yups, spring is finally here. weekend is ok except that it was wet and chilly. days are finally getting longer, which makes my daughter very happy. canada has one of the worst winters i should say.

Can fully understand your daughters happyness about longer days, it´s the same here, I jump for joy :laugh: when the light comes back and days gets longer. I think Canada and Sweden are simular in winters, very icy, snowy and very cold blizzards here to for months.

Eight call center firms coming to Davao City

EIGHT small companies that are planning to put up call centers in the city are coming here within the next three months, said a leader of a non-government organization helping these companies.
Celso Santiago, John F. Kennedy Center Philippines chief executive director, the NGO helping small and medium enterprises, said that one of the companies, owned by a family who used to be based in the city, is planning to set up 200-seat call center.
The other call centers are a bit smaller with about 50 seats, Santiago said when he signed a memorandum of agreement with Joji Ilagan-Bian of the JIB e-Academy for the training of call center agents in English proficiency and other related subjects.
But Santiago said the city government should make the city “ICT (information and communications technology) friendly,” to really lure ICT-related businesses.
The city government, he said, should set up a community where these ICT-related industries will be located by equipping such community with infrastructure facilities and other necessities.
Also the community should have everything, including restaurants and other related businesses considering that call centers operate 24 hours a day. He said the ICT park should be similar to the one in Libis, Quezon City where call centers are located.
“The city government needs to make sure that everything is in place if it wants to attract call centers,” he said, adding that those who work in call centers do not mind whether it is day or night for as long as their needs are satisfied.
Santiago said one ideal place is the Matina Town Square, which he visited during his first day of stay. He said the place, teeming with people who are watching bands perform, could become an ICT park because there are added amenities for workers.
What the city government needs to place there are basic infrastructure facilities needed for operation of call center and other ICT-related businesses.
The city government, he said, should consider that ICT industry workers are “a tribe of their own.”
The city government has yet to include the ICT sector in the list of priority areas as the city council has yet to approve the proposal. If approved, investors in ICT will be granted tax holidays and other incentives granted to those within the priority areas of investments.
Earlier, the ICT sector and the government came up with a five-year ICT plan aimed at luring more investors to the city. Under the plan, the target, by 2010, is that P1 billion in ICT-related investments that will benefit 16,000 workers.
Bian, who is opening her training center on May 15, said investors look for infrastructure facilities first before considering the investment incentives.
“Investors sometimes do not ask about investments but look into how profitable the area is,” she said, adding that when investors are confident that they will recoup their money sooner than expected, then they would really find ways to relocate in the area.
“Infrastructure facilities count more than the incentives (as come on),” she pointed out.
Santiago also pointed out that the city, being host to several big universities, are producing quality graduates who just need “a little polishing” so they could land jobs in ICT industries.
“What is needed is packaging these people for global market. Packaging is very important,” said Santiago, pointing out that value-added is necessary so these workers can enter the global market.
Bian said her academy will make sure that the trainees will be equipped with necessary skills and right work ethic so they could become good call center agents. The necessary skills, she said, include “speaking and thinking English,” which could translate to better English proficiency.
Bian said the training center will see to it that all its graduates will eventually be absorbed by call centers either here or in other areas including Manila.
Trainees, explained Santiago, have different absorptive capacities, so some of them will finish within the 80-hour shortest course, while others might finish another course longer. “Let us not reject people. Everyone can be trained (to become successful call center agents), although it may take others longer period of time,” he said.

City to draft plan for sports complex
THE City Government is now ready to draft the action plan for the creation of a city sports complex, City Administrator Wendel E. Avisado said Monday.
Avisado said Philippine Sports Commissioner Butch Ramirez, City Engineer's Office head Leoncio Evasco, and City Planning and Development Office head Mario Luis Jacinto already visited last week Bago Oshiro, the site where the sports complex will be constructed.
He added that a technical group from the Philippine Sports Commission would also be arriving in the city to inspect the site and make an assessment.
"We are now ready to make the action plan with the City Engineer, City Planning and with the technical group," Avisado said.
Avisado earlier said the city sports complex would cost P200 million to be sourced from the P500-million money, which the city would borrow from the Land Bank of the Philippines.
During last Tuesday's regular session, the City Council granted legislative authority to City Mayor Rodrigo R. Duterte to enter into a P500-million loan contract with Land Bank intended to fund the city's priority projects including the city sports complex. (BRQ)

Davao youth urged to join Davao River clean-up drive
THE Davao City Youth Council will conduct the first-ever Davao River clean-up drive on April 28 from 6:30 to 9 a.m., in line with the celebration of the Dive the Gulf Festival and the Earth Day celebration this month.
Davao City chapter SK president and Councilor April Marie Dayap appealed to Dabawenyo youths to join the clean-up drive.
"Tan-aw man gud nato very dirty na kaayo ang Davao River, so very important kaayo na limpyuhan nato," Dapay said in a press conference Monday held at the City Council building.
Dayap said it is crucial for the youth to know the importance of the Mother earth.
"Environment is our life and we should take good care of it so that we could pass it to the next generations to come," she added.
Dayap said the activity is in coordination with the City Environment and Natural Resources and Barangay 5-A Captain Edgar Ibuyan.
She said a total of 100 youths is expected to join the clean-up drive. They will meet at lower Madapo, Purok 17 in Bankerohan. (BRQ)

Mindanao progress hinges on LGUs' key role in development
LOCAL government units (LGUs) across regions in Mindanao hold the key to unlocking development potentials in their areas by actively pursuing investment promotion and generation initiatives.
According to Undersecretary Virgilio Leyretana, OIC chair of the Mindanao Economic Development Council (Medco), local development efforts are more pronounced today as local officials manifest increasing confidence in steering their areas to progress.
Speaking at the weekly Mindanao Scope radio program over Radyo ng Bayan Davao, Leyretana stressed that the road to attaining a peaceful and progressive Mindanao looks clearer if LGUs continue to assert their role in development.
"As LGUs effectively serve as front liners in the delivery of local government services in the countryside, they have likewise played crucial roles in bringing about growth and progress," Leyretana said.
He pointed out that apart from carrying out the principal tasks of providing government services, LGUs have to emerge as catalysts of progress by putting into action local investment and development programs.
"The efforts to strengthen our local governments today are becoming stronger, with our LGUs empowered with roles that are expected to improve local service delivery and management," he said.
However, as LGUs exercise greater roles and responsibilities, pressures also mount as impact on local public finances, efficiency and accountability start to surface, he added.
Leyretana noted these as challenges that the LGUs have come to face with through these years since the implementation of the Local Government Code of 1991, and that these are being responded to in different ways and with varying degrees of success.
"In the end, strategic collaborations and partnerships among LGUs, the private sector, and non-government as well as civil society organizations have so far afforded the formula for success," he concluded.

First language training school opens in Davao

The newest and the first English language training school in Davao and in Mindanao will open in May this year using the multimedia method.
Joji Ilagan Bian, chair of the Joji Ilagan Foundation, College of Business and Tourism said JIB will open the first e-Academy in Davao City to respond to the increasing demand for skilled manpower who are highly proficient in the English language.
“We want to ensure the continuous presence of English speaking and skilled manpower to serve the needs of IT (information technology) investors and BPO (business process outsourcing) and call centers that intends to locate their businesses in Davao and the nearby cities.
The e-Academy, she said, will also focus on professionals and medical practitioners like doctors, nurses, therapists, and caregivers who needs further training to prepare themselves to work in the USA and Canada.
Managers and business people will be trained to become better communicators and there will be special speech and communication courses for Elementary, High School and College students.
Bian said the English language proficiency training will be using technology based soft wares and teaching methodologies is combined by both inter-active and classroom activities.
She said the newly opened language and training center is endorsed by the Commission on Higher Education and their JIB school for tourism and business is consistent with its employability of 80 to 90 percent.
The JIB e-Academy partners with the John F. Kennedy Center Foundation Legacy Program for the Call Center training courses. The JFK is a non-profit social services and community development organization located in Erin, Pennsylvania.
Bian said the Six-Eleven Global Tele-Services, a sister company of the JIB e-Academy will operate the call center and will also employ and hire the call center graduates.

PGMA anti-poverty projects improve remote areas

Davao City (22 April) — President Gloria Macapagal-Arroyo’s anti-poverty program, funded by the World Bank under the President’s Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) has improved depressed and remote areas in the country, said Presidential Commission for the Urban Poor Mindanao Commissioner Luchie Salcedo.
Gracing the radio program :ARENA-XI” forum aired over DXRP Radyo ng Bayan anchored by Josette Olivera of the Bureau of Broadcast and the Philippine Information Agency, Commissioner Salcedo said most of the prioritized barangays opted for potable water systems while some remote areas opted for corn-mill projects.
Commissioner Salcedo, who was joined by PCUP XI Director Carlos Tamayo cited that in Davao del Norte, KALAHI-CIDSS Phase 1 has prioritized barangays in Sto. Tomas, including Magwawa, Pantaron, Kimamon, Esperanza, Libertad, San Miguel, Kasig-ang and Apitong, Tulalian, and Lunga-on in Sto. Tomas based on the consolidated reports of KALAHI convergence and Department of Social Welfare and Development (DSWD) XI Director Merceditas Jabagat.
Sto. Tomas has 19 barangays with 32,041 hectares of lands. Most of the town’s population of almost 90,000 depend on shallow tube wells for drinking water, their greatest need, however, the water is considered unsafe.
On the other hand, Talaingod which is a fourth class municipality with a population of 17,000 is dominated by members of the Ata-Manobo tribe who live in the uplands and lead a nomadic life in search of food and a peaceful life.
Most of the tribal communities are located in the far flung areas , requiring hours and days of riding, trekking through forests, crossing rivers and creeks and climbing deforested mountains.
The dangerous terrain hinders the community’s access to the most basic social services they need. All of those difficulties were addressed with PGMA’s anti-poverty project.
The KALAHI-CIDSS is being spearheaded by the DSWD in coordination with various government agencies implementing the 10-point agenda of the President.
The water system projects under KALAHI-CIDSS has resulted in improved sanitation and hygiene, lower incidence of water-borne diseases and reduced household expenses as residents no longer have to buy commercially sold water. (PIA)

Ports body to install harbor cranes in Sasa
MANILA -- The Davao port will soon be equipped with harbor cranes to increase productivity and cargo turnaround time.Oscar Sevilla, general manager of the Philippine Ports Authority (PPA) said with the harbor cranes, the port will also accommodate the increasing domestic and international cargo traffic passing through the port.
Cargo traffic, both domestic and international has been picking up at 204,000 twenty-foot equivalent units (TEUs) per year since 2002.
It is now time to push for the mechanization of the port, said Sevilla.
Sevilla cited that the 144-outlet reefer tank structures at the port which started operating last year are already reaching 100 per cent utilization and the installation of harbor cranes will significantly boosts the ports efficiency.
The PPA is studying the proposal made by Gottwald crane to install cheap second-hand but in perfect condition cranes including the bringing in of technical experts which will assess retrofitting based on berthing vessels needs, actual cargo volume and preferences in required cargo handling accessories and in the maintenance of the equipment.

in my own point of view, i guess it symobolizes Unity in Diversity. Davao is a melting pot of culture with people coming from the entire archipelago. Yet people are united - living peacefully and harmoniously together. :)
and why Durian? - well i guess, it's because its a unique fruit and endemic in Davao. You can rarely find it elsewhere in the whole country - just like Davao!

City gov’t urged to pour investment in tourism missions

THE city government should invest in tourism missions in other countries in order to promote Davao City as a tourism destination, an official of the Davao Tourism Association (DATA) said yesterday.
Art Boncato, president of DATA, said the City Tourism Office (CTO) should set aside a budget so that it could actively participate in the Philippine Business Missions of the Department of Tourism (DOT).
He said DOT has lined up several missions to the neighboring Asian countries to lure more tourists to the country.
Boncato said while the Asian Tourism Forum (ATF) placed the city in the tourism map, there should be a conscious effort of constantly promoting the city.
Susan Palad, another tourism industry player, said Davao City should study another formula to connect with other tourism destinations in Asia. “We cannot just sit down and wait for the tourists to arrive,” he said.
But Palad added that the city government has already put in place infrastructure facilities needed to lure tourists. She said the city already has the necessary infrastructure facilities and the unique line-up of products to lure domestic and foreign visitors to come.
Boncato said Davao City will be given special focus in the upcoming missions of DOT to Japan and China. He said the city will be given the opportunity to showcase its attractions through cultural presentations and special sessions.
The mission in Japan on May 22-26 will cover the cities of Osaka, Nagoya and Tokyo while on June the Philippine Business Mission will go to HongKong and South Korea.
During a committee hearing yesterday, key tourism players including Boncato and Palad and City Councilors Peter Laviña and Susabel Reta, reintroduced their advocacy for “pocket open skies” policy.
Under the “pocket open skies” policy, a local government can bypass the national government in negotiating for landing rights of some international airlines.
Laviña, a known advocate of this policy, said their advocacy will eventually be realied within the next three years.
Industry players said the ”pocket open skies” policy is one scheme needed to draw more tourists from other countries.
Based on statistics, Southern Mindanao, including Davao City, only got 54, 504 or 5.8 percent of the total number of tourists who arrived in the country from January to September last year.

ORGANIZERS of the Ocean Month celebration have used sports tourism in promoting preservation of the Davao Gulf.
Councilor Leonardo Avila III, Davao Gulf Management Council (DGMC) chairman, said they want people to understand that the ocean is not only a source of livelihood but also of leisure and entertainment.
He said this year’s theme, “Promoting Sustainable Coastal Tourism As one Strategy to Conserve Coastal Environment,” gave them the direction of the activities they lined up for the second year of celebration.
Avila said there are new sports and entertainment events that will drive people to take part in the celebration.
He said the latest add-on include the Aqua-Urban Adventure Race, the Hook and Line Fishing, the Skim Boarding and the Jetski Fun Race.
The Aqua Urban race, which will kick off at the Rizal Park will challenge the endurance, stamina and different outdoor skills of the participants.
The fishing competition, Avila said, is an inter-barangay competition which will take place in the coastal barangays within the stretch between Lasang and Ilang. He said this will prove the abundance of the marine life in the gulf.
The skim boarding and jetski races are expected to draw crowds since many teens are into these sporting activities this summer.
They also added additional category to the banca race. Fisherfolk who use six-foot and above bancas will now be allowed to join..
“The jets sporting association here already said they will join the event,” Avila said.
Participants from as far as Sarangani province are also constantly calling up him and other members of the organizing committee to ask the guidelines of the Lumbangka Competition.
Other events include the non-conventional summer beach wear competition dubbed as “Pugwat Dagat.”
Avila said they will also launch on May 10 the Save Davao Gulf forum where issues concerning Davao Gulf will be tackled. He said this will soon become a bi-monthly activity.
He bared that the city government is also planning to make the Ocean Month celebration and Dive the Gulf Congress as annual events for Davao City to draw in more tourists.

8,500 households benefit from sewerage and sanitation projects
A TOTAL of 8,500 households benefited from the recent completion of the joint Landbank - World Bank Water District Development Project (WDDP), a $13.25 million credit window for sanitation, sewerage, and drainage projects in San Fernando City (La Union), Palawan Province, Panabo City (Davao del Norte), and Cabanatuan City (Nueva Ecija).
The loan facility forms part of World Bank's brown agenda - financing for sewerage, sanitation, and drainage projects - extended to Landbank in 1999.
The four local government units (LGUs) availed themselves of the loan that enabled them to implement sewerage and sanitation investments based on their willingness to pay. This led to the construction of toilet facilities, communal and individual septic tanks, sewerage and drainage collection pipelines in the LGUs identified.
Landbank is the first government financial institution to avail itself of a loan under World Bank's brown agenda. "This reflects Landbank's commitment to work alongside the LGU sector in shaping the landscape of the countryside, thereby providing economic opportunities for small farmers and fisherfolk and micro-entrepreneurs. Moreover, this is also part of our contributions to the national government's 10-point development agenda."
The WDDP is the first LGU demand-driven project in Asia covering sewerage, sanitation and drainage component. The project is still being implemented in Candon (Ilocos Sur) and Calbayog City (Western Samar), which availed themselves of a total of $2.4 million and the project is expected to be completed by the end of 2006. normally yung mga bagong malls ng Robinsons kc are boxy types....and most of their new malls are called Big R (it's a smaller kinda mall) ehehhehehehe

Kung sa may DCWD ang imong gi-mean nga robinsons mall, wa pa jud nasugdan. Kung ang robinsons subdivision sa may FORD lanang, gisugdan na ug bulldoze. Sige nako malab-yan didto kay sa ma-agi-an man sa akong work. :)

City okays warning signage vs Times Beach lot sales
CITY Hall is not averse to the request of the City Council to put up a signage along Times Beach warning the public against people trying to sell them lots in the area as the stretch is classified as government land.
The development came after the City Council approved a resolution requesting the office of the City Administrator to immediately erect signboards in the recreation area, warning the public against enterprising personalities selling lots in the City Government property.
The Times Beach in Matina Aplaya has been declared under Presidential Proclamation 20 as a city recreation area.
"We agree with that resolution and we will immediately act on it as soon as we receive a copy of the resolution. After all, it is meant to forewarn the people that that land is covered by Proclamation No. 20 and has been designated as purely a recreational area," City Administrator Wendel E. Avisado said.
Through the signage, he said, prospective investors would be guided before investing in the area.
Avisado said he would direct the City Engineer's Office to put up the signage and the City Legal Office to compose the content.
"Of course the language is to be drafted by the City Legal because it is a notice to the public," Avisado added. (BRQ)

Thirty-something entrepreneurs take to Davao City
DAVAO CITY -- The things common among them are they are not native to the city and they are in their 30s. Seeing a potential for business in their adopted city, the three friends, bounded by a love for food and physical fitness, decided to put in P10 million for a spa, gym, food center and a coffee shop.
Jammer Lozano, one of the three investors, said their first project was the food center, dubbed Impit Purok. After the success of the first venture, the three decided to put up a gym and a spa because they all spend money on physical fitness, including massage.
Like Mr. Lozano who is from Laguna, Ferdie Cruz from Baguio and John Abella from Cebu did not expect the business to take off. "We were so happy with the turnout of our investment in Impit Purok that we decided to come up with another form of investment," Mr. Lozano said when he sat down with BusinessWorld inside Bos Coffee Corner, the last of the four businesses opened by the group.
Mr. Lozano said next to the food center was the gym, Metro Lifestyle, then the spa, the Bahia Spa and Wellness. The two businesses opened in August 2005.
Because they like Thai food, the three decided also to franchise the Krua Thai, a Cebu-based food business.
The partners then thought of opening up a coffee shop. It was fortunate, said Mr. Lozano that the owner of Bos Coffee, Cebu-based Steve Benitez, was in Davao City when they were still planning to set up a coffee shop.
The three decided to set up their venture in the city which they have adopted as home. "We just want to give back to the city what it has given us," said Mr. Lozano, who arrived here after graduating from college. He only goes out of the city when he attends business-related activities. Otherwise, he savors everything that the city can offer.
On profitability, he said they would not have decided to pour in that large amount of money had they not seen the potentials of the businesses.
Mr. Lozano is even confident the city’s investment climate would allow his company to recoup its investments in the next three years.
The three have decided to split the work. The coffee shop and restaurant ended up in Mr. Lozano’s care, while Mr. Abella is in charge of the gym and the spa. The finances are left at the hands of Mr. Cruz.
"The good thing about us is that we have a lot of things in common," said Mr. Lozano, who said he and his partners met when they were studying short
management courses. The bonding has gone a long way that even when they disagree, the minority, or just one of them, is obliged to follow the decision of the majority, he added.
"You know, we don’t agree much," he said. So to make everything work, he said, they make every transaction transparent since they meet everyday to discuss their business. "It helps a lot," he said.
Kate, an employee at the front desk, said the three apply hands-on management. She said they come to the shops everyday and personally attend to the chores. They sometimes argue, but they often laugh at their arguments.
Mr. Lozano said he would even go to Cebu to learn about coffee-making so he could personally attend to customers.
For the spa business, he said, "we incorporated traditional massages." He said the company has continued to look for "indigenous ways" to adopt including influences from the Manobos, a local tribe.
The group has also registered its spa with the Spa Association of the Philippines. "I can say we offer good services," Mr. Lozano added, noting it can be a family affair with one room having two beds for husband and wife. Services include "tub soaking bath treatment" either in "waling-waling aromatic detox," "carabao or goat milk bath," or the "Mindanao sea-salts healing bath." For body scrubs, one can enjoy "Kape Barako Bounty," the more local "Samal Seaweed and Mint Detox," the "Davao Fruit Delight" or the "Javenese Lulur."
The gym, on the other hand, is equipped with state-of-the-art machines, and has attracted about 1,400 members in a short time. Kate said the gym also offers karate class for kids and adults as well as aerobics.
Among those who took aerobics lessons was Mr. Lozano himself who credited his instructor, Becky Javier, as among the best in the country. "She is responsible for my winning form," he joked.

Duterte wants to take over management and protection of watersheds in Davao
Davao City -- The local government has proposed taking full control of watersheds here especially those that are linked to the supply of water to this city of 1.4 million people.
"We have forwarded our proposal to the Department of Environment and Natural Resources and I understand it requires a memorandum of agreement," Mayor Rodrigo Duterte said on Sunday.
Mr. Duterte mentioned the Carmen area, in Baguio district, which has been identified as a source of water flowing to Toril, a lowland district where the local water agency’ pumps are located. The Carmen watershed area, which is over 500 hectares in size, is currently occupied by over 300 upland farmers that reportedly hold occupancy rights previously issued by government agencies.
Mr. Duterte said this is a major problem considering activities in the area disrupt the natural ecosystem flow and could significantly upset the city’s water supply in the future. "I’m not inclined to recognize those documents, especially private land titles, since it is a protected area," he said.
In previous years, the national government has allowed upland inhabitants, under agrarian reform and community forestry programs, to legitimize occupancy of protected areas subject to certain conditions and through community-scale legal instruments. Officials of the Department of Environment and Natural Resources, however, admitted these are not effective in many cases.
Field monitoring of these upland communities is inadequate to ensure the restrictions are followed, said a senior staff at the department’s central office in Diliman during an inquiry last month. Previous studies showed that such schemes failed to work in many pilot areas, in practically all the regions, during the ’80s.
Based on estimates in the last reforestation program of the government funded by the Asian Development Bank, from the late ’80s to the early ’90s, the cost of covering a hectare of upland with trees would be from P20,000 to P30,000. "That should be adjusted to reflect current prices and that could be over P50,000 per hectare," said an officer at the Forest Management Bureau.
Mr. Duterte said he had a dialogue with the Carmen community recently noting collective measures would be applied for the area’s protection program including reforestation. "We would be planting trees and we are ready to borrow from the banks if necessary to protect our watersheds," he said.
He likewise said that businessmen Jesus Ayala, chairman of the Regional Development Council, is willing to lead in raising private funds for this purpose. Mr. Ayala is into organic banana farming and property development businesses.
The regional Environment office said there are at least nine watersheds within the city’s 240,000-hectare land area. The biggest is the Davao River, with over 100,000 hectares, and that of the Talomo and Lipadas rivers, estimated at roughly 40,000 hectares.
The Talomo-Lipadas watershed, which is located near the Carmen watershed, is controversial considering it hosts corporate farms, in thousands of hectares, that regularly apply agrochemicals, thereby putting local water quality in the balance.
Nongovernmental organizations here said the Talomo-Lipadas watershed accounts for up to 13% of the city’s total land area and supplies up to 95% of the water pumped out by the Davao City Water District and serving about three-fourths of the total number of households here.
Last year, Mr. Duterte said development in the Talomo-Lipadas water-shed has been effectively restricted following findings by research groups as well as complaints from environmentalists that operation of commercial-scale plantations in the area could pollute the city’s water sources.
Plantation firms, exporting fresh banana and pineapple to foreign markets, have underscored, however, that their operation is within the standards set by the government. City officials also explained that the local government could not just suspend the business permits of these firms unless there is adequate proof that they violated existing laws and local ordinances.
Plantations are generally covered by an environmental compliance certificate that generally contains certain conditions. An environmentally critical project is assessed and approved by the Environment department’s central office while a project located in an environmentally critical area, which applies to banana plantations operating near or within the watershed, is assessed and approved by the regional office.

Think of all the words you can use to describe Davao City, and chances are you don't exactly know how -- and when -- to stop.
Literally speaking, Davao City is an enchanted and beautiful place in its' own right, filled with lively people who had persevered in maintaining the natural beauty that the land of their lives had been endowed with. The over-all topography in Davao, in fact, is more than enough to simulate the mind, the soul and the eyes. For instance, the country's highest mountain -- the ever-majestic Mt. Apo -- is comfortably set within Davao's mellowed hinterlands. On yet another kind of surface -- the sea -- Coral islands are sight to behold suround by the blue, scenic waters.
And more important, rich fruit plantations such as the famed Durian give Davao the distinction as a food basket in our small, thriving country.

Davao is so rich not only in natural resources, but also in people. For Davao is not only earmarked for modernization; it also has a good grasp of present technology such as the establishment of malls, internet cafes, plush hotels and so on. It's definitely a wholesome place to be in.
Davao is also the preffered dwelling place of the endangered Philippine eagle. In fact, many tourist who have visited this place admit the the fact that besides Davao's vast natural resources, what really attracted them most to visit the Phillipines was the chance to see the Philippine Eagle -- which has been considered as the "Air's noblest flier".
Here and now, tourists galore in this rich, peaceful and happy city. And this serves only as a further testament of how exactly wonderful a city Davao truly is.

Davao city tied with makati in the top spot in the list of the five most competitive metro cities in the country, making it the only metro city in Mindanao to be so ranked in the 2005 Philippine Cities Competitiveness Ranking Project (PCCRP) study of the ASian Institute of management (AIM) policy center.
It was the second time Davao city got the highest rangking in PCCRP studies, the first being in 2002. It ranked third in 2003.
The other cities in the top five were Las Piñas, Marikina, and Muntinlupa cities.
Davao performed well in six out of seven major drivers of competitiveness set in the PCCRP.
For mid-sized cities, the most competitive are BAcolod, Batangas, Iligan, Iloilo,and San Fernando.
For small cities, the most competitive are Dagupan, Legaspi, Koronadal, Naga, Olongapo, La Union, Santa Rosa, Surigao, Tagbilaran, and Tagum..

I came in late for the dinner to welcome executives of a new Macau airline. To brake the ice, I introduced myself as PAL. Plane always late? Actually it is short for Peter Angelo Lavina. There were chuckles around.
In spite of the sumptuous cuisine prepared by the Marco Polo, we had more laughs last night than bite. Andrew, Arthur and Tina of the Viva Macau airlines were really nice and friendly lot. So were the host from some of Davao's tourism movers and shakers.
The airline executives from Macau, the Las Vegas of the East, are here for a 3-day exploratory look-hear-feel the possibility of opening a direct flight from the former Portuguese enclave in southern China to Davao.
This is most welcome news amidst our campaign for an "open sky" regime. Viva Macau's entry to Davao could be our city's biggest jackpot! It can link us to major travel markets to dramatically increase our tourists.
I came in late because I represented Mayor Rodrigo Duterte at the launching of the PEP program of the International Finance Corporation (IFC) and met Bohol Governor Erico Boyles Aumentado.
I welcomed the IFC as new friends and partners of Davao for SME development.
On the other hand, I welcome Viva Macau as more than new friends and partners. The Macau Eagle Aviation Services Ltd. owns the airline.
I thought it might as well be Davao's own international airline. The Macau Eagle and our own Pag-asa soaring high together. Pag-asa means hope; it is also the name of the first Philippine Eagle, the most majestic of all birds, hatched in captivity in Davao.
Air travelers might soon catch marketing sound bytes such as ... from the biggest jackpot in Asia to the biggest city in the world ... soar high like an eagle ... fly Viva Macau to Davao!

City to prioritize building of track oval, gymnasium
DAVAO City Administrator Wendel E. Avisado said Wednesday the City Government, with the help of the Philippine Sports Commission (PSC), would prioritize the creation of a multi-purpose gymnasium and track oval as part of its plan to construct a city sports complex.
Avisado said the technical group sent by the PSC to Davao City, along with the city technical group composed of the City Engineer's Office and the City Planning and Development Office, will prioritize master plan of the two structures.

He said the technical group would present the plan together with its cost estimate to Mayor Rodrigo R. Duterte next month.
"We are looking at maybe middle of May where we could have a master plan for the sports complex wherein they would likewise present to us what kind of sports complex is suitable in the 20-hectare given to us by the UP complex," Avisado said.
Avisado said the construction of a swimming pool would still depend on the financial capacity of the city.
"If it could be accommodated in the budget then we could construct a swimming pool. Because it is expensive to construct a sports complex, the budget might not be enough," he said.
Avisado said the city sports complex would cost P200 million, which would be sourced from the P500-million money the City Government borrowed from the Land Bank of the Philippines. (BRQ)

I hope Viva Macau decides to operate a flight to davao! There should be enough O&D traffic between the two cities, plus it is near Hong Kong so they can capture that market as well. It's futile waiting for PAL to introduce an international flight out of davao. I hate PAL anyways, i've stopped flying with them. Im keeping my fingers crossed....
I don't understand the government's potential apprehension in this. If the current bilateral air agreement doesn't allow this to materialise, then they should hold another talk to amend it. It's about time that investments be distributed among regions in this country.
Kudos to you , Konsehal. To be honest, you make me want come back to Davao and register for the next election. I hope all LGUs follow suit, and not just wait for the BLOODY government to attract investors. If we can market our city ourselves, so much the better.. We know it way more than they do anyways....

tj, Viva Macau is very interested to fly to both Davao and Clark. In fact, they have a timetable as early as August. Their plane to be assigned to this sector a Boeing 767, a 250 seater, will arrive in June.
But, we have to be realistic. Pinoy politics, ingit, tampo, etc. will get in the way. So, we need to hurdle all these obstacles.
Easily, we can see PAL objecting to it. Or even Cebu Pacific. We really don't know how it would work in the next few weeks as they apply for all the regulatory requirements.
That is the reason we need an "open skies" regime. We can cut short all these bureaucratic maze.
Let's hope for the best. :)

junax April 27th, 2006, 10:51 AM ^^ if the central government, PAL, Cebu Pacific, etc. will oppose the coming of Viva Palau to Davao, they must suggest an alternative (more PAL international flights to davao), para ano pa ang international status, high tech equipment kung di naman ginagamit. if they can't do what Viva Palau can provide, might as well change the international status of DIA, make it domestic only and service only samal, basilan and jolo exclusively. how about closing DIA and make another NAIA 4 100 storeys high with 500 gates para masolo na ng Manila lahat ng flights.
huistenmark April 27th, 2006, 10:57 AM PAL don't have the aircraft to open new flights out of davao. As it is, their fleet is close to over-utilisation. At best, they can add one more frequency on the DVO-MNL route, as i've heard the load factor is very high. The last time i was at DIA, the domestic side of the airport was overcrowded while the international side was deserted.....
I hope this will push through... f*** Manila, PAL, 5J etc... (maybe not 5J, it's my fave airline company in the phils...)

You guys must realize how significant the action the IFC has done by opening an office in Davao. They must know something we don't.
I have a first cousin who is a high ranking officer of the IFC in Washington, DC and I even met the IFC's current RP country manager through her years ago. I also remember when the Alcantaras went to Washington, DC to meet with her to discuss some project proposals with the IFC. When she found out they were from Davao, she called me in NY to find out if I knew any of them. I told her that I knew Alex quite well and that they were very capable and reputable businessmen/managers.
Having the IFC in Davao means better access to capital for Davao-based and Mindanao-based businesses. Now, they do not have to rely on local banks/lenders who make you jump over hoops and give you the run around just to get funding. The IFC means business - straight business walang pakemekeme.
Significant, too, for them to choose to locate in Davao versus the "other" booming economic power in NorMin. (jk)... :)

The Davao First Transcription Center Corporation (DFTCC) inaugurated its training facility yesterday. I represented Mayor Rodrigo Duterte in the ribbon-cutting.

During my brief remarks, I cited the pioneering effort of Leo Abellera Magno who opened one of the earliest medical transcription services in the country here in Davao way back in 2001. Leo's Mindanao Medical Transcription Organization had two medical institutions in the US as its initial clients.
One morning I tried my hand at transcribing an audio recording of a particular medical diagnosis. Leo remarked that I could qualify to man one of his 50 computers. I told him I worked as a medical detailman that is why I was familiar with medical terms.
Anyway, he had headaches. Of more than 100 who initially applied, only 5-6 qualified for the transcription job. He asked for my help. I went to the see officials of the Technical Education and Skills Development Authority (TESDA). Unfortunately, medical transcription at that time was very alien to them.
Leo was simply way ahead of his time. He may have been an avant garde but he lost a lot of money. He eventually folded up until Metro Manila and even Cebu today have become business process outsourcing (BPO) hubs.
The opening of this new transcription school therefore augurs well for Davao's own effort to become a BPO center. Incidentally, Jayson Banico, our Davaoeno Lumad in Silicon Valley, has invited me to join the Board of Advisors for his call center incubator project to help the local business community and the academe to better prepare Davao as an ICT center.
Noteworthy in DFTCC's case is the accreditation by TESDA. Davaoenos owned this center led by Cecille Velilla, CEO, Jehad Rasul Umal, COO, and Mel Bombeo, Corporate Secretary.
Its first training would commence on May 8. For those interested, visit the center at the 17th Floor of Landco along JP Laurel.

Philippine Outsourcing received a boost from an overseas Filipino professional who has come back to the country and invest in Davao City, Mindanao.
Albert Bangwa, a native of Baguio City, recently retired from the US Navy as a disbursing officer. He has witnessed the transformation of Davao City as a major economic center in southern Philippines.
"I could see the progress of Davao and its growing fast," he said.
That is why he has decided to invest his money by building a health services technical school in Davao City Philippines, named Saint Albans College of Technology (SACT).
According to SACT executive vice president Bambi Lim, the school will specialize in medical transcription training. The school will also offer other courses including nursing aid, caregiver training and college-level nursing.
SACT aims to provide advance technology, innovative training and a competent teaching staff to produce top caliber and competent graduates.
The global market for healthcare services outsourcing is growing.
Medical transcription offers a good opportunity for people who want to venture into a secondary occupation and work from their homes, according to Lim.
SACT expects to have at least 1,500 enrollees when the school opens. Tuition for medical transcription courses at SACT would be about P15,000 (US$280) for six months.
SACT plans to incorporate courses on time management and cultural sensitivity with the core course offerings. Lim expects graduates to be well-prepared professionals in their new environment and contribute to the growth of the Philippine Outsourcing industry.
"We will assist our student in finding the work where most of the clients are based in the United States," she said adding that their offer is up to the time that the student can be placed for a job.
For his part, Bangwa said SACT aims to produce competent graduates that will eventually create a mark for Davao City as the center for Philippine outsourcing, particularly for Medical Transcription business in Mindanao.
Having applied for school accreditation, Bangwa is also looking forward to the tax holidays offered by the Davao City government.
Through its Investment and Promotion Center, Davao City currently extends tax holidays to investors in various areas such as education, real estate, information technology, energy and alternative fuel.

Foreign investors have been bullish in putting up businesses in the Davao and Mindanao regions this year. There has been much optimism in the trade and tourism industry given the continuous influx of new businesses and tourism projects.
The Philippines Department of Trade and Industry (DTI) 11 reported that the region generated over P7.5 billion worth of investments as of September this year, an 83 per cent increase the same period last year.
Thirteen major conventions successfully concluded here, which gathered at least 20,000 delegates from all over the country and abroad.
These include among others, the National Educators Congress, Philippine Convention of Medical Practitioners, Philippine Nurses Association Congress and 13th Mindanao Business Conference, which gathered foreign diplomats and trade representatives from Australia, Canada, China and the Brunei, Indonesia, Malaysia, Philippines-East Asian Growth Area (BIMP-EAGA).
One of the biggest investors this year was the Japanese-owned Sumitomo Fruits Corporation (SUMIFRU), which poured in an additional P1.5 billion investments for its banana expansion program in Mindanao.
SUMIFRU is now developing about 4,000 hectares of banana plantations in Davao region's agricultural districts of Calinan and Toril.
Davao region's trade and tourism sectors were also boosted by BIMP countries establishing a US$5-million worth BIMP Multinational Corp. to corner the Middle East market for Halal chickens, which is estimated to be worth US$150 million a year.
The year 2005 was also a good year for the economy of the region as the Philippine government and Saudi Arabia inked an agreement for stronger economic and security cooperation.
Some 27 Arabian officials and trade leaders visited Davao and Mindanao in May for a venture with the local furniture and fruit industries, particularly mango and banana.
At present, trade officials are working on P700 million investment pledges from various foreign and local capitalists, with the agriculture and aquamarine industries as the major beneficiaries.
Other potential investments to enter the region by 2006 include a P300 million oil filter plant project; P150 million marine processing plants; P100 million Vapor Hot Treatment (VHT) plant; P100 million seaweeds expansion project, P30 million castor oil plantation development and P20-million banana chips processing plant.
Three large-scale mineral resources development projects in the region are now in the pipeline, according to the Minerals and Geosciences Bureau.
The projects are Diwalwal Direct State Utilization in Compostela Valley for gold and silver, Pujada Nickel project in Davao Oriental and Amacan Copper project in Compostela Valley.
The projects are expected to generate over US$400-million revenues yearly and at least 10,000 jobs once in place.
The investments and trade pledges came in as the Department of Public Works and Highways (DPWH) implemented over P7 billion worth of infrastructure development projects in the region.
Based on DPWH-11 records, 435 road and bridges were already completed this year while some 240 infrastructure projects are up for completion.
Amid all the development, employment, exports earnings and tax collection Davao region also grew, indicating an overall positive economic performance during the year.

Region 10 is Mindanao's largest economy - Ocampos

Cagayan de Oro City (31 March) -- Region 10 remains the largest regional economy in Mindanao contributing 27.17% to the island's total gross production in 2005 with the service sector accounting for the biggest share of its output, followed by those industry and agriculture.
Thus reported Gov. Leo Loreto Ocampos of Misamis Occidental, Chairperson of the Regional Development Council (RDC-X) on Region 10's State of the Region Report during its recent 70th full council meeting held at the National Economic and Development Authority (NEDA) this city.
"Last year, we had the 3rd highest per capita Gross Regional Domestic Product (GRDP) in the country, next to that of the National Capital Region (NCR) and the Cordillera Autonomous Region (CAR). Our economy grew by 6.04% in 2004, higher than the 5.06% growth in 2003 exceeding the Medium-Term Regional Development Plan (MTRDP) target of 5.8%," he said.
Due to the region's performance as a surplus producer of basic food and industrial products, inflation was maintained at a single-digit level despite the unabated increases in prices of oil and that prices of commodities increased marginally only by 0.5% to 7.7%.
He also said considering the agriculture sector as the biggest employer with 45% share, the region posted the highest underemployment rate of 34.4% among the Mindanao regions and the second highest nationwide as 59,000 new jobs were created as of October last year.
Total revenue collection of the Bureau of Internal Revenue (BIR) which amounted to Php3.741billion was 17% higher than its Php3.191 billion posted in 2004 while that of the Bureau of Customs also increased by 81.52%, from Php1.073 billion to Php2.390 billion.
Investments monitored by the Dept. of Trade and Industry (DTI) was 38% higher than the previous year while those registered with the Securities and Exchange Commission (SEC) posted a 14% increase in new business registrations just as the region's exports grew by 18%.
On the other hand, Ocampos said, foreign tourist arrivals increased by 26% even as the overall growth in tourist arrivals dropped from 7.4% in 2004 to only 1%, last year.
Copra, vegetables, root crops, fruit and fish production increased even as palay, green coconut and commercial crop production decreased. Corn production alone reported an 800% surplus while that of rice dropped by 15%.
"In support to the urban greening efforts, over 36,000 seedlings were produced for the establishment and maintenance of mini-parks with focus on Lake Apo and Mt. Kitanglad in Bukidnon," he said.
Meanwhile, Malacañang said it is now the time for all our leaders to embrace this once-in-a-lifetime opportunity to achieve permanent economic and political stability as economic growth will drive jobs in an effort to keep the lid on inflation on the back of declining oil prices.
"With all these good things happening in our region, let us continue to build on the gains by sustaining our stable peace and order to ensure the continuing growth of our strategic initiatives and big investments," Ocampos further said. (PIA 10)

Foreign investors have been bullish in putting up businesses in the Davao and Mindanao regions this year. There has been much optimism in the trade and tourism industry given the continuous influx of new businesses and tourism projects.
The Philippines Department of Trade and Industry (DTI) 11 reported that the region generated over P7.5 billion worth of investments as of September this year, an 83 per cent increase the same period last year.
Thirteen major conventions successfully concluded here, which gathered at least 20,000 delegates from all over the country and abroad.
These include among others, the National Educators Congress, Philippine Convention of Medical Practitioners, Philippine Nurses Association Congress and 13th Mindanao Business Conference, which gathered foreign diplomats and trade representatives from Australia, Canada, China and the Brunei, Indonesia, Malaysia, Philippines-East Asian Growth Area (BIMP-EAGA).
One of the biggest investors this year was the Japanese-owned Sumitomo Fruits Corporation (SUMIFRU), which poured in an additional P1.5 billion investments for its banana expansion program in Mindanao.
SUMIFRU is now developing about 4,000 hectares of banana plantations in Davao region's agricultural districts of Calinan and Toril.
Davao region's trade and tourism sectors were also boosted by BIMP countries establishing a US$5-million worth BIMP Multinational Corp. to corner the Middle East market for Halal chickens, which is estimated to be worth US$150 million a year.
The year 2005 was also a good year for the economy of the region as the Philippine government and Saudi Arabia inked an agreement for stronger economic and security cooperation.
Some 27 Arabian officials and trade leaders visited Davao and Mindanao in May for a venture with the local furniture and fruit industries, particularly mango and banana.
At present, trade officials are working on P700 million investment pledges from various foreign and local capitalists, with the agriculture and aquamarine industries as the major beneficiaries.
Other potential investments to enter the region by 2006 include a P300 million oil filter plant project; P150 million marine processing plants; P100 million Vapor Hot Treatment (VHT) plant; P100 million seaweeds expansion project, P30 million castor oil plantation development and P20-million banana chips processing plant.
Three large-scale mineral resources development projects in the region are now in the pipeline, according to the Minerals and Geosciences Bureau.
The projects are Diwalwal Direct State Utilization in Compostela Valley for gold and silver, Pujada Nickel project in Davao Oriental and Amacan Copper project in Compostela Valley.
The projects are expected to generate over US$400-million revenues yearly and at least 10,000 jobs once in place.
The investments and trade pledges came in as the Department of Public Works and Highways (DPWH) implemented over P7 billion worth of infrastructure development projects in the region.
Based on DPWH-11 records, 435 road and bridges were already completed this year while some 240 infrastructure projects are up for completion.
Amid all the development, employment, exports earnings and tax collection Davao region also grew, indicating an overall positive economic performance during the year.
NEDA sees Davao Region as top economic performer this year (2006)
National Economic Development Authority (NEDA) regional director Nicasio Agustin believes the P14 daily wage increase issued by the Regional Tripartite Wages and Productivity Board (RTWPB) XI will not severely affect Region XI's economy.
Agustin said in fact, given the sharp increase in capital infusions in last year and present year industry indicators, NEDA expects Region XI to top other regions in the country in terms of economic performance this year.
A NEDA XI survey showed Davao Region obtained a 100 percent increase in capital infusion last year compared with the previous year, Agustin said.
Davao Region also stood out in terms of tourist arrivals last year and is projected to remain in the lead this year, Agustin said.
He is also confident the agriculture sector will continue to soar high this year with the impending transfer of the Department of Agriculture (DA) central office to Davao City.
"An improved growth in food sector is seen this year and the transfer of the DA office in the city is also seen to strengthen further the agriculture sector," Agustin said, adding the food sector specifically banana will continue to pull up the region's exports.
Davao Region is a region to watch this year because of the vast mineral deposits in Mindanao, Agustin said.
He said the recent approval of the amended Mining Act is expected to shore up the mining industry in Mindanao, provided mining industry key players continue to practice a sustainable mining approach.
"Mining ang bubuhay sa atin, not much on manufacturing," Agustin said.
Aside from mining, service sector is at an upward trend due to the apparent growth in the Information Communication and Technology (ICT) sector. Davao City is projected to rank second to Cebu City on ICT growth, Agustin said.

This year's goal of the city's investment promotion center is to attract fresh new investments for P 1.77 billion.
Well, we reached that figure in the first quarter!
The Davao City Investment Incentive Board, where I sit as member, approved four new investment applications Friday afternoon. The city government granted them incentives in the form of tax holidays under the Davao City Investment Incentive Code.
They were the following:
Food processing project of Stargate Enterprise Corporation located at Malagamot, Panacan - P 12.14 Million;
Vapor heat treatment plant of Southern Philippines Fresh Fruits Corp. located at Ilang, Tibungco - P 52 Million;
Property development - housing subdivision of Makar Properties Development, Inc. involving 179 units located at Baliok, Talomo District - P 275 Million;
Property development - housing subdivision "Pag-ibig mega city" of Makar Properties Development, Inc. involving 3,660 units located at Tacunan, Tugbok District - P 1.43 Billion
The four projects will generate 596 new jobs.
The city grants tax holidays that include exemption from payment of mayor's business permits, local fees and charges such as building permit fees, basic real property taxes and local business sales taxes.
Incidentaly, these figures do not include investments in non-preferred areas of investments and those that did not apply the availment of the incentives.
The Davao City Investment Promotion Center likewise provides non-fiscal incentives such as assistance in the processing of permits, business-matching, identification of sites, sourcing of raw materials, among others.
As chair of the City Council Committee on Trade, Commerce & Industry, I am now holding public hearings on the proposed amendments to the incentive ordinance. One of the new proposals is to grant more incentives to businesses that will locate outside the central business districts.
This is in keeping with the city's strategy to disperse growth to other outlying districts of the city.
New preferred areas of investments include my own proposal on production and generation of alternative energy resources.

whaleshark Davao City (21 April) — The sightings of whale sharks along the seas in Buhisan, Davao City are an indicator of an improved environmental condition of the Davao Gulf.
Davao City councilor Leo Avila III, chair of the Davao Gulf Management Council (DGMC) said that the appearance of the whales along this site is becoming frequent that they could be seen almost weekly.
“This is the result of the consciousness of the people in the barangay as they become vigilant in guarding their waters of illegal activities including disposing of garbage,” he said.
Avila said they are contemplating to designate the area as a tourist attraction where whale watching can be undertaken.
He said they are coordinating closely with the barangay in documenting the presence of the whales as to frequency and the spots.
“We need this as guide in our future plans,” he said.
Avila also said that they noticed that dolphins and whales travel to waters where fishes are abundant and it can be seen in the Buhisan area that small fishes and shrimps are aplenty.
He said other areas along the Davao Gulf also had sightings of the whales and dolphins and they had given instructions to the local government units to document it so necessary programs could be introduced in the area especially related to tourism.
Davao Gulf is the favorite playground of various species of highly migratory cetaceans (dolphins and whales) but in the late 80s to 2000 they cease to appear because food is no longer available, he said.
He said there are 11 kinds of cetaceans that could be found in the Davao Gulf.
The survey in March 2004 by a composite team from the Department of Agriculture-Bureau of Fisheries and Aquatic Resources, Save the Davao Gulf Foundation and WWF-Philippines confirmed the presence of at least ten whale and dolphin species within the gulf area.
In a summary of area profile released by DGMC it said that three species of whales are new record of the gulf and these are the killer whale. Cuvier’s beaked whale, and the rare Indo-pacific beaked whale.

DAVAO CITY – The International Finance Corp. (IFC), the private sector arm of the World Bank, earmarked US$ 10 million (P 500 million) worth technical assistance for the overall development of small and medium enterprises (SMEs) in Mindanao.
The program is channeled through the PEP-Philippines, a multi-donor facility co-funded by the governments of Australia and Canada.
IFC Country Director Vipul Bhagat said the technical aid aims to empower SMEs as the main drivers of Philippine economic growth.
“PEP-Philippines will carry out programs that will address the challenges to the growth of small businesses, and help increase their contribution to the economy,” said Bhagat, who was part of a WB team that opened here Wednesday the first-ever IFC-Mindanao office.
IFC data said while SMEs comprise 97 percent of Philippine businesses and employ 70 percent of the country’s labor force, they account for only 34 percent of the gross domestic product.
PEP-Philippines Country Coordinator Euan Marshall said the fund will concentrate on rural finance, seaweed and local investment climate promotion programs in Mindanao.
“We recognized the need to focus on Mindanao in order to maximize our development impact,” Marshall said, citing that the island is home to 10 most impoverished provinces in the Philippines.
Marshall said the rural finance program will increase farmer’s access to formal sources of credit while the investment climate promotion program will reduce cost of doing business and simplify business registration procedures in local government units.
The seaweed program, on the other hand, will introduce new technology to increase farmer’s revenue and maximize production. The global seaweeds market is pegged at 8 billion US dollars and growing eight percent annually.
Marshall said they would do this by coordinating with business organizations, local government units and banking institutions.
“We don’t work one on one with individuals but through intermediaries and present infrastructures,” he said.
In 2005, IFC has committed investments of 102 million US dollars in the Philippines’ housing finance, infrastructure and insurance sectors, where about 85 percent were local currency financing.
IFC’s mission is to promote sustainable private sector investment in developing countries worldwide, helping to reduce poverty and improve people’s lives.
Since 1956, the group has extended over 49 billion US dollars in 140 developing countries.

10 garbage trucks now available
THE 10 garbage compactor trucks expected to arrive last December finally arrived last week in Davao City and will soon be available for use, said City Administrator Wendel E. Avisado Friday.
Avisado said the City Government is currently in the process of facilitating the release of the compactors from the Bureau of Customs.
"This will be presented properly to the public, as always by the Mayor probably next week. They are cleaning the trucks and hopefully there are drivers already assigned. They will then be presented to the public," Avisado said.
Mayor Rodrigo R. Duterte earlier said the trucks, along with the 6,000 garbage bins would help in the maintenance of garbage and keeping the city clean.
Duterte said the new garbage trucks would have separate containers for biodegradable and non-biodegradable wastes in compliance with the waste segregation program of the government. (BRQ)

Loi, Burotski is only able to present argument that were really sophomoric. All he could present were press releases by local gov't officials who, in job preservation mode, provide numbers or results that make them look good. Even the charts he produced don't give the real picture. Like it or not, Davao IS Mindanao's economic center. It is where national and multinational companies choose to locate their Mindanao HQs, where countries choose to locate their consulates, where major political parties choose to locate their election operations, where banks choose to locate their Mindanao regional HQs, etc.

DAVAO CITY – The selection of Davao City as among the Philippines’s most competitive cities for 2005 is a good sign that it is a conducive place for investment, the Department of Trade and Industry has said.
A study conducted by the Asian Institute of Management (AIM) identified the metropolitan cities of Davao, Las Piñas, Makati, Marikina, and Muntinlupa as ideal places for living and doing business.
The AIM, in a statement, said that the study was designed to promote healthy competition among Philippine cities to further motivate local government leaders become economic and development managers apart from being providers of public goods and services.

North Sulawesi Boosts Ties With Davao City

MANADO, N Sulawesi, Asia Pulse - Indonesia's province of North Sulawesi is strengthening its relations with The Philippine city of Davao in sub-regional cooperation among Brunei Darussalam, Indonesia, Malaysia, and The Philippines - East Asian Growth Area (BIMP-EAGA), an official said.
The cooperation, however, is focused on marine and fishery affairs, and the handling of some ten thousand Indonesian workers hailing from North Sulawesi, chief of economic affairs bureau of the North Sulawesi provincial administration, Gemmy Kawatu said here Monday.
This is the implementation of the directives given by President Susilo Bambang Yudhoyono to the governors of the eastern parts of Indonesia during their meeting in Manado recently, Gemmy said.
Regarding the fishery sector, North Sulawesi province and Davao will focus on the prevention of illegal fishing, and the two sides will conduct a joint sea patrol in the border area, he said.
In addition, North Sulawesi has also studied how Davao had managed its tourism industry, he said, adding that one to two million foreign tourists visited Davao every year.
"North Sulawesi will also focus on solving the problem of its 10,000 workers in the Philippines because only half of them are legal," the official said.
The provincial administration is trying to cooperate with the Philippine government by meeting the country's regulations with a view to legalizing their status, he added.

Hi Philwily, china town is taking shape. Spearheads of the project are currently constructing pagodas on entrances and will be installing lights and other chinese adornments on the streets anytime soon.

Integrated city sewerage system not yet a priority
CONSTRUCTING an Integrated Davao City Sewerage System to prevent wastewater pollution in the city is not yet a priority of the City Government, said City Administrator Wendel E. Avisado.
Avisado said the city in the meantime is working on the three priority projects of City Mayor Rodrigo R. Duterte such as the transformation of the government-owned PTA grounds into a green park, construction of a city sports complex, and acquisition of a sanitary landfill.
"We are trying to come up with a certain timeframe because there are many priority projects, even the mayor said that it might not be realized during his term," Avisado said Friday.
In constructing a city integrated sewerage system, Avisado said, the City Government has to conduct a master planning study on the matter.
"There has to be a preliminary assessment that will be conducted and gather all the data and information and based on the preliminary analysis, it may yet pave the way for the conduct of a program feasibility study and a master planning study," he said.
Should the city accomplish all its priority projects, Avisado said, they would task a composite team composed of the City Planning and Development Office, City Engineer's Office, and City Environment and Natural Resources Office to make the master plan. (BRQ)

re: sports complex. Agree. Next time around, Davao will be able to host big sporting events. Yan ang rason, Davao didnt bid sa SEAG and even Palarong Pambansa.

Group confirms Davao tops most competitive cities

DAVAO is the only city in the Visayas and Mindanao that is included in the five "most competitive metro cities" in the Philippines. The city performed well in six out of seven major drivers of competitiveness.
Professor Mario Lopez of the AIM (Asia Institute of Management) Policy Center made this disclosure in making public for the first time in Davao City last Tuesday details of the Philippine Cities Competitiveness Rating Project (PCCRP) of 2005.
The PCCRP survey is being conducted yearly by AIM Policy Center in cooperation with the United States Agency for International Development, the Asia Foundation and the German Technical Cooperation.
The survey is designed to help gauge the competitiveness of cities in the country as a place for living and doing business.
A city's competitiveness, as defined by the World Competitiveness Yearbook, is the "ability of a city to create and maintain an environment that sustains more value creation for its enterprises and more prosperity for its people."
In the 2005 PCCRP, the country's 65 participating cities were categorized into three: metro, mid-sized, and small.
Competing under "metro" were 13 cities: Davao in Mindanao; Cebu, Lapu-lapu and Mandaue in the Visayas; and Las Piñas, Makati, Manila, Mandaluyong, Marikina, Muntinlupa, Pasig, Pasay and Quezon City in Luzon.
Under "mid-sized" were 15 cities: Butuan, Cagayan de Oro, General Santos, Iligan and Zamboanga in Mindanao, Bacolod and Iloilo in the Visayas, and Angeles, Baguio, Batangas, Cabanatuan, Calamba, Lipa, San Fernando (Pampanga) and Tarlac in Luzon.
Participating as "small" cities, 37 in all, were 16 from Mindanao (Bislig, Cotabato, Dapitan, Digos, Dipolog, Gingoog, Koronadal, Marawi, Oroquieta, Ozamis, Pagadian, Panabo, Surigao, Tacurong, Tagum and Valencia); 12 in Luzon (Cavite, Dagupan, Legaspi, Lucena, Naga, Olongapo, Puerto Princesa, San Fernando (La Union), Sta. Rosa, Sorsogon, Tagaytay and Tuguegarao); and nine in the Visayas (Bago, Cadiz, Dumaguete, Ormoc, Roxas, San Carlos, Silay, Tacloban and Tagbilaran).
The mid-sized cities were non-metro cities that have population greater than 200,000 inhabitants, while the small cities were those with populations of less than 200,000.
Where Davao excelled
Davao, Mindanao's only entry in the metro cities category, did well in the following drivers of competitiveness: cost of doing business (it ranked No. 1), dynamism of local economy (No. 2), linkages and accessibility (No. 2), infrastructure (No. 3), quality of life (No. 4) and responsiveness to business needs (No. 6), but did poorly in human resources and training with a ranking of only No. 11.
Unlike the studies in the previous years, PCCRP in 2005 did not reveal the overall ranking of the five most competitiveness cities.
Lopez, however, admitted that if he had his way he would reveal the rankings.
"Being a management person, I found that a little strange because most managers would want to see the ranks," he said.
He added, "I know people want bragging rights."
A computation of the cities' rankings in each of the drivers of competitiveness indicates that Davao ranks first among the five most competitive metro cities with a sum of 29.
But it tied with Makati, followed by Las Piñas with 36, Marikina with 38, and Muntinlupa with 43.
Marikina ranked No. 1 in three of the seven major drivers (infrastructure, responsiveness to business needs and quality of life), but its poor ratings in the remaining four drivers pulled it down.
