Informed that the city recently joined the global cause dubbed "350 Movement," Alvarez revamped the importance of participation in lowering the carbon dioxide in the atmosphere to 350 parts per million (ppm). "Our country contributes so little to the carbon content in the atmosphere but efforts like this is always very much appreciated," Alvarez said during Club 888 media forum. More than 400 environmentalists and participating government agencies in the city formed "350" last Friday and planted trees around a new sanitary landfill in New Carmen, Tugbok. It was led by the Task Force on Climate Change (TFCC) and Davao Climate Change Action Network. Alvarez also urged the business sector in the country to lead in creating a low carbon community. "(This can be done by) investing in environmental programs that could help reduce carbon dioxide emissions in the atmosphere," said Alvarez, who is the vice chair of the Climate Change Commission issued by the administration. Alvarez said results of the 15th Conference of Parties climate change summit of world leaders in Copenhagen, Denmark last December showed how "the world is now very much aware it is reaching its tipping point." "No one can now deny we're approaching a so-called runaway climate change; we cannot escape science," Alvarez said. Asked whether the world has a chance of reversing or adapting to climate change, he said "there is a glimmering hope." "What I witnessed during the conference was for the first time in man's history, everyone was gathered with no differences, like it was almost like a town meeting. It was a meeting of nations who had a common understanding but the problem is it wasn't avoided that fingers were still pointed at each other on who had the most responsibility," Alvarez said. "What we need is a common responsibility. In our country, that common responsibility won't materialize if the people do not realize they play a big part in it," he added. The report, presented by Press Undersecretary Gary Olivar, stated that there was only P23.01 billion worth of investments in Mindanao registered with the Board of Investments (BOI) and Philippine Economic Zones Authority (Peza) in 2007. The bulk of the new investments went to Region 11 at P6.5 billion followed by Region 12 at P4.2 billion, Region 10 at P2.13 billion, Caraga at P66.4 million and Region 9 at P64.5 million. There was no data from the Autonomous Region of Muslim Mindanao (Armm). The whole of Mindanao contributed 26.47 percent to the total investments in the Philippines for 2009, it was learned. With its gross regional domestic product (GRDP) at P251.53 billion in 2009, Mindanao’s economy has expanded by 42.97 percent during the entire reign of President Arroyo from 2001 to the present. In the agriculture front, 322 composting facilities were installed in Mindanao, reducing the dependence of farmers on expensive inorganic fertilizers and helping promote organic farming. In 2009, the government has likewise irrigated 43,224 hectares of farmlands, constructed more than 4,000 kilometers of so-called farm-to-market roads and established 15 mariculture parks. It is obvious the government’s position in the peace process is fluid at this point with the recent announcement that it would be conducting Mindanao-wide consultations before making the next move. ... Davao Light and Power Co.’s 57-MW Bajada plant, which serves as backup during emergency, is an assurance to investors that the power situation in this part of Mindanao would be better off compared to other urban centers in case the situation worsens in the coming days. Despite NGCP’s shedding off of 60 MW supplied to this city last week, the city’s central business district did not have a brownout since the amount of power cut was offset by the Bajada plant which is always on standby mode. Power-sensitive institutions such as hospitals, police stations and military camps, telecommunication companies, the water distribution utility and media facilities all had lights even as outages hit many parts of the island. The Bajada plant’s reliability has been tested many times in the past. During broken lines arising from attacks on power pylons of NGCP in previous years, electricity in the city was always restored within 30 minutes. There’s no interruption during scheduled brownouts. In my several phone conversations with the late Alfonso Y. Aboitiz, who made Davao Light one of the most efficient among smaller power utilities in Southeast Asia, he said maintaining the Bajada plant requires quite an investment for the company -- quickly underscoring that it has become something like a social commitment to this city. It is a very aggressive driving habit. I have had friends comment that if they had a car, they would be too afraid to dive here, but that is not what I want to talk about today. In the two years I have lived in Davao, I have seen an increase in construction in both commercial and residential building. There is a big project coming in that will consist of a business park a shopping mall, condominiums, and hotel. There are other hotels under construction and the plan for two more malls. There has to be a reason for this increase of construction and that is an increase of businesses and population. With this increase of buildings and population will hugely influence traffic. Already traffic is getting bad. I remember in the past thinking I can get almost anywhere in the city proper in 10 minutes during off times and maybe 20 at peak traffic times, not any more. Two day a week, I play bridge not too far away. I am not sure of the distance but with no traffic, I can drive there in approximately 10 minutes. If the game lasts to around 6pm, the traffic is terrible. One night there was an accident and it took me 45 minutes to get home. This past Wednesday was Ash Wednesday. One my trip home I pass two churches. At both with all the people coming and going to get their blessing the traffic was at a standstill. You see, when there is a location where many people need public transportation there is a huge lineup of Jeepneys. They will fill the right lane and as more jeepneys arrive, they will start stopping on the left lane. This causes drivers to take over the left lane of incoming traffic. It took me over an hour to get home. What worries me is when that new business park, mall and condominiums are built, what will traffic be like then? The main road near me is J.P. Laurel. This road is the main road used from the north end of town to the downtown area. There are already two malls on this road and it is the same road where the two planned malls are to be built. All this added shopping and location for employment will add more jeepney and taxi activity. I have heard the city government is now requiring new commercial buildings to include a traffic impact plan when filing for a permit. As crowded the city is, there is no place to add more roads or widen the existing. In my mind, the impact report will just say, “we will impact traffic, what do you want me to do?” At least, I am not employed and can regulate my travel to the light traffic times. I just hope I keep in mind the traffic times. One friend has his house on the market and is planning to move to the condominiums at the new center. He says living there with the new mall and restaurants planned, he only will need to go down the elevator and shop or eat in the complex and not have to drive anywhere. Apart from giving them a luxurious and relaxing stay in the hotel, they were shown around for three days for a sneak preview of what Davao can amazingly offer. For updates from around the country, follow Sun.Star on Twitter My buddy, Ian Garcia and I were invited to come along as representatives of M Magazine, while I documented the activities with hotel PR Meg Sta. Ines and Patty Basa, and my assistant Ronald Amonoy. Day 1 itinerary included a short introduction from the new general manager Nigel Fisher and a short AVP presentation of "Make It Davao Now" (which I created for Data). A sumptuous dinner followed at the Polo Bistro, after which we invaded two of the newest bars in town, Fat Bobby's and Metro Lounge. The coolest in our group was GM Nigel who gamely belted out Beatles' "Saw Her Standing There" with the young Baby Boomers band onstage at Fat Bobby's full crowd. Day 2 was a trip to Eden Nature Park with some of them braving a thrill zip ride at Skyrider. A visit to our Philippine eagle came next, plus getting a little too close for comfort with the reptiles. The group dropped by the newly installed Deca Wakeboard Park, as Brazilian models Fabio Ide and Daniel Kenji Matsunaga (the Solmux guy) of Mercator Models had a romp on the water till sunset. Marco Polo then treated the guests to another gourmet dinner experience and a relaxing rub in Lazuli Spa. Last stop for the night was a round of drinks at the Eagles Bar. A Davao tour isn't complete without the Samal Island hopping. Lunch and relaxation at Chemas by the Sea on a beautiful day was invigorating as Fabio and Daniel playfully posed for me with wacky somersaults. Jake of PDI and Daniel won hands down as having the most number of pearl necklaces bought from the Badjao vendors. Last stops before they boarded the plane were Pearl Farm Marina, Chimes, Blugre Coffee (to try the durian coffee), and more shopping at Aldevinco. The Ayala-Anflocor conglomerate brought Abreeza’s merchants to a visit at the Abreeza site, after which a briefing on the project’s updates was done at the Pearl Farm Marina Café owned by the Floirendos in Lanang. Construction of the 10-hectare Abreeza, which will consist of three buildings, is now 10 percent complete. The mall area will be the first to be completed and will officially open in May 2011, Marivic Anonuevo, vice president and Ayala Malls Group Head, said. The mall itself will occupy 61,000 square meters while a business process outsourcing (BPO) center will cover 18,000 square meters. At least three hectares of the entire property will be sold for residential or commercial purposes, including a hotel. Clavel Tongco, Abreeza General Manager, said 150 of the targeted 300 merchants have already signed up to operate their various businesses inside the mall. She said of the total area of the Department Store and Supermarket, 75 to 80 percent have already been leased out. Rowena Tomeldan, vice president and COO of the Ayala Group, said negotiations for the leasing out of the remaining 20 percent is ongoing and is expected to be closed prior the official opening of the mall in summer next year. She said spaces for the mall will be well distributed to Davao’s own traders and those outside the city, including Manila, Cebu and foreign groups. She gave assurance that the best offer will be reserved for Davao City-based retailers. Ayala Land Inc. Floirendo. The bulk of the investment, said Jody S. Gadia, Robinsons Supermarket general manager, involves a four-storey structure with a basement. The company will pour in about P650 million to the building, which will have a 2,000-square-meter floor area. The remaining fund will be for other facilities, said Mark O. Tansiongkun, vice-president for procurement and administration of Robinsons Supermarket Corp. Top Robinsons Retail Group executives, including Robina Gokongwei-Pe, senior vice-president, were among those who attended a briefing for locators in Abreeza last week. Maria Victoria E. Anonuevo, senior vice-president and group head of the Ayala Malls Group, said the Robinsons Retail Group is the single biggest locator in the project. Ms. Anonuevo said 54 locators have already signed up with the project. The entry of Robinsons, she said, is an indication of the “big potentials” of Abreeza. “The takeout is really very, very overwhelming,” said Ms. Anonuevo. Floirendo. The bulk of the investment, said Jody S. Gadia, Robinsons Supermarket general manager, involves a four-storey structure with a basement. Camus / Reporter Monday, 22 February 2010 18:50 A CONFIDENT Ayala Land Inc. is launching P40 billion worth of residential projects this year targeting “all market segments.” The projects would be unveiled under the company’s newly created subsidiary Amaia Land Corp., a top company executive said. In an interview last week, Ayala Land chief finance officer Jaime Ysmael said Amaia Land will unveil next month Amaia Scapes, a 20-hectare project in Laguna. To offer 2,000 units, the development also marks the company’s first foray into the low-cost housing segment. Homes in this category cost between P600,000 and P1.2 million each. “We will be aggressively launching projects this year. Just for the residential segment, we will be having 28 projects [with] 9,200 units of new inventory,” said Ysmael. Of these unit inventory, 15 percent are from high-end subsidiary Ayala Land Premier, 22 percent from Alveo Land for the middle-income segment and the balance from Avida Land and Amaia Land. Ayala Land plans to spend a total of P27.17 billion this year. This is much higher than the P16.2 billion spent in 2009. The bulk of the fund allocation will be used in the company’s expansion program which includes the construction of new malls, office buildings and hotels. To support this capital spending agenda, Ysmael said the company may raise up to P10 billion through bank loans and bond sale in addition to internally generated cash. Ysmael said this is on top of potential funds that can be raised through the Real Estate Investment Trust Law. The company is currently awaiting the issuance of the implementing rules and regulations expected before the second half of the year. Ayala Land is also set to launch a P2.5-billion mall in Cagayan de Oro City to be developed on a 3.2-hectare property. Laurel Avenue, today, the Bajada Power Plant (BPP) appears silent and inactive. But this network of steel structures, wires, transformers and towers has become the city’s—and the entire franchise of Davao Light and Power Co.’s—most reliable backup power to sustain crucial and vital economic, social and other services. The BPP, with actual capacity of 40 megawatts (mW) and a rated, or potential, capacity to carry as much as 58 mW, has backed the power requirement of the franchise of the Aboitiz-owned Davao Light and Power Co., when the National Grid Corp. of the Philippines (NGCP) slashed the power supply to the power distributors in Mindanao. The NGCP cut by 62 mW its load supply to the Davao Light franchise on Feb. 8 and increased it last week to 72 mW. While most of Mindanao experienced hourlong brownouts in several episodes per day, the Davao Light franchise area—covering Davao City and Panabo City, Santo Tomas and Braullio Dujali of Davao del Norte—was spared the inconvenience. “You must be fortunate here in Davao because you have a backup power plant here,” said Energy Secretary Angelo Reyes, in a launch here on Thursday of his pet project on the Philippine participation in Earth Hour. “We hope to solve the power shortage with the coming on-stream of the two mini-hydroelectric plants in Sibulan [Sta. Cruz, Davao del Sur],” he said. The BPP has been busy since last year as disruptions became more frequent to the transmission lines of the NGCP, with the Davao Light announcements that its activation of the BPP was intended to provide steady supply of electricity to industries and homes, and more important, the key facilities providing vital services like hospitals and government services. Since last year, the NGCP has been implementing power rationing, or load shedding, during trip-offs and in repair of damaged power towers, or pylons. This include the following: On June 4 last year, the eastern section of Mindanao sustained sudden power outage due to the damage to Tower No. 32 in barangay Ligaya and Tower No. 18 in President Quirino, all in Sultan Kudarat, wrought by bomb explosions. The damaged towers cut off power from the 100-mW diesel plant of Southern Philippines Power Corp. in Alabel, Sarangani, and forced scheduled brownouts in the provinces of Sarangani, South Cotabato, Sultan Kudarat, North Cotabato and Maguindanao, and the cities of Cotabato and General Santos. “We have no option but to impose scheduled brownouts in Central Mindanao and Maguindanao to prevent the collapse of the whole Mindanao grid brought about by inadequate power supply,” Belinda Canlas, NGCP spokesperson, was quoted in local newspapers as saying, as a consequence of the toppled pylons. The NGCP had earlier requested Davao Light to curtail its load by about 36 mW. The NGCP’s power customers are utilities, rural electric cooperatives and directly connected industries. Another round of rotational brownouts was imposed in early August last year when the NGCP asked its power customers to start a rationing scheme during peak hours, from 10:30 to 11:30 a.m., 1:30 to 2:30 p.m., and from 6 to 8 p.m. daily. The move to limit the supply of power to Southern Mindanao was meant to prevent the overloading of the double-circuit Pulangi-Kibawe 138-kilovolt transmission line primarily due to the reduced capability of the Mindanao Geothermal Power Plant (MGPP) in Ilomavis, Kidapawan City, from 100 mW to 50 mW. The MGPP started repair on Aug. 1, 2009, of its pipes that were damaged by a landslide that affected the steam supply of the plant. Restoration works are expected to be completed soon, a statement of the NGCP said. “This condition means that more power will be imported than normal from the north to the south through the Pulangi–Kibawe line,” the NGCP said. Last Sept. 10 and 11, the NGCP again called for rotational brownouts after the entire Mindanao power grid experienced a shortage of between 100 mW and 200 mW due to the unavailability of three Agus power plants, which were either clogged with trash or undergoing maintenance. Abreeza will just be like other malls in the country. I think what set Ayala malls apart is the way they brand their malls. yun lang. D naman tlga ganun ka high end like masa cant afford it. May mga affordable shops din. But its not that masa looking like simpler and less known malls in the country. When you go to Greenbelt you can still find not that high end shops like Powerbooks, Body Shop, and the like. Sa Highstreet naman, people can still afford to buy sa Krespy Kremes or dine at TGIF. So Zagu and the like...well may Zagu then sa Trinoma and Market Market. Even inside Marquee Mall. So correct me if im wrong, but Gmall will get rid of the carts coz of Abreeza? According to my source, GFA of the mall will exceed 100,000 square meters. There will also be a hotel within the mall complex. Expansion of SM City Davao is also scheduled to commence within the year. The Nograles camp on the other hand accused Duterte of a P200-million anomaly on the purchase of German-made garbage bins for the city. "Duterte, who wants to swap positions with his daughter Sara, should also explain why P200 million worth of garbage bins which can be bought from a supermarket for P2,199 a piece was purchased by City Hall for P6, 500 a piece," Nograles said. Nograles raised the issue as he noted that even the Commission on Audit (COA) cited in its 2007 Audit Report the city government's “leniency in the implementation of waste segregation at source and at collection points, the excessive deployment of some garbage bins in some collection points, the use of garbage bins, which weight is beyond the capacity of human strength, and the breakdown of compactors, all attributed to the attainment of only sixty six percent (66%) collection rate of solid waste far below the target efficiency of eighty to ninety percent if not 100% as envisioned for a clean and healthy environment.” "In short, COA is saying that the Davao City government's waste disposal program stinks. But going through the details of the COA Audit Report, the stench of anomaly stinks even more," Nograles said. Reviewing the COA Audit Report, Nograles said he was surprised to see that the City Government bough a total of 30,136 garbage bins for a total cost of “around P300M” or an average of P6,500 each. Nograles said the small garbage bin, acquired by City Hall for at least P6,500 each, could be bought at SM City Davao’s Ace Hardware at only P2,199. At BABJ Metal Supply in R. Magsaysay Avenue, the small garbage bin is priced at P4,375. On the other hand, Nograles said the big garbage bin, purchased by City Hall for around P11,000 each, could be bought at Davao Diamond Hardware for only P5,150 per unit. At BABJ Metal Supply, the same unit could be bought at P5,750 as against City Hall’s price of P11,000. Nograles said City Hall's garbage bin procurement reeks with anomaly even more as COA cited in its report that Davao City's tax payers paid a whooping P33,705,806.40 just for the opening of a letter credit (LC) for the importation of garbage bins. “Why on earth do we have to even think about importing trash bins when they are readily available locally at a much cheaper price? That's trash if you ask me,” Nograles said. In his reply, Duterte however said that COA has already cleared the project as having complied with the all the requirements under the law. He said the garbage bins are imported from Germany and comes with an 8-year warranty thus the city government has saved money in the long run compared to buying locally-made garbage bins that has no warranty. I agree....Well, probably SB will be a hit for a couple of months (considering the marketing hype and its something new for some Dabawenyos) but I strongly believe that it can never trample down the existing coffee shops. Dabawenyos, by nature, loves variation. And not only that, coffee shops in the city enjoy two different markets - the locales and the visitors. The locales may probably flock to SB but some tourists and balikbayans who got used to SBs would want to savor and enjoy other coffee treats from local coffee shops. The entry of SB in the city may inspire the existing coffee shop operators to step up and compete. That's what SB was able to do when it entered the Cebu's coffee culture scene. Now we have strong coffee shop brands from Cebu such as Bos Coffee and Coffee Dream. Francisco Glover heads the Physics Department of the University. Not to lecture anyone but common sense will tell that it involves amongst others, a lot of strategizing so as to accomplish good results. The way it manifests in the Duterte camp is what I call a good strategy. The incumbent bets on the right horse as there is simply no one in local politics can be fielded with the right name, credentials and machinery to win the game. The Dutertes should win or Davao will lose the leadership that propelled the city to its current status and worse fall under the leadership of a tradpol who stinks under the lamb's skin. Oscar Casaysay, coordinator of community relations programs of the City Mayor’s Office and this year’s Mutya ng Dabaw Search chair, said since this will be Duterte’s last celebration as mayor, “he wants to make it big and most remembered.” Duterte is serving his third and last term and will relinquish it in June to the next mayor. He is running for vice mayor as his daughter Sara’s running mate in the May polls. Speaking at the Club 888 Forum yesterday at The Marco Polo, Davao, Casaysay said there will be more exciting events aside from the Mutya ng Davao Search, which is usually the highlight of every Araw ng Dabaw celebration. I am just not impressed with Sarah as mayor (same with Karlo as rep)...if you have to ride your father's jock to win an election, then it only means, you are not ready for the position your are running for, maybe in the future...for now, I hope she hones her skills by rising through the ranks first... I am just not impressed with politicians riding the fame of their family name as a ticket to get into office...I hope, Philippine politics mature to the point that we vote based on credentials and past accomplishments, and not on fame alone. ...I am very disappointed with how a lot believe that running a city (and even a country) can be learned on the fly...parang OJT...no way, IMO...peace. ok...so if sarah is not ready to become mayor, then who will it be?:) i guess we are between the devil and the deep blue sea here. we will have to go with the person who has the lesser evil.....and that would be whom?:) i cannot understimate her capability. following her(not stalking) performance through limited media exposure, i think shes a leader who would listen to the clamour. she was able to keep cohessiveness of the council amid allegations of corruption from sectors outside to some of its members that led to a revamp in the committee chaimanships. she managed to take full control of a growing internal divisiveness among its members brought by the issue of corruption. imo, qualification for a mayor job must not be gauged heavily on political experience. i guess you have been a witness of failures by those you think you voted in office bec of rich political experience, to bring economic growth and better the lives of his people. my point is i think shes not the kind of a novice naïve to the call. im pretty sure she will have a family of forward looking advisers around her office to help out. shes a lawyer, she must have developed a very good quality of a decision maker less of anybodys influence. at one point, he defied her father to stand up by her decision which i think was fair enough. im confident, she share the same vision for davao city what young people like us sscrapers would like to see in the future. and probably our wish list is pretty much similar to hers |
