This column appeared in SunStar today, October 2, 2009. This past weekend, the scenes on TV from Manila were horrific. The flooding in Manila was devastating. The suffering of the people was heart wrenching. It’s really a time to count our blessings. Count our blessings? Yes, I believe it is time for that. We are blessed to be Dabawenyos. Imagine the differences here compared to other places around the Philippines. Mindanao is the only part of the Philippines that is outside the typhoon belt, we have beautiful weather here! We have an abundance of so many things here in Davao, we really need to count our blessings for that. Davao is hounded with flooding whenever it rains very hard, but it certainly is nothing like we saw on TV over the weekend. Yes, we get a few centimeters of water on the City Streets, and we complain. It’s human nature, we want the streets to remain dry, of course. But, when was the last time you saw the water waist deep, or heaven forbid neck deep in Davao City? It just doesn’t happen here. As the flooding hit Manila, what was the next thing we saw on TV? People were hungry. Here in Mindanao we live in a land of abundance when it comes to food. Fruits and other kinds of foods are plentiful, and inexpensive too. Yes, I believe that as Dabawenyos we are really blessed. Those who are from other areas, though, away from Mindanao, only talk about what a bad, or dangerous place Mindanao is. Just the mention of Mindanao brings fear to those people. It seems they don’t realize that only a few parts of Mindanao present danger, the vast majority of Mindanao is a beautiful, unspoiled and safe place! Especially Davao City. A lot of times, when we have visitors come to Davao they rave about the place. It’s so beautiful, such a wonderful life! The food is so cheap and abundant. Yet, others tell them to fear Mindanao. Why? Because those who advise fear have never set foot in Mindanao. And, when it comes to danger, that’s about as far as you could get from Davao while still remaining on the Island. Yes, even as I write this, things are not comfortable for those in Metro Manila. Most of the water has drained off, leaving a ton of mud on the streets, in the homes and just about anyplace you might look. It’s dirty, and there is a lot of work to be done. I feel sorry for the people in Manila, no doubt about that, and I pray for their well being. William "Yam" Laranas returned to his hometown of Davao City in time to present an important milestone in his movie directorial career, his first Hollywood movie titled The Echo. The Echo is perhaps the first Hollywood film adapted from a Filipino movie. And it's a landmark project not just for Yam but also for the Filipino movie industry that for its long history has been known as a Hollywood copycat. Sun.Star accepts donations for victims of Typhoon Ondoy In 2004, Yam was commissioned by Regal Films to create a horror film. The product was the movie Sigaw which starred Richard Gutierrez and Angel Locsin, the movie deals with a young man who moves into a haunted apartment. In 2006, it attracted Hollywood film producer Roy Lee, who was also responsible for remakes of Asian films like The Grudge, The Ring, The Departed and My Sassy Girl. Roy Lee brought the rights from Regal Films to pave the way for its remake. From its casting auditions, Yam plucked actor Jesse Bradford (Swimfan and Flags of our Fathers) to step in the main role which was played by Richard Gutierrez in Sigaw. Amelie Warner plays the role of Angel Locsin in the movie, Kevin Durand (X-men origins: Wolverine, Austin Powers) plays the role of the abusive cop which was originally played by Jomari Yllana. While Iza Calzado retains her role as the brutalized ghost-neighbor in the Echo. Also appearing in The Echo were actors Pruitt Taylor Vince and Carlos Leon, who is well known as Madonna's ex and the father of the pop superstar's first child Lourdes Maria Ciccone Leon. "It was overwhelming at first," says of Yam during his experience with the film. But he says the system is basically the same as in shooting in the Philippines but he says he had to be careful about certain idiosyncrasies and sensibilities of his cast especially since he is working with British and American actors. He also noticed about the strict professional system in Hollywood. "They are strict about the maximum 12 working hours," says Yam noticing the rule, which he has adapted in his new directorial project, GMA Films' thriller Patient X. The excitement of making Sigaw basically overpowers anything says Yam. "I basically went to L.A. to make a movie," he says. The term "Hollywood film" was just a brand and he was not conscious of the tag when he made The Echo. In the film, direk Yam retains and enhances the brooding atmospheric character of Sigaw particularly, with a more eerie sound, which becomes a more integral part of the movie. Several aspects of the story were reworked but the core of the story which is domestic violence remains as more chilling. The scariest parts of the movie are not the ghosts but the picture of domestic violence, Yam reveals. He says he is greatly affected when he sees news of women being beaten and abused. More than a ghost story The Echo and its earlier film Sigaw deals about the brutal nature of domestic violence. Asked to compare Richard Gutierrez and Jesse Bradford, who played the main roles in the original and the remake, Yam says he was lucky to pull off the Richard and Jesse's acting in the two films. When Jesse watched Sigaw, he was impressed by Richard's acting, says Yam. While Richard was ecstatic watching the Hollywood actor playing his character during the Philippine premiere. However, it was Iza Calzado whom Yam gambled to bring her on board for the remake. He says that several famous Hollywood actresses auditioned for Iza's role. He recalls being star-struck during the casting auditions since the only time he has seen them was watching them in the movies. But Yam believed in Iza and got her for the role which she reprises in the original. The Davao City National High School class of 1985 alumnus was all praises for the Filipina actress. So impressive that even the crew was moved by her performance. "There was one scene where she was beaten up, she inspired the crew to pass-the-hat where the money collected was donated to a women's welfare," Yam recalls of Iza's acting prowess. Done in an indie production budget of $5-million, The Echo has achieved rave reviews from many critics when the movie was shown in Cannes and Montreal. Currently, Yam is working a script which he hopes will be made in L.A. Direk Yam, is nowadays preoccupied with the editing of his current film titled Patient X which stars Richard Gutierrez and Cristine Reyes. The film's two stars recently were in the news when at the height of Typhoon Ondoy, Richard rescued Cristine from the rooftop of her house in Marikina City. Yam recalled the time when Cristine was frantically calling him. He called on Richard to check on Cristine. Yam recalls he never realized the gravity of the flood when Richard told him he was going to Cristine on a speedboat. Patient X he says is a new take on the Aswang folklore. He says it's like The Echo in steroids. While The Echo was known for its slow-paced suspense, Patient X will be a fast-paced, hyperactive thriller according to Yam. The suffering of the people was heart wrenching. It’s really a time to count our blessings. Count our blessings? Yes, I believe it is time for that. We are blessed to be Dabawenyos. Imagine the differences here compared to other places around the Philippines. Mindanao is the only part of the Philippines that is outside the typhoon belt, we have beautiful weather here! We have an abundance of so many things here in Davao, we really need to count our blessings for that. Davao is hounded with flooding whenever it rains very hard, but it certainly is nothing like we saw on TV over the weekend. Yes, we get a few centimeters of water on the City Streets, and we complain. It’s human nature, we want the streets to remain dry, of course. But, when was the last time you saw the water waist deep, or heaven forbid neck deep in Davao City? It just doesn’t happen here. As the flooding hit Manila, what was the next thing we saw on TV? People were hungry. Here in Mindanao we live in a land of abundance when it comes to food. Fruits and other kinds of foods are plentiful, and inexpensive too. Yes, I believe that as Dabawenyos we are really blessed. Those who are from other areas, though, away from Mindanao, only talk about what a bad, or dangerous place Mindanao is. Just the mention of Mindanao brings fear to those people. It seems they don’t realize that only a few parts of Mindanao present danger, the vast majority of Mindanao is a beautiful, unspoiled and safe place! Especially Davao City. A lot of times, when we have visitors come to Davao they rave about the place. It’s so beautiful, such a wonderful life! The food is so cheap and abundant. Yet, others tell them to fear Mindanao. Why? Because those who advise fear have never set foot in Mindanao. And, when it comes to danger, that’s about as far as you could get from Davao while still remaining on the Island. Yes, even as I write this, things are not comfortable for those in Metro Manila. Most of the water has drained off, leaving a ton of mud on the streets, in the homes and just about anyplace you might look. It’s dirty, and there is a lot of work to be done. I feel sorry for the people in Manila, no doubt about that, and I pray for their well being. (DCCCII) is spearheading efforts to coordinate the upgrading of the city’s drainage system with the transfer of existing power and communication lines underground. In a statement, DCCCII president Simeon Marfori II said this is among the many measures needed to be undertaken in order to prevent a disaster similar to what befell Metro Manila and nearby areas due to tropical storm Ondoy last week. “By coordinating efforts, both government and the utilities providers can achieve cost-efficiency and will result in infrastructure that does not pose any harm to both life and property,” Marfori said. He said DCCCII has already conducted several consultative meetings with the utilities and telecommunications companies for the possibility of relocating the web of wires in residential and commercial areas underneath the ground. Marfori said the Davao business community firmly believes that measures to prevent disasters from happening should be in set in place at the soonest possible time and should be given the highest priority by the national government and the local government units. He noted that during the last months, flooding has already been reported in some parts of the city. “Davao is not exempted from climate change. In many cases, heavy and frequent downpours result in knee-high floodwater in some parts of the city,” he said. Marfori said what happened in Metro Manila and other affected areas “cannot be entirely characterized as a result of an abnormal or freak act of nature.” “Poor drainage systems – a result of poor urban planning – have greatly contributed to the seemingly unstoppable rise in the water levels in the already water-logged residential and commercial areas,” he said. Estremera Sunstar Davao STUDENTS looking for a sob story and pitiful photos of soot-covered children at the city's dumpsite for their social science classes will have to look somewhere else. The city mayor has been mentioning it in his television program on Sundays, the city's sanitary landfill is almost done and the city can even become the only highly-urbanized city to have a functioning landfill. It's something the city can be proud of, he once said. Having seen the dumpsite in 2004 just before it was converted into a restricted dump the following year, it was hard to believe how a place designed for garbage could make anyone proud. But that the dumpsite is also a regular part of the itinerary of visiting employees and officials of other local government units should make you wonder what's in there that are bringing in excursionists...And so we went on an excursion as well and found... Nothing. Not a single garbage. That's what was at the old dumpsite in New Carmen. What was once covered with garbage and stank to high heavens is now a rolling terrain of vetiver grass and young mahogany and fruit tree seedlings. Had the engineer of the landfill contractor not said the hill we were facing used to be the old dumpsite, I wouldn't have realized that we were in the same place as I was almost five years ago. Down the hill was the almost-finished sanitary landfill facility. Constructed at P261 million, it is designed to contain 1.2-million cubic meters of residual garbage -- or garbage that can no longer be recycled -- in five to eight years, said Engineer Eliza Guimbaolibot of the IPM Construction, a Manila-based company specializing in sanitary landfills. The end-design, she said, will include a retention pond for leachates or the garbage juice. No treatment plant, she said, since the design and contract they bidded for doesn't include that. Just the retention pond. But it seems like with time, even leachate or garbage juice can be recycled for as long as it is not allowed to freely pour down water sources, "We used to water the vetiver glass with the leachate, the growth was good," she said. Vetiver or Chrysopogon zizanioides is most often used for erosion control because its roots grow downward, up to even six meters down, and not in horizontal mats like all other grasses. Because of its downward root system that digs deep into the soil, it holds the topsoil together. Thus vetiver is used as a stabilizing hedge for stream banks, terraces, and rice paddies. With all those vetivers growing, fragrant essential oil can also be harvested, if anyone would want to. Vetiver oil is in 90 percent of all western perfumes, an entry from Wikipedia says. What used to be a mountain of garbage is now a field of vetivers with blue PVC pipes sticking out from the ground. As one gets a whiff of a leaking gas stove, you are reminded never to light up for a smoke. "There was a worker here who lit a cigarette, he burned his brow," Engineer Guimbaolibot said. The reason, those blue pipes sticking out from the ground are actually releasing methane gas. Government is not utilizing the free cooking gas, these are just released to the air. It's true, the project is 90-percent completed, but it's taking longer than it should. The reason: Davao's regular rains. There are days when they cannot work because their equipment couldn't move around. But they expect the project to be completed within two to three months. In the meantime, the city's garbage is being thrown at a temporary dumpsite in Barangay Lacson, Calinan district. It's a vast private property owned by the family of Cecilio "Boy" Manaois. It's around 36 hectares of rolling terrain that has a guardhouse that only allows authorized persons to enter. Once you reach the dumpsite, it's a scene straight out of "Wall-E" and not Payatas; dump trucks rumbling down the well-graded dirt roads, the air filled with smoke from the garbage, and very few people milling sifting through the rolling terrain of garbage. Among the men is a father of five, who maintains a shack in the clump of shacks in the dumpsite. "That's our sleeping quarters. We don't call it a house since we have our houses outside the dumpsite," he said. His family is at New Carmen, he said, and he goes home every weekend. Only the men who have passed background check and approval by the landowner are allowed inside. Each scavenger has a record of sorts. No one else can enter and scavenge. Also, no family member is allowed inside, no wives, no children. Only full-grown men. It's more organized, he said, but they're earning less now. "The garbage dumpsite owner's buying price is very low. Like scrap bronze, which we could sell at P300 per kilo in the New Carmen dumpsite before is only bought for P90-P100 per kilo here," he said. "The landowner is the one who sets the price." Scrap cartons are bought at P0.30 a kilo down from a maximum of P0.70 per kilo before. All other recyclable trash is bought at prices way below the price they were sold before. All garbage recycled is sold off to the landowner, he said. The man, who asked not to be named, added that they can no longer ask for "cash advance." That's not allowed. In New Carmen, he said, when there was free enterprise, they had "suki" buyers who would allow them to get some cash advances. Not here, he said. But that's part of the arrangement made with the City Government when it was looking for a temporary dumpsite. The area was offered to be used for free on condition that all the recyclables go to the landowner. Monopoly? Yes, but then, there were no takers before. No one wanted the city's tons of garbage, except this landowner. Call it entrepreneurial. Manong, whose children's ages range from 5 to 22, said there are 30 of them in their area and 15 more in an area farther off. He also estimates that at least 90 truckloads are dumped everyday. Data from the city environment and natural resources office shows that the city collects 1,000 cubic meters of trash everyday using 10 compactor trucks with 18 cubic meter capacity each, three open dump trucks with 7 cubic meter capacity each, 40 ten-wheeler trucks with 14 cu. m. capacity, and eight six-wheeler trucks with 7 cubic meter capacity each. Manong has been scavenging in New Carmen for five years before the dumpsite was transferred. Now he's in Lacson doing the same, and intends to move on and follow the garbage trail once it packs up and leaves for the new landfill. That's his livelihood he said, and he still has a five-year-old child to feed. Anyway, even the prospect of a new landfill means garbage being sorted and recycled because only residual waste should be thrown into the landfill as it will cost hundreds of millions more to build another one. In the meantime, the sanitary landfill project is a sight to behold. The mountain breeze reminding you of what it once was before it became a garbage dump -- a rolling terrain of greens. Tesiorna THE Davao City government is ensuring disaster preparedness down to the barangay level as Typhoon Pepeng makes its way into the Philippine area of responsibility. Mayor Rodrigo Duterte on Friday evening met with all village chiefs in the city, including the local police, military and government agency officials to map out actions in case the typhoon affects barangays in the city. Sun.Star accepts donations for victims of Typhoon Ondoy The mayor asked barangay officials to spend a portion of their funds in buying materials needed for emergencies. It was learned that the city only have 14 rubber boats. Businessman Sonny Dizon assured though that he is willing to lend his 10 rubber boats for the city to use in case of emergencies. Duterte warned barangay officials and police that he will hold them responsible in case untoward incidents happen in their respective area of responsibility for their failure to prepare for an emergency situation. "Produce a good result when the time comes. If you have fallen short of your duties, I’ll file charges against you for dereliction of duty," Duterte said. Association of Barangay Captains president Paolo Duterte, meanwhile, took up the challenge of his father. He said they will soon map out an emergency plan for all barangays in the city where they will be identifying barangays that will serve as evacuation centers in case other villages are flooded. This early, the young Duterte said the possible evacuation areas are those that are located in elevated areas like the Catalunan Grande, Catalunan Pequeño and Buhangin. In an interview after the meeting, Duterte said he is holding the barangay captains responsible for the lives of their constituents because they are persons in authority and are the first line of defense of the local government. During the conference, Malaysia noted the development and initiatives undertaken in BIMP-Eaga such as the trial run of the Ro-Ro between the towns of Muara, Brunei and Menumbok, Malaysia. The full implementation of the Ro-Ro link between Muara and Menumbok will come into full swing by December 2009, coinciding with the launch of the new air route that will serve Davao City and Brunei. "This is our retirement investment, although the return of investment won’t be as fast as other businesses, by the time we retire it will be already our source of passive income," Melivo said. While most investors would opt to hold tight on their money these days due to the uncertainty of the world economies, Melivo took the chance and invested some P40 million to construct his 33 suite hotel in the heart of Davao City's Chinatown district. "There are more opportunities during a crisis," Melivo said. "But more than that, the business climate of Davao City is perfect for investments." Cashing in on the shortage of hotel rooms in the city, Hari Royale Suites adds 33 hotel suites to fill in the gap on the growing demand for more hotel rooms in the city. (DCCCII) is spearheading efforts to coordinate the upgrading of the city’s drainage system with the transfer of existing power and communication lines underground. In a statement, DCCCII president Simeon Marfori II said this is among the many measures needed to be undertaken in order to prevent a disaster similar to what befell Metro Manila and nearby areas due to tropical storm Ondoy last week. “By coordinating efforts, both government and the utilities providers can achieve cost-efficiency and will result in infrastructure that does not pose any harm to both life and property,” Marfori said. He said DCCCII has already conducted several consultative meetings with the utilities and telecommunications companies for the possibility of relocating the web of wires in residential and commercial areas underneath the ground. Marfori said the Davao business community firmly believes that measures to prevent disasters from happening should be in set in place at the soonest possible time and should be given the highest priority by the national government and the local government units. Estremera Sunstar Davao STUDENTS looking for a sob story and pitiful photos of soot-covered children at the city's dumpsite for their social science classes will have to look somewhere else. The city mayor has been mentioning it in his television program on Sundays, the city's sanitary landfill is almost done and the city can even become the only highly-urbanized city to have a functioning landfill. It's something the city can be proud of, he once said. Having seen the dumpsite in 2004 just before it was converted into a restricted dump the following year, it was hard to believe how a place designed for garbage could make anyone proud. But that the dumpsite is also a regular part of the itinerary of visiting employees and officials of other local government units should make you wonder what's in there that are bringing in excursionists...And so we went on an excursion as well and found... Nothing. Not a single garbage. That's what was at the old dumpsite in New Carmen. What was once covered with garbage and stank to high heavens is now a rolling terrain of vetiver grass and young mahogany and fruit tree seedlings. Had the engineer of the landfill contractor not said the hill we were facing used to be the old dumpsite, I wouldn't have realized that we were in the same place as I was almost five years ago. Down the hill was the almost-finished sanitary landfill facility. Constructed at P261 million, it is designed to contain 1.2-million cubic meters of residual garbage -- or garbage that can no longer be recycled -- in five to eight years, said Engineer Eliza Guimbaolibot of the IPM Construction, a Manila-based company specializing in sanitary landfills. The end-design, she said, will include a retention pond for leachates or the garbage juice. No treatment plant, she said, since the design and contract they bidded for doesn't include that. Just the retention pond. But it seems like with time, even leachate or garbage juice can be recycled for as long as it is not allowed to freely pour down water sources, "We used to water the vetiver glass with the leachate, the growth was good," she said. Vetiver or Chrysopogon zizanioides is most often used for erosion control because its roots grow downward, up to even six meters down, and not in horizontal mats like all other grasses. Because of its downward root system that digs deep into the soil, it holds the topsoil together. Thus vetiver is used as a stabilizing hedge for stream banks, terraces, and rice paddies. With all those vetivers growing, fragrant essential oil can also be harvested, if anyone would want to. Vetiver oil is in 90 percent of all western perfumes, an entry from Wikipedia says. What used to be a mountain of garbage is now a field of vetivers with blue PVC pipes sticking out from the ground. As one gets a whiff of a leaking gas stove, you are reminded never to light up for a smoke. "There was a worker here who lit a cigarette, he burned his brow," Engineer Guimbaolibot said. The reason, those blue pipes sticking out from the ground are actually releasing methane gas. Government is not utilizing the free cooking gas, these are just released to the air. It's true, the project is 90-percent completed, but it's taking longer than it should. The reason: Davao's regular rains. There are days when they cannot work because their equipment couldn't move around. But they expect the project to be completed within two to three months. In the meantime, the city's garbage is being thrown at a temporary dumpsite in Barangay Lacson, Calinan district. It's a vast private property owned by the family of Cecilio "Boy" Manaois. It's around 36 hectares of rolling terrain that has a guardhouse that only allows authorized persons to enter. Once you reach the dumpsite, it's a scene straight out of "Wall-E" and not Payatas; dump trucks rumbling down the well-graded dirt roads, the air filled with smoke from the garbage, and very few people milling sifting through the rolling terrain of garbage. Among the men is a father of five, who maintains a shack in the clump of shacks in the dumpsite. "That's our sleeping quarters. We don't call it a house since we have our houses outside the dumpsite," he said. His family is at New Carmen, he said, and he goes home every weekend. Only the men who have passed background check and approval by the landowner are allowed inside. Each scavenger has a record of sorts. No one else can enter and scavenge. Also, no family member is allowed inside, no wives, no children. Only full-grown men. It's more organized, he said, but they're earning less now. "The garbage dumpsite owner's buying price is very low. Like scrap bronze, which we could sell at P300 per kilo in the New Carmen dumpsite before is only bought for P90-P100 per kilo here," he said. "The landowner is the one who sets the price." Scrap cartons are bought at P0.30 a kilo down from a maximum of P0.70 per kilo before. All other recyclable trash is bought at prices way below the price they were sold before. All garbage recycled is sold off to the landowner, he said. The man, who asked not to be named, added that they can no longer ask for "cash advance." That's not allowed. In New Carmen, he said, when there was free enterprise, they had "suki" buyers who would allow them to get some cash advances. Not here, he said. But that's part of the arrangement made with the City Government when it was looking for a temporary dumpsite. The area was offered to be used for free on condition that all the recyclables go to the landowner. Monopoly? Yes, but then, there were no takers before. No one wanted the city's tons of garbage, except this landowner. Call it entrepreneurial. Manong, whose children's ages range from 5 to 22, said there are 30 of them in their area and 15 more in an area farther off. He also estimates that at least 90 truckloads are dumped everyday. Data from the city environment and natural resources office shows that the city collects 1,000 cubic meters of trash everyday using 10 compactor trucks with 18 cubic meter capacity each, three open dump trucks with 7 cubic meter capacity each, 40 ten-wheeler trucks with 14 cu. m. capacity, and eight six-wheeler trucks with 7 cubic meter capacity each. Manong has been scavenging in New Carmen for five years before the dumpsite was transferred. Now he's in Lacson doing the same, and intends to move on and follow the garbage trail once it packs up and leaves for the new landfill. That's his livelihood he said, and he still has a five-year-old child to feed. Anyway, even the prospect of a new landfill means garbage being sorted and recycled because only residual waste should be thrown into the landfill as it will cost hundreds of millions more to build another one. In the meantime, the sanitary landfill project is a sight to behold. The mountain breeze reminding you of what it once was before it became a garbage dump -- a rolling terrain of greens. On the eve of the Chinese National Day, a special dinner banquet was held at the Davao Convention Center attended by the who’s who in the local Chinese community. It was attended by Mayor Rodrigo R. Duterte, who inspired all those who were present to donate to the victims of typhoon Ondoy. That night alone, Mayor Duterte got an overwhelming response to the tune of at least 1.3 million pesos from the Chinese community. An official celebration at Davao City’s Chinatown was held at the Friendship Archway along Magsaysay Avenue the next day. It was indeed a fitting commemoration of Philippine-Chinese friendship under the archway donated by the heirs of the first Chinese pioneer in Davao. Davao historians confirmed that the Chinese have been in Davao as early as the 1860s through Spanish Jesuit letters. The column was premised on the overriding belief in the leadership of Duterte, the mayor and the man. “But after five years, with Duterte’s term ticking off fast, it seems like it will be ‘never’, not ‘now’.” I stand corrected. On September 30, a local daily reported that Mayor Duterte had signed on September 22 the executive order that would create local councils to protect the city’s watershed areas. That would mean that Duterte has moved to protect figuratively the spring from which the city draws its water. Says a Chinese proverb: “When you draw water, remember the spring.” It means the mayor has remembered the spring. Duterte’s memory, in the final months of his final term, has not dimmed after all. The operative document, Executive Order (EO) 22, “implements the creation and constitution of the watershed management council (WMC), the barangay watershed management councils (BWMC), and the watershed multi-partite monitoring teams (WMMT) in the city.” Credit should likewise go to Councilor Arnulfo Cabling, author of the legislative basis for the creation of the watershed protection bodies – the Watershed Code, which was approved into law in January 2007. The watershed management councils are tasked with issuing “policies and guidelines and setting the direction of collaboration in gathering, processing and evaluating information on watershed areas in the city and develop plans and strategies towards ensuring its health and sustainability.” I haven’t read the code, haven’t seen a copy of it. But from the provision quoted in the previous paragraph, the councils are expected to lay down the policies and guidelines that would protect the city’s watersheds. The body will also be the repository of all the information about the watershed areas gathered, processed and evaluated by the barangays and collaborating agencies of government and sectors. While I fully support the Watershed Code and the councils created by it, I have some questions as an ordinary citizen. (As I said earlier, I haven’t read the code.) Will the code through its implementing arm be able to put a stop to the slow but sure degradation and wholesale destruction of the recharge areas of the city’s aquifers caused by the relentless destruction of the forests? Aren’t some barangay officials engaged in the illicit trade of felling forest trees and selling them for timber? Will the code through its implementing arm be able to put a stop to the degradation of the recharge points, both surface and underground, of the city’s aquifers through the unconscionable use of dangerous chemicals and pesticides by agro-industries that sit astride the watershed areas? I do not doubt the spirit of the code or the sincerity of the members of the councils but will there be enough political will to drive through the implementation of the provisions of the law? Will there be enough and sustained sincerity to fuel the dedication and determination of the councils to ensure that the provisions of the code will henceforth be alive and animated, not dead as the paper it is printed on? To be sure, the Watershed Code and the councils created will be a potent force to protect the spring. But what about the water drawn daily by the citizens of the city? Are there provisions in the code that protect the water itself, not merely the shed from which it is drawn? The United Nations has identified the main pollutants that degrade and make unsafe the water the people of the city drink: “Groundwater can be polluted just as readily as surface waters. Poorly designed landfills, agricultural activities, septic tanks, industrial waste lagoons, and underground storage tanks can all contribute to the pollution. This pollution is a problem, especially for those communities that (rely solely on) groundwater as their source of drinking water. (Like the people of Davao City.) “Natural filtration of the soil is generally effective in protecting the water from pollution. (However) …groundwater becomes contaminated when filtration is impaired by shallow water tables, soils with low permeability, extremely permeable soils, and near-surface bedrock. Under these conditions, the wastewater does not have enough soil to travel through to be adequately filtered. Pollutants (from animal, human, agricultural and industrial waste) can contaminate the groundwater. If that groundwater is used for drinking, then water borne diseases can become prevalent in those communities which use the groundwater. “Septic waste contamination is particularly a problem and major source of diseases. “Some water pollutants such as nitrate (NO3-), road salt, gasoline and diesel fuel, the herbicide atrazine, the cleaning solvent trichloroethylene (TCE), and the dry-cleaning chemical perchloroethylene, are not filtered out by soil particles. Nitrate, for example, is highly water soluble, and can get into well water for drinking. It can lead to methemoglobinemia (blue-baby disease), which results in oxygen depletion in the blood of newborn infants.” We seriously hope that the Watershed Code addresses squarely these concerns, and that the councils have these problems paramount in their agenda. I was with a feisty bunch of travel writers who had just gone whitewater rafting in the mighty Davao River in Calinan, Davao City. Our group was on a three-day adventure trip to this wonderful province. We were all bleary-eyed as we had to leave Manila at 4:30 a.m. The rains had just ceased when the plane touched down at the Davao City International Airport. Clouds loomed on the horizon, making me worry that the adventure I came here for might not happen. But luckily, the hot summer sun shone through. Atfer checking in at the Waterfront Hotel in Davao City, we hurried to the Crocodile Park for a briefing by the Wild Water Adventure guys, who are experts in almost all forms of outdoor sports. We then headed to the Davao River, 45 minutes away from the city proper. We all caught up on sleep along the way, our only opportunity to recharge before the three-and-a-half-hour rafting activity. For P2,500 per person, thrill-seeking tourists can paddle their way through exciting rapids on a 13-kilometer stretch of the river, occasionally coming to deep portions that are good for swimming. The package includes, aside from the guided tour, transport from Crocodile Farm to Davao River, and a modest but tasty lunch served al fresco. Aside from the thrill of the rapids, you can feast on scenes of lush forests, which are fortunately being protected not only by the government, but the local residents as well. The good thing is that people take only what they need. They are aware of the bounty of their forests and realize that if they take only what they need, they would never run out of resources. Aside from a wide array of trees and undergrowth, there are occasional sightings of rare animals, such as the Philippine water dragon and predatory birds such as hawks, crows and smaller ones such as the balinsasayaw, the swiftlet that makes a nest out of its saliva, a prized delicacy in many Asian countries. A section of the river has a high rock platform from where daredevils could jump into the water. It looks intimidating, but if you let go of your inhibitions and fears, Nature will richly reward you with an unforgettable experience. Our tiring first day was amply rewarded with a hearty dinner hosted by the Marco Polo Hotel. The group feasted on fresh tuna kinilaw, seaweeds, prawns and a bountiful spread of seafood, complemented by a dessert of mangosteen and durian ice cream, made exclusively in the province. Still fighting sleep deprivation, but energized by the excitement, the group prepared for yet another day of adventure in Davao. Next stop: the Pamulaan School for Indigenous Peoples in Mintal District. This institution, part of the University of Southeastern Philippines, best embodies the words “unity in diversity,” as it promotes the preservation and development of ethnic Filipino cultures and traditions, from the Subanons of Mindanao to the Mangyans of Southern Luzon. Here, aside from acquiring a college education, students get the chance to promote, develop and preserve their identity by honing their skills in ethnic dance, music, poetry and visual arts. A visit to Davao would not be complete, they say, without paying a “courtesy call” to the national bird, the majestic but endangered Philippine eagle, at its sanctuary in Malagos, the Philippine Eagle Foundation. This sprawling watershed area is provided for the breeding of the “Haribon,” or haring ibon, king of the birds. A team of dedicated men and women work doubly hard to save the Philippine eagle, one of the most powerful raptors and one of the largest eagles in the world. Seeing the Philippine eagle up close – or maybe not so close, as most of them stay high up in their large and spacious enclosures *– and learning about its life is an unforgettable experience that arouses a sense of national pride and a desire to contribute something to this noble endeavor, not only for the country but also for the preservation of nature’s ecological balance. Any contribution to the foundation could go a long way and no amount is too little for the organization, which spends around P100,000 for each eagle each year. Saving the Philippine eagle is more than just saving the bird. As my friend, singer-songwriter Joey Ayala puts it in the song “Agila,” will we let this magnificent winged wonder vanish? Will we allow the King of Philippine forests just be remembered in textbooks and posters? The answer, which I believe everyone would agree to, is no, definitely not after getting the chance to see the eagle unfold its seven-foot wingspan, or behold its intense, unafraid, and unflinching stare. Davao is not only host to one of the world’s most magnificent birds, it is also home of the tallest mountain in the country – Mt. Apo, which towers over the province at 2,954 meters or a staggering 9,692 feet. Seeing Mt. Apo is a humbling experience, and the enormity of the mountain – straddling Davao City, Digos City, Kidapawan City and North Cotabato – makes one feel so small and insignificant. One of the best sites from which to view Mt. Apo is Camp Sabros in Digos City, which is being used as base camp for those who dare scale its majestic peak. The adventure camp also boasts of another adventure – the longest zip line in the world, stretching 800 meters from end to end. This experience should not be missed by thrill seekers, as it is a rare chance to feel what it is like to soar above the trees like the mighty Philippine eagle. But more than the adventure, taking the zip line teaches one to let go of fears and apprehensions. The experience allows one to be free, to feel the wind and to marvel at the wonders of Nature, and to appreciate how important it is to take care of and protect our world. The last day of our trip was capped by a visit to Samal Island, where the famous Pearl Farm is located. The best time of the year to satisfy your Davao fruits frenzy When I attended the recently held 2nd Mindanao Catholic Educators Summit last August 19-21 at the University of the Immaculate Conception in Fr. Selga Street, a lot of the participants who came from different cities and provinces here in the South expected to have the best buys for fruits in Davao because it was then the Kadayawan sa Dabaw Festival week. The festival gave them the impression that fruits would be bought in lower prices since it is the season of harvest, but what the price tags that met brought a slight disappointment. True enough, the Kadayawan Festival falls during the harvest season which is usually between the months of July to September. Three years ago, the “Kadayawan” felt the abundance of fruits like the revered durian, rambutan, marang and lanzones which are season fruits along with the common pomelo, banana, mangoes and others that are available all throughout the year. However, this year’s celebration had a different experience, season fruits are costly, and the harvests were not ready yet. But then again, the harvest has always been unpredictable especially now that the climate is constantly changing. But when September came, the abundance of season fruits started to be felt and on its second week, fruit vendors sprung literally from every street and corner of the city with cheaper and more delicious durian, rambutan, marang and lanzones. When fruits starts to flourish, season fruits could be bought anywhere in the city with its prices cut to almost half and sometimes more than it. Fruit Shopping in the Midst of Abundance You can see it on the streets and smell it in the air when the best the time for those who crave for Davao's fruits is here. When durians start to flourish throughout the city as it is being delivered down from the areas of Calinan and its neighboring towns, they can then be bought in its lowest price and from just about anywhere from the fruit stands of Magsaysay Park to every major street in the city in pick-up trucks and carts. While it can be bought for about 60 -100 Pesos per kilo when not in season, durian can be purchased for only P 20 to 35 per kilo when in season. There are also those that sell durian by piece, ranging from 10 - 30 pesos depending on the size and the variety. Among the expensive variety (which differs from 10 - 20 pesos per kilo from other varieties) are the Arancillo and Puyat considered by many to be sweeter and has thick pulps. Today, there are also stalls that offer "Eat all you can” for durians for only 80 – 100 pesos, enough to satisfy your durian frenzy. Buyer beware… especially if you have a high blood pressure. Durians don’t need to have the label “No Approved Therapeutic Claim” from the Bureau of Food And Drugs, but their deadly stories abound. Check your blood pressure, guys. Rambutan, marang and lanzones which are also in season during these times can also be bought in lower prices. Rambutan and lanzones range from 20 – 40 pesos per kilo and marang (which is most of the time sold by piece) costs from 10 to 20 pesos depending on the size. Prices of fruits are lower in carts, makeshift fruit stands along the highway and in pick-up trucks turned stores that can be found in almost everywhere. From the north, makeshift fruit stands could be found in the areas of Bunawan, Tibungco Public Market, Panacan to Buhangin Diversion Road. Low cost fruits could also be found in Bankerohan Public Market and other public markets around the city. If you are lucky enough, during nights, around 8-9 pm, some vendors cut prices down to almost half of the original price just to sell off all their products. For those who want to buy in bulks, it is advisable to buy it straight from farm owners in Calinan, Mintal, Tugbok, Marahan and Baguio District which is only an hour and a half (the most) from the city. You may avail of special discounted offers and may bought these fruits with a 20%-30% less than those being sold in the city. Tastes Like Heaven, Smells Like Hell In selecting the best quality of fruits, a general description could not be fitting. Durian are said to be best when it begins to crack or fall off its branch, but being available already in baskets and stands, it is really hard to tell. Others say that a durian is sweeter when its odor is stronger. “Tastes like heaven, smells like hell,” as they say. Yet, common sense may suggest that those stands being patronized and crowded by most people could offer the best value for your money. By buying fruits in season, you can enjoy it in its best quality and in a more affordable price. The facility has a capacity of 102 yachts ranging from 9.76 meters to 20 meters long. Once finished, it will be complete with water and power connections, showers, laundry area, a pump-out station and a small slipway for the hauling and launching of smaller yachts. The plan also includes a one-stop check-in and check-out facility with port and immigration officials within the marina. Target finished date will be in 2009. Personally, when you're on top and your motherland is on danger, you'd rather not have them lay waste on your land. The only fault of him is why he said it though. It's like paying ransom money. Or did they pay it? As for the issue if CdeO will overtake Davao as a major Mindanaoan city, OK, go on, we can never tell who will get it, but then, it's laissez-faire, some will get it, some don't. It's just an appellation. Just work hard, you'll reap the benefits and you'll sow fame. Don't brag about this or that, just work, let your work speak for itself. At least right now, I know Davao, when I left it 2 years ago, is progressing better than ever.
