I hope they will be able to settle the matter... I think, Rizal St. was not included in the raid...of course, they also do presell liquor before the clock strikes 2AM by 2 am, it shouldnt be served anymore. bars probly can continue their business until their closong time but no more liquors on the tables, clients must be advised to go and find a place that is not covered by prohibition. can still serve non alcoholic drinks. and probly beer(if its not classified as liquor by the local law). coffee maybe. just my opinion *had watched a few episodes of tv patrol mindanao online. shockingly almost every incidendence of early morning road accidents and fatalities were alcohol related. I really thought I had to check my facts as I really wasn't sure which bar it was that we went to. Pardon my ignorance, it was my first time in said bar and we came way past midnight, which made it all the more hard for me to remember. Regarding the vagueness of the law, I guess it's the discretion of the bar owners to remind their customers that no liqour should be seen on their tables at the strike of 2AM. The pact was signed by Hedcor president Rene V. Ronquillo and DCWD chairman Eduardo Bangayan. Reports indicated that Davao City Mayor Rodrigo Duterte "was instrumental in getting both parties to agreeing and settling the row that had been ongoing for many years." The construction of new power projects in Mindanao is perfectly the call of the times; given the serious electricity supply problem that has stricken the grid in the past months. Ong Davao City is well-known for its durian, pomelo and many other tropical fruits that are cherished for their unique and exotic taste. But, unbeknownst to many, Davao also produces some of the best cheeses in the country, thanks to the Malagos Farmhouse. The brainchild of artisan cheese maker Olive Puentespina, Malagos cheese is making waves in the culinary circles of Manila. “It actually started with me and my husband importing goats around the year 2000,” Puentespina fondly recalls. “We started with 30 heads but were, at the time, busy with our Bo’s bird show that was touring Manila. So, we left the goats in the care of my mother-in-law and were pleasantly surprised when we came back to see that there were already around 100 heads.” Being the savvy business person that she is, Puentespina started to find ways of maximizing the herd of goats and their production of milk. “The average Dabawenyo doesn’t consume much goat’s milk, which led me to research on other products based on goat’s milk as a primary ingredient.” In time, Puentespina began making goat’s milk soap. “We tried making goat’s milk soap but the actual amount of goat’s milk used in making the soap was actually not much. So, I thought, why don’t I make cheese instead since cheese is basically just milk” says Puentespina. “So we started making feta cheese, a simple goat cheese, for the local market.” It proved to be a slow process of of testing and perfecting the cheese and the cheese making process until in September of 2006, her feta was ajudged the Cheese of the Month by the Cheese Club of the Philippines. It was a landmark achievement, since it was the first time locally made cheese won such an honor. Today, Malagos produces different kinds of cheese aside from their now famous feta cheese, most of which are now served in premiere hotels in Manila like The Mandarin Oriental, Shangri-la and the Manila Hotel, to name a few. Even the country’s premiere flag carrier, Philippine Airlines, serves Malagos cheese on their flights, having opted for locally made Chevere, Blue Cheese and Feta over imported cheeses. “We supply four kinds of cheese to Philippine Airlines, consisting of around 70kg per kind of cheese.” beams Puentespina. “We make a special Blue Cheese for Philippine Airlines that contains some mango.” She also makes smaller batches of artisan cheese that cater to the needs of gourmet chefs like Reggie Aspiras and Margarita Fores. “I sometimes name these artisan cheeses in honor of friends or relatives after the character of the cheese I make,” she laughs. All Malagos cheeses are 100% made in Davao using 100% locally sourced ingredients. “We not only produce our own milk,” says Puentespina, “we also grow our own herbs and spices. In some instances when we need more milk, we purchase it from a dairy farm nearby. The mangoes we use also come from a local supplier not far from our farm.” she adds that the use of local ingredients and techniques adapted to the local climate gives a distinct flavor to the cheeses Malagos produces. When asked what she sees in the future, Puentespina believes that the future is bright and that more can still be done. “My cheeses are there because chefs today are more open to experiment. We are all free to explore the possibilities.” Although 95% of all the cheese she produces are sold to markets outside of Davao, Puentespina is hopeful that one day Dabawenyos will add one more exotic food to their table which they can be proud to share with the rest of the world. It was a landmark achievement, since it was the first time locally made cheese won such an honor. Today, Malagos produces different kinds of cheese aside from their now famous feta cheese, most of which are now served in premiere hotels in Manila like The Mandarin Oriental, Shangri-la and the Manila Hotel, to name a few. Even the country’s premiere flag carrier, Philippine Airlines, serves Malagos cheese on their flights, having opted for locally made Chevere, Blue Cheese and Feta over imported cheeses. “We supply four kinds of cheese to Philippine Airlines, consisting of around 70kg per kind of cheese.” beams Puentespina. “We make a special Blue Cheese for Philippine Airlines that contains some mango.” She also makes smaller batches of artisan cheese that cater to the needs of gourmet chefs like Reggie Aspiras and Margarita Fores. “I sometimes name these artisan cheeses in honor of friends or relatives after the character of the cheese I make,” she laughs. All Malagos cheeses are 100% made in Davao using 100% locally sourced ingredients. “We not only produce our own milk,” says Puentespina, “we also grow our own herbs and spices. In some instances when we need more milk, we purchase it from a dairy farm nearby. The mangoes we use also come from a local supplier not far from our farm.” she adds that the use of local ingredients and techniques adapted to the local climate gives a distinct flavor to the cheeses Malagos produces. When asked what she sees in the future, Puentespina believes that the future is bright and that more can still be done. “My cheeses are there because chefs today are more open to experiment. We are all free to explore the possibilities.” Although 95% of all the cheese she produces are sold to markets outside of Davao, Puentespina is hopeful that one day Dabawenyos will add one more exotic food to their table which they can be proud to share with the rest of the world. Carillo The local government of the Island Garden City of Samal (Igacos) is set to implement P164 million worth of environmental projects that will ensure the island city is able to maintain its relatively unspoiled environment despite the influx of tourists and establishments on the island. “We expect to raise the funds for these projects from various sources and one of these is the Environmental User’s Fee (EUF) which will be collected from all visitors to the island,” Mayor Aniano Antalan said during the Kapihan sa Davao press conference held at the SM City Davao last week. The EUF is based on City Ordinance number 156 series of 2009, a sustainable revenue-generating mechanism which allows the local government to manage, develop and protect the environment by charging fees to tourists and similar visitors in exchange for the privilege of enjoy their stay in the area. The User’s Fee is appropriately called the “Blue-Green Ticket” which will be implemented starting this Holy Week. This means that tourists, scuba divers, mountaineers and mountain bikers who visit the island will have to pay P5 each. However, the residents of Samal will not be charged the EUF. “We expect to collect at least P1 million from the EUF during that time,” said city environment and natural resources officer Edward Sisor. Antalan said they need P91 million for the city’s sanitary landfill project, P11.5 million for the waste water treatment facility, P1.5 million for the slaughter house, P6.5 million for the coastal park, P3.5 million for the Penaplata Park and P50 million for the septage treatment facility. He said protection of the local environmental is one of the goals of his administration, but they can only do this if they have enough resources with which to do it, considering the surge of tourists to the area. The Davao Gulf is one of the key biodiversity areas in the world and probably the last such frontier in this part of the globe. Resort owners and operators in Igacos are fully support the environmental projects being implemented by the local government knowing that it would ultimately benefit the island’s tourism industry. The island’s business sector is aware of the ecological threats faced by the Gulf as a result of solid waste and waste water pollution, illegal fishing and pesticide residues. The threats were confirmed by Dr. Victor S. Luis, Jr., a consultant of the USAID-funded Philippine Environmental Governance Project Phase 2 or EcoGov. Is Davao Gulf in danger? Davao City Councilor Leonardo Avila, who is also chairperson of the Davao Gulf Management Council, said they are aware of the risks being faced by the Davao Gulf because of the development in and surrounding the area. This is primarily the reason why they conducted an environmental sensibility index or ESI, to determine which areas and, in particular which coral reefs and sea grasses, are vulnerable to pollution brought about by marine pollutants, industrial effluents and agricultural wastes. “The Davao Gulf is one of the most diverse marine ecosystems in the World and it hosts 17 species of mangroves, 44 species of seaweeds and at least five species of marine turtles,” Avila said. This alone should convince the local governments and the private sector along the area to be concerned about protecting the environs of the Davao Gulf. One indication of the increasing pollution in the Davao Gulf area, Avila said, is the declining bangus catch which used to be a major livelihood in Panabo. Avila said the ESI will help determine the type of soil around the Gulf and this information should be used by the banana plantations to know the soil’s vulnerability to pesticides. “We are not telling the banana plantations to pull out, but we want them to consider the sensitivity of the soil when planting their bananas,” he added. “The important thing here is to know which areas are exposed to pesticides and marine pollution, assess the extent of their exposure and then come up with measures to minimize the effects and the risks,” he said. The ESI maps will be an important tool for the local government of Samal when they finally implement the planned environmental projects on the island. Summer Fun in the Sun in Samal There is a greater need to implement the EUF and protect the Davao Gulf from pollution now that it is becoming a major destination for both locals and foreigners. The island city is set to host several summer events after the Dive Davao Festival 2010 last February. The Dive Festival is an annual diving event that aims to promote snorkelling and scuba diving in the Davao Gulf. Right after the Dive Festival is the Summer Fun in the Sun event launched by the Davao Region Tourism Council and the Department of Tourism at the Gaisano Mall of Davao last week. One of the highlights of the event is the Caracoles Festival which will be held during the last Saturday of April. The Caracoles Festival was named after a shell called “Caracole” which is bountiful in Samal Island’s waters. “This is already the 3rd Fun in the Sun for the region and this should send a positive signal to the public that all tourism destinations here are ready to provide them with all the fun they can get under the sun,” Regional Tourism Council secretary Araceli Ayuste said. Ayuste said the Caracoles Festival is back to its original venue which is the Penaplata Elementary School in Samal Island, after being held at the Sta. Ana wharf in 2009. Visitors will get to experience endless fun from sundown to sunrise. “We expect the Caracoles Festival as well as the overall Fun in the Sun program to bring in lots of income for establishments in Samal Island,” Ayuste said. She encouraged everyone who want a taste of island living to join them for the Caracoles Festival as it is guaranteed to be a non-stop party for the guests. While they could not quantify the income earned by the various beach resorts and restaurants on Samal Island during the Caracoles Festival, Ayuste said, it is a guaranteed income-earner for them since all the drinks and food of these establishments run out as early as 8 o’clock in the evening based on their experience during the 2008 Caracoles Festival. With Samal Island in the forefront of tourism development in the Davao region, there is more reason for the local government and the private sector to make sure that the island-city remains green and environment-friendly. Yes, the construction of another landmark in the city enters into full swing and it's expected to be completed in the second quarter of 2011. It's called the Abreeza, a mixed-use development that will surely create a new urban enclave in the city's rising economic hub. It houses the 2.9-hectare Abreeza Mall, which is part of the Ayala Malls, and a five-storey BPO building. The Abreeza development is a project of Accendo Commercial Corp., a joint-venture company owned by Ayala Land Inc. and the homegrown conglomerate -- the Anflo Management and Investment Corporation or Anflo Group. Ayala is known for developing modern shopping malls that house quality brands -- both local and foreign. The partnership was hatched, with both players, the Ayala Land and Anflo Group, expressing confidence on the city's economic potentials. They believe such development will promote progress in the city, enriching lives for more people. This makes Dabawenyos get excited over Abreeza. The Abreeza Mall, once completed, is expected to create thousands of jobs for Dabawenyos. The P4 billion investment, according to Ayala Land, can generate at least 3,000 jobs, for the mall operations alone. This excludes employment opportunities that can be generated from various BPO companies that have already expressed willingness to locate in the city once the facility at Abreeza is completed. And these little partyphile gems are, in this humble partyphile’s opinion, what makes the Davao nightscape special. Admittedly, we do not have the most exciting night life in the country; but the quirks that come with our party landscape is what makes the Davao partylandia one of the most interesting. Here are the stuff we love about Davao : 10. The cheap/affordable beer at Torres: Alright, no matter how much we deny it, sometimes, all we really need is a tall glass of iced cold beer to ward of our blues, to celebrate a little achievement, or to simply kill the time. And when ice cold beer that is easy on the pocket is what a Davaoeno partyphile is craving for, only Torres comes to mind. And there are a lot of places to get your beer fill there, so instead of telling you which ones to enjoy, you have to visit the street yourself and look for a place that fits your fancy. 9. Free popcorn at Some Place Else by Ten PM: This has been one of the best kept secrets in partylandia. Yes, hey actually give away free popcorn at exactly ten pm. However, you have to ask for it, and it is based on availability. It isn’t anything special, as it tastes like any other popcorn brand in town; but they give it away for free, and that is always a good thing. 8. Free drinks at the Metro Lounge every Fridays and Saturdays: This happen between 9pm until 11 pm. Yup, they do not make you pay an entrance fee, plus they give away free Rum-Colas and Vodka-7s before the clock strikes eleven. And although the Lounge isn’t packed at those hours; for one who simply wishes to booze out for free, this just might be the perfect spot. Of course, you would have to order some drinks after eleven, or else say goodbye to your partyphile status. 7. 24 Hour Fast-food chains to ward off after-gimmick hunger: Let’s face it, once we feel tired from all the dancing, socializing, and boozing, we head straight to this 24-hour fast food near Victoria Plaza . Actually, every time there is an event in the city, this fast food chain is packed come 3 am (right when the party dries down); and it is always good to know that after a tiring night of partying, the comforts of a burger and some fries is always accessible to us partyphiles. 6. Hot party music dished out by DJ Torch, wherever he may be playing: As I always say, Davao ’s new DJ du jour is DJ Torch. He seems to hit it every single time, with mixes that do not drop down until the party has; this turntable maestro seems to have a knack for keeping everybody dancing. And partyphiles could not show more support for the DJ of the moment; as all of his gigs are packed to the brim. 5. Sheesha fries at Some Place Else: Sometimes, when we are enjoying a tall glass of iced cold beer something calorie-laden is what we ask for. Most of the time, when we are at Some Place else, partyphiles choose to eat Sheesha Fries. And it is not difficult to understand why. Sheesha fries is a huge serving of fries topped with a tangy tomato-based meat sauce, and then drizzled with grated cheese. This is then served in a sizzling plate to keep the dish warm, and the cheese melted. The taste is familiar but still quite exciting. One never seems to get tired of this calorie-packed pulutan. 4. All the imported beer at 147 Beer Avenue: Sometimes, partyphiles get tired of local beer and need a fresh take on the usual weekday beer session. The perfect solution is 147 Beer Avenue, located at the Legaspi Suites compound. They serve a dozen and one imported brands of beer with different interesting flavors and tastes. Trying out these different brands is sort of like traveling the world, one, bubbly-golden ale at a time! 3. Hot events organized by Fishtank Productions: There is no need to explain why Davaoeno partyphiles love Fishtank. Once you attend their events, you will understand why they are the most revered events organizing crew in the city. They somehow have the power to unite local partyphiles, and make everybody forget about their status, their worries, and their pride; as everybody is reduced into party-hungry fishes in this group’s party tank. It’s their party world; everybody just happens to swim in it. 2. The liquor ban at 2 am. No matter what anybody says; I still maintain that this liquor ban is good for us. It just seems like a wise decision. Plus, we get to go home early and it gives us a reason to drink more, and drink faster. 1. Taxi drivers that never take advantage of you even though you are super drunk: This is why we love Davao. It is safe, people never take advantage of us; and taxi drivers who drive us home when we are all drunk and puking never ever turn us away, refuse a ride, or take advantage of us. Watering holes, bars, and clubs, have been sprouting (and disappearing), and the local nightscape is changing drastically. But no matter where we are, and no matter what it is we choose to do with our night lives, it seems to be that we always manage to find something extra to make our gimmick nights extra special. And these little partyphile gems are, in this humble partyphile’s opinion, what makes the Davao nightscape special. Admittedly, we do not have the most exciting night life in the country; but the quirks that come with our party landscape is what makes the Davao partylandia one of the most interesting. Here are the stuff we love about Davao : 10. The cheap/affordable beer at Torres: Alright, no matter how much we deny it, sometimes, all we really need is a tall glass of iced cold beer to ward of our blues, to celebrate a little achievement, or to simply kill the time. And when ice cold beer that is easy on the pocket is what a Davaoeno partyphile is craving for, only Torres comes to mind. And there are a lot of places to get your beer fill there, so instead of telling you which ones to enjoy, you have to visit the street yourself and look for a place that fits your fancy. 9. Free popcorn at Some Place Else by Ten PM: This has been one of the best kept secrets in partylandia. Yes, hey actually give away free popcorn at exactly ten pm. However, you have to ask for it, and it is based on availability. It isn’t anything special, as it tastes like any other popcorn brand in town; but they give it away for free, and that is always a good thing. 8. Free drinks at the Metro Lounge every Fridays and Saturdays: This happen between 9pm until 11 pm. Yup, they do not make you pay an entrance fee, plus they give away free Rum-Colas and Vodka-7s before the clock strikes eleven. And although the Lounge isn’t packed at those hours; for one who simply wishes to booze out for free, this just might be the perfect spot. Of course, you would have to order some drinks after eleven, or else say goodbye to your partyphile status. 7. 24 Hour Fast-food chains to ward off after-gimmick hunger: Let’s face it, once we feel tired from all the dancing, socializing, and boozing, we head straight to this 24-hour fast food near Victoria Plaza . Actually, every time there is an event in the city, this fast food chain is packed come 3 am (right when the party dries down); and it is always good to know that after a tiring night of partying, the comforts of a burger and some fries is always accessible to us partyphiles. 6. Hot party music dished out by DJ Torch, wherever he may be playing: As I always say, Davao ’s new DJ du jour is DJ Torch. He seems to hit it every single time, with mixes that do not drop down until the party has; this turntable maestro seems to have a knack for keeping everybody dancing. And partyphiles could not show more support for the DJ of the moment; as all of his gigs are packed to the brim. 5. Sheesha fries at Some Place Else: Sometimes, when we are enjoying a tall glass of iced cold beer something calorie-laden is what we ask for. Most of the time, when we are at Some Place else, partyphiles choose to eat Sheesha Fries. And it is not difficult to understand why. Sheesha fries is a huge serving of fries topped with a tangy tomato-based meat sauce, and then drizzled with grated cheese. This is then served in a sizzling plate to keep the dish warm, and the cheese melted. The taste is familiar but still quite exciting. One never seems to get tired of this calorie-packed pulutan. 4. All the imported beer at 147 Beer Avenue: Sometimes, partyphiles get tired of local beer and need a fresh take on the usual weekday beer session. The perfect solution is 147 Beer Avenue, located at the Legaspi Suites compound. They serve a dozen and one imported brands of beer with different interesting flavors and tastes. Trying out these different brands is sort of like traveling the world, one, bubbly-golden ale at a time! 3. Hot events organized by Fishtank Productions: There is no need to explain why Davaoeno partyphiles love Fishtank. Once you attend their events, you will understand why they are the most revered events organizing crew in the city. They somehow have the power to unite local partyphiles, and make everybody forget about their status, their worries, and their pride; as everybody is reduced into party-hungry fishes in this group’s party tank. It’s their party world; everybody just happens to swim in it. 2. The liquor ban at 2 am. No matter what anybody says; I still maintain that this liquor ban is good for us. It just seems like a wise decision. Plus, we get to go home early and it gives us a reason to drink more, and drink faster. 1. Taxi drivers that never take advantage of you even though you are super drunk: This is why we love Davao. It is safe, people never take advantage of us; and taxi drivers who drive us home when we are all drunk and puking never ever turn us away, refuse a ride, or take advantage of us. Scale model lovers here recently organized themselves as the Davao Scale Modeler Society which is affiliated as the Davao chapter of the International Plastic Modelers Society based in Texas, USA. “We’ve waited so long for this kind of exhibit to take place right here. We were surprised and so happy to know that there are many scale model hobbyists like us here in Davao,” says Arnel Canullas, a marine engineer and scale model hobbyist who was voted recently as vice-president of DSMS. Plans are now being drawn up for their first big exhibit and forum to be held at the Gaisano Mall immediately after the national elections in May, according to Canullas. This Davao group of scale model hobbyists who come from different professions is planning to show off their wide collections of authentic scale models of war equipment and machines that include American fighter planes like P-51 Mustang, B-26 Marauder, F-16 Tomcat fighter, British aircraft like Spitfire, German war planes like Luftwaff, Graf, etc., Russian war planes like Migs, TU bombers, etc. -- as well as war tanks and battle ships from various wars. Many professionals who turn to making scale models as a full-time hobby usually order model assembly kits from US, Europe or Japan under such brands as Tamiya, MRC, Italeri, Trumpeter, Hasegawa, Dragon USA, etc. “We like to correct the impression that scale models are toys -- these aren’t toys assembled by grownups like us. These are rare collections that were carefully assembled by hobbyists like us. We do this seriously as a hobby,” says market analyst Alexis Baligod, a serious scale model hobbyist who was picked us secretary of DSMS. Mallo AN IMAX theater is definitely in the drawing board for the planned expansion of SM mall in Davao City, said the new mall manager of SM City Davao, Maria Lynette A. Lopez. "Soon, there will be an Imax theater here," Lopez said, refusing to further elaborate, only adding that an Imax theater would require a two-storey structure to house the screen. However, Lopez also did not elaborate whether the Imax theater will be housed in the proposed expansion of SM City Davao located on Quimpo Boulevard or in the new SM Lanang along J.P. Laurel Avenue. SM Lanang is expected to open by the last quarter of 2011. SM City Davao also recently opened its first digital cinema in Mindanao last week, proving that it is the leader in technological advances in entertainment. Watering holes, bars, and clubs, have been sprouting (and disappearing), and the local nightscape is changing drastically. But no matter where we are, and no matter what it is we choose to do with our night lives, it seems to be that we always manage to find something extra to make our gimmick nights extra special. And these little partyphile gems are, in this humble partyphile’s opinion, what makes the Davao nightscape special. Admittedly, we do not have the most exciting night life in the country; but the quirks that come with our party landscape is what makes the Davao partylandia one of the most interesting. Here are the stuff we love about Davao : 10. The cheap/affordable beer at Torres: Alright, no matter how much we deny it, sometimes, all we really need is a tall glass of iced cold beer to ward of our blues, to celebrate a little achievement, or to simply kill the time. And when ice cold beer that is easy on the pocket is what a Davaoeno partyphile is craving for, only Torres comes to mind. And there are a lot of places to get your beer fill there, so instead of telling you which ones to enjoy, you have to visit the street yourself and look for a place that fits your fancy. 9. Free popcorn at Some Place Else by Ten PM: This has been one of the best kept secrets in partylandia. Yes, hey actually give away free popcorn at exactly ten pm. However, you have to ask for it, and it is based on availability. It isn’t anything special, as it tastes like any other popcorn brand in town; but they give it away for free, and that is always a good thing. 8. Free drinks at the Metro Lounge every Fridays and Saturdays: This happen between 9pm until 11 pm. Yup, they do not make you pay an entrance fee, plus they give away free Rum-Colas and Vodka-7s before the clock strikes eleven. And although the Lounge isn’t packed at those hours; for one who simply wishes to booze out for free, this just might be the perfect spot. Of course, you would have to order some drinks after eleven, or else say goodbye to your partyphile status. 7. 24 Hour Fast-food chains to ward off after-gimmick hunger: Let’s face it, once we feel tired from all the dancing, socializing, and boozing, we head straight to this 24-hour fast food near Victoria Plaza . Actually, every time there is an event in the city, this fast food chain is packed come 3 am (right when the party dries down); and it is always good to know that after a tiring night of partying, the comforts of a burger and some fries is always accessible to us partyphiles. 6. Hot party music dished out by DJ Torch, wherever he may be playing: As I always say, Davao ’s new DJ du jour is DJ Torch. He seems to hit it every single time, with mixes that do not drop down until the party has; this turntable maestro seems to have a knack for keeping everybody dancing. And partyphiles could not show more support for the DJ of the moment; as all of his gigs are packed to the brim. 5. Sheesha fries at Some Place Else: Sometimes, when we are enjoying a tall glass of iced cold beer something calorie-laden is what we ask for. Most of the time, when we are at Some Place else, partyphiles choose to eat Sheesha Fries. And it is not difficult to understand why. Sheesha fries is a huge serving of fries topped with a tangy tomato-based meat sauce, and then drizzled with grated cheese. This is then served in a sizzling plate to keep the dish warm, and the cheese melted. The taste is familiar but still quite exciting. One never seems to get tired of this calorie-packed pulutan. 4. All the imported beer at 147 Beer Avenue: Sometimes, partyphiles get tired of local beer and need a fresh take on the usual weekday beer session. The perfect solution is 147 Beer Avenue, located at the Legaspi Suites compound. They serve a dozen and one imported brands of beer with different interesting flavors and tastes. Trying out these different brands is sort of like traveling the world, one, bubbly-golden ale at a time! 3. Hot events organized by Fishtank Productions: There is no need to explain why Davaoeno partyphiles love Fishtank. Once you attend their events, you will understand why they are the most revered events organizing crew in the city. They somehow have the power to unite local partyphiles, and make everybody forget about their status, their worries, and their pride; as everybody is reduced into party-hungry fishes in this group’s party tank. It’s their party world; everybody just happens to swim in it. 2. The liquor ban at 2 am. No matter what anybody says; I still maintain that this liquor ban is good for us. It just seems like a wise decision. Plus, we get to go home early and it gives us a reason to drink more, and drink faster. 1. Taxi drivers that never take advantage of you even though you are super drunk: This is why we love Davao. It is safe, people never take advantage of us; and taxi drivers who drive us home when we are all drunk and puking never ever turn us away, refuse a ride, or take advantage of us. While most households are going for green appliances, and the tourism sector is going green, it is now the turn of the city’s construction sector to go green. The Davao City Chamber of Commerce and Industry, Inc. recognizes the need to reduce the world’s carbon footprint. Proof of this is last Friday’s First Quarterly Business Encounter and 3rd General Membership Meeting held at the Apo View Hotel which showcased the city’s real estate and land development sector. “Davao is going green little by little, but we need to push the business sector into this direction considering that there are still biases regarding the cost of becoming environment-friendly,” then DCCCII president Simeon Marfori told Edge Davao before turning over his post to his successor. Marfori said going green, especially in business, is actually one of the greatest challenges the sector has to face at this time, considering the urgent need to minimize the effects of climate change. “The construction sector has no choice but to heed the call of the global community to be more environment-friendly due to the threat of global warming,” Amon Marketing Corporation marketing manager Mariella T. Esmeralda said. “This,” she added, “ is the very reason why the company decided to come up with the NViro Products.” The NViro Product line-up introduced by Esmeralda to the city’s business sector, consists of the eco-safe permaseal paint which is environment-friendly, waterproof, heat and acid resistant as well as the bio-organic wood glue which does not contain harmful fumes and is environment-friendly, too. Indeed, Davao City has gone a long, long way. Today, the city is one of the country’s top tourist and investment destinations. There is no doubt about it: Davao has an edge over other cities in Mindanao or the Visayas and Luzon. The awards the city received through the years are mute testimony to that: most competitive metro city, the best police office, destination of the year, the cleanest and greenest city in the Philippines (highly urbanized category), and the most peaceful city in East and Southeast Asia. Recently, the Foreign Direct Investment Magazine named Davao as the 10th “Asian City of the Future.” “Davao is probably the least exposed of the country’s urban areas,” observed an American tourist who came to the country to marry his girlfriend. “It’s a great holiday hideaway, what with its lush greenery and exotic wild flora and fauna that contribute to its picturesqueness.” Because this tropical paradise possesses more of everything there is in a country – from enchanting scenery to natural resources – Davao is often considered “instant Philippines.” As the Davao City website puts it: “The air is fresh. If you visit Davao, what can you see? From the past, there’s the Battle Memorial, a historical marker of the longest-fought battle between the troops of the American and Filipino forces and of the Japanese Imperial Army which took place in Mintal, Tugbok. In Calinan, there is a museum that features historical accounts of the Japanese community residing in Davao before and during the war. You will see various artifacts, including tools which they used in the abaca plantations, currencies, and publications. Along San Pedro Street, you can visit Camp Domingo Leonor, which used to be the headquarters of the Spanish, and later American soldiers in the 1920s. At the junction of Washington Street and Quimpo Boulevard, you can have a glimpse of the site where used to stand the bastion of the Muslim hero, Datu Bago, who lorded over the Tagloc River (the old name of Davao River). At Talomo Beach, you will see the remains of sunken Japanese warships during the Second World War some 200 meters from the shore. For those who are interested in anything related to Catholic religion, they could first go to the San Pedro Cathedral, one of the oldest churches in Mindanao. Its original structure was built in 1847 in honor of St. Peter, the city’s patron saint. The old altar is preserved at the right wing of the cathedral. At Shrine Hill in Matina, there’s the Shrine of the Holy Infant Jesus of Prague, a local mecca of the city’s Roman Catholic devotees. In Buhangin district, you may say your prayers at the Saint Mary of Perpetual Rosary. This is a shrine built in honor of the Blessed Virgin Mary which features a series of steps which lead to the main chapel. If you’re environment conscious, visit the Philippine Eagle Center located in Malagos, a 45-minute drive from the city center. Aside from being a temporary home for the country’s national bird, it also hosts some other exotic animals native to Davao’s forests. Not far from the eagle center is the Malagos Garden Resort which hosts a rich collection of rare indigenous Philippine flora and wide assortment of orchids. Several species of butterflies also thrive in its enclosed sanctuary. Within its area, a bird park has been built to shelter rescued and rehabilitated birds. Another must-see is the Eden Nature Park, a popular mountain resort. It is situated 3,000 feet above sea level, giving it a cool and moderate climate. In a report to the stock exchange, Phoenix Petroleum said consolidated net earnings grew by 18.5% last year to P178.1 million, from P150.3 million the previous year. The increase was due to a one-time gain of P573.4 million last year following the March 2009 acquisition of Bacnotan Industrial Park Corp. The one-time gain reflected the purchase of the industrial park below its fair market value based on an independent appraisal, the firm said. Consolidated revenues also grew by 27.3% to P5.87 billion from P4.62 billion in 2008. The revenue increase was driven by an 81% increase in fuel sales volume which offset a 40% average decrease in fuel selling prices from 2008. The company’s gross profit margin jumped to 11.8% from 9.1% in 2008. Phoenix Petroleum increased its retail gas stations last year to 120 from only 86 in 2008. Of the total, 100 are in the Visayas and Mindanao. The remaining 20 are in Luzon. Only a fourth are owned by the company while the rest are operated by dealers. Lim, during the recent Philippine Economic Briefing held at Marco Polo Hotel in Davao City, said the growth was propelled mainly by the industry sector, which in turn was spurred by sustained construction and manufacturing activities in the region. According to her, policy reforms such as the fiscal consolidation program, inflation targeting, financial reforms and prudent regulation, sector-specific reforms, and infrastructure development played a critical role in paving the way for macroeconomic stability and higher growth during the period. Meanwhile, from 2001 to 2009, the Philippine economy grew by an average of 4.4 percent, driven primarily by the growth in the services sector. Lim attributed the surge in services to the deregulation of air transport and communications, massive infrastructure programs, reforms in the financial sector and the strong inflow of overseas Filipino remittances. She said the government's strategies and commitments to secure economic stability include the implementation of fiscal consolidation and debt sustainability reforms and programs, implementation of macroeconomic policies to encourage private investments and entrepreneurship, provision of adequate and efficient infrastructure in electricity, transport and financing, minimizing corruption and political discord, and improving governance and strengthening institutions through capacity building. Lim, however, cautioned that the world's economic recovery still remains fragile, and this affects the government’s ability to pursue fiscal targets. In addition, the rise of crude oil prices in the world market may put some pressure on consumer prices, abetted by utility rate hikes. I first proposed this between 2002 or 2003 and since then (City Mayor Rodrigo Duterte) created a task force to study the possibilities of creating one. So now, we've made all reflections we are ready to start promoting this idea which would benefit generations," Avila said in an interview. "Right now we are still at the information dissemination phase, at the same time we'll move for its approval sa City Mayor's Office. From there, we can expect an IRR (implementation rules and regulations) will be crafted. Medyo malayo-layo pa ang panahon na mag ma-materialize ang provisions nito at ma-feel natin yung effects ng advocacy behind it," he added. The ordinance responds to concern about carbon emission. By making bicycling safe as the ordinance intends to, it will also address the needs of bicycle users, most of whom are those trying to save money from transportation fares. "We are among the first to have this ordinance. This practice is present in urbanized cities, such as Pasig, Pasay, and Quezon. People do want to ride bicycles even school children but parents do not allow them because it's dangerous so the city sees it necessary to make our roads safe for this," Avila said. He said he also observed that countries that are modernized provide bicycle lanes to control traffic and to promote good health and environment protection. “Sa developed countries, the offices are encouraged to have bicycle parking space, lockers and showers so that people can change before their work. That's for a long term vision which I hope we can achieve," Avila said. The ordinance specifies that the city through the ordinance is: * Providing a safer environment and creating a more efficient flow for the existing bicycle traffic in the city; * Rationalizing the efficiency, capacity and compatibility in the flow of motorized and bicycle traffic; * Improving the attractiveness and promote the use of bicycle for health benefits and as an economically and environmentally viable mode of transport in the city; and * Establishing bicycle lanes in selected streets of the city. Quoting a report from the Bureau of Customs (BOC), DTI-Davao Regional Director Marizon S. Loreto said that while Davao Region had a negative growth rate of more than 10 percent for 2009 as compared to 2008, it is fast closing in on the gap, with only negative one percent of growth in the first two months of 2010 versus 2009. As of February this year, the region reaped an export value of US$151.79 billion. "The decrease of fresh banana exports is being covered up by tremendous increases of other products such as banana chips, rubber, and gold with silver. Coconut products topped growth levels among other product groups, with coconut oil, coconut shell charcoal, and copra leading positive trends," she said. The same data revealed that fresh banana recorded a decrease of 14 percent, from US$115.45 billion for January to February 2009 to US$99.28 billion for the first two months of this year. However, four export commodities showed a leap of more than a hundred percent. The copra (cake, meal, pellet) posted an overwhelming increase of 472 percent, from US$96.77 million last year to US$553.61 million this year; plyboard/plywood, from US$109.39 million to US$512.40 million, up by 368 percent; natural rubber, from US$3.09 billion to US$8.73 billion, up by 182 percent; and coconut oil, from US$1.13 billion to US$2.96 billion, up by 162 percent. Furthermore, Loreto said that while there have been slowdowns in investments in other parts of the country, Davao Region continued its rally last year. The Securities and Exchange Commission (SEC) enlisted paid up capital escalated by 132 percent, from P46.2 million in 2008 to P107.7 million in 2009. The Board of Investments (BOI) registration, on the other hand, posted 35 percent increase, from P3.20 billion in 2008 to P4.33 billion in 2009. Indeed, Davao City has gone a long, long way. Today, the city is one of the country’s top tourist and investment destinations. There is no doubt about it: Davao has an edge over other cities in Mindanao or the Visayas and Luzon. The awards the city received through the years are mute testimony to that: most competitive metro city, the best police office, destination of the year, the cleanest and greenest city in the Philippines (highly urbanized category), and the most peaceful city in East and Southeast Asia. Recently, the Foreign Direct Investment Magazine named Davao as the 10th “Asian City of the Future.” “Davao is probably the least exposed of the country’s urban areas,” observed an American tourist who came to the country to marry his girlfriend. “It’s a great holiday hideaway, what with its lush greenery and exotic wild flora and fauna that contribute to its picturesqueness.” Because this tropical paradise possesses more of everything there is in a country – from enchanting scenery to natural resources – Davao is often considered “instant Philippines.” As the Davao City website puts it: “The air is fresh. The city is clean and green. There is real abundance of the freshest harvests from the land and sea. If you visit Davao, what can you see? From the past, there’s the Battle Memorial, a historical marker of the longest-fought battle between the troops of the American and Filipino forces and of the Japanese Imperial Army which took place in Mintal, Tugbok. In Calinan, there is a museum that features historical accounts of the Japanese community residing in Davao before and during the war. You will see various artifacts, including tools which they used in the abaca plantations, currencies, and publications. Along San Pedro Street, you can visit Camp Domingo Leonor, which used to be the headquarters of the Spanish, and later American soldiers in the 1920s. At the junction of Washington Street and Quimpo Boulevard, you can have a glimpse of the site where used to stand the bastion of the Muslim hero, Datu Bago, who lorded over the Tagloc River (the old name of Davao River). At Talomo Beach, you will see the remains of sunken Japanese warships during the Second World War some 200 meters from the shore. For those who are interested in anything related to Catholic religion, they could first go to the San Pedro Cathedral, one of the oldest churches in Mindanao. Its original structure was built in 1847 in honor of St. Peter, the city’s patron saint. The old altar is preserved at the right wing of the cathedral. At Shrine Hill in Matina, there’s the Shrine of the Holy Infant Jesus of Prague, a local mecca of the city’s Roman Catholic devotees. In Buhangin district, you may say your prayers at the Saint Mary of Perpetual Rosary. This is a shrine built in honor of the Blessed Virgin Mary which features a series of steps which lead to the main chapel. If you’re environment conscious, visit the Philippine Eagle Center located in Malagos, a 45-minute drive from the city center. Aside from being a temporary home for the country’s national bird, it also hosts some other exotic animals native to Davao’s forests. Not far from the eagle center is the Malagos Garden Resort which hosts a rich collection of rare indigenous Philippine flora and wide assortment of orchids. Several species of butterflies also thrive in its enclosed sanctuary. Within its area, a bird park has been built to shelter rescued and rehabilitated birds. Another must-see is the Eden Nature Park, a popular mountain resort. It is situated 3,000 feet above sea level, giving it a cool and moderate climate. A 132-page Semi-Annual Performance Report released by the office of the Secretary to the City Council showed that among the 102 ordinances, 80 pertain to general administration, 20 to social issues, one to miscellaneous, and one to economic. Councilor Danilo Dayanghirang thanked his colleagues "for a job well done," in his privilege speech during Tuesday's session. "The City Council has performed well in the last two quarters of 2009, and rest assured that the council will try to maintain or even enhance our performance as legislators as the 15th City Council ends," he said. Dayanghirang also detailed 18 landmark legislations enacted in 2009 up to March 2010. Lizabel Holganza, chairman of the Davao Region ICT Cluster Team, told a local business forum at the Marco Polo Hotel here on Wednesday that the Philippines’s outsourcing industry was expected to see a stream of business transactions arising from the new health-care law in the US. But the question on how fast it could capture it before other major outsourcing sites could would be a matter of a quick preparation “not only for the medical transcription companies but for the entire business process outsourcing industry in the Philippines.” “It must coordinate with the CICT to craft a national strategic plan on how to get the huge potential of the health-care law in the US,” said Holganza, who owns the Medical Transcription Academy here and who reported that a recent Davao City delegation to India last month was able to add a new transcription activity in Mindanao on medical coding and billing. Holganza said the new US health-care law would expect more US citizens to be covered by the system, unlike the previous one which was limited. The immediate relief expected from the reformed health-care system includes a rebate check worth $250 for buying prescription drugs, outlawing the practice among health-care provider of denying insurance coverage to children with pre-existing conditions, and allowing extended eligibility of young adults to stay on their parents’ insurance. US experts polled by many media organizations in the US believed that the benefits of the reforms would not be immediate. Holganza said this would also allow the Philippine outsourcing industry to prepare but it should not take long enough to allow other major outsourcing sites like India to grab the major slice of the opportunity. “Even now, we have scraped only a minor surface of the iceberg. Imagine that the health-care system in the US is a $19-billion industry.” “We would expect more visits to the doctors now, more need of hospitals for transcription records of patients and including medical and insurance coding and billing,” she said. The huge opportunity expected to be opened for major outsourcing sites of US companies and facilities like the Philippine would also present a way out of the problem of an oversupply of nurses awaiting their turn to go abroad. “Although it’s largely a medical transcription background that is necessary in transcription and medical coding, the medical background of our nurses may be tapped in some needs of other US and Canadian companies who would prefer their workers and personnel to undergo regular medical assessment and advises than immediately go to their doctors,” she said. “Our nurses may be trained to become chat nurses, providing services such as triage, or a general assessment of the health history and current conditions of clients, based on their medical records,” she said. She assured that chat nurses would not engage in diagnostic activities, an area designated only to licensed medical doctors. “They can also be trained in transcription and medical coding and billing, one of the new highly paying skills in the transcription industry,” she said. The said oncology unit has a 25-bed capacity and includes an ICU Step Down Unit, Blood Diseases Room, Chemotherapy Room, Teen's Room, Pag-asa Activity Area, Isolation Rooms, Procedures Room and Nurses' Station. "This is the biggest and first pediatric oncology unit in a public hospital with a complementary team of trained pediatric oncology nurses, Hematology/Oncology specialists and support staff," pediatric oncologist Dr. Mae Dolendo said in a phone interview. The team of doctors at the Children's Cancer and Blood Disease Unit include Dolendo for the Pediatric Oncology Section and Dr. Grace Pecson and Dr. Jeannie Ong of the Hematology Section. Subspecialty referrals are facilitated through the Department of Pediatrics under the leaderships of Dr. Micheal Manalaysay. Interdepartmental consults are also done with various disciplines in surgery, pathology and diagnostic imaging. The pediatric oncology nurses under Nurse Leader Wella Badilles-Chiu provide care for the children and Child Life/Psychosocial support is provided by Shiena Payno of Kythe Foundation. (DCCCII) ICT sector chair Lizabel “Wit” Holganza said medical coding and billing is going beyond basic data entry to more complex areas of health information management. Also, those in medical coding and billing jobs get higher salaries compared to medical transcriptionists, she said. The ICT sector has realized the need to go beyond medical transcription given its growth, Holganza said. Data furnished by the DCCCII ICT sector showed that the medical transcription sector has grown rapidly, starting with one service provider back in 2000 to a total of eight companies in 2009 with its current seat capacity having grown from 20 to more than 150 to date. The transcription sector in Davao City, including both service and training providers, has grown steadily and is currently estimated to contribute about P13.5 million local revenues to Davao City, the data further showed. QUANTUM LEAP Today, Davao City after more than 20 years of the Duterte leadership is third among cities in the country with the biggest annual revenue that now stands at more than P3 billion. It has garnered almost all awards given out by the national government to LGUs, and made its mark in the world of investors and tourists when chosen by Asia Magazine as one of the Most Livable City in Asia. The Davao City Government also has become a model for community participation in local governance, with Duterte giving voice to almost all sectors in decision making through deputies from the Muslim and tribal communities, religious, academe, environmentalist groups, the urban poor and other groups sitting in various local special bodies at his beak and call for consultations when crucial decisions are to be made. IT’S IN THE GENES For Dabawenyos comfortable with the iron-fisted Duterte Doctrine, choosing a new mayor in 2010 would boil down to among others the crucial question of whether Sara could measure up to her father. Already Sara has shown that brand of decisiveness and strong-willed attitude that has become the hallmark of the Duterte administration. While a neophyte, she has, like her father menacingly wielding his dried cow’s tail to send a signal to youth hooligans to behave, transformed the once fractious members of the Davao City Council, which she presides, into one meek cohesive lot. She had made serious decisions while sitting as acting Mayor—some in harsh collision with Duterte’s previous pronouncements—further reinforcing public confidence she could carry on the flag if she makes it to City Hall in 2010. Observers though say there is no need to debate whether Sara has the balls to be another Rodrigo Duterte. After all she has running in her veins the deadly combination of the volatile Cebuano blood of her father and the equally volatile German blood of her mother, Elizabeth Zimmerman Duterte. To be sure there had been some minor kinks, but on the whole, elections have been very peaceful in the city – certainly more than in any other urbanized area in the country. While the mudslinging could be vicious, one could always count on the politicians never to do actual harm against each other. Credit, of course, goes to the entire community – government, military, police, civil society, and the people themselves – who have worked hard to ensure that political exercises do not degenerate down to the level of violence and chaos that have marred the conduct of elections in other places. Indeed, so peaceful have elections in Davao City been that the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP) had early on declared that it was not considered a “hot spot” or an area of concern for the May 10, 2010 polls. The way things are going, however, these agencies ought to reconsider their stand and study the call made by Mayor Rodrigo Duterte and other officials as well as a growing number of citizens that the city be placed under the control of the Comelec. Someone asked me that and I had no clue how to answer it.
