Film reviewer Philbert Ortiz Dy said Ang Concerto: The Davao War Diary “is a fantastic effort, one that outclasses many higher-budget affairs by a long, long shot.” Saying the movie is “recommended,” Dy gave Ang Concerto a rating of 4 stars out of 5. Directed by Davaoeño Paul Alexander Morales based on his family’s saga during the second world war in Davao, the movie opened last Wednesday in Metro Manila theaters. It will debut in Davao City at Gaisano Mall Cinema on December 14 during the Mindanao Film Festival. Here’s what Dy wrote about the movie. “The general moviemaking wisdom would tell us that you shouldn’t really try to do a period film with a small budget. Many have certainly tried, and many, indeed, have failed. But in comes Concerto, which not only takes us to the past, but has the courage to try and portray a life during wartime. And amazingly, Concerto is mostly a success, producing a completely lovely picture that fares far better than many films with larger budgets. The film is set near the end of World War II. The bombings in Davao City has forced a family to move to a small home just outside the city. There, they find themselves neighbors to a tiny camp of Japanese pilots. The patriarch, Ricardo, was once tortured in Japanese prison camps, and still harbors a grudge, but he finds himself having to be accommodating to the soldiers in order to let his family survive. The family is made to examine the line between love and hate as they continue to deal with the Japanese, letting them into their home, getting to know them better, and seeing them as real people capable of kindness. And as the war comes closer to ending, a piano concert is performed by Ricardo’s two prodigious daughters, marking a strange and special bond between the family and the invaders. The narrative isn’t as tight as it could be, but it makes up for it by being emotionally taut. The film is based on true stories from director Paul Alexander Morales’ family, and as with most true, personal stories, they come with a little extra weight. There’s probably a good ten minutes of the script that could’ve been cut, and a few scenes that could have been rewritten to make things flow more smoothly, but it’s pretty easy to forgive. What this script delivers is a strong thematic depth and a good emotional punch that goes much further than your average film. It takes a lot of guts to go shoot a period piece. It takes even more guts for that period to be a period of war. Director Paul Alexander Morales does a few really clever things to transport the audience to a different time. The production design really helps, but mostly, the movie works by setting the tone. Morales doesn’t really show us much of the war going on, but he makes us feel its effects. We mostly don’t see the bombs falling on the terrain, but we see the family hunkered down in a shelter, praying the rosary. Everything feels right, and the effect is astounding. It also helps that the performances are so good. Jay Aquitania is a really clever actor, and he’s got a lot waiting up his sleeve as Joselito. Meryll Soriano has always been one of our smartest actresses, and as Niña, she puts on a nuanced performance that provides the most powerful moments of the film. Yna Asistio is quite lovely as Maria, and her talent is really evident. Shamaine Buencamino and Nonoy Froilan are tremendously good as the heads of the family as well. The cast is solid all the way through. Concerto came out of this year’s Cinemalaya without a lot of fanfare, mostly overshadowed by the juggernauts that were Jay and 100. Acac The Intellectual Property Philippines Office (IPPO) launched its newest satellite office in the city yesterday in a bid to raise the bar of intellectual property applications among inventors, and small and medium enterprises in Mindanao. Lawyer Lenny B. Raz, officer in-charge of the Office of the Deputy Director of the Bureau of Trademarks, told the media in a press conference at the Waterfront Insular Hotel the Davao office, located in the National Economic Research and Business Action Center in the Department of Trade and Industry regional office, is expected to serve Regions XI, 9 and 10, and complement the existing satellite office in Region 12. Raz said two days ago a Cebu satellite office was launched and another regional extension office will be opened on November 2, adding that by first quarter of next year, satellite offices in Bicol and Baguio will have their satellite offices. She said the city is a priority for the office because it is one of the top 10 patent application filers, indicating that it has a great potential for the development of businesses. “Davao City has shown a great promise. It has creative people, and has produced distinct brands not only recognized locally but also abroad,” she added. Raz said their presence in areas outside Metro Manila is aimed to “foster a vibrant intellectual property rights culture” in the countryside, considering the low level of awareness among Filipinos on the issue. She said applicants can tap agents to prepare acceptable applications for patent inventions, utility models, and trademarks cutting down the cost for consultancy if done with lawyers. But Merito J. Carag, IP Field Operations Unit Area Manager – Davao clarified that the processing of applications will still be done in Manila even if the filing will be done here. However, filing of applications can be done online which will take only one and a half hour. For a trademark, the filing fee is only at P1,090.80 while patent application fee is P1,818 and utility model application fee is P1,500. Raz said they have “payment gateways” to bring convenience to the applicants stressing that these fees are very minimal compared to the benefits a person receives from their office including protection against property rights infringement. She said processing time in the past years was also significantly reduced which they hope would encourage more applications. Trademark and patent processing was cut to three to four years from four to six years while patents which used to be six years, depending on how complicated the invention is. Raz said the shortest processing are for utility models and industrial developments that can be done within six months. Johnson Fong, inventor and entrepreneur, said the first two patent applications he filed were approved within five years. He said another pending patent application is already four years and three months. He said this time frame is acceptable and even shorter compared to the United States which patent processing could take six years. Fong’s first applied for a utility model in the 1980’s for his magnetic head coat invention said applying with IPPO served him well when did not have any collateral for a bank loan. His invention is used in the North Express Way’s toll system which issues seven to eight million magnetic tickets every day. Rachna Puri, chief operating officer of Xellect IP Solutions based in Bangalore, India and also of the World Intellectual Property Rights Office, said an inventor should be educated what with kind of application should be filed for. She said for little innovations related to the local market, it is advisable to apply for a utility model like what Fong did adding that its requirements are not as stringent compared to patent or trademark applications. “Most countries used utility models effectively. "Short of our desired 'open skies' policy for Davao, these new air agreements gave flight entitlements for the city from Thailand, Netherlands and Hong Kong," Councilor Peter Laviña said Wednesday. The councilor, who has been campaigning for an "open skies" policy for Davao for the past five years, said the Civil Aviation Board has acceded and granted Davao more air-links with foreign destinations. "The timing is bad given the dim prospects of the travel industry due to rising cost of fuel. However, I believe local tourism industry players should strike the iron while it is hot," Laviña said. He said one area of the particular interests is Bangkok as this is one of Asia's main regional hubs. "I have been proposing for air links between Davao and the Thai capital since 2003. Bangkok receives more than one million tourists a month. If we can lure even just one percent of that throng, Davao could easily double its foreign tourist arrivals annually. And that is not counting Thai tourists yet just to show how huge this market is," Laviña said. The councilor said having direct links with Bangkok would give Davao a foothold in the booming Mekong Delta region. "I am confident we can develop a good market for the Davao-Bangkok sector not only for tourism but for trade and the overseas Filipino market as well," he said. The Mariculture Park, which is a joint venture of the Bureau of Fisheries and Aquatic Resources XI and the local government unit of Samal, was implemented to offer locators a chance to invest in the fish caging venture as well as provide an alternative source of livelihood for Samal fishermen. “This is the first Triple A Mariculture Park in Asia and it is being replicated in others parts of the country particularly in Calbayog, Samar, Zambales and in Datu Paglas,” IGACOS city administrator Cleto Gales said. A total of 10 large scale investors and an estimated 100 small and medium investors have already located their fish cage businesses at the Mariculture Park. Large scale investors are those with investments of over P10 million, medium scale with investments of one to P10 million and small scale with investments below one million. “A single fish cage is capital intensive with a 20 meter by 20 meter fish cage amounting to almost a million peso worth of investments,” Gales said. However, an investor can have a return of his investment after two harvests with a single harvest possible after three to four months. Gales said the fish cages at the Mariculture Park is quite different from the common fishpond because fishponds are dug beside shorelines to allow partly salty water to come in and mix with fresh water to create brackish water. The fish cages in the Park, he said, are cages that are floating in the sea. It is also different from Laguna de Bay’s fish pens since they cage the water there from surface to the bottom. “The fish cages in Samal’s Mariculture Park are environmentally friendly because it is floating,” he said. The excess feeds that are not eaten by the fish inside the cages are eaten by other fishes like Talakitok, thereby encouraging small and large fish to congregate in the area, Gales added. Scuba diving is one of the more popular attractions on Samal Island and with it’s nice beaches, beautiful water and marine life, why not. There is a company that teaches scuba diving right on IGaCoS. Samal Island Divers offers a set of courses from beginner to advanced, and even instructor level. They are headed by Oliver B. Ramos, who is the only PADI staff in Davao City. S.I.D. seems to have a connection with Punta Del Sol, one of the more popular resorts on Samal Island. I believe that’s where the instruction is held, though it’s not entirely clear from their website. Punta Del Sol is located in Catagman, Penaplata District, Island Garden City of Samal. They offer a variety of rooms starting at P500. Here’s a nice write up on Punta Del Sol. If you are visiting for awhile and have interest in taking some courses, check out S.I.D. "As much as we want chartered operations to come in, we can't accommodate the visitors because we don't have enough rooms, that's a fact," Sonia Garcia, told reporters recently. Discuss views with other readers Garcia said the city does not even have the required number of tourist buses, as these chartered operations require ferrying around 200 guests to a hotel. "There's something to be done especially that the trend now is the conduct of regional convention to cut down on cost among major companies," Garcia said. She said that to improve the situation, DOT-Southern Mindanao is intensifying the gathering of statistics from business establishments in the city by devolving such task to the City Tourism Office (CTO) starting next year. "Statistics is important, so please do not be afraid to give us the stats because if visitors can see this, they can also see how it's worth to do business in Davao," she said. She said DOT-Southern Mindanao has a total of 1,800 accredited hotel rooms.
