New library opens in Davao
By Mindanews Published : 2008-05-23

IF YOU are looking for a place where you can find an array of books for your research, thesis paper or to feed your knowledge bank, then The Doña Luisa Villa Abrille Memorial Library is perfect for you.

The library, located at the Lions Club Building along McArthur highway in Matina in this city, is a joint project of the Davao Association of College and Schools (DACS), the Davao City Lions (Host) Club and the Kyabaan Association, Inc. (KAI).

“The library aims to respond actively to the information, education and communication needs of students and professionals in search of development and positive change relevant to Philippine realities,” says May Fe Templa, managing director of KAI who also manages the library.

It features various collection of college textbooks, books published by Ibon, even those by the National Democratic Front. There are also progressive books on unionism, class struggle, martial law, and even Amado Guerrero’s “Philippine Society and Resolution.”

The library also has an extensive collection of Chinese publications, ranging from Chinese arts, culture and society to magazines and Chinese story books such as “Spring Silkworms” by Mao Tun, Chinese stories compiled by Jiao Bo, “Lovely Land” by Yang Shuo, Pu Songling Selected Tales of Liao Zhai, “The Butterfly and Other Stories” by Wang Meng.

Other collections include “Plato for Beginners,” “Economics for Beginners” and “Sex for Beginners,” literary books and readings on sexual reproductive health, gender, health, and environmental issues, legal and social issues. One can also purchase copies of Ibon books that are for sale. They can even rent educational and documentary films from Lions Club and Department of Health at 10 pesos each.

The library was named after Wang Shu Shin’s mother, Doña Luisa Villa Abrille. The late Wang Shu Shin is a member of the Lions Club.

Members of the library’s book club can borrow and take the books home. For non-members, the books are only for reading inside the library.

Interested citizens can avail the perks of being a club member by paying an annual membership fee of P50 for students and P75 for professionals.

The library, however, also has its problems. Lack of money is the most major. “The money we get from the membership fee is not enough to support our personnel and other operating expenses,” says Templa.

The library, which started operations last February, is open from 9 a.m. to 4:30 p.m., Mondays to Fridays. (Thea S. Padua / MindaNews)

Adding new districts
Mindanao Times

THE 2010 elections are still a good two years away, but the elbowing for juicy partisan blessings on who will become authorized candidates has already intensified. Even in the absence of official imprimatur, the number of those interested to try their political has surged.

According to the grapevines, at least seven luminaries, all interesting personalities and most of them tested political figures, have already ‘signified’ their intention to contest the second congressional post to be vacated by Rep. Vincent Garcia.

The aspirants so far mentioned include Rep. Garcia’s lawyer-sister; Sen. Gregorio Honasan’s son, Ateneo-trained Kim; city councilors Danny Dayanghirang, Diosdado Mahipus; and Arnulfo Cabling; human rights advocate Billy Aportadera; and National Labor Relations Commission (NLRC) chair Gerry Nograles, a one-time city councilor.

The euphoria generated by the 2010 polls, however, has set aside the more preponderant issue of creating new congressional districts in the city which, according to the latest census figures, has now a population of 1,363,337, the fourth densely populated in the nation.

In contrast, Quezon City with a population of 2,679,450 has four (4) congressional districts, while Manila has six (6) districts with 1,660,714 inhabitants. Only Caloocan, with a population of 1,378, 856, the third most populous city in the country, has two (2) districts.

Under the law, a district has at least 250,000 inhabitants.
This rule of thumb suggests that cities with expanded population beyond the legal requirement deserve more legislators to represent their voters under the statutory equation. Implementing the constitutional proviso, though, requires legislative imprimatur.

The matter of legislative representation is not just anchored on population density.

Vast regions like Davao City, with 2,443.6 sq. km. in its territory, should be allotted additional congressional slots because of difficulty in addressing an area so huge that the combined area of the ten most populated cities in the Philippines, which is 2,641.5 sq. km., is about 90 percent of Davao City’s land area.

Cities like Manila have very small territories but the premier city has twice the number of lawmakers representing it. Compared to Davao City’s population, the difference is only 300,000, suggesting that the city of durians and orchids has a shortfall of two congressional districts.

Of course, creating new legislative districts entails more expenses on the government.

The problem, though, is not really very difficult to address. The most tenable options would be to trim bureaucratic fat, cut down on unnecessary infra projects and limit port barrel expenses to programs that have direct impact on the population. In which case, the government, through Congress, must pursue a more rational roster of initiatives that saves.

Expanding representation should go beyond creating new legislative territories. Using its law-making clout, Congress, in the exercise of its oversight function, should pursue bills that add new criteria to those aspiring as legislators without violating specific ‘musts’ in the Constitution.

Lawyers, known for their acuity, know how to proceed with this idea. The only pitfall here is when the corollary qualifications required, for lack of firm legal basis, will be declared unconstitutional when these are contested before the Supreme Court.

Davao City, with its vastly pervasive territory, is one area that is fast progressing but with very limited support from its legislators. Only the first district, the turf of House Speaker Prospero C. Nograles, has shown excellent advancement. It’s not hard to identify the initiatives infused here because the Speaker has made it a practice to list the projects being implemented.

The role of congressmen in city development has always been misunderstood because of the negative impressions that have been attached to their pork barrel. In fact, performance-oriented lawmakers have always been the vital cog that makes a region, especially a city, look attractive to investors when the local chief executive has become a paradigm of neglect.

In Davao City, for instance, growth in countryside is almost nil because the city leadership has largely been unimpressive when it comes to introducing progressive initiatives. That sounds like a condemnation, but the records—and the figures—would indelibly attest to that.

Ballet Philippines’ Igorot Danseur
By Michael Ebro Dakudao Published : 2008-05-23
Mindanao Times

ON stage, he radiated. His near naked, muscular body moved with incredible masculine grace and agility, wielding very effectively the age-old power of dance: seduction.

The Swans, choreographed by Davao’s eminent dance maestra Agnes Locsin for her Summer Workshop’s recital last May 14-15, was performed with exotic grace and attractive masculinity by the intense lead danseur.

He tantalized and held you, quickening your pulse like the dancing of Christmas lights.

The talented danseur knows his power and he uses it. The will and the power that animated his body are so luminous, powerful and steady.

Agnes Locsin’s 25-year-old beloved protégé from the Cultural Center of the Philippines’ Ballet Philippines is Biag Gaongen. “My first and only name means ‘life’ in the Iluko language. My parents did not give me an additional Christian name like the other siblings. I am an Igorot born to Igorot farmers who moved to Pangasinan but I grew up in Sagada in the Mountain Province,” Biag volunteered the information.

Biag Gaongen was handpicked by Fernando Josef, then the Director of the Philippine High School for the Arts in Mount Makiling in Laguna, as one of the chosen few after watching the young boy performing an Igorot dance with his schoolmates in a festive ritual in Sagada. He was then still in his elementary years studying in a public school established by American
missionaries in Sagada. “There were three of us chosen for the scholarship grants but I was the only one who managed to continue my high school studies in Makiling. At first, I enrolled as a visual arts student but shifted to the performing arts program. I guess the separation from my parents in Pangasinan at such an early age to live with my grandparents in Sagada prepared me for a life of independence and hard work. I labored in the farm just like what my grandparents and parents did themselves for a living. I did not feel homesick at all living by myself in Makiling unlike the others,” Biag narrated.

“My ambition really was to study medicine, to become a doctor in Sagada. I have an older sister who is a nurse and who now works in Europe. But I guess fate had something different planned for me. I was sort of forced into dancing while I was in Makiling. The school was preparing a celebration for its big anniversary presentation and the dance-drama Labaw Donggon, choreographed by CCP’s Agnes Locsin, was it. I was fortunate to get the lead role despite my lack of skill in dancing then,” explained Biag as he continued, “The show was initially presented at the Cultural Center of the Philippines. Then it toured the country. Next thing I knew, I was packing my bags to leave for the European tour. I was truly lucky.”

Agnes Locsin is known for having a discerning eye in discovering raw talents. She invited the young Igorot dancer to attend her Locsin Dance Workshop one summer and soon enough, Biag became adequate as an apprentice for Ballet Philippines. Since then, Agnes has a preexisting relationship with her beloved protégé predicated on a sense of trust and responsibility.

“Classical ballet has taught me a lot about discipline and perseverance. I am grateful to Nanding Josef and Agnes Locsin for discovering that hidden talent for dancing in me. It was never easy especially at the start with my family against the idea of the youngest son choosing to become a dancer for his profession. Naturally, the family was afraid of how the stereotyped starving artist would be able to support himself financially more so if he was to have his own family to raise in the future. I understood their
apprehensions. It was while watching me perform at the CCP for the first time that they finally felt reassured somehow that I would be okay. In their own way of expressing it, I felt they were proud of me and what I was doing,” said Biag who is acknowledged as the first ever Igorot dancer to make it to Ballet Philippines’ male corps de Ballet so far.

Biag Gaongen has a dance degree from the De La Salle University’s College of Saint Benilde; and has been a member of the Ballet Philippines for the past 8 years. “I am trying to achieve and realize my dream as a dancer at the soonest possible time. A dancer has a short life span in the performing arts. As you age, you get to realize that your body is not as flexible as you would want it to be. In dance, you do everything with your body—your head, arms, feet, everything. It is a physically strenuous activity. And it is your body that reminds you that you are not that young anymore. Then the struggle begins. And dance is a learning process. You are forever learning and improving your technique with each dance teacher, choreographer, and dance project that you encounter along the way. I am forever learning and I, just like the rest of country’s dancers, would want to experience studying and performing abroad someday,” Biag revealed.

Yes, the intelligent and humble guy from the Mountain Province has gone a long way. He has learned well to embrace the day-to-day with the same passion as his dance routines. “I have learned, since my young days, to take life one step at a time. I’ve learned to approach life with a smile now regardless of all the hardships and heartaches I’ve experienced from it. It helps a lot that I have an inspiration now in Carissa Adea, Ballet Philippines’ loveliest danseuse.”

“In the end, it is hearing the applause, bravos, congratulations and feeling the hugs and kisses that serve as my biggest reward and ultimate high. As a performing artist, it is my gauge that I have done my best. Simply put, everybody wants to be appreciated for something they have worked hard for in achieving,” the gifted Igorot danseur said in parting as he started packing his bag for his trip back to Manila. Admirable man, indeed, this Biag Gaongen.

My special thanks to Kat Mercado and Oskar Profos of Manila for the photos used on this page.

U-Bix unveils $2-M data center
By Ma. Elisa P. Osorio
Saturday, May 24, 2008
The Philippine Star

Cebu City – U-Bix Corp., the leading distributor of copiers in the country, announced yesterday it will be investing in a new data center in Davao as it unveiled its $2-million center here.

“We will open a state-of-the-art U-Bix Data Center by the first quarter next year in Davao. That will handle our Mindanao clients,” U-Bix chairman and CEO Edilberto B. Bravo told The Star in an interview.

Once the Davao data center is opened, U-BIX will have three centers. The first was in Makati.

According to Bravo, U-Bix is the first company to offer both outsourced printing and document management services here and the neighboring provinces in the Visayas.

Among the products and services offered by the center include document and microfilm scanning, data capture, digital conversion and archiving, and a web-based document management system.

The data center services the printing needs of financial institutions like HSBC, Standard Chartered Bank and Union Bank of the Philippines.

Bravo said U-Bix, which is the exclusive distributor of Konica Minolta business machines in the country, posted P1.2 billion in revenue last year. “Last year was a very good year for us because the demand was high. We grew 45 percent because it was election season,” Bravo said.

However, for this year, Bravo said their target is more conservative as he projected 10-percent growth. “This is a hard year because we are affected by the increasing oil prices in the world market not to mention the recession in the United States,” he noted.

For his part, Atsushi Kodama, executive director and general manager of Konica Minolta, said the 10-percent target growth of the country is in line with the global growth of Konica Minolta. “Globally, our country would like to post a 10-percent growth because last year we also grew 10 percent,” Kodama said.

Kodama said Asia is an important market for Konica. “The demand for more high speed and lower cost machine is great. We are focusing on developing more high speed color printing mechanisms.”

Kodama, who is based in Japan, is in the Philippines to attend the annual distributors’ conference here.

The two-day conference had participants from Japan, Australia, Gernany, South Africa, Brazil, USA and other countries.

“Our emphasis is on expanding the bizhub series product lineup and sales in the high and medium speed segment of color multi-function peripherals,” he said. “We also aim to provide a wide range of solutions that will address the office’s needs to synergize both paper and digital documents, making business communication smooth and efficient.”

North Sulawesi wants
stronger ties with Mindanao

The North Sulawesi Province of Indonesia is eyeing at further strengthening trade and tourism ties with Mindanao, particularly Davao and General Santos cities.

“We would like to explore more collaboration and complementation with North Sulawesi and Mindanao as we have a lot in common and our areas are close to each other,” said Dr. Shelley Sondakh, head of the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) Secretariat in North Sulawesi.

She said the pros-pect of doing more trade with Mindanao came as a result of the recent trade mission of North Sulawesi transportation, SME, fisheries, trade and industry government and private sector representatives.

Sondakh, who headed the 16-member delegation, added that although there are similar commodities in both areas, complementation can be explored. For instance, in the coconut industry, Indonesia can provide coconut shells for charcoal production.

Angel Puentespina, President of the Davao Association of Travel Agencies (DATA) said that both countries can take advantage with the boost in local tourism particularly in BIMP-EAGA through tourism packaging.

Puentespina is referring to the initiative of BIMP-EAGA tourism and airline players who converged here last February to develop tour packages that promote EAGA destinations to intra and extra-EAGA markets that will further boost tourism and air travel in the sub-region.

Sondakh said that they also want the Merpati Airlines’ Davao-Manado flight to be regularized to at least once a week as this will strengthen the link between the two areas. Currently, the flight between Manado and Davao city flies on chartered basis.

North Sulawesi is also looking at education particularly in the area of English proficiency, as an opportunity for business engagement with Mindanao.

Last April 16, the Jose Abad Santos-Glan-Sarangani Cooperation Triangle (JAGS-CT), a small economic grouping in Southern Mindanao under EAGA, signed an agreement with the Sangihe Regency, also in North Sulawesi, to enhance Eng-lish proficiency of Indonesian professionals. The English Proficiency Program aims to cut language barriers and boost international trade between the neighboring areas.

The group also met with stakeholders in Ge-neral Santos City to discuss issues and concerns as well as possible cooperation in fisheries. Indonesian Consul General Lalu Malik Partawana said that North Sulawesi has long been interested in exploring trade and tourism opportunities with their Mindanao counterparts because of proximity.

“We hope that this visit from our Indonesian coun-terparts would initiate activities that would strengthen the cooperation between the two countries and expedite the development of BIMP-EAGA,” said Undersecretary Virgilio Leyretana, MEDCo Chair.

Leyretana said that North Sulawesi’s interest in Mindanao indicates that the spirit of cooperation for trade and investment across the borders of BIMP-EAGA is strongly gaining momentum.

Created in 1994, BIMP-EAGA is a four-country grouping collectively pursuing sub-regional economic growth. With an estimated 50 million people spread out across 1.5 million square kilometers of land in four countries, the BIMP-EAGA is Asia’s largest sub-regional cooperation. MEDCo

Searching for a thrill? Hmm... If Eden's Indiana Jones ride didn't scare you then try their newest attraction called Sky Rider. 50 times its length and 50 times its height of Indiana Jones mean 50 times more excitement and full of fun. Hanging about 80ft above the ground at 3000ft above sea level will definitely give you best view of Davao City.

YOUTH PAGEANT GOING PLACES
Miss Teen Philippines candidates will tour 4 provinces

By Armin Adina
Philippine Daily Inquirer

MANILA, Philippines - The Miss Teen Philippines International pageant is going places.

Now in its fifth year, the contest will stage its coronation night on May 31 in Davao City—culminating a 10-day caravan in which 30 candidates will tour Cagayan de Oro, Camiguin, Balingoan and Bukidnon.

Last year’s tilt attracted only 20 aspirants. The finals night was held at the AFP Theater in Quezon City.

The 2007 winners have been expanding their personal horizons as well. Some went to Europe and Southeast Asian cities as part of the prize package. Outgoing queen Maxine Monasterio went to Spain last year for an exposure and educational trip.

No swimsuits

The pageant sets itself apart from other beauty contests if only because it does not require candidates to parade in bikinis or swimsuits. Instead it has a “fun wear” segment, with the girls in athletic outfits.

More importantly, unlike other competitions, Miss Teen Philippines puts more weight on a candidate’s brains and communication skills than on physical beauty. The winner is expected to possess wit and intelligence, since she will serve as a spokesperson for the advocacies of pageant organizers Yes! Environment, a non-government organization, and LiteSpeed Events.

Previous queens toured the Philippines and engaged the youth in discussions about good grooming, deportment, reproductive health, sexual well-being, and environmental protection.

This year’s competition seeks to gather “youth ambassadors of eco-tourism” and educate them in the country’s ecological resources. The winner is expected to promote domestic eco-tourism throughout her reign.

Monasterio is a good example of the pageant’s ideals. In a phone interview with Inquirer Entertainment, the 17-year-old titleholder shared insights on life as a teenager.

The psychology freshman at the Xavier University in Cagayan de Oro City said her life changed after winning last year. “I wouldn’t say I’m more famous. It’s just that people recognize me more now. I’ve also become more aware of the things happening around me,” she said. “Before, I was just like a regular teenager. Now I’m part of a bigger society.”

The most memorable part of her reign, she said, was her school tour in Cagayan de Oro City, where she talked about good grooming and the environment. “I felt that I’ve done my part as a teenager, that I’ve contributed something to society.”

Yes! Environment and LiteSpeed have already searched Bacolod, Davao and Pampanga for Monasterio’s possible successor. They will screen aspirants in Bicol and Dumaguete today; Laguna on April 16; Baguio on April 22; Cagayan de Oro on May 4; Cebu on May 10; and Metro Manila on April 14-21. They will also select representatives from Filipino communities abroad.

Monasterio shared this incentive to those wishing to inherit her title: “Miss Teen Philippines is not an ordinary contest. It will give you the chance to meet a lot of people and fulfill your role as part of the youth.”

College scholarship

The candidates will fly to the event venues via the official carrier, Air Philippines. They will receive fun wear from Planet Sports and shoes from official footwear Styletto. All 30 delegates will stay at the pageant’s official residence, the Marco Polo Davao.

The winner will receive P100,000 in cash, a four-year college scholarship, sponsorship in international youth-related conventions courtesy of the Institute for Foreign Studies, enrollment in a personality development program at the Dale Carnegie Training and other gifts.

The Miss Teen Philippines International coronation night will be held at the CAP Auditorium in Davao City on May 31. Studio 23 airs the pageant on June 8. For inquiries, call the pageant secretariat at 6723876 and 6723904 or log on to www.missteenphils.com

Other collections include “Plato for Beginners,” “Economics for Beginners” and “Sex for Beginners,” literary books and readings on sexual reproductive health, gender, health, and environmental issues,
legal and social issues.

Andrei Dizon: Growing into tennis
By Marianne L. Saberon-Abalayan
Sunstar Davao

HE WAS named after a Russian tennis player, Andrei Chesnokov. His elder sister was named after former world champion Steffi Graf.

Andrei Albert Cansino Dizon was born on October 3, 1991 into a family of tennis players.

His parents Alberto "Abet" Dizon and mother Maria Victoria Cansino Dizon frequent their neighbor Ecoland Phase 4 Tennis Club courts. Steffi, Andrei's sister, is a varsity tennis player at the De La Salle University. The younger sibling, Jenni, is also into the sport that's making Maria Sharapova and Roger Federer a worldwide sensation.

On top of that, the Dizon family owns a sport shop -- Racquetsports, which specializes in tennis, badminton and table tennis.

Drei, as he is known to family and friends, recently graduated from high school at the Ateneo de Davao University where he also completed his elementary education.

He will take up Bachelor of Science in Nursing this coming school year.

Drei started playing tennis at age 10, with little prodding from his parents.

"My parents encouraged me to get into the sport as they and my `Ate Stef' are also into it. I chose tennis as a sport because that's where I can excel the most," he said.

He said the sport also instilled in him a discipline that helps him with his academics.

"It positively affects my schooling by giving me experience and responsibility. It gives me a sense of balance as a person. It helps me cope up with my academics. It helps me improve my character," he said.

He went on saying, "I manage my time by following my routine like going to school in the morning till afternoon then I go to the courts after class to practice up to 7 p.m. I'm just at the courts during weekends."

The charming Drei first competed in a local tournament where he was booted out in the quarter-finals.

In fourth grade, he also made it to the quarters of the Southern Mindanao Regional Athletic Association (SMRAA) Meet.

"I won a championship at last in the Malita Mayor's Cup Tennis Tournament. It made me very happy," he recalled.

In April 2005, Drei also emerged champion in the Head Penn Age-Group Tennis Championships in Bacolod City, but the year 2007 was more colorful for him.

He again came out victorious in the Malita Mayor's Age-Group Tournament in January and followed it up with back-to-back titles in boys 16-under and 18-under in the Head Penn Age-Group Tennis Championships San Carlos City leg and La Carlota leg in April.

He followed it up with a boys 18-under doubles championship title with his partner Ralph Kevin Barte in the Tru-Flex Juniors at the Rizal Memorial Tennis Center in Manila in the same month.

In September, he also swept the boys 16-under and 18-under titles during the Tuna Festival Age-Group Tournament in General Santos City, then he bagged the Mayor Rodrigo R. Duterte Pro-Am Doubles Championships in December.

Drei said: "I joined the varsity team because varsity students don't need to attend P.E and we have privileges (smiles). We get free uniforms. We don't have to attend P.E. and we are excused from classes during competition."

He said that he dreams of getting a college degree and be successful in his chosen field.

When asked about his greatest dream as an athlete, this Andy Roddick fan was quick to reply: "I want to win the PCA Open."

Yam’s ‘Echo’ gets first good review in Cannes
By Ruben V. Nepales
Philippine Daily Inquirer
First Posted 22:56:00 05/24/2008

Elsewhere, good news

Elsewhere, there’s good news: “The Echo,” Yam Laranas’ eagerly anticipated American remake of his “Sigaw,” got a good review from Todd Brown, who saw the final international version at the Cannes Film Market.

Todd writes for twitchfilm.net, an increasingly influential blog site that describes itself as “a film news/review/discussion site that pays particular attention to independent, cult, foreign and genre films…run by film fans who are interested in digging a little bit deeper and chasing a little farther to find a hidden gem.”

Yam told us via e-mail that Todd has “been wanting to see ‘The Echo.’ He is a great fan of the original.” Saying that “the print was sent to the Cannes Film Market a week before the opening of the festival,” the Pinoy filmmaker, who was privileged to do his own American remake of the Regal Entertainment-produced Tagalog original, announced, “Next up is marketing. We are a small independent movie (US$5M) so it’s a different road to take compared to big budget films out there. I feel very excited and nervous at the same time. I always want my work to be accepted by the audience.”

As to when “The Echo”—in which he successfully fought for Filipina actress Iza Calzado to reprise her role—will be shown, Yam answered, “I would know the film’s release date probably after Cannes.”

Producers’ respect

He showed us a “teaser poster” said to be made for Cannes and for all fans of horror movies on the Internet, along with the first two stills from the movie. Of the poster which shows the lead, Jesse Bradford, Yam said, “It is obviously a teaser and nowhere near the final key art. The producers respect my creativity so I will be consulted with regards to the final poster.”

Asked if he plans to enter “The Echo” in film festivals, the Davao native replied, “Yes. I’d really like to join Fantasia (the biggest and oldest genre festival in North America) and the Toronto International Film Festival. But, all plans have to run by the collective decision of the producers, distributors and myself. That’s the best thing about being independent. You’re part of all the processes.”

Of Todd’s review, he commented, “He is very objective and very honest. If there is anything negative, he’ll say it.”

Todd summed up his view of “The Echo” this way: “The result feels more like a riff on the themes that drove the original film than a straight up remake and it is arguably the most art house oriented picture to come out of Roy Lee’s very commercially minded—in a good way—Vertigo Entertainment.”

The following are excerpts from the full review: “In the original film the young man was simply striking out on his own, moving into his first apartment in a bid for independence. Bobby’s [Jesse Bradford] criminal history, the death of his mother, and the collapse of his relationship with his girlfriend are all new devices for this version and all add layers of depth that make Bobby a more difficult and rewarding character. That strength does come with a cost in the early going as Bobby is so isolated, that a healthy percentage of the film is Bobby on his own with minimal dialogue, but Bradford is up to the challenge. Some of the other characters could have used a little bit more work but this is Bobby’s film all the way through and Bradford delivers.”

Moody piece

Todd continued: “On the technical end both films are far more about building mood and tone than piling on shock after shock and again, Laranas applies his considerable technical skills to that end. The man is a hugely accomplished cinematographer, reluctant to use digital tricks of any sort, and while he has an outside director of photography on ‘The Echo’—as opposed to ’Sigaw,’ which he shot himself—his fingerprints are all over the visuals and shooting style.

“Helping greatly in building the tone of the piece is the stellar sound design work that makes it clear throughout that while Bobby may be isolated, he can never, ever be truly alone when living in the big city.

“‘The Echo’ is a moody piece of work, a slow burner rather than a big shocker, and one that will likely prove a little bit difficult to market as a result. Just like its predecessor was not one of the big dogs in the original Asian horror boom, this one arrives late enough in the remake game that some of the images have become a little overly familiar. But also just like the original, it shows that there is still some life in these bones and still stories worth telling.”

Aboitiz Power subsidiary gets P3.5-b loan from three banks
By Alena Mae S. Flores

Hedcor Sibulan Inc., a wholly-owned subsidiary of Aboitiz Power Corp., has obtained a P3.5-billion loan from a consortium of three local banks to finance the construction of the 42.5-megawatt Sibulan hydropower project in Sta. Cruz, Davao del Sur.

Hedcor Sibulan signed the 12-year term loan with Metropolitan Bank & Trust Co., Rizal Commercial Banking Corp. and Philippine National Bank.

“The signing of the P3.57-billion syndicated loan facility significant because it furthers our vision of making our brand of energy, Cleanergy, available to every Filipino,” Hedcor chairman and chief executive Erramon Aboitiz said in signing ceremonies.

The Sibulan hydro project broke ground last September and was expected to be completed by August 2009.

The project, estimated to cost P5 billion, involves the construction of two cascading hydropower generating facilities tapping the Sibulan and Baroring rivers in Sibulan, Santa Cruz, Davao del Sur.

Hedcor Sibulan will supply 212 kilowatthours annually to Davao Light and Power Co. Inc. starting August 2009.

The company offered a bid price of P4.0856 per kWh to Davao Light, lower than the P4.36 per kWh sold by National Power Corp. Including a systems loss of P0.43 per kwh for Hedcor, the total power cost of electricity from Hedcor to Davao Light consumers is pegged at P4.51 per kWh versus the P4.82 per kWh bid of Lanao Hydro as offered by Napocor.

Aboitiz said the company was also working out a similar financing agreement for its 30.5 MW Tamugan-Suawan hydro project P6 billion in Davao City.

“We’re still finalizing the contracts [for Tamugan] and hopefully we finalize that in the next few weeks. What we want to do is to borrow the same ratio, borrow from the banks about 70 percent of the project and put in additional equity of about the same amount,” he said.

The company hopes to generate annual revenues of P1.7 billion to P1.8 billion from the two hydro plants once they become operational.

“We have one power purchase agreement that’s already been approved by the Energy Regulatory Commission. It’s a very unique power purchase agreement with it being in pesos and has no foreign exchange adjustment. Customers in Davao will not have to pay any foreign exchange adjustment which normally in power they always have forex adjustments,” Aboitiz said.

Both hydro facilities in Davao received tax incentives from the Board of Investments, such as six-year income tax holiday and reduced import duties on capital equipment.

I think this is the project my friend's brother is working... Toral yung pangalan ng family nila...

I strongly believe (backed by stats) that this is not the case with Davao's real estate industry. :okay:
were you talking about this?

AN EXECUTIVE of the Filinvest Land belied reports that they are pulling out their investments in Davao City.
Tristan Las Marias, vice president for Visayas and Mindanao for Filinvest Land, said that there is no truth to the claim presented in an article that came out in yesterday’s newspaper (not the Times) that it’s backing out of its projects in the city.
In a press statement yesterday, Las Marias said that Filinvest remains bullish in its development of real estate projects in Davao. “The market is strong in Davao City and the local government is very investor-friendly in providing support and incentives to projects and developments in the city,” it said.
She said the permit documents for the company’s Dumoy projects were withdrawn to correct some technical data on the plans submitted so there’s no truth to the news report that the application was withdrawn because the company decided to abort is projects.
Las Marias said that Filinvest remains committed in the development and completion of all its residential projects, including those located in the Dumoy area.
Filinvest currently has 10 subdivision projects in Davao City, for a total investment of around 12 Billion. Three of these subdivision projects are already completed, Villa Mercedita in Dumoy, Orange Grove in Matina-Pangi, and Fuente de Villa Abrille in Tulip Drive-Matina.
Early this month, Filinvest recently held a ground breaking for its One Oasis condominium project beside SM City in Ecoland. One Oasis is a cluster of seven (7) medium rise residential buildings planned to be completed within two years.

JIB unveils P10-M culinary facilities
by Prix D Banzon

Davao City (24 May) -- A P10 million kitchen and other facilities and component set up by Joji Ilagan Foundation, College of Business and Tourism will teach students become skilled chef as it offers Certificate 111-Hospitality (Commercial Cookery) starting June 2008.

In a press briefing held at the JIB school along Gov. Chavez Street in Davao City, president Joji Ilagan Bian disclosed that the course will be handled by British Chef Peter Bucky, who is a holder of a Masteral degree in Culinary Arts at Birminghan College of Food and PhD in Education and has obtained assessor qualification in DS 31, 32, 33, 34, 35 and 36.

She said the British Chef has been a qualified auditor for ISO and HACCP by Lloyds of London and has been a verifier for PACUCOA in the Philippines.

Bian said the course is in partnership with the government of Australia through its school the TAFE New South Wales South Western Sydney Institute.

Upon completion of the 10-month course the graduate will be awarded with Australian Certificate of qualifications issued by Australian based school.

"This certification is recognized by leading international hotel industry," she said.

Bian said once the student is enrolled in this course, his or her pathway is clear because it is clear to them on what to do next.

The course she said is about P120,000 including laboratory fees and ingredients but they offer an easy scheme for their clients.

If we compare the cost here to that of Manila culinary schools, it would cost about P250,000 to P350,000 a year and abroad would sum up to over P1.5 million.

"My purpose of offering this course is to allow those from Mindanaoans who have the potentials to avail of it at reasonable cost," she said.

She stressed however that despite the affordable cost they do not sacrifice the quality of the facilities these students would use in their entire course.

She also said that they install CCTV camera in the classroom because the TAFE from time to time would view the proceedings of the lectures conducted by the chef and actual cooking of the students.

Bian said they have to be very strict in carrying out the program because they are carrying the standard set by the Australian school.

She said they want their students to develop skills through training on maximum theoretical and practical hands-on-experience to prepare them to work in a commercial kitchen of a hotel, restaurant or any retail systems and resources with competent chef trainer. (PIA) [top]

Proud product of Cacs-Davao
Sunstar Davao

MARY Ann "Baby" Montemayor is the proud owner of Binggoy's Lounge at Villa Margarita in Bajada, Davao City.

Recently, she has re-opened the bar into a quaint restaurant of semi-fine dining, now called Binggoy's Gourmet.

Montemayor is a product of the Center for Asian Culinary Studies (Cacs) in Davao City having graduated a five-month basic cooking course.

One of her sous chefs is also a proud graduate of Cacs Davao, Tetet Jamora. The other sous chef, Macoy is also a graduate of Cacs Davao.

"It was not difficult for my assistant chefs to prepare fine dining kasi napag-aralan na nila," she said in a recent interview.

As product of the school, Montemayor said she aims to upgrade and elevate the standards of Davao City's culinary world.

The forthcoming Mindanao Culinary Festival in October, where Montemayor is also a prime mover, is geared to responding to this challenge.

The semi-fine dining at Binggoy's gourmet is different from the usual dishes we see that are served to us.

"Every plate and food preparation is different. We want to present it in such a way na maganda sa mata. Binibihisan ang plato. Dining must also be diner-friendly. Bahala na how you eat. Dabawenyos like to eat casually. Basta bihisan natin ang plato. Dress up the food and forget about which utensil to use," she said.

"At the same time, we must not sacrifice the presentation," Montemayor added.

The fine dining experience started this month at Binggoy's Gourmet.

"We are in the process of fine-tuning everything, including the kitchen staff. We were taught the basic and the challenge to come up with something different is up to us. We have such amazing prices so as not to turn-off the diners," she said.

Montemayor said they want to do away with drinks, from the former Binggoy's Lounge, and they now focus on food, continental cuisine in particular.

"I really like cooking. If you don't have the passion you will not persevere. Mainit sa kusina. The love for cooking must be there. Kanya-kanyang style. Iba-iba ang pulso. How you style the food makes a difference," she said.

"I stylized the menu and half of them are my own concoctions. Some were adopted from school recipes. You might know how to cook but you do not know how to present it. It must be cooked right and must look right also. It should be more palatable to the eyes. Satisfy the eyes first and feast with your eyes and then the stomach," she said.

Montemayor admits her husband Binggoy is her critic.

"He appreciates food and let's me know what works. Madali na lahat when I learned the basics from Cacs Davao. Nagagamit ko ang aking pinag-aralan. This is the show window of Cacs Davao. Gene Gonzales (at the helm of the school) is not only a dear friend, but is also the consultant for Binggoy's Lounge since it opened. This restaurant should serve as an incentive for others who have graduated from Cacs Davao.

There is no reason not to venture into this type of business. They should see it is doable. They should not hesitate," Montemayor said.

"The school teaches us to inspire, all for the advancement of the culinary arts in Davao City, to feature Davao food," she added.

Montemayor said the menu at Binggoy's Gourmet comprises the favorites of her clients.

"I intended for the restaurant to be this size. Otherwise my social life will suffer," she jokingly said.

So on this spread, you will see some of the menu served at Binggoy's Gourmet like the Appetizer Sampler, Karlos Mateo Salad, Soup Duet (Mushroom/Brocolli), Pasta Sampler, Pan-fried Bass Fillet With Salsa, Banana Bread Pudding with Caramel Sauce and Durian/Camote Roll.

For more information on the Center For Asian Culinary Studies Davao, visit them at their address at the Holiday Gym and Spa compound along Torres St., Davao City at the back of Kibuwi or contact Cacs-Davao at telephone numbers 300-2992.

Food safety a must-skill for would be chefs
by Prix D Banzon

Davao City (24 May) -- Food safety is the number one skill that a chef must imbibe said Peter Bucky, a full time Australian Director of Studies of TAFE assigned at the Joji Ilagan Foundation, College of Business and Tourism in Davao City to handle Commercial Cookery starting June 2008.

Bucky said chef is a tough job and must have a passion about food.

"They have to have the passion of the industry," he said.

But food safety he said is important on the program and we have to develop that among out students.

He said there are 49 jobs for one to make a chef and the task is difficult.

"It is tough job and with lots of pressures but will bring you anywhere in the world and you travel around at no cost," he said.

He said it is not merely cooking but the chef must also have to have several skills like being a painter for him to paint the dish to make it attractive.

A chef also is a sculptor because you make designs out of chocolate or vegetables and one must create and develop style.

Other than that he said the chef also has to have management skills where he or she can effectively run the kitchen and produce food that will make the customers happy and the owners as well because of profit.

Speaking of profit, the chef must also have knowledge on accounting so one would know whether his creation could earn profit.

The chef too is also an engineer and constructor where he or she develop dishes and a doctor as well because they produce food that are healthy as based on the customers food requirements.

Meanwhile he said one becomes a head chef when the person already has at least 10 years experience and in Europe who only can become a teacher when one already has 15 years experience as a chef.

Being a chef he said will open doors to other countries around the world and the pay is good.

He said abroad a family chef for two years is paid about $1,000 to $1800 a month with free board and food. A head chef would earn $55,000 and above per year, an executive chef about $35,000 annually, chef de parte, $35,000 per year and pastry chef, $45,000. The positions also come with free board and food. (PIA) [top]

I strongly believe (backed by stats) that this is not the case with Davao's real estate industry. :okay:

i agree. buyers are not only longtime or one time davao residents (for those highend subdivisions) but also residents from other places who are seeing big in davao's future. developers are now including marinas as a come on (which years back was an impossibility).

Food safety a must-skill
for would be chefs

DAVAO CITY — Food safety is the number one skill that a chef must imbibe said Peter Bucky, a full time Australian Director of Studies of TAFE assigned at the Joji Ilagan Foundation, College of Business and Tourism in Davao City to handle Commercial Cookery starting June 2008.

Bucky said chef is a tough job and must have a passion about food.

“They have to have the passion of the industry,” he said.

But food safety he said is important on the program and we have to develop that among out students.

He said there are 49 jobs for one to make a chef and the task is difficult.

“It is tough job and with lots of pressures but will bring you anywhere in the world and you travel around at no cost,” he said.

PIA

Davao City’s ‘best water’ is Filinvest selling pitch

Housing developer assures its projects not threat to aquifer

By ROGER M. BALANZA

A high-end housing developer with billions of pesos in projects in Davao City said its selling pitch not only centers on this city’s bullish economy but also on one of its prized possessions: readily available sources of pure water that is considered as one of the best and sweetest in the world.

The Filinvest Land Inc. investment in housing projects here has breached the P12 billion mark as real estate takes center stage as a booming industry in this premier city in Southern Mindanao.

Tristan las Marias, Filinvest vice president for Visayas and Mindanao, said Davao City’s water competes with the booming economy and stable peace and order as the city’s biggest come-on, and is now being used by his company as a major selling pitch to lure buyers.

Filinvest currently has 10 subdivision projects in the city valued at P12 billion, with three projects completed: Villa Mercedita in Dumoy, Orange Groove in Matina Pangi and Fuente de Villa Abrille in Tulip Drive also in Matina. Early this month, Filinvest held ground breaking for its One Oasis condominium project beside—a cluster of seven medium-rise residential buildings—SM City in Ecoland.

Las Marias said Filinvest’s corporate responsibility includes environmental protection and its housing development plans are seriously focused on the preservation of water sources.

In the pipeline is the company’s proposed 15-ha project in Dumoy, site of the city aquifer where the Davao City Water District draws out drinking water for Dabawenyos.

Las Marias said Filinvest’s housing projects in Dumoy are designed to protect the aquifer in a planned development that includes full sewerage system and waste water treatment to ensure the aquifer is amply protected. To help ensure that the city’s prized possession is not threatened, he said Filinvest is planning to link up with the city government and DCWD in monitoring water quality in the Dumoy area, with the company providing the fund.

While assuring that Filinvest projects would not be a threat to the aquifer, Las Marias said Filinvest is also willing to sit down with the local government to develop other strategies for the preservation of the water sources.

Davao City is fast becoming highly urbanized and it is inevitable for subdivisions to expand outside of the city, he said. “Other areas like Dumoy (about 30 kms from the city proper) are destined to become the next growth areas.”

“We think the city government and developers can arrive at a balanced solution to protect the aquifer and other environment concerns by pursuing well-planned and environmentally responsible developments,” said Las Marias.

Some sectors have expressed worry housing subdivisions sprouting in Dumoy could threaten the aquifer. But Las Marias said developers, on top of providing well-planned developments that prevent seepage to the underground reservoir, are open to continuing efforts to preserve the aquifer.

“We are optimistic that the city and developers will arrive at a win-win solution to support the development and growth of the city while responsibly sustaining the city’s resources and environment,” he said.

Filinvest condominium project in Davao City

Philippine Property Developer, Filinvest Land Incorporated (FLI), is expected to invest about P6 billion next year in Davao City with its residential development projects. Current projects of the company in Davao are the residential villages of Le Jardin, Fuente de Villa Abrille, Villa Mercedita, Orange Grove and Kembali Coast.

In addition to that is the P1.5 billion “One Oasis Davao City”. The One Oasis project is to be a cluster of medium rise residential building (MRB), more commonly known as “Walk up Condominium Units”. It is to be located on a 2.3 hectares property right beside SM City Davao.

Tristan Las Marias, FLI vice president for Visayas and Mindanao regional operations, said that the One Oasis Davao City is a pioneering residential development project because it introduces condominium style living to Davao.

The project is to be made up of seven medium rise buildings which will be developed over a three to four year time-frame beginning in March 2008. Each building will be 5 stories, with each floor having two bedroom units, one bedroom unit, and a studio unit. This will come to a total of 120 residential condominium units per building.

The project in Davao City is an Asian-Tropical inspired community. It is near offices, schools, churches, health clinics, commercial establishments and accessible to public transport along Quimpo Boulevard.

Mr. Las Marias said it is fully secured community with guarded access gates with first class amenities such as clubhouse, gardens, parks/children playground and swimming pool.

The first phase of development will consist of four walk-up residential condominium buildings, each building having 5 levels with basement and rooftop. All units will have an assigned laundry area located at the roof-deck level of the building.

There will be two stairways located at both ends of the building and one unit elevator at one end of the building for the use of the entire building residents. Parking slots at the ground level and storage areas are located at the basement are available for sale.

With very affordable monthly amortization that ranges from P12,000 to P15,000 depending on the type of the unit Las Marias said they will only utilize 35 percent of the area for building sites and the rest will be open spaces for parks, playground and swimming pool for the children to uncover.

Isla Fuego Party (Malipano Island)
May 19, '08 10:28 AM

Photos by Jojie Alcantara and Rhonson Ng

http://img360.imageshack.us/img360/5786/img1527fg1.jpg (http://imageshack.us)

The party called “Island on Fire” (Isla Fuego) started a heatwave among partygoers as more than three hundred boarded boats to Malipano Island in Pearl Farm Beach Resort to kick off the resort’s summer debut event.

The white sand beach front was filled with guests in various activities: swimming with Havaianas giant flip-floats, sunbathing on beach mats, learning how to do poi, playing Frisbee, having henna tattoo or massage done, or frolicking in a jetski and banana boat at sea. Some were content to have their photos taken with flipfloats given away to the lucky 150 guests spotted wearing the famous slippers, along with freebies of Coppertone beach mats and lotions.

Meanwhile, Rhonson and I happily clicked our shutters away at the pleasing view of sunset and poi dancers in silhouette. At the Malipano’s island front, the party starts off with dinner buffet, and overflowing free drinks from Coke Zero and San Miguel Beer. A fashion show highlight featured the models of Glam Model House in summer attires created by Manila designer Twinkle Ferraren, and matching pairs of new Havaianas designs, which were also being sold at the Havaianas Lounge in the area.

While the party sizzled with music from DJ Tone of Urban Club, El Quinto Drumbeaters and Popong Landero Organization, the night was lightened up by the Floetry Firedancers who performed on the shore. The fun grew with contests like Limbo Rock, and Coke Zero drinking contest. Needless to say, among 6 contestants of men and women, I won the game as I easily gulped a glass of Coke Zero in seconds (and burped in triumph). Rhonson will casually tell anybody that I can down a 1.5 liter of Coke at a moment’s notice. My editor Nelson will also tell you that a few years back in another beach party, I downed a huge Hungarian sausage and won the contest in a snap. But why am I telling you this.

Kudos to Sales Manager Gel Ferrer and Executive Assistant Manager Benjie Banzon who fussed over our table and peppered us with draft beer and mixed drinks to no end.

More prizes were given away in the evening, while program hosts Eureka and Mau handed out more prizes from sponsors and gift certificates. Co-presented by Pearl Farm Beach Resort, Havaianas and Twinkle Ferraren, Isla Fuego Party was sponsored by San Miguel, Coke Zero, Metrolfestyle Fitness Center and Spa, BPI Express Credit, Mama Coco’s Hawaiian Lip Balm, Taal Vista Hotel, Eden Nature Park, Marco Polo Davao, Damosa Land & Damosa Gateway, Midtown Printing Corporaton, Wind & Wave Davao, Coppertone, Portraits Photo Studio, UR97, Killerbee 89.1, Zee Lifestyle Magazine and the newly launched M Magazine.

Pearl Farm Resort, managed by Fuego Hotels & Properties Management Corporation, offers day tours and vacation packages for the family, and now has weekly themed nights like Mindanao Night (Tuesdays), Pirates’ Night (Friday), and Acoustic Night (Saturday), which treat guests to live music, entertainment, and good food.

Visit www.pearlfarmresort.com for more information or email dvosm@pearlfarmresort.com if you’re thinking of heading for Davao region’s well known world class resort.

This afternoon kc, i went to our office in Robinsons Land Corp to update myself with regard to our new projects. Then I was advised by our director na RLC will launch a project in Davao. I asked them if eto ba yung project in partnership with the Lapanday. They said yes. Then i told them na as per news, midcost housing lang. Then they said na it will be residential daw. So i asked them if it would be another subdivision. They said no. It will be similar to the CyberGateway City in Pioneer, one of our projects here in Metro Manila. When they say na residential, they meant condos :D.

Anyway, let's keep our fingers crossed!

Robinsons Land Corp.
http://www.bworldonline.com/Research/stockpicks.php?id=0308

INVESTORS should include shares of Robinsons Land Corp. (RLC) in their portfolio given the company’s upcoming tie-ups with other giants.

Claire S. Quiray of Accord Capital Equities Corp. gave RLC a buy recommendation.

“RLC’s stocks are very active in terms of foreign buying. Actually, almost half of its transactions include foreign transactions,” she added.

RLC, one of the leading office landlords for call centers and business process outsourcing (BPO) companies, entered into joint ventures with Lapanday Prime Development Corp., Security Land Corp. and Taganito Mining Corp.

The property developer intends to develop a 12.9-hectare property in Barangay Tigatto and Waan, Davao City into a mid-cost residential project with the help of Lapanday Prime Development Corp.

“Lapanday is donating its property and we’re the developer. The land is formerly a plantation owned by the Lorenzo family of Davao,” said Robinsons Land President Frederick D. Go.

The company is also building retail shops and BPO buildings in Davao, he added.

The property is accessible to public areas and landmarks like the Buhangin Public Market, Davao International Airport, Victoria Plaza Mall, Gaisano Mall, and Ateneo de Davao College.

The project would boost RLC’s land bank and product offerings in Davao City.

RLC, together with Security Land Corp. and Taganito Mining Corp., is also set to develop a property at the corners of Ayala Ave., Rufino St. and Valero St. in Makati City — one of the most strategic in the financial district.

In a disclosure to the stock exchange, the property firm said the sprawling 5,567-square meter Makati property owned by Security Land Corp. will be developed by RLC and Taganito Mining Corp. into a premiere mixed office-residential building.

“RLC is very excited about the prospects of developing — with highly reputable partners — the most strategic available premiere address along Ayala Ave.,” Mr. Go said.

The company is spending P13.9 billion in the next two years, 40% of which will be for the construction of new malls and refurbishment of existing ones.

Ms. Quiray said that the performance of RLC in the first quarter is almost similar to its showing last year, which the analyst notes, is a good indication of its performance for the rest of the year.

She also noted that RLC shares have not declined as steeply as companies of the same size this year.

Analysts said that RLC’s movement in the market is very conservative. It is not recommended for aggressive investors. But for those who are into the valuation of the stocks, RLC is highly recommended. — Daniel Anne B. Nepomuceno

Taguig, Marikina, Lapu-Lapu best cities for business
By Roderick dela Cruz
http://www.manilastandardtoday.com/?page=news3_may26_2008

21 top tier cities of philippines:D

TAGUIG, Lapu-Lapu and Marikina are the friendliest cities in the Philippines when it comes to starting a business, a report says.

The report, Doing Business in the Philippines 2008, was launched over the weekend by the International Finance Corp., a World Bank subsidiary, in partnership with the National Competitiveness Council and the Asian Institute of Management Policy Center.

The study found that Philippine cities share the same legal framework, but they differ in implementing national regulations, and that affects their competitiveness.

It says starting a business only takes 15 procedures in Taguig and Marikina, compared with 23 in Davao and 22 in Pasig and Valenzuela.

“Cities could follow the example of Taguig and cut the requirements to obtain the business permit,” the report said.

“Or even better, why not eliminate the requirement to obtain a business permit for low-risk general commercial activities all together?”

Starting a business in Lapu-Lapu costs something equivalent to 17 percent of income per capita, much smaller than 44.6 percent in Las Piñas and 37.2 percent in Makati.

The report cites Davao for the ease of building a warehouse there.

“If you decided to build a warehouse in Davao, dealing with all the construction-related procedures would take you 60 days, three months less than the average in Metro Manila cities and placing Davao among the world’s 10 fastest cities to complete construction-related requirements,” the report said.

It cites Mandaluyong for the ease of transfer of ownership. Transferring the title of a piece of property takes only 21 days there compared with six weeks in Mandaue.

Globally, starting a business in a Philippine city takes an average 18 procedures and 35 days, and costs 27 percent of income per capita.

That’s about the same time as in China—which ranked 100 out of 178 economies on the time it takes to start a business—and at a similar cost in Fiji, which is ranked 97th in the cost of starting a business.

Compared with their counterparts abroad, Philippine cities do well with respect to the time it takes to transfer the title to a piece of property, but they lag behind in the number of procedures to start a business or deal with construction licenses.

It takes on average 32 days to register property across the 21 Philippine cities that it covered—the same as in Austria, which ranked 56th globally in this category.

By contrast, the 18 procedures required on average to start a business would put Philippine cities toward the bottom of the 178 economies ranked by the number of procedures to start a business.

The report covered three areas of regulations—starting a business, dealing with licenses, and registering property.

“Variations in city regulations, or in implementation of national regulations, can promote or constrain local business activity,” the report said.

It says simple administrative reforms at the local level can make Philippine cities more competitive, both nationally and globally.

“Cities can learn from each other and adopt good regulations and practices that already exist in the Philippines,” said Zenaida Hernandez, one of the authors of the report.

Jesse Ang, IFC resident representative, says the report allows cities to identify opportunities for even faster progress.

The report says that if a Philippine city adopts better practices in the three areas covered, the country would rank better in the global report covering 10 topics.

By reforming these three areas alone, the ranking of the Philippines, as represented by Manila in Doing Business 2008, could improve by eight positions.

The report says cutting the time to get construction licenses and utility connections to build a warehouse to the level of Davao’s two months would put the Philippines ahead of New Zealand, which is ranked no. 7 globally in this area.

“City-level rankings are becoming increasingly important in a globalized world, where specific locations, rather than countries, compete for investments,” said Federico Macaranas, executive director of the AIM Policy Center.

The 21 Philippine cities that the report covered are Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, Quezon City, San Juan, Taguig, Valenzuela, Tanauan, Cebu, Lapu-Lapu, Mandaue and Davao. Manila, the capital city, was measured in the global report.

With regard to the "IT Town" hmmmmm mejo malabo if Sta Lucia ang developer. kc, Sta Lucia is known for just developing the property then selling it. It would depend on the lot owners kung ano ang gagawin nila sa properties nila. Kaya nga if you'll visit some of the projects here of Sta Lucia here in Metro Manila such as Rizal Technology Park, parang Riverfront Corp din. The road network has already been completed. Lots had already been sold. But development of each lots would depend on the owners. Well magtatayo lang ng clubhouse ang Sta Lucia pero beyond that? well it would depend na sa owner mismo ng lot.

I guess this survey covers only the metro cities in the Philippines and there's only two coming from outside Manila- Davao for Mindanao and Cebu for the Visayas.

New Bankerohan bridge is 97% complete: DPWH
By Carlo P. Mallo
Sunstar Davao

THE company behind the construction of the new Governor Generoso Bridge I was lauded by the Department of Public Works and Highways (DPWH)-Southern Mindanao for its commendable performance as evidenced by the nearing completion of the P206 million bridge spanning over the Davao River in Bankerohan, Davao City.

Ciriaco Construction, the winning contractor for the Governor Generoso Bridge I project, started working on the bridge last February 8, six days after its barge arrived in Davao City.

Jerome dela Rosa, regional director of DPWH, said in a press conference Monday that the bridge is now 97 percent complete, 134 days after the start of its construction. DPWH-Southern Mindanao sets 210 days to finish the new bridge.

"They have worked 16 hours per day," dela Rosa said.

The public works director also added that the construction firm has yet to receive the remaining balance of P110 million.

"We have only released P96 million for the construction, but Ciriaco did not cease the construction of the bridge even if they have yet to receive the other P110 million," dela Rosa added.

The 60-year-old Governor Generoso Bridge I collapsed in April of 2007 after one of its piers gave way. Being one of the main arteries of Davao City, the collapse of the bridge caused incessant hassle to the commuting public and to the transport of goods and basic commodities.

Filinvest Land bullish about Davao market

DAVAO CITY — Filinvest Land Inc. is looking for more areas that it can develop, with roughly P2 billion still available for investment here.

Tristan Las Marias, Filinvest Land vice-president for the Visayas and Mindanao, said the company wants to put up more medium-rise condominiums and mid-priced residences in urban centers.

"We are in the process of looking for more properties in the city that are near workplaces," he said at the weekend, adding that the trend is for employees to live near their offices to minimize transportation expenses.

Filinvest Land has started its first condominium project in the city, a seven-building property located just across the SM City Davao mall. The company is spending about P1.5 billion on One Oasis Davao.

The company is building another condominium in a three-hectare area across the NCCC Mall of Davao in Matina. It has seven projects in the city, with investments worth P15 billion since 2000.

But the City Council has rejected Filinvest Land’s housing project in Dumoy district. Mr. Las Marias said the company would continue to invest in Davao City given its potential as a major urban development market.

He said the city continues to be investor-friendly, noting that Filinvest Land had to withdraw some of the documents for its Dumoy project to correct errors.

"We continue to be bullish about the property market in the city," Mr. Las Marias said — CQF

*************
I think City Council rejected the Dumoy proposal because of concerns about the impact to Davao's potable water source. :)

THIEVES believed to be former Moro rebel integrees of the Philippine Army ransacked the Army engineering brigade's armory in Monkayo, Compostela Valley, Saturday evening.

The rebels were able to run off with several high-powered firearms.

Arroyo Watch: Sun.Star blog on President Arroyo

Reports reaching Sun.Star Davao showed that the 534th Engineering Battalion's armory was ransacked around 8:30 p.m. Saturday.

Fifteen M16 rifles, two M203, three M14 and one M60 machinegun were carted away by the thieves.

A member of the battalion unit is said to be the suspect. He was identified as one Pfc. Mama who is an integree and is said to have a brother who is an active member of the New People's Army (NPA).

Military authorities, however, remained mum about the raid as of Sunday evening.

Gov. Generoso bridge to
open before school starts

The Department of Public Works and Highways yesterday said the Gov. Generoso Bridge I will be inaugurated just in time for the opening of classes next month.

In a press conference held yesterday at the DPWH regional office, regional director Jerome dela Rosa said the bridge is now 97 percent complete and will be completely finished on May 30 or 31.

He said the bridge will be inaugurated on June 9, with President Gloria Macapagal-Arroyo herself probably present.

The original bridge was demolished after a supporting column gave way on April 12 last year.

After several delays, the actual construction of a new bridge began on February 8 this year.

Dela Rosa said the bridge’s actual cost is P206 million, a good P10 million less than the P219 budgeted allocation. Diana Lhyd Suelto

A photoExhibit of the Inundated Plain (Maguindanao)
By Michael Ebro Dakudao Published : 2008-05-25

Last May 12, Davao’s leading
culturatti packed the small lobby of the
Davao Museum located within Insular Village I, Bajada, for the opening of the Museum’s summer showcase, “A Photo Exhibit of the Inundated Plain (Magindanao).”
The Davao Museum’s Delia E. Dango (Trustee of the Davao Museum Foundation, Inc./DMFI), Patria G. Montemayor (President, DMFI), and the hardworking and driven Sylvia C. Lorenzana (Director, Davao Museum) warmly welcomed the respected achiever, Mary Ann Maceda Montemayor (Chairperson, Southern Philippines Tourism Council/BIMP-EAGA Tourism Council) and the affair’s guest-of-honor and lecturer, Ms. Lourdes Velayo Mastura, a Board Member of the Filipino Heritage Festival, Inc. The short program was hosted by the bright and charming Susan B. Palad who is the President of the Davao Association of Tour Operators.
“During the month of May in the past four years, the Southern Philippines Tourism Council (SPTC) and the BIMP-EAGA Tourism Council spearheaded in Mindanao the staging of projects that brought awareness, consciousness and love for our rich Filipino cultural history and pride in the legacies our ancestors left us.
In 2005, with a solid partnership with the Filipino Heritage Festival, Inc., the City of Davao joined the celebration of the Festival Month by hosting the three-day opening salvo with a cultural event entitled “Mindanao Heritage Rediscovered.” The event was truly reflective of the ethnic plurality and colors of our people. In 2006, we staged the “Mindanao Indigenous Exhibit” which showcased the region’s tribal culture. Last year, we proudly presented Jose Patinio’s famous bamboo sculptures in the “Bamboo Traditions” exhibition as our annual celebration,” explained the active Chairperson, Mary Ann “Baby” M. Montemayor.
This year 2008, the SPTC, BIMP-EAGA Tourism Council and the Filipino Heritage Festival, Inc. joined forces with the Davao Museum Foundation, Inc. to focus on the national theme, “Philippine Epics.” This month of May celebrates the Filipino Heritage Festival with a series of cultural events, exhibits and performances held in various provinces all over the country.
The Filipino Heritage Festival 2008 officially started in Cagayan de Oro showcasing the Darangen ni Bantugen, a Maranao chant that talks of life, death, love and heroism. Here in Davao City, Mindanaoans are given the opportunity to view an exhibit of precious photos dating from the early 20th century from the personal collection of the Mastura family. The vintage photos provide us a beautiful glimpse into the social, political and economic lives of the Maguindanao Royalty.
“This exhibit, which has its roots in Mindanao, is truly significant to many if not all of us. As we take a look at the photos, we will find it meaningful in our lives. It will make us better appreciate and understand our roots and be proud of its unique multicultural history,” commented Baby M. Montemayor. Sylvia C. Lorenzana added, “The Mastura family’s photo collection is a guiding light on issues relating to our Muslim brothers. Understanding the Filipino Muslim’s history will be a step in helping eliminate barriers to equal opportunities for Filipino Muslims residing in Mindanao in every area of Filipino life.”
In her first year as President of the Davao Museum, tita Pat G. Montemayor is working hard to make the Museum relevant especially to the younger generation of Davaoeños by focusing on the Museum’s implemented role on education, besides of course, her task in securing the much needed funds for the Museum’s operation and maintenance. “We are working to define this era, this generation. This can only be accomplished by examining our past. The work is considerable, the work is significant. We have to reclaim our historic role as a cultural voice in Mindanao. And hopefully, the role of the Davao Museum will be effective as our medium,” she said.
Also on exhibit are several valuable artifacts, treasures in themselves, of leading Davao collectors showing the genius of Muslim craftsmanship and artistry. “The material wealth and unique talent of our Muslim ancestors are truly a source of pride and inspiration, a true legacy for the younger generation of Filipinos who are forever wired to modern western technology of computers, I-pods and cellular phones,” said Nuestra Senora Nenita Belda Azarcon, a loyal friend of the Davao Museum. Yes, indeed, it’s time to reconnect these young guys to our Filipino Heritage before they transform into zombies.
Special thanks to the Filipino Heritage Festival, Inc. represented by Lourdes Velayo Mastura, National Commission for Culture and the Arts, Department of Tourism, Southern Philippines Tourism Council, BIMP-EAGA Tourism Council, Davao Museum plus all the sponsors and patrons for their generosity in making this cultural event possible.
Please visit the Davao Museum and celebrate our Filipino Heritage. Be proud that you are a Filipino!

Davao, DOH monitor food fortification enforcement

By Rose B. Palacio

Davao City (27 May) -- The Task Force on Food Fortification, created by Mayor Rodrigo R. Duterte for the full implementation on food fortification in Davao City, together with the local government unit and the Department of Health is closely following its ongoing implementation on all food outlets in the city.

City Health Officer and concurrent nutrition action officer Dr. Josephine Villafuerte said Mayor Duterte has created the Executive Order 19, the "Task Force on Food Fortification" (chaired by the Mayor himself) to strictly monitor that foods, such as rice, refined sugar, wheat flour and cooking oil are being fortified as mandated by law.

All food establishments are mandated, under Republic Act 8976 or the Philippine Food Fortification Act of 2000, which provides for "Mandatory" fortification of staple products particularly cooking oil, sugar, flour and rice to be fortified with iron.

Last November 7, 2004, food fortification on cooking oil, flour, sugar and rice was made mandatory by the government, said City Nutrition division chief Venus Millana.

The National Food Authority (NFA) through its Davao manager Lorenzo Camayang reiterated NFA's support for the food fortification program of the government. However, positive steps have to be made for the implementation of rice fortification since some rice millers and traders are not supportive on fortification of rice, according to a report by TF on food fortification vice chair Boy Rallos of the Kiwanis club.

Participating on the TF include private agencies and non-government organizations following the call of the Mayor for a close partnership among NGOs and government entities on food fortification enforcement.

Eleonor H. Madiclum, Assistant Secretary of Kiwanis Club of Davao City, in an exclusive interview with the media also bared that Mayor Duterte has tapped the partnership of Kiwanis Club even during the Salt Iodization program of the City. One of the major projects of the Kiwanis Club is the Salt Iodization which was made successful in the city, she said.

The DOH, with the assistance from MOST-USAID have been providing technical assistance on food fortification program and likewise provide information, education and communication materials to local government units including suggestions on local ordinances for food fortification, Dr. Villafuerte said. According to Dr. Teodisio Alcantara, medical director of the Seamen's Hospital in Cebu, they are conducting a massive information drive for their members in Mindanao.

^^ I'm so happy for this news. Free medical and hospitalization benefits for Mindanawon seafarers and their dependents is now finally within their reach.

I for myself is a witness on how great a benefit of having a seaman's hospital is within the community. My late mom (sniff) was confined at Seaman's Hosp in Manila from August last year until the day she passed away early this year (checked-out out just briefly as an outpatient while being administered her chemotherapy). We didn't pay even a single penny for hospital bills as everything is literally free, from use of room including the ICU, lab tests, professional fees, medicine, ct scan and the like (the chemotherapy drug and session is not free though). If she were admitted in say, Metropolitan Hospital in Binondo, our bills could have reached by the hundreds of thousands minus her HMO card coverage.

Plus their facilities are almost (well, not that really close :)) at par with most of the high level hospitals in the country today. But most deserving to mention is the quality of their service (from the docs to nurses and lab techs) which in my opinion is second best to none.

We owe a lot to Seaman's Hospital, kay kung wala pa basin nabaon na mi karon sa utang.

Congrats to our mariners and their dependents for having the AMOSUP-Seaman's Hospital in Mindanao.

May kulang po yata... Wala po dito ang premiere city po ng Mindanao. :dunno:

Please mind your own business po. Kayo na mismo ang nagsabi na ayaw ninyo ng gulo kaya dapat kayo rin ay hindi magsimula ng gulo. Salamat. :)

paul it was a intentional mistake. stupidity for any excuses it had obvious bad intention in it. the story was short for a easy read. the incident took place in compostela valley. it has its own thread here. i was expecting it transposted there and deleting the post content here but he made another post in another thread.

penghok good on you for forgiving him but served him right if negative reactions were outpouring
