there are two plans for the expansion of sm davao....
first plan.... to extend the west wing, extend the east wing, extend the south wing, and extend the third floor towards the south wing....
second plan....to construct a completely new building at the vacant lot at the back of the present mall. it will be connected by a tube....to also construct a night strip at the present open parking b and move the parking space beside the new building....
could this be for high end dedicated shops. sort of ayala there, sm here...kind of rivalry you know...

THE Department of Public Works and Highways (DPWH) has remained mum on the issue, but Davao City Representative Prospero Nograles explained that though "on-site" construction of the Bankerohan bridge has yet to start, the contractors are now busy starting their work to meet up for the May 2008 deadline.
In a text message, Nograles said the contractors are now "doing the concrete pre-fabricated freyssinet support system."
"After which they will simply install the same and move with very fast pace. It should be finished by March or April. On site construction preparations are not visible as everything is pre-fabricated," he said.
"It's an off-site pre-fabrication of concrete bridge and an on-site installation of the pre-fabricated materials, that's how it works," Nograles added.
On Sunday, Mayor Rodrigo Duterte expressed exasperation over the very much-delayed construction of the Bankerohan Bridge that was destroyed in April 2007.
In his television program "Gikan sa Masa, Para sa Masa" Sunday, Duterte held his hands up signifying his frustration for the said project that is being undertaken by DPWH.
An employee of the DPWH-Southern Mindanao who requested anonymity told Sun.Star Davao that their national office is handling the project and that the regional office is just as helpless as the City Government.

how much amount of politics was flvoured in these statements… my point is why was dpwh office mum and could not issue the same statements? why these statements had to come from a politician. sorry but i just didnt feel the truth behind lips of people so self absorbed with their political interests whos done nothing but feed people with their mouthful craps of you know what. be vigilant davao city. no letting up! i hope all media entities in davao barricades dpwh office with their tongue lashing scrutiny every single day until people are satisfied they get what they deserve. i felt for the mayors desperation and i feel you all had enough of diregard. davao city gave the national coffers 4 billion pesos of revenue over 2006 and now the city suffered the impact of loss of its main economic bridge it has to beg for help and mercy. what an insult!

Mayor Rodrigo Duterte has ordered the creation of a Joint Executive-Legislative Committee to craft the Implementing Rules and Regulations (IRR) of the Davao City Watershed Protection, Conservation and Management Code.
In Executive Order No. 1, dated January 2, 2008, Duterte named City Administrator Wendel Avisado, as chairman, and Councilor Arnolfo Ricardo Cabling, as vice chairman of the joint body that has been given three months to draft the IRR of the landmark measure aiming to protect the city’s watershed areas.
The landmark Ordinance No. 0310-07 approved in January 23, 2007 also known as the Watershed Code was authored by Councilor Cabling, as then chairman of the Committee on Environment and Natural Resources.
“The City Government of Davao recognizes the importance of a healthy and ecologically sound watershed area in achieving the ecological balance where man and nature thrive in perfect harmony with each other,” the executive order, the first issued by Mayor Duterte for 2008, said.
The Watershed Code identifies the watershed areas as well as conservation areas, non-tillage agricultural areas and prime agricultural lands. The Code adopts stringent measures to protect the watershed areas known as recharge points for the aquifer where the city draws out its drinking water, known as the second best in the world.
The Code has created the Watershed Management Council to be headed by Mayor Duterte to oversee full implementation of various strategies to protect the watershed areas.
The other members of the joint committee are the City Legal Officer, City Planning and Development Coordinator, General Manager of the Davao City Water District, City Environment and Natural Resources Officer, City Agriculture Officer, City Health Officer and the Chairman of the City Council Committee on Environment and Natural Resources.
Also in the body are Pos and NGOs. Womyn Network Group, Water Management Coordinating Council, Water Management Youth Council and four others.

THE city council approved on suspended rules yesterday a resolution asking President Gloria Macapagal-Arroyo to issue an administrative order for government agencies to set apart the government statistics of the city from that of Davao del Sur.
The resolution, authored by Councilor Peter Laviña, committee chair on trade, commerce, industry, said the government agencies have combined the statistics of the city and the province making it difficult and confusing in determining their respective statistics.
“An example of this confusion is the data of the Commission on Elections listing Davao del Sur as one of the vote-rich areas in the country. However, a closer look at its figures reveal the inclusion of the voters in Davao City in the province of Davao del Sur,” the resolution added.
Laviña said Davao City, classified as a “highly-urbanized city,” has been chartered in 1937 while Davao del Sur was only created in 1967. The city, therefore is 30 years older than the province and is not at all part of the province, Laviña. With this fact, he said it is “urgent” to make the necessary correction and adjustments.
The resolution was also sent to the Department of Interior and Local Government, the Governor of Davao del Sur, the National Statistics Office, the National Economic Development Authority, and other national government agencies and offices.

DPWH further bared that the notice to proceed is already set and that all the necessary documents are at hand.
"We are truly sorry for the delay in its implementation, but this does not mean that we are sleeping on the project," said DPWH XI Director Jerome dela Rosa in a press statement as he provided documents to the media practitioners stating among others the approved contract agreement signed by DPWH Secretary Hermogenes E. Ebdane Jr. and Franklin Soriano, president of Ciriaco Corporation whose company would implement the total
reconstruction of the bridge slated to begin on January 14, 2008.

The Notice to Proceed was received on January 3, 2008.
In his explanation, Director dela Rosa said the project was bidded last November 13, 2007 and was awarded to Ciriaco Corporation. The whole project works should be completed within 210 calendar days or about seven month period. After awarding the contract, the DPWH central office has immediately gave instructions for the contractor to start mobilizing its implementation, which the contractor did.
Last December 5, 2007, the owner of Ciriaco Corporation, Mr. Soriano, reported to director dela Rosa to discuss the problem of the docking area because the construction materials are supposed to be loaded in a barge from Manila to Davao.
"We inspected Bankerohan bridge to make sure if it's possible to use the Bankerohan river as docking area so that the barge would reach Bolton Bridge as what has been done before, dela Rosa explained.
"However, after checking the riverbed of Bankerohan river, we found out that it was already heavily silted. Nag-sounding pa nga kami to make sure and determine if it can accommodate the barge which needs a docking depth of four meters below water, he added.
He said that It was after sounding that they found out the need to dredge some 300 meters of the river which is estimated to take about a month.
"After several studies, we decided to scout for another docking area which have entailed quite a time because naabutan kami ng Yuletide season and there were lots of Christmas activities and holidays", he said.
"We scouted and inspected other options for the docking areas like Tefasco, Onse private port, and Queensland but upon checking on the areas of Queensland, it was found out na hindi rin makakalanding ang barge, until finally we were able to negotiate with Kilometer Onse private port, he further explained.
Director dela Rosa also said that Secretary Ebdane came to Davao City last January 6 to verify the project and tiniyak kung lutas na ba ang problema and immediately went back to Manila the following day.
After the press conference, Director dela Rosa proceeded to Bankerohan area and conducted a dialogue with the barangay captain and residents to inform them of the updates of reconstruction of Bankerohan bridge.
In answer to a query, Director dela Rosa explained that hindi po totoo na tumaas pa ang presyo ng contract agreement. Originally, the estimated cost of the bridge was P300-million, but hindi po pumayag si Secretary Ebdane, till the allocation was trimmed down to P216,700,000.00 and now the lowest bidder was awarded to Ciriaco Construction with the awarded amount of P206,648,492.58, bumaba pa ng ten milyon pesos.
Humihingi po talaga kami ng pasensiya, hindi talaga maiwasan ang ganitong klaseng problema dahil na rin sa proseso ng gobyerno lalo na sa mga requirements and government procedures particularly the COA's rules and regulations, pero ginagawa po talaga namin ang lahat ng.paraan upang maagang malutas ang problema, he lamented.
"After solving the docking area problem and after the contractor has settled the staging area to place all construction materials, the barge can now dock on its berthing place. We were informed that it will take (normally) about two to three weeks for the barge to arrive (depending on the weather condition), after which construction of the Bankerohan bridge will commence," dela Rosa said. Filinvestment sets new investments in Davao City
The investments of Filinvest Land Incorporated (FLI) in Davao City is estimated to reach P6 billion next year when it starts to work on the P1.5 billion “One Oasis Davao City” early 2008. Tristan Las Marias, FLI vice president for Visayas and Mindanao in a press briefing on Wednesday at the Marco Polo Hotel said One Oasis Davao City is another pioneering residential development project of the biggest full range property developer in the country. It will be located in a 2.3 hectare lot beside SM City Davao.
Filinvest owned by the Gotianun (Andrew and Mercedes) who startedwith P300,000 for a business capital and now with a net worth of $860 million, was named by Forbes Magazine as the 7th richest people of the Philippines of 40 rich individuals.
He said the other residential projects in Davao are Le Jardin, Fuente de Villa Abrille, Villa Mercedita, Orange Grove and Kembali Coast.
Meanwhile he said One Oasis is a cluster of medium rise residential building (MRB) development commonly called as “Walk up Condominium Units located on a 2.3 hectares property within the heart of the city at Ecoland West Drive beside SM City Davao.
He said the project was created not only because many people placed inquiries if FLI will put up a medium rise residential units but also because the city is already ready for the concept.
The project he said is made up of seven medium rise buildings to be developed over a three to four year time-frame.
Each building he said will be 5 stories, each floor will have two bedroom units, one bedroom units, and studio units. There will be a total of 120 residential condominium units per building for a total of 850 residential condominium units for the entire buildings/cluster.
Las Marias said One Oasis Davao City is part of the One Oasis Brand of Filinvest Land which also includes similar One Oasis projects in Ortigas, and Cainta in Metro Manila.
The project in Davao City is an Asian-Tropical inspired community. It is near offices, schools, churches, health clinics, commercial establishments and accessible to public transport along Quimpo Boulevard.
He said it is fully secured community with guarded access gates with first class amenities such as clubhouse, gardens, parks/children playground and swimming pool.
The first phase of development will consist of four walk-up residential condominium buildings, each building having 5 levels with basement and rooftop. All units will have an assigned laundry area located at the roof-deck level of the building.
There will be two stairways located at both ends of the building and one unit elevator at one end of the building for the use of the entire building residents. Parking slots at the ground level and storage areas are located at the basement are available for sale.
With very affordable monthly amortization that ranges from P12,000 to P15,000 depending on the type of the unit Las Marias said they will only utilize 35 percent of the area for building sites and the rest will be open spaces for parks, playground and swimming pool for the children to uncover.
He said they target to do the ground breaking in March 2008 and project construction to run for 8 to 12 months.

Waniban is an island surrounded by pristine blue waters just 15 minutes away from Cinco Masau Resort in Mati, Davao Oriental. The enchantment that Mati has created to the more adventurous backpackers and beach bums has brought this mystic Waniban into the limelight. It used to be just a common hideaway for us locals.
Surrounded by aquamarine waters that hypnotically turn deep blue, Waniban’s attraction is more than just its powdery white sands, sturdy mangroves, a glimpse of dolphins cavorting by, or the fact that you can cover the whole island on foot in less than an hour. One can suddenly step into some fantasy of owning the island to yourself for a day.
The island is equipped with cottages (at P350) and toilets for those staying overnight. For those who just want to explore and take a dip at the warm inviting turquoise waters, you pay P20.
Bancas are hired daily for picnics and island hopping in this islet paradise, plying the route at P2000 for a group of 10. A small banca can easily accommodate five to ten people, 15 if the boatman is reckless. The waves are moderate to calm on a sunny day across from Cinco Masau Resort, where one makes boat reservations.
In one of my regular visits, my guests were fellow photographers in Davao (FPS group) who had an enjoyable time swimming in its pool-like clear waters. Thanks to the Mayor Michelle Rabat’s efficient staff, we had a great island hopping tour with Lucho as our chaperone. Bankerohan Bridge to be completed in August

THE on-site construction of the Bankerohan bridge is expected to formally start late this month or early February and will be completed in 210 calendar days or in August.
This was the good news made by the Department of Public Works and Highways (DPWH) Southern Mindanao director Jerome dela Rosa as he explained the process involved in the project during a hastily called press conference at his office Wednesday morning.
Dela Rosa said he just received the Notice to Proceed (NTP) by their central office to the Ciriaco Corporation, winning contractor of the said project.
The director apologized to the Dabawenyos for the delay of the project, saying that they have to follow all the rules and procedures mandated by the Commission on Audit (COA).
Dela Rosa said he plans to meet with Mayor Rodrigo Duterte or Acting Mayor Sara Duterte to ensure the city that the DPWH is doing its best to hasten the construction of the bridge.
Based on the documents of DPWH-Southern Mindanao, the NTP was released only last January 3 instead of last November 28, 2007 as originally planned.
Other than the late release of official documents, the contractor also had a hard time finding a berthing place for the materials coming from Metro Manila. The earlier identified docking areas in Agro, Queensland, and Tefasco all failed, as these areas are too shallow for the barge.
Earlier, the DPWH and the contractor also abandoned the idea of dredging that part of Davao River near Bolton Bridge to allow the barge to pass and carry the materials upstream.
"We needed to dredge an estimated 300 meters of the 800 meters of the river for the barge to reach the construction site," dela Rosa said.
He said they abandoned the plan as the job would need one month. Floods could also level off the area putting to naught any effort to deepen the river to accommodate the barge.
He said they have finally settled for the private pier at Sasa. This pier is presently used by barges servicing the Davao-Igacos route.
Dela Rosa said that based on their estimate, the materials would arrive in Davao City in two to three weeks. Construction starts on January 14 based on the contract between the government and Ciriaco Corporation. The bridge must be completed on or before August 14, as they are only given 210 calendar days to complete it.
He said if the contractor fails to comply with the contract, the government would impose fines against the contractor or cancel the contract in favor of the government.
Castigated
DPWH Secretary Hermogenes Ebdane Jr. was reportedly irked by the delay in the start of the construction of the Bankerohan Bridge and for the series of negative stories coming out about the project.
During the interview at dela Rosa's office Wednesday, Ebdane called and berated the regional director for their lack of public information dissemination regarding the Bankerohan bridge project.
"Nagalit, dahil mabagal daw tayo magdisseminate ng information," dela Rosa was heard telling his subordinates before the start of the press conference.
Dela Rosa, however, said the reason for their "silence" on the issue was because they have not yet received any documents that they could show to prove that the project is on full blast.
"Kaya ngayong natanggap ko na ang NTP ay ito ang patunay na talagang ginagawa ng DPWH ang lahat para matapos ang tulay," he said.
Dela Rosa added that not only the DPWH officials are doing their best, but also other local officials especially 1st District Representative Prospero Nograles who constantly called the DPWH to expedite the project.
Ciriaco Corporation President Franklin Soriano visited the area several times. Ebdane last visit was on January 6 also to check on the site, dela Rosa said.
Lowered price
Dela Rosa said contrary to some speculations, the price of Bankerohan Bridge has gone down from P216.7 million to P206,648,492.58. He stressed that the excess of P10 million will be allocated for "other expenses" to be incurred by DPWH on the said project in the future.
Asked if they could finish the project by April or May of this year as claimed by earlier regional director of the DPWH-Southern Mindanao, dela Rosa said they have stopped giving predictions and will just stick with what the official documents say, which is 210 calendar days.
Nograles said if the contractor works overtime, 24 hours seven days a week, on the project the bridge would be completed by April or May.
On Sunday, Duterte expressed his exasperation on the delayed construction of the Bankerohan Bridge that was destroyed April 2007.
"Ambot kinsa'y akong pangutan-on ana. I'm really at a loss for an explanation. I simply do not know what's causing the delay," Duterte said.
Duterte explained that the National Government and not the City Government is handling the project since the bridge is part of a national road. Duterte said the law prohibits the City Government to spend for projects under the national government.
He added that until now he still has not seen any physical activity in the area contrary to statements of DPWH officials that the actual construction would start by December 2007 and end by May 2008.

DABAWENYA Christy Isis Achanzar has earned the Superintendent's Award for Achievement at the US Military Academy in West Point, New York, USA.
The award is presented to the top 20 percent of cadets who excel in academic, military, and physical programs. The insignia is a gold wreath.
Christy, daughter of Ermine and Asuncion Chanzar, is a 1998 graduate of the Davao City National High School.
Achanzar came home to visit her family at San Raphael Village in Ma-a last year after her special training on ground assault in Korea where they were able to experience the De-militarized Zone (DMZ) as exposure.
She opted to choose Korea rather than Germany because it is closer to the Philippines.
During her visit last June, family and community members of God the Father of All Mankind Devotees in Davao City were touched with the short message she gave during the thanksgiving mass celebrated by Fr. Jhun Acedo.
"We are celebrating not because I am here, but it is because the family would like to thank the Lord, our God and Father for this great opportunity. This thanksgiving mass is celebrated also because of all of you, because of your prayers offered for my sake, that even if I do not know you, and you do not know me that well, you my brothers and sisters, together with the prayers of my family and friends have indeed given me the courage and strength to persevere and to reach this stage of my career," she was quoted as saying.
Achanzar is expected to graduate from the US Military Academy on May 31.
"Please mark your calendars. If there are guests that I love most to see, it is you my family. I want to see all of you to witness the fruits of all my sacrifices. AN OFFICIAL of the Presidential Anti-Colorum and Kotong Task Force announced the activation of their operation in the Davao Region with the land transport agencies, the police, military and local government units as its members.
Gregorio Kyamko, task force head and undersecretary of the Department of Energy, told the TIMES the enforcement group was formed by Malacañang in November 20, 2007 to help drivers of public utility vehicles cope with the rising prices of fuel.
He said he already met the regional directors of the Land Transportation Office, Land Transportation Franchising and Regulatory Board, police, military and the city government to start their operation in Southeastern Mindanao.
Kyamko said he would personally lead the campaign in the Davao Region in the absence of an office of the Department of Transportation and Communication here.
“The campaign will involve the LTO, LTFRB, PNP, the military and the local government units,” he said.
He said President Gloria Arroyo decided to strengthen the campaign against mulcting government personnel and the operation against “colorum” vehicles to ease the impact of the oil price increase since Malacañang could no longer do dramatic interventions in the deregulated oil industry.
Kyamko said his standing order was issued after the President met with Metro Manila drivers who sought for the creation of a task force that would run after “colorum” vehicles and “kotong” cops.
“The President took the chance of helping the transport sector ease the impact of the oil price hikes by enforcing the laws within the parameters of their operation,” he said.
Kyamko revealed that based on their study a driver loses P300 because of the proliferation of “colorum” vehicles and P4,000 to mulcting police personnel and traffic enforcers.
He said eradicating these problems from the transport sector will help them cope with the economic crisis despite the looming oil price increases.
Kyamko explained the campaign on “colorum” vehicles will comprise confiscation of driver’s license and impounding the unit, while the campaign against mulcting government personnel will be done through entrapment operation.
“It is best to enforce the law against erring drivers and mulcting cop who are red-handed with pieces of evidence in their possession. We can impound their vehicle or take them to prison,” he said.
Kyamko said the campaign in Metro Manila resulted in the impounding 386 vehicles and the arrest of 12 government personnel since their activation in November 20.

Bankerohan Bridge to be completed in August

THE on-site construction of the Bankerohan bridge is expected to formally start late this month or early February and will be completed in 210 calendar days or in August.
This was the good news made by the Department of Public Works and Highways (DPWH) Southern Mindanao director Jerome dela Rosa as he explained the process involved in the project during a hastily called press conference at his office Wednesday morning.
Dela Rosa said he just received the Notice to Proceed (NTP) by their central office to the Ciriaco Corporation, winning contractor of the said project.
The director apologized to the Dabawenyos for the delay of the project, saying that they have to follow all the rules and procedures mandated by the Commission on Audit (COA).
Dela Rosa said he plans to meet with Mayor Rodrigo Duterte or Acting Mayor Sara Duterte to ensure the city that the DPWH is doing its best to hasten the construction of the bridge.
Based on the documents of DPWH-Southern Mindanao, the NTP was released only last January 3 instead of last November 28, 2007 as originally planned.
Other than the late release of official documents, the contractor also had a hard time finding a berthing place for the materials coming from Metro Manila. The earlier identified docking areas in Agro, Queensland, and Tefasco all failed, as these areas are too shallow for the barge.
Earlier, the DPWH and the contractor also abandoned the idea of dredging that part of Davao River near Bolton Bridge to allow the barge to pass and carry the materials upstream.
"We needed to dredge an estimated 300 meters of the 800 meters of the river for the barge to reach the construction site," dela Rosa said.
He said they abandoned the plan as the job would need one month. Floods could also level off the area putting to naught any effort to deepen the river to accommodate the barge.
He said they have finally settled for the private pier at Sasa. This pier is presently used by barges servicing the Davao-Igacos route.
Dela Rosa said that based on their estimate, the materials would arrive in Davao City in two to three weeks. Construction starts on January 14 based on the contract between the government and Ciriaco Corporation. The bridge must be completed on or before August 14, as they are only given 210 calendar days to complete it.
He said if the contractor fails to comply with the contract, the government would impose fines against the contractor or cancel the contract in favor of the government.
Castigated
DPWH Secretary Hermogenes Ebdane Jr. was reportedly irked by the delay in the start of the construction of the Bankerohan Bridge and for the series of negative stories coming out about the project.
During the interview at dela Rosa's office Wednesday, Ebdane called and berated the regional director for their lack of public information dissemination regarding the Bankerohan bridge project.
"Nagalit, dahil mabagal daw tayo magdisseminate ng information," dela Rosa was heard telling his subordinates before the start of the press conference.
Dela Rosa, however, said the reason for their "silence" on the issue was because they have not yet received any documents that they could show to prove that the project is on full blast.
"Kaya ngayong natanggap ko na ang NTP ay ito ang patunay na talagang ginagawa ng DPWH ang lahat para matapos ang tulay," he said.
Dela Rosa added that not only the DPWH officials are doing their best, but also other local officials especially 1st District Representative Prospero Nograles who constantly called the DPWH to expedite the project.
Ciriaco Corporation President Franklin Soriano visited the area several times. Ebdane last visit was on January 6 also to check on the site, dela Rosa said.
Lowered price
Dela Rosa said contrary to some speculations, the price of Bankerohan Bridge has gone down from P216.7 million to P206,648,492.58. He stressed that the excess of P10 million will be allocated for "other expenses" to be incurred by DPWH on the said project in the future.
Asked if they could finish the project by April or May of this year as claimed by earlier regional director of the DPWH-Southern Mindanao, dela Rosa said they have stopped giving predictions and will just stick with what the official documents say, which is 210 calendar days.
Nograles said if the contractor works overtime, 24 hours seven days a week, on the project the bridge would be completed by April or May.
On Sunday, Duterte expressed his exasperation on the delayed construction of the Bankerohan Bridge that was destroyed April 2007.
"Ambot kinsa'y akong pangutan-on ana. I'm really at a loss for an explanation. I simply do not know what's causing the delay," Duterte said.
Duterte explained that the National Government and not the City Government is handling the project since the bridge is part of a national road. Duterte said the law prohibits the City Government to spend for projects under the national government.
He added that until now he still has not seen any physical activity in the area contrary to statements of DPWH officials that the actual construction would start by December 2007 and end by May 2008.

Tesda's mobile training identifies 75 beneficiaries

THE mobile training of the Technical Education and Skills Development Authority (Tesda)-Southern Mindanao launched early December has identified 75 beneficiaries in Davao City.
Dubbed as the "Training on Wheels," the mobile campaign is aimed at reaching far-flung areas and training barangay people in livelihood-generating skills.

"Ang Davao City naka-train na ng 25 participants on "Galing Masahista" (Ang "Galing Mekaniko" and "Galing Magsasaka" trainings are about to start)," said Tesda 11 information officer Mafel Negrido-Gamale in Wednesday's phone interview.
Gamale said any groups interested to avail the skills training in the convenience of their own communities need to coordinate with their barangay captains.
"It will be the barangay captain who will coordinate with the congressmen for funding and work with Tesda for training schedules," Gamale said.
While the congressmen will shoulder the training materials, Tesda will provide trainers and equipment.

TVET school upgrades for global competitiveness

Davao City (10 January) -- Technical Vocational Education and Training (TVET) schools are beginning to upgrade their facilities and are more focus in sending globally competitive workers.
Joji Ilagan-Bian, chair of the Joji Ilagan Foundation Career Center Inc., said the Career Center is now broadening local education to meet global demands.
The Philippine government has seen the growing number of professional Filipino workers now exploring the opportunities abroad. Press secretary Ignacio Bunye cited recently that the deployment ratio of skilled Filipino workers abroad has gone up and now reached the 73-27 deployment ratio rate.
He stressed the significant shift of the employment profile of Filipino migrant workers from non-skilled to skilled.
This has pushed Bian and some other leaders of TVET schools to explore partnerships with global educational institutions that could provide better and world-class education to Filipinos without having to force them to study abroad.
Bian, in her recently launched Certificate III Hospitality course is the starting move for opening more global courses for Filipinos especially those in Davao City.
"We want to send quality workers abroad so they won't be abused there. One way of doing that is by providing them better and world-class education here in the Philippines," Bian said.
The said Certificate III Hospitality Course is a recognized and accredited career under the Skilled Occupation List (SOL) that could be used as anyone's ticket for migration to Australia and get better pay even here in the Philippines.
Opening the said course has pushed JIB Foundation Career Center to upgrade their facilities as a requirement of the partner educational institution TAFE NSW-South Western Sydney Institute.

A LIVESTOCK company has gone into putting up a facility that will convert livestock waste into methane, the gas used in producing power, as it hopes to eventually reduce production cost. Teresita Pascual, Cecilia Stock Farm general manager, said the company has partnered with Philbio Sciences in the setting up of the facility through a build-operate-transfer agreement which at the end of seven years, the company will eventually own the facility. Under the plan, the company will produce about 300 megawatts of power every month from its 15,000 heads of livestock. The production is even more than the 200 megawatts of power that the company needs every month.
“In the next six years we will pay the company for the power produced. We will sign a power purchase agreement (with the contractor), so that at the start of the seven years, we will own the facility,” Pascual said, pointing out that the facility will be operational early next year. The construction of the facility started last May. She said that when the facility is turned over to her company then it will even be able to sell its excess produced power and make money out of the waste of the livestock. Pascual hopes that the project will at least allow her company contribute to the campaign to reduce global warming and greenhouse gases in atmosphere.
She also hopes that other hog raisers and other business establishments will join the campaign which is being spearheaded by the Davao Climate Change Action Network. Being the former president of the Hog Raisers Association of Davao, Pascual said she hopes to convince other members of the association to emulate her company in going into helping reduce greenhouse gases. Livestock waste is among the contributing factor to the increasing greenhouse gases in the atmosphere which, if not controlled, will eventually cause damage to the atmosphere as it will destroy the ozone layer, the one that shields the earth from the dangerous ultraviolet rays of the sun.
In an attempt to control emission of substances that have contributed to greenhouse effects, countries came up with the Kyoto Protocol, a protocol where countries who signed it vowed to reduce the emission of harmful gases which was formulated in Kyoto , Japan . However, some countries known to have big emission of harmful gases like the US , have not signed the protocol. Councilor Leonardo Avila II, chair of the city council committee on environment, said the group of Pascual and other organizations which are part of the action network in the hope persuading the public to help reduce greenhouse gases.
“We have to take steps, no matter how small, to help save our planet,” said Avila, who is one of the few local lawmakers who are into advocating for environmental causes. Avila said the public “must act now or else we will be submerged,” as he quoted studies which claimed that sea level in the city would rise between three to five meters in the next five years which would be enough to wipe out the entire downtown area of the city.

3rd District gets P120-M for infra, basic services

AFTER three years of not receiving funds from the National Government, Davao City's third district has now more than P120 million for its much needed infrastructure projects and other basic services.
"The Third District has been deprived for almost three years," Representative Isidro Ungab said on Monday. "But now we have received P127 million allocation for the district."
Ungab was able to secure the much needed funding for his district, a little over six months into office. "We need roads and bridges, and public school buildings," he said.
Apart from the infrastructure, part of the funds will go to the hospitalization funds of the district and for the indigents who will need medical assistance," Ungab added.
Scholarship education is also one priority of the first term congressman. "But my district also need water connections, and electrification," Ungab said.
Davao City's 3rd District encompasses most of the hinterland villages of the city, and is mostly concentrated on the agricultural industry.

CTO embarks on P40M modernization program

THE modernized assessment and collection system of real property taxes in the city is now up and running.
City Treasurer Rodrigo Riola in Thursday's I-Speak forum at the City Hall said that the City Treasurer's Office (CTO) has embarked on a P40 million computerization scheme for its real property tax department dubbed as "Davao City Real Property Tax Computerization Project" in July last year.
Programmers and data encoders were employed by the city for six months to convert paper documents into electronic files.
"It is a sophisticated program that would allow us to immediately see if the previous taxes had been duly paid," Riola said.
With the computerization program, the proliferation of fake receipts would be eradicated, he said.
For the convenience of taxpayers, transactions can now be faster and with ease at any CTO offices - main or in the districts.
The old system requires taxpayers to transact only in one of the CTO offices. The new system however is now networked and online. If a taxpayer originally transacts in a district office and goes to the main office to make transactions, he only has to bring documents confirming that the taxes have been paid there and he can make new transactions in another office.
"It is an effective and efficient control measure," Riola said. Erroneous entries will be detected immediately.
Riola said the program would also give updates on revenues every 30 minutes.
CTO hopes the computerization project would provide the city more revenues.

Hong Kong retains its lead spot in this year’s Asian Cities of the Future Rankings but Singapore is in hot pursuit and the gap is narrowing. Charles Piggott analyses the results.
Hong Kong has maintained a narrow lead over Singapore in this year’s Asian Cities of the Future competition. The former UK crown colony demonstrated high levels of FDI, strong economic potential, falling unemployment and a high standard of living.
However, its rival, the island nation of Singapore, is fast catching up and this year’s study shows just how far the gap has narrowed: Hong Kong scored a total of 261.89 points while Singapore scored 260.97, representing a lead of just one third of a percentage point.
The ranking shows Singapore ahead of Hong Kong for human resources, infrastructure, international investment promotion and overall business friendliness. Lawrence Yeo, CEO of Singapore-based international consultancy firm AsiaBIZ Strategy and one of fDi magazine’s Locations of the Future judges, says: “I think Hong Kong’s lead this year is justified. However, the point is that the lead gap has narrowed tremendously. Singapore might just win in the next series if Hong Kong does not improve by then.”
Of Asia’s major cities, Tokyo scores top for infrastructure, while Melbourne comes out top for quality of life. Alor Star, the state capital of Kedah in Malaysia, is fDi’s Small Asian City of the Future, scoring well across several categories, including economic potential, cost effectiveness and business friendliness.
METHODOLOGY
fDi’s Locations of the Future competition covers each region once every two years. The next Asian Cities of the Future rankings will be published in 2009.
During the spring and summer of 2007, fDi magazine invited key cities across Asia to answer more than 60 questions in the seven broad categories listed below. fDi’s judges scored each of the 38 cities that responded according the criteria listed (below).
Cities scored up to 10 points for each criterion. The winners in each category are the cities that scored the most points in that category and the overall winner is the city that scored the most points across all seven categories.

Davao City starts reassessment of fair market value of property

DAVAO CITY (MindaNews/10 January) – The fair market value of property here will be reassessed to generate more income.
City Assessor's Office chief Cesar Dataya said the last time an assessment was made on the fair market value for land, building and machinery, including the electric posts of the electric power supplier, was 15 years ago.
Dataya told the I-Speak press conference that the reassessment, made possible through a city ordinance passed last December on the general revision of the fair market value, will take about a year and will require the hiring of more engineers and architects, among others.
Dataya said the Local Government Code mandates the local government units to make a general revision of its fair market code at least every three years. The city’s last reassessment was in 1993.
With the revision, real estate tax and other property taxes are expected to increase but Dataya said Dabawenyos should not worry since the increase will not be astronomical.
At most, the increase will be only 25% of its current value.
The City Assessor’s Office was allotted P6 million for the reassessment but Dataya said they need another P4 million since technical workers will have to be hired.
Dataya said P6 million will get them through six months of work.
But Dataya is confident he can get the additional P4 million from the supplemental budget that the City Council may pass in June. (MindaNews)

WANIBAN is an island surrounded by pristine blue waters just 15 minutes away from Cinco Masau Resort in Mati, Davao Oriental.
The enchantment that Mati has created to the more adventurous backpackers and beach bums has brought this mystic Waniban into the limelight. It used to be just a common hideaway for us locals.

Surrounded by aquamarine waters that hypnotically turn deep blue, Waniban's attraction is more than just its powdery white sands, sturdy mangroves, a glimpse of dolphins cavorting by, or the fact that you can cover the whole island on foot in less than an hour.
One can suddenly step into some fantasy of owning the island to yourself for a day.
The island is equipped with cottages (at P350) and toilets for those staying overnight. For those who just want to explore and take a dip at the warm inviting turquoise waters, you pay P20.
Bancas are hired daily for picnics and island hopping in this islet paradise, plying the route at P2000 for a group of 10. A small banca can easily accommodate five to ten people, 15 if the boatman is reckless.
The waves are moderate to calm on a sunny day across from Cinco Masau Resort, where one makes boat reservations.
In one of my regular visits, my guests were fellow photographers in Davao (FPS group) who had an enjoyable time swimming in its pool-like clear waters.

Davao City (9 January) -- While the city government has embarked on long-range information effort on the children's rights, City Social Services and Development Office (CSSDO) chief Marilyn Agonia urged barangay leaders to likewise hold massive education and information drive in their respective barangays on laws and ordinances on the rights of the children to curb child abuses and violence in their respective communities.
She called on the Barangay Councils for the Protection of Children to coordinate with Barangay leaders in mounting the information drive.
She said this would be part of the government's effort to protect the children and prevent human trafficking, she said.
We now have implementing rules and guidelines under Republic Act 9262 that protects women and children, Ms. Agonia said adding that it should be discussed among parents for them to know children's rightss.
While it is the policy of Davao City Mayor Rodrigo R. Duterte to ensure the implementation of programs aimed at achieving the survival and protection of children, officials at the barangay levels must also play vital roles in the implementation of programs and policies of the city government in their respective communities.
Agonia said many parents and minors, who are apprehended by the police authorities due to certain violations, are not aware of laws and ordinances about their own rights. (PIA) [top]

3 RP cities make it to the 'Top 10' Asian cities of the future

Sun.Star: Foreign investment experts have again noticed Cebu City’s potential for business and ranked it as eighth of the Top 10 Asian Cities of the Future, in a list by the Finance Direct Investment (fDi) magazine of the Financial Times Group.
Only two other Philippine cities, Quezon City and Davao City, made it to the top 10, ranking seventh and 10th place, respectively.
Cebu City also ranked fourth in the list of 10 most cost-effective cities, seventh in the best quality of life category and second in development and promotion, next only to Singapore.
Cebu City, however, was left out in the list of cities in these categories: best infrastructure, most business-friendly, best human resources and best economic potential.
Mayor Tomas Osmeña welcomed the report but said the whole country should improve so that other cities could also fare better in the ranking.
“That’s good news. We cannot be number one if the whole Philippines doesn’t improve," he said.

The cities of Singapore and Hong Kong grabbed the first and second spots, respectively.
The survey on “Asian Cities of the Future" was conducted by London-based Foreign Direct Investment magazine published by the Financial Times (FT) group in the United Kingdom.
Sixty criteria from cost effectiveness to human resources and infrastructure were used in evaluating over 200 big and small cities all over Asia by a panel of judges, including independent location consultants, corporate professionals and other inward investment experts.
The Cebu Investment Promotions Center (CIPC) was made the point organization for the entire Cebu in the survey, the results of which were published in the website of the Invest Asia Pacific.
In a phone interview, CIPC Managing Director Joel Mari Yu said Cebu City’s ranking is a recognition of what the private sector and the government have done to improve the city.
But he believes Cebu City could have fared better if basic infrastructure such as roads, water and power supply were improved.
Weak point
“This is one of the reasons I think the survey results are reliable because in the criteria on infrastructure, Cebu City is nowhere to be found. Relatively, we have good infrastructure but if you compare it with our neighbors like Singapore and Malaysia, makalolooy gyud ta (we look pathetic)," Yu told Sun.Star Cebu.
Although Cebu City has good telecommunications services and has enough buildings and office spaces to accommodate investors, it has to improve infrastructure and address traffic congestion problems, he added.
“Infrastructure is our weakest point. It should be the focus of our programs in improving business environment. Water and power supply should be the main focus and it should be privatized to ensure stability of supply. The roads should be improved to address congestion in the streets," Yu continued.
Cebu City also ranked third in the list of youngest cities and fifth among cities with the lowest secretarial costs.
Among the cities with the lowest middle management salary, Cebu City ranked seventh whileDavao and Quezon City ranked second and third, respectively.
Low costs
The city also ranked 10th among cities with the lowest senior management cost. Davao City ranked third while Quezon City ranked fourth in the same category.
In the lowest manual labor cost category, Cebu City ranked fifth, Davao City followed at sixth place and Quezon City ranked seventh.
FDi’s survey on the locations of the future competition covers each region once every two years.
The judges for the 2007-2008 survey are David Kinnear, president of DDC HRO, a provider of business process outsourcing solutions in New York; James Ku, manager at the consultancy firm Tactus-Asia Ltd. in Shanghai.
Anupam Prakash, Asia Pacific leader for global business sourcing and business transformation at the HR consultancy firm Hewitt Associates in India and Lawrence Yeo, CEO of international consultancy firm AsiaBiz Strategy in Singapore, were also judges. - Sun.Star

They claim that Davao is nothing more than a place thriving with forests and banana trees and that business establishments in Davao all go bankrupt and the local economy is at a downfall. By saying these rather erroneous remarks, they are actually closing their eyes on the true status of Davao.

yes 911 or nine-one-one originated in the US, followed by Canada, and adopted by Davao City. 9-1-1 is not just an ordinary emergency number like 611, 117, etc. it has a call center to manage calls, has caller locator system, handles any legal emergency under the sun, functions as a centralized SOS line, 24 hour service, has a budget allocation of 100 million a year from the city, and best of all... for FREE here in davao city. if you are familiar with the TV series Rescue 911, then you will have an idea what davao city 911 service is all about. even the acquisition of 911 number is not that easy believe me. telling globe, smart, sun, pldt, bayantel, etc. to open up that line for free is a pain in the ass (yes you can dial 911 from your phone even without a "load", just be sure you have some emergency reasons once that phone rings or else, your butt is on Duterte's line.). luckily we have a DUTERTE to solve that problem. and the rest is history. philippines should be proud of davao's 911.

DAVAO CITY -- A Filipina based in the US and is presently here in Davao City on vacation has claimed to be the real heir of Damian Corpuz Domingo who established the Davao Penal Colony (Dapecol) and the Tanglaw Community in what is now Sto. Tomas, Davao del Norte.
Rosa Jasmine "Jazz" Domingo-Malolot Aguilar said Damian is her grandfather who has an only son, Hernando Agbulos Domingo, who has 10 siblings, including Rosa.
Rosa said she has no sister by the name of Merlyn Domingo-Ramirez, who claimed to be the "absolute representative to the clan of the late Damian Domingo."
Ramirez earlier informed Dapecol officer-in-charge Superintendent Venancio Tesoro concerning the Domingo clan's ownership of the 1,675.0025 hectares situated in the district "of Tanglaw, Municipality of Sto. Tomas and Panabo in the province of Davao del Norte."
In a letter dated October 5 addressed to Tesoro, Ramirez recounted how her "grandfather" settled in Davao in 1937 and developed a land.
"In 1951, Antonio Floirendo Sr. also arrived. My grandfather and him became good friends. In 1957, the year of his death, Domingo's claim to 1,675.0025 hectares was given due course via a survey for this purpose. Then in August 5, 1960 results were given to the Bureau of Lands and approved in November that year (Approved Plan Sgs 1296-D), was segregated in the name of Damian Domingo," Ramirez narrated in her letter.
Though not denying that her grandfather was the one who opened up Dapecol and some neighboring areas, Rosa said they are not claiming ownership of such property.
She recalled having resided inside the Dapecol when she was still very young. "I remember we have visitors like President Diosdado Macapagal and other dignitaries. My grandfather was even featured in Time magazine back in 1958 for his Tanglaw community," she said.
Rosa added that she learned of Ramirez claiming ownership of a 1,600-hectare property inside Dapecol when she was informed by a relative in Davao City.
From then on, Rosa kept track of the series of stories published in Sun.Star Davao and posted in its website, www.sunstar.com.ph/davao
She said that when she decided to have a vacation in Davao City for the holidays, she planned to discuss the matter with Sun.Star Davao so that the public would be aware of the scam that is being made in the name of the Domingo clan.
"I wanna know who is this Merlyn Domingo. Kasi wala talaga kaming kilalang Merlyn (I want to know who this Merlyn Domingo is because we don't know any Merlyn)," Rosa said.
She identified her brothers and sisters as Rosalinda Domingo Pastoriza, Rosemary Domingo Jimenez, Roseller Domingo, Roswel Domingo, Rosevelt Domingo, Roseminda Domingo Ozoa, Rosalie Domingo Baraquias, Rosellini Domingo, and Rosejean Domingo Halasan.
Several individuals have been duped by this land scam syndicate, who is asking from their victims a huge amount of money in exchange for a promise that they would become one of the beneficiaries of the said Dapecol land once it is covered by the Comprehensive Agrarian Reform Program (Carp).
A group also has reportedly attempted to offer the same land to a bank in Davao City as collateral for a loan.
An official of a bank who requested anonymity confirmed to Sun.Star Davao that a group tried to offer a 1,600-hectare land in Sto. Tomas as collateral for a loan.
The official said the group however failed to file all the requirements needed for a loan application, thus the rejection.
Also, the same bank official said that the suspects did not return to the bank anymore when they demanded for a land title from them.
"They did not have land title yet. I remember the area is inside Dapecol and they have other documents supporting their claims. We asked for the title, they did not show up," said the bank official.
Lawyer John Paul Devilleres, Davao del Norte Register of Deeds chief, said the provincial office of the Department of Agrarian Reform (DAR) already identified the suspects in the said land scam.
No suspect has yet been arrested and charged in court for lack of sufficient evidence and complainants.
National Bureau of Investigation-Tagum special investigator Elly Leaño earlier said they have not yet received any formal complaint, thus they could not yet conduct a formal investigation about the matter.
Leaño said though that this is not stopping them from gathering information about the suspects, which have already been identified.
The investigator also said that since they have not yet established their (suspects) involvement on the alleged scam they are not yet in liberty to divulge their identities.
Lawyer Devilleres said the syndicate has at least victimized eight persons, including a prominent businessman. Each victim, he said, have shelled out at least P100,000. (Sun.Star Davao/Sunnex)

US speeding up pest risk analysis
The United States Department of Agriculture has assured Manila of the speedy processing of the pest risk analysis for Philippine bananas, a move that could soon allow the entry of this high-value commodity into the American market and boost the country’s export earnings by $6 million yearly.
“The Philippines is a leader in banana production and creating a new market would aid the livelihood of farmers in Mindanao where much of the exports are sourced,” Agriculture Secretary Arthur Yap said yesterday.
“Opening Philippine bananas to an important market such as the US will send a positive signal to our small farmers to diversify into high value crop production.”
Yap said that in his bilateral meeting with Acting Secretary Chuck Conner of the USDA in Washington last month, he had identified bananas to the American official as the Philippine commodity that should be given priority by the US in conducting its pest-risk analysis on potential products for imports.
He said Conner then assured him that the USDA would move to expeditiously conduct the pest risk analysis for Philippine bananas. Philippine bananas are traditionally exported to Japan, Iran and Korea. Private sector players in the local banana industry have earlier sent a request to the Department of Agriculture (DA), through the Bureau of Plant Industry, to initiate the process of penetrating the lucrative US market to further raise earnings from this high-value commodity.
Ecuador, Costa Rica, Guatemala and Colombia are the top sources of bananas of the US. The DA is targeting export earnings totaling $475 million and the creation of over 35,000 new jobs from its ongoing program to beef up the production and sales of bananas this year.
Yap said the DA is opening up more markets for bananas and other high-value commercial crops (HVCCs), which contribute significantly to the country’s agro-fishery export earnings, through selling and trade missions in major markets like China and Japan and emerging markets in Europe and Asia.
Yap said the DA aims to raise banana exports by 7.9% for 2007, which would translate into $475 million in export earnings in 2007. The DA expects banana production, which reached 6.801 million metric tons last year, to increase by 543,420 MT more in 2007 to 7.345 million MT, representing a 7.88% increase.
The increase is due to the expansion in 2006 of lands planted to banana totaling 35,294 hectares, mostly in the Zamboanga Peninsula, Northern Mindanao, the Davao region and Central Mindanao.
The DA is targeting an expansion of 35,005 hectares of land planted to banana in Davao, Northern Mindanao and the Cordillera Administrative Region (CAR).
Production increases are expected in CAR (25,616 MT), Cagayan Valley (368,361 MT), CALABARZON (116,072 MT), Western Visayas (338,088 MT), Central Visayas (171,455 MT), Eastern Visayas (246,063 MT), Zamboanga Peninsula (247,201 MT), Northern Mindanao (714,732 MT), Davao (3.249 million MT), Central Mindanao (913,904 MT), CARAGA (229,952 MT), and Autonomous Region in Muslim Mindanao (390,594 MT).

Saving the Turtles
IT IS a Chinese belief that good luck befalls the person who sets a turtle free. If so, then I hope that luck will rub off on those who gathered to witness the flurry of activities that ensued at the Pawikan Sanctuary of Punta Dumalag in Matina Aplaya on September 23.
Scheduled for release was a sea green turtle christened “Liloh.” This seagreen was acclimatized first at the Pawikan Sanctuary before he is set free. The reptile is tagged so that sightings can be reported in the future.
Davao City Councilor Leonardo Avila, who officiated the send offs, explained that domesticated turtles forget how to survive in the wild. Instead, they keep returning to the sanctuary and gravitate towards humans thinking that they will be fed. It is the job of the Pawikan Task Force Davao to retrain the survival instincts before sending them back to the ocean.
As one is set free, one is taken in. Another happy event was the turning over of a Hawksbill turtle by former owner, Michael Tan through the help of Vice Mayor Sara Duterte.
Michael rescued the turtle six years ago from some fishermen who were planning to kill it for the shell. Purchasing it for 500 pesos, he kept it under his care, until the day his uncle started talking about turtle soup.
VM Sara convinced him to surrender the pet to the sanctuary. Among the five kinds of pawikans, it is the hawksbill that is critically endangered because of their tortoise shell that are made into combs and bracelets. Hopefully this one can be rehabilitated and be set free in due time.
Originally intended to be a coal plant by the Aboitiz, this stretch of beach is now turned over to the DENR and to the city of Davao after turtle sightings.
In what is the only pawikan sanctuary and nesting site in an urbanized city, 2,638 turtles have hatched within the two years that it has been established.
The place is kept guarded and made conducive for nesting. No lights and loud sounds. After they nest, the eggs are transferred to a hatchery. Aside from poachers and animals, the eggs must be protected from seawater or rain.
The survival rate, if left on their own is only 30 percent. Now, the survival rate has shot up to 90 percent Once out on the sea, only one or two turtles in a thousand survive, a rate of 1 percent.
Pawikans return to nest on their birthplace after thirty years. This means that Punta Dumalag has long been a nesting site. If this spot was left unprotected, it could mean the extinction of pawikans.
Trading, collecting, transporting, inflicting injury and killing are all illegal acts that are punishable by law with a minimum of three months to six years in prison depending on the species. A ban on fishing is also imposed in the area.
Because of this, it has become a spawning area for fishes, as evidenced by the silvery schools of fishes glinting in the sunlight on our visit. Other wildlife have flourished. Several species of birds have been spotted like the egret and the seagull.
Dolphins and whales are sometimes seen in the early morning. The area itself has already become rich in natural resources — a source of food. Already, WWF has contacted them because a one ton leatherback from Japan was sighted at the Davao gulf.
“We are doing this for our children” Councilor Leo said. Future plans include setting up a marine learning center for educational purposes.

US-based docs, nurses to visit Davao to promote prolotherapy

FIFTEEN doctors and two nurses of the Hackett Hemwall Foundation, an organization who pioneered the practice of prolotherapy based in the United States, are coming to the Davao Doctors Hospital in Davao City next week to introduce the breakthrough science of non-surgical ligament construction.
Dr. Dominador Cabrera, DDH president, said in Thursday's press conference at the hospital's executive conference room that DDH will be the first stop in the first Philippine Prolotherapy Medical Mission which will be conducted by the foundation on January 14 and 15.
"We invited local anesthesiologists and physical therapists because the team will be conducting a lecture in the morning of January 14," Cabrera said.
The team, in partnership with the Davao Doctors Hospital, will sponsor the free clinic from 1-5 p.m. on January 14 and January 15, from 8 a.m. to 5 p.m. at the Davao Doctors College Gymnasium.
Dr. Liza Maniquis-Smigel, prolotherapist and member of the medical mission team, said the free clinic is open to all.
"We will have six stations, about 700 patients will benefit from the activity, but we will try to cater to as many patients that we can treat," Smigel said.
She said the activity would be the first in the Philippines and the fourth in Asia.
"Our goal is to treat as many as indigenous patients and educate the Filipino community about prolotherapy," she said.
Smigel claimed that her team would also train four to five doctors of the Davao Doctors Hospital to practice prolotherapy.
"We are hoping to attract more people and to get positive response. Hopefully if the activity will be successful, we will come back," Smigel said.
Prolotherapy is little known but safe and highly effective method of eliminating chronic pain by treating ligament and tendon weakness.
"It is done by injecting a proliferant solution to weakened areas to directly stimulate the growth of strong and healthy tissues," Smigel explained.
Smigel added that prolotherapy has the potential of being 100 percent effective in eliminating chronic muscle pains, rheumatism, migraines and the like, but this depends on the technique of the individual prolotherapist.
"This is why the Hacket and Hemwall Foundation team decided to partner with Davao Doctors Hospital so that the local doctors are trained and equipped to offer this breakthrough treatment to the community," Smigel said.

Three Philippine cities were included in the top 10 Asian Cities of the Future Award 2007 by Singapore-based consulting firm AsiaBIZ Strategy Pte. Ltd.
Quezon City placed seventh, Cebu City, eighth and Davao City 10th on the top 10 which was topped by perennial powerhouses Hong Kong (1st), Singapore (2nd) Taipei (3rd) and Melbourne (4th).
Rounding up the top 10 are Chinese cities Dalian (5th), Shijiazhuang (6th) and Guangzhou (9th).
The awards were based on the results of survey among businessmen, who were asked to rate over 200 Asian “big” and “small” cities according to their standing in terms of business and investments opportunities.
AsiaBIZ Strategy Pte. Ltd. is a Singapore-based strategy and investment promotion consultancy company which has interests in Asia’s 20 biggest countries. The company said its consulting services has resulted in an overall Fortune 500 client investment portfolio in excess of $2 billion in Asia, excluding small- and medium-enterprises clients.
Quezon City also placed eighth on the top 10 list of Asian cities with the best economic potential while placing third in the most cost-efficient city in terms of doing business together with Cebu (4th) and Davao (6th).
Davao City is fifth in terms of quality of human resources, followed by Quezon City. Cebu is seventh in terms of best quality of life while Quezon City is tenth. None of the Philippine cities barged into the top ten with the best infrastructure and business-friendliness.
Cebu placed second in terms of quality of development and promotion, next only to Singapore.
No Philippine city entered the rankings in the small cities category, which was won by Alor Star in Malaysia and Newcastle, Australia.
Joel Mari Yu of the Cebu Investments and Promotions Center (CIPC) said Cebu City’s promotional efforts abroad and its concrete program for investments and business is paying off and getting its deserved recognition.
“We just don’t act when investors have already arrived. We have a year-round program to market Cebu and to improve the business climate here,” Yu said.
He said CIPC was part of the organizations “tested” by AsiaBiZ in terms of how they handle investment inquiries and how efficient their international marketing promotions are.
Yu, however, lamented Cebu’s infrastructure which he said is keeping Cebu backwards compared with its Philippine counterparts.
“Maybe we are better off, compared to other cities in the Philippines, but when we are put side-by-side Singapore and Hong Kong, we are down there at the bottom,” he said.
He also said Cebu should be on top in terms of quality of life for bringing a good balance of business and economic opportunities with a very livable environment.
“We have all the amenities of Manila but with one-tenth the traffic and the pollution,” he said.

Hedcor Tamugan signs MOAs with host communities, IPs for hydropower project

Davao City — Hedcor Tamugan, Inc. (HTI) recently signed Memorandum of Agreements (MOAs) with eight Barangays in Davao City for the company’s proposed construction of three run-of-river hydropower plants in the area.
The community leaders of Barangays Wines, Tawan-tawan, Tambobong, Suawan, Salaysay, Carmen, Cadalian, and Tamayong, including Indigenous Peoples’ (IPs) leaders Datu Cesar Betil of Tamayong and Datu Roque Maylan of Cadalian signed their respective MOAs with Hedcor President and Chief Operating Officer Rene Ronquillo. The signing signified the communities’ and IPs’ approval and support of the company’s 34-megawatt Tamugan Hydropower Project.
The signed agreements will provide development opportunities, livelihood projects, and basic healthcare services to the communities during construction and operation of the plants starting 2008.
“The coming of Hedcor is providential in so many aspects,” said Datu Rudy Anta of the Clata Tribe. “It will give the tribal people a chance to improve socially; deserving IP students will have a chance to pursue higher education; the project will provide jobs and can generate a number of economic opportunities for everyone,” he added.
HTI, sister company of Hedcor, Inc. and Hedcor Sibulan, Inc. (HSI), is investing P5 billion to construct three run-of-river hydropower plants in the Calinan, Baguio, and Marilog Districts. These plants are the 20-megawatt Tamugan AB, the 6.5-megawatt Suawan, and the 7.5-megawatt Panigan plants. The investment also represents a significant portion of Davao City’s P10 billion investment targets for the year according to the local Borad of Investments office.

The Tamugan Project will generate 231 million kilowatt-hours of clean energy that will displace about 89,000 tons of carbon dioxide equivalents starting 2010. The generated electricity, together with HSI’s P5 billion, 42.5-megawatt Sibulan Hydropower Project in Sta. Cruz, Davao del Sur, will be supplied to Davao Light and Power Company (DLPC) to help avert an impending power crisis in the region.

Davao City — The business group in Davao City now headed by Davao City Chamber of Commerce and Industry Inc. President Simeon Marfori cited key industries that the Chamber will focus on this year.
Agriculture, as the key industry of the city, topped the list especially on the aerial spraying issue that has affected not just exporting banana companies but most especially the small-scale workers of these companies.
Marfori also cited the plans of the business group to strengthen and explore the different opportunities in the food processing sector as this is considered a corollary thrust of the agriculture sector.
The Information and Communication Technology (ICT) still remains in the priorities of the business chamber, especially that this sector still remains the fastest-growing industry in the Philippines.
“I believe that Davao City has a unique advantage in ICT and we only have to be bold enough to open our doors for new investments,” he said.
The city, he bared, also holds an untapped gold mine which until now is not that maximized and taken advantage by the people. Davao, according to him, must look into its mountains and beaches and use them as development tools.
“We are also banking on retirement tourism as well as the medical tourism since the city has the capacity to offer the needs of these sectors,” Marfori said.
While these are the group’s short-term plans, Marfori also admitted that mining and manpower are the two aspects that the group will continue to address as part of its medium-term plans and priorities.
DCCCII also announced its plan of strengthening their ties with the government and all other existing and potential partners.
Despite the publicly-known rift between DCCCII and the Philippine Chamber of Commerce and Industry (PCCI), the former bared the group’s willingness to patch things upwith the latter.
“We consider PCCI as a potential partner and so we are not closing our doors for any reconciliation. We look up to PCCI as a partner that we should be working with,” he said.
Marfori stressed that both parties do have the desire of fixing things between them but it would still more time and effort and continue working for it.
He assured Dabawenyos that the business group will be taking steps, however as to where those steps are leading them, it still remains as a big question. (PIA) By Mai Gevera

Prof. Araceli Dans-Lee is the new dean of the University of the Philippines Mindanao College of Humanities and Social Sciences Division. Dans-Lee or Ma'am Marcy as we used to call her when I was still working at UPMin, was one of the most heartwarming professors without an air of superiority in UPMin and there are only few of them there. She would have UPMin's 1st Woman Chancellor had she succeeded in her bid but even an academic institution like UP is a haven of politics and Ma'am Marcy surely is not politician enough to get the necessary votes.
The College of Science and Mathematics or CSM also as a new Dean in the person of Prof. Reynaldo Abad. Abad is replacing Dr. Antonio Obsioma as head of the CSM. I ran into Sir Tony a few weeks ago and he proudly said he is retiring from administrative work and is going back to teaching full time. Sad. He is among the most well-loved personalities in UPMin even when he was still Vice Chancellor for Admin.

McDonald Matina, which opened in December last year, is different from the other McDo branches ambiance-wise. I haven't been to the new outlet in Bajada though. The fast-food's facade is of course just like the other McDo's but the counter in Matina is more modern. The fastfood stands on a bigger lot but the store itself is small compared to the one located at Victoria Plaza's parking lot.

Some of the staff seemed new to the job as they are still unfamilair with whether or not they should charge extra if the customer opts for ice tea for their Happy Meal. They were polite and helpful though. Well, this is one good thing about McDo because they do not charge you an extra P9 for choosing an ice tea instead of softdrinks for a Happy Meal order. Jollibee does.
This is perhaps the second McDonald Branch that is open 24-hours daily. That Victoria Branch was our library when I was still at Law School so the Matina Branch will probably be a haven for law students who live nearby.

Ganyan naman talaga. Kung minamaliit yung isang syudad, they will really refuse to admit the qualities of that city which make it the best in its turf.
For example: This picture is the city proper of Davao in the eyes of a detractor:
They claim that Davao is nothing more than a place thriving with forests and banana trees and that business establishments in Davao all go bankrupt and the local economy is at a downfall. By saying these rather erroneous remarks, they are actually closing their eyes on the true status of Davao.
This is what others cannot see in Davao because they refuse to do so.

clear in this recent asian cities of the future na wala nag came close behind davao city ang any city outside manila. kay wala na man other philippines city sa 200 cities in the competition. not even sa small cities category. unless domestically, only those in the list were selected kay they met the international standard requirements i guess
