I think it would be a good boost to our tourism industry and consequently to other local businesses.

Btw, I posted a suggestion over at my blog (http://mydavao.wordpress.com) that maybe local government officials should try to entice film and tv prodcution companies to film mpvies and tv shows here. I think it would be a good boost to our tourism industry and consequently to other local businesses.

i totally agree dvocity. it's an inexpensive way of promoting Davao. but i think we are blessed enough to be one of the top destinations of tv shows (GMA/ABS-CBN/etc).

ATF delegates seek areas of investment

Davao City (25 January) -- Some delegates attending the Asean Tourism Forum (ATF) last week in Davao City conferred with officials of the Department of Trade and Industry (DTI) and showed interests in putting up some businesses in the region.

DTI Davao City director Teolulo Pasawa in an interview said the delegates personally came to his office to inquire on areas where they had shown great interest.

Interests from the Switzerland delegates were on agri-tourism and their queries were focused on farm areas that could double as a resort.

"During our conversation for instance they were amazed on seeing a cart driven by carabao that is a unique attraction to tourists like them," he said.

He said attractions like this not seen in their countries interest them.

"They are looking for unspoiled areas that are very natural that could be developed into a tourist attraction," he said.

The Thailand delegate inquired on hotel operation even as he said that the investor had named specific site but Pasawa did not elaborate.

He said they also inquired on the incentives which the government offered to investors.

The Indian delegations meanwhile traveled to Davao del Norte to see for themselves the operation of a banana plantation.

Pasawa said they had exchange contacts with the investors and they still have to furnish them specific data that they need through email even as he said that nothing final has been fixed.

"With the electronic mail, continuing talks could be made easy and we consider it important when the investors had shown interest in our city as it could mean the possibility of their coming back to invest here," he said.

DTI regional director Merly Cruz in a phone interview said Davao City had taken the bold step of hosting the ATF as it spent a sizeable amount to make it a success.

She said through the ATF investors would really look for possible prospects and DTI complemented it by setting up a one stop documentation area to make it easier for the investors to transact.

Welcome to the Island Garden City of Samal


The Island Garden City of Samal (IGaCoS) is monickered as "the place which has it all". As an island, a garden, and a city, it has both the SEAS. the SAND, and the SUN. It has both enchanting mountains, fertile plains, and scenic hills.

IGaCoS is now host to more than 30 commercial resorts scattered along its more than 116 kilometers of shorelines with white sand beaches. Resorts vary from the high-end AAA that cater to the highly-descriminating guests, to the rustic type that cater mostly to backpackers and adventure enthusiasts.

The best coral gardens and dive spots in Davao Gulf are in the Island Garden City of Samal. Its municipal waters is host to 53 genera of corals out of 73 genera that are found in Philippine waters. It is also home to 9 species of sea grasses out of 13 species found all over the country, and to about 250 species of aquarium fish, and to some endangered marine animals like the "dugongs" or sea cow, the "pawikans" or sea turtles, and some "hammerheads".

IGaCoS is also host to more than 70 caves, mostly habitated by millions of fruit bats, and characterized by subterranean water systems. The Paniki (Bat) Cave in Tambo is a must-see. For the amateur spelunker, the Tamborong Cave is appropriate. But for the highly-adventurous with skills in high angle spelunking, Baga Cave in Talikud is the place.

IGaCoS also has several natural springs and 3 major waterfalls. Hagimit Falls spill into Benoling River which is among the shortest rivers in the region. Tagbaobo Falls is three-teired, while Tambang Falls is like a pool hidden in the bushes.

One of the unique land formations in IGaCoS is the Bito Depression in Guilon -- a huge sinkhole approximately 273 feet below the surface, believed to be have been formed from a meteorite that dropped in the area. Other people however say that it could have been formed by water action that dissolved the limestone deposits in the area. Whatever, this sinkhole has become the favorite destination for those who want to burn their adrenalins as they rapel down the huge hole.

The highest mountain-peak is Mount Puting Bato ("white stone") which towers over and in between Bandera and Anggas mountains in the ridge. And the terrain all throughout the Island is becoming the favorite course and playground for mountain-bikers everywhere.

How far is the Island from Davao City?

The distance between the nearest points between the Island (at Barangay Caliclic) and Davao City (at Barangay Sasa) across Pakiputan Strait is only more or less 900 meters. The distance is just about 7-15 minutes by boat.

The House of Representatives has approved on third and final reading a bill making the Island Garden City of Samal in Davao del Norte a free port and a special economic zone.

House majority leader Prospero Nograles (first district, Davao City) said the passage of the bill last Monday will make IGACOS akin to Clark and Subic in Pampanga where foreign businessmen can transact business.
“The passage of the bill will also create employment and export opportunities for IGACOS” Nograles said.
Nograles said the passage of the bill will increase business opportunities in the city.

THE passing of the bill declaring the Island Garden City of Samal as a special economic zone and freeport is hailed by Davao del Norte Vice Governor Anthony del Rosario as an opportunity much needed by this island city to boost its economy.

Del Rosario congratulated Representative Antonio Floirendo Jr., who authored the said bill, saying such is a victory for all Samaleños.

"Through this bill we hope to be able to get more funding from the National Government to provide additional support facilities much needed for Samal with the objective of attracting more business investments thus creating more jobs and spurring economic activity throughout the island," the vice governor said.

He said if the bill becomes a law there is a high possibility for Samal to become the Subic of Mindanao.

"While Igacos is already primarily known as a viable tourism destination, through Congressman Tonyboy Floirendo's bill, we hope to also make Samal a viable business alternative to the likes of SBMA. The approval of this bill should be a strong signal for the provincial government to provide its full support to the City Government of Igacos for the realization of this unique opportunity for its people," del Rosario said.

The House of Representatives approved on third reading last Monday House Bill 5266 proposing the creation of a special economic zone in the Island Garden City of Samal.

The bill also proposed the creation of the Samal Island Special Economic Zone and Freeport Authority for this purpose.

With Samal recognized as a special economic zone, investors are expected to come in and improve the economy of this young city.

The bill was already forwarded to the Senate and if approved there President Gloria Macapagal-Arroyo will then sign it into law.

WITH OPTIMISTIC passengers on board, "ISA Flight 810" took off on a hopping trip around the country's "dream destinations" despite the threatening skies.

Fueled by hope for fairer weather, the Institute for Solidarity in Asia (ISA) gathered mayors from the country's most promising cities for a ride to a sunnier future, in a conference tagged "Vista ISA: A Panorama of our Dream Cities."

"What we are really saying is, not everything in politics is done in Manila, so there's a lot that is very positive that is being done outside Manila," said Jesus Estanislao, chairperson of the ISA, a non-government think tank on good governance.

So far, the cities of San Fernando (La Union), Tagbilaran, Calbayog, Iloilo, Naga, Samal, Cebu and Marikina have fared well, as they have inched closer to goals they aimed to accomplish in five to 10 years from now based on presentations they gave before a gathering of professionals, businessmen, and the youth at the Rizal Ballroom of the
Makati Shangri-La.

In a show of optimism in the midst of the crisis-plagued national government, the ISA led mayors of the eight selected cities in a report on how their cities have progressed since a year ago, when they adopted ISA's Public Governance System (PGS).

The PGS is a performance measurement tool that was a public sector adaptation of the corporate "balanced scorecard" principle, used by companies to determine achievement of set goals within a given period of years.

"There is still hope for our country. While the national government is concerned with the impeachment, the cities are moving forward. The cities have bonded to ensure that basic services are delivered," said Iloilo Mayor Jerry Treñas.

He was referring to the impeachment complaint against President Macapagal-Arroyo, which arose in the midst of allegations that she had rigged the May 2004 elections.

It was under similar politically turbulent times that ISA was born, as it was established just after the breakdown of an impeachment trial against ousted President Joseph Estrada in 2001. Headed by Estanislao, finance secretary during the tenure of President Corazon Aquino, the ISA began a campaign for effective governance among local government units (LGUs).

And through LGU ties, the ISA selected the best-performing cities a year ago for the pilot application of the PGS, which encouraged local administrations to operate under established mission, vision and set of values from city hall to the grass roots.

The project was supported by a grant from the USAID, the Asia Foundation and the Center for International Private Enterprise in Washington, D.C.

Realistic goals

After consultations with the ISA, the first batch of cities created their Public Governance Roadmaps based on realistic goals in terms of local management, delivery of basic services, education and infrastructure, among other things.

In a nutshell, here's how the mayors envisioned their cities in the near future.

San Fernando: The Botanical Garden City by 2010

Mayor Mary Jane Ortega aims to develop both its environment and its people, with equal focus on nurturing the locale's 20-hectare botanical garden, and providing skills training to constituents to make for a more economically viable city.

Tagbilaran: A Prime Eco-Tourism Hub by 2015

Mayor Dan Neri Lim drafted a plan to improve living standards in his city, where poverty continues to be an affliction. Foremost on the goal list are the creation of more employment, giving locals access to capital and better delivery of health services.

Calbayog: One City, One People, One Culture by 2015

The city aims to bring the government closer to its people to boost pride of place. At the same time, Mayor Mel Sarmiento said the city, with a thriving farming and fishing industry, would like to maximize commercial potentials through skills training and improvement of infrastructure.

Iloilo: Premier City by 2015

This Visayan city aims to be more attractive both as a business and cultural center in the region. Treñas laid out a plan to establish business facilities including a stock exchange, convention centers, manufacturing facilities, and an interconnected mass transport system, while preserving cultural heritage.

Naga City: Model City for Participatory Government by 2015

The thriving city of the Bicol region aims to bring together government, the constituency, the private sector and civic organizations toward city-wide multi-sectoral progress, said Mayor Jesse Robredo, a Ramon Magsaysay awardee for public service.

Samal: Island Garden City by 2015

Mayor Rogelio Antalan envisions his city to become an eco-tourism center at par with international standards, capitalizing on projecting the island-city as "a city of character" that is highly livable, with a "well-preserved and enriched cultural heritage."

Cebu: Most Livable City in Asia by 2015

In a presentation by City Administrator Francisco Fernandez, one of the Visayas region's best known business and tourism centers drafted a plan to make Cebu the most peaceful, cleanest and greenest city in the Asian region.

The city aims to give its constituents the most efficient delivery of basic services, transportation and communications systems, employment opportunities, and an internationally competitive quality of education.

Marikina: A World-Class City by 2015

The only Metro Manila city among the ISA picks, Marikina presented its plan to become a "Little Singapore" someday soon. Banking on improvements initiated by former Mayor and now Metropolitan Manila Development Authority Chairperson Bayani Fernando, the city, now ran by Fernando's wife Marides, aims to sustain a clean and green program that had turned the Marikina Riverbank into a bustling community park, maintain peace and order, and become "part of the international directory of business, sports, and the arts."

Binding commitment

The mayors present during the conference, including Sarmiento, Treñas, Robredo, Antalan, Ortega and Lim, were also recognized as the first batch of ISA fellows, binding them to the commitment of pursuing the plans they had laid out for their cities.

Trade dep't to hold medical transcription

THE Department of Trade and Industry (DTI) in Southern Mindanao is holding a one-day medical transcription (MT) clinic to further orient prospective investors with the various aspects to consider in putting up such business.

The activity, which is slated on July 10, 1 to 5 p.m., at the conference room of DTI, Monteverde corner Sales Streets, Davao City, is in cooperation with the MTC Academy, a company based in Davao City, which is already into medical transcription business. Registration is free.

DTI-Southern Mindanao regional director Merly M. Cruz said the Philippines being a fast emerging offshore MT outsourcing services provider of choice should keep on looking for ways to further uplift such recognition.

Cruz added that accounting for the country's burgeoning prospects in this prime market are its rich pool of low-cost yet English-proficient and information technology-skilled workers with medical backgrounds; familiarity with the United States medical standards, terminology, and practices; advanced yet increasingly cost-competitive telecommunications and other business infrastructures; and the speed with which it can deliver output to the US due to the 12-hour difference between the two countries.

Based on the latest data, the US is still the world's largest market for MT services, which is now valued at US$25 billion. It is estimated that the outsourcing industry is growing at a pace of 15 percent annually.

"There is indeed a very vibrant prospect for the industry. And Davao being recognized as among those who have English-proficient graduates is a good area for putting up such business. Having this kind of activity will be a big help in encouraging more MT investors to locate here," she said.

Among the topics that will be discussed during the workshop is the cost or capital outlay needed in venturing into such business, strong attributions why Davao is a favorable MT investment region, among others.

^^ yup amya and progress are close to SM... davao streets are spanky clean. alam nyo ba na may rank and file ang davao metro aides. yung mga sweeper per street nag re-report sa mga supervisor per area. tapos may naka bike naman na nag susupervise sa mga supervisors. pag may basura na makita, patay ang supervisor per area na in turn pagbabalingan din ang sweeper. that's 24 hour service.

Samal-Davao bridge exploration talks resume

EXPLORATORY negotiations on the proposed construction of the bridge connecting Samal and Davao City have resumed after it was shelved for almost a year, Island Garden City of Samal (Igacos) Administrator Cleto Gales said.

In an interview Monday, Gales said Chinese investors recently showed interest to fund the Igacos-Davao City bridge project as part of the P2 billion earmarked for projects in the country.

"Actually talks have been going on for almost a year now with representatives of the Senyang Bank of China," Gales said.

Gales expressed optimism that the construction of the bridge will soon be materialized.

The bridge construction plan floated after President Gloria Arroyo assumed the presidency in 2000 from deposed president Joseph Estrada who identified the proposed Igacos-Davao bridge as one of his flagship projects.

The proposed project, estimated to cost US$120 million, was among the six major infrastructure projects proposed by the Japanese International Cooperation Agency (Jica) in the Davao Integrated Development Program (DIDP) masterplan study in 1999.

A Japanese group then conducted a study including a depth sounding test but the project had to be shelved after 2000 despite the Philippine Government's guarantee of a "build, operate, and transfer" arrangement.

"The proposed project is still part of the talking points of President Arroyo with the Japanese government. What is critical is the sovereign guarantee of the Philippine government," Gales said.

Gales added that with the present volume of traffic from Davao City to Samal and vice versa, he expects a Return of Investment within 11 years.

After which, he said the bridge operation will be self-sustaining and self-liquidating.

Since the proposed bridge will be connecting the cities of Samal and Davao, Gales said they are seeking the involvement of Davao City in terms of technical preparation especially of the areas of Maryknoll to the corner of the old airport fronting the Angliongto shipyard.

He said they have been in close contact with Davao City Administrator Wendel Avisado about the proposed bridge project.

Being DIDP executive director, Avisado has been supportive of the proposed Samal-Davao bridge and believes that the bridge will spur more business activities not only in Davao City and the Island Garden City of Samal but also in neighboring towns of Davao Oriental and the Davao Gulf.

"It (the bridge) will go a long way in uplifting the living condition of people, not only in Samal but also in outlying areas of Davao Oriental," Avisado was quoted to have said.

Gales also said with the Samal-Davao bridge comes the construction of an international seaport at Aundanao in Igacos and an ecozone area where light industries will be built near the shipping port.

The international seaport will meantime serve the local "Ro-ro" from Samal to Banaybanay that will cut short travel time from Mati to Davao City by almost two hours.

"The advantage of the international seaport is that big shipping vessels won't have to pass the 'Pakiputan Strait' as they have been the cause of a power blackout years ago they have been the subject of resort owners' complaints, Gales said.

Monster Radio launches show to promote Davao musicians


MONSTER Radio launches today a show that will highlight original music of Davao talents.

Monster Live will be a weekly one-hour show aired live every Friday starting 6 pm.

Jommel Owen Bañez, Monster Radio Managing Director, said the show will be a venue for all Davao musicians to showcase their talents.

“This is our contribution to promote our very own talents,” Bañez said.

The show will invite one or two Davao acts per week for them to play their songs live on air. There will be a question-and-answer portion where the jock interviews the guest performers about their history, music and other stuffs.

“As much as possible, we want them (guest performers) to play their original songs,”Bañez said.

Any musical genre is welcome. “However, we requested those rock bands to play it slow.” The song compositions should be in English or in Tagalog, he said.

Bañez said music by Davao talents, specially those independent or based in their hometown, are often rejected by most radio stations. But Monster Radio wants to give opportunity to talented Davao musicians.

“We believe that Davao talents are of high caliber,” Bañez said.

Monster Radio, he said, has been helping Davao talents by playing their songs even on primetime.

He said the station has been airing songs from Davao-based talents like U.no.me, Sidecrash, Boboy Kimpo Experience, Back By Midnite, Go Larry Go, False Alarm, and others.

“Infact some of their songs entered our weekly chart,” Bañez said. He cited that one of U.no.me’s songs peaked at #3 in the Monster’s chart.

The show, he said, is open to all Davao talents -- signed or unsigned. Even those already based in Manila can join. “Of course, Southborder and Freestyle are very much welcome in the show.”

For this week’s opening program, the show features rap group 12:46 and college acoustic group Bucket of Xels (for profile, see separate stories).

Randy Quilos stands as production director. The show is supported by Tin Pan Alley and Adster.

Interested Davao musicians can submit their demo and profile (pictures included) to the Monster Radio located at the parking area in the sixth floor of Gaisano Mall of Davao in JP Laurel Avenue, Bajada Street, Davao City.

We went there for snacks at around 3 pm. There were about two other groups of people.

Red Ribbon also opened na rin the same building.

My cousin who arrived from Manila yesterday evening told us that the Cebu Pacific flight attendant announced that they will be having Davao-Singapore and Davao-HK flights soon.

THE chair of the executive committee of the Kadayawan Festival said they are expecting more visitors, both foreign and local, to arrive in Davao City during the celebration of the so-called Festival of Festivals, slated August 14 to 20.

"Especially now that plane fares to Davao City are very affordable," Kadayawan executive committee chair Id Acaylar said in an interview Friday.

Acaylar said they are also hoping for more participants in various activities set during weeklong festivities.

"Every year the quality of the performances, the output is improving, so we are also expecting an improvement this year," he said.

At present, Acaylar said the committee is finalizing the list of participants who will take part in Kadayawan activities.

"We are also busy promoting the celebration to the whole Philippines and raising funds to finance the activity, which is a very difficult problem," he said.

Acaylar said they are aiming to raise P14 million to fund the activities during the event.

He said the City Government contributed P700,000, but the committee refused to accept it.

"We would like the festival to be fully funded by the private sector," Acaylar said, adding that this was agreed upon by the Kadayawan Foundation.

He said Globe, San Miguel, Pepsi, Wind and Wave and Jollibee have signified their interest to sponsor the festival. (BRQ)

One of my proposals is also an air link with Bangkok. It is an air megahub that is better located at the center of southeast Asia compared for instance to Changi in Singapore. At least 1 million travellers pass by Bangkok each month.

I believe Sta Lucia would call it "Bali Hai". BTW, the portion of Talikud na facing Davao City is a long stretch of white sand beach mostly unexploited. Parang more than 2 kilometers yata yun.

Several properties in Talikud are under CARP.

Actually, this thread is supposed to be sticky but because of the fast pace of your threads (your previous thread got full in 5 days), unsticking the old one and replacing it with the new one is quite difficult for the moderators who themselves also have other things to do other than SSC. :) That's why I created a Davao Infrastructure Thread to at least decongest this thread. And you could also create your own Davao U/Cs and Proposals Thread if you find it necessary. :)

I remember posting here some concerns regarding the presence of some makeshift bus terminals at the downtown area, conditions of road especialy at the panacan-tibunco-bunawan strectch, drainage problems especially at the JP LAurel area.

Thanks God and salute to the City Government, of course a debt of gratitude to both Knsehal and Happy LA (hey! we miss u here na sir) for attending and addressing concerns like this. At least we are seeing some actions on this. Bisag hinay-hibay basta kanunay...

SWS survey: Honesty is fast rising as business policy

DAVAO CITY, July 7 (PNA) - "Honesty is the best policy."

The was the result of the 2006 Social Weather Stations (SWS) Business Survey on Corruption nationwide.

The SWS survey shows that honesty in business practice is on the rise in the National Capital Region (NCR), Cavite-Laguna-Batangas (CALABA), and the cities of Davao, Cagayan de Oro and Cebu.

Forty percent of the respondents who are managers of various business establishments in the areas where the survey was conducted said their companies pay their taxes honestly.

The managers also said that almost all companies in their line of business are keeping only one set of books.

This kind of honest practice is on the uptrend in NCR, Cebu, and Davao, but down in Cagayan de Oro.

The issuance of receipts, which is another honest business practice, thrives in NCR and Cebu but not in Cagayan de Oro.

Davao was rated 37 percent in 2004 but went down to 35 percent in 2005 and 34 percent in 2006.

Except for CALABA, all the areas of survey showed improvement from 2005 to 2006 in the percentage of firms wherein customers demand for receipts.

SWS summary of the 2006 enterprise survey indicated that compared to the 2005 survey, more companies use honest business practices this year “though still in the minority”.

With this observation, SWS fairly described the honesty component of the survey as “somewhat rising.” (PNA)

Councilor opposes tourism bill

DAVAO City Councilor Susan Isabel C. Reta expressed her opposition to the Senate Bill 2138 or the Proposed Tourism Act of 1995.

Reta, who chairs the City Council committee on tourism and beautification, said Senate Bill 2138 strips local government units, such as in Davao City, of its freedom to decide on its own tourism policies that it chose to implement with its jurisdiction.

Senate Bill 2138 is an act declaring a national policy for tourism as the primary engine of investment, employment, growth, and national development. It mandates the reorganization of the Department of Tourism (DOT) and its attached agencies to effectively implement the national policy for tourism.

Reta said, the bill, intrudes and disrespects the autonomy granted to local government units, such as in Davao City.

The same bill mandates the DOT to be the primary government agency charged with the responsibility of determining tourism policies and programs to develop and regulate tourism.

"As the primary beneficiary of tourism, Davao City should be the major moving force behind any tourism program," Reta said in her privilege speech during the City Council regular session Tuesday.

Reta said the bill, which also empowers the Secretary of Tourism to identify the enterprises that can be granted of tourism licenses and permits, defies the basic rule that men and women who govern a specific jurisdiction should be the very ones to administer their own affairs.

She said, the Secretary of Tourism will merely delegate such important function to his or her staff.

Reta added that formulating and implementing tourism policies should be a shared responsibility by the DOT and the local government units. (BRQ)

THEIR names might not be familiar, but these two groups will likely become a staple in various bars, malls’ entertainment programs, and TV shows in the future.

Rap group 12:46 and college acoustic band Bucket of Xels will take part in the historic launching of a radio show that will purely feature Davao talents as they will be the special performers in tonight’s launching of Monster Live over Monster Radio.

This hip-hop quartet is popular among local rap followers with their upbeat danceable track, Too Hot.

Organized six years ago during their high-school years in Sasa, the group is the barangay’s rap champ. They also held titles in various rap contests in Davao.

The group is composed of Leynard “Prime” Equia, Christian Angelo Jay “Prof” Ortega Opinion, Ronel “Eye-Rizk” Arellano Trumata, and Jezriel Cesar “Kendi De Nai Ski” Taray.

The group started from the Zymo Brown Playa’z clan with 14 students of F. Bangoy National High School as members.

The name 12:46 or Twelve Fortysix is not taken from the bible, nor from the clock. It is derived from the member’s rank with ZBP.

Prime is the first, followed by Prof as the second member. Eye-Riz and Kendi De Nai Ski are the fourth and the sixth members of the group, respectively. Thus, the name 12:46, with the colon inserted for easy reading.

The 22-year-old Prime is the grand playa who started the clan to spread brotherhood among the hip-hop group. “He’s the man who teaches us much love and respect and how to live life freely with disciple.”

Prof, 20, is the playa with word. “His views aim for the brotherhood’s rights.” He is presently working as passenger check-on agent at Davao International Airport.

Eye-Rizk, also 20, is the playa on the rush and the processor. “He has the computer skill for the improvement of the group.” He works as a lay-out artist in a photo studio.

The youngest at 19, Kendi De Nai Ski is the playa who stands to his principle. “He doesn’t like to be compare to others.” He is also working as lay-out artist in a photo processing studio.

Their ultimate dream? Have their songs be aired on the radio, have an album and take a bite in the rap stardom.

The group is very happy to have a spot in the launching of the Monster Live, and view it as a step to their dream.

“Hope that our first radio gig with have long-lasting impact,” the group said.

BUCKET OF XELS

The college group is a quintet with a lovely lady in the lead vocal.

Bucket of Xels is just four months old. They never have a gig outside their school, but they are lucky enough to be one of the two artists in tonight’s launching of Monster Live.

“We are very happy,” said founder Paul “Poloi” Quirequire who plays the rhythm guitar and provides the back-up vocals.

Poloi was with another band but wanted to create a new group with different musical style.

In April of 2006, he met his former Ateneo highschool schoolmate Shela “Xela” Meole while taking a college freshman summer class at the Ateneo de Davao University.

Knowing that Xela was their highschool Miss Campus Songbird, Poloi immediately approached the girl to become the lead singer.

A month later, the duo finished recording Giving Me Your Smile, “a song about finding hope in a very dark world.”

Poloi’s brother, Ralph aka Larph, who helped them in recording the song by providing the lead guitar, agreed to become a member. Ralph, being a senior college student, is the oldest member.

John “Jano” Dela Penya, Poloi’s former band mate, later joined the group as the drummer.

During the first week of the school year, Poloi bumped into Jezreel “Jez” Rival who was interested in joining the group. He plays the bass.

The group made it first exposure during the AdDU’s orientation day last June. They already played in various school programs.

“The Monster Live is our first public exposure outside our school,” the group said.

What’s in the name: “We call our band the Bucket of Xels because we are proud that Xela is our vocalist and the Bucket are the bandmates.”

President Arroyo announced yesterday that China’s largest listed telecommunications manufacturer is planning to put in $1 billion worth of investments in Compostela Valley in Mindanao.

Mrs. Arroyo said ZTE Corp. would invest $1 billion in the impoverished province now that Mindanao has somehow regained peace and stability.

"I brought with me the chairman of the ZTE (Hou Weig)i, the Chinese corporation with the largest value traded in the Shenzhen Stock Exchange," Mrs. Arroyo said. Together with the China Development Bank, they are bringing into Compostela a $1-billion investment," Mrs. Arroyo told members attending the joint Cabinet-regional development council meeting in Cotabato City.

In a related development, Speaker Jose de Venecia Jr. said yesterday the Chinese government has granted the Philippines’ request to build a major industrial park at Clark Field in Pampanga.

De Venecia said the establishment of an industrial park at the former American base would help generate jobs for many Filipinos and improve the country’s sagging economy.

In Compostela Valley, the $1 billion worth of investments accounts for half of the $2-billion projected investments that China plans to pour into Mindanao.

ZTE is reportedly China’s largest listed telecommunications manufacturer with shares publicly traded on both Hong Kong Stock Exchange and Shenzhen Stock Exchange.

Mrs. Arroyo also said the amount is part of the $4 billion in various Chinese investments in the country, which are mostly funded by China Development Bank.

Trade and Industry Secretary Peter Favila said ZTE, which is also state-owned, wants to ink a Memorandum of Understanding with the government regarding their investments to the country.

Favila said the investments "may not be only in the areas of telecommunications but also other areas."

Mrs. Arroyo said the China Development Bank also plans to pour investments in mining.

She said the government would soon achieve the forging of a peace agreement with the Moro Islamic Liberation Front (MILF) that would pave the way for Mindanao’s economic progress.

Mrs. Arroyo said it is now up to the stakeholders to cooperate and work for a peace agreement and take advantage of the aid coming from the United States, Malaysia, and the Organization of Islamic Conference (OIC).

this is investment and not dole-out. if you read closely the investment will cover a lot of areas and not just one or two.

Speaking of food, is Harana still popular? We always go to that place. :eat: I just heared that Paradise Island has a new owner. Its a friend of my father pala iyong naka-bili.

Animo are you from AdMU? We have a national reunion on Aug 18-19 here in Davao. ;)

And yes, Harana is still popular but it has undergone a lot of changes. The grounds are smaller. The play area is also more restricted. The food is basically the same pa rin--grilled meat and fish, barbeque and other pinoy food.

pero if you plan to go ceb-dvo via boat, i suggest taking the cebu-cdo boat (around 700 daw) tapos bus from cdo to davao is 430..that way, you get to see the nice countryside ng bukidnon.

Seven major engineering, construction and financial institutions in Spain are seriously considering of participating in the country’s infrastructure development programs both as equity investor and supplier of capital equipment mostly to the country’s railways projects.

This was bared by Trade and Industry Secretary Peter B. Favila upon his return from Spain as part of President Gloria Arroyo’s entourage during her recent state visit in Spain.

"I told them that what we need are capital investments not official development assistance or loans because we don’t want to borrow. Spain is our mother country and yet we are getting very little investments from them," Favila said. The Philippines was under the Spanish rule for 300 years.

During the official state visit, Favila spoke before the Confederacion Espanola de Organizaciones Empresariales (CEOE), the largest business organization in Spain.

Among the serious Spanish firms are IsoluxCorsan, Pro-Intec, Dimetronics, Soluziona, Red Nacional de los Ferrocarriles Espanoles (RENFE), Construccion Y Auxilliar de Ferrocarriles, and Banco Bilbao Vizcaya Argentaria.

Isolux-Corsan, a major engineering and construction firm in Spain, has expressed interest in the country’s railway projects under the build-operate-transfer (BOT) scheme.

"It has plans to participate in the bidding for LRT Line 1 south extension," Favila said. Line 1 expansion starts from Baclaran to Cavite. The project is now subject to a Swisschallenge.

Pro-Intec, an engineering, architecture and consulting firm, has committed to lobby and secure from the Spanish government 800,000 Euros for a technical study grant. It is interested in BOT investments in LRT Line 1 South and Line 2, west extension, a 3-4 kilometer elevated tracks.

LRT Line 2 involves the construction of a 13.8 kilometer railway along Marcos Highway, Aurora Boulevard, Ramon Magsaysay Boulevard, Legarda and Recto Avenue. It has an estimated project cost of P25.7 billion.

Pro-Intec is also interested in the Laguindingan Airport and Mindanao Airport Development project in Cagayan de Oro. It commits to provide a technical study grant for an agricultural/industrial project in Cagayan Export Zone Authority. It is also proposing technical study grant for the fabrication of oil drilling equipment in Subic.

Dimetronics of Spain is also interested in the supply contracts for signaling equipment for LRT Line 1 and Line 2 extensions.

Soluziona, an existing IT investor in the country, is interested in BOT investments in Don Piyo Intermodal Station, a hub for intercity and provincial bus transport and track systems for north-bound buses.

RENFE, Spain’s national railway operator that operates Spain’s 15,000 kilometer system of railways, is interested in participating in the Iligan-Cagayan de Oro Railway project. It will fund 100,000 Euros for a feasibility project.

The Iligan-Cagayan de Oro Railway project is an 82.5 kilometer line with an estimated cost of 0 million. It is the first phase of the four-phased Mindanao Railway System.

The project was launched in September 1996 as among the flagship projects under the Ramos administration. It was relaunched recently with Speaker Jose De Venecia at the helm.

The MRS was envisioned to 1,700 kilometer line connecting Cagayan de Oro, Iligan, Butuan, Zamboanga, Davao and General Santos in Cotabato.

Construccion Y Auxilliar de Ferrocarriles (CAF), a railroad construction company, is also looking at providing 33 million Euros funding the feasibility study for the Mindanao railway project.

Favila said that Soluziona, an existing IT systems provider in the country, is also bidding as IT systems provider for the NorthRail project. Its presence in the country is through a partnership with the Lopez-owned Meralco.

Soluziona is also exploring a partnership with department store magnate Henry Sy for an integrated property development complex, Favila said.

Filipino-owned Burgundy Global Asset Management Corp. has also signed a memorandum of agreement with Banco Bilbao Vizcaya Argentaria, Spain’s second largest bank, for a 250 million Euro funding for BOT projects.

The credit line may be used for oil and gas exploration in Palawan, hotels and resort development, ICT projects, and the development of Port Irene in Cagayan.

Winace Holdings Philippines Inc., a local affiliate of the Mabey Group of UK, also signed a joint declaration with Banco Bilbao for the conclusion of an agreement for a credit line of 280 million Euros for infrastructure and energy projects.

Winace has an existing investment in a call center operation in the country under its subsidiary WinSource Solutions Inc.(BCM)

TO improve traffic along Ulas Junction in Davao City, the Department of Public Works and Highways has started working on the proposed P504-million President Diosdado Macapagal overpass.

Public Works Secretary Hermogenes Ebdane Jr. directed his men to immediately complete the detailed evaluation of the proposed project.

The Ulas junction is at the junction of the Davao City-Bukidnon Road leading to Cagayan de Oro and other parts of Northern Mindanao and the Davao City-Digos Highway leading to General Santos City and Cotabato City.

The inspectorate team is composed of technical and engineering experts from the DPWH Central Office and Bureau of Research and Standards while the DPWH Davao regional office, headed by Dir. Dimas Soguilon, will provide the field operation assistance and coordinate with the local government units.

The engineering and traffic survey involves gathering of required data from the intersection capability analysis, manual vehicle classification counts, vehicle queue survey, and conflicting pedestrian count, number of bus stopping, travel time survey and origin-destination survey.

The project, proposed by Mayor Rodrigo Duterte and supported by House Majority Leader Prospero Nograles, is funded by the Japanese Government Grant Aid Program through the Official Development Assistance with National Economic Development Authority technical assistance.

According to Soguilon, the multimillion President Diosdado Macapagal overpass project involves the construction of a four-lane concrete bridge, widening of existing roads and construction of detour roads.

After the survey, an environmental impact assessment and resettlement action plan will be done in coordination with the Environmental and Social Services Office, headed by project manager Criste Navida.

Davao City (6 July) -- DAVAO City will host the first recreational kayak competition at the Davao Gulf gathering into its fold three more LGUs of what is now corporately billed as the gulf cities.

Digos City, Sarangani of the Socksargen area, Mati and Davao del Norte will be sending Kayak mix tandems to the Ist Mindanao Recreational Kayak competition organized by Wind And Wave at the beachlines fronting Coaco on August 12 and 13 this year.

This was announced today by Jhune Bacus of Bugsay Dabaw who is organizing the water sports event to further enliven the gulf and increase awareness of its beauty and the need to continually protect marine life and environment.

Bacus gets a helping hand in organizing the unique event from Jimmy Javier of BeeFit Gym and Richard Agraba of Albert PIngoy's Wind and Wave Davao.

The unique event also hopes to gather 20 teams from as far as Cagayan de Oro and Butuan cities in the national standard 150-meter race using ropes and buoys as race tracks, according to Bacus.

The Kayak race will have three categories namely Mixed Tandem, Expert Individuals and the Beginners Single Male and single Female with the following registration fees of P500, P300 and P250 respectively. This is inclusive of one souvenir shirt, meal and raffle coupons and certificates of participation.

Mayor asks P350M from Arroyo for sports complex construction

DAVAO City Mayor Rodrigo R. Duterte has sought the help of President Gloria Macapagal-Arroyo in completing the Davao City Sports Complex to be constructed at the 20-hectare land within the University of Philippines, Mindanao Campus at Barangay Oshiro, Tugbok District.

In his letter dated July 6, Duterte requested Arroyo to provide P350 million for the sports complex consisting of an oval, grandstand, multi-purpose gymnasium, and an Olympic standard in-door swimming pool, and diving boards.

Duterte said Davao City has "shied away" from hosting sports events because the city lack a sports complex that is big enough to host and handle regional, national and international sports events.

"I am earnestly requesting your kind support to provide the remaining balance of P350 million as the counterpart of the National Government for this very important project that our city is embarking on," Duterte said in his letter.

City Administrator Wendel E. Avisado said Monday the City Government has already earmarked P150 million from a Land Bank loan to jumpstart the project.

He, however, said the Philippine Sports Commission recommended that the completion of such facility will cost the city P500 million.

Avisado said with the completion of the city sports complex, Davao City, at any moment, can host regional, national, and even international sports events.

"We are looking on the possibility of Davao City to become the sports Mecca of the Brunei, Indonesia, Malaysia and Philippines-East Asian Growth Area," Avisado said.

He added that potential athletes in the city can also have proper training at the facility thus, providing quality athletes that will bring honor not only to the city but to the whole country.

"Chances of winning is very high if we envision Davao City as a venue for training," he added.

PTA Grounds to be closed for rehabilitation

JOGGERS at the PTA Grounds will have to find some other place to do their daily exercise as the area will be closed soon to speed up its transformation into a greenbelt park.

City Administrator Wendel E. Avisado said "in due time" they will no longer allow entry of people at the PTA Grounds as people can slow down the work in the area.

Avisado said the city has already started working in transforming the PTA Grounds into a park, similar to the Central Park in New York City. Over a hundred balled full-grown trees are in fact already waiting to be replanted there soon.

"Without people jogging and running around the oval, their work can continue unhampered," Avisado said Monday.

Avisado said, Ed Viacrucis, chief architect of the project wants that work in the entire project be done simultaneously.

"So by December the mayor's wish will be granted, which is that hopefully there will be a place people could go to by December," he said.

Avisado advice joggers to go to other places such as the Davao City High School, which has a track oval and parking lots of malls to do their jogging in the meantime. (BRQ)

Another question. Why won't NCCC build another mall on an area where Gaisano or SM had untouched. It would be good idea if the store builds in Zamboanga City (if that happens, I'll rejoice) like the one they did in Palawan.

if i'm not mistaken parang JVA owns that lot parang reserve nya para kung mag exand ang mts or baka tayuan rin nya ng apartment like bldg. i think malaki kita nya sa ganoong business kc pati dating office ng eden corp. and half sa office ng sugarcastle inc. demolish nya tapos pnapatayuan ngyon ng apartment buildings. will post pics of this soon

WHY DAVAO CITY IS THE BEST CITY IN THE PHILIPPINES

For me davao is the best as it is where i found the perfect mix of cosmopolitan yet stress free living. you may say that it isnt as developed (economy wise) as cebu or manila (and i agree), but thats the way i like it..if i my criterion for the best city would only be malls, high rise buildings , brash city lifeand a bullish economy, i would have chosen Metro Manila since we all know nothing comes close to it in the philippines in that aspect.

NATURE:

i like the fact that whenever my stressful routine gets the best of me,I have the highlands of eden with its cool climate and natural beauty to go to for a mere 45 minute drive (or if i have the money in the future, i might build my own resthouse in one of the subdivisions there)

i like the fact that if i feel the urge to spend a day in the beach, i have a multitude of choices: paradise island et al if my budget is limited, pearl farm or chemas if i have a little extra, rent a boat and choose isolated beaches on the othe side of the island if i have the whole day to spend..i can even go scuba diving for a mere 900 pesos if the beach gets too boring

now if i wanted to be more adventurous..i can climb mt. apo,explore the nearby provinces or go white water river rafting at toril or at the riverfront corporate city

URBAN CONVENIENCES

i like the fact that after my highland or island adventure, i can choose from the number of malls located in strategic corners of my city to satisfy my shopping needs..be it cheap stuff or high-end clothing or gadgets(our malls may not be that huge, but they do offer their share of attractions for us to enjoy)

after a days work, i can chill out in the many bars around the city to.our parties may not be as wild as manilas or cebus, but they offer a good party vibe nonetheless. plus the themes they offer are varied so i can pick which one suits my mood.

Davao City's dining establishments never fail to fill my cravings, we do have our number of restaurants ranging from expensive international cuisine, trendy cafes to affordable local establishments..(eat all you can at 79 pesos anyone?) plus the fruits..well only in davao can i have my fill of durian without hurting my wallet.

all these cosmopolitan attractions are available in davao, and most are within my budget. a decent massage at a spa? for P200 i can enjoy it anytime i want to (well ok not anytime but 200 sure is affordable), a stylish haircut? for P150 i can,GYM membership? Golf?want to host a grand party at a posh hotel? ok ok the last part may not be that cheap..but we can offer it..a

And if i realy feel sleepy after a massage,clubbing or pigging out i can hail a cab anytime as , even if it isnt airconditioned (though we have a/c taxis too) it sure is cheap.

SAFETY

Davaos City police office is one of the country best, with 911 just a call away (even from your mobile) you can be sure that if there is an emergency, the city is there to answer your needs..now crime may not be 0% but the city is as safe as it can get ( for whatever reason it may be attributed to,discipline? fear of the Mayor? fear of DDS?, the means are justified by the end results)

but crime is really low in davao..like i said, we were recognized as southeast asia most peaceful city (though i wont claim its 100% safe.no city can assure you that after all)

QUALITY OF LIFE

In davao, i am secure that i can enjoy education at par with what metro manila's schools can offer, at a lower price..UP? Ateneo? you can have an ateneo education at a fraction of how much it will cost you in Manila. ( I must admit its not that cheap though, but still it is affordable)

health care is also excellent here in DC, as our hospitals can handle most of the davaoenos medical needs

Pollution? not much..Clean streets?not exactly 100% but i miss it whenever im outside Davao

I have a sensitive stomach, and im very particular with the water i drink, in davao, i can drink directly from the tap witout worrying if its safe or not (it is a known fact that the quality of our agua is only second to holland)

I also like the awe i feel everytime i experience a typhoon when im out of davao city, we are typhoon-free here you know

GOVERNANCE

Lastly the governance here is A-1, ( yes corruption exists in davao) some ordinances may be too strict and to some extent unreasonable to outsiders, but the fact that these "unreasonable and strict ordinances" get implemented is a testament to good governance..thats why the citys streets are clean, rights are protected, and basic services are deilvered.Iin the past, i might have complained on how the city focuses on too much peace and order and socio-economics rather than the economy, but they have a well laid out development plan, its just that it wasnt given much hype..our mayor is mr no-nonsense-no-papogi after all.But now that his peace and order and socio economics are in place (he wanted to provide a solid foundation for davaos development diay before anything else..makes sense though aron even when unexpected increase in economic ativity comes, andam na daan ang city ug dili na mag-apas)..hes starting to set his eyes to more on development and beautification projects..the central park, sports complex,traffic modernization (yes onins our traffic lights have been given attention), The marina,extra flyoever, Tourist and Investment promotion,
etc.

These are just some of the reasons why i think davao is the best, another city may offer better but it is in Davao that i can experience the perfect mix of urban conveniences, natural attractions, quality of life, Peace and order and effective governance..so why live elsewhere?

i really have no idea bro, mao bitaw na diri na lang gyud ko sa ssc, ssc doesnt create animosity between cities man gud. and if ever naay thread na padulong or may possibility mag create ug heated arguments, ma lock gyud dAyon. anyway, unsay mas nindot, waterfront insular hotel or marco polo? me and my group will be in davao this september for a convention, not my first time in davao though, been there few years ago, and wala pa ma uso ang ssc that time, hehe, i stayed for about a month. pero akong mga kuyog puro first timer in davao, siempre il bring my cam and im looking forward to take a pano shot from a marco polo hotel window, hehehe.

another thing, kinsa nakabalo about a certain store along j.p.laurel avenue (mao ba na ang street from insular village going to the city proper?) na namaligya ug siopao, naa man gud magpahapit pero nakalimot lang siya unsa name sa store, ganahan siya kay barato daw pero lami. mao na ni ron! wakekeke. but a siopao is better than a durian for me, i cant stand durian eh :jk:

il definitely try durian coffee! and probably the ice cream, but i cant go far sa fruit, durian coffee! mao nay wala nako matilawan when i stayed in davao, ive been to jacks ridge, eden and samal sad, nice place baya especially eden mangawil ka didto tapos right there lutu-on, depende sa imo taste, i-tour pa gyud ka sakay anang murag golf-cart with a tour guide pa, sa eden ra ko nakakitag buhi nga tanom na asparagus! and a flower that looks like mickey mouse's head and siempre the indiana jones ride!!! ang karlo's coffee sa jacks ridge may durian coffee ba sad sila or blugre ra gyud nag offer ana? ah fat sa luyo sa VP, i love their spicy crabs na murag gi fried!!!! btw, is the venue still the place to be or naa nay uban na nakalabaw niya, UY! gravy, that aquarium thing, pang wholesome ba na? duol ra na sa marco polo? hehe, basin mangikyas mi sa hotel during the night kay may religious vow baya tawn ang usa namo ka kuyog, so mao na, sneak out lang para dili masakpan, wakekeke!

Rediscovering Mindanao

THE flurry of interest that has been focused on Mindanao recently should be noted as one of the most interesting advances that, hopefully, will help rediscover the assets of Southern Philippines.

For years, despite the glowing reviews about the South’s multifaceted potentials, the development fund earmarked for the island was only a trickle compared to the copious investments that hastened the mushrooming of economic zones in areas around Metro Manila.

Last month, PGMA’s visit to Saudi Arabia generated positive results for Mindanao in terms of an assured refinery investment in the island. If materialized, that would become the first oil refinery to rise outside the Luzon area. Only days ago, two heartwarming events made the Mindanaoans smile.

First, a Chinese firm, the ZTE of China, has promised to infuse $1 billion (P53 billion) for mining exploration and mineral extraction in Compostela Valley, a province that is more recognizable by the gold deposits that have made it promising region for the jewelry industry.

And second, the National Economic Development Authority (NEDA) has announced the appropriation of $135.12 million (P7.026 billion) for the Mindanao Rural Development Program 2 (MRDP2), which is actually a continuation of the World Bank’s Adaptable Program Loan. This cache of development funds, interestingly, came only months after the United States and Japan, two of the country’s generous donors, promised to infused more investments and allot grants to Mindanao in line with the government’s peace projects.

Although the figure is peanuts compared to truckloads of projects that have been introduced in Metro Manila and its adjunct provinces, certainly these undertakings will not only stir interest among various socio-economic players, it will also create thousands of jobs. As chief source of raw materials for the major industries in Metro Manila, Mindanao’s growth, with the peace efforts in place, is a predictable aftermath. With equipment, facilities, and infrastructures in place, there is no arguing that the production or manufacture of export products will be cheaper given the ready availability of materials in the region.

In fact, in recent years, especially in Davao region, growth has been on a steady rise as shown by the record-shattering hotel accommodations registered and the entry of new airline industry players. The opening of the Davao international airport on December 3, 2003, was the most significant sign that the city is finally going global. To-date, airline firms like PAL, Cebu Pacific, Air Philippines, Bouraq, Silk Air, Malaysian Airlines and four other players have defined Davao as the real gateway to the Pacific, Austalia, and the countries within the BIMP-EAGA arrangement.

While the peace initiative between the government and the Moro secessionists remains tentative due to contentious issues that are far from being resolved (i.e., ancestral domain), the positive inroads that shape Camp Abubakr into an economic zone indisputably afford the residents of Mindanao a hope on eventual reconciliation among the island’s citizens.

As a distinct island, Mindanao offers a whole menu of assets that cannot be found anywhere else in the country. It is not only the hub of export-oriented plantations (banana, pineapple, palm, and rubber, to name a few), it is known for its vast mineral potentials that, if exploited to benefit its residents, will surely propel Southern Mindanao to economic boom.

Rediscovering Mindanao will eventually mean the awakening of an island that for decades has always been a tail-ender in any of the national government’s priorities. Despite the huge assets buried in its mountains and the vast agricultural tracts that have fed the mouths of millions of non-Mindanaoans, Southern Philippines continues to get only morsels from the development pie that on an annual basis the government prepared.

While Mindanao is proud of its huge potentials, it is also host to seven of the most impoverished provinces throughout the archipelago. This is an indication on how laggardly has the island become in terms of progress. As Metro Manila continues to burst at its seems and its adjoining provinces and cities becoming overnight growth hubs, places that are known as Muslim turfs continue to suffer from neglect.

Today, there are already pockets of growth that have started to show up on the development map. Cities like Iligan, Cagayan de Oro, Zamboanga, and Malaybalay have registered better than usual growth patterns in recent years, suggesting that on their own and with proper packaging these urban centers are well on their way to catching up with Davao City.

It was 10 years instead of 9 because his very first term – under the Aquino dispensation – was for 4 years. When in 1998 Duterte had to step out of city hall by the limitation of law, he installed in his stead his vice-mayor, Benjamin de Guzman. Duterte, together with his people and political machinery, fought hard to ensure that his “anointed” would take over his post. De Guzman, the neophyte city politician, was, after all, running against a tried-and-tested master in the art of political war – Prospero “Boy” Nograles. Had Nograles won, Duterte would have had a slim chance for a comeback. So, Nograles lost and De Guzman, Duterte’s political protégé, won as mayor in 1998. But De Guzman, contrary to conditions and against arrangements, did not want to vacate city hall in 2001. Turning against his political patron, De Guzman locked horns with come-backing Duterte. It was a political war never witnessed before. I have in my possession the political propaganda waged against Duterte by the media of De Guzman in 2001; many of these anti-Duterte propagandists are still earning daily bread under the Duterte mayorship today. Many are still in city hall. The De Guzman anti-Duterte propaganda was simple. One: Duterte never did anything substantial for the city during his stint as mayor from 1988 to 1998. The roads were dilapidated; the garbage problem was a monstrosity; traffic was an unimaginable mess; the drainage network was non-existent; and sports development was no development – it simply wasn’t there at all. Two: Duterte was a gun-crazy mayor who ran the city by killing people, including businessmen and members of media. In 2001, the De Guzman camp called Duterte “Do-Dirty.” He was, in the leaflets, radio and television, the do-nothing mayor whose morals were suspect, whose projects were ghosts; whose vision for the city was vacant. The De Guzman media even accused him of being crazy, as in mad. Rodrigo Duterte won the 2001 elections, despite the money, media, and malignancy of the camp of Ben de Guzman.

The year 2001 began Duterte’ second three-year term. In 2004, he trounced De Guzman beyond recognition and recall. In 2007, nobody will be crazy enough to run against him, except for a security guard or two whom he will finance to go through the motions of filing certificates of candidacy. Rodrigo Roa Duterte will be mayor of Davao City until 2010. Of course, he is not Buzz Lightyear to fly in the skies as mayor “to infinity and beyond.”

Duterte is, after all, an ordinary mortal like you and me – with flaws, foibles, and fears. And like everyone of us, his foe is the future. What will it say of him when he is gone? Roads, garbage, traffic, drainage, sports. Those were the major flaws of his first 10 years as mayor – flaws upon which his foes feasted. What has Duterte done about these flaws?

Last year, city hall began the P400-million road network, which will be more than just being alternate traffic routes to decongest southbound or northbound highways. The 5 roads that will interlink some 40 barangays with the existing highways will disperse opportunities and options to the long-disadvantaged peripheral city residents.

The city is thick in the barangay-based garbage segregation program that saw 30,000 bins distributed all over the city. When perfected, the program will literally rid the city of mounds of unsightly human refuse. The city never had a more serious traffic management program than today and traffic has been uncharacteristically orderly.

With the installation of signalization in 24 major road junctions, we are looking at a more rational traffic flow.

Work is underway to put in place a logical drainage network for the city to fix once and for all the problem of perennial flooding of city streets.

By December this year, the P200-million, 20-hectare sports complex in Mintal will be operational. “This is a done deal,” said Philippine Sports Commission Chair Butch Ramirez late last week.

Duterte has, of course, as aces up his sleeve, the Davao City 911 and the Eco-Park at the old PTA grounds. With all these in place, Duterte can very well face the future confident of the mark he has made. And the future will look at him benignly as a friend – despite his flaws and foibles. BIMP-EAGA fosters closer ties with Australia

DAVAO CITY — The Brunei, Indonesia, Malaysia and the Philippines-East ASEAN Growth Area (BIMP-EAGA) geo-economic grouping has moved to foster closer ties with Australia’s Northern Territory to further explore its vast market.

For years, Australia has been protective of its own interests and has not allowed the entry of products, mostly agriculture and construction materials, from BIMP-EAGA countries.

Except for Brunei Darussalam, BIMP-EAGA, which has a combined market of more than 50 million consumers, comprises the sub-national economies of East Indonesia, East Malaysia, and Mindanao and Palawan in the Philippines. It was formally created in 1994 to hasten development and growth of areas considered as the backwaters of each of their country’s economy.

Although the Northern Territory has been participating in major BIMP-EAGA activities, including business and investment conferences and trade exhibits, its participation was more of Australia selling its products to the EAGA nations rather the other way around. EAGA is also reportedly the biggest market of the Australian cattle and dairy industry.

BIMP-EAGA government officials and business leaders have long recognized the difficulty of penetrating the Australian market in spite of several representations made before the World Trade Organization against the said unfair trade practices.

According to the Mindanao Economic and Development Council (MEDCO), which acts as the Philippine secretariat to the geo-economic grouping, EAGA nations have remedied the situation by taking a more active stance in pursuing stronger relations with the Northern Territory dubbed as the gateway to the rest of Australia.

MEDCO noted that the sub-region’s government and business leaders have lately urged the Northern Territory to use the BIMP-EAGA Roadmap to Development 2006-2010 as its guide in its participation with various EAGA initiatives.

The Northern Territory has also been urged to open more trade opportunities with BIMP-EAGA as a test-bed in the new ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) economic bloc.

The EAGA government and business leaders have agreed with Northern Territory officials to explore ways to simplify Customs, Immigration, Quarantine and Security (CIQS)-related rules and regulations in resolving issues on non-tariff trade barriers.

The CIQS cooperation with the Northern Territory shall involve the sharing and exchange of information on CIQS rules and regulations with individual EAGA countries and enhance existing CIQS agreements and arrangements among those in the growth area.

The Northern Territory, on the other hand, shall provide technical input on capability-building for EAGA quarantine officials.

A business portal shall also be put up to further expand the network of business establishments, including small and medium enterprises in the EAGA with those in the Northern Territory and the rest of Australia.

Japan firm expands banana plantation investment by P1 B

Japanese firm Sumitomo Fruits Corp. (Sumifru), a subsidiary of the Sumitomo Corp. of Japan, announced yesterday a P1-billion expansion project for its banana plantation business in Mindanao.

President Arroyo welcomed the company’s expansion move, which was announced by Sumifru president Paul Cuyegkeng during a courtesy call at Malacañang.

Cuyegkeng said Sumifru will undertake a major expansion of its banana plantation, bringing to P6.5 billion its total investment in the banana plantation since December 2004.

The Philippines is among the major exporters of bananas and fruits to Japan, Korea, New Zealand, the Middle East, Hong Kong and China.

Sumifru has been developing 4,000 hectares of land in T’boli, Calinan, Toril and North Cotabato for its banana plantation project.

"In December 2004, we promised the President that we were going to expand our operations. At that time, we promised that we were going to plant 4,000 hectares and spend P800 million to develop the infrastructure to support it," Cuyegkeng said.

"Now, one and a half years later, we are happy to report that we are going to plant much more than 4,000 hectares. In fact, we’re going to plant 5,800 hectares and we are going to spend P1 billion more for infrastructure," he added.

Sumifru’s expansion program is expected to generate jobs and livelihood opportunities for 12,000 residents in the plantation areas.

Cuyegkeng described his company’s dealings with the Arroyo administration as "easy," thus enabling them to accomplish more in a shorter period of time.

Cuyegkeng, together with Sumitomo Corp.’s senior manager Yoshi Morimoto, chairman Joichi Saito, general manager Shoichi Sato, and Sumifru Philippines general manager Jesus Mercado Jr., thanked the President for "helping them help the Philippines."

"We are very happy to do this because it has been very easy for us working in the Philippines. It has been very fruitful and we thank the President and her administration for all their assistance," Cuyegkeng said.

Keeping pace with the demands of global competitiveness, The Philippine Women’s College of Davao continues its cooperative partnership with EA International Placement and General Services (EAIPGS) to send HRM students to Singapore hotels and restaurants for six month’s training.

The PWC of Davao has been sending HRM students to Singapore for on-the-job training for the past three years and continues to do so as it renewed its contract with EAIPGS last June 27.

Ms. Amelia B. Bonifacio, PWC VP/COO signed the contract with Mrs. Elsie T. de la Cura, EAIPGS Pres. and Gen. Manager; and witnessed by Mrs. Emilie E. Dalisay, PWC External Affairs Coordinator.

To date, 17 students have completed their six-months training in various establishments in Singapore. Some have already landed international jobs; two are presently having on-the-job training while the others are qualified for immediate deployment.

Movie stars confirm Davao movie participation

Davao City (12 July) -- Top-caliber movie actor Rafael “Bembol” Roco and sultry screen siren Juliana Palermo have confirmed their participation to the production of a full length Davao movie to be produced for ABS-CBN’s Cinema One Originals film festival.

Dax Cañedo, production manager of the movie with a working title “Huling Balyan sa Buhi said that Roco and Palermo will be working with a cast of local actors who were sourced from casting auditions held in Davao City.

Roco will portray a Catholic priest assigned to the hinterlands of Davao who witnesses a miraculous spectacle of a native balyan or a Mandaya tribal priestess.

Davao-born Palermo, or Arvi July Juanico in real life, portrays a lumad maiden in the movie which is slated to be fully shot around different locales in the Davao Region.

The movie is written and directed by Sherad Sanchez a Davao-born 22-year old filmmaker, whose short films has won acclaim in international film festivals abroad.

Sanchez, submitted his story of a Mandaya tribal priestess to ABS-CBN’s Creative Project’s Incorporated (CPI) who accepted his entry as part of Cinema One Originals which features works of different of promising filmmakers. CPI also provided the financial grant which would be used to jumpstart the production of the film slated to start this month.

The film will be shown on SM cinemas nationwide and will be shown on Cinema One cable channel. Sanchez story is one among the only seven entries chosen for the film project’s second staging.

Rafael “Bembol” Roco is expected to bring his years of acting experience to the movie. Roco a veteran of over a countless Filipino and international films, is remembered for his roles in the critically-acclaimed “Manila, sa mga kuko ng Liwanag” and in the Mel Gibson starrer “The Year of Living Dangerously.”

It will be a different take for the 21-year old Juliana Palermo who in the past has been known for her sexy roles. In the movie she will tackle a different role of a virginal lumad maiden caught in a mystical transformation of her tribe. (PIA) [top]

Davao agri products to penetrate Northern Sulawesi


Davao City (12 July) -- Davao agri products will soon land in the market of Northern Sulawesi as private and government sectors of both areas inked a cooperation agreement on import-export exchange.

The Mindanao Business Council in a press statement said part of the cooperation agreement is the facilitation of importation to Northern Sulawesi of about 128 tons of hog products, 152 tons of frozen poultry products and 111 tons of egg products.

The importation, it said will be done on a monthly basis from Davao City.

North Sulawesi in return will export some 3,000 to 6,000 tons of corn every month from Indonesia as feeds by Davao-based hog farmers and poultry raisers.

The cooperation agreement was forged between Davao City Chamber of Commerce and Industry, Inc. (DCCCII) through its industry association affiliates, Davao Hog-Farmers Association and the Davao Poultry Industry Association, and the BIMP-EAGA Northern Sulawesi.

With the agreement MBC said a strong cooperation among all sectors will be achieved as well as strengthening of inter-chamber and inter-association relations.

The agreement between the two parties is composed of a foster friendly relations , a mutual sharing of opportunities for information exchange on business opportunities for shared economic development.

It will also provide the sharing of important public and private opportunities and trade and investment information particularly on the hog and poultry sector.

It will also explore ways and means of promoting trade and industrial cooperation and facilitate joint venture agreements, technical cooperation, market networking and linkages between Davao City and Northern Sulawesi on matters that affect the hogs and poultry sector.

Signatories to the agreement were Davao Hog-Farmers Association president Eduardo So, Davao Poultry Industry Association president Simeon Soriano, and BIMP-EAGA Northern Sulawesi secretariat Jeffrey Wurangian. (PIA/pdbanzon).

More than P2B new investments in the pipeline with BOI


Davao City (12 July) -- More than two billion worth of new investments as of this month which are being considered for granting of incentive packages are in the pipeline with the Board of Investments (BOI) in Davao City.

BOI head for Regions IX, X, XII Engr. Gil Dureza said two of the projects are enrolled by Sumitomo Corporation worth P1.164 billion that are completing documentary requirements.

He said these two projects are the transport service for cargo handling in Tibungco, Davao City worth P930 million and the vapor heat treatment (VHT) plant also in the same area with P234 million investments.

Both projects are expected to be operational by January 2007 even as Dureza said that construction of the facilities had started.

Dureza said that the other project under Sumitomo Corporation that was already operational since January 2006 was the plastic plant with an investment worth P275 million .

However Dureza said that Sumitomo Fruits Corporation will also embark on the banana industry and the areas which are being considered are Davao City, Cotabato, Bukidnon and T’boli.

In an earlier report, the Sumitomo Fruits Corporation through its president Paul Cuyegkeng informed President Arroyo of their expansion of the banana plantation business in Mindanao where total capitalization infused since December 2004 is about P6.5 billion.

Other projects in the pipeline that are being reviewed at BOI Davao are the P3 million medical transcription project in General Santos City, P15 million mango processing plant of Stargate Corporation in Bunawan, Davao City, P185 million rubber plantation in Makilala, North Cotabato, the P244 million Australian owned gold refining company in Bayugan 3, Agusan del Sur.

Also being reviewed are the P52 million VHT Plant of Southern Philippines Fresh Fruit in barangay Ilang, Davao City, P35 million Tri-star Plastic Processing Plant in Toril also in Davao City, and the P105 million expansion project of Best Farm Incorporated in Marbel, South Cotabato.

The Vigor Development Corporation which invest in hybrid corn seed production of P1 million has been operational since February this year.

Dureza said they may not be able to surpass the 2005 investments of over P5 billion the biggest of which was the Aboitiz investment on hydro power project worth about P 4 billion in Sta. Cruz, Davao del Sur however they consider this year as another good year for new investments.

First district representative Manuel Zamora could not contain his excitement as President Gloria Macapagal Arroyo convened the various local chief executives in the province to spill out some good news like the $1 billion investment from some Chinese businessmen.

During the presidential visit last Saturday morning (July 8) in the municipality of Compostela, Zamora claimed that PGMA proved to the people in ComVal how she has been working hard to bring in more foreign investments to various provinces of the country.

After the brief meeting of PGMA with the ComVal officials, every local chief executive came out with big smile and high hopes on the plan to develop the mining and the telecommunications industry in the province.

“It only shows the big potential of Compostela Valley in terms of resources especially in the mining industry," he added.

The latest move of the Chinese investors was also seen as a picture of a flourishing economy as a result of the president’s aggressive economic diplomacy and confidence.

In a statement, Press secretary Ignacio Bunye stressed that the country’s economy continues to show its agility and resiliency, and that the president’s goal of taking off is well within reach.

Besides economic growth, Zamora said the foreign investments can be a tool to bring peace and order in his province.

He believed that by giving the people jobs and the opportunity to progress, insurgency and any form of peace and order problem can be solved.

Zamora explained that even in a province where insurgency is high, foreign investors are still interested to operate business.

Puting Bato “Climbmathon” takes off in scenic Igacos

Davao City (12 July) -- That shining white peak in Samal Island which is visible from Davao City especially somewhere around Magsaysay Park will be the focal point of another adventure race to be conducted at the Island Garden City of Samal next month.

Dubbed as the 2006 Puting Bato “Climbmathon”, the mountaineering event will conquer Igacos’ highest peak with an expected participants of some 300 mountain climbers on a two-day trekking competition scheduled on August 12 to 13, 2006.

This was announced today by Rey Sumagaysay of EDGE Outdoors during the regular Tuesday forum of the Sports Communicators Organization of the Philippines (Scoop-Davao) at the Royal Mandaya Hotel.

The unique event will invite participants from as far as Cebu in the Visayas and Cotabato, General Santos City and Tagum City in Mindanao, according to Sumagaysay, an experienced mountain climber.

This is an adventure race of more than 15 kilometers, walk, run and climb with Punta del Sol as the staging point. Sumagaysay said.

All participants will have to carry a load of a minimum ten kilos for male and 5 kilos for female who will all be watched by Race Marshals along the way to check on the weight of their baggage, he said.

In the year 2000, the Philippine national government withheld a portion of the internal revenue (IRA) share of the city government of Davao in the amount of P 91 million. The following year, another P 116 million was not released. That totals to a whopping P 207 million. Therefore, the local government was deprived of such a huge amount to deliver the much-needed public services to our people for over five years now.

This money is the “just share” of our city from the collection of national taxes. The national government has no right to withhold it. In the case Alternative Center for Organizational Reforms and Development, Inc. v. Zamora, 459 SCRA 578 (2005), the Supreme Court ruled that the setting aside of a portion of the IRA by the executive or the legislative departments of government is unconstitutional.

Clearly, the national government erred in not releasing this fund to the local governments which amounted to P 20 billion in the two years. It owes the city government of Davao P 207 million. I know of a number of banks that offer to double your money in five years. This could have amounted to over P 400 million by now!

Nyet. Well, that’s wishful thinking.

The national government allegedly has no money and so it cannot pay its debt to the local governments. But in the meantime, it continues to lick the asses of foreign creditor banks by automatically appropriating debt service under the national budget. As much as 40 percent of the national budget goes to debt service payments.

But money for local governments, nyet!

So, to pay for this withheld sum, the national government is embarking on a miracle. It is called the Monetization of IRA Collectibles for Local Empowerment (MIRACLE). Under this scheme local governments have the option to get their money from government designated trustee banks at a discounted value of 70 percent or get it in seven equal annual installments over the next seven years starting next year.

Well, this looks to me like highway robbery than a miracle.

Imagine our just share of the taxes withheld from us for over five years and now they plan to release it to us at either a discount or in installment!

What a miracle! We’re being robbed twice over!

More than P2B new investments in the pipeline with BOI


Davao City (12 July) -- More than two billion worth of new investments as of this month which are being considered for granting of incentive packages are in the pipeline with the Board of Investments (BOI) in Davao City.

BOI head for Regions IX, X, XII Engr. Gil Dureza said two of the projects are enrolled by Sumitomo Corporation worth P1.164 billion that are completing documentary requirements.

He said these two projects are the transport service for cargo handling in Tibungco, Davao City worth P930 million and the vapor heat treatment (VHT) plant also in the same area with P234 million investments.

Both projects are expected to be operational by January 2007 even as Dureza said that construction of the facilities had started.

Dureza said that the other project under Sumitomo Corporation that was already operational since January 2006 was the plastic plant with an investment worth P275 million .

However Dureza said that Sumitomo Fruits Corporation will also embark on the banana industry and the areas which are being considered are Davao City, Cotabato, Bukidnon and T’boli.

In an earlier report, the Sumitomo Fruits Corporation through its president Paul Cuyegkeng informed President Arroyo of their expansion of the banana plantation business in Mindanao where total capitalization infused since December 2004 is about P6.5 billion.

Other projects in the pipeline that are being reviewed at BOI Davao are the P3 million medical transcription project in General Santos City, P15 million mango processing plant of Stargate Corporation in Bunawan, Davao City, P185 million rubber plantation in Makilala, North Cotabato, the P244 million Australian owned gold refining company in Bayugan 3, Agusan del Sur.

Also being reviewed are the P52 million VHT Plant of Southern Philippines Fresh Fruit in barangay Ilang, Davao City, P35 million Tri-star Plastic Processing Plant in Toril also in Davao City, and the P105 million expansion project of Best Farm Incorporated in Marbel, South Cotabato.

The Vigor Development Corporation which invest in hybrid corn seed production of P1 million has been operational since February this year.

Dureza said they may not be able to surpass the 2005 investments of over P5 billion the biggest of which was the Aboitiz investment on hydro power project worth about P 4 billion in Sta. Cruz, Davao del Sur however they consider this year as another good year for new investments.

Yes, yes yo! Comval has at least 53 Billion pesos investment coming from the Chinese Investors. There's a lot to look forward to in the Davao Region.

In the year 2000, the Philippine national government withheld a portion of the internal revenue (IRA) share of the city government of Davao in the amount of P 91 million. The following year, another P 116 million was not released. That totals to a whopping P 207 million. Mayor Digong has articulated his reasons for opting not to utilize the subject funds recently. I think loaning from a bank e.g. Land Bank or DBP is way more beneficial to the city than getting its IRA share.
