(DCCCII) announced Wednesday that the biggest exposition in Davao City slated in October, the Davao Trade Expo (Date) 2008, will be launched Friday. "We will gather around 200 exhibitors. We will have business matching sessions, business consultations, and forums," Conrado Hernaez Jr., DCCCII executive director, said Wednesday. Arroyo Watch: Sun.Star blog on President Arroyo The launching of the exposition will be led by DCCCII president Simeon Marfori during the 8th Davao City Business Conference slated Friday at the Davao Convention and Trade Center. Date 2008 is slated on October 23-25. Last year's expo had a total of 133 exhibitors and 159 booths were occupied at the NCCC Mall. The event also attracted at least 1,000 visitors everyday. BPO and call center firms are rapidly expanding into the regions due to lower operational costs, a larger manpower pool and lower employee turnover rates. Most firms and locators want to undertake pioneering efforts in their region of choice. (DCCCII) executive director Conrado Hernaez Jr. yesterday gave the city government an average grade of 85 percent for its response to the five resolutions the chamber submitted to the city in last year’s Davao City Business Conference. This as the chamber prepares for this year’s conference which will be held on Friday at the Davao Convention and Trade Center. Hernaez said the city government acted on four of the five resolutions which the chamber submitted last year. The resolution urging the city government to assess the zoning ordinance has remained unresolved, although it was acted upon, Hernaez said. He said that resolution now tops the list of 11 new resolutions the DCCCII will present to the city government in the upcoming 8th Davao City Business Conference. “We are just reiterating that an extensive review of the zoning ordinance be made,” Hernaez said. He added that DCCCII has recognized that the city government has been reviewing the zoning ordinance for about a year now. The four resolutions from last year that the city government acted on are: 1) urging tourism groups to develop unified strategic plan and strengthen the city tourism as a coordinating body; 2) urging the City Planning and Development Office to enhance the city’s beautification program; 3) reinforce the greening of Davao City, and 4) urging the City Council to amend City Ordinance No. 44 banning the flying of kites, balloons within a 5 kilometer radius of the Davao International Airport’s runway. PADILLO Mindanao Daily Mirro July 10, 2008 Being the chief of the Davao Medical Center (DMC), the biggest government hospital outside Metro Manila is no joke. But for Dr. Leopoldo J. Vega, new chief of hospital, the only secret is to put your heart into the job. “Just close your eyes and think about your patients so that you can no longer do wrong,” Vega said. DMC is a tertiary training hospital in the Southern Mindanao catering not only patients from Davao City but also the different provinces like Surigao, Agusan, and Cotabato areas. The hospital has the capability to manage and treat difficult cases like heart, kidneys, among others. Formerly, DMC is for the underprivileged patients. But when prices of basic commodities and gasoline started increasing, it becames the hospital for people from all walks of life. DMC is a 400-bed hospital but the daily occupancy rate is 875, a facility beyond its limits. What is considered as hospital for all has become the venue of complaints when admitting the patients, paying of bills, among others. The emergency room, the most crowded and busiest section of the hospital (at least 190,000 patients were admitted last year), is usually filled with different moods from angst to despair. It is also the department where the bickering of patients and medical practitioners can be witnessed. Vega considered all the above mentioned situations as weaknesses, which is for him is a challenge to convert them into strengths. “Focus on the weaknesses, hit them on target to be our strength and become an ally for us,” he said. According to him, 80 percent of the problems come from the frontlines (ER, pharmacy, X-ray, and out-patient departments) while 20 percent are from the functions. His target is to improve and perfect the previous system wherein these problems emanated. “I will start on the frontlines by implementing effective systems on them,” he said. His first action in addressing the problem is to increase hospital manpower by working hand in hand with the local government by putting 175 contractual workers to augment the workforce. He is also seeking congressional approval for his proposal of putting up a separate building for the OB and Pediatrics Departments. “Also I wanted to see an increase in the hospital’s facility and equipment. DMC has no capital outlay but we have the patients. All we have to do is to come up with a good interaction between the public and private sectors in providing good medical service for the people,” he said. Vega also believes that through the said interaction, they will be able to increase facility and manpower base and cope with their mandate to serve the entire people of Mindanao. Implementing a computerized system especially in the ER is also among of his intentions. “Before the end of the year, we will be all computerized especially in the frontlines,” he said. He is also planning to set up a human resource department to take care of the hospital’s personnel and integrate his idea of “human touch”. “The most important thing is to be able to establish a most effective communication department for the distressed patients especially in the frontlines,” he said. He aims to educate the people inside the institution, correct the system, and instill the importance of having better service especially in the frontlines. “It’s not going to be an overnight change. But developing a new kind of paradigm is important in terms of delivering good medical service. We need to change the mode of our deliveries,” he said. Vega, who took the job description as new chief of DMC last May of this year, envisions an adequate, affordable and available service for all regardless of the status, creed, or belief. He considers problems as challenges and he’s optimistic that he can do it. “I hope I will succeed. I am prepared for it. I won’t be sitting here if I am not optimistic. There has to be a transition from being developed into something that would increase the potential of delivering quality medical service,” he said. The fifty-three-year old chief of hospital is currently taking his MBA-H at Ateneo de Manila Professional Schools in Rockwell Center. In 2005, he finished his one year course in health management at the Asian Institute of Management in Manila. He graduated Doctor of Medicine at UERMMMC (University of the East Ramon Magsaysay Memorial Medical Center). He also held positions as medical director of the Davao Medical School Foundation (DMSF) hospital from 2004 to 2008; chairman of the board of the Medical Mission Group of Hospital and Health Services; medical specialist of the Davao Regional Hospital in Apokon, Tagum Davao del Norte from 1990 to 2001; board member of the Cooperative Bank of Davao City (1999 to 2001); fellow of the Thoracic Cardiovascular Surgery of the Philippine Heart Center Manila (1987 to 1989); and a resident physician of the Department of Surgery of DMC (1981 to 1986). "RDC believes that investments coming from the private sector are needed even as government is embarking on major projects that would bring power supply from Northern Mindanao to Davao Region," Nicasio Angelo Agustin, RDC 11 vice chair and Neda 11 director, said during RDC's Second Quarterly Meeting on Tuesday at the Waterfront Insular Hotel. Agustin revealed that big private corporations are about to establish more shopping malls, other consumer-oriented centers, business process outsourcing facilities, and condominiums, particularly in Davao City. "These investments will likely put pressure on the region's power supply," he said. He added that the council is pushing for the private sector to supplement government investments in power supply not only to ease pressure on the region's power supply brought about by increasing economic activities but also to further entice more investments in the region. Meanwhile, with the completion of the Maramag-Bunawan segment of its Abaga-Bunawan 230kw transmission line project in 2009, Agustin said the region would have additional power supply next year. He said that the Transmission Corporation (Transco) in its report to RDC has assured the region of this additional power supply. Once completed, the segment, which runs from Maramag, Bukidnon to Bunawan, Davao City, can be used to tap into the 385 MW Pulangi hydropower plant in Maramag and bring electricity to Davao Region. "Transco is expected to fully complete the other segments of the transmission projects by 2011," Agustin said, adding that the full completion of the project will allow more power supply from Northern Mindanao to flow to the region. The council is also encouraging the tapping of other energy sources, such as wind energy. Agustin said the use of wind energy is being explored by the private sector and the government in Davao Oriental. He claimed the conversion of Davao River to a water highway will not only help raise awareness on how to conserve the river among those who live near it but will also attract tourists to the city. Hernaez added the proposal is a grandiose plan and is expected to be a "very big undertaking." "There will be discussions on this resolution and on the 10 others. We will also discuss the resolutions submitted to the city mayor last year," Hernaez said. He said the chamber submitted five resolutions to the city mayor during last year's staging of the business conference. Meanwhile, other resolutions to be submitted during the 8th Davao City Business Conference include one urging the City Government to harmonize the various industries and sectors in the re-assessment of the zoning plan; another urging the City Mayor of Davao to implement a comprehensive and integrated marketing plan to promote Davao as an attractive and peaceful investment destination; a third measure urging the City Government to take immediate steps to improve the drainage system of Davao City; and another that encouraged food handlers to abide by good manufacturing practices or food safety management standards. Also, a resolution urging the business community to develop alternative products to lessen dependence on rice as a staple food and for the City Government to undertake a healthy campaign on these alternatives, as well as another resolution requesting the City Government to develop and implement a comprehensive ICT master plan for Davao City will also be submitted. The local government can maximize the use of buses by making it expensive for car owners to use their vehicles in the downtown area, professor Roberto P. Alabado III of the School of Management of the University of Mindanao, said during a lecture forum on the transport sector and climate change. He said local officials can duplicate the scheme adopted by Curitiba City in Brazil — assigning roads for buses to ensure exact time of departure and arrival as well as prevent gridlock. Curitiba City has about 1,100 buses which make 12,500 trips daily and serving 1.3 million passengers. "With one bus, you can [service passengers equivalent to] four or five jeepneys and even six if the passengers are standing," Mr. Alabado said. To discourage car ownership, Mr. Alabado said local officials can impose higher road user’s tax, parking tax, or the area licensing share practiced in Singapore, which charges toll fees for entry into urban centers. Hernaez, Davao City Chamber of Commerce and Industry executive director, said the city government should focus its energy on coming up with a promotional plan that will highlight the potentials of the city as investment area of these sectors. Hernaez explained that the strengths of the city as investment area as in these sectors considering that it both has areas for investors, best tourist destinations and top human resources for them. He added that the city already has infrastructure facilities necessary to promote these areas. As an example, he cited the case of call center investments in the city. He said that based on the Philippine Cities Competitiveness Ranking Program (PCCRP) results conducted by the Asian Institute of Management for 2007, the city was ranked seventh among 90 major cities as good source of human resources. “Call centers will not come here if they cannot find good employees. But they are coming here,” he said. In that survey released on July 4, the city was ranked as the most competitive city in terms of doing business among the metropolitan cities in the country. City Administrator Wendel E. Avisado said the result of the ranking only affirmed the city’s position as investment area. Acac THE DAVAO City Investment Promotion Center approved the application for incentives of two new investments both in real property development amounting to about P400 million. Engr. Robert Teo, DCIPC chief and assistant city administrator for operations, said the first application was filed by Robinsons Land Corporation for its Robinsons Mall project that will soon rise in J.P. Laurel Avenue near the Davao City Water District office. Teo said the mall, with a total investment of P365 million, will have two floors and the second floor will be designed for business process outsourcing operations like call center firms. He said another real property development application was for the Plaza de Luisa building which will be located along Jacinto Avenue. The total investment for the building will be P50 million, with a portion alloted for the Sutherland Call Center company. The DCIPC is also awaiting the submission of requirements of Ayala Land and the Floirendos to develop a 10-hectare property in front of Redemptorist Church along J.P. Laurel worth more than P1 billion. The project, combining residential and commercial spaces in one area, will be developed by phase and according to the information and he received, Teo said the investors are only complying with the environment clearance certificate from the Department of Environment and Natural Resources. Maybe it's the scheduling that gives leeway to the terminal to accommodate a steady stream of passengers coming in and out of the building. Maybe it's the scheduling that gives leeway to the terminal to accommodate a steady stream of passengers coming in and out of the building. Sara informed the chamber that the city has already completed the gathering of primary data needed in the amendments of the Comprehensive Land Use and Development Plan that includes the City Zoning Ordinance, while the technical reports are slated for validation with the various sectors and stakeholders. The harmonization of the various industries in the reassessment of the zoning plan topped the list of this year’s resolutions of the DCCCII submitted to the city government. Sara also announced that the city would launch its advocacy program “Dawow” on promoting the city as an attractive and investment destination. The program advocates for the promotion of the city’s cultural heritage and other potentials to maintain the city’s competitiveness. The development addresses resolution number two which calls for comprehensive and integrated marketing plan for Davao City. She further assured that the city council is determined to pass the City Tourism Code by 2010 with the City Tourism Office currently expediting the completion of the data required in the proposed tourism code. Setting up a long-term solution to the perennial drainage problem also highlighted DCCCII’s resolutions. Sara said efforts are now ongoing to set up drainage facilities designed to address the current population of about 820,000. Sara however, urged the private sector to provide some financial aid to the city saying that the urban drainage project requires billions of funds. She said the city is undertaking the project within the city’s limited resources. Earlier, DCCCII graded the city with an average of 85 percent in responding to the five resolutions it passed in 2007. On the resolution seeking the city government’s support to encourage food manufacturers to observe good manufacturing practices on food safety, Sara however urged the DCCCII mem-bers to police their own ranks in this matter. Saying that the city government is conducting regular inspections on food establishments, she also sought DCCCII’s help in this advocacy by urging their members who are into the food business to abide by the required food safety practices. Concerned over the current needs of the Information Communication Technology (ICT) sector, she said the city has been working on giving incentives as come-on to potential ICT investors. She also assured that the city council for its part is currently in the process of getting inputs from IT key players for the planned ICT Code. A technical working group (TWG) was already created and tasked to conduct a study on coming up with the ICT master plan. Aware of the on significance of clean environment, the city, she said is currently exploring financial resources to provide incentives and support to biogas facilities. DCCCII also urges the city government to improve the Sasa port facility to ease shipping costs as well as converting the old Davao International Airport into an air cargo terminal. Sara said she will request the city council to study the maximum economic potentials of the two facilities and subsequently pass the appropriate resolutions. Finally, Sara informed the body that plans of rehabilitating the Davao River is already included in amending the Comprehensive Land Use Development Plan. Engineer Oca Alfelor, whose father was Davao’s City Assessor in 1960 related that prior to the 2nd World War, when the Philippines was still under American rule, the American Government designated two parcels of land in the municipality of Davao to be used as Burial Grounds. One is now known as the Municipal Cemetery reserved for American citizens and American Veterans in Davao. In the late fifties, Alfred W. Roberts, an American Veteran and Mason negotiated with the American Cemetery Association to transfer the rights of the American Cemetery to the Davao Masonic Association which was formed by a group of Masons who wanted a place for their departed relatives. Maurice E. Cowan, President of the American Cemetery Association and who signed the transfer of rights in 1959 was present during last Saturday’s program. He recalled how he flew a navy operated bomber during World War II. The other signatory was Alfred W. Roberts as Secretary of the Davao Masonic Cemetery Association, Inc. The group chose Philam Day because July 4th used to be Philippine Independence Day and was later changed to Philippine American Friendship Day by former President Diosdado Macapagal. June 12 was proclaimed Philippine Independence Day. Today over 250 Americans, American veterans and Filipino Masons and their families are buried in the Cemetery. Only a few Americans know this place exists. Masons interred here have served the city of Davao and contributed to its progress. About 12,000 workers, or 7 percent of Starbucks' global work force, will be affected by the closings, which are expected to take place between late July and the middle of 2009, spokeswoman Valerie O'Neil said. O'Neil said most employees will be moved to nearby stores, but she did not know exactly how many jobs will be lost. Starbucks estimated $8 million in severance costs. In total, the company forecast up to $348 million in charges related to the closures, $200 million to be booked in the fiscal third quarter ended June 30. Starbucks reports third-quarter results at the end of July. The company had previously planned to shut 100 stores. The 500 more that will be closed had been on an internal watch list for some time. They were not profitable, not expected to be profitable in the foreseeable future, and the "vast majority" had been opened near an existing company-operated Starbucks, Bocian said. Some analysts had wondered whether Starbucks' explosive growth in the U.S. would come back to haunt it as the market became saturated. But before Tuesday, the company avoided acknowledging that saturation was an issue and pinned weak financial results and adjustments to new store openings on the economy. During the call, Bocian said that between 25 and 30 percent of a Starbucks shop's revenue is cannibalized when a new store opens nearby, and that the closures should help return some of that revenue to the remaining stores. Bocian said there aren't a material number of stores left on the watch list, but that the company will hold remaining stores to the same standards. Starbucks still plans to open new stores in fiscal 2009, but on Tuesday it cut that number in half to fewer than 200. The company did not adjust its plan to open fewer than 400 stores in 2010 and 2011. "We believe we still have opportunities to open new locations with strong returns on capital," Bocian said.
