be proud. by ssc international standard trhread discussions only davao in the island is discussing about real range of skyscraper issues. which other threads discusses marina club to highrises developments as often regularly? only here. davao is building a urban landscape. building an r n r city for people working elsewhere to come down and spend their money:D. seriously davao has its own industries too but discussion about it is skybarish to me

Hello goys! Guess what? Pinutol na lahat ng mga puno at damo doon sa Escandor property in front of SM City. Because of this, the buildings of Las Palmeras leisure apartments are visible from the highway na. But more than that, we all know the reason bakit pinutol na yung mga puno... Hahahahaha!

Davao City: Asia’s city to watch in the future
http://prixbanzon.wordpress.com/2008/01/11/davao-city-asias-city-to-watch-in-the-future/

After being named as Asia’s most livable city, Davao City this time was named by Finance Direct Investment (FDI) magazine of the Financial Times Group as one of the Top Ten Asian Cities in the Future.

Only three cities in the Philippines made it to the top ten. Aside from Davao City that landed on the tenth rank, Quezon City ranked 7th while Cebu City on the 8th place.

The premier cities of Singapore and HongKong got the first and second ranks respectively,

Among others these cities were rated based on investment opportunities and governance.

The FDI’s locations of the future competition covers each region once every two years and the judges for the 2007-2008 survey were David Kinnear, president of DDC HRO, a provider of business process outsourcing in New York; James Ku, manager at the consultancy firm Tactus-Asia Ltd in Shanghai; Anupam Prakas, Asia Pacific leader, global business sourcing and business transformation, HR consultancy firm Hewitt Associates in India; and Larence Yeo, CEO of international consultancy from AsiaBiz Strategy in Singapore.

In the youngest citities category, Davao City made it to the top where Cebu City ranked 3rd and Quezon City on the 4th. The city of Davao ranked 2nd among the cities with lowest middle management salary costs and ranked third with the lowest senior management cost. It fall on the 6th place in terms of lowest manual cost category.

Davao City Councilor Leo Avila III who made the announcement during the January 8, 2008 regular session said that the result of the survey made by FDI is an indicator of how the global business views the city.

It is added feather to Davao City’s cap having been pronounced to be competent enough to be placed among the ranks of high placed cities in the world like Singapore and HongKong.

Anybody from here got something to be proud of and all Dabawenyos must live by how the world views this city from the South.

i believe na kasali sila since asiawide ang survey. alo star, malaysia pala is in the list under small cities category. perhaps their major cities failed in some important criteria like human resources and cost effectivity.

Achievements and Recognition

Most Competitive Metro City in the Philippines, 2001, 2003, 2005

The Asian Institute of Management has conducted an assessment of the leading Cities in the country using indicators such as quality of life, cost of doing business, dynamism of the local economy, infrastructure, linkages and accessibility, and quality of workforce in the years 2001, 2003, and 2005 (No survey was done in 2002 and 2004) and Davao City topped the rankings in 2001 and 2005 and placed 3rd in 2003.

Most Livable City in the Philippines

Based on annual surveys made by Asiaweek on the 40 Best Cities in Asia, Davao City has consistently made it to the Top 20 for four consecutive years (1996-1999). In the survey of livability, Davao City rated high in the following categories:

2nd in the least number of criminal cases per 10,000 at 0.8
5th in lesser vehicles per km of city road at 46 vehicles/km
6th in the ratio of house price to income at 6.18
14th in lesser volume of suspended particles in the air at 98 ?g/m³
14th in value of state education spending per capita/$ at 410.80

Davao garnered 56 points and ranked 18th. Cebu got 54 points and ranked19th while Manila was in a freefall with 49 points down at 25th.

This statistics mean that Davao City has become the Most Livable City in the Philippines. If the survey, which is independently done by Asiaweek, becomes a basis, it could be said that Davao has maintained its quality of livability as a city and is in fact improving on it.

Destination of the Year, 1997 Kalakbay Awards

1997 was supposed to be the banner year of Davao City having earned a lot of distinctions in the national arena. Aside from being chosen as the Destination of the Year by the Kalakbay Awards, tourism facilities within the city were also recognized with the highest honors in their respective categories such as Hotel of the Year for Villa Margarita and Restaurant of the Year for Annies Restaurant.

Most Child-friendly City in the Philippines, 1999, 2000

In the first ever selection of the Most Child-Friendly City in the Philippines, Davao City came out the runaway choice for the top plum owing to its local government’s programs and initiatives directly benefiting its children.

Davao City stood out because it is the first local government unit to have passed a Code specifically designed for the welfare of the children and their rights to services, Protection, and other privileges - this is the Davao City Children’s Welfare Code of 1994.

Aside from the regular social welfare programs being implemented by the City Social Services and Development Office, the local government works closely with non-government agencies that implements programs for children.

The Davao City Government also got high marks because of its implementation of the child welfare and protection programs under the Country Program for Children – UNICEF.

Most Outstanding Regional Peace and Order Council, 1999, 2001, 2004, 2005

The quest for peace has become very expensive and very elusive in some isolated parts of Mindanao. However, there is one region where peace has become a price possession that its leaders never want such ideal condition slip out from their hands – the Region XI Peace and Order Council was chosen as the Most Outstanding Regional Peace and Order Council for their unrelenting efforts in maintaining peace and order in Southern Mindanao or Region XI.

Most Peaceful City in East and Southeast Asia, 1998-2005

One of the biggest come-ons of an area is an ideal peace and order condition. The dramatic decrease of crime rate in Davao City is big deal considering that it used to have a very unstable peace and order during the Marcos’ regime that ended in a bloodless revolution in February 1986.

Since then, peace and order has never been more ideal. In fact, it improves year after year thanks to a people who will not let peace slip away like a prized possession.

From a 3-digit crime rate per 10,000 people in 1985, Davao has reached an almost Utopian environment with a monthly crime volume of 0.8 cases per 10,000 persons from 1999 up to 2005. Digging through the records, it would reveal that about 90% of these cases reported are petty crimes that do not in any way threaten the over-all peace and order condition of the city.

* Best Police Office in the Country, 1999-2005

Annually, the Philippine National Police conducts an evaluation of the Best Police Offices in the Country. They will be evaluated and ranked according to the ratio of policemen against the population of the area, implementation of programs for maintenance of peace and order, availability of sophisticated equipment and vehicles, the ratio of solved crimes against the total number of crimes reported and the overall safeguarding of the peace and order condition of the area.

2nd place, LGU Literacy Award in the Philippines, 1999

This award is given to local government units that seek to improve literacy within their area through programs that will ensure the establishment of learning institutions even in the most remote rural areas. Davao City ranked a close second in this competition having registered one of the highest literacy rates in the country and in Southeast Asia at 98.05%.

2nd Best City Health Office in the Philippines, 1999

Vaccines, medicines, and clinical and medical services may cost much nowadays. A local government unit should see to it that medical services are affordable if not given for free especially to rural folks and the urban poor. In this area of recognition, the local Government of Davao again ranked a close second in operating a City Health Office that delivers free and or very affordable services to its constituents aside from implementing health programs that focuses on prevention of sickness and illnesses.

The Cleanest and Greenest City in the Philippines, 1999-2005
(Highly urbanized category)

For almost a decade, Davao City ranked Second Cleanest and Greenest City in the Philippines. Visitors cannot but help notice that the city’s roads are indeed clean day and night and the parks are eternally green with trees and ornamentals. But the top plum seems slippery because of an open dumpsite located along its diversion road.

Now, the City is considered the Cleanest and Greenest in the Philippines
(For the highly urbanized category)

Most Outstanding Water Utility in Asia, 1996, 1997, 1998
(Awarded in Singapore to Davao City Water District)
This recognition was given to four water utilities in Asia, and Davao City’s water district is one of them. The Davao City Water District has through the years supplied quality potable water to residents of the city.

The need to deliver quality service is equally complemented by the natural abundance of fresh and potable water supply, which contributes to the quality of life in the City. Around 90% of the City’s water supply is taken from a more than 30 wells while the remaining 10% is treated surface water.

The Davao City Water District (DCWD) has made piped water system available to about 70% of the population. This figure may be surprisingly low for people expecting a highly urbanized city. However, a visit to the City will show that hundreds of natural wells and other natural sources of spring water abound in the City, particularly in areas near the foot of the highest peak in the country, the Mt. Apo.

Tax collection target raised
By Rizalene P. Acac Published : 2008-01-11

THE city government is raising its tax collection target this year, the highest in the last three years, as it vows to implement all the provisions of the amended tax code, City Treasurer Rodrigo Riola said.

Speaking at the I-speak forum with Business Bureau Officer-in-Charge Jhopee Avanceña-Agustin and City Assessors Office Chief Cesar Dataya yesterday, Riola said he is optimistic that the city government could hit the P2.972 billion target for the year, higher by 1.25 percent compared with the target last year.

He said the city government always surpassed its collection target. Last year, the City Treasurer’s Office recorded a collection of P2.986 billion, higher than its P2.934 billion. In 2006, the collection was pegged at P2.748 billion, while the target for the year was P2.731 billion.

Riola said bulk of the tax collection this year would be from business and real property tax.

The Business Bureau, in coordination with Riola’s office and other city government agencies, is spearheading the renewal of business permits, targeting about 30,000 businesses to renew.

Riola said as of Wednesday, there were already 14, 875 businesses which have renewed their permits, while there were 249 new businesses registered. The deadline for renewal which started last January 2 will be on January 21.

The real property tax unit, now computerized, is also collecting the real property taxes including taxes from delinquent taxpayers. As of Wednesday, Riola said the collection was recorded at P17.874 million, P17.065 million in current payments and P 800,214.49 in arrears.

To further raise the collection, Riola said they will implement this year the regulatory fees for the public transport. The fee, which is socialized, will be a minimum of P200 per annum depending on the vehicle. “I have a plan of meeting the bus operators and other transport groups para kung iimplement dili na kaayo grabe ang resistance (so that when it will be implemented there will be no great resistance),” he said.

He said they are already requesting for a list of names of franchises from the Land Transportation, Franchising and Regulatory Board as an initial move.

Riola said they will also focus on the intensification of the garbage collection fees which have been implemented since last year. He said the collection of this tax remains slow. While the barangay treasurer’s have been tapped to do the task, he said they have not been effective so far. The barangays have a 20 percent share of the tax.

Agustin, on the other hand, said she will also intensify the collection of occupational permits after the period of renewal of business. Occupational permits, as stated in the tax code, are taxes that should be paid by professionals who have not taken any government-administered examinations.

She said their collection for the permit significantly grew last year after a vigorous campaign in malls and even through sending letters to big companies. In 2006, she said they issued 11,931 or a collection of P1.8 million. Last year, they were able to issue 37,249 permits or a collection of P3.9 million.

“We will resume on March after the renewal. We will have One-Stop Shops in malls,” she said.

Ruben sets homecoming this weekend
Published : 2008-01-11
Mindanao Times

IT’S A grand homecoming for Ruben Gonzaga this weekend.

The first male grand winner of the hit ABS-CBN reality show Pinoy Big Brother Celebrity Edition will hold a series of activities in Davao to show his thanks to fellow Davaoeños for helping him in the competition.

“Gusto nako pasalamatan ang taga Davao,” Ruben said.

A series of mall tours, school visits, courtesy calls to top city officials are among Ruben’s itineraries in his hometown.

Ruben is scheduled to arrive in Davao Saturday evening.

On Sunday morning, Ruben will lead a motorcade around the city’s major streets. Mall tours follow in the afternoon. He will be at NCCC Mall by 2 p.m. and at SM CIty Davao by 4p.m. He is also expected at Gaisano Mall of Davao on Monday, but the schedule has yet to be finalized.

Ruben will turn over the P1million check to his charity beneficiary, the Davao-based Cosugian Home for the Aged on Monday morning.

Also on Monday, he will pay a courtesy call with officials of Barangay Paciano Bangoy where he currently lives.

The former ABS-CBN Davao star will also pay a courtesy call at City Hall and City Council. The PBB big winner will return to Manila on Wednesday to fulfill several appearances.

Mahipus to focus on dev't projects

DAVAO City Councilor Diosdado Angelo Mahipus wishes to focus on development projects for the first half of the year 2008.

Mahipus said he will be proposing two ordinances -- one for the establishment of a greenbelt or park in each barangay and the other is for the creation of sports Olympics for the youth of Davao.

Also among his priorities is the establishment of a coastal road for District 2 where most of the docking areas in the city are situated. These include the Sasa Wharf and the docking places of private companies along the stretch of Sasa to Bunawan.

The establishment of an Agro-Industrial Export Processing Zone in District 2 is also being eyed by the councilor as the district's upland barangays are home to banana and other monocrop plantations.

Recognizing the area's economic potential, Mandug was earlier declared as a Special Economic Zone by the 14th Council.

"We'll establish the processing zone somewhere in the upper Bunawan area where agri products and materials are available for manufacturing," Mahipus said.

Setting-up a Windmill Energy Plant in Paquibato to supply alternative energy for the area is also one of the councilor's intended projects.

Paquibato is one of the farthest political districts in District 2 and is among those that have limited if no access to electricity. (GLP)

JIB partners with Australian school
By Carmelito Q. Francisco Published : 2008-01-09

THE Joji Ilagan Foundation Career center Inc. is offering starting in June a Certificate III Hospitality Course with the graduates getting certification from the school and from the Technical and Further Education-New South Wales- South Western Sydney Institute of Sydney, Australia.

Joji Ilagan-Bian, owner of the local school, said the graduate of the course, which provides certification for commercial cookery, will have a direct migration path because the certification of the Australian government school is equivalent to 60 points, or 10 points lesser than the required points in entering the country.

Those who will take the course and eventually finish it will have the edge over those who just want to migrate to Australia because the course allows them to get employed in Australian restaurants because commercial cookery is listed under the Skilled Occupation List of the Migration Laws of Australia as of September 2007. This means that this occupation is in demand in the country.

Bian added the school will also allow the student to start discussing her or his migration, including his or her family, to Australia with an Australian lawyer who is expert in migration.

After graduation, the person will have the option to work in Australia or get employed in the Philippines at higher salary rates considering that he or she will have two certifications.

“We are giving global education to our students right at their doorsteps,” Bian said, pointing out that students need not travel to Australia and pay 27,000 Australian dollars (P966,826.88 @P35.802 to 1 Australian dollar) a semester. Aside from that the student will also pay another 10 Australian dollars a month for board and lodging.

Bian added that the undertaking is a gamble on her part because she has yet to know the acceptability of the course in Mindanao while her school has become successful in courses it has offered.

“To me this is an investment. This is also an investment to the students, particularly those who want to migrate to Australia,” she added.

In her school, she said, the student will get dual certification, that of her school and an authentic certification from the Australian school.

She said she is hiring an Australian teacher that will teach the students between four to 15 weeks every semester “to ensure the quality of teaching.” She added she is also sending a teacher to study the course.

The course runs for 20 months with half of the period devoted to on-the-job training in restaurants and hotels at four hours a day based on Australian educational system. The classroom, she added, will be equipped with closed circuit television camera that will broadcast real time events for the Australian school to monitor the activities of the students.

Aside from the P4 million investments infused into the classrooms, Bian she is also paying the Australian teacher she has hired in Australian currency.

NGO leader hails mayor for order on IRR of Water Code
By Nef Luczon Published : 2008-01-11

A NON Government Organization has lauded the order of Mayor Rodrigo Duterte for the creation of the body that will formulate the implementing rules and regulations (IRR) of the Watershed Code, a landmark legislation which has been shelved for a year.

Lia Jasmin Esquillo, Interface Development Intervensions Inc. (Idis) executive director, said the order of Duterte assured those groups calling for the protection of what is left of the upland watershed areas of the city is important to the city government.

“What a good way to start the New Year. We have been waiting for this since the ordinance was approved by the city council in January last year. All concerned groups can now start with something good for the watershed areas of the city that has been threatened by human activities,” Esquillo said.

Esquillo was referring to the presence and continued expansion of banana and pineapple plantations in the upland watershed areas of the city. Idis, along with other support groups, has been campaigning intensely against the plantations in the upland watershed areas because of the threats they bring to biodiversity and the health of the people.

In an executive order dated January 2, Duterte said that the city government has recognized the “importance of a healthy and ecologically sound watershed area in achieving the ecological balance where man and nature thrive in perfect harmony with each other.”

Other NGOs and people’s organizations in the body are Womyn Network Group, Water Management Coordinating Council, Water Management Youth Council, and Coastal Women.

The order states that the formulation of the IRR is to fully implement the provisions of the Watershed Code which was enacted January 23, 2007.

Constituting the body to create the IRR are City Administrator Wendel Avisado as the chair and the heads of the City Legal Office, City Planning and Development Office, Davao City Water District, City Environment and Natural Resources, City Agriculture, City Health and the chair of the City Council Committee on Environment and Natural Resources.

Idis is an non-government organization advocating for the protection of the upland watersheds against agricultural intrusion and other destructive human activities, was one of the seven groups delegated to help in the crafting of the IRR.

Mahipus to focus on dev't projects

DAVAO City Councilor Diosdado Angelo Mahipus wishes to focus on development projects for the first half of the year 2008.

Mahipus said he will be proposing two ordinances -- one for the establishment of a greenbelt or park in each barangay and the other is for the creation of sports Olympics for the youth of Davao.

http://www.sunstar.com.ph/static/dav/2008/01/13/news/mahipus.to.focus.on.dev.t.projects.html

This should be legislated as a zoning ordinance. The City's Comprehensive Land Use Plan should identify these areas and declare them as permanent open spaces. These greenbelts should not be like the minute Nograles Parks. They should be proportional to the population of particular barangays that they will serve. Dili kinahanglan nga isa lang ka lugar because some of our barangays are huge. There should be several greenbelt parks scattered and strategically located in major settlement areas or highly-densed areas. Parang maging network of open spaces na s'ya.

Barbeque Boss

http://img145.imageshack.us/img145/5559/img1587wm0.jpg (http://imageshack.us)

I love chorizo. Period. So, last night at Barbeque Boss, I ordered Spicy Chorizo(P50).

Chorizo reminds me so much of my childhood and a cute guy in college. My mother makes a wicked chorizo. So wicked you would like to put the rice back to the pan where the chorizo was fried and hope to the heavens that all remnants stick to the rice. Hahaha! The guapo guy, whom I danced with had the fingers which were 1mm short of a chorizo's diameter. Mama stopped cooking the wicked chorizo(since it was bad for our health) and I never saw the cute guy with chorizo fingers again...Paging Mr. Chorizo...

Their Spicy Chorizo(P50) is sooooooo spicy!!! If you intend to plump your lips with Restylane, forget it! Head to Barbeque boss and order their Spicy Chorizo - it's the cheapest and quickest. Not to mention no needles! The word spicy is an understatement for this one or am I losing my tolerance for spicy food.

The boyfriend had Insanity Steak (P80). It was tender but not really something that would make me go insane. I wonder why they called it insanity? He also had a stick of grilled liver.

My sister found the Chicken Barbeque tasteless. I found it sweet.

The Pork Barbeque (P3.50) was juicy and slathered with sauce that tasted like the brush.

The place is simple and service was friendly. It was difficult to pour soy sauce and vinegar without spilling it on their table. Perhaps, they should try changing the bottle.

The barbeque restaurants mushrooming around Davao City is a testament to the Dabawenyos love for grilled food. Barbeque Boss is the typical Dabawenyo haunt for barbeque and beer.

And somebody please arrest whoever made the Spicy chorizo!!!

KOTO, the Color of Traditional Japanese Music
By Michael Ebro Dakudao Published : 2008-01-11

Honestly, unless you know Japanese traditional music well, you might think every piece sounds just about the same. This is especially so when the performers, dressed in traditional Japanese clothes like the formal silk kimono, play musical instruments like the koto. The koto is a Japanese zither, a stringed musical instrument consisting of a 1.80 meter long sounding box and 13 strings of waxed silk or nylon, whose origin dates back to the late 16th century. It is otherwise known as the “Japanese harp.”

The kimono-clad player would kneel on the floor at one end of the instrument. The 13 strings are plucked with three small tsume (picks) worn on the thumb, forefinger and middle finger of the right hand. The left hand tunes the bridges during the performance as required. Believe me, but it is not an easy undertaking especially when one plays the instrument while kneeling on the floor; and that is not to mention wearing the cumbersome kimono while maintaining poise, elegance, and dignity all throughout the entire performance.

I had my first koto concert experience in Tokyo in the 1980’s when my foster mother, Mrs. Aoe Migitaka, invited me to her only daughter Kazuko’s first koto concert debut held in a music hall. In Japan, proficiency on the koto is considered to be an indication of good breeding and education, and it is a popular instrument in the Japanese home just like piano is in an exceptional middle class Filipino home.

Personally, I like traditional Japanese music as the color of Japanese sound is for the soul and spirit. Traditional Japanese music is so calming and soothing; and sometimes even eerie and mystical. Naturally, the yen for traditional Japanese music is an acquired taste after the long years I spent studying in the Land of the Rising Sun.

“I am pleased to inform you that the Mindanao Kokusai Daigaku in cooperation with the Consular Office of Japan in Davao, the Japan Philippine Volunteer Association and the Philippine Nikkei Jin Kai, Inc. have organized a Koto Club Concert on Wednesday, January 9, 2008, at 6:00 p.m. at the CAP Grand Auditorium,” read the letter dated December 20, 2007, from the Honorable Hiroshi Mitsuya, the Consul of Japan in Davao.

“The Koto Club Concert aims to provide Filipinos a glimpse of the Japanese culture and traditional music. Considering the importance of this event, we are hoping to generate interest on the project from the Davao community residents, particularly students and young professionals since this event is an opportunity to strengthen our two nations’ cultural ties,” the Consul added.

It has rather been a long time since a Japanese cultural show was presented in Davao. A few years ago, Mama Rosa’s modernized take on the colorful kabuki so enthralled the residents of this city when it was shown at the CAP Grand Auditorium. I was more than happy to be assigned as translator cum emcee for that show. A decade earlier, a successful Japanese taiko (drum barrel) folk performance was also shown to an SRO crowd in Davao which I also emceed.

Indeed, Madam Kazuko Miyajima’s koto concert held last January 9 was a much awaited Japanese cultural event in this city. Luckily this time, I was part of the audience along with lawyer Cesar Azarcon and his music diva of a wife, maestra Nenita Belda Azarcon, enjoying the show owing to Madam Junko Mitsuya’s personal invitation. Almost all the Japanese residents of Davao that I know went to watch the performance.

The Koto Concert

As the curtains were drawn to start the show, I was surprised to see the koto set on special stands and not on the floor. And the majority of the performers, led by legitimate Japanese koto artists Kazuko Miyajima sensei, Koowa Nagura, Reiwa Sato and Kazuho Ishizaka, were mostly students from Mindanao Kokusai Daigaku. Not one was dressed in the traditional kimono. And, oh my, but their shimmering fashion statement that evening was rather peculiar to an updated fashionista’s taste.

The opening number saw the koto performers play a most popular Japanese traditional song, Sakura, Sakura (Cherry Blossom Fantasia) which was quite familiar to the audience. A total of 8 compositions was played among of which was my favorite Four Seasons Song which I was made to memorize as a student in Japan. It brought back a lot of fond memories.

The second part of the program showcased the artistry of the Japanese koto performers led by Kazuko Miyajima sensei as they performed Japanese traditional koto music like Sarashifuu Tegoto (Fluttering of Bleached Cloths) and Seoto (Splashing Sounds of the Stream in Summer). Miyajima sensei has been teaching koto to Japanese students for over 30 years. She has performed in several major cities in Japan; and has done concerts in the USA, Canada and Australia from the 1981 to 1993 before performing in this concert in Davao City.

For the third part of the concert, Miyajima sensei and her students played popular Western songs. She explained, “I chose pop songs to end the repertoire as this genre reflects the taste of the general public. I want people from all over the world to appreciate more the beauty of the sound of the koto. In the past years, I have included pop songs in my concert’s program and was quite successful in reaching more people.” Yes, indeed, for there was a number of young people in the audience who sang along as the koto performers played such hits as Top of the World by the Carpenters, It’s A Small World, Hey Jude by the Beatles, to mention some, including my old favorite Jeux Interdits (Forbidden Games). It is unfortunate though that the koto ensemble did not perform a single piece of Filipino composition. Perhaps, next time, Miyajima sensei would kindly listen to Japanese harp performer Tadao Hayashi’s tapes of beautiful Filipino songs which are commercially available in the Philippines.

The koto students from the Mindanao Kokusai Daigaku included Floran Ramillano, Miguel Tapia, Sharwin Trinidad, Mika Haruyama, Daryl Panaguiton, Edlyn Caranguit, Gian Velasco, Giovannie Muye, Hiruko Osanai, Jovilline Delgadao, Jann Tagud, Kristine Corpuz, Mary Yu, Ner Bandoy, Rachelle Revilla, Beejay Alas, Cindy Bacus, Denise Joy San Pedro (granddaughter of tita Josie San Pedro being the daughter of Yoly), Desmond Montenegro, Francine Aquino, Ivy Duenas, Lodih Pable and Shareen Gonzales.

My congratulations to all. Thank you Hon. Consul and Madam Hiroshi Mitsuya for inviting me

DAVAO City govt nets
P2.98 billion in 2007 revenue

By ROGER M. BALANZA

The Davao City government collected a high of P2.986 billion in revenues last year, a few million pesos short of the P3 billion projected by city economic planners.

City Treasurer Rodrigo Riola bared the record collection over the weekend, as businessmen troop to beat the deadline for filing of business permit renewal and real property tax payments.

Riola said opening year indications on tax collection showed promises of this year’s tax over the previous year.

Meanwhile, City Assessor Cesar Dataya said the general revision of fair market values of real estate property would be implemented only in 2009, after full assessment of real property next year.

Dataya said the assessor would be hiring more personnel for the assessment which would take about a year.

The Davao City Council last month approved an ordinance amending the 12-year old Fair Market Value provision of the City Revenue Code.

Councilor Bonifacio Militar, council floor leader and author of the ordinance, said the revised fair market value would bring in more revenues for the city coffers.

Inday Sara undaunted as OIC mayor

By ROGER M. BALANZA

Two weeks as the city’s acting City Mayor, Vice Mayor Sara Duterte said she is in full control with the city government “well-oiled machinery” running smoothly.

All systems are running, said Duterte, who has two more weeks to go at the City Hall top post before Mayor Rodrigo Duterte, her father returns.

“Everything is in order including the peace and order situation,” she said at the Gikan sa Masa Para sa Masa television program on ABS/CBN yesterday.

Radioman Mikey Aportadera co-hosted the show with the vice mayor, her first in the program of Mayor Duterte.

Duterte had filed a month-long leave of absence to give the Commission on Audit a free hand in its investigation of alleged corruption in the construction of the P71 million People’s Park. The mayor himself ordered the COA probe in wake of speculations following the killing of broadcaster Ferdie Lintuan, who had been harshly criticizing the park shortly before he was gunned down on December 24 shortly after signing off from his morning program at radio station DXGO.

Last week, reports said the vice mayor could be holding the post for a longer period, after Mayor Duterte said he was planning an extended leave for foreign travel.

Mayor Duterte himself had said he was preparing her vice mayor daughter for the mayoral post in 2010, when he ends up his third and final term.

DPWH: Round-the-clock work on Bankerohan Bridge

The Department of Public Works and Highways (DPWH) would be adopting a 24-hour work ethic when it starts building a new bridge to replace the collapsed 60-year old Bankerohan Bridge I.

Vice Mayor Sara Duterte said DPWH regional director Jerome de la Rosa had promised round-the-clock work on the bridge next week.

Duterte said she met last week with the director, who informed the bridge would be finished in 210 calendar days.

She said dela Rosa had admitted glitches in the preparation primarily on the problem of unloading of construction of pre-fabricated materials for the bridge.

Construction materials are being prepared in Manila but the barge that would carry them reportedly needs deep waters to dock and bring them to dry land.

The collapse of the bridge in May last year has been giving a headache to motorists and commuters due to massive traffic jams.

No Wowwowee for teachers

By ROGER M. BALANZA

Vice Mayor Sara Duterte said city government-donated television sets for grade schools are for education, and not for teachers to watch top-rated shows.

It is not for Wowwowee, said the vice mayor, currently the acting city mayor, at the Gikan sa Masa Para sa Masa television program on ABS/CBN yesterday. The gameshow Wowwowee hosted by Willie Revillame is the country’s top noontime show.

A guest for the first time in the Sunday program of father Mayor Rodrigo Duterte, who is on leave, Vice Mayor Duterte said the donation of television and DVD sets should be used merely for educational purposes for the day care center wards and not for the entertainment of their teachers.

Last year shortly after winning the election in May, Vice Mayor Duterte, as she filled in the shoes of her father then on leave, also ordered all television sets in city government offices after observing employees glued on television sets rather than attending to the public.

In the program, she bared the donation to all city government-run prep-schools as one of two major strategies to bring pupils and students nearer to the high-technology information highway.

Vice Mayor Duterte said also in the pipeline is the setting up of an internet laboratory in all public high schools in tandem with an Internet Service Provider.

Agrarian Reform central office transfer here, soon
By Ben O. Tesiorna
Sunstar Davao

PRESIDENT Gloria Macapagal-Arroyo announced in her past State of the Nation Address (Sona) that the central office of the Department of Agrarian Reform (DAR) will be transferred to Davao City, but nothing has been heard of such plan since.

On Saturday, five cabinet secretaries of the Arroyo administration met with the board of directors of the Southern Philippines Development Authority (SPDA) to discuss the impending transfer of the DAR-Central Office to the SPDA compound in Catalunan Pequeño anytime soon.

Secretary Silvestre "Bebot" Bello III said the President had constantly been asking him about the status of the plan to transfer DAR Central Office to Davao City. Thus, he decided to meet with the SPDA board that is said to be against the idea.

Bello, along with Secretaries Jesus Dureza, Cerge Remonde, Norberto Gonzales and Nasser Pangandaman, informed the SPDA board that Arroyo's order must be implemented at the soonest possible time.

The secretaries gave the board 15 days to submit a "proposed solution to the problem".

It was learned that SPDA does not want to vacate their building and instead proposed that DAR should hold office in an adjacent property in Catalunan Pequeño.

Bello said aside from the SPDA compound, they have also been scouting for other place where the DAR Central Office could temporarily hold office once it is finally transferred in the city.

Among the areas identified were the old international airport building and a three-storey building along Roxas Avenue.

Bello said settling in at the old airport will require renovating the structure that will cost around P100 million.

As to the three-storey building along Roxas Avenue, Bello said their problem with the building is that it can only accommodate up to 100 personnel. He said a central office needs about 500 personnel to fully function, thus leaving the SPDA compound as the only ideal place for the DAR to transfer in at the moment.

It was learned that the present DAR Central Office in Metro Manila has around 6,000 employees.

DAR Secretary Nasser Pangandaman said majority of them are against the idea of relocating in Mindanao.

Thus, he said, if the Metro Manila employees do not want to relocate, then they will source their manpower in the DAR regional offices like in eastern, western and northern Mindanao and Caraga.

He said their office in the National Capital Region would now become just a regional office once the transfer is realized.

The SPDA board meanwhile said if there is really no alternative area, then they are willing to vacate their office and transfer to other areas where they have properties. They are however asking for the Arroyo administration to give them ample time to relocate.

DDH hosts prolotherapy mission Monday
By Joy Romares-Sevilla
Sunstar Davao

DAVAO Doctors Hospital, one of the biggest hospitals in Davao City, will sponsor a free clinic Monday until Tuesday at the Davao Doctors College Gymnasium.

The free clinic, which is open to all, will introduce the prolotherapy, a method that involves a series of injections designed to produce inflammation in the injured tissue.

The activity is conducted in partnership with a US-based organization that pioneered the practice of prolotherapy, the Hackett Hemwall Foundation.

The foundation will bring in 15 doctors and two nurses from the United States who will conduct the free clinic and who will also train doctors of the DDH about prolotherapy.

Liza Maniquil-Smigel, a prolotherapist, said Thursday that there have been dozens of studies showing benefits of prolotherapy for people with chronic pain as well as those with sports injuries.

She said prolotherapy is appropriate only for patients with musculoskeletal pain who do not have underlying conditions that would interfere with healing and who are willing to receive painful injections in an effort to recover.

"Those patients who will go to the free clinic are required not to take aspirin and other anti-inflammatory medicines," Smigel said.

The free clinic will start at 1 p.m. to 5 p.m. Monday, and 8 a.m. to 5 p.m. Tuesday.

The Father Abraham Prayer Center
By Ram Maxey
Bar None

DO YOU know that there's a place in Davao City where members of various religious faiths may converge from time to time to exchange views on their religions and even pray together?

There is such a place. Called the Father Abraham Prayer Center, it is located in Wellsprings Village II, Catalunan Pequeño. It was opened during the observance of Eidul Adha last December 9, led by Human Settlement Development Corporation Executive Director Zamzamin Ampatuan.

"The Center will serve as a place for dialogue among members of religious faiths," Ampatuan said. "It will also become a venue for them to pray together.

The significance of the December 9 opening lies in the fact that it was on that day when Prophet Abraham was set to sacrifice his son in behalf of his faith. In both Islam and Christianity, Abraham was considered as a man whose strong belief in his faith was such that he would readily sacrifice the life of his son as a demonstration of his belief.

In Islam, the day is among the highlights of the pilgrimage to Mecca that Muslims the world over make a point to visit once in their lifetime to perform in the "stoning of the devil" to symbolize the act of the devil in cajoling Abraham to defy the order of the Creator.

In Ampatuan's view, the Center also symbolizes his objective of bringing together the religions in Mindanao for them to share ideas that will eventually strengthen their bond and affection for one another.

"We need the Center as a venue to facilitate our desire to become members of the community of the world whether one is a Muslim, Christian, Lumad or a member of any other group or faith," he added.

Teachers will be assigned to teach children about the major religions in the world as a way of heightening awareness among them about the similarities of these religious groups, according to Ampatuan.

At a time like this in Mindanao when the search for an elusive peace has proven to be very difficult to achieve in the face of so much mistrust and ill-will that has resulted in violence at the expense of people's lives by antisocial forces, Ampatuan's Father Abraham Prayer Center in Catalunan Pequeño stands like a beacon of hope. He hopes that sooner than later, Mindanaoans of different faiths will contribute to the peace process by simply dropping in at the Center to get to know each other, pray together and strengthen fellowship and bonding.

DAR central office begins transfer to Davao

Monday, January 14, 2008

DAVAO CITY – The Department of Agrarian Reform (DAR) has started the transfer of the agency’s central office from Manila to Davao City as earlier ordered by President Arroyo to bring the government closer to the people.

“We have already started the transfer with the coming in of some sort of an advance party with a number of our personnel who facilitated the eventual start of operations of our main office here,” Agrarian Secretary Nasser Pangandaman said.

Pangandaman, who arrived here Saturday for the meeting of the Southern Philippines Development Authority board of directors, said the DAR will occupy the SPDA office at Barangay Catalunan Pequeño in this city.

Pangandaman said DAR shall take over the use of the SPDA facility as mandated by an administrative order.

At least 500 employees from the DAR main office in Manila are expected to be relocated for the Davao City operation. These employees shall reportedly receive a “relocation package” that will assist them in their stay in Davao City.

Pangandaman said the budget for the transfer shall be taken from DAR’s savings and the possible realignment of certain allocations.

The transfer of the DAR office was also reportedly discussed during the SPDA board meeting here last Saturday. – Edith Regalado

Guvs to ask Rody to stay with RPOC
By Jose G. Dalumpines

THE GOVERNORS of four provinces will ask Mayor Rodrigo Duterte to reconsider his decision to step down as chair of the Regional Peace and Order Council (RPOC).

Governor Arturo “Chiongkee” Uy of Compostela Valley confirmed the collective sentiment of the Davao Region governors to convince Duterte to rethink his resignation.

He said the governors and mayors in Davao region will present a manifesto to Duterte urging him to reconsider his resignation.

“This will be the first agenda in our meeting, hope he will reconsider,” Uy said.

He believed Malaca-ñang and Duterte have to thresh out the reasons behind the mayor’s resignation as RPOC chair.

“I’ve heard he has many ill-feelings with the national leadership, that’s why I’m still very positive, optimistic that the president and the mayor would finally discuss misgivings,” Uy said.

Part of the function of the RPOC chair is to coordinate the security efforts in Southern Mindanao, in a time when every cities and municipalities are under threat to terrorism, or organize relief services and evacuation plans in times of calamities.

He speculated that Mayor Duterte could have been dismayed because of the delay in the construction of the Bangkerohan Bridge I. Uy said the officials of the Department of Public Works and Highways in an RPOC meeting in August, 2007 promised the mayor to commence construction of the bridge in September, 2007.

“But until now the construction has not started,” he pointed out.

Duterte on January 7 announced his plan to resign as RPOC chair, claiming that he could not perform his functions well as he went on 30-day leave last January 4 to pave the way for the investigation of the Commission on Audit (CoA) on the P71 million People’s Park.

The mayor plans to extend his leave for another 100 days, depending on the course of the probe of the Commission on Audit (CoA). Duterte is expected back at city hall on February 5. His daughter, vice mayor Sara Duterte, will temporarily hold the reins of the executive department in his absence.

The park was hit with corruption allegation by slain broadcaster Fernando Lintuan who, in a series of commentaries, claimed the trees planted in the square were overpriced. The allegations were denied by Duterte who vowed to resign if the auditors can find a single centavo of overprice in the construction of the park.

Lintuan was gunned down by men on a motorcycle on December 24 while he was driving his vintage Volkswagen with two colleagues, Edgar Banzon and Lucio Ceniza, on their way to breakfast.

Duterte denied accusations that he had a hand in the killing.

Meanwhile, Uy also stressed the need to immediately address the vacuum in the RPOC leadership to maintain the government’s resolve against lawlessness and criminalities.

In announcing his resignation, Duterte floated the names of Uy, Davao Oriental Governor Corazon Malanyaon, and Davao del Sur Governor Douglas Cagas as his possible replacement.

Sue me: Sara tells billboard maker
By Ben O. Tesiorna

VICE Mayor Sara Z. Duterte dared a billboard company to sue her as she intends to have a billboard in SIR New Matina dismantled because this has been constructed without the permits from the City Government.

The young Duterte, who is acting mayor since her father City Mayor Rodrigo R. Duterte has taken an indefinite leave of absence pending the audit of the People's Park, said in Sunday's "Gikan sa Masa, Para sa Masa" television program that the City Government has been warning the billboard company only identified as KDSA for the illegal construction, but the company has been snubbing the warnings issued by the city.

Duterte said the City Legal Office has advised her that the city can sue the company to court to answer for its refusal to heed government orders, but this will take time.

"Ingon-ani na lang, balihon na lang nato, ako na lang and inyong i-demanda (Let's just reverse the situation and so I am daring the billboard company to sue me instead)," she said as she intends to have the illegal billboard dismantled very soon.

"Unsa may gamit anang akong bana nga abogado (What's the use of my lawyer-husband)," Sara jokingly said.

As acting mayor, she said, she is ordering the billboard company to dismantle the illegal structure immediately. If within three days it is not dismantled, then it will have to be the City Engineer's Office, which will dismantle it.

If for some reason the CEO will not be allowed to go near the structure and thus will not be able to do as ordered, then the residents around the structure can go ahead and dismantle it themselves.

"Ibaligya ninyo ang bakal (Sell the steel)," Sara said.

This was the first time Sara hosted the City Government's television program and Dabawenyos who are hooked on the program have seen how the young Duterte can be as tough as her father, but without the cussing that the mayor is known for.

On the raid conducted by the national office of the National Telecommunication Commission (NTC) several days ago, Sara expressed her objection on the decision of Mayor Rodrigo Duterte to shoulder fines imposed by NTC against erring traders.

"Dili ko gusto ana kay nag-violate man gyud ang mga negosyante sa balaod. Pero ingon pud sa atong mayor na pre-emptive lang pud 'to iyang buhaton aron dili mapugos ug baligya ug laing butang ang mga gagmayng negosyante sama sa droga (I am opposed to my father's decision because the cellphone traders have violated the law. But the mayor said it is just a pre-emptive measure to prevent small businessmen from engaging in illegal business, like drugs)," the vice mayor said.

DAR central office begins transfer to Davao
The Philippine Star

DAVAO CITY – The Department of Agrarian Reform (DAR) has started the transfer of the agency’s central office from Manila to Davao City as earlier ordered by President Arroyo to bring the government closer to the people.

"We have already started the transfer with the coming in of some sort of an advance party with a number of our personnel who facilitated the eventual start of operations of our main office here," Agrarian Secretary Nasser Pangandaman said.
