DAVAO City Representative Prospero Nograles continues his "socialization" with colleagues in the hope that they would support him once Speaker Jose de Venecia is ousted from the position.
North Cotabato Representative Bernardo "Jun" Piñol Jr. said Nograles met with about 40 congressmen, mostly from Mindanao, Monday evening at the Rembrandt Hotel in Metro Manila.
"Unfortunately I was not able to catch up (with the socialization) as I was with Lakas meeting last night," Piñol said.
The neophyte congressman, however, said he will not be supporting any coup plot in the Lower House to unseat de Venecia.
"How I wish Nogie (Nograles) ran last July 4, 2007 for the speakership. I should have voted for him. To siege the speakership is uncalled for now. I won't support a coup," Piñol said.
Davao City 3rd District Representative Isidro Ungab, on the other hand, said Tuesday evening that the Mindanao bloc of the House is on a meeting at that moment and they all agreed to vote for a Mindanaoan "just in case the post of a Speaker is declared vacant."
"As of now, Speaker de Venecia has the numbers. Majority of the congressmen including myself is waiting for a signal from Malacañang to go ahead or not with the revamp," Ungab said.
The administration sought an audience with President Gloria Macapagal-Arroyo Wednesday to discuss the crisis in the Lower House leadership. It was not known though if their meeting with the President materialized and if she made any decision on the House revamp.
It was learned that no less than the First Gentleman, Mike Arroyo, was meeting with Nograles along with the President's son Representative Mikey Arroyo who recently took an indefinite leave of absence from de Venecia's political party Lakas-CMD.

Ungab admitted that Nograles is slowly inching his way to the speaker post with the Arroyos' help.
"But in fairness to Nogie, di naman nya pinupush yung sarili nya para sa position (speaker). Ang sabi lang nya na if mabakante yung Speaker ay dapat taga Mindanao yung aming ilagay. But yung ibang kasama naming sa Mindanao bloc tulad ni Representative Datumanong ay mukhang kay JDV pa rin," Ungab said.
Reports said that de Venecia has the clear support of about 68 congressmen while Nograles has only 60.
With the House of Representative having 239 members, anyone who could muster 120 votes would surely get the post.
Some say Nograles has already got 100 supporters from Congress. Latest report revealed though that Nograles now has 136 signatures in his favor.
In all of this, Piñol, however, said that a change in the House leadership won't solve at all the country's "grave poverty."

ERRATIC weather will continue to prevail in Davao City over the weekend as moderate to strong winds blow from the Northeastern direction. Rains will still be prevalent especially during the evenings.
Moderate to rough seas will affect Southern Mindanao, especially along its eastern coasts.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said Southern Mindanao will have partly cloudy skies to mostly cloudy skies with isolated rain showers and thunderstorms.
But the extended forecast of the weather body showed that the region will experience sunshine weather with occasional rains.
Temperature in the region will vary from a high of 33 degrees Celsius to a low of 23 degrees Celsius. Humidity will still be prevalent especially right after daybreak peaking at a high of 95 percent and will be on a low of 50 percent shortly after lunch.
No weather disturbance is affecting any part of the country at the moment. The region has been experiencing rainy weather since the start of the year.

TWO outstanding Filipinos have once again gained recognition for the country, Councilor Peter Laviña said Thursday.
Walden Bello was named this year's Outstanding Public Scholar by the International Studies Association for his achievements in combining his academic work and activism.
Bello teaches at UP and writes about his many advocacies as a global activist for social justice, peace, human rights and the environment. He was described by a Belgian newspaper as the "most respected anti-globalization thinker in Asia," he was earlier a recipient of the Right Livelihood Award, known as the alternative Nobel Prize.
"Walden and I sit at the National Council of the Akbayan Citizens' Action Party," Laviña said.
May-an Villalba, another outstanding Filipino is an executive director of the Unlad Kabayan Migrant Services Foundation. She is a finalist in the Ernest & Young search for the Entrepreneur of the Year Philippines.
"She is a dedicated worker for the cause of the overseas Filipino workers (OFWs) and pioneered in promoting savings mobilization for investments among our overseas workers and an outstanding social entrepreneur," Laviña said.

Chamber to improve quality of products

DAVAO City Chamber of Commerce and Industry Inc. (DCCCII) President Simeon Marfori said the chamber is working with the agriculture sector in the city to further promote farm practices that would improve the quality of agricultural products.
"We plan to initiate good agricultural practices (GAP) trainings for the farmers. Two years ago, we conducted GAP trainings and we can do it this time," Marfori said in an interview Wednesday.
Marfori said the chamber proposes to have processing facilities and common service facilities that would be accessible to small farmers.
"We can do this by encouraging members of the agriculture sector to look for funding sources abroad or partner with other agencies," Marfori said.
"Another thing that the agriculture sector, particularly the food industry needs is the development of cold chain pero dapat affordable din for the small farmers," he added.
Marfori further said the food industry should also adopt good manufacturing practice (GMP) for food safety.
"It should be a practice na kapag naghahanda ng pagkain, dapat involved diyan ang hand washing and other sanitary practices. Karamihan kasi hindi na napapansin ang mga ganyang practices. We also believe that the DOH is doing something about it," Marfori said.
Agriculture sector is among the top priorities of the chamber this year.
Marfori said the chamber will give assistance and support to the sector being the largest contributor to the growth of the economy.

Housing in Davao

Ever since I’ve lived in Davao, I have noticed that finding a house to rent here is usually not too easy. There has actually been a shortage of places available for rent over the years. At the times that we have been looking to move, it has usually been a relatively intense search to find a place that fits our needs.
For us, we need a big place. We have a large family, a number of nieces and a nephew who live with us, and also I operate my business from my house. So, a small place just won’t cut it for us. Of course, needing a large place makes finding the right house even harder in our situation. When we first moved to Davao, we ended up renting a smaller house, because we could not find a place that suited our needs. I rented a second house nearby for my office. It worked out OK, but not great. We were honestly not too happy with the arrangement. It lead to stress for us, even bickering between Feyma and I. After about 6 months in that house, we found a much better place that was very large, and cheaper than renting two small houses. We moved right away! It really lead to a happier life for us, because we were much more comfortable.
In the last 6 months or so, i am seeing improvement in the housing market in Davao. Within walking distance from my house, there are about 5 or 6 new apartment buildings that have been completed in recent months, or are nearing completion. And, I am not talking about tiny places, or low budget places, but nice apartments that I would be quite comfortable in myself. So, this is a huge improvement in the City, and I think it makes Davao even more inviting than it already was. There is even one place not far from where I live where there was an older apartment building, which the owner tore down to build a new complex. That was quite surprising to me, as most property owners here let their places go until they are practically crumbling before making such a move.
So, maybe it is good economic times in Davao right now. New people moving into these places should sustain the economic boom here. We have new call center businesses moving into town, so there are decent jobs opening up in Davao too.
I am quite happy with my life here in Davao!

Davao mining industry can save RP from debt
THE mining industry in Davao Region has a lot of potentials that it can save the whole country from debt.
Economist and National Economic Development Authority (Neda) 11 Nicasio Regional Director Angelo J. Agustin said this, adding his agency is focusing on Davao's mining industry this year aside from the implementation of irrigation projects in the different communities in Davao Region.
"We will promote policies for the mining industry for investments to come in. Napakalakas ng mining industry ng Davao Region particularly in Compostela Valley and in Davao Oriental. It can even save the whole country from debt," Agustin told Sun.Star Davao.
He said Neda 11 has come up with a cluster plan for the mining industry, which includes various policies for potential investments.
According to the regional office of the Department of Trade and Industry (DTI) 11, which also pushes for the development of the mining industry, there are five investment opportunities identified in the industry, namely: gold and copper mining project; nickel mining project; limestone quarrying and processing; marble processing; and jewelry making.
DTI added that in Region 11, the metallic mineral reserves include 44.8 million metric tons of gold, 475.7 million metric tons of nickel, and 363.6 million metric tons of copper.
Meanwhile, in line with the government's policy of revitalizing the country's mining industry, Davao Region, through the DTI 11, has included the industry in its 11 priority industry clusters together with banana, mango, coconut, seaweed, ICT, eco-tourism, wood, livestock and poultry, bio-fuel, and farm equipment industries.
On the other hand, Agustin said aside from the mining industry, which Neda 11 will focus on this year, irrigation projects would also be implemented in the region.
"These projects will continuously be implemented in small communities in Davao Region, I'm not sure kung ilang communities pero marami-rami rin," Agustin said. (JGRS)

DTI: New investments in Davao up by 44%

THE regional office of the Department of Trade and Industry (DTI) reported that new investments in Davao Region increased by 44 percent in 2007 as compared to the figures posted in 2006.
DTI-Southern Mindanao Assistant Secretary Merly M. Cruz, in her presentation during the 40th Installation of Officers and Board of Trustees of the Davao City Chamber of Commerce and Industry Inc. (DCCCII) Thursday night at the Davao Convention and Trade Center, said investments recorded in 2007 is the highest in the last five years.

She said total investments in the region last year were pegged at P9.182 billion as compared to the P6.362 billion in 2006.
Cruz said these new investments generated a total of 46,416 jobs.
As to national performance, Cruz said there was a robust performance of trade, agriculture and fishery, private services, and construction last year.
The export performance in the national level also went up by 4.76 percent despite the dollar depreciation.
"Top markets are still absorbed by US with 17 percent and Japan with 14 percent. China and Hong Kong exports are also expanding," she said.
Cruz, on the other hand, presented the department's policy directions for this year, which include the development of countryside through the super regions; increase infrastructure spending; increase export competitiveness to capture a bigger share in the international trade; improve labor competitiveness and productivity; develop micro, small and medium enterprises; and make reforms for good governance.

Davao City (2 February) -- After eighteen (18) days of monitoring, the much-awaited barge loaded with complete materials and equipments (from Manila to Davao) for the total reconstruction of Generoso Bridge in Bankerohan, has arrived.
Department of Public Works and Highways (DPWH) XI Director Jerome dela Rosa, in an interview with the Philippine Information Agency (PIA) bared that Dabawenyos would expect full-blast operation of the total rehabilitation of the bridge at Bankerohan, a portion of which has collapsed last year that have caused traffic congestion with its adjacent bridge alone absorbing a two-way traffic.
Director dela Rosa, together with DPWH assistant regional director Rey Tamayo immediately went to the construction site to inspect its ongoing operation upon the arrival of the barge.
The contractor was on strict orders to immediately mobilize their construction equipment and manpower resources at site to realize early implementation and completion of the project which is expected to be finished on or before August 14, 2008.
The contract agreement, approved by DPWH Secretary Hermogenes E. Ebdane Jr, has given the winning contractor, Ciriaco Corporation, the Notice to Proceed last January 14, 2008 and was given 210 calendar days to complete the bridge with a total award for the construction of works at P206,648,492.58.
Under the contract agreement, DPWH Assistant Secretary Rafael C. Yabut has been duly authorized in this undertaking.
Earlier, the Reconstruction of Governor Generoso 1 (Bankerohan) bridge over Davao River along Davao-Cotabato road here in Davao was programmed at P216,700,000.00.

Davao markets need P100-M for improvements

Davao City (2 February) -- The nine public markets of Davao City would need about P100 million to refurbish its facilities and the construction of water treatment plants.
Francisco Vales, Jr., officer-in-charge, Davao City Economic Enterprise said although there has no plans yet on rehabilitating the public markets that amount would be appropriate to fix some structures in the different markets of the city.
The public markets here do not have water treatment facilities, he said.
But he said they are constantly introducing repairs in the markets and the construction of toilets.
Right now there are three Class A markets of the city namely Agdao, Bankerohan and Toril.
To become a Class A market it has to have a monthly income of P600,000.
Vales meanwhile said that they expect a surplus of their 2007 income compared to the P5.9 million surplus they had in 2006.
He said their target collection for 2008 was pegged at P74 million.
Vales meanwhile said that they are closely monitoring the products sold in the market especially on meat and other meat products.
He said these products must carry a certification from the National Meat Inspection Service and the items properly marked by that office.
"We need to strictly implement this because we want that products sold in the market are fit for human consumption," he said.
Sanitation is also a concern that they check regularly and this is also being done in coordination with the city health office.
Despite the presence of big groceries operating in the city as source of food by other people, he said majority of the population go to the market to buy their food.
He said they need to improve on the facilities and they need to really work hard to attain their income target so that they will sources of funds for some market improvement. (PIA) [top]

A RETIRED British expat in the city is proving that business and philanthropy are not two opposing forces locked in a perpetual tug-of-war.
In fact, even if his little restaurant sticks out like a bent thumb from among the rows of beauty parlors, barber shops and ukay-ukays (surplus clothes) along Crooked Road, it does serve an altruistic purpose.
The concept is short of revolutionary, said 60-year-old Alan Barnett, as he took a page out of a regular and profit-oriented business model, tore it to pieces. The result is this equation: Income – expenses = profits – charity.
Now, if that doesn’t make any difference, maybe this will: 50 percent of the diner’s profits will go to the purchase of brand new computer sets for public elementary school children in the city. So the next obvious question is: did he suck at math when he was a child?
“I’m a very good at math,” he said. “I was brilliant but did not know it because everything came easy to me. I’d get the lesson in five minutes and the rest of the time I’d be fooling around.”
Of course, with an I.Q. of 160, there’s no reason to doubt him.
Barnett spent the better half of his life in the United States. After riding the bandwagon during the computer boom in the 80s and building his own company in England, then advising big businesses on human resources and setting up their own computer systems, he “retired” a millionaire at the age of 40 and relocated to Miami, Floria and decided to take it easy.
But boredom pushed him to put up another consultancy firm, and his reputation as a quick-thinking troubleshooter grew that he was able to corner big name clients like Kodak and Ford. That challenge, however, quickly dissipated and he found himself in a dilemma. He now has enough money in his pockets to retire ten times over and nothing to do.
So in 1999, he decided to put into practice the equation that he has been perfecting in his head.
“It took three years of planning and researching but it boiled down to a choice between Philippines and Vietnam because of the high level of English competency,” he said.
After mustering all his courage along with the confidence that his plan would work, Barnett packed his bags and set up the very first Al’s Diner in Bohol in Central Visayas. It didn’t last however because the few bumps he expected turned out to be much bigger than he anticipated.
“I started doing something like this in Bohol but I was hit with a lot of corruption,” he said, adding that he was so disappointed he immediately decided to transfer his business to Vietnam.
A friend from Davao City, however, persuaded him to visit the place so Barnett again packed his bags and converted a local hotel as his base of operations while they scoured for an ideal place for business. Despite his bad experience, Barnett was convinced that a restaurant is the way to go.
“All Filipinos love to do two things, karaoke and eat and I have a pretty good burger recipe in the states,” he said.
Good marketing sense
In February of 2006, and with P1 million as seed fund, Barnett officially opened Al’s Diner in Davao City.
The diner seemed anachronistic with its 50’s themed design. The splashes of red, blue and white underscores the fact that everything — from the architecture, leatherette benches, down to the menu – is American. On top of the door reads a sign: “The Little Restaurant that Cares.”
If not for the Davaoena waitresses, you’d catch yourself speaking in English when you give your order.
“It’s a very good marketing sense because at the end of the day, we run projects for the community.” Barnett said. “We started to make real profits in the last three or four months,” he said.
He said 50 percent of the profits of the diner is earmarked for his “A Bite for a Byte” program, 25 percent for the operations and another 25 percent for the expansion.
As part of the “self-help” concept, the program seeks to provide computers for elementary school kids but the number of units lent out will depend on how much school principals and teachers put out.
While the program does not ask for financial collateral from the potential school-beneficiary, Barnett does require their students to visit the diner at “1 point” per order.
“They don’t have to order the most expensive food, just 20 pesos will do. The visits will depend on the population. So if the school has 600 students, that would mean 300 visits,” he said.
That prerequisite is important, he added, so that the donated computers would not seem like dole-outs and the school will take better care of them because they now have a stake in the project. “This is not an aid program, you support the diner and the diner will provide the computers.”
Although he said that employees, high school and college students, can also adopt a school whenever they eat at the diner so each order will amount to one point.
On August 2, 2007, the Agdao Elementary School became the 2nd recipient of the Bite for a Byte program, after Bunawan Elementary School two years ago, when it was awarded with two sets of computers along with licensed softwares. Barnett also volunteers to oversee the training of the teachers and the maintenance of the equipment.
He said two more computers sets are lined up for release.
His expertise in human relations came in handy as the staff are well-trained in assisting to the needs of customers, still patterned after the American way of service, and multi-tasking. The diner attempts to create a homey feel where the waitresses not only serve but engage you in a conversation.
Though Barnett quickly added that the waitresses know when to back off when you need your space.
From the giant burger which boasts of one pound of 100 percent lean Australian beef, to the milkshakes and the fries, the menu is all American. The only anomaly in the menu is the affordable rice and viand dishes. This is still the Philippines, after all.
“We take the Philippine taste and added an American kick to it,” he said.
Lesson learned, lesson imparted
With his ubiquitous cap, Barnett is a regular fixture at the diner, never failing to greet bystanders and familiar faces with his gap-toothed smile; unless he is busy networking with other restaurants to buy into his campaign to help schools or solving two Sodokus at a time.
His cap has another function. In order to amuse little kids or break the ice, Barnett takes it off, exposes his bald head, and cry out: “Siopao, Mami!”
His voice drops to a whisper, perhaps worried that one of his waitresses might hear him, as he admits he prefers to drink his chocolate at his usual watering hole in Agdao Public Market, “because it’s cheaper there.”
Believe it or not, Barnett pays for his own food when he eats at his own diner. “When you open a business, you don’t abuse it,” he said.
The British national intends to put up five more diners in the cities of Davao, Zamboanga, General Santos, Digos and Cotabato.
His only regret is when the challenge dissipates once his vision to provide computers to every public elementary school throughout Mindanao takes off. And when that happens, he hopes he still has some energy left to solve another equation.

Night fell and a group of beauticians coming from the neighboring salon passed by. They were talking animatedly as their shift ended.
As their voices were drowned by the blare of a speeding jeepney, Barnett greeted them a hearty “good evening” and the intrusion earned him a defiant glare from the group.
He laughed like it was the most natural thing in the world.

Training starts for young Davao cagers
THE 40 young cagers from Davao City and General Santos City will start their training at 8 a.m. Saturday in the National Basketball Training Center (NBTC), a three-year program that aims to develop and prepare talents for future international competitions, at the Montaña Gym.
This was bared to Sun.Star Davao recently by NBTC Davao territory head lawyer-coach Manny Nitorreda.

Nitorreda said the 40 trainees would be divided into four groups of 10. Each group will have one and a half hour of individual training per session. The first group starts at 8 a.m. to 9:30 a.m. while the second group is set at 9:30 a.m. to 11 a.m. The next two groups will train at 1 p.m. to 2:30 p.m. and then 2:30 p.m. to 4 p.m.
Nitorreda said Sunday training would be held at the University of Mindanao (UM) Matina campus gym in the morning and Montaña Gym in the afternoon.
He will have the help of associate coaches Pocholo Elegino, Miguel Solitaria, and Caloy Salvador from Ateneo; Augusto Banzali, Roderick Conda and Rhoel Josol of University of Mindanao; Wynsjohn Te, Ferdinand Pastor of Jose Maria College and Ace Aspiras of Digos.
They will train the 22 players who made it to NBTC's 14-15 program and the 18 cagers who qualified in the "16-17 age group" among over 100 aspirants who tried out on January 19 at the Ateneo High School courts. (MLSA)

DTI: New investments in Davao up by 44%

THE regional office of the Department of Trade and Industry (DTI) reported that new investments in Davao Region increased by 44 percent in 2007 as compared to the figures posted in 2006.
DTI-Southern Mindanao Assistant Secretary Merly M. Cruz, in her presentation during the 40th Installation of Officers and Board of Trustees of the Davao City Chamber of Commerce and Industry Inc. (DCCCII) Thursday night at the Davao Convention and Trade Center, said investments recorded in 2007 is the highest in the last five years.
She said total investments in the region last year were pegged at P9.182 billion as compared to the P6.362 billion in 2006.
Cruz said these new investments generated a total of 46,416 jobs.
As to national performance, Cruz said there was a robust performance of trade, agriculture and fishery, private services, and construction last year.
The export performance in the national level also went up by 4.76 percent despite the dollar depreciation.
"Top markets are still absorbed by US with 17 percent and Japan with 14 percent. China and Hong Kong exports are also expanding," she said.
Cruz, on the other hand, presented the department's policy directions for this year, which include the development of countryside through the super regions; increase infrastructure spending; increase export competitiveness to capture a bigger share in the international trade; improve labor competitiveness and productivity; develop micro, small and medium enterprises; and make reforms for good governance.

Fidel iodized salt producer to expand here
AN EXECUTIVE of Salinas Foods Inc., maker of the Fidel Iodized Salt and the Fidel Hammer meat tenderizing salt, announced the company would soon be putting up an office in Davao City.
Luis Go, Salinas Foods director in Mindanao, said the office will be set up in the next three months.
"We will be putting up an office here so that we can better coordinate with the City Health Office and Davao City public markets in promoting the Healthy Lifestyle Project," Go told Sun.Star Davao.
The Fidel Iodized Salt was introduced in 1993 in support to the No. 14 Agenda of former president Fidel V. Ramos, which is the Universal Salt Iodization.
Johnny Khonghun, chair and president of the Salinas Foods, said in Friday's edition of Kapihan sa PIA that the iodized salt campaign was initially funded by the DOH, Unicef, and Salinas Foods Inc.
"Based on our survey, at present, 80 percent of our population is already aware of the products. I can say that we have a very successful campaign in the past," Khonghun said.
"We encourage people to buy packed iodized salt. Market vendors can play a very big role on this advocacy so that we can fully implement the healthy lifestyle project," Khonghun said.
The company's main office is in Quezon City. It also has an office in Cebu City and in General Santos City. (JGRS)

Celebrating Chinese New Year

"OUT with the old and in with the new"! A Chinese proverb states that "all creations are reborn on New Year's day". This 2008, the Chinese New Year will fall on February 7.
You might be wondering why last year, Chinese New Year was celebrated on February 18 while in 2009, it will be on January 26. It is because the much-anticipated festivity is based on solar and lunar movements that represent time based on different days in different years on the Chinese calendar. Usually, the Chinese New Year is commemorated either in January or February.
And, did you know that the commonly used greeting, "Kung Hei Fat Choi!", is not synonymous to "Happy New Year!"? Instead, its meaning loosely translates to "Congratulations and be prosperous!".
Chinese New Year traditions
According to Internet sources, "the Chinese New Year's Eve is filled with preparations that pertain to finding good fortune."
Preparations would include cleaning the house before the New Year so as to welcome new and positive energy, keeping of the brooms and brushes when the cleaning is finished as well as paying off all household debts so as not to incur more debts in the New Year.
Old and worn-out money should be replaced with new and crisp bills, secured in red envelopes or "ang pao" to indicate that it is lucky money. Differences between friends and family members should be resolved.
The New Year's Day house decorations include red banners or couplets with New Year wishes and symbols of good fortune in gold. The new clothes worn should be in orange and red, which signify happiness and prosperity.
Every traditional Chinese household should also have live blooming plants to symbolize rebirth and new growth. Flowers are believed to be symbolic of wealth and high positions in one's career.
Symbolical dining
This Chinese New Year, why don't you organize your very own Chinese dinner at home? After all, you don't have to be Chinese to welcome the Year of the Rat!
Gather your close family members for a "reunion"/thanksgiving dinner to celebrate Chinese New Year's Eve. At midnight, open every door and window in the house as a physical "airing out" of the old year and welcoming in the New Year.
Prepare oranges and a circular candy tray filled with a dazzling array of candies. And, don't forget Davao's very own juicy pomelos to signify abundance. In fact, the Chinese word for pomelo sounds like the word for "to have." The candies and fruits represent togetherness, sweetness, longevity, children, and prosperity.
Cook chicken or fish (symbolizing prosperity) and serve intact to represent completeness. Golden prosperous cakes (which look like golden nuggets) and uncut noodles (connoting longevity) should also comprise the New Year's Day meal.
Tikoy otherwise known as Chinese New Year pudding must be part of dessert. Its sweetness symbolizes a rich, sweet life; stickiness, close family ties; and the round shape signifies family reunion.
For a complete Chinese dining experience, hand out Chinese fortune cookies to cap the meal. Ready-made fortune cookies such as the 'Gold Coin' brand are available in our grocery stores.
If preparing the Chinese banquet at home is not your cup of tea, then head off to Marco Polo's Lotus Court from January 12 to February 11, 2008 to avail of their Peking Duck Promotion among its assortment of Chinese dishes.
Enjoy their special set menus for a minimum of four persons and savor Peking Duck prepared in a myriad of ways such as Roast Peking Duck, Deep-Fried Duck with Salt and Pepper, Golden Duck with Vermicelli and Bean Curd, Minced Duck Meat with Lettuce, and more!
The Chinese New Year buffet both for Lotus Court and Cafe Marco is at P888++, kids age 6-12 is at P 498++. Every P4,000 minimum purchase gives customers a chance to win gift certificates for room accommodation or food and beverage.
Davao's own celebration
I recently went to our local malls and was fascinated with the throngs of people buying good luck charms in preparation for the Year of the Rat.
Feng shui says that "2008 is not good for those born with the zodiac signs of the rat, rabbit, horse and ram." At Victoria Plaza, they even have a chart displaying recommended lucky feng shui charms to avoid misfortune for these zodiac signs.
Those under zodiac signs of rat should have lucky charms of ox and monkey; for rabbit: dog and pig; for ram: pig; for ox: snake and rooster; for tiger: pig and dog; for snake: monkey and ox; for monkey: snake and dragon; for rooster: dragon and snake; for dog: tiger; and for pig: tiger.
I was quite impressed with Victoria Plaza's wide assortment of Feng Shui books, home decor, bracelets, fortune plants, lanterns, among others to usher in the coming New Year. What I like about Victoria's accommodating staff is their vast knowledge of the department store's Chinese 'good luck' products.
On the other hand, Gaisano Mall has an ongoing 'China Fest' at their atrium where they sell colorful and elegant cheongsams, scrumptious Chinese delicacies, traditional decorations and trinkets, to name a few.
On February 7 at 3-5 p.m., bring the kids to GMall to watch an entertaining Chinese cultural presentation, with an upbeat lion dance as one of the highlights. The traditional Chinese dance mimics the lion's movements in a lion costume, accompanied by gongs and drums, representing the descent of good luck.
Together, let us welcome the Year of the Rat, which promises a year of opportunity and good prospects.

It is basically just an open space garden with covered areas. We're encouraging them to improve the area and become more active in promoting it as a wedding venue. Best view in Davao in my opinion. Akala ng friends ko, it was set in Tagaytay Highlands! lol :)

Councilor to spend for water treatment in sitio
DAVAO City Councilor Rachel Zozobrado said she is willing to personally shoulder the disinfection fees for the water service project in Sitio Cebuda, Barangay Bago Oshiro so that it could finally be of use to the residents.
Earlier, the Davao City Water District (DCWD) admitted to having turned down the applications filed by the residents for a water connection because the pipes have not yet been disinfected.

The turning down of the residents' applications was not due to the issue that the pipelines traversed through National Government property under the administration of the Bureau of Plants and Industries (BPI) as rumored.
The project, spearheaded by the late councilor Jesus Zozobrado in 2005, was completed in 2007 but remains unutilized at present. It is aimed to benefit more than 120 residents in the area who have lived more than 30 years without any access to a potable water system.
"The hydro testing was done August 23, 2007 but this is only to check whether the pipes installed by the contractor fit the DCWD standards. After the hydro-testing, kailangan pa ng disinfection process to make sure that the water passing through the pipes is safe and uncontaminated and this has not yet been done until present," DCWD spokesperson Imelda Magsuci said over a phone interview.
According to Magsuci, since the project was implemented by the City Engineer's Office and not by DCWD itself, CEO or its contractor has to shoulder the disinfection fees estimated at P11,000.
"Dili man mubayad ang contractor kay wala daw apil sa kontrata. So gahulat pa pud mi sa CEO na magbayad bago namo sugdan ang disinfection. However, gi-process na namo ang documents needed para pagbayad nila, diretso na dayun (The contractor doesn't want to pay the expenses for disinfection because it's not part of their contract and so we are still waiting for the city engineer's office to pay the fee)," Magsuci said.
Magsuci also said since that disinfection has not yet been done, they cannot accept the application of the residents.
Zozobrado said she has talked to the barangay officials of Bago Oshiro and she has committed to shell out the P11,000 fee for the disinfection process.
"I just want the people of Sitio Secbuda to enjoy the project. If DCWD can assure us na matauran ug linya tanan residente didto, I can pay for the disinfection myself. Pati ang residents willing mubayad para makabitan sila isa-isa ug tubig," Zozobrado said Saturday.
Magsuci said that as soon as DCWD receives the payment, the residents are assured they can avail of water services. (GLP)

Search for top campus journalists open

DAVAO City Councilor Mabel Sunga-Acosta in partnership with the Department of Education (DepEd) will sponsor a search for the top campus journalists in the city.
The annual search, which started in 2002, is open to any 3rd and 4th year students from any public high school in Davao City.
Acosta said she sponsors this annual competition for the young and bright students dedicated to the development of journalism in their respective schools. She also wished to help them improve their skills in journalism.
"The search would no doubt aid the aspiring students to realize their dreams," Acosta said.
The activity may pave the way for a dedicated and responsible practice of journalism in the school campus. It may also inspire the young to improve themselves and help rebuild the country by becoming forerunners and catalyst of social change through responsible journalism.
On March 14, final nominees will be invited to an on the spot news writing and photo appreciation activity. The nominees will also undergo a panel interview with top caliber journalists from print and broadcast media outfits.
A distinguished Medal of Excellence and a cash prize will be awarded to this year's 1st-prize winner on graduation day.
The school represented by the Grand Prize winner will likewise receive a plaque of recognition and will be featured in Acosta's public affairs radio program, together with the Runner-ups of the Search who will also each receive a Medal of Recognition and certificate.

ON DECEMBER 1983, renowned Davao photographer and artist Arnel S. Villegas and wife Teresa brought forth into this world a kid whose name is destined to foretell his future profession in life.
Niko Miguel Gempesaw Villegas was born, and grew up amidst a life of art and photography mentored by his father.
Named after the famous camera brand Nikon, he was introduced to the arts at a very tender age by his Dad.
Soon he grew up and studied AB Mass Communications at Ateneo de Davao University. He started photography in college as an elective in school and moved on to work for local dailies and websites.
Already in the digital age, he started fiddling with digital cameras in 2004, while working for Sun>Star Davao under Charles Maxey in the sports department and the tutelage of veteran photographer Rene Lumawag in the photo department.
He had a stint as a columnist in Mindanao Times ("Short Shift" in the Motoring Section), and then became chief photographer and editor-in-chief for Aw2spec.com, which was Davao's first online automotive magazine.
Niko decided to broaden his horizon and moved to the United States in 2006 to pursue a second degree, which was a BA in Photography at The Art Center Design College, Albuquerque, New Mexico. Currently, he uses his namesake Nikon cameras, both film SLR and Digital SLR.
Culled from his father's conventional and meticulous techniques, he treats photography like traditional photography, where everything must be in order before clicking the shutter, and to not be dependent on post-production. He takes fine art darkroom film photography in school, while shooting digital with less Photoshop as much as possible.
Concentrating on portraiture, fashion and lifestyle photography, his major influences and inspirations apart from his Dad are Manny Librodo, Chase Jarvis, Richard Avedon and Annie Leibovitz.
Niko's very first exhibit in the US opened last December 13, 2007 at the Albuquerque Press Club, Albuquerque, New Mexico USA and ran until January 2008.
Entitled WGGPS (Wine Guzzling Guerilla Photo Shoot) Photo Exhibit, his fellow photographers in the exhibit are Rip Williams -Pro Photographer (Commercial and Editorial work), and Jonathan Wright (Enthusiast).
This show was conceived during one of those WGGP nights every Wednesday, when Rip Williams opens his studio and invites over photographers for creative collaboration, with models, and makeup artists. Niko was then invited by Rip.
Two rooms are utilized in the exhibit: the main room showcases fine art/classical, rustic and monochromatic photographs while the Bar Area is derived from the Wednesday shoots, very colorful, pin-up type of photography, with high fashion and editorial pieces.
Niko exhibits 16 pieces in this show, 6 black and white photographs from his travels in New York and Philadelphia, and 10 portraits. This is his first major exhibit and outside of the Philippines yet.
A member of the Guerilla Photo Group (Albuquerque, New Mexico, USA), Digital Photographer Philippines, and the Fanatic Photographers Society Davao, this 24-year old emerging photographer dreams to be the youngest Nikon and Hasselblad Master one day.

IT’S a case of education over showbiz career.
Teen star Chuck Allie said he went back to Davao to pursue his schooling. He is taking up marketing course at Ateneo de Davao University.
Chuck Allie Lim Gepaya, the lead male host of the Davao-produced Istayl Nato! which will debut tomorrow (10:45 am) on GMA5, junks insinuations that he returned to Davao since his showbiz career in Manila was going nowhere.
He said there were still several offers but he decided to turn them down.
Chuck was supposedly included in the cast of Desperadas, one of the Regal’s entries in the recent Metro Manila Film Festival that starred Ruffa Gutierrez, Rufa Mae Quinto, Iza Calzado and Marian Rivera.
He was still a regular segment host of Startalk Struckattack when he decided to return to Davao last October. His last TV series in Manila, Kung Mahawi Man Ang Ulap, was still on-air when he quit showbiz. He was still under contract with GMA Artist Center when he bid goodbye.
The chinito son of Alejandro and Dolores Gepaya spent around two years in Manila, and appeared in several GMA shows right after he ended up as male third-placer in the third batch of Starstruck: The Nationwide Invasion in 2006.
He was the first love-team partner of fellow Davaoeña Iwa Moto in Starstruck, his closest friend in the reality artista-search. He also appeared in Love to Love (Seasons 10 and 12), Now and Forever, Fantastic Man, Family Zoo, and Magic Kamison. He was a host in Fans Kita and in SOP/SOP Gigsters.
When he returned to Davao, he was immediately signed up to co-host Kuyaw, Your Fiesta TV!
“I was so lucky that GMA offered me something (when I returned to Davao),” Chuck said during the Istayl Nato! press conference Thursday night at Bistro Rosario along Torres Street.
Chuck said it’s like hitting two birds with one stone since he can pursue his study and do showbiz work in the same time in Davao, a thing which he could not do in Manila.
Chuck said he went to the University of the Philippines in Metro Manila but only took up voice lessons since his time would not allow him to have other course.
Living alone in Manila is very hard, much more if you’re going to school and have showbiz commitments, he said. His parents are based in Davao.
Before he moved to Manila, the NCCC teen model grand winner was a second year nursing student at San Pedro College. When he was in Manila, he was preparing to take up mass communications. But when returned to Davao, he took up marketing course.
“I was advised to take up a marketing course,” he said, adding that it would be useful once he decided to open a business in the future. Chuck said he can learn the ins and outs of mass communications with his current work in GMA. He said he will not be pursuing anymore his nursing course.
Chuck said he might return to Manila for another showbiz run after he finished his schooling.
Hosting with Chuck in Istayl Nato! is Carine Cabebe, a Davaoeña who also have a short showbiz career in Manila.
Carine was not around during the press conference last Thursday since she attended training in Manila.
Carine was the grand winner of Close-Up to Fame in ABS-CBN. But after doing some TV ads and a movie appearance, the fame immediately died. After the contract with show organizer expired, it was not renewed.

Celebrating Chinese New Year

"OUT with the old and in with the new"! A Chinese proverb states that "all creations are reborn on New Year's day". This 2008, the Chinese New Year will fall on February 7.
You might be wondering why last year, Chinese New Year was celebrated on February 18 while in 2009, it will be on January 26. It is because the much-anticipated festivity is based on solar and lunar movements that represent time based on different days in different years on the Chinese calendar. Usually, the Chinese New Year is commemorated either in January or February.
And, did you know that the commonly used greeting, "Kung Hei Fat Choi!", is not synonymous to "Happy New Year!"? Instead, its meaning loosely translates to "Congratulations and be prosperous!".
Chinese New Year traditions
According to Internet sources, "the Chinese New Year's Eve is filled with preparations that pertain to finding good fortune."
Preparations would include cleaning the house before the New Year so as to welcome new and positive energy, keeping of the brooms and brushes when the cleaning is finished as well as paying off all household debts so as not to incur more debts in the New Year.
Old and worn-out money should be replaced with new and crisp bills, secured in red envelopes or "ang pao" to indicate that it is lucky money. Differences between friends and family members should be resolved.
The New Year's Day house decorations include red banners or couplets with New Year wishes and symbols of good fortune in gold. The new clothes worn should be in orange and red, which signify happiness and prosperity.
Every traditional Chinese household should also have live blooming plants to symbolize rebirth and new growth. Flowers are believed to be symbolic of wealth and high positions in one's career.
Symbolical dining
This Chinese New Year, why don't you organize your very own Chinese dinner at home? After all, you don't have to be Chinese to welcome the Year of the Rat!
Gather your close family members for a "reunion"/thanksgiving dinner to celebrate Chinese New Year's Eve. At midnight, open every door and window in the house as a physical "airing out" of the old year and welcoming in the New Year.
Prepare oranges and a circular candy tray filled with a dazzling array of candies. And, don't forget Davao's very own juicy pomelos to signify abundance. In fact, the Chinese word for pomelo sounds like the word for "to have." The candies and fruits represent togetherness, sweetness, longevity, children, and prosperity.
Cook chicken or fish (symbolizing prosperity) and serve intact to represent completeness. Golden prosperous cakes (which look like golden nuggets) and uncut noodles (connoting longevity) should also comprise the New Year's Day meal.
Tikoy otherwise known as Chinese New Year pudding must be part of dessert. Its sweetness symbolizes a rich, sweet life; stickiness, close family ties; and the round shape signifies family reunion.
For a complete Chinese dining experience, hand out Chinese fortune cookies to cap the meal. Ready-made fortune cookies such as the 'Gold Coin' brand are available in our grocery stores.
If preparing the Chinese banquet at home is not your cup of tea, then head off to Marco Polo's Lotus Court from January 12 to February 11, 2008 to avail of their Peking Duck Promotion among its assortment of Chinese dishes.
Enjoy their special set menus for a minimum of four persons and savor Peking Duck prepared in a myriad of ways such as Roast Peking Duck, Deep-Fried Duck with Salt and Pepper, Golden Duck with Vermicelli and Bean Curd, Minced Duck Meat with Lettuce, and more!

Davao's own celebration
I recently went to our local malls and was fascinated with the throngs of people buying good luck charms in preparation for the Year of the Rat.
Feng shui says that "2008 is not good for those born with the zodiac signs of the rat, rabbit, horse and ram." At Victoria Plaza, they even have a chart displaying recommended lucky feng shui charms to avoid misfortune for these zodiac signs.
Those under zodiac signs of rat should have lucky charms of ox and monkey; for rabbit: dog and pig; for ram: pig; for ox: snake and rooster; for tiger: pig and dog; for snake: monkey and ox; for monkey: snake and dragon; for rooster: dragon and snake; for dog: tiger; and for pig: tiger.
I was quite impressed with Victoria Plaza's wide assortment of Feng Shui books, home decor, bracelets, fortune plants, lanterns, among others to usher in the coming New Year. What I like about Victoria's accommodating staff is their vast knowledge of the department store's Chinese 'good luck' products.
On the other hand, Gaisano Mall has an ongoing 'China Fest' at their atrium where they sell colorful and elegant cheongsams, scrumptious Chinese delicacies, traditional decorations and trinkets, to name a few.
On February 7 at 3-5 p.m., bring the kids to GMall to watch an entertaining Chinese cultural presentation, with an upbeat lion dance as one of the highlights. The traditional Chinese dance mimics the lion's movements in a lion costume, accompanied by gongs and drums, representing the descent of good luck.
Together, let us welcome the Year of the Rat, which promises a year of opportunity and good prospects.

Rody wants to hunt in Africa, New Zealand

FROM being the punisher, Davao City Mayor Rodrigo Duterte seems to be morphing into another image -- that of a hunter.
In his television program "Gikan sa Masa, Para sa Masa" Sunday, Mayor Duterte said he has been wanting to go on safari hunting in Africa or New Zealand. He, however, added he has been encountering difficulty in complying with the requirements of the two countries for him to go hunting there. He did not explain what the difficulties are.

The mayor was on-leave for a month now and is set to resume office on February 5, but will again take a leave on February 6.
Duterte earlier said he plans to go on tour in China and other Asian cities during his leave. He also wants to meet with officials of Nanning, but backed out from going to mainland China due to the bad weather condition there.
Duterte said he would meet with Nanning officials in Hong Kong instead so they could discuss investments for the city.

I have been hearing a lot of positive things (mostly from Blogie) about Aseya Bistro Orientale even before we visited them for our Davao Bloggers’ Food Trip. Last Saturday night, our happy band of food-loving bloggers, went to Aseya to sample their Asian fusion dishes.

Our dinner was off to a good start when we were served with their unique Aseya Salad with Hoisin and Peanut Dressing (PhP90). The crunchy fresh vegetables went well with the crunchy kropok chips, and the thick dressing that had liberal amounts of sesame seeds. Gwing and I were eating the salad throughout the entire meal.

Then, we sampled their Tom Yum Kung Soup (PhP140) which was perfectly sour and spicy at the same time. Some of those in our group said it was not spicy enough but it was just right for me. The soup contained lots of mushrooms and shrimps. YUM! We were also able to try out their Sukiyaki (PhP180), which wasn’t bad. But I loved the Tom Yum Kung more.

For the main course, we enjoyed generous servings of Tofu with Chicken and Mushrooms (PhP120), Goi Cuon Spring Rolls (PhP100), Muphad Kaprao (PhP100) and Deep-fried pork served with Chili and Peppers. My favorite was the Muphad Kaprao, but it cost me to get red-faced as I mistakenly ate a piece of chili. It was hot, hot, hot, and spicy. Gwing, who tried to avoid the spicy food, thoroughly enjoyed the tofu dish.
Aseya also served us four types of Kamameshi: Seafood (PhP130), Kani (PhP120), Chicken (PhP120), and Mixed (PhP120). My favorite, of course, is the Seafood Kamameshi. Their kamameshi is composed of perfectly cooked rice topped with generous amounts of meat and vegetables.

All the participants went home with full and content tummies, all thanks to the gracious owners of Aseya, Ponchit and Lani Ponce Enrile.

Department of Public Works and Highways and the private contractor yesterday formally started reconstruction of the Bankerohan Bridge after it was closed to traffic April last year.
The materials needed for the bridge were finally brought to the project site.
Earlier, Ciriaco Construction, the company which won the bidding for the bridge project, vowed to finish it within the 210-day period given by the DPWH.
The construction company said it will do a 24-hour period to make sure the bridge is finished earlier the target date.
DPWH also assured the city that once the contractor fails to complete the construction on the target date, it will be fined.
The company earlier claimed it failed to immediately start the construction due to the lack of suitable docking facilities for its equipment.

ONB eyes P335-M income

AFTER registering a P205 million net income after tax last year which was about double the 2004 income of P104 million, One Network Bank has set an ambitious P335 million net income after tax target for this year.
Alex Buenaventura, president of the bank, considered the leader in rural banking in the country, is confident that the goal will be achieved with the opening of five branches last month
“With our new branches, we hope to serve those areas that were underbanked or there were no banks before our coming in,” he told the TIMES, referring to the five branches that the bank opened last month.
In setting up a branch, the bank needs to spend at least P7 million.
Aside from the new branches, the bank is also setting its eyes on five areas for new branches, although Buenaventura refused to reveal the areas as he was still waiting for the approval of its application from the Bangko Sentral ng Pilipinas.
The goal will also be achieved, he said, considering that the bank will also expand its loan portfolio to P6.117 billion. Its loan portfolio last year was at P4.488 million. Although data on the loan portfolio has yet to be finalized, Buenaventura said the large part of the loans were those borrowed by public school teachers and those for agricultural projects.
On the agricultural projects, the bank has extended supervised loans to those growing rice banana, pineapple and even cassava. Under this mechanism, the bank deploys farm technicians whose functions include ensuring that the production projections are achieved.
When the farmer fails to hit the target, the bank then takes over the farm and ensures that the farmer gets to pay the loan. In a previous interview, Buenaventura said that this mechanism not only ensures the bank to recover its earnings but also ensures the farmer to make profits out of the loan.
“It is a win-win mechanism for both the bank and the farmer,” he said, pointing out that the farmer will have achieved his or her goal in making profits by maximizing the loans from the bank relying on the bank technicians who are there to ensure that farm production hits the highest level.
In the inauguration of a branch in General Santos City late last month, Gov. Miguel Rene Dominguez of the nearby Sarangani province said the bank was able to help the farmers in his province not only by imposing lower borrowing rates but also by providing them easy access to loans.
“We need you in our goal of helping our farmers. We hope you will continue to pour more resources to the farms,” Dominguez said.
With the expansion both of reach and loan portfolio, the bank is also expecting an increase in deposit liabilities to P5.011 billion from P4.674 billion last year.

Musicians bring joy to dumpsite dwellers
IT started with a talk over a bottle of rum in the Island Garden City of Samal that ended with smiles from the poor residents of the old dumpsite along Diversion Road in Matina Pangi, Davao City.
Last Jan. 10, homegrown musicians staged a historic performance at the former Smokey Mountain community. It was not a grand concert, but it was the first-of-its-kind event that artists performed before the less-fortunate Davaoeños living in that deserted area.
The idea, according to Isla Era leader Franiel “Toto”
Sumagaysay, came up when he and the other members of his rock-reggae band were taking their rest and relaxation in Samal.
“We wanted to have a meaningful project... we wanted to give back to our less fortunate brothers,” Toto said. “When we were having our drinking spree over a bottle of rum (during the Samal break), the idea came out.”
Isla Era, a Davao-based band that already produced an album released by a major Manila label, said they tied up with rock band, the Day 7, for a concert that would benefit the dumpsite residents. They invited other bands for the Dec. 19 gig at Idol Grill, but some refused to join. The event which also featured Eric Gancio of Yano was a success as they raised enough funds for their project.
“The ticket sale was encouraging as our friends and supporters were there to show their support,” Toto said.
It was initially targeted for a Christmas event, but the schedule forced them to have the event by January.
The band teamed up with Samahan ng mga Musikero sa Davao, Inc. (Samadhi) for back-up support during the Jan. 10 event. Samadhi, through President Noli Bencio, immediately agreed. Isla Era and Day 7 are Samadhi members.
Councilor Leonardo Avila III was also tapped for help and he immediately gave his approval.
During the event, Samadhi provided the performing artists. Acoustic performances of hit folk and pop songs were heard by the residents from Bencio, Boy Tamayo, Jovy and the Cowboys, Bong Pioquinto, and Isla Era.
Bencio, performing his original songs, urged the children to learn playing music instruments instead of wasting their times in vices. In the songs they performed, Zeloi of Isla Era motivated the kids not to lie. Jovy, while singing Freddie Aguilar’s Anak, reminded the resident to have family planning, noting the number of malnourished children in attendance.
The event became the last major project under the leadership of outgoing president Noli Bencio. Samadhi secretary Sandra Carpio said the project would be a springboard for more Music for Food projects.
The profit of the Dec. 19 gig staged by Isla Era, Day 7 and Yano was used to buy the food items for that event.
Councilor Avila, who provided the sound system and also distributed various gifts to the residents, said his office is much willing to extend such help.
He said a businessman-friend from Brunei donated most of the clothing materials. Gaisano Mall of Davao, he said, also gave some items.
Indeed, the four-hour event that started past 2 p.m. of Jan 10 became memorable to the residents.
Aside from seeing for the first time a live musical performance, the children were also treated with various parlor games where they took home prizes enough for the parent’s week-long income.
Vinancio Corrales, the oldest resident in the area, said it was the first time that such performance was held at their area which was usually avoided by the general public due to the strong smell still coming from the old garbage dumped in the place.
“We are very happy... you can see the children smiling,” said the 67-year-old Cebuano who settled in the area in 1948.
According to Vinancio, the area was the dumping site for more than 30 years.
“It was already a dumping site even before the diversion road was constructed,” Corrales said. In those days, the place was still very far from the poblacion since there was no means of transportation in going to the area.
The area, which is just about eight kilometers from the downtown area, became accessible when the diversion road opened in the 70s.
Purok leader Julieta Pasadre said there are around 300 residents in the area. Around 70 are children. Most of the residents are scavengers.
Some residents never left the place when the dumpsite was moved to barangay Carmen in 1997.
Others who were given relocation in Tibungco went back to area since they have no source of income in their new community.
Pasadre said several of the residents in the area rely in selling woods from ipil trees, while most are still scavenging for garbage in the downtown area.
She said the area, which was officially became a community in October of 2007, is one of the most forsaken places in Davao.
“We have no electricity nor water... most children are sickly,” she said.
Pasadre hopes that other non-government organizations will give them assistance

The Davao City Council may propose a new method of banning aerial spraying in banana plantations under a phase-out plan if the city government loses its case at the Court of Appeals.
The Pilipino Banana Growers and Exporters Association (PBGEA) had contested a city ordinance banning the practice at the Court of Appeals. The CA was expected to rule on the case after issuing a 60-day temporary restraining order against the ordinance declared earlier as legal by the Regional Trial Court in Davao City.
An unfavorable decision—an issuance of a permanent injunction—on the aerial ban ordinance would open the case to protracted legal battle and allow plantations to continue aerial spraying.
In the event the city government loses, councilor Arnolfo Ricardo Cabling said he would ask the city council to revisit the Davao City Watershed Code, which initially imposed a five-year phase out plan for banana plantations to shift to organic fungicide, used in aerial spraying to fight off deadly banana leaf diseases.
Cabling, who authored the ordinance approved this year by the city council, said the provision on the aerial spraying in the code was deleted before its approval after a separate ordinance banning the practice was also approved by the council.
In his speech before a forum last week, Cabling said the shift to synthetic fungicide in five years would respond to claims by environmentalists that aerial spraying of chemicals that places human health at risk.
It is the chemicals and not the matter of application that is at issue here, said Cabling, former chair of the committee on environment.

if you were living in panorama during the 70s to early 90s, you can always hear the plane doing aerial spraying regularly (ladeco). my neighbours would warn me not to pickup and eat fruits as it might have pesticides blown by wind.

Nograles is new Speaker
MANILA -- The numbers that Representative Jose de Venecia Jr. repeatedly marshaled to shield President Gloria Macapagal-Arroyo against impeachment attempts didn't work in his favor Tuesday.
At 1:05 a.m. Tuesday, the House of Representatives unanimously elected Davao City Representative Prospero Nograles as the new Speaker of the House. It was de Venecia who nominated him.

"I ask everyone to respect the vote we have taken today," said Nograles. "There were some harsh words said today. They will all be addressed at the proper time. Not now, not today. I accept the challenge to introduce reforms in the House."
He said that after a "long, tiring and emotional" day, the controversy over the speakership was finally settled, adding, "It is time to get back to work."
The end of de Venecia's speakership came a day earlier than expected and followed eight hours of voting on the motion to declare the House Speakership vacant.
Voting
A total of 174 lawmakers voted in favor of the motion, with 35 voting against and 16 abstentions. Of the eight Cebu lawmakers, only two voted against the motion: Representatives Raul del Mar and Antonio Cuenco of Cebu City, who last year voted to give de Venecia a fifth term as Speaker.
"Mine is a conscience vote. I feel no need to explain my conscience. I vote a vigorous no," said Cuenco.
Representatives Eduardo Gullas (Cebu Province, 1st district) and Benhur Salimbangon (Cebu Province, 4th district) both said they were grateful to de Venecia, before voting "yes." "Despite a heavy heart, because of a long association with the speaker, I would like to register an affirmative vote," Gullas said.
When it was his turn to vote, Representative Pablo Garcia (Cebu Province, 2nd district) was succinct. "With sadness and regret, I vote yes," he said. "With hope in my heart, I vote yes," said his son Representative Pablo John Garcia (Cebu Province, 3rd district), whose turn came next.
The elder Garcia later administered the new Speaker's oath of office, barely seven months after he contested de Venecia's bid to be reelected as Speaker.
Representative Nerissa Soon-Ruiz (Cebu Province, 6th district) said that when she considered whether to express a vote of confidence in de Venecia, she "found nothing in my heart to do so, even before the 14th Congress opened."
Only 121
Only 121 votes were needed to unseat de Venecia, and before 11 p.m. Monday the outcome was clear.
Hours before his ouster, de Venecia threatened in an "emotional" privilege speech to reveal what he knew about the allegations of vote-rigging, corruption and human rights abuses against Malacañang.
During the administration coalition caucus in Malacañang from 10:30 a.m. to 2 p.m., it was agreed that there would be voting on the speakership row, but that de Venecia would be given until 2 p.m. today to consult with his supporters on the mode of his ouster.
Press Secretary Ignacio Bunye said that President Arroyo sat on one end of the head table, while de Venecia and Nograles sat beside each other. He said the President only served as facilitator of the discussion, allowing Executive Secretary Eduardo Ermita to moderate later on.
Bunye said the atmosphere was "like a mini-House (of Representatives) but since the President is there, they recognized they can't speak out of turn."
"At the end, the President made the call to give the Speaker ample time," he said.
'Very messy'
Bunye said de Venecia wanted the speakership issue to be decided on via nominal or floor voting, but the others wanted the "less confrontational" voting by acclamation so as not to hurt the House of Representatives as an institution.
He said the idea behind the oral vote was to "avoid acrimonious debate on the floor." "Floor voting would be very messy," he added.
Asked how serious the rift is, Bunye said: "The rift is already there, but whatever results would be, the healing would be facilitated by resorting to a less confrontational method (of unseating de Venecia)."
Bunye said that during a closed-door session with Arroyo and de Venecia, Nograles showed the manifesto of loss of confidence in de Venecia.
He said the Lakas-CMD officials and members who have started resigning from the party to transfer to the Kabalikat ng Malayang Pilipino are "staying within the coalition, but just transferring from one party to another." (With Sunnex & AP/Sun.Star Cebu)
