Two years since it was established, Davao City 911 has evolved from a crime-fighting resource into an all-around emergency response center.
Initially having only police cars under its system, 911, or the Central Communication and Emergency Response Center, has now consolidated all government emergency service providers into one core group. To date, it has 36 mobile patrol cars, 2 fire trucks, 6 ambulances, 3 Urban Search and Rescue (USAR) vehicles, and 1 K-9 van serving the people of Davao.

JoeyIncali May 9th, 2005, 07:44 PM Daghan salamat mga brods for the pics.
I grew up in Davao. Graduated from ADDHS and ADDU eons ago.
I've probably experienced the beauty of Davao's nature more than most Davaoenos. My father worked in the Compostela Valley so I was able to bathe in several rivers and waterfalls in the Comp. Valley. We even drove deep in the jungle all the way to the best kept secret Aliwagwag Falls at the Agusan Valley. You can't go there now b./c of the way sapatos people.
My auntie also owned a fish pond in Lupon, Davao Oriental by Mati. Mati has great beaches. Kinda far but the white sand there is awesome.
Samal Island, Paradise, Isla Perlita and the surrounding area are awesome.

too bad that Davao's farmlands are soon going to be flattened to give way to urban development. doesn't Davao have some of the country's best fruits...?? that would be such a waste if this really does happen.
it seems like Davao has quite some great architecture in the city and in the resorts though... pretty impressive! Davao is awesome!
simply_me May 15th, 2005, 12:57 PM ^actually, subdivisions are sprouting like mushrooms in our neighboring area. and it has been rumored that a big portion just close to our farm would be another Sta. Lucia project. And yes, we have most of the best fruits in Davao.

Salamat bay.
We are still part owner of a small water resort there called Waterworld in Bangkal.
Simply Me's pics around the Samal look soooo familiar. Isla Perlita, that little island, the Ramos cottages ( rumors of course ) and the Margie Moran's projects.
We used to island hop from Tibungco and down. Snorkeling was a lot of fun.
I might visit again next February. I miss my cousinss, nephews and nieces there.
Having lunch at the top of Apo View Hotel is a must for all Davaenos.

Bay, where is your farm?
We have a farm in Calinan and the Kawayan area.
Durian, Santol, manggo and lansones of course. :)
Some coffee too.
JoeyIncali May 17th, 2005, 01:12 AM As usual, great pictures! When I went there, we still used the old airport (across the street right?).
Yes that's right I remember now. I took a jeep to Calinan. And then I took a tricycle to Baguio. But when I rode the tricycle, binisaya ako and i was like ---duuuuh--- sorry bai. di ako marunong. I don't remember where the sakayan was to go to Calinan. I think it was the main avenue. Oh I don't know... or maybe it was across the street from the Marco Polo. I remember I was proud of myself for doing everything by myself and not taking taxis.
But what a beautiful city. I think the year I went there, there was a new baby eagle. Not Pag-asa. Pangarap? I don't remember. I hope they get more funding soon. The facility is world class. They also had different endangered animals there.
I think you went to Calinan then a trip to or near the Malaybaly Bukidnon area. Malaybalay is about a mile high from sea level. It gets cold up there.
KulasKusgan May 17th, 2005, 01:43 PM @ Joey: Great to know youre part owner of Waterworld. I believe its the first pool in Davao to have bigger & taller slides... Your farm is in Kawayan, Calinan? Ive been there with my officemates. We fested on durian, marang, rambutan, mangosteen, lakatan, buko, langka, etc. Brgy Upper Tamayong maganda rin. The temperature is more like Baguio. It is where the Kingdom of Apollo Quiboloy is located. There are several architecture there worthy to be posted here. I wish I can get access to that Kingdom.

hopefully the big developers do not come in and over develop and destroy everything... I would hate to see that happen. Davao is just too beautiful...

City ready to host Asean tourism gab
By Jenny Molbog-Mendoza
DAVAO City is all set to host the biggest gathering of at least 3,000 tourism stakeholders, sellers and buyers from all over Southeast Asia.
Southern Mindanao Tourism Council chair Mary Ann "Baby" Montemayor said Tuesday the city is "very much prepared" to host the Asean Tourism Forum (ATF) slated in January next year.
Montemayor said hosting the 10-day event would open a lot of opportunities for the city.
"When I and Ann (Pamintuan of Mindanao Trade Exhibit Foundation, Incorporated) were in Manila for the Rustan's showcase, I asked Tourism Secretary (Joseph Ace) Durano if Myanmar is really backing out from hosting the event. Then, he answered me: whether Myanmar backs out or not, Davao is really hosting it," she said.
Based on the original schedule, the Philippines' turn to host the event would still be in 2007. But due to some reasons and circumstances, there's a possibility that Myanmar will no longer host the forum next year.
"Therefore, the Philippines' hosting stint will be staged in advance," Montemayor said.
"The major reasons that were raised why Myanmar can't host the event were the lack of facilities and the human rights issue there. Actually, Clark was first considered but due to lack of accommodation facilities, hindi natuloy. The second choice was Cebu, but they can't host the ATF because January is Sinulog time. So, Davao na nga ang naging choice ni President (Gloria Macapagal) Arroyo and Secretary Durano. It really doesn't matter whether first choice tayo or hindi. The most important thing is tayo pa rin ang magho-host," she added.
In a meeting with Tourism Undersecretary Oscar Palabyab and Assistant Secretary Phineas Alburo on Monday, the region's tourism stakeholders, including Montemayor, Davao Tourism Council vice chair Art Boncato, City Tourism Office chief Id Acaylar, City Mayor's chief of staff Patmei Ruivivar, Cesar Balan of the Bangko Sentral ng Pilipinas, hotel executives, and bus operators expressed optimism that the city is very capable of hosting the event considering that it has the facilities needed to accommodate a huge number of delegates.
"Undersecretary Palabyab asked us if we have a 10,000 square meters exhibition area, 50 buses, hotel rooms, and air links. We don't have the big requirement for an exhibition area but we can rent a tent from Manila that can fit the size of 10,000 square meters. Sa buses, okay na since nandoon sa meeting ang bus operators, therefore, they can pool their resources and inventory together so that we can serve the delegates. Sa hotel rooms naman, since kulang naman talaga ang hotel rooms natin, we have already talked to Star Cruises and they welcome our proposition, kumbaga magiging floating hotel ang Star Cruises. Air links naman, Davao is one of the places wherein lahat ng carriers may landing rights," Montemayor said.
On the part of the City Government, the representatives of Mayor Rodrigo Duterte revealed that the mayor has already given his 101 percent support for the hosting of the event.
"This will be a big opportunity for us since anlaki ng magiging media exposure natin worldwide. Media outfits from all over are surely coming over to cover the event. This is an opportunity, if we pass this chance of hosting the ATF, the Philippines will have to wait for another 10 years for its turn to come again at baka that time hindi na mapipili ang Davao," Montemayor said.
Sarcasticity May 21st, 2005, 06:09 AM Davao is a great city but there are many areas it needs work on.... It has a few mid-rise buildings (Marco Polo, Landco, Pryce, Durian Hotel, Mandaya Hotel, Metrobank, and Grand Regal) and a few notable buildings like Ateneo de Davao Univeristy... here are a few pics i found in the internet, they're quite small though... anyway, are the abandoned buildings next to the expressway infront of villa margarita once a hotel?? I think they should use it because it's quite a big property

there used to be a hotel infront of Villa Margarita, beside Davao Light's Diesel Engine Power Plant. that was long time ago. i forgot the name. was it Cuizon Hotel or something. Casino Filipino once occupied space beside that building before it was transferred to Grand Regal (formerly Mercure).
i dont think that building is marketable as another ordinary hotel since its beside a power plant. or why not package it as power plant-themed hotel?

Grabe all-out tlaga mayor nyo sa pag promote ng Davao :) sna lahat na mayor sa Pinas katulad ni Mayor Durano ... He gives us a prime example of Filipino ingenuity, we may not have the freedom to build great infrastructures but we can still make things happen by being resourceful and by using our innate gifts.

Davao to pilot express business center
DAVAO CITY - The Philippines Department of Trade and Industry (DTI) has identified Davao as a pilot area for the setting up of an express business center for investors to reduce the cost of doing business.
DTI city director Teololu Pasawa said the project, dubbed the Davao Express Business Center, is a one-stop shop documentation center for investors. Pasawa said it would be the first in the country with Davao City as the pilot area.
"There were attempts to establish a similar center in other areas of the country, but DTI decided to pilot the project here in the city," he said.
The center, which will be located within the DTI XI regional office, will be composed of government agencies that are instrumental in the processing of documents belonging to would-be investors.
Aside from reducing the cost of doing business, the project will also minimize bureaucratic red tape in government, allowing investors to conduct business more easily.

Davao exports up 20% in 1st quarter
By Jenny Molbog-Mendoza
THE Department of Trade and Industry (DTI) 11 has reported Davao Region's export performance during the first quarter of this year went up by 20 percent, as compared to the same period last year.
Based on the report obtained from DTI 11, export sales of the region for the first quarter of this year has reached $225.37 million, 27.68 percent of the annual target which is pegged at $814.30, records at the Bureau of Customs showed.
DTI 11 planning officer Romeo Castañaga indicated the agency's report that the escalating export data of the region is due to the "increases in the sales value of top export products, led by banana and other fruits, as well as wood products."
Fresh banana is still leading the region's scorecard in terms of export sales. The product recorded an increase of 21 percent this year as compared to 2004, from $143.8 million to $174.4 million.
Second was fresh pineapple, from $8.9 million in 2004 to $11.3 million in 2005, an increase of 26 percent has been noted.
These were followed by banana chips, from $3.5 million to $5.07 million, showing an increase of 41 percent; wood products, from $1.3 million to $2.9, showing a whooping increase of 123 percent; desiccated coconut, from $1.8 million to $2.09 million, with a difference of 16 percent; tuna, from $1.2 million to $1.65 million, showing a 37 percent increase; and brick granite tiles, from $0.7 million to $1.14 million, an increase of 62 percent has been noted.
Castañaga said these are just among the top export products of the region.

50T tilapia fingerlings dispersed in Davao River
THE Bureau of Fisheries and Aquatic Resources (BFAR) 11 dispersed a total of 50,000 tilapia fingerlings in Davao River early this month.
Erlinda Ali, BFAR 11 Fisheries Extension Training and Communications Division chief, said Monday thousands of the fingerlings would still be dispersed during the upcoming months in a bid to increase the production volume of tilapia while providing free food for the residents along the riverside.
"This is actually part of the farmers' and fisherfolks' month celebration of the agency. And every year talaga, it has already been a project of Bfar to disperse tilapia fingerlings in that body of water. Malaking tulong din kasi 'to sa mga residente ng Bankerohan, Mandug, Tigatto, and all other areas na nadadaanan ng Davao River," she said.
Ali said even if only 10 percent of the 50,000 tilapia fingerlings will survive, the residents can already have an income out of it, especially now that the price of the variety of fish moves between P65 and P75 per kilogram.
"Sa 10 percent, may 10,000 pieces na mabubuhay. That would be equivalent to 1,000 kilograms and that's the least," she said. (JMM)

Behave or be humiliated, Cotabato scions warned
SCIONS of powerful political clans in Mindanao who frequently get into trouble inside bars and entertainment places in Davao City will soon be banned from entering these establishments.
This was the warning posed by Davao City Mayor Rodrigo Duterte during his television program "Gikan sa Masa, Para sa Masa" Sunday.
The mayor warned these youngsters he will name them all and humiliate them in public if they go on treating Davao City like their own turf and treat Dabawenyos like their subordinates.
"Davao City is not your kingdom. 'Yung kayabangan ninyo iiwan niyo sa Cotabato. Huwag niyo dalhin dito," Duterte warned.
The mayor said these people are only acting brave due to the fact that they have many armed bodyguards who would readily protect them whenever they get into trouble.
Duterte said he already requested establishments frequented by these kids to make a list of people who frequently get into trouble and refuse them entry next time.
Duterte said he also ordered the police and the military to arrest the bodyguards of the troublesome kids if they attempt to harass and harm people.
Early morning of May 15, scions of two influential clans in Mindanao figured in a melee of fisticuff and bottle throwing inside the Liquid Bar of the Apo View Hotel.
Chief Inspector Matthew Baccay, San Pedro police chief, identified those involved as scions of the Sinsuat and Ampatuan clans in Maguindanao but did not give any particular names.
He said the two groups were inside the Liquid Bar at around 1 a.m. Sunday when they got into a heated argument followed by a fistfight.
Employees of the Apo View Hotel, who requested anonymity, said the two groups were throwing bottles and chased each other from Liquid Bar to the hotel's carpark area.
An employee said that Mayor Rodrigo Duterte's son, Paolo, even had to fire a gun just to pacify the warring groups.
Baccay, however, denied this, saying the young Duterte merely pacified the two groups who happen to be his friends.
"He never fired a gun," Baccay said. He said Paolo Duterte even escorted the two groups to the San Pedro police station along with police authorities.
Baccay assured that if ever one of those involved would file a formal complaint before them, they will conduct an investigation on the incident so that proper charges will be filed in court. But the trouble was soon patched up.
For his part, Mayor Duterte on Sunday said that he already requested his son, Paolo, to avoid public places to avoid being seen again amid some other trouble.
It can be recalled that another Ampatuan has been involved in a shooting incident in The Venue several years back resulting in the death of a young Dabawenyo.
Another political scion from Central Mindanao was likewise named as having fired his gun at a well-known nightspot in downtown Davao last year. (BOT)

MBC bypasses Dipolog, to hold Minbizcon in Davao
BUSINESS will again hold the 14th Mindanao Business Conference (Minbizcon) on September 14-17 in Davao City, amid a controversial move to bypass Dipolog City, which actually won the right to hold the influential forum this year.
Conference chair Antonio Santos said that after evaluating the capacity of Dipolog City to hold the conference, they found several hitches such as the lack of direct flights and the availability of venues and facilities.
“The guests might have trouble going to Dipolog, there is only one flight going to Dipolog, an early morning flight so they might go by land,” he said. “This would be strenuous for participants because of the 14-hour trip.”
The Minbizcon has become a venue for policy changes in Mindanao, where businessmen lobby for government policies to create a better business environment and foster development in the island region.
This 14th Minbizcon, with the theme “Mindanao…Delivering on the Promises,” hopes to examine the gains of the Mindanao Action Agenda (MAA), introduced during the 13th Minbizcon, which stated the ultimate goal of Mindanao “towards a just, equitable and lasting peace”
Santos, who is also the Mindanao Business Council chair, said that Dipolog City will have another chance next year when the conference will be held in Zamboanga City. Dipolog City is part of Zamboanga Peninsula.
Santos said that they had “a hard time explaining to them (Dipolog businessmen) the problem but this was resolved already.”
“While we really intended it to be there, it’s important to have facilities because we want this (conference) to improve every year and not deteriorate,” he said.
Sebastian Angliongto, chairman emeritus of the MBC, said that they considered other factors why they decided to bring back the conference to Davao City this year.
“We are trying to put a new system of approach,” he said.
Aliongto said they will give a chance to Federation of Davao Chambers of Commerce and Industry, which represents the smaller chambers, to host the event rather than leave the organization of the conference to the bigger chambers.
“The federation of chamber of commerce in Davao City is quite strong,” he said.
He said the success of this year’s conference and the lessons learned will be adopted during the Mindanao Business Conference in Western Mindanao next year.

KulasKusgan June 2nd, 2005, 03:31 PM City to join 'Wow' event only for political reasons
By Jenny Molbog-Mendoza
DAVAO City Tourism Operations Office (CTOO) chief Id Acaylar revealed the City Government will join the "Wow Davao sa Intramuros" slated in September not because it is expecting a "return of investment"(ROI) from the event, "but because of political reason."
Wow Davao sa Intramuros is a yearly presentation of Davao's bounty in Manila. In the event, other provinces will likewise highlight their destinations. It is being initiated by the Department of Tourism (DOT).
"I'm not interested to join. Wala naman kasi talagang ROI. Magpapalabas ako ng pera pagkatapos wala naman akong makukuha, basically that's the essence of ROI. Actually, we are going there not for ROI anymore but for political reasons. We are joining because Secretary (Joseph Ace) Durano has been so nice to us," he said during the 4th All Officers and Members' Assembly of the Tourism Council of Davao City Friday at the Royal Mandaya Hotel.
Acaylar said that although DOT is giving Davao City an amount of P100,000 as its counterpart, the city still has to invest considering that the budget will only suffice the needs of 10 performers.
"We can only send a total of 10 performers there. Kung sampu lang, hindi ganoon kabongga ang presentation natin. In the first place, bakit nga ba tayo gagastos na wala naman tayong ROI na makukuha? Gagawin natin ito for pakikisama. Magastos kasi talaga magdala ng performers doon," he said.
But DOT-11 Assistant Regional Director Roger Layson refuted Acaylar.
"With regards to ROI, we call it the elementary lessons in tourism, of course joining the Wow Davao sa Intramuros has a multiplier effect. But it takes a long way before the positive effects are realized," he said.
Meanwhile, even if the DOT has allotted two days for the city, Acaylar said "we are only using one day on September 24."
Acaylar said that on September 25, the delegation of the Compostella Valley province would instead use the remaining one day allotted for Davao City.
"Nakiusap sila na sa kanila na lang daw, so ibibigay natin. Marami siguro silang pera na magagamit," he said.
During the one-day presentation of the city, the delegation will highlight the metropolitan state of Davao City rather than showcase its indigenous products.
Acaylar said that in highlighting the urban life of the city by citing hotels and tourism destinations, Manila people will realize that Davao City is no longer a province, but a city.
KulasKusgan June 2nd, 2005, 03:33 PM City is Arroyo's choice to host Asean summit
By Jenny Molbog-Mendoza
THE Southern Philippines Tourism Council (SPTC) has revealed that Davao City is the personal choice of President Gloria Macapagal-Arroyo to host the Asean Tourism Forum (ATF) slated in January, next year.
SPTC chair Mary Ann "Baby" Montemayor said last week that the tourism industry is pleased that even the President is giving all her support to the city.
"Although Subic is still bidding for it (referring to the hosting stint), we are confident naman that we can get the opportunity, especially that we are the personal choice of the President. Aside from that, when I had a chance to talk to Undersecretary (Oscar) Palabyab (of the Department of Tourism), he told me: 'Go for it, I am your endorser'," she said.
Based on the original schedule, the Philippines' turn to host the event will still be in 2007. But due to some reasons and circumstances, there's a big possibility that the country's turn will come in advance since Myanmar, which is scheduled to host the ATF next year, will no longer host the forum.
Montemayor said that hosting the ten-day event will open a lot of opportunities for the city especially that a total of 550 sellers are expected to participate in this big tourism event.
As early as now, she added, the city is all set to handle the event.
"Undersecretary Palabyab asked us if we have a 10,000 square meters exhibition area, 50 buses, hotel rooms, and air links. We don't have the big requirement for an exhibition area but we can rent a tent from Manila that can fit the size of 10,000 square meters. Sa buses, OK na since very cooperative naman ang bus operators natin. Sa hotel rooms naman, since kulang naman talaga ang hotel rooms natin, we have already talked to Star Cruises and they welcome our proposition, kumbaga magiging floating hotel ang Star Cruises. Air links naman, Davao is one of the places wherein lahat ng carriers may landing rights. Ready na talaga tayo," she said.

there used to be a hotel infront of Villa Margarita, beside Davao Light's Diesel Engine Power Plant. that was long time ago. i forgot the name. was it Cuizon Hotel or something. Casino Filipino once occupied space beside that building before it was transferred to Grand Regal (formerly Mercure).
i dont think that building is marketable as another ordinary hotel since its beside a power plant. or why not package it as power plant-themed hotel?
That must have been the Quizon hotel/casino.
It's a little noisy there.

Cebu Pacific launches maiden flight
By Aurea A. Gerundio
THE Cebu Pacific (CEB) Friday launched the Manila-Davao flight of its newly leased 179-seater Airbus 320 (A320), in a bid to gain majority of the market share.
The new aircraft, which landed at the Davao International Airport at around 7 a.m. Friday, was first of the two A320s leased by CEB.
The second A320 is scheduled to arrive in the city on Saturday.
Aside from the A320s, CEB president Lance Gokongwei said the airline company also bought 12 brand-new Airbus 319s.
One of the 12 150-seater A319s will be delivered in September this year.
"Cebu Pacific already has 38 percent of the market after only eight years of service and has the momentum to gain more market share and eventually the industry lead. We are growing fast and this would double our capacity in terms of more seats and flights," Gokongwei said.
CEB general manager Bong Mojica, for his part, said Cebu Pacific aims to complete the re-fleeting program meant to make it the country's number one domestic carrier in five years.
He said the flights of the new A320 would concentrate yet on the Manila-Davao sector in the next few months.
The A319s, Mojica said, would replace the airline's current fleet of DC9s.
Mojica said the rest of the A319s would be completely delivered before the end of February 2007.
Mojica said the new A319 is among the quietest and the most fuel-efficient in its class. He said the fuel represents an airline's single biggest operational expense item.
He added that the new aircraft is known for low maintenance and fuel costs, thus, allowing CEB "to continue offering its trademark value fares."
Mojica said the CEB anticipates development in the tourism sector with the purchase of the new aircrafts.
"Davao is an economic hub. The new aircrafts will dovetail with the tourism sector of Davao City," Mojica said.
Vice Mayor Luis C. Bonguyan, who welcomed the opening flight of the A320, said he expects a rise in the tourism industry with the purchase of the new CEB aircraft.

KulasKusgan June 7th, 2005, 05:05 PM Mayor ready to issue order v. selling alcohol to minors
IN TIME for the opening of classes, Davao City Mayor Rodrigo Duterte intends to issue an executive order mandating establishments not to serve or sell liquors to minors.
In his weekly television program, the mayor said he observed that in many bars in the city minors are served beers and other alcoholic drinks.
He said the same is happening in shops located at the gasoline stations where many minors frequently hang out.
"Ingon pa sa uban na diktador daw ko. Di kayo nagkamali mga anak. Talagang diktador ako. Pahihirapan ko talaga kayo kasi para sa kabutihan nyo rin ito," Duterte said as an aside to a comment that the mayor seems to be very strict especially to the young ones.
Duterte said an identification card must first be presented by any young-looking individual before being given an alcoholic drink.
Duterte warned gasoline station owners with food and beverage shops to strictly follow his order or else he will order for the closure of their business.
As an aside, he said gasoline stations should have separate business permits for their convenience shops especially when they are selling alcoholic drinks.
Internet cafes will also be watched saying café operators would always demand identification cards from their customers before they are allowed unrestricted access to websites.
He also urged Internet cafe owners not to put in enclosed cubicles and instead go for open space where users can easily be seen and monitored. (BOT)
KulasKusgan June 7th, 2005, 05:08 PM Bus terminal soon to be liquor-free
IT WILL be bye-bye soon for videoke joints and bars inside the premises of the Davao City Overland Transport Terminal (Dcott) after Mayor Rodrigo R. Duterte on Sunday said he intends to ban liquor and other alcoholic beverages from being served there.
"The original purpose of the Ecoland terminal is to be a stop-over, a respite for passengers where they can get food and relax before proceeding to their respective destination but now, one can hardly relax with all noise from the videoke bars blaring until the early morning hours," Duterte said.
Added to the noise, Duterte said the passengers are threatened with fights ensuing from drunk customers.
"Others get drunk, engage in fights and even fire their guns. How can passengers relax? I think I'll have to reconfigure everything at the Ecoland Terminal and I'll be inclined to ban liquor from being served within the premises," Duterte said.
Duterte added that he had already instructed the new bus terminal manager to inspect the area and take care of the lacking facilities to address the concerns of passengers. (RCB)

sandrin June 11th, 2005, 01:30 AM Davao expects $222-M power sector investments in 7 years -- DoE
DAVAO CITY -- About $222 million are expected to be invested in this city in the next seven years to meet its growing demand for electricity, Energy Undersecretary Guillermo Balce said.
The investments will be in petroleum fuel-driven power plants ($100 million), geothermal plants ($100 million), and coal plants, he said.
South New Petroleum of China will also explore for natural gas at the Agusan basin, he added.
Other projects include coal and natural explorations in Siocon, Zamboanga del Norte; in Sultan Kudarat; South Cotabato; and Sarangani; and in Malangas, Sibugay.
"We hope that these contracts would be in production mode in two or three years, thus reducing our importation of coal for our existing power plants and cement plants," Mr. Balce said.
He noted that about 75% of the country’s coal needs, about nine million metric tons yearly, were imported.
"We expect to reduce [coal demand] to 50% by 2010," he added.
KulasKusgan June 11th, 2005, 01:36 AM MGB estimates $1.2-B revenue from mining ops
IF EVERYTHING goes well, the mining industry in the region is set to earn a whopping $1.195 billion in revenue yearly.
This is the potential revenue estimated by the Mines and Geosciences Bureau 11 from the six mineral resources development projects in region 11.
Among the biggest potential revenue earner is the Pujada nickel project in mati, Davao Oriental undertaken by BHP-Billiton/Blue Ridge, which is a multinational mining corporation.
The potential investment in the said project is $1 billion with a potential yearly revenue of $900 million.
Other projects in the region were the Boringot Gold project ($5 million potential revenue); Diwalwal direct state utilization project ($20 million); Manat Gold project ($10 million); Pantukan cluster of gold project ($10 million) and the King King Copper-Gold project ($250 million) all in Compostela Valley.
Of the six projects, Diwalwal has the least potential investment of only $2 million but with a potential revenue of $20 million annually.
MGB 11 acting regional director Edilberto Arreza said they are now "revitalzing the mining industry" of the country as per directive from President Gloria Macapagal-Arroyo thru Executive Order 270.
"Right now we are simplifying the procedure on how to get mining permits kasi yun ang reklamo ng karamihan na mahirap daw kumuha ng permits from our office," Arreza said. (BOT)

A taste of Europe in Davao
By Marissa S. Te Eng Fo
IT'S quite a common denominator to feel uneasy entering a restaurant you are not familiar with. If there's zero adventure in you, then definitely you will not pursue.
Believe me, I am one who hesitates. I remember a few years back, during a trip to Paris with friend Fay, she really prodded me to go inside Buddha Bar. This Pinay (moi) was a little hesitant coz no less than world famous Leonardo di Caprio loves to chill out in this bar! But curiosity ruled, so in I went.
The bar is really tops! Beyond description ang galing ng DJ! Pati bartenders "pogi." Thinking about it now, I am glad I went to Buddha Bar!
I guess you'll never really know if you do not try it out.
Likewise, Bistro Europa inside Rizal Promenade at Rizal Street, Davao City, at first gives you that kind of feeling. But believe me, dahlins, it is well worth it.
For P190, you can eat all you can--the best European dishes, mind you. I just love the croquettes and the paella.
It is great to partake a buffet service because there is no waiting period and you know exactly how much to spend. Besides, this bistro offers friendly, efficient service. The manager, John Asorro, will definitely make sure service is top of the line.
Try it out. Happy eating!

Tech gab to beef up Mindanao's e-service potentials
By Jenny Molbog-Mendoza
THE Davao City Business Conference slated on July 22 is expected to tackle issues confronting various industries in the city.
The DCBC is a yearly gathering of business leaders and Davao City officials, aimed at working together to boost the city's economy.
The event's organizer, the Davao City Chamber of Commerce and Industry, Incorporated (DCCCII), has already conducted some consultations among the stakeholders of the following industries: real estate, construction, academe, and hotel and restaurant.
Another consultation among the affected parties of the banking, traders, and agriculture sectors will be made anytime this week, said DCCCII external affairs and policy advocacy officer Maharlika Filipina Cossid Tuesday.
Cossid said they are conducting such industry consultations yearly before the date of DCBC comes for the Chamber to know the issues and concerns of each industry that need immediate action.
As of last week, they have already gathered some data on the problems of different industries in the city.
The resolutions, which will be passed during the DCBC will be anchored on the data gathered.
Based on the preliminary results of the consultations conducted by DCCCII, the real estate industry is still complaining about the rampant squatting of lands in the city; the construction industry talked of who should be the liable persons for the payment of excise tax; the academe tackled about giving those who undergo practicum proper job assignments while they are on their on-the-job-training; and the hotel and restaurant industry emphasized that there's a need to further encouraged market mix, therefore, the sector should attract more foreign travelers in order to balance with the number of local tourists.
The highlight of the DCBC will be the response of Mayor Rodrigo Duterte to all the resolutions of the industries.

Export processing zone to be set up in Tagum
By Jenny Molbog-Mendoza
THE Philippine Economic Zone Authority (Peza) has approved the setting up of an export-processing zone within the Apo Industrial Estates in Madaum, Tagum City, the Department of Trade and Industry-Davao City Field Office (DTI-DCFO) reported last week.
DTI-DCFO director Teolulo Pasawa said the Apo Industrial Estates is just waiting for a presidential proclamation for the export zone to formally take off.
The industrial estate is a 366-hectare area, which is being envisioned to cater to the manufacture and assembly of light industrial, construction, and agricultural equipment and machinery as well as home appliances, plastic extrusions, and pipes and related businesses.
Aside from the aforementioned enterprises, the industrial estate will likewise include the government and commercial centers, the support facilities as well as the production areas of companies involved in businesses.
Facilities such as public transport center, security and fire protection, administrative building, medical center, public commercial center, airport and pier government office facilities.
In the development of the project, the Apo Estates Corporation (AEC), the industrial estate's developer, will also include the establishment of an eco-tourism area wherein first-class housing, a golf course and country club, vacation lots, marina facilities, and a nature theme park will be situated within the project's location.
The industrial estate will serve as an entry point for Japanese and other international products for manufacture and assembly, distribution as well as direct marketing to other areas in Mindanao and nearby BIMP-Eaga (Brunei, Indonesia, Malaysia, Philippines-East Asean Growth Area) countries.
Pasawa said the presidential proclamation would be issued soon especially that the project would bring in opportunities not just for Tagum City, but also for the entire Mindanao.

KulasKusgan June 18th, 2005, 11:20 AM After summer: Island relaxation in Samal
By Walter I Balane / MindaNews / 17 June 2005
(1st of two parts)
SAMAL ISLAND --- It’s nice to feel good all the time and there are just too many reasons to feel that way here.
The idea is to defy time. Now that summer vacation is over doesn’t mean fun is over too.
In Samal Island, which is just a 15-minute ferry boat ride from Davao City (Barangay Onse, Sasa to Babak pier), you could relax on a 24/7 pace and get a much deserved
reward.
That means you can slip back and forth for work if in Davao City or nearby. If you want to relax well after a day’s work or a week’s hurdle then this is for you.
Every trip to and from Samal is an experience of amazement: becoming like a child again and again. At least, that’s my story.
I had been here for more than five times by ferry boat directly to a resort. My experiences went from escapades to a resort with friends, to swim and dive to release tension and even to “sharpen the saw” after conferences and training.
I like going to the “expensive” destinations in Samal. It makes me think “I can afford.” Almost always, I have fancied about those trips. Here, you can be king or queen for a day. After all, I got those trips as freebies anyway.
I felt that going that way in experiencing Samal Island is the only way for visitors. In a luxurious way, Samal to me is taking water rides, diving in choice spots, swimming in well maintained beaches, dining in classy restaurants and relaxing extraordinarily.
Don’t get me wrong though; my trips were all paid for by friends and relatives or conference organizers. Every time I go home from a Samal trip, I always get a look that could mean: that was an expensive treat, when could you do that again? Makes me think if I could ever afford to find my way back and have fun.
How I look forward to go back to places that amaze me. I wanted to be amazed repeatedly. And Samal does that to me fairly.
On a recent escapade there, though, I discovered Samal is as good, if not better, if taken in a simpler way. I didn’t have to wait to be invited to conferences or by a bonus treat from a friend or a relative.
I can just hop in, take my own road on my own time and with my own budget. This is a discovery for me last summer that I can’t exchange for any tour package, if there are offers.
One Sunday, with a backpack, I took the discovery on the road, something I do to unwind.
Early in the morning, I took a ferry boat from Onse, Sasa, Davao City to the pier in Babak, Samal Island. The relaxing ride on a simply clad passenger ferry cost me only P7.50 but of course its worth far more than that.
The boat trip itself provides you a different experience, one with a soothing effect. For me, that was a better trip than the one I took from Cebu to Tagbilaran on a catamaran twin engine Super Cat vessel years ago for a tour with officemates.
At a moment: as it took off, I saw the distance expanding between us in the boat and the pier in Davao City. The ferry glided smoothly with the blue waters of Davao Gulf, the sun above shining in a bright mood.
It was a shift of being. From being a reporter and office staff in the city to a young man, gasping freely at nature’s sight. I was in full anticipation of a relaxing day.
I liked the simplicity of this trip. I didn’t have to wait for others, rush for a deadline or be stressed in budgeting my “meager resources for an excursion”. In this trip, I am just basic: on my rubber slippers, with a back pack of extra clothes, packed lunch and
some snacks I bought from a convenience store. I as only rich in gusto to explore.
Earlier, I went with some friends to cover the new Caracoles Festival. There was great partying on that day, hyped up by drumbeats, special guests and the long preparation made by the organizers. Samal is home to a very rich marine life and that’s why, starting
this year, the Caracoles would be a fixture in the country’s tourism industry.
But I have always wanted to go to Samal the simplest way on an ordinary day when I’m free. I think this is also the way any man on the street would want it. Samal is God’s gift: man should be free to enjoy its bounty.
Believe me, as soon as I stepped into Babak, my own simple escapade has exceeded my expectations. I went in and out a lot better. And I did not even spend much.

Part 2
SAMAL ISLAND - Aside from swimming in the cool waters of a beach near Babak, the best part of my recent trip here was when I decided to move around the island using public transportation.
Indeed, a trip to Samal is a showcase of mobility. From the ferry boat, I took a multi-cab ride to Peñaplata and from there rode on a single motorcycle to Catagman where I have a better view of the rest of the island.
From Catagman to Peñaplata again, I took a motorela or tricycle. Straight from a terminal in Peñaplata, I went home with a roll on roll off (RORO) bus through a barge.
Moving around was easy, despite poor road conditions in some parts of the island. My P30 trip to Catagman on a motorcycle backride by pakyaw I think got me.
Yes, the road was dusty but I didn’t really mind because I was looking for that kind of fun anyway. For me, Samal’s partly unpaved roads lined with fruit trees along beaches added a natural appeal. In a windy afternoon, that ride could mean adventure.
Indeed it was fun: Seeing the blue waters of Davao Gulf shine with the after noon sunlight. It’s not my first time to see that sight of course, but every time I see one, it refreshes me. The mobility of a motorcycle also, compared to a jeepney, added to my
delight. I felt so free moving around the island and my eyes feasted on new sights and colors.
I stopped in a curve where I have a good view of the scenery. The surrounding is fresh and clean. Recently, the city government here already denied they are dumping garbage to Davao City as alleged by reports. Other islands in the country have a problem with
garbage disposal.
I took a very deep breath of fresh air for a second. I just stayed there defying time.
I also took liberty to feel myself standing in that vantage point. I could hear my breath, I could hear the waves, I could hear the wind and I felt the rock where I was standing on. Also, memories of adventures I‘ve been through elsewhere flashed back.
After a whole week of burying myself in stress and pressure, this trip has become my declaration of independence. I was in a great time reclaiming my connections.
But my gratification was disrupted when four bikers approached our direction for a stopover. They were cheering each other for their long distance feat that afternoon. They stopped for a drink of water. We had a brief chat about, as usual, the weather, and some
matter of life and death topics on fitness.
Roger, a moneyed biker from Toril, Davao City bragged about biking as the best exercise and the best way to do it is in Samal. Looking at my historically flat tummy, we laughed and agreed that each person has his own way of staying fit.
I was humbled about my motorcycle ride. These young men were doing it better and I think they are freer: they don’t have to deal with a rising fuel price and a haggle with the transportation expenses with the driver. Above all, as they had fun they also stayed
fit, to my envy.
I managed to shift back from that state of mind to having fun, my own way. From that point, I went to a beach house owned by a friend’s relative and ate fruits while watching the rest of Samal Island settle in peace. There are so many things I discovered about
the island and myself that afternoon.
Along the way home, waiting for our bus’ turn in the barge, I brushed aside those “they are freer” and “I need to exercise like them” thoughts. They’ll have their own space in me.
But next time, I will meet those bikers in the same spot with me hiking, which I think is a better exercise and ideal also in Samal’s roads.
To me, a trip to Samal Island is an expression of life choices: you can choose to go high end and frolic at luxurious ways of relaxing or you can hop in like a common man with a back pack and end your day with the same joy as the rich man’s.
Whatever it is that you experience, Samal just gives you options to express yourself.
One can expect too high and be disappointed or look low and be overwhelmed. The need to decide to have fun and be happy is a must.
At the end of the day, visitors, rich or poor, men or women, slim or not become equal: that they have their own story to tell about their own different lives.

Davao Riverfront is right in the midst of it all. Located on Ma-a Diversion Road, Davao City, it is just a short drive away from the airport and the city proper. It's also near the city's premier schools such as Ateneo de Davao, Philippine Women's College and Colegio de San Ignacio, as well as hospitals, duty-free shops, casinos, shopping malls, championship golf courses, and other centers of business and leisure.

paulkrps June 20th, 2005, 06:22 PM hey sleepwalker_uno, i remember reading a lot of those business centres before the financial crunch of 87, it created a lot of excitement in the business community. creating a little makati would be nice somewhere in the city, but i dunno how feasible it is at this point. by the way, any updates on those export processing zones north of the city? i remember creating a folder design for a site (i think it was run by former councilor malanyaon) which suffered the same fate with those business centres after the financial crunch.
now it's making me think something again. the pta grounds will be one good site (with its open space, less trouble on relocating settlers, rezoning, etc). i dunno how the city will part with a prized property (lying idly, earning nothing). easily said than done, i wish the city can create business spaces in several parts of the city (that way, you disperse development, disperse the traffic which tend to concentrate on the downtown core).
whatever happened to the circumferential road (or some sort of gulfshore road?). creating that from toril towards sasa or panacan, it will be a very scenic route. again easier said than done with all the legal and zoning tussles it will create.
did something came out those davao river promenading areas? if we can duplicate something like that of kuching, malaysia.
ah wishful thinking.

P10M sought for construction of river parks, promenade
By Aurea A. Gerundio
THE council of Barangay 1-A, Poblacion, Davao City has asked Councilor Ricardo B. Cabling to propose a resolution requesting for the allocation of P10 million for the additional construction of the Davao River Parks and Promenade near the Bolton Bridge.
Cabling, however, said he is not so much convinced by the Barangay Council's request, adding that there are other environmental projects that should be prioritized in funding.
"For me, P10 million for the additional construction of the promenade is also too much. Right now the City Council committee on environment is working on the protection of the watershed areas. Siguro dapat na mas unahin ang watershed areas," said Cabling, who is chair of the committee on environment.
Cabling said the promenade is not as beneficial as that of the watershed, which is the source of drinking water of the residents of the city.
"But I am not setting aside the request of the council of Barangay 1-A. In fact, I will file a resolution on this matter and refer this also to the committee on finance. Series of hearings will definitely be conducted so we will know if it is indeed necessary to continue the construction of the promenade," Cabling said.
Based on the Barangay Council resolution, the initial construction of the Davao River Parks and Promenade started in 2003 with the length of 150 meters only.

City Hall seeks council's nod to buy relocation sites
By Aurea A. Gerundio
THE Davao City government's executive department will seek authority from the City Council to purchase the two properties identified as relocation sites in the second and third districts, City Administrator Wendel E. Avisado said during a meeting with the department heads.
Avisado said the proposal has yet to pass legislative approval to formalize the purchase of the properties.
The property recommended to be purchased in the second district is about 13 hectares located within the boundaries of Malagamot and Tibungco while the property recommended for purchase in the third district is about 22 hectares located near the Buddha-Davao highway.
Earlier reports showed City Housing Office chief Cesar M. Dataya saying there are around 2,000 families expected to benefit from the relocation sites.
Dataya said there were 48 property owners who offered their properties to the City Government.
Of these properties, he said, two were observed to be desirable for residential lots in terms of topography, accessibility and light and water connections.
Dataya said the land acquisition project is in pursuance to the pronouncement of Mayor Rodrigo R. Duterte when he was inducted into office in July 2004.
Duterte then allocated P100 million for the land acquisition project.
paulkrps June 21st, 2005, 03:25 PM why 150 meters only? oh well. ideally, there should be parks for several hundred meters. and ideally, it would be nice the if these parks in interlinked, that way you can create a bike path. these are first would niceties. but, even a playground for kids is even a rarity.

KulasKusgan June 22nd, 2005, 04:14 PM Children in remote areas to get school supplies
By Raquel C. Bagnol
CHILDREN in the depressed areas now have a chance to go to school equipped with the basic school needs as the "Oplan Pag-asa ng Bayan" brought positive results and generated school supplies and other items from Davao City's constituents, said Councilor Mabel Sunga-Acosta Sunday.
Oplan Pag-asa, Acosta said is aimed to provide school children who come from destitute families and are living in far-flung barangays with quality education.
"Education is free, but the school supplies and other school needs are not. We are thankful that several citizens have already responded to our call. Some actually brought in school supplies, second-hand shoes, bags and other school needs," Acosta, who is also chair of the City Council committee on education, said.
She added that the lack of basic school needs is one factor children will lose interest in school.
"We want to instill in our children the value of education, to let them feel that they are important and to give them the chance to get education beyond the three R's which stands for "reading, riting and 'rithmetic", but to be able to acquire critical thinking," Acosta said.
Acosta said those who want to share their blessings can bring their donations either to her office at the City Council building, to the ABS-CBN office at Shrine Hills, to the Department of Education (DepED) or even directly to the children who are in need.
"Rest assured that whatever school materials donated will be given to schoolchildren especially in the poorest sector. We want our children to be in school for them to be productive citizens instead of becoming liabilities in the city," Acosta said
The City Government's Local School Board has already tied up with ABS-CBN Regional Network Group in the launching of Oplan Pag-asa ng Bayan project. She however added that this project is not constricted to partner network only but open to all.
In the memorandum of agreement signed by Mayor Rodrigo R. Duterte as LSB co-chairman, the LSB provides the list of deprived, depressed and underserved schools (DDUS) in the city. The top priority DDUS initially identified by the LSB are the following: Gumitan, Malikongkong and Pegalongan Primary Schools in Marilog District; Baracayo Primary School and Mulig High School in Piedad District; Pangyan and Tagbaw Primary Schools in General Roxas District; Betan and Balugo Primary Schools in Malabog District.
KulasKusgan June 22nd, 2005, 04:16 PM More Koreans visited city this year: immigration dep't
MORE Korean nationals are coming to Davao City. This was the observation noted by Benjamin Lao, officer-in-charge of the Bureau of Immigration (BI).
Lao said that since January to present, about 789 Koreans applied for extension of stay in the city.
Based on the impression gathered from the Korean Embassy in Manila, he said the foreign nationals feel that Davao is a safe place to stay.
He said that in the data furnished by the Embassy of Korea it reported seven killings of Koreans in Manila, four in Cebu but none in Davao.
"These might be the reason that they (Koreans) prefer to stay in our place," he said.
He also said that they have the impression that Davao is the best among the cities in the Philippines.
He said the Koreans come not for business but as plain tourists although some are taking crash courses at the Ateneo de Davao University because many of them are enrolled at the Korean School here.
Lao said next to the Koreans who sought extension of their stay are the Japanese followed by the Americans.
Lao meanwhile said that based on their record on the number of arrivals at the Davao International Airport, the number one visitors are Australians followed by Indonesians.
He attributed this to the direct flight of Silk Air from Australia through Singapore to Davao and the Mirpati Airlines from Manado, Indonesia.
KulasKusgan June 22nd, 2005, 04:19 PM Tourism players urged to work harder
THE Davao Tourism Association urged the tourism stakeholders of Davao City to work harder "to get a big share of the pie" in terms of Japanese tourists who are coming in and out of the country.
Data president Art Boncato said last week the Department of Tourism (DOT) is envisioning attracting at least one million Japanese travelers to visit the country by 2008.
"At present, there are 450,000 Japanese tourists who are visiting the Philippines. Of the 450,000, Davao is not even getting 30 to 40,000," he said.
In the recently conducted sales mission to Japan, the group of tourism players in the city headed by Boncato was able to solicit commitment from the Philippine Airlines (PAL) that it would bring to the city two batches of tour operators from Japan within this year.
By 2007, Boncato said, a faster movement is expected especially that the country would be celebrating the 50th anniversary of the Philippine-Japan Friendship.
The fact that a huge number of Japanese descendants are living in the city, Boncato said, "Davao can get a big share of the pie."
"Our goal is not to stop promoting Davao City. Things are doing much better here in Davao than any other areas in the country, so there's no reason for us not to achieve our goal," he said. (JMM)

paulkrps June 22nd, 2005, 10:05 PM davao province was divided years back into davao del norte and compostela valley.
ncbmandy is right.. davao city is indeed independent from davao del sur, norte and oriental.. that makes it 4 davaos in mindanao..
but when one got to be asked what province does davao city belong.. davao del sur is most likely the answer... :)
JoeyIncali June 22nd, 2005, 11:57 PM davao province was divided years back into davao del norte and compostela valley.
I did not know that.
I was there in 2000. Compostela Valley has some rivers and hot springs most people know nothing about. Some waterfalls up there too.
I bathed on a few of them when I was kid.
KulasKusgan June 23rd, 2005, 01:04 PM @ joey: last may i have visited a hot spring in nabunturan, comval. yeah, comval has so much to offer... mostly hot & cold springs & waterfalls.

Too bad you can't really go deep in the forrest now b/c of the rebels.
The Udyungan area up in Compostela has a few rivers and springs as well.
That's where I saw a Monkey Eating Eagle eons ago. I saw hundreds if not thousands of monkeys go beserk one time when one Eagle captured one. The forest looked strange from so many trees shaking.
I heard there are no more deer or wild boars in that area. During the gold rush there, so much destruction happened. :-(
Gold is just evil. Absolutely evil. Illegal loggers too.
I hope Sarmiento and del Rosario preserve Compostela like they said they would.

Of course! I'm just afraid baka people there still have a house mindset only. After all Land is so cheap. Wala pang 5m and you can get a house in Ladislawa already and for 2 million so many options! Anyway I'm thinking near Ateneo Grade School or Uni .
What sort of education do you think is needed?
bustero June 28th, 2005, 03:57 AM i love to have one unit. granting a good location (preferably poblacion or bajada area) and a price i can afford, why not.
Talaga up to Bajada you think. or maybe only near Victoria. How about near SM too far ba.
TY pala to both of you!
paulkrps June 28th, 2005, 04:34 PM i'm just basing it from what i know here in toronto. so things should be different there. basing on demographics, the young set prefers condo as it frees them from the usual house maitenance stuff ie lawn mowing, gardening, etc. condo is cheaper as you only have a the unit to worry about, no lots. property taxes are cheaper. utilities are standard and not subject to fluctuations due to the weather (like here in toronto) and are included in condo fees (varies from builder to builder). most condo dwellers only worry about cable, internet and phone lines. conveniences like guarded entrance, security cameras in the parking, garbage disposal, amenities like swimming pool, exercise room, spa, etc.
house (detached, semi detached units and townhouses) are much difficult to maintain. you have lawns, garbage disposal, structural repairs, higher property taxes, plus the utilities, etc. but things are different with townhouses, you have maintenance fees (usually includes utilities, lawn maintenance, etc)
each has a give and take situation. me, i would still prefer house dwelling. nothing beats like going out to enjoy the breeze in your own backyard. plus the freedom of your kids to play outside.
i think most condo dwellers are spoiled. hehehe. everything at their beck and call (you don't worry about repairs). most condo units are small compared with the size of the house though.
again, this is what i've learned here in toronto, so i don't really know much about condos there either in manila or davao.
Of course! I'm just afraid baka people there still have a house mindset only. After all Land is so cheap. Wala pang 5m and you can get a house in Ladislawa already and for 2 million so many options! Anyway I'm thinking near Ateneo Grade School or Uni .

i thought of bajada since majority of midrise bldgs are located there. well, davao got only a few midrises. i guess its better to concentrate highrise devt on bajada area first...in between pryce business park & poblacion. near victoria or gaisano mall or acacia (fronting the venue & bangko sentral...that closed caltex station beside madrazo fruit stand to be exact) would be ok for me. then later maybe in ecoland/SM area (near juna subd or indonesian consulate's multi-purpose hall).
i think would-be occupants are not mostly davaoenos but prominent businessmen from other provinces in mindanao...say cotabato & lanao. on my part, if i'l buy a property my own, im thinking of 2 choices... either a condo (if there is any & depending on my capacity) or a resthouse in catigan. im planning to avail of our in-house financing from our provident fund perhaps next year.
KulasKusgan June 29th, 2005, 04:35 PM hey, how's coconut grove (anda st) these days? i remember they changed it with a new name.
from coconut grove to "cogot". they transferred to quirino ave beside the venue & still same exteriors & interiors... sort of mixed architecture... native, classical & "underconstruction/unfinished" looking.
paulkrps June 29th, 2005, 04:38 PM one thing i forgot - PARKING!
house allows you 1-2 car parking
condos - 1 and you have to purchase it
one requirement of most condo dwellers - view. most condo developers here has view as a selling point. if you have the gulfshore view (with samal island to boot) or the mt apo, that will be a good selling point. but a lot would prefer something that faces the rising sun.
Talaga up to Bajada you think. or maybe only near Victoria. How about near SM too far ba.

KulasKusgan July 2nd, 2005, 02:09 AM Use of coco-biodiesel by all Davao vehicles urged
DAVAO CITY (PNA) — The City Hall, through the General Service Office (GSO), has recommended the use of coco-biodiesel by all city-owned diesel-fueled vehicles and heavy equipment.
The GSO, in a report to the city council, stated after actual testing was made, government drivers "noticed the improved acceleration and performance of the engine fueled with one percent of coconut methyl ester (CME), compared to pure petroleum diesel fuel."
GSO and Department of Energy personnel conducted the testing last March 9 at the Ma-a motor pool.
"After evaluation of our observation, we are recommending the use of coco-biodiesel by all government diesel-fuel vehicles and heavy equipment," GSO said.

The total amount of investments is drawn from 12 projects approved both by BoI and PIA. Also, the first four-months total investments drove last year's 754 jobs to 1,094 jobs or 45 per cent increase, MEDCo reported.
Of the projects approved, foreign capital infusions increased 50-fold to P667 million from P13 million while Filipino infusions rose 11 per cent to P406 million from P365 million.
Some of the investments approved this year include the P200 million poultry farms venture of Maharlika Agro-Marine Ventures Corporation in Bukidnon and Davao City, the P125 million Philippine Japan Active Carbon Corporation's expansion project in Davao City, the P100 million semi-refined carrageenan project of Martsons Food Corporation in Davao City and the P57 million cold storage plant of San Andres Fishing Industries, Inc. in Tambler, General Santos City.
MEDCo identified iron ore manufacturing sector as having captured the biggest share of approved projects with 49 per cent share equivalent to P520 million-worth of investments from the Japanese-owned Philippine Sinter Corporation at Phividec in Villanueva, Misamis Oriental. The project also got the biggest foreign equity investments this year.
The livestock, poultry and feeds sector showed a robust growth to P269 million worth of investments from last year's P69 million. Refrigeration services sector accounts for 5 per cent and motor vehicle parts accounts for 3 per cent share from total investments last year.
MEDCo said processed foods and beverages stands strong with a growth of 20 per cent to P256 million worth of investments from P213 million worth of investments during the same period last year.

RP's tourism players to meet here, July 12
AS AN initial step to promote Davao City as sports tourism destination especially to the international market, Philippine tourism leaders will converge in the city on July 12 for a "Sports Tourism Forum" at Grand Regal Hotel.
Art Boncato, president of Tourism Council of Davao City, said the forum will prepare participants for sports tourism programs and marketing sports events.
He said case studies of successful sports tournaments, the Philippine expedition to Mt. Everest and insights of the staging of the 2005 Southeast Asian Games in the Philippines will also be discussed.
The forum, he said, is organized by the Davao Convention Bureau and the Tourism Council of Davao in cooperation with the Seirahro Leisure, Pagcor, Philippine Airlines, and Skal International.
Invited as resource persons are Southeast Asian Games Organizing committee chair Roberto Pagdanganan, Philippine Basketball Association commissioner Jose Emmanuel Eala, chief of expedition Philippine Expedition to Mt. Everest Arturo Valdez, Philippine Airlines vice president for marketing support Felix Cruz, and Skal International president Charles Lim.
The forum, Boncato said, is a must for all event organizers, hotels, resorts, tourism councils, sports commissions, schools, sports facilities, event sponsors, sports clubs, malls, Mountaineer Associations and Clubs, sports associations, media organizations, and tour operators.
Department of Tourism Davao regional director Sonia Garcia who issued an endorsement for the Sports Tourism Forum said it is expected to promote sports tourism in the Davao region, which boasts of vast potential eco-adventure.
She said the rich eco-tourism assets are perfect for diving particularly around the Davao Gulf, mountaineering, spelunking and golf.
Garcia said the forum is an ideal venue for promoting Davao as an "Island to Highland Destination" which tour operators can best market as another exciting option for travel and leisure.
Southern Philippines Tourism Council president Mary Anne Montemayor who heads a trade mission in Hong Kong last June 9 to 12 said earlier that they were able to draw interests from tourists after Davao offered a new product--the sports tourism.
She said Hong Kong based tour operators found out that diving and playing golf is less expensive on top of the city being hosts to good golf courses and dive sites.

City, fisheries agency donate equipment to team
THE Davao City Government and the Bureau of Fisheries and Aquatic Resources (Bfar) 11 on Thursday turned over four motorized boats, compasses, telescopes and hand-held radio sets to the Fishery Law Enforcement Teams (Flet) tasked to monitor activities in the city's coastal waters.
Councilor Leonardo R. Avila III, who was present during the turnover, said the equipment were aimed at strengthening campaign against illegal fishing.
"Our teams are not just properly trained on how to protect the city's coastal waters but they are also equipped now with tools like telescopes, compasses and hand-held radios," Avila said.
Avila said there is even a plan to provide firearms for the teams.
"As the illegal fishers become bolder, kailangan maging aggressive na rin ang ating mga guards sa coastal waters. There are illegal fishermen na ginagamit ang mga dinamita pangtakot sa mga coastal guards natin," Avila said.
Avila said the Flets will patrol coastal waters as often as possible.
He said that a maritime police will be assigned in every motorized boat. (AAG)

Braga pushes for city ‘lemon car’ safety law
MindaNews / 28 June 2005
DAVAO CITY – A councilor here has proposed an ordinance which would enforce warranties on the sale of brand-new but defective vehicles and provide both protection to buyers and remedies for their sale.
Councilor Pilar Braga, chairperson of the Council committee on trade and industry, was set to file the “Lemon Car Safety Ordinance of Davao City”. “Lemon cars”, she said, are brand-new vehicles suffering defects that “impair their use, value, or safety within the warranty period”.
“The local government of Davao, in the absence of a national piece of legislation of such nature, needs to promote the general welfare of its consumers in purchasing brand-new motor vehicles or automobiles, and establish standards of conduct for the local automotive industry,” Braga said.
According to Braga, the ordinance would cover cars, sports utility vehicles (SUVs), Asian utility vehicles (AUVs), vans, pick-up trucks, and other trucks. The proposal would exclude motorcycles and residential motor homes.
The salient provision of the proposed ordinance would include “a situation wherein the nonconformity or defect has been subject to repair three or more times within the first 18,000 miles on the odometer or within 18 months of the vehicle’s purchase, whichever comes first, but such nonconformity or defect continues to exist”.
The vehicle manufacturer’s agent or authorized dealer would be given 10 days after given notice of the defect to inform the manufacturer to undertake repairs. The manufacturer or its agent should have 30 days from receipt of such notice to start the repairs.
If the defective brand-new vehicle would not be repaired or the manufacturer refused to repair it within 30 days, the manufacturer should either replace it with anon-defective vehicle of the same model or accept the return of the defective brand-new car and refund the buyer with the full purchase price.
Her proposed ordinance would cover brand-new cars purchased in the city that would not conform to all express warranties within either the first 18,000 miles on the odometer or within 18 months of the vehicle’s purchase.
An odometer is a device, either electronic or mechanical, used for indicating distance travelled.
“The city government needs to protect its consumers against deceptive, unfair, and unconscionable acts and practices in the sale or purchase of brand-new automobiles with adequate warranty rights and means of redress and provisions of penalties for violators and/or offenders,” Braga added.
Consumer protection is covered in such laws as Republic Act 7160, or the Local Government Code of 1991, and RA 7394, or the Philippine Consumer Act of 1992, Braga said.
“The safety and general welfare not only of the commuting public and the pedestrians but also of the consuming public and the patrons of the automotive industry in Davao City must be of paramount importance,” Braga said.

Davao mayor dismisses call to become president
By Ben O. Tesiorna
DAVAO City Mayor Rodrigo Duterte on Sunday again dismissed suggestions for him to run for president of the country in 2010 or become head of a Mindanao Republic if this is ever realized.
In his weekly television program aired Sundays, Duterte said he has no dreams of becoming president, as he is already contented with his being mayor of the largest city in the world.
Duterte was referring to the plan of North Cotabato Governor Emmanuel Piñol to organize the "Rody Duterte for President Movement" in preparation for the 2010 presidential elections.
The mayor said that although he is grateful for the huge trust and confidence given him by Piñol and the other Mindanaoan officials who supported the plan, Duterte jested he would not be able to live longer than 2010.
"My doctor has diagnosed me to have cancer of the heart. I only have one to two years to live. 'Pag 2010 baka death anniversary ko na 'yan (You'd probably be celebrating my death anniversary by 2010)," Duterte said.
He quickly said he was just kidding but that the joke was intended to stress his refusal to even entertain the idea of being president.
"God has granted me the greatest He can, being mayor for five terms," he added.
Governor Piñol earlier said that his "Rody Duterte for President Movement" has been warmly welcomed by several Mindanaoan officials. He said that if they need to gather millions of signatures just to convince Duterte to accept their offer then they would gladly do so.
The governor said it's about time that the country has a firm and strong leader like Duterte.
Speculations that Duterte was into something were boosted when top police and military officials visited him in Davao City last week.
Duterte met with Armed Forces of the Philippines Chief of Staff Efren Abu, Philippine Army commanding general Generoso Senga, and Philippine National Police chief Arturo Lomibao at a local restaurant Wednesday last week.
Then on Friday, Vice President Noli de Castro also met with the mayor at the Davao International Airport for a brief meeting.
Duterte, however, denied all speculations. He said his meeting with the military and police officials was purely coincidental.
He said he just decided to invite the officials for an informal dinner after being informed that Abu, Senga and Lomibao were in town for different reasons.
It was learned that Abu visited the military camps in Agusan del Sur, Mawab toured Compostela Valley while Senga took a trip to General Santos City to present the three suspected terrorists earlier arrested by the authorities there.
Lomibao was also at General Santos last Wednesday for the presentation of the three suspects before the media. The three top-ranking officials then proceeded to Davao City after their schedules.
"So when I was informed that they are here, I decided to invite them to some sort of a soiree, a simple dinner. I also invited the media so that the meeting would not be given any malice. I distanced myself from them when they were interviewed by the media. It was just really pure coincidence," Duterte said.
Aside from the military and police officials and the Vice President, advocates of a federal form of government also met with Duterte Saturday evening.
Duterte said the advocates presented to him their agenda as well as a Federal Republic of Mindanao flag and seal and a national anthem if it is ever realized.
The mayor even showed on the television the white flag showing a huge star at the center encircled with 8 smaller stars and with rainbow colors at the center as background. A national anthem entitled Land of Promise was also played during the program.
Duterte said he had not committed his support to the group considering the present situation. He said though that if the political situation improves then maybe he could also be an advocate of a Federal Republic of Mindanao.
"I am not ready really to be with them. But one of these days I can be an advocate," Duterte said.
The mayor said that if ever President Gloria Macapagal-Arroyo is violently ousted from Malacañang then there is no other option for him but to create a separate Mindanao Republic.
He said this is to show to the few politicians in imperial Manila that Mindanaoans could no longer be dictated upon by a few people's caprices and selfish political ambitions.
Ganda nmn ng Samal.. thanks for the pictures ^^

mejo mahal nga. kaya nag second thought ako.
regarding kapatagan, i was there once... we travelled from kapatagan all the way to sibulan in toril to meet some RRs for their livelihood project. we walked for more than 3 hours passing tudaya waterfalls, we climbed 90 degrees of mountains with only slippery roots to hold on. dinaanan rin namin hectares of foggy vegetable farms... lettuce, cabage, potatos. on our way back to kapatagan, i rode a small horse (while the others naglakad lang) dumaan kami sa mejo patag na trail but doble ang distance & with mt apo parang abot-kamay lang.
bustero July 11th, 2005, 05:04 AM tagal na siguro iyan. I know the road is paved and only takes like 30 min now! bfore naka skylab pa.

KulasKusgan July 13th, 2005, 03:13 PM DAVAO'S DURIAN COFFEE TO BE FRANCHISED NATIONWIDE
Wednesday July 13, 2005, 4:24 pm
DAVAO CITY, July 13 Asia Pulse - The maker of the delicious durian coffee will be available for franchising nationwide before the year ends.
Gatchie Gatchalian, owner of Blu Gre and Kape't Pandesal, said they will proceed with the franchising after finalizing agreements and details on the initiative.
Gatchalian said they have been receiving inquiries from entrepreneurs in Cagayan de Oro, General Santos, Cebu, Manila and even from foreigners, who are interested to sell the durian coffee.
Gatchalian said the coffee industry continues to attract, including the young generation.
"The entry of young coffee drinkers who choose the cold blend is an indication that the market is getting bigger," he said.
Gatchalian said local coffee drinkers have steadily increased from 10 to 15 annually.
He said their monthly need for coffee roast beans is already 100 kilograms for their three coffee shops in this city.
Gatchalian get their coffee supply from Manila as it is only in the area that they could avail of a roasting facility.
However, he said they are still patronizing the coffee beans produced in Davao as coffee growers ship their produce there.
Gatchalian was among the owners of coffee shops in Southern Mindanao who joined the 1st SM City Davao Coffee Festival held last week, highlighting coffee drinking as a lifestyle.
"Coffee drinking has gone a long way from just a regular morning "pick-me" to an extreme necessity as a sleep-wander for all-nighters," Gatchalian said.
He said coffee drinking not only connotes familial bonding with friendships made or renewed but also leads to powerful business negotiations from the simplest brew to the fanciest concoction.

Just came for Davao yesterday actually, kala ko on the way there new plane ng cebu pacific iyun pala luma parin , shet! Tapos they changed the system in the airport na pala, some stupid guy are making all the arrival well wishers wait in the parking lot and provided them tents! So when you arrive you have to haul your ass up the steps accross the driveway to the frist level parking lot. So you have a nice big airport with a good wellwishergreeting area na walang tao, then many people standing in the heat of the parking lot. So stupid. I don't know why airport officials are like that, it's already been designed to have this tapos they insist in puting people in the parking lot, it's a good thing if the big shots also wait there , pero kung kamaganak nila they'll bend their stupid security rules naman.
By the way I just noticed the corner of damosa, sosi na pala siya, looks like that area is picking up as it should, medyo patay diyan in the after bajada, specially if you want to grab some food at night or before going to the airport, and daming tao pa diyan.

Malaysia, Philippines Join Hands in Tourism
DAVAO CITY, July 14 Asia Pulse - Tourism stakeholders from Malaysia and the Philippines have joined hands in promoting both countries as the best tourism destinations in Asia.
Malaysian tourism officials and 15 of their tour operators were in the city Wednesday for a "Road Show" of their tourist destinations, showcasing the country's kaleidoscope of arts, culture and tradition.
Similar Road Shows will also be conducted in Manila and Cebu within this month.
Department of Tourism (DOT) Davao regional director Sonia Garcia said Malaysia will also host the Philippines' Road Show next month.
She noted the initiative forms part of the effort to firm up the Brunei, Indonesia, Malaysia, Philippines-East Asian Growth Area as an economic and tourism hub.
"We are selling Philippines and Malaysia as one. This is a good opportunity that's why we should encourage our LGUs (local government units) to do missions like this," Garcia said.
She noted the DOT and Malaysian Tourism Board (MTB) are now packaging direct flights from Davao to Kota Kinabalu and vice versa with the Malaysia-based Air Asia, South Phoenix Airways and Malaysian Airlines.
Davao Tourism Association President Art Boncato said Mindanao could benefit much from the initiative, "our sports tourism destinations here are getting much interest from tourists all over Asia." In a press briefing here, MTB official Mirza Mohammad Taiyab said they are unperturbed about the present political crisis besetting the Philippines, and are very confident to promote tourism in the country.
"Tourism is not affected by your politics because it has already become a normal situation for our people, we are getting used to it," Taiyab said.
He pointed out that the growth of tourism depends on three factors: dispensable income, making people more industrialized; discretionary time, giving people more time for leisure; and accessibility to flights as it gives motivation for people to travel.
Malaysia is considered to have the most successful tourism campaign in the whole of Asia, having an average of 60 per cent growth in their annual tourist arrivals.
In 2004, Malaysia was able to generate over 15.7 million tourists from all over the world compared to the Philippines with only 2.4-million tourists last year.
Taiyab said the Malaysian government is allocating US$50 million annually for its tourism initiatives, excluding the funds provided by their partners.
He said with the present development, Malaysia intends to increase their tourist arrivals to 80 per cent this year.
With the collaborated efforts of Malaysian and Philippine tourism stakeholders, Taiyab expressed confidence that both countries could together be internationally competitive.

Boncato: Hotels continue to enjoy 100% occupancy
AMID the political turmoil plaguing the Arroyo administration, Davao Tourism Association (Data) president Art Boncato remains bullish on Davao City's tourism industry.
Hotels in the city, he said, are still enjoying a hundred percent occupancy rate, an indication that the industry continues to enjoy a "healthy status."
Boncato said yesterday that until this time, no tourist had ever cancelled a visit to the city.
"It's unfortunate that this political crisis is happening right now. (Despite this development in Metro Manila), the tourism industry in the city has been performing very well the past months, and even the past years. We just hope that this momentum would never stop. When you move around, check with hotels about their occupancy rates, you would learn that they are fully booked this time. And that's the honest assessment I could give you," he said.
Boncato said tourism stakeholders in Davao City would never stop from promoting the city all over the world.
The city's tourism atmosphere, Boncato said, would even be beefed up further as major tourism events are expected to be staged here next month.
"Within next month, there would be 30 agents and media from Shanghai and Beijing who will come here. So, that means that Davao would be exposed again positively," he said.
Within the next few months, Boncato said, they are likewise anticipating direct flights from Shanghai and Hong Kong to Davao City.
These indicators, he added, are major factors which could be considered the gauge as to how healthy the tourism industry of the city is right now. (JMM)

thanks for the mindanao railways update. sounds really good, hope it doesnt end being lika that. i will keep my fingers crossed until they've actually started clearing lands for the said project.
about the 100% hotel occupancy rate, i think this guy have streched the meaning of optimism and bullishness a bit far. some may have 100% occupancy rate, and others may enjoy higher rates, but ALL?? that beats athens during the olympics!! it's good though that things are going right for davao, especially and apparently the hotel business.
i would love to see pics of new developments in davao... takers, anyone??

ako naman my only beef is that we spent tax money to build a wellwisher area , why don't they use it! nagastos na, you have to make gastos again para maprotect sa ulan ang tao, plus it's more inefficient pa. you make all these poor people who came all the way from cotabato to stand in the rain and force them to pay parking! Enterprises in Davao urged to avail of Land Bank loans
THE Land Bank of the Philippines (LBP) has announced only 22 percent of the P1.4 billion total loan portfolio, set aside for small and medium enterprises (SMEs) in Davao Region, has been exposed, as of May this year.
LBP 11 head Joselito Gutierrez yesterday said that the amount has benefited a total of 181 SMEs throughout the region, who availed of loans amounting to P1 million and P10 million each.
As this developed, Gutierrez is encouraging all SMEs of the region to avail of the loan portfolio.
"Our role really is to get as many SMEs as we can to avail of our programs. And this P1.4 billion could even get higher. Kumbaga, may allotment lang na P1.4 billion pero we are not limited to just giving that certain amount, pwede pa kaming lumagpas dyan," he said.
To further increase the number of its SME clients, the LBP, in cooperation with the Davao City Chamber of Commerce and Industry, Inc. (DCCCII), are holding the 2005 SME Tiangge at the SM City Davao from July 22 to 24.
"This is the very first time that such an activity of the Land Bank will be held outside of Metro Manila. The Tiangge is an activity, which gives us a chance to tell our SMEs that it's easy to go to Land Bank and ask for financial assistance," he said.
The Tiangge will feature 30 SMEs, which the LBP has assisted.
The LBP is inviting all SMEs to contact them at 300-3034 or 224-5843 to know better about the loan portfolio, which the bank is offering. (JMM)

BIMP-Eaga drafts roadmap to boost focus-industries
By Jenny Molbog-Mendoza
THE Brunei, Indonesia, Malaysia, Philippines-East Asean Growth Area (BIMP-Eaga) economic cooperation has already drafted a roadmap which will include topics on how to boost the four industries it is focusing on, the Department of Trade and Industry (DTI) 11 reported.
Deanna Bandayanon of the Special Concerns Division of DTI 11 Monday said that in drafting the roadmap, the four member countries will now have a blueprint on how to develop seaweeds, palm oil, Halal poultry, and business development services.
"The concepts and guidelines on how to develop these priority programs are being discussed in the roadmap. But it still has to be validated next week during the SME (small and medium enterprise) Development Meeting in Malaysia," she said.
The BIMP-Eaga Roadmap will cover the years 2006 until 2010.
The main goal of the roadmap is to narrow the development gap across and within the Eaga member countries as well as the six other Asean countries, which include Singapore, Cambodia, Laos, Myanmar, Vietnam, and Thailand.
Its immediate goal is to increase trade, investments, and tourism within the Eaga region.
Among its strategic objectives are: to promote the intra and extra-trade, investments, and tourism movement within the sub region; coordinate the planning and implementation of infrastructure support to economic integration, with the active participation of the private sector; coordinate the management of natural resources for sustainable development of the sub region; and strengthen the BIMP-Eaga institutional structures and mechanisms for the effective implementation of the roadmap.

Davao most sincere in fight v. corruption: survey
By Aurea A. Gerundio
DAVAO City is the most sincere among five local government units in fighting corruption, a survey of the Social Weather Stations (SWS) showed.
City Administrator Wendel E. Avisado revealed Wednesday the result of the SWS survey on the net sincerity of agencies in fighting corruption.
Avisado said the SWS surveyed small and medium scale enterprises and large scale enterprises in Davao City, National Capital Region (NCR), Calaba (Cavite, Laguna and Batangas), Cebu City and Cagayan de Oro (CDO) City.
He said the survey showed Davao City got a net of positive 63 percent in its sincerity to fight corruption; NCR, 15 percent; Calaba, 28 percent; Cebu
City, 37 percent; and CDO, 21 percent.
But despite the SWS survey, Avisado said he will still go by the records of the City Government and find out which offices may be involved in corruption.
Avisado said he had talked with the City Treasurer and the Business Bureau chief and checked on the processing of permits and tax collection where corruption tends to happen.
"Only 100 SMEs and LEs were asked. We have more than 20,000 entities granted with permits. We want to find out if there was corruption somewhere," Avisado
said.
He said he will propose to Mayor Rodrigo R. Duterte the overhauling of an entire department if found to be involved in irregularities. (AAG)

Davao property firms complain of delayed government permits
Davao City -- Property developers here have filed a complaint with the city council on unexplained delays in the approval of their projects involving new investments that could be worth up to a hundred million pesos.
A representative of a major realty firm here said a letter was sent to the city council last week raised this issue considering its impact on the local economy.
"It slows down flow of capital to the construction sector as well as choke new opportunities that could open up, such as creation of new jobs," he said.
Studies have indicated that property development and construction result in high multiplier effect on the local economy, contributing to many industries and the service sector.
"First district councilor Leo Avila spoke on this problem before the city council last week and we’re hoping this would speed up the approval of property development applications in the near term," the source said.
But projects, such as subdivision development, city hall officials said, undergo careful screening that includes processing and inspections from the city’s planning division and the city council.
Such process would need several weeks and even months to complete considering limitations in resources, specifically qualified technical personnel.
But developers said many cities in Mindanao approve such projects in less than 30 days. Mr. Avila said there are even applications that have not been acted upon for almost a year now.
It was cited that a guideline issued by the Department of Interior and Local Government in 2002 prescribed that local government councils should act on all applications on housing development -- including development permit and locational clearance -- within 30 days.
Ironically, the city takes pride of a one-stop center that Mayor Rodrigo Duterte said acts on business-related applications within 24 hours.
Mr. Avila said the one-stop center’s systems and procedures apparently need to be improved further.
Councilor Victorio Advincula, who heads the housing committee, said that while actions on applications are immediately taken, there are indeed cases when approval is delayed due to problems such as insufficient information submitted or failure to comply with certain requirements.
In previous big project applications, the city council has taken an active stance specifically in the protection of the environment as well as of home buyers from erring developers
City hall sources said procedures have been relatively strict considering previous experiences when developers failed to deliver within standards set by the state’s housing program.
It would be recalled that this was the same issue raised by the Davao Federation of Housing Subdivisions headed by Bill Martin several years ago before officials led by then Housing and Urban Coordinating Council chairman Michael Defensor.
Members of Mr. Martin’s group even suspended paying their housing dues until the defects in their subdivisions were corrected.
Many social and economic housing projects here supported by government funds, said the group, lack basic provisions required by home lending institutions.
Thousands of housing units built by private developers, deemed defective, were left unsold for at least a decade and are now rotting.
ALLEGATION OF CORRUPTION
Meanwhile, a city councilor has proposed an internal probe of the council members in light of recent allegations related to corrupt activities.
Councilor Danilo Dayanghirang proposal came out after his colleague, Emmanuel Galicia, revealed that some of his colleagues were allegedly involved in corrupt activities, particularly in mulcting from housing developers.
He said the issue must be investigated as it has exposed the city council to allegations that the entire body is corrupt.
But the allegation of corruption was not new on the city council as it was nearly 10 years ago when Mr. Duterte even accused four councilors of trying to mulct a congolmerate, which was supposed to have a major investment in the city.
In one of the speeches before members of the business sector, Mr. Duterte said several councilors allegedly tried to mulct from San Miguel Corp., which then was planning to set up a brewery.
Because of this allegation, the brewery plant, the largest in Mindanao, was instead built in Santa Cruz, Davao del Sur, the city’s southern neighbor.
However, the issue of corruption was both denied by the San Miguel management and the councilors. This eventually prevented the council from conducting an investigation.
Mr. Galicia was named to head the housing, rural and urban development committee last week after its former chairman, Victorio Advincula resigned.
In explaining the bribery charges, Mr. Galicia claimed some of his colleagues approached him in the past to complain about what they claimed was the hasty approval of application for housing development.
He explained that the approval was good because this would allow the developer to get into the project immediately, but they insisted that he should deliberate meticulously on the applications.
However, housing developers sensed that when Mr. Advincula took the chairmanship of the committee, approval of their applications was very slow and deliberate.
Last month, the housing developers wrote the city council asking why the Advincula committee was slow in approving the applications, unlike during the term of Mr. Galicia.
The letter became the basis of the privilege speech of Councilor Leonardo Avila III who claimed that there is a need for the city council to evaluate its processes.
Last week, the city council held an executive session to discuss the issue.
Mr. Advincula then tendered his resignation and Mr. Galicia was named to reassume the post he used to hold.
The executive session also saw Councilor Jimmy Dureza resigning as chief of the ethics committee, which looks into questionable cases involving councilors.
The body named Mr. Avila as the committee chairman. -- Carmelito Q. Francisco

amras July 23rd, 2005, 12:52 PM wow the river is so clean! i hope they would do the proper measures to protect the river from deteriorating and become another Pasig river. otherwise, it's a very nice place. erm, what is the master plan about?
huistenmark July 23rd, 2005, 05:20 PM yeah, im surprised too that the river is really clean. you wouldn't think it'd be so since the bankerohan/matina segment of the river is really dirty. anyways, looks really good! i assume this is a mix-use commercial/residential project?? is SLR planning on constructing skyscrapers there? it's a bit outside of the city proper, i hope they would build good transportation links to the city proper.
i read somewhere else(maybe in this forum) that Malaysian Airlines is thinking about resuming flights to davao from Kuala Lumpur.. any developments??
bustero July 23rd, 2005, 06:51 PM skyscrapers there. probably not, the time frame is a bit longer than they initially anticipated.
huistenmark July 25th, 2005, 09:01 AM i've just checked SLR's website and there was no mention of the River Front Corporate Center. They prolly just haven't updated their website.

bustero July 26th, 2005, 04:19 AM Many new things happening in Davao. but it's more like evolution rather than revolution. Many small projects the sum of which is greater than the whole. There are no big projects immediately ,most projects are horizontal as in the DMCI devlopment besides SM, or the Filinvest Land Project in Matina. This si so because Davao has so much land and water is plentiful so you can build anywhere. ON the other hand we were discussing here if davao is ready for condo living, and perhaps it may take a few steps forward in that direction, but this is purely niche markets and will still not be in a big way.
huistenmark July 26th, 2005, 06:05 AM i quite agree about the condo living.. i think most would prefer to live in a bungalow with garden and stuff rather than in a concrete box. and ofcourse there is no shortage of land.

@ Peace Tower Project: no update but heres an achive news (dated June 13, 2000, Mindanao Times):
MoA for peace tower inked
THE project proponent of the Peace Tower Condo-Hotel in Davao City has signed a memorandum of agreement (MOA) with Siggis Holdings Limited which will finance the construction of this towering condotel.
Hadji Datu Badrodin L. Mala, president of the Bangsa Moro Returnees Resettlement and Reunion for Peace Agricultural Cooperative (BAMRREPAC) and Mr. Peter Yong Ho Shin, president of Siggis Holdings Limited, signed the MOA in Makati City last June 5.
The holding company based in the British Virgin Island accepted the viability of the project based on the feasibility study presented as well as the architectural and engineering design being adopted.
The agreement states that Siggis Holdings Ltd. will provide a total of US$112 million for the construction of the Peace Tower Condo-Hotel and Convention Center in Davao City including the staff house of the expected 500 hotel staff.
Of the total amount which is interest-free, US$15 million will be directly transferred to the account of BAMRREPAC in the Bank of Commerce in Davao City while the US$85 million worth of Bank of Guarantee will be issued by the holding firm in favor of the same Bangsamoro Cooperative.
BAMRREPAC for its part will take the overall responsibility of ensuring the attainment of the Corporate Mission or objectives. In addition to the funding for the project, the MOA also specified that both parties will purchase the adjacent lot for future use by the hotel. Witnessing the MOA signing were Engr. Rey dela Cruz, Architect Marlon Mendoza, Engr. Tae Hyang Park and Executive Secretary Wilson Abkilan of the Peace Tower.
Hadji Datu Mala earlier expressed great satisfaction over the development of his project saying that “with faith in God (Allah), nothing is really impossible.”
The groundbreaking for the project is tentatively scheduled on or before the end of July this year. (Teresa S. Te)
@ Davao River Front: if we're talking about today, wala kang makikita, only drag racing at Speed City. check this site: www.aw2spec.com
i think konti pa lang ang nabentang lots. but if this project succeeds, it would be a small BGC.
@ Davao-Samal Bridge: no update available. it was just a myth i guess. hehe. actually, i saw a presentation by Davao Integrated Devt Plan in mid-90's. twas one of several ambitious projects (incl. Metro Davao MRT, Coastal Project, Redevelopment of Sta Ana Wharf & Reclamation Project, etc).
@ Flyover projects: there 2 flyovers in the city. the first one was Buhangin Flyover, the second is Agdao Flyover. on the pipeline is Ulas Flyover. awaiting budget na lang siguro. Meanwhile, Buhangin Underpass natapos na rin kasabay ng pagbukas ng Davao Intl Airport.
@ Filinvest: in matina pangi, its called Orange Grove. Looks like complete na ang project. upcoming project Villa de Mercedita at Dumoy just behind Mergrande Ocean Resort.

KulasKusgan July 26th, 2005, 12:28 PM LAND BANK OF THE PHILIPPINES TO FINANCE NEW FARM ROADS IN DAVAO
Tuesday July 26, 2005, 7:01 pm
DAVAO CITY, July 26 Asia Pulse - The Land Bank of the Philippines (LBP) has approved a P990-million (US$17.7 million) loan for the city government to fast-track the implementation of the Davao Development Plan this year.
The plan includes four development projects that would benefit residents in the downtown area and at least 30,000 households in four far-flung districts of the city.
One of the projects is the P150-million farm-to-market road for the Bunawan-Cabantian and Calinan-Toril districts.
The 19-kilometer Bunawan-Cabantian road will link seven barangays and will directly benefit its 72,547 farmers in the area.
Meanwhile, the 25-kilometer Calinan-Toril road will link nine barangays and will benefit 59,617 farmers in the area.
Other projects are the P250-million Urban Drainage and Flood Control project; P100-million Shelter and Urban Land Reform; and P130-million Road and Drainage Maintenance project.
The Shelter and Urban Land Reform project will develop 50 hectares of new relocation and settlement sites for 1,906 households from the downtown area affected by the project implementation.
The Road and Drainage Maintenance, on the other hand, is expected to improve road conditions ensuring unhampered travel of people and transport of goods.
The projects are expected to generate 1,602 jobs for local folks.
LBP Davao regional chief Joselito Gutierrez said the approval of the city's loan will also pave the way for financing development plans of other local government units in the region.
Gutierrez said LBP approved the P990-million loan through Resolution No. 04-341.

bustero July 27th, 2005, 03:08 AM Hello sorry I did not distinguish the two posts, meron palang pahayag para sa akin.
Actually aside from the filinvest project, I believe there is another project in Matina itself. I know the Huang property (where the golf course used to be) is being developed and sold. Maybe it's not filinvest I can double check for you. I'm about 90% sure though. But if you pass that street that leads from Highway to SM in Ecoland (the small side street tapos lalabas by the big building - cant' remember if it's a school) you can see it.
The lot at the back of SM is also being developed by Consunji into a mini businesspark. They want tosell it with structures already in place.

Sky, where will these roads be constructed?
Calinan-Toril, west of the main General Santos ( ? ) highway?

bustero July 27th, 2005, 08:54 AM High rise in Davao , perhaps residential muna, and not really high rise but midrise, around 8 to 12 stories. The market may not be comfortable kasi living on the 32nd floor right away! For office, I don't think there will be a rush for high rise, but medium again puede, there's no inventory in davao for BPO but these services require huge floorplates rather than tall ones.
bustero July 27th, 2005, 08:56 AM Good news on the bunawan 0 cabantian road, tagal na niyan.
sleepy dealer ka pala:)
KulasKusgan July 27th, 2005, 01:47 PM sleepy dealer ka pala:)
dealer ng tawas-tapol. :) u mean my sig?
on matina project, i believe its called fuente de villa abrille located along tulip drive between juna subd & davao city golf. i dunno whose developer but it looks like filinvest.
@ in_com000: i think davao is not yet ready for highrise. there are visionaries who gamble on ambitious projects but it would take some time to get break-even. perhaps as soon as prices on land goes up & maubos na ang mga stewardship titles, that i think its the right time to build highrises. even today, pryce tower & landco is not yet fully occupied.
@ joey: parang ganito yata:
