Gaspar and Dr. Jose “Ting” M. Tiongco – share not only intense passion and commitment for what they do in their respective fields, they also write for MindaNews. Gaspar , church worker and anthropologist, artist and peace advocate, was conferred the Archbishop Clovis Thibault Award this morning “in recognition of his untiring advocacy and achievement for over three decades for justice, peace and development, especially on behalf of the Indigenous Peoples’ communities and other marginalized sectors in Mindanao.” Gaspar writes “A Sojourner’s Views,” and a Bisaya column titled “Panaw-Lantaw” for MindaNews. Tiongco , chief executive officer of the Medical Mission Group Hospitals and Health Services Cooperative-Philippines federation, was conferred the Dr. Jess and Trining dela Paz Award “in recognition of his advocacy and work in providing affordable and accessible health care to the poor and the general population through the Medical Mission Group Hospitals and more than fifty hospital cooperatives throughout the country.” In June last year, the Ateneo de Manila University conferred its Ozanam Award on Tiongco for giving the poor “the Health and Humanity they deserve” through cooperative health. Tiongco writes “Child of the Sun” for MindaNews. His essays have been compiled into a book titled “Surgeons do not cry,” published by the University of the Philippines Press and launched in Davao City last Friday afternoon at the UP Mindanao downtown campus. The book has yet to be launched in Manila. Gaspar graduated AB Sociology (cum laude) from the Ateneo de Davao University (ADDU) in 1967, his MS in Economics from the Asian Social Institute in Manila in 1971 and his doctorate in Philippine Studies from the University of the Philippines (UP) in Diliman in 2000. Tiongco finished elementary and high school at the ADDU, his pre-medicine at the Ateneo de Manila University and Medicine at UP, graduating in 1971. The ADDU also conferred on Fr. Joaquin Bernas, SJ, an honorary doctorate of laws. Bernas was the commencement speaker. Gaspar was commencement speaker of UP in Mindanao in 2005. The following year, the commencement speaker was Tiongco. The two awardees are also book authors. Gaspar has written several books in English and Cebuano, delving on the “personal, spiritual and political– examining the theology of struggle and the martial law era. Gaspar was detained for 22 months by the Marcos regime. The five sectoral committees namely: Committee of Development Administration, Economic Development, Macroeconomy and Finance, Social Development, and Infrastructure Development committees proposed that the bulk of public investments for 2009 will be for nationally-funded road projects worth P4.5 billion; power supply development worth P3 billion; ports development, P1.4 billion; and hospital services and medical laboratory improvement worth P1.4 billion. Nicasio Angelo Agustin, RDC Southern Mindanao vice-chair and regional director of the National Economic Development Authority (Neda) Southern Mindanao, said Friday these projects would comprise the Davao Region's Annual Investment Plan (AIP) for 2009. "The endorsed projects were proposed by national government agencies (NGAs), state universities and colleges (SUCs), and government-owned and controlled corporations (GOCCs) in the region for funding by the national government and official development assistance," Agustin said. He added that the AIP for 2009 will form part of the Updated Regional Development Investment Program for 2008-2010, which contains all public investments that are expected to help the region achieve its goals and objectives as contained in its updated Regional Development Plan for the same period. Yes sa Peñaplata dadaan but my experience kami last year, the Carnival we were riding nag overheat yung breaks steep kasi yung downhill, automatic yung car di maka engine break. I was in our office and facilitated the examination given to the Kalasagers. After the exam, I had to endure the whole afternoon sitting and interviewing them. Thank God, a food haven awaits me after that stressful day. I’m glad they left some Fish and Chips with dip for me. The fish was good and so with the dip which comes with it. Not long after we finished the remaining fish pieces, the waiters started serving us with different platters of our main dishes. The host, Emmylou, served us with Beef Bulalo Steak, Beef Kare-kare, Beef Stroganoff, Sausage with Mashed Potatoes, Baby Back Ribs, and the Whole Fried Chicken. The fried chicken was cooked well without compromising its juiciness. Unlike with other fried chickens I tasted before, Honey Bear’s fried chicken is not dry. The flavor is locked within the chicken meat. It was not greasy. But among the foods served, I like the Beef Kare-kare the most. I always love Kare-kare. The veggies were not overcooked. The meat was tender. The creaminess of the peanut sauce was also good. Of course, kare-kare won’t be complete without the Bagoong. The bagoong they served has a hint of spiciness which elevated my appetite that night. We finished the feast with three different chocolate desserts: Mud Slide, Chocolate Sundae and Yo! Ala Mode. Among the desserts served, the Yo! Ala Mode was a hit. It consists of a warm brownie topped with a scoop of vanilla ice cream. After our dinner that night, the group decided to go to the perya. Escovilla THE sectoral committees of the Regional Development Council (RDC) in the Davao Region endorsed public development projects worth P15.6 billion that are pipelined for implementation in 2009. Government-funded infrastructure projects accounted for the bulk of the proposed public investments next year with P4.5 billion, followed by power and supply development with P3 billion, ports development with P1.4 billion, and hospital and medical laboratory improvement with P1.4 billion. Nicasio Angelo J. Agustin, RDC-XI vice chair, said the endorsed projects will comprise the Davao Region’s Annual Investment Plan (AIP) after evaluating the proposals from national government agencies, state universities and colleges, and government-owned and controlled corporations. The AIP for next year will form part of the Updated Regional Development Investment Program for 2008-2010, which contains all public investments that will help spur growth in the region. The funding for the projects, according to Mr. Agustin, will come from the national government and official development assistance. “The recommended project proposals aim to support the region’s push for economic growth and thrust of the Super Region strategy for an agri-business Mindanao,” he said. Agustin said the projects will boost job creation, improve physical planning and sustainable management of environment, improve infrastructure and logistics support, enforce social development, and promote good governance. By sector, the proposed projects are broken down as follows: infrastructure (P10.6 billion), social (P3.7 billion), economics (P828 million), and governance (P4.25 million). “The Department of Public Works and Highways proposed the largest project allocation at P5.6 billion,” he said. The other agencies with project proposals worth P1 billion and above are the Transmission Corporation (P3 billion), Philippine Ports Authority (P1.4 billion), Department of Health (P1.4 billion), and Department of Education (P1.3 billion). But it is not yet certain if all the three can enter the house for the PBB’s Teen Edition Plus. There is still a possibility that none of the Davao teens can enter the house. From Downtown Davao, around two hours. * 45 mins to 1 hour from Downtown Davao to the junction of the National Highway and the road to Kapatagan. * 45 mins to 1 hour from the National Highway uphill on the Kapatagan road up to the Mt. Apo National Park Checkpoint. 2. Suggested Transportation. * If you want to go all the way up to Camp Sabros, a 4-wheel drive vehicle/suv is recommended. * You may bring any vehicle if you are willing to trek 1 km uphill to Camp Sabros. Just park your vehicle at the Mt. Apo National Park Checkpoint. 3. Location and Directions. Camp Sabros is in Kapatagan, Digos, Davao del Sur, Philippines, in the mountains 1200 meters/3900 feet above sea level. From Davao City, follow the national road en route to Digos City. Along that road you will see a Y-Road that leads you to either GenSan or Kidapawan. Follow the Kidapawan Route (slow down from this point on and look at the right side of the road). Before reaching the DASURECO (Davao del Sur Electric Company) compound, you will see a road on the right side of the highway with a sign saying “THIS WAY TO KAPATAGAN.” Turn right and from then on just follow the road to Kapatagan. When you reach the checkpoint to the Mt. Apo National Park / Mt. Apo Mountaineering Trail, the road to Camp Sabros is to the right and uphill. (I’ll make a road map and post it here soon.) The road to Kapatagan consists of alternating segments of concrete and dirt road of varying widths. Generally, the road is good and manageable, sometimes a little steep in parts. Sedans and small cars can be brought to Kapatagan but not up to Camp Sabros, which would require a 4-wheel drive vehicle. You can always park your vehicle at the Mt. Apo checkpoint and go on foot to Camp Sabros - a one-kilometer uphill hike. (tiring but fun) 4. Suggested Clothing. The climate at Camp Sabros is cool and sometimes wet and rainy (at times colder than Baguio). A good, warm jacket or sweater is essential. Rubber shoes are a must especially on rainy days (and moreso if you decide to hike up and down Camp Sabros). 5. Overnight Stay. Fireplace-equipped Log Cabins that can accommodate 4 to 10 persons are available for rent. * Php1,200 per night (good for 4 persons), * Php2,000 per night (good for 10 persons) 6. Food and Drinks, etc. You may bring food and drinks to Camp Sabros. The deli at Camp Sabros also serves food at affordable prices (P20-P50 per order!). The mini-store at the deli also sells instant food, chichirya (junk food) and other foodstuff, coffee and ice-cold beverages. Alcoholic beverages and cigarettes are also available for sale at the deli. Personal hygiene items are available at the deli store (sanitary napkins, soap, toothpaste, etc.). 7. DAVAO CITY — I have always dreamed of enjoying Kamla Beach in Phuket, Thailand, and wished to experience it during a vacation. I prayed a lot for it to happen. And a different, not to mention more beautiful, answer to my prayer came. In the recent “Araw ng Baganga,” I and some members of the Davao City Tourism Office were invited by Mayor Gerry Morales of Baganga, Davao Oriental, to host a major event in his town. When I was told of the invitation, I was quite hesitant to go because of the long drive. But I went anyway. The six-hour ride to Baganga was worth it because when we arrived at the mayor’s house, a feast was waiting for us – lobsters, crabs and lots of other seafoods. And to think we arrived at midnight! I was awed by the scenery of a veritable forest nurtured by the seawater. However, we learned that the mangrove garden was just a product of rehabilitation by the town. Residents along the shores usually cut down the mangroves for different purposes. We were showed around the municipality by no less than the municipality’s first lady, Nida Morales. We visited several places. One of those was the San Victor beach, a white-sand island with very clear waters and waves perfect for surfing. It was then that I realized that I have been dreaming of places too far away, not knowing that the beauty I have been seeking all this time is quite near me. I have been fantasizing about Kamla Beach in Phuket hundreds of miles from home when, in Baganga, nature’s beauty is real and is only six hours away. Francisco THE Royal Mandaya Hotel will build a 90-room hotel with a resort concept near the SM City Davao mall in the prime Ecoland area. Fernando Aquino, resident manager of the hotel, said the Escandor family, owner of the hotel, already bought the 2.5 hectare property and that it has already drafted the plan for the resort-hotel. “The construction will probably start at the last quarter of the year,” Aquino who joined the hotel last month after the family signed up with his Banig Management Inc. to manage the hotel. The management decided to embark on the project because of the good economy of the city, he said. “The economy of the city is growing tremendously,” he said. In a press conference, Aquino said the plan is to the make the hotel a family oriented one as it will feature a big swimming pool, a zoo and other amenities that will cater to families who want to spend time together. However, he said he could not give the exact amount that will be used in setting up the hotel although the owners already spent about P200 million in acquiring the prime property which is near two big condominiums. Part of the hotel, Aquino added, will be a convention center which will have a 1,800 seating capacity to attract medium-sized conventions. Earlier, some officials of tourism industry organizations in the city like Margarita Montemayor, chair of the Brunei-Indonesia-Malaysia-Philippines-East Asean Growth Area Tourism Council, said the private sector must lead in investing in infrastructure to lure visitors to the city. Montemayor made the comment as tourism industry stakeholders have complained about the lack of a bigger convention venue, a convention center which has a 3,000-seating capacity, so it could attract big conventions in the country. Aquino admitted that the hotel has aggressively marketed itself to local convention organizers in the Davao Region, particularly the local government units. Between early this year and until August, the Commission on Audit has already booked the hotel for its convention. The two faces never meet. Just across Victoria Plaza mall in Bajada, the small Kimchi restaurant opens to serve droves of Korean students who come here each year for cheap English education. Kimchi is just one of several small Korean firms sprouting around the city in recent years to cater to the demands of a growing number of Koreans, some of whom have come and settled in Davao for good. But just a block away on the 17th floor of LandCo building, Young Il Han, the chief executive officer of the all-Korean development firm Good Morning Davao, has set his eyes on much bigger prospects in this city. He represents another face of Korea not easily visible down the street. The Korean firm, which opened last year, is putting in P410 million for its property development projects in Buhangin and the island garden city of Samal this year alone. Justin Choi, chief operating officer, says the company is putting up a 120-unit residential hotel estimated to cost P355 million in a 7,200 square meter lot in Buhangin area. The high-end facility will be equipped with an English language school for foreigners, including Koreans, a business center and a gymnasium. Alongside this project is the 12.9-hectare resort and residential farm subdivision estimated to cost P60 million in nearby island garden city of Samal. Both projects, which will begin construction in July, target the high-end Korean, Japanese and Australian tourists and retirees coming to Davao. Choi says that both projects will hire a total of 500 construction workers during the construction phase and 250 hotel management workers once the two projects are completed. Both projects only cover the first phase of the Korean firm’s development interest in Davao, he says. The Korean company is currently negotiating with Filipino partners for the development of a 760-hectare area near Davao city, where they plan to put up a P9 billion resort with a 27-hole golf course and a subdivision. The project, which will cover the third phase of the Korean firm’s development project in Davao, will include an industrial park, where they’re going to invite electronic and computer companies from Japan and South Korea to put up projects geared for exports. Choi says that the Korean company has chosen Davao from among other areas in the Philippines because of the big potential for property development that remains untapped here. “There is still much of the raw land area just waiting to be developed,” says Choi, his face beaming as he surveys with confidence the Davao landscape visible through the glass windows of the Landco Building. “We’re developers, we want new land, that’s why, we choose Davao city,” says Choi, who has experience in land development and investments in Japan, Korea and America. Their Korean-firm Kangwon Land Development Company has successful projects in Jeju island in South Korea and Kangwondo in eastern Korea. Before the Davao project, the Korean development firm has partnered with Filipino investors in putting up the Good Morning Land Corp., with the property development projects in Batangas, Nasugbu and Rizal in the last five years. But in 2005, the Koreans started looking for possible development sites. “We’ve gone to Baguio, Cebu and Boracay but decided that Davao City is best for development,” says Choi. “There is still much untapped potential in Davao,” he says. “The city is the second biggest in Asia, it belongs to Mindanao which has good resources and good weather (no hurricanes here), its international airport was constructed by a Korean company, it has a lot of good factors to attract foreign retirees, low prices with high potential for economic growth and plenty of chances to develop a very big project.” “Good morning,” he says, represents “hope” and “a good start.” Lou Pasawa, city director of the Department of Trade and Industry (DTI), says he expects the Korean project to have multiplier effect in the Davao economy. Pasawa says the construction industry has 60 ancillary industries that will benefit from its activities, among them are the small construction supplies industries, spare parts, eateries, and other downstream industries. Aside from Good Morning Davao, another Korean company is about to invest in coco peat production here for exports, according to Pasawa. Michael Kang of the Korean-based H&B Corp. plans to put up a new corporation for export production of coco peats—a fine dust from coconut husks—currently enjoying brisk demand in Korea. The Korean company wanted to put up three processing plants in Davao and surrounding areas, with combined capacity of 100 metric tons per month, says Pasawa. “They were here scouting for raw materials and when they saw the raw materials readily available, they are ready to form a new company,” he says. The Korean company is still preparing the necessary documents for registration with the Securities and Exchange Commission (SEC). These big Korean investors, however, have nothing in common with small Korean firms also seen sprouting around Davao, says Choi. Lee Jinwoo, 29, a researcher in Davao for a Korean travel website nomad21.com, says Koreans are coming to the Philippines because everything in the country is very cheap. Even the price for learning English in the Philippines is only half or even a quarter of the price anywhere else in the world, he says. The Philippines is the fourth destination for Koreans to learn English after Great Britain, Canada and Australia. As Korea increases its job quota for Filipinos to 12,000 this year, even learning centers offering Korean language courses to Korean-bound overseas Filipino workers are also popping up. Whether we like it or not, the Koreans are coming, says Sonia Garcia, regional director of the Department of Tourism (DOT), who noted the trend among Korean visitors in the last six years. In 2006 alone, a total of 2,647 Korean tourists visited Davao, an increase from 2,622 who visited here in the previous year. Based on the DOT estimates of $90 average daily spending for each tourist, the number of Korean visitors last year could have spent some $714,690 (or P33.59 million) for an average three-day stay here. At the Kimchi Restauant along Bajada, it’s half past eleven but only a few Korean customers come trickling in for lunch. Curiously, the Korean restaurant looks deserted. It was revealed by Joey himself during SM CIty Davao's Music Festival in which he was given a tribute on Sunday. Joey told reporters that KC is doing a rework of his song Agila (Haring Ibon), which was cited by the Awit Awards of the Philippine Association of the Recording Industry (PARI) for best folk-pop recording, and best country ballad recording in 1991. "Malaking karangala sa akin iyon (It's a big honor for me)," Joey said, adding that KC is one of the most popular young stars today. Joey said he can't wait to hear how KC will render her version of the song. He wrote the song Agila when he was still in Davao as tribute to the Philippine Eagle. It was included in his very first album, Panganay ng Umaga which was initially released in 1981, but was commercially distributed in 1991. It was also included in the repackaged album, Mga Awit ng Tanod Lupa. The Datu Bago awardee (the highest honor given to a Davaoeño by the city government) said he will not pose any objection if other artists like to cover his songs. He said Rivermaya did their versions of his songs, Padayon and Ilog, in the album Isang Ugat, Isang Dugo, the last CD participated in by former vocalist Rico Blanco. On Sunday at SM City Davao, seven homegrown acts paid tribute to Joey Ayala as they rendered their version of Ayala's songs during the SM CIty Davao's Music Festival. The Filipino-Chinese-Spanish-Indian singer-composer lauded the participating Davao artists, telling them that they can make a fortune with their performances. He said he will support if the participating groups decide to come up with a compilation album of their Ayala's versions. A report submitted by DTI Southern Mindanao to the National Economic Development Authority (Neda) Southern Mindanao office named these markets as Japan, China, United States of America (USA), Korea, Germany, United Kingdom, Canada, New Zealand, and Russia. The top merchandise export of the region, which is banana and its by-products, was exported in Russia, New Zealand, United Kingdom, Germany, Korea, USA, China, and Japan. Desiccated coconut and its by-products, on the other hand, which are the top five merchandise exports of the region, were exported to Canada, Japan, China, USA, Korea, and United Kingdom. Mango and pineapple are exported to Japan, Korea, and New Zealand, while tuna are imported by Germany, USA, and China. DTI reported that a total of US$417.7 million was generated for banana exports last year; US$120.8 million for pineapple; and US$33.9 million and US$13.9 million for banana chips, desiccated coconut, and other coconut by-products, respectively. davaoeagle March 19th, 2008, 06:16 PM Thursday, March 20, 2008 BIR exceeds collection by P5 billion Sunstar Davao BUREAU of Internal Revenue (BIR) Regional Director Marcelinda Omila-Yap announced Tuesday that her agency has exceeded the February collection by P510,997,880, which is over its goal by 0.42 percent and over last year's collection by P86.9 million or 20.51 percent. Gracing the Arena 11 radio forum, Director Omila-Yap said the BIR regional office also collected P111.1 million from the tax amnesty program per its updated data. The tax amnesty, which ended last March 6, has no more extension. Delinquent taxpayers were given at least six months to settle their accounts from 2005 and prior years without investigation anymore on their books of accounts. Finance Secretary Margarito Teves, who was in Davao last week, was happy with the tax amnesty collection reports of the BIR Davao regional office, which has exceeded its tax amnesty collection goal of P80 million. The President's economic team was in Davao for the economic briefing held at Marco Polo hotel together with Budget Secretary Rolando Andaya Jr., National Economic Development Authority (Neda) acting secretary Augusto Santos, Energy Undersecretary Ramon Santos, Agriculture Undersecretary Jesus Emmanuel Paras, Department of Trade and Industry (DTI) Assistant Secretary Merly Cruz, and Bangko Sentral ng Pilipinas (BSP) Director Iluminada Sicat. In Davao region, Omila-Yap reported to Secretary Teves that most of the delinquent taxpayers have availed of the tax amnesty program of the government. There was one (individual) taxpayer alone who paid his delinquent taxes of P34 million. Davao City, under the leadership of Revenue District officer Jose Eric Furia, posted the highest tax collection (from January to February 2008) amounting to P1,189,766,216.93, or an increase of 39.05 percent compared to last year's (2007) collection of same period or an increase of P185,876,165.43. Second highest (from January to February 2008) is Digos City under the leadership of Eddie Castillo posting tax collection of P109,443,850.02, or an increase of P12,903,371.85 or 28.29 percent. Mati in Davao Oriental under Bella Bentulan garnered P47,292,620.75, while Tagum City under the leadership of Franklin Ladores collected P275,115,278.52. Yap said there are still some taxpayers who wish to avail of the tax amnesty but the BIR cannot grant it anymore since the government did not provide any extension after a six-month compliance. "We sent letters to delinquent taxpayers for them to avail of the tax amnesty, but perhaps some of our taxpayers have taken it for granted or they were too busy and were not able to show up to file their tax amnesty. We are too sorry to say that after March 6,2008 deadline, no extension was provided by the government," she said.
