DURING noon break, my officemates and I are always placed in a dilemma on where to take our lunch. There are places that we visit once in a while and those which we frequent as often as we can.
Those that we occasionally visit are those that we fancy but are usually either (1) far from the office, thus, it would take more travel time to get there, (2) food is good but service is slow (we only have an hour to get everything done and over with), or (3) food is great but is pretty pricey for humble, civil servants, like us.
But those that we get to frequent all the time somewhat meet all the terms, so to speak. Those are the ones that fit our prerequisites, such as Rachel’s Country Bowls. Not only is this place just a five-minute drive from work, they also serve good, reasonably priced food.
Rachel’s Country Bowls, located along Juan Luna Street (near Ateneo de Davao University) is actually student’s lunchtime haunt (Tip: Want good but inexpensive food? Look for a nearby school!). Although their food is maybe a bit steep for some students, you get all the “luxuries” (i.e., roomy, air-conditioned space, comfy seats, country home ambiance, etc.) you need especially during scorching, lunch hours.
As their name suggests, their specialty is their rice-topping bowl combo. At PhP 65 per bowl, you get a choice of Crispy Binagoongan, Chicken Tandoori, Soy Chicken, Beef Stew, Classic Adobo, and Sweet and Sour Fish Fillet. Don’t make the price upset you as the serving is pretty generous and your food comes with a glass of iced tea and egg soup.
I have tried everything except for their Soy Chicken and Classic Adodo bowls (now I know what to order next time) but my personal favorite is their Crispy Binagoongan because of the crunchy skin of the sinful slabs of plump pork doused with tasty shrimp paste, plus strips of green mango on the side. Heaven! That enough should make you slobber.
I’m also fond of their Sweet and Sour Fish Fillet because you get four to five portions of fried, bread-crusted fish fillet covered with tasty, homemade sweet and sour sauce, and veggies on the side.
Other than their bowl meals, they also occasionally serve chicken barbecue and pork chop, as well as delectable desserts (salads and pastries) that are sure to let you have a truly filling meal.
So if you’re in the vicinity, this should solve your dilemma on where to take your lunch next time.

FOR DECADES prior to the 70s, millions of Dabawenyos depended on rainwater for drinking, cooking, washing and most other uses because the vast reservoir of water – the aquifers – had not yet been tapped. Diarrhea and other water-borne diseases as well as dental caries were common in the city. This was before the birth of the Davao City Water District in 1973.
Very soon, Dabawenyos will be back to extensive use of rainwater for a different reason – to conserve its tap water, reputed to be the best in the world in quality, second only to that of The Netherlands.
Aside from conserving underground water stored in the city’s aquifers, Dabawenyos will also be saving millions, if not billions, of pesos in water expenses if the Davao City Rainwater Ordinance is finally enforced.
The measure, proposed by Councilor Leonardo Avila III as early as five years ago, has been approved on Second Reading, which makes the proposed ordinance as good as approved.
The Avila ordinance, which provides for “Proper Harvesting, Storage and Utilization of RainWater, would require diehard environmentalists and nonconservationists alike to install rainwater containers in their homes or establishments for washing and bathing purposes, watering their plants and other uses other than drinking.
Avila got added inspiration from hotels in Bangkok, Thailand which are able to utilize rainwater for shower purposes of their clients.
“I was there recently for a conference and I was amazed to find that the hotel where I was staying offered a rainwater option in the bathroom,” Avila said.
Avila said the harvesting of rainwater is actually a sustainable approach in the management of water resources in light of climate change. No less than international organizations like the Food and Agriculture Organization and the United Nations have recognized and recommended rainwater harvesting as a sustainable method of preserving water.
“The extensive use of rainwater will go a long way in supplementing the supply of water, especially in areas where there is a limited source of groundwater,” he said. This will also prevent over extraction of groundwater resources, he added.
Harvested rainwater can be used as a strategy to reduce flooding incidents since it reduces runoffs to storm water drains. It can be used for irrigation in both urban agriculture and gardening. It can also be used for domestic, commercial, institutional and industrial purposes.
Avila said Davao City is lucky because it has one of the world’s best potable waters. However, he said, even Davao can face the reality of a water crisis if Dabawenyos would resort to water wastage without implementing water-saving strategies like rainwater harvesting. The entire country, he said, relies mainly on groundwater resources but this can be depleted with over exploitation.
At least 97% of the water production by the Davao City Water District is sourced from groundwater. The DCWD supplies the water demands of the city’s residential, commercial and even industrial users, Avila said, and this demand is expected to increase with population increase and economic boom.
An average household makes use of only 35% of fully treated water for drinking, bathing, cooking and washing the dishes, compared to the 65% used for general cleaning, flushing the toilets, gardening and washing of clothes. Avila said the latter consumption methods can already be supplied by harvested rainwater, which can be a big chunk off our requirement for clean potable water from DCWD.
“This should translate not only to making water more sustainable but in keeping your water bills low,” he said. Even public elementary and secondary schools, as well as coastal and rural households with limited groundwater sources, can take advantage of rainwater harvesting and improve their sanitation in the process.
While his colleagues in the city council lauded Avila’s Rainwater Collection Ordinance, there were doubts as to its legality, particularly the need to amend the Building Code. Councilor Bonifacio Militar questioned the provision of the ordinance which requires the setting up of a rainwater catchment system as a condition required for the granting of a business permit.
Councilor Teresa Marañon was, however, more concerned about forcing people to comply with the system or face the penalty if they are not able to comply with it. Marañon suggested that instead of penalizing the violators, why not provide incentives for those who will comply? Councilor Karlo Bello questioned the wisdom of providing a common penalty for the residential, commercial and industrial sectors.
Avila said harvesting rainwater is already a step towards minimizing the effects of flooding in the city in the light of climate change. Collecting rainwater, he said, reduces surface runoff, siltation and flooding.
Just like other environmental measures, the harvesting of rainwater requires the putting up of the RCS which consists of the collection system or the catchment surface, the conveyance system such as the gutter and downspout and the storage system to include storage tanks. One will also need a treatment and disinfection system and drainage or sewerage system.
Avila said putting up the rainwater collection system (RCS) is not too expensive and may only cost about P5,000 for the average home. RCS can be equal to or less than 50 square meters. “The size of your catchment area is actually the same as the size of your roof,” he added.

I kinda agree with you on that :lol: when it rains, bumabaha ang buong Boulevard (and Obrero... and other streets). As for Agdao, sobrang mabaho and ang OA ng trapik. Maybe because of the tricycles na hindi naman napupuno minsan. Mausok pa talaga. For Bankerohan... the whole place stinks.
Or maybe maarte lang talaga ako? I know that I shouldn't be complaining if I don't have better suggestions at hand. Meron naman but I know that it wouldn't be feasible hehe *shrugs*

1. agdao flyover - 5 ways (to r.castillo, to cabaguio, to boulevard, to dacudao, to lapulapu)

THE BOARD OF INVESTMENTS has approved the registration of seven projects worth about P1.8 billion in the housing, fuel transport, packaging and agribusiness sectors.
The largest of these had a combined investment commitment of P720 million for three low-cost housing developments in Carmona and Imus, Cavite.
The others were the Lessandra Bacoor 2 low-cost housing project of Household Development Corp. in Cavite; Mt. Makiling International Oil Inc.’s P180.05-million facility for the manufacture of cooking oil, soap noodles and laundry soap; and Macondray Plastics Inc.’s P40-million polypropylene banana cluster packaging plant in Davao City.
Two agribusiness ventures likewise secured the BOI nod: Llanera Grains Complex for its P68.76-million rice mill in Nueva Ecija and Freshmax Corp. for its P15-million banana export business in Compostela Valley.
Both projects began commercial operations this month, with Llanera generating 67 jobs and Freshmax hiring 107 employees.

The housing fair that opened at the NCCC Mall in Matina this city was swarmed with homebuyers as the Pag-IBIG Fund also offered its acquired assets for sale at discounted rate.
The fair which started the other day will run up to today is attracting interested people eyeing the low amortization rates offered.
A Pag-IBIG Fund member for two years, Bryan Pojas of Davao Prime Philippines who inquired at the Pag-IBIG booth on the available housing units said an amortization of about P2,000 is very affordable.
“I am interested to own one because we are just renting a space but I need to attend the seminar first so I will be guided properly on how to avail of the housing loan,” he said.
Pag-IBIG Fund Davao branch manager Manolito Olegario said they noted an increase of 10 percent growth of housing loan borrowers as of September 30, 2009 compared to last year of same period last year.
He attributed the in-crease to their active pro-motion of the program even as he said that the demand is there for more units.
He said 50 percent of their borrowers are from outside of Davao City even as far as Cotabato and Surigao.
Assistant manager lawyer Marie Antoniette D. Diaz said Pag-IBIG Davao was able to sell P278.9 million of their acquired assets or 849 units from January to September 2009. For disposal starting this month are 566 units located in established subdivisions Davao City and Davao del Sur
She said that at the housing fair they assigned staff to entertain clients who want to avail of their packages and other queries with regard to availment of the Fund services.
She however reminded Fund members to attend the counseling sessions at their office at Pryce Business Park at J P Laurel Avenue to understand fully the scheme especially on the housing loan program.
Meanwhile Eduardo Ma-nicio, executive vice president of the Social Housing Finance Corporation said that their office was able to assist settlers in Davao City by legalizing the tenure of their occupancy in the area where they spent some P84 million for this purpose.
Manicio was in Davao City for the opening of the housing fair and he said that such activity would encourage and allow the public to know the current policies and programs both of the government and private sector as well as venue for consultation.
Manicio said their office’s goal is to assist those who are already on site through the community mortgage program.
For this year they have allocated about P700 million for their various projects around the country and already he said they were able to assist 1,500 communities or some 180,000 individuals.
Davao City Councilor Peter Laviña on the other hand said there should be wise utilization of land resources for human settlement and this is a challenge for everyone to wisely utilize the natural resources.
He said as part of their effort in the local govern-ment unit is the involvement of the land development sector in the training that they conducted for human settlement programs in this way the resources in the city will be properly assessed and utilized.

DABAWENYOS may still be enjoying abundant water supply but this will not be for long considering the looming water shortages all over the world.
It is thus a good idea to educate the people in reusing their wastewater.
"There are reports that more than half the nations all over the world will face freshwater shortage by 2025 and it is important that Dabawenyos are aware of this blessing and also of their own responsibility towards conserving water," said Councilor Rachel Zozobrado.

This report was validated by researchers at the US-based Sandia National Laboratories, which provides technology solutions to global threats to peace and freedom.
Sandia water experts Mike Hightower and Suzanne Pierce also predicted that as much as 75 percent of the global population will face freshwater scarcity by 2050.
Zozobrado said the Dabawenyos should support legislations and activities that encourage the reuse of water. She said it is always a good idea to reuse water and the Dabawenyos should already start practicing this even without the government's prodding.
The latest City Council Legislation that seeks to reuse water is the Rainwater Collection Ordinance, which was authored by Councilor Leonardo Avila.
"This is an idea that should be followed not only by Dabawenyos but also by people throughout the country if we want to mitigate the effects of water scarcity," she said.
She said while the marginalized sector may find it financially challenging to put up a real rainwater collector, they can, however, invest in a small and affordable tank.
There are lots of far-flung areas in Marilog that do not even have accessible water sources so saving up rainwater and using this for washing their clothes and for other purpose other than for drinking would be a good idea, she said.
"There is always a way to all the challenges that we think will hinder us from reusing water but with determination and simple logic these are easily surmountable," she said. "You do not even have to rely on the rain to reuse water because you can just collect whatever it is you use for washing the clothes and then use it for cleaning the floor or other parts of the house."
Governments all over the world are already rethinking their water management programs considering that economic development depends a lot on the availability of water.
"The industries that power our economy -- including agriculture, mining and energy production -- will all compete for our limited freshwater resources and we should prepare for that eventuality," she said.

A US aquaculture feeds supplier who visited Davao City on Wednesday and Thursday as part of US-Philippines Agribusiness Trade and Investment Mission is eyeing Lobster production in Davao Region.
Over 30 investors from the US, led by US Department of Agriculture Secretary Tom Vilsack arrived in the country and conducted business matching and site visits in Metro Manila and Davao Region.

Among the investments eyed by the group includes biofuel crops production and aquaculture.
"Lobster production in the region will be good. It is one of the most viable industries as lobster stocks are on the decline," said Denzil Niholson of Verdant Ocean Inc., an aquaculture feeds supplier, in an interview. "The region is a good area for development."
Nicholson was part of the US-Philippines Agribusiness Trade and Investment Mission, which brought representatives coming from various agricultural companies in the US who are covering poultry, meat, cold chain, global information systems, and feeds companies.
One of the highlights for this particular trade mission was a site visit to the 60-hectare mariculture park of the Bureau of Aquatic Resources and Fisheries (Bfar) in Panabo City Thursday.
The mariculture park breeds among others high value species of groupers, saline tilapia, sea bass, groupers, snappers, and abalones.
The mariculture park in Panabo City has been identified as one of the most developed in the country.
The group also visited Metro Manila and has reportedly opened investment potentials reaching an estimated value of $330 million.

IT WAS barely a week since I stepped on Canadian soil when Davao’s celebrated international pianist, Dorothy Uyboco-Uytengsu, in her obviously obsessive-compulsive mode, would call me up daily to remind me of a meeting in her beautifully appointed home with the Vancouver-based Pinoy artists she was inviting to introduce me to. “There’s one pretty visual artist who is fast making a name for herself in Vancouver who, I am more than sure, would interest you,” she opined. “Her name is Marissa de Leon-Lopa.”
I was excited as the name is, indeed, familiar. The week before I was leaving for my vacation, the country’s dailies carried feature stories about Marissa de Leon-Lopa’s Ayala Museum exhibition in Makati which was held from May 29 to June 10. Society columnist Johnny Litton also wrote about Marissa and her daughter, Mariel, for the successful opening of their art exhibit “Random Art” at the Mezze! Restaurant in Greenbelt II last July. “Attending the exhibit is a truly exhilarating experience because it shows Filipino artistry at its very best…The artworks of this mother-daughter team are composed of varied places that touched their hearts during their many travels,” wrote Litton.
I had just made my first few steps into Dotty’s picture-perfect home when the hostess suddenly opened the door. The first thing I noticed when I entered, besides Dotty’s smiling face of course, was a framed painting hanging by a wall from a distance. Just then, a pretty mestiza lugging along two framed paintings followed suit. Dotty immediately introduced us.
“Oh, you’re from Davao?” the mestiza asked. When I answered in the affirmative, Marissa de Leon-Lopa’s pretty, mestiza face brightened. I couldn’t help but notice her almost olive-green eyes which betray her patrician, foreign lineage.
“I spent a considerable period of my happy youth living in Davao in the early 1960’s. My maternal grandparents, the Gemperles (of Swiss lineage), owned and run a ramie plantation then which my grandfather bought from its previous American owner,” Marissa so calmly divulged. “Davao was so laidback then and life was so simple. The place is memorable for me. I still remember the lush vegetations, fruit-bearing trees and the beautiful, pristine beaches. I am sure it looks different now. It has been decades since I last visited Davao.”
“Oh, I didn’t know you lived in Davao, Marissa,” Dotty said with obvious surprise upon hearing Marissa’s revelation. As she finished telling her story, Marissa then presented Dotty one painting as a gift to add to her collection. “I am happy to give this to you,” said Marissa as she handed me the other painting. Honestly, I didn’t think twice about accepting Marissa’s present. I was so happy to be the first Davaoeño to own a Marissa de Leon-Lopa painting complete with dedication. And later on during our conversation, Marissa also told me that her mother is originally from Iloilo and belongs to the Lacson clan of both Iloilo and Negros Occidental. And so with my late grandmother, Carmen Lacson-Dakudao. Oh boy, did we really connect.
“In cosmopolitan Vancouver where well-traveled urbanites and trendy city dwellers entertain regularly at home, guests casually check what’s on the walls or what’s on the bookshelves. Paintings of rising artist Marissa Lopa now adorn many an elegant home in Vancouver,” the respected Filipino journalist Mel Tobias later told me when we had lunch with the group in Tang Thai Restaurant. The Thai resto is owned and managed by Deo and Sonia (a Thai national) Perez. Deo Perez is the handsome son of former UP professor and the country’s first landscape architect, Dolly Q. Perez, who is popularly known as the “Mother of Landscape Architecture in the Philippines.” Dotty and Mel were surprised when I told them. The two promised to help Deo advertise his resto.
Mel continued with his informative gossip, “Proud Lopa owners include notable members like therapist Aileen Cervantes, real estate developer Henry Mayuga and his health counselor- wife Evelyn, publisher Cholo Insua and wife Marissa, and the amiable Cynthia Cruz. Retired Hong Kong entertainment publicist Walter Ho and wife Rosanna as well as product branding specialist Ken Ho, also from Hong Kong, are all owners of Lopa’s works.” Mel forgot to mention that Dotty owns four Lopa paintings as well. And prominently displayed in Mel’s cozy and artistically decorated condominium unit in Vancouver is a Lopa painting. Marissa told me that my former UP classmate, now Vancouver-based Architect Chuck de Guzman and his popular dentist-wife Susan (a former UP Dentistry teacher of Doris Tagle Villareal), have also ordered their choice Lopa painting.
Marissa, a licensed and practicing dentist in Manila before she and her family made Richmond, Vancouver their home, started painting at the age of 12. “I started to paint, initially by trying to copy paintings of the 19th century Impressionistic masters like Van Gogh, Cezanne, and Monet that I saw in books. Eventually, I started painting things around me like horses, the sea and landscapes,” the former Assumption Convent girl revealed as she added, “Painting is a way for me to convey the sense of joy, wonder, and sentimentality that I feel as I come into contact with the beauty of nature around us.”
Currently a member of the Federation of Canadian Artists and the South Delta Arts Guild, the versatile artist in Marissa continues to essay the cause of romantic impressionism through her contemporary visual arts with particular focus on the relevance of the physical beauty of nature and the ever changing colors and textures of the seasons. Marissa de Leon Lopa’s art is provincial, born of very local and immediate experiences. The implication is, nevertheless, foundational to the “western” perception of art regardless of the commercial, political, and critical interests extraneous to the art itself. There is just that universality to the way similar patterns emerge internationally. And Marissa de Leon Lopa’s paintings now play a significant part in the rejuvenation of Vancouver’s visual arts forms.

Inventor and businessman Samuel M. Abrenilla topped this year’s search for Ambassador Alfredo M. Yao Intellectual Property Innovation Awards at the awards rites at the Manila Hotel last week.
Jointly sponsored by the Philippine Chamber of Commerce & Industry and Intellectual Property Office, the search aims to promote the intellectual property culture and innovation among the Filipino people.
The PCCI and IPO search will provide the intellectual property rights owner a venue for potential inventors and enhance commercialization of their entries.
Abrenilla who is a consistent winner in the Mindanao and Visayas invention contests finally landed the national search after his entry, called Moxtrack Dehydrator, was short-listed among the many entries submitted for the national search.
The Moxtrack Dehydrator which won the judges’ nod for its competitiveness among Philippine fruits and other agricultural products has three designs. It was also identified as an export partner. Having been short-listed among the competing entries already gave Abrenilla an edge over other nominees. The final screening which was originally scheduled on October 3 was rescheduled for October 10 due to the onslaught of typhoon Ondoy late last month.
The big day came in the evening of October 21 during the PCCI Awards and Fellowship Night when all the short-listed participants were recognized for their contribution. No less than President Gloria Maca-pagal-Arroyo was there to award the prizes together with leaders in the business sectors. Abrenilla submitted two entries, the Moxtrack Dehydrator and the Maxpower MFR 1.01-A Fuel Saving Device.
Abrenilla received a cash prize of P200,000 and a wood-and-brass-made trophy designed by internationally renowned artist Eduardo Castrillo.
The Moxtrack Dehydrator, Abrenilla said, is a new kind of dehydrator targeting high-value agricultural products. He said it is a unique and innovative product of long research. It is not only a dryer. It can also extract moisture to the lowest moisture content and retaining the color and natural properties of the agricultural product. He emphasized that a product with an “ube” color retains its color using the dehydrator.
Abrenilla who for years operated a bakery business in downtown Davao City, encountered a recurring problem of a hot environment within the bakery area. The heat was something most bakeries experience. He said he wanted to have a different ambience for his bakery which he wants to be a come-on for his customers. Even these days the bakery which has gone into franchising business exudes a lively and colourful ambience.
He said acquiring a modern bakery equipment was expensive and was not a sound investment for aspiring bakery owners. His bakery requires a unique bakery equipment as he wanted to come up with a new, less expensive but innovative equipment.

ARCHITECTURE students of Ateneo de Davao University grabbed the juror's choice for Mindanao in the recent Gawad Kalinga-Metrobank Designer Village Challenge (DVC) held last september at the Le Pavillon in Pasay City.
The design competition was intended to gather the best ideas for cost-effective, but very liveable designs for Gawad Kalinga houses.
"The Mindanao winner from the College of Architecture of the Ateneo de Davao University was chosen for their environmentally-sensitive site plan as well as the modernized yet traditional house typology. Both design approaches exude warth of design and pride of place," said Architect Paulo Alcazaren, member of the board of judges.
The Juror's Choice for Luzon are Jeff Ian Bernaldez, Michael Earvin Germino, Manuel Hermano, Sarang Lim and Vanessa Villegas from the University of Santo Tomas, while from Visayas are Jan Michael Con-ui, Joseph Jakin Lee and Christian Mantala from San Carlos University (Visayas).

With the theme "Sustainable and Eco-Designed GK Village," the students used sustainable architectural design solutions and sustainable development principles in their entries while considering the lifestyle, financial status, and needs of the GK community.
Leading the panel of judges is renowned architect Franciso Mañosa, who has to his name the Coconut Palace, Pearl Farm Beach Resort, and Amanpulo in Palawan, among several structures that blends design and the environment.

Genetic testing now available in city

A NOBEL Prize winning biotechnology, which allows early detection and risk reduction of illnesses, is now available in the city.
Ambica Biotechnologies (Ambica), a Philippine affiliate of Reliance Life Sciences of India, a corporation accredited by the College of American Pathologists, has partnered with Surelab Diagnostics (Surelab) to bring its services to the city, said Ambica president Dr. Philip Cruz on Wednesday in a launching at Bistro Rosario.
Through the alliance, Surelab will provide accurate and affordable access to genetic testing to the city by forwarding check-up samples to the Ambica office in Paranaque City, which in turn deliver it to the laboratories of Reliance Life Sciences in India, said Cruz.
In India, the samples will be tested under controlled conditions within 36 to 48 hours.
The results will be delivered through electronic mail or through Surelab at San Pedro Extension, this city in four to five days time, said Ambica president Dr. Philip Cruz on Wednesday in a launching at Bistro Rosario.
"Genetic testing is a medical diagnostic procedure that identifies changes in chromosomes, genes, or proteins. The result of a genetic test can confirm or rule out a suspected gene condition or help determine a person's change of developing or passing on a genetic disorder," Cruz said.
"The test results can help individuals make informed decisions about their lifestyle, being genetic testing is a method of Predictive Diagnostics, predicting the risk of disease before it occurs. Although an increased risk does not mean that an individual will surely get a disease, knowledge that a risk exists will allow an individual to take responsibility of their actions," Cruz added.
Diagnostics services for infectious diseases, qualitative tests for detection and qualitative assessment of bacterial/viral load of infectious agents (such as Tuberculosis, Dengue, Hepatitis A, B, C, HIV, HPV, Chlamydia among others) are made available using the latest molecular techniques ensuring the highest sensitivity and specificity as possible, Cruz said.
Genetic diseases such as the Down syndrome or the neurological disease like epilepsy can be detected even if the baby is still in the womb. In this case, parents can then prepare for the child's condition, said Cruz.
"Through this we can provide a tailored treatment. We will know exactly what drugs should be used for treatment with so much specificity," he said.
"Simply put, the country from the points of Manila, Cagayan de Oro, Cebu, and Davao has now access to a high-end medical technology which is quicker, cost-effective since there is an early detection and the hit-or-miss is avoided. This also eliminates the window period from the time of sampling because results are lessened," Cruz said.
"Personally, I thought this type of technology will never come to the Philippines but it's good that ways were found to deliver this kind of service and that is through outsourcing," Cruz added.
Specifically, the methodology of tests done by Reliance Life Services through Ambica includes the following:
(1) Polymerase Chain Reaction, a Nobel Prize winning technology that has revolutionized diagnostic medicine. It has 97-99 percent specificity and high sensitivity enables detection of low numbers of infectious organisms.
(2) Karyotyping, the detection of structural and numerical genetic aberration in the chromosomes.
(3) Nucleotide Sequencing, a state-of-the-art genetic analyzer is used to identify virus genotypes, mutations in cancer cells, mitochondrial mutations and the precise and repeat sequences in diseases.
(4) Fourescent In-Situ Hybridization, which has important applications as a rapid test to detect specific chromosomal aberrations, translocation and micro-deletions in difficult bio-samples such as products of conception, chrionic villi and amniotic fluid.
(5) Immuno Histo-Chemistry, which refers to the process of localizing proteins in cells of tissue sections. This is used in predictive diagnosis for cancer and other inherited diseases.

Mati offers town to typhoon victims

MATI municipality floated the idea of adopting flood-affected families of Metro Manila provided that the local government to where they come from would shoulder all the expenses of their relocation.
Mati municipal administrator Richard Villacorte said they are willing to offer a vast tract of land for the Metro Manila residents if they wish to relocate to Mati.

He said construction of the housing units for those who would transfer to Mati must be shouldered by the local government unit where they came from.
Another problem they foresee is on the need for jobs the exodus of Metro Manila residents to Mati would entail.
Villacorte admitted that the moment when Mati's internal revenue allotment was remarkably decreased from P300 million to a little over P100 million due to the nullification of their cityhood status, they could not provide jobs for the would-be residents.
Mati Mayor Michelle Rabat, however, raised the necessity for the relocation of some Metro Manila residents to other areas so as to equally distribute the wealth of the nation.
She said people flock to flood-prone areas of Metro Manila because there are no available jobs and little support in the rural areas.
"People will migrate to rural areas once we develop them. So developing rural areas is the only way we could decongest Metro Manila," Rabat said.
She said their failed bid for cityhood could have helped Mati attract people to reside in Mati.
Mati is a first-class municipality with agriculture as its primary form of livelihood.
The town boasts of white sand beaches and islands and is fast becoming a tourist destination in the Davao Region. (BOT)

THE first Filipino brand in mobile phones opened its first concept store in Davao City on Tuesday.
Located at the 3rd floor of Gaisano Mall of Davao, MyPhone concept store opened two years after the brand was started by the Solid Broadband Corporation (Solid Group) of the Lim family, the same family behind the distribution of Sony in the country.

MyPhone applications include peculiarly Filipino features, such as novenas, original Pilipino music, and Filipino street jokes. For its mobile phone units, the highest cost of a unit is at about P8,000 only.

WHO would have thought that Filipino customs and traditions like praying the angelus, telling the ever corny Filipino street jokes, listening to baduy but much loved original Pilipino music, and even the singing of Karaoke can actually reshape an entire industry?
Mobile phone companies coming from Korea, China, Finland, USA, and even Singapore have dominated the highly competitive mobile phone industry, for the longest time.

And reshape did these Filipino traits do to the mobile phone industry as MyPhone launched its Pinoyphone line, is slowly creating its own niche. With barely two years of existence, MyPhone has already acquired two percent of the market share of the entire country.

Students Give their Best Designs for the Poor in GK and Metrobank Tilt
Future architects and interior designers have proven that quality designs are not just for the members of the society’s upper class but also for the poorest of the poor during the awarding ceremonies of the Gawad Kalinga-Metrobank Designer Village Challenge (DVC) held on September 18 at the Le Pavillon in Pasay City.
With entries coming from all over the country, three designs emerged as Jurors’ Choice awardees. The winners of the DVC are Jeff Ian Bernaldez, Michael Earvin Germino, Manuel Hermano, Sarang Lim and Vanessa Villegas from the University of Santo Tomas (Luzon); Jan Michael Con-ui, Joseph Jakin Lee and Christian Mantala from San Carlos University (Visayas); and Harold Jay Delima, Donna Golingay, Kristopher Angelo Nasser, Angelo Raymund Uy and Dave Francis Yangyang from the Ateneo de Davao University (Mindanao).
Metrobank Group chairman Dr. George S.K. Ty led the recognition of winners. With him were Metrobank chairman Antonio S. Abacan, Jr., Metrobank president Arthur V. Ty, Metrobank Foundation vice chairman Dr. Placido L. Mapa, Jr., Metrobank Foundation president Aniceto M. Sobrepeña, chairman of the board of judges Architect Francisco Mañosa and Gawad Kalinga founder and chairman Tony Meloto.
“DVC gives the future architects and interior designers the opportunity to showcase their talents and to show their love for the country,” Mr. Meloto said. “The students who joined this competition will not only become world-class designers but also become great Filipino patriots,” he continued.
With the tagline “The Best Designs for the Least of Society,” DVC is a special project undertaken by Gawad Kalinga and Metrobank Foundation which aims to raise the standards of excellence in building communities for the poor by engaging fourth year and fifth year architecture, interior design and landscape architecture students to design a GK village.
With DVC carrying the theme “Sustainable and Eco-Designed GK Village,” the students adapted sustainable architectural design solutions and sustainable development principles in their entries. Aside from these, they also looked into other aspects such as the work, the lifestyle, the financial status and the needs of the residents to ensure that their design plans would fit the community.
Mr. Sobrepeña, in his message to the winners, said that the youth’s involvement in DVC made the Challenge more special. “Undoubtedly, the Challenge has presented our architecture and interior design students with a rare opportunity to put to the test their artistic and design prowess and create a greater impact on the society by shaping the environment in which its least advantaged members could start a better and a more dignified life,” he stated.
With sites located in Luzon, Visayas and Mindanao, the Challenge required the students to design an entire village based on GK’s community infrastructure program. Sites are located in Brgy. Prinza, Teresa, Rizal; Purok Cosmos, Brgy. Calumangan, Bago City, Negros Occidental; and Brgy. Mulig, Toril District, Davao City.
To ensure that only the best designs would be declared as winners of the Challenge, an illustrious panel of judges, headed by renowned architect Francisco Mañosa, evaluated all the entries. Members of the board of judges include architects Paulo Alcazaren and William Coscolluela, interior designer Leo Almeria, and Philippine Daily Inquirer chairman of the board Marixi Prieto.
Each team received a cash incentive from the Metrobank Foundation.
The Designer Village Challenge is a campaign that aims to empower GK communities by providing the inhabitants humane and decent dwelling places. Focusing on the young minds and talents of the students, the Challenge encourages future architects and interior designers to look beyond the technicalities and dynamics of the applied design industry and create designs that will greatly benefit the underprivileged families of the society.
The Metrobank Foundation is the corporate social responsibility arm of the Metrobank Group of Companies. Inventor and businessman Samuel M. Abrenilla topped this year’s search for Ambassador Alfredo M. Yao Intellectual Property Innovation Awards at the awards rites at the Manila Hotel last week.
Jointly sponsored by the Philippine Chamber of Commerce & Industry and Intellectual Property Office, the search aims to promote the intellectual property culture and innovation among the Filipino people.
The PCCI and IPO search will provide the intellectual property rights owner a venue for potential inventors and enhance commercialization of their entries.
Abrenilla who is a consistent winner in the Mindanao and Visayas invention contests finally landed the national search after his entry, called Moxtrack Dehydrator, was short-listed among the many entries submitted for the national search.
The Moxtrack Dehydrator which won the judges’ nod for its competitiveness among Philippine fruits and other agricultural products has three designs. It was also identified as an export partner. Having been short-listed among the competing entries already gave Abrenilla an edge over other nominees. The final screening which was originally scheduled on October 3 was rescheduled for October 10 due to the onslaught of typhoon Ondoy late last month.
The big day came in the evening of October 21 during the PCCI Awards and Fellowship Night when all the short-listed participants were recognized for their contribution. No less than President Gloria Maca-pagal-Arroyo was there to award the prizes together with leaders in the business sectors. Abrenilla submitted two entries, the Moxtrack Dehydrator and the Maxpower MFR 1.01-A Fuel Saving Device.
Abrenilla received a cash prize of P200,000 and a wood-and-brass-made trophy designed by internationally renowned artist Eduardo Castrillo.
The Moxtrack Dehydrator, Abrenilla said, is a new kind of dehydrator targeting high-value agricultural products. He said it is a unique and innovative product of long research. It is not only a dryer. It can also extract moisture to the lowest moisture content and retaining the color and natural properties of the agricultural product. He emphasized that a product with an “ube” color retains its color using the dehydrator.
Abrenilla who for years operated a bakery business in downtown Davao City, encountered a recurring problem of a hot environment within the bakery area. The heat was something most bakeries experience. He said he wanted to have a different ambience for his bakery which he wants to be a come-on for his customers. Even these days the bakery which has gone into franchising business exudes a lively and colourful ambience.
He said acquiring a modern bakery equipment was expensive and was not a sound investment for aspiring bakery owners. His bakery requires a unique bakery equipment as he wanted to come up with a new, less expensive but innovative equipment.

DCIP head Engr. Roberto Teo said this is the highest during the term of Mayor Rodrigo Duterte although he is confident it could go higher towards the end of 2009.
"By then we could surpass the 1997 figure of P4.414 billion which for now remains highest record so far," he said.
He said there are already projects in the pipeline and proponents are currently complying some minor requirements.
Included in the P4.1 new investments he said are four property development projects namely Chula Vista Residences with capitalization of P661.8 million, Abreeza-P2.48 billion, Santiago Villas, P253.6 million, Deca Homes Resort Residences, P586.8 million. The other investments are My Hotel- P60 million and Coffee-Herbal Processing Plant- P105 million.

Real estate group eyes French retirees for city

BY MID-year of 2010, Davao City will be a retirement haven to French nationals.
This is part of the city's real estate sector promotion of Davao as the boom-city of Asia, said Chamber of Real Estate & Builder's Association Inc. (Creba) Davao Chapter president Carlos Vargas on Monday.
"We're gearing up to promote the city as the boom-city of Asia. We see a big rise in real estate development in the coming years because we do have all the potential to become a big city," Vargas said during Monday's Kapehan sa SM.
The city has been considered as one of the potential retirement havens in the country, Vargas said.
"The PRA (Philippine Retirement Authority) has already identified the city as one of the best places to retire in. Through a series of consultation with the PRA, we're now gearing up for the first batch of French retirees which will come into the city by mid-year next year" Vargas said.
Vargas said the expected number of French retirees is 100 but Creba's target of foreign and Filipino-American retirees to settle in the city is 200 to 300.
"We're hoping for a doable target. The difference is PRA aims for foreign retirees to come into the country but Creba also wants Filipino-Americans to settle here kasi marami ring mga Filipino-Amercans na gustong mag-settle dito sa Pilipinas," Vargas said.
"Itong 100 na French retirees, simula pa lang ito. There will be thousands more who are expected to come when we succeed in promoting the city as both a retirement haven and the best place to invest in," Vargas said.
Vargas said this move will result to much pump priming of the city's economy. "If one retiree will spend $1000 everyday, this would mean hundreds of thousands of dollars for the local economy. Malaki ang magiging effect nito sa ating economy."
The city's potential, Vargas said, lies on several factors essential for development.
"Davao has a good setup eh. We have the hospitals, hotels. The city has a good implementation of law and order, we are flood-free, typhoon-free, and we have the resources. Marami tayong mga prutas, gulay so the cost of living too is very cheap na para sa kanila," he said.

SM City Davao now a cyberzone

IT IS SM's greatest feature as it launched its free access wifi zone anywhere inside the mall.
SM regional manager for Mindanao Debby A. Go led the switch-on of its wifi access on October 30, together with Joanne A. Abrogar, operations manager, Cyberzone, SM Supermalls; Jennifer D. Silan, head, sales and marketing of Philcom; Russel D. Alaba, group brand manager, Vismin, SM; Jay J. Mandulara, brand manager; and Bert Barriga, vice president, Davao ICT Council.
Go said the SM mall in Cagayan de Oro City is also a wifi zone, saying that they wanted to also provide people in Mindanao free access to Internet.
Abrogar said SM Davao is the 24th mall that they had installed the connection and five more malls will be equipped with wifi access before the end of 2009.
She said by the first quarter of 2010, all the 36 malls around the country will have Internet access, one of the value-added services within SM malls with Philcom as their wifi provider.
Meanwhile, Silan said with six megabyte per second, the wifi access at SM can allow 1,500 users simultaneously even as she said that one can get connected anytime in the mall.
Both Abrogar and Silan said they carefully studied the access, including the ban of restricted sites while people access the connection within SM.
Abrogar, however, said that as part of their corporate social responsibility, (CSR) they pay particular attention of banning strictly restricted sites.
She said they had set up a monitoring system even as she encouraged the public to report to SM management any suspicious sites being used.
She said this is a free access and they encouraged the cooperation of everyone inorder to maintain continuous connectivity.
The Davao ICT Council welcomed this new development even as Barriga reminded the public that what SM had offered to Dabawenyos should be put to good use.
Barriga noted that the move of SM to align with ICT sector is a milestone and with that in itself is a manifestation that SM is the key to push for community development.
He said with a bandwidth that runs faster, this is already an advantage and we need to capitalize on this by using it to good use.
He said this is also an opportune time as Davao is now a global player considering that many business process outsourcing companies are eyeing the city as expansion area.
Part of the launch activity is a photo blogging seminar workshop by Davao's first female web designer and freelance journalist Jojie Alcantara.
Alcantara said visuals are important in any website but she said that with everybody now into blogging it is also important that bloggers know some journalism ethics.
"Other than sharing with the participants techniques on photo blogging it is best for them to know that there are ethics to follow because ethics in the formal media also applies in the Internet," she said.
She said this is part of my advocacy to let people understand and learn some media ethics. (Prix D. Banzon)

Debbie A. Go, SM regional manager for Mindanao who switched on the free Internet access service Friday night, said the company’s shopping complex in Cagayan de Oro City has also become a Wi-Fi zone.
Ms. Go said this would provide customers Internet connection whenever they are in the mall so they can surf the Web or check e-mail for work or other purposes.
“This is also good for our mall considering this would be an attraction,” she said.
Jennifer D. Silan, Philcom Corp. sales and marketing head, said the wireless connection can accommodate 1,500 simultaneous users, noting that anyone can get Internet access practically anywhere inside the shopping mall.
Ms. Silan, however, said the management is studying whether to restrict connections by banning sites “not good” for customers. The Davao complex is the 24th in the SM group’s malls with wireless fidelity connections.

There were reports two years ago that the mall would convert its vacant lot of about three hectares into an information and communications technology zone so it can lure investors, particularly contact centers.
Last year, SM Prime acquired another piece of land in Lanang District at the northern part of the city, right next to Insular Waterfront Hotel and in front of the upscale Insular Village.

BBQ sticks banned in Davao

DAVAO CITY – Establishments here using sharp pointed barbeque sticks now face closure and cancellation of their business permits once caught using such skewers after the city council passed an updated ordinance on the ban last week.
The new ordinance raised penalties against business establishments serving food needing the use of skewers or bamboo sticks without cutting their sharp ends before serving them to customers.
Once the law takes effect upon publication, violators shall be fined P300 for the first offense. Subsequent violations would draw imprisonment of one month, closure of the establishment and cancellation of business permit depending on the discretion of the court.
The ordinance was passed last Tuesday and was proposed by Councilors Mabel Acosta, Peter Lavina, Danilo Dayanghirang, Myrna Dalodo-Ortiz and Angela Librado-Trinidad.
According to Lavina, the old “bamboo stick ordinance” needed amendment as the original law was passed during the early 70s.
“Sharp barbeque sticks may be used as ‘instant’ weapon so it is imperative to protect the public by banning the use of skewers that would potentially harm the public,” Lavina was quoted in the vernacular during a recent Kapehan sa SM here.

NABUNTURAN, Compostela Valley — If you think Compostela Valley is landlocked, think again. The province actually has three coastal towns starting with Maco, adjacent to Tagum City, then Mabini, and finally Pantukan, at the doorstep to Banay-banay in Davao Oriental.

Surprising, it took an almost land-locked valley to pioneer the holding of an outdoor water volleyball, perhaps the first in the region or, for that matter, in Mindanao and the whole nation.
“The most common beach sports event is beach volleyball, but Compostela Valley wants to impress on other non-landlocked provinces that there is such a thing as playing volleyball with half of the body submerged in water…and this water is not swimming pool water,” Compostela Valley provincial tourism officer Christine T. Dompor said.

The idea, Dompor said, had seemed childish at first when she and her tourism staff conceptualized the holding of the First Provincial Beach Sports Festival on June 7-14 as part of the 2nd Provincial Sports Festival.
The lined-up events were the regular competitions in beach volleyball for both men and women at Beach View Resort in Pindasan, Mabini, an Amazing Race in Manaklay Beach Resort also in Pindasan, and a Reggae Band competition in Beach View Resort, also in the same coastal village.
“We had to start from scratch, we had no umpires, and practically no way how to go about refereeing the sports event,” the provincial tourism officer said. “What we did was to modify the rules on beach volleyball and apply it to the water volleyball,” she added.
The event was held at the sprawling clean beach of Welborn Beach Resort in Magnaga, Pantukan. Mrs. Marina Welborn, vice president of the Provincial Tourism Council and the Small Hotels, and Resorts Association of Compostela Valley, was only to happy to host the pioneer sports activity.
Surprisingly, ten teams from Davao City, Tagum City, and Compostela Valley signed in for the event that opened on June 12 at 9:15 in time for the high tide.
Players milled on waist-high seawaters, and like frolicking dolphins, played the strange water game against the backdrop of Samal island far off and an overcast sky while a crowd watched dry on the shore as the young men and women competitors pummeled the volley ball, swishing and floating within a fluid court.

When the sprays settled, Tagum Team A surfaced champion. Davao City came in as 1st runner-up followed by Tagum Team B as 2nd runner-up, and Nabunturan as 3rd runner-up.
Tagum Team A was composed of Medel M. Monceda, Daryl Kim B. Lapiz, Karen Kay L. Quilario, and Honey Paraiso.
The other team compositions were:
1st Runner-Up (Davao City): Jessan E. Tano, Jennifer D. Conde, Ryan John D. Conde, and Paulo M. Seville. 2nd Runner Up (Tagum Team B): Beryl Magangos, Gian Carlo Pineda, Lovely Jane Omega, and Charisa Patindol. 3rd Runner-Up (Nabunturan): Francis Kirby Arbes, Jefty E. Amora, Cherry Pie Guardados, and Marilyn Magbanua.
The other teams were: Pantukan A – Michael Cantones, Gerlie Cantones, Peter Sancho, and Leah Grace Bagac. Pantukan B – Michael Tumando, Jesmar Retiza, Jesa Batro, and Bryan __.
A tourism event, Vivencia Secuya, president of the PTC, and her staff, Marina Welborn, vice president of the resorts association, Bebing Omandac of Beach View Resort, and the full force of the provincial tourism office milled with the crowd and participants during the week-long event capped by the Reggae Band competition.
The Provincial Sports Development Council headed by Isabelo Melendres, Executive Assistant IV, donated the cash prizes and trophies trophy to the winners.
What is water volleyball?
It is a game played by many around the world, mostly indoors in large swimming pools. It is both an individual and team sport played between two teams, each team consisting of 1 to 4 players, depending on the area of water.
The game, an indoor sports event, was created in November 2008 by the Internationasl Federation of Water Volleyball. (jpa/comval)

Davao City’s favorable climate and low cost of living has attracted about 100 French retirees who are set to settle here next year.
Speaking to reporters in yesterday’s Kapehan sa Dabaw at SM City Davao, Davao City the Chamber of Real Estate Builders Association (CREBA) president Carlos Vargas said the retirees will start settling in the city by the middle of next year.
“The city is attractive to retirees because of its favorable climate and low cost of living. They will first be housed in condominiums, which are sprouting like mushrooms in the city,” Vargas said.
He said CREBA is working out housing for the French retirees in a community in the downtown area.
Vargas said CREBA is marketing Davao City as a retirement haven. Aside from the French, the group is also inviting older Filipinos working overseas to retire in the city.

BBQ sticks banned in Davao

DAVAO CITY – Establishments here using sharp pointed barbeque sticks now face closure and cancellation of their business permits once caught using such skewers after the city council passed an updated ordinance on the ban last week.
The new ordinance raised penalties against business establishments serving food needing the use of skewers or bamboo sticks without cutting their sharp ends before serving them to customers.
Once the law takes effect upon publication, violators shall be fined P300 for the first offense. Subsequent violations would draw imprisonment of one month, closure of the establishment and cancellation of business permit depending on the discretion of the court.
The ordinance was passed last Tuesday and was proposed by Councilors Mabel Acosta, Peter Lavina, Danilo Dayanghirang, Myrna Dalodo-Ortiz and Angela Librado-Trinidad.
According to Lavina, the old “bamboo stick ordinance” needed amendment as the original law was passed during the early 70s.
“Sharp barbeque sticks may be used as ‘instant’ weapon so it is imperative to protect the public by banning the use of skewers that would potentially harm the public,” Lavina was quoted in the vernacular during a recent Kapehan sa SM here.

Last May 12, 2009, President Gloria Macapagal-Arroyo signed Republic Act (RA) No. 9593, the country’s Tourism Act of 2009. This act, declares "a national policy for tourism as an engine of investment, employment, growth and national development, and strengthens the Department of Tourism (DOT) and its attached agencies to effectively and efficiently implement that policy, and appropriates funds therefore."
The numbers are telling it all, according to the Department of Tourism, the country’s tourist arrivals was 3.14 million in 2008 as compared to our regional counterparts which accommodated 22 million (Malaysia), 14.53 million (Thailand), and 10.11 million (Singapore) tourists. The country lags behind most of its neighbors and as such this Act would be a big boost to the country’s tourism endeavors.
This national tourism policy would create employment for Filipinos affected by the global financial crisis. Workers can enter training programs that would fit them for jobs required in the tourism industry. Currently, tourism enterprises utilize some four million in direct and indirect employment. It also provides livelihood opportunities to farmers, fishermen, factory workers and other suppliers of food, goods, equipment and services.
In addition, two government agencies were created by this act – the Tourism Development Estate Zone Authority (TEZA) and the Tourism Promotion Board (TPB). The TPB would have adequate funding for the country’s promotion as a tourist destination. It also aims to create a favorable image of the Philippines within the international community, thereby strengthening the country’s attraction as a tourism destination and eventually paving the way for other benefits that may result from a positive global view of the country.
On the other hand, TEZA would identify areas for development that can potentially be tourist destinations or defined as Tourism Economic Zones (TEZ).The TEZ is any geographic area that is capable of being defined into one contiguous territory; it has historical and cultural significance, environmental beauty, or existing or potential integrated leisure facilities within its bounds or within reasonable distances from it.
Below are the mandate of the Tourism Enterprise Zone Authorityand its implications:

* Flexibility in dealing with private enterprises(local and foreign) thereby infusing fresh investments to the industry.
* Open to irregularities, as these transactions might not be dealt transparently.
* Issues on foreign ownerships
* Can exercise “domain and police power, including,the power to recommend the removal of structures which may be considered nuisances per se or which impede or impair the enjoyment of historical, cultural and natural endowments.”
* Can help ensure that all structures erected in that area can viably help one another and complement each other’s services.
* Enterprises might be subjected to excessive power/pressure that would lead to corruption if safety measures are not in place..
* Provision for incentives.
* Incentives for businesses inside the tourist zones would have income tax holidays, tax and customs duties exemption on importations, and tax credits. Non-fiscal incentives include the right to repatriate the entire proceeds of the investment and earnings.
* Guidelines should be put in place for firms to qualify for these incentives as these are abused if not regularly monitored.
Some of the areas identified by the Tourism act as tourism enterprise zones and are mostly situated in metropolitan cities with an abundant source of tourist related areas. These are areas such as:
* Cavite–historical site such as Gen. Emilio Aguinaldo Shrine – Kawit and Battle of Imus, and the famous Taal Volcano in Tagaytay
* Laguna–natural attractions such as Mt Makiling, Pagsanjan Falls and hot andcold spring and historical site such as the Rizal National Shrine.
* Boracay –pristine white sand
* Iloilo–Guimaras Island, historical churches such as St. Thomas of Villanova, San Juaquin, Sta. Barbara and St. Catherine of Alexandria of Leon and local delicacies
* Palawan–natural attractions such as the Underground River and Tubbataha Reef
* Cebu – beaches in theislands of Bantayan, Malapascua, Camotes and Mactan
* Bohol – natural attractions such as the Chocolate Hills, Loboc River, Panglao Island and the smallest monkey, Philippine Tarsier.
* Davao – known as the“Fruit Basket of the Philippines”, with natural resources such as the Samal Island, Mount Apo, and the home of the world’s largest eagle, Monkey-Eating Eagle or Philippine Eagle
For the next few months expect a lot of activity in these areas, as investors would be exploring investment opportunities that would be in line with the government’s direction.
The investment requirement for developing a typical leisure project range from PHP 300 million to PHP500 million with a payback period of 4-7 years. With this huge investment, it is still advised that investors study the areas, meaning they have to do their homework and understand the market in that zone both for the demand and supply side. It is better to spend for a little planning cost rather than having to burn their full investment.
In the end, what is important is that majority of the stakeholders (internal and external) benefit from RA 9593. And hopefully this will trickle down to its intended beneficiaries.

Speaking to reporters in yesterday’s Kapehan sa Dabaw at SM City Davao, Davao City the Chamber of Real Estate Builders Association (CREBA) president Carlos Vargas said the retirees will start settling in the city by the middle of next year.
“The city is attractive to retirees because of its favorable climate and low cost of living. They will first be housed in condominiums, which are sprouting like mushrooms in the city,” Vargas said.
He said CREBA is working out housing for the French retirees in a community in the downtown area.
Vargas said CREBA is marketing Davao City as a retirement haven. Aside from the French, the group is also inviting older Filipinos working overseas to retire in the city.
He said CREBA is looking at 300 Filipino retirees settling in the city starting next year.

Japan remains city's top trading partner

JAPAN remains to be the top trading partner of Davao City based on the value of exports in 2008, data from the Davao City Investments Promotion Center showed.
Overall, exports from Davao City reached an estimated total value of close to $800 million in 2008 surpassing imports by more than $600 million. Imports were pegged at a value of more or less $180 million.

The data, which was presented by DCIPC chief Robert Teo before the US investors last week, showed that $331.6 million worth of products were exported to Japan last year.
Japan is the primary destination of high value crops like cavendish bananas and pineapples grown in Davao City and its neighboring provinces.
A far second on the list is the Middle East which has an aggregate export value of $140.5 million.
Almost tied at the third spot are China and Korea which have $75.8 and $75.2 million, respectively.
The United States, which expressed interest in boosting its trade relations with Davao City and in increasing the products exported to their country, placed only fifth with $37 million.
Neighboring Malaysia is sixth with $34 million followed by New Zealand with $18 million.
Singapore, Switzerland, and Vietnam round up the top 10 export destinations of Davao City with $16.4 million, $16.1 million, and $9.5 million worth of export products landing in their shores.
Bananas and pineapples are still the top exports of Davao City, followed by rubber, banana chips and activated carbon. Other export products include desiccated coconut, gold with silver, tuna, charcoal, and coconut oil or fatty acids.
European countries of Germany, United Kingdom, France, Russia and Italy, have gained positions in the top twenty export destinations of the city. Africa, Indonesia, Canada, Australia, and Thailand complete the top 20 export destinations of products from Davao City.

DAVAO CITY – The best public library across the Philippines can be found in this city.
This was learned by city librarian Nora Fe Alajar last week after receiving the information from the Board of Judges of the National Committee on Library and Information Services of the National Commission of Culture and the Arts (NCCA) that they have garnered 100 percent approval rate from the board of judges, which bested other libraries in the country.
In this year’s “Search for Outstanding Libraries in the Philippines,” Davao leads the rank, followed by the public city libraries of Dagupan, Angeles, Zamboanga, Bacolod and Talisay.
But Alajar was surprised as she never expected that the city library would make it to the top.
“We only complied what they asked of us. So we documented the milestones of the library and its operations,” she said, adding that they were even the last to submit the proper documentation the board of judges requested them.
“What they liked, perhaps, is our thrust in promoting readership among the children through the mobile libraries that has been travelling around the 14 villages and the consistency of this library,” she explained.
The city library sits in the heart of downtown Davao, being located at the third floor of the Sangguniang Panglunsod.

DCWD proposed water project done by 2016

THE surface water project proposed by Davao City Water District (DCWD) has an estimated cost of P6 billion with a target completion date by year 2016, three years later than what was initially proposed.
Initially planned to be completed by 2013, the completion date of the project was moved to 2016.

Imelda Magsuci, DCWD spokesperson and finance officer, told Sun.Star Davao that a comprehensive detailed feasibility study being done on the Tamugan and Panigan Rivers will be completed by February 2010.
"After that we will need three years for the procurement and search for funding as we are not subsidized by both local and national government," Magsuci said. "And another three years for the implementation and construction of the project will be needed. By 2016, the project will be able to service the areas we have targeted," she said.
Among the areas on the list of DCWD are the barangays of Acacia, Bunawan, Callawa, Gatungan, Indangan, Lasang, Mahayag, Mandug, Mundiang, and Tibungco in the second congressional district. The villages of Biao Escuela, Biao Joaquin, Calinan, Gumalang, Lacson, New Valencia, Riverside, Talomo River, and Talandang in the 3rd District will also be serviced.
The conduct of the detailed feasibility study started on February 2, 2009 with a cost of P8.2 million.
"The project was proposed in 1997. We did not implement it right away since it is considered as one of DCWD's long-term project that will be implemented within 20 years," Magsuci said.
She said DCWD is pushing for the Tamugan project "in order to deliver services to the 182 barangays in Davao City."
"We are now serving 106 barangays or 68 percent of the total barangays comprising the city. With the project, we can assure to give 100 percent service to all of the barangays," Magsuci said. (CPM)

A community with provisions for shared entertainment, healthcare, transportation and relaxation specifically created for retirees. This is exactly what is being envisioned by the Philippine Retirement Authority and the Chamber of Real Estate and Builders’ Association (Creba).
“We are looking at the possibility of attracting not only local but also foreign retirees to the Philippines, and one of the most ideal locations for now is Dakak, Zamboanga del Norte, since it already has the vision for this,” PRA Davao satellite office in charge Jaime B. Llames said.
Llames said they are, however, still in the process of identifying places where to bring these retirees. He said Mindanao is a very ideal place for foreign retirees since they will be getting their money’s worth here with the higher dollar peso conversion rate.
Living in the US and other foreign countries will be very expensive for retirees, but we can offer them very affordable means of living while providing them the luxuries of life as well the healthcare they require.
He said the location should already be prepared before we even market the city or the island to foreign retirees. When that happens, he added, it would be very easy to market the various cities of the country to foreign retirees.
Creba is also targeting overseas Filipino workers (OFW) who may want to invest here. This early, Creba president Carlos A. Vargas already confirmed that there are Filipinos based in London who are looking at the possibility of investing in Davao’s real estate for their retirement. In line with this, Creba is headed to London in July, 2010 to market the real estate developments of Davao to possible retirees-investors.
PRA is serious in attracting retirees and it joined the recent three-day housing fair sponsored by Creba at the NCCC Mall of Davao. At least 13 developers which participated in the Fair provided homebuyers more options when it came to housing developments, including foreclosed homes.
Vargas said several housing development projects have already signified their intention to have their agencies and companies accredited with PRA so they will be included in all promotional activities of the agency.
Llames said they are bent on promoting the city as an investment haven, the same reason why they set up an office in Davao several years ago. Davao is included in the six retirement hubs in the country, including Baguio.
He said the number of affordable medical facilities in the city along with the low cost of living here will be a big factor in luring investors and retirees to the city. [Lovely A. Carillo]
