yep, bye2x non-air. pero ang mga old model aircon taxis 2005 paubos ata nga apil pod unta i phase out nagpalaban daw kang tonggressman nograles mao na suspend pa ang implementation.

non air wala na..pero yung mga mga kia pride pwede pa as long ayusin nila and aircon na sya...saka yung taxi meter nila issuing receipt na...extended up to 2 yrs na accdg to ltfrb...humanitarian reason daw...majority naman nang maextend yung mga smalll operators lang..:)

Davao City seeking ways to discourage cigarette sales

DAVAO CITY — The city council plans to amend its anti-smoking ordinance to make it more difficult for people to buy cigarettes.

Among the proposals is to ban retailing cigarettes per stick, as well as on selling these on the streets, Councilor Peter T. Lavina said. This, he added, should make it difficult especially for the poor to spend their money on so-called sin products.

But the councilor said the city council would also look for ways to cushion the impact of low cigarette sales on affected street vendors.

He said a hearing would be set with these vendors, among other affected parties, noting that big retailers have already stated opposing the proposal.

"We need to listen to everyone on the issue," he said, adding that retailers had opposed the city’s 2002 ordinance banning smoking in public places such as restaurants and popular venues for meetings and leisure.

Establishments that want to have smoking areas must provide for enclosed areas and must not expose employees to smoke. — Carmelito Q. Francisco, BusinessWorld

THE CITY is admired by other cities and towns for having the iron will to enforce laws. The Anti-Smoking Law, the ban on firecrackers and pyrotechnics are but few examples of how serious we implement our local laws. Will the Anti-Spitting Law, which will take effect anytime soon, be similarly regarded?
Western countries have, since the late 19th century and early 20th century, banned spitting in public after health practitioners found that sputum can spread tuberculosis, which was a deadly disease at that time. Since the 1970’s, countries such as Singapore, HongKong and some parts of China, banned spitting in public for health and sanitation reasons.
It is for this same reason that the Anti-Spitting Law was proposed by Councilor Samuel Bangoy, chair of the Council Committee on Health. In an interview last week, Dr. Josephine J. Villafuerte told TIMES that the city has the highest number of multi-drug resistant tuberculosis in the region with 275 reported cases. This kind of tuberculosis is difficult to treat and patients “might not be able to respond well to their medicines,” said Dr. Villafuerte.

The law states that “No person or persons shall, carelessly or intentionally spit saliva, phlegm, mucus or other substances from the mouth in city streets, alleys, sidewalks, parks, malls, markets, public carriers, public halls and buildings, banks, public squares, terminals, shopping and business centers, schools, churches, hopsitals and other similar public places within the City of Davao.”
The penalties are: fine of P100 pesos for the first offense, P200 for the second offense and P300 for the third offense or a subsidiary imprisonment not exceeding six moths in case of insolvency, or both fine and imprisonment at the discretion of the court.
It is difficult to implement this law if the spitters are many. But look at how the Anti-Smoking bill was enforced despite the initial misgivings of the business and tourism sectors. It will be another litmus test for those who are tasked to enforce the law. It is another test of political will.

DAVAO CITY, Jan. 6 (PNA) – The city government of Davao has allotted P170 million for education program this year, including the budget for installation of new classrooms and salaries for teachers.

City Councilor Mabel Sunga-Acosta, chair of the city council committee on education, science and technology, culture and the arts, said the fund, as specified by law, will be one percent of the real property tax.

Acosta said about 300 teachers will be paid under the city government’s educational fund, adding it will also buy more chairs, construct new classrooms and buildings.

She said the city government will also launch a reading project which will be supported by civic organizations, youth groups, government officials and the Department of Health (DoH).

“The reading project will help encourage the students to prefer books than reading in the Internet since most of the kids these days were more inclined on using a “copy and paste” scheme on their studies. It is still better if the kids will read using books,” Acosta said.
The reading project will be held inside the People’s Park and will even include fun-filled activities, she added. (PNA)

Tourism sector works to correct Mindanao's image

MINDANAO'S tourism sector is working double time to correct the marred image of the region following the massacre of 57 people in Maguindanao.

This was bared Wednesday by tour operator Susan Palad, travel agent Wanda Teo, and businesswoman Gene Bangayan at Club 888 forum at Marco Polo Hotel.

"This should be a concerted effort of all sectors, including the media, to show that Mindanao is not as bad as depicted by some," Palad said.

Geographically, the province of Maguindanao, wherein the gruesome massacre happened, is several hundreds of kilometers away from the urban centers and tourism destinations of Mindanao. The area is only accessible by road that would take several hours from Davao City.
The three ladies have been elected into the Board of Trustees of the Tourism Congress.

The three ladies, aside from representing Davao City, are also representing the whole of Mindanao as they occupy three of the nine seats on the board.

"We have to improve the publicity of Mindanao, and we have to work on it together," Teo said. (CPM)

Davao City, an area for smoke-free studies of foreign countries

DAVAO CITY, Jan. 6 (PNA) -- After the successful implementation of anti-smoking in Davao City, the city became the site for study-tour of foreign nationals that are starting to implement the ban of smoking in their countries.

Dr. Domilyn C. Villareiz, co-chair, Anti-Smoking Task Force of Davao City said they had been receiving visitors from other countries in order to observe the implementation of the ban of smoking in the city with their recent visitors from Hanoi, Vietnam and from Thailand.

She said scheduled to visit the city are groups from Malaysia and Indonesia and they are interested in the implementation of the program saying that they have package destination where they bring these foreign nationals to observe.

Mostly, she said are in restaurants, parks, malls and in areas that are often frequented by the public.

Given the success of implementing the Anti-Smoking Ordinance, Villareiz said they get to be invited to lecture or talk to gatherings abroad and in other parts of the country.

Villareiz attributed the success of the implementation to the concerted efforts of both private and government as well as the effective strategies they adopted based on the law provided under Republic Act 9211 and City Ordinance No. 043.

Other cities in the Philippines also has crafted their own laws namely San Jose, Occidental Mindoro, Talisayan, Misamis Oriental, Sorsogon City, Umingan, Pangasinan, Amlan, Negros Oriental, Baguio City, Hagonoy, Bulacan, Legaspi, Albay, Malabon, San Carlos City, Tabaco City, Albay.

She said Baguio, San Carlos and San Jose have similar ordinances with Davao City while most of the cities and municipalities anti smoking ordinance followed the definition of Davao on enclosed places. The 17 cities in Metro Manila will be implementing RA 9211.

Villareiz stressed that under RA 9211 are some provisions that involves advertisements and promotions of cigarette products.

She said cigarette is a legal industry product but with prohibitions under the law they have to implement it just in the case of advertisements and promotions they already issued notices to stores displaying signages of their stores with cigarette markings.

"Definitely this is not allowed by law and some 35 stores were given notices to remove the signages," she said.

Distribution of collateral like parasols and t-shirts are prohibited and for the public to be wearing or using them will also be reminded and when caught the next will be given sanctions and fine, she said.

Contrary to what other quarters noted, she said anti-smoking is not a hindrance to progress and tourism and definitely there is an increase in tourist arrivals in the city.

The other benefit of anti-smoking campaign is that it helps people increase their life span considering that they will be spared of suffering from respiratory illnesses when they do not smoke.

Citing statistics, she said three out of 10 Filipinos smoke or about 34 percent are smokers.

She also said the cases in Davao City posted a drop in the lung cancer mortality and morbidity rate from 113 deaths in 2008. It dropped to 38 in 2009.

Villareiz said the World Health Organization (WHO) sponsored Tobacco and Poverty Study in the Philippines that was completed in 2006 revealed that among the poorest of the poor, 64 percent of their monthly expenditure is spent on food, while tobacco comprised 2.5 percent, bigger than clothing at 2.3 percent, education at 1.4 percent and health 0.9 percent.

The study also revealed that tobacco greatly contributes to poverty since tobacco users are at a high risk of falling ill or die prematurely of cancer, heart attacks, respiratory diseases or other tobacco-related diseases thus depriving families of much needed income and imposing burden on health care costs which are mainly "out-of-pocket" expenses.

Meanwhile, the anti-smoking campaign in Davao City started in 2002 and it already earned two international and one regional awards. One of the international awards was given by the World Health Organization in 2008 for its Anti-Smoking Ordinance.

Also last year, she said Davao City got a regional award from the South East Asia Tobacco Central Alliance for its extensive advocacy on anti-smoking.

The other international award will be given in February 2010 by the Global Smoke-Free Partnership (GSFP) Award for Governmental Body with Exemplary Leadership in Implementing Smoke Free Policies. Other countries that will be recognized together with Davao City are Guatemala, Colombia, Turkey and India but these are on participation of non-government organization. (PNA)

DAVAO CITY, Jan. 7 (PNA) -- City Council here approved during its first regular session for this year on Tuesday with finality an ordinance creating the city's Women Health Care Clinic, formerly called Reproductive Health Clinic.

City Councilor Angela Librado Trinidad, chair of the City Council committee on women, children, and family relations said the pros and cons debate, which lasted for months, had key elements on reproductive health care.

Librado said the clinic's services include maternal, infant, and child health nutrition; family planning information and services; prevention of abortion and management of post-abortion complications; adolescent and youth health; prevention and management of reproductive track infection, HIV/Aids and other sexually transmittable infections; elimination of violence against women; education and counseling on sexuality and sexual and reproductive health; treatment of breast and reproductive health and other gynecological conditions; male involvement and participation in reproductive health; and prevention and treatment of infertility and sexual disfunction.

"The ordinance defines family planning as a program which enables couples and individuals to decide freely and responsibly the number and spacing of their children and to have the information and means to carry out their decisions and to have informed choices and access to a full range of safe and effective family planning methods, techniques and device excluding abortion which is a crime," Librado said.

Librado said adolescent sexuality refers to reproductive system gender identity values and beliefs, emotions, relationships, and sexual behavior of young people a social being.

She said the ordinance also emphasized that adolescent is a life stage and pertains to people between ages 10 to 19 years old.

"Reproductive health and sexuality education is a process of acquiring complete accurate and relevant information on all matters relating to the reproductive health system, its functions and processes on human sexuality and forming attitudes and beliefs about sex and sexual identity interpersonal relationships, affection, intimacy, and gender roles," Librado said.

"It also includes developing the necessary skills to be able to distinguish between facts and meets between sexuality and critically evaluate the moral, religious, and cultural dimensions of sexuality related issues such as contraception and abortion," she added. (PNA)

I saw in Richmond Centre Mall here today this type of urinals and cubicles in its newly-renovated washrooms. It's so modern in a way, and throw in the airblade hand dyers to boot. So good to see this in our own backyard. :)

^^ people's park! the forest park at the heart of davao city's business district...

truly, uniquely davao. even if others will follow, it will take years to conceive, years to construct, luck to find a large open place right smack at the city center and years for the trees to grow.

this is what i like about our city, highly urbanized but... you still can see flock of doves not only at people's park but at san pedro church and ilustre street as well, amidst the concrete jungle... the real jungle is offered. i wont be surprised if in the future we'll see lions and tigers at the people's park. :lol:

^^ not only pingeons pareng junax ducks & even wild birds who adapted Peoples Park as their own home. truly a Davao treat, as peoiple around the country even around the world we accept them as our "own wholeheartedly :). btw this year Magsaysay Park will undergo facelift(after the election) and a new ordinance that open spaces should be planted with greens either trees or veggies :cheers:

truly, uniquely davao. even if others will follow, it will take years to conceive, years to construct, luck to find a large open place right smack at the city center and years for the trees to grow.

this is what i like about our city, highly urbanized but... you still can see flock of doves not only at people's park but at san pedro church and ilustre street as well, amidst the concrete jungle... the real jungle is offered. i wont be surprised if in the future we'll see lions and tigers at the people's park. :lol:

THE results of the 2010 national elections in May will play an important role in attracting foreign capital into the country, according to the chief executive of a major commercial real-estate firm.

In the company’s year-end briefing, CB Richard Ellis (CBRE) Philippines chairman Rick Santos said the results of the May election will be a vital barometer for investors, whether they are just starting to set up stakes or expanding their businesses in the country. “We think the market will be taking off after the elections in May 2010,” said Santos at a briefing in Makati City.

“More companies will also try to finalize deals before the elections,” added Santos.

Santos said it would be quite important for the next administration to maintain a lower cost of doing business in the country because it is one of the competitive factors. “Lower cost is very ideal for foreign investment which could attract players in the property sector, infrastructure and education,” he said.

The Philippine property sector, according to Santos, also sees more growth and innovation in the coming years. He noted that available spaces in the Metro Manila area—over 50 million square feet—is comparable to office supply numbers in other Asian city centers such as Hong Kong, Singapore and Shanghai.

He sees Manila on a par with the other major cities in the world, and expects it to grow through strong demand in the retail sector and other segments of residential sales that continue to perform above expectations. Santos cited the SM group as the star performer in the retail market, while proving to be a powerhouse in real-estate development.

Furthermore, Santos said Filipino engineering and architectural firms will have a window of opportunity to join in the development of green buildings. With a talented pool of engineers and architects working in internationally recognized Filipino firms, Santos said Filipinos can compete for projects in the global market, where developing green buildings is enjoying a boom, as climate-change issues and increasingly frequent, climate-induced disasters are making more people aware of the vital need to plan for sustainability.

BPO growth still a boost

For his part, CBRE vice chairman Joey Radovan said business process outsourcing is expected to grow this year, especially in areas outside Metro Manila such as Cebu, Baguio and Davao. “However, the expected growth will come at a moderate pace as the global economy continues to recover,” he said.

On the tourism side, Radovan said the current slowdown in foreign tourist arrivals is temporary, owing to the lingering effects of the global economic crisis. “Tourism will bounce back in time for the opening of the different hotel, resort, leisure and gaming projects,” said Radovan.

Among the major tourism-oriented projects in the pipeline are the six-star Shangri-La Hotel at Fort Bonifacio, Pagcor City in the Manila Bay reclaimed area  and the Clark Free Port Zone.

On the retail front, CBRE Philippines research director Victor Asuncion said the continued growth in personal consumption expenditures by Filipino families, fueled by strong remittances of Filipino expatriates around the world, has grown the business of establishments such as the SM group.

He said there are strong indications retail will continue to grow in 2010. SM’s plan to build malls in Calamba, Novaliches, Tarlac, Masinag and San Pablo City, he noted, is an indicator of the big potential in retail in the next few years.

“The ongoing redevelopment of Ayala Center in Makati  and expansion of Ayala Center in Cebu, the opening of a Waltermart mall in Batangas and the start of construction of SM North Davao are signs that the retail sector is very vibrant,” he said.

THE Bureau of Customs has continued the reshuffle of its personnel months ahead of the national elections, this time involving the agency’s Enforcement and Security Service, including an official in Subic Bay who was involved in a sexual harassment case.

Customs Commissioner Napoleon Morales signed an order that allowed the movement of its security personnel in its collection districts in Port of Manila, Subic Bay and San Fernando in La Union.

Port of Manila chief Jose Yunchongco was relieved of his duties as district commander. He, however, retains his higher positions both as chief of Customs Police Department and deputy director of the Enforcement and Security Service.

Capt. Ramon Policarpio, who was relieved of his duties in Subic Bay, will replace Yuchongco in Port of Manila, BOC’s second-largest collection point.

Incidentally, Policarpio was involved in a sexual-harassment case of a female processor in the Port of Subic.

The broker, an employee of Red Archer General Services, filed her complaint before the Subic Bay Metropolitan Authority Intelligence and Investigation Office late last year.

Policarpio will be replaced by Capt. Isidro Estrera, who was chief of BOC’s San Fernando, La Union, district.

Army Capt. Roberto Gines will be the officer-in-charge of the post vacated by Estrera, according to the BOC order signed on December 29.

Customs police have been instrumental in the foiling smuggling activities of port users. There are reports that attempts to smuggle goods into the country are expected to increase as a result of the national elections in May.

Commission on Elections forbids government agencies to transfer its personnel during campaign period, which starts in February.

Last month, Morales also reshuffled its personnel, starting with Cebu and Davao, two collection points that have been performing well in 2009 despite the fall in cargo volumes.

Morales on December 8 issued an order replacing Ricardo Belmonte, brother of Quezon City Mayor Feliciano, as district collector of Cebu.

Belmonte is placed at the Office of the Commissioner, but officials said he may take over Port of Manila anytime soon.

Morales appointed Davao district collector Ronnie Silvestre to Cebu, while Anju Nereo Castigador has been appointed as acting district collector in Davao

THE Davao City law enforcement agencies received praise from Mayor Rodrigo Duterte for its great service to the city in 2009 amid the increase of total crime volume.

"I congratulate everyone for a good job. Talagang naging maayos, mabilis ang serbisyo," Duterte said in a meeting Wednesday with the Davao City Police Office (DCPO), Task Force Davao (TF Davao), City Peace and Order Council (CPOC), People's Law Enforcement Board (Pleb), and City Anti-Drug Abuse Council (Cadac).

Meanwhile, a report released yesterday indicated a 21.641 percent increase in the city's total crime volume of 3,749 for 2009 during the period of January to November compared with 2008's 3,082.

The data is part of the Peace and Order Services reported in the city's service performance in 2009. Engineer Mario Luis Jacinto, City Planning and Development Office coordinator, announced the data at I-Speak media forum at City Hall.

"Peace and order have always received the public's attention and was given much of the city's budget because without peace and order we can never say we are truly progressing. But I could say that year 2009 was a positive year for the city in terms of service. The records are there to say what has been done and there were a lot done," Jacinto said.

"We always say the room for improvement is the biggest room of all. It's always easy to criticize especially if the one criticizing is trying to occupy a political position. But the track record is there, through the leadership of the Mayor, to say we have done well in delivering services," Jacinto said.

Jacinto said, the peace and order sector was allotted P483,972,578 of the 2009 budget or 14.21 percent, second to the highest. The highest sector that received the biggest chunk was the social services sector.

Of the 3,749: non-index crimes totaled to 1,922 cases; 646 were on physical injury; 618 were theft; 130 were murder; 313 were robbery; 65 were homicide; and 55 were rape.

The report said the city's operational support to DCPO and TF Davao was sustained if not intensified through the operation and maintenance of the 251 patrol cars, jeep, motorcycles used by 12 Police Precints and DCPO Headquarters.

The support to the TF Davao was sustained to cover their anti-terrorist and peacekeeping operation through operation and maintenance of all vehicles and motorcycles, provision of logistics and construction of a new headquarters.

For Disaster Management:

*There were 20 disaster emergency operations including fire, sea swelling, drowning, flash flood, and structure collapse. There were 42 recorded in 2008.

*Conducted 78 different emergency drills including fire, earthquake, and flood benefiting a total of 96,078 participants. There were 29,735 participants recorded last year.

*Conducted 7 trainings including First Aid, Life Support, Fire-Fighting, and Water Safety attended by 313 participants.

*92 Information and Education Campaign activities were conducted attended by 4,903 participants.

For traffic management, during the first quarter of 2009, 6,455 traffic violators were apprehended and indorsed to the Land Transportation Office for adjudication and final disposition. There were 27,450 recorded in 2008 in the same period.

Still on the first quarter, 167 vehicles and motorcycles were towed for creating road impediments and obstruction. There were 873 recorded from January to November last year.

Starting 2nd Quarter of 2009, apprehension of Traffic violators were solely undertaken by the LTO and DCPO-Traffic Group.

Other accomplishments include: 209 units or an increase of 33.64 percent from 2008's 217 units of trisikads towed and impounded for plying the city streets and national highways; 21 intersections were covered in the detailed survey and design for signalization; and 44 signaled intersections were monitored daily.

For Project 911, 54,322 calls were received or an average of 164 calls a day. This is a 33.93 percent increase compared to 2008. Districts where the most number of calls originated are from: Talomo with 16,484; Poblacion with 16,199; and Buhangin with 8,205 calls.

Average response time inclusive of all districts for each service sector varied: the Fire Auxiliary Services having the fastest average response time at 5 minutes per run; Urban Search and Rescue at 9 minutes; Law Enforcement with 13 minutes; and Emergency Medical Services at 26 minutes.

Of the 54,322 calls received, 75 percent or 40,724 calls were responded to, which is a 19.914 percent increase from 2008's 33,961 calls received. Of the 40,724 calls: 30,238 were law enforcement incidents; 9,843 were medical emergencies; 358 were search and rescue; 183 were fire auxiliary services; and 102 were K9 services.

Among responded calls related to law enforcement: 4,289 were assaults; 2,972 were domestic problems; and theft totaled 2,816. Among the medical emergency runs, the top three cases were: 2,076 for body weakness; 1,877 were injuries from vehicular incidents; and 1,400 runs for difficulty in breathing.

For the campaign against drugs, 16,040 students in 108 public and private schools participated in seminars and symposia on drug education, while there were 15,905 students who participated last year. In barangays, there were 2,618 participants in 45 barangays while 2008's record showed there were only 1,783 participants.

In the city's sustained operation of the Davao City Rehabilitation Center for Drugs Dependents: 227 family therapies/dialogues were conducted whereas 82 were done in 2008; 970 individual counseling were conducted while 1,105 were done in 2008; 63 new admissions were recorded while 2008 had 46; 50 were discharged or releases recorded in 2009 while 42 were released in 2008.

SOME may see it negatively, but for the tourism sector, the strong sense of governance imposed by Davao City Mayor Rodrigo Duterte is one of the driving forces that have beefed up tourism in the city.

"Yes, some may not like the idea of having an anti-smoking ordinance being implemented, but it is something that we should be proud of," Susan Palad, Mindanao representative to the Tourism Congress, said in Wednesday's Club 888 forum at the Marco Polo Hotel Davao.

The anti-smoking ordinance has led to the regulation of smoking public areas like restaurants, malls, and churches. In enclosed areas, the ordinance has imposed the designation of a particular smoking area that will separate the smokers from the general public.

"Just look at how clean our city is, it shows that our government is working," Palad said.

Another aspect that the tourism sector pointed out is the low crime rate in the city, particularly robbery and pickpocket incidents.

"Where else can you walk around after midnight and feel safe using your mobile phones?" Palad asked.

Following the gruesome Maguindanao massacre and the slump in international travel, the region's tourism sector is working double time to boost the industry.

Palad said that travel agent Wanda Teo and businesswoman Gene Bangayan during the same media forum is striving to bring back good tourism in the region.

"This should be a concerted effort of all sectors, including the media, to show that Mindanao is not as bad as depicted by some," Palad said.

Geographically, the province of Maguindanao, wherein the massacre happened, is several hundreds of kilometers away from the urban centers and tourism destinations of Mindanao. The area is only accessible by road that would take several hours from Davao City.

The three have been elected into the Board of Trustees of the Tourism Congress. Aside from representing Davao City, they are also representing the whole of Mindanao as they occupy three of the nine seats on the board.

"We have to improve the publicity of Mindanao, and we have to work on it together," Teo said.

Coz in terms of travel expenses, mas makakamura sila pag sa Subic or Clark rather than flying all the way to Davao. How much is the round trip ticket to Davao from Manila? Compare it w/ Subic or even Baguio na road trip lang. I think that's another reason why the farthest that Ad Congress went to was just in Cebu. Kc comparing Cebu to Davao in terms of air fare from Manila - mas mura sa Cebu. And whether we like it or not, most (if not all) of thje major advertisers are from Metro Manila.

Contract grower for San Miguel starts ‘virtual poultry’ business

DAVAO CITY -- Maharlika Agro-Ventures Corp., a domestic poultry firm and contract grower for San Miguel Foods, Inc., has established a new company -- North Star Poultry Equities, Inc. -- for a “virtual poultry farming” project.
A Web site will allow overseas workers to monitor their “virtual” poultry farms.

Vicente T. Lao, president of Maharlika Agro-Ventures and chairman of the Mindanao Business Council, said North Star Poultry would be co-owned by overseas Filipino workers (OFWs). Part of the P65-million project’s plan is to open poultry farms in various sites across the country starting this year.

Under the scheme, an overseas worker can invest at least P50,000 on the virtual poultry farm. Maharlika Agro-Ventures, meanwhile, will come in to oversee the poultry operation, to ensure profitability as well as integrate its “successful, state-of-the-art” farming system into the project.

Maharlika Agro-Ventures will also infuse the needed capitalization to secure ownership of 60%-70% of the poultry’s company equity.

Investors can monitor how their poultry operation is doing through a Web site that would be created specifically for the project.

“When the [OFWs] come here in December or during holidays, they can [collect] their dividends,” Mr. Lao said, adding that products from North Star Poultry would have a ready market in San Miguel Foods.

Other stakeholders are the Department of Trade and Industry, the Overseas Workers Welfare Administration, Land Bank of the Philippines, and the Development Bank of the Philippines. The banks will be in charge of safekeeping the accumulated investments of investing OFWs.

Ariapafeto Banquerigo, a senior draftsman for Man Oil and Gas Co. in Libya, is one of the first investors. At the project launching last Tuesday, he said: “This will really help me make good use of my money.”

Mr. Banquerigo invested P100,000 on the virtual poultry project. His brother, Anillo William, is putting in another P50,000. -- Joel B. Escovilla

City allocated P1 billion for infra in 2009: CPDO

INFRASTRUCTURE projects represented nearly half of the total P2.8 billion sourced from the city government’s local fund from January to November last year.

Mario Luis J. Jacinto, coordinator of the City Planning Development Office, said there were a total of 1,693 projects amounting to P1.005 billion fund from the city government, an increase of 133 percent from the 727 projects during the same period in 2008.

By source of fund, Jacinto said there were 213 infrastructure projects under annual development fund (P73.7 million), 1,136 projects from supplemental budget (P889 million), and 290 under barangay development fund (P43.2 million).

“This is also a result of a very successful and productive implementation of infrastructure projects in the city,” Jacinto said. He said there were 455 infrastructure projects fully completed as of January to November last year, covering a fund of P164,013,979.68.

Among the major infrastructure projects in the city were the P262 million sanitary landfill project at Carmen, farm-to-market and alternate roads project, urban drainage and flood control project, traffic signalization project, land development for shelter and urban land reform program, and People’s Park development project.

Jacinto said there were still 43 farm-to-market roads with a budget of P128.38 million currently under construction, along with the construction of 36 buildings (P60.22 million), seven drainage projects (P3 million), and one bridge (P2.20 million) under infrastructure development program, he said.
“All of these ongoing infrastructure projects are expected to be completed before Mayor Rodrigo Duterte would end his term as local chief executive in the city,” Jacinto said.

In the data from City Planning and Development Office as January to November last year, the city ranked third as the best cost-effective city which was recognized by Foreign Direct Invest Magazine under Financial Times of London.

It was also awarded as the outstanding culture-friendly city by the Office of the President, the National Commission for Culture and the Arts and United Nations Educational, Scientific and Cultural Organization.

The city government ranked first place as most outstanding local government unit in a highly urbanized category by the Alternative Learning System of Department of Education. The Literacy Coordinating Council also recognized the city government with the same award.

The city government was lauded as the most responsive local government unit in the country by the National Commission on the Role of Filipino Women.

It was also recognized by the Commission on Audit as the government with the most updated financial statements and first city to implement the Electronic-Government Accounting System.

The City Health Office was recognized as “Hall of Famer” for the Public and Private Mix-Directly Observe Treatments Short Course Star Performer Award by Department of Health. The Davao Chest Tuberculosis-Directly Observe Treatments Short Course was then lauded as national awardee on Public and Private Mix-Directly Observe Treatments Short Course Star Performer Award by Department of Health.

The City Library gained also first place as the outstanding city library in the country. It was recognized by the National Committee on Library and Information Services, National Library of the Philippines and Philippine Librarians Association.

With the strict implementation of smoking ban in the city, it was awarded by the American Cancer Society and Framework Convention Alliance’s Global Smoke-free Partnership Award for a Government Body for its exceptional leadership and commitment to further smoke-free policies by a government agency.

City spent P700-M for social services

DAVAO City has spent more than 700 million last year on social services, said City Planning and Development Office coordinator Engr. Mario Luis Jacinto on Thursday.

Jacinto said 21.76 percent of the total budget or P741,063,881 was allocated for the social services sector, as based on the city's year-end report. The amount is the biggest allocation of the budget, Jacinto said.


The report also disclosed the city's accomplishments within the months of January to November, as the data for December is still being consolidated, Jacinto said at I-Speak media forum at City Hall.

Some of the highlights of the report on health are:

* Under health, the Lingap Para sa Mahirap (Lingap) utilized P82,539,908.33 during the 11-month period to provide assistance to indigent persons in 73,120 total number of cases. The average amount provided for each case was P1,128.83.

* Still under Lingap, the top 4 illnesses encountered in terms of number were: pulmonary problems, hypertension, chronic renal failure, and diabetes.

* In the Anti-Rabies Campaign: 40,469 animals were vaccinated against rabies or a decrease of 2.35 percent from 41,445 recorded last year; and 4,731 animal bites were reported or a 2.47 percent decrease from last year’s 4,859.

* In the anti-smoking campaign: 357 establishments were registered as smoke-free, bringing the total to 6,942 smoke-free establishments in the city. The 39 smoking rooms approved as of 2008 have been reduced to only nine smoking rooms.

* In the Dengue and Malaria Control Program: a record of dengue fever cases totaled to 3,092 or a 2.649 percent decrease from 3,197 recorded in 2008; and there were 44 deaths recorded due to dengue hemorrhagic fever, and increase from 33 in 2008.

* For the Expanded Program on Immunization those fully immunized totaled to 21,884 children below the age of 12 months, 2,654 children between 12-23 months, and 18,853 below 12 months were protected at birth (PAB).

* Under Children and Family Welfare: 7501 children were provided with psychosocial intervention, capability building and self-enhancement activities; and 1,045 children in need of special protection were provided educational assistance.

* For benefits for Older Persons and Persons with Disabilities: 10,314 cards were released to senior citizens or a 53.92 percent increase from 6,701 in 2008, adding to the total of 68,000 senior citizens with discount IDs; while 1,715 persons with disabilities were provided assistance by the City Social Services and Development Office.

* Under Shelter: the city now has four active relocation areas (Catalunan Grande River Drive, Tibungco Relocation Area Phase 2, Los Amigos Relocation Area, and Tigatto Relocation Area) while 12 community associations were evaluated and considered qualified under the ULRP program with a total appropriation of P50 million.

* Under Education: 3,599 Muslim students were enrolled in public elementary and secondary schools under the Madrasah Program; 44,174 children below six years old were enrolled in day care centers or an increase of 2.9 percent from 42,904 enrolled in 2008.

There were 175,679 elementary students enrolled in public schools for the school year 2008-09 or an increase of 1.59 percent from 172,925 reported for 2007-08.

Aside from that, there were 76,982 high school students enrolled in public schools for SY 2008-09 or a decrease of 2.88 percent from 79,263 on the previous school year. (JCZ)

New Carmen landfill to operate next month

DAVAO City's new sanitary landfill in New Carmen is set to operate next month, said City Planning and Development Office coordinator Engr. Mario Luis Jacinto.

The sanitary landfill project, financed by a P262 million loan from the Land Bank of the Philippines, has been completed. The landfill was inaugurated last October 16, 2009, Jacinto said.


The parts left for completion are the roadways around the landfill.

The new landfill's facilities features installation of a leachate collection system; gas vents to extract methane gas to prevent gas build-up and spontaneous combustion; a weighing bridge, a covered wash bay, drainage system, water tank, deep well, pump house; and a greenhouse/nursery of plants.

As the new landfill is set to operate, Jacinto reminded that it is the people's responsibility to segregate waste to lessen the bulk of waste to be dumped into the landfill.

"There will be a continued waste segregation and recycling. We will strengthen our campaign but we remind the people that it is their responsibility to segregate, not the officials at the barangays," he said.

"The government's responsibility lies on making the people appreciate the benefits of waste segregation. Also, this will lengthen the new landfill's lifespan for several more years if we have lesser waste," Jacinto added.

Meanwhile, Jacinto said that a total of 291,714 654 or 8.57 of the total budget was allocated for the city’s environment.

Under the Solid Waste Management program, it was recorded that a total of 388,474 cubic meters of solid waste as of November 2009 was collected; an increase of 19.54 percent from 324,972 in 2008.

The City Environment and Natural Resources Office produced 4,171 sacks of compost utilizing biodegradable wastes from markets, slaughterhouse and industrial establishments within the period.

Under Environmental Management, 67,777 hills were planted within and outside mini-watershed areas of Barangays Eden, Suawan, Marilog, Carmen, and Tamugan, or an increase of 43.83 percent from 47,124 hills planted in 2008.

Areas put under rehabilitation totaled 207.5 hectares within watershed, riverbanks, and mangrove areas, including Barangays 5A, 8A, 9A, 10A, and Maa were planted with trees.

On the other hand, 3,005 mangrove seedlings were planted in coastal areas in Barangays Lasang Matina Aplaya and Bucana. (JCZ)

MANILA, Philippines - An international organization has cited the Davao City Anti-Smoking Task Force for its unwavering commitment to promote smoke-free policies in the country.

The task force implements the city government’s stiff campaign against smoking in public places, including government and private offices, malls, churches, bars and public transportation.

The multi-partner initiative Global Smokefree Partnership (GSP) announced recently that the Davao City Anti-Smoking Task Force won the governmental body award category for 2009.

The award was presented at the International Union Against Tuberculosis
and Lung Disease (IUATLD) 40th World Congress in Cancun, Mexico last month.

The Davao task force joined Murli Deora of India, the Turkish National Coalition on Tobacco and multiple sectors of Guatemala and Colombia in the roster of awardees for 2009.

GSP, which has over 300 members worldwide focusing on promoting smoke-free policies, cited the Davao’s strong implementation of the smoking ban which made it the leading city in the Philippines to strictly enforce a comprehensive smoking ban in public places.

GSP cited the city’s anti-smoking task force for its “exceptional leadership and commitment to further smoke-free policies by a governmental agency.”

The GSP partnership is a fusion of American Cancer Society and the Framework Convention Alliance to urge the World Heart Federation and International Union Against Cancer and other organizations to advocate and reinforce anti-tobacco policies.

The anti-smoking task force of Davao City was formed when the local ordinance banning smoking in public places was implemented in 2002, which made it unlawful to smoke or allow smoking in public buildings, vehicles, enclosed and other areas that the local government designated as non-smoking places.

The anti-smoking task force goes around the city and monitors the different establishments for their compliance with the smoking ban. From January to July last year, the task force arrested 690 violators.

The Philippines

In this episode of the Travel Bug I’m on an island hopping adventure around the tropical south-east Asian country of The Philippines. Here I’m looking to discover what makes this colourful piece of the world so unique. While the people are devoutly religious and the Spanish influence is apparent in everything from the food and architecture to the music, there’s also a rich culture and an interesting history to be explored.

The capital is a busy and noisy melting pot of culture. Of the 92 million people that live in the Philippines, 19 million of them can be found here, most of which live off a tiny three US dollars a day. And while they might be poor, the old saying that it’s those with the least that give the most, rings true here.

There’s one thing that you’ll quickly notice, the crazy looking busses called Jeepny’s. They are the main form of public transport here and are cheap to catch, but generally it’s a tight squeeze inside. I hopped in one to make my way towards Intramuros, which is the oldest district of Manila. This part of the city was built by the Spanish in the 16th century, and it’s full of interesting history, so it’s good to get a guide to show you around.


After having my city fix I was pretty keen to get away from the noise and smog of Manila. There’s only so much of that sort of chaos that I can handle! So I headed to Mabini, in the Batangas province, about two hours south of the big smoke. It’s an area known for great diving.

Making my way back to Manila I battled through the busy airport terminal and boarded the first of my internal flights, a 45 minute voyage to the beautiful and historically significant province of Cebu. This area is known as the birthplace of Christianity in the Philippines and it’s also where the Portuguese explorer Ferdinand Magellan was killed.

From Cebu, I flew to the city of Puerto Princesa, on the gorgeous island of Palawan. It’s the largest province of The Philippines and is made up of countless islands, though the major attractions to this place are the incredible biodiversity and beautiful landscapes that are found here.

I was here to check out the world heritage listed Subterranean National Park, site of an 8km river that flows beneath the limestone mountains. The 50km journey there traverses spectacular, forested slopes and jagged hills, surrounded by farmland that’s dominated by rice paddies.

A noisy two hour jeepny ride later and I arrived in the town of Sabang. It’s on a gorgeous coastline where the South China Sea laps onto a sandy beach. Then a bumpy 20 minute trip aboard a local ocean going vessel called a bunca, took me to a deep, turquoise pool of water sitting at the jagged cave entrance to the underground river. The opening looks like the jaws of the mountain, swallowing tourists as they paddle into the darkness. It’s not the type of activity for anyone that’s claustrophobic, but the cave does eventually open up to a series of larger, bat filled, chambers.

Leaving Puerto Princesa I flew via Manila, to the bustling Davao City, on the island of Mindanao. This part of the country boasts some of the best beaches and mountain resorts around, and it’s also full of great street markets that are a lot of fun to explore. I visited a couple of the local haunts to see how the people here live. I also tried a local delicacy called durian. It smells like hell but tastes like heaven! I also checked out the local wet markets where the people buy their meat.

Leaving Davao my journey took me to the city of Legazpi, on the island of Luzon. From the airport I headed cross country, through the rice paddies to the coast, where I caught a ferry to check out one of the beautiful islands this part of the Philippines is known for. After a two hour ferry trip it was a couple of short bunca rides through amazing coastal scenery, to a hidden cave. It’s a huge expanse and has the delightful smell that only a colony of bats can create.

From the relaxed coastal scenery I headed inland to Camsur Watersport Complex. It’s about 10 minutes from Naga Airport and an hour and a half from Legazpi. It’s not what you’d expect to find in what I’d consider to be the middle of nowhere. But wake boarders flock here from around the world.

I left Legazpi with a few bumps and bruises, flying south to Tagbilaran City, on the island of Bohol. This place is known as the city of friendship, and apparently there’s a local law that requires all the trikes to have a religious slogan on the back of them.

From the city I boarded a bus for the 90 minute trip to visit the areas top tourist attraction, a series of odd looking mounds called The Chocolate Hills. They are an amazing spectacle, known the world over.

From the Chocolate Hills I made my way to another special place, where I saw the worlds second smallest primate, a tiny little critter called a tarsier. They are an endangered animal, that has suffered because of the destruction of their habitat, but at the Philippine Tarsier Foundation, in Tagbilaran City, you can observe them in their natural environment.

He said some of the highlights of the report on health are the “Lingap Para sa Mahirap” which utilized P82.54 million during the 11-month period to provide assistance to indigent persons in the city.

He said a total of 73,120 cases which provided for each case of P1,128.83.

Jacinto said the Anti-Rabies Campaign of the city reported some 40,469 animals were vaccinated against rabies or a decrease of 2.35 percent from 41,445 recorded last year; and 4,731 animal bites were reported or a 2.47 percent decrease from last year’s 4,859.

He said the anti-smoking campaign the city reported about 357 establishments registered as smoke-free, bringing the total to 6,942 smoke-free establishments in the city.

The 39 smoking rooms approved as of 2008 have been reduced to only nine smoking rooms.

Under education program, there were 3,599 Muslim students were enrolled in public elementary and secondary schools under the Madrasah Program; 44,174 children below six years old were enrolled in day care centers or an increase of 2.9 percent from 42,904 enrolled in 2008.

There were 175,679 elementary students enrolled in public schools for the school year 2008-2009 or an increase of 1.59 percent from 172,925 reported for 2007-2008.

Aside from that, there were 76,982 high school students enrolled in public schools for school year 2008-2009 or a decrease of 2.88 percent from 79,263 on the previous school year.

Jacinto said another program allocated in the Dengue and Malaria Control with a record of dengue fever cases totaled to 3,092 or a 2.649 percent decrease from 3,197 recorded in 2008; and there were 44 deaths recorded due to dengue hemorrhagic fever, and increase from 33 in 2008.

He said the city also spent for the expanded program on immunization to residents.

Those fully immunized totaled to 21,884 children below the age of 12 months, 2,654 children between 12 to 23 months and 18,853 below 12 months were protected at birth (PAB).

A total of 7,501 children were provided with psychosocial intervention, capability building and self-enhancement activities under Children and Family Welfare and a total of 1,045 children in need of special protection were provided educational assistance.

For benefits for older persons and persons with disabilities (PWD), a total 10,314 cards were released to senior citizens or a 53.92 percent increase from 6,701 in 2008, adding to the total of 68,000 senior citizens with discount IDs; while 1,715 persons with disabilities were provided assistance by the City Social Services and Development Office (CSSDO).

Jacinto said the city has recently purchased four active relocation areas for residents who were affected in the demolition and fire incidents in the city.

These are located in Catalunan Grande River Drive, Tibungco Relocation Area Phase 2, Los Amigos Relocation Area and Tigatto Relocation Area.

A total of 12 community associations were evaluated and considered qualified under the Urban Land Reform Program (ULRP) with a total appropriation of P50 million, Jacinto added. (PNA)

The Philippines

In this episode of the Travel Bug I’m on an island hopping adventure around the tropical south-east Asian country of The Philippines. Here I’m looking to discover what makes this colourful piece of the world so unique. While the people are devoutly religious and the Spanish influence is apparent in everything from the food and architecture to the music, there’s also a rich culture and an interesting history to be explored.

The capital is a busy and noisy melting pot of culture. Of the 92 million people that live in the Philippines, 19 million of them can be found here, most of which live off a tiny three US dollars a day. And while they might be poor, the old saying that it’s those with the least that give the most, rings true here.

There’s one thing that you’ll quickly notice, the crazy looking busses called Jeepny’s. They are the main form of public transport here and are cheap to catch, but generally it’s a tight squeeze inside. I hopped in one to make my way towards Intramuros, which is the oldest district of Manila. This part of the city was built by the Spanish in the 16th century, and it’s full of interesting history, so it’s good to get a guide to show you around.


After having my city fix I was pretty keen to get away from the noise and smog of Manila. There’s only so much of that sort of chaos that I can handle! So I headed to Mabini, in the Batangas province, about two hours south of the big smoke. It’s an area known for great diving.

Making my way back to Manila I battled through the busy airport terminal and boarded the first of my internal flights, a 45 minute voyage to the beautiful and historically significant province of Cebu. This area is known as the birthplace of Christianity in the Philippines and it’s also where the Portuguese explorer Ferdinand Magellan was killed.

From Cebu, I flew to the city of Puerto Princesa, on the gorgeous island of Palawan. It’s the largest province of The Philippines and is made up of countless islands, though the major attractions to this place are the incredible biodiversity and beautiful landscapes that are found here.

I was here to check out the world heritage listed Subterranean National Park, site of an 8km river that flows beneath the limestone mountains. The 50km journey there traverses spectacular, forested slopes and jagged hills, surrounded by farmland that’s dominated by rice paddies.

A noisy two hour jeepny ride later and I arrived in the town of Sabang. It’s on a gorgeous coastline where the South China Sea laps onto a sandy beach. Then a bumpy 20 minute trip aboard a local ocean going vessel called a bunca, took me to a deep, turquoise pool of water sitting at the jagged cave entrance to the underground river. The opening looks like the jaws of the mountain, swallowing tourists as they paddle into the darkness. It’s not the type of activity for anyone that’s claustrophobic, but the cave does eventually open up to a series of larger, bat filled, chambers.

Leaving Puerto Princesa I flew via Manila, to the bustling Davao City, on the island of Mindanao. This part of the country boasts some of the best beaches and mountain resorts around, and it’s also full of great street markets that are a lot of fun to explore. I visited a couple of the local haunts to see how the people here live. I also tried a local delicacy called durian. It smells like hell but tastes like heaven! I also checked out the local wet markets where the people buy their meat.

Leaving Davao my journey took me to the city of Legazpi, on the island of Luzon. From the airport I headed cross country, through the rice paddies to the coast, where I caught a ferry to check out one of the beautiful islands this part of the Philippines is known for. After a two hour ferry trip it was a couple of short bunca rides through amazing coastal scenery, to a hidden cave. It’s a huge expanse and has the delightful smell that only a colony of bats can create.

From the relaxed coastal scenery I headed inland to Camsur Watersport Complex. It’s about 10 minutes from Naga Airport and an hour and a half from Legazpi. It’s not what you’d expect to find in what I’d consider to be the middle of nowhere. But wake boarders flock here from around the world.

I left Legazpi with a few bumps and bruises, flying south to Tagbilaran City, on the island of Bohol. This place is known as the city of friendship, and apparently there’s a local law that requires all the trikes to have a religious slogan on the back of them.

From the city I boarded a bus for the 90 minute trip to visit the areas top tourist attraction, a series of odd looking mounds called The Chocolate Hills. They are an amazing spectacle, known the world over.

From the Chocolate Hills I made my way to another special place, where I saw the worlds second smallest primate, a tiny little critter called a tarsier. They are an endangered animal, that has suffered because of the destruction of their habitat, but at the Philippine Tarsier Foundation, in Tagbilaran City, you can observe them in their natural environment.

ASIDE from Chihiro Ikeda, there's another rising golf star from Davao City who is quietly making a name for herself in the country's junior golf scene.

Meet Sarah Jane Ababa, the 15-year-old sensation who is following the footsteps of Ikeda and her more illustrious relatives in aspiring for glory in the fairways.

She's still young, but Ababa had already won three tournaments abroad--two in the US and one in Malaysia--which is a manifestation of how good this girl from a golfing family is.

"I just play my game every time I compete. Fortunately, I win sometimes," said the unassuming young golfer in Filipino during a recent interview with Sun.Star Davao.

Despite her success, Ababa said she has a lot to do to improve her game, especially her swing and putting.

"I have an inconsistent swing and I want this corrected," said Ababa, whose father Edgardo Ababa is a professional golfer who once joined the national golf circuit.

The younger Ababa said she hopes to emulate 18-year-old Ikeda, who has so far registered a good number of victories for the country abroad, including in the 25th Southeast Asian Games in Laos last year where the Filipino-Japanese won two golds for Team Philippines.

"She's really good and I would like to be like her," Ababa said of her friend Ikeda. Ababa and Ikeda are both International Contaioner Terminal Services Incorporated (ICTSI) mainstays who spent the holidays with their familes in their hometown Davao City.

Ababa won her first international crown when she ruled the 44th Penang Amateur Open a commanding 12 strokes at the Bukit Jawi Golf Resort in Malaysia in 2008. She then followed this up with two victories at the Future Collegians World Tour (FCWT) event last year--in New Mexico and Florida.

At the New Mexico leg, Ababa topped the 13-18 girls division title with a 36-hole total of 142, two shots up on her closest rivals.

Ababa, together with Ikeda, flew back to Manila last week to resume her campaign this year both in local and abroad where she hopes to come up with another fine performance for her country.

"I will train very hard to be competitive. I'm working to improve on my game," Ababa assured

Davao seeks to mitigate climate change impact in proposed body

DAVAO CITY -- The city government will create a climate change body, with the city identified as a risk area once water levels rise in a decade due to the impact of global warming.


Councilor Peter T. Laviña said the city government has recognized the necessity in creating a body that would seek ways to mitigate the impact of climate change.


"We need to be proactive in order to spare our city from possible devastating impact of climate change," Mr. Laviña said, adding the city government will provide funding for the task force.


Leonardo R. Avila III, head of the environment committee, said that based on geo-hazard mapping and with the possibility of water levels rising, the city would be among those adversely affected in the next 10 years.


He said he has been coordinating with national and international agencies in coming up with assessments on the impact of climate change.


Last October, Mr. Avila proposed for the city government to host a summit on climate change that would craft an action plan to mitigate a weather aberration impact.


Mayor Rodrigo R. Duterte has approved a plan to create a climate change task force through executive order dated July 28, 2009 but the body has yet to be created, said Mr. Laviña.


The task force would oversee, coordinate, and facilitate the preparation, implementation and evaluation of a summit on climate change; conduct assessments on its impact; and come up with recommendations to address the issue and mechanisms to strengthen cooperation among of various sectors. -- Carmelito Q. Thailand visit to boost Davao tourism industry

DAVAO CITY, Jan. 11 (PNA) -- Experiences and lessons learned by the Davao tourism industry contingent from the weeklong Thailand benchmarking trip last December are expected to help boost the tourism industry in the Davao region.

Alma Uy, chairperson of the Davao Regional Tourism Council (DRTC) said many of the travel experiences and deep insights shared by each member of the tourism industry contingent who visited Thailand will be valuable in formulating new tourism concepts that will help in the growth of the Davao tourism industry.

“There’s something about Thailand that our own people can emulate -- the Thais strive hard to excel in everything and we can see that in their designs, their dances, their cultural shows,” Uy stressed during their recent benchmarking post activity meeting.

The DRTC chairperson cited a town called Pratunam where the young designers were given the opportunity to excel in what they do.

“In the villages, you can see the Thais offer very simple presentations to tourists, yet attractions like this are not well appreciated in the Philippines” Uy pointed out.

Wanda Teo, DRTC vice-person on the other hand, lamented that with all the efforts done to promote Davao as a tourist destination over the years, places like Palawan, Boracay, Bohol, Baguio, and others still remained top tourist attractions in the country.

“We should work together to aim for equal footing with these places. Whether we like it or not, the Davao Region is not well known as a tourist destination compared to these places. We have this opportunity now to do something about it,” Teo said.

The Philippines, according to Teo, is much better off than Thailand in terms of local attractions, as well as its history, arts and culture.

“And yet we are left behind by Thailand in the tourism industry. What we need is a strong marketing effort to promote this country to foreign tourists” Teo said.

The benchmarking trip to Thailand last December was one of the projects launched by the tourism industry cluster team under the Davao Industry Cluster Capacity Enhancement Program (DICCEP), a joint project of Japan International Cooperation Agency (JICA) and the Department of Trade and Industry (DTI) Davao. Davao tourism sector remains optimistic after Maguindanao massacre

DAVAO CITY, Jan. 11 (PNA) -- The tourism sector in Davao City remains optimistic the industry will shine this year after the November 23 Maguindanao massacre.

Susan Palad, a travel agency operator and vice president for Mindanao in the newly formed Tourism Congress said the massacre has not dampened the spirits of the tourism leaders in Mindanao to continue to be involved in promoting tourism destinations in the island including Davao City.

Palad said, the tourism sector should be proactive not reactive in order to meet the industry’s challenges, particularly the massacre that negatively placed Mindanao anew in the world map.

She confirmed international advisories issued following the massacre resulted to some cancellations of travels and bookings scheduled in December among others, homecomings and reunions, a big wedding involving a foreigner from the United Kingdom and some other not so big functions.

But recent inquiries from potential tourists, which the travel agency sector has received in preparation for the peak season in summer, have rekindled hope and confidence among tourism leaders, Palad said.

She also said the inquirers did not bother to ask about the massacre to the delight of the tourism travel agencies, she said.

“We are still involved in the whole industry. We remain optimistic and we are still looking at Davao City as a MICE (meeting, incentive, convention and exhibition) destination in this part of Mindanao,” Palad said.

She said the tourism sector also finds a niche on Lakbay Aral activities in Davao City to boost the industry.

Palad cited that in November, 30 students from Singapore were on leadership training and stayed in Davao City for eight days. The students were impressed about the city’s no smoking policy, cleanliness, and peace and order situation.

They were also overwhelmed by the lectures they got in some barangays they visited like on gender sensitivity programs and disaster preparedness.

As a result organizers of the said leadership training are planning to send more representatives, this time from corporate sector, Palad said.

She said tourism spots are not the only come-ons of a certain destination, the tourism sector could explore on other aspects such as educational tours.

“Even if we are hit by unfortunate incidents, we are still very optimistic and continue to attend tourism boosting activities

Another First: FMDC Merges With FICCO

The Filipino Merchants Development Cooperative (FMDC) of Bankerohan finally found an able partner in FICCO – this, after two failed attempts to join forces with other coops in Davao City.

In a simple signing ceremony held at the Vanda function room of Apo View Hotel last 24 November 2009, FMDC and FICCO formalized the merger by signing a Merger Agreement in the presence of CDA Region 11 Director, Ms. Elma Oguis, who was invited as the guest of honor.

FICCO is also presently involved in the effort of consolidating three coop banks: the Coop Bank of Davao del Sur, the Coop Bank of Surigao del Sur, and the Misamis Occidental Coop Bank. FMDC will bring to the union its 1,000 members and P 30.0 million resources. This will increase FICCO’s assets to P 3.5 billion and membership to over 130,000.

The merger is a first for FICCO, the first in Mindanao, and probably the first among credit coops in the country. This again proves FICCO’s pioneering spirit, helping a weak cooperative while at the same time working to achieve its vision of having a united and stronger coop movement. It is hoped that this move will inspire more mergers and consolidations among coops in the country.

THE year 2009 was a landmark year for the City Council as it passed 15 resolutions and ordinances that have far-reaching effect, secretary lawyer Leika Lopez said.

* The Davao City Anti-Littering Ordinance of 2009, proposed by Councilor Teresita Mata-Marañon.

* Establishing a Hearing Screening Program for all infants in Davao City, proposed by Councilor Angela Librado-Trinidad

* Regulating motocades within the territorial jurisdiction of the City of Davao, by Councilor Bonifacio Militar

* Declaring Barangay Mintal, Tugbok District, Davao City, as a Japanese Heritage Site, creating park system board and for other purposes, by Councilor Jose Louie Villafuerte

* Establishing the Davao City parks system, creating the parks system board and for other purposes, by Councilor Susabel Reta

City funded 1,639 infra projects in 2009

THE City Government spent for about 1,639 infrastructure projects all over the city amounting to more than P1-billion between January to November 2009, an official said.

City Planning and Development Office coordinator Engineer Mario Luis Jacinto said this is an increase of 133 percent from the 727 projects funded in 2008.

More people, from nearby provinces where business climate isn't that good, believed to be caused by unstable peace and order, are expected to migrate in the city to look for better jobs and put up investments.

Yesterday (Monday), Hemeni Land Corp., launched its newest development in the promising north of Davao City -- a Spanish-inspired residential community called Chula Vista Residences.

Chula Vista Residences is inspired by the best of Spain, from the architecture to the ambience, promising its residents serenity and high-end living at very affordable rates.

It is conveniently located in Cabantian, Buhangin, where everything that is essential, like schools, work, malls and other major destinations that matter, are just minutes away, providing homeowners with opportunities to expand the good lives they are living well beyond their homes.

The subdivision offers 430 house and lots with seven exquisite Spanish-inspired house designs to choose from.

Developers appeared to have been agog over this northern part of the city, where industries and other commerical establishments abound. It's in this area of the city where investments have proliferated.

Showing interest in the potential of the area, real estate developer Camella Communities put up the Camella Northpoint on JP Laurel avenue in Bajada, Davao City last year.

The project, the first vertical development of Camella Communities in Southern Mindanao, is ambitious, with its seven proposed towers, consisitng of condominium units.

As of last month, units at first tower are already sold out.

Pre-selling of units at the second tower has already started.

Camella Communities president Jerylle Luz Quizmundo during the launch of the first tower described the result of the project as "very good." She was ecstatic that in a matter of three months, "we have sold it out," referring to the units of the first tower.

"Now we are already selling the second tower," Quizmundo said, adding that it has been an opportunity for them to engage more Dabawenyos working abroad to invest in condominium units.

There's also the mixed-use development project called Abreeza of the Floirendos and Ayala Land Corp, which will house the Ayala Mall, IT buildings and a hotel.

Construction is ongoing and the developers expect to complete this in the last quarter of this year.

Not to be outdone is SM Prime Holdings, Inc., which is set to start development works in its newly-purchased property in Lanang (formerly the Lanang Golf Club), where it will put up another mall.

Zamora Group mulls huge Mindanao hydropower plants

MANILA, Philippines - The group of mining magnate Salvador Zamora is intensifying its entry into the power industry with plans to put up big hydroelectric power plants in Mindanao, informed sources said.

An industry source said Zamora has created a vehicle, Tranzen Energy Group, to facilitate investments in power-related businesses.

It was learned that the proposed hydro project, with a capacity of around 230 megawatts (MW), is set to deliver power to Mindanao by 2014.

According to sources, the Zamora Group is focused on putting up greenfield hydropower projects. With this strategy, the mining tycoon wants to focus on new projects rather than in bidding for the power contracts and power generation assets of National Power Corp. (Napocor).

“Mr. Zamora believes there are a lot of opportunities in the power sector,” the source said.

The Zamora Group has already ventured into the power business when it constructed Montalban Methane Power Corp. through Tranzen Group Inc., the holding company of the Zamora Group which has investments in transportation and tourism.

Montalban Methane is 60 percent owned by Tranzen Group and 40 percent by Carbon Assets Fund of Cayman Island, a majority owned company of United Kingdom-based Carbon Capital Markets.

Montalban Methane’s power plant in Rizal is estimated to cost around P1.5 billion. The plant recovers harmful methane gas from the Rodriguez garbage dumpsite to generate electricity.

Based on its plans, Tranzen will put up similar methane projects in four other sites in the Philippines: Angeles City, Olongapo City, Davao City and San Mateo, Rizal.

The group earlier tied up with Banyan Tree Holdings Ltd. for the construction of a $200-million premier integrated island resort project – Isla Diwaran – in Coron, Palawan.

Isla Diwaran is targeted to open in 2012 with a total of 600 rooms, spas, a marina, and a town center with recreation facilities, retail and food and beverage outlets.

At present, Zamora has interests in Oriental Vision Mining Philippines Corp. and Hinatuan Mining Corp. He is likewise an investor in Universal LRT Corp. which is undertaking

FORMER Regional Trial Court (RTC) Judge Renato Fuentes let off steam when he stood to deliver a short remark during the City Peace and Order Council initial meeting for the year.

He assailed the attempts of some quarters to destroy the wholesome image of Davao City both in domestic and international. The good judge who recently retired said that he has been keeping his thoughts on the unrelenting stab of those who shout to the world that extra-judicial killings (EJK) happen in Davao City and are being condoned. But not anymore. He asserts that there is no such thing as state-sponsored murder in the city and that killing, if any, is never condoned.

Citizen Fuentes says now he is no longer in the judiciary, he is free to express his thoughts on any issues. The former judge did not name names during his commentary during the peace forum at the Grand Menseng Hotel. But it is evident that he is referring to the Human Rights Commission open-ended investigation and the local human rights watch group, which has ties with New York and Washington-based HRW that had been harping on the alleged EJK in Davao. HRC and the HRW found an ally in Speaker Prospero Nograles who publicly admitted having gone to the US to bring the issue of EJK in Davao and most recently in a nationwide telecast in Boy Abunda's "Bottomline" program.

In that program, the public was made to believe that there is a mass grave for victims of EJK when in fact there was none.

I sympathize with Judge Fuentes' sentiments. He found it disturbing that some quarters paint Davao City as a dangerous place to live in and as a tourist destination when in fact residents in the city and visitors who came, despite the negative publicity spawned by the CHR and HRW, found the place to be peaceful.

It is indeed some kind of self-flagellation. DXRD host Nerio Guimte likens the negative attack on Davao's peace and development to the wreck being done on a house by termites. He said the attack starts within and that before you know it the structure of the house collapses.

This is not to say moreover that there are no killings in Davao. The statistics that HRW presented is quite accurate but they lumped all the casualty for the last 11 years and three months together.

If I recall right they recorded 586 alleged EJK or about 53 persons killed every year. CHR and the HRW have gone around the winding route of explaining and then to attribute the killings to the government. They merely mentioned in passing the existence of drug syndicates, drug pushers, drug lords and even failed to mention the existence of a drug laboratory in Davao.

What makes Judge Fuentes indignation right is that when over 2,000 members of drug syndicates in Thailand were killed by their drug bosses in order to silence them following the announcement of the government to run after them, the human rights groups including the United Nations Human Rights Commission did not even raise a whimper of protest.

And how come Thai government officials do not make a fuss about the summary killings of members of the drug syndicates? Simply said, the Thais do not want to picture their country as a dangerous place. A big chunk of the economic revenues of Thailand is derived from tourism so why make a big issue about drug the extermination of members of the drug cartels and their syndicates?

We're not saying we should condone this. We just have to get our facts right.

As City Prosecutor Pines Bendigo had written the Human Rights Commission, there is no evidence to pin the policemen and whoever CHR are suspecting to be involved in the execution of drug distributors and pushers.

The patterns of killing are similar to what happened in Thailand. The same thing happened in Mexico when the government announced that it will undertake a no-nonsense drive to run after the drug lords. The big bosses eliminated the members of their syndicate to silence them hoping that they will not be identified and arrested.

In Mexico, a country that shares a common border with the southwestern states of the US, the bosses of the drug cartels waged a clean up drive against their own members to cut themselves clean. This started when President Barack Obama made public the US commitment to help the Mexican government deal with the drug cartels, which are the source of huge shipment of illegal drugs slipped through the border.

In a reflex reaction the drug lords engaged not only the government forces but also each other's private militia. The Mexican police force looked puny compared to the cartel's arms and goons such that the government had to call the military and even asked the US to help them. In less than two years after the government announced an all-out-war against drug syndicates, more than 15,000 members of the notorious drug syndicates in Mexico were killed. NO ONE, not even the UNCHR or the HRW ever dubbed the killings "extra-judicial-killing"!

Ironically, Mexico is just under its nose. Why has not UNCHR special rapporteur Philip Alston raised an issue against the manslaughter which has far exceeded the daily statistics in Iraq and Afghanistan?

But as Judge Fuentes remorsefully observed, we have among us people who seem to find pleasure in picturing Davao City before national and international fora as a place where extra-judicial murders are carried out.

Thankfully, against all the claims of EJK, Davao City continues to be the haven of foreigners who lived here in serenity. The city sustains its position as the most competitive city in the Philippines. Investments in various industries continue to pour in and migrants have grown in alarming rate.

Davao City Chamber President Sim Marfori expressed apprehension that crime syndicates might return to the city if by remote possibility the leadership style of the next mayor will depart from that of Mayor Rodrigo Duterte. It looks like he is confident now that the brand of leadership will stay since the intrepid daughter of the mayor will likely succeed him, if we were to believe the surveys, and furthermore, the mayor himself has decided to run for vice mayor.

What we have is a good package of uncompromising leaders who will ensure our security, peace and development for the next decade. That should comfort President Marfori and Judge Fuentes too.

DAVAO CITY, Jan. 12 (PNA) -- The Davao City Chamber of Commerce and Industry, Inc. (DCCCII) will work with key players in the tourism industry and the local government units (LGUs) to come up with mechanism to market Davao City to the whole Philippines and the world.

But DCCCII president Engr. Robert Quinto said they need to do something first with the image of Davao City which is often affected by the negative publicity associated with Mindanao.

He said they need to work with the private and the media in order to come up with more good stories about Davao.

He said they need to focus on making Davao City as the business and tourist destinations so that investments will come in.

"Being a most disciplined city is a good perspective in promoting tourism," he said.

Wanda Teo, president of National Association of Independent Travel Associations of Davao (NAITAS Davao) and currently secretary of Tourism Congress said they need to repackage Davao City and part of their focus is to promote the nature that Davao is rich of and comparable to those in other parts of the world.

"There are many good and unique areas that Davao has which other areas in the country and the world don't have," she said.

The industry does not bank mainly on international tourism but on the domestic market even as Teo said that there are still international markets wanting to partner with them except for the travel advisories issued by their respective government.

Susan Palad, president of Davao Association of Tour Operators (DATO) who sits as vice president for Mindanao at the Tourism Congress cited that a group of tourists from UK who were supposed to attend a wedding here had to cancel their trip to Davao last Dec. not because they are afraid to come but because of the travel advisory issued and no insurance company would cover them with their destination to Mindanao. Insurance coverage is a requirement for travel to foreign countries, she said.

She said the first six months of the year are lean months for international visitors but there is big demand for market of Lakbay Aral.

Davao City has become the regular sites for study tours of both government and private organizations as most of the visitors wanted to take a clearer picture of the good practices that the city had been implementing successfully.

Palad revealed that among the areas that they included in the tour are lectures on disaster preparedness where Barangay Ma-a, a national awardee on this aspect, became an attraction to some LGUs in Luzon and Visayas. The Gawad Kalinga was also an attraction among Asian tourists with the recent visitors of 37 students from Singapore had a day for volunteer work in building houses.

She said these visitors also had talked to project implementors on cleanliness and sanitation as well as maintenance of peace and order situation.

Palad said their package is no longer plain city tour but a deeper package as it includes educational tourism.

"Davao is not only tourist destination but an area where other Filipinos could gather inputs that could be replicated in their respective areas that are shared by fellow Dabawenyos who became expert in their field of work," she said.

Italians to invest in 5 provinces in 2010

MANILA, Philippines—Developer ItalPinas Inc. is pouring in hundred millions of investment in five provinces in the country this year by constructing eco-friendly buildings.

Romolo Nati, chief executive officer of ItalPinas, said his company already started the construction of a ten-story condominium in Cagayan De Oro City which is expected to be completed in 14 months or by early 2011.

The more than 1,000-square meter property in Cagayan has a total investment of P180 million and the first Green building to be constructed in Asia and in the entire province of Mindanao.

Nati said his company is also targeting to build the same facility in Palawan, Mindoro, General Santos, and Davao, which shows great potential for property development.

Asked why his company has chosen the provinces instead of Metro Manila, Nati said Metro Manila is already congested.

“We did a market survey [before we started the project] and we like Cagayan de Oro because it has higher middle class market, not to mention its fast-growing economy,” Nati said.

”We are not into Metro Manila because our idea is to focus in the provinces,” he added.

According to Nati, since their units are sold lower than P3 million, more Filipinos are expected to buy condo units whose designs are tailored in Europe. Another plus factor for ItalPinas buildings, he said, is that they can produce they own energy through the use of a special solar panel “to maximize and optimize energy use.”

“Our goal is to reduce energy consumption…. Our building will save around 33 percent of energy,” he said.

Nati said his company targets the overseas Filipino workers (OFWs) market and the migrants abroad.

Currently, there are over eight million OFWs employed in 194 countries and majority of them are in the United States, Middle East, Canada, Hong Kong, and in Europe.

ItalPinas is a partnership between an Italian firm and the Constellation Energy Corp. headed by its chairman Jose P. Leviste Jr.

Nati said that for future projects, the company plans to enter into joint venture agreements with other companies in the country.

ItalPinas also plans to tap local banks for their funding requirements should its other survey yield positive results.

REAL estate giant Filinvest Corporation has posted an increase in its earnings by 10 to 15 percent in 2009 compared with the previous year.

In a press briefing at One Oases, the first condominium project of the real estate giant in Southern Mindanao, Allan Barquilla, Filinvest manager in the region, said they have posted sales amounting to P850 million for 2009.

"It is One Oases which raked in the most number of sales," Barquilla said, adding that the sales of the condominium complex composed 20 percent of the company sales in 2009.


At present, Filinvest has five projects in the region other than One Oasis.

Subdivision developments of Filinvest in the city range from the upscale to the more affordable ones.

Filinvest has the upscale Le Jardin development in Ma-a, which has barely 15 units left despite its hefty price range of P9,000 to P10,000 per square meter.

The Ocean Cove and Villa Merceditas developments in Dumoy, which target the middle and affordable markets respectively, have sales that are starting to peak up.

Fuente de Villa Abrille in Tulip Drive, on the other hand, has already been sold out. The Orange Grove along Diversion Road has the last 20 percent of the property still in the market.

Kembali Coast in Samal Island, the most premier project of Filinvest in the region, has nearly sold out its first phase while the second phase has already been placed in the market.

For 2010, Barquilla said that the targets have been raised by 25 percent for Mindanao, bringing an aggregate target of P2 billion sales this year.

"That will include projects in the cities of Butuan, General Santos, Cagayan de Oro, and Tagum," Barquilla said.

i sorry but the news that you got is not true.

they are accepting and evaluating applications for leases as we speak. successful ones will be informed when the final plans have been finished.

construction will start this year. work will be 24/7. they want to be open by 2011.

Davao property developer to launch new medium-rise residential condo project

DAVAO CITY -- Living in a medium-rise residential condominium has become a fad in this part of the country, with top developers cashing in on this market.

Hemeni Land Corp., a subsidiary of Davao-based HLC Construction and Development Corp., is developing a five-building condominium complex at this city’s San Rafael district, just outside of the downtown area.

Andrea Leah V. Romero, company vice-president, said the new project will be constructed on a two-hectare lot and will have amenities just like those found in upscale condominiums complexes in the city.

“We are finalizing our technical work on the project,” Ms. Romero said, adding that the company is tentatively scheduling project launching in August.

Each of the project’s five buildings will have 120 units, she added.

To cash in on this market, the company earlier began selling the Chula Vista Residences, a gated upper-middle-class housing project occupying 8.5 hectares of land.

The residential project was inspired by Chula Vista, a city near San Diego in California, populated by Hispanics.

THE City's traffic signalization project, which has nearly a billion allocated for its completion, includes installation of closed-circuit television CCTVs across the city.

The ongoing project, which is funded through a loan from the Lank Bank of the Philippines, has P140 million allocated for its Phase 1, P126 million for Phase 2, and P705 million for Phase 3. This totals to P971 million.

City Planning and Development Office (DPCO) coordinator Engineer Mario Luis Jacinto last week said the project is now entering the third phase, during which the CCTVs will be installed.

Jacinto announced this among the city's accomplishment report within the months of January to November 2009 during I-Speak media forum at the City Hall Thursday.

In Phase 3, CCTVs will be installed at 16 strategic locations in the city, the traffic operation and management center will be constructed, the existing TMC will be renovated, and traffic regulatory, warning and guide signs will be installed.

Phase 3 will also include the signalization of 21 intersections including necessary widening and pavement marking to maximum level of service operation; installation of system interconnected of 65 signalized intersections; installation of intersection loops (sensors) and system loops (sensors); and installation and commissioning of traffic signal system.

Jacinto said, Phase 1 saw the signalization of 29 intersections including civil works and cable layout; widening and pavement marking to maximize level of service operation; and installation of traffic regulatory, warning, and guide signs.

UPMin swimmer wins 7 gold medals in CHED regional meet

Davao City (14 January) -- UP Mindanao BS Food Technology freshman student Mary Pauline Fornea won seven (7) gold medals in swimming events during the recently-concluded CHED Regional Meet held in Davao City.

Ms. Fornea won five (5) gold medals in the individual swimming events and two (2) gold medals in the relay (team) events. She competed and won in the 800-meter freestyle, 400-meter freestyle, 200-meter butterfly, 400-meter individual medley and 200-meter individual medley

Ms. Fornea, with three other swimmers, won the gold medals in the 4x50-meter freestyle relay and the 4x50-meter medley relay.

In the CHED Davao City Eliminations held last December 5-23, 2009. Ms. Fornea also won five (5) gold medals in the individual swimming events and was awarded "Top Athlete" in the Davao City Eliminations. (UPMin)
