Dabawenyos can tackle climate change (http://www.edgedavao.net/index.php?option=com_content&view=article&id=3363:dabawenyos-can-tackle-climate-change&catid=39:community-sense&Itemid=58)
Monday, 04 October 2010 00:00

RAMPAGING flood waters. Sudden river water rise, overflowing banks. Landslides. Droughts. These have become common natural calamities related to climate change anywhere in the world. However, communities near coastlines or on low-lying areas can be ready to face such eventualities---through urban planning.
Dr. Gavin Smith, a visiting American research professor, bared this optimistic view in a dialogue with local government planners, a coastal town mayor, a group of city councilors, businessmen, media, and Davao City-based travel grantees to the USA under the International Visitor Program (IVP) of the US State Department.
Smith, executive director of the Center for the Study of Natural Hazards and Disasters, and consultant to some East Coast states devastated by deadly hurricanes, told his audience that urban planning can make communities become resilient, thus minimizing loss of human lives and properties.
This would call for strategies such as “hazard mitigation and risk reduction” by incorporating local knowledge of the terrain and experience with natural calamities into local planning, he said.
Smith also said destructive hurricanes (Katrina and Danny) in the US and typhoons (Ondoy and Neneng) in the Philippines have given valuable insights for planners to factor in “hazard identification, vulnerability, plan adaptation, monitoring, modification and capacity assessment.
During the round-table discussion held September 16, participant-reactor and acting city planning officer Roberto “Robby” Alabado III, said that developers should “stop building in areas where there is a risk.”
Reporters present were not clear if this remark was alluding to a major construction project north of the city, which many believe is situated on a swampland and later reclaimed, and built on. The project suffered a structural collapse of a top portion of the multi-story building killing one and injuring a number of workmen. A field investigation has been ordered by authorities.
Alabado also bewailed that “lots to build on are getting smaller” even as he described the old Davao as riceland, and “we have built over rice fields”, which this writer saw as an evaluation to the city’s vulnerability to flood waters.
He added that “subdivisions were altering the terrain of the city by flattening slopes” (slopes ranging from 30% and above are considered conservation areas, forest reserves and environment protection areas… must be free from urban development, being most affected and utilized from man’s conveniences, Section 5.6.1.4, Conservation Areas under the Comprehensive Development Plan, 1996 – 2021, as researched by this writer).
Other minor issues:
Should Tamugan River be tapped both for drinking water and for generating electric power?
Should the Watershed Ordinance be amended to give way to the city’s need for more electric power in the future?
Should rivers and natural resources be managed and controlled by public utilities or by the community, government and civil society like a consumer group according to sustainability, health and environmental demands?
Should recycling be made part of urban planning to reduce waste and to prevent clogging of drainage systems?
The discussion was hosted by the US Embassy Manila staff and assisted by the IVP Davao chapter led by Nilo Claudio, president; Tony Ajero, vice president; Ricky Jimenez, secretary, retired judge Jesus Quitain, journalist Manuel Cayon, consumer activist Cesar Ledesma, Indigenous People’s representative Licelle Onggo, former vice mayor Luis Bonguyan and city councilor Bernard Al-ag.
Aside from Al-ag, other city councilors present were Marissa Salvador Abella, April Marie Dayap, and John Louie Bonguyan. Sta Cruz town mayor Joel Ray Lopez came with Braulio Lim, local commerce and industry president, and planning officer Aurora Herbito. Mario Verner Monsanto represented “911”, Sebastian Angliongto, the Davao City Chamber of Commerce and Industry, Inc., Ismael Tabije, a local columnist, and consultant for the World Bank and other international funding institutions. Hotel firm expands portfolio

BORACAY ISLAND, Philippines—Management company Hotel Systems Asia Inc. (HSAI)-Raintree is expanding its portfolio to include three resorts in Aurora and Davao provinces.

HSAI-Raintree president Annabella Wisniewski said here that two resorts would open in Baler town in Aurora province.

Both will be bankrolled by the family of Senator Edgardo Angara.

A high-end resort will be built on a 100-hectare property of the Angara family at Dicasalarin Beach. It is adjacent to the 10-hectare Artists’ Village that Angara plans to donate to Filipino artists.

The other resort with 88 rooms will be located on a three-hectare property along Sabang Beach in Baler, which offers a 150-meter beachfront.

Both resorts, designed by architect Ed Calma, will use indigenous materials from Aurora province and are expected to open in 2012.

HSAI-Raintree will also manage a high-end resort in a six-hectare property on Samal Island in Davao, set to open early 2014.

She said the new projects bode well for the country’s tourism industry.

Many that I know who works for sutherland have confirmed this rumor. One of them is a manager of sutherland. Anyway it really is not a biggie to me.

This is from someone in sutherland's admin office. He's kinda hospitable so i took advantage to ask about SB in the area.

Remember where Bar I used to be?...that's where SB will be located, -according to him.

So it's a separate building from that in the pic.

I know this Hotel:) And been to the site:) 2 words! haha

This is from someone in sutherland's admin office. He's kinda hospitable so i took advantage to ask about SB in the area.

Remember where Bar I used to be?...that's where SB will be located, -according to him.

So it's a separate building from that in the pic.

Thanks for this info bossing Citruseae. :)

ROCKY Mountain Café, a Canadian coffee company which offers services all over the world inspired by the Canadian Rocky Mountain, held an area launching on October 06, 2010 where we tasted freshly brewed coffee literally from beans to cup!
The Rocky Mountain Café has a services program to assist commercial establishments who want to offer quality fresh brewed coffee to their customers. RMC offers free access to Canadian coffee maker that serves quality fresh brewed coffee and free monthly brewer maintenance.

Pierre Yves Cote informed us that the company is environment friendly since they are planting coffee trees in parts where the land has been deforested. The lands they reforest are part of the 500 hectares ancestral domain under the Integrated Forestry Program Agreement of the government. They have started this project in Sarangani where Tiboli women comprise the labor force and earn a living planting coffee. They have also built structures for the processing of the product which give pride to the tribal people as the architecture is patterned after their traditional ethnic designs.

As for the coffee, the beans are grown in high altitude in an organic manner in order to preserve the environment and prevent the use of chemicals detrimental to human health. Rocky Mountain coffee beans are roasted in small batches by professional roasting masters in order to maintain roasting uniformity and minimize storage time before consumption.
Rocky Mountain Café offers franchising opportunities to investors interested in operating a colibri coffee station. It offers 18 varieties of beverage including both hot and cold: espresso, black coffee, cafe latte, mochachino, hot chocolate, vanilla coffee and tea. Coffee services are also offered to institutional establishments like hotels, restaurants, food canteens and many more using the Piccolina coffee station and the Zuma brewing technology.

Coffee is something that can be enjoyed at home or at the office, which is why RMC bags are available to all customers in 250 grams and 500 grams ground or whole beans. Coffee catering services are also available for individuals, corporations and organizations that need quality coffee and quality food consumables.
Present at the area launching held at the Marco Polo Davao were Pierre Yves Cote-RMC President, Vice-Mayor Rodrigo R. Duterte, Ramoncito Tagle, April Ameline C. Tagle-RMC Davao Managing Director, Ramon Christopher Tagle-Davao Operations Manager, Ramoncito G. Tagle-RMC Davao President, Jocelyn Tagle-Ledesma and Shay Serapio, emcee for the program.
The Rocky Mountain Cafe machines were blessed by Rev. Fr. Ritchie Gamayon.

Two Mayors of big cities in Mindanao support BPLS
Monday, 13 September 2010 08:59

Davao City – City Mayors Sara Duterte of Davao City and Darlene Antonino-Custodio of Gen. Santos City expressed support and cooperation in the proposed streamlining of business permit and licensing system (BPLS).

In a meeting on the acceleration of investments held at Marco Polo Hotel, this city, on September 7, 2010, DILG Undersecretary Panadero said “We hope to see Davao City and Gen. Santos City as model cities to lead the Mindanao group in the implementation of BPLS.”

BPLS is a joint project of DILG and DTI intended to help the local government units provide service standards for processing business permits and licenses in cities and municipalities. DTI Undersecretary Maglaya lamented that among ASEAN countries, from 1999-2007 survey, Philippines is the last with the lowest recipient of foreign direct investments because of corruption and inefficient government bureaucracy. “With BPLS, we can help our investors make easy on doing business here by reducing the number of steps in the renewal and application of business permits to five steps, five signatories, one -time assessment and one-time payment using a unified form,” said Maglaya.

USEC Panadero also explained that this project concretely responds to the President’s challenge during his State of the Nation Address, for LGUs to streamline their business registration process to improve competitiveness and accelerate development.

Mayor Sara, on the other hand, said that Davao City is also exploring an on-going “paperless” and no-face-to-face transactions” of issuing business permits by using the web-site, but she said it can be done but has to be studied first with ICT-Davao.

Mayor Custodio also said she is willing to sit down and discuss with DILG, DTI and the funding institution USAID, on the next possible steps. She said that national government agencies in Gen Santos City involved in the business permits such as SSS, Philhealth, Pag-ibig, etc.) are also very cooperative.

Mr. John Avila of USAID and Mr. Michael Blackman of LICN EG Program on BPLS cited that the main objective of the project will raise the revenues of reforming LGUs and reduce the cost of doing business in the country, which in turn will raise the country’s competitiveness and increase investments.

RD Quirino Libunao and ARD Fernando Valdez of DILG XI expressed optimism and support to the agencies and institutions involved in the project for the convergence of efforts in helping the LGUs strive for excellence and accountability for a better service delivery for the people.

Davao Light completes line upgrading in F. Torres
http://www.davaolight.com/images/stories/linemen_at_work_web.jpg

Businesses come alive even at night along F. Torres Street. Especially on Friday and Saturday evenings, the place is packed with people in the mood for night out.

With the growing activities in this downtown food strip comes increasing demand for power. Hence, it has reached a point wherein the existing electrical facilities need to be upgraded.

In order to address the situation, Davao Light & Power Company recently rehabilitated the distribution lines by replacing the power cables with bigger ones and the wooden poles with concrete type.

Ensuring the power service reliability is essential to the continued upbeat business atmosphere in the area.

kumusta na si Fr isidro and fr arnel Aquino?:)

Fr Danny is doing okay and he's just 3 rooms away from where i am now. He is the house minister of the naga sj residence while serving as chair of the DIA (digital illustration and animation) dept of the ateneo de naga. he has been responsible for developing this course and bringing it to greater heights. his DIA majors get easily hired by companies in manila; the course has attracted high school graduates from as far as davao and zambo :-)

Fr Aquino is currently a doctoral student in systematic theology in the US. perhaps in two years he will be back in the country to teach theology. he was recently in Manila for a concert while doing research. he continues to write songs.

i suppose you bleed blue :-0 i can smell it

blugre brings back memories of my first visit in davao in 2002. had coffee with confreres at blugre matina on my first night. have seen (and smelled!) the popular durian coffee but unfortunately i haven't acquired the taste (better yet, the stamina!) for durian after two years of living in mindanao (CGY). :)

Ecoland Suites: Comfort and pleasure combined (http://www.sunstar.com.ph/davao/business/ecoland-suites-comfort-and-pleasure-combined)
By Nelson C. Bagaforo
Sunday, October 10, 2010

LEISURE travelers and businessmen who frequently visit Davao City can find their home in the city -- where they can enjoy business or pleasure in comfort and style.

The city's newest boutique hotel, the Ecoland Suites, formally opened around 10 a.m. of October 10, 2010 (10.10.10) with a promise to provide personalized and impeccable service to clients who seek to enjoy optimum comfort and luxury.

The three-storey Ecoland Suites, located at the corner of Tulip and Walnut streets, a stone's throw away from Mindanao's premiere shopping destination, the SM City Davao, at Ecoland in Matina, features 30 elegantly appointed guests rooms and suites.

Each room is fully airconditioned and equipped with wide LCD television with cable connection, hot and cold shower, mini bar (suite rooms), PABX telephone system, unlimited high-speed internet access and Vingcard key door lock system.

Even with these laudable room facilities that will help its guests to make their stay hassle-free, Ecoland Suites's owner Tessie Pascual said they made sure to offer a very fair and affrodable price.

"This is our own way to boost the city's tourism industry. We do believe that Davao can move further in terms of tourism...and we want to offer our own share," said Pascual, who manages the family-owned Mahayag Country Farms, an egg-producing company, in Bunawan.

It was their dealings with their suppliers and consultants, both local and foreign, in their livestock business that the Pascuals decided to operate a hotel.

"We believe there is a need for hotels because, like in our industry, the livestock industry... every now and then we have visitors from Manila and other countries. These are our suppliers and consultants. Every time they are around, we really have to find a place where they are comfortable...where we can have cordial interaction. That's why we decided to open a hotel," she said.

Pascual said they acquired the hotel's property, with an area of 1,068 square meters, in late 2000 when SM City Davao was still being constructed.

"This is a foreclosed property and we acquired this through a loan from the bank," Pascual told Sun.Star Davao in an interview Saturday.

So far, she said, the family has poured in a total investment of P20 million for the hotel, which has, at present, a total of 18 employees.

The hotel boasts of its modern facilities, including the 24-hour CCTV security camera to ensure the safety of its clients, standby generator, airport shuttle service, business center, high-speed elevator, 24-hour room service and function rooms, each can accommodate 80 to 100 guests.

Room facilities also include internet connection, which is of great help for the corporate guests as they can carry out their official work easily from the rooms of the hotel.

It also has its own coffee shop and bar located at the third floor of the hotel.

But what makes this boutique hotel different?

Pascual made mention of the hotel's sauna and spa services that, she said, offer the best form of massage, patterned from high-end resorts in Luzon.

"We hired consultants from those resorts to train our therapists," she said, adding that the hotel offers the traditional hilot or himas, in addition to those offered in upsacle hotels, like Thai, Swedish, Shiatsu and Reflexology.

The hotel employs six therapists who have undergone rigid trainings on the different forms of massage.

"We decided to have that spa because most of our clients are hardworking businessmen and we want them to enjoy all the comforts they need, like a soothing massage after a hard day's work. They need to relax," Pascual said.

This spa and sauna services, according to Pascual, "is something they cannot find in other boutique hotels."

Power generators find ally in Duterte
Oct. 11 2010 - 07:59 am

Two proponents for separate coal fired power plant projects in Southern Mindanao have found an ally in former Davao city mayor Rodrigo Duterte.

Duterte said in his television program over weekend that he is strongly pushing for the 200-megawatt coal-fired power plant project of the Aboitizes in Davao City after he was given assurances that the plant will be safe from pollution.

“I am for it,” Duterte, who is now vice mayor of Davao, said.

Mindanao has been experiencing recurring outages due to erratic power supply.

Among the hardest hit are the cities of Davao, General Santos and the rest of the southern portion of the island which consumes more than 60 per cent of the total available capacity in Mindanao.

Duterte said the Aboitiz project will help ease supply problem in the city.

“We have already experienced rotational brownout. We have tapped hydro power plants to generate electricity, but the supply is still not enough,” the mayor said. http://www.asiancorrespondent.com/edwin-espejo/power-generators-find-ally-in-duterte

DAVAO City Vice Mayor Rodrigo Duterte has stood pat on his decision to support Aboitiz Power Corporation's plan to put up a $400 million coal-fired power plant in the city.

To show his full support to the coal-fired plant, Duterte even offered to resign from his post if the project will turn out to be harmful to the people of Davao.

Timeline: First 100 days of the Aquino presidency

"We will look into that. If we see it's detrimental to the people, we will never allow it," he said in his regular television program Sunday morning.

The vice mayor, however, said he is strongly pushing for the project after the Aboitiz family assured him that mitigating measures will be set up to minimize pollution once the plant is operational.

Duterte said the Aboitizes are from Davao City and "they will be the first ones to avoid hurting or destroying Davao City."

"I am for it," he said.

The vice mayor and the rest of the members of the City Council heard the presentation made by Erramon Aboitiz, CEO and president of the Aboitiz & Co. and Aboitiz Equity Ventures Inc., last Tuesday.

After the presentation, Duterte told reporters that he is supporting and endorsing the project, which, he said, will help curb the power shortage in Mindanao.

But Mayor Sara Duterte, the vice mayor's daughter, said she is not totally amenable to the idea because of environment concerns.

In an interview Friday, she said she would rather let the people decide if they would allow such project in the city.

The Interface Development Interventions (Idis) is also opposing the project.

But Vice Mayor Duterte said the coal-fired power plant is a state-of-the art project and can minimize pollution.

"Karon pa lang nakaexperience na ta'g rotational brownout. Gi-tap nato ang hydro, tubig para mugenerate ug electricity, but still kulang. Karon ang Davao Light muhatag gihapon (We have already experienced rotational brownout. We have tapped hydro power plants to generate electricity, but the supply is still not enough. The Davao Light will still provide). It is a matter of $400 million, which it is a big investment," Duterte said.

He said Aboitiz assured him of the state-of-the-art technology, and that "there will be no more pollution." (CRAM/With ICT)

LG strengthens presence in Mindanao (http://www.dailymirror.ph/Oct-2010/10112010/biz1.html)

LG Electronics Inc, the world's No. 3 mobile phone maker, wants to strengthen its presence in Mindanao particularly in Davao City with the opening tomorrow of its second LG mobile concept store at the third level of Gaisano Mall of Davao.

Richard Javier, mobile communication head, said the volume of sales has consistently increased since the opening of the first concept store at SM City Davao in May this year. The two stores were franchised by businessman Wilson Lu of Wiltelcom.

Along with the opening of the first store in SM, LG also introduced its Android Phone.

In just four months, sales had tripled. “We’ve seen improvements in terms of sales purchases since the opening of the first store in SM. It showed the Mindanao is slowly accepting LG,” Javier said.

Concentrating on the mid-segment market, LG boasts of its range of wide screen mobile phones. Its bestsellers have capabilities for wi-fi, social networking, music, and graphics.

According to Javier, they will introduce a bigger-screen mobile phone next month and will also come up three new models like a full touch screen that would be competitive in the market.

“LG has created its own market. It has nice and good products that others cannot compete like the Android. The product speaks for itself,” Lu said. Maya M. Padillo

Runners mount Mindanao’s biggest marathon (http://www.dailymirror.ph/Oct-2010/10112010/loc3.html)

Thousands of running enthusiasts are expected to join Mindanao’s 42-K foot race dubbed as the “27th Finishers’ Marathon” that reels off at 4 a.m. on December 5 at the Victoria Plaza parking lot.

Organized by the Sunday Runners’ Club Inc. (Sunrun), the marathon is a most awaited running event, which includes 3K, 5K, 10K, and 21K runs. Cash prizes of as much as P60,000 are up for the grabs by the winners. All participants will have running singlets, free breakfast, finishers’ certificates and a chance to win valuable raffle prizes amounting to P100,000.

Race Director Tom Tan said this year’s route will differ from the 26 previous Sunrun annual marathons. The event will start from Victoria Plaza and on to J.P. Laurel Ave., Quirino Ave, Bankerohan Bridge, and McArthur Highway. Runners will turn left to Maa Road, proceed to Mcarthur Highway, and head off to St. Peter’s College in Toril where the turning point is and return to Victoria Plaza.

Tan says registration will be from October 15 to December 1 at the Sports Depot, Ground Floor, Victoria Plaza Mall. Registration fees are pegged at P200 for the 3K, 5K and 10K categories, while 21K is P300 and 42K is P400 respectively.

Tan said that only top finishers of the 21K will receive medals while all finishers of the marathon will have pre-run carbo-loading and will be awarded with commemorative finisher’s medals. JAS

Vice Mayor Rodrigo Duterte said he will allocate funds to sustain the use of bus and other passenger vehicles that will service the three routes for a longer period.

He said he will not hesitate to allocate at least P5 million for such purpose.

"Tan-awon nato kung kinsay makulban ug kaldero (Let's see whose pots and pans will be emptied)," the vice mayor said last week.

In his television program Sunday, the vice mayor said he will also ask the Land Transportation Franchising and Regulatory Board (LTFRB) to cancel the franchise of the uso-uso drivers who refuse to ply their routes.

"We will meet the contingency of whatever you plan to do. Dili magpapildi ang gobyerno labin na para sa kaayuhan sa tawo (the government will not be bullied especially if it's for the good of all). It is always for the greater good, for the greatest number of people. Kamong mga uso-uso drivers inyo ning gipangayo. Gihatag lang na nako ninyo (Uso-uso drivers asked for this, I'm just giving what they want)," Duterte said.

Nine people were killed and several others were injured when an uso-uso jeepney smashed into a truck head on last month.

Duterte ordered a 30-kilometer per hour speed limit for all vehicles traveling within the city limits following the accident.

He said this would somehow lessen the gravity of damage if ever an accident happens.

The speed limit is true to all vehicles and not just the uso-uso, he added. (BOT)

http://www.sunstar.com.ph/davao/local-news/duterte-willing-spend-millions-vs-uso-uso
would it be a good move to issue a temporary franchise to participating bus companies willing to serve the identified routes of uso uso jeepneys. temporay permits for say 3 months and thereafter assess the need to extend. guess this way, the city does no0t need to spend for the services of the buses

Sta. Lucia Land unveils new housing projects in the countryside
By Lily O Ramos

--------------------------------------------------------------------------------

MANILA, Oct. 10 (PNA) -- Want to live in a cozy, classy but quiet place near the metropolis or idyllic countryside in Cavite, Laguna or Davao?

Yuppies, singles and small or growing families can find themselves the rightful residences, be it a condominium or a foreign architecture-inspired house to fit their taste or need.

Publicly-listed Sta. Lucia Land Inc. (SLLI) plans to open projects all over the country, particularly in the fast developing areas of Davao, the province of Cavite and Cainta, Rizal.

SLLI will launch South Grove in Davao, Luxurre Residences in Alfonzo, Cavite near Tagaytay; and Mesilo Residences and Sugarland Residential Estates located in Dasmarinas City and Trece Martires, respectively, also in Cavite.

The company will also be starting the East Bel-Air Residences in Cainta and expansion developments creating the Sta. Lucia City out of its Sta. Lucia Grand Mall development, also in Cainta.

SLLI president Exequiel D. Robles said, “We are launching these projects before the year ends to answer the needs for quality realty projects for the public in these areas. We received good feedback from our previous projects that we intend to keep on doing what we do best in all our real estate developments.”

SLLI disclosed that South Grove in Davao is a 17-hectare high-end residential development joint venture with landowner JS Gaizano Incorporated.
The French-inspired Luxurre Residences in Alfonso, Cavite, on the other hand, is a 10-hectare residential and commercial development which is near other high-end real estate developments such as Splendido Taal Towers and Royal Tagaytay.

This newest project is a joint venture with SJ Properties and is just beside the Oratory of the Blessed Virgin Mary at Monte Maria.

Meanwhile, the Mesilo Residences in Dasmarińas, Cavite is a 150-hectare joint venture project with JAKA properties.

The project’s phase one in Mesilo Residences is a 30-hectare Filipino-Contemporary residential development along Aguinaldo Jighway.

Another Cavite project, Sugarland Residential Estates, this time in Trece Martires, is an 80-hectare residential development with an American contemporary style.

This is SLLI’s joint venture with Highpoint Property Group.

In the condominium development area, SLLI has lined up two big projects: the East Bel-Air Residences and the much-awaited Sta. Lucia City, both in Cainta.

East Bel-Air Residences is a six-building mid-rise development with country club along Imelda Avenue in Cainta. Sta. Lucia City, apparently, is a five-building, one-hectare expansion to SLLI’s already vast Sta. Lucia Grand Mall.

This phase will include the first two mid-rise condominium buildings of five that are architecturally designed by W.W. Coscoluella.

“SLLI also currently has some projects in the planning stage and we guarantee that the public can look forward to more state-of-the-art realty developments from us that suit their every need and lifestyle,” Robles said. (PNA)

Driving at snail’s pace in Davao (http://www.thenewstoday.info/2010/10/11/driving.at.snails.pace.in.davao.html)

By Stanley Palisada

I arrived in Davao City on an evening flight last week. Traffic from the airport to the hotel was light but our van still crawled at about 30 kilometers per hour, an adjustment from speeds I’m used to in Manila. Where I come from drivers zoom away whenever the coast is somewhat clear. They cut across lanes or other vehicles unmindful of the safety of others or even their own.

“Cars in Davao City are not supposed to go beyond 30 kilometers per hour,” said Karen, our host explaining to us why our driver seemed to be taking his time.

Two weeks ago Davao City Vice Mayor Rodrigo Duterte imposed a 30-kilometer per hour speed limit in Davao City’s streets to teach drivers a lesson with the recent spate of road kills. Days earlier, 10 people including a pregnant woman died in a jeepney accident. Duterte met with transport groups, imposed new speed limits and warned that violators will be pushed to the wall.

“You asked for it,” Duterte fumed.

Duterte thinks reducing the speed limits would force drivers to be more safety-conscious and reduce road deaths. So 30 kilometers per hour it is – whether driving during rush hour or past midnight when roads are deserted. Traffic policemen are positioned obviously or inconspicuously to monitor car speeds and arrest offenders. So far, locals have been complying as cars breeze down the city’s streets almost at the pace of a funeral cortege.

“On its first day of implementation though, a lot of people missed their flights,” Karen shared.

Davao residents had to adjust to the pace. Preparation for and travel to school, work or appointments must factor in extra travel time. The new speed limits drew mixed reactions from residents. While some find it “OA,” others welcome the measure.

“If that’s what it takes to prevent accidents, I am all for it,” said Dennis Carbon, a sales representative in Davao. “We need to give allowance for traveling. It’s a matter of discipline.”

Mindanao veteran journalist and colleague Art Bonjoc shares, “A speed limit of 30 kilometers per hour is ideal for Davao’s roads. It is even scientific, based on a study commissioned by the city”

The intervals and transitions between traffic light-guided intersections in Davao City are designed for speeds of 30 to 40 kilometers per hour only. Beyond this – traffic jams.

This is the thing about Davao – no matter how odd, or seemingly unreasonable a local ordinance may be (at first), everyone complies. The drive for discipline is apparent as residents see the merits of these ordinances or at least they comply even as they oppose.

Some drivers have silently protested the speed limits a day after its implementation. “Konti lang bumiyahe kaya walang masakyan yung mga tao,” said Davaoeńo Facebook friend Bong O.

“It is also unfriendly to the environment. Driving at slower speeds consumes more fuel,” shared a friend from Davao who’s struggling between 3rd and 4th gear now as he is used to driving 5-speed.

Resistance to change is always expected. But local observers say residents will learn to accept the speed limits like they have accepted other ordinances.

Take the city’s smoking ban for example, which had peculiar provisions. Smoking is banned in all public places and enclosed areas. If a person smokes outside a building but still beneath an eave, roof, or under one of those coffee shop umbrellas, he may still be arrested. Smoking under “open skies” is legal. Establishments, particularly hotels have put up smoking areas and cabanas for guests who may be adjusting to a “No Smoking” city. Even flight attendants make the “No Smoking” warning a part of their arrival spiel to alert first timers that the city takes this policy seriously.

Davao also has a 2 a.m. curfew on clubs and waterholes. Serving liquor past curfew time may result in penalties. If a similar curfew is imposed in other cities, I’m sure businessmen would oppose with all their resources and connections. Davao club owners learned to live with the curfew as it reduced public disturbance and other incidents related to drunkenness. A curfew is the price for peaceful nights.

The firecracker ban during New Year’s Eve was also bitter ordinance to swallow. Filipinos and Chinese Filipinos alike are used to the firecracker tradition and it took years of violations, arrests and warnings for them to finally unlearn the habit and seek pleasure in non-explosive noise makers (caldero, torotot, KTV et al).

Now Davao City drivers are adjusting to the speed limit ordinance which will be passed at the city council soon. Probably, there will be collateral damage in terms of missed appointments and tardiness in schools or offices so people have to plan well and make little sacrifices for road safety.

Many motorists do not even realize that from break-neck speeds, slow crawls to standstill traffic, they might as well have traveled for 30 kilometers per hour continuously and safely.*

I thought this 30km/hr speed limit applies only in the downtown areas.wtf .You're kidding me if it's the entire city that's affected. 50km in Adelaide is slow enough but people here are pulling their hair out of frustration(main roads and highways remains at 60km/hr). I think this is an overreaction and will result to lost productivity in many ways and should be reviewed ASAP.

here, 40 is school and residential. 50 is secondary and 60 for main roads. but 30, what are they thinking?

Duterte marks 100 days

DAVAO CITY -- Mayor Sara Duterte marked her first 100 days in office detailing her priorities and vowing an accountable government.

During her first State of the City Address Monday, Duterte said the city will strengthen its eco-tourism campaign. The city currently ranks as sixth travel destination in the country, she added.

She also said her government will maximize the potential of Davao's vast land area.

"We have identified agro-forestry for the rehabilitation of our upland; agriculture areas to increase productivity and contribute to the improvement of the farmers' capability…" Duterte said.

Duterte also noted the successful celebration of the annual Kadayawan Festival, 1st Asian Bird Far, and 6th Philippine Bird Festival held in the city.

She also urged everyone to be responsible and accountable. "Do what is right, and do it well for love of country and love of our Davao City."

In her speech, Duterte admitted leading the City Government was "not easy or simple."

"It was tough to make choices that can make everybody satisfied, but in the end my job is to serve my city and focus on the duty of a chief executive. Your local government has been imposing utmost diligence and commitment and for that I am optimistic and confident that we will continue to do our job well," she said.

Duterte also said that most of the Davaoenos have been receptive to social services but there were those who complain about governance and enforcement of laws.

The city mayor also highlighted the awards received by the city in the past four months.

The National Literacy Coordinating Council recognized Davao City as the Most Outstanding Local Government Unit in the Highly Urbanized City Category.

In the recent Philippine Cities Competitiveness Ranking Project study of the Asian Institute of Management, the city also received four awards, including the Best Quality of Life Awards, among others. (Jade C. Zaldivar)

City budget for 2011 pegged at P4.11-B

THE proposed budget for 2011 totaled P4.11 billion, an increase of P78,032,357.83 from the 2010 annual budget of P4.03 billion.

In her first State of the City Address Monday, marking her first 100 days in office, Mayor Sara Duterte said they will submit the draft of the 2011 annual budget to the City Council on or before October 15, the deadline for submission, as mandated by law.

Duterte said 46 percent of the development fund will be allotted for social development, and 16 percent for the economic development with emphasis on investment generation, agriculture and fisheries development, cooperative services, and tourism enhancement.

"Our development administration has 25 percent of the budget with emphasis on addressing barangay development, while 13 percent for the infrastructure." Duterte said.

"(This is) a budget which I would describe as fair. We were able to distribute it evenly to all sectors, accommodate the elderly, persons with disabilities, environment, women, and children in conflict with the law. We distributed the budget across all sectors," Duterte added. (Jade C. Zaldivar)

Inventive Music Festival in Davao City (http://www.mindanaotimes.net/?p=13892)
Written by: Fabian , Christopher T.
Monday, 11 October 2010

AN INVENTIVE music festival comes to Davao City on Oct. 15-16 to showcase two exciting frontiers of music which are experimental and improvised music.

The festival called Active | De-Active: An Inventive Music Festival 2010, is an international music festival which will tour three Philippine cities — Cavite, Manila, and Davao — from Oct. 9 to 16.

The festival will consist of a series of live performances, workshops, presentation of methods and practices, creative collaborations and artist-talks by international and local participating artists, in an effort to present and exchange artistic ideas and musical experiences that will contribute to the appreciation and understanding of these developments in music.

This will provide a platform for informed discussions of the cultural, developmental and educational aspects of improvisation and
experimentation in music, and at the same time, present its artistic and technical practices. The festival is also an attempt to gather a community of experimental musicians, improvisers, new media art practitioners, musicologists, and teachers who can share and exchange knowledge that would benefit the understanding of improvised and experimental music.

The Davao leg will happen in two venues on Oct. 15 and 16. A series of free workshops on music improvisation and circuit-bending, short performances, and a forum will take place on Oct. 15 at the mini auditorium of the University of Mindanao Matina Campus. On Oct. 16, a show will be held at Davao’s hub of local independent music, Durian Bar in Madrazo Compound, C. Bangoy Street.

Homegrown and foreign participants of the festival’s Davao leg are visual assemblage and sound artist Lirio Salvador (Cavite), circuit bender Erick Calilan aka UGONG (Cavite), electronic musician Charles Fournier aka CHROMA (Davao), pipa virtuoso Luo Chao Yun (Taiwan), and free jazz drummer Sabu Toyozumi (Japan).

Active | De-Active: An Inventive Music Festival 2010 is organized by Erick Calilan in partnership with Espasyo Siningdikato creatiVEnue, www.musikeraw.com and Angely Chi; with the support of Tomato Bomb HQ, Penguin Gallery, University of Mindanao, Durian Bar, ANIKcessories, Sonic Mind Fields Bookstore, Dighay Gulay, Seido and Genevieve; The Japan Foundation-Tokyo for Sabu Toyozumi’s sponsorship; Council For Cultural Affairs Republic of China (Taiwan) for Luo Chao Yun Music Group’s sponsorship.

I would like to see a more detailed breakdown of the budget. The specific amount on what project and what sector. All of these can be seen in the Local Development Program Report. I am just happy that there was a decrease on the pork barrel of the city councilors from 3m down to 2m. That 27 million will really be more useful under the mayor's disposal. The social sector got a big chunk which is good as it is really vital in producing a better citizen among our children and women. But I want to see more budget on the infra sector. Just my opinion.

6 Davao songwriters join in Dumaguete music camp (http://www.mindanaotimes.net/?p=13930)
Written by: Fabian , Christopher T.
Tuesday, 12 October 2010

SIX SONGWRITERS from Davao are selected to undergo an extensive music workshop to be administrered by some of country’s biggest music icons in Dumaguete City, Negros Oriental.

Lorenzo Gabriel Vergara, the band leader of C-Shifter band, said he together with Davao female rapper Angel Josol and NCCC Star of Davao music director Jeremy Sarmiento are among the six Davaoenos participating in the seminar. The names of the three other Davaoeńos were not immediately known.

They are among the 60 budding musicians who passed a rigid audition held both online and on selected venues.

Some of the country’s music icons, among them are Davaoeńo artists Joey Ayala and Jay Durias (of Southborder), will be conducting lectures during the five-day workshop (Nov. 14 to 18) . The others are Jim Paredes, Gary Valenciano, Rico Blanco, Jonathan Manalo, and Maestro Ryan Cayabyab.

The Elements Songwriting Camp was the brainchild of Cayabyab, along with 7101 Music Nation founders Twinky Lagdameo and Julio Sy. It was also Cayabyab who supervised the extensive try-outs held in each region last September to complement the web-based auditions.

“We found exceptional songwriters that we kept on thinking that they would be undiscovered for a long, long time had Elements not come along. It is time for these songwriters to shine and be given the basic information they need to penetrate the industry,” Cayabyab said.

bit disappointing it only got 13%. though this will have to go through council deliberations we hope some changes in the pie chart of P4.03 billion pesos. its just disappointing to see a developing economy very conservative to spend on infrastructure(allocated budget per capita) and catch up with urban pressures particularly the unabated population growth. there are present government infrasructurs that badly needs modernisations hope they see the need to improve them. the integrated overland transport terminal need modernisation if they want to improve profitability and efficiency of service from this revenue generating government enterprise. modernise all major public markets to improve profitabilty. there are other things the city can imrove on from the current state. bit disappointing for davao city. but its not too late. lets hope council will come up a more fairly eguitable program appropriation. my 2 cents

I don't know if its fair but I hope the allocated budget for barangay development reaches as far as Marilog or other far districts. Layo ra gyud ang kahimtang sa mga taga-bukid. Education and its facilities layo ra kaayo kumpara sa urban area. Sayang ang hago sa mga bata nga mubaktas pa og layo kaayo, maski init o ulan, para lang makaskwela tapos gamay lang ang suporta sa gobyerno.

Davao City goes full blast in promoting eco-tourism
DAVAO CITY, Oct. 11 (PNA) -- Davao City Mayor Sara Duterte-Carpio refused to be bogged down by Mindanao’s peace and order situation and has declared a full blast campaign to promote the city’s tourism industry that will derive its strength from the peaceful co-existence of its tri-people.

“The Mindanao situation will no longer be my excuse; it is time to embark on a tourism campaign that captures our great city’s Muslim-Christian-Lumad peaceful coexistence and the wealth of our natural resources,” Duterte-Carpio said during her State of the City Address Monday, Oct. 11, which also marked her 100 days in office.

She said eco-tourism has been identified as one of the city’s greatest assets with Davao currently ranked 6th as a travel destination.

The mayor has ordered the preparation of the city’s tourism industry, the grassroots based souvenir production centers, the pasalubong centers, the visitor centers, and the volun-tourguides.

Davao City, through joint efforts with the private sector, won the Best Booth in the Travel Fair City category and the Travel Fair People’s Choice overall champion during the recently-concluded 21st Philippine Travel Mart held in Manila.

Duterte-Carpio also cited the successful celebration of the annual grand Kadawayan Festival last August, thanks to a strong participation from the private sector. The city also hosted the 1st Asian Bird Fair and 6th Philippine Bird Festival last September.

Despite the significant role played by tourism under her administration, she has allocated only 16 percent of the city’s budget to economic development which includes tourism enhancement, and investment generation among others. The city government has not yet however released the exact amount since the budget will be submitted to the Sangguniang Panlungsod before October 15.

Majority or 46 percent of the city’s Development will go to Social Development “because the first duty of government is individual security and family enhancement.” Development administration with emphasis on barangay development gets 25 percent of the budget while infrastructure gets 13 percent of the budget “because we still have unimplemented projects carried over from the pump priming strategies of the past 3 years.”

Just like her father before her (former mayor but now vice mayor Rodrigo Duterte), the younger Duterte believes in the importance of peace and order for economic growth. As of the 3rd quarter of 2010, the Davao City Police Office (DCPO) has reported a crime solution efficiency rate of 24.26 percent for all crimes reported.

During the same period, the DCPO has recorded 308 cases of crimes against persons, and 1,131 cases of crimes against property. And to encourage the city’s police to improve their performance, she said, “have already submitted to the City Director an incentive project to increase solution efficiency which will take effect on the final quarter of this year.”

“We have started with the rice subsidy for all identified police units with computed monthly allotments which are released weekly. Our policemen shall be allotted with meals when on duty. And their gasoline rationalization shall follow suit,” she said.

Duterte-Carpio said there is also a plan to utilize the barangay tanods to beef up the city’s crime prevention efforts. A total of 3,100 barangay tanods are set to receive Philhealth contributions as well as honoraria from the city. They will also get lectures on strengthening barangay operations for security. http://www.pna.gov.ph/index.php?idn=6&sid=&nid=6&rid=306032

Eco Smart - Think Global. Act Local (http://www.edgedavao.net/index.php?option=com_content&view=article&id=3388:eco-smart-think-global-act-local&catid=36:vantage-points&Itemid=70)

If global temperature should shoot up to 5 degrees Celcius, the Philippines among 16 countries in tropical Asia, will experience a one meter sea level rise (Reader’s Digest, August 2005). Coastal cities (like Davao where 30% of the 1.4 million people live along the coastline of Davao Gulf) will have to adapt to watery neighborhoods and focus development on higher ground. During high tide, commuters may have to move around large portions of the downtown area aboard bancas, motorized or otherwise.
This scenario is depicted in computer-generated graphics on the effects of global warming, patterned after the video documentary of 2006 “The Inconvenient Truth”, narrated by former US vice president Al Gore, showing Manhattan in New York City, and other coastal metropolises in the world, permanently submerged in seawater.
Flashback to 60 years ago: Mindanao enjoyed 50% forest cover in relation to total land area. Soon after, massive logging operations, whether legal or illegal, left less than 20% forest cover, causing ecological imbalance.
Fast forward to the present: Matina Shrine Hills has lost is pleasant Baguio-city coolness due to rapid housing and commercial development on slopes where once upon a time stood trees. Reports of landslides have become commonplace, underscoring topsoil instability in the area.
Once dubbed “outside the typhoon belt”, Mindanao is beginning to experience the same fate as Luzon and the Visayas: prolonged rainfall enundating residential, commercial and agricultural areas. During dry season, what were once once arable fields dry up leaving cracks criss-crossing the surface, as if out of this world.
The rise of environmentalism and health consciousness emerged in the last decade in Mindanao, galvanizing Christians, Muslims and Indigenous Peoples (and others in between) into action. We can cite the example in Bukidnon when farmers dramatically blocked roadways to prevent logging trucks from passing thru, claiming that the forest was their source of water and life. The event caught the attention of Metro Manila’s mainstream media.
In North Cotabato, then Gov. Manny Pinol became the first Mindanaoan leader to cause the passage of an environment code, enhancing the protection of the Mount Apo national park down to the Liguasan marsh.
In Davao province, Sto. Tomas municipality exceeded its own expectations when its solid waste management program (said to be a clone of Davao City’s own) has began winning national awards. It mandated all barangays without exception to segregate from the source, to reduce garbage for disposal, to practice recycling and composting (according to the mandate of RA 9003, the national law on solid waste management), without let-up.
Non-government organizations (NGOs) and People’s Organizations (POs) came up with their own initiatives. The most publicized was the anti-aerial spray campaign launched by IDIS, an advocacy that led to the passage of an ordinance.
YAMOG, an NGO helping off-grid communities to have electric power, set up mini-hydro-electric power systems, benefitting 1,725 households in various parts of Mindanao. YAMOG executive director Nazario R. Cacayan said alternative and renewable energy sources don’t create global warming while helping less fortunate communities to enjoy simple amenities in life.
In the hinterlands of Marilog district, upland Christian settlers and Matigsalog tribal families joined hands to rehabilitate denuded mountain slopes by planting endemic tree seedlings in exchange for food assistance. Betty Cabazares, Kinaiyahan Foundation Inc. (KFI) executive director, said the campaign aims to protect watersheds to ensure water supply.
These and many more activities to save the environment and health of the people make us proud to be called Dabawenyos and Mindanaoans. That’s “Think Global. Act Local” in practice. [email me at rjrjrajimenez@gmail.com ]

So 30 kilometers per hour it is – whether driving during rush hour or past midnight when roads are deserted. breeze down the city’s streets almost at the pace of a funeral cortege.Traffic policemen are positioned obviously or inconspicuously to monitor car speeds and arrest offenders. So far, locals have been complying as cars

City budget for 2011 pegged at P4.11-B

Monday, October 11, 2010

(Jade C. Zaldivar)

Mayor prefers energy from waste

A WASTE-to-energy power plant is more preferable than the controversial coal-fired plant, a top city official said.

Davao City Mayor Sara Duterte said the waste-to-energy power plant is expensive that is why there are no investors in sight.

The mayor said that although she is "lukewarm" to the proposed coal-fire plant, her stand may not have much weight since the Aboitiz company has been granted by the National Government to distribute and generate power.

She said she does not know how she intends to act on the proposal since nothing bars Aboitiz from putting up such facility here.

The mayor earlier said she would respect a decision from the greater majority even as she said she's not enthusiastic on a coal-fired plant.

Duterte also said she is aware that having a big energy plant would allow energy consumers to enjoy lower power rate.

But, she added a coal plant would have a drawback on the environment. (JCZ)

Yogo opens at GMall

WHEN the Tan siblings opened the flagship branch of Coffeecat (http://www.yourcoffeecat.com), a lot of the shop's patrons thought that the shop was a franchise of a national or international chain.

The coffee shop had a polished look and feel that is at par with other more popular coffee chains. But Coffeecat is a local brand borne from the creativity and diligence of the Tan siblings: Chin-Chin, Eugene, Jill, and JC.

When they started their own frozen yoghurt brand called Yogo within the Coffeecat store, little did they know it would earn them a lot of patrons and cement Coffeecat as a place to go to in Davao City, and in Cebu, where they opened a branch earlier this year. As a response to the growing popularity of Yogo, the Tans decided to open a Yogo store at the Gaisano Mall of Davao.

Yogo focuses on their frozen yoghurt concoctions. Yogo serves their own blend of frozen yoghurt in two flavors: original and green tea. These are served in small, medium, large, and pint portions, with the customer's choice of toppings and syrups. When they opened their first Yogo store, they also introduced more toppings such as homemade cheesecake, mocha flavors, various cereals, fresh and preserved fruits, and nuts.

Customers may also have their Yogo frozen yoghurt served as smoothies, as parfaits or with waffles. Definitely yummy but healthy ways to satiate those sweet-tooth cravings.

Yogo also serves coffee, coffee blends, and other drinks by Coffeecat.

Yogo is located at the fourth floor of the Gaisano Mall of Davao, JP Laurel Avenue, Davao City. Yogo Premium Frozen Yoghurt is also available at Coffeecat along F. Torres Street, Davao City, and at Coffeecat Cebu at eBloc in AsiaTown IT Park, Cebu City.

Editorial: Anarchy, impunity on our doorsteps

DAVAO City Vice Mayor Rodrigo R. Duterte had more than a mouthful to say against “uso-uso” and “payong-payong” drivers last Sunday that we can learn a lot from if we just remove the anger and yes, the curses.

The anger and the curses, after all, are but an amplification of all our curses and anger through the years on a very obvious problem that has been allowed to fester: absence of road courtesy and recklessness.

The same anger and curses are directed at a culture that we have nurtured, the culture of impunity.

Every so often, the payong-payongs were warned against driving through the main streets. But do they ever listen? No. They even occupy the inner lane, which should be reserved for faster moving cars, and worse, they go counter-flow because they don't want to travel one more block to make a u-turn. It's too inconvenient.

The passengers, on the other hand, ride payong-payongs because these vehicles can deliver them literally right on their doorstep, and this is how passengers want it these days. You can't drop them at the corner, you can't drop them a meter away, you have to drop them right on their doorstep and only payong-payongs can do that.

Every so often, uso-uso drivers are warned against speeding and reckless driving. But they don't listen. They use their low income as excuse. They have to drive fast because they have to pick up as many passengers and make as many trips so that they can earn more. "Mahal na man gud ang gasolina, mahal na ang bugas, mahal na tanan," they would often say as if it's the passengers' and the other road users' obligation to get out of the way so as to make it easy for them to make as many trips and pick up as many passengers.

Now, the city has decided to use an iron fist and what do they do? They stop serving their routes, and the payong-payong drivers maul a traffic enforcer.

If we think impunity is reserved only for the rich and powerful, we are wrong. We have lived with impunity for so long, we have taken it to heart, and no longer recognize it as it is. And this is all because we, as a people, have allowed it to be.

Everything should be for our convenience. The jeepney drivers drive to earn money, passenger and pedestrian safety is no longer a concern. Payong-payong drivers should not be stopped from using main roads because it will take a much longer route to only use sidestreets and alleys. Payong-payongs should not be removed from the streets entirely because passengers want to be delivered right on their doorstep. Payong-payong drivers shouldn't be stopped because this is their source of income.

Vehicles should stop for all pedestrians even if the traffic light is green because it takes too long for the lights to change to red and for traffic to stop. Taxis should load and unload their passengers without having to park by the kerb because it's such an inconvenience to park by the kerb. Hardwares and general merchandise stores should be allowed to use one whole lane for their cargo trucks to load and unload their goods because providing a loading and unloading area right within the store owners' property is such a hassle.

Now government says, you've reached the end of the road.

"Everything we are doing has a legal basis. If you say you resent what government has done and thus refuse to ply your routes, then government has a simple answer to that, I will ask the Land Transportation Franchising and Regulatory Board to cancel your jeepney franchise," the vice mayor said in mixed English and vernacular to the jeepney drivers.

"Once I catch you on those streets, I will tow your vehicle away and not return it. You will have to go to court to retrieve these vehicles," he said to payong-payong drivers.

Let us recognize these as warnings about abuses. Let us not wait for the time when the anger and curse will be directed to us, the ones who would rather inconvenience everyone else for as long as we are delivered right on our doorsteps. In the long run, the culture of impunity starts with the small things -- like the conveniences we appropriate for ourselves even if the laws do not allow them, and expect that we will be allowed to do so without being punished.

Much like the drivers refusing to ply their franchised routes because government has decided to implement the law. On the sides, people go around killing each other without being held accountable for a crime. On the sides, judges, nurses, journalists, lawyers, teachers, and militants rally and rage. But all together, rallyists included, we look the other way because we want that payong-payong to deliver us right on our doorstep, we want that taxi to stop right away, and yes, the streets are very convenient loading areas for our businesses.

P15K dangled for criminal cases solved

DAVAO City Mayor Sara Duterte offers a P15,000 incentive for every five cases of murder solved by the police.

During her State of the City Address (Soca), Duterte announced the adopting of an incentive system to encourage the police to perform its job better.

Incentive rates are applied based on the volume of cases cleared, solved, or brought to court by the DCPO.

The mayor said this will improve "crime solution efficiency" and will take effect on the final quarter of this year.

Five cases solved on incidents of murder and homicide would have a compensation of P15,000.

Solving five cases of rape would equate to a compensation of P5,000 while incidents of physical injuries would amount to P1,000 per five cases.

Solved five cases of either robbery, theft, carnapping, and cattle rustling would be equivalent to P3,000.

Solving cases on peddling of drugs would have a compensation of P5,000; while solving five cases of possession of drugs would be P3,000.

Duterte also said the police are provided a stable rice and meal subsidy.

The mayor said she wants to improve the 24.26 percent solution efficiency of the police.

Duterte also said she is mulling to develop a system to improve crime prevention and tap volunteers to assist the police.

The City Government recently asked the Philippine Drug Enforcement Authority to conduct seminars on security personnel assigned in schools.

The city has also given a budget for the PhilHealth insurance and honorarium of approximately 3,100 barangay tanod. (Jade C. Zaldivar)

Oh my. This was our feasibility study in college (2 years ago). we found that such a facility can only produce around 15 MW because of davao's low volume of solid waste: 150 tons/day. and true, it is expensive.

it's good that waste-to-energy has been the new term for this technology, although they used to be called incinerators. generally, incinerators produce more toxic gas emissions than coal because of the hodge-podge of chemicals in solids waste. so what makes waste-to-energy expensive is not the plant itself but the technology to be used to capture these toxic emissions. there is however a new technology, plasma arc (which was what our feasibility study was about), that evolutionalizes waste-to-energy to becoming a green technology.

sana mabasa ng prof ko to nang malaman niya it is "time" to consider waste-to-energy. nega yun sa project namin kasi she was telling us it can't be done. weh?

Dispatching systems for taxis offered to city-based companies
Written by: Francisco , Carmelito Q.
Wednesday, 13 October 2010

AN INFORMATION and communications technology company has offered to taxicab companies a technology that will help them dispatch as well as locate their taxicabs.
Steve Lin, executive director of the Eurekard Philippines, said the Taxi Fleet Dispatching Management System will complement the city’s traffic signalization system as wel as its closed circuit television mechanism which will the city strengthen its security.

Lin, who was in the city last week to sell the technology to local taxicab companies, also explained to these companies what they and the city would get out of the technology.

He said the system also integrates other technologies like automatic vehicle location, global satellite positioning system, mobile communication, geographical information system, intelligent dispatching patter and call center management.

What makes the system fit the city’s profile, Lin said, is that it would not only boost its status as a modern urban center, but would also strengthen its campaign to make itself safer.
The city is known for its emergency dispatching system, Central 911, and its recently-installed closed circuit television monitoring system.

Lin, a Chinese-American connected with Chunghwa Telecom Co. Ltd. In Taiwan, said that by adopting the system, taxicab companies will have a faster dispatching system of their units which will in turn decongest streets and help drives save on fuel because their bases would inform them where to go to get passengers.

Because these taxicabs can be located anytime, commuters will always feel they are safer.
In case of emergency, the system will able to send out alarms as well as help monitor activities. It would also be easier for investigators to look into criminal activities considering that the activities will be recorded.

He said he has offered the services of his company to local taxicab operators because the city has an ideal terrain for the system as it is one big urban center, unlike in Manila when there are so many cities with so many people with diverse interests.

He added he has already discussed the system with some taxicab operators as he hopes they would consider its usefulness in their operations.

Some taxicab companies in the city have their two-way radio system used for dispatching, but the system is very limited considering that it would be hard for the base operator to know where the taxicab is if the driver gets to tell the operator a lie.

Coal gasification could be one of the most promising ways to use coal in the future to generate electricity and other valuable products. Yet, it is only one of an entirely new family of energy processes called "Clean Coal Technologies" — technologies that can make fossil fuels future fuels.

One of the most advanced - and cleanest - coal power plants in the world is Tampa Electric's Polk Power Station in Florida . Rather than burning coal, it turns coal into a gas that can be cleaned of almost all pollutants.

Now the question is, will this be the same tech that Aboitez is planning to put up?
Surely they already have plans what kind of coal-fired-powered plant it's going to be.

City says no to Bt talong (http://www.mindanaotimes.net/?p=13954)
Written by: Fusilero , Kristianne
Wednesday, 13 October 2010

THE CITY government finally made a stand against genetically modified crops as it strongly opposed the field trial of the bacillus thurigensis (Bt) eggplant at the University of the Philippines-Mindanao campus in Bago Oshiro, Mintal.
“There is no compelling reason for us to welcome the Bt talong—the fruit and shoot borer pest can be managed by the organic method,” Mayor Sara Duterte-Carpio said in its Oct. 5 letter addressed to Dr. Gilda C. Rivero, chancellor of UP-Mindanao.
Duterte-Carpio said the testing is against the newly approved Organic Agriculture Ordinance which encourages farmers to use non-chemical based or natural fertilizers. She said the city government could not also gamble against the damages that the Bt eggplant can inflict in the future.

As risks to public health and environment are suspected if the Bt eggplant will spread in the city, Duterte-Carpio said they also adopted the position of Dr. Pushpa Mittra Bhargava, an Indian scientist and expert on genetically modified crops, which is to embrace the precautionary principle.
In the public consultation on Bt eggplant at the Ateneo de Davao University on Sept. 30, Dr. Bhargava said the Bt talong has not even gone through complete risk assessment tests even by India’s scientists.

“I would not recommend open field trials for Bt talong because that would be a disaster. There should be thorough risk assessment done before even releasing on field trials,” Bhargava said. He said more biosafety tests for at least 20 years in a controlled environment must be done to ensure that it is safe both on the environment and public.
But Duterte-Carpio said they can allow the “research activities on Bt talong in a strictly restricted or confined environment.”
The field trial is conducted at the University of the Philippines-Mindanao and spearheaded by Dr. Eufemio Rasco, a leading expert on biotechnology and author of the book The Unfolding Gene Revolution.

The city council approved under suspended rules a resolution supporting the stand of the city mayor during the regular session yesterday as it is the duty of the state to protect both the public health and the environment.
Councilor Conrado C. Baluran, the proponent of the resolution and city council’s chair on the committee on agriculture and food, said the government could not allow the open field testing of the Bt eggplant in the city.
“It is provided under the organic agriculture ordinance that the Bt talong is a complete departure from the city’s stance for a sustainable agriculture and fishery sector in the city,” Baluran said.

DA Sees Potentials of Durian (http://www.mb.com.ph/articles/282028/da-sees-potentials-durian)
By MICK M. BASA
October 13, 2010, 6:32pm

DAVAO CITY – The Department of Agriculture (DA) is devising programs that would groom durian as an export product as its demand is seen to be extensive in several foreign markets that are yet to be tapped.

Leandro H. Gazmin, DA agribusiness and marketing assistance service director, said programs such as pest management and the promotion of organic production system are geared towards increasing the production of durian.

During the Mindanao Fruit Industry Conference, Gazmin said DA is setting a target of increasing off-season production by 20 percent per year.

They are also expecting a cut in post harvest losses by 10 percent as well as expanding the market by 10 percent a year to produce globally competitive processed products.

At present, the country exports durian to major markets like Saudi Arabia, Japan, and United Arab Emirates, a data from the DA disclosed.

Gazmin said there is also a huge demand for durian in Singapore, Hong Kong, China, Taiwan, United States, and Canada.

The country is also the fifth major supplier of durian to Saudi Arabia, lagging behind Bangladesh, Thailand, Sri Lanka, and India.

The DA said Davao Region contributes 77 percent of the total production of durian in 2009, followed by the Autonomous Region in Muslim Mindanao (ARMM), Region 12, Caraga Region, Region 9, and Region 6. From 2005 to 2009, production volume and area increased by 8.05 percent and 8 percent, respectively.

More JIB schools to open in Mindanao (http://www.dailymirror.ph/Oct-2010/10132010/loc4.html)
BY JUDY QUIROS

Finding education as a good investment, the Joji Ilagan Career Center Foundation (JICCF) is planning to open new schools in various areas in Mindanao.

Speaking to reporters Monday, JICCF chair Joji Ilagan-Bian said they are eying to branch out in identified areas of Mindanao given the growth the JIB Schools have been generating for the last 20 years.

“Our growth growth for the last 20 years is very good. Investment in education is good,” Bian said.

However, she admitted it takes a long time for the return of investments (ROI) in the education business since an investor has to establish a track record.

Bian said schools will be put up in the cities of Cagayan de Oro, Cotabato, Surigao, Butuan, and Davao.

She said these planned new investments will likely be technical vocational schools.

Bian said JIB Schools have an edge over other technical vocational schools because graduates are ensured of jobs locally and abroad.

“When we give a job opportunity for our graduates, we have already talked with that certain company or institution,” Bian said.

JIB schools have been also been conducting skills trainings. Data showed that from 1,200 trainees, the number climbed to 2,010 this year.

Fifty percent of the trainees underwent on the job trainings (OJT), of which 25 percent were absorbed or hired by the companies.

Bian said JIB Schools operating under a foundation are also serious in their corporate social responsibility (CSR) through free trainings. They have spent an estimated P25 million for CSR, she said.

JIB Schools include the JIB College of Business and Tourism, Institute of Culinary and Hospitality Entrepreneurship (ICHEF), JIB e-Academy and Solutions, JIB Welding Academy, and Tumble Tots.

Coal plant in Iloilo faces sanctions for causing ailments

ILOILO CITY – A $405-million coal plant project here faces sanctions after emitting foul odor during a preliminary operation of its steam generator last week believed to have caused ailments to residents living near the plant site.

Department of Environment and Natural Resources (DENR) Regional Executive Director Julian Amador said Monday that the coal plant project of the Panay Energy Development Corp. (PEDC) was liable for violations of the Clean Air Act.

Amador said he has also directed the DENR legal department to prepare the complaint for violations of the environmental certificate of compliance (ECC) issued to the project proponents.

The PEDC, a unit of the Metrobank-subsidiary Global Business Power Corp. (GBPC), is building a 164-megawatt coal plant in Barangay (village) Ingore in La Paz District here.

The plant is scheduled to go on line this month with 82 MW available and another 82 MW by December 30 this year.

It is among the measures to address the severe power shortage in the Visayas grid especially in Panay, which has been suffering regular brownouts that have worsened in recent months.

Amador said he ordered on Friday the suspension of the testing of the plant’s boiler system, which started on September 11 after residents complained of intense foul odor.

“There are violations of the ECC and Clean Air Act and we will not allow the plant to continue its operation if it cannot put in place mitigating measures that will ensure that the foul emissions will not happen again,” Amador said.

While no coal was used during the test run, it was still the responsibility of the company to ensure that the plant would not emit pollution, he said.

PEDC deputy general manager Henry Alcalde said on Monday that their company has not received any order from the DENR to suspend its test operation. He said they completed the cleaning of their steam generator last Thursday.

He said they were still determining the cause of the emissions even as he assured the community of the safety of their plant and their compliance with environmental laws and regulations.

“We only use diesel fuel and water for our steam generator,” Alcalde told the Inquirer in a telephone interview.

Ingore Barangay Chair Ernie Poral said on Monday that at least eight children aged 8 months to 14 years old were brought to the West Visayas State University Medical Center over the weekend after they suddenly fell sick after complaining of headaches, dizziness and nausea when the intense odor was experienced by the residents.

Nestor Caminyan, 53, said his 14-year-old son and 7-year-old grandson were brought to the hospital after they vomited and complained of headaches.

“It was an intense smell similar to burning rubber,” Caminyan said on Monday.

Poral, who had supported the putting up of the coal plant in his village, said around 800 residents have signed a complaint that they have experienced various illness including coughing, dizziness and headache during the testing operation.

“We agreed to the project because they assured us that they will utilize ‘clean-coal’ technology. But we will not allow it if this will be what we will experience,” he said.

Alcalde said they would help the residents who got ill from the emissions but were still locating and identifying the residents who claimed to have gone ill because of the boiler’s emissions.

Environmental and church groups have opposed the plant for environmental and health fears.

“They are only on a test run and we have already these complaints. This is an indication of the health and environmental hazards that we have warned of before,” Ma. Geobelyn Lopez, convener of the environmental group Madia-as Ecological Movement, said on Monday.

Thai Curry goes full circle (http://www.dailymirror.ph/Oct-2010/10132010/week.html)

Yellow, Red, Green and Panang Platters headline Curry Food Festival at Krua Thai.

Krua Thai - Authentic Thai Cuisine Davao prepared four curry platters to feature at this month’s curry food festival such as yellow, red, green and panang curry.

The yellow curry is usually richer and creamier than other Thai curries, since coconut cream is used in addition to coconut milk. This is done to tone down the spiciness. The primary spices in yellow curries are cumin, coriander, turmeric, fenugreek, garlic, salt, bay leaf, lemongrass, cayenne pepper, ginger, mace and cinnamon. Sometimes a touch of cane sugar or a similar sweetener will be added, usually depending on the sweetness of the coconut milk. The Thai yellow curry platter is served with chicken, prawn, pork and beef. This platter is priced at P339 only.

The red curry is a popular Thai dish consisting of curry paste to which coconut milk is added. The base is properly made with a mortar and pestle, and remain moist throughout the preparation process. The main ingredients are garlic, shallots, (dried) red chillies, galangal, shrimp paste, salt, kaffir lime peel, coriander root, coriander seeds, cumin seeds, peppercorns and lemon grass. Common additives are fish sauce, sugar, Thai eggplant, bamboo shoots, and thai basil (bai horapha), the red curry platter consist of chicken, beef, pork and squid. This platter is priced at P299 only.

The green curry is a variety of curry in Thai cuisine. The name “green” curry derives from the color of the dish. Other Thai curry dishes are identified solely by their colors, such as yellow and red curry. Green curries tend to be as hot as red curries, both being hotter than panang curries. However, green curries, regardless of heat, have a definite and desired sweetness that is not usually associated with red curries. Green curry platter consists of beef, pork, and chicken and fish fillet. This platter is priced at P279 only.

Lastly, the panang curry is milder than other Thai curries. It traditionally includes dried chili peppers, galangal, lemongrass, coriander root, coriander seeds, cumin seeds, garlic, and salt, and sometimes also shallots, peanuts, and shrimp paste. A platter consists of beef, pork, and chicken and fish fillet. This platter is priced at P279 only.

Krua Thai-Authentic Thai Cuisine is located at MetroLifestyle Complex, F. Torres Street, Davao City. For reservations and catering services, contact (082)2286181 and look for Eds Margas, and check out facebook account “Krua Thai Davao.”

I don't think the plant will be put up in a protected watershed or even near it so what can you suggest then?

It's not that i'm for it but i'm having an open mind about it since the city indeed needs a stable source of energy in order for it to progress. Even if the city limits itself only to constructing service industries, it still needs a stable power supply and lots of it once it materializes.

Franchisors still prefer Davao for expansion

DAVAO CITY has remained a preferred area for expansion by businessmen from Luzon and the Visayas because of growth opportunities.

Rudolf Kotik, founder of RK Franchise Consultancy, Inc., in Wednesday's press conference at Hotel Galleria, said franchisors still look at the city as an "ideal area for franchising because the market has remained unsaturated." As well, the city continues to offer "a lot of opportunities for growth," a franchising expert said Wednesday.

Along with Davao City, Kotik said franchisors are also looking at other key cities in Mindanao, particularly Cagayan de Oro and General Santos City.

Most of these franchisors, he said, are engaged in the food and beauty and wellness business.

Independent player SeaOil, Kotik said, is also keen on putting up more gas stations in Mindanao through franchising, apparently taking a cue from Phoenix Petroleum.

Phoenix has expanded its operations all over the country through franchising. Recently it opened its 150th station in Cebu.

"That's why SeaOil is joining us in the franchising expo because they want to expand here," he said.

Kotik announced the staging of the 5th Mindanao Franchise Expo at the Atrium of Gaisano Mall of Davao on October 15-17. Friday's opening will have City Mayor Sara Duterte as guest speaker.

Kotik said the three-day exhibition offers direct access for entrepreneurs in Mindanao to meet and interact with franchisors from Manila, Cebu, Iloilo, Bacolod, Cagayan de Oro, Davao and General Santos City.

He said 43 companies, three of which are Mindanao-based, are joining the expo.

"The expo will enable those involved in franchising to come together and make new contacts and obtain useful information and advice from experts in the franchising field," he said.

RK Franchise is also holding a seminar dubbed as "All About Franchising" this afternoon from 1 p.m. to 4 p.m. at the Mezzanine Function Room of Regency Inn Hotel on Ville Abrille Street, Davao City.

The seminar is an opportunity for entrepreneurs and potential franchisees to learn more about the franchising industry.

Kotik, who has more than 32 years of franchise management experience in Asia, Europe and the USA, is the seminar's speaker. (Nelson C. Bagaforo)

City says no to Bt talong (http://www.mindanaotimes.net/?p=13954)

THE CITY government finally made a stand against genetically modified crops as it strongly opposed the field trial of the bacillus thurigensis (Bt) eggplant at the University of the Philippines-Mindanao campus in Bago Oshiro, Mintal.
“There is no compelling reason for us to welcome the Bt talong—the fruit and shoot borer pest can be managed by the organic method,” Mayor Sara Duterte-Carpio said in its Oct. 5 letter addressed to Dr. Gilda C. Rivero, chancellor of UP-Mindanao.

Trading Post - Care to live in a condominium in Davao?
Monday, 11 October 2010 12:19

by Aurelio Pena

CONDOMINIUMS, whether you like it or not, will be with us in Davao and will dot this southern city’s landcape in the years to come. If you bother to ask me, I don’t really like living in a condo, especially here in Davao where wide green spaces are still cheap and available.
My nine-year old son, Sean, also has his own misgivings about living in a condo, sharing his own fears in a low voice about what to do when you’re caught inside a condo room in the middle of a 7.5 magnitude earthquake.
So, I had to assure him that the kind of condos built by developers in Davao are low-type, mostly three to five-story buildings which isn’t so bad during an earthquake. That’s why I wanted so much to see what these people from Filinvest’s Oasis, DMC’s Magallanes or Camella North Point condo projects have to offer to potential condo buyers in Davao who are used only to living in split-level bungalows with wide, grassy front lawns surrounded by tall trees where dogs and cats can chase each other every morning (which, incidentally, is my kind of “dream home”).
Mind you, I lived in a condo for a year in Manila with my sister, when I was still trying to find out whether or not I can work and survive among Makati’s high-rise offices during my heydays. But I couldn’t stand the pressures, work tensions, Manila’s money culture and the “plastic faces” of my new friends there. Davao, to me, is still the best place to live and work in the whole country.
It dawned on me one day that a condo unit isn’t something you can live in the rest of your life---it’s not the kind of place you can grow old in. Eventually, after you have owned a condo unit in the city, you still want to retire in a small farm somewhere in the province, collecting monthly rent from your condo unit that you ended renting out during your twilight years—which isn’t such a bad idea as your perpetual “retirement fund”.
To most condo developers here in Davao, however, they’re looking at young professionals who are just starting out in their job careers as well as thousands of overseas Filipino workers (OFWs) who are planning to build new homes for their families --- these are huge untapped markets that are beginning to bear fruit for condo developers with aggressive marketing campaigns.
Of course, lifestyles vary among Dabawenyos--- there are many out there who dreamt of owning a condo unit and a car as their idea of “success”, especially among the young and ambitious who can’t live without hanging out in shopping malls sipping cappuccino, eating pizzas, showing up at wild parties or dancing the night away.
Many of the condos here are also perfect for the rising middle-class who love to live in a close-knit community of condo dwellers, complete with such amenities as swimming pool, tennis court, a classy guesthouse where they meet up with friends, etc.
One stiff competition that condo developers are facing in Davao is the myriad of resort developers rising like mushrooms along the coast of nearby island of Samal. It could be very tempting for someone ready to buy a home to choose between buying a nice-looking condo unit or a beach resort house and lot.
Another competition will come from new upscale subdivisions taking advantage of the beautiful mountain view facing the country’s highest mountain, Mt. Apo, including those resort homes built on the forested mountain slopes near Toril or Calinan.
That’s why it’s not going to be a walk in the park for condo sellers in Davao’s property market even with the coming economic boom in this country. Whatever marketing strategies they have now may be working with the trickle of inquiries they get weekly, but these are not enough if they’re looking to close more condo deals this year.

Marco Polo Davao has been awarded the prestigious "Hotel of the Year" award for 2009. Competing against nine sister hotels in Cebu, Hong Kong and mainland China, the award recognizes outstanding service and high achievement across a range of company performance benchmarks.

The hotel’s customer satisfaction surveys consistently rate above all other hotels in the group, cementing its position as the crown jewel of Mindanao’s hotel industry.

Marco Polo Hotels President Steve Kleinschmidt commended Marco Polo Davao in his speech. “As we all know, we measure each hotel on the basis of many indicators such as guest satisfaction, financial achievements, and marketing strategies, to name a few. Marco Polo Davao demonstrated exceptional performance and commitment in their service and operations.”

The award was presented on the 27th of September at the General Managers’ Conference held at Marco Polo Plaza Cebu.
Marco Polo Davao General Manager Nigel Fisher, former General Manager Stanley Lau, Halifax Davao Hotel Inc. Senior Vice-President Francis Ledesma and wife Jocelyn were present that evening to receive the prestigious award.

“Marco Polo Davao happily reclaims the award, having garnered it also in 2007,” GM Fisher said. “We have been honored as well with the Best GOP Preservation Award, having been a strong survivor in the midst of economic crises,” Fisher added.

“These awards motivate us to bring our work to an even higher level as we serve local and international guests as a business investment and travel destination,” Fisher said.

Marco Polo Davao is a 245-room international luxury hotel, with elegant ballrooms and function rooms, five fine restaurants and bars, featuring a lifestyle area called The Deck. Within The Deck you will find the Lazuli Spa, Fitness Center, Polo Bistro, and Pool Lounge centered around the hotel’s 25-meter pool.

really... wala lagi ga post og pics diri nga naa na diay savemore...

because wala pa nahuman ang negotiations sa mga locations and Savemore is not really a huge project. it's just similar to Davao Central Convenience or HB1..and as TJ said, the only difference is that it's owned by SM..

Sa Buhangin, most probably sa Cartir Square ang location ng Savemore..
