The Davao region’s tourism prime movers made an impact during the Philippine Travel Mart held in Manila over the weekend. The event was a gathering of various tourism operators from the different regions of the Philippines, each of which was given the opportunity to promote their tourism destinations during the three-day affair. Among the destinations being promoted during the Travel Mart were Davao, Cagayan de Oro, Palawan, Cebu, Camarines Sur, El Nido, Sagada in Ilocos, Boracay, Coron and Bicol. “The delegation aimed to impress the Travelmart audience about the many sights and sounds of the Davao region,” Southern Philippines Tourism Council chairperson Mary Ann Montemayor said. Davao Tourism Association’s Susan Palad said Davao City has not at all been affected by the hostage crisis which landed the country at the top of the list of countries that Chinese nationals have been advised not to visit by their government. Montemayor said the fresh cutflowers and bountiful bignay wine that adorned the Davao pavilion made an impression on the Travel Mart visitors. Davao’s products lure visitors to the city even with the existing ban, she added. But more than the fruits and the cheese, Palad said, the Travel Mart visitors were impressed by the fashion show which showcased the designs of Davao’s very own Boy Guinoo. The region’s tourism players agree that what has kept Davao’s image alive and its tourism industry vibrant are the domestic tourists who keep coming the whole year round. The hostage-taking in Manila happened a few days after the successful celebration of the Kadayawan Festival which was attended by foreign and domestic tourists. Davao City tourism office head Rizal Giovanni Aportadera said the peaceful celebration of the Kadayawan only highlighted Davao City as one of the top destinations in the country. Another Davao pride which is expected to place the city in a favorable light among European tourists is Kublai Millan, who is one of the four Mindanaoan artists invited to present their exhibit in Belgium. Kublai is widely known not only in Davao but also all over the country, for his giant and eye-catching sculptures. Palad said the presence of Kublai and the other Mindanao artists in Belgium will show the world that there are many good things about Davao and the Philippines which they have to personally discover. Local and international painting exhibits usually feature Manila artists, but it is now the time for Mindanaoans like Kublai to shine. Their exhibits are now on display at the art galleries of Brenart International, which usually features the art works of ancient Priental and African as well as pre-Columbian artists. Aside from Kublai, the other Mindanao artists featured in “Tanaw Mindanao” are Joel Geolamen, Rameer Tawasil and Abdulmari Asia Imao. But, while the region’s tourism sector played down the negative effects of the hostage crisis, city councilor Paolo Duterte would rather ensure the safety of tourists visiting Davao City by declaring tourist spots here “gun-free”. Ordinario / Reporter Tuesday, 14 September 2010 12:56 WHAT is a Metro Manila bias in the internal revenue allotment (IRA)? Whatever it is, it may be the “most oppressive” cause of poverty in the Philippines. This is according to Dr. Romulo Virola, secretary-general of the National Statistical Coordination Board (NSCB). He defined “Metro Manila bias” as the imbalance in the allocation of the IRA where the rich local government units (LGUs) still receive the biggest portion of the IRA despite the fact they can generate enough revenue to meet their needs. He said this takes away much-needed resources from poor towns that do not have enough population to merit larger allocations, and as a result these communities could not advance economically and remain poor. “The current spatial imbalance in development may be a most oppressive cause of our poverty. Surely, some programs have tried to address this. The IRA is one scheme that has distributed national income to the regions outside of NCR [national capital region]. But despite some inroads, with detours every now and then, with leakages here and there, our overall development path cannot be sustainable,” wrote Virola in his online column “Statistically Speaking.” Virola added, “Outcome indicators like poverty incidence, prevalence of malnutrition among 0- to 5-year-old children, and net participation rate in secondary schools show a better situation in Metro Manila.” “We also see that Metro Manila cities have more resources so they have more options to improve health and education, and yet they receive more from the IRA such as the rich cities of Quezon City and Manila. The reason is the formula used that provides more allotment for those with bigger populations.” Virola said the seven consistently biggest recipient cities are Quezon City, Davao, Manila, Zamboanga City, Caloocan, Puerto Princesa, and Cebu. Others in the top 10 are General Santos City and Cagayan de Oro, with Antipolo in 2008 and Iligan in 2007. The four richest cities in 2006 and 2007 were Quezon City, Makati, Manila, and Pasig. The next two were Paranaque and Davao. Consistently in the top 10 richest were Cebu, Caloocan, and Pasay, with Muntinlupa rounding up the top 10 in 2008 and Mandaluyong in 2007. He said that despite the amount of resources that the richest cities in Metro Manila have, they do not allot more than 20 percent of their income on education, culture, and sports/manpower development. Urdaneta in Pangasinan is the only city that consistently spent more than 20 percent of its income on education, culture, and sports/manpower development, spending around 24 percent of its income on these sectors in 2007 and 26 percent in 2008. He added those who came close to Urdaneta’s spending on education in 2008 were Cabanatuan, Valenzuela, Calamba, Las Pinas, Makati, Tagaytay, Manila, La Carlota in Western Visayas, and Pasay; but all spent still less than Urdaneta at 16 percent of their total income on health, nutrition, and population control. The highest allocation for health among them in 2008 was by Cabanatuan at 15.4 percent. Las Piñas and Manila are the only two other cities that gave higher priority budgetary allocation to health aside from education. Completing the top 10 in terms of the proportion of income that went to health in 2008 were Bago in Western Visayas, Mandaluyong, General Santos City, Angeles, San Jose del Monte, Sorsogon City, and Island Garden of Samal in the Davao region. As a tourist destination, it’s blessed with nature’s magnificent work of art. It brims with natural attractions like beaches, waterfalls, forests, mountain ranges, caves, lakes, rivers, hot and cold springs. Name it, the province has it! Government officials believe in marketing tourism responsibly. “We want our guests and visitors to explore and revel in nature’s finest without destroying the environment,” says Comval tourism officer Christine T. Dompor. “Their choices within the province are almost limitless,” she adds. “We believe that we have something that caters to everyone’s enthusiasm – all waiting for the adventurous spirit in you.” No wonder, the province is being promoted as an eco-adventure destination. Once you are in, you will understand why its tourism tagline is “Conquering Compostela Valley.” At one time, a travel writer described the province as “rough, rugged, and mostly undeveloped” – but these are qualities that attract the pioneering, adventurous, and bold who travel off the beaten path. The newest province of the Davao region, Comval lies in the mid-eastern section of Mindanao and has a total land area of 4,666.93 square kilometers. It is bounded by Agusan del Sur n the north, Davao Oriental in the east and south, Davao Gulf in the southwest, and Davao del Norte in the west and northwest. Although the province is touted to be a valley, at least three towns are located near the shores: Maco, Mabini, and Pantukan. Mabini, being the center of the three municipalities, has the most number of beach resorts, including Beach View, Manaklay Beach Park, Centro Beach Resort, and Berioso Beach Resorts I and II. In Pantukan, the two most noted resorts are Wellborn’s and Magnaga Waters. Each resort has its own way of attracting guests and visitors. Bern Berioso, for instance, is not only for swimming but also has a function hall that reminds one of a ship. At the Welborn’s Beach Resort, the sea bed is flat and there are no stones or coral that make barefoot walking dangerous. Beach View Resort has the most modern cosmopolitan bar among the beach resorts and offers exotic food and beverages. It is the nearest access to the wonderful 95-hectare Kopiat Island, which is about 300 meters away from the resort. Kopiat Island has clear and calm waters, which are ideal for a range of water sports activities. It has wide sections of shorelines blanketed by fine white sand. In addition, it has unspoiled reef areas with rare beds that serve as sanctuaries for exotic tropical fish and other aquatic resources like endangered marine turtles. Not far from Kopiat Island is Lunod Island (also known as Saint Anthony Island), whose 17-hectare area is covered with lush mangrove forests. A motorized banca ride is about 15 minutes away the Mabini coastline. The island is an ideal marine life sanctuary and eco-tourism park; it is a haven for scientific researches. “At night, the place turns into a magical wonder as the whole area is lighted with fireflies,” says Ms. Dompor. If you have had enough of beaches and islands, try going to the town of Mawab up in barangay Mainit whose steaming waterfall is a sight to behold. There is a cottage that offers rest for visitors who want to take a dip in the therapeutic steaming warm water fed by tiny rivulets oozing out from the earth’s crust high above rocky ledges. This place is not known outside of the province as it has not been promoted so well. Over an hour travel from Mawab is the municipality of Maco. In the highland barangay of New Leyte, you get a glimpse of Lake Leonard, a caldera of Mount Leonard Kniasseff, one of the 22 active volcanoes in the country whose last eruption was reported in the second century A.D. The 200-hectare lake was used before as a dumping ground for mining wastes fro the Amakan copper extraction of the North Davao Mining Company from the 80’s until it ceased operation in the early 90’s. If you’re looking for more adventure, proceed to Maragusan. This summer capital of the Davao region is home to 30 majestic waterfalls and 300 cold springs and two hot springs. Its lake is situated about 7,800 feet above sea level. Its total land area of 39,427 hectares is typhoon-free as it is surrounded by mountain ranges, home to the world’s largest individual flower, Rafflesia magnifica. Not to forget are its bananas which have an atypical sort of sweetness! One of its famous waterfalls is the Tagbibinta Falls in barangay Coronobe. It has a series of seven falls, the first one measuring approximately 70 feet in height. “The falls was named as such because the place used to be the business center,” said Dennis B. Radin, the town’s tourism officer. Other noted falls are Marangig, Pyalitan, Miyaya, Pyagabunan, Manabas, Tarago, Maputi, Lahi, Mabuganao, Kyalinawan, Kolon, Kasigpitan, Gipadpalan, and Tangcalao. “However, some of these falls are too far to visit,” Radin said. Comval is known for its gold. It all started in 1983 when a Mandaya tribal elder struck gold in Mount Diwalwal. Today, Monkayo, the site of Mount Diwalwal, is the most populous town in the province and is considered the socio, economic, political and cultural hub of Comval. (For trivia fanatics: In 2007, Hollywood actor Josh Hartnett filmed scenes of an independent movie, I Come with the Rain, in the mining area). Since gold made Comval famous, it is but fitting to pay tribute to the famous metal. On the 10th anniversary of the province, the provincial government launched the Bulawan Festival to drum up its aim to be the Jewelry Capital of the Philippines. (Bulawan is the local dialect for gold.) Nabunturan, the province’s capital, is home to the country’s biggest gold ring. The 18-carat, two-toned Solidarity Ring measures five inches in diameter, weighs 1.3 kilos and is housed in a glass case with its own guard at the provincial capitol. Local officials, miners, and private individuals from Comval and Davao del Norte reportedly donated gold to forge the ring. Nabunturan, by the way, is touted to be the Spelunking Capital of the province. Its claim to fame: San Vicente Cave, which boasts of unique stalactite and stalagmite formations. However, only four caves are open to the public. Another must-visit for those love caving is the town of Laak. According to some reports, more than 100 caves can be found in the municipality. Recently, the speleological society of Davao City visited some of the caves, thus making Laak a potential caving destination for tourists. How to get there? Comval is accessible by air, land, and sea transportation. Davao City, 979 kilometers from Manila, is the gateway to the province. On arriving at the airport, take a taxi or a bus ride to the Davao City Overland Transport Terminal in Ecoland to board a bus to Nabunturan, the capital town, 90 kilometers away and a two-hour ride. In Nabunturan, vou can transfer to any public utility vehicle for another ride to any destination in the province. Single motorcycles and/or habal-habal, locally-known as skylab, are available in any major point of the province. As is now the trend in beach resorts in Davao, Chema’s has a swimming pool right at the edge of the shoreline. In going to that resort, one takes a boat ride from the small pier beside the floating restaurant of Waterfront Insular Hotel in Lanang. Undoubtedly, tourism, particularly beach resorts operation, has become IGaCoS’ main industry since the island became a component city of Davao del Norte during the watch of Mayor Roger Antalan. With the island-city becoming a foreign tourist destination, it’s about time to push through the long-conceived plan to construct a bridge over the relatively narrow channel to link the island with Davao City. The nearest point (from Sasa to barangay Caliclic) is less than a kilometre long. We recall that a little over a decade ago, a Japanese firm offered to construct the bridge on a BOT (build, operate and transfer) arrangement with the Philippine government. We don’t know if the offer still stands with the lapse of more than 10 years. While it is true that there is a ferry service between Sasa and barangay Caliclic several times a day that can carry motor vehicles, a car or light vehicle owner has to shell out P270 in going to the ferry wharf in Caliclic and another P270 back to Sasa despite the fact that it takes only five minutes for the ferry to cross the channel. There’s also a bus service from the island to Agdao, Davao City and back which commuters can take. The ferry ride is free to bus passengers. Still travel to the island-city and back to Davao City will be much faster and expen-ses much less if there’s a bridge through which both motorists and plain commuters can use. From then on, I have been to Davao City every single month until this September. I did a baking seminar for Zeelandia Philippines in July at the Linmar Suites. Then in August, I was given the privilege again to serve as judge for the annual search for the Ginoong Kadayawan. Once more, last Thursday, I was back again in the “Durian, Mangosteen, Rambutan, Lanzones and Pomelo” City of Davao for the 2nd part of MCF 2010! Amazingly “fruitful” indeed! Despite my busy schedule, I made a commitment to the organizers of this year’s competition and I made it! I arrived in Davao just in time for breakfast. I was billeted at the newest hotel in town, the Pinnacle Hotel and Suites located in Sta. Ana, in the heart of the city. I was told they had just opened last July and not all the floors were occupied yet. Nevertheless, it was a spacious and nice hotel with ample parking spaces, a huge lobby and a grand staircase that leads to the 2nd & 3rd floors where the ballrooms and restaurants are located. By 9 a.m., I was picked up by Mr. Angel and we went straight to SM Mall where the activities were held. Table setting, Napkin Folding, Skirting and a few other events had already been done the previous day. I missed the first day but had a truly wonderful time judging the Nestea Mocktail Competitions. I was one of the front judges together with Mr. Gatchi of Blu Gre Cafe and Ms. Tess of Claude’s for the Coca Cola Mocktails while it was Mr. Jun Sy of Nestle Phils for the Nestea Mocktails. Although, I missed all the “tasting” since I was assigned as one of the “front” judge. It was remarkable to see these young, energetic and aspiring HRM students working hard but at the same time, enjoying the friendly competition. I could already see and pick a number of these good looking hopefuls who are sure to succeed in their endeavor. Given a few more years and with proper guidance and training, they are sure to do well. The afternoon competitions ended early and awarding ceremonies were held at the SM Event Center immediately after. Contingents from different schools all over Mindanao were present to cheer and shout for the awards they received. It was both wonderful and astonishing how much energy and stamina these young people have! After every award was given, there was always a “picture” taking for posterity’s sake. I still had time to go around SM Mall for half an hour and it was then back to the hotel for some needed rest. By 7pm, I was on my way to Marco Polo Hotel for MCF’s 10th year Anniversary Celebration dinner. Entitled “A Dinner with the Chefs”, it was a formal sit-down dinner at the ballroom with the who’s who in Davao! It was ably hosted by Chef Gene Gonzales and the General Manager of Marco Polo Hotel. There was music in-between and overflowing wine to go with the food being served. The dinner was prepared by well-known chefs like: Paddy Lascano, Ed Tuazon, Penk Ching, Rhea Castro, etc. The Menu included: Multi-colored breadsticks with Tuna and Shrimp Pate and Spicy Tamban Dips, Smokes Market Shrimps, Ostrich Prociutto, Crisp Crocodile Bacon, Ostrich Pate on the Table, (Wine: Spumante Brut), For Appetizer, it was Kaffir Scented Tuna Carpaccio and Sprout Salad with Davaoeña Ensalada, Absinthe Perfumed Saang Chowder (soup), Fish Course was Curry Streaked Meuniere of Cream Dory with Seafood Cakes (wine: La Boschetta) which was followed by Lemon Sorbet with Essence of Sweet Potato Tops. Main course was Braised Crepinettes of Guinea Fowl with Exotic Rice and Mixed Grains (wine: Le Blanchette), Cheese included Vintage Blush Malagos Cheese with Crisp Lavosh and Poached Pineapple Hearts in Spiced Red Wine (wine: Nero D’ Avola), and finally Ylang Ylang Ice Cream and Tablea Cheesecake, Orchid Chiffon with Custard Sauce and Cashew Tartlets as desserts. I got to sit in the same table where Ms. Olive Puentespina, her hubby and son were seated. I also got to connect with a distant relative of my wife, Mr. Albert Casenas. What a small world indeed! It was a great and magnificent night to enjoy good food, wonderful wine and the company of new and old friends alike. I was really tired when I got to the hotel and after freshening up, I found “bonding” with my “queen-size” bed irresistible and didn’t wake up until I got a wake-up call the following morning! It was time to leave but not after a hearty breakfast and more “picture-picture” in the hotel! "I'm bringing in better news from my New York trip." But the President would not want to spill the beans yet not until everything is on finality. However, his scheduled trip to New York in a few days would bring in several tons of jobs back home. President Aquino just doesn't want to give details, so as not to be called a liar if he falls short of his promise. Attended by more than 100 businessmen from the various provinces of Davao, the economic briefing served as a dialogue for Aquino's economic team to present economic and financial direction of the administration as well as for the business sector to air out concerns to the national leaders. Aquino assured the business group of his priority concern in alleviating poverty. The Public-Private Partnership (PPP) and the KALAHI-CIDDS program handled by the Department of Social Welfare and Development remain as his top programs. The economic team was also around to hear concerns of the business group. The team was composed of Finance secretary Cesar Purisima, National Economic and Development Authority DDG Rolando Tungpalan, Bangko Sentral Deputy Governor Diwa Guinigundo, and Budget and Management secretary Florencio Abad. The team was united in supporting for responsible mining and the development of the banana industry in the region. With Aquino launching the project, the executives of Aboitiz Power, owner of Hedcor Sibulan, expressed confidence that the 42.5-MW greenfield project, costing P6 billion, would make a significant contribution to the Mindanao grid. Early last year, former President Gloria Macapagal Arroyo led the groundbreaking for the project. In his speech, Aquino expressed gratitude to the efforts of the private sector in resolving the power shortage in Mindanao. "This is a testament to success when the private sector becomes allies of the people," he said. The Hedcor Sibulan plant is tapping the Sibulan and Baroring Rivers for an estimated generation of over 200 million kilowatt hours of renewable energy. Erramon Aboitiz, president of Aboitiz Power, disclosed that the Sibulan hydroelectric power plant's generated carbon neutral electricity is expected to reduce greenhouse gas emissions by more than 95,000. It is the first hydropower facility in the country registered under the United Nation's Framework Convention on Climate Change as a Clean Development Mechanism project that will sell certified emission reduction units to industrialized countries. "It is our answer to the growing demand to develop energy sources that are clean and renewable. It is also our contribution to the worldwide effort to reduce greenhouse gas emissions and arrest the worsening effects of global warming," he said. The 42.5-megawatt (MW) Sibulan hydropower plant in Davao del Sur was formally launched yesterday with President Benigno Simeon C. Aquino III as guest of honor. Aboitiz Power President and Chief Executive Erramon I. Aboitiz said in a statement the plant would provide additional power to unit Davao Light and Power Corp. The Sibulan Hydropower Project will deliver over 200 million kilowatt-hours annually. The project is under Cleanergy, Aboitiz Power’s brand for clean and renewable energy. “This responsible choice by Davao Light has a secondary effect of encouraging more investment in renewable generation capacity on the part of investors like Aboitiz Power,” said Mr. Aboitiz. He added the Sibulan hydropower plant was the company’s “answer to the growing demand to develop energy sources that are clean and renewable.” The Sibulan hydropower plant consists of two run-of-river plants harnessing energy from the Sibulan and Baroring rivers. Taken last February 12, 2010 beside the newly completed Ecological Sanitary Landfill. Davao city through its Mayor Rody Duterte has created a Task Force on Climate Change. Its initial move was to join the 350 movement and be counted as one of the cities in the world calling for the reduction of carbon dioxide in the atmosphere. The landfill is our concrete local action to address the global concern. Pls acknowledge the photographer Edgar Arro. We were on board a helicopter courtesy of Mayor Duterte.
