The efficiency of the Davao City Police Office (DCPO) has always been a source of pride for the citizenry of Davao. As one of the grateful citizens of Davao, I can boast that Davao City has arguably the best set of police officers in the country. The fact that there is 1:1,300 police to population ratio in Davao City, which is far from the ideal ration of 1:500, does not make the DCPO impotent in dealing with lawless elements of the city. This handicap has not in any way decreased the competence of our police officers, on the contrary, our police officers strive and succeeded in addressing the various threats to peace and order in the city. This could not have been possible without the all out support from the City Government of Davao headed by Mayor Rodrigo Duterte. The recent statistics indicated that there is an increase of 78% of the index crimes in Davao City, from 1,365 incidents during January to September of this year compared to the 778 incidents in 2008. But these numbers exist only because of the consolidation of reported crime conducted by the PNP. The numbers mentioned is the total crime reported not only to the DCPO but also to other law enforcement agencies such as the National Bureau of Investigation (NBI), Department of Justice (DOJ), Ombudsman and even the physical injury cases at the barangay level. The DCPO has in fact has made great effort to sustain the level of peace and order that the residents in Davao City has been used to. This can be seen from the many accomplishments the DCPO has done. The DCPO has solved 802 cases of the crimes from January to September. Among these cases were the neutralization of an akyat bahay gang, the apprehension of numerous suspects involved in robbery and hold-up cases, carnapping, murder and homicide cases. In addition, the DCPO has an anti-criminality action plan which would use the DCPO’s intelligence unit, investigation unit, operation unit and community relations to address the growing problem on street crimes, gangsterism and illegal drugs. With this plan, it would further improve the peace and order situation in Davao City. During the upcoming months the DCPO would be more vigilant in crime prevention, especially during the yuletide season. Because the country is still affected by the slump in the worldwide economy, which in turn has increased the problems on poverty and unemployment and these two factors are primary reasons for a commission of a crime. This would necessarily mean that crime rate would increase would only increase. Because of this, the DCPO would enhance police visibility, coordination among intelligence and law enforcement agencies in order to better achieve crime prevention in the city. I am certain that Davao City residents can be rest assured that the dedication and hard work of our police officers will not give up in fighting for the sake of the Dabawenyos. That their relentless vigilance against the lawless aspect of the city would never waive. During the Club 888 business forum Tuesday at the Marco Polo Hotel, Bert Barriga of ICT Davao said that a rough estimate will be at 5,000 IT professionals. "If we can only account for the total number of players in teh city, it will be easier to attract more players and markets into the picture." At present, Barriga said they do not know how many there are in the labor force and what specializations are available. Nationwide, there are approximately 160,000 IT professionals at hand. Davao may end up with 2 sports centers: De Guzman Davao is suffering today with the disrepute of being a “billionaire city” without a decent sporting facility “but who knows it may end up with not just one but two world-class sports domes.” Former Mayor Benjamin de Guzman said the prospects of having two domes is likely, stressing there is no legal impediment to the resumption of the Artica Sports Dome project that he initiated. De Guzman said Artica could complement the Nograles Sports Dome currently being built at the University of Southeastern Philippines (USEP) in Bo. Obrero. Speaking in the radio program of Atty. Karlo B. Nograles, De Guzman said it is the “legal and moral obligation” of the city government to utilize the Artica Sports Dome. The 12,000-seater dome situated in Barangay Maa was built by De Guzman in year 2000 but was mothballed by Mayor Rodrigo Duterte upon his return to City Hall in 2001. Asked about the City Hall idea that the Artica dome could be converted into a crematorium, De Guzman said “I don’t think crematorium is related to sports.” De Guzman said that the donors of the land where Artica sits specifically stipulated that the structure be used for sporting activities. De Guzman also brushed aside claims that there was irregularity in his sporting dome project. “The present city government already paid the P150-million bank loan transacted to build the Artica Dome,” De Guzman noted. “If there was any irregularity, why did they pay for it?” De Guzman said Davao City could redeem its prestige when it would have two world-class domes to show. “The Nograles sports dome in USEP could be the downtown site for sports while the Artica dome could be the uptown alternative,” he said in Kalamboan Dala Tanan radio program of Karlo, lawyer-son of House Speaker Prospero C. Nograles. Karlo said the USEP sports dome could sit up to 8,000 people and has been appropriated with P100-million budget from the national government. He said Speaker Nograles initially secured P60-million but had to find another P40-millon to ensure that the USEP sports dome will be world-class. “It will be fully-air conditioned, with high-tech score boards and have rubberized playing floor,” Karlo revealed. Karlo said the dome being pushed by the Speaker will also have commercial spaces so that it could earn additional revenues. “Speaker Nograles wanted the income be used in properly maintaining the sporting dome and at the same time fund scholarship programs at USEP,” he said. Speaker Nograles has already helped 30,000 students through his scholarship program in which most of them have either graduated or are currently enrolled at USEP. Karlo said the dome project was pushed by his father because Davao City has been losing out in the national sporting program and local tourism. The neighboring Panabo City, whose income is only around 20% of what Davao City earns, has its own modern sporting center. Tomorrow, Panabo will host for the fifth time a PBA game featuring San Miguel Beermen and the Alaska Aces. Karlo said that Davao City cannot also bring in national conventions that could boost local tourism because the city cannot compete with its obsolete facilities. “We have been left behind (by other localities) for so long,” he rued. Also, mejo laid back kc lifestyle sa Davao eh, nice as a retirement haven, and personally, I think a highrise condo cannot depict such lifestyle. How prepared are we? Dams were partly blamed for the flash flood here in Metro Manila and other Luzon areas. I apologize for my ignorance but do we have dams in Davao? Are our waterways existing or operational unlike here in some parts of the capital where it was converted into subdivisions. How bout those people living near Bankerohan river? I remember during my previous visit jan sa Davao, May or June of 2008, there was a sudden downpour of rain around downtown area and in an hour or two, part of downtown area was submerged in water for several hours. Marami ngang cars na tumirik sa may Boulevard. Water was more than knee deep jan sa may Boulevard. And that was just a short (although heavy) downpour of rain. Ondoy was different, it was raining for nights before Ondoy came and it rain harder from Friday till Saturday early morning. I remember during my previous visit jan sa Davao, May or June of 2008, there was a sudden downpour of rain around downtown area and in an hour or two, part of downtown area was submerged in water for several hours. Marami ngang cars na tumirik sa may Boulevard. Water was more than knee deep jan sa may Boulevard. And that was just a short (although heavy) downpour of rain. Ondoy was different, it was raining for nights before Ondoy came and it rain harder from Friday till Saturday early morning. Bert Barriga, of ICT Davao-an umbrella group of IT stakeholders in the city said that the event will help develop and promote the non-voice BPO (Business Process Outsourcing) sector particularly the software development industry in the city. The Saas Entrepreneur camp is a business idea competition where the winning technopreneurial team will get the chance to be funded and mentored by an angel investor from Silicon Valley. Software as a Service (SaaS, typically pronounced'sass') is a model of software delivery where the vendor licenses the software for use as an on-demand service. SaaS vendors typically host their application on their own web servers, usually granting access to customers on a monthly basis. The IT camp is expected to entice software developers into joining the event and Barriga hopes the event will help them to gauge the actual number of software developers in the city, considering that many of them are freelancers and home-based. He gave rough estimate of 5,000 IT workers in the city but said that it is hard to determine their expertise and specialization. The garbage juice will drain down to the retention pond, which will be closely monitored for leaks, Ticos said. Mayor Rodrigo Duterte said the project was the city’s response to the pressing concern over the proper way of disposing garbage. Data from the city government showed that from January to August this year, the volume of garbage collected around the city totaled 272,916 cubic meters. Duterte will reportedly purchase more equipment before December of this year. The City Government will donate it to the Central 911 for an effective service to Davao City's growing population. For updates from around the country, follow Sun.Star on Twitter Central 911 chief operating officer (COO) Mario Verner Monsanto said that the bottom-line in serving the people better is discipline plus service, a formula that made the team effective in the field since it was established in partnership with the Davao Light and Power Company. "For us to provide services to the people, you have to be disciplined and I keep on telling them that," Monsanto said. Mayor Duterte, in collaboration with Davao Light & Power Company's past president and COO, the late Al Aboitiz, launched the Central 911 initially with the call center and 34 mobile units for law enforcement as the primary services. Later it has metamorphosed into a full-blown operating unit to include emergency medical, fire auxiliary, K9 unit and urban search and rescue services. In 2002 alone, after three months of operation starting September, 4026 calls were responded to. Every year thereafter, the volume increased by an average of 4,442 until it reached 38,262 calls acted upon for the year 2008. Compound annual growth rate of responded calls from 2003 to 2008, however registered at 19 percent. Latest reports in 2009 revealed that a majority of the calls are police or law enforcement and emergency medical in nature, representing 74 percent and 24 percent respectively. Meanwhile, the remaining two percent are for the other services mentioned above. "The people in our EMS are registered nurses but they are not working as nurses here, we are a team and we are really our best to be in the area the soonest possible time," Monsanto said. The Central 911 is also using, their key element, the Emergency Computer Aided Dispatch (Ecad), a sophisticated computerized mapping system donated by Davao Light through the initiative of Al Aboitiz as part of its contribution to Duterte's peace and order drive. The Ecad is derived from Davao Light's Geographic Information System (GIS), an advanced computer program that provides a detailed graphical map of the Aboitiz-owned utility's franchise area, including far-flung rural areas and the smallest alleys. The map has X and Y grid coordinates that help locate the electric pole a customer is connected to. These coordinates are termed as the Davao Light Location Code. Each Davao Light registered customer has his own location code printed on the upper right hand corner of his monthly bill. "Right now, people who call for emergency merely inform the call agents on their location through streets and even give directions without realizing that we are still using the location code of the Davao Light. Actually, it will be easier for us to locate the exact location using it," Monsanto said. The three top officials of Davao City were suspended by the Ombudsman for six months without pay for dismantling the cement cover on the waterway in Piapi which also served as one of the main drainage canals for the city poblacion. With the permanent TRO, I suppose that the City Government can now proceed with the urgent need to clear our drainage canals and waterways given the phantasmagoric calamity that has hit Imperial Manila and Luzon. What was wrong from the very beginning was that DPWH went on its own wasting the pork barrel of Speaker Boy Nograles on a project that only aggravate the conditions of a flood-prone area in the city. Those barangay officials and DPWH stooges who claimed in their affidavits that the Piapi area is not flood-prone are lying through their teeth. It is a brazen lie too for DPWH to assert that theirs is the institution that has the final say of what infrastructure plans have to be implemented. DPWH officials come and go and many of them did not even have a glimpse of the city's topography. Who are they to decide what project must the city undertake? From the era of then Mayor Luis T. Santos to the administration of the incumbent Rodrigo Duterte, most of the waterways have been preserved. The World Bank helped the city identify these esteros and had included these in the funds for the Slum Improvement and Rehabilitation project. The ongoing drainage project of the city widened and cemented most of these canals for flood waters to flow quickly into the sea, to prevent squatters from building their shanties in the waterway and so that it can be efficiently maintained. City Hall authorities knew that we have a fourth type of weather which means that we do not have a distinct wet or dry season. Before the advent of climate change, we do not worry much about heavy rainfall although we knew that whenever we get a copious amount of rain, some parts of the city get flooded. But the effects of climate change are getting to be dreadful. Who would ever imagine Luzon and Metro Manila to be submerged in water? Now they talk of political will which was symptomatically lacking among our politicians who pander on the vote-rich urban poor. The irony is that here in Davao, we have a mayor who had anticipated the impact of the climate change and has the political will to do what he thought was right by ordering the dismantling of the cement cover on the waterway, courtesy of DPWH. What prize did he get in return? He was charged for criminal abuse of power while his chiefs of office were suspended for what looks like eternity. When the suspension order was elevated to the Court of Appeals, the court did not dilly-dally in issuing a TRO. Early this week, after the lapse of mandatory period within which the litigants were given the opportunity to respond to prayers and appeals, the CA issued a permanent TRO. Not only has the CA spoken; the heavens too. The flood in Metro Manila has not receded. Amidst the chaos and the sufferings is the call for local government authorities to clean the esteros of garbage and silts, free the rivers and waterways of squatters' shanties; dig up the missing drainage canals before the next storm comes. The inauguration of the city's P268-million sanitary landfill is just part of the local government's solution to the garbage and flooding problem in Davao. For updates from around the country, follow Sun.Star on Twitter Mayor Rodrigo Duterte said what he is looking into now is how to collect garbage effectively. He said he plans to appoint Drainage Maintenance Unit chief Yusop Jimlani to head the new task force that will take charge in the effective collection of garbage, especially in the residential areas where canals leading to the Davao Gulf are located. The mayor said many of the residents who live along the coastal areas, especially those along Boulevard, still opt to throw their wastes into the canal, thus clogging the waterways. Duterte took pride in the opening of the landfill last Friday, saying it is the first huge landfill in Mindanao that will be operational by December of this year. The landfill is located in Barangay New Carmen, Tugbok district and will be using the latest technology in solid waste management. The 3.8-hectare facility was designed to meet the standards of the National Solid Management Waste Commission Technical Guidelines for Sanitary Landfill Design and Operation. Project designer IPM Construction and Development Corporation’s Engineer Ogie Quintos said the P268-million landfill can last for eight to 10 years. BOC District 12 collector Atty. Ronnie Silvestre said during the re-launching of the weekly radio program ARENA XI aired over Radyo ng Bayan that the office has already posted an excess of P 75 million in collection. ARENA XI Forum is an initiative of the Philippine Information Agency, designed to gather national government agencies in a radio forum to tackle programs, projects, and issues that concern the office. "This is one proof that the office if performing well and we had a 31 percent excess in collection compared to last year," he added. The port of Davao is declared one of the luckiest and high-performing areas in terms of customs collection due to the increasing demand of export products coming from Davao City and its neighboring provinces which produce bananas for export. BOC expects a collection of P164 million every month, hence, reaching a total excess of P400 million by yearend. The district is working on a P274 billion target for this year alone. "We fear that with the outcome of our collection, central office might increase our target for next year and hat would require us to double our efforts just to exceed what we accomplished this year," he said.
