In defense of Task Force Davao
By Jun Ledesma
agreed too specially on this
My view contravenes these anti-TFD group. Just because Davao City had relatively enjoyed peace and order compared to other provinces and cities in Mindanao and for that matter the entire country, should we now dismantle TFD. It's precisely because of their presence which augmented the meager police force that Davao City is peaceful. Remove them, and it is just like opening an entry point for criminal element to gain entry to the city.

MtApoStandard January 7th, 2008, 05:20 AM Citizens’ Watch on the Reconstruction of the Bankerohan Bridge
January 6th, 2008 at 3:06 am (General, Davao City, civil society)
Concerned Davao City residents, led by Davao City First District Councilor Peter Laviņa, have started the blog Bangkerohan Bridge that will serve as the online presence of the citizen’s catch on the reconstruction of the Bangkerohan Bridge.
Bangkerohan Bridge, also known as Governor Generoso Bridge I, is currently non-existent. It has been damaged and weakened over time, and it broke last 2007. It has been months and reconstruction of the bridge is yet to start. The bridge is one of two that connects the two parts of Davao City that are traversed by Davao River. Since it has been out of order, traffic in the city has worsened. Last elections, the reconstruction of the bridge was an issue tackled by local and national politicians.
The blog provides a good avenue for participatory governance that Laviņa has been advocating. It provides a countdown to the April 1 deadline set for the DPWH. It also has a summary of bidders and their budget for the reconstruction.
The blog invites Davao City residents to join them and ensure the proper and uncorrupted reconstruction of the bridge.

goys let us join councilor Lavina in his quest(and ours too), parang niloloko na tayo nito !
i kind of like to ignore the possibility of "SOP" transaction has not finished yet. has not reach to some hands yet causing the delays:D seriously, the longer the delay, the greater corruption will slice down quality of bridge you will be surprised if its worth the budget amount.

Davao City serious with its food fortification program
By Rose B. Palacio
Davao City (8 January) -- The City Government has been serious in its food fortification program following the creation of the Task Force on Food Fortification by Mayor Rodrigo R. Duterte. The TF is tasked to monitor fortified food specifically on rice, refined sugar, wheat flour and cooking oil.
City Health Officer Dr. Josephine Villafuerte and City nutrition division chief Venus Millana has tapped other non-government organizations such as the Kiwanis Club through Sergio Haw and Boy Rallos, the UIC and Grains Fortificant Marketing through Raul Roldan, Jay Mathew Mariano and Eleanor Madiclum as active members of the TF on Food Fortification.
Chaired by Mayor Duterte the Task Force's vice chair is a representative coming from the NGO, with members as the Bureau of Customs, DOH, BFAD, DCPO, DTI, CHO, NFA, Committee on Health of the Sangguniang Panlungsod, Office of the Business Bureau, City Legal Office, Kiwanis Club, the University of Immaculate Conception and with the active participation of the Philippine Information Agency (PIA).
The Task Force on Food Fortification have established a Monitoring team to widen its information campaign on the importance of fortified food products; and to regularly inspect all restaurants, hospitals, food outlets and all other food establishments in Davao whether they are using fortified rice.
Upon inspection of the Monitoring Team, it was found out that those who have complied with rice fortication were only the following establishments: Iron Horse Restaurant; Jollibee outlets; Mandarin Tea Garden; Davao Doctors hospital, San Pedro Hospital, Brokenshire hospital, and SM food establishments.
For this first quarter of the year, the Task Force on Food Fortification Monitoring team will again conduct full-swing inspection on all other restaurants and food establishments for compliance on the use of fortified rice.
Mayor Duterte has initially provided an appropriation of P500,000 for the implementation of food fortification of the city government as the Task Force is also mandated to inspect public markets, retail outlets, food service establishments that should have proper use of fortified food products and labeled with nutrition facts indicating specific micronutrient it was fortified with.
The Task Force on Food Fortification is also mandated to conduct wide advocacy on the use of fortified food products to promote nutrition; recommend measures to enhance effective implementation of mandatory food fortification program of the government; and ensure that all grocery malls shall establish their respective fortified food corners. DexterTexter January 8th, 2008, 02:13 AM @blueguy. - IT's usual for some parts of malls to have that "shaking" sensation, whether from escalators, vehicles, or what have you. Even at the upscale Podium mall in Ortigas, you will feel a "shaking" sensation once you get near the escalators. From what you said, the shaking sensation you felt seemed normal after all. Now about the seats... kindly elaborate, it might have stemmed as well from normal, read: expected, occurrences.
As to the Davao movie experience, nothing beats NCCC Cinemas, IMO. :)

Duterte resigns as Davao regional peace chief
Mayor Rodrigo Duterte of Davao City stepped down Monday as chairman of the Regional Peace and Order Council for Region XI (Davao Region).
Duterte submitted his resignation letter to President Arroyo without citing any specific reason on why he was giving up his post.
However, the mayor said during media interviews that he wanted other local officials to have the opportunity of serving as head of the council.
Duterte served as the councils chairman for 10 years.
ABS-CBN Regional Network Group correspondent James Galay said under Dutertes watch, the Davao mayor was able to obtain the support of local officials and the police and military in strengthening security measures in the region.
With his resignation, the police regional director will temporary replace him as chairman of the peace and order council.

Rasputin January 8th, 2008, 06:17 AM 3 PHILIPPINE CITIES AMONG ASIA'S BEST!
Quezon City, Cebu City and Davao City have been picked as three of the top 10 "Asian Cities of the Future" by London-based FDI magazine.
The Philippine cities of Quezon City was the highest ranked at No. 7, followed by Cebu City at No 8, and Davao City was listed No. 10
The other Asian cities in the top 10 list are: Hong Kong, Singapore, Taipei (Taiwan), Melbourne (Australia), Dalian (China), Shijiazhuang (China), and Guangzhou (China).
In the magazine's listing of top five Asian Cities with the "best human resources," Davao City was No. 5, together with four other cities - Singapore (1), Melbourne (2), Hong Kong (3), and Taipei (4).
The finance magazine used the following judging criteria: economic potential, cost effectiveness, human resources, quality of life, infrastructure, business friendliness and promotion strategy.
Member of its judging panel were David Kinnear, president of DDC HRO, a provider of process outsourcing solutions (New York); James Ku, manager of consultancy firm Tractus-Asia, Ltd. (Shanghai); Anupam Prakasi, Asia-Pacific leader in global sourcing and business transformation at HR consultancy firm Hewitt Associates (India); and Lawrence Yeo, CEO of international consultancy firm AsiaBIZ (Singapore).

As far as physical plans are concerned, matagal na yan na finalize. I believe this is the fourth time na pumunta ang Ayala delegation dito sa Davao.
But as far as our "participation" is concerned, hindi ko pa ma divulge. :D
Pero the fact that Ayala gave a time frame (2009 start of operations), they have planned the physical structure long enough.

@blueguy.
abskess January 8th, 2008, 05:59 PM Guvs ask Duterte not to quit RPOC post
By Ben O. Tesiorna
TWO of the four governors in Davao Region asked Davao City Mayor Rodrigo R. Duterte on Tuesday not to quit his post as head of the Regional Peace and Order Council (RPOC).
Governors Arturo "Chiongkee" Uy of Compostela Valley and Douglas Ra Cagas of Davao del Sur immediately expressed their opposition to Duterte's resignation and vowed that they would "convince Duterte to reconsider his earlier decision."
"I will convince him (Duterte) to reconsider his decision. I can't think of a person who could replace him, as of the moment," Uy said.
"I am surprised. Mayor Duterte's image fits to the position. He should reconsider his decision to resign. He is irreplaceable. Nobody can fit in his shoes," said Cagas.
Davao Oriental Governor Cora Malanyaon, for her part, refused to give any statement on Duterte's resignation. She expressed sadness though on the mayor's decision, adding that Duterte would surely be a big loss to the peace and order council in the region.
Davao del Norte Governor Rodolfo del Rosario is also quiet on the issue.
Davao City Representative Prospero Nograles, Duterte's political rival, also expressed surprise on Duterte's resignation.
"I hope he will reconsider his decision as he has been doing an excellent job as RPOC chair," Nograles said.
Though citing his (Duterte's) leave of absence as the reason for his resignation, people close to Duterte said the main factor for the mayor's leave was the sudden transfer of former Davao City Police Office (DCPO) director and now Police Regional Office deputy director Conrado Laza to Camp Crame.
Rumors flew thick and fast that Laza's transfer was due to Nograles's request for a revamp in the Regional Police Office after the murder of veteran broadcaster Fernando Lintuan who is a known supporter and confidante of Nograles.
Nograles, however, denied having a hand in Laza's transfer, but admitted that "in other parts of the country when high profile crimes happen there are changes in the command."
"But I never mentioned names," Nograles said.
As early as last week, rumors abound that aside from Laza, DCPO director Jaime Morente is also to be replaced, as well as some media practitioners from government-owned companies who are suspected to be close with Duterte.
abskess January 8th, 2008, 06:02 PM Nograles explains bridge delay
By Ben O. Tesiorna
THE Department of Public Works and Highways (DPWH) has remained mum on the issue, but Davao City Representative Prospero Nograles explained that though "on-site" construction of the Bankerohan bridge has yet to start, the contractors are now busy starting their work to meet up for the May 2008 deadline.
In a text message, Nograles said the contractors are now "doing the concrete pre-fabricated freyssinet support system."
"After which they will simply install the same and move with very fast pace. It should be finished by March or April. On site construction preparations are not visible as everything is pre-fabricated," he said.
"It's an off-site pre-fabrication of concrete bridge and an on-site installation of the pre-fabricated materials, that's how it works," Nograles added.
On Sunday, Mayor Rodrigo Duterte expressed exasperation over the very much-delayed construction of the Bankerohan Bridge that was destroyed in April 2007.
In his television program "Gikan sa Masa, Para sa Masa" Sunday, Duterte held his hands up signifying his frustration for the said project that is being undertaken by DPWH.
An employee of the DPWH-Southern Mindanao who requested anonymity told Sun.Star Davao that their national office is handling the project and that the regional office is just as helpless as the City Government.

abskess January 8th, 2008, 06:04 PM Business bureau sees high turnout of permit renewal
By Grace L. Plata
DAVAO City's Business Bureau expects a 90 percent turnout in the renewal of business permits and a 10 percent increase in the application of new businesses this year.
Business Bureau Chief lawyer Jhoppie Avancea-Agustin said Monday that this covers more than 30,000 renewals and about 7,000 new applications.
Last year, the bureau registered 30,216 renewals and 6,592 new applications.
Agustin said renewals and application will stay open until midnight of January 22, but they expect the processing to finish earlier this year as the five-easy steps for renewal and application of business permits have been reduced to an even easier four steps.
"Dati kasi sa renewals, they had to pass through the regulating offices like City Health for sanitation. We have already removed that part of the process. Having been issued a permit before means the establishment have already complied with the requirements of the regulating offices is unnecessary to go through all that again," Agustin said.
To make sure that compliance to the requirements is maintained, Agustin said the bureau has already asked the regulatory offices to conduct their own inspection throughout the year.
"They will submit the list of violators sa amin para ma-block siya sa database. If they will apply for renewal, di namin papayagan unless there is a certification from the concerned office that they have already made the necessary adjustments. That way easier ang process," Agustin said.
Aside from this, Agustin said they have also removed the need to have the documents notarized to avoid fixers of any kind.
"Notarized or not, if the application was submitted and approved by a government office it is considered a public document. So if mali yung mga figures and details stated there, you are already liable for falsification of public documents," Agustin said.
However, the one-stop shop is still complete for queries of any kind.
"Sa ating one-stop shop, nandiyan pa rin yung regulating officers pero mostly for the new applications nalang and for those listed with violations," Agustin said.
For renewals, the four easy steps are: the Business Bureau, City Treasurer's Office for Fees, Fire Department Permit then back to the Business Bureau for the issuance of the Business Permit.

abskess January 8th, 2008, 06:10 PM JIB offers first global course
By Mai Gevera
Davao City (9 January) -- Davao City is the newest home of a global course forged by the Technical and Further Education (TAFE) South Western Sydney Institute (SWSI) and the Joji Ilagan Center Foundation Inc.
The partnership enables JIB in Davao City to deliver Certificate III Hospitality to those who wish to acquire global education that is well recognized and accredited in Australia.
The first in Mindanao, next to Luzon, JIB accepted the challenge of providing this opportunity to those who want to have an alternative career or want to ensure their migration to Australia.
Certificate III Hospitality or Commercial Cooking, as according to JIB chair Joji Ilagan Bian, is one of the few in-demand careers in Australia and is listed under the Skilled Occupation List.
"We cannot offer something that is not needed and recognized in Australia, that is why we started with this course. Later this year, we are to offer the Care Giver course for the Aged," Bian said.
What is attractive about taking this course, she added, was the big chance of migrating to Australia as the said certification is already a ticket for migration.
"The graduate is automatically awarded 60 points for skill qualifications under the qualifying SOL," she said.
The course would only require one to study for one year and get some work experience for another year. The course also includes a review for IELTS since IELTS is part of the migration requirements.
Bian also assured that JIB will provide other services like offering an experienced migration lawyer who can effectively assist the applicant in all the documentary requirements.
Bian called the opening of this global course a bold move on her part as this is still very new in her line of services.
"This will certainly fly, though I'm not expecting this to be attractive in the first few years but this course is definitely a good opportunity for those who have dreams of migrating. You need not go to Australia and spend much. The opportunity is right here where you live," she said.
The Certificate III Hospitality course provides students a theoretical learning with a Australian expert who would fly in for 4 to 15 weeks to teach and ensure quality in training delivery.
JIB has also upgraded its facilities, laboratory, and other resources to reach the standards set by the TAFE NSW-South Western Sydney Institute. (PIA) [top]

CSSDO calls for drive on pro-child laws
By Rose B. Palacio
Davao City (9 January) -- While the city government has embarked on long-range information effort on the children's rights, City Social Services and Development Office (CSSDO) chief Marilyn Agonia urged barangay leaders to likewise hold massive education and information drive in their respective barangays on laws and ordinances on the rights of the children to curb child abuses and violence in their respective communities.
She called on the Barangay Councils for the Protection of Children to coordinate with Barangay leaders in mounting the information drive.
She said this would be part of the government's effort to protect the children and prevent human trafficking, she said.
We now have implementing rules and guidelines under Republic Act 9262 that protects women and children, Ms. Agonia said adding that it should be discussed among parents for them to know children's rightss.
While it is the policy of Davao City Mayor Rodrigo R. Duterte to ensure the implementation of programs aimed at achieving the survival and protection of children, officials at the barangay levels must also play vital roles in the implementation of programs and policies of the city government in their respective communities.
Agonia said many parents and minors, who are apprehended by the police authorities due to certain violations, are not aware of laws and ordinances about their own rights. (PIA) [top]
