What does ‘language’ mean? Language can be the expression of ideas by words or written symbols, or a mode of speech to a nation, a class or a profession.
Without learning an additional language (or even two more) -- nothing doing! Here in the Philippines and everywhere in this world.
The demand for learning foreign languages in the Philippines is immense and vast. Besides English business professionals, international relations students, nurses, physical therapists as well as most OFWs or Philippine tourists are looking for French, Italian, German, Spanish, Nihonggo, Mandarin, Korean, Arabic, Bahasa and even Philippine dialects.
The University of Southeastern Philippines and its Institute of Languages in Obrero, Davao City offers such courses. One can also acquire American English Accent, or Technical Writing Skills (English).
Foreign language knowledge is a must in today’s globalization. And, many times it becomes one of the visa application requirements. Germany, for example, stipulates a passed language exam in the Goethe-Institute in Manila or Cebu, before a visa can be issued. Even if a Philippine national gets married to a German and applies for a family reunion visa (spouse), the passed German language exam is a must. Other European nations are already following this European law.
Many times key employees decide to leave Philippine companies to pursue other goals or employment. it sets into motion a chain of events that not only affects his or her life but also business operations of the company. Employees with excellent foreign language knowledge should also find possibilities to work in the Philippines. I got an email from a reader who wants to learn German - because she got a job offer from a call center in Manila. [Klaus Doring]

On top of English, I believe it's to one's advantage to learn Mandarin or Cantonese nowadays as China is closing in on becoming the second most important economy in the world.

However, if I had my way I would make the use of English language in the Philippines compulsory in order that Filipinos become more comfortable with it especially those who want to migrate to NA or any country where English is most spoken - if only to give credence to the claim that we are indeed the third biggest English-speaking race in the world.

yup, pero wag sa kalye...and especially wag sa tapat ng City Hall...I don't about the others pero, it's not a pretty sight...some tourists wanted to see Davao City Hall, so we went at night and what we saw looked like a public market. lol dadaan ka muna ng mala-palengke before you can get to see City Hall.

lalo na pag sunday, that area is a mess.

Agree with your thoughts on this. I wish the city gov't would make good their promise to build an area where all the "ukay-ukays" are put under one roof. One thing unpleasant about these street vendors is if you give them a little consideration, they abuse it and take advantage of the favour.

Not only for migration, but also to take advantage of the rich wealth of knowledge and ideas (books, documentaries, the Internet). The reason why we're lagging behind as a country is because our youth are not as exposed to these. Only those schooled in "elite" universities are able to learn from them. Even if we have wide distribution of Internet access to the furthest barrios, if all they can do is read showbiz and do Friendster / Facebook, it won't do much of a difference in improving their lives. Keeping to the Filipino language means that they can only learn from Filipino (original or translated) materials, and there really aren't much around.

(The Get Real Philippines ebook - link below - discusses these in detail.)

^^

Migration came to my mind first being a migrant myself
and I know a lot of our "kababayans" where I am who for some
reason skipped English grammar and pronunciation class
in their high school days.

While we're at it let me also cite the lack of proficiency
of the use of English language of most call centre agents
in our own backyard. No offence as my sister also
works at call centre in Manila but I see a lot of these
people whenever I call Telus, Microsoft, etc., and it ticks
me flat out when they mangle English quite badly.

Sometimes I want to tell them to slow down a bit as
it's pretty obvious it's their nerves that's getting in the
way plus the fact that it's like and end-all-be-all to have
that "twang", it's part of the training I was told but hey I
guess it's better to munch the words properly and be
observant of the grammar than sound "american" with total
disregard of the subject -verb-aggreement.

Kublai Millan invades Manila

By Dexter R. Matilla

http://img213.imageshack.us/img213/8709/pic11081257440748.jpg (http://img213.imageshack.us/i/pic11081257440748.jpg/)

ANYBODY WHO HAS BEEN IN Davao the past two years would probably know Kublai Millan (born Rey Mudjahid Ponce Millan).

His larger-than-life sculptures are all over the city, such as “The Durian” at the Davao International Airport; the 50 sculptures for the Bukidnon Overview Park along the national highway connecting the city to Cagayan de Oro; and 100 sculptures at the People’s Park.

Millan, a Fine Arts graduate from University of the Philippines, has also done works for churches, provincial government buildings; in boxing champion Manny Pacquiao’s Sarangani farm; and his family’s five-story hotel, the Ponce Suites, where his wall-to-ceiling works have become a must-see for tourists and locals alike.

In such short time, the artist’s name has become synonymous with Davao art, and Millan is the enigmatic force behind the city’s gradual transformation into a place of bohemian revolution.

Only in his early 30s, Millan continues to churn out art pieces as if never at a loss for inspiration, as if never without time. One can only surmise the artist has found a natural inner piece that gives him a surplus of these two requisites for creating art.

“Seeing a family riding a carabao to a farm can have a lasting effect on me, just as the image of an entire community hauling a huge net of fish for the night’s dinner can stick in my mind for days on end,” Millan says. “If I can share even just an iota of the peace I have found during my long travels through Mindandao, all my hard work will have been worthwhile.”

Friends and family could only wonder as Millan has now channeled his talent into the blank canvas. Keeping up with his large-scale sculptures are his colorful 4ft x 4ft oil paintings which are beautiful in its abstract simplicity.

Understanding that life’s most important lessons can be learned from the simple fishermen and farmers of Mindanao, he says his profoundest insights came from the simplest impressions. As perhaps a way of thanking his unintentional teachers, Millan has put their images onto the canvas with the hope that people would also find inspiration from them.

Manila gets its chance to see for themselves Millan’s works as they are exhibited in four galleries all over the metro in an exhibit called “ProbinSAYA.” Combining the concept of peace and art, which Millan believes is in all of us, the exhibit is part of “Kublai Invades Manila,” an exciting road show of colors, passion and culture.

“ProbinSAYA” is the summation of the life in the province Millan has been and continues to be immersed in, captured with every stroke of his paintbrush. The exhibit is one of the artist’s avenues for highlighting the beauty of life and is a prelude to the “Visual Arts Mindanao” exhibit in the US and Europe in 2010.

“ProbinSAYA” runs until Nov. 9 at Gallery Big on Nicanor Garcia in Makati; Art for Space in Alabang; art19b at Cubao Expo, and Artes Orientes in Serendra. The series marks the first one-man exhibit of the artist.

MOA signed for Davao Mental Hospital
BY MAYA M. PADILLO
Mindanao Daily Mirror
November 10, 2009

The Department of Health (DOH) had signed a memorandum of agreement (MOA)with partner agencies to develop the Davao Mental Hospital (DMH) into Mindanao center for Psychiatry and Behavioral Medicine next year.

The MOA signing was held yesterday at the Mahogany Room of JICA Building that was joined by Davao Medical Center (DMC) Chief of Hospital Dr. Leopoldo Vega, Department of Health (DOH) regional director Dr. Teogenes Baluma, DMC Association of Psychiatrists, Institute of Integrated Electrical Engineers, Philippine Institute of Civil Engineers, and United Architects of the Philippines (UAP)-Kadayawan Chapter.

Baluma said they created partnership with the abovementioned industrial organizations to help them for the redevelopment of DMH next year in terms of plumbing, electrical, and other engineering works.

He said a budget of P100 to P150 million from the DOH is allotted for the redevelopment. The budget is part of the DOH General Appropriation Act (GAA), he said.

The redevelopment of the DMH formed part of the provisions of House Bill 5926, which would change DMC into Southern Philippines Medical Center with improved services.

Vega said the construction will start on the second or third quarter of next year.

“The construction will take a lot of effort and capital. Private organizations of architects and engineers are willing to give their services voluntarily for the redevelopment of DMH,” Vega said.

He also said that part of the funding is sponsored by House Speaker Prospero “Boy” Nograles.

Nograles donated P4 million for the DMH multi-purpose building intended for outpatient counseling, psychiatric counseling, and treatment for mentally disturbed patients in which the construction is now ongoing.

Vega clarified that there is no politics involved in the redevelopment of DMH since it is already a three-year-old project.

It's Filipino though, and who cares? They don't listen anyways. ***
Filipinos are onion skins by general, they'll get u even if you teach them. They'll say " you are arrogant".
If they sound American, they're gonna feel they are "AltaSocial Elite" like sons of a rich familly.
It's nice to speak Tagalog not Davao-style tagalog with "Magabili daw ako nito beh" "kuno" "maga-alis na kami" (should be aalis na po kami) but still not bad at least it's nationalistic.

Part of the plan should include the relocation of Davao Mental Hospital elsewhere, say, Mintal or Calinan. The existing location at the junction of bustling JP Laurel Ave and E Quirino Avenue is not appropriate anymore for that kind of facility.

Councilor revives fight for additional districts
Written by: Fusilero , Kristianne
Wednesday, 11 November 2009

DAVAO City is losing P100 million a year in additional pork barrel funds because it is stuck with three congressional districts when it should have been entitled to two more, Councilor Danilo Dayanghirang said yesterday.
“With two more districts, the city would have additional allocation of 600 million in three years,” Dayanghirang, in a privilege speech in yesterday’s regular session, said.
While Congress already approved four additional districts for Cavite, the three representatives of Davao City to the Lower House seemed disinterested to push for a legislative measure to create two additional congressional districts, even with the city council resolution backing the move that was passed last year.
However, Councilor Karlo S. Bello warned of the possible expense that might be incurred by increasing the number of congressional districts, including salaries for new Congress representatives, councilors and their staff. The additional pork barrel is also not assured unless the representative is allied with the administration.

“If an incumbent official is not aligned to the administration, there is a possibility that there is no greater funding,” Bello said.
But Dayanghirang said Bello missed the point, that Davao City is entitled to two more districts as the Constitution clearly states that a population of 250,000 is entitled to one Congress representative.
Davao City has a population of approximately 1.5 million now and yet we only have three congressional districts, Councilor Mabel Acosta said, and “this might be equivalent to a loss of constituency because of lack of due representation.”
“Our local government code says that one representative for every 250,000 constituency is the minimum,” said Councilor Mabel Sunga-Acosta.
Dayanghirang also said his advocacy for more congressional districts has no political color, and in fact, he’s calling all Davao City representatives to set aside their interests to consider the needs of the residents.

ONB steps up to POS system
BY JUDY QUIROS

One Network Bank (ONB), the largest rural bank in Mindanao, will step up to a point-of-sale (POS) system to provide swift and quality service to its clients.

Speaking at the Davao City Business Forum yesterday held at The MediSpa, SM City Davao, ONB president Alex Buenaventura said the bank will launch its POS system next month at its branch in Calinan, Davao City as pilot area.

A POS system is a computer software and hardware network that records sales as they are occurring.

Buenaventura said ONB’s upcoming POS terminal in Calinan will come in three applications: debit card for purchase, utility bill statement, and tuition.

He said ONB has already tied up with some establishments such as Smart Communications, Globe Telecom, PLDT, Ateneo De Davao University, and Davao Doctor’s Hospital.

The bank is also targeting to tie up with Davao Light and Power Corporation (PLDT) and Davao City Water District (DCWD) for the payments of bills.

Buenaventura said ONB will slowly roll out its POS system after two or three months to all its branches in Mindanao. He said the system will be rolled out over a period of one year.

He said after the three applications, ONB will venture the POS system into tellering, which involves deposit and withdrawal transactions.

“There are a lot of transactions that would be brought to the POS system because our target is to unclog the counter of flooding clients,” Buenaventura said.

With the POS system, there will be queueing outside the bank for utility payments while cash deposits transactions will continue at the counter.

Buenaventura said ONB is earmarking less than P5 million for its POS system pilot project in Calinan, which includes the software, merchant management system (MMS), overhead, and consultancy expenses.

He said the bank spent P1,300 overhead for each terminal, proving its affordability.

“We are also testing a machine that will developed envelope deposits system,” he added.

The POS system is intended to reduce and bring back servicing time to quality time of 30 minutes, Buenaventura said.

“We want to go back where we were before. With the increasing number of clients, they should not stay too long. We have to get them out of the counter,” he said.

ONB now has a total of 75 branches Mindanaowide. This is projected to increase to 81 by 2010, Buenaventura said.

RP named next host of BIMP-EAGA

THE Philippines will host the Brunei Darusalam, Indonesia, Malaysia, Philippines-East Asean Growth Area (BIMP-EAGA) Friendship Games in November next year.

The hosting chore was awarded to the country following the election of Philippine Sports Commission chief Harry Angping as chairman of the BIMP-EAGA in a meeting in Indonesia last week. Angping will formally assume chairmanship of the BIMP-EAGA in March 2010.

"It’s an honor," said the former Manila congressman. "They want us to host the next BIMP-EAGA next year."

Angping said the biennial event could be held in Davao City, Puerto Princesa City in Palawan, Gen. Santos in South Cotabato or Zamboanga.

Seven event were proposed to be disputed, namely, lawn tennis, badminton, sepak takraw, karatedo, athletics, aquatics and pencak silat.

BIMP-Eaga countries want RP to waive or lower real-estate taxes
Written by Manuel T. Cayon / Reporter
Wednesday, 11 November 2009 18:36
DAVAO CITY—The four countries of the East Asean Growth Area (Eaga) want the Philippine government to waive or lower tax on renting properties or putting up big-ticket investments in Mindanao and Palawan, in a fresh indication of their continued interest in these places as preferred investment site in this part of the subregion of the Asean.

The request for property-related incentives was conveyed at the recent summit of heads of state and senior officials in Thailand, where representatives of Brunei, Indonesia, Malaysia and the Philippines BIMP, comprising the BIMP-Eaga, were in attendance.

Secretary Jesus Dureza, the presidential adviser on Mindanao affairs, told reporters here that Malaysia has requested the Philippines “to waive real-estate taxes, especially with the decision of one of its business groups to revive operation of the Samal Casino Resort Hotel [in the Island Garden City of Samal].”

On the part of the Philippines, the local governments in Mindanao may likely consider it. “But the national taxation is not decided on it yet, because of the concern that waiving it may open the floodgate for other countries.”

“It would be a policy issue to be studied carefully,” Dureza said. The Malaysian Ekran Berhad Services, operator of several hotels and resorts in Malaysia, announced in August this year, also during a senior officials’ meeting in Brunei, that it was reopening the P1.5-billion casino and resort.

The company also told Philippine officials and local government officials that it planned “to work on mounting flights between Davao and Kota Kinabalu, in partnership with Malaysian Airlines, to coincide with the reopening of the resort.”

Ekran Berhad has opened only 245 rooms in 1998, from a planned 1,400-room resort, before it closed in 2001 due to the Asian financial crisis. The resort and hotel sprawls on an area of 250 hectares and includes space for a planned golf course.

Malaysian airlines folded its Davao flight also in the aftermath of the Asian financial crisis.

The request to waive Philippine local real-estate tax was one of the highlights of the October 25 leaders’ summit, which also included the signing of a memorandum of cooperation between BIMP-Eaga and China, one of the three northeastern Asian countries admitted as observers to Asean’s subregional group. The others are South Korea and Japan.

Other commitments include a more aggressive push on BIMP’s ecotourism sector, but with special caution to “protect, conserve and sustainably manage [its] rich marine and terrestrial resources, such as the Heart of Borneo and Coral Triangle initiatives.”

Alongside ecotourism, the BIMP also vowed to implement more initiatives to develop the former backwater regions of the four countries into a food basket of the Asean and the rest of Asia.

But it also promised to resolve existing bottlenecks, especially in uniform customs, immigration, quarantine and security issues, to energize the food-basket goal and other objectives of the BIMP-Eaga.

---------------------businessmirror.com

so 1,400 rooms pala original plan before asian financial crisis...ang dami naman...i hope the philippines will consider the request of Malaysia, kasi pag e grant nila ang request, Ekran berhad would pursue their original plans plus a golf course....
plus Malaysia airlines will be seen in the davao sky once again..nice :)

I think this is a good topic na pwedeng pag-usapan dito sa SSC.

Get rid of DDS to improve
image of Davao says Karlo

First District congressional chief-of-staff Karlo B. Nograles said that the best way to improve Davao City’s image abroad is to get rid of the so-called “Davao Death Squad.”

The son and alter ego of Speaker Nograles said in his radio program that Davao officials do not really need to go to the United States to explain the spate of killings that seriously damaged the image of the city internationally.

“Without the DDS, Davao City is attractive for everybody,” Karlo said with conviction. He noted how the face of the city has changed over the 20 years that Speaker Nograles relentlessly pursued infrastructure development.

Karlo said the national government’s investments paid off when it enticed the private sector to go into different business that created thousands of jobs. “Can you imagine if the roads of the city would remain narrow and in state of disrepair? The private sector will not respond with their investments and the joblessness will only result to criminality,” Karlo said.

Karlo’s statements come at the heels of controversy about the strong sentiments in Washington, D.C. about the killings in Davao.

Speaker Nograles, in U.S. last week on invitation of U.S. House Speaker Nancy Pelosi, was hounded by diplomatic protests over the killings in Davao that have claimed at least 900 lives in 10 years. The Speaker said because of the killings, an aid to the Philippines worth at least $2-million was placed on hold.

The Speaker’s report drew sharp reactions from allies of Mayor Rodrigo Duterte who said that they do not believe that the killings in Davao would not be raised as an issue by U.S. officials.

The Speaker countered by saying the allies of the Mayor could go to the U.S. and find out. “Better if these officials could bring with them Mayor Duterte and explain the killings,” the elder Nograles said.

Duterte responded by saying that he will not explain to American officials. The Mayor also said he would not mind if the U.S. would declare him persona non grata as he warded off speculations that he has been denied of American visa because of the human rights violations in Davao.

Former Councilor Rene Lopez, who recently went open about his family’s breakup with the Dutertes, said that international diplomacy is not a strong point of the Davao City government. He said some countries have been shying away from Davao.

The former councilor said the political breakup of the Lopez and Duterte families rooted from disagreement over the prospects of having one family taking control of both Davao City Hall and City Council.

“We thought that government is not just for one family,” he said in the Kalamboan Dala Tanan radio program of Atty. Karlo B. Nograles at weekend.

“We never agreed that the mayor and vice mayor should come from one family,” Lopez added, referring to the decision of Mayor Rodrigo Duterte in 2007 to field his daughter Sara for vice mayor and ensure she was unopposed.

“If my father is alive, he would have objected to it (Duterte-Duterte team),” Lopez said in Karlo’s program aired live on Saturday over radio dxAB. Rene is the son of former mayor and Elias B. Lopez, considered as the “The Great Bagobo of Davao.” Rene pointed out that the City Council controls the budget of City Hall. “But when you have one family in control of the two offices that should check on each other, then the people have a problem,” the former councilor said. “It smacks of lack of respect to the people,” he stressed.

a reaction of how media handles and delivers information.

but is there anything definite of dautghter-father tandem? im guessing could be another young female councilor for vice mayor? shes a bet to beat too, i suppose, if you look at her position rank in the council.

It's not unlawful for two family members to run for the 2 highest positions in a city. The fact that the city functioned well enough under their incumbency as were required by law then why the fuss? They are there because the people like them to be their leaders.

US trade mission may earn RP $350 million worth of investments
11/11/2009 | 09:16 PM
Email the Editor Print | | More

The Philippines may reap an estimated $351.3 million worth of investments from US companies that participated in a four-day trade mission in Manila and Davao last October.

American companies are looking to put their money in the local biofuel, aquaculture, and food beverage industries, a Department of Agriculture official said.

Alan Group, which produces biofuels, intends to partner with First Pampanga Biofuels Corp. to put up a crude jatropha oil processing plant.

The facility, seen to produce 360 million liters of oil yearly, will require $312.5 million.

Representatives of Alan Group also met up with their counterparts in Freyvonne Milling Services, a local biodiesel producer.

The US company’s officials “showed great interest in investing in the CME (coconut methyl esther) plant of Freyvonne in Davao City," Agriculture undersecretary Bernadette Romulo-Puyat said.

Projected investment for the development of a 30 million liter per year biodiesel refinery is at $20 million, Puyat added.

Novick Industries, which expressed interest in food processing, grains trading, and shipping, said it plans to infuse $15 million for a feedmill plant that it will manage through a local partner.

The same company will also supply the US market with Monk’s Blend coffee, which is locally produced by Amarich Marketing International.

Novick is already arranging the delivery of 400 boxes from Amarich worth $36,000, Agriculture undersecretary Bernadette Romulo-Puyat said.

Verdant Ocean, which exports aquaculture feed and equipment and imports seafood, is aiming to allot as much as $3 million for aquaculture projects and sustainable seafood production.

Start-up Filipino beverage company Notre Data Cola Co. said it is in talks with the US Fed Group to establish a beverage plant in General Santos City.

Worth $878,000, the facility is expected to concentrate, puree, and bottle beverages.

In the meantime, Intervision Foods, which exports frozen poultry, pork, beef, and fish, entered into an agreement with RFM Corp.

By early next year, the publicly-listed firm will deliver frozen poultry and beef to the US which will earn the company as much as $11,000.

Last but not least, North Dakota-headquartered Agri-Ima GSI Technology discussed a possible $20 million project with the Unifruitti Group of Companies.

If consummated, Unifrutti will acquire US-designed precision farming technology for efficient management of agricultural fertilization.

More than 200 Filipino businessmen participated in these business matching forums held at the Makati Shangrila Hotel last October 26 to 27 and at the Marco Polo Davao on October 28. - GMANews.TV

BIMP-Eaga countries want RP to waive or lower real-estate taxes
Written by Manuel T. Cayon / Reporter

:
On the part of the Philippines, the local governments in Mindanao may likely consider it. “But the national taxation is not decided on it yet, because of the concern that waiving it may open the floodgate for other countries.”
:

tsk tsk National government. Many excuses. They should realize that it's more beneficial to the economy to provide such incentives to generate much needed jobs here. We're already losing out to other countries because of such incentives.

On hindsight it is there to lure more investors to come to the city and understandably more jobs shall have been created thereafter. The incentives such as tax holidays can be short term like maybe the first 3 years of business operation then regular taxes can be collected down the road.

Davaoeños should look at this issue more closely as they stand to lose a lot once the ban on aerial spraying gains ground. The news article below is definitely a step in the right direction.

Town mayors reject
ban on aerial spraying
Mindanao Daily Mirror
November 12, 2009

Mayor Calida says Camocaan folk feel vindicated by rejection by peer reviews of DOH-funded health study in their sitio.

Mayor Maximo Estela of Sto. Tomas, Davao del Norte is opposed to a move to ban the practice of aerial spraying in banana plantation, claiming it is the only effective way of stopping the deadly sigatoka disease that has wiped out infested banana farms here and in other countries in recent years.

Estela, a practising doctor of medicine, bared his stand on aerial spraying when asked to comment on the issue by broadcaster Timujin “Tek” Ocampo of GMA Testigo during the Kapehan sa Dabaw media forum at SM City Davao recently.

He said 10,000 hectares, or close to 20 percent of the 52,000-hectare land area of Sto. Tomas, are planted to export Cavendish bananas.

Estela claimed that in the more than three decades that he has practiced medicine and served in the local government of the municipality and the province of Davao del Norte, he has not known of anybody complaining of getting sick due to exposure to aerial spraying.

“If they stop aerial spraying, which is the only way sigatoka can be checked, the banana industry will be destroyed,” he said.

“Mas dangerous ang manual spraying because the person spraying will be directly hit by whatever chemical he is spraying,” he said, adding that at any rate, the chemical used in aerial spraying is a fungicide, not insecticide.

Estela thus joined several mayors of towns and city who are objecting to the move to ban aerial spraying in banana plantations that their localities are hosting.

Earlier, Mayor Rey T. Uy of Tagum City , Mayor Jose Silvosa of Panabo City , Mayor Cesar Colina of Maragusan in Compostela Valley Province and Mayor Frank M. Calida of Hagonoy, Davao del Sur, whose areas host banana plantations, said they were against the ban-aerial spraying movement allegedly being initiated by foreign-funded non-government organizations.

At the same time, Mayor Calida said that Hagonoy officials and concerned citizens feel vindicated that two peer reviews done on the so-called Camocaan health and environment assessment in 2006 found the study to be defective and insufficient to become the basis of banning the four-decade old practice of aerial spraying.

Calida said Camocaan residents, who have been pictured as a poisoned and dying community due to effects of aerial spraying, are happy that the findings of a study-funded by the Department of Health are found to be either untrue or insufficient in the peer reviews. Calida was referring to the peer reviews done by the World Health Organization (WHO) and the scientific community in the University of the Philippines . However, the DOH headed by Secretary Francisco Duque III has yet to make full disclosure of the peer reviews.

The 11-man team of health investigators coming from the Philippine Society of Clinical and Occupational Toxicology and the UP Manila-based National Poison Management and Control Center are mostly opposed to the disclosure of the peer reviews on the Camocaan study reportedly due to their grave implications on the team’s ethical behavior and competence as health researchers.

Earlier, Anthony B. Sasin, spokesman of the Pilipino Banana Growers and Exporters Association (PBGEA), branded the Camocaan study as “rigged.”

I am more in favor of longer term incentives. The wealth created with more jobs will still result in higher revenue collection when local businesses fluorish to provide products / services the workers need. I am of the impression that sometimes government just want their hands on the short term things.

Well there's a thousand and one ways to skin a cat. ( excuse my french). The Philippines being in the bottom of the barrel in terms of investment attractiveness around Asia should device more creative ways to make it stand out amongst the competition. Tax incentives have always been a good strategy as far as I could remember. Most prominent to his case of which is the Samal Casino Resort in the 90s.

ONB eyes to accredit
all remittance firms
Mindanao Daily Mirror
November 12, 2009

BY JUDY QUIROS
One Network Bank (ONB) is poised to become a payout agent to all remittance companies, bank president Alex Buenaventura said.

Currently, ONB has accredited 11 remittance companies but is eyeing to add four more banks, including the Bank of Philippine Islands, LBC Bank, Metro Bank, and Perihelion, which is the remittance arm of Union Bank.

Buenaventura said ONB is steadily building up its transactions on remittances because it will be developed further into deposits.

He said ONB’s Overseas Filipino Worker (OFW) remittance volume has increased by 52 percent in the third quarter this year over same period last year, with value of transactions reaching P101 million in 2009 against P66.1 million in 2008.

Buenaventura estimated each OFW remittance transaction at an average of $200 and $50 per transaction for the “common tao.”

He said he is optimistic the remittance volume will further grow as ONB maintains a relationship where it treats accredited remittance companies as clients and not as competitors.

ONB has proven the viability of remittance transactions anchoring on the perception that entering banks for remittance purposes is more difficult since you have to have a bank account, Buenaventura said.

The growth in remittance volume also proves ONB is not affected by the global crisis, he added.

This conclusion is backed up by the overall results of ONB’s performance during the third quarter 2009 which hit P176 million, 11 percent lower than in the same period last year of P197 million.

However, annualized return on private investment ratio is still at a high of 24 percent, indicating that overall, ONB’s operations remain profitable amidst the global crisis, Buenaventura said.

He said the decrease in the net income after tax (NIAT) can be attributed to the lower interest rate ceiling of 12 percent add-on rate that took effect in mid 2008 as imposed by the new Memorandum of Agreement with Department of Education and Automatic Payroll Deduction System Salary loans to teachers.

Buenaventura said total assets of ONB remain strong at P9.3 billion at the end quarter of 2009, or an18 percent increase over the P7.8 billion as of end quarter of 2008.

Loans volume posted P6 billion or 6 percent over last year’s P5.6 billion, while deposits volume posted P6.5 billion or 21 percent over last year’s P5.4 billion.

Buenaventura is positive ONB will hit its net income target of P240 million at year-end 2009 due to the steady strong credit demand for DepEd loans and Banana Grower program loans and one business loans.

He said the market demand for agri-based economy in Mindanao and liquid environment will support the deposit generation of ONB.

He also cited the sustained growth in total inward foreign remittance volume

Meanwhile, ONB has five pending applications for opening of new banks.

These are in: Ayala, Zamboanga City; Molave, Zamboanga del Norte; Sindangan, Zamboanga del Norte; Matina Crossing, Davao City; and Babak, Island Garden City of Samal.

The approval of the applications will bring to ONB’s total number of branches to 81 by 2010.

ONB is also eyeing to consolidate with the Rural Bank of New Corrella costing P25 million.

This will be the second consolidation. The first was in 2004, Buenaventura said.

Camella's Manchester 90% sold

By Carlo P. Mallo

CAMELLA Communities proves itself to be one of the most trusted real estate developers with the brisk sales of its first venture into the fast growing condominium sector of Davao City.

In an interview with Sun.Star Davao, Marlon Escaliscas, general manager of Camella Communities in Southern Mindanao, said as of their latest count, the first building of Camella Northpoint is already 90 percent sold.

"The Manny Pacquiao Blog". Click here for stories and updates on the Filipino boxing champ.

Camella Northpoint is the first condominium project of the country's largest homebuilder, Camella Communities in Mindanao , which is located on an elevated portion at the corner of JP Laurel Avenue and Buhangin Road , which was formerly owned by the Scottish family Ker.

"Expected date for the turnover of the 1st building will still be around November 2010, but as of the moment, its 90 percent sold out already," Escalicas said.

Last August, the ground breaking for the first building, dubbed as Manchester took place.

Although it is the first foray of Camella Communities in the condominium sector of Davao City, Camella Northpoint has already been dubbed as one of the good choices for convenient and stylish condo living with its location right in the heart of the emerging urban centre in the city's northern part, and yet maintains a serene and natural environment for its owners.

The condo's prime location is very convenient and accessible to all the major locators in the city, such as the international airport, seaport, IT parks and BPO centers, large manufacturing plants, business establishments, and soon-to-rise modern commercial areas and high-end retail and shopping centers.

The development will have all the modern conveniences and first-class amenities, such as a swimming pool, fitness gym, playgrounds, pocket parks, cabanas with grill pits, gardens, a grand entrance and gatehouse, secure perimeter fence, and a clubhouse that features a function room, recreation hall, and a veranda overlooking the pool, among other facilities.

ngano man mang hilabot sila. when George Bush was President, George jr. was governor of Texas and his brother in Florida naa bay nag question sa ila? pero notorious gyud ang dynasty politics dinhi but why focus on the Dutertes? imo as long as Sara acts as the VM and not other function it's ok with me.

Im not talking about corruption free ang other countries, of course meron din corruption sa ibang lugar. Im talking about some investor perception toward a father-daughter tandem sa City Hall and SP. actually, for me, I understand why majority of the people I've spoken with have reservations with regards to that setup, kasi there is a cloud of doubt that lingers over that the normal line of check and balance may be compromised. Although, Im not saying that this is the case with our Mayor and VM.

i guess check and balance imo emanates from the council and not the vice mayor?

and imo the advantage of having the majority seat in the council from the ruling party would ease and expedite programs for implementations og the executive. eg. budget appropriation of vital prorgmas and projects

Gracie in the flesh
Written by: Garcia , Ian C.
Friday, 13 November 2009

WHAT American actor Josh Hartnett, British actor (“Excalibur,” “Emerald Forest”) and National Geographic host Charley Boorman, and UFC (Ultimate Fighting Championship) Hall of Famer and Brazilian Jiu-Jitsu practitioner Master Royce Gracie have in common? They all have recently stepped foot in Davao City .
Recent Davao visitor Royce, a world renowned professional mixed martial arts fighter, teamed up with the Academy of Brazilian Jiu-Jitsu of the MetroLifestyle Fitness Center for a three-hour workshop on the popular martial art of Brazilian Jiu-Jitsu.
The well-loved and revered 42-year-old Royce holds the most submission victories in UFC history with 11 wins. He became a larger than life figure in the mixed martial arts world for his domination in the UFC, beating opponents much larger than him.

In his first ever hosting of a Brazilian Jiu-Jitsu seminar in this side of the globe, Gracie taught to over 50 participants – a mixed of amateurs and the best fighters in Mindanao - the fundamentals, principles, theories and concepts of the said martial art.
During the seminar, Gracie demonstrated various Brazilian Jiu Jitsu techniques and shared tips and tricks to the participants for them for further hone their skills.
The Gracie Jiu Jitsu, a variation of the Bazilian Jiu Jitsu, was founded by Gracie’s father, Helio Gracie, which focused on the application of leverage to the art. He modified and enhanced the basic techniques, and made them effective for a person regardless of his or her stature. Master Royce Gracie mastered this art and almost single-handedly made Brazilian Jiu Jitsu known worldwide, consequently revolutionizing mixed martial arts.

While his visit to the city was short-lived, those who want to learn more about this martial art can enroll themselves at the Academy of Brazilian Jiu Jitsu under Professor Jarrod Butler, trained uimesnder the Gracie family for over 23 years, and DA Elmore, who teaches night and daytime Jiu Jitsu class
Brazilian Jiu Jitsu is open to men, women and even kids. Private and group lessons are also available. Classes are free to all MetroLifestyle Members.
If you’re ready to take the challenge, it’s time to rumble and learn Brazilian Jiu Jitsu. Who knows, you might be the next Royce Gracie.

Strong property demand in Davao expected to be sustained
Business World

DAVAO CITY -- Currently strong demand for housing in this city will be sustained next year, driving developers to come up with new projects that will range from low-cost to upscale condominium units, Carlos Omar A. Vargas, president of the city’s Chamber of Real Estate and Builders Association, said in a recent interview here.

Competition among the city’s developers has created a situation favorable to buyers. "It is now cheaper to buy than to rent," Mr. Vargas said.

Last week, the association, in cooperation with government agencies like the Housing and Urban Development Coordinating Council and the Philippine Retirement Authority, mounted a housing fair here with 16 developers offering new projects.

Although the organizers have yet to consolidate sales figures from the three-day housing fair, Mr. Vargas said sales would post a record high, noting that one developer was able to sell even before the fair formally began.

"There is high interest in property development now and I believe this will continue until next year," he said, pointing out that even usually conservative developers have been unveiling new projects.

Roberto U. Teo, head of the Davao City Investment Promotion Center, told visiting prospective American investors last week that property development is among the most vibrant investment activities in the city.

Moreover, he said, Manila-based developers have been visiting the city and the nearby Island Garden City of Samal to start new projects, among them Landco Pacific Corp. which has partnered with the Floirendo family to develop a 33-hectare property into a high-end subdivision, as well as Filinvest Land Inc. which has been developing another 50-hectare division.

Big local developers are also active even in the upscale residential market. The Bangayan-owned Holiday Garden Island Development Corp. is developing the 10-hectare Holiday Ocean View, while RJP Realty Development Corp. is involved in Samal High-lands Garden Resort.

At the city proper, Filinvest, DMC Urban Properties Development Inc. and Camella Homes are building medium-rise condominium buildings that are strategically located. Also, Ayala Land Inc. will include in its 10-hectare Abreeza project a couple of medium-rise condominium structures. -- C. Q. Francisco

Davao City smoking ban gains world recognition
Manila Bulletin - Friday, November 13

DAVAO CITY - The city government's stiff campaign against smoking here has gained global recognition for its commitment to promote smoke-free policies.

This, as the Global Smoke-free Partnership (GSP) recently announced its winners for this year, with the Davao City Anti-Smoking Task Force winning in the governmental body category.

In a statement sent to Manila Bulletin on Thursday through fax, GSP said the city's anti-smoking task force came out on top for its ''exceptional leadership and commitment to further smoke-free policies by a governmental agency.''

GSP is an international organization formed to promote effective smoke-free air policies worldwide. The partnership is a fusion of American Cancer Society and the Framework Convention Alliance to bring the World Hearth Federation and International Union Against Cancer and other organizations to advocate for and reinforce anti-tobacco policies.

Since 2002, it is unlawful to smoke or allow smoking in public buildings, vehicles, enclosed areas and other areas that the local government designated as non-smoking places in this city.

Right after the ordinance in 2002 took effect, the city mayor, the tourism office and the police were given responsibility to form the Davao City Anti-smoking Task Force.

This year, the task force has tallied a total of 690 violators apprehended by the police from January to July of this year.

Violators are then sued before the regional trial court. Once found guilty, first time offenders are meted a fine of P300 or one month imprisonment depending on the court's discretion.

Calinan picked as pilot area
Friday, November 13, 2009
By Carlo P. Mallo

DAVAO City's center for agriculture-based industries will also be the testing site of the online system transaction, which will be launched by Mindanao's premier rural bank.

The area of convergence of Calinan, wherein a relative high number of people meet to conduct business and trade, has been chosen by One Network Bank to be the pilot site of their POS system application.

Starting with an initial of eight POS systems, One Network Bank will pilot test the system in various locations within the trade center of Calinan, which will include the newly- opened NCCC supermarket, other retailers, and within the bank's branch in the area.

Alex Buenaventura, president of One Network Bank, said the POS system will also be made available in all Davao branches of the bank within the next two to three months.

Soon after, the system will be accessible in all of their branches throughout Mindanao.

"The POS terminals that we will put up in Calinan are programmed to do debit purchases, utility bills payment, and tellering," Buenaventura said.

Without having the need to withdraw, transactions with retail and wholesale establishments will be cashless with the debit capability of the POS terminal.

The utility capability of the POS terminal will also ease up the queues at the Calinan branch of One Network Bank; especially as due dates come close.

"However, we have yet to finalize our agreements with Davao Light and Power Company as well as the Davao City Water District," Buenaventura said, adding that only payment for telephone bills of PLDT and mobile phone bills for Smart and Globe networks are offered.

One Network Bank maintains a positive and upbeat outlook for the remaining one and a half months of 2009, optimistic that it could match the bank's net income in 2008, which was at P240 million after taxes.

RP eyes high prospects in Taiwan’s outbound market
November 13, 2009 4:31 pm

By Lynda B.Valencia

MANILA, Nov. 13 — Optimistic to get a bigger slice of the outbound market of Taiwan in time for the upcoming winter months’ long vacation and the Chinese New Year in Feb. 2010, the Department of Tourism (DOT) has recently conducted presentations in three big cities of Kaohsiung, Taichung and Taipei, in Taiwan.

Tourism Secretary Joseph "Ace" Durano said “Taiwan continues to be one of the country’s top source markets for nature-based travel. Prospects are high from this market, as we keep up our strong tourism links with this segment.”

“The Philippines remains an acknowledged tropical destination for our white-sand beaches. Moreover, our tourism facilities are ready to accommodate numerous travelers who are looking for that unique island getaway,” Jarque said.

A total of 350 local travel agents attended the product presentation in the three cities which highlighted Davao as a new destination for Taiwanese travelers in the coming year.

Garcia presented Davao’s "islands to highlands" attractions.

Jarque noted that “Davao has the best of both worlds. For nature lovers who want to experience mountain trekking and afterwards enjoy the waters, this is truly the place for them.”

Alongside the promotional efforts was the Philippines’ active participation in the Taipei International Travel Fair (TITF) held at the Taipei World Trade Center, highlighting Davao as a premier nature and adventure destination. The 63-square meter Philippine pavilion at the TITF provided a very good venue for Philippine sellers and partner agents to promote various tour programs. The booth adopted a beach wedding theme to promote the country as a beach wedding and honeymoon destination. Tour operators, hotel and resort’s representatives from Manila, Boracay and Davao joined the Philippine delegation.

The Center for Philippine Arts & Culture, Jeron Travel, Hafti Tours, Pearl of the Pacific, Crown Regency Hotels and Resorts, Patio Pacific, Busina Company Inc., El Nido Resorts, Boracay Regency, Subic Holiday, Cebu Pacific Air, Philippine Airlines, Surelite Travel & Tours, PR Travel Consultants, Inc. Southern Travel Corp., 829 One World Travel Express and St. Christopher Travel and Business Center, were the participants in this year’s productive country presentation.

Six local travel agents from Taiwan also joined the Philippine booth; namely A Team Travel Services; Fu Hsia Travel services; Wonderful Tours; Castle Tours; and De-Wey Study Abroad ESL Program.

"Both the Philippine private sector and the local agents reported good business deals for the country for 2010. Participants were able to get a total of 221 confirmed bookings for group tours and more than 800 queries were registered during the three-day fair," Bueno added.(PNA Feaures) V3/LBV

Beverage firm allots P1 billion for new Mindanao plant
(The Philippine Star) Updated November 16, 2009 12:00 AM

MANILA, Philippines - With the objective of providing high quality and affordable soft drink products and making it readily available in the Davao and General Santos region, Asiawide Refreshments Corp. recently earmarked close to P1 billion for the establishment of a new plant in the Mindanao region.

Gerardo Garcia, executive vice president and COO of Asiawide Refreshments Corp., the licensed bottler of RC Cola in the Philippines, said the company has put up a state-of-the-art bottling plant in Davao City to capture a wider range of consumers.

“We all know that one of the highest priced cola drinks is in Mindanao region,” said Garcia. “One of the goals in putting up a plant in the area is to be closer to the market we cater to. This way, we would be able to provide Davaoeños with a refreshing drink that they can easily afford,” he added.

Before RC Cola’s entry in Davao, most soft drinks brands in the area were priced even higher than in Metro Manila. But three months before ARC’s plant was set up in Davao, other cola brands began selling at a lower cost, or at least at par with current price in Manila.

According to Garcia, one of the biggest beneficiaries of the ARC plant in Davao is soft drinks dealers and distributors in the area. “Now, they can offer an alternative cola drink that the market can easily afford.”

RC Cola is not only more accessible but also draws more and more consumers to its cool, refreshing taste, he said, adding “Taste was one of the reasons why customers got enticed to try products that ARC offers. Before, people used to think that quality is proportionate to price, but not really. With RC Cola, you get the exact great taste you want in your cola without having to pay more for it.”

Once the ARC plant in Davao becomes fully operational, hopefully by the first quarter of 2010, the plant is seen to supply 100 percent of daily needs of people in General Santos and Davao. As part of ARC’s objective of making the new plant one of the company’s most modern facilities to date, the same will feature an electronic bottle inspection system and a date coder. A computerized and more efficient case packer will also be put in place.

SM North Davao to start construction (http://www.sunstar.com.ph/davao/sm-north-davao-start-construction)

ANOTHER giant mall from the country's premier mall operator, SM Prime Holdings, is set to start construction as early as January 2010.

Highly reliable sources of Sun.Star Davao revealed that the construction materials for the proposed mall will start arriving in the city by January.

This was also verified by officers of SM Prime Holdings who requested anonymity for being not in the position to discuss the details of the project.

The project, which will be on a 10-hectare portion of the former Lanang Golf and Country Club, has been unofficially dubbed as SM North Davao.

At present, SM Prime Holding is operating one mall in Southern Mindanao, SM City Davao, which opened in November 2001 and has a gross floor area of 75,440 square meters.

For the third quarter of 2009 alone, SM Prime posted a nine percent increase in net income, amounting to P1.7 billion. Revenues for the quarter grew 14 percent to P5 billion.

Ebitda stood at P3.5 billion, resulting in an Ebitda margin of 69 percent.

Reports obtained by Sun.Star Davao showed that SM North Davao will be twice the size of SM City Davao and will be complemented by a residential project of SM Development Corporation, the residential property developer arm of SM Investments Corporation.

As of September, SM Prime Holdings posted a consolidated net income of P5.1 billion in January to September 2009, for an eight percent growth compared to the same period last year.

Revenues, on the other hand, grew by 14 percent to P14.6 billion during the first nine months of the year. (CPM)

They have lactose-free cream (in case you missed it) so that saves you from countless trips to the wash room. Still you're best bet is to take your digestive enzymes with lactase in it before you drink your SB latte.

China interests RP's mining, energy
Monday, November 16, 2009
By Carlo P. Mallo

MINING and energy investments were of key interest to the Chinese consul who visited Davao City during first week of November, according to the Department of Trade and Industry in Davao Region.

Lawyer Lucky Seigfred Balleque, chief of the National Economic Research and Business Assistance Center of DTI, told Sun.Star Davao Friday that Chinese economic and trade consul to the Philippines Cai Yong showed particular interest in the power and mining sectors.

"But they also asked about the ICT, seaweed industry, cold storage facilities and agriculture," Balleque said.

Cai Yong, economic and trade consul of the Consulate-General of the People's Republic of China in Cebu, was accompanied by Consular Attache Wenwen Pang to look at potential business opportunities in the region.

During the briefing, representatives of government agencies of Davao City and Davao Region presented a snapshot and overview of the thriving businesses and development prospects that might be of interest to Chinese investors.

"We were able to convince them that Southern Mindanao is the best site for their investments in the Philippines. But of course, they still have to do their part, which is to convince their investors to come to the region," Balleque said.

Although no particular date has been set for the trade mission of the private sector of China to Southern Mindanao, Balleque said it will be happening very soon.

"The consul was so impressed that they will be returning very soon for leisure," Balleque said.

The Chinese diplomats also visited the cities of Panabo and Tagum in Davao del Norte.

Potential business partnerships for the export of seaweeds and fresh fruits, including banana, are some of the areas being explored by the Chinese in Davao del Norte.

"One thing is for sure, they are keen on investing in the region," Balleque said.
