Four bomb drills held all in a day in Davao City

DAVAO CITY (MindaNews/16 July) -- Authorities here decided to be hard on themselves today.
A multi-agency task force led by the Armed Forces of the Philippines’ Task Force Davao (TFD) staged not one but four simulation drills to test the readiness of government agencies to respond to an emergency.
Col. Oscar Lactao, TFD chief, said they decided to conduct four drills, one after another, to test the readiness of all government agencies including their own and the Philippine National Police.
"We can not afford to be complacent," Lactao said.
The first drill was launched around 9 a.m. when a "bomb" was found at the back portion of the Davao City Overland Transport Terminal in Barangay Matina.
A military convoy led by the Army Explosives Ordnance Disposal Unit responded, dodging the heavy traffic from the headquarters of Task Force Davao in Santa Ana to the bus terminal, about five kilometers away.
Even before they could rest, another alarm sounded, this time alerting all police and army units to watch for a green Toyota Revo believed to be loaded with improvised explosives cruising around the city.
Within minutes of the call, a traffic aide called up their office at the Traffic Management Command who alerted the police pursuers.
For the next ten minutes, teams of responding lawmen, guided by detailed monitoring from traffic aides, converged on the Toyota Revo until they caught up with it near Gaisano Mega Mall.
The third drill happened at the parking lot of NCCC shopping mall in Barangay Matina where a "bomb" was found in one of the parked motorcycles while the fourth was at the Matina barangay hall.
"All response time fell under ten minutes despite the traffic, " Lactao said.
Lactao said the exercise was " successful" in testing the readiness of the agencies.
He said the key to success is the Community and Emergency Response Center Central 911, which serve as the command center of the exercise.
"Without 911, all our exercise will fail. 911 provided the command and control of the exercise," Lactao said.
He said the agencies will be studying their mistakes in the next few days.

DAVAO CITY (MindaNews/17 July) – From the Non-Aligned Movement (NAM) Leaders Summit in Egypt, President Gloria Macapagal-Arroyo flew straight to this city for the Zero Basura Caravan at the Waterfront Insular hotel here.
Some 175 mayors and other officials from Regions 11, 12, and the Autonomous Region in Muslim Mindanao (ARMM) are attending the caravan “that seeks the active participation of local government units (LGUs) in the country’s anti-climate change program,” the Office of the Press Secretary said.
During the program, Ms Arroyo will be given a briefing “on the output of the nationwide caravan starting last April that has tremendously increased LGU participation in establishing materials recovery facilities (MRFs) and other anti-climate change programs such as turning open dumpsites into ecological parks.”
Zero Basura is a “sequenced intensive, information, education campaign nationwide to cascade key environmental programs and strengthening LGU-government partnership under the Ecologica

Filinvest Development Corp., the holding company of the Gotianun family and one of the Philippines' wealthiest, told the Philippine Stock Exchange that it has filed an application for the incorporation of Seascapes Resort Inc., which will engage in the hotel and resort business.
SRI, with an authorized capital stock of P100 million, shall be a wholly owned subsidiary of FDC.
The Filinvest group has recently partnered with international hotel chain Aston Hotels & Resorts for its Cebu condotel and resort businesses.
Filinvest, which is mainly known for its real estate business, is targeting to start the operation of Grand Cenia Condominiums, a condotel, by the first quarter of 2011.
A premier resort- Seascapes Resort Village will be on Mactan Island.
The group will also build its first hotel in Mindanao, particularly in Davao City.
Andrew Tan-led Alliance Global Group and SM Investments Corp., the holding company of mall tycoon Henry Sy , are among the major investors in the entertainment and gaming complex by state-run Philippine Amusement and Gaming Corp. Cheryl M. Arcibal, GMANews.TV

DAVAO CITY—The Information and Communications Technology (ICT) Summit scheduled here next month will seek to settle issues that have hindered easier transfer of more business-process outsourcing (BPO) companies and that may pull down the city from the list of preferred relocation sites.
The summit, set on August 6 and 7, hopes to gather chief executive officers or representatives of telecommunications companies (telcos), key persons in the ICT affairs of the city and the business community, various colleges and universities, as well as landowners, some of whom have ran aground with their negotiations with major ICT companies over the issue of high rent.
While the summit would like to know the commitment of the different telcos to reassure reliable electricity and broadband supply to the city, the gathering would also like to hear the position of the city government on whether it was interested in crafting a clear direction of the ICT industry.
“Davao City has been listed as a fourth preferred investment site for new and existing companies planning to relocate their operations from the congested and expensive rental rates in Metro Manila and Cebu,” Andrei Fournier, member of the board of trustees of the ICT Davao, told a local forum of business reporters at the Marco Polo Hotel here.
Being the fourth could not excite ICT business leaders here because, Fournier said, “we are far from the third [Makati] and very near from the fifth and sixth places on the list in terms of the number of companies operating.”
“If these issues about land rents, local government incentives, promotion and direction, and steady supply of human resources would not be settled and assured, it’s easy to be pulled down from the list and bypassed by other cities hungrier to host them,” he said.
The city has about 13 or 14 big- and medium-sized companies, those hiring more than 30 agents, which have aggregately employed more than 60,000 persons here, but more were coming and could have settled much earlier if negotiations did not bog down on the rates, or if the infrastructure is in place.
“Our immediate concern that must be settled before the August 6 and 7 summit is for the electric companies and the telcos to assure us of the reliability of power supply and broadband connections,” he said. Not only BPOs have raised their concern on the succession of power outages and the disconnection of broadband Internet connections in the past few months, he added.

The Japanese Film Festival, dubbed as "Eiga Sai 2009," which will be held in celebration of the Philippines-Japan Friendship Month, aims to bolster further the diplomatic relations between the Philippines and Japan by continuously providing an opportunity for Filipinos to enhance the understanding and appreciation of Japanese arts and culture through films.

The films to be featured on July 18 are The Milkwoman at 10 a.m., the anime film Mind Game at 1 p.m. Tony Takitani at 3 p.m., and Always-Sunset on Third Street by director Yamazaki Takashi at 4:30 p.m.
The Milkwoman (Rated: PG-13) is about Oba Minako, a 50ish single woman who leads a quiet life working at a supermarket and delivering milk. Then one day, Minako delivers milk to a man's house and recognizes him as her first love, Kaita, from high school and their lives take an unexpected turn.
Directed by Ogata Akira, The Milkwoman won the Special Grand Jury Prize at the Montreal Film Festival in 2005.
Mind Game (Rated: R-13) is an anime film by director by Masaaki Yuasa about Robin Nishi, a struggling manga artist who is reunited with the object of his unrequited love, Myon and her sister Yan, who are both struggling to support their father's yakitori pub.
Tony Takitani (Rated: PG-13) is about a man who grew up introverted, embarrassed (even by his American name, Tony) and distanced himself from radical politics or art. Tony meets the beautiful girl Eiko and becomes fully inspired for the first time in his life.
The two get married and Tony so enjoyed being with another that he feared becoming alone again. Tony Takitani is a film based on the novel by Haruki Murakami, arguably Japan's most famous contemporary novelist and conveyed beautifully by Jun Ichikawa, a veteran director.
Always-Sunset on Third Street (Rated: PG-13) is based on a comic by Saigan Ryohei that began in 1974, "Always" rode the wave of a nostalgia boom for 1950s Japan. The plot takes place in a small community in post-war Tokyo, and follows the interweaving story of a number of the community's residents over the course of a single year as Tokyo Tower is being built.
On July 19, the featured films are Turn Over directed by Nomura Keiichi at 10 a.m., Kamome Diner directed by Ogigami Naoko at 1pm, Memories of Tomorrow directed by Tsutsumi Yukihiko at 3 p.m. and at 5:15 p.m. will be the final screening of Always-Sunset on Third Street.
Turn Over-An Angel is Coming on a Bicycle (Rated: G) is set in an old Kyoto neighborhood and tells the story of an aged couple, Gen and Chie. Chie has developed an illness that is affecting her muscles and she is slowly losing the ability to use her hands. Their lives are changed when a magic-loving college student enters the picture. In 2006, the film won the award for best editing at the Mainichi Concour Awards.
Kamome Diner (Rated: PG-13) is filmed in Helsinki, Finland where a Japanese woman, Sachie runs a small eatery Kamome (Seagull) Diner, a simple and sparsely decorated joint that offers a simple menu, the main entrée being Japanese rice balls. The whole story revolves around the diner, which is empty for most part of the day, as well as the friendships that Sachie develops with customers and crew.
Memories of Tomorrow (Rated: G) is a film starring Academy Award nominated actor Ken Watanabe (The Last Samurai, Memoirs of a Geisha), who plays Saeki, a relentless manager at an advertising agency and is at the top of his game. He, however, begins to forget little things and is later diagnosed with Alzheimer's disease. Saeki and his wife start their fight against the disease, with Saeki desperately hoping that he will be able to work until his daughter's wedding.
Memories of Matsuko (Rated: R) tells the story of Matsuko, a murdered recluse and Sho, her nephew who after cleaning out the possessions of his recently deceased Aunt, unwittingly learns more about her past.
Eiga Sai 2009 is open to the public and will be shown with English subtitles. Seats are on a first-come, first-serve basis and admission is free. For inquiries, you may contact the Japanese Consulate in Davao at (082) 221-3100.

If you were asked to picture what an emerging macro diving destination looks like, chances are you’d be thinking of somewhere remote and uninhabited, a Lost Eden island in the middle of nowhere. But less than 30 minutes boat trip from the huge city port of Davao on the southern Philippines island of Mindanao lies a plethora of spectacular small critters that will have macro enthusiasts grinning with delight. While locals have been diving in Davao’s waters for years, there has only been a trickle of foreign divers visiting up to now. DAVAO City Mayor Rodrigo Duterte has approved the inclusion of the youth in the composition of the Inter-Agency Monitoring and Evaluation Task Force (IMTF).
Executive Order 14 (EO 14) amends Section 2 of EO 12 Series of 2006, an order which created IMTF on the functionality of the barangay council for the protecion of children.
EO 12 series of 2006 was issued on May 29 pursuant to Department of Interior and Local Government (DILG) Memorandum Circular 2005-07.

The City's IMTF shall now be composed of the DILG city director as chair, City Social Services and Development Office (CSSDO) chief as co-chair, members are City Planning and Development Office coordinator, and City Health Office chief.
The amended Section 2 will add as members the Youth Council president, Local Civil Registrar's Office, representative from Department of Education Division Office, representative from Liga ng mga Barangay, representative from Chaplaincy Office, representative from the Academe, and the Kabataan Consortium. Member agencies will name their respective representatives to the IMTF and designate their permanent alternates as well.
From the members of previous IMTF, the Association of Barangay Captains (ABC) president, Barangay and Cultural Communities Affairs Division, and non-government organization Archdiocesan Action Center will be removed. IMTF will remain as the city's response to several laws enacted nationally and locally to protect the rights of the children.
This includes Article XV of the 1987 Philippine Constitution which provides the State shall defend "the right of children to assistance, including proper care and nutrition, special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development."
A district level task force will be formed composing of the IMTF counterparts to ensure efficient and effective implementation and monitoring of Barangay Council for the Protection of Children programs and activities.

The U.S. ambassador to the Philippines, Kristie Kenney, is often in Mindanao, attending to the various projects and commitments that her government has in the Philippine South. But this time, she made a special stop while in Davao just to meet and get to know some of the bloggers here.
Last year, I had a chance to meet the U.S. embassy’s press attaché and spokesperson, Rebecca Thompson, in Tagaytay for the Media Nation conference. Then a couple of weeks ago, her office contacted me to get a group of bloggers together for a meet-up with Amb. Kenney during her brief stay in Davao City. I thought it would be good to have a diverse collection of bloggers, and I came up with this seven: Jaime Haw (Apple fanboy); Migs Hipolito (mobile technologies); Ria Jose (politics, lifestyle); Rhodilee Jean Dolor (family, business); Sarah Matalam (community work, motherhood); Lyle Santos (nursing, Internet); and Brendel Balaga (nursing studies).

During the very informal — in fact, very up close and personal — get-together with the ambassador today, we came to know a personable and gregarious woman. Far from what all of us were expecting, this charming lady appeared very down-to-earth, and loves basketball; she can even keep up with any sports fan on the latest in PBA stuff. (She was practically gushing when she told us that she was going to do the meet-and-greet for Kobe Bryant, who’s scheduled to come to the Philippines soon.) By the way, she also got herself certified in scuba diving here in the Philippines.
She also blogs herself: check it out. While her blog is her own, she said it’s started to take the shape of an information portal for the embassy’s activities. For her own personal use, she’s on Facebook. Isn’t it quite refreshing to know that someone in her stature keeps abreast of Internet trends? So we couldn’t resist telling her about Plurk and how Filipino bloggers are engrossed in it. She does know about Twitter, but she said she prefers Facebook.
We had the opportunity to tell the ambassador about our blogs and about the Mindanao Bloggers community, in which she seems to be genuinely interested. The U.S. government and ours, in efforts to establish long-lasting peace in Mindanao, collaborate on development projects in the areas of education, agriculture, environment, health, prosperity, human rights. I suppose Kenney was keen on knowing how our community was contributing to the upliftment of Mindanao’s image through our various blogs.
Meeting Kristie Kenney, who has gone to more parts of Mindanao than I have, has inspired me to forge on and realize my goal this year: to visit as many places on the island as I can. I asked her what places in Mindanao fascinated her, and she related how she was amazed by the tuna port of General Santos, the beauty of Tawi-Tawi and Marawi. How I wish I could go deeper south and see more bloggers’ communities in those areas get organized!
This was the first time that the head of a diplomatic mission to the Philippines has gone out of their way to talk to bloggers. And I hope it won’t be the last. We’ve invited Amb. Kenney to be our guest of honor at the Mindanao Bloggers Summit in Cagayan de Oro this October, and she has accepted in principle. It’s not certain yet what follow-up activities might happen between the MB community and the American embassy in the future, but I do expect a continued exchange of information at the very least.
After about 3 years in existence, and after all the activities that have given exposure to the MB community, this has to be the most fulfilling one for us yet. In behalf of the bloggers of Mindanao, I’d like to thank Ambassador Kristie and her staff for the wonderful morning today! Hopefully, this October again!

Business licensing application process now partly automated

THE processing of business license applications will soon become automated, making it easier for sole proprietors and domestic corporations to apply for, and have their, business licenses approved online.
This will also improve the present 140 rank of the Philippines in terms of the ease of doing business in the country.
“The NERBAC Unified Form is an innovative approach to simplify the business registration process,” NERBAC Davao OIC-Center Manager Lucky Siegfred Balleque said during the 1st Regional MSME conference held at the Grand Men Seng Hotel.
The form is a multi-page electronic document in Adode PDF form that allows business license applicants to download the form from the internet, fill up the details, save it and then print it. The set contains the necessary forms required by a business license applicant, including forms for the local government, PAG-IBIG, Department of Trade and Industry, Securities and Exchange Commission, Bureau of Internal Revenue, Department of Labor and Employment. The only problem is that the NERBAC Unified Form is not equipped with a Submit Form button yet, so the applicants would have to just print their applications and then submit the documents personally at specific offices.
Balleque said the Unified Form will reduce the transaction costs for both the government and the client, but until such time the Submit Form button is activated the applicants will have to submit their forms in the offices.
However, he said, once the Submit Form button is in place the applicant can submit the data electronically. This will ultimately eliminate the need for the applicants to go to the concerned government office since a data server will collect the data and route the documents to the concerned offices.
Balleque said this is a prelude to the establishment of the Philippine Business Registry which will make virtually all transactions available online.

IF YOU’VE ever wished you could exhibit your talents in the performing arts to everyone, then the OCA is for you. Prep your vocal chords, bring your dancing shoes, or lug your instrument of choice and go to the People's Park every weekend at six in the evening, and you might just find yourself among kindred spirits.
Every weekend starting July, the Organizing for Culture and the Arts, or OCA, showcases performances in music, dance, and theatre featuring Davao's very own local talents.

Called "Kalasikas sa People's Park," the weekend shows are free to watch and open to anyone who has the talent and the guts to perform before a motley crowd.
The first Kalasikas was held last July 4 and 5 with the Kaliwat Theatre Collective performing the "Mindasilang," a play about Mindanao -- how its diverse people came to be and its unending quest for genuine peace.
The following weekend featured the Magallanes Elementary School Rondalla and Dance Troupe and the Madayaw Cultural Ensemble.
Last weekend, the Davao City National High School Rondalla and Dance Troupe and the Groove Unlimited Community Dance Group also performed starting at 6 p.m.
The Kalumon Performing Ensemble will take the stage in the last weekend of July. More presentations from other performing groups are slated for the following months.
If you like live performances and appreciate local flavor and flair, head to the People's Park every weekend to have your fill of Davao's vibrant cultural expressions and artistic talents.
It's a great way to spend your weekend evenings, especially when you're in the company of your friends or loved ones. It’s colorful, entertaining and best of all it's free.
The OCA shows are hosted by Oscar Casaysay, head of the Community Relations Program Team (CRPT) of the City Mayor's Office.
Every weekend, Oca is joined by celebrity co-hosts such as Mutya ng Davao 2009 Resci Angelie Rizada who joined him in the first weekend, and ABS-CBN Davao host Al Ryan Alejandre last weekend.
The Organizing for Culture and the Arts does not only aim to provide entertainment to the people who visit the People's Park, it has the loftier objective of promoting Davao as a bastion of creativity and artistic endeavors.
It aspires to provide opportunities to local performers and artists to hone their skills and harness their talents in performing arts.
As Davao continues to hold these weekly performances and provide workshops to enhance the skills and talents of local artists, it is hoped that the rest of the talent pool in Mindanao will eventually pour into the melting pot that is Davao, turning the city into the seat for culture and the arts in the whole island.
The Kalasikas sa People's Park is a program that bolsters the recognition given to Davao by the National Commission for Culture and the Arts as one of the most culture-friendly cities in the country.
Hats off to the City Mayor's Office for this commendable undertaking, especially to the City Mayor's Chief of Staff Patmei Ruivivar, who is also OIC Director of the Museo Dabawenyo and Project Consultant of OCA.
The same kudos goes to City Tourism Officer Bong Aportadera and Eliza Madrazo, co vice-chair for OCA; Richard Vilar, Museo Dabawenyo's Cultural Promotions head; the Kaliwat Theatre Collective for the Artistic and Production Management; and of course Oca Casaysay, the program's Project Director.
Never has the People's Park been filled with so much artistic talents than every weekend. If you think you can make your own artistic contributions, rush over to the CRPT office at City Hall to be signed up.
The OCA might just be the vehicle for you to show Davao your real talent.

Chinatown eyed as economic zone

KEY players involved in the development of Davao City’s Chinatown are toying with the idea of having the city government declare the area as an economic zone.
Architect Daniel T. Lim of Kaisa Foundation, the implementing arm of the Chinatown Development Council of Davao, said the area could be a pilot project where income derived from it could be plowed back for its development.
He said the idea could increase the value of properties and Filipino-Chinese landowners would be encouraged to improve on structures and later on do high rise density structures.
But Lim said the improvement of Chinatown is not only in its physical structure and beautification, but also about drainage and other infrastructures that could be done underground as well as in socio-economic concerns.
Lawyer Irene Dango-Lavares, also of Kaisa Foundation, said there has to be a master plan for Chinatown that will be worked out with the city government.
She said this could be a contribution to the development of Davao City, considering that they too were benefiting from the place.
With such improvement, Lavares said, little by little other concepts will be introduced.
She said plowing back the revenue to the area could be a scheme that any city would think of because it now has the authority mandated in the local government code.
Lim said they could perhaps raise some funds for its initial development with the city government putting up a counterpart.
Among the businesses within Chinatown Davao are three hotels and another under construction, a soon to be finished 12-story hotel.
“Businesses in the area are mainly stores selling paints, hardwares, tire supplies, a few that retail China-made products and agricultural products like fertilizers and feeds. “These are signs that their presence is giving a positive image to Chinatown and a lot of people are positioning themselves to take advantage of the situation. A sure sign of confidence in the area,” he said.
Lim also pointed to the 30 banks within the Chinatown financial district, each one estimated to be operating on not less than P100 million capital. Right now, he said, there are about 4,000 residents in Davao City who are either Filipino-Chinese or those from mainland China who are engaged in economic activities.
Like other nationalities, Chinese businessmen from the mainland, Manila, Cebu and other places in the country were attracted to Davao City because of its prevailing good weather and rich opportunities.

Country’s biggest malls step up rivalry in GenSan

GENERAL SANTOS CITY (MindaNews/18 July) – This city is getting the bonanza and the upside as a result of the rivalry between the country’s two biggest mall operators.
With Robinson’s Place set to open next month or in early September, SM Prime Holdings, Inc. vice president Hans T. Sy announced it will also open its own shopping mall in 2011.
Sources said SM Prime Holdings has closed a deal with the Salazar family for the lease of its five-hectare property along Santiago Boulevard.
Robinson’s Place, owned by the Gokongwei family, began construction of its shopping mall along J. Catolico St. last year.
The mall will reportedly have four movie houses and costs at least P2 billion.
Construction is already in its finishing stages and a soft-opening could be held next month.
In May, Robinson’s also inaugurated its supermart in Davao City.
The Salazars have refused request for interview on their reported lease agreement with SM Prime Holdings but it is believed that the contract is for 50 years.
The houses owned by the scions of the family at the back of Socoteco II have already been demolished to give way to land development.
“SM usually starts with small developments, or about 85,000 square meters, but with provisions to expand to 200,000 square meters,” Sy was quoted as saying when he announced the project.
But in the same report, which appeared in a national broadsheet, Sy revealed they have acquired properties in General Santos and Davao City.
SM Prime Holdings is also building another mall in Davao City in addition to its existing complex in Ecoland.
Both the General Santos and Davao City projects will open in 2011.
With strong overseas Filipino workers (OFW) base and hosting six of the country’s seven canning factories in the Socsksargen area, consumer spending has dramatically increased over the last three years.
Both SM Prime Holdings and Robinson’s Place are banking to capture the bulk of this market segment.

Best Western International, the world’s largest hotel chain, plans to expand its network in the Philippines to 15 hotels by 2012 from only two amid optimism on the country’s potential as a top tourist destination.
Cyndy Tan Jarabata, president of Tajara Leisure and Hospitality, the local development partner of Best Western International that owns the Best Western brand, said yesterday that 15 hotels and resorts catering to the mid-range segment would be carrying the brand by 2012.
The hotel chain manages over 4,000 hotels and over 300,000 rooms across the globe.
“The present economic climate provides an excellent opportunity for developing hotels. The market is strong and not overcrowded,” said Jarabata.
“Investors, who own land, can build now because construction costs are relatively low while bank loans are competitive. There is also the prospect of a robust economic recovery by 2011 to 2012, so by building now, you can be ready for the uptick,” she said.
Two Best Western brands currently operate in the Philippines—Best Western Astor Hotel Makati and Best Western Hotel La Corona in Manila.
Three, meanwhile, are either undergoing re-branding or under construction. Jarabata said the Cebu hotel, which is under construction, would cater to the business and leisure markets while the Boracay facility would target the leisure and conference markets. The third one in Manila, which is also under construction, will be marketed as a business hotel.
Jarabata said Tajara Leisure as development partner looks for partners—either existing hotels or those that are going to be built ground up—that want to make use of the Best World brand and infrastructure.
The investors are the ones that will fund the development of the hotels and resorts and neither Tajara nor Global Western would put in equity in the development. Owners would have to pay an average one-time joining fee of $56,000 for a 100-room hotel to be accredited with Best Western.
Jarabata said other priority areas for hotel expansion are Bohol, Palawan, Naga (for Camarines Sur), Subic, Tagaytay, Baguio and Davao.
Glenn Souza, Best Western International vice president international operations-Asia, said the chain’s expansion would enhance the Philippines’ potential as a top tourism destination.
“Every country has its own charm. The Philippines is a well-known destination, it will always attract tourists. The only difference it has with other countries is its lack of commitment from both government and the industry in marketing the country as destination,” said Souza.
He said the local industry has been more reactive than proactive.
“The Philippines ranked among the top three destinations in Asean, but it ranked below the top five in terms of the pace of progress in terms of infrastructure and security. The government has to take a serious look on it because the tourism industry brings in a lot of dollars. It has to be more aggressive in promotions, in putting in place the infrastructure and the kind of security that the market needs,” added Souza.

Architects tapped for Davao Chinatown plan

Davao City (2 June) -- The Davao Chinatown Development Council has tapped the expertise of architects to design the lay-out of the Davao City Chinatown District this according to Davao City Vice-Mayor Luis Bonguyan.
"During the recent meeting of the technical working group of the Chinatown District the architects presented their plans to us." The Vice Mayor said. Who also serves as the Chairman of the Davao Chinatown Development Council tasked to oversee the creation of the Chinatown District.
"So we are not just limiting ourselves in putting just Chinese arches in the area we want the architects to design the physical aspect of the Chinatown," Said the Vice -Mayor.
The Vice-Mayor also bared that that the Chinatown Council is enlisting Marco Polo Davao Hotel Manager Stanley Lau as a consultant to the council. Lau a native of Hongkong will advise the council on the former crown colony's experience in the establishment and operation of successful flea markets.
"Hongkong is famous for its flea markets, these flea markets are essential to the Chinatown District since it will draw in the crowds, we wanted to make Davao Chinatown a lively district," Said local businessman Sebastian Angliongto, himself the vice-chairman of the Chinatown Development Council.
Angliongto said that an architectural plan is being formulated by the council with the help of the architects the lay-out includes plans for buildings, roads, flea markets, store design, parks and plazas and other structures in the Chinatown District. "We will institutionalize the plan," Angliongto added.
Bonguyan and Angliongto said that plans and concepts when finished will be shown to the media and to the people concerned probably as early as next month.
Davao City is the second Local Government Unit in the Philippines to create the Chinatown district after the Binondo Chinatown in Manila. The District covers the predominantly Chinese-populated neighborhood situated along the busy thoroughfares of Uyanguren, Monteverde and Santa Ana including its bustling side streets. (PIA)

Manned by Task Force Pawikan Davao, an organization tasked to conserve and protect marine turtles within the territorial jurisdiction of the city, the sanctuary engages in recovery and tagging, as well as the rescue of illegally captured and detained marine turtles. The sanctuary also manages a humble hatchery which yields 93% hatching since it started in 2003.

CONFIDENT on the business climate of Davao City and Southern Mindanao, the Yuchengco Group of Companies launched its new corporate image in the city with the newly renovated RCBC main branch on C.M. Recto St.
The conglomerate also turned over to the City of Davao the Peace Archway at the corner of Sta. Ana and J.P. Laurel avenues.

"We are confident in the business climate of the city," Secretary Alfonso T. Yuchengco, chair of YGC, said in his remarks.
From its brick and wood hued buildings, RCBC is now embarking on major renovations that will show the new corporate image: sleek steel and glass designs.
"We are coping with the modern times," Yvonne Sasin, business manager of RCBC Davao Business Center on C.M. Recto St. She said there are now over six branches of RCBC in Davao City alone.
The newly renovated branch offers a coffee shop that will cater to the clientele of the bank, as well as an array of electronic banking systems.
"We have electronic banking, Internet banking, and phone banking," Sasin told Sun.Star Davao.

Davao Port expansion, named as completed SONA project

Davao City (22 July) -- The Davao Port in Sasa is among the identified completed (as of April 30, 2009) President's Priority Projects that have been lined up for completion in 2010 from its inception in 2006.
Inaugurated by President Gloria Macapagal Arroyo on February 13 this year, the Davao Port expansion project is worth P400-million.
The port expansion includes the construction of 3,179 square meter reinforced concrete wharf; 13,180 square meter back-up area, mooring and gendering area, drainage system, port lighting and rock works.
During the inauguration, President Arroyo simultaneously graced the ground-breaking rites of the P870-million Passenger Terminal Building project located at Sasa Port.
The Passenger Terminal Building project is designed to include the development of parking areas and a Ro-Ro ramp; a greeter building and a gate complex.
To ordinary stevedores, the completed Sasa Port expansion brings additional income they can make use of to provide the needs of their families.
Stevedoring companies operating at Sasa Port ---- Davao Integrated Ports and Stevedoring Services Corporation (DIPSCor) and Filipinas Ports Services, Inc.-- are looking at the project not just as an added income but also as an increased demand for workers.
In an interview, DIPSCor Container Yard Operation superintendent Roberto B. Calvo in an interview said more shipping vessels can now dock at Sasa Port and this would mean more workers are needed.

Other mega projects in Southern Mindanao lined up for completion by 2010 are the improvement and construction of the Kapalong-Talaingod-Valencia Road ; and the rehabilitation and improvement of Surigao-Davao Coastal Road along Manay and Boston in Davao Oriental.
The P1.5 billion Talaingod-Bukidnon Road which is a 58-kilometer stretch mega infrastructure project, is expected to spur economic activities between the provinces of Davao del Norte and Bukidnon particularly along the areas it traverses.
It is considered as an important section of the Philippine-Japan Friendship Highway traversing Butuan City to Davao City and that of the Sayre Highway along Valencia City in Bukidnon going to Cagayan de Oro City.
The DPWH is looking at it as a key alternate road when major incidents would cause road bottlenecks along Sayre and Phil-Japan Friendship highways.
Travelers would also be able to save two and a half hours in going to Cagayan de Oro City from Davao City and vice versa, should they take the Talaingod-Bukidnon Road, much lesser than the time they would spend traveling through Davao-Calinan-Bukidnon Road.
The P2-billion Surigao-Davao Coastal Road (SDCR) project is also a SONA (State-of-the-Nation) priority project of the President and consists of concreting and road rehabilitation works stretching from Surigao City to Davao Oriental.
Its Manay-Boston section stretches 89.95-kilometer area whose project works fall under DPWH XI. (PIA XI) [top]

AUSTRALIA, “the land down under,” has a special place in the hearts of the people of Davao. There are a good number of Davaoeños who study and live in Australia. And the Australian government is also a significant development partner of Davao and Mindanao.
In Davao City, Australia has a strong presence. Davaoeños and Australians work together in the Basic Education Assistance for Mindanao or the BEAM Project; in the Country Program for Children (CPC) with UNICEF, where Davao is one of the pilot areas in the Philippines; in human resource development through the Philippines-Australia Human Resource Development Facility (PAHRDF); in multiculturalism and interfaith harmony; in promoting peace and security; in empowering Mindanao women; in responsible journalism; in agricultural development and poverty reduction.
Aside from the partnerships in peace and development for Davao and Mindanao, Davaoeños also love Australian products -– beef, cheese, milk, juice, wines, and chocolates. We also share the love for indigenous art and culture. We also both enjoy nature, wildlife, and adventure. They have their kangaroos and koalas and we have our mighty Philippine eagles and pawikans. We both have strong advocacies on the preservation of our environment and the promotion of diversity in nature, culture, and politics.
So when we had the opportunity to take a short vacation this year, we visited Sydney and Melbourne and decided that it will also be our birthday treat to ourselves. My love and my partner in life, Neil Cariaga, and I share the same birth month. My birthday is July 19, 1970 and Neil’s is July 20, 1969. Neil’s birthday this year is extra special – it is also the 40th anniversary celebration of man’s first landing on the moon (thus the name Neil in honor of Neil Armstrong, the first man on the moon). Yes, that makes him 40 years old, too, an important milestone.
Of course, our celebration will not be complete without Mommy Marina, whose idea was it to travel to Australia in the first place. So the three of us embarked on this journey together in the middle of Australian winter amidst a deluge of Michael Jackson tributes and 24-by-7 international media coverage.
Like any activity that involves the three of us, it is a comedy and a suspense thriller.
Immediately after we got confirmed bookings for our holiday, our travel agent realized that Neil’s passport was due to expire a few days less than the required six months. Getting a new passport would take at least 15 working days and we were set to fly to Sydney in less than that. Thank God for a very helpful and efficient Department of Foreign Affairs (DFA) in Davao, we were able to make it work. But when the new passport arrived, it was a few hours short of our deadline to purchase the airline tickets and confirm hotel reservations so we had to do it all over again. And when we got the new bookings, Neil found out that a major client needed him to be back in Davao for an important hearing a day earlier than our return flight so we had to switch airlines and do everything all over again. Our travel agent’s stress levels during that time was very high, to say the least.
Because of the H1N1 (human swine influenza) scare, Mommy and I took our diagnostic tests and went to see our doctor to make sure we were fit to travel. Neil did not have a medical check-up prior to the trip because he believes that ignorance is bliss. Two days after our doctor declared us healthy and good to go, I caught a cold and Mommy had an allergy that made her cough so much. That was three days before our scheduled departure.
On the day of our travel, the friendly guy at Philippine Airlines check-in counter told us that there’s a new rule that required for visas to be stamped on the traveler’s latest passport. Neil’s Australian visa was on his old passport because we got it in 2008, when his passport was still way before its expiry date. After many frantic calls to the Australian Embassy (it’s a good thing we departed on a weekday within office hours), we were declared good to travel.
The comedic and thrilling adventure started to become really intense when my 10-year-old yellow hard shell Samsonite suitcase gave up and wouldn’t close when we reached Manila for our connecting flight to Sydney. We had to tape it up with packing tape in full view of other international passengers at the airport. Plus Mommy kept coughing and I kept sneezing and sniffing. Neil kept teasing us that we will both be quarantined when we got to Sydney International Airport.
It turned out that it would be another type of quarantine, not for A1H1, but for bringing apples and oranges from Davao that Mommy packed in her hand carried bag as “baon” for the long flight. Sydney airport had a food-sniffing dog named Bessie that smelled Mommy’s “baon” several feet away. When Bessie’s handler, a quarantine officer, asked us what’s in the bag, I immediately admitted that there’s food inside (because I saw in the sign earlier that you must declare any food you bring in or face a huge fine – in dollars! – and possible imprisonment). We opened the bag and Bessie’s handler, a nice young woman, told us, in a very kind and assuring voice, that we had to throw the food in the trash bin and that everything was alright. We won’t be fined because we declared it and told the truth. Whew!
When we arrived at 10:00 AM in the Rydges World Square Hotel, our home in Sydney, our room was not yet ready. We had to wait for several hours before we could freshen up. Our city tour was scheduled at 2:00 PM and we had to be at a certain location for the tour bus pick up. The hotel staff didn’t know where it was and by the time we realized that we had to take the monorail from the hotel to the pickup point, it was already 2:30 PM and the tour started without us. On the following day, we were also informed that the wine tasting tour we booked has been cancelled for some reason and that we will just get our full refund from our travel agent in Davao.
But we were determined to have a great time so the journey continued joyfully and everything fell into place. We still got our wine tasting tour courtesy of our friend Virma’s cousin, Fr. Jun Deligero, who is a chaplain of a big children’s hospital there. He took us to Hunter Valley on board a very cool car courtesy of the Archdiocese of Paramatta, New South Wales. It was a blessed wine tasting, indeed!
Aside from the usual city tour (which we were still able to do after we have figured out the system), we explored The Rocks, the Sydney Opera House and Harbor Bridge, and the famous Bondi Beach. We went to see the Blue Mountains and interacted with the kangaroos and the koalas. In Melbourne, we took the 12-hour Great Ocean Adventure, visited Bells Beach (home of the world surfing championships) and watched the hit Broadway musical, Wicked.
It was a very memorable way of celebrating our birthdays and we plan to do it every year in a new place every time, if possible. Because life is meant to be lived this way, and in our case, often in comedy and suspense.
Thank you, Australia! We’ll be back. Promise.

A grand regal hotel experience

ONE BEAUTIFUL and unforgettable experience for me and my family this summer was staying in a local hotel . It was a grand regal hotel experience that we just loved, and enjoyed. We enjoyed every bit of that one day and one night stay.
I am talking about my hotel experience with Grand Regal Hotel in Lanang, Davao City. Courtesy of a friend who was a colleague during the time of Mayor Zaf Respicio, I got this rare chance to stay for a day and night at Grand Regal, and I would say it was truly a grand regal hotel experience. T’was like staying in a great hotel in Kutching, capital of the province of Sarawak in Malaysia.
Perhaps I was just so naive or maybe ignorant of what we have in Davao. Perhaps I was too stupid that while I was the tourism officer of Davao City I did not use the privileges I had as the city’s protocol officer. I should have known better. I should have used my privileges at that time. I did not. But I enjoyed my stay in that office though it was short-lived.
I really did not know much about the hotels in Davao. I behold almost everyday the grandeur of that one hotel in front of Ateneo de Davao University where I used to teach. But the closest I got was to stay in its coffeeshop or conference room. Not one of its rooms. And so with the other hotels. But last summer I had the beautiful experience with Grand Regal Hotel which my family would never forget.
You begin with checking in, and the front desk welcomes you with a smile. Even if the smile may not be as sincere as the smile of a true friend, at least it is a lot better than the smile of the service crew of fastfood chains, where you notice the insincerity of their smile. Too quick, a greeting devoid of any sincerity, and just as quickly they smile at you, they leave you for another costumer. Ana lang kadali.
From the front desk, the staff leads you to your room with all the concern that your stay in the hotel would be as pleasant as possible, as enjoyable and as homey as possible. Then, they left us, and my family jumped into the huge beds like kids frolicking in the rain.
The room reminded me of that grand hotel I also stayed in Kutching. But Grand Regal Hotel is a lot better with all the amenities one would truly enjoy and remember for the rest of your life.
Being in that hotel relieved you of all the worries and cares of your life. It made you spend moments with your family. You watched TV together after a hot shower. And in the morning . you go to the pool to enjoy the stillness of the water while exercising your body moving like a great whale…
At night at Grand Regal, you see people playing in the Casino maybe to relieve their stresses. But I don’t go to casinos and if given the power I won’t allow it. But this is a free country, anyone is entitled to his freedom.
In the room where we stayed, we saw the blazing kaleidoscope of colors from the neon lights of the city, the city that doesn’t sleep now after it went through the painful chapter of its life when insurgency threatened its existence. Thanks to the leaders at that time like Mayor Respicio, Col. Magno and Col. Franco Calida, now mayor of Hagonoy who dialogued with the people aggressively for peace.
We left Grand Regal Hotel with a great memory of a grand hotel experience. I hope I could stay in that hotel again. It is the perfect place to bond with the family and to experience the memorable greatness of a hotel.

“DEFINITELY, and it is never too late,” would be the clear answer if you were to ask dance maestra Bing Locsin and businessman Chin Bon Lu. Davao City is, after all, an arts center of sorts. Owing to the support of various individuals, academic and other institutions, several dance groups have evolved in the cultural scene. But the Davao cultural scene never had it so good as when the LCB (Lu Chin Bon) Performing Arts Center (PAC) was established by Lu Chin Bon, a recognized LBC (that is Local Born Chinese for you), in May, 1998, with “the vision of leaving a cultural legacy to the younger generation in the field of the performing arts.” Indeed, the LCB PAC plays a major role in the growth of cultural entertainment in Davao City. In all its productions, young and once-young Chinoys and not really Chinoy talents take the lead ensuring that the performing arts live on.
The prime movers of the LCB PAC, besides Lu, include Bing Locsin, Inday Montero and Josie Tejada who are all happy to see the center growing (literally!) in leaps and bounds. Finally, the city has a training center to develop and nurture the talents of dedicated Davaoenos of varying ages in dancing, singing and acting. And it continues to thrive against all the odds; becoming an integral part of Davao City’s arts and culture today. Excuse me for my bias, but I can think of only a few studios which deserve the coverage as much as LCB PAC does.
Chinoy Patron of the Arts
It took decades, when finally Lu Chin Bon mustered enough courage to give vent to his lifelong inclination for the arts. Coming from a traditional and entrepreneurial Chinese family where art was considered a non-profitable profession, Lu, not known to all, has remained faithful to his commitment in the field of the performing arts which raised many an eyebrow especially in the Chinoy community of Davao when he started.
Lu is a descendant of the late Lu Kee Chian of Amoy, China, who migrated to Davao and opened the popular general merchandise store of the prewar era called “Peng Peng.” Chin Bon is the son of Lu Beng Ga (one of the sons of Lu Kee Chian) and Salud Te Lu. He is happily married to the former Celia Luy, the daughter of Florentino Luy and Teresita Tan Luy who owned and operated the Star Theater of the 1950’s on the very site where the NCCC Department Store along Uyanguren now stands. Both have four handsome and talented children namely Jasper Jan, Karen Diane, Marc Anthon and Harvey Nichol whose passion and dedication to dance inspire the youth. The Lu kids simply enjoy dance practices and they are happy in it. Even the youngest addition to the family, the two-year-old Chloe Lu, is into dancing which makes her parents (Janjan and Clarice Lu) and grandparents proud.
It is amazing how the Lus who are so business-minded would even encourage their own kids to venture into the field of dance. “I would rather have my children do something constructive and cultural with their free time than have them waste time and money in gimiks with their barkadas. If they are at our LCB PAC which is now in our residential compound, I and my wife don’t have to worry about their safety and their whereabouts while we attend to our business. Besides, it’s a much healthier preoccupation,” explains Lu.
Lu has learned to work quietly. “I make things simple by thinking about what I can do without great expectations, rewards or awards,” he simply reveals. He has supported unwaveringly the LCB PAC’s productions and marketing efforts for staging big musicales such as the Great White Way, Rico, Joseph and the Amazing Technicolor Dreamcoat, High School Musical, to mention a few. “It is through these efforts that we are strengthening our mental positioning and mission of preserving and promoting the Chinese and Filipino cultures. Through these performances, I am helping both Chinoys and Pinoys learn more about their respective cultures,” the cultured patron clarifies.
Perhaps unconsciously, Lu has been admirably assisting and fostering better understanding between the Chinoys and Pinoys. Through cultural activities, Lu helps bridge the gap of misunderstanding between Pinoys and Chinoys of the present generation. The LCB PAC, in its own way, enhances awareness and knowledge of Davao society about the changes that have happened in the Chinoy community. It has helped in bringing down barriers of stereotypes, prejudices and myths between two people who have been coexisting for centuries; and promote not only societal but acculturative integration based on shared trust.
For more than a decade now, the LCB PAC, presently a much bigger and air-conditioned studio on its new location at 48 Villamor Street, Barrio Obrero, continues to offer lessons in Latin Dance, Ballet, Jazz, Belly Dance, Flamenco, Hip Hop, Tap Dance plus acting and voice. Red Ribbon opens newest store at NCCC Mall Davao
The Red Ribbon franchise of Wilson Bangayan opened up its newest branch at NCCC Mall davao yesterday.
It was Bangayan who simultaneously put up Red Ribbon stalls/booth at Victoria Plaza, Gaisano Mall and NCCC Davao a few years ago. This is however the first full Red Ribbon food store under the Jollibee Group which recently acquired the food company.
"You are assured that our products are always fresh from the Red Ribbon commissary here in Davao," Red Ribbon VisMin Operations Head Michelle Leslie Llanos said.
Red Ribbon also has a full food store at SM City Davao. The NCCC Davao Mall food store will be opened to the public starting today so go try their newest cake concoctions as well as meals.
Vice Mator Sara Duterte, who was present during yesterday's event, said this is a siginificant contribution to Davao City's economy which is private-sector led. She encouraged consumers to start tasting Red Ribbon's products.

From its simple sugba o grilled food, Davao’s cuisine has certainly evolved and a trip to this biggest city in the Philippines can be a real culinary treat.
This writer was in Davao City recently and the opportunity was there to sample what the city has to offer in terms of local cuisine. I was fortunate to meet some local folks like Villa Margarita general manager and Binggoy’s Gourmet chef Maryann “Baby” Montemayor who not only explained the evolution but even prepared her own special concoctions which she offers to hotel patrons and guests.
In the ’70s, the staple food of Davao City was its comfort food, sugba, and whatever can be grilled. Most popular were inihaw na panga ng tuna, buntot ng bariles, and tuna belly, with kinilaw or their own version of sashimi.
One of the most popular destinations then was Times Beach where grill houses and other restaurants specializing in seafoods abounded.
Then there was Colasa’s, which still exists up to now, and Luz’s Kinilaw and Harana where the specialty, again, was kinilaw na tuna as pulutan and barbecue.
The Davao Insular Hotel helped elevate sugba to a higher level when it opened its specialty restaurant La Parilla, which offered grilled seafoods and attracted the higher end market.
In the late ’80s and early ’90s, restaurants started offering unlimited kan-on, or rice, to go with the meal. This was another big hit for diners.
The entry of popular fast food restaurants like McDonald’s, Shakey’s, Dunkin Donuts, and Jollibee paved the way for Chinese, Japanese, American, Vietnamese, Spanish, Korean, Italian, and other dining places to open in the city and local folks were now being treated to a cornucopia of other dishes aside from the venerable sugba.

“Local folks are fond of eating out especially during weekends and even people from outside the province, who visit their kids studying in Davao City, normally would eat out, and that is why the food industry here has been growing and developing. The past years also saw the opening up of culinary schools and I was among those who studied under chef Gene Gonzalez and so local cooks and chefs started experimenting with new dishes,” related Montemayor, who has come out with her own specialties offered at Binggoy’s Gourmet at Villa Margarita.
The fact that local businessmen involved in the food industry and supplying the estimated 800 plus restaurants all over the city with meat, poultry, pork, vegetables, and fruits have banded together to form recently the Agriculture Development Board of Davao, headed by Dodie Canete.
“Among others, one of our objectives is to set organic food standards for local food suppliers using American and Japanese standards as a reference, particularly for fruits. Since we have just formed the group, we are now at the planning stage but definitely we need to create visibility for our group,” said Canete.
And Torres Street, near the Davao Convention Center, is now the acknowledged food center of the city with new clusters of restaurants now occupying more and more areas, this is where we found Kasagingan, among others, a specialty restaurant that is one of a kind using bananas as the staple food ingredient but coming up with different variations of turon, called tworon, and maruya and a lot of other offerings that make one salivates.
At Binggoy’s Gourmet, this writer had a chance to sample Montemayor’s special dishes like her appetizer, a pomelo salad with chopped peanuts, lettuce, hibe, colantro, sliced pomelo or suha, plus a secret sauce, her own Udong noodles with beef and chicken liver, shredded young coconut, baguio beans, and pasta. She also served a special kinilaw with no vinegar and no cucumber but lemon instead and radish, the difference is she cooked the tuna.
Her pinsec frito with tomato salsa was equally good, the difference in preparation is she puts bangus flakes inside as fillings, we also had ordinary-looking fried lumpia, with squash inside, and a dessert featuring Davao’s queen of fruits, the durian, but here, she calls it the camote durian roll with the durian slice wrapped inside a camote.
But for those who prefer to eat durian in the raw, there is also a restaurant near Torres that serves it as it is, slicing the odorous fruit right before your very eyes, and one advise from Montemayor, if you want to wash away the odor from your hands after eating durian, try washing your hands using water poured into the shell of the fruit, guaranteed odor remover, she says.
For pasalubong, aside from the usual durian and suha and frozen tuna belly, panga, flakes and what-have-you, try Kulian’s siopao in Agdao, it is the dough and contents that make the difference in taste, we did and it was hit with our family.
So next time you go to Davao City, there is nothing to worry about what to eat, the worry is missing out on something from the many choices this city offers.

The Largest Wakeboarding Park in the Philippines
The largest wakeboarding park in South East Asia will be located in Mintal, Davao City, just 30 minutes from Davao International Airport. The Deca Wakeboard Park is due to open in the middle of 2009.

MOST Institute is located at LTS Building, R. Magsaysay Ave.
The culinary school of Joji Ilagan Bian, meanwhile, shall be housed in the 6-storey building after its completion, located infront of UIC Bonifacio campus (UIC Annex).

THE BOARD of Investments has granted tax perks to a P50-million feed manufacturing plant that will supply to San Miguel Foods, Inc.
Filipino-owned Western Feed Mill Corp.’s processing plant in Davao City will produce up to 12,160 tons of animal feed a year, the board said. "The manufacturing operation is designed to meet the growing demand for quality animal feeds in the region and in the country as well. The products will be sold exclusively to San Miguel Foods, Inc.," the board said in a statement yesterday.
Under the 2009 Investment Priorities Plan, business activities related to agriculture are among the preferred ventures qualified for tax perks. The board granted the feed mill four years of income tax holiday and other incentives.
The board also granted tax perks to two mass housing projects with planned investments totalling P98.948 million.
Pueblo de Oro Development Corp. will spend P60.431 million starting this month to build 60 low cost houses on a 1.578-hectare development in Cagayan de Oro City, dubbed "Golden Glow North 2."
Havilah Properties, Inc. is undertaking a P38.517-million project in August to put up 52 housing units in San Fernando City, La Union. — JADH

Quezon City (24 July) -- The Business Processing Association of the Philippines (BPAP), Commission on Information and Communications Technology (CICT), and Department of Trade and Industry (DTI) will launch the first annual report on the best locations for information technology and business process outsourcing (ITBPO), entitled Next Wave Cities 2009 at the Tower Club, 33F Philamlife Bldg, Makati City on July 24, 2009.
The 100-page report contains in-depth analyses of the top-10 NWCs which were announced in November last year. In the order of their rank, are Metro Laguna, Metro Cavite, Iloilo City, Davao City, Bacolod City, Angeles-Clark-Mabalacat, Baliwag-Marilao-Meycauayan, Cagayan de Oro City, Calumpit-Malolos, and Lipa City.
"Next Wave Cities 2009 aims to address the information needs of two major stakeholder groups: investors looking to operate outside Metro Manila and Metro Cebu; as well as local business, education and training, and government organizations that can support IT-BPO operations in their localities," reported CICT chair, Sec. Ray Anthony Roxas-Chua III. "It also consolidates the research efforts of BPAP, CICT, and DTI in preparing these locations as IT-BPO hosts and in attracting investors to them."
The number of graduates from these locations, population data, comparative costs, sites accredited by the Philippine Export Zone Authority, other ready IT-BPO spaces, information on telecommunications and power facilities, and locator headcounts are among detailed data included in the report. Data maps created by Paperless Trail, a company that presents business data in innovative ways, show relative locations of schools, malls, and locators in each of the NWCs.
"This report is another product of the close coordination between private and government organizations to enhance the country’s position in the global IT-BPO market," remarked BPAP CEO Oscar Sañez. "Credible and objective information will help stakeholders make the right business decisions in becoming more competitive."
The members of the NWC working group include Secretary Chua and CICT Commissioner Monchito Ibrahim; Sañez, BPAP Research Director Gigi Virata and Research Consultant Tonette Consuelo; BPAP members David Leechiu, president of Jones Lang LaSalle Leechiu (JLLL) and Carol Dominguez, president of John Clements Consultants; and Board of Investments (BOI) Director Celeste Ilagan. DTI is also represented by PEZA and its Regional Operations and Development Group. Researchers Mae Agne of CICT and Ana Peña of JLLL joined Virata and Consuelo in interviewing sources and experts, verifying and updating data, and drafting and editing the report. Durian farm in Davao to be converted by DMCI into upscale residential project
DAVAO CITY — A 50-hectare durian farm in this city’s Catalunan Pequeno district, 30 minutes from downtown, will be converted into an upscale residential subdivision project.
Leonora P. Gutierrez, area manager of DMCI-Urban Property Developers, Inc., said the project is expected to receive approval from the Davao City council as soon as documentation is complete.
What makes the project attractive, she said, is the subdivision’s "orchard character."
"We will showcase our durian farm to the buyers," she added. She declined to provide details on the project’s cost since the application is still pending before the city government.
DMCI, like big property developers with presence in the city, has continued to embark on big-ticket projects on account of strong response from Southern Mindanao’s property market.
Daniel T. Lim, head of the architectural firm Far East Associates, said the market for residential projects that start from P1.5 million for a small condominium unit has remained very active here despite the economic downturn’s perceived effect on overseas workers.
Aside from the Catalunan Pequeno project, DMCI is also developing another horizontal residential subdivision in Matina district, a 30-hectare site on a rolling terrain that has been the subject of a controversy after homeowners associations in the area complained of a possible adverse impact on the ecosystem.
DMCI is also busy constructing its second vertical residential project, Magallanes Residences, located at the back of city hall. The three-structure condominium complex has 115 units per building. Its first project here, which was sold out even before it was completed two years ago, was Ecoland 4000, with two buildings of 56 units each located right next to SM City Davao.
In the third quarter of the year, the company will also start the construction of its third condominium project, the Palmetto Place in this city’s Ma-a district. The project will have four buildings with each building having five floors.
