Hirono-kun August 1st, 2009, 06:19 AM Coco industry players want share of coconut levy funds Friday, July 31, 2009 COCONUT industry players in Mindanao want a share of the P100-billion coconut levy fund as support for the ailing industry dubbed as one of the country's major export products sector. In a resolution passed during the 1st Mindanao Coco Summit in Mati, Davao Oriental on Friday, coconut-based organizations, along with the Mindanao Business Council, sought the government's help for the Mindanao coconut industry through the utilization of a portion of the interest earnings of the coconut levy funds. Coconut farmers, meanwhile, promised to submit a proposal for an integrated coconut farms productivity improvement, coconut-farming incentives, and support programs for the coconut-based micro, small and medium enterprises for Mindanao. At the same time, the Mindanao Confederation of Coconut Farmers, a Mindanao-wide organization of all the regional coconut farmers' associations, was also launched in an effort to bring together all key stakeholders of the industry from all over the island. Jason Magnaye, executive director of the Mindanao Business Council who spearheaded the event, said the coco summit is very successful in "getting a good Mindanao-wide representation of coconut farmers." Davao Oriental Governor Corazon Malanyaon expressed optimism that the just-concluded Mindanao Coco Summit would prod both the government and private sectors to look closely and seriously into the plight of the coconut industry. "We need to rethink of our development direction for the industry, consider and work on innovative options and explore strategies to propel the industry's growth into a high level. We have to consider that with almost 70 out of 79 provinces of the country known to be coconut areas with more than three million hectares of farmlands planted to it and with coco-based products as among the leading export products of the country, there is no doubt that we should continue to foster the coconut industry's increased productivity and sustained growth," Malanyaon said. "I hope that this summit will provide the venue where we can agree on actions and steps that would bring us to that level of development that we have been envisioning for the industry. As host province to this 1st Coconut Summit, incidentally the biggest coconut-producing province in Mindanao if not the whole country, it is with great pleasure that I welcome all of you to this momentous event," she added. The coconut industry continues to be a major source of foreign exchange with the Philippines coconut exports accounting to about 65 percent of the world traded coconut products. The industry earns an average of $800 million per year or P32 billion per year from exports trade and contributes about five percent of the country's total annual merchandise exports receipts. It is the top export earner on net basis considering that its raw materials and labor components are domestically based unlike other export products, and the Philippines supplies 64% of the global coconut oil requirements. About 24 million Filipinos, or one third of the Philippine population, directly or indirectly benefit from the coconut industry. There are 1.5 million coconut farmers and farm workers in the country. Mindanao is home to six coconut regions with the entire island economy contributing more than 60 percent of the national output. Despite this, however, the productivity level of coconut still remains low due mainly to the lack of resources of farmers to buy agricultural inputs as well as tenurial problems, limited access to credit, inadequate farm-to-market roads and post-harvest and processing facilities, indiscriminate cutting of productive coconut trees, and the increasing trend of conversion of coconut lands for other commercial and agricultural purposes. This benchmarking tour, together with promoting local travels in the Davao Region via web and text marketing, as well as developing barangay tourism councils, has been chosen as the focus of the Tourism Industry Cluster team to soften the impact of the global economic crisis on the country's tourism prospects, according to Sonia Garcia, regional director of Department of Tourism (DOT) in Davao Region. Faced by a general slowdown in tourists and visitors' arrivals to Davao amid the global crisis, the tourism industry cluster team led by Garcia came up with the projects designed to beef up the arrivals of tourists and travelers to the region. The first project aims to spread the culture of tourism among Davao residents and encourage more and more people to travel around the region and see its local tour attractions. The second project, on the other hand, aims to develop village tourism councils in the mountains close to such adventure sites like Diwalwal gold mining site and Mt. Apo, the country's highest mountain, according to Garcia. Tourism has been identified as one of the economic engines that helped boost the growth of the Davao region over the years. The regional tourism industry is seen by the industry team as one of the "drivers of economic activities" in Davao that have attracted new investments and generated thousands of jobs and livelihood opportunities for ordinary Filipinos who wants to eke out a simple living out of local tourism. The benchmarking trip to Bali by the tourism team is expected to generate new ideas how the industry can creatively package Davao’s culture, arts and traditions along the lines of the Bali experience, according to Garcia. To attract more travelers to the Davao region, the new website will include pages for each province and cities to access and maintain. Regular updating of the website contents with new data and relevant information about each province will be made by the industry team. To get more people to open the website when planning to visit the provinces, Garcia said they plan to maximize the promotions of the website through various means. In developing the barangay tourism councils, the industry cluster has identified Barangay Sibulan, Sta. Cruz, Davao del Sur, on the mountainous slopes of Mt. Apo and Barangay Poblacion in the rugged terrains of Monkayo, Compostela Valley province as the two "gateways" for adventure tourists in visiting Mt. Apo and the gold mining town of Diwalwal. The project components include the making of two development plans, one for the Sibulan junction at the foothills of Mt. Apo, and another one for the Bulawan junction in Monkayo where a gold museum, gold-making center and a gold history park will be set up for tourists and visitors, according to Garcia. Another component in the project is the construction of a tourism center at Baganihan village, Marilog district near Calinan, which had been identified as a cultural village that gathers together tribal groups like the Bagobos from the mountains nearby. There used to be a long strip of white sands that reached all the way up to Darong in Santa Cruz, Davao del Sur, then still part of the undivided Davao province. Lining the seashore were young coconut trees that grew thickly while the gentle waves from the clear crystal blue water lapped gently on the shores. The young men were editors and reporters from the Mindanao Times, the first post-war newspaper in Mindanao, who often meet and drink on this place, perhaps talking about politics or their business plans with the euphoria left over from the liberation. The late Josefina San Pedro, publisher of the Times, used to recall how the “boys” would look forward to meeting in this place sometimes leaving her with some of the work of the paper. Almost 50 years later, San Pedro would lovingly recall how similar the reporters of the Times were in the newsroom. According to Davao historian Ernesto Corsino, who is now 85 years old and personally interviewed by this writer from his hospital bed at San Pedro Hospital Monday afternoon, their group, then all bachelors, was led by the late Times founder lawyer-CPA Guillermo “Bering” Torres, Sr. The other members of the group were Editor in Chief Atty. Cesar R. Nuñez, who was appointed City Hall Secretary by then Mayor Elias B. Lopez; City Editor Pedro R. Laviña, who became Regional Coordinator of the Department of Tourism; Associate Editor Artemio “Al” Loyola, who was elected congressman of Davao del Sur; and reporters Vic Generoso and Corsino, who at that time was also liaison officer of the United States Information Service in Davao City. The place was then thick with high “talahib” and the group had to walk along the beach to explore the seashore and avoid being bitten by snakes or mosquitoes that abound in the place. Upon reaching an area where a motel is now erected and the controversial King David statue is located, Torres, Sr. and the rest of the group made a stop over and consumed of their “baon” of “sinugba” with few bottles of beer. Torres, Sr. then raised his beer on a toast and announced to the group that he was naming the place Times Beach so that they will know the exact place where they will meet every payday. Dakpa ang akong tiil August 1st, 2009, 10:45 AM Davao LGUs cite benefits of credit surety fund by RG Alama Davao City (1 August) -- Bangko Sentral ng Pilipinas cited the Governors of Compostela Valley and Davao del Norte for embracing the Credit Surety Fund program that aims to provide collateral-free loans to Micro, Small to Medium Scale Enterprises or MSMEs. During his speech at the launching of CSF at the Central Bank Convention Hall in Davao City last July 31. Bangko Sentral Governor Armando Tetangco, said that it took less than a month to complete the steps essential in availing for the said program, this after Monetary Board member Juanita Amatong broached the CSF to the two Governors. Governor Tetangco said that the two provinces immediately saw the importance of the said program particularly in sustaining and expanding the operations of the MSMEs. In the past loan facilities, MSMEs could only avail of loans if they have collateral to secure the loan. Under the CSF, risk management shifts to the Credit Surety Fund which comes from the contribution of cooperatives, the local governments, the Industry Guaranty Loan Fund overseen by the National Economic and Development Authority and banks. Under a CSF an MSME must first become a member of the cooperative, if registered as a coop member, the MSME can just show his membership certification which serves already as a collateral. Governor Arturo Uy of Comval says that coop welfare is one his main concerns; his administration has been trying to create an environment that is conducive to them. One of his programs is a P2.2-million cooperative assistance fund spread to 11 municipalities. Two chosen cooperatives from each municipality is each given a P100,000 loan. He said when Juanita Amatong discussed CSF to him; he immediately embraced it saying that the program is very timely. For Governor Rodolfo del Rosario, the CSF jibes well with the declaration of President Gloria Macapagal Arroyo that microfinance will be the cornerstone of the fight against poverty. He cited that in the past there were Direct Credit Programs but many failed because of the low rate of repayment and also it never reached to intended beneficiaries. The Governor said that CSF espouses a trusting environment between stakeholders. I left Manila late Friday afternoon headed straight for Davao. From Davao airport, I went to the head offices of the Growth with Equity in Mindanao (GEM) team. This team implements most of our development projects, through USAID, in Mindanao. Usually when I visit their offices, we are discussing projects or mapping out next steps. But this time, we dedicated our Friday evening to celebrating the completion of one phase of our work and the beginning of a new phase. Naturally we celebrated Filipino-style, with songs, dances, food, and speeches. And lots of photographs After that, a few of us went for a very tasty dinner at a Davao restaurant. After dinner, we headed to the offices of the Sutherland Corporation. Sutherland is a company based in New York that runs Business Process Outsourcing facilities around the world. Among their many branches in the Philippines is one in Davao that employs more than 1,000 people. While it might seem odd to visit a company at 9 p.m. in the evening, this is the time of day when their work really picks up since they support American clients and with the 12-hour time difference, it was Friday morning in the United States. I got to tour their facilities, meet their workers and have a very lively roundtable with their managers. This is particularly true with business process outsourcing (BPO) companies thinking of putting up call or contact centers here. This was bared by Andre Joseph T. Fournier, consultant to several call centers and a member of ICT Davao, Inc., umbrella organization of IT groups in the city. “Security is no longer an issue among locators since a year ago,” because they (investors) now know how ideal Davao City’s peace and order condition is compared with the other parts of Mindanao, Fournier told media practitioners attending the weekly Club 888 Business and Tourism Forum of The Marco Polo Davao last Wednesday. However, Fournier said call center operations in the city are facing one major challenge: lack of middle managers. Some call centers have found it difficult to expand because of the dearth of middle managers, he said. Middle managers are leaders of a team of 15 to 20 agents who direct their teams in their tasks. In most cases, Fournier explained, a middle manager is someone who has the experience as well as the drive that the management is looking for among its agents. In terms of salary, middle managers receive at least 30% higher than the experienced agents, but sometimes lose some of the benefits that they used to receive as agents. The lack of middle managers has prompted some call center companies in the city to come up with a training center for them, he said. Other companies, on the other hand, have been luring Dabawenyos who have been working in call centers in Manila, Cebu and other areas of the country to return to the city of their origin. When the call center business in the city was just starting, some companies took their recruits to Manila and Cebu. Fournier said many of these employees may yet opt to return home considering that the call center industry here has become competitive. The availability of a good pool of human resources is necessary to develop the industry, particularly in luring big companies to locate to the city. He said some companies are cautious about their plans to come to the city because their demand for good human resources cannot be met. Last year, Lizabel G. Holganza, president of ICT Davao, admitted the lack of a deep pool of human resources considering that some of the best graduates of schools in the city are quickly recruited to work in Cebu and Manila. Ms Holganza, who runs MTC Academy, a school for medical transcriptionists, said some companies even signed a memorandum of agreement with her school so that graduates could go to these companies, many of them operating outside the city. At the time, big companies in the city even decided to recruit from other neighboring areas as the city’s human resources pool had thinned. A call center agent who did not want to be identified said that she also has been contemplating on working outside the city because the salary she is getting from a call center here is a little over the minimum wage. “I only get about P9,000 a month,” she lamented, adding that based on information from her friends working outside the city, salaries can go as high as P20,000 a month. However, Fournier explained that the discrepancy in salary is justified, considering that the cost of living in Davao is a lot lower compared with Cebu and Manila. “The fact that you are staying with your family is already a plus factor,” he said. Ho Philippine Daily Inquirer First Posted 21:48:00 08/02/2009 Filed Under: business process outsourcing (BPO) MANILA, Philippines - Its population of more than 10 million people spread across 17 cities and municipalities, excellent power and telecommunications infrastructure, and abundance of colleges and universities have made Metro Manila the largest business process outsourcing city in the world. Metro Cebu, on the other hand, is now touted as the world’s largest emerging BPO city, ahead of the likes of Shanghai and Beijing in China, Ho Chi Minh City in Vietnam, Krakow in Poland and Kolkata in India, according to research firm Tholons. But the country’s BPO universe stretches beyond these two urban centers. Ten “cities” have actually proven themselves worthy of being placed on the list of areas most suitable for BPO operations in the country. According to the Next Wave Cities 2009 report of the Business Processing Association of the Philippines, Commission on Information and Communications Technology and the Department of Trade and Industry, the Top 10 includes Metro Laguna, Metro Cavite, Iloilo City, Davao City, Bacolod City, Metro Pampanga, Bulacan East and West, Cagayan de Oro City and Lipa City. These 10 “cities” have a combined absorptive capacity of 888,000. Current employment, however, is placed at a mere 35,000. This means that these 10 areas, all already ripe to host BPO locators, can still absorb a workforce of more than 850,000. Best three The report shows that for 2008-2009, Metro Laguna is the best place for information technology and BPO operations outside of Metro Manila and Metro Cebu. Ready access to potential BPO workers is the primary reason for this. The Metro Laguna area—composed of the cities and municipalities of Santa Rosa, Calamba, Los Baños, Cabuyao and San Pablo—has more than 7,000 graduates each year. It can also attract graduates and workers from Metro Manila, as well as from nearby Southern Luzon provinces. This area has an absorptive capacity of 206,000, but currently employs only 6,000 BPO workers. Apart from its huge base of potential employees, other plus factors for Metro Laguna are its excellent power and telecommunications infrastructure, low vulnerability to natural disasters and the presence of several Philippine Economic Zone Authority zones. Compared with others in the Top 10 Next Wave Cities list, however, it is relatively more expensive to operate in Metro Laguna. BPO locators can also try setting up shop at No. 2 destination Metro Cavite, another Metro Manila neighbor that plays host to more than 5,000 graduates each year and is the country’s most populous province. Its absorptive capacity is even bigger than that of Metro Laguna at 212,000, yet its current employment is pegged at only around 2,000. Apart from having relatively good roads, power and telecommunications infrastructure, Metro Cavite is also close to the Ninoy Aquino International Airport, a big consideration for BPO locators. It has limited IT-BPO-specific infrastructure, however, and has no multistakeholder point of contact for investors. But compared with Metro Laguna, rental rates in Metro Cavite are lower. Rounding up the Top 3 Next Wave Cities is Iloilo. Touted as the most cost-efficient city in the list, Iloilo offers potential BPO investors the lowest average wage, rental and power rates among the Top 10. BPO locators can tap the city’s more than 17,000 graduates a year, although they may have difficulty sourcing additional talent, as the talent pool in the city’s immediate vicinity is quite small. The city’s current BPO workforce of just 4,000 is way below its estimated absorptive capacity of 22,000. But investors will have to take into consideration the absence of international flights in the city’s airport, power supply problems and slow construction of IT-BPO infrastructure. The next frontier While it has the distinction of being the only city outside of Metro Manila with more than a million people, Davao City is one of the most underutilized potential BPO sites in the country, due mainly to blanket travel advisories that are usually issued against Mindanao as a whole. The city produces more than 11,000 graduates a year, and also offers potential locators reasonably priced IT-BPO facilities and competitively priced labor and power. It has both an international airport with international flights and good hotels. Its growth, however, is hampered by the negative perception of Mindanao in general. Contrary to this bad image, Davao City has one of the most effective police forces in the country, and the peace and order situation in the area is stable. Bacolod City is another choice BPO spot, having been recognized as the city with the best business environment. The local government unit helps facilitate the Peza accreditation process and also helps prepare its graduates for work in the BPO sector. It also provides ready assistance to BPO firms that may encounter any problems during the course of their operation. But as with most areas in the Visayas and Mindanao, power supply is a problem. Infrastructure haven In terms of infrastructure, sixth placer Metro Pampanga offers the best. Centered on the Clark Freeport Zone and including Angeles City and Mabalacat, the area provides BPO locators with an international airport and an efficient road network, as well as reliable and redundant power and telecom infrastructure. Metro Pampanga also offers access to more than 30,000 graduates a year, institutionalized investor services, an active ICT council and BPO-ready sites that are also Peza-accredited. But these perks come with a price, as Metro Pampanga has the highest rental and wage rates outside Metro Manila. Low power rates help offset these high costs. Two other generally untapped potential BPO sites are located in Bulacan—the Baliuag-Marilao-Meycauayan areas in the east and the Malolos-Calumpit areas in the west. Located relatively close to both Metro Manila and Metro Pampanga, these two key areas in Bulacan occupy the seventh and eighth spots in the Next Wave Cities Top 10 for 2008-2009. Being near two other Next Wave areas gives Bulacan East and West access to thousands of graduates and workers, in addition to its own 5,000 graduates a year. While having an absorptive capacity of as much as 300,000, the biggest among the Top 10, there are no BPO firms operating in the two areas. Its rise to the seventh and eighth spots on the Top 10, however, has prompted the creation of an ICT Council, which will have to quickly address the lack of BPO-ready office space in the province. Growth potential Another Mindanao city on the list, Cagayan de Oro City, gives BPO firms another option if they want to escape the already-saturated Metro Manila area. Offering among the lowest rental and wage rates among the Top 10 locations, Cagayan de Oro is considered the most cost-competitive. Despite having no tertiary schools within its immediate periphery, the city produces more than 6,000 graduates a year and also has access to another 6,000 within commuting distance. If it plans to take advantage of the BPO boom, the city government should address the relatively high crime rate in the area, as well as prepare additional power capacity to prevent a shortage in the future. Rounding up the Top 10 is Lipa City in Batangas, which has already proven its position as a BPO host with a huge potential for growth. Lipa currently plays host to TeleTech and Advanced Contact Solutions, which have a combined employee count of around 1,500. Another 800 people work for smaller IT-BPO players in the area. The city, however, has yet to put up an ICT Council that will make it easier for IT-BPO companies to set up shop in the area. New list By November, CICT chair Ray Anthony Roxas-Chua III said a new Top 10 list of Next Wave Cities would be released. “Although we’ve already assessed around 40 areas, we want to focus on promoting just 10 at a time. We want to get into that mode where potential investors already have mindshare on our BPO cities. There are also plans to expand to Cagayan de Oro, Cebu and Iloilo. "In my experience, it’s more viable to build your own building. It would cost at least P10 million or so," Mr. Araullo told BusinessWorld. He said Real Bank has decided not to become too aggressive with expansion given the economic downturn. Filipino corporation SMC Shipping and Lighterage Corp. (SMCSLC) filed an application with the BOI for the operation of its second oil tanker. A second hand 5,522.2 metric ton double hulled motor tank tagged as “Alios Triton” will be bought and refurbished. This vessel was built and manufactured in Greece in November 2005. The vessel will undergo the required sea worthiness test by the Marina before being commercially used in November. SMCSLC, likewise, applied for advance authority to import the vessel. The ship will be used in hauling and transporting petroleum products for Petron Corp. The tanker will be bought for $11.5 million or P552.3 million. The remainder of the P733.54 million investment will be used as working capital and for other operational expenses. "Abundant and low-cost real estate is spurring the growth of IT-BPO investments and this boom is fuelled by real demand with many potential investors asking for ready-now spaces at reasonable cost," said Lizabel Holganza, president of ICT Davao Inc. She added that Manila and Cebu have abundant IT parks that are PEZA registered, which is a main requirement of BPO locators. Bert Barriga, ICT Davao External Vice President said that Davao must be able to increase the number of its PEZA sites and making these sites attractive and viable investment locations. He added that infrastructure, talent, cost of doing business and risk management are the major criteria the BPO locators are focusing on. Barriga also said that Davao should increase its competitiveness in the major areas of the BPO scorecard because he said that BPO locators "cannot all converge in Metro Manila." The use of fiber takes inspiration from the declaration by UNESCO of 2009 as Year of the Fiber. “We have lots of fibers in Davao, such as abaca, durian and banana; our designers can make full use of those resources,” Oscar Casaysay said. "This is just ministerial, all ministerial," Duterte told reporters as he signed the implementation orders, which will implement the preventive suspension orders (PSO) issued by the Ombudsman on City Administrator Wendel Avisado, City Engineer Jose Gestuveo, and City Drainage Maintenance Unit chief Yusop Jimlani over the demolition of Nograles Park. The suspension orders took effect Tuesday, formally putting the three City Hall executives under six months of suspension with no pay. "Tragic, pure tragic," Duterte said, adding that it was him who ordered the removal of obstructions in the waterways of the city, and it is also him who has to implement the suspension of the three officials. "To think I was the one who ordered the clearing of the obstructions, this is tragic," he said after he signed the PSO implementation. As Avisado is suspended, City Legal Officer lawyer Melchor Quitain will be acting as city administrator, while Assistant Legal Officer Osmondo Villanueva will be acting as legal officer. Duterte described the suspension of the three officials as "very much political in nature." "Yes, of course," Duterte replied on the query if the suspension is politically motivated. The city mayor did not elaborate, but said everything that is going on in the city right now will end up until the 2010 elections. As to reports that the city mayor will also be included in future charges, Duterte simply shrugged off his shoulders. "I'd be happy to face the charges," Duterte said. "If you are on the side of what's right, there's nothing to worry about." Marlon Nino Escalicas, general manager of Camella Communities, told Davao Today in an interview that the company has sold almost all 120 units of the Camella Northpoint condominium complex since they started pre-selling in April this year. The brisk sales prompted the launch of the second building. “Despite the crisis, the real estate industry has been surprisingly booming,” Escalicas said during the start of the pre-selling of its second building over the weekend. He said the boom is not only happening in Davao but also in other parts of the country. Pre-selling, which is quite common in the sale of condominium units, means that buyers purchase units before actual construction. Construction of the first building of Camella Northpoint will start this month when the developers expect all materials to arrive from Manila. Excalicas said construction of the second building, a seven-story structure to accommodate 150 units, will start a few months later. Escalicas said the units are targeted for the middle-income market. A first floor studio-type unit with a 21-sq. meter of floor space, costs about 1.49 million pesos while a three-bedroom corner type unit with a large balcony, offering a full view of the complex’s amenities, can fetch up to 4.75 million pesos. Cayon / Report Wednesday, 05 August 2009 19:51 DAVAO CITY—The association of business process outsourcing (BPO) companies here has firmed up plans to launch a global marketing blitz beginning next month to draw more BPO companies to this city, only recently ranked fourth among areas in the country preferred for BPO operations. Eriberto Barriga, vice president for external affairs of the Information and Communication Technology (ICT)-Davao City, said a committee would be formed to finalize the plan to send a team to Singapore and selected cities in Australia and some countries in Europe. He said Dubai was taken out from the target areas “because that city also shifted position and invited instead BPO locators to their area.” “We are already preparing ourselves to go into a marketing of the city as a premier destination of BPOs not only in the Philippines, but also in the world,” he said. He said the world continues to host a huge market for BPO companies seeking relocation to other countries from their current host countries, including India. Barriga said the existing BPOs operating here have high accolades for the city. Right now, companies like US firms Sutherland and Concentrix Corp. have already prepared expansion programs and would hire 2,000 more employees. Sutherland, currently with 1,000 seats filled, would hire 1,500 more, while Concentrix plans to hire 500 more. The others, like Western Watts, Cyber City and Call Box, have also reported robust income on their Davao City operation. The city’s BPOs have hired 6,000 employees in the call or voice centers, and another 800 to 1,000 employees are into nonvoice operations such as medical transcription, software development, legal and finance, and accounting. About 16 big to small operations are into the call-center business, and 32 others are engaged in nonvoice BPO. Barriga said two more foreign big companies are set to put up office and field operations here this year. One of the companies already has one Manila office. Barriga said the marketing work abroad would become a regular activity of the ICT-Davao City. The organization has rued the lack of interest of some Davao City officials, including councilors. For several years already, the organization has lobbied for an ordinance or official policy that would grant expanded incentives to investors, including those in the BPO sector. For the BPO industry, he said additional incentives would include granting discounts and another set of incentives if the operators would expand their operations to hire double their capacity. “It would be an added incentive, actually a major incentive, if the city government would allocate a piece of land to be developed by the private sector,” he said. Barriga said the land would be developed into an IT park to enable companies to enjoy investor incentives. He said the BPO association would agree to be given a site in Mintal, about 15 kilometers northwest of downtown Davao City, “because this is suitable, being situated in the area where the good schools are found.” The University of the Philippines campus in Mindanao is found here, including the Mindanao campus of the Philippine Science High School. The city produces an average of 15,000 graduates, many of them recognized as quality products. “The Ateneo de Davao University, for instance, is producing more than 20 programmers. Lizabel Holganza, president of Information and Communication Technology (ICT) Davao, said this city of 1.3 million people would be the site of a mission of BPO companies from Australia, Japan and Singapore that may be inclined to relocate their existing place of operation. She said the inbound mission would be part of the strategy of the city to win more interest from operators of this so-called sunshine industry as a relocation site, when the Philippines also continues to invite more outsourcing companies believed to be seeking relocation sites away from countries severely hit by the global financial crisis, or whose host countries have demanded higher fees. But I did. The escapade last weekend had me tagging along with the crew of Sports Unlimited taking pictures, jotting notes and chatting up everyone. Dyan Castillejo Garcia and Marc Nelson were exactly how I expected them to be; rippling muscles and cool as a cucumber. She had brought along her husband and son and he had brought along his mom. Gene, the assistant producer, Jake, the head writer, and Joseph, Dong, and Bernard, the videographers, were already walking towards Maryknoll’s jetty and lugging along their video cameras, boom microphones, batteries, wires, and luggage. I didn’t know the itinerary but was mighty glad to be cruising on a rib (i.e. a rigid inflatable boat) as our host, Sonny Dizon, showed the way on his jetski to the first stop: Maxima. It’s a beach house standing on heavy stilts smack in the sea beside one of the jetties along the coastline of the Island Garden City of Samal (IGaCoS), or simply Samal Island. Perfect for beach bums who want some exclusivity. And perfect for scuba divers who can rent scuba tanks at P150 and explore San Jose Wall Cave further up. Sonny Dizon explained Maxima’s named after the pearl oyster, Pinctada Maxima. Formerly a family vacation house, Maxima has been renovated to accommodate 10 guests at a time who can make use of its four bedrooms, three bathrooms, showers, toilets, and kitchen for an overnight stay at P10,500 during weekdays and P12,500 during weekends. Additional guests pay P300 each and can stay at the cozy dorm attic along the coast with a kitchen and toilet bath that are still being constructed. As soon as the Sports Unlimited crew finished securing their bags in Maxima’s rooms, Sonny Dizon made us jump aboard the rib again and head towards Penaplata wharf where vehicles were lined up to take us over rough winding roads to the opposite end of Samal facing Compostela Valley (Maco and Pantukan) and Davao Oriental (Banaybanay and Lupon). After the umpteenth uphill stretch that dangerously swerved our vehicle, there lay Kalinawan, one of the most charmingly rustic beach resorts I’ve ever been to. The bamboo, wood, nipa, rocks, stones, shells that decorate the toilets, chairs and huts on the two-hectare property have been designed to blend with the contours of the land to keep the place as au naturelle as possible. Kalinawan’s owners, Vip and Mylene, worked in America for 20 years when they decided to pack up and come home. Visiting Philippine beaches was the first thing they did. Kalinawan, the couple tells me, is their beach paradise dream where people can either relax by the beach or do extreme sports like snorkeling, kayaking, diving, zip lining, and the biggest hit: rock climbing. Kalinawan’s 80 ft high and 100 ft wide natural limestone rock formation by the seaside is a favorite of adrenaline junkies who want to have a go at the real thing. According to Vip, the best way to get to Kalinawan is to mountainbike from Penaplata. Another option is to take the two-hour boat cruise from Sta. Ana wharf. Since renovation is still ongoing, Kalinawan is open only for day tours of up to a minimum of 20 persons at a time at the price of P1,950 per person. Never had I seen such a deluge of thrilled fans who showed their adoration for Dyan and Marc by unabashedly taking pictures with their camera phones. I couldn’t help asking Dyan’s husband how he felt. He joked: okay lang as long as the fans don’t start kissing Dyan! Somebody else from the Sports Unlimited crew informed me fame’s not that bad; its perks exceed its inconveniences. Before everything got too crazy, we quickly walked to the waiting ribs and sped to our fourth and last stop for the day: Kembali. This Asian Balinese leisure residential resort spreads over 50 hectares and is being developed by Filinvest. Kembali’s smallest lot for sale is 750 sq. m., which I must say, is gigantic compared to the usual 140 sq. m.; big enough to not be bothered by noisy next door neighbors who play loud music the moment they wake up. How I’d love to snap up one of these lots and live in blissful s-i-l-e-n-c-e. Pinky, the sales team head, told me Kembali’s a favorite of balikbayans who want to retire in peace and quiet. (Right on.) Sure fits the resort’s name – Kembali – Indonesian for “I welcome you” or “I return my love to you.” Additional perks that homeowners can enjoy are Kembali’s aqua sports facilities and rent out one of the three overnight casitas at P3,000 for six persons. [Those interested in checking out the lots at Kembali may call (028) 227-0946.] I befriended Sylvia le Bot, one of Kembali’s guests who lives in Europe but has dived all over the Philippines: Apo Reef in Mindoro, Anilao in Batangas, Donsol in Sorsogon, Apo Island in Negros Oriental, and so on. Sylvia gushed with typical French passion about her fascination with the Philippines, a country she visits every year. Several days ago, while working on her inventory of the biodiversity along Kembali’s coast, Sylvia chanced upon a butanding (whale shark)! “Every day,” she said, “there’s something new to see. Kembali’s location at the junction where Davao Gulf meets Talikud Strait is perfect for sighting migrating big fish.” At the same time, Sylvia continues to be amazed by the richness of Kembali’s resident underwater creatures that she has not found in other diving sites she’s been to. For several weeks now, her routine has been walking along the coast of Kembali to scrutinize the shells so that she knows what she’ll meet alive when she goes in the water. Sylvia mused that it will be a real pity to have them disappear because of development and careless and irresponsible divers who do more than just take pictures. (Davao Coast Guard please take note and regulate diving already so that we won’t anymore be hearing horror stories of divers wreaking havoc on Davao City’s marine life with their blatant disrespect.) This is one of the reasons Sylvia, with the approval of Kembali’s management, has made it her personal mission to finish her photo documentation, and use these to have Kembali’s waters declared a protected natural park with guided tourism and controlled fishing to ensure the place remains a marine life sanctuary. The next day’s escapade had us going off to Hagimit Falls where we were shooed in at the entrance without paying the obligatory P5-entrance fee (which on second thought we should have done). On our way down the stairs we met a local, Alex Angcos, who was lugging two sacks of debris. Alex’s in charge of picking up trash and patrolling the area every Saturday and Sunday; a job for which he gets paid P200 each week. Filming began as soon as we reached the water where Marc, his mom, Dyan and her son, tried out most of the little and big waterfalls that make up the stretch that’s Hagimit Falls. “It’s like massage,” Marc’s mom kept telling me. Later in the day after some more kayaking and slide-to-the-abyss runs – first, chest down, and then butt down – we packed up and cruised back to the mainland where we headed to the newly developed commercial area located inside Davao Riverfront Corporate City, along Ma-a Diversion Highway. Our first stop was Crocodile Park where 600 Philippine Freshwater Crocodile (Crocodylus mendorensis) are kept. According to the website http://www.davaocrocodilepark.com, this species of crocodiles are the smallest in the world and were once found in the entire archipelago but are now endangered because of commercial exploitation and its habitat being converted for agricultural purposes to satisfy a rapidly expanding human population. Crocodile Park, a privately owned rescue unit of wildlife animals, aims to protect and conserve the critically endangered Philippine Freshwater Crocodile through educating the public about them. Shows like Wildlife Encounter, Crocodile Dancing, Crocodile Frenzy, Crocodile Encounter, and Tightrope Walking let audiences see, among other things, how the crocodiles use their strong tails to propel themselves up to get at the meat. It’s clear that the message is for us to take these gentle giants’ imminent extinction as a sign that we need to act now to help save what’s left of Philippine biodiversity – including the raptors, monkeys, bearcats, snakes, birds, and other reptiles kept at Crocodile Park. During our visit, Jimbo, the caretaker, was feeding Karlo, the five-year-old orangutan, a bottle of Gatorade. Somebody warned that if I’d touch Jimbo, Karlo would freak out because he’s a very jealous orangutan who thinks Jimbo is his lover. I didn’t dare disturb them. Sheba, the five-month-old tiger, was let out of the cage and just wouldn’t sit still. Like a giant kitten, she was always jumping and rolling around and almost bit off Marc Nelson’s leg in her playfulness! Also awesome to watch were the Philippine Sailfin Dragons which are so called because of the high crest of skin on the base of the male’s tail, which is supported by bony projections of the tail vertebrae. I was holding the umbrella for Dong as he tried to film them up close. But when one of the Dragons came running straight at me, I shrieked and bolted. There we got a taste of Zip City’s first zip line which is going to be open to the public on April 18. When the other phases follow suit, it’s going to be a whole new ball game for ziplining aficionados who can fly, so to speak, from one hill to the other in circles. For sure, the two jampacked days left us dead tired. Yet we hadn’t even made a dent. Jake mused that there are more than 7,000 islands in the Philippines so Sports Unlimited never runs out of fun things to do; especially in Mindanao, the extreme sports paradise. I totally agree. And duller still if we didn’t meet the people who have learned the art of using these gifts of nature to the fullest. Even roots and twigs that go unnoticed captured the attention of admirers who viewed the Ikenobo and Ikebana arrangements we saw during the opening of the annual exhibit at the SM Entertainment Plaza on July 31. Ikebana, as we all know, was first introduced in Davao City by the late Doña Carmen Soriano in the mid 80’s. The Japanese art of flower arrangement became so popular with the Davaoenos that the organization grew into various chapters and attracted members of different nationalities. Guest speaker at the opening ceremony was Mindanao Trade Expo Foundation’s Ann Pamintuan who did the honor of cutting the ribbon for the exhibit, assisted by Hon. Consul Hiroshi Matsuya of Japan, Madam Nurlela Partawana, wife of the Consul of Indonesia, Madam Amelia Amani Lee, wife of the Consul General of Malaysia, Ms. Margie Sy, President of Cebu Chapter 145, Ms. Evangeline Cheng, President of Manila Chapter 108 and Ms. Giggay Delos Santos, President of Davao Chapter 133. Doyo Philippine Daily Inquirer First Posted 02:41:00 08/08/2009 Filed Under: Environmental Issues, Agriculture, Consumer Issues, Health MANILA, Philippines — “Dili kami peste (We are not pests.)” This is the cry of communities near banana plantations in Mindanao who have to suffer the adverse effects of regular toxic aerial spraying meant to kill pests in bananas. School children on their way to school, farmers cultivating their small farms, people drinking coffee al fresco and families doing their daily chores are among those who suffer indirect hits and have to run for cover when airplanes unleash pesticides on vast banana plantations. While they are not the intended targets, there is no way they can avoid getting hit by the airplanes’ toxic load. Respiratory and skin ailments are among the first signs of a toxic hit. Farm animals, edible plants and water sources also catch their share of the toxic rain. Listen to our story Representatives of Mamamayan Ayaw sa Aerial Spraying (Maas) are now here in Manila to inform people, particularly government authorities, and to get support for their plea to ban aerial spraying. Maas is a member of the National Task Force Against Aerial Spray composed of 14 legal, environmental, church and women’s groups. Wearing black T-shirts and red headbands with the words “Dili kami peste” and “Stop Aerial Spraying,” Cecille Moran and Liezl Bacalso, both of Davao City and members of Maas, have been visiting schools, and church-related NGOs and civil society groups in Metro Manila in the past week to seek support for their campaign. They carry with them research materials on the dangers of aerial spraying and expose the havoc it has created in the lives of residents living near banana plantations. “We are not squatters,” Moran, 46, told the Inquirer. “We own our farms and grow food as a means of livelihood.” Many families who live in-between plantations are exposed to constant spraying, she said. Fruit trees and farm animals have died. “We watch the leaves of the malunggay tree wither,” she said. Malunggay is considered one of the most nutritious leafy vegetables and is easy to grow. Toxic drift Aerial spraying is not the only way to fight pests, Moran said. There are other ways, among them manual and boom spraying, Moran added, but banana plantation owners prefer the aerial method to cut costs. Davao City is not the only place in Mindanao that has to put up with aerial spraying, Bacalso, 21, said. Davao City’s feisty mayor Rodrigo Duterte is a vocal antiaerial spraying advocate, she added, and the local government had passed an ordinance against it. But the Philippine Banana Growers and Exporters Association (PBGEA) challenged the ordinance in court. Moran was one of the farmer-intervenors in the case of PBGEA vs. the city government. Maas got a favorable decision but PBGEA elevated the case to the Court of Appeals. Meanwhile, aerial spraying continues. According to MAAS, aerial spraying is a way of applying pesticides on agricultural crops with the use of airplanes. In the Philippines, exporters of Cavendish bananas use this method to kill the Sigatoka fungus. Filipinos prefer the native varieties which are sweeter. DOH study Aerial spraying hits not just the intended targets but human and nonhumans as well that happen to be within the range of the toxic fallout. Maas said that the toxic drift reaches 3.2 kilometers on the average. In May 2009, the Department of Health released the study “Health and Environmental Assessment of Sitio Camocaan, Hagonoy, Davao del Sur” which showed that residents exposed to the spray were found to have pesticide traces in their blood. Air and soil outside plantation boundaries were also found to be contaminated. The study recommended banning aerial spraying and a shift to organic methods. Maas said that the tridemorph and chlorothalonil fungicides used in the Philippines are banned in other countries. Animal studies have shown that the fungicide mancozeb could cause cancer. The ground breaking 1962 book “Silent Spring” by Rachel Carson described aerial spraying as “an amazing rain of death.” Banned in 2001 According to Maas, the provincial government of Bukidnon banned aerial spraying way back in 2001 and North Cotabao in 2004. Banana plantations have thrived without the aerial spray, Maas pointed out. Davao City’s 2007 ordinance is being challenged by plantation owners because it supposedly violates their right to property. Senator Miguel Zubiri and Representative Rufus Rodriguez have filed bills to ban aerial spraying in the entire country. Constitutional expert Fr. Joaquin G. Bernas, SJ, has repeatedly tackled the issue in his Philippine Daily Inquirer columns. He cited Section 16, Article II of the 1987 Constitution which says: “The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature” and Section 15 which says “The State shall protect and promote the right to health of the people and instill health consciousness among them.” Anti-spraying advocates have an on-line petition at www.dirtybananas.org (http://www.dirtybananas.org). It was kinda big, similar to NCCC Mall or SM City Davao but not as big as regional malls such as G-Mall in Bajada or Ayala Center in Cebu and ofcourse aint as small as Centro Mall in Matina, Robinsons Cybergate in Bajada or Banilad Town Center in Cebu. Dela Peña (The Philippine Star) Updated August 10, 2009 12:00 AM MANILA, Philippines - The Ayalas, who are known for their high-end, high-profile real estate development projects, are now beginning to gaze on mini-malls which have emerged as a convenient alternative to big shopping centers. In a chat with reporters Friday, Ayala Land Inc. (ALI) chief finance officer Jaime Ysmael said the group is venturing aggressively into the development of mini-malls or community malls as part of a new strategy to boost sales. Consumers generally welcomed the small neighbourhood centers as an alternative to going out of their way to larger malls just to pick up a few items. Ysmael declined to disclose where the group intends to build its mini malls community shopping centers, saying everything is still under study. Among the new products to be launched by ALI include Solenade at Nuvali (a mixed-use complex offering dining and shopping convenience), retail concepts at the UP-Ayala Land TechnoHub, MarQuee Mall in Angeles, Pampanga (which is slated for opening in the second half this year), Abreeza mall in Davao (which is targeted for opening in 2011). ALI continues to busy itself with the completion of ongoing projects, with at least 129 projects being simultaneously executed. But I remember nga 40k ra man ang GLA sa Abreeza so if mao na ang case then nasa mga 65K sqm ra ang Abreeza, so slightly smaller than SM Ecoland 40,000 sq.m. lang ba?
