AN ICON is from the Greek “eikon” which means “to be like or seem.” It is an image or representation of a sacred personage, especially of the Christian Church. An icon is an important and enduring symbol, an object of great attention and devotion. For computer geeks, it is a picture on a computer screen that represents a specific file, directory, window, or program.

For Davao, it is spelled with an “h” or ICOHNS — Integrated Clinics of Otolaryngology, Head and Neck Surgery. And it is an icon because it is the first of its kind in the entire Philippines. It represents the pioneering spirit of the Davaoeños, a symbol of their trailblazing attitude of always striving to be the first, the only, and the best in any endeavor.

ICOHNS is a group of specialists in the ear, nose, throat (ENT), head and neck surgery started by three pioneering Davao otolaryngologists — Dr. Christine O. Del Monte, Dr. Veronica F. Magnaye, and Dr. Gil A. Yarra who formed a partnership and started a group practice in March 2003. They started as a collaboration for the growing number of difficult cases particularly in the head and neck in the city. As their medical cases grew more complex, they knew they needed more cutting edge and modern equipment and instruments distinct to their specialty. Kung naay property around 400sqm lot somewhere in Penaplata, Samal na overlooking sa beach, would you consider buying it and eventually build a house bisan Davao city ka ga-work? Or, is it a good investment if you are going to sell it in the future?

World Expo participants keen on Davao's culture


A TOURISM official in Davao Region expressed confidence in the region's participation in the ongoing World Expo in Shanghai, China.

Department of Tourism (DOT) Davao Region Regional Director Sonia Garcia said during her visit to the expo site, the country's pavilion received more than 50,000 visitors and that observers have shown much interest in the region's culture.

The World Expo, which started May 1, saw the participation of major cities in the country: Cities with a Past (Iloilo, Naga, Cebu and Manila); Cities on the Edge (Malaybalay, Puerto Princesa, and Davao); and Emergent Cities (Makati, Taguig, Calbayog, and San Fernando, La Union). The pavilion occupies 2,000 square meters in the Asia Zone, Southeast Asia and Pacific cluster.

"The national pavilion day was inaugurated early this month. On the first days I was there, there were around 20 to 30 thousand people but on my last day there were 50,000 people. Imagine that much people came into our pavilion in just one day," Garcia said in an interview Monday at Apo View Hotel.

"They were very much interested in our dances, our culture, they liked to see more of out indigenous tribes and our tourist spots. Our theme was "Performing Davao" in line with the national theme of Performing Cities," she added.

She said the attention received by the region has prompted her to produce 200,000 brochures in Chinese language to cater to the interest shown by observers.

"We will produce brochures in Chinese which will feature our famous tourist spots such as the Mt. Apo, the cultural village there, and other cites. Matindi ang gastos ko, but we will see to it that we have the means to fit into the market. They would appreciate it more if we won't make it difficult for them to understand what we are offering," Garcia said adding that the brochures will be ready in time for September to cater to more visitors expected to come during the last weeks of the expo until its end date on October 31.

The Philippine pavilion's facade is rectangular, a complete wrap-around photographic montage depicting variations of the hand, which communicates to the public the Philippine theme by showing Filipino hands in the many skilled activities and performances that exemplify the dynamism of Philippine cities.

Garcia was speaker in Monday's seminar conducted by the Department of Interior and Local Government attended by municipal mayors. Garcia addressed to the municipal mayors to work with the DOT in promoting their areas and eventually improve their economic development. (JCZ)

you're under CCS din pala, but am with card act. I so love jpmchase coz the culture and working environment is positively great, and one of the best things is we're direct employees of the bank (not outsourced). And not just for any bank as it's one of the (if not the) largest and most stable financial institutions in the world!

With the call for an increased awareness in utilizing eco-friendly solutions all over the world, Davao Doctors College aligned itself by conceptualizing and ultimately constructing a multifunctional ‘Green” structure.

As the brainchild of this concept, president and CEO of the college Dr. Rizalina Mitra-Pangan said the Arts and Sciences Building was a “dream-come-true” for the DDC community. Designed by Architect Pablito P. Labao and Engr. Virgilio R. Co of Vigor Construction, it is built with earth-friendly recycling rain water system, waterless toilets, inverter technology air-conditioning system, compact lighting, window sun-baffles and air purifying paints.

To add to the college’s infrastructure milestones, the six-level building boasts of multifunctional amenities and stateof-the-art facilities intended to further address the laboratory needs of the students from the College of Arts and Sciences, Business and Education.

The new structure showcases a fully furnished stainless steel kitchen, ladies dormitory, mock hotel, function room, coffee shop, and housekeeping and demo laboratories for the Hospitality Management students. Along with the regular classrooms is a case room intended for the short, non-degree courses being offered by the college.

The blessing and soft opening of the newly constructed building was successfully held last May 28 in preparation for the first semester of school year 2010-2011. The members of the Board of Trustees, industry partners from the Professional Regulation Commission (PRC), Commission on Higher Education (CHED), Technical Education and Skills De-velopment Authority (TESDA), as well as friends from other educational institutions and the business sector graced the affair. City Council ok's crematorium in Chinese Cemetery

DAVAO City Council on Tuesday approved a resolution granting permit for the construction of another crematorium in the city.

The City Council passed for third and final reading an ordinance authorizing the establishment of a crematorium at the Davao Chinese Cemetery along Bacaca Road, Davao City.

The ordinance stemmed from a letter-request for legislative authority of a certain Tai Hong Ho, President of the Davao Chinese Charitable Association (DCCA) Inc. for such.

This was lodged in the City Council committee on health under Councilor Samuel Bangoy.

"The City Health has considered that the disposal of dead persons through cremation is encourages due to its affordability, security, space saving, and most importantly, it is more environmentally friendly," Bangoy said.

"The City Economic Enterprise Office has approved the feasibility study of the proposed crematorium, which feasibility study was also previously approved by Teogenes Baluma, regional director of the Department of Health," he added.

The City Council's committee on government enterprises and privatization chair Jose Villafuerte said October last year that the task force on crematorium has ceased to see Wireless Cemetery as the best area to build a public crematorium, but eyes three potential areas for this.

These are at Tibungco in Bunawan District, Bago Oshiro, and Tagakpan both at the Tugbok District. (JCZ)

I love JP Morgan Chase too.. JPMC really changed my life (professionally). Although, one of the misconceptions by most is that JP Morgan Chase is a call center or a bpo...ehehehehe we're not. We're not even close to both..... It's a bank.

One time, I was talking with this delinquent client and he told me na i was just calling from a call center daw. Talagang napagsabihan ko sya " excuse me mr_____, we are not from a call center or a third party, I'm calling from the bank. We are Chase. We have a facility here in the Philippines and blah blah". Hadlok sya na ireport nako sya sa credit bureau hahahahahahaha.....ug unsa pa madocument na ko sa iyang account na makadaot sa iyang relationship with the bank hahahahaa....

Anyway, I ll see u around. I transferred here for few months now (start of the year). I love our culture and the paradigm of the people working in the firm. Nasa Net Quad ako, i believe sa Net Quad din kau right? Training lang sa Net Plaza....

Passed by the site of the u/c 14-storey hotel before going to work. Wala pa yung rendering sa site. Still working on the demolition of the old building. Nagclearing na rin sila sa back portion. Medyo malaki din yung bunkhouse.

and hopefully so, the opening of Abreeza-Ayala Mall will finally catch their attention in putting up an office and provide hundreds to thousands of employment opportunities in Southern Mindanao, just like what's happening now in Cebu.

Isang team lang kami dati ni cindy ano! she doesnt wanna be called as marian by the way when she was still with us lols.

Lam mo, it took me months before i can change my paradigm but now i can proudly say that we are not a BPO or even another contact center. eheheheh not that there's nothing wrong with being part of a BPO industry but its just that JP Morgan Chase is not outsourced, it's not a third party, it's not even a call center. We are Chase, the bank. :D lolz.

guys naa ko question.

Kung naay property around 400sqm lot somewhere in Penaplata, Samal na overlooking sa beach, would you consider buying it and eventually build a house bisan Davao city ka ga-work? Or, is it a good investment if you are going to sell it in the future?

Davao Gulf conservation gets support

DAVAO CITY -- Conservation of Davao Gulf, classified by the World Wildlife Fund as a key diversity area, can now count on the support of the Davao City Chamber of Commerce and Industry, Inc. (DCCCI).

DCCCI President Robert C. Quinto said such help will start with community contributions.

THE committee on environment and natural resources of the Davao City Council is eyeing Barangay Sasa's coast to be declared as "Marine Protected Area."

Committee chair Leonardo Avila III on Tuesday presented his committee report proposing a resolution to "establish and declare the marine areas of Kilometer 11 and 12 of Barangay Sasa covering an area of 7.8 hectares as "Barangay Sasa Marine Protected Area."

Avila said 4.4 out of the 7.8 hectares will be the core area to be protected, a distance from the shoreline where the reefs are located.

Within the core area, fishing will not be allowed. The 3.4 hectares is the buffer zone surrounding said protected area wherein only hook and line fishing will be allowed.

The City Council ruled for the adoption of the committee report that will be deliberated further in the next session with the expected participation of the Department of Environment and Natural Resources (DENR)-Davao Region, Barangay Council of Sasa, Philippine Ports Authority among others.

Avila said Barangay Sasa under Village chief Mario Rete last year requested the DENR-Davao Region to conduct a study on the marine areas of Kilometers 11 and 12 for the possibility of its declaration as a marine protected area.

DENR-Davao Region on November 16, 2009 submitted a report on Barangay Sasa Participatory Coastal Resource Assessment.

"The report stated that in the coral reef areas, the corals are bleaching and there are several debris and plastics. It is further stated therein that palata, labayan, and bilong-bilong with sizes ranging from 1-10 cm are abundant in the area," Avila said.

"There were reports of illegal fishing practices and siltation for reasons that there are too many fishermen and settlements in the shorelines. The report recommended for its declaration as marine protected area," he added.

Avila said Sasa Barangay Council enacted a resolution adopting the report of DENR-Davao Region on the assessment. This was indorsed to the Office of the city vice mayor and the City Council.

"(Reta) manifested that they are requesting a resolution from the City Council for the declaration. (During committee hearing) representatives from the City Fisheries and Aquatic Resource Management Council, City Agriculturist's Office, and the City Environment and Natural Resources Office were one in commending this initiative of the Barangay Sasa and are in favor of its declaration as marine protected area," Avila said.

During the plenary, Councilor Bonifacio Militar expressed his support for the declaration but would like to hear more from authorities in assurance that said declaration will not lower income generation in said area.

"I will support this ordinance as long as it will not hinder development and future opportunities," he said.

Councilor Danilo Dayanghirang also suggested that deliberation in approving an ordinance on the declaration should be left to the next environment committee under the 16th City Council as there are only two more council sessions before their term ends.

Avila, however, said he opts that the City Council deliberated the matter "as long as time permits."

Avila said it is the policy of the state to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.

The Local Government Code of 1991 also provides that the local government units shall ensure and support, among other things the right of the people to a balanced ecology.

The Davao City Marine Protected Areas Ordinance of 2007 has mandated for the establishment of marine protected areas for the purpose of protection and rehabilitation of critical habitats, increase fish productivity, enhancing biodiversity, promoting ecotourism and research. (JCZ)

Carpark ; 30,000sqm

pero the carpark is now around 1/3 bigger tapos malaki din ang nadagdag sa Mall area (sta. ana wing)

ang saya naman ng dinaanan ng erpolano na sinakyan mo, ganda ng view :cheers: so frustrating kay nung ako, maski sa A ako naka upo eh sa may taas ng Abreeza dumaan ang plane so wala masyado akong nakita :( baad ang silkair pilot :lol:

2km? mura ra diay nimo og gibaktas ang whole stretch sa San Juanico bridge which is 2.1km. nalakaw na nako ni padulong-pabalik... sakit kaayo sa tiil!

hehehe... 2kms for us SSC Cebu is duol ra, mao bitaw nga Lakawboys kay ga sige rag lakaw. Gikan sa Capitol wa ra hibaw-i nana diay sa Sto. Nino...:D. Pinakalayo nalakaw namo is from SRP to Gaisano Mactan passing Fuente, ACC and SM... so dili straight... more or less 15kms...hehe

Pero I think dili ko kapoyan maglakaw anang lugara kay less than a kilometer naa may mall... Mas daghan makita, mas walay kapoy... compara nimo mag lakaw ka nga puro kahoy ang makit an, for sure layo gyud paminawn ang 2 kms...:)

pero the carpark is now around 1/3 bigger tapos malaki din ang nadagdag sa Mall area (sta. ana wing)

^ Hehehe. In fairness, naa ko'y nabasa somewhere nga chaka daw ang GMall Davao, baduy daw, cheap daw, para daw sa masa, pero sa akong paglibot, it's not entirely true man uy. Mejo okay man diay ang tenant mix niya.

And ughm, wala mi nakita kay wala'y nakadala ug laptop :lol:

More trade exhibitors coming to Mindanao


THERE'S no stopping trade exhibitors from coming to Mindanao for business as they see the island's growing opportunities, particularly on broad-based manufacturing technologies, according to a top event organizer.

Patrick Lawrence C. Tan, chief executive officer of Global-Link MP Events International Inc. (GMP), said that there has been a growing potential for livelihood in various fields of the manufacturing industry in Mindanao.
"In the eyes of many businessmen, the future is Mindanao," he said while emphasizing the Island's abundant material and human resources.

GMP recently conducted the Manufacturing Technology Davao 2010 exhibit last 27-29 May, the fourth in a series of annual showcases dubbed as Mindanao's largest showcase of products, technology and services covering the manufacturing industry, exhibiting various industrial equipment, factory automation, hardware products, power tools, material handling, welding technology and accessories.

The three-day event, held in Bangko Sentral, was set to connect key players in the industry to businessmen and investors both within and out of the country as well as open up new business ventures and opportunities in untapped sectors of the region.

Around 100 exhibitors, including foreigners and companies interested to open up business branches in Davao, filled up the space in the convention hall of the Central Bank at this year's showcase. According to Tan, this was still just 10 percent of the average number of participants attracted by the Manufacturing Technology World Series, GMP's counterpart showcase in Manila.

"This is a testament that businessmen are keen to come to Davao and to explore business opportunities in Mindanao", he said.

The showcase is divided into three categories according to each exhibitor's specialized industry namely the Davao Food Expo for food processing and packaging technology, the Total Office Products Show for IT-related technology, products, and Services and the Woodmach Davao which is an exhibit focused on Woodworking, Furniture-Making Machinery, and Furnishings and Accessories.

Tan said that the exhibit showcases machinery catering to all industries that are expected to be growing. He said that Mindanao's strength in agriculture and food processing means business opportunities in packaging and printing technologies that support agri-based industries.

"You don't really need to cater to what is the strength, you have to cater also to what is growing", he said.

Secretary Jesus Dureza, chair of the Mindanao Development Authority (MinDA), supported GMP's head by saying that Mindanao had ceased to be an exporter of fresh foods and that 71 percent of foods exported from the Island has been processed or value added.

"In other words, it needs the technology that you are now providing, that you are now making available to our stakeholders", Dureza said, emphasizing the stakeholders' anticipation for increased development in the local industry.
Another objective of the comprehensive showcase is to introduce and hopefully popularize products and technology that are not common to the people in the region.

"The only weakness that we see here is the lack of all out promotion", Tan said regarding the untapped resources in Mindanao.

He added that the issues facing the Island, such as the issue on power, are setbacks that can be resolved over time through the intervention of the government and with support from the private sector.

"It's not very easy to put these things together," he says emphasizing that they intend to continue bringing the showcases to Mindanao until such time that these businesses opportunities could be realized.

In addition to their existing events in the region such as the Philconstruct Mindanao, a showcase geared towards the construction industry, Tan has discussed future plans to pull out the Davao food show from Manufacturing Technology Davao.

Next year, GMP will do a separate food industry event that will incorporate the tourism and education sectors to cater to growing businesses in Mindanao other than the Agricultural scene, such as tourist attractions and Hotel and Restaurant Management.

Aside from offering an exhibit for machinery and technology Manufacturing Technology Davao 2010 also included technical seminars to provide visitors with an opportunity to build and enhance various skills related to the industry. (MinDA)

BOC chief opens capacity building center in Davao

Davao City (19 June) -- As a prize for good performance and high efficiency revenue collection, the Bureau of Customs in Davao opened and will soon be using the newly-constructed Customs Capacity Building Center.

Customs commissioner Napoleon Morales personally led the inauguration of the new facility to congratulate the men and women in BOC Davao for excellent performance that paved the way for construction of the said center.

"They have surpassed the collection target in 2009. This building is a lasting legacy of the hardship shown by our workers," Morales said.

For the first four months of the year, the Port of Davao exceeded its collection by 20 percent signaling renewed port activity following a relatively slow period during the global financial slowdown of 2009. All collection targets have been surpassed by BOC, even going beyond revenues collected for the first four months of 2009.

As the only BOC center that can accommodate big functions like seminars, the Davao Capacity Building Center will be the venue for all future trainings in Mindanao, instead of bringing the workers to Metro Manila.

BOC did not spend a single centavo for the construction of the building. Brought by the lateral attrition law that rewards good-performing government offices, the facility was given as a reward to BOC Davao.

Even with the transition of the new government, Morales expects continued resiliency on the part of BOC Davao.

"You are fortunate to have a handful of the finest here. Consistent performance is very possible," he told the BOC Davao employees. (PIA-XI) [top]

The Man who Promised

IT WAS he who wrote “LAND OF PROMISE” in three-meter high letters on otherwise idle land. Quirino Villegas joined his Creator on May 29, 2010, after leaving behind a legacy of hard work and humility. He was 82.
“Tatang,” or father, to his family was “Tatang” to a lot of us. The Arayat, Pampanga native made his way to Davao City through a journey that was part legendary and part inspiring.
It was little wonder that when he passed away, his family, as well as the countless of those whose lives he had influenced gathered together to pay respect to one of Davao City’s most industrious patriarchs.
The book “Gift of the Lightning,” written by Alfonso J. Aluit (published by the Arayat-Davao Management, Inc. Technologies or ADMIT in 1989), chronicles the journey of Tatang’s family, from his parents to his siblings, to those of his children. The narrative chronicles the lives of Tatang’s family, with his father Ignacio’s being hit with lightning while grazing carabaos back in the Arayat hometown as an eventful, sudden, even supernatural framing device to a story that would span decades.
You have probably caught a glimpse of him, too. Remember those days before the big cinemas and malls? Way before the People’s Park were the years of the GAP Farm. Back then, since its founding in the 1980s, GAP Farm had been half recreation park and half storage of values. Everywhere at GAP were values that were best emulated; one of the many meanings to the GAP initials was “Good Activities of the People.” I spent good weekends with family there. I bet you have been there, too, especially if you’ve been a Davaoeño for years.
The old man walked the entire perimeter of GAP Farming up until his 70-something years. Beyond that, he had to enjoy the view of his achievement, the result of an inherited dislike for “lupang nakatiwangwang” or uncultivated land, from afar.

This was a far cry from the kind of walking he had done as a younger Quinong. His son, Arnel Villegas, has a photograph printed in the same book entitled “Ganito ang Tatay noon,” an image in black and white of a man carrying bundled brooms over his shoulder. The photograph captures a second of what it may have been for Tatang in the 1950s. He would sell brooms in “Paco, Pandacan, Santa Ana, San Andres Bukid, into the suburban districts as far as Cavite City … and Marikina,” Acuit wrote in Gift of the Lightning. The daily trips would net the young Quinong up to P10, a huge amount at the time.
Many years later, Tatang would venture into selling bearings, o-rings, and other similar products through Davao Bearings, and establish branches in General Santos City and Iligan. The branches would have to be given up later, because of circumstance, but not without pain to the hardworking Tatang. Davao Bearings in a coincidentally named Quirino Avenue, meanwhile, stands proud even to this day.
One of Tatang, the dreamer, the ecologist’s greatest contributions to the city is the three words we would associate with the city, which he wrote on the ground for God and the visitors to the city to see: “LAND OF PROMISE.” He may as well have been referring to multiple “lands”: Arayat, the land where his father worked; Ma-a, the property in which he saw endless potential; and the city, where the land was fertile with bounty and opportunity.
Tatang’s handicraft in GAP Farming respected that of God’s: centuries-old trees were left as they were, rock formations were preserved, and Tatang was personally hurt when the Pan-Philippine Friendship highway project threatened to bypass his property at one point (this latter fact was not pushed through, though, perhaps by practical reasons, or perhaps because of his prayer to the Creator to whom Tatang dedicated his life’s work).

It is little wonder, too, that Tatang was accoladed various times during his lifetime: a recognition and appreciation for his priceless contribution toward community development and progress (awarded July 1983); the Datu Bago Award (1994) for his contributions to the community through worthwhile community projects; the Outstanding Pampangueño award (1994) for bringing honor and pride to Capampangans for being one of the Datu Bago Awardees; the Aguman Ding Capampangan Davao Chapter Golden Award (2005) for his outstanding performance in his chosen field of endeavor and for being an inspirational role model to the organization’s members; and the Outstanding Arayateño, an award given to one of the most successful sons of Arayat, Pampanga.
Upon re-reading Gift of the Lightning, I realized a lot that I had not known about this great man. After having been a friend of his family since high school, I realize there were things I had not known about their history.
He was among those, for example, who had labored 16 hour shifts at the Loyola Heights when parts of the Ateneo de Manila University had yet to be built in 1954. One would wonder if he had known or dreamed then that one of his grandchildren would graduate from the university some 50 years later.
Tatang rejoined his Creator, and is survived by his wife Lorenza, his children Edna, Leny, and Arnel, his grandchildren, his clan and those whom his life story has touched. His life is worth emulating. For those of us who have met the man, he will forever remain as the epitome of hard work, dedication, fatherhood, and family.

A CITY-BASED coffee shop company is looking at the Manila market as well as franchising within the year as part of its expansion plans.
Supt. Abraham C. Rojas, consultant of the family-owned Kreios Corp., operator of the Chicco de Caffe chain of coffee shops, said that the company has started looking for areas in Metro Manila as it plans to put up two branches there within the next half of the year.
Rojas, who came home from assignment during the opening of the company’s seventh branch, the fifth in the city last Friday, said the company has thought of aggressively opening new branches with the projection of opening three more within the year.
“The market is very receptive of our product. So we thought it would be better to seize the opportunity,” he said, adding that based on a study, the coffee shop market in the country is growing 6% annually.
He said the company has also started finalizing its franchising schemes and evaluating the applications for franchising, particularly in other areas of the country.
It helps, he added, that the coffee shop has priced its products competitively even as it is importing its coffee beams from Italia as its name is Italian for coffee beans.
The company even supplies part of its inventory for pastries. “We already have our own commissary,” he told the TIMES.

“It is always a matter of packaging your product,” he said, pointing that another bid difference between the coffee shop and its competitors is that it has “the best toilet.” “We make sure that our customers will not complain on this,” he said.
The local coffee industry has confirmed that the industry has gotten better in the last few years because of the aggressive investments in coffee shops.
Nicholas A. Matti, co-chair of the Philippine Coffee Board, said that coffee production last year was at 30,000 metric tons, up from 23,000 metric tons seven years ago. However, the local coffee producers still failed to fill in the demand of the industry which is at 65,000 metric tons.
Matti said some big farming companies have started to expanding their plantations to fill the local demands.
Rojas said when the company set up its first coffee shop in 2008, it was still in the middle of the global financial crisis, but the company decided to pursue the project because of the expanding market.
The plan to set up a coffee shop business started when Rojas was assigned in Parang, Maguindanao. When he and his son would frequent the city’s coffee shops, he “could not find the coffee that tasted the way I wanted it to taste.
So when he found time to visit the United States of America in early 2008, he decided to enrol in a two-week barista course at the American Barista and Coffee School in Portland, Oregon. “Right now, I personally do the calibration (of the machines) everytime I get to visit the branches,” he said.

Focus on urban competitiveness sought

RECOMMENDATIONS to strengthen the competitiveness of urban centers, with Metro Manila as the showcase, have been drawn up by a multi-sectoral group for the incoming Aquino administration.

Rolando G. Tungpalan, chairman of the Philippine Urban Consortium-Working Group on Urban Competitiveness (PUC-WGUC) and concurrent National Economic and Development Authority (NEDA) deputy director-general, said the proposals include improving infrastructure and creating an investor-friendly environment.

"The inputs from the PUC-WGUC will serve as a briefing to the new government and may be implemented in a span of three to six years. I believe the power to convince and promote our advocacies are greater if there is a consortium rather than just individual voices," Mr. Tungpalan told BusinessWorld yesterday.
He did not disclose other details pending the report’s submission after President-elect Benigno Simeon C. Aquino III’s inauguration next week.

"The consortium said we need to have a good showcase in Metro Manila first before they (the proposals) are applied in other urban centers like Metro Cebu and Metro Davao," Mr. Tungpalan said.

The group was launched in August last year upon the recommendation of outgoing Vice-President Manuel "Noli" L. De Castro, Jr., concurrent chairman of the Housing and Urban Development Coordinating Council (HUDCC), to address rapid urbanization.

It has as members representatives from the private sector, the academe, government agencies and nongovernmental organizations.
It has four working groups: shelter and basic services which is facilitated by HUDCC; sustainable communities led by the League of Cities of the Philippines; planning and management systems led by the Department of Interior and Local Government; and Urban Competitiveness led by the NEDA.

In terms of basic services, Mr. Tungpalan noted the importance of developing infrastructure and transport systems.

"The PUC-WGUC is very keen on improving railways and road networks. Doing so would ensure the efficient delivery of goods and services from one location to another," he said.

Efficient transport, Mr. Tungpalan added, will allow investors to reach their target customers.

He further said that cutting red tape was a means to create an investor-friendly environment.

"There should be an initiative from the government to make regulations that will make it a lot easier for potential investors to put up businesses in urban areas," he said.

Mr. Tungpalan said the group’s recommendations could be mainstreamed into local development planning.

"The likelihood for the recommendations to be included in the MTPDP (Medium-Term Philippine Development Plan) is also high considering the large buy-in of multi-stakeholders. We will make sure that the incoming cabinet members will be able to act on them," he added.

The NEDA has suggested key points for the next MTPDP (2010-2016). These are macroeconomic stability, governance, infrastructure, food security, education and health. -- Mary Joy Katrina R. Contreras

IN ITS bid to advance international trade, the Sasa Baseport (also known as Davao Port) received 15 new ships of foreign registry and one Philippine-registered vessel for the past five months.

"We are very pleased about the level of confidence that the international shipping industry and the maritime community in general have bestowed in our port," Port district manager Abdussabor Sawadjaan earlier said on the positive turnout of Davao Port's foreign shipcalls.

This number of new calls is a testament of the Philippine Port Authority's (PPA) strong commitment to the export industry that is anchored on its strong partnership with the Cargo Handling Operators (CHOs) in determining the market demands and forwarding requirements of shippers/exporters/consolidators using sea transport.

THE Davao City Council in its last session Monday is set to approve an ordinance creating the position of a representative for the Indigenous People in the Davao City Council, bringing to 27 the number of city councilors in the legislative chamber.

The ordinance authored by councilor Arnolfo Ricardo Cabling caps the long clamor by the Indigenous Peoples (IPs) for a bigger role in decision-making through representation in the City Council. It was approved on Second Reading in special session by the council last Friday.

Cabling, chair of the committee on indigenous communities and Muslim affairs, said Vice Mayor Sara Duterte, the mayor-elect, pushed passage of the ordinance as the last landmark measure that would be passed by the 15th Council.

Under the ordinance, a Technical Working Group (TWG) to be formed by office of the City Mayor would select the IP representative as the 27th member of the City Council to join the 24 elected councilors, and the barangay and youth sector representatives.

Mandatory representation of the IPs in local legislative councils is provided for in Republic Act 7160, or the Local Government Code of 1991 and Republic Act 8371, otherwise known as the Indigenous Peoples Rights Act (IPRA) of 1997.

The ordinance provided a three-year term for the IP representatives selected on a rotation basis by the TWG, whose creation was provided by the National Commission on Indigenous People (NCIP) Administrative Order 1 or the Implementing Rules and Regulations of the IPRA.

Primarily, the IP representative, who will receive the same benefits and salaries as the other city councilors, will focus on promoting and protecting rights of the IPs, recognize and promote their customs and traditions and enhance their economic and political system to make them productive participants in progress and development. Duterte toughen anti-mendicancy body


MAYOR Rodrigo Duterte strengthened the city's task force against mendicancy with Executive Order 7 that reorganizes the composition and functions of the Davao City Anti-Mendicancy Task Force.

Duterte noted that "there is a need to re-organize the Anti-Mendicancy Task Force to address all concerns pertaining to social problem and to provide appropriate services to enable mendicants to meet basic needs and develop self-reliance."

The executive order states mendicancy "has continued to become a social problem in Davao City and in other urban areas in the country."

"Mendicancy breeds crime, creates traffic hazards, endangers health, among others," the order said.

The order is grounded on Presidential Decree (PD) 1563, which defines a mendicant as any person who has no visible and legal means of support, or lawful employment and who is physically able to work but neglects to apply himself to some lawful calling and instead uses begging as a means of living.

Presidential Decree 1563

Presidential Decree 1563 or the Mendicancy Law of 1978 applies to all mendicants, and exploited infants or children who are eight years old and below.

Minors found begging are covered by PD 603 of the Child and Youth Welfare Code. Parents of exploited infants and children are also criminally liable under Article 59 and 60 of PD 603.

Section 4 of PD 1563 state "Apprehension Of And Services For Persons Found Begging' state: Any infants or child 8 years old and below who is found begging or is being utilized by a mendicant for purposes of begging shall be apprehended as a neglected child under Article 141 of PD 603 and shall be committed to the custody and care of the Department of Social Services and Development or to any duly licensed child placement agency or individual."

Any minor over nine years of age under 15 found begging or is being utilized for purposes of begging and who acted without discernment shall be apprehended as a neglected child under Article 141 of Presidential Decree 603 and shall be committed to the custody and care of the Department of Social Services and Development or to any duly licensed placement agency or individual, PD 1563 states.

PD 1563 further states that any person not otherwise covered in the preceding paragraph of this Section who is found begging and who is physically or mentally incapable of gainful occupation shall be provided the integrated package of services by the Department of Social Services and Development, the Welfare units of local governments and other cooperating agencies.

Task force s

The city's Anti-Mendicancy Task Force shall be composed of the city mayor as its chair, City Council on Social Services as the vice-chair, City Social Services and Development Office as the secretariat.

Its members will be representatives from: the Department of Internal and Local Governance City Office, Women & Children Protection Desk-DCPO, barangay Community and Cultural Affairs Commission, Philippine Information Agency, City Information Office, Davao Medical Center-Psychiatry Department, United Church of Christ in the Philippines-Social Concerns, San Pedro College, Rotary Club of Downtown Davao.

Also members are Caritas Davao Foundation-Social Action Ministry, Department of Education, Jesus Christ Children's Joy Foundation, Association of Differently Abled Persons, Office for Senior Citizens Affairs, Association for Differently Abled Persons, Office of Senior Citizens Affairs, Association of Barangay Camptain chair, Quick Response Team for Children Center, Davao School and Rehabilitation Center for the Visually Impaired, Traffic Management Center, and the City Health Office.

They will have the following functions:

* plan, implement and monitor yearly work programs in pursuance to the objectives of the law;
* be responsible for the implementation of the integrated network of appropriate services to mendicants;
* draw a list of available and required services which can be provided to mendicants;
* mobilize the different local agencies and NGOs to identify activities within their program which can be undertaken for the mendicants;
* maintain a regular update on a quarterly basis a registry of mendicants;
* sustain city-wide Anti-mendicancy education and information drive in collaboration with government organizations and private sector to create awareness on the mendicancy program. The barangay assembled shall likewise be utilized as medium for community information;
* conduct regular rounding up of mendicants and arrest exploiters/syndicate leaders if any;
* provide appropriate medical, dental, and health services to apprehended mendicants; and
* perform such other functions and discharge such other duties and responsibilities as maybe necessary or incidental to the implementation of this order. (JCZ)

Epekto ng pag ka busy sa terminal kahit madaling araw 1 am may umaalis hanggang umaga lalo yung mga Cubao bound buses at mga First trip na buses. Umaga pa kasi yan kita mo ang shadow ng bus dahil sa sunrise..Im xur paparating na tga linis nyan...:bash::bash:
