In line with the Republic Act No. 9640 enacted by Congress in August 2009 allowing the Local Government entities to “levy an amusement tax to be collected from the proprietors, lessees, or operators of theaters, cinemas, concert halls, circuses, boxing stadia and other places of amusement at a rate of not more than 10% of the gross receipts from admission fees.”
In the committee hearing, it was found out that the said Republic Act No. 9640 would reduce the amount of amusement tax in the city with the national law.
Floor Leader Danilo C. Dayanghirang of the 2nd District, Chair of Committee on Rules, Privileges, Laws and Ordinance said that the committee would follow what is provided under the national law and make necessary adjustment. It was proposed that the amusement tax be reduced from 30% to ten 10% of the gross amount of the gross receipts of admission fees.
During the session held in January 19, 2010, the Committee on Rules, Privileges, Laws and Ordinance finally approved on second reading the ordinance amending Section 140 (A) Amusement tax of Republic Act No. 7160.
The following are the corresponding amendments in the tax impost rates: Movie Theaters (showing foreign films) from the original 30% to 10%; Movie Theaters (showing local films) from the original 15% to 5%; Concert Halls, Comedy Bars, KTV Clubs, Cocktail Lounges and other Night Spots, from 15% to 10%; Carnivals, Theme Parks, Video and Game Arcades, Mechanical Rides and other Fun Houses from 15% to 5%; Cockpits from 30% to 10%; Sports Stadia and Multi-Purpose Coliseum from 15% to 10%; All other Amusement Places not specifically falling under the above enumeration from 15% to 5%.
The Floor Leader said the amendment would somehow ease the burden on the amusement industry as well as to the party goers.

DAVAO CITY -- The city’s agricultural sector has called on property developers to go slow in converting farms into subdivisions.
Adolfo P. Cañete, chairman of the Agricultural Development Board of Davao, said developments in the property sector have affected farmers and, eventually, could have a negative impact on food production.
"I believe it is better for the developers to concentrate on vertical buildings for residential housing, rather than convert farms into subdivisions," said Mr. Cañete.
His colleague in the board, Ednar Carlos G. Dayanghirang, added that some companies have resorted to land banking, or buying raw agricultural land for future non-agriculture use.
"We cannot do anything about this, but we call on government to come up with regulations that will address this concern," Mr. Dayanghirang added.
The two officials feared that if the trend continues, food production could become a problem.
Mr. Cañete said his group has started discussing the issue with several organizations whose members are into property development.
"There were a few that made their commitments to look into the issues," he said.
Housing developers have confirmed that their market -- particularly the middle-income segment -- has grown significantly.
One property developer, who did not want to be quoted since he does not have the authority to speak for the sector, said developers should not be blamed for converting farms into subdivisions.
"The owners of the land need to decide which endeavor is more profitable...So this is not the problem of companies because we are just doing what we need to do. After all, we are also helping government address the housing backlog," he said.
Most of the housing projects, he argued, are in areas that had already been identified as residential zones.
The source said that although there are a few projects in agricultural areas, developers have been trying to strike the middle ground -- for instance: using existing orchards to attract buyers.
"I believe companies will respect any policy which the government believes is advantageous to the majority," he said. -- CQF

TALIKUD Island, the biggest islet that belongs to Island Garden City of Samal, has long been an attraction for divers and island hoppers around Davao Gulf.

EntrepreNURSE launched in Davao
Home-care service introduced

Davao City (22 January) -- Unemployed Filipino nurses are given another window to earn locally with the Project EntrepreNURSE, an initiative of the Department of Labor and Employment (DOLE).
Simultaneous with Project NARS, the EntrepreNURSE introduces the concept of a home health-care industry which has long been practiced in other countries like the United States. In the Philippines, the idea of nurses doing home-care services was rarely practiced.
After seeing the need to absorb the growing number of nurses annually and at the same time complement local government initiatives for the health care sector, DOLE then proposed this nurse entrepreneurship project.
DOLE secretary Marianito Roque bared that about 7,000 nursing graduates pass the board. However, local employment can only accommodate up to 3,500 nurses while the foreign sector absorbs up to 20,000.
"There is a continuing demand of nurses abroad but Philippines has been producing so much that both local and foreign employment can afford," Roque explained.
This pushed DOLE to assist unemployed nurses by way of allowing them to form cooperatives and manage nurses' clinics under the supervision of trained and experienced nurses.
Region XI was chosen to pilot this project getting support from local government units, the Department of Health, Board of Nursing-Professional Regulation Commission, University of the Philippines College of Nursing, Philippine Nurses Association and others.
This P1.2 million project grants P300,000 per cooperative per province in the region. There shall be at least 500 members per cooperative for a city and at least 1,000 members for province.
The grant may be used to get the home health care business started. For the first semester of 2010, only 5 cooperatives in the pilot region will be assisted with the grant.
Local government units may also take advantage of this project by tapping members of the cooperative to be deployed in far-flung barangays where they can perform both as health educator and health care provider and will be compensated for their services by the local government or by the sponsoring organization.
Roque admitted that the project is yet on its early phase and still needs establishment of mechanisms by supporting agencies.
However, the nursing sector represented by the Philippine Nursing Association takes the project as the answer to the problems in the industry.

Davao City (22 January) -- What used to be a distinct business in the United States, home health-care industry is set to be tried out here in the country, Davao in particular.
Home health-care is one of the more effective strategies to reduce hospitalization costs for people who can't afford it.
This service is needed by patients who are medically fit to go home but still need to be cared in a home setting by healthcare professionals.
Josefina Tuazon, Dean of the UP College of Nursing, said that this industry is one answer to absorb the growing number of unemployed nurses in the country and at the same time help out local government units improve the local health care industry.
Report of one of the nurses under the Project NARS, another project of DOLE that provided employment opportunity to unemployed nurses, stated that many patients confined in hospitals were forced to discharge early due to lack of finances to support hospitalization costs.
The healthcare industry, on the other hand, faces an oversupply of registered nurses in the country resulting from the boom in nursing schools from 1980s to 2008. The labor sector then problems how to provide employment opportunities to the unemployed nurses.
Both situations were then addressed by DOLE through its newest program designed for nurses, the EntrepreNURSE.
EntrepreNURSE allows unemployed nurses organize themselves into cooperatives with at least 500 members and provide home health-care services. The money grant from DOLE will then be used to purchase medical equipment to assist them in service delivery. (PIA XI) [top]

ComVal firms up tourism campaign
Nabunturan, Compostela Valley (22 January) -- The Compostela Valley tourism office-organized caving organization pledged Tuesday, January 19, to pursue their campaign to help promote and conserve the province's cave resources.
The Compostela Valley Cave and Conservation Society, Inc. (CaConSo) made the commitment during its general assembly that also elected its new set of officers for 2010 and held at the lobby of the Capitol in the capital Nabunturan.
"Kung daut ang kinaiyahan, daut usab ang kinabuhi sa katawhan," Provincial Board Member Moran Takasan, chairman of the Sangguniang Panlalawigan committee on the environment, told the almost 50 cavers who joined the assembly.
BM Takasan swore-in the new set of officers led by Loy Allen C. Urdaneta, a caver from Monkayo, who took over the post of Ramses Navarro of Laak whose term ends on January 20.
The Sangguniang Panlalawigan official lauded the organization's objectives and assured to help in its campaign to protect the cave system of the province. After a brief message, Takasan told PGO-Tourism caving coordinator Prescila Decena he would want the organization to come up with a strong program which, he said, he would present to the SP for action.
"There is a need to institutionalize the projects and programs of the group to sustain the efforts of the provincial government to conserve and protect its caves. Caves, as part of the ecosystem, are tourism resources that we need to preserve," he said.
The new CaConSo officers are: Loy Allen C. Urdaneta, president; Prescila A. Decena, vice president; Engr. Evalyn M. Pamisa, treasurer; Christine Joy Carandang, secretary, Julie Ann C. Compostela Valley hosts scores of caves, most of which are unexplored. The municipality of Laak alone claims to have at least 100. Bongloy cave, the most pristine of the caves explored, lies in Brgy. Sisimon. Only about one-fourth of Bongloy has been explored by cave specialists from the Davao Speleological and Conservation Society, Inc. and the PGO-Tourism Services Section of Compostela Valley.
They believe the still untouched, virginal cave, with its unique speleothems and crystal-clear underground stream flowing from somewhere in the earthen depth holds still unseen subterranean wonders. Sisimon and neighboring Andap hosted last year's fourth Mindanao caving forum.
Aside from Laak's, caves are also found in five other municipalities of the province: Monkayo's Casoon, Awao, and Pasian caves; Nabunturan's San Vicente, Log Cabin, and Poblacion caves; Mawab's Mahayahay and Salvacion caves; and the unexplored caves of Pamintaran in Maragusan, Compostela, and New Bataan.

Caving coordinator Decena, elected vice president of the cave group in her private capacity, said the provincial tourism office hopes to promote Compostela Valley as a major caving and cave conservation player in Mindanao.
"We do not know if any province in Mindanao has almost 100 caves, they could have. Compostela Valley though, has so far the most number of explored ones," she said. "Hopefully, we shall be able to impress this with a very big delegation to the national caving congress scheduled in Kapalong, Davao del Norte this year," Decena said.
Christine T. Dompor, Compostela Valley provincial tourism officer, said Gov. Arturo T. Uy is very helpful in encouraging the strengthening of ecotourism in the province. Last year the governor allotted P100,000 for the site development of the caves of Laak and another P100,000 this year.
"Laak Mayor Reynaldo Navarro has also been very supportive and very much interested in developing his municipality's ecotourism program," Dompor said, noting that the mayor had also requested help from the tourism office to explore Monte Alto as a potential tourism site destination. Mayor Navarro pledged P1 million to develop Bongloy cave.
The tourism officer said Laak has a bright future in caving adventure ecotourism. This 947-sq. km. municipality, an isolated community mostly of lumad and descendants of migrants, is northwest of Compostela Valley and shares a common boundary with Monkayo in the east, Veruela in Agusan del Sur on the north, and Talaingod on the north and west.
It has a population of more than 60,000 souls distributed in its 40 villages straddling the municipality's wide range undulating landscape. It has an an average elevation of 200 metres above sea level.
Its highest points are Mt. Ampawid (844 m.), Mt. Olagusan (584 m.), and Mt. Abon-abon (320 m.).
It is 39.48 kms from Tagum City and 83 kms. from Nabunturan, the capital of Compostela Valley. (CIO ComVal) [top]

dinabaw January 22nd, 2010, 01:23 PM @Marlowe Cano : this sandbar was unknown before, my friend who live in Samal brought us here in the early 80's , you can see sea urchins, starfish(blue ones!) and other sea creatures within this area before , but sadly when people started to beach here the sea creatures started to "shy" away and people destroyed their habitat, but now its fast recovering thru the efforts of concerned people. :)

DEVELOPMENT projects of real estate giant Filinvest Land Corporation are literally selling off the shelves in a span of two to three months, with the condominium development in Ecoland being sold the fastest.
Other subdivision projects of Filinvest are also doing good in the market, like the Fuente de Villa Abrille along Tulip Drive, while upscale 12-hectare residential project Le Jardin in Ma-a has only 15 units left for sale.
Resort living inspired Kembali Coast, which has an average price of P3 million per lot, has already sold 90 percent of its phase 1 development.
"There is a growing sophistication in the taste of the people of Davao. There is a changing preference," Geraldine de Gorostiza, business development officer of Filinvest, said in an interview.
For 2010, Filinvest aims to earn over P2 billion from its projects in Mindanao, covering the cities of Davao, Butuan, General Santos, and Tagum.
In 2009, Filinvest has posted an increase in its earnings by 10 to 15 percent compared to its performance the previous year.
In a press briefing at One Oases, the first condominium project of the real estate giant in Southern Mindanao, Filinvest announced that they have posted sales amounting to P850 million for 2009.
Other projects of Filinvest includes the Ocean Cove and Villa Merceditas developments in Dumoy, which target the middle and affordable markets respectively, have sales that are starting to peak up.

MANILA, Philippines - Property giant Ayala Land Inc. will launch 20 new projects this year worth a total of P20 billion as it gears up to meet the anticipated strong demand for residential and office developments, a top company official said.
ALI president Antonino Aquino said the company is shifting to a more aggressive posture this year amid a rebounding property market and improving global economic outlook.
For this year, ALI has lined up the most number of new projects to be launched within a single year as it positions for a major upturn in the industry.
Aquino said these new projects are located in multiple growth centers across the country as part of a strategy to further expand its geographic coverage and introduce new business lines and market segments.
Among the sites identified for expansion are Baguio, Angeles in Pampanga, Subic, Cebu, Cagayan de Oro, Davao, Iloilo and Bacolod.
In Baguio, ALI expects to begin construction of a BPO (business process outsourcing) complex and retail component within the 25-hectare Camp John Hay tourism and leisure estate. Initial plans involve the development of six buildings with four stories and several retail stores and dining outlets.
The BPO facilities will make available about 40,000 square meters of leasable space while the retail component will offer 7,000 square meters of space.
In Subic, ALI continues to develop a mix of retail, BPO and residential components to keep the area alive.
Following the public’s strong reception to its Marquee Mall in Pampanga, the company is preparing a mid-rise residential condominium project right across the mall.
The successful expansion of Ayala Center Cebu with The Terraces has also prompted the company to launch its first venture under the Alveo and Avida brands in the first quarter this year.
Meanwhile in Davao, where ALI jumpstarted its entry with lifestyle mall, Abreeza, new residential developments with a BPO complementary project are now being planned. Similar mixed-use developments are in the pipeline in Cagayan de Oro.

The Second Mindanao Internet Cafe Associations Summit (MICAS) hopes to be the venue for the adoption of a “Davao Declaration” which will define the initiatives of the different internet café associations in the promotion of Online Child Safety in Internet cafes.
It hopes to initiate discussions that will lead to an increase in awareness of the great responsibility of internet cafe operators as ICT access centers at the community level and in ensuring the online safety of their customers.
The 2010 Mindanao Internet Café Association Summit (MICAS) is slated on February 18 and 19 at SM City Davao. As with the First MICAS in 2007, the Internet Café Association of Davao headed by its president Adolfo Solanor is taking the lead in organizing this year's gathering.
“It is an honor and a privilege for I-Café Pilipinas to be part of the team led by ICAD that would organize the 2010 MICAS in Davao City in February” remarked Ed Zafra, Chair of I-Café Pilipinas the national organization mainly composed of the internet café associations and operators in the Philippines.

IN A fighting mood yet still playing her cool, Davao City Vice Mayor Sara Duterte lashed out at political rival, the Nograleses, for what she says are traditional and dirty politics against her.
In Sunday's Gikan sa Masa, Para sa Masa episode, the young Duterte said House Speaker Prospero Nograles and son congressional candidate Karlo Nograles are running a "politics without principle."
She cited the scholarship program of the Speaker wherein, she said, she has been getting feedbacks that the scholars are required to deliver 10 sure votes for the Nograles for them to continue enjoying the scholarship.
"Gina-corrupt ninyo ang mga bata. Bata pa lang ginamulat na ninyo sa corruption. Imbes na mag-eskwela, nangita na lang intawon sila ug boto sa dalan. Ayaw ninyo sila apil-apila sa pulitika. Ayaw ninyo sila hadluka
na kung kamo mapildi, mawala na pud sa ilaha ang ilang scholarship (You are corrupting the youth. Now, instead of just focusing on their studies, they are busy looking for votes on the streets. Do not threaten the youth by saying the scholarship program will be lost if you do not win. Don't mix politics with the government's scholarship program)," Duterte said.
The daughter of City Mayor Rodrigo Duterte said one student approached her some time ago asking for her permission to include some of the Duterte supporters in the list that the student is required to submit to the Nograleses to be given financial support.
"Naa pud isa na gitanggal gyud sya sa pagka-scholar mao na amo na lang gisalo aron lang gyud makapadayon ug eskwela ang bata (There was one who was taken out of the scholarship program such that we just had to help her so she can continue with her studies)," Duterte revealed.
"Ako na lang sila giingnan na ihatag na lang nang inyong boto sa ilaha kay sila man gyud ang nanginahanglan ana. Huna-hunaa ninyo na ang scholarship sa gobyerno na ug dili sa usa ka tawo lamang. Kung mapildi man ugaling na sila, ang scholarship magpadayon na kay naa pa man gihapon ang gobyerno (Just give your votes to them because they really need it. It is the scholarship program of the government, not just one person. If they lose the elections, the scholarship program will still continue)," the vice mayor added.
Based on the website of Nograles, they have about 6,000 scholars in Davao City.
Nograles denied the allegations, saying "it's a free country, anybody can vote for anyone."
"They are angry because for 20 years, they only have 300 scholars. With that budget? Wow, that's real performance. We are only asking for their 20-year performance report, what have they done with the city money all these years," Nograles said.
On tirades against her being an "unexperienced" politician and just riding on the popularity of her father, Vice Mayor Duterte reminded Nograles that he never won in any of his mayoral bid in the past elections and will never win not because of the Duterte magic but simply because of his bad character.
"Muingon sila na wala kuno ko'y experience. Pero ang ilang experience mao ni, midagan ug mayor kaduha, napildi. Kung mudagan na ug konsehal, mapildi lang gihapon na siya. They're saying I don't have experience.
But I say, their experience is that of losing, they ran twice and lost twice. Even if they run as councilor, they will lose). It's not the Duterte magic. Your very bad character ang nagpapildi sa imoha (was your downfall)," Duterte said.
The vice mayor also belied claims of the Nograleses that the Duterte administration was only concentrating on peace and order and has neglected the infrastructure and health programs.
"Naa man mi mga dalan, gym ug mga tambal. Pero wala ray pangalan kay dili man to amoa kundi sa gobyerno (We initiated projects too, but we never put our names on them because it's not ours, it's the government's). Their kind of politics is classic trapo," Duterte revealed.
Nograles, meanwhile, said that if they have traditional politics, then the Dutertes have either "lugaw politics", "chopper politics" or "terror politics".
Nograles replied, lifting a few lines of classic folk song 'Blowing in the Wind,' "Just let them answer the issue on 'where have all the flowers gone, long time passing'? Where is the accounting of city funds? Do not get personal, answer the issues."
The vice mayor said that on the Nograleses’ claims that she would just become a dummy of Mayor Duterte once she becomes the mayor, Sara said she knows how to separate her being a daughter and her being a politician with the mandate from thousands of Dabawenyos who voted for her.
"Anak ko ni Mayor Rodrigo Duterte. Dili ko nya tuta (I am his daughter, not his puppy)," she said.
She recalled that in 2008, the mayor called her soon after she ordered the relief of several local government workers who were not doing their jobs.
"Ang iyaha ato he was offended kay mitubag ko sa iyaha. Nasuko siya, ingon pa niya na mao ba na mutubag sige ing-ana diay na pagresign na lang. Ako siyang gitubag na usa ra iyang boto, unsaon na lang tong uban na miboto sa akoa na wala ko giparesign. IF ALL plans push through, the P268-million sanitary landfill in Carmen will become host to a billion-dollar project to convert methane into electricity.
The Tranzen Group, owned by mining magnate Salvador Zamora II, which operates the P1.5-billion Montalban Methane Power Corp. in Rizal, is looking to expand to other parts in the country and mentioned Davao City as a potential investment area, along with Angeles, Olongapo, and San Mateo, Rizal.
The plant is 60 percent owned by Tranzen Group,Inc. while 40 percent of the shares is owned by Carbon Assets Fund, a company of United Kingdom-based Carbon Capital Markets.
Based on the data from the City Environment and Natural Resources, a total of 388,474 cubic meters garbage was collected here between January and November last year, with an average of 700 tons of waste generated per day.
Councilor Peter Laviña said the power plant is advantageous in the city for it would help mitigate climate change. He said the lawmakers should then entertain the proposal of the company in creating waste-to-energy project in order for the constituents on the nearby site of the plant could avail cheaper electricity.
“We (lawmakers) should also welcome this proposal because the project would help reduce our greenhouse gas emission as methane constitute one-third of harmful gas emission into the atmosphere. It would also develop an alternative source of energy converting waste into usable electricity. And, this investment would be able to contribute to jobs creation and tax generation,” Laviña said.

My brother owns it and am proud to say I have a little share of the place.
My younger brother Teody is very happy of the support from the Torilians so far.
Our family is mulling over other projects in Toril.
We operate Water World in Dumoy. Last year WW was heavily renovated and last year was our best year in 10 years.:)

*and i think, too, choose a leader whos always their in the office to recieve the poor and needy during the working days and in times of their need and not the ones who will likely to spend most of their time in manila or somewhere else.
*have to ask yourselves how those candidates easily pick on the city budget accounting when the book of their pork funds plus other special funds wasnt even open to the public. think about those who claim credits of those nationally progammed projects and malacanaiang initiated proojects as theirs.
*those who like to encourage proliferation of slums instead of addressing it as urban plannig threat to environment and socio economic development, bec its can provide voters that is easy to manipulate and deliver votes for the future re/election.

PRESIDENTIAL candidate Richard Gordon lauded Davao City for having given the biggest amount of donation to the Philippine National Red Cross (PNRC) for typhoon victims last year.
Gordon, who is also PNRC chair, was accompanied by his running mate, former Metropolitan Manila Development Authority (MMDA) chair Bayani Fernando during a courtesy call on the City Council Tuesday.

Gordon said the local government donated a total of P14,480,000 cash.
"We are grateful to say that P10 million came from your local government under the leadership of Mayor Rodrigo Duterte while the P480,000, I understand, came from the City Council's salary. What a commendable show of altruism and true enough when the leaders do it first the people follow," Gordon said.
Gordon said cash donations coming from residents rose up to P3,783,129.70, thus a total of P14,263,129.70.
In addition, P1,216,207.20 worth of goods and food items were also donated by city residents, Gordon said.
"There were other donations given to the Red Cross, some even came from outside the country but I'm glad na ang tumapat sa kanila ay isang syudad sa loob ng Pilipinas down south, the biggest city in the world with the biggest heart, Davao City," he said.
Fernando also thanked local officials for his city, Marikina, were among the areas most affected by the typhoons.
"We needed to clean up the streets as soon as possible to prevent the spread of diseases and for the return of normalcy in the people’s lives affected by the calamity and we were able to do that in 30 days," Fernando said.
Gordon also commended the performance of PNRC-Davao Chapter under the leadership of Tony Uy.
"You're very well equipped here, thanks to Mr. Tony Uy. You're the only local chapter outside Manila who has a rescue truck in case of emergencies," Gordon said.
"And it has also come to my understanding that the City Council recently passed an ordinance institutionalizing a blood donation drive in barangays, many thanks to our councilors here," Gordon said, referring to the ordinance authored by Councilor Pilar Braga who is also a board member of PNRC-Davao Chapter.

Spin doctors are really adept in spinning the charter change issue to be personally directed to certain individuals, i.e., equating it solely with staying in power longer to gain more wealth. The thing is, solutions to the problems in the Philippines may need more than the usual term length to be effective. Planning, implementation and propagation may take more than a decade. It's that deep. I'm not sure how they can be solved without shifting to another type of system. (It is possible, even highly likely, that there may be those who are interested in longer terms to leech more from the people. However it is also possible that there are those who want to keep the current system the way it is to keep the oligarchs and monopolists in power, and keep the people in the dark about the economy and focus on the political circus, scandals, etc.)

Our primary aim is to build a harmonious relationship among SSC members in Mindanao and to prevent CVCs to happen again. Please support this campaign. I know some are still doubtful but rest assured that we're giving this a shot simply because we want to end the seemingly endless war among Mindanao cities especially between Cagayan de Oro and Davao. I am sure that this will benefit us all.

Davao property developer Rapaz Land opens second hotel for businessmen

DAVAO CITY -- A family-owned company has built its second hotel to meet demand for middle-priced rooms in the city.
Rapaz Land, Inc. opened its 42-room Casa Leticia Business Inn recently in response to continuing inquiries here for lower-priced rooms that can give services similar to those offered by upscale hotels.
“We saw the need of this market segment,” said Ray A. de la Paz, president of Rapaz Land, a subsidiary of the Rapaz Management Corp.
The company also operates the Casa Leticia Boutique Hotel in this city’s downtown. The new hotel is located just beside the Davao City Overland Transport Terminal, outside the city’s central business district.
Since its opening, the hotel has attracted people who come to the city for business transactions, he said. Mr. de la Paz, who, like his wife Leticia, is present everyday to supervise activities in the hotel, said he has gained a lot of friends. “We try to be homey,” he said, pointing out that aside from better services, the hotel is also trying to provide clean rooms and better amenities.
“Cleanliness is a very broad thing. So we try to see to it that everything is clean,” he said, adding that the hotel also likes to assure its clients that security is its utmost concern. The hotel is run by the couple’s 31-year-old son, Raymond.
“Each member of the family tries to visit our hotels once a day,” said the younger de la Paz.
The couple said they decided to set up the P34-million hotel, funded by the Land Bank of the Philippines, amid a global downturn because there is a ready market.
“After all, the country is not affected by the global crisis,” said Mr. de la Paz as he took note that the economy of the city has continued to grow despite the reported decline in investments worldwide.
Earlier, Roberto U. Teo, head of the city’s investment promotions center, pointed out that the tourism industry, including hotels and inns, is among the sectors expected to grow this year. Two companies have made inquiries on the requirements in putting up hotels.
Davao City is intensifying promotions as a tourist destination.
Wanda T. Teo, president of the Davao City chapter of the National Association of Independent Travel Agencies, said the industry has started thinking of repackaging the city as a “unique destination” for eco-tourism.
Ms. Teo noted that the city has been lumped with the rest of Mindanao in travel advisories issued by embassies of foreign governments.
“Those who have not visited the city believe there is chaos here,” she added.

I have been a resident of this thread for 5 years now. Hmmmm...I believe this had been tried before but to no avail. But who knows, maybe BarPa can make a difference. Kudos for this endeavor.

I agree with our veteran politcal analyst @Rajah Soliman, positive critical comments should be encourage here, thinking should not be limited to how long este high or how large buildings are. it's more important that how these edifices affect your own lives or it's effect on the environment, what do i mean by that? example i thank Abreeza Davao for estabalishing near my business/home, real estate value in my area will increase 3folds :D, but the negative side my once peaceful life will never be the same again!:nuts: sample lang yan that don't take it seriously.

TOURISM players in Davao City have expressed interest to bid for the Meetings, Incentives, Conventions, and Exhibitions (Mice) Congress in 2012 for it to be staged in the city.
Coming in full force, the tourism players headed by Davao Tourism Association president Gene Bangayan, Davao City Council Committee on Tourism chair Susabel Reta, and Marco Polo Executive Assistant Manager Art Boncato Jr. launched Wednesday their logo and audio visual presentation for their bid to host Mice Congress in 2012.

The congress is an annual event attended by over 600 participants representing corporations and multinational firms that are on the search for destinations for their own employees.
It will be staged in Subic this year and in Cebu City in 2011. General Santos City and Camarines Sur are also bidding for it.
"Globally, it is a $300 billion market. And we want to tap that," Bangayan said during the Club 888 forum at Marco Polo Davao Wednesday.
Despite the relatively small delegation for the Mice Congress, Mary Ann Montemayor, a frontrunner in the tourism private sector, said the event is primarily attended by the upscale market.
"It is corporate driven market that is buffered from the crisis," Montemayor said. "And Davao is capable and prepared for it now."
Official records from the City Tourism Office show that the city has only about 2,700 beds, including those in motorist hotels.
"With only about 500 to 600 attendees, we are confident that we have the hotel rooms and the convention venue for that," Montemayor said.
Other players include the members of Small Hotels Association of Davao, Hotel Sales Marketing Association, Davao Travel Agencies Association, Davao Association of Tour Operators, Davao Cooperative Center for Visitors and Conventions, and the National Association for Independent Travel Agencies. Solid waste ordinance passes second hurdle

The City Council on Tuesday passed on second reading the Davao City Ecological Solid Waste Management Ordinance of 2009 which adopts and implements a comprehensive, integrated, and ecological solid waste management program.
The ordinance is pursuant to the provisions of Republic Act 9003 or the implementation of garbage recycling, garbage segregation and composting, as well as the ban on open dumpsites.
It will go through a third and final reading and, if passed, can be signed into law by Mayor Rodrigo Duterte.
Article I of the ordinance declares the policy of the city “to adopt and implement a comprehensive, integrated and ecological solid waste management program.”
This includes the proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of the best environmental practice in ecological waste management.
The ordinance “promotes research and development programs to adopt an effective institutional arrangement and improved methods of waste reduction, collection, separation, processing, recovery and disposal.”
It also “institutionalizes public participation and accountability in the development and implementation of an integrated and comprehensive ecological waste management program.”
The ordinance makes it a policy to “utilize environmentally-sound methods that maximize the utilization of valuable resources and encourage resource conservation and recovery.”
The ordinance states that all stores in Davao City shall provide only recycled or recyclable paper bags, biodegradable plastic bags, reusable bags such as cloth bags, bags made of indigenous materials such as buri, abaca, anahaw, bamboo and pineapple, or used corrugated boxes and cartoons.
Shoppers are also encouraged to refuse a checkout bag from the store when buying small items that do not require a bag.
The ordinance aims that in two years upon its approval, the use of non-biodegradable plastic bags and polystyrene as food and beverage container shall be banned in Davao City.
The ordinance also has in its provision the mandatory segregation of solid waste into biodegradable, recyclable, residual, and special waste.
The ordinance will also help lengthen the life span of the sanitary landfill of the city located in Carmen, Tugbok District.
Councilor Leo Avila, chair of the Committee on Environment and Natural Resources, said he was quite surprised when the ordinance was passed without fusses from his fellow councilors.

Davao Doctors Hospital (DDH) yesterday opened the first Cardiac Rehabilitation Center in Mindanao.
The facility aims to promote early detection and prevention of cardiac-related illnesses. The center also aims to lower the incidence of sudden deaths due to such illnesses.
“The rehab center will help patients gain confidence,” DDH medical director Dr. Celia Castillo said.
Cardiac Rehab is a medically supervised program that includes individualized exercise therapy, lifestyle changes, education, and emotional support for people who have a heart attack, bypass surgery, angioplasty or stent placement, heart valve repair, heart transplant, and other heart diseases.
“Patients will benefit this by improving their confidence through undergoing physical activities,” said Dr. Raul Coching, cardiac diagnostic clinical head.
The center provides a four-phase program. The first phase (right after bypass) which costs P10,800 per session, includes exercise using a treadmill or walking. All vital signs are monitored and measured.
Patients are required to finish eight sessions for the first phase depending on the capacity of the patients.
The goal of the first phase is to educate patients on what is involved in the healing process. The phase will also educate the patients about stress management, healthy diet, and smoking cessation.
The second phase (outpatient) involves heart monitoring, baseline patient assessment, nutritional counseling, risk factor modification, physical activity counseling, and psychosocial support.
During this phase, the patient is monitored and educated on how to monitor blood pressure, blood sugar, and cholesterol.
Phases three and four include maintenance, periodic reviews, and assessment to the patients.
According to Castillo, patients need to go with the routine in the center in order to return to normalcy.
“Previously, after bypass, patients were instructed to exercise only but no monitoring was done. This time there will be monitoring,” said Dr. Efred Batalla, heart institute director.
The center can accommodate two to three patients at any given time.
The program is also based on patient’s medical needs, abilities, and goals but assured safe and effective in building patient’s strength, managing stress, reducing risk of future heart problems, and increasing self-confidence.
DDH’s cardiac rehab team include cardiologists, nurses, dieticians, pharmacists, physical therapists, exercise specialists, and spiritual advisors who will provide holistic health care for faster recovery.
The center also compliments DDH’s Heart Institute Program that provides comprehensive cardiologic program and management that ranges from prevention, invasive, and non-invasive treatments to rehabilitation.

A RENOWNED expert on aerial spray yesterday took the side of banana growers as he insisted that the method is safer considering the drift will only produce 30 to 40 liters compared to the boom used in ground spray that can discharge about 300 to 400 liters.
British scientist Dr. Andrew Hewitt, said the spritz from the nozzles of the aircraft, if done correctly, can directly go to the crops while exposure to ground spray is even more hazardous since the person applying the fungicide can directly be affected.

“Rather than banning it (banning aerial spraying), we can regulate it,” he told participants during a forum at the University of the Philippines-Mindanao on Tuesday morning.

His position for an aerial spraying is supported also by Prof. Eufemio T. Rasco Jr., a professor of the state university and a national academician, who added that aerial spraying is not a problem, but “part of the solution.”
He said the problem of the banana industry is the sigatoka, a disease caused by a fungus that results in low quality and low yield. “I like to believe that we all agree that we should continue to exploit the opportunity for socioeconomic growth, and we can only do this if we solve the sigatoka disease,” he said.
“Is there a viable alternative to the use of fungicide to control sigatoka? My understanding is that there is none,” he added. Because “our minds are conditioned by the popular press to fear synthetic chemicals that we forget that we are actually living in a chemical world; chemicals are in food we eat, the water we drink; we use chemicals for washing our clothes and cleaning our houses,” he added.
