but the land ther is quite harsh, very hilly.

Bringing Community to the City
New urbanism takes hold in townships sprouting up across the U.S., changing the landscape and American lifestyle

Jean Hee Park, who doesn't like driving, prefers to walk to the grocery store. So when she graduated from Georgia Institute of Technology in 2003 and landed a job at a government agency in Atlanta, her choices were limited. Atlanta isn't a city with a lot of sidewalks. Or wasn't, that is, until the opening of Atlantic Station, a 138-acre community smack-dab in the middle of the city. Park promptly got a one-bedroom apartment for $950 per month in May, 2005, and today takes the metro train to work. "I don't have a car, and I walk for groceries -- I love it," she says.
Atlantic Station is the latest example of "new urbanism," a trendy antidote to the suburban and exurban sprawl that has defined the American way of life for the past five decades. It's a shiny new town, complete with city blocks, sidewalks, street parking, a train station, parks, schools, offices, town houses, and even loft residences right above the retail stores. It officially opened in October, 2005, though the condos and townhomes started selling before then. Its storefronts boast many well-known retailers, including a Banana Republic (GPS ), a West Elm (WSM ) furniture store, the country's first urban Ikea, a Coldstone Creamery, and a Publix grocery and pharmacy.
"There is a desire to regain some of the types of communities that Americans lived in decades ago," says Leonard Bogorad, managing director at Robert Charles Lesser & Co., a real estate advisory firm.
SUBURBAN BACKLASH. Atlanta officials hope the $2 billion project will help reduce traffic: Residents can walk to restaurants and entertainment, and use mass transit or walk to work. Wachovia (WB ) bank and several law firms have already leased office space there. "It's the perfect answer to a suburb, where there's no defined place for a community to get together," says Anita Kramer, director of retail development at Urban Land Institute, a nonprofit research and education organization.
Indeed, mini-towns like Atlantic Station and Main Streets are sprouting up all over America. Sometimes even located in the middle of a suburban sprawl, these developments give residents an identity -- and a place to go for entertainment, shopping, and people watching -- whether it's at Santana Row in San Jose, Calif.; Easton Town Center in Columbus, Ohio; Centerpoint on Mill in Tempe, Ariz.; or the revival of Crossroads in downtown Kansas City, Mo.
New urbanism emerged a couple of decades ago as a backlash against the cookie-cutter suburban way of life, with its social isolation, its reliance on cars, and the traffic congestion they caused. Led by Elizabeth Plater-Zyberk, dean of the University of Miami's School of Architecture, the architects involved proposed reverting back to towns, with centers of activity where people can walk to and neighborhoods that foster social contact rather than deter it. "Traffic congestion is growing a lot faster than the growth of suburbs -- it's highly stressful and erodes people's quality of life," says Andy Kunz, director of NewUrbanism.org.
MIXED DEVELOPMENTS. Such town centers are truly picking up steam and will soon change the landscape of America. Nowhere is the trend more visible than with mall developers: Out of 147 new retail developments that started construction last year, only two were the big-box, enclosed malls of yesterday. Developers are dramatically shifting gears, making retail centers that include residences, libraries, art centers, boulevards, ice-skating rinks, and other public amenities. Many are located around suburbs of larger cities.
"The idea that a metropolitan area with only one center is no longer the functioning model for most cities -- today we have a galaxy with multiple high-density nodes," says Thomas D'Alesandro, senior vice-president of Chicago-based General Growth Properties, a large mall developer, which is currently in the process of building several such mixed developments.
Many counties across the U.S. see this as a great opportunity and are rewriting or adding new clauses to ease zoning laws that previously prohibited mixing residential areas with retail and office space. Virginia's Arlington County adopted "parallel codes" for the Columbia Pike district, allowing such multiple development in one area of the county while leaving the rest of it unchanged. And Cranberry township in Pennsylvania changed its zoning regulations in late 2004 to encourage a mix of commercial, retail, and residential use. Simon Property Group is now preparing to develop a township there covering 80 acres.
VARIED DEMOGRAPHIC. "Clearly, townships are promoting the idea of preventing sprawl, in clear contrast to the past when developers had to battle city hall for zoning changes," says Roy Higgs, chief executive of Development Design Group, an architecture firm in Baltimore. This comes at a time when developers are under a lot of pressure to maximize use of both land and construction, costs of which have spiraled in the past decade.
Furthermore, many counties and townships find that the sprawl has stretched their own finances. "Communities want to trim their budgets for new roads and schools," says Terry W. McEwen, president of Memphis-based Poag & McEwen, a developer currently making six master-planned communities, one with condos over retail shops.
Who moves to these communities? Not only young singles like 28-year-old Park, but newly retired baby boomers and empty-nesters looking to downsize yet still live near their friends. "People are also getting married and having children later in life, and don't want to leave urban settings," says Bogorad of advisory firm Robert Charles Lesser.
GO, TEAM, GO. Some of these developments have been highly successful. For instance, The Woodlands, situated to the north of Houston, is a master-planned community on 280,000 acres, with a man-made canal, along which there are homes, office buildings, a Marriott (MAR ) hotel, an outdoor theater, and the town library. The single-family detached homes have been selling for $350,000. Condos right in the city center, initially priced at around $250,000, are now selling for $400,000. "Even the Marriott on the Waterway is one of the highest-occupancy hotels in Houston," says D'Alesandro of General Growth, the lead developer of the project.
The Reston town center in Virginia has a similar story. Condos were constructed on an existing retail center, and they started selling in the late 1990s. The builders were surprised that many of the homes sold for higher prices than originally anticipated. The development also attracts a lot of diners: Clyde's Restaurant Group, which operates 12 restaurants in the Washington (D.C.) area, has its busiest restaurant in Reston, beating out its city eateries.
That's not to say these projects are easy. Most developers in the past have been experts in one field -- residential, office, or retail. Combining them all is not a simple task, and many opt for partnerships.
Atlantic Station was first set in motion by AIG Global Real Estate, a division of giant insurer American International Group (AIG ). It soon teamed up, however, with several developers of condominiums and hotels, such as Beazer Homes (BZH) and Novare Group. "We wanted to mitigate the risk, so we started by first selling the most marketable portion, the residential land, to other developers," says Kevin Fitzpatrick, president of AIG Global Real Estate.
CLASHING TENANTS. But others are taking chances. General Growth Properties (GGP ), traditionally a mall developer, is expanding the Natick Mall near Boston to include around 250 condominiums.
Despite some success stories, it isn't necessarily a proven model. Given the huge expenditures, some developers may not recoup their investment. It's still early, and many of these townships are under construction. "It's certainly not for the faint of heart. It's not like rents are going up in proportion of construction costs, which are rising at 20% per year, along with land costs," says McEwen of Poag & McEwen. Access to lending is also tough. Historically, banks have developed expertise in only one of the disciplines and are reluctant to branch out.
In addition, once the buildings and city blocks are built, developers have found that not all of their renters get along. Residential, retail, and office users compete for parking. Retailers complain about support columns that are essential in a multistory building, but interfere with their open-store formats. Loft residents complain about noise from delivery trucks for restaurants and grocery stores.
THE MORE THINGS CHANGE... What's more disconcerting is that these towns give the impression of having less character, with an eerie sense of monotony, as the same pattern of storefronts, townhomes, and condos multiply across America. In a sense, their uniformity mirrors the very suburbs they escape.
Consider Seaside, one of the first towns using principles of the new urbanism: Built in Florida two decades ago, Seaside was ridiculed for its perfection in the satirical movie The Truman Show. General Growth's D'Allesandro counters that many of the towns stick to historical architectural styles of the area -- Mission style in California, for example, or Classic European brick in New England.
Still, the fact remains that it's an attractive option for many people. Atlantic Station's Park, for instance, says apartments like hers are already being advertised for higher rents. "I'd rather have the activity of a town center, which might have less character than a dreary suburb," says Park. Indeed, such reflections are getting more people thinking. At least four counties in greater Atlanta -- Gwinnett, Lakewood, De Kalb, and Fort McPherson -- are contemplating their own developments, with Atlantic Station as their model, to pump some life into their part of town.
junax April 21st, 2006, 06:35 AM ^^ hi there bustero... nice idea about townships. if you're familiar with skyline village/monte maria... i like the setting there, they have internet cafes, groceries, schools, clinics, churches... etc., living urban style in a rural setting. i like the matina intersection area too, from crossing diversion upto gsis. they got everything from hospitals, malls, 24 hour convenience stores, posh villages, hotels and inns, hardwares, schools, churches, almost everything the population would love to have... na pwede mo lang lakarin in any day. :)

Whale shark sighting seens as indicator of improving Davao Gulf
Davao City (21 April) -- The sightings of whale sharks along the seas in Buhisan, Davao City are an indicator of an improved environmental condition of the Davao Gulf.
Davao City councilor Leo Avila III, chair of the Davao Gulf Management Council (DGMC) said that the appearance of the whales along this site is becoming frequent that they could be seen almost weekly.
"This is the result of the consciousness of the people in the barangay as they become vigilant in guarding their waters of illegal activities including disposing of garbage," he said.
Avila said they are contemplating to designate the area as a tourist attraction where whale watching can be undertaken.
He said they are coordinating closely with the barangay in documenting the presence of the whales as to frequency and the spots.
"We need this as guide in our future plans," he said.
Avila also said that they noticed that dolphins and whales travel to waters where fishes are abundant and it can be seen in the Buhisan area that small fishes and shrimps are aplenty.
He said other areas along the Davao Gulf also had sightings of the whales and dolphins and they had given instructions to the local government units to document it so necessary programs could be introduced in the area especially related to tourism.
Davao Gulf is the favorite playground of various species of highly migratory cetaceans (dolphins and whales) but in the late 80s to 2000 they cease to appear because food is no longer available, he said.
He said there are 11 kinds of cetaceans that could be found in the Davao Gulf.
The survey in March 2004 by a composite team from the Department of Agriculture-Bureau of Fisheries and Aquatic Resources, Save the Davao Gulf Foundation and WWF-Philippines confirmed the presence of at least ten whale and dolphin species within the gulf area.
In a summary of area profile released by DGMC it said that three species of whales are new record of the gulf and these are the killer whale. Cuvier's beaked whale, and the rare Indo-pacific beaked whale.
With persistent reports of new sightings by fishermen, the Davao Gulf could be among the top cetacean diversity sights in the Philippines.
The report also said that eight of the 10 species are listed in CITES - threatened by extinction unless protected or conserved. The earlier recorded sightings were around the southern portion of Ligid Island, Samal Island and south of Barangay Matina in Davao City. WC festival opens in Davao

THE countdown begins for the Solar Sports-PFF World Cup Festival that will kick off in Davao City's Tionko field on April 29.
Davao Football Association (DFA) official Erwin Protacio bared this in yesterday's Davao Sportswriters Association (DSA) Forum at the Tower Inn.

"We're happy that the festival will start in Davao. There will be similar events to be held in Manila, Cebu and Baguio," Protacio said.
The one-day festival ill feature five categories.
"There are first and second divisions in the seniors category and three youth divisions -- the 15-under, 12-under and eight-under," Protacio said.
Teams from Bukidnon, Davao del Sur and Davao del Norte will be out to challenge local teams in the Philippine Football Federation (PFF)-sanctioned meet.
"Eight fields will be used in the 7-A-Side competition where the top team in each group will play in the finals," he added.
Some 20 teams will see action in the seniors events while between to 25 to 30 squads are entered in the youth divisions.
Solar Sports will give away prizes to the winners. It has also lined up a live band entertainment through Show Image after the awarding rites.
Show Image spokesperson Dave Domingo said the Laidback band, which will do the front act in the upcoming Fra Lippo Lippi concert at the Central Bank, would perform after the awarding program.
The live band will wrap up the festival that aims to promote awareness on the forthcoming 2006 World Cup opening in Germany on June 9.

the idea is a township, new urbanism is basically a mixed development on a larger scale. Basically I don't think sprawl is a good thing. It's wasteful, expensive and ultimately dehumanizing. The idea is instead of having subuurbs or never ending subdivisions with bedroom communities and a long commute to the office, you create a small town, bringing back evocations of a time back when your community ( or Davao) was small enough that you knew the barber, the baker, the grocery guy, and you did not need to drive far or perhaps jsut even walk to work. It's an integrated little development with everything, residential, work, shopping, education etc all within reach of this community. Anyway with Davao sprawling all the way to Calinan this may be a good place to start, stillnot that far but with lot so land all around. It's a long term development and you could start with a few hundred hectares where you put a school, and a main street type of retail rather than a mall, different kinds of residential, small office buildings etc. Anyway just a fancy word for a self contained community but at least the residents don't have to commute far to downtown for everyday things.
Upper MAA/langub could also be ok I guess but the land ther is quite harsh, very hilly.

New urbanism takes hold in townships sprouting up across the U.S., changing the landscape and American lifestyle

Jean Hee Park, who doesn't like driving, prefers to walk to the grocery store. So when she graduated from Georgia Institute of Technology in 2003 and landed a job at a government agency in Atlanta, her choices were limited. Atlanta isn't a city with a lot of sidewalks. Or wasn't, that is, until the opening of Atlantic Station, a 138-acre community smack-dab in the middle of the city. Park promptly got a one-bedroom apartment for $950 per month in May, 2005, and today takes the metro train to work. "I don't have a car, and I walk for groceries -- I love it," she says.
Atlantic Station is the latest example of "new urbanism," a trendy antidote to the suburban and exurban sprawl that has defined the American way of life for the past five decades. It's a shiny new town, complete with city blocks, sidewalks, street parking, a train station, parks, schools, offices, town houses, and even loft residences right above the retail stores. It officially opened in October, 2005, though the condos and townhomes started selling before then. Its storefronts boast many well-known retailers, including a Banana Republic (GPS ), a West Elm (WSM ) furniture store, the country's first urban Ikea, a Coldstone Creamery, and a Publix grocery and pharmacy.
"There is a desire to regain some of the types of communities that Americans lived in decades ago," says Leonard Bogorad, managing director at Robert Charles Lesser & Co., a real estate advisory firm.
SUBURBAN BACKLASH. Atlanta officials hope the $2 billion project will help reduce traffic: Residents can walk to restaurants and entertainment, and use mass transit or walk to work. Wachovia (WB ) bank and several law firms have already leased office space there. "It's the perfect answer to a suburb, where there's no defined place for a community to get together," says Anita Kramer, director of retail development at Urban Land Institute, a nonprofit research and education organization.
Indeed, mini-towns like Atlantic Station and Main Streets are sprouting up all over America. Sometimes even located in the middle of a suburban sprawl, these developments give residents an identity -- and a place to go for entertainment, shopping, and people watching -- whether it's at Santana Row in San Jose, Calif.; Easton Town Center in Columbus, Ohio; Centerpoint on Mill in Tempe, Ariz.; or the revival of Crossroads in downtown Kansas City, Mo.
New urbanism emerged a couple of decades ago as a backlash against the cookie-cutter suburban way of life, with its social isolation, its reliance on cars, and the traffic congestion they caused. Led by Elizabeth Plater-Zyberk, dean of the University of Miami's School of Architecture, the architects involved proposed reverting back to towns, with centers of activity where people can walk to and neighborhoods that foster social contact rather than deter it. "Traffic congestion is growing a lot faster than the growth of suburbs -- it's highly stressful and erodes people's quality of life," says Andy Kunz, director of NewUrbanism.org.
MIXED DEVELOPMENTS. Such town centers are truly picking up steam and will soon change the landscape of America. Nowhere is the trend more visible than with mall developers: Out of 147 new retail developments that started construction last year, only two were the big-box, enclosed malls of yesterday. Developers are dramatically shifting gears, making retail centers that include residences, libraries, art centers, boulevards, ice-skating rinks, and other public amenities. Many are located around suburbs of larger cities.
"The idea that a metropolitan area with only one center is no longer the functioning model for most cities -- today we have a galaxy with multiple high-density nodes," says Thomas D'Alesandro, senior vice-president of Chicago-based General Growth Properties, a large mall developer, which is currently in the process of building several such mixed developments.
Many counties across the U.S. see this as a great opportunity and are rewriting or adding new clauses to ease zoning laws that previously prohibited mixing residential areas with retail and office space. Virginia's Arlington County adopted "parallel codes" for the Columbia Pike district, allowing such multiple development in one area of the county while leaving the rest of it unchanged. And Cranberry township in Pennsylvania changed its zoning regulations in late 2004 to encourage a mix of commercial, retail, and residential use. Simon Property Group is now preparing to develop a township there covering 80 acres.
VARIED DEMOGRAPHIC. "Clearly, townships are promoting the idea of preventing sprawl, in clear contrast to the past when developers had to battle city hall for zoning changes," says Roy Higgs, chief executive of Development Design Group, an architecture firm in Baltimore. This comes at a time when developers are under a lot of pressure to maximize use of both land and construction, costs of which have spiraled in the past decade.
Furthermore, many counties and townships find that the sprawl has stretched their own finances. "Communities want to trim their budgets for new roads and schools," says Terry W. McEwen, president of Memphis-based Poag & McEwen, a developer currently making six master-planned communities, one with condos over retail shops.
Who moves to these communities? Not only young singles like 28-year-old Park, but newly retired baby boomers and empty-nesters looking to downsize yet still live near their friends. "People are also getting married and having children later in life, and don't want to leave urban settings," says Bogorad of advisory firm Robert Charles Lesser.
GO, TEAM, GO. Some of these developments have been highly successful. For instance, The Woodlands, situated to the north of Houston, is a master-planned community on 280,000 acres, with a man-made canal, along which there are homes, office buildings, a Marriott (MAR ) hotel, an outdoor theater, and the town library. The single-family detached homes have been selling for $350,000. Condos right in the city center, initially priced at around $250,000, are now selling for $400,000. "Even the Marriott on the Waterway is one of the highest-occupancy hotels in Houston," says D'Alesandro of General Growth, the lead developer of the project.
The Reston town center in Virginia has a similar story. Condos were constructed on an existing retail center, and they started selling in the late 1990s. The builders were surprised that many of the homes sold for higher prices than originally anticipated. The development also attracts a lot of diners: Clyde's Restaurant Group, which operates 12 restaurants in the Washington (D.C.) area, has its busiest restaurant in Reston, beating out its city eateries.
That's not to say these projects are easy. Most developers in the past have been experts in one field -- residential, office, or retail. Combining them all is not a simple task, and many opt for partnerships.
Atlantic Station was first set in motion by AIG Global Real Estate, a division of giant insurer American International Group (AIG ). It soon teamed up, however, with several developers of condominiums and hotels, such as Beazer Homes (BZH) and Novare Group. "We wanted to mitigate the risk, so we started by first selling the most marketable portion, the residential land, to other developers," says Kevin Fitzpatrick, president of AIG Global Real Estate.
CLASHING TENANTS. But others are taking chances. General Growth Properties (GGP ), traditionally a mall developer, is expanding the Natick Mall near Boston to include around 250 condominiums.
Despite some success stories, it isn't necessarily a proven model. Given the huge expenditures, some developers may not recoup their investment. It's still early, and many of these townships are under construction. "It's certainly not for the faint of heart. It's not like rents are going up in proportion of construction costs, which are rising at 20% per year, along with land costs," says McEwen of Poag & McEwen. Access to lending is also tough. Historically, banks have developed expertise in only one of the disciplines and are reluctant to branch out.
In addition, once the buildings and city blocks are built, developers have found that not all of their renters get along. Residential, retail, and office users compete for parking. Retailers complain about support columns that are essential in a multistory building, but interfere with their open-store formats. Loft residents complain about noise from delivery trucks for restaurants and grocery stores.
THE MORE THINGS CHANGE... What's more disconcerting is that these towns give the impression of having less character, with an eerie sense of monotony, as the same pattern of storefronts, townhomes, and condos multiply across America. In a sense, their uniformity mirrors the very suburbs they escape.
Consider Seaside, one of the first towns using principles of the new urbanism: Built in Florida two decades ago, Seaside was ridiculed for its perfection in the satirical movie The Truman Show. General Growth's D'Allesandro counters that many of the towns stick to historical architectural styles of the area -- Mission style in California, for example, or Classic European brick in New England.
Still, the fact remains that it's an attractive option for many people. Atlantic Station's Park, for instance, says apartments like hers are already being advertised for higher rents. "I'd rather have the activity of a town center, which might have less character than a dreary suburb," says Park. Indeed, such reflections are getting more people thinking. At least four counties in greater Atlanta -- Gwinnett, Lakewood, De Kalb, and Fort McPherson -- are contemplating their own developments, with Atlantic Station as their model, to pump some life into their part of town.

Bustero - what you are describing is similar to Coop City in the Bronx, NY. It is a city-owned vertical housing development (low cost) and since it was built in an area that was then quite remote, they built it with facilities to house a huge grocery, it's own subway station, own post office, own generator plant, own shopping complex, etc.

Robinsons Land earmarks P7-B budget this year for new projects

Robinsons Land Corp. (RLC) the property arm of Gokongweis’ flagship firm JG Summit Holdings Inc., has earmarked as much as P7 billion this year for the development of new malls, office buildings for business process outsourcing (BPO) firms, residential projects, and landbanking activities.
In an interview with reporters following the company’s annual stockholders’ meeting the other day, RLC executive vice-president Frederick Go said the capital budget for the year is double the amount spent a year ago.
Go said bulk of the programmed capital budget or about P3.5 billion will go to the construction of residential and office buildings while P2 billion has been set aside for acquisition of properties for future development.
Funding will come from internally-generated cash, a planned preferred share offering, and possibly new borrowings.
JG Summit president and chief operating officer Lance Gokongwei said the company is building seven new malls in Davao, Tagaytay, Dumaguete, Sucat, Manila, Pangasinan, and General Santos. These new malls, he said, are expected to be completed next year or in 2008.
He said the company is completing the redevelopment of a portion of Robinsons Galleria mall to be called West Wing, and Robinsons Ermita.
"We will pursue new formats and concepts to attract more retail establishments as these proved to be successful in bringing foot traffic into our malls," Gokongwei said.
He said the company remains focused on the lucrative middle-market residential housing as it aims to launch at least three projects this year including East of Galleria, a high-rise residential condominium located in the Ortigas business district.
As for its office buildings, RLC expects to complete the construction of Robinsons Cybergate Center Tower 2, an office building complex designed for call centers and BPO firms. "The first building is almost leased out and there is robust demand for the second building. A portion of the second building will be made available for lease by the end of fiscal year 2006 and the rest will be delivered in the second quarter of fiscal year 2007. It will add a gross leasable area of approximately 43,000 square meters," Gokongwei said.
As for the housing segment, he said the company will focus on the middle-income market for lots with options for housing priced ranging from P600,000 to P2 million.
Gokongwei said RLC will step up efforts to acquire properties via joint venture in key cities where there is big potential for mid-market real estate property sales and it will aggressively tap the overseas Filipino wokers market in Europe and in the Middle East.

DAVAO City Councilor Peter Lavina has started blogging to spark “participatory” governance in the city.
A former journalist and activist, Lavina said he discoverd blogging after attending a workshop on blogging by the Friedrich Naumann Foundation.
“I am now trying to promote blogs as a tool for participatory governance,” he said, adding that he hopes to promote more transparency in local governance through blogging.
He also stressed that blogs provide a tool for more government officials to talk directly to constituents and vice versa.
Lavina said that he recently posted Davao City's income in his blog http://www.funchain.com/~peterlavina) to promote more transparency in local governance.
Convinced by the power of blogging, Lavina said that he plans to organize a blogging workshop for government employees in Davao City.
There should be more active participation of citizens in governance,
and blogs will allow people to be part of local governance, the official added.

The making of future legends

A HANDFUL of homegrown Davao visual artists are out to prove something in New York, USA. Having either won prizes or entered the finals of international art competitions they joined in, Artisthood art group members are exhibiting their works at the Philippine Center-New York on April 10 to 21. The exhibit is dubbed "5 Artists, 5 Paths: Life as our art. Art as our journey."
Leading the cast of featured artists is multi-awardee Artisthood founder Ega Carreon and 2002 Asian Freeman competition winner Ben Banez Jr. The rest are art competition consistent finalist Bong Espinosa, cutting-edge conceptual artist Paul Corpus (now Canada-based), and this writer.
The five painters, diverse in both style and substance, are showcasing works that could tickle the extra-olfactory ability of grizzly critics whose habitat is Art New York. This is so because Artisthood's achievement -- loose and young an art group that it is -- like a smooth and flat stone pitched on still waters, creates ripples reaching the United States, Europe, Japan, and Canada.
In October 2005, Artisthood member Michael Bauzon won special prize in the Jules Verne-inspired Decourtenay Art Prize based in Belgium. In 2003, Carreon won third in the Internet International Art & Photo Competetion launched from Japan, while colleagues Espinosa, Jun Pamisa and Rodney Yap reached its finals twice, in 2003 and 2004. The year 2002, Artisthood's foundation year, was even more prolific when three founding members became finalists to Dracoblu-Canada's International Symbolist Online Art Competition. This too is the same year that Banez bagged the top prize of Vermont Studio Center's Asian Freeman painting competition, with Pamisa placing second. The fact that Artisthood's epicenter, Davao, Philippines, had been intermittently under "travel advisory" by rich countries makes Artisthood a sociological curiosity, if not a phenomenal art group.
Symbolist Carreon and hardcore surrealist Banez recently signed a contract with Sorrell Publishing House (Elmhurst, NY), represented by the socialite husband and wife tandem of Nicholas and Victoria Mascetta, to have their work published in the 4th edition of a hardbound and full-color coffetable book called "Best of New York, Impressions in Continuity." Carreon and Banez will fill twenty pages of the chapter "Future Legends."
Banez, too, was included in the list of top contemporary surrealists appearing in the article "What's New in the Surreal World?" by Terrance Lindall. Said article was published in the Arts & Antique Magazine in March in New York. On August 6 to September 24 this year, he is scheduled to hold his first-ever one-person exhibition at the Amarin Cafe in New York.
Artisthood's group exhibition is being sponsored by Dabawenyo-USA association members, as represented by husband and wife Nikki and Daisy Torres, Patricia Weiss, and Sandra Naraval.

I don't get any commission and stuff for plugging this but I just can't help rubbing into you the eophoria I got while listening to her cover songs (courtesy of my vacationing former Davao-based colleague) I bet you all will like it too. Last year i was as swell lucky to be gifted a CD of another budding Dabawenyo R & B artist "Thor" who prior to his solo stint lead Myxtreme Band who I used to watch perform in MTS Taboan and elsewhere in Metro Davao.

Reminds me of a foolhardy attempt by a younger cousin of mine to dig up one of our beach properties in Samal and ended up with just a deep hole in his pocket. Although, he did hit a source of fresh ground water that, to this day, serves as our main source. Naa pud siya'y mga diggings sa yuta namo sa Indangan. All he got was a good scare from a close call with a Philippine King cobra!

Guilty here! (lol) Yeah, a friend and a former colleague of mine who's family one of those who popularised and pioneered barbeque (skewered grilled meat -for the benefit of the doubt errrr of the non-Filipino forumers)in Davao esp. along San Pedro. He said underneath the huge edifices in that enclave lurk gaping holes that could measure some depth and length -that used to function as hiding area or dug-out (where they allegedly kept their treasures) for the Japanese community during WW2 and eventually (post WW2) became a vibrant trading area for locals and foreign merchants which the place is now famous for e.g. Mumbai (Bombays), Middle Easternians like the Borgailies, Chinese, Japanese (descendants- correct me on this if I'm wrong) and what have you.

anyway, i guess allowed naman na magbuild ng isang commercial center within a subdivision... (though i aint sure if this can be applied sa Davao) however, with Sta Lucia Realty - they do have a lot of projects in Luzon where a shopping mall is within their residential project. One of these is their La Mirada Royale located in Bulacan. Within this residential estate is Walter Mart Mall.

Robinsons Land Corp. (RLC) the property arm of Gokongweis’ flagship firm JG Summit Holdings Inc., has earmarked as much as P7 billion this year for the development of new malls, office buildings for business process outsourcing (BPO) firms, residential projects, and landbanking activities.
In an interview with reporters following the company’s annual stockholders’ meeting the other day, RLC executive vice-president Frederick Go said the capital budget for the year is double the amount spent a year ago.
Go said bulk of the programmed capital budget or about P3.5 billion will go to the construction of residential and office buildings while P2 billion has been set aside for acquisition of properties for future development.
Funding will come from internally-generated cash, a planned preferred share offering, and possibly new borrowings.
JG Summit president and chief operating officer Lance Gokongwei said the company is building new malls (7 new malls) in Davao Tagaytay, Dumaguete, Sucat, Manila, Pangasinan, and General Santos. These new malls, he said, are expected to be completed next year or in 2008.
He said the company is completing the redevelopment of a portion of Robinsons Galleria mall to be called West Wing, and Robinsons Ermita.
"We will pursue new formats and concepts to attract more retail establishments as these proved to be successful in bringing foot traffic into our malls," Gokongwei said.
He said the company remains focused on the lucrative middle-market residential housing as it aims to launch at least three projects this year including East of Galleria, a high-rise residential condominium located in the Ortigas business district.
As for its office buildings, RLC expects to complete the construction of Robinsons Cybergate Center Tower 2, an office building complex designed for call centers and BPO firms. "The first building is almost leased out and there is robust demand for the second building. A portion of the second building will be made available for lease by the end of fiscal year 2006 and the rest will be delivered in the second quarter of fiscal year 2007. It will add a gross leasable area of approximately 43,000 square meters," Gokongwei said.
As for the housing segment, he said the company will focus on the middle-income market for lots with options for housing priced ranging from P600,000 to P2 million.
Gokongwei said RLC will step up efforts to acquire properties via joint venture in key cities where there is big potential for mid-market real estate property sales and it will aggressively tap the overseas Filipino wokers market in Europe and in the Middle East.

It is a city-owned vertical housing development (low cost) and since it was built in an area that was then quite remote, they built it with facilities to house a huge grocery, it's own subway station, own post office, own generator plant, own shopping complex, etc.[/QUOTE]

DAVAO City Councilor Peter Lavina has started blogging to spark “participatory” governance in the city.
A former journalist and activist, Lavina said he discoverd blogging after attending a workshop on blogging by the Friedrich Naumann Foundation.
“I am now trying to promote blogs as a tool for participatory governance,” he said, adding that he hopes to promote more transparency in local governance through blogging.

What's new with Davao? I heard a rumor (from one of the taxi drivers in Davao) that Gaisano is constructing a mall somewhere inside Juna subdivision? Is that true? Allowed diay na within a subdivision? Any truth to this, or really just a humor (and wishful thinking)? :)
Actually, parts of Juna Subdivision are considered as commercial area, especially those near the highway (our street included, hehe). So it's possible that a mall is built within the subdivision. Then again, it might be in Tulip Drive (which is a sort of extension of Juna).

Late in 2002, while still there, I happened to be in a group date and one of the guys in that group was a site dev't manager of Robinsons Lands. He could not lie to us (Dabawenyos surrounding him) because he happened to be smitten by a beauteous lady friend. He said guys, Robinsonss will build a mall here in Davao and he said they had just finished with the aerial ocular inspection (in a chopper ) and the most suited site they concluded was nothing else but the one close to SM and he vehemently said it's the one opposite SM which was at that time still functioned as Davao Matina Golf Course. This would confirm what one avid golfer (a pioneering Family Physician) in the area said that negotiations are strongly pursued by both parties (golf owner and buyer) to convert the area into something which he didn't disclose what it would be back then. So there, it's Robinsons Davao rising on a former Davao, Matina Golf Course.

I think CARP is a failure. The idea is excellent but the implementation parang may problema. Di gaano na-serve ang purpose. It supposed to uplift lives of our farmers who dont own a land. hahay...

Japanese companies keen on infrastructure projects in Davao Gulf
DAVAO CITY, Southern Mindanao -- Big Japanese companies are hoping major infrastructure projects in Davao Gulf would proceed within the near to medium term, an official of a cement firm based here said. "We have received inquiries from our Japanese partner, Sumitomo, on the status of these projects," said Arturo Milan, vice-president for marketing of Union Cement Corp.
Early last year, engineers from steel giants Nippon Steel and Mitsubishi visited Davao to look into the proposed Davao-Samal steel bridge, costing at least $200 million. The bridge was earlier identified by the Japan International Cooperation Agency (JICA) as a high-impact project for the region. The Japanese engineers were disappointed, however, when they learned that the bridge is not in the near-term priority list of the National Government.
An official of the Davao Integrated Development Program (DIDP), a local initiative that received technical assistance from JICA, confirmed in an earlier interview that Japanese contractors and suppliers are very much interested in handling major projects in Davao Gulf especially those proposed by JICA consultants.
Mario Luis Jacinto, former DIDP official and now city planning chief, said that the construction of the bridge was originally planned this year or next year. Under the Samal City development plan, however, construction should have started in 1995.
The JICA consultants that helped in drafting the DIDP also proposed a railway-based mass transport system for this city that could extend to a distance of more than 50 kilometers from Panabo City in Davao del Norte to Sta. Cruz town in Davao del Sur. The project is different from the Mindanao railway system also mentioned in JICA studies a decade ago.
Projects such as these comprise the local demand for construction materials manufactured here. UCC, the only cement producer in Southern Mindanao, is heavily dependent on government-funded projects implemented in Davao Gulf and in nearby central Mindanao.
"It's a 60-40 ratio with the higher figure on government infrastructure projects," Mr. Jacinto said. Current major cement users are the Japan-Philippines highway from Agusan to Davao, irrigation projects in central Mindanao as well as the rehabilitation of the Ma-a Bridge, an underpass project in Buhangin district in this city.
He said the next batch of projects could be the improvement of the Davao-Cotabato road and the Digos-Malita road in Davao del Sur. Sta. Lucia Realty, four others keen on land transport terminals in Davao

DAVAO CITY, Southern Mindanao -- At least five firms, including Sta. Lucia Realty & Development, Inc. and its local partner, agribusiness pioneer F.S. Dizon, Inc., are interested in building new land transport terminals proposed by city mayor Rodrigo Duterte last week. Construction industry sources said each proposed terminal structure, depending on size and design, could cost from 100 million Philippine pesos (US$1.9 million at PhP52.461=$1).
City hall officials said aside from the two companies, others that have expressed interest in the project are: Vicente Pichon, a local businessman from a landed family, and a group of big bus operators currently using the city's overland transport terminal in Ecoland district.
Sta. Lucia Realty and F.S. Dizon are involved in a joint project to develop a 50-hectare riverside property just outside of the city proper into a mixed-use commercial and institutional complex. Company officials said the project, patterned after riverside commercial complexes in the US, is moving slowly because of the current slump in the property sector.
Madeleine Dizon Mafori, F.S. Dizon vice-president, confirmed the original plan for its commercial complex project in the Ma-a district includes an overland terminal for public transport coming from the northern provinces. "However, we might do some changes in the design depending on the review of the feasibility study for the entire project," she told BusinessWorld yesterday.
In a separate interview with another company official, it was disclosed that F.S. Dizon had indeed expressed interest in the city's overland terminal project although it would be part of the planned complex which would be developed jointly with Sta. Lucia Realty. A regional official of Sta. Lucia Realty said the company has not made an offer on the terminal project but noted it could be accommodated under the F.S. Dizon riverside commercial complex plan.
During mayor Duterte's television program two Sundays ago, he said the Ecoland overland terminal, which could accommodate more than a hundred buses, is now crowded and that the city should plan for new southern and northern stations. That would decongest vehicular traffic in the city proper as well as provide modern bus terminals to city commuters and from the nearby provinces.
In previous discussions at the city council, such terminals should be located in Panacan district, on the north, and Toril district, on the south, which are both 12 kilometers away from the city proper. The bus operators, sources said, want to build the southern terminal in Toril for buses going to Davao del Sur, Soccsksargen and central Mindanao provinces. The Pichon Group, meanwhile, is proposing to put up the northern terminal for commuters going to the three other Davao provinces as well as those going to Caraga.
Some city council members also proposed that the terminals should be constructed and managed by private groups that would pay annual lease to the city government. Such scheme, it was underscored, would promote efficiency in running these facilities even as it would spare city officials of potential headache. Government sources said most facilities currently run by the city government are losing and are subsidized by local taxes.
City council member Peter Lavina noted it would be more practical to construct not just two terminals as proposed by the mayor, but three terminals. These should cover north, south and central transport routes, he said in a local television interview. The central station, is needed he said, since the two other terminals would be located far from the city proper.

A new mall is ok but I would rather they put up nice hotel like a Crowne Plaza or Holiday Inn. Davao needs it more.
If they put up a new mall I think a different kind like Tiendesita's type with theming and is a good tourist attraction would work really well. This would provide a venue for different types of new products and crafts to be merchandised and sold.

Just a question, I read somewhere (sorry I can't remember.. I think somewhere in Cebu thread) that the DOT is actually doing a lot of promotions for Davao because it's hotels are being under-utilized. From what I read, Cebu has a shortage of rooms, and Davao, on the other hand, has a lot of rooms not used. Is this correct?
Well anyway, development is still development. It would all still be good for davao. :)

DAVAO CITY - Sightings of whale sharks along the seas in Barangay Buhisan here is an indicator of an improving environmental condition in the 60,000-hectare Davao Gulf, an official said.
City Councilor Leo Avila III, Davao Gulf Management Council (DGMC) chairman, said whales frequently appear along the site, they could be seen almost every week.
“This is the result of the consciousness of the people in the barangay as they become vigilant in guarding their waters of illegal activities including illegal garbage disposal,” Avila said.
Avila said they are planning to make Buhisan area a tourist attraction where visitors can enjoy watching whale as they frolick under the sun.
“We are coordinating closely with the barangay in documenting the presence of the whales as to frequency and the spots. We need this as guide in our future plans,” he said.
Also, Avila said they have noticed that dolphins and whales travel to waters where fishes are abundant, as can be observed in Buhisan area.
He said other areas along the Davao Gulf also had sightings of the whales and dolphins and they had given instructions to the local government units to document it so necessary programs could be introduced in the area especially related to tourism.
Davao Gulf is the favorite playground of various species of highly migratory cetaceans (dolphins and whales). But from the late 1980s to 2000 they cease to appear because food is no longer available, he said.
He said there are 11 kinds of cetaceans that could be found in the Davao Gulf.
A survey in March 2004 by a composite team from the Department of Agriculture-Bureau of Fisheries and Aquatic Resources, Save the Davao Gulf Foundation and World Wide Fund-Philippines confirmed the presence of at least ten whale and dolphin species within the gulf area.
In a summary of area profile released by DGMC, it said that three species of whales are new record of the gulf and these are the killer whale, Cuvier’s beaked whale, and the rare Indo-pacific beaked whale.
With persistent reports of new sightings by fishermen, the Davao Gulf could be among the top cetacean diversity sights in the Philippines, it said.
Same report also said that eight of the 10 species listed in CITES are threatened by extinction unless protected or conserved.
The earlier recorded sightings were around the southern portion of Ligid Island, Samal Island and south of Barangay Matina in Davao City.

DAVAO CITY – Davao has over a dozen dive sites that has potential to boost the province's tourism industry, an official from the Department of Environment and Natural Resources (DENR XI) said.
Regional executive director Ricardo Calderon of the DENR said though that these sites need to undergo profiling first before it can be officially declared as diving spots.
“However, we do not have enough resources and this kind of activity falls under the protected area program, of which we get only P10 million (for the conservation of natural resources),” he said.
Department of Tourism (DOT XI) regional director Sonia Garcia meanwhile explained that most of the marine sites in Davao were not included in the earlier-editions of published diving sites in the Philippines because the gulf here still needs to be developed.
“What we want to claim as dive sites must be real dive sites. We must be ready as we do not want to fool the tourists,” she said.
“There must be a declaration from the DENR that these are fit for diving,” she added.
Garcia is also looking at getting more tourists to come to the city with their tie up with the Asian Spirit airline, which regularly fly to Palau from Davao.

Re problem sa pollution sa Davao Gulf, we need to address the sewerage problem of the city. Many years ago, the World Bank conducted a study together with DCWD. Nothing came out of it becuase of the huge costs. If another study is done now, the costs of the project would still be huge. So, are we to depend our decision when the cost would go down. It would never come down. The right time to do it is yesterday, not tomorrow.
I am making this reaction because i was told of media reports that the Mayor was concerned about the cost.
The decision is really his. But he is caught in between the devil and the deep brown sea of the Davao Gulf.

That golf course was the one the Gokongweis negotiated to buy. I'm not sure though if they were after the whole golf course or only a fraction of it.

the planned septage treatment/disposal facility is much cheaper than drainage/sewerage treatment plant. i hope it will partially (if not totally) solve the problem. but again the main problem here are the business establishments without proper sewerage treatment and those informal settlers in davao river banks and coastal areas. tho luoy ning mga squatter pero dapat maundang na nang kabuang nila esp mga professional squatters. kinahanglan makat-on pud ning mga tawhana nga mabuhi nga dili mangiskwat.

The owners i guess (and this can be disputed) wanted for the would-be locators to shell out some cash to fund the construction of the mammoth entertainment facility. The idea must have been stipulated in the contract thereby ensuring legallity of the condition and whatever it is. I think not so many investors bought into the idea and the corp was cash-strapped so they shelved the plan altogether.

yeah they bought that lot and after (me) getting bored looking at the skeletal mass, i never followed the story since. The location is exellent for the same type of ventures though so I guess they or other investors might spring up with the fruition of the plan who knows when. IT park is not bad in the area, i believe.

Don't worry TJ, you're not alone. I agree with you that we really need IT zones to lure more IT investors to Davao.

SOMEWHERE in the heights of Marilog, Davao City, is a place the natives call Epol. Commuters pass by this mountain barangay on the way to Bukidnon or Cagayan de Oro City. I really don't know where it got its name but for now I thought maybe from the fruit apple. My son who loves mountaineering and spelunking described to me that one of the most exciting and challenging experiences he had was when he and his buddies from Marco Polo Hotel went to Epol.
They heard that there are a number of fascinating waterfalls there and that while the barrio is quite remote, going there is a cinch. For one there are passenger buses and vans that ply the route in nearly every 30 minutes, 24 hours a day, seven days a week. A brief and easy trek along the slopes gets even the uninitiated mountain climber. "The moment we reached the waterfalls it is as if we are in paradise," my son Dante recalls.
However, the waterfalls only serve as a facade. One of these cascades is an ingress to an underground river. One has to muster enough courage to dive and then emerge to catch some air and then dive again and surface again each time getting that unique delight of seeing the spectacular view of what's inside the subterranean river.
These spectacular natural resources ought to be preserved by the City government. Let us face it.
Places such as Epol will be explored not only by a few brave souls sooner or later. Left alone, Epol will be devastated. One can only wish the City Council will come up with a resolution delineating the area for eco-tourism. I don?t even know whether Epol is part of Davao City or North Cotabato or maybe Bukidnon. There ought to be some kind of accountability demanded from whoever gets the concessions for eco-tourism operations in Epol. It's very much like the place where Eden Nature Park in upper Toril. The very spot where ENP is now is a vastly denuded land where only cogon grass grew. Now, the place is covered with matured pine trees planted by Chito and Fe Ayala, who owns the mountain resort. The second group of rare Philippine mahoganies along a dead riverbank has grown quite tall. Because of reforestation and conservation even the river and rivulets have come back to life. By nightfall, if you happen to be booked in one of the resort's chalets close to the river, you will hear the soporific rippling of cascading waters. And too, the rare concert of cicadas comes to life as you battle against sleep.
But that's Eden Nature Park. Near Epol is Jess Dureza's Seagul in the Sky. The place is in Lorega, which is actually part of Quezon town of Bukidnon. I recalled that the Seagul was photographed and through camera trick the lone building then that was erected by Dureza who was running for congressman was made to appear like several clusters of buildings. This was used by his detractors as a vicious black propaganda along with the contrived lie that Jess spent government money to put up the building/s. But Jess and his wife Beth weathered that and went on to develop the logged over area. Today, thousands of pine trees are growing to maturity and the second growth forests have come back to life and are robust while the paparazzi who conceived of the black propaganda is long dead.
The prayer mountain of the Rev. Apollo Quiboloy is another testament of how development and ecological conservation can come together. I have not seen the much talked-about retreat house -- or is it a mansion? -- of the charismatic religious leader but those who saw the place swore how Pastor Quiboloy personally looks into how the vegetations around the prayer mountain be restored and conserved.
We need eco-tourism developers who understand and appreciate the importance of environmental issues. Eco-tourism is not merely commercialism. Again I like to cite how Jesus V. Ayala and Jesus G. Dureza attend to their island and beach resorts. JVA's Island Buenavista (north of the main Samal Island) is one of the best diving sites in Davao which means he puts so much resources to secure the area from dynamite fishermen and corral pirates. JGD's Seagull resort in Punta Dumalag according to environmental watchers is among the few beach waters in Davao City that are not contaminated.
Golf Courses have become one of the major tourist attractions in Davao City. Francisco "Paco" Dizon, has developed a world-class course in Mandug, a good 10-minute drive from City Hall. The course is well manicured and Don Paco has done an excellent job of setting up forest buffer zones to prevent erosion. Japanese and Koreans golfers find Davao City a great place to play golf. They want out of Japan and Korea where the courses are expensive, and they abhor Metro Manila and Cebu City because of the hustle and bustle of the city traffics. They love Davao and want to be here. Why? The mountain and beach resorts and the golf courses are all 10 to 25-minute ride from the airport.
The constraints? There are no direct flights from Korea and Japan that can get them straight here. Not yet, but I think these will eventually come.

IN LINE with its mission to help reduce poverty and improve people's lives, the International Finance Corporation is deepening its commitment to the Philippines and to Mindanao in particular with the opening of its office in Davao City.
From this office, IFC will immediately implement a series of projects as part of its technical assistance program called PEP-Philippines.
Managed by IFC and co-financed by the governments of Australia and Canada, PEP-Philippines is a four-year program designed to support the development of small and medium enterprises with projects ranging from increasing small businesses' access to financing, enhancing the business climate at the subnational level and fostering agribusiness linkages between small and large businesses.
In Mindanao, PEP-Philippines will immediately implement its "rural financing" and "seaweed value chain" and "local investment climate promotion" projects in strategic areas. The projects will be managed by team leaders based in the IFC office in Davao City.
PEP-Philippines and its projects will be formally launched, with the theme "Driving Economic Growth Through Small and Medium Enterprises" on Wednesday through a press conference at the Marco Polo Hotel.

THE Davao Region is proposing 400 slots for trainees on Business Process Outsourcing (BPO) in the recently launched nationwide program of the government with a funding cost of P500 million.
Gaspar Gayola, regional director of the Technical Educational Schools Development Authority (Tesda) 11, said the BPO will have four courses: call center agent, medical/legal transcription, software development, and animation.
He said the BPO will be extended to hotspot regions and these are the areas where there are already call center companies namely in Regions 3, 6, 7, 11, CAR and NCR.
For the Davao area alone, he said, there is standing demand of 1,000 call center agents although one company based here needs 400 agents within the next 90 days for Davao based employment.
He also said that the need under animation is about 3,000 while another 80 are needed under software development.
Gayola said they will be talking with four training schools, the JIB e-Academy, G-Com, and two other private schools.
He said this partnership has to be discussed clearly with the schools, because their purpose is to train the person not just to gain knowledge and get a job.
He also said that they want to get the assurance of the training schools that those they trained will have an absorption rate of 80 percent.
"If the 80 percent employability of those being trained could be guaranteed we could look for other schools in other provinces," he said.
Citing the terms set by Tesda in Baguio City, he said the training schools "don't get paid until about 80 percent of those they trained are employed."
He said they could also devise their own scheme to ensure that they enjoy the same rate of work absorption.

Davao Tesda opens scholarship for call center agents

THE Davao City Technical Education Skills Development Authority (Tesda) is offering a scholarship program for aspiring call center agents.
Tesda 11 regional director Gaspar Solis Gayona said they have prepared 200 scholarship slots for Dabawenyos who would want to become call center agents.
Gayona said there is great demand for call center agents nationwide and even locally. In Davao City alone, Gayona said G-comm, a call center in the city needs 400 agents in the next 90 days.
Gayona said they will be working in partnership with call center training institutions such as the Joji Ilagan-Bian training center and other private schools in the city.
"We would like to produce call center agents who can reach the standards of the companies," Gayona said an interview Friday.
Gayona said they are still in the process of polishing the curriculum of call center institutions.
Gayona said they will meet today with several government agencies such as the Department of Trade and Industry to finalize the said curriculum.

Eight call center firms coming to Davao City

EIGHT small companies that are planning to put up call centers in the city are coming here within the next three months, said a leader of a non-government organization helping these companies.
Celso Santiago, John F. Kennedy Center Philippines chief executive director, the NGO helping small and medium enterprises, said that one of the companies, owned by a family who used to be based in the city, is planning to set up 200-seat call center.
The other call centers are a bit smaller with about 50 seats, Santiago said when he signed a memorandum of agreement with Joji Ilagan-Bian of the JIB e-Academy for the training of call center agents in English proficiency and other related subjects.
But Santiago said the city government should make the city “ICT (information and communications technology) friendly,” to really lure ICT-related businesses.
The city government, he said, should set up a community where these ICT-related industries will be located by equipping such community with infrastructure facilities and other necessities.
Also the community should have everything, including restaurants and other related businesses considering that call centers operate 24 hours a day. He said the ICT park should be similar to the one in Libis, Quezon City where call centers are located.
“The city government needs to make sure that everything is in place if it wants to attract call centers,” he said, adding that those who work in call centers do not mind whether it is day or night for as long as their needs are satisfied.
Santiago said one ideal place is the Matina Town Square, which he visited during his first day of stay. He said the place, teeming with people who are watching bands perform, could become an ICT park because there are added amenities for workers.
What the city government needs to place there are basic infrastructure facilities needed for operation of call center and other ICT-related businesses.
The city government, he said, should consider that ICT industry workers are “a tribe of their own.”
The city government has yet to include the ICT sector in the list of priority areas as the city council has yet to approve the proposal. If approved, investors in ICT will be granted tax holidays and other incentives granted to those within the priority areas of investments.
Earlier, the ICT sector and the government came up with a five-year ICT plan aimed at luring more investors to the city. Under the plan, the target, by 2010, is that P1 billion in ICT-related investments that will benefit 16,000 workers.
Bian, who is opening her training center on May 15, said investors look for infrastructure facilities first before considering the investment incentives.
“Investors sometimes do not ask about investments but look into how profitable the area is,” she said, adding that when investors are confident that they will recoup their money sooner than expected, then they would really find ways to relocate in the area.
“Infrastructure facilities count more than the incentives (as come on),” she pointed out.
Santiago also pointed out that the city, being host to several big universities, are producing quality graduates who just need “a little polishing” so they could land jobs in ICT industries.
“What is needed is packaging these people for global market. Packaging is very important,” said Santiago, pointing out that value-added is necessary so these workers can enter the global market.
Bian said her academy will make sure that the trainees will be equipped with necessary skills and right work ethic so they could become good call center agents. The necessary skills, she said, include “speaking and thinking English,” which could translate to better English proficiency.
Bian said the training center will see to it that all its graduates will eventually be absorbed by call centers either here or in other areas including Manila.
Trainees, explained Santiago, have different absorptive capacities, so some of them will finish within the 80-hour shortest course, while others might finish another course longer. “Let us not reject people. Everyone can be trained (to become successful call center agents), although it may take others longer period of time,” he said.

nope! Lanco Corporate Tower is not an IT Building. There are several IT companies in Landco however, they arent enjoying the perks being provided by a PEZA Accredited IT Zone/Park/Building.
IT companies in Davao, however, are enjoying the incentives being provided by the local government. Recently, Davao's Investment Code had been modified to attract investors (especially more IT investors) in Davao.
Anyway, Konsehal mentioned the requirements needed to have PEZA accreditation. actually these have been posted at www.peza.gov.ph
Unfortunately, there are no developers in Davao who are willing to shell out some moolahs (temporarily). Sayang, one time investment lang naman sana..
As far as i can remember, (though i aint sure if i got this right) konsehal did mention regarding a possible IT project by the NCCCs....ongoing yata ang negotiation nun..i aint really sure though...
We have some parks in Davao na pwedeng pwede maging IT Park/Zone. Riverfront Corp City and the Pryce Business Park. ang kulang na lang talaga is ang accreditation!

The Villa-Abrilles aren't really "rich." They are into real estate and is part of the joint venture with Filinvest in developing Fuente de Villa-Abrille along Tulip Drive.
