(kung baga Hapdus pa !!!! :lol: pls. do not overinterpret :lol: take it literally) .. i was about to take a nap when i suddenly realized na ipapalinis ko papala yoong avis car na nirent ko, would you believe, na stuck up ako sa canal last night (kusog man god ulan diri)... let's keep the ball rolling from 10 up.....

actually i was housed in a modern dormitel somewhere in Talamban (with parking space, kaya lang maputik pag umuulan, hindi pa tapos yung road)...
comparable sa mga modern dormitel sa davao ang dating kaya lang medyo "family" ang dating... kasi it's family owned....
anyways... since im a true SSC urbanite, i kinda changed venue last night, kasi I WANTED TO TAKE PICTURES of QL Cebu For future postings and comparisons here.... :lol:

Davao City named as one of Asian cities of the future

Davao City -- One of the fastest growing cities in the country; Davao City, has recently earned the 10th place of the Asian Cities of the Future, as released by the Foreign Direct Investment (FDI) Magazine.
This is a competition held once in every two years which is actively participated by key cities in Asia such as Hong Kong, Singapore, Tokyo, and Melbourne.
After answering 60 questions in several categories like economic potential, cost effectiveness and business friendliness, Davao City was proclaimed as the 10th over-all placer in the said competition.
It has joined Quezon City at the 7th spot and Cebu City at the 8th spot. Davao City earned most of the points in the Best Human Resources category. Judges had seen the big potential of the said city in terms of human resources as it maintains a good number of university-level educational institutions in the city and in other provinces.
Davao city councilor Peter Lavińa said that the recognition is another affirmation of the said financial-oriented magazine to the number of significant awards accorded to the city.
"Indeed, Davao has continued to rank high spots in international competitions especially in Asia," he said.
In the said competition, Davao joined several Asian cities such as Hong Kong, Singapore, Taipei City, Melbourned, Dalian, Shijiazhuang, Quezon City, Cebu City, and Guangzhou.
It was judge by known financial experts like Davaid Kinnear, president of DDH HRO in New York; James Ku of Tractus-Asia Ltd in Shanghai; Anupam Prakash of Hewitt Associates in India; and Lawrence Yeo of AsiaBIZ Strategy in Singapore. (PIA XI)

Davao City (19 January) -- Department of Science and Technology (DOST) acting Officer-In Charge Ed Tesorero said modern technology is an investment in the formation of communication and technology.
Tesorero said the government is providing full support for the full development of information technology industry in the country.
IT has been predicted to increase especially with the business sector while the government' is focus on creating knowledge-based economy.
While our country is into software exports, the participation is only limited to assembling and not on design and application and the government feels that we should look into other possibilities, he said.
He cited the potentials and the wealth of expertise in Mindanao considering that many academic institutions are involved in advanced electronic works.
It is the most effective medium in improving the region's economy with Mindanao now actively participating in Information and Communication Technology.

Davao City (19 January) -- Tourism players are bringing the 10-way Tuna to Singapore next month, a strategy that is expected to entice tourists to come and visit Davao.
Department of Tourism (DOT XI) regional director Sonia Garcia said they will bring "Kulinarya Dabaw" to Singapore to allow Singaporeans to experience ten different ways of cooking Tuna.
It will be timed during the Food Festival on February 25 to March 6 and Travel and Trade Show on February 29 to March 2.
The ten-way Tuna was first introduced to Singapore-based travel and tour operators during their visit to Davao last year.
She said they get good feedback about it as these businessmen love the way the fish was prepared on menus using different parts of the fish from the head, the lips, the tail, the belly and others.
The food show will be done in a restaurant in downtown Singapore that will run for two weeks plus an added free Durian coffee and cocktails.
"We need to show these tourists what we have and this will be our selling point to get their interests and later lead us to making Singapore our hub to international gateway to Europe and Australia," she said.
Along with the tuna, Garcia said they will also market agriculture products like mango and bananas to prospective buyers.

Davao City (19 January) -- The tourism sector of Davao is strengthening the implementation of standards on tourism related services and facilities.
During last Friday's launching of Tourism Programs '08 and Calendar Launching at the Event Center of SM City Davao, tourism council member agency head Gomer Dy, regional director of the Land Transportation Office (LTO XI) said they are still accrediting taxis and vans that will service the tourists in the region.
He said they had been issuing the "Rainbow Plate" since last year, an indicator that such vehicle is servicing tourists.
Accredited taxis at the Davao International Airport are given first priority to pick up arriving passengers and only when all these taxis are taken out that the non-accredited taxis are allowed to come in to serve the remaining passengers.
However, he said they are still following the procedure that all passengers who boarded the cab are given a sheet containing the name of the cab and the plate number.
Upon exit at the airport, guard on duty asked the family name of the passenger and this will be recorded together with the name of the taxicab and the plate number.
"This will facilitate instances especially tracing the taxi in case the passenger left something while on board," he said.
He said there is now an improvement in so far as taxi service in the city is concerned even as he said that 80 percent of the drivers are complying with the law and about 20 percent still needs further education more particularly on traffic rules and regulations.
Dy meanwhile admitted that there are still complaints with regards the soliciting of passengers at the airport but he said they had been consistently taking a close watch on this and apprehending erring drivers.
Plying of colorum vehicles is also one of their concern and they are working closely with the Presidential Action on Colorum Vehicles and Kotong Task Force.
He said there are still some colorum vehicles operating here that's why they are strengthening their monitoring activities.
Meanwhile Dy said that the "uso-uso" passenger jeepneys are being watched daily by LTO and will continue confiscating gadgets like stereo as well as apprehend drivers that ply their route too fast that pause a threat to the public and cause road accidents.
Dy also vowed to look into transportations (public and private) that do not give way to the public in using the pedestrian lane.
By law, he said these vehicles must be in full stop to allow the pedestrian to pass the lane safely. (PIA) [top]

DOLE believed on the capacity of the blind masseurs who have been trained on this skill and who have continuously made a mark in this kind of livelihood.
Some of the members in the said cooperative have been doing part-time in other branches of massage centers and most of the members are offering home service.
"I trust the skills of these blind masseurs and it also makes me feel happy that by the thought that I have contributed something to help them alleviate your economic status," said one avid customer.
The group led by Leonie Espanola started their cooperative with a P40 weekly contribution since 2002 and reached P70,000 in 2004.
The amount granted by the DOLE and the cooperative's savings were more than enough to renovate the wellness center and at the same time sustain the monthly rental of the place.
"Hindi po ako nakapagtapos ng high school pero nabubuhay po namin ng asawa ko ang aming pamilya sa pamamagitan ng trabahong ito," said Leonie Espanola, the UBMA president.
She encouraged all other blind fellows to join the group by training them in the said skill and providing them the venue where they could practice the skill and at the same time earn a living.

With looming recession in both our country’s major trading partners - US and Japan - the economic outlook for 2008 appears dim.
But I do not believe such a case for Davao City. The city has shown its resilience in the past, for instance, during the Asian financial crisis ten years ago. It continued to grow in spite of slowdown in the region and in the country.
I see a particular good year for the city especially with the rising boom in property development. Among the lined up projects for this year are the Ayala-Floirendo joint venture mixed use development of 10 hectares in front of Redemptorist Church, Filinvest’s housing and condo projects, Consunji’s second and bigger condo project and other property development, Robinson’s new housing project, and possibly SM and NCCC finally going into building call center facilities.
The city’s other good prospects are in agribusiness, tourism and ICT.

THE Korean-Philippines Vocational Training Center (KorPhil Center) administration defended its move in allowing an information-technology company to hold its offices within the center that was constructed through a grant from the Korean government through the Technical Education and Skills Development Authority (Tesda).
According KorPhil Center administrator Charity Cabal, the Philippines, especially locals who wish to be trained as call center agents will benefit greatly from the partnership.
"It is the president's aim to create more jobs and this is also one of Tesda's objectives. The Sutherland Company is ranked fifth in the international scale of biggest call centers and it was tapped by the President to invest in the country. Davao became the location of choice which was also endorsed by the president," Cabal said a phone interview Thursday.
Cabal added that Sutherland was the only company willing to invest the amount of US$800,000 in the city thus, they were the ones accommodated.
"Dili man gyud pwede himuon ug biz center ang KorPhil pero gipasulod sila sa president due to the fact that whatever the company has put-up in terms of structure and equipment will be left with Tesda when the memorandum of agreement expires in July 2008. So that means libre na atong equipment for the training of call center agents unya atong gihimo lang is gitagaan sila ug space na maka-train pud ug agents na i-absorb sa Sutherland when they construct their own call center here in the city," Cabal said.
In his last conversation with one of Sutherland's top executives, Cabal said the company is at the moment hunting for the perfect location where to build a call center which would be employing an estimate of 4,000 call center agents.
"As of now, the Sutherland It Education Training Center has 75 students who are undergoing product testing which is the last phase before they are accredited. But we have 300 trainees all in all," Cabal said.
However, Cabal said these students have the freedom in choosing which call center they want to apply in.
"Dili gyud ni competition with other call centers, kaning among gihimo with Sutherland. Ang mga bata pasagdan sila where sila gusto mu-apply. Pero katong gusto pud sa Sutherland mag-work kay dako ug chances na ma-absorb," Cabal said.

Phoenix buys into industrial park operatorListed Phoenix Petroleum Philippines Inc. will buy the 35% equity in Bacnotan Industrial Park Corp. held by Philippine Investment Management, Inc. (Phinma) for P230.59 million, to support its oil depot and terminal business in Batangas.
In a disclosure, Phinma’s energy unit, Trans-Asia Oil and Energy Development Corp. confirmed that it has agreed to sell to Phoenix the 1.8 million shares it controls in the industrial park for P197.65 million. It also sold the 300,000 shares held by subsidiary Trans-Asia Power Generation Corp, for P32.94 million.
Another Phinma unit, listed Bacnotan Consolidated Industries Inc., holds the rest of the shares in Bacnotan Industrial Park.
Phoenix, a fuel retailer based in Davao, said separately that it was willing to pay P656.8 million for full ownership of Bacnotan Industrial Park, the Phinma subsidiary which operates the Batangas Union Industrial Park in Calaca, Batangas.
Phoenix’s storage services unit is a locator at the park. It is currently building a P1-billion depot and terminal facility that would enhance the companyís storage and distribution capacities for high grade petroleum products including diesel, gasoline, fuel oil and jet-A1.
It said it was also interested in the acquisition of a 39,240-square meter Phinma property in the same town.
Saying real estate is key to expansion plans, the company in December had incorporated its own real estate firm.
It annointed Calaca, a port town in Batangas, as the hub for its distribution operations in Luzon.
It currently has 30 stations throughout Mindanao, but is venturing northwards via a network of distributors. Phoenix has initially named 29 cities and provinces in Luzon as potential franchise areas.
Yesterday’s announcement failed to jolt share prices for Phoenix, the first independent petroleum player to list its shares on the stock exchange. It closed unchanged at P6.80 apiece yesterday.

The Asian Institute of Management has conducted an assessment of the leading Cities in the country using indicators such as quality of life, cost of doing business, dynamism of the local economy, infrastructure, linkages and accessibility, and quality of workforce in the years 2001, 2003, and 2005 (No survey was done in 2002 and 2004) and Davao City topped the rankings in 2001 and 2005 and placed 3rd in 2003.
Most Livable City in the Philippines
Based on annual surveys made by Asiaweek on the 40 Best Cities in Asia, Davao City has consistently made it to the Top 20 for four consecutive years (1996-1999). In the survey of livability, Davao City rated high in the following categories:
2nd in the least number of criminal cases per 10,000 at 0.8
5th in lesser vehicles per km of city road at 46 vehicles/km
6th in the ratio of house price to income at 6.18
14th in lesser volume of suspended particles in the air at 98 ?g/mł
14th in value of state education spending per capita/$ at 410.80
Davao garnered 56 points and ranked 18th. Cebu got 54 points and ranked19th while Manila was in a freefall with 49 points down at 25th.
This statistics mean that Davao City has become the Most Livable City in the Philippines. If the survey, which is independently done by Asiaweek, becomes a basis, it could be said that Davao has maintained its quality of livability as a city and is in fact improving on it.
Destination of the Year, 1997 Kalakbay Awards
1997 was supposed to be the banner year of Davao City having earned a lot of distinctions in the national arena. Aside from being chosen as the Destination of the Year by the Kalakbay Awards, tourism facilities within the city were also recognized with the highest honors in their respective categories such as Hotel of the Year for Villa Margarita and Restaurant of the Year for Annies Restaurant.
Most Child-friendly City in the Philippines, 1999, 2000
In the first ever selection of the Most Child-Friendly City in the Philippines, Davao City came out the runaway choice for the top plum owing to its local government’s programs and initiatives directly benefiting its children.
Davao City stood out because it is the first local government unit to have passed a Code specifically designed for the welfare of the children and their rights to services, Protection, and other privileges - this is the Davao City Children’s Welfare Code of 1994.
Aside from the regular social welfare programs being implemented by the City Social Services and Development Office, the local government works closely with non-government agencies that implements programs for children.
The Davao City Government also got high marks because of its implementation of the child welfare and protection programs under the Country Program for Children – UNICEF.

The quest for peace has become very expensive and very elusive in some isolated parts of Mindanao. However, there is one region where peace has become a price possession that its leaders never want such ideal condition slip out from their hands – the Region XI Peace and Order Council was chosen as the Most Outstanding Regional Peace and Order Council for their unrelenting efforts in maintaining peace and order in Southern Mindanao or Region XI.

One of the biggest come-ons of an area is an ideal peace and order condition. The dramatic decrease of crime rate in Davao City is big deal considering that it used to have a very unstable peace and order during the Marcos’ regime that ended in a bloodless revolution in February 1986.

Annually, the Philippine National Police conducts an evaluation of the Best Police Offices in the Country. They will be evaluated and ranked according to the ratio of policemen against the population of the area, implementation of programs for maintenance of peace and order, availability of sophisticated equipment and vehicles, the ratio of solved crimes against the total number of crimes reported and the overall safeguarding of the peace and order condition of the area.
2nd place, LGU Literacy Award in the Philippines, 1999
This award is given to local government units that seek to improve literacy within their area through programs that will ensure the establishment of learning institutions even in the most remote rural areas. Davao City ranked a close second in this competition having registered one of the highest literacy rates in the country and in Southeast Asia at 98.05%.
2nd Best City Health Office in the Philippines, 1999
Vaccines, medicines, and clinical and medical services may cost much nowadays. A local government unit should see to it that medical services are affordable if not given for free especially to rural folks and the urban poor. In this area of recognition, the local Government of Davao again ranked a close second in operating a City Health Office that delivers free and or very affordable services to its constituents aside from implementing health programs that focuses on prevention of sickness and illnesses.

For almost a decade, Davao City ranked Second Cleanest and Greenest City in the Philippines. Visitors cannot but help notice that the city’s roads are indeed clean day and night and the parks are eternally green with trees and ornamentals. This recognition was given to four water utilities in Asia, and Davao City’s water district is one of them. The Davao City Water District has through the years supplied quality potable water to residents of the city.
The need to deliver quality service is equally complemented by the natural abundance of fresh and potable water supply, which contributes to the quality of life in the City. Around 90% of the City’s water supply is taken from a more than 30 wells while the remaining 10% is treated surface water.
The Davao City Water District (DCWD) has made piped water system available to about 70% of the population. This figure may be surprisingly low for people expecting a highly urbanized city. However, a visit to the City will show that hundreds of natural wells and other natural sources of spring water abound in the City, particularly in areas near the foot of the highest peak in the country, the Mt. Davao City (19 January) — The tourism sector of Davao is strengthening the implementation of standards on tourism related services and facilities.
During last Friday’s launching of Tourism Programs ‘08 and Calendar Launching at the Event Center of SM City Davao, tourism council member agency head Gomer Dy, regional director of the Land Transportation Office (LTO XI) said they are still accrediting taxis and vans that will service the tourists in the region.
He said they had been issuing the “Rainbow Plate” since last year, an indicator that such vehicle is servicing tourists.
Accredited taxis at the Davao International Airport are given first priority to pick up arriving passengers and only when all these taxis are taken out that the non-accredited taxis are allowed to come in to serve the remaining passengers.
However, he said they are still following the procedure that all passengers who boarded the cab are given a sheet containing the name of the cab and the plate number.
Upon exit at the airport, guard on duty asked the family name of the passenger and this will be recorded together with the name of the taxicab and the plate number.
“This will facilitate instances especially tracing the taxi in case the passenger left something while on board,” he said.
He said there is now an improvement in so far as taxi service in the city is concerned even as he said that 80 percent of the drivers are complying with the law and about 20 percent still needs further education more particularly on traffic rules and regulations.
Dy meanwhile admitted that there are still complaints with regards the soliciting of passengers at the airport but he said they had been consistently taking a close watch on this and apprehending erring drivers.
Plying of colorum vehicles is also one of their concern and they are working closely with the Presidential Action on Colorum Vehicles and Kotong Task Force.
He said there are still some colorum vehicles operating here that’s why they are strengthening their monitoring activities.
Meanwhile Dy said that the “uso-uso” passenger jeepneys are being watched daily by LTO and will continue confiscating gadgets like stereo as well as apprehend drivers that ply their route too fast that pause a threat to the public and cause road accidents.
Dy also vowed to look into transportations (public and private) that do not give way to the public in using the pedestrian lane.
By law, he said these vehicles must be in full stop to allow the pedestrian to pass the lane safely. (PIA)

“We are seeing a pre-1997 [property] boom without the speculation,” Serrano said.
She expected sales to continue to come from overseas Filipino workers, who account for more than half of Vista Land’s buyers.
In the first quarter of 2008, Vista Land will launch its condominium project on Emerald Avenue in Ortigas, Pasig City, in joint venture with beauty products maker Splash Corp., Serrano said.
She added that Vista Land was looking to reassert its dominance in the affordable-housing segment through its C&P Homes subsidiary.
Most of its projects will be in Luzon but Vista Land is set to launch projects in the southern cities of Cebu and Davao to take advantage of the growing market in the provinces, she added.
Vista Land, controlled by the family of Senate President Manuel Villar, will increase its budget for capital expenses this year to P13.0 billion from P7.7 billion in 2007, Serrano said.

DAVAO CITY (MindaNews / January 18) – Three of every four taxis in this city are now running on liquefied petroleum gas (LPG) as government moves in to wean consumers from dependence on gasoline and diesel and to be more friendly to the environment, an official of the Land Transportation Franchising and Regulatory Board (LTFRB) said.
Of the city's 2,500 taxis, 75 percent have been using LPG on specially-installed LPG tanks, said Edgar Violan, action officer of the regional office of the LTFRB here.
In a press conference Thursday at the Task Force Davao headquarters here, Violan said that the campaign on shifting to LPG among airconditioned taxes was already started last year through LTFRB Memorandum Circular 2006-0027.
Sixty percent of all the taxis in the city are air-conditioned.
"Of 2,500 units in Davao City, 75 percent are already LPG-fed," he said.
He said that autogas, the LPG used as automotive fuel, "is cleaner than conventional fuels.” Compared with gasoline-fueled vehicles, LPG typically has around 20 percent less ozone- forming potential, he added. (Ozone-forming potential is a measure of the tendency of a vehicle fuel source to generate photochemical smog, which causes cancer and respiratory problems).
He said that autogas has also at least 15 percent lower greenhouse gas emissions, and up to 80 percent less toxic emissions.
Besides, he said, autogas "also costs less than gasoline.”
To encourage taxi operators to convert their taxis from regular fuel to LPG, the LTFRB has increased the franchise term by more than three years than regular franchise. The latter's franchise for the taxis expires in 10 years but LPG-fed taxis expires in 13 years. (MindaNews)

Divide (Malipano Island Davao)
Definitely one of the 7,107 islands you have to set foot on. This is why I love Davao, people there take the beach for granted, I'm not saying they are neglecting taking care of beach. What I'm trying to say is, the city is just a few minutes away from something as beautiful as this! Manila Electric Co. (Meralco) remained as the National Power Corp.’s (Napocor) biggest customer with energy sales to the Lopez-owned utility of 14,197 gigawatt-hours (gwh) in 2007.
In addition, data from Napocor’s Accounts Management Department showed that Davao Light & Power Co. (DLPC) in Mindanao[/B] and Visayan Electric Co. (VECO) in the Visayas consistently [B]ranked second and third, respectively, among state-owned power generation’s top customers in 2007.
VECO and DLPC are both owned and operated by the Aboitiz Group of Companies.
Energy sales to DLPC reached 1,414 gwh from October 2006 to September 2007, while sales to VECO registered at 1,365 gwh during the same 12-month period.
The country’s largest power distribution firm, Meralco supplies the electricity requirements of the entire Metro Manila area and the adjacent provinces of Bulacan, Cavite and Rizal.
With a customer base of more than four million, the Lopez-owned utility accounts for almost 40 percent of Napocor’s yearly energy sales.
VECO on the other hand services more than 275,000 customers in the cities of Cebu, Mandaue and Talisay, and five municipalities in Metro Cebu, while DLPC holds the franchise to supply electricity to the cities of Davao and Panabo, and to the municipalities of Carmen, Dujali and Sto. Tomas in Davao del Norte.
Also included in the top 10 list of Napocor customers were: Cagayan Electric Power & Light Co. (667 gwh); Batangas II Electric Cooperative (551 gwh); Central Negros Electric Cooperative (546 gwh); and Southern Cotabato II Electric Cooperative (530 gwh); Zamboanga City Electric Cooperative (458 gwh); Cavite Ecozone (386 gwh) and San Fernando Electric Light & Power Co. (381gwh).
In the industrial category, Napocor’s biggest customer in 2007 was Philippine Associated Smelting & Refining Corp. (PASAR), which registered energy sales of 250 gwh. Located in Leyte, PASAR owns and operates the only copper smelter and refinery in the Philippines.
Other big industrial customers were Holcim Phils. (189 gwh); Philippine Sinter Corp. (186 gwh); Philex Mining Corp. (166 gwh); Northern Cement Corp. (161 gwh); and Treasure Steelworks Corp. (116 gwh).

When the Cubanos welcome the coming year expect an exciting time with great pomp and merry-making. Beso-beso, abrazo abrazo. Presents and fond wishes are exchanged gifts between friends and family.
New Year's Eve is the big deal in Cuba, and you should be in a town. It coincides with the celebration of the success of the revolution (the ailing Fidel did not fail to deliver his message on this day.) One thing is for sure- the entire place goes wild. The revelry of the coming year is brought to life through music, dancing, and a splash of quirky good luck rituals.

A cherished and unique tradition is to consume black-eyed peas-not the popular band- along with other New Year dishes. It is believed that black-eyed peas with rice and collard will usher in good luck and fortune to the family.
And speaking of fortune, while we don polka dotted garments, new underwear or red Chiongsams for good luck, green is the color of the Cubanos' celebration. It is the color of dinero, need I say more?
Conga-ing tirelessly until the break of dawn, these dance-loving creatures love celebrating this night in pubs and ballrooms.
So does the Dabawenyos.
Minus the Cuban cigars- smoking ban, remember?- and the Cuban garb- how I wish men wore the classic Guayabera shirts and the women splashed the ballroom with color and showed some legs- the new year countdown celebration at the Marco Polo was just as fun and spectacular as the Cuban's. You can't have it all but the at least the important factors where there- the band was superb and their music was great. It made dancing quite infectious. And not to forget the good vibes that everyone brought in. The coming year was ushered in with great expectations positivity.
The ballroom was packed with the locals dressed up in their new year's best. The Latino look was absent but the Latin heart on the dance floor was beating. Recently, it has been this hotel that enjoys hosting the local new year gathering that Insular and Apo View used to host, and they are doing a great job.
So, if Fidel did decide to welcome 2008 here in Davao, I am sure the revelry will go notches higher than the standard Davao level of partying. He might abide with the city's no smoking policy but in exchange, everyone should be cha-cha-cha-ing until the first sunrise of the year. Deal or no deal? Don't test the dictator. But wherever the deal may end up, it could be the best party Davao will ever have.
Dies, nueve, ocho, siete, seis, cinco, cuatro, tres, dos, uno... Feliz nuevo ano!

The government plans to establish the National Economic Research and Business Assistance Center (NERBAC) as part of its efforts to improve service delivery to businesses, reduce red tape and attract more investments in the country.
Trade and Industry Undersecretary Zenaida Maglaya said the DTI would continue undertaking measures and initiatives to simplify business procedures.
NERBAC will serve as an actual One-Stop Action Center mainly for business registration not only with DTI but also of other government agencies in the same location It also provides knowledge and information management and investment marketing services for potential investors, entrepreneurs and other stakeholders.
NERBAC was established in Region VII in Cebu City, Region 11 in Davao and Region III. The center helped Davao region facilitate investments amounting to P3.27 billion and create 21,960 jobs; while Cebu facilitated P1.9 billion and generated 5,888 employment through business name registration.
Maglaya said the Enhancement Streamlining of Critical Government Frontline Services Project is also being undertaken to provide a more conducive business environment to both local and foreign investors eyeing the regions as an investment destination. (Edu Lopez)

DAVAO CITY (MindaNews/15 Jan) -- Interest in abaca, a favorite crop long ago, is regaining with the new surge in demand abroad.
Councilor Leo Avila said the city is helping farmers in planting abaca in 5,000 hectares of land, especially in the highlands.
Among the companies reportedly interested in the fiber, which was the more popular crop before Davao shifted to banana decades ago, is the German automobile maker BMW, which prefers abaca fibers instead of fiber glass. Other car manufacturers have reportedly followed suit.
Before World War II, American entrepreneurs reportedly managed vast abaca plantations in Davao totalling 45,000 hectares.
Abaca is indigenous in the Philippines and can easily grow in between trees. Avila noted that it is suitable in the highlands, and could help preserve watershed areas. Davao City alone has nine watershed areas covering 80,000 hectares, he said.
He said Davao farmers better grab the opportunity because of the high demand for abaca, which now sells for P52 per kilo. Avila noted, though, that the price could shoot up to as much as P200 a kilo.
The problem is, abaca plants in Davao now reportedly have diseases and thus need to be replaced.
Avila said the Fiber Industry Development Authority (FIDA) is now helping out, putting up a laboratory here where tissues for disease-free abacas are being cultured. But he said the city government is also planning to put up its own laboratory.
For this project, the city has allotted P1 million from its annual development fund. Rep. Sid Ungab of the city’s third district, also vowed to add more money for the project. But Avila said more money is needed because a good laboratory costs P10 million.
Avila said there are plans by players in the abaca industry to put up an abaca council that will guide in the propagation of abaca.
Indigenous people living in Sibulan have also expressed interest they would plant abaca in their ancestral lands. Avila said at least 8,000 hectares of ancestral lands are available for abaca farms. (MindaNews)

Definitely one of the 7,107 islands you have to set foot on. This is why I love Davao, people there take the beach for granted, I'm not saying they are neglecting taking care of beach. What I'm trying to say is, the city is just a few minutes away from something as beautiful as this! When you live in Davao and then one morning you wake up with the urge to go the beach, you can just go pack your bag and with-in a few minutes you'll find yourself relaxing on the beach

HEDCOR Tamugan, Inc. (HTI) recently signed a Memorandum of Agreements (MOAs) with eight barangays in Davao City for the company's proposed construction of three run-of-river hydropower plants in the area.
The community leaders of barangays Wines, Tawan-tawan, Tambobong, Suawan, Salaysay, Carmen, Cadalian, and Tamayong, including Indigenous Peoples' (IPs) leaders Datu Cesar Betil of Tamayong and Datu Roque Maylan of Cadalian, signed their respective MOAs with Hedcor president and chief operating officer Rene Ronquillo.
The signing signified the communities' and IPs' approval and support of the company's 34-megawatt Tamugan Hydropower Project.
The signed agreements will provide development opportunities, livelihood projects, and basic healthcare services to the communities during construction and operation of the plants starting 2008.
"The coming of Hedcor is providential in so many aspects," said Datu Rudy Anta of the Clata Tribe. "It will give the tribal people a chance to improve socially; deserving IP students will have a chance to pursue higher education; the project will provide jobs and can generate a number of economic opportunities for everyone," he added.
HTI, sister company of Hedcor, Inc. and Hedcor Sibulan, Inc. (HSI), is investing P5 billion to construct three run-of-river hydropower plants in the Calinan, Baguio, and Marilog Districts. These plants are the 20-megawatt Tamugan AB, the 6.5-megawatt Suawan, and the 7.5-megawatt Panigan plants. The investment also represents a significant portion of Davao City's P10 billion investment targets for the year according to the local Borad of Investments office.
"We are pleased to have reached an agreement with the residents and IPs of the barangays," said Ronquillo. "Aside from generating clean energy, we are glad to be part of the community's sustainable development," he added.
The Tamugan Project will generate 231 million kilowatt-hours of clean energy that will displace about 89,000 tons of carbon dioxide equivalents starting 2010.
The generated electricity, together with HSI's P5 billion, 42.5-megawatt Sibulan Hydropower Project in Sta. Cruz, Davao del Sur, will be supplied to Davao Light and Power Company (DLPC) to help avert an impending power crisis in the region.
HTI is a wholly owned subsidiary of Aboitiz Power Corporation, the publicly listed holding company of all Aboitiz assets in the power generation and distribution industries.

COMMPHIL started the New Year with a bang as they set out to try the intriguing Turquoise Restaurant at SM for a night of culinary adventure.
The dinner party, attended by CommPhil officers and staff, is a regular jaunt not only to wind down after a hectic work period, but also for CommPhil employees to acquire new tastes and experiences.
Turquoise, an old French word for Turkish, was a fitting choice, being the first Turkish restaurant in the city and the first time for most of the CommPhil staff to taste the cuisine.
Turquoise was more than happy to whip up a real Turkish meal and came up with a special menu for their guests: Abagannush (grilled eggplant) and Ezme (chili and tomato dip) with lawash bread for appetizer); chicken soup with noodles; Chicken Elbasan (baked with sauce), Dalyan Kophte (baked ground beef), Turkish rice, and Kazandibi (a milky dessert).
The restaurant owners made the dining experience more interesting with anecdotes on their culture, even elucidating that Turkish people are not from India or Arabia, and that although they have spicy dishes, their cuisine is not generally hot and spicy.
They also regaled their guests with Tasseography-a fortune-telling method that entails a coffee drinker to cover the cup with a saucer, shake and flip it over, and let a reader or expert tell his fortune by reading the patterns and symbols from the coffee grounds. The fortune reading, of course, was made only for CommPhil that night, and is not part of the restaurant's services.
Owned by the Turquoise International Food Corp. based in Cagayan de Oro where they also have a branch, Turquoise offers genuine Turkish meals that give diners a totally different culinary experience.
The CommPhil staff savored each dish and drink with much gusto, opening their palates to new and diverse flavors and tastes, in the same manner that they open their minds and unlock their creativity to come up with the most exciting approaches to marketing.
CommPhil wrapped up its dinner party as an enjoyable culinary treat and a refreshing encounter with something new, a fitting start to another challenging and stimulating year ahead.

Sara not keen on issuing new permits for billboards

VICE Mayor Sara Duterte, in her capacity as acting mayor, is not keen on giving new permits for the construction of billboards here in Davao City.
In Sunday's "Gikan sa Masa, Para sa Masa", the young Duterte said her policy would be to discourage the mushrooming of billboard structures in the city because of the hazard they pose especially in residential areas where they are mostly located.
Last week, the young Duterte even dared a billboard company to sue her after it protested her plan to have a billboard in SIR New Matina dismantled because this was being constructed without a permit from the City Government.
Duterte said she already issued an executive order directing all City Government agencies to enforce and closely monitor the implementation of the national laws and local ordinances regarding the construction of billboards as well as other issues concerning the building code.
Duterte said she is only giving the agencies 20 days to comply with her order. She added that she is also planning to have a meeting with billboard companies to explain her policy.
"Basta kana ang akong policy, now kung di mo makauyon pang-apply na lang mo ug permit pagbalik ni Mayor (Rodrigo) Duterte kay basin ug lain pud iyang policy. Basta samtang ako ang naglingkod dinhi I will stand by it (That's my policy. If that does not sit well with you, then wait until Mayor Rodrigo Duterte returns to office because he might have a different policy. But as long as I'm acting mayor, I will stand by this policy)," Duterte said.

Meralco, Aboitiz remain top customers of Napocor

Manila Electric Co. (Meralco) remained as the National Power Corp.’s (Napocor) biggest customer with energy sales to the Lopez-owned utility of 14,197 gigawatt-hours (gwh) in 2007.
In addition, data from Napocor’s Accounts Management Department showed that Davao Light & Power Co. (DLPC) in Mindanao and Visayan Electric Co. (VECO) in the Visayas consistently ranked second and third, respectively, among state-owned power generation’s top customers in 2007.
VECO and DLPC are both owned and operated by the Aboitiz Group of Companies.
Energy sales to DLPC reached 1,414 gwh from October 2006 to September 2007, while sales to VECO registered at 1,365 gwh during the same 12-month period.
The country’s largest power distribution firm, Meralco supplies the electricity requirements of the entire Metro Manila area and the adjacent provinces of Bulacan, Cavite and Rizal.
With a customer base of more than four million, the Lopez-owned utility accounts for almost 40 percent of Napocor’s yearly energy sales.
VECO on the other hand services more than 275,000 customers in the cities of Cebu, Mandaue and Talisay, and five municipalities in Metro Cebu, while DLPC holds the franchise to supply electricity to the cities of Davao and Panabo, and to the municipalities of Carmen, Dujali and Sto. Tomas in Davao del Norte.
Also included in the top 10 list of Napocor customers were: Cagayan Electric Power & Light Co. (667 gwh); Batangas II Electric Cooperative (551 gwh); Central Negros Electric Cooperative (546 gwh); and Southern Cotabato II Electric Cooperative (530 gwh); Zamboanga City Electric Cooperative (458 gwh); Cavite Ecozone (386 gwh) and San Fernando Electric Light & Power Co. (381gwh).
In the industrial category, Napocor’s biggest customer in 2007 was Philippine Associated Smelting & Refining Corp. (PASAR), which registered energy sales of 250 gwh. Located in Leyte, PASAR owns and operates the only copper smelter and refinery in the Philippines.
Other big industrial customers were Holcim Phils. (189 gwh); Philippine Sinter Corp. (186 gwh); Philex Mining Corp. (166 gwh); Northern Cement Corp. (161 gwh); and Treasure Steelworks Corp. (116 gwh).

The Monfort Bat Conservation Foundation, together with the Philippine Bat Conservation, will sponsor the week-long festival with the support of the Bat Conservation International and Foundation for the Philippine Environment.
The 2008 Philippine Bat Festival will feature the world’s largest colony of Geoffroy’s Rousette fruit bats that can be found at the Monfort Bat Caves located in the said barangay.
According to Norma Monfort, head of the Monfort Bat Conservation Foundation, two scientists -— Dr. David Waldien and Jim Kennedy -- from Bat Conservation International will join the week-long festival.
The two scientists will be conducting training on cave assessment as well as conduct seminar workshop to enthusiasts and the public.
The Bat Conservation International, based in Austin, Texas, a leading organization in bat conservation and protection around the world, will send Waldien and Kennedy for the festival.
The scientists will also conduct a two-day Cave Management Workshop to train broader group of cavers and researchers with standardized cave assessment methodologies on the recognition of current and past bat caves, to develop and refine people’s understanding of cave locations in the Philippines and to develop maps, and identify collaborators for local and regional cave assessment projects.
The fruit bats found in the Monfort Bat Caves is one of the 10 species of the genus Rousetus in the world. It can also be found in Burma, Thailand, Cambodia, Vietnam, Malaysia, Indonesia, New Guinea, Bismarck Archipelago and the Solomon Island.
Rousette fruit bat has a size range of 95 to 177 millimeters and weighs around 54 to 75 grams with males usually larger than females.
These bats feed on juices of fruits and flower nectar that makes them both a pollinator and a seed dispenser. They can fly 40 to 50 kilometers at night to look for food and the only specie of Philippine fruit bat that uses echolocation.
About 1.8 to two million bats can be found in the Monfort Bat Caves which makes it as the world’s largest bat colony. (PNA)

DAVAO CITY–As if daring the groups opposed to it, vice mayor Sara Duterte said she is in favor of the hotly-debated national ID system, pronounced by the Supreme Court as “unconstitutional” in 1998, but recently revived by the Armed Forces of the Philippines (AFP) to crush the mounting Communist insurgency .

“Only those who might be hiding something are afraid of it,” said the young Duterte, who recently assumed the post of acting mayor, after her father, Mayor Rodrigo Duterte, filed an indefinite leave of absence to give way to the Ombudsman’s investigation over alleged irregularities in the People’s Park.
The young Duterte said the national ID system would make the delivery of health and other government services move faster.
“With just one swipe (of the card), we will immediately know if a person has received help from the city’s relief program Lingap sa Mahirap or has unpaid taxes,” the acting mayor said in a weekly television program Gikan sa Masa Para sa Masa.
But the national ID system, proposed by the AFP, has been facing mounting opposition from Church groups, the academe and people’s organizations, claiming it could infringe on the person’s rights to privacy and freedom of movement, as enshrined in the Constitution.
A person’s fingerprints and personal information could be included in the national ID. Groups opposing it, like the militant Kilusang Mayor Uno (KMU) and some Bishops, argued that the system could be open for abuse; that it would be costly and definitely, not an assurance it could fight threats to national security.
In 1998, the Supreme Court ruled Administrative Order 308, also known as the “national computerized identification reference system,” as “unconstitutional” because it violates the people’s right to privacy and freedom of movement.
The AFP and the Philippine National Police (PNP) recently recommended its revival to control threats to national security.
After the AFP leadership’s briefing on internal security operations last week, PNP chief Director General Avelino Razon Jr. assured the ID system will not infringe on the people’s basic human rights but will provide services like PhilHealth and social security to the people.
But he added that the ID system will stop insurgents, terrorists and criminal elements from hiding beneath the “cloak of anonymity.”
Michael Aportadera, a local news anchorman, said the proposed ID system will allow the state to monitor everything about a person’s life, hence, violating the person’s basic Constitutional right to privacy.
“If government allows the proposal, it would be like nationalizing the dreaded cedula campaign of Gen. Jovito Palparan. Those without ID’s would be immediately labeled as suspects,” said Renato Reyes, national secretary general of the Bagong Alyansang Makabayan (Bayan). “This can open the floodgates for human rights abuses, including travel restrictions, unreasonable searches and seizures, denial of basic government services and so on.”
“The national ID is nothing but a tool to identify and suppress perceived enemies of the administration, and a false security blanket against crime and terrorism ,” said Partylist Rep. Satur Ocampo of Bayan Muna. “It will be another weapon of the Arroyo government for assaulting and crushing all legitimate opposition,” said Ocampo, who is also the deputy minority leader of the House of Representatives.
Edre Olalia, president of the International Association of People’s Lawyers, said that the national ID system is a surveillance net that will invade the right to privacy and allow involuntary intrusions to the people’s lives.
Sittie Rajabia Sundang of the KAWAGIB - Moro Human Rights Organization, said the system would give the state agents license to violate the people’s civil and political rights. “It is not an assurance to stop terrorism,” she said. “Instead it would bring more terror, especially in Moro communities.”
Human Rights Commissioner Wilhelm Soriano said he would recommend to the President for the disapproval of the national ID system, and would encourage non-government organizations to file a case to stop it, if the Commission on Human Rights (CHR) find aspects that could violate the people’s right to privacy and civil liberties.

TMC cracks down on trisikads anew

THE Traffic Management Center continues its crackdown on trisikads plying Davao City's main thoroughfares, TMC Chief Celso Gempesaw said.
According to Gempesaw, several trisikad units were already impounded though the total figures have yet to be consolidated. The report will be released Monday.
The trisikad, an alternative means of transportation made by attaching a sidecar to a bike, is only meant to service routes not accessed by public utility vehicles such a jeepneys and taxis.
This means the trisikads are barred from plying the city's main streets like Quezon Blvd., Magsaysay, Roxas, Jacinto and Monteverde just to name a few.
"Pwede sila mutabok (They can cross). For example from Jacinto to Roxas paingon sa Rizal Extension Pero for them to go along with the route of jeepneys, di gyud na (that is not) allowed," Gempesaw said.
He added that TMC will be strictly enforcing these guidelines now as they expect traffic to worsen with the increase in registered vehicles.
"Two years ago, tolerant lang ta kay 80,000 vehicles lang man ang registered within the city. Apil na buses, jeepneys and trucks ana. Now, we are approaching close to 110,000 maong di na gyud pwede kay musamot ang ka-traffic. Sila man gyud ang distorbo sa atong mga karsadang dagko (we have been tolerant because there were only 80,000 registered vehicles in the city; these already include buses, jeepneys and trucks. Now with registered vehicles nearing 110,000, traffic will become worse. Trisikads are a nuisance in major streets)," Gempesaw said.
The TMC chief added that unlike in the previous years where the trisikad is returned to the operator after paying the fines, this time it will not be so.
"Di na gyud ni iuli sa tag-iya (The trisikads will no longer be returned to the owners)," Gempesaw said.
He also added that ambulant vendors who are selling their wares along the sidewalks would also be apprehended.
