After years of community service, well-known civic leader Angie Angliongto is going back to his Chinese roots and is determined to leave a legacy with the Chinatown Arches
Mention famous Chinese-Filipinos and Henry Sy, Lucio Tan, and John Gokongwei come to mind. In the Philippines, Chinese-Filipinos are known for their enterprising spirit and for being good businessmen. Business is where Tsinoys have made their mark. But Sebastian Angliongto went against the norm. Untraditionally, this third-generation Tsinoy made a name for himself not in business but in civic leadership.
Angliongto, called “Angie” by his friends, has collected many awards and titles in his 71 years. He is a 1970 Datu Bago Awardee and 1976 Most Outstanding Jaycee of the World. Angie has been president of the Rotary Club Sta. Ana, Davao City Chamber of Commerce and Industry, Mindanao Business Council, and Mindanao Economic Development Council. He was also a prime mover in the establishment of Boystown and UP Mindanao.
After all these, how to enjoy retirement? Naturally by going back to his roots. A pure-blooded Chinese, Angie considers himself Chinese-Filipino: Chinese in blood but a citizen of the Philippines. To be Tsinoy is to be Filipino without losing one’s Chinese roots.
His new advocacy is the assimilation and integration of the Chinese community into Philippine society through social work, community service, culture, and the arts. That is, to create and develop a new breed of Tsinoys. Angie is the chairman of Dabaw Kaisa Foundation, a chapter of Manila’s Kaisa Para sa Kaunlaran, whose founding president is Teresita Ang-See. (This writer is also a member of Dabaw Kaisa.)
The new breed of Tsinoys who are part of Kaisa considers the Philippines as their country. Their desire, hope, and aspiration is to find their “rightful place in the Philippine sun.”
The biggest project Dabaw Kaisa is undertaking is the building of three Chinatown Arches. To be located in Davao’s Chinatown, the Arches will commemorate the early Chinese settlers in Sta. Ana.
“We want to bring back the cultural and historical heritage in the area, and enhance the economic environment by making it a tourist spot,” says Angie. “The Chinatown Arches belong to everybody. Kaisa is just the mobilizer.”
Non-traditional
To Angie, an organization is an instrument of idealism. And at his age, he has not lost that idealism. He attributes his non-traditional thinking to losing his parents at an early age and his education at UP Los Baños.
He lost his mother during the war in 1941. His father was killed six years later by business competitors.
In both deaths, Angie was beside his parents when they were killed. The trauma was too much for him. In high school, he was diagnosed with psychosomatic disorder and sent to Manila for a change of environment. There, the seventh of nine children and the youngest boy learned to be independent. If in Davao, he rode a Buick to school, in Manila he took the jeep, 10 cents per ride.
Still traumatized, he wanted to study college in the US. But his second brother Vic, who had taken on the role of father, disagreed. He advised Angie to take up agriculture in UPLB. Out of filial piety, Angie obeyed.
It was at UPLB where he got an education he would not forget. When he graduated, he had changed completely. The weak, pampered Angie was no more. His exposure with the poor, leftists, radicals, and activists in UP had made him idealistic, rebellious, socially conscious, and very Filipino.
So when another brother wanted him to go to the US to take up Masters in Agriculture, Angie did not obey anymore. He returned to Davao to help the family.
God’s design
He became in charge of a family plantation and introduced ideas he learned from UP. Yet he was struggling for his own identity. He wanted to observe filial piety but also be independent. So he decided to establish a name for himself by joining civic organizations. He started with the Jaycees. While he rose in rank at the club, he also became assistant general manager in their family business.
He believes that each of us has a design by God. “Ang tulong sa bayan, nakakatulong din sa aking future,” Angie says. He was able to save for his future by being thrifty and getting lucky in the stock market.
In 1976, he became National President for the Philippine Jaycees. He was based in Manila for one year as a “professional Jaycee,” and there developed leadership and public speaking abilities. He traveled all over the Philippines and saw the social problems and disparity.
But the most important thing he learned was networking. He was able to make connections with different people who would help his organizations later.
Depression
As Presidential Assistant for Mindanao during the Estrada administration, Angie was able to get Erap to sign the proposal of the 1st Mindanao Budget Summit, which advocated that 34 percent of the national budget must go to Mindanao.
Later, after Erap’s ouster, Angie found out he had cancer of the liver. The cancer was in its early stages, but 20 percent of his liver was gone.
From the sociable man that he was, Angie became depressed. His childhood psychosomatic disorder returned. He could not sleep, did not want to socialize, and lost weight. It was only after an operation in China when he started recovering.
Now, Angie is back to his old form. He is busy these days with Dabaw Kaisa. Mayor Duterte, Cong. Nograles, and the Gaisano families have already donated money for the Chinatown Arches. For Angie, this project is a work of legacy.
“I am Filipino, but it doesn’t mean we should forget our roots,” he says. He rues that the new generation of Tsinoys can’t speak Chinese anymore.
Angie remembers what his father told him: “We are like a tree: our roots are in China. The trunk is the clan, the branches the parents, the leaves the children. Leaves go and new leaves replace it. But don’t cut your roots, for without them, you have no identity. Never forget your roots.”
His father would be proud.

Brokenshire hospital was included sa big fire sa Davao in 1964... ang wala na apil is the nurses dormitory... they converted the dorm into a temporary hospital till the Madapo hills building was finish in 1967.
The nurses (who gave up their dorm) was transfered to the social hall building ng UCCP sa Legaspi-Bonifacio till 1968.
The old dorm building along magallanes was bought by the Bernardo family late 60's then reconstructed some area of it... they re-constructed again in the 80's. The Bernardos still have the family business operating in the same building... yong "Bernardo Xray Services".
The building next to Bernardo is own by the Del Rosario family (dental clinic nila sa lower level - house sa upper section)
The building after Del Rosario is the old Makati restaurant - that became a court/courts... then temporary office ng LTO... then office ng insurance... then I don't know sino ang current occupant... but the makati building is still there.
The entire Menseng area use to be the brokenshire hospital area... from the time it burned in 1964 till late 80s - it was empty... the public used it for anything... circuses... ROTC grounds... motocrosses... basta permeso lang ahead.
in 1974 the lot prices along magallanes was P 350/sq meter...
The Menseng group bought the Brokenshire property at a very low price of:
P 1,000 per square meter!

DAVAO CITY (MindaNews/05 February) – Majority Floorleader Prospero Castillo Nograles, 60, third-termer representative of the first district of Davao City, is the new Speaker of the House of Representatives, the first Mindanawon elected to that post.
Nograles, a lawyer, was elected at 1 a.m. today, after the presiding officer announced that the motion to declare the Speakership vacant was approved by a vote of 174 for, 35 against and 16 abstentions.
Ousted Speaker Jose de Venecia (Pangasinan) nominated Nograles to the post, a nomination immediately closed by Cebu Rep. Antonio Cuenco. There was no nominal voting, just an affirmation that the House members were “unanimous” in choosing him Speaker.
Accompanied by his wife Rhodora and family members, Nograles took his oath at the Session Hall at 1:18 a.m. and delivered a brief inaugural speech that was over by 1:20 a.m.
Nograles thanked everyone “from the bottom of my heart” and de Venecia “for nominating me.” The crowd applauded.
Nograles said he has known only two speakers while in Congress: the late Ramon Mitra and De Venecia.
“I also wish to thank Speaker de Venecia for all the years of service he has done,” Nograles said.
“I accept this position with all humility,” he said, adding he did ask himself “what will I do with it?”
“This is God’s will. Probably destiny,” he said.
Nograles acknowledged there were “some harsh words.. that were raised. They will all be addressed and answered at the proper time. Not now, not tonight,” he said.
Nograles said he accepts the “challenge to continue to reform.”
Gabriela Women's Party Representatives Luz Ilagan of Davao City and Liza Maza, were among those who voted “no” to the motion declaring the Speakership vacant, explaining their vote is “an assertion of Congress' independence from Malacanang."
Ilagan said the move to oust the Speaker was "no different from a game of chess where pawns are sacrificed to save the queen. It is a move to protect the belaguered Arroyo leadership from unresolved issues of electoral fraud, bribery and corruption."
Nograles was valedictorian in the elementary department of the Ateneo De Davao in 1959 and was a consistent honor student until law school in Manila.
He finished Bachelor of Arts, Major in Political Science at the Ateneo de Manila in 1967 and graduated from Law also at the Ateneo de Manila, with honors.
He was second placer in the 1971 bar exams, obtaining an average of 90.95%.
Nograles was one of the awardees of the annual Ten Outstanding Young Men, for law and human rights in 1975.
Together with Jesus Dureza (now Presidential Adviser on the Peace Process), Nograles was among Davao City’s first “human rights lawyers,” having helped the Church in the pursuit for justice for victims of the Catalunan Grande massacre in the late 1970s. Nograles was then president of the Integrated Bar of the Philippines and Dureza was secretary-general.
The two would later become political rivals in the first congressional district of Davao City.
Nograles served then UP President now Senator, Edgardo Angara, as Executive Assistant to the President from 1981 to 1982 and as deputy general counsel from 1981 to 1982.
He won as congressman of the first district from 1989 to 1992 and 1995 to 1998. He ran for mayor against Rodrigo Duterte in 1992 but lost. He ran again for mayor in 1998, this time against Vice Mayor Benjamin de Guzman but lost. He ran for and was elccted representative of the first district in 2001 and was reelected in 2004 and 2007. Another ‘Araw’ execom formed

ACTING Mayor Sara Duterte issued two executive orders on the composition of the executive committee of the “Araw ng Dabaw,” with the latest order bumping off the previous committee composition.
Duterte issued the latest order on Friday after City Administrator Wendel Avisado arrived from Australia. The first order was issued on January 29.
In Executive Order No. 7, the latest order, the vice mayor outlined the head and members of the private and public sector who will oversee the event. The private sector will be led by Manuel Orig, senior vice president of the Davao Light and Power Co., while Avisado was retained as the chair for the public sector.
The public sector’s vice chair is Roger Layson, also the former assistant regional director of the Department of Tourism. The other members are Bienamer Garcia, chair of the ways and means committee; Gedeon Gavan, chair of the finance committee; and Emelita Salvado, chair of the cultural activities.
Some persons were retained as chair of committees were Abdullah Aquino, chair of the agro-industrial trade fair; and Mo. Assumpta David for the Datu Bago Awards.
The government sector is composed of City Tourism Officer in-charge Gerardinn Marie Angeles-Duran as vice-chair; Davao City Police Office chief Jaime H. Morente and Celso B.T. Gempesaw for the security and safety committee; Nora Fe H. Alajar as over-all secretariat, Alex Roldan as chair of the souvenir program and publicity; Roy Ryan Rigor for district events; Engr. Candido Tan as chair of the physical arrangements; and Magno Adalin, Jr., as chair of the parade committee.
The former executive committee was headed by Duterte with Eduardo Bangayan as vice-chair.
Instead of a three-day celebration, the executive order also lengthened it to one week starting from March 10-16.
The theme, although closely related, was also changed. From the theme “Kasaysayan Balikan, Ihanda Kinabukasan,” was modified into “Ang Kasaysayan ng Dabaw” which will highlight the major events that happened in the city in the past 71 years.
The new executive order was released after the meeting with the previous executive committee on February 1. The new committee members have yet to meet.

Queensland controversy drags other beach resorts

THE controversy over the expansion project of the Queensland Motel in Matina Aplaya has now dragged the other resort owners in the area after it was discovered that former President Ramon Magsaysay proclaimed the whole stretch of the Matina Aplaya beachfront a reservation area back in 1954.
The proclamation signed on May 3, 1954, states that the area is a public land reserved for recreational facilities and that no individual could own a lot in the area.
Mayor Rodrigo Duterte said if this is the case, then how come resort owners like Adarna of Queensland and family of former vice Mayor Luis Bonguyan were able to acquire titles for their resorts. Unless they acquired their titles before the 1954 proclamation, they are still entitled to it.
The Queensland management has been in hot water recently for implementing expansion project at the baywalk area without the required permits from concerned government agencies.
Earlier, the mayor suggested for Queensland to secure necessary permits with an offer for the City Government to help.
The mayor also ordered Queensland to take heed of the order of Vice Mayor Sara Duterte who ordered the motel management to immediately stop their beach works.

Prices of roses to double next week

ONE of the biggest flower shops in Davao City claimed that prices of roses are expected to increase next week by 100 percent following a huge demand for such kind of flower during Valentine's Day.
Corazon Dayrit, in-charge of the Nida's Flower Shop in Bankerohan, told Sun.Star Davao that only prices of roses will increase next week, while prices of other kinds of flowers like anthurium, orchids, and mums will be stable.
"Usually, we double the prices of roses per dozen from February 12 to 14. Regular prices at present are pegged at P25, P40, P50, P60, and P120 depending on the variety and sizes," Dayrit said.
Aside from roses, Dayrit added that prices of ferns like the baby's breath are also expected to increase next week.
"We will increase the prices of baby's breath by P20. It costs P60 now by bundle," she said.
Dayrit meantime said their regular clients have started to place their order of bouquets for the Valentine's Day.
She said starting next week, prices of bouquets will cost P400 to P600. At present, the flower shop's cheapest bouquet is pegged at P350.
Dayrit said prices of flowers sold at their flower shop are cheaper compared to the prices of flower shops inside the malls in the city.
"One of our customers claimed that the prices of bouquets sold at flower shops inside the malls are pegged at P400 to P450 on regular days. It is expected that it will increase next week. If we double the prices of roses next week, it is possible that prices of roses in flower shops inside the malls will be tripled," Dayrit said.
It was learned that the Nida's Flower Shop gets its flower stocks from Buda and from General Santos City.

PGMA coming for Davao peace assembly

TAGUM CITY, Davao del Norte (4 February) -- President Gloria Macapagal-Arroyo is expected to come to Tagum City to address some 300 participants to the Local Peace and Security Assembly (LPSA).
Secretary Norberto Gonzales, national security adviser and director-general of the National Security Council (NSC) has announced the holding of LPSA for the Davao Region from February 7 to 8, at the Bulwagang Panlalawigan located at the Provincial Government Center, Mankilam, Tagum City.
Chair of the LPSA Committee on Public Information and Media Relations, Lieutenant Coronel (LTC) Francis Jude S. Lauengco said President Arroyo is expected to address participants at the close of the Assembly.
LPSA aims to gather local government and sectoral leaders together with national government leaders to "agree on approaches that would address issues and concerns affecting peace and security in the locality," he said.
It hopes to present to President Arroyo, at the close of the Assembly, an action agenda for "broad and multi-sectoral campaign for peace and security."
Lauengco bared LPSA as a series of consultations in various regions of the country, forming part of President Arroyo's response "to clamor of local government units and stakeholders for support to their conflict-resolution and peace building initiatives."
LPSA was first conducted in Bohol for Region 7; it then swung to Butuan City for the CARAGA Region. Succeeding LPSAs were held in Tacloban City (Region 8), San Pablo City (CALABARZON), and Masbate City (Region 5).
Meanwhile, Davao del Norte provincial government is up and ready to host the event with the venue and its nearby buildings being spruced up, showing a complete transformation of the area located to the left of the Provincial Capitol, near the Tahanan ng Gobernador.
Davao del Norte Governor Rodolfo P. del Rosario has made a face-lift of the former Department of Interior and Local Government (DILG) building now converted into Bulwagang Panlalawigan.
He has been seen personally supervising on-going works on the venue and its vicinity in preparation for the Assembly and the coming of the President.

Davao City (6 February) -- An international moving, relocation management and archiving is doing good in Davao City and is optimistic of an increase in the number of clients this year.
Marianette S. Poliquit, household goods manager of Lane Moving and Storage based in Davao City bared the increase in the number of clients especially during summer.
Poliquit was guest during the Davao Business Forum at the MediSpa at SM City on Tuesday.
She said that of the three services that they offer, their company does well with the moving services even as she said that their office here served the whole of the Mindanao island.
Gerry Lane, an Irish who married a Filipina, founded the company in 1977. His effort paid of when the company become the market leader and innovator in household moving in Manila.
Its main branch is in Manila which caters to Metro Manila and Luzon areas while the Cebu office founded in 1987 for the Visayas.
Most of their clients she said are expatriates and other foreign nationals although they also served the locals depending on their needs.
"We provide high quality and innovative service with facilities to provide specialized services in household moving, storage, records managements, logistics and full range of relocation management services," she said.
Throughout its operation it enjoyed an excellent reputation in the discerning corporate market and later became a recipient of FIDI-FAM certification, a program imposing strict quality measures on international movers.
The company also became a guarantor and co-owner of the Overseas Moving Network International (OMNI) having met the necessary criteria for quality service standards and financial stability. Remove all illegal billboards: mayor

MAYOR Rodrigo R. Duterte ordered the removal of all illegally constructed and placed billboards in Davao City including those built along street divisions or "islands".
"We must follow the law. Nasugdan na lang din eh di tanan na (Since a precedent has been set, then we remove them all). Regardless if owned by Genesis 88," Duterte said to the media gathered at City Hall Tuesday.

Duterte said this in reaction to a text message circulating against Vice Mayor Sara Z. Duterte for her stand on illegal billboards; the text message further castigating her for not acting on the billboards set up by Genesis 88, a company reportedly co-owned by her brother Councilor Paolo Z. Duterte. The billboards in question are placed along the overpass.
"Ayaw na na ninyo intrigaha si Vice Mayor. Tanggalon nato na tanan (Stop sowing intrigues against the vice mayor, let's just remove them all). I will not contradict her stand," Duterte said.
When he said: "remove them all," the mayor may indeed mean all, as all illegally constructed and placed billboards have to be removed.
A memorandum circular issued by Department of Public Works and Highways (DPWH) Secretary Hermogenes Ebdane on October 31, 2007 entitled "Additional Rules and Regulation on Signs and Signboard Structures" issued in pursuance to Section 5 of Administrative Order 160 and Section 203 of the National Building Code (PD1096) states that "signs or signboard structures may be constructed only in areas where zoning regulations permit them. However, no sign or signboard structure shall be placed or erected on parks and playgrounds, beside power substations, and on residential, institutional and recreational zones."
Most giant billboards in the city are on residential zones.
"Mao na gyud ning lisud basta naa nay mag-reklamo (That is what's difficult when somebody raises a howl)," Duterte said referring to the text message circulated among reporters last week rapping Vice Mayor Sara for her stand against illegal billboards and her brother's alleged billboard company.
The memorandum circular, however, has a caveat for existing billboards.
"Existing free-standing or roof mounted off-premise signs or signboard structures with or without a current building permit and which have not been found or declared to be dangerous or ruinous may continue to operate and be issued the appropriate building, sign/signboard, attachment permit," the additional rules said.
But this can only be allowed after "submission of the appropriate certification by a duly accredited structural engineer that the free-standing or roof mounted off-premise sign or signboard structure is structurally safe."
Vice Mayor Sara, as acting mayor, is bent on removing billboards especially those placed on top of houses, saying they pose as hazards to the residents.
The vice mayor also refused to renew the business permits of the billboard operators, which possibly prompted the attack against her regarding the billboards of Genesis 88.
Under the additional rules, "new free-standing and roof mounted off-premise signs or signboard structures along national and provincial roads shall have a setback of five (5.00) meters at the front and two (2.00) meters at the sides and rear. The setback provision shall be measured from the front yard property line of the private property to the outermost edge of the billboard display frame."
Size may vary from 6m x 8m or 8m x 12 m up to 225 square meters, depending on the location, the stability of the upright supports, and compliance with setback requirements and zoning.
On the other hand, the Outdoor Advertising Association of the Philippines (OAAP) in its Code of Ethics also prohibits advertising signs and structures, whether temporary or permanent, placed within the boundaries of all national roads and the air space directly above them, including on all street furniture found with them, such as but not limited to columns, beams, girders and exterior portions of station buildings of MRT/LRT and pedestrian overpasses, center islands, traffic/public signs, lamps and electric posts.

Queensland controversy drags other beach resorts

THE controversy over the expansion project of the Queensland Motel in Matina Aplaya has now dragged the other resort owners in the area after it was discovered that former President Ramon Magsaysay proclaimed the whole stretch of the Matina Aplaya beachfront a reservation area back in 1954.
The proclamation signed on May 3, 1954, states that the area is a public land reserved for recreational facilities and that no individual could own a lot in the area.
Mayor Rodrigo Duterte said if this is the case, then how come resort owners like Adarna of Queensland and family of former vice Mayor Luis Bonguyan were able to acquire titles for their resorts. Unless they acquired their titles before the 1954 proclamation, they are still entitled to it.
The Queensland management has been in hot water recently for implementing expansion project at the baywalk area without the required permits from concerned government agencies.
Earlier, the mayor suggested for Queensland to secure necessary permits with an offer for the City Government to help.
The mayor also ordered Queensland to take heed of the order of Vice Mayor Sara Duterte who ordered the motel management to immediately stop their beach works.

IT has been five years since the very first Nivea Celebrity and Media Sportsfest was held on the island of Boracay. Over the years, this activity, where stars, broadcast and print journalists, and brand executives share a weekend of frolic and camaraderie through fun games and aqua sports activities—organized by Marilen Nuñez’s LEN Plus—has transferred to different locations like Palawan, Bohol and Camarines Sur.
Last weekend, we took time off from our busy schedules to reconnect and renew friendships that were established during the past fun games and to recharge our energies at the exclusive Pearl Farm Beach Resort in Davao.
The big group had to travel by plane, van and ferryboat to reach the island, but the moment we were settled in our rooms by the sea, time literally stood still and even mobile phones were not necessities that weekend.
Dividing the participants into five groups, representing the five categories of the Nivea brands (Sun, Men, Visage, Body, Baby) each group was assigned to different colors. Girl power was given focus this year, with two groups having women as team captains.
Interestingly, the event saw former lovers reminiscing about their past. Alessandra de Rossi was spotted several times in the loving arms of former boyfriend Jeremy Marquez, but on the final night, she appeared to be letting out her woes to Jeremy’s dad Joey. Paolo Contis also seemed cordial with ex-girlfriend Bubbles Paraiso, who always made fashion statements every time she showed up in the events. Michelle Madrigal also had a few sweet moment with former boyfriend Jay Aquitania.
This year, Nivea invited Amazing Race Asia personalities like Marc Nelson, Rovilson Fernandez (who are touted as the strongest contender when the season ends next month), Thailand’s Paula Taylor and Malaysia’s Vanessa Chong to join the fun and share their expertise. Nelson and Taylor were inseparable the whole time, and the two must’ve found love in their Amazing Race adventure.
It was good that this year, the organizers decided to bring back the fun games because last year in Camarines Sur, wakeboarding was the only featured sport and not everyone loved it. Teamwork is always the key during these games and strategies usually weigh more than size, shape, weight or height.
Unfortunately some games had to be stopped because these were marred by injuries—an exhausted Joyce Jimenez collapsing at the finish line after a grueling swim; actor Jordan Herrera and beauty queen Maggie Wilson suffering cuts from the many corals lying in the shallow waters of Manipalo island, fitness expert Reema Chanco had wounds from jelly fish bites and Antonio Aquitania was stung by a sea urchin.
It took a while for the medics of the resort to arrive, something that the place should be prepared with since they knew that this was to be a sports competition. In the end, the Pink team, representing Nivea Visage and composed mostly of women, lorded it over their taller, faster and more muscled competitors. The winners went home with the latest iPOD nano plus some other giveaways.
Kudos to the event’s sportsmaster Brad Turvey who surely tried hard to put everything together even if he was met with complaints from some really intense and competitive participants who might have forgotten that all these were being done in the spirit of fun and camaraderie. It was good that Turvey brought along his Japinay girlfriend Risa Fukushima who was incidentally celebrating her birthday.
For three full days, food and booze overflowed on the island, the music played on and the parties ended way past midnight. But more important, relationships were rekindled, new friendships were formed and the games brought people together. Indeed, it was a weekend of refreshingly fun.

WITH the election of First District Congressman Prospero Nograles as House Speaker, Councilor Danilo Dayanghirang is confident the council's request for Congress to create two additional legislative districts in Davao City will finally be heard and possibly expedited.
The request, contained in a resolution approved by the body during Tuesday's session, was a joint proposal of Councilors Bonifacio Militar and Danilo Dayanghirang. Dayanghirang has been openly advocating for it since last year.

The resolution states the creation of more districts is "to ensure proportional representation and to have an effective strategy for the sourcing of development funds to finance more projects.
Under the Constitution, Davao City is qualified to create two more legislative districts since the apportionment of the membership in the Lower House is not based on the size of the city but the number of its residents -- one representative for every 250,000 residents.
Davao City, with a population estimate of 2.4 million, is more than qualified.
The present scheme provides each legislative district with P150 million annually in congressional budget. Hence, with the creation of two districts, the city is assured of P300 million more in development funds.
"In a three-year term, the city will get P900 million. This can do a lot for our infrastructure and other development projects. If the additional districts are not created, the city would have taxpayers without representation," Dayanghirang said in an interview.
Dayanghirang added that Nograles was just waiting for the official position of the City Council on the matter manifested through a resolution as basis for action.
"We can lobby with Congressman Nograles to have this passed by Congress before 2010. The Congress will also determine the territorial scope of the two added districts," Dayanghirang said.
The creation of more districts, he added, is more effective than creating new cities.
"Sa cities, galing sa IRA ang allocation kaya mas maraming city, mas maliit ang share. With creating districts, galing sa national budget ang allocation so it would not affect other cities as much," Dayanghirang said.
On the other hand, Dayanghirang brushed off comments that he is pushing for the creation of the two districts because he is interested to run for congressional representative.
"All those in their last terms will be interested to run for congressman in the new districts," Dayanghirang said.
He added that with the creation of more districts, Davao would possibly reduce the number of councilors per district.

Nograles dared to pass law decriminalizing libel

MANILA, Philippines -- A lawyer who has been involved in civil rights cases has dared new House Speaker Prospero Nograles to make good on a promise to deliver legislation decriminalizing libel.
Harry Roque said Nograles should dispel apprehensions more journalists might be slapped with libel suits and face jail time now that the Davao solon is Speaker.
Roque is the lawyer of Alexander Adonis, a former broadcaster of Bombo Radyo in Davao City who was convicted and jailed on a criminal libel charge filed by Nograles.
The lawyer said he was intent on bringing Adonis’ case before the United Nations to argue that the country’s libel law violates the Philippines’ obligations under international human rights conventions.
"We will bring the case to the UN and we will fight for this,” Roque said. “We are on the side of what is right."
Roque accused Nograles of flaunting the law when he convinced Davao prison officials "to bring out Adonis" at will for a personal conversation.
"He is being treated like cattle," Roque said about Adonis.
Adonis' wife earlier challenged Nograles to withdraw his case against her husband to prove he is serious in working for the decriminalization of libel.
In a letter, Adonis’ wife wondered whether, in defending his bill in Congress, Nograles would tell his colleagues that he ``made history in putting the first broadcaster'' in the slammer.
`Most of all, will you tell your colleagues in Congress that you are withdrawing the libel case against Alex, if only to show that you do care for journalists and that you do understand the need for them to freely express themselves to be effective fiscalizers?'' Gladys Adonis, a teacher and mother of two, said in the letter she wrote Nograles last week.
``Would you set Alex free to show your colleagues that you do want free expression to blossom? I hope and pray you would to show sincerity in your bill,'' she said.
However, she added: ``But unless you do so, your bill to us would only amount to a media gimmick meant to show that you have the heart for journalists. As long as Alex remains in jail, your motive behind the filing of the bill decriminalizing libel would remain in doubt.''
A Davao City court sentenced Adonis last year to four years and six months in jail after the broadcaster absconded his right to present his side because could not afford a lawyer.

BHP Billiton targets zero harm in Mati

City of Mati, Davao Oriental (6 February) -- Envisioning a world class nickel facility in the Philippines, which will be located in the City of Mati, Bhp Billiton targets zero harm for the City of Mati and it's constituents in achieving its vision.
Dr. Benhur Catbagan, Community Relations Superintendent, disclosed that the company is now at the verge of fulfilling corporate social responsibilities as part of their commitment to ascertain the sustainability of the progress that responsible mining can bring to the host communities.
Said corporate social responsibilities also ensure the upliftment of the quality of life for the host communities, as it dwells on livelihood, job opportunities, health services, safe water, education, and maintaining and protecting biodiversity.
In the recently concluded Kaibigan Workshop on Good Governance, the tribal leaders and barangay officials of Barangay Cabuaya and Barangay Macambol, the organizers of the workshop, expressed their concerns and hope that the company can help expedite the answer to their concerns.
Tribal leaders dream of Certificate of Ancestral Domain Claim Title-CADT, while the barangays prioritized the need for water system, particularly spring development for Brgy. Cabuaya,, completion of a high school building for Brgy. Macambol, infrastructure development, scholarship program, and the need to create a community technical working group.
The group will be tasked to monitor the flow of the implementation of the project, and monitor the flow of providing the communities' needs.
Expected composition of the group are the Mines and Geosciences Bureau, Dept. of Environment and Natural Resources, DENR, PNP, representatives from the two barangays, the academe, non-government organizations, and the Church.
Catbagan further explained that it has been the policy of the company to do things in partnership.
"Billiton wants to tie up with linkages, as a way also to achieve sustainability, The company will make partnership with the local government units, the academe, non-government organizations, religious sector, and others," he said.
Most importantly after the nickel project that is seen to exist in the next 40 to 50 years, Bhp Billiton will not leave the site useless and unproductive.
"Equally important is what we will do after the operation, It's in the plan to develop the area, make it an eco-tourism attraction. We want also to ensure a bright future to the next generation, especially to the children in the host communities," Catbagan added.
Mines and Geosciences Bureau-Region 11 divulged that as Billiton is still in the exploratory stage, the company is not obliged yet to do those corporate social responsibilities, and commended the company for taking the responsibilities.
The BHP nickel mining in Barangay Macambol started it's exploration last year, and hopes to end it next year.

Davao employment rate improving, Neda says

THE employment rate of Davao Region has improved to 93.4 percent in 2007 from the 92.7 percent recorded in 2006, the regional office of the National Economic Development Authority (Neda) 11 has reported.
Neda 11 Regional Director Nicasio Angelo Agustin told Sun.Star Davao that almost 90 percent of the region's workers are employed by services and the agriculture, fishery, and forestry (AFF) sectors.
"Both sectors have almost even share of the region's total employment with the services sector absorbing 45 percent and the AFF sector taking 44 percent," Agustin said, adding that the industry sector, on the other hand, employed 11 percent.
Agustin further said workers in the services sector are mostly in wholesale and retail trade, followed by transportation, communications, and storage.
"At least 38 percent of the workers in the services sector are in the wholesale and retail trade, while 15 percent are in the transportation, communications, and storage," he said.
Meanwhile, 95 percent of the workers from the AFF sector are mostly in agriculture, hunting, and forestry, while 45 percent of the industry workers are engaged in manufacturing activities.
"The top occupation groups were laborers and skilled workers with 39 percent; farmers, foresters and fishermen, 20 percent; and officials of the government and special interest organizations, 10 percent," Agustin said.
He said that in terms of income, the region's latest minimum daily wage increased by P10 last year. In the urban areas, agricultural workers now receive P240 a day, while non-agricultural workers take P250.
Meanwhile, Agustin claimed that during the first semester of 2007, the regional office of the Department of Labor and Employment (Dole) 11 reported that a total of 331 workers were affected by the closure of eight establishments in the region due to economic reasons.
The names of the establishments, on the other hand, were not mentioned.
"About 1,548 workers were also laid off and retrenched during the period, but through the Dole 11 assistance, about 34,000 job seekers in 2007 have landed a job," Agustin said.
He said the government is continuing to pursue its commitment to provide employment. Last year, the government did not only assist in the placement of workers, but also provided career guidance and pre-employment seminars.

Mayor resumes indefinite leave

MAYOR Rodrigo R. Duterte resumed his indefinite leave of absence effective Wednesday after returning back to work for a few days to address pressing peace and order concerns in Davao City including the shooting to death of businessman Vicente Solis Ferrazini.
The mayor said he will head for Manila for a medical check-up after Wednesday's command conference with the police and military.
"I cannot re-assume my position unless I get the COA [Commission on Audit] report. They [COA] said the report is in its final stages," Duterte said while reiterating his commitment to resign if the COA report would show there was indeed overpricing in the People's Park construction, as alleged by the late broadcaster Fernando "Batman" Lintuan, who was shot dead on December 24, 2007.
Before the start of the command conference, Duterte told the media that among the things they will be discussing in the conference is the increased activity of the New People's Army but added he cannot make the details public.

Parking prohibited around Ateneo Matina
PARKING of vehicles in the streets around Ateneo de Davao University Matina campus in Juna Subdivision will not be allowed starting Thursday for 30 days as an experimental traffic decongestion scheme is effected.
The streets where parking is no longer allowed are Camia, Camachile, and Calachuchi streets.
In a resolution proposed by Councilor Nilo Abellera and passed by the body under suspended rules last Tuesday, the Traffic Management Center is set to conduct a 30-day trial to address the mounting traffic situation around the school campus.
In a hearing conducted by the council committee on energy, transportation and communication, the AdDU administration, Juna Subdivision residents, and TMC agreed that parking would no longer be allowed on both sides of the three streets.
A task force composed of representatives from the three concerned parties will monitor the process. After 30 days, the task force will make its report including its recommendation based on the data gathered during the three-day run for a smoother traffic flow in the area. (GLP)

Standard on halal guidelines presented to Arroyo soon
A GROUP of ulamas from all over the country has already come up with a Philippine National Standard on Halal Guidelines, a halal advocate in Davao City said.
Aleem Jamal Munib, executive director of the Madrasah in Davao City, said in Wednesday's edition of the Club 888 press forum that the Philippine National Standard on Halal Guidelines will soon be presented to President Gloria Macapagal Arroyo.
"On January 21, a group of Ulama all over the country converged in Zamboanga City and we came up with the national standard on Halal Guidelines which we will endorse to the President on March 13," Munib said.
He said the group also created the Philippine Halal Accreditation Board, which will also be formally endorsed to the President by Department of Trade and Industry (DTI) Secretary Peter Favila also on March 13.
He added that if the accreditation board will formally be recognized by the government, it will act as a regulatory board responsible of filing charges against restaurants, fast foods, and canned good manufacturers that claim to serve and sell halal products even if they are not.
"There's a lot of fast foods, restaurants, and canned goods which have Halal mark, but in fact they are not Halal certified. This is one of the concerns we want to address, sa ngayon wala pa kaming ngipin. But as soon as the board will be recognized by the government, maybe we can file charges against owners of these food outlets and manufacturers of these canned goods," Munib explained.
He said halal is a billion dollar industry that can generate up to US$6 billion annually.
He said with the creation of an accreditation body here in the Philippines, the industry can contribute a lot to the economic growth of the country.
"There is a big demand of halal foods in Arab countries. The good thing about it is we are the only country in Asia that is free from bird flu. It is our advantage. Hindi kasi tatanggapin ng Muslim countries ang mga halal export products from the Philippines unless the process passes through the Philippine National Standard based on Asian Halal Guidelines," Munib concluded. Ledesma: Three claps for Nogie

IT'S A pyrrhic victory for Davao City congressman Boy Nograles. It dealt a deathblow on Lakas and the rainbow coalition. Throughout the nine-hour session congressmen who just yesterday vowed allegiance to Joe de Venecia were preaching "change." The sudden piety makes me puke. After all the posturing the common denominator was money.
What triggered this political razzmatazz was the controversial multi-billion-peso ZTE-NBN deal gone foul. Those who were involved in the deal were at loggerheads and brought their case before the halls of Congress, particularly the Senate.
They were not there in person but I can feel their passion and emotion through their pedigreed factotums. Majority of the congressmen however just let out their instinctive concern for their pork barrel fund unconcerned, and maybe, ignorant about the significance of the ZTE-NBN deal that bedeviled the speakership issue from the very start.
Well, the beneficiary of this feud is our own congressman. Boy Nograles. He finally made it to the highest pedestal in the Lower House. Three claps for Boy. This is significant for Davao and for Mindanao in that the new speaker is from Mindanao and the first Dabawenyo and Mindanaoan ever to hold that coveted post.
But I do not know whether Boy is comfortable where he is now. He was catapulted into speakership under a circumstance that is out of the norm of politics. Looking at the demeanor of Speaker Nograles he looked like he does not seem to be jubilant about his newfound fame. Maybe he is tired and exhausted.
On the other hand, there is that threat from JDV who talks of moral regeneration. The penitent ex-speaker might just confess his sins and expose other people's sins. Having come from within, JDV certainly knows a lot of shenanigans in Congress and in the Palace. He has parceled out largesse to members of the House and he knows who received the dirty money. I think he is prepared to accept public rebuke but the public will be more compassionate to him should he break his silence than when he keeps what he knew under his hat.
De Venecia talked all right but it's too superficial to the point of being absurd. The public wants to know more than the mere rhetoric that had characterized the talks of De Venecia. He is an unparalleled merchant of dreams.
I remembered how he, on the eve of the last presidential elections, tried to convince his audience in a quickly assembled forum in Apo View, that $450 million has already been earmarked for the railway project in Mindanao. He just pulled out the topic from his magic hat and then went on to speak about the project as though the construction will start tomorrow.
Of course, this was fairy tale but a lot of people who attended the forum were upbeat about the prospect. Well, nothing had been heard of the railway project in Mindanao since then and poor JoedeV was cursed by many of those who attended the presscon at Apo View.
Joe de Venecia has become an ordinary member of the lower house and he is at his lowest ebb. Time and temper are short for him to rise again like the Phoenix since the Arroyos are determined to burn even the ashes of their enemy.

Oledan: Public hazard

THE City Government of Davao means business. Last Tuesday, Mayor Rodrigo Duterte ordered the removal of all illegally constructed billboards, including those built along street islands.
The order reinforced the earlier position of Vice Mayor Sara Duterte to remove billboards especially in residential areas.
Public safety is the paramount consideration. It is also a proactive move.
City officials need not wait for an incident where billboards would fall across power lines, or like in Metro Manila, where a billboard fell on top of a residential community causing danger to the lives of the residents, damage to property and threat to motorists.
Billboards are strategic.
Companies offering their products and services are assured of public attention through the use of billboards but they also pose hazard.
One billboard that falls down and kills one person is one billboard too many.
One billboard that causes damage to other people's property and disruption of daily living is one billboard too many. Section 5 of Administrative Order 160 and Section 203 of the National Building Code (PD1096) states that signs or signboard structures may be constructed "only in areas where zoning regulations permit them.
However, no sign or signboard structure shall be placed or erected on parks and playgrounds, beside power substations, and on residential, institutional and recreational zones."
Late last year, the Department of Public Works and Highways (DPWH) also issued a Memorandum Circular which outlines that "existing free-standing or roof mounted off-premise signs or signboard structures with or without a current building permit and which have not been found or declared to be dangerous or ruinous may continue to operate and be issued the appropriate building, sign/signboard, attachment permit" as long as an appropriate certification is issued that the signboard structure is structurally safe.
Suggestions such as prescribing a limit to the sizes of billboards or the establishment of buffer zones around the structures are worthy to be considered. Even the imposition of higher taxes or penalties for violations should be looked into. Still, billboards that stand on government owned property should be the first to go.
We have nothing but all out support to the move to remove dangerous billboards and signage in the city. For some quarters to say that regulating outdoor advertising is bad for business is to neglect public welfare. To do nothing but wait for billboards to cause damage to property and threaten the lives of the people is to fall short on our public responsibility, as civil servants and as responsible citizens. DCWD should be protected from takeover: councilor

FIRST District Councilor Angela Librado-Trinidad wants the Davao City Water District (DCWD) to attend the committee hearings to be called and conducted by the City Council not only to discuss its proposed P100 million loan but also to come up with measures for its protection against the threat of corporate takeover.
This as DCWD failed to conduct the joint executive-legislative forum it has committed to hold last November as an alternative to the subsequent committee hearings held by the council committees on government enterprises and privatization and on social services chaired by Councilors Jose Louie Villafuerte and Tomas Monteverde IV, respectively.
The first committee hearing held September 28 last year was prompted by a letter from Consumer Alert conveners Rudy Aranjuez and Frankie del Rosario seeking assistance from the City Council to make an inquiry regarding DCWD's plan to avail of a P100 million loan form the Local Water Utilities Administration (LWUA) for the Comprehensive Mainline Replacement Program (CMRP).
In its position paper, Consumer Alert said the loan is unjustifiable and unreasonable and could only lead to the privatization of DCWD.
Consumer-Alert, a broad alliance of consumers--members of the DCWD union included, pointed out that DCWD has enough funds to cover its expansion program citing the amount of P376,685,396 stated in DCWD's 2006 financial statement.
In the committee hearing, DCWD General Manager Rhodora Gamboa said DCWD's current assets cannot be used to fund the CMRP as the money is allegedly allocated in advance for other expenses.
But Consumer Alert said that even if the DCWD just has P60 million remaining balance out of its current funds, the fact that DCWD generated at least P14 million monthly means it is financially equipped to undergo any expansion project.
DCWD denied this but did not state clearly how much it has in its current assets.
The September 28 committee hearing was concluded without the matter being resolved as the committee chairs asked for DCWD's report on its assets to be presented on the next hearing.
However, after the initial hearing, no committee hearings were conducted as DCWD refused to show up in the subsequent schedules. In a letter addressed to the committee chairs, DCWD said it would call for a joint legislative-executive meeting to discuss the matter.
But as of Wednesday, the forum has not been held.
"This makes me wary. As consumer and as an advocate for the protection of state resources for the people, I am concerned that as the inquiry drags on with no resolution in sight, the threat of DCWD's eventual takeover remains a specter hovering upon us," Trinidad said in her privilege speech Tuesday.
"For DCWD to loan heavily is for it to be indebted and for it to be at the mercy of LWUA's corporate partners which do not have social responsibilty only its profit-oriented propensity. And once private, any investment in the water utility can always be passed on to the consumers," Trinidad added.
With this, Trinidad urged the body to take urgent action on the matter.
"To this day, DCWD remains a public entity mainly because we have made it so with our vigilance and commitment to preserve this most vital state asset for our people. But what makes this resolution even more urgent is the fact that as we raise hell against the loan, we now hear the Aboitiz-owned Hedcos Sibulan, Inc. seeking permit from the National Water resource Board to use and develop the surface water of Tamugan River. Hedcor, a sister company of Davao Light, is poised to start its hydroelectric power project in Tudaya, Barangay Sibulan, Sta. Cruz," Trinidad said.
Trinidad said Hedcor's proposal is being protested by DCWD asserting its legal water rights.
"But as I study the facts at hand, I am alarmed that the two issues might be more interrelated rather than two different matters. I am concerned that should the DCWD management succeed in securing the loan, it will have to deal with interested corporations like the Aboitizes who have the resources to takeover water utilities like DCWD to expand its businesses. And we know what corporate takeover meant to public utilities. In Manila, for example, the private companies that took over MWSS have hiked water rates by 357.6 percent (Maynilad) to 414.4 percent between August 1997 to January 2007," Trinidad said.
She added that just as the City Council opposed that DCWD water rate increase two years ago, the body is now called upon to protect the DCWD in order to protect the interest of the people.
"I would like to reiterate my position that in collectively working for the common good, the DCWD Board and Management should directly answer the concerns of the consumers through the proper and appropriate venue - in committee hearings conducted by the Sangguniang Panlungsod (City Council)," Trinidad said.
Consumer-Alert members, in support for Trinidad's call, were present during Tuesday's session wearing white shirts printed with text stating their opposition to the loan and water privatization.

Having visited and performed in the country a couple of times, he seems to have embraced the kind of beings Filipinos are. In fact, he is excited to collaborate with a local pride.
The balladeer, who’s also an estabblished actor in his own right, is scheduled to do a leg of Valentine performances next month, including major shows at the following venues: Casino Filipino Angeles City on Feb. 9, Casino Filipino Tagaytay on Feb. 10, Davao Convention Center on Feb. 13, Cebu Parklane International Hotel on Feb. 14 and Subic Convention Center on Feb 16.
Appropriately titled "From Rex With Love," the Philippine concert tour will first make a stop at Casino Filipino in Angeles City on Feb. 9 and the one at Tagaytay the following day. Tourists from Europe eyed

THE Brunei-Indonesia-Malaysia-Philippines-East Asean Growth Area tourism sector is training its eyes on European tourists as the sub-region tries to promote itself as a single destination.
Mary Ann Montemayor, BIMP-EAGA Tourism Council chair, said based on the study conducted by the sub-region’s tourism industry, the Europeans are the highest group of visitors to its destinations considering that these visitors stay in their destinations longer than any other group.
Montemayor said that based on the study, some Europeans stay in their destinations for two weeks at least as some of them even close down their shops just to travel. However, the case of Mindanao is unique considering that here, the top visitors are either the Americans or Asians like the Japanese and the Koreans.
But with the attempt to promote the sub-region as a single destination, Mindanao will be able to ride on this promotion to lure more Europeans, she added.
This could only succeed however, if the sub-region tourism stakeholders get their acts together in promoting the area as a single destination. “That is a tough job,” she admitted, agreeing that destinations within the sub-region will have to compete with one another for the slice of the visitors’ pie.
To do this, she added, each of the country will formulate a plan that it will lead to lure a certain segment of the market and that this is among the issues that will be discuss when stakeholders meet starting February 22 for a three-day discussion on issues concerning the sector.
The idea, she agreed, is also doubly troubling for Mindanao which is outside the travel loop of the sub-region considering that other destinations are interconnected. “We have to push our budget airlines to service our routes so that we can interconnect with the other destinations in the sub-region,” she added.
Right now, the tourism sector in the island, with the help of government agencies, has been presenting to airline companies a prospective marketing plan so that the routes that will connect Mindanao with the rest of the sub-region would be served.
In a meeting last year, however, airline companies considered most of these areas as having thin load factor. This prompted the airline industry leaders to call on the government to put in place infrastructure facilities that will heighten travel between destinations.
The airline industry also wanted that government to put more money in the promotional activities that will lure not only tourists outside the sub-region, but also its tourists so as to thicken load factor.
A local airline company, asked last December on whether his company was interested in serving the routes within the sub-region, refused to make any commitment even when the company was known for leading in servicing local routes considered as missionary, or routes that will hardly earn profits for the company.
Even the route between Davao City and Manado City, Indonesia, which is just about 90 minutes in travel, was not serviced regularly. Lately, Merpati Airlines, an Indonesian government-run company, resumed its service of the route after another Indonesian budget airline company, Sriwijaya Airlines, abandoned the route.
But Montemayor was unfazed. She said some airline executives have become “excited” after knowing the prospects of the routes that will connect Mindanao with the sub-region. “We just need to convince them,” she added.

Let’s go organic
Stung by the unrestrained rise in the cost of agricultural fertilizers and pesticide, the number of small farms advocating the return to organic cultivation is on the rise.
On the forefront of this campaign is Greenpeace, a credible NGO that was more popularly involved in anti-toxic campaigns.
The return to organic farming, some sources say, was largely a knee-jerk reaction to the setback farmers experienced around two decades ago as imported fertilizers bought in the supply market became so prohibitive that farmer income was always in the red.
As soil dependence doubled up through the years, yields from farms were gobbled up by the cost of buying conditioners and other forms of fertilizer. In the final equation, farmers would only get a net that was not enough to sustain them until the next harvest.
To early environmentalists, especially in pre-martial law era, imported fertilizers and pesticides were symbol of Filipino dependence on colonial agricultural products. This was an advocacy that was hardly appreciated because those in import business had always the wherewithal to protect their interests from any form of legislative muzzling.
As years went by, though, the ratio between production and cultivation started to widen and small farmers educated in the culture of imported urea products started to feel the constricting income that come with the use of expensive soil nourishment.
And as the product stimulants soared in cost given the higher advertising value, royalty, packaging, labor overhead and import taxes involved, so were the price per sack of fertilizers. As a consequence, farmers were pushed to the edge of poverty while the importers started to feel the financial bulge in their pockets.
But the salient discoveries in science and medicine afforded the aggrieved farmers a reason to eventually shift from fertilizer-based cultivation to organic farming. Health lifestyle became the vogue and pesticides, among other soil nourishments, were fingered as culprits in the emergence of new dietary distortions that cause new illnesses.
The new agricultural tact, though, took time before new converts were convinced that indeed fertilizers were more than just financial boost. And just as high-end hotel customers started to demand for cleaner food on the table that is free from any form of non-organic fertilizers, the world started to listen.
The shift to organic food got the unlikely boost when enterprising companies in Europe and the US started to manufacture herbal products without the benefit of any form of chemical nourishments. With claims that were at times without bases and outrageous, the draw towards organic foods and supplements became an overnight success.
A decade ago, a Swiss company sought for a local supplied of organic food in the Philippines, an order that was equivalent to 500 tons per year. But the country, still highly dependent on imported soil stimulants, could only provide at the most 10 percent of the export requirement.
Recently, the clamor to go organic was given a new face when local farmers in the Cordillera region, known for its tasteful and colorful rice varieties, wanted to bring back the natural flavors of their native germs by going organic.
Obviously, the call was predictable. Demand for organic rice in the US soared that without the allotted cost for fertilizers a farmer’s yield would be unusually high. With health-conscious people growing exponentially, native rice varieties produced only in certain regions of the country are sure to hit jackpot in the foreign market.
This optimism, however, must be tempered by ensuring that correct safeguards are introduced to ensure that farmers that secured from business manipulation, price-fixing schemes, and other similar distorted practices.
For the agriculture department, it is not enough that farmers will be encouraged to cultivate organic rice, vegetables, and fruits. Those who till the lands must also be given the appropriate incentives they need to ensure that as always they produce the right kind of rice without the intervention of stimulants that pollute organic products.
We just hope, though, that the support will not be “niñgas cogon”.

Shortchanged
The city is being shortchanged by the national government.
Despite all the claims of a balanced budget, of an increased GDP, of decreasing debt, the national government cannot meet its simple fiscal duty to local government units.
And Davao City is not alone. Other cities nationwide have raised voices of protest over the issue of a decreased or partly unpaid internal revenue allotment (IRA).
Last week, City Administrator Wendel Avisado revealed that the city is suffering from a decreased IRA share.
“Our IRA share should increase every year because of the increasing demands of the city,” Avisado told a local paper. “However, it is sad to note that for this year, it went down.”
The city’s IRA share last year was at P1.792 billion. It should have increased this year by P263.5 million. Instead, the city got only a P69-million increase.
That is a loss of roughly P194 million, money that could have been used for additional services to the citizenry.
The P69-million increase was based on the census of population for 2000, Avisado said. The population has increased in the last seven years.
Avisado is hopeful that the 2007 Population Census conducted last year would help in increasing the city’s IRA share.
“The completion of the 2007 Population Census will be one of the bases in revising the sharing of IRA among provinces, cities, municipalities, and barangays,” Avisado said.
But the problem is not the internal revenue allotment share alone.
In fact, for a number of years now, the city has not been receiving its share of other money allocations from the national government.
An inventory undertaken by the finance committee of the Davao City Council has unearthed other unpaid shares of the city.
For example, the city should have been receiving regularly its share of the following funds: the Local Government Service Equalization Fund (LGSEF); the Utilization of National Wealth; and the Special Privilege Tax for hydro-electric utilization. .
Council finance committee chair Myrna Dalodo-Otriz has revealed that the city has not received its share of the LGSEF since 2004.
Since the yearly allocation for the LGSEF is roughly P168 million, that would mean a loss of P672 million from 2004 to 2007.
Ortiz further said Davao City has not received its share in the Utilization of National Wealth and the two percent Special Privilege Tax (Hdyro-Electric) for the past five years.
The LGSEF was created in 1998 to help local government units cope with the financial requirements of devolution under the Local Government Code. By failing to release the amount regularly to local government units, especially the poorer ones, the national government is passing off the burden of devolution without proper and adequate financial support.
The “Share in the Utilization of National Wealth” is provided in the Local Government Code which states that local government units “shall have equitable share in the proceeds derived from the utilization and development of national wealth within their respective areas.”
Under this provision local government units are supposed to have a 40 percent share in the gross collection derived from mining taxes, royalties, fisheries and forestry charges, and other fees from the utilization and development of national wealth within the LGU’s jurisdiction.
These funds are intended by law to be additional income for the city.
By withholding these funds or failing to release them regularly and on time, the national government is, in effect, sucking off the finances of local governments, even the poor ones.
All this talk about a rosy economy is baloney if the national government fails or refuses to meet its financial responsibilities to the local governments.
It is shortchanging itself.

DAVAO CITY — Unlike in Luzon and the Visayas, economic development prospects in Mindanao are generally associated with security stability. Thus, recent problems in Central and Western Mindanao threaten the areas’ development objectives in the near term.
Still, the hot spots are limited to specific areas, and these should be noted in drafting investment plans. In general, the peace and order situation on the island is good. The Zamboanga Peninsula and Caraga are often overlooked but are good sites for industrial projects considering the two regions’ abundant natural resources.
Northern Mindanao and the Davao Region have been reporting private capital inflow not only because of infrastructure availability but also because of the size of the local markets, especially if the high growth reported by the central government trickles down here. While the Cagayan de Oro-Iligan corridor is getting the bulk of industry-related capital flowing in, Davao Region is luring property developers and firms into mineral resource development.
Agribusiness is not exactly down in the Davao Region with independent producers relying mainly on the domestic market reporting gains. But banana exporters are still reeling from the strong peso and the grim prospects of incurring higher expense as local government units pass ordinances that reduce the operating efficiency in commercial-scale plantations.

Expectations are high for new Speaker, Prospero C. Nograles (1st District, Davao), to perform well. As the first Mindanaoan to occupy the post, the big question is could he deliver in the next two years? In just a matter of days, his political debts have mounted making it more difficult for him to go against the Palace’s wishes.
Realigning the budget to provide supplementary funds to Mindanao would not be that simple considering the state’s limited resources. Boosting the island’s share in the annual allocation would mean scaling down funding for other regions and that could turn northern friends into enemies.
Down here, Mr. Nograles is known among civil society leaders as a traditional politician in the mold of the man he replaced. One sees his name and face prominently displayed on billboards of infrastructure projects that he facilitated including basketball courts in many barangays built from his pork barrel.
A barangay official once claimed the first basketball board installed on his street years back had Mr. Nograles’ smiling face on the center of the board. The kids simply had to hit his face to make a sure basket. After an hour, someone noticed the smiling face on the board turned black and blue thus the need to replace it with one bearing his name, without the face, on the board’s top portion.
On a daily basis, a cable channel shows highlights of his accomplishments as well as activities of his lawyer-son, obviously his replacement a few years from now. But radio listeners here remember him for sending to jail a poor broadcaster who allegedly started a funny sex-scandal rumor.
Despite all these, Mr. Nograles could pull a surprise, say, by leading a legislature independent from the Executive. He is smart and he could prove his critics wrong.

Claims about Davao that community leaders keep on repeating when visitors come here are inaccurate. One is that Davao — with its 2,440 square kilometers of territory or about the size of a regular province in this country — is the world’s biggest city in terms of land area.
All one has to do is to Google for the list of the world’s biggest cities. The list would place Davao between Seattle in the United States at 17th place and Johannesburg in South Africa at 18th. The largest is New York City with an area close to 9,000 square kilometers.
Another is that Davao’s drinking water, extracted from underground water resources in Dumoy district, is the second cleanest or sweetest, in the world. I inquired about it years back and was told that information came from a report of a foreign consultant.
Comparing a water filter at home here that I replace every month with a similar gadget installed in our house in Metro Manila, I would conclude that Davao’s water quality, at least on solid particulates present, is nothing exceptional.
However, Davao is definitely a more "livable" city compared with others in this country. Daily travel is fast, no smog in the morning even within the central business district, clean and safer streets, efficient utility services, availability of infrastructure and big shopping complexes, and easily accessible food, especially fresh produce.
Mountain and beach resorts for recreation are just 30 minutes away from the heart of the city. These are things I have learned to appreciate more since returning last month after being away for a couple of weeks in December.

My mom, who is an Area Sales Director of Sta Lucia Realty, attended a meeting yesterday and they were advised that Sta Lucia Realty will once again launch another high end residential project in Davao City in the second quarter of this year.
What's the difference with this project compared to the other existing projects? Well, all of the current projects of Sta Lucia Realty in Visayas and Mindanao are being handled by Orchard Properties. However, here in Metro Manila, most of the high end and top projects of Sta Lucia Realty are being handled by Royale Homes Marketing Corp. That's the marketing arm where my mom is connected. Film directing workshop on Feb 16 to 17
“It’s not enough that young filmmakers know how to point, shoot and edit. Filmmaking is a creative and intellectual process.”
These are the words of award-winning independent filmmaker Gutierrez ‘Teng’ Mangansakan II who has announced the holding of the 2nd Mindanao Film Directing Workshop on February 16 to 17, 2008 in Davao City.
“This is a follow up to the highly successful 1st Mindanao Film Directing Workshop that we conducted in September 2007,” Mangansakan said.
The Workshop last year resulted in the production of numerous short films that have made it to local and international film festivals.
The Workshop will explore the art and craft of directing narrative films, whether short or long feature. It will teach the fundamentals of script analysis, with emphasis on storytelling strategies, visual language and grammar, working with actors and crew, even promoting one’s film after it has been made.
Participants will be taught how to break down a script and turn it into a director’s blueprint for the film, block actors and camera, establish atmosphere, encode meanings into images, and other techniques that make directing a complex but rewarding experience.
The Workshop has been carefully crafted for those who want to seriously consider becoming filmmakers.
“Directing entails a lot of processes. To be a good director, you should have a good grasp of storytelling fundamentals. You should learn the psychology, aesthetics, even the economics of directing,” Mangansakan stressed.

PMNSC medical mission a huge success
PHILIPPINE Medical Society of Northern California (PMSNC) within four and half days, January 21 to 25, 2008, handled over 10,000 cases at the Almendras Gym, majority of whom were out-patient cases and more than 300 handled at the Davao group consisted of 220 medical practitioners, nurses and non medical volunteers from the U.S. complimented by some 40 Philippine-based doctors. It is estimated that the dollar value of this mission, is approximately $20 million dollars excluding the cost of medicines that were given away at both locations, and approximately more than 200,000, being billed by DMC to PMSNC for the supplies used during the mission.
All PMSNC staff and volunteers paid their own airfares, hotels, including the transportations and meals, whenever they are not provided at the host location.
Two 40- footer containers were shipped out from San Francisco, California, containing the necessary medical equipment and medicines plus the medicine personally brought by the staff.
This is the third mission by the PMSNC in Davao area. But the previous two missions were conducted outside Davao City.
Credits for making this medical mission go to Dr. Hermie Valle, president and head of the mission, Dr. Cita Jose, Mission administrator and the City of Davao, co-sponsoring the event. This mission was also dedicated to Dr. Rodolfo Duterte, first founding president of PMSNC, and the later Dr. Angelo Ozoa, a Davaoeño who was mission coordinator from 1995 to 2005, and who just died last July 2007.
The PMSNC group was very impressed with city’s cleanliness and felt very safe during their stay in the city and some had expressed their desire to return to Davao for a pleasure trip and spend more time here.

Davao City (8 February) -- A high government official in the region expressed positive economic outlook for 2008 with more projects and interventions now on the pipeline.
Assistant Secretary Engr. Merly Cruz of the Department of Trade and Agency based in Davao City said several big ticket projects are expected to proceed this year after agreements were forged late last year with partners both from the government and private sector.
Among these agreements she said are the development of strategic infrastructure projects such as the Mindanao Railyway System and the Island Garden City of Samal (IGaCoS) Bridge as priorities.
The agreement was entered into between the Mindanao Busienss Council, Davao Integrated Development Program (DIDP), and the United Kingdom-based financier MCC Capital Projects, Ltd.
Another big ticket project is the coal mining project to be explored by Filipino and Indonesian businessmen in East Kalimantan, Indonesia; and the Oleo Chemicals project between Mindanao and Sabah, Malaysia for possible joint venture arrangement in coco oil and oil palm processing.
These projects, she said were included in the 21 projects discussed by prospective partners during the business matching of the First Investment Conference of the BIMP EAGA.
Meanwhile Cruz reported that the Davao Region generated a total of P9.18 billion of investments last year that was 44 percent higher compared to 2006 figure of P6.36 billion.
These projects involved 46,416 jobs or 18 percent higher than 2006's 39,000.
Cruz said the performance last year showed that the region had a robust economy.
She said they expect a continued positive performance with various agencies and association collaborating with the government in the implementation of projects and initiatives. (PIA) [top]

Davao City (8 February) -- University of Southeastern Philippines (USEP) SUC president Dr. Perfecto A. Alibin bared today that the state university inked a partnership with St. Paul's Theological Seminary of the Republic of Korea represented by its President, Mr. Hur Chang Bum for the establishment of an Institute of Languages here in Davao.
In line with USEP's thrust to be globally competitive, USEP and Paul's Theological Seminary, will establish a functional working relationship and promote mutual international relation through the learning of English language.
Mr. Bum, who is based in South Korea came over in Davao City to offer an intensive training program for Korean students and children to be managed by USEP.
Dr. Alibin said an initial of about one hundred Korean students are scheduled to come here in Davao by July this year (2008) to learn English language and learn the culture and tradition of Filipinos and vice versa.
In the near future, Mr. Bum wish to have bachelor's degree and masteral programs to benefit Korean students, he said.
We are also inviting, not only Korean nationals, but Japanese as well to also learn intensive learning in English, our university is willing to be partners with foreign institutions, Dr. Alibon further said.
He said that at present, USEP's students totaled about 11,000 and it plan to provide more buildings and classrooms due to increasing enrollees every year.
In fact, our college of education is undergoing additional school building construction and is expected to be completed mid this year, he added
Dr. Alibon said USEP offers short courses particularly for our out-of-school youth for them to be able to land a job. Skilled workers, he said are now in demand, not only domestically, but in other countries.
These courses are being funded by the Technical Education Skills Development Authority (TESDA) and the city government.

Thanks @neyo. Just buried my mom last Tuesday. It's actually very hard for me and my family... for me kasi death is a time for sorrow because you will surely miss and long for the lost loved one, and some sort of rejoicing na rin kasi at least on my mom's part hindi rin basta-basta pinagdaanan niya with her illness, kaya in a way medyo grateful na rin kami at hindi gaano matagal yung suffering niya.
Anyways, so much for the OT... CFH Davao by the way does not have wi-fi access kaya nga ngayon lang ako nakapaglog-in. But cosmo will have daw in the future.
We were in Glan, Sarangani yesterday until this afternoon with my late mom's relatives and we enjoyed swimming in one of its beautiful beaches (after more than 2 years nakalangoy na pud og dagat!). I'm currently in Marbel with my wife's relatives until this Saturday, then be back again to Davao on the said day.
Will be going back to manila on the 11th via cdo, naubusan na kasi ng cabin accommodation ang superferry yung byahe nila from Davao/Gensan on the same date (2 weeks ago ako nagpa-book pero puno na agad), cause i need to report to work on the 16th. Oooops nag-travelogue na ako, sorry again for the OT mods...:)

Philippine eagles: Runaway logging threatens to wipe out one of the world's largest raptors. Now people are waking up to its plight.
If the irrevocable transition of one species from rarity to extinction causes a rent in the fabric of our planet, exactly how big a hole would be left by the loss of the Philippine eagle? No disrespect is meant to the basking malachite damselfly or the fine-lined pocketbook mussel, because all creatures—and plants too—help turn the infinitely complex cogs of the biosphere. But the loss of this glorious bird would steal some of the world's wonder. It glides through its sole habitat, the rain forests of the Philippines, powerful wings spread to seven feet (2.1 meters), navigating the tangled canopy with unexpected precision. It is possible that no one has ever described this rare raptor, one of the world's largest, without using the word "magnificent." If there are those who did, then heaven heal their souls.
In the kind of irony all too familiar to conservationists, however, the very evolutionary adaptations that made it magnificent have also made it one of the planet's most endangered birds of prey. There is no competition for prey from tigers, leopards, bears, or wolves in the Philippine archipelago, the eagle's only home, so it became, by default, the king of the rain forest. Expanding into an empty ecological niche, it grew to a length of three feet and a weight of up to 14 pounds. A nesting pair requires 25 to 50 square miles of forest to find enough prey—mammals such as flying lemurs and monkeys; snakes; and other birds—to feed themselves and the single young they produce every other year.
"The birds had the islands all to themselves, and they grew big," says Filipino biologist Hector Miranda, who has studied the eagles extensively. "But it was a trade-off, because the forest that created them is almost gone. And when the forest disappears—well, they're at an evolutionary dead end."
Indeed, with deforestation rates in the Philippines among the highest in the world (more than 90 percent of primary forest may have been lost to logging and development), the eagle has been reduced to a population estimated at several hundred breeding pairs.
Awareness about conservation issues, however, is rising in the Philippines. A series of devastating floods and mud slides in the past decade has convinced Filipinos that the loss of forest affects not just wildlife but people too. In recent years new protected land areas have been established in the Philippines; one, the 17,300-acre Cabuaya Forest, specifically protects the eagle. And in an effort to prevent the eagle population from dwindling further, the Philippine Eagle Foundation on Mindanao island is working to educate Filipinos about the bird, which was declared a national emblem in 1995. At least some of those who once would have shot an eagle for food or sport now let it soar unmolested.
Meanwhile, visitors to the foundation's education center can see more than a dozen eagles, some of which were rescued after they were trapped or shot. Twenty-one birds have been raised as part of a breeding program that aims someday to release birds back into restored habitat on the Philippine Islands. Will the efforts be enough? Perhaps. Hydro power plants prod 44% hike in Davao investmentsDAVAO CITY — Driven largely by hydroelectric power plant projects of the Aboitiz Group, about P9.18 billion in new investments in the Davao Region were registered last year, or about 44% more than the P6.36 billion recorded in 2006.
A statement released by the regional office of the Trade department said these new investments resulted in 46,416 jobs in that period, 18% more than jobs generated in 2006.
Trade and Industry Assistant Secretary Merly M. Cruz also said the 2007 investment figure was about 56% more than the target for the year.
"With the efforts of various agencies and associations, we were able to conduct and implement a number of projects and initiatives last year. These initiatives have helped us a lot in surpassing our performance in the previous year," she said.
Domingo Duerme, former president of the Davao City Chamber of Commerce and Industry, noted that "our economic growth last year was evident."
Data of the Board of Investments in the city showed that 10 new projects were registered last year, involving banana chips production, coconut fiber and peat, hydroelectric power plants, recycling, information and communications technology and cold storage facility.
Gil Dureza, head of the agency, said the biggest investment registered last year was that of the Hedcor Tamugan, Inc., a hydroelectric power corporation which is part of the Aboitiz Power Corp. Mr. Dureza said the company will invest P3.68 billion in its project in Tamugan, one of the three power plants being built by the Aboitiz company in the city. The others are to be built in Panigan and Suawan districts.
Under the plan, the three power plants — with combined capacity of 30.5 megawatts — will supply Davao Light and Power Co.
The Aboitiz power company has also started building another hydropower plant in the nearby Sibulan, Santa Cruz, Davao del Sur where it would spend P5 billion as the plant would produce 42.5 megawatts.
South Korean companies have also invested in the city, said Mr. Dureza, adding that Yoo Chang was to invest P4 million in its coconut fiber production. Another company, Woo Hoo Philippines, will spend about the same amount in its wood processing plant, he added. — Carmelito Q. Francisco

Duterte names self as 'Araw' chair

DAVAO City Mayor Rodrigo Duterte, for the very first time, will be the working chairman of the Araw ng Dabaw celebration and not just it's honorary chairman.
Pursuant to Executive Order No. 8 of 2008, the mayor declared himself chair with businessman and Davao City Water District Chair (DCWD) Eduardo Bangayan as co-chair.
Vice-chairmen for government and private sectors are Councilor Susan Isabel Reta and Roger Layson, respectively.
In Thursday's I-Speak forum, Patricia Melizza Ruivivar, the mayor's chief of staff and head of the Araw ng Dabaw Secretariat, said the city's celebration of its 71st Charter Day will be quite different from those in the past.
"Sabi ni mayor, when we prepare so much for visitors, it should be nothing less for Dabawenyos," Ruivivar said.
The budget needed for this year's celebration is pegged at P3.5 to 4 million.
"As always, the city will shell out 1 million and the rest will be sourced out from the sponsors. Mr. Bangayan already assured the mayor he could generate that funding," Ruivivar said.
Highlights
Among the highlights of the 71st Araw ng Dabaw Celebration that will open on March 14 will be the multi-sectoral state of the city presentation.
On the grand opening day, Davao's various sectors will have a creative presentation of the city's current situation instead of the mayor delivering a state of the city address.
"Ayaw kasi ni Mayor na siya mismo magbigay ng kung anong sitwasyon. Baka magkamali pa daw siya. He wants it to come from the people themselves kung how they see the city's situation para mas truthful and realisitic," Ruivivar said.
Among the participating sectors will be the Muslims, Christians, Lumads, women, business, tourism, media, police, military and even progressive groups based in the city.
After the opening program, which will be held infront of the city hall, attendees will proceed to the newly-built Mueso Dabawenyo for a preview.
"Hindi pa siya filled but there are models and tarpaulins that show people how the area is supposed to look. It will also encourage the public to donate or loan historical pieces that we can exhibit sa museum," Ruivivar said.
Improved Mutya tilt
The grand opening of the celebration will also see the Coronation of the Mutya ng Dabaw 2008 dubbed as "The Search for the New Dabawenya."
This time, however, there will be no swimsuit competition and the winner will be judged not just for her physical outlook, intelligence and communication skills but also for her involvement in the community.
"Ang vital statistics talaga ng babae is not the measurement kundi ang kanyang utak at puso. As Mutya, she has to be aware of her roles in building the city. Traits talaga ng Dabawenyo ang pagiging concerned citizen, may advocacy at pagiging cooperative so the new Mutya must reflect those traits," Ruivivar said.
Ruivivar added that the new criteria for the search were initiated by Vice-Mayor Sara Duterte in which the "Quality of Proposed Project Design" is included.
"Ideally, she should already be involved in the community but we will also consider those that are still planning to do so. Each candidate must craft a community project she will present to the judges. If she wins, part of the cash prize she will receive will be matched by a foundation so that her proposed project will be implemented and sustained," Ruivivar said.
"At first, we thought na wala nang sasali because of the criteria. Surprisingly, mas marami ang gustong sumali (no one will join because of the criteria but surprisingly, a lot want to join)," Ruivivar added.
Dabawenyas, who are 18 years old and above, resident of the city for 3 years, and shows passion to involve in community development initiatives, are welcome to join.
Flea market
Aside from the traditional Agro-Industrial fair spearheaded by the private sector, the city government would also open a flea market at the Rizal Park where Davao's indigenous peoples, people's organizations and non-government organizations can display their products.
"The space is for free. And while the flea market is open from March 15 and 16, merong performances sa stage (there will be performers in the stage)," Ruivivar said.
Pacman day
On March 16, on charter day, the traditional socio-civic parade will still be one of the main events.
The city government will also install a giant screen at Rizal Park for a live public showing of the bout between Davao's adopted son and international boxer Manny Pacquiao and Juan Manuel Marquez. The fight will be right after the parade.

"The office equipment will arrive tommorow as the staff starts working. Mr. Ed Fernandez will serve as consultant. The office will have a secretary, computer operator and utility."
He said Ramirez will head the inauguration of the office after his Cuba trip. The PSC chief is Cuba right now looking for best coaches who will help the Philippines' gold medal quest in the coming Beijing Olympics.
"The satellite office aims to augment the main office in its talent identification program and promotion of grassroots development program," Encabo said.
He said that Mindanao office of the PSC will also coordinate with the local government units (LGUs) seeing action in the BIMP-Eaga Games.

Travel, construction shows set at SM

THE 2nd Davao International Travel and Lifestyle Exhibition will be held back to back with the Building and Construction Show on February 22 to 24 at the SM Entertainment Plaza in Davao City.
Art Boncato, sales and marketing director of the Marco Polo Davao, said in Wednesday's edition of the Club 888 press forum, that the travel show will be attended by airlines and tour operators from the Bimp-Eaga region who were also expected to be the foreign guests of the show.
It was learned that the show is timely scheduled with the Bimp-Eaga Travel and Airlines Convergence Meeting on February 22 to 23.
"Tourism Secretary Ace Durano is also expected to come as the guest of honor," Boncato said.
The event is expected to attract over 150 exhibitors representing a variety of products and services.
The Building and Construction Show, on the other hand, will showcase a wide range of products not readily available in the local market. Exhibitors are expected to build their presence in the industry, demonstrate new technologies
and generate substantial sales leads.

Davao investment up 44%

DAVAO region generated a total of P9.18 billion of investments last year, 44 percent higher compared to 2006 figure of P6.36 billion.
The Department of Trade and Industry (DTI)-Southern Mindanao reported that the 2007 accomplishment is 56 percent above its annual target.
Of the said amount of investments, DTI-Southern Mindanao added, 46,416 jobs were created, a boom of 18 percent from 2006's 39,000.
Trade and Industry Assistant Secretary Merly M. Cruz said the region's performance in last year's investments and jobs scorecard only show that "we really are enjoying a robust economy here in Davao Region."
"With the efforts of various agencies and associations, we were able to conduct and implement a number of projects and initiatives last year. These initiatives have helped us a lot in surpassing our performance in the previous year," she said.
As of November last year, at least 10 companies registered with the Board of Investments (BOI) Davao. These companies are into the production/operation of banana chips, coco fiber and peat, knock down pallets, hydro power plant, recycling, information and communications technology (ICT), and cold storage facility.
Moreover, the National Economic Research and Business Assistance Center in Davao (Nerbac Davao), along with the Mindanao Economic and Development Council (Medco), Mindanao Business Council (MinBC), Davao City Chamber of Commerce and Industry, Inc. (DCCCII), and the government of the Autonomous Region in Muslim Mindanao (Armm), organized a 14-member delegation for a trade and investment mission to the Kingdom of Saudi Arabia (KSA) last March 2007 in order to encourage investments in the region.
After five months, the mission immediately realized several results, such as sales, market tie-ups, and follow-through investment mission.
Based on the report of Nerbac, Davao-based Sagrex Corporation shipped out 500 kilograms of microwavable bananas on June 16, 2007 and another 20 metric tons on October 30, 2007.
Meanwhile, the Mindanao Pearl Center and YY Sea International, both based in Zamboanga, were able to get orders of P2.5 million worth of bangles and mikimoto pearl and P12 million of bottled sardines, respectively.
The Maharlika Agro-Marine Ventures, which launched its Virtual Poultry Farming project during the mission, had encouraged the overseas Filipino workers (OFWs) based in KSA to invest and own some of the 49 percent of the aggregate equity of the company's Coronon Poultry Farm in Davao del Sur.
Aside from the KSA mission, Nerbac Davao, being the investment promotion arm of DTI 11, also assisted in the successful conduct of the 1st Brunei Darussalam-Indonesia-Malaysia-Philippines-East Asean Growth Area Investment Conference (BIMP iCon) last October 22-23, 2007.
A total of 21 projects were discussed by prospective partners during the iCon's business-matching sessions.
Among the big ticket projects are the agreement inked by the MinBC, Davao Integrated Development Program (DIDP), and United Kingdom-based financier MCC Capital Projects, Ltd. for the development of strategic infrastructure projects with the Mindanao Railway System and Island Garden City of Samal (IGaCoS) Bridge as priorities; coal mining project to be explored by Filipino and Indonesian businessmen in East Kalimantan, Indonesia; and Oleo Chemicals project between Mindanao and Sabah, Malaysia for possible joint venture arrangement in coco oil and oil palm processing.
Cruz expressed positive economic outlook for 2008 especially that more projects and interventions are now on the pipeline.

Travel, construction shows set at SM

THE 2nd Davao International Travel and Lifestyle Exhibition will be held back to back with the Building and Construction Show on February 22 to 24 at the SM Entertainment Plaza in Davao City.
Art Boncato, sales and marketing director of the Marco Polo Davao, said in Wednesday's edition of the Club 888 press forum, that the travel show will be attended by airlines and tour operators from the Bimp-Eaga region who were also expected to be the foreign guests of the show.
It was learned that the show is timely scheduled with the Bimp-Eaga Travel and Airlines Convergence Meeting on February 22 to 23.
"Tourism Secretary Ace Durano is also expected to come as the guest of honor," Boncato said.
The event is expected to attract over 150 exhibitors representing a variety of products and services.
The Building and Construction Show, on the other hand, will showcase a wide range of products not readily available in the local market. Exhibitors are expected to build their presence in the industry, demonstrate new technologies
and generate substantial sales leads.
Meanwhile, the organizer of the event, the Global-link MP Events International Inc, one of the country's top exhibition and trade show organizers, is confident that it will surpass the expectations of the exhibitors.
Last year, the same events were hosted by Davao City, also at the SM Entertainment Plaza. (JGRS)

DAVAO region generated a total of P9.18 billion of investments last year, 44 percent higher compared to 2006 figure of P6.36 billion.
The Department of Trade and Industry (DTI)-Southern Mindanao reported that the 2007 accomplishment is 56 percent above its annual target.
Of the said amount of investments, DTI-Southern Mindanao added, 46,416 jobs were created, a boom of 18 percent from 2006's 39,000.
Trade and Industry Assistant Secretary Merly M. Cruz said the region's performance in last year's investments and jobs scorecard only show that "we really are enjoying a robust economy here in Davao Region."
"With the efforts of various agencies and associations, we were able to conduct and implement a number of projects and initiatives last year. These initiatives have helped us a lot in surpassing our performance in the previous year," she said.
As of November last year, at least 10 companies registered with the Board of Investments (BOI) Davao. These companies are into the production/operation of banana chips, coco fiber and peat, knock down pallets, hydro power plant, recycling, information and communications technology (ICT), and cold storage facility.
Moreover, the National Economic Research and Business Assistance Center in Davao (Nerbac Davao), along with the Mindanao Economic and Development Council (Medco), Mindanao Business Council (MinBC), Davao City Chamber of Commerce and Industry, Inc. (DCCCII), and the government of the Autonomous Region in Muslim Mindanao (Armm), organized a 14-member delegation for a trade and investment mission to the Kingdom of Saudi Arabia (KSA) last March 2007 in order to encourage investments in the region.
After five months, the mission immediately realized several results, such as sales, market tie-ups, and follow-through investment mission.
Based on the report of Nerbac, Davao-based Sagrex Corporation shipped out 500 kilograms of microwavable bananas on June 16, 2007 and another 20 metric tons on October 30, 2007.
Meanwhile, the Mindanao Pearl Center and YY Sea International, both based in Zamboanga, were able to get orders of P2.5 million worth of bangles and mikimoto pearl and P12 million of bottled sardines, respectively.
The Maharlika Agro-Marine Ventures, which launched its Virtual Poultry Farming project during the mission, had encouraged the overseas Filipino workers (OFWs) based in KSA to invest and own some of the 49 percent of the aggregate equity of the company's Coronon Poultry Farm in Davao del Sur.
Aside from the KSA mission, Nerbac Davao, being the investment promotion arm of DTI 11, also assisted in the successful conduct of the 1st Brunei Darussalam-Indonesia-Malaysia-Philippines-East Asean Growth Area Investment Conference (BIMP iCon) last October 22-23, 2007.
A total of 21 projects were discussed by prospective partners during the iCon's business-matching sessions.

Philippine eagles: Runaway logging threatens to wipe out one of the world's largest raptors. Now people are waking up to its plight.
If the irrevocable transition of one species from rarity to extinction causes a rent in the fabric of our planet, exactly how big a hole would be left by the loss of the Philippine eagle? No disrespect is meant to the basking malachite damselfly or the fine-lined pocketbook mussel, because all creatures—and plants too—help turn the infinitely complex cogs of the biosphere. But the loss of this glorious bird would steal some of the world's wonder. It glides through its sole habitat, the rain forests of the Philippines, powerful wings spread to seven feet (2.1 meters), navigating the tangled canopy with unexpected precision. It is possible that no one has ever described this rare raptor, one of the world's largest, without using the word "magnificent." If there are those who did, then heaven heal their souls.
In the kind of irony all too familiar to conservationists, however, the very evolutionary adaptations that made it magnificent have also made it one of the planet's most endangered birds of prey. There is no competition for prey from tigers, leopards, bears, or wolves in the Philippine archipelago, the eagle's only home, so it became, by default, the king of the rain forest. Expanding into an empty ecological niche, it grew to a length of three feet and a weight of up to 14 pounds. A nesting pair requires 25 to 50 square miles of forest to find enough prey—mammals such as flying lemurs and monkeys; snakes; and other birds—to feed themselves and the single young they produce every other year.
"The birds had the islands all to themselves, and they grew big," says Filipino biologist Hector Miranda, who has studied the eagles extensively. "But it was a trade-off, because the forest that created them is almost gone. And when the forest disappears—well, they're at an evolutionary dead end."
Indeed, with deforestation rates in the Philippines among the highest in the world (more than 90 percent of primary forest may have been lost to logging and development), the eagle has been reduced to a population estimated at several hundred breeding pairs.
Awareness about conservation issues, however, is rising in the Philippines. A series of devastating floods and mud slides in the past decade has convinced Filipinos that the loss of forest affects not just wildlife but people too. In recent years new protected land areas have been established in the Philippines; one, the 17,300-acre Cabuaya Forest, specifically protects the eagle. And in an effort to prevent the eagle population from dwindling further, the Philippine Eagle Foundation on Mindanao island is working to educate Filipinos about the bird, which was declared a national emblem in 1995. At least some of those who once would have shot an eagle for food or sport now let it soar unmolested.
Meanwhile, visitors to the foundation's education center can see more than a dozen eagles, some of which were rescued after they were trapped or shot. Twenty-one birds have been raised as part of a breeding program that aims someday to release birds back into restored habitat on the Philippine Islands. Will the efforts be enough? Perhaps. Garcia: Chihiro Ikeda is favored to win in Southern Ladies Open

The 45th Southern Ladies Open Golf tournament kicked off last February 6 at the Bacolod Golf & Country Club. Davao City's Chihiro Ikeda is favored to win the said tournament.
At 16 years old, she has joined a lot of competitions both internationally and locally beating a lot of top female amateurs in the world of golf today. Chichang Ikeda, the reigning champion of the Philippine Ladies Open won the recent DHL-WWW Express National Amateur Golf Championship against Indon Lydia Ivana Jaya. It was another come-from-behind victory. Twice in a row, she beat Lydia in the same manner, so I am sure the Indon will not forget about Chichang for several months to come.
During the recent men's invitational tournament in The Country Club in Canlubang, Ikeda was invited to join. On the first round, she was paired with Frankie Minoza. Would you believe she beat Minoza that day? Our little child wonder beat world renowned Minoza along with other Filipino greats such as Cookie Lao, Gerald Rosales, Carito Villaroman, Robert Pactolerin and others. But on the second day, she did not do so well. Hey, she's a young girl competing against the big guys. Give her a break. She reminds me of Michelle Wie who sometimes competes against the guys in the PGA tour. Michelle Wie is 6'1 while Chichang is only five feet tall but making waves nonetheless.
I remember a couple of years ago, she was such a young bubbly kid then, I was amazed at how good a player she was. There was a tournament, the qualifying round of the Samsung Amateur finals (I think), at the Apo Golf and Country Club. She scored a 78 or close to that. Now, if you're from Davao, you know how tough that course is, and for someone to score a 78, that is excellent. But you know what, you will be surprised to know that the reason why she scored a 78 was because during the tournament, her putter broke and she had to use another club for putting. Imagine that...scoring a 78 without a putter. How good is that!!!
I have always been very proud of her. One time I asked permission from her dad if I could bring her to Cagayan de Oro to compete with me in the Southern Ladies Open which was held in Pueblo de Oro that year. Her dad allowed her to go with me and a friend of mine. And so we went, by land, took us around five hours to get there, and Chichang played with my gameboy almost all the way. Yes, I have a gameboy and a psp and a Nintendo wii. I'm a kid at heart, too.
During the practice round, in one of the par 4s, I was shocked when she drove her ball from the tee all the way to the green. There were still people putting on that green and they were also surprised to see a ball roll over towards them. Unbelievable! If you have the chance to watch her play when she's home, do so. The way she snaps at the ball, her hip turn, her timing, and for a girl who's barely five feet tall--you will be amazed as well.
I remember telling people in Cagayan, the press, too, including Al Mendoza and some members of the NGAP to take notice of Chihiro Ikeda as I knew she would beat the hell out of the ladies in the Philippine Team someday. Not only did she beat the stars of the Philippine Team, she beat a lot of women in Asia, winning several international tournaments, and that's just the beginning.
At the start of this year, she has won two big tournaments already. And I know she will win a lot more.
Goodluck to you, my friend. It is your time to shine. Make Davao proud.

It's actually very hard for me and my family... for me kasi death is a time for sorrow because you will surely miss and long for the lost loved one, and some sort of rejoicing na rin kasi at least on my mom's part hindi rin basta-basta pinagdaanan niya with her illness, kaya in a way medyo grateful na rin kami at hindi gaano matagal yung suffering niya.
Anyways, so much for the OT... CFH Davao by the way does not have wi-fi access kaya nga ngayon lang ako nakapaglog-in. But cosmo will have daw in the future.
We were in Glan, Sarangani yesterday until this afternoon with my late mom's relatives and we enjoyed swimming in one of its beautiful beaches (after more than 2 years nakalangoy na pud og dagat!). I'm currently in Marbel with my wife's relatives until this Saturday, then be back again to Davao on the said day.
Will be going back to manila on the 11th via cdo, naubusan na kasi ng cabin accommodation ang superferry yung byahe nila from Davao/Gensan on the same date (2 weeks ago ako nagpa-book pero puno na agad), cause i need to report to work on the 16th. Oooops nag-travelogue na ako, sorry again for the OT mods...:)
