Bali Bali Resort in Samal

WITERARY for SunStar Davao

When we first heard of a Bali Bali Beach Resort in Island Garden City of Samal, I thought it was based on Bali, a beautiful island in Indonesia which is frequented by tourists worldwide. Paul Garcia said that was true but then it was more of his Dad’s preference, since Mr. Romy Garcia is a Pangasinense himself. “Bali-bali” in the Pangasinan native dialect Pangalatok means “beautiful”.

Indeed it was beautiful the first time we set foot there. Located at the southwest coastline of Samal, the one-hectare property opened to the public on December 2006, and operated on pre-booked, pre-arranged accommodations. Hence, the exclusivity and privacy it exudes.

There were only six cottages, an infinity pool and a pavilion where guests are served meals. Asian inspired with different room themes, you can choose from Japanese, Thai, Indonesia, Chinese, Mediterranean and Filipino themed rooms. Mr. Garcia’s wife Ester preferred to stick to the serenity of the place, by not adding TVs in the room, but only in the main sala of the pavilion. It kind of puts you back into a reflective mood as you actually hear and appreciate the songs of the crickets and the soothing sound of the waves.

The caretaker Ate Luz was on hand to feed us with the most delicious turon (which I saw on the guestbook was Sports Unlimited Marc Nelson’s favourite, too). Lunch was delicious and filling and so was dinner.

The beachfront has two open cabanas for a relaxing massage by the sea. While Rhonson had his pre-wedding pictorial shoot for a couple, I took the liberty of taking photos of nature at its best. The fishermen were hauling their day’s catch, while a flock of birds swoop by towards the jetty made of rocks. The atmosphere was simply serene and calming without the city sounds to disturb you.

The Bali-Bali suites (Filipino and Japanese themed) cost Php 6,500 per suite per night, good for 2 persons with full day’s meals of breakfast, lunch and dinner. Same goes to the Garden Villas - Thai, Balinese, Oriental and Mediterranean which cost Php 5,500 per room per night, good for 2 persons.

There are also packages for functions, or private parties, allowing your group to stay and make exclusive use of the resort’s amenities at a price. Day tour is at P1000 per adult, and P500 per child with lunch. Special occasions such as weddings have different packages which can be viewed at their website www.balibaliresort.com. Amenities can be requested like snorkelling and diving equipment. Among others, spa services can be provided by their sister company, the At Home Massage Spa Services.

To visit Bali-Bali, you can take the Davao-Samal Ferry Boat at Sasa, and take a 20-minute ride south towards Barangay Catagman, along Samal’s coastal road. Booking arrangements can be done in the Davao office at tel. 2346415, while docking area is located in Pearl Farm Marina, Lanang. Look for the manager, Ms. Marisu Doromal.

Davao City: Largest in land
area, 4th most populous

By Manuel Cayon
Reporter

DAVAO CITY—This city is the only city outside three Metro Manila cities to have a population of more than 1 million.

But Davao City, the fourth on the list, is also the largest in size among the 135 cities nationwide, almost equal the size of all the cities combined on the top 10 list of most populous cities.

Quezon City is the most populous, with 2,679,450 residents, accounting for 3 percent of the country’s 88.57 million population. It is followed by two other cities in the National Capital Region, Manila with 1,660,714 and Caloocan with 1,378,856.

Davao City is close on the heels of Caloocan, with a population of 1,363,337.

The four cities reaching the 1-million mark in population, already account for 8 percent of the country’s population.

The rest of the most populous cities are Cebu City (fifth with 798,809 population); Zamboanga City (sixth with 774,407 ); Pasig City (seventh with 617,301) and Taguig City (eighth with 613,343); and Valenzuela City (ninth with 568,928).
The updated list based on the National Statistics Office’s 2007 Census of Population and provided by the National Statistics Coordination Board said the country has 136 cities. Of this number, 64 are in Luzon, 39 are in the Visayas, and 33 are in Mindanao.

But Davao City, with a land area of 2,443.6 sq km, is the largest among the Philippine cities.

Including Zamboanga City’s 1,483.4 sq km, the nine other most populous cities have a combined land area of 2,641.5 sq km, slightly more than this city’s.

There are now 32 cities classified as highly urbanized cities (HUCs), or cities with incomes not less than P50 million and with a population not less than 200,000. The number of cities under this category included the latest entrant, Lapu-Lapu City in Cebu and Puerto Princesa City in Palawan, which were converted in July last year from being mere component cities of their respective provinces.

The HUCs comprise 23.5 percent of the 136 cities.

The biggest number of cities are in the category of component cities, with 100 of them. This category still includes the city as part of the province where it used to be a town, and whose population is under 200,000 and whose voters are still entitled to vote for their provincial elective officials.
Of the 136 cities, seven are the capital cities of their original provinces. These are the cities of Cebu, Lucena, Iloilo, Bacolod, Butuan, and Puerto Princesa.

Aboitiz Power sees prospects for growth under open access

CEBU CITY — With its growing investments in power generation, Aboitiz Power is taking advantage of business opportunities that will emerge once large electricity users are allowed to choose their own power suppliers, company officials said yesterday.

Erramon I. Aboitiz, Aboitiz Power president and chief executive officer, told stockholders the company has both the human and financial capital required to take advantage of these prospects.

"We anticipate that when open access is implemented, a new market for our power will open up for us, giving us the opportunity to not only sell electricity to customers outside our franchise area, but also to build additional generating capacity," Mr. Aboitiz said.

Under an open access system, large power users can choose power suppliers, unlike in the present system, which limits them to the supplier that has jurisdiction over their respective areas.

Open access is mandated by the Electric Power Industry Reform Act, subject to five conditions.

Three have been met — the establishment of a wholesale electricity spot market, removal of cross-subsidies and approval of unbundled charges.

In simple terms, unbundling forces utilities to itemize or break down specific components of the electricity bill to make pricing more transparent and understandable to consumers.

The two other conditions are the privatization of at least 70% of the total generating capacity of the National Power Corp. in Luzon and Visayas, and the transfer of 70% of Napocor capacity covered by independent power producer (IPP) contracts to IPP administrators.

Aboitiz Power, which debuted on the stock exchange last year, has increased its generating capacity to 1,035 megawatts (MW) by buying both government and private plants. The biggest of these was the 360-MW Magat hydro plant.

This year, Aboitiz Power will invest P11.4 billion in three green-field projects estimated to cost P70 billion.

These projects will bring Aboitiz Power’s total generating capacity to 1,832 MW, more than three-quarters higher than last year.

These are the 300-MW coal plant in partnership with Taiwan Cogeneration International Corp. at the Subic Bay Freeport Zone, the 42-MW and 34-MW run-of-river hydropower plants in Davao, and the 246-MW coal plants in Toledo City, Cebu.

Work on the 300-MW plant in Subic will start in the third quarter and is expected to be completed in three years.

One of the hydropower plants in Davao is under construction, while the second will be built starting in the third quarter.

In Cebu, work is ongoing on the three 82-megawatt coal plants by Abovant Holdings and Global Formosa of the Metrobank Group. These will be completed by early 2010.

Aside from these generation projects this year, Aboitiz Power is eyeing new acquisitions, such as an additional stake in the Mindanao coal-fired plant and the Tiwi-Makban plant.

Mr. Aboitiz said there are negotiations to buy an additional 15% stake in STEAG State Power, Inc., which runs a 232-megawatt plant at the PHIVIDEC Industrial Estate in Misamis Oriental.

Aboitiz Power acquired a third of STEAG State Power last year for $91.91 million through a share purchase deal with majority shareholder Evonik Industries AG. Evonik now holds 55%, while State Investment Trust, Inc. holds 11%.

"We had some talks, but I think the shareholder has decided to wait and rethink the price," Mr. Aboitiz said. If the deal is clinched, Aboitiz Power’s shareholdings in STEAG State Power will increase to 49%.

Mr. Aboitiz said they were not aiming for control of the company, but would suggest to their partners the expansion of the plant or the construction of another plant to address Min-danao’s growing power requirements.

"When we entered the partnership, Evonik already had majority control. We’re happy with the situation. They understand coal. We’re just entering this business," Mr. Aboitiz said.

Mindanao is projected to require an additional 100 to 200 megawatts by late 2009 or early 2010.

The Department of Energy (DoE) earlier said for 2006 to 2014, Mindanao would need an additional 850 megawatts to meet electricity demand, which is expected to grow by 6.5% yearly.

Last year’s acquisitions spurred growth in the generation group’s sales, as the company sold in the first quarter a total of 377 gigawatt-hours of power, 10 times higher than a year earlier.

In the distribution group, Aboitiz Power units grew electricity sales by 17% to 744 gigawatt-hours.

This was also driven by increased interest in utilities Subic Enerzone, Mactan Enerzone and Balamban Enerzone.

All are now wholly owned subsidiaries of Aboitiz Power. The power generation business contributed 63% to the company’s net income for 2007, higher than the 45% contribution in 2006. — Marites S. Villamor

Nice pix... Gamay ra lagi ang samal photos mo :)

hehehe sorry guys ha but im a lil bit disappointed sa samal. im expecting too much kc eh but ok naman siya.

but i love eden park. with eden park,i can tell na this is the best vacation ko so far. i nver thought na nag skyride ako. i have a fear on hyt kc but i really love it, sulit na sulit ang experience. e po post ko later ang mga pix ko sa eden.

crocodile farm is another good experience. imagine one tourist nag comment pa at ang lakas ha "ANO BA NAMAN ANG MGA HAYOP DITO CROCODILE LAHAT" hahahahaha kaya nga crocodile farm eh, tangi!!!!

people's park is the best park i've ever seen. my portion don na parang wala ka sa heart of the city, parang nasa baguio ka or sa eden. really nice park. i took those pix at 5:30 am malapit lang kc ang hotel ko sa park, tatawid ka lang. hehehehe

i also went to hazel. i dont know if you guyz are familiar with the place but sa mga barako alam cguro nila ano ang hazel. hahahaha clue? basta daming babae doon na sexy. hehehe

davao city in general is the best place for me. the cleanest highly urbanized city i've ever been to. talagang napakalinis at peaceful at sobrang ganda ng syudad.i dont know how to describe it but davao is simply amazing!!!!!

Veco, Davao Light to seek power rate hike

ABOITIZ Power Corp. (AP) hopes to increase rates of its distribution utilities like the Visayan Electric Co. (Veco) and Davao Light and Power Co.

This would mean an increase in the distribution charges included in the monthly electric bill, which is imposed on consumers.

AP president and chief executive officer Erramon Aboitiz assured that the adjustment will not be implemented right away, as the company will still apply with the Energy Regulatory Commission (ERC) and have its utilities undergo a long process called performance-based regulation (PBR) that includes a series of public hearings, among others.

“If we start with Veco by the end of the year, and considering it would take 18 to 24 months to be completed, nothing will probably happen until 2010,” he said.

Aboitiz added that it is still too early to tell how much its proposed rates would be.

Based on 2000

During the AP’s first annual shareholders’ meeting yesterday as a publicly listed company, he said the company is confident that its distribution rates will be adjusted, with ERC’s implementation of PBR and considering that its current rates are based on assets and expenses of the year 2000.

“We have higher expenses. Salaries have gone up. Cost of operations has gone up, as well as our capital expenditures and prices of materials like wires, transformers and steel. Costs have gone up.

“We think that after eight years, there probably should be an adjustment. But it’s still a little early to tell how much exactly and to what extent,” Aboitiz said.

AP executive vice president for strategy and regulatory affairs Juan Antonio Bernad said there will be a schedule for the conduct of PBR in all its utilities.

“The first utilities to go through this process were Cagayan de Oro, Meralco, and Dagupan Electric. The first batch is a little delayed. They were supposed to have the performance-based rating in 2007. But they already had their public hearings. The second batch will include Cotabato and Iligan and I think, Mactan. Veco will be under the third batch,” he said.

Hearings

The process will include public hearings and participation of consultants and appraisers, both foreign and local, who will look at not just its proposed rates but also the level of quality service it can offer.

“Part of the process is that we are expected to have certain obligations to meet. One is how to reduce system losses and how quickly is the response time in terms of connections and reconnections,” he added. (NRC)

Indonesian firm looks for partner in bio-energy project
Sunstar Davao

AN INDONESIAN company is presently looking for a business partner who is willing to engage in a joint venture agreement for the production of bio-energy.

The Indo Digital Base Energy Solution Company Ltd. has asked the assistance of the National Economic Research and Business Assistance Center (Nerbac) in Davao City in looking for a business partner who is interested to invest on two major agreements -- bio-fuel crop plantation and mass production of bio-fuel.

IDB Energy Solution is an Indonesian-based company that has developed new variety of bio-energy crop and cultivation technology.

These bio-energy crops are the IDB Super Jatropha and Superior Cassava, which yield 100 percent more than the ordinary varieties.

The Super Jatropha yields 40 tons of seeds per hectare while ordinary ones yield only at eight to 12 tons per hectare. The Superior Cassava, on the other hand, has yield of between 100 to 150 tons per hectare while the usual variety is only at 30 tons per hectare.

In an e-mail to Nerbac-Davao, IDB Energy Solution general director Daniel Choi said his company would provide the necessary piece of land that will be used in planting two of the major bio-fuel raw materials - jatropha curcas and cassava.

"We will provide the needed land (50,000 to more than 200,000 hectares) for the plantation of jatropha and cassava. We will also take charge of securing the government's approval in Indonesia," Choi said.

Interested parties may get in touch with Choi directly at e-mail address tikon@centrin.net.id or tikon@paran.com.

Natural beauty

Philippine Daily Inquirer
First Posted 00:25:00 05/13/2008

This summer should be as good a time as any for Filipinos to discover the paradise that is their country—more than 7,000 glittering emerald islands in deep blue, crystal-clear waters teeming with a wide variety of marine life. For those who may have forgotten, here’s a quick list:

Northern Luzon: Pangasinan’s Hundred Islands, where one can rent an island for a day and swim, fish or simply relax; Baguio that, despite the pollution, remains a cool place to stay in during summer; Sagada with its fog-shrouded mountain range, limestone cliffs, forests, subterranean caves; and the 2,000-year-old Banaue rice terraces, a Unesco World Heritage Site, the eighth wonder of the world.

Southern Luzon: Puerto Galera in Oriental Mindoro, a marine reserve and beach resort, endowed with coves, fine sandy beaches and shallow coral reefs for snorkeling; Pagsanjan Rapids and Falls, a series of 14 rapids punctuated by mini waterfalls; Mt. Banahaw, a mystical mountain and a popular destination for people who like to enjoy its cool weather, bathe in its hot springs or simply admire nature’s beauty; Puerto Azul, a beach resort that offers the tourist a breathtaking sight with its elegance and natural beauty; and Donsol, Sorsogon with its human-friendly “butanding” [whale sharks].

Palawan, the country’s natural last frontier, is sanctuary to a big variety of exotic flora and fauna that are found nowhere else. It is home to Tubbataha Reef, the only national marine park on the World Heritage List, whose grandeur is comparable to the Great Barrier Reef of Australia. Other attractions of Palawan are St. Paul’s National Park that has an underground river, El Nido with its awe-inspiring seascape and limestone cliffs, and Calauit Island, home of Philippine and African wildlife.

The jewel of Palawan is stunningly beautiful Amanpulo [“peaceful island”], the resort of the rich and famous. A private island, Amanpulo is blessed with powder white beaches, clear turquoise-azure-indigo seas, cerulean skies and a many-colored coral reef only 300 meters from the shore.

The Visayas: Mactan Island in Cebu City has the largest concentration of beach resorts in the province. Panglao, Bohol, with its gentle coves and white-sand beaches, can be a worthy competitor to Boracay. Around Balicasag Island in Panglao there is a wealth of underwater splendor that makes it a favorite of divers. Among the major attractions of Bohol are the 1,268 Chocolate Hills, which turn chocolate-brown toward the end of summer. The crown jewel of the Visayas is Boracay with its powder white sand that is as fine as confectioners’ sugar, its crystal-clear waters and spectacular sunsets.

Mindanao: The best known tourist destinations in Mindanao are Davao City, with its dazzling ethnic, cultural, linguistic and environmental diversity, and exotic Zamboanga City, the melting pot of the South. Less well known but no less exciting is Camiguin which has more volcanoes per square kilometer than any other island on earth. It has white-sand beaches and spring resorts. Siargao Island in Surigao del Norte province has now become an international surfing mecca

First Posted 11:49:00 05/21/2008

MANILA, Philippines – Manila-based conglomerate Metro Pacific Investments Corp. (MPIC) said Wednesday it has agreed to buy a 34-percent stake in Davao Doctors Hospital Inc. for about P498 million ($11.6 million) as part of its expansion plan in the healthcare business.

Metro Pacific, which is partly owned by Hong Kong-listed conglomerate First Pacific Co. Ltd., said the deal would close on May 31 and payment would be in cash.

Metro Pacific also owns and operates the Makati Medical Center -- one of the country's premier hospitals -- through unit, Medical Doctors Inc.

Medical Doctors recorded a 20-percent increase in net profit last year to P268.5 million.

Metro Pacific also has interests in property development through Landco Pacific Corp. and partly owns Maynilad Water Services Inc., one of the country's two biggest water utility companies.

In March, Metro Pacific chairman Manuel Pangilinan said the group would pursue growth opportunities in the areas of natural resources, infrastructure, healthcare and the hotel business.

Shares in Metro Pacific were flat at P4.25 in late trade Wednesday.

Davao City gets emission
testing equipment from USAID

The United States Agency for International Development (USAID) through its Energy Clean Air Project (ECAP) donated to the Davao City Government a smoke opacimeter that is used to test emissions of diesel-fueled vehicles against the standards set by the Philippines Clean Air Act.

In an official turn over ceremony held at the Finster Hall lobby of the Ateneo de Davao University yesterday, the equipment was handed over by US Ambassador Kristie Kenney to Acting Mayor Sara Duterte in the presence of the Clean Air Youth Alliance Members and key personalities of the USAID, national government agencies and local government officials.

According to Engr. Christine P. Rizardo – Omar of the Ateneo de Davao University who also serves as ECAP’s Area Coordinator, the equipment was part of USAID’s technical assistance package and commitment to Davao City Government as it steps – up its campaign to improve the ambient air quality of Davao City.

Engr. Omar explained that ECAP through the Ateneo de Davao University also provided capability building trainings to law enforcement officers from the Davao City Environment and Natural Resources Office, Land Transportation Office – XI and Environment Management Bureau-XI of the Department of Environment and Natural Resources in order to enhance their knowledge and skills in undertaking roadside inspection and apprehension activities.

Likewise, Councilor Leonardo Avila III, Chairman of the Committee on Environment and Natural Resources of the Sangguniang Panlungsod revealed that the equipment grant will facilitate the operationalization of the Anti-Smoke Belching Ordinance which he authored and was passed into law in early 2007.

Councilor Avila further noted that the City Environment and Natural Resource Office under Engr. Jocelyn Espina will serve as the Anti-Smoke Belching Unit of the city and is currently finalizing the Implementing Rules and Regulations so that they can proceed with the full implementation of the ordinance. Thus, the CENRO will serve as properly custodian of the smoke opacimeter.

ano name ng call center at ilang seats?

I didnt ask for the name of the call center...ang dami ko na kasing tinanong dun sa contact number posted sa rendering. ehehehhe

Eto yung trail ng text namin:

- i asked if they still have residential units available.
- i asked if how much
- i asked if how much ang rent sa commercial area
- then they replied na hindi na nila itutuloy ang residential units as the whole floor was leased out already by a call center.
- they also said na 500 pesos per sqm. ang pinakaliit daw is 120sqm
- then i asked if confirm na ba tlga ang call center. they said na oo..

That place would have been an ideal residential location. Imagine, may gym, spa, coffee shop, at restaurant. Sayang. Pero business is business. Reflectorized tiles on pedestrian lanes mulled
Sunstar Davao

DAVAO City Councilor Nilo Abellera eyes the use of durable reflectorized tiles as pedestrian lanes.

Abellera, in Wednesday's edition of the City Council Media Hour, said instead of delineating the lanes with markers and paints, it is best to use tiles or other rubberized alternatives.

"If you total the expense of the re-paintings we have done over the years, it would be the same amount we would use to buy the tiles at one time," Abellera stressed.

Abellera, chair of the City Council committee on peace and public safety, said the idea stemmed not only for cost cutting purposes but also to make the pedestrian lanes visible and efficient.

"Those who are not from Davao do not know where our pedestrian lanes are because most of them have been erased. Even locals get confused. That's why when we strictly implemented the use of pedestrian lanes, many were apprehended because a lot could not locate the lanes," Abellera said.

Councilor Ma. Belen Sunga-Acosta, who was also present Wednesday, echoed Abellera's suggestion.

"It is an urgent concern and I hope that they will consider prioritizing the school zones especially that school is about to start," Acosta said. (GLP)

Discover the house above the sea: MAXIMA Vacation Home
By H. O. Castillo Published : 2008-05-21
Mindanao Times

THE Island Garden City of Samal (IGACOS) is filled with fun places to explore. One day is, however, too short a time to enjoy the awe-inspiring sights around the island.

There are beach resorts that offer cottages to those who want to experience the Samal sunset, night swimming, and sunrise. For a group seeking a quiet place to stay, the Maxima “house above the sea” in Barangay San Jose, Penaplata is a good choice. It has four air-conditioned rooms with ten beds. Maxima has a kitchen for those who like to cook for themselves and satellite television to stay in touch with the “outside world.”

Snorkeling right under the house is possible anytime since several schools of fish opt to use the area as a refuge to stay away from predators. Davao Crocodile Park owner Mr. Sonny Dizon said the wonderful sea creatures look even better when the Maxima lights are switched on at night.

Accessible via speedboat, the nearby San Jose Wall offers great diving opportunities for those who love to explore deeper down the clear water. The “white sand beach” of the Floirendos is also just minute or two away from Maxima.

To learn more about Maxima, log on to www.davaocrocodile-park.com and click on the “vacation home” link. For inquiries about the rates and availability of Maxima, call (082) 301-20-20 and look for Atoy.

Aboitiz Power subsidiary gets P3.5-b loan from three banks
By Alena Mae S. Flores

Hedcor Sibulan Inc., a wholly-owned subsidiary of Aboitiz Power Corp., has obtained a P3.5-billion loan from a consortium of three local banks to finance the construction of the 42.5-megawatt Sibulan hydropower project in Sta. Cruz, Davao del Sur.

Hedcor Sibulan signed the 12-year term loan with Metropolitan Bank & Trust Co., Rizal Commercial Banking Corp. and Philippine National Bank.

“The signing of the P3.57-billion syndicated loan facility significant because it furthers our vision of making our brand of energy, Cleanergy, available to every Filipino,” Hedcor chairman and chief executive Erramon Aboitiz said in signing ceremonies.

The Sibulan hydro project broke ground last September and was expected to be completed by August 2009.

The project, estimated to cost P5 billion, involves the construction of two cascading hydropower generating facilities tapping the Sibulan and Baroring rivers in Sibulan, Santa Cruz, Davao del Sur.

Hedcor Sibulan will supply 212 kilowatthours annually to Davao Light and Power Co. Inc. starting August 2009.

The company offered a bid price of P4.0856 per kWh to Davao Light, lower than the P4.36 per kWh sold by National Power Corp. Including a systems loss of P0.43 per kwh for Hedcor, the total power cost of electricity from Hedcor to Davao Light consumers is pegged at P4.51 per kWh versus the P4.82 per kWh bid of Lanao Hydro as offered by Napocor.

Aboitiz said the company was also working out a similar financing agreement for its 30.5 MW Tamugan-Suawan hydro project P6 billion in Davao City.

“We’re still finalizing the contracts [for Tamugan] and hopefully we finalize that in the next few weeks. What we want to do is to borrow the same ratio, borrow from the banks about 70 percent of the project and put in additional equity of about the same amount,” he said.

The company hopes to generate annual revenues of P1.7 billion to P1.8 billion from the two hydro plants once they become operational.

“We have one power purchase agreement that’s already been approved by the Energy Regulatory Commission. It’s a very unique power purchase agreement with it being in pesos and has no foreign exchange adjustment. Customers in Davao will not have to pay any foreign exchange adjustment which normally in power they always have forex adjustments,” Aboitiz said.

Both hydro facilities in Davao received tax incentives from the Board of Investments, such as six-year income tax holiday and reduced import duties on capital equipment.

Davao Region 2nd in NTF sales

Davao City (23 May) -- DAVAO Region emerged as second placer in sales performance during the recently held National Trade Fair (NTF) in Metro Manila.

Last day tally of the five-day event showed that out of the P32.031 million totals sales P4.719 million was accounted for the Davao Region. The event was participated by 14 small and medium enterprises (SMEs) from the different areas of the region.

Of the region's aggregate sales, Davao City raked in the biggest chunk with P2.193 million or 46 percent of the P4.719 million. Davao Oriental was in the second spot with P1.76 million, which represents 37.49 percent of the regional share.

Davao Oriental's One Town One Product (OTOP) likewise made a good showing in the said event where a United States-based company entered into a supply arrangement for the province's coconut baskets. The coconut baskets were the prototype in the OTOP Product Development Project of the Department of Trade and Industry (DTI) 11. These were displayed in the special setting of OTOP within the NTF's venue. Such special setting caught the interest of the US buyer which resulted to inking a P1.340 million deal with the province.

Department of Trade and Industry (DTI) 11 Assistant Regional Director Marizon S. Loreto said the region's laudable performance only shows that the preparations made before the event were helpful to the participants.

"These SMEs actually received a full-cycle package of assistance from DTI. They underwent seminars and trainings such as product development and advisory course which included the development of the participants' negotiation skills," Loreto said.

Regional participants to the event were: (Davao City) Crystal Seas and Handcrafted Products, Porky Best Products and Kanegie Food; (Davao Oriental) RV Berato Pebble and Concrete Products and Mandaya Dabaw Dagmay and Weaving; (Davao del Sur) RER Lumad Designs, SR Mango Processors Cooperative, Elisha's Food Products, and AG Pacific Nutriceutical Corporation; (Compostela Valley Province) King Real Laundry Manufacturing and Cocolife Cooperative; (Davao del Norte) Silagan Handicrafts and Lucille's Food Products.

This year's NTF focused on the theme "The Best of the Islands" wherein the diversity of products manufactured from different areas in the Philippines was highlighted. The regions utilized locally-grown raw materials for their products so that they'll be set apart from the rest.

Loreto expressed optimism the region will sustain its significant performance in the NTF in the coming years as she cited the department's commitment to continuously provide technical assistance and product development program to the SMEs it assists.

The NTF was spearheaded by the Center for International Trade Expositions and Missions (CITEM), an attached agency of DTI. It was supported by the other bureaus of DTI such as the Regional Operations Group (ROG), Product Development and Design Center of the Philippines (PDDCP), and Bureau of SME Development (BSMED). Aboitiz Power to raise P6B to build hydropower plant in Mindanao (http://http://www.philstar.com/index.php?Business&p=49&type=2&sec=27&aid=200805226)
By Donnabelle L. Gatdula
Friday, May 23, 2008

Aboitiz Power Corp. (APC) is planning to raise about P6 billion to fund the construction of another hydropower plant in southern Mindanao.

APC president Erramon Aboitiz said they would be needing such an amount to finance the 30.5-megawatt (MW) Tamugan-Suawan hydro project.

He said about 70 percent of the amount will be raised through borrowings while the balance of 30 percent will be financed by the Aboitiz group through equity infusion.

According to Aboitiz, they are currently in talks with several banks for the Tamugan project loan. “The banks have expressed interest to finance the project. We still don’t have a fixed number. We are still negotiating with our contractor.”

Once completed by 2010, the Tamugan plant and another project — the P5.1 billion Sibulan hydropower facility — will bring P1.8 billion in additional revenues for the group, Aboitiz said.

The output that would be generated by these two hydropower facilities will be sold to APC affiliate Davao Light and Power Corp. at P4 per kilowatthour.

The power purchase agreement, approved by the Energy Regulatory Commission (ERC), is unique since it would not include any foreign exchange adjustments.

“More or less the selling price is about P1.7 billion to P1.8 billion in annual incremental revenues for Sibulan and Tamugan. We have one power purchase agreement that’s already been approved by the ERC. It’s a very unique power purchase agreement with it being in pesos and has no foreign exchange adjustment. In other words, customers in Davao will not have to pay any foreign exchange adjustment –which normally in power they always have foreign exchange adjustments,” Aboitiz said.

He added that “the price of this generation is P4/kwh — but that is a delivered price inclusive of transmission cost with no foreign exchange component.”

The project would also backstop Mindanao’s power requirement particularly in the southern regions.

Aboitiz said the Sibulan and Tamugan projects are also significant because of the company’s vision to promote “cleanergy”.

“I believe that our partnership is a significant step forward in terms of the promotion, development and acceptance of more clean and renewable energy projects in the future,” he said.

Hedcor Sibulan Inc. has signed a P3.37-billion syndicated loan facility with three of the largest banks in the country, Rizal Commercial Banking Corp., Philippine National Bank and Metropolitan Bank and Trust Corp.

Aboitiz said the loan will finance the Sibulan project, with the balance pulled through the resources of the shareholders of the Aboitiz group.

DOTC wants SMS to be free
By Paolo Romero
Friday, May 23, 2008
The government will be prodding telecommunications companies to no longer charge users for text messaging service since this is supposed to be free under their public franchises, officials said yesterday.

Transportation and Communications Secretary Leandro Mendoza said a petition will be filed before the National Telecommunications Commission (NTC) to compel the telecommunications firms to make the short messaging system (SMS) or “text messaging” free.
The Philippines is considered the text messaging capital of the world as Filipinos send hundreds of millions of text messages a day owing to promotions and gimmicks by mobile phone companies such as unlimited text messaging, and increasing subscriber base, reports said.

Mobile phone subscribers are expected to reach over 50 million by yearend through carriers like Globe Telecom, Smart and Sun Cellular.

Since physical infrastructure of landlines remains inadequate and mobile phone units are relatively cheap, text messaging has been the main form of communication even among poor families.

A single text message costs anywhere from P1 to P2.50.

Mendoza said if the petition before the NTC bears fruit, the cost of mobile communications will go down significantly.

“We are studying this now. Carriers should only charge for voice calls because in their franchise, they only pay for voice services. Text messaging is not really considered a service and should be free,” Mendoza said.

In Memorandum Circular No. 8-9-95, the NTC classified SMS as “value-added service” or “enhanced service” provided by telecommunications firms.
He admitted that the move would be controversial and would be strongly opposed by industry players.
“This will be a long battle. But for the DOTC, we believe that texting should be free, the Philippines currently has one of the highest rates in cellular phones in Asia,” he said.
