DAVAO CITY, Philippines – This city is set to hold on Sunday its first software exhibition that will gather local software developers and other stakeholders to talk on their successful experiences and practices in software development, the Department of Trade and Industry (DTI) said Thursday.
Government and industry experts will also participate in the Dec. 5 exhibition to be held at SM City Davao.
Dubbed “Sex in D’City,” the software exhibition will serve as a venue “where public sector initiatives in nurturing talent and strengthening information technology-enabled services will be discussed as they complete in the global marketplace and outsourcing services,” said Jenny M. Mendoza, public information officer of the DTI in Southern Mindanao.
Secretary Ivan John Uy of the Commission on Information and Communications Technology, Regional Director Anthony Sales of the Department of Science and Technology (DoST) 11, Director Edgardo Celorico of the National Telecommunications Commission (NTC) in Zamboanga, and representatives from Bayan Telecommunications and IBM Phils Inc. are among the resource speakers in the plenary session of the exhibition.
Special track sessions will also be presented by the local industry associations such as the Davao United Animators and Designer Inc. (DUAADI), Transcription Alliance in Davao Inc. (TADI), Business Process Outsourcing Association of Davao Inc, (BPO-ADI), among others.

DAVAO CITY -- A Korean entrepreneur plans to invest $1.2 million to build a manufacturing plant in a still-undetermined location in the Davao Region that would convert sweet potato starch into noodles that will then be exported to South Korea.
Jay Hwang, president of SURA Phil., said his company is still in the feasibility study stage of the project, adding the plant would need at least 6,000 metric tons of sweet potatoes annually.
Mr. Hwang has signed an agreement with farmers of the Bahandi Foundation who can access financial assistance and agricultural inputs during the initial phase of the program.
The Visayas State University-PhilRootcrops will provide the seedlings for cassava and sweet potato, as well as technical expertise.
Ruya Biotech, an agribusiness development firm will raise funds for the project.
Project details, including specific financial requirements, will be ironed out after a series of meetings among project partners, Mr. Hwang said.
Algerico M. Mariscal, director of Philrootcrops, said a farmer who wants to plant cassava needs P15,000-P30,000 per hectare.
On the average, the country produces about 15 metric tons (MT) of cassava per hectare. But with new technology, it can yield as much as 30 MT/hectare. "With the right farming method and production, we can even reach 40 MT/hectare," Mr. Mariscal said.
For the sweet potato project, Philrootcrops has three varieties with potential yield of 30 MT-40 MT/hectare from the usual 2 MT-5 MT/hectare.
Elba S. Cruz, chief operating officer of Ruya Biotech, said financing packages may start at P1 million, but this can easily be adjusted when the need arises. -- JBE

A South Korean company is planning to build a starch factory next year using sweet potatoes.
Jay Hwang, chief operations officer of Sura Company, said in an interview yesterday that his company is looking for suppliers of sweet potatoes in the region as it is the raw material for his starch factory.
“We will export sweet potato starch to Korea with about 6,000 metric tons per year,” Hwang said, adding that the exportation would be made once they get a supplier.
On the starch factory, Hwang said they are still finalizing on where to place the processing plant in the country as it was on the second phase of the plan. He said they are also planning to invest about $1.2 million (P53 million as P44=$1) for the factory with the plan to operate it by middle of next year.
So that the processing plant will have steady supply of sweet potatoes, Hwang said is planning to partner with organizations like Bahandi Kaugmahan ug Kadagatan Foundation.
Sura Company is among the companies present during the signing of the memorandum of agreement (MOA) between Bahandi Foundation and Visayas State University (VSU)-PhilRootcrops and Ruya Biohitech at Emar’s Wavepool Resort, Ecoland yesterday.
In a statement, “the MOA seriously marks an integrated attempt to effectively link all industry players beginning with Bahandi farmers, agricultural technology experts, entrepreneurial and management specialists, as well as the market or end users such as San Miguel Corporation and Sura.”
Engr. Eduard Trinidad, president of Bahandi Foundation, said the agreement marks the beginning of the strengthened public-private partnerships on poverty alleviation through providing assistance to the livelihood workers.
Trinidad said at least 60,000 farmers who were members of the foundation will serve as beneficiaries that are expected to start on planting the root crops on the first month of next year. He said the agreement will pave the way for the farmer-members to avail a package of technologies as developed by Phillrootcrops.
“With the technology, it could help raise the yield of the root crop production from the traditional two to five tons per hectare of camote, for instance, to 30 to 40 tons per hectare. Through the MOA, the farmer-members could also avail of microfinance capital and agricultural inputs,” Trinidad said.

India is likely to be overtaken by the Philippines as the world’s back office for voice-based customer support and sales this year. In order to keep off India’s high staff turnover, companies like Cisco, HSBC, T-Mobile and BT Group are shifting work to the South East Asian nation and thereby building an alternate support hub, reports Harsimran Julka of the Economic Times.
Some of the major reasons for this shift are identified as better affinity with the American culture, lack of competing industries for skilled workforce, higher tax incentives and a strategy to de-risk from a pure India-based call centre model.
While India’s BPO industry is expected to post $5.58 billion of voice-based revenues this year, the Philippines BPO industry is expected to be almost $5.70 billion in 2010, said research firm Everest and the Business Process Association of Philippines (BPAP).
Experts said that if this pace continues, the Philippines will surpass India’s $12.4-billion BPO industry in five years. In the last two years, Philippines’ $9.5-billion offshoring and outsourcing industry grew at a compounded 27.6 percent, while India’s BPO industry has showed a CAGR of 11.92 percent in the last two years.
Companies like Cisco and BT are outsourcing handling of customer queries and support to cheaper locations, including the Philippines. Cognizant, which had established a call centre in Manila last month, says that staff attrition in the Philippines is less than half of what call centers face in Indian.
A key factor contributing to the shift is that in the Philippines there is 100 percent tax exemption for up to 8 years for IT-BPO enterprises. Moreover, upon the expiry of the tax holiday, the nation only charges a 5 percent special tax on gross income while exempting BPO firms from all other taxes. Another top reason is the Philippines’ stronger cultural ties and understanding of American consumers.
Indian BPO giants like IBM, Accenture and EXL have established centers in cities like Metro Manila, Cebu City, Davao and Angeles. While EXL has a centre in Pasay with over 800 employees, IBM and Accenture are estimated to have over 20,000 people in the nation.
India’s growing GDP and availability of other options like banks, telecom, and insurance industry are also contributing towards the growth in BPO (industry) in the Philippines. In 2009, Filipino GDP grew at only one percent compared to India’s 7.4 percent.

The Mindanao Drama Company, a non-profit performing organization in the city that aims to breathe life into the performing arts, is growing its members not just for theater performing, but also for modelling, pageants, dancing and singing.
Company director Joyce Kirkconnell said that she is in the process of scouting talents to fill the modelling, pageant, dancing and singing divisions of the performing group.
Last Nov. 27, Kirkconnell held a basic and advanced modelling workshop at Sychar Hotel and organized the first batch of the modelling division of the company.
She said that the models she trained are set to star in an upcoming project with a European recording artist. Hella Fyre Club, a group of European hip hop rappers under Paranoia Records will be coming over to Davao to shoot a music video with them next Friday, Dec. 3.
Kirkconnell will be directing the music video, which will be shot in the Wheels N’ More Drive Compound in Bajada. Passionate and very enthusiastic, Kirkconnell anticipates the success of the project. She said, “before the year ends, the music video will be released in music channels.”
Aside from the modelling division, Kirkconnell said that by the third week of December, she would have already organized a dancing and singing division.
The Mindanao Drama Company, who recently just finished their first major production, a live screen play called Last Love, is eyeing on another big production next year, in time for the opening of the Philippine Women’s Events and Cultural Center.

THE Senate is looking at the possibility of the country signing a joint economic council agreement with Iran to address the continuing reduction in the export of bananas to the Middle Eastern country.
During the public hearing here Thursday, Sen. Francis N. Pangilinan, chair of the Senate Committee on Agriculture and Fisheries, said that one initial recommendation is for the Philippines to send a high level delegation to Iran to discuss the possibility of coming up with recommendations on how to address the problem of the banana industry.
Pangilinan made the recommendation in response to the statement of Foreign Affairs Assistant Secretary Virgilio A. Reyes Jr. Who said that there was already an initial discussion on the issue of the banana during the bilateral meeting between Iran and the Philippines during the last week of last month.
Reyes was optimistic that the problem will eventually be solved considering that the two countries have already signed 32 agreements in the past.
Sen. Teofisto Guingona III, author of the Senate resolution asking the national government to come up with a move that will help the banana industry as the Iranian market has slowed down in buying bananas from the country, said the setting up f a joint economic council will become the first step in addressing the issue.
“The Iranian market is very important to the banana industry considering that it is among the biggest buyers of bananas (in the world),” Guingona said before the start of the public hearing.
Based on the data from the Pilipino Banana Growers and Exporters Association, before the problem Iran consumed 50% of the 63 million boxes that reached the country annually. “(The) prospect for growth (of the Iranian market) is very high in view of the republic’s strategic location as transhipment point for Kuwait, Iraq, Syria, Turkey, Armenia, Azerbaijan and Turkmenstan in addition to its growing population of 74.2 million,” the position paper of the association pointed.
The plan to negotiate with Iran for a joint economic council creation was also among the suggestions of the association when it wrote the Philippine government to inform it about the problem besetting the industry.
Next week, Guingona said, the Philippine government representatives will meet with officials of the Iranian government to propose the joint economic council that will discuss the possibility of a barter trading between the two governments.
Under the initial setup, the Philippines will barter its bananas with the oil of Iran. “This (proposal) will not be very easy.
But we have to take a step now considering that the banana industry is among the crucial industries of our country, said Guingona.
Guingona said the banana industry is important practically to Mindanao considering that it is one of the biggest export earners of the island. In the Davao Region, based on the data from the Pilipino Banana Growers and Exporters Association, banana exporter receipt was at $720 million annually, considered the biggest export product of the region.
However, the senator explained that unlike what was reported in the papers, Iran was not imposing a ban on Philippine bananas. The problem started when the American government imposed sanctions on Iran due to its nuclear program.
But a banana-for-oil barter program is not possible because Iranian oil is what the American government has considered a sanctioned commodity. Reyes said what can be done is for the Philippines to buy oil derivatives and high-quality generic medicines for bananas.
Reyes said the two countries can explore “direct trading” between them so that flow of products will be better. “Both parties agreed to discuss the proposal (for a direct trading),” he added.
However, the main problem is that the Iranian currency, the rial, is not among the currencies accepted by the Philippine foreign exchange system. What must be done, suggested by Geronimo B. Reyes of the Bangko Sentral ng Pilipinas International Department, for the two countries to tap currencies that are accepted to both of them like those of United Arab Emirates and Japan.
At present, Iranian banana importers apply for letter of credits from the banks in Dubai so that they could buy bananas from the Philippines. But because of the American government sanctions, the banks in Dubai have slowly made it hard for Iranian importers to secure a letter of credit.
Also, even when the Iranian government was denying it was implementing a ban on Philippine bananas, the banana industry believes there was a “de facto” ban. Alexander N. Valoria, president of the banana industry association, pointed out that the Iranian government stopped issuing import licenses to its banana importers in October.
But because of the pressure exerted by the Philippine government, the Iranian government has resumed issuing licenses, but the volume covered by these licenses was still small, Valoria added. “The Philippine government must continue the pressure (so that the Iranian government will help stabilize the situation,” said Valoria.

WHEN the fireworks ban was implemented in Davao City around ten years ago, everyone was quite unsure on how the city would survive the world’s longest celebration of Christmas without a single watusi or kwitis in sight. Everyone
thought that it was the start of a gloomy Christmas for Davao, a city bustling with economic activities.
But former Mayor Rodrigo Durterte had better things in mind. Instead of allowing his people to put up with the ill effects of pyrotechnics, he would rather see Davaoeños celebrate the joyous season with families and limbs intact.
Thus, the birth of Pasko Fiesta sa Dabaw, a month-long Christmas celebration thats uniquely Davao, integrating festive and competitive Christmas activities in the city’s districts and barangays as well as in public parks and city buildings while
showcasing the community’s talent and creativity.
This year, Mayor Inday Sara Duterte has upped the ante and came up with more exciting series of Pasko Fiesta activities for the Davaoeños to enjoy.
For starters, the districts will be celebrating Pasko Fiesta revelries on the following dates: Bunawan (04 December), Marilog (06 December), Calinan (07 December), Baguio (08 December), Tugbok (09 December), Paquibato (10 December), Toril (11 December), Buhangin (13 December), Talomo (14 December), Agdao (15 December), and Poblacion (17 December).
Pasko Fiesta highlights are also set to keep the spirit of the season alive on the following dates: Dasig Sayaw Cheerdance Competition on 20 December; Rondalsaya sa Kalsada on 21 December; Baktas Karakas Marching Band Competition on 22 December; and Lamdag Parada Lighted Christmas Float Parade on 23 December all happening at People’s Park.
But what can visitors do when most of the activities are targeted to the local community? Well, actually, a lot. Nightly events for tourists and visitors are also scheduled at People’s Park, such as tonight’s Coca-Cola Christmas Caravan Chorale Competition starting at 5 PM (same event will be replicated tomorrow, 03 December, at Damosa Gateway).
People’s Park’s nightly events for the rest of the month are Agdao Violin Institute (04 December), Evening Performances (05 December), GMA Paskong Kapuso (11 December), Evening Performances (12 December), UP Mindanao Parolan (17 December), ABS-CBN Kapamilya Pasko Na (18 December), Smart Christmas Carolling Contest (16 December), GMA Paskong Kapuso (19 December), Evening Performances (24 December), Evening Performances (25 December), Evening Performances (31 December), Evening Performances (01 January), and Evening Performances (02 January).
Plus, of course, People’s Park is also the site of the latest attraction in the city: the interactive fountain. Think of the dancing fountain of Wynn Hotel in Macau or the Songs of the Sea in Singapore, only on a smaller scale.
The streets of the city will also be celebrating the holiday season with the Pasko Fiesta Street Market along Bolton Street where native delicacies will be sold for the Misa de Gallo crowd, while by night, it will be transformed into a night bazaar and street food fiesta with entertainment provided by San Miguel Beer and Coca Cola. The Coca-Cola Village along Palma Gil Street will showcase food, games and wholesome entertainment for families. Chinatown will also be joining the festivities with night bazaars along Bangoy Street.
Davao City’s celebration of the Pasko Fiesta only proves that more than fireworks and pyrotechnics, the most important things to remember in celebrating Christmas are to share our blessings and spread the love to our fellowmen.

Farmers in Davao City and nearby provinces can attain financial security for the rest of their lives if they replicate what self-professed farmer, a.k.a successful waling-waling propagator Charita Puentespina has done and start planting cacao trees.
Puentespina’s name has been synonymous with cutflowers ever since she mass- produced waling-waling (scientific name: Vanda Sanderiana) in 1985 through embryo culture. Her love affair with cacao started, where her loved affair with orchids was passed on to her children.
In 1988, Puentespina was asked by Mars, Inc, the world’s largest confectioner, to act as a consolidator for the company. Mars Inc. manufactures popular chocolate brands like M&M, Mars, Twix and Snickers, among others.
Mars is a $30-billion company with six business segments the world over, including Pet Care, Food, Symbioscience, Wrigley Gum and Confections, Drinks, Pet Care and Chocolates.
Since then, Puentespina has consolidated all wet beans produced by farmers within a 25-kilometer radius of the Puentespina farm in Malagos. A total of 17 hectares of the Peuntespina Farm is planted to cacao.
“We consolidate the cacao beans from individual farmers and from cooperatives, ferment and dry them in the sun,” she said.
The Malagos area used to have cacao farms and lucky are those who did not cut down their cacao trees and have been able to join the consolidated cacao farmers in their budding business. Other cacao products are sourced from satellite cacao farms in Davao Oriental, Compostela Valley and Sto. Tomas in Davao del Norte.
The Mars Cacao Development Center in Malagos has hosted no less than 4,000 farmers who have received free training on the proper growing, rehabilitation and post-harvest care of cacao trees. Once the cacao farms are rehabilitated, they will yield a very good harvest.
“Mars will need up to 100 metric tons of cacao yearly in the next five years,” Puentespina said. Mars, Inc commercial manager earlier said this would have a value of $300 million.
The cacao farmers have never been happier because the demand from Mars, Inc. has raised the price of cocoa to P110 per kilo.
Puentespina said the farmers can meet their yearly expenses just by planting cacao which they can harvest twice a year, one during the Christmas season and April in time for tuition fees and other educational needs of their children.
Mars buys the dried cocoa beans from the Davao farmers without exclusivity. The farmers sell via international commodity trading.
“Mars has a very big demand and no single plantation can meet the demand at the moment, hence the cacao products are consolidated,” Puentespina said.
Mars said it is confident that the Davao farmers can deliver. The joint venture also offers a lot of possibilities for the region’s coconut industry as one of Mars’ products, Bounty, needs desiccated coconut as an important ingredient.
Cocoa exports from Davao City
The amount of cocoa exported by Davao to other countries has been steadily growing, and has in fact increased six-fold in 2009, according to Bureau of Customs 11 data. Among the countries importing cocoa from the region are Malaysia, Thailand, Netherlands, China and the United States.
Smallholder cocoa farmers can now benefit from the steady rise in the price of cocoa. Demand for Davao-grown cocoa is expected to go up in the following years, considering the two to three percent, or up to 90,000 metric tons growth in the consumption of cocoa worldwide.
The projection that cocoa demand will rise higher than what farmers can supply should be taken by Davao farmers as a signal that they should expand their production areas for high quality cocoa.
Cocoa is included in the CoCoPal (cocoa, coconut and the palamayanan) program of the Agricultural Cooperative Development International/Volunteers in Overseas Cooperative Assistance (ACDI/VOCA), an economic development organization that specializes in food security, agribusiness, community development, financial services and enterprise development.
Part of the $5.4 million funds awarded to ACDI/VOCA by the U.S. Department of Agriculture will be used to teach cacao farmers new skills and technologies. It is working with the University of Southern Mindanao in Kabacan, North Cotabato to implement the activities.
With these, cacao farmers can expect to improve their skills to make their cacao farms more efficient. However, the question as to whether Davao farmers can supply the cacao being demanded by Mars and the other importing countries will be answered in time.

POWER consumers in Luzon and Mindanao will enjoy lower electricity bills after the Energy Regulatory Commission (ERC) ordered National Power Corp. (Napocor) to adjust its power rates.
In the next nine months consumers in Luzon will enjoy a P0.34 per kilowatt hour reduction while a P0.26 per kilowatt hour cut for consumers in Mindanao.
Meanwhile, in Visayas, the electricity rate will increase by P0.09 per kilowatt hour for the next 20 months.
The adjustments will take effect in the next billing period. (Sunnex)

A CITY councilor said that the Davao City Council will summon officials of Davao Light and Power Company (DLPC) next week regarding their application for an increase in power rates.
Councilor Pilar Braga, who chairs the City Council committee on energy, transportation, and communication, said DLPC last year applied for the approval of the annual revenue requirement and performance incentive, otherwise known as the Performance-Based Regulation of the Energy Regulatory Commission (ERC) under ERC case 2009-041 RC.
Under the application, Braga said the effective rates of increase are as follows:
* for residential customers - 21.53 percent
* for secondary retail 2.1 - 15.04 percent
* for secondary retail 3.1 - 10.98 percent
* for primary retail 4.1 - 2.39 percent
* for flat lighting 5.1 - 43.13 percent
"Public consultations were held, meaning this might be near its approval. From the time of its approval, it will be implemented perhaps two or three months (later)," Braga said in an interview.
Braga said any increase in power rates is of interest to the people, thus the need for the Davao Light executives to explain why they intend to do so.
"We understand that this might be because their operation cost has gone up but still we'd like to hear it from them why the increase," Braga said.
As to whether the council may request DLPC to lower the increase rate or delay its implementation, Braga said they might.
Braga said the ERC held on January 22 a public consultation on DLPC's basic distribution rate adjustment or increase.
"This public consultation was attended by oppositors and observers, at the audio visual room of the University of Mindanao, Matina Campus," Braga said.
The application was made last June 15, 2009, while the jurisdictional and expository hearing was conducted on July 21, 2009.
The evidentiary hearing, on the other hand, was held August 6, 2009, and the draft determination on November 25, 2009. (JCZ)

DAVAO CITY (MindaNews) — One hand reaches out to protect the environment while another hand continues to destroy it. This was how the Focus on Global South and groups calling for “climate justice” described the country’s largest power conglomerates in their commitment for renewable energy projects under the clean development mechanism (CDM) scheme provided for by the Kyoto Protocol.
In a June 30, 2010 report titled, “The Clean Development Mechanism Projects in the Philippines: Costly Dirty Money-making Schemes,” the Focus on Global South pointed out how big power firms cash in on the renewable energy projects under the CDM while carrying out projects that destroy the environment.
The report cited the 42.5-megawatt run-of-river hydropower plant run by the Aboitiz-owned Hedcor in Sibulan, Santa Cruz, Davao del Sur and the 20-megawatt Nasulo geothermal plant by the Lopez-owned Northern Negros geothermal project in Valencia, Negros Oriental.
Both projects have been listed as of June 2009 among the 32 registered CDM projects in the Philippines targeted to reduce emission levels of greenhouse gases to the environment.
Joseph Purugganan, research associate of the Focus on the Global South-Philippine Programme, said that while the Lopez and Aboitiz companies carry out these renewable energy projects under CDM, a large part of the energy mix of these big energy corporations is still derived from coal.
The report cited the Freedom from Debt Coalition study on the privatization of the National Power Corporation, showing how both the Lopez- and Aboitiz-owned power firms continue to rely on fossil fuels for the bulk of its total energy mix.
While the Lopez-owned power firms source 73 percent of their total energy mix from fossil fuels, those of Aboitiz Power rely 42 percent on coal.
CDM is a flexible mechanism under the Kyoto Protocol which allows developed countries to offset their targeted emission reductions by buying them from the developing world in the form of carbon credits.
“Dahil sa mechanism, pinapayagan pa rin ang mga mayayamang bansa na magkalat (The mechanism allows rich countries to continue their emission levels if they can source it from the developing world),” said Purugganan, who distributed the report during the November 22 CDM briefing here.
“It’s a way for big private firms to earn from carbon credits, the same corporations involved in power projects that are harmful to the environment,” he explained.
But Rene Ronquillo, Hedcor president, said that every Filipino company should invest in renewable energy.
“Just because we are building coal does not mean we’re not going to develop hydropower,” Ronquillo said. “It’s not one over the other because we need both.”
He did not deny that the Aboitiz-owned company is investing in renewable energy with an eye for profit.
According to the report, CDM projects in the Philippines make up a “small but growing percentage of the world’s total emission offsetting targets.”
As of June 2009, 32 projects have been registered for CDM—with 45 more in the pipeline—and are said to reduce carbon emission by 1.4 tons annually or over 12 million tons in the next seven to 10 years. Germelina Lacorte/Mindanews

Not just that @rodicouch.Nowadays modern technologies allow the use of natural ighting from the sun without having to increase the temperature inside the building and smart new age glass cladding that dim on their own when the sun is at its hottest and of course the latest building ventillation system that uses wind from the outside but reduces the temperature and humidity inside(very different to the aircon). The technologies mentioned are now being used around the world including the Philippines. It will be hard to convert old buildings to a green one though.

another thing, just look at qatar. they won 2022 bid for fifa world cup even though its a very hot country but with the help of aircondition, it will help lower the temperature and all the stadiums will be installed with solar panels.

New city building code should encourage if not enforce the use of these new smart building technology especially the big commercial structures (could be expensive but save energy cost in the long run). As everyone knows, in the western world there is also a strict compliance to building codes to include fire detection and equipments (like smoke detectors on ceilings,fire alarms and spriklers,extinguishers and hydrants-these are tested periodically like every 3 months) and fires exits.In every homes in South Australia fire/smoke detectors are a must or homeowners will be fined hefty amounts. Here green buildings are becoming a trend because it cuts carbon emission.our gov't doesn't enforce it but tenants demand for it so developers have to build and come up with the demands. Also new trends that the american started about 5-6years ago is literally greening up the building by turning their rooftops into forests and gardens and their walls and windows are cascading with plants and flowers-started by no other than New York. Here Adelaide is starting to have one.:)

Senator Francis “Kiko” Pangilinan is amenable to the proposed amendments to the Juvenile Justice Law which he authored if they would further strengthen it.
In an interview, Pangilinan said there is “no such thing as a perfect law.”
He said he will support amendments to the Juvenile Justice Law to thresh out its imperfections.
There have been calls from different law enforcement agencies and lawmakers to amend the law so as not to allow juvenile offenders to go free after committing crimes.
Pangilinan said since 2007 when he had a talk with then Mayor Rodrigo Duterte, he has been looking up ways to strengthen the law.
Duterte is very outspoken in his stand against the Juvenile Justice Law.
Pangilinan, however, said there are also kinks in the implementation of the law.
He said if a minor offender has committed a grave criminal act, he should stay in jail and not be allowed to leave police custody.
Pangilinan said the law is being misinterpreted by some.
He also lamented that the law was not able to reach its full potential because it was disregarded by the Arroyo administration.
He said there was no permanent office in charge of its implementation and only has five employees that oversee it in a temporary capacity.

It has been many decades, in fact about three-fourths of a century, since the creation of the catch phrase “Land of Promise” to lure Filipinos from other parts of the country, particularly Luzon and the Visayas, to come to Mindanao and settle in the nation’s second biggest island. To this day, however, even as the second decade of the 21st century is about to set in, the promise made dating back to the time of Commonwealth President Manuel L. Quezon remains unfulfilled.
But after five months in office, President Benigno Aquino III seems to be bent on making the promise fulfilled during or shortly after his six-year term in Malacañang. Early this week, the President issued the assurance during the presentation of “Mindanao 2020,” a peace and development plan expected to be fulfilled in 20 years, 2011 to 2030.
Past presidents had voiced out similar assurances of fulfilling the age-old pledge although not as expressly and determinedly as the incumbent Chief Executive did last Tuesday before a group of Mindanao leaders. Two key advocacy groups from the southern island, the Mindanao Lawmakers Association and the Confederation of Provincial Governors, City Mayors and Municipal Mayors League Presidents-Mindanao presented the program through a joint resolution.
As envisioned in the framework plan, the quality of life of Mindanaoans of all cultural and socio-economic backgrounds will be uplifted through “collective achievement of a peaceful, developed and integrated Mindanao.” Key areas in the delivery of projects are in the fields of infrastructure, agriculture, peace and security and poverty alleviation.
Highly-impoverished areas in Mindanao will be the core of his administration’s social development and poverty-alleviation program such the Conditional Cash Transfer program, according to Mr. Aquino.
However rosy it appears, fulfillment of the President’s vow to finally make Mindanao a land of fulfilled promises after decades of waiting remains to be seen. Even so, hope for the people of Mindanao, springs eternal.

Making the police child-friendly is quite tough just as tough as pushing through the Search for the Most Child Friendly Police Station.
But the Regional Sub-Committee for the Welfare of Children (RSC-WC) in the Davao Region has made it. It has just been through such trail-blazing project tagged as the first of such kind in the country.
On November 30, 2010, RSCWC chairperson Ester Acebedo-Versoza of the Department of Social Welfare and Development (DS-WD), handed over to Police Station chief, PInsp. Ronald Lao, the distinct recognition for Sta. Ana Police Station as the first Most Child-Friendly Police Station awardee.
Picking a three-star rating, it garnered 164 points, closely trailed by Toril Police Station which got two-star rating for its 159 total points.
Securing residents at Davao City’s periphery bounded with North Cotabato and Bukidnon, Marilog Police Station landed third, picking one star for the 140 total points it garnered.
The three bested nine other police stations, vying for the Search that was pilot-tested in Davao City before it would be run in the entire region by next year, covering provincial and municipal police stations.
Barging into walls
In narrating the history of the Search, Department of Health RSCWC- technical working group (TWG) representative Anna Remolar described the quest to make police stations child-friendly, as “barging into the solid walls of the usual, routine practices.”
“Aside from breaking the attitude of authorities, police stations then had generally hostile environment for children in conflict with the law (CICL), and insensitive for children in need of special protection (CNSP),” she said.
Giving a picture of police stations then, she said there was no holding room, no separate investigation room, no playroom, no toilet for children.
“With a heavy heart due to a violation committed, a child offender got even more confused and traumatized when put into jail, mixed with adult suspect,” she said.
Fired by the desire to rescue children from such depressing situation, then Police Regional Director Isidro Lapena hatched the idea of conducting a search for the child-friendly police stations.
With the go-signal of Lapena, Senior Police Officer Rosario Suarez took a bold step on May 5, 2004 when she presented the idea of conducting the search to the Police Regional Office (PRO) XI Council of Elders.
In September 2004, Suarez then brought the idea before the RSCWC-TWG members who immediately drew up the Search criteria which was then presented before the Regional Directors’ Meeting on October 28, 2004.
Appreciating the nobility of the idea, the Regional Directors of RSCWC member agencies, right there and then, passed a resolution endorsing the Search to the Social Development Council (SDC) 11, for adoption.
Efforts to push through the Search lived on, while support of the Regional Development Council was being worked out.
Intense preparation
The Search Guidelines and Mechanics were drawn up by the RSCWC in February 2005 followed by the conduct of a public consultation inviting representatives from non-government organizations, government organizations, police officers and supervisors, and child representatives.
Right after the consultation, the Search Guidelines was finalized and the Search Tools were drawn up. They were then presented in April 2005 in a command conference with PNP Regional Director Simeon Dizon before they were shown to PRO 11 Council of Community Elders.
The long toil to realize the Search came into fruition when it was formally launched in May 2005 at the Ugnayan sa Royal Mandaya, a media forum organized by the Philippine Information Agency 11.
Gracing the occasion were then Council for the Welfare of Children Secretary Lina Laigo and then UNICEF Local Policy and Institutional Development (LPID) Min-danao Coordinator Willy Nuqui.
RSCWC-TWG then conducted an advocacy cum orientation of the Search, bringing in the participation of all chiefs of police and TWG members of the Provincial Local Council for the Protection of Children (LCPC).
The year 2005 yielded so much positive gains for the Search preparation. Among which were the Regional Development Council resolutions enjoining all local government units to participate in the Search; enjoining all LGUs to establish separate detention rooms for CICL; enjoining all LGUs and other stakeholders to support campaign of PNP-11 against pornography.
The TWG then pilot-tested the Search evaluation tools at Sta. Ana Police Station and San Pedro Police Station, both of which were known to have handled majority of children’s cases in the city.
Just as preparations had wrapped up for completion, a hiatus for almost four years, nearly put off the realization of the Search.
The final push
But in early 2010, DSWD Regional Director Versoza together with PRO 11 regional director PSupt Pedro U. Tango, picked up the pieces of noble accomplishments left off in 2006.
Upon their go-signal, the RSCWC-TWG together with PRO 11 and the National Police Commission (NAPOL-COM)11 lined up activities to finally push through the Search. The first of which was the conduct of an orientation seminar among chiefs of police in Davao City.
The Search was then re-launched at the Kapehan sa Dabaw with DSWD Director Versoza together with representatives from NAPOLCOM, DILG and PNP.
Taking its final move, the RSCWC then sent out the TWG members in four teams to conduct the actual assessment and evaluation on two periods: on November 4 and 5 and on November 8 and 9, 2010.
Members of the evaluating teams came from the regional offices of the departments of labor, health, education, interior and local government, justice; NEDA, PNP, PIA, CHR, among other member agencies of RSCWC.

One Network Bank (ONB) continues to expand its network of ATMs to provide customers with easier access to their money particularly those residing in the countryside.
Its ATM network all over Mindanao reached 102 as of October this year with a 291,133 cardholder base. Both figures seats ONB in the 7th place next to other leading banks in the country belonging to the MegaLink Network.
This year, ONB also received an award for Most Strategically Located ATMs for its 13 PeraAgad ATMs belonging in the top 50 onsite ATMs and another 8 in the top 50 offsite ATMs of MegaLink’s 2,600 ATMs nationwide.
Bank president Alex V. Buenaventura in a recent statement said that the demand for the installation of more ATMs primarily came from areas that are under banked or unbanked with no commercial banks and ATMs.
ONB recently installed an ATM in its newly opened branch in Babak, Island Garden City of Samal and in Mountain View College a Seventh Day Adventist Institution located in Mt. Nebo, Bukidnon Province. It looks forward to further network expansion with the opening of 5 new branches and installing 36 ATMs by end of 2011.

THE Ateneo de Davao University (Addu) Blue Knights clobbered Xavier University (XU) of Cagayan de Oro City, 85-69, on Thursday to become virtual champion of the ongoing Jesuit Invitational Games (Jig) in Manila.
The victory came on the heels of the Cholo Elegino-coached Blue Knights' twin victories against Ateneo de Zamboanga (77-57) and Ateneo de Manila University (57-53) earlier.
Elegino, in text messages to Sun.Star Davao, said they are going home with the title even if they lose to Ateneo de Naga that they were playing against as of Friday press time.
"We are very happy to win the championship. Should we lose to Ateneo de Naga, we will be in identical standing with Admu. We are in the advantage, however, since we have defeated Admu by virtue of the winner over the other ruling. But we will go for the win against Naga for some bragging rights," Elegino said.
He said the Admu squad that they have beaten was composed of team B players although a few of their team A mainstays reinforced the team.
Elegino also said that AdMU prioritized the Philippine Collegiate Champions League (PCCL) but its team B players are no pushovers.
"AdMU's team B was still a strong team because they won over Xavier by as much as 39 points and Naga by 26 points," Elegino said.

The Mindanao Drama Company, a non-profit performing organization in the city that aims to breathe life into the performing arts, is growing its members not just for theater performing, but also for modelling, pageants, dancing and singing.
Company director Joyce Kirkconnell said that she is in the process of scouting talents to fill the modelling, pageant, dancing and singing divisions of the performing group.
Last Nov. 27, Kirkconnell held a basic and advanced modelling workshop at Sychar Hotel and organized the first batch of the modelling division of the company.
She said that the models she trained are set to star in an upcoming project with a European recording artist. Hella Fyre Club, a group of European hip hop rappers under Paranoia Records will be coming over to Davao to shoot a music video with them next Friday, Dec. 3.
Kirkconnell will be directing the music video, which will be shot in the Wheels N’ More Drive Compound in Bajada. Passionate and very enthusiastic, Kirkconnell anticipates the success of the project. She said, “before the year ends, the music video will be released in music channels.”
Aside from the modelling division, Kirkconnell said that by the third week of December, she would have already organized a dancing and singing division.
The Mindanao Drama Company, who recently just finished their first major production, a live screen play called Last Love, is eyeing on another big production next year, in time for the opening of the Philippine Women’s Events and Cultural Center.

DAVAO CITY, Dec. 3 – A chocolate manufacturing firm based in the United States has tapped Davao Region farmers for the supply of up to 100,000 metric tons of cacao in the next five years.
But since no single cacao plantation has the capacity to supply cacao of that magnitude, no less than waling-waling queen of the south Charita Puentespina has been asked by the US chocolate firm Mars Inc., to consolidate the cacao harvests of the farmers within her area of responsibility.
Puentespina’s name has been synonymous with cutflowers ever since she mass-produced the orchid waling-waling (scientific name: Vanda Sanderiana) in 1985 through embryo culture. When she passed on the management of her orchid business to her children, she started her own love affair with cacao.
Mars, Inc., which has been doing business with Puentespina as a cacao consolidator since 1988, manufactures popular chocolate brands like M&M, Mars, Twix and Snickers, among others.
It is a $ 30-billion company with six business segments the world over including pet care, food, Symbioscience, Wrigley Gum and Confections, drinks, and chocolates.
Since then, Puentespina has consolidated all wet beans produced by farmers within a 25-kilometer radius from the Puentespina farm in Malagos, where a total of 17 hectares of the Puentespina Farm is planted to cacao.
“We consolidate the cacao beans from individual farmers and from cooperatives, ferment and dry them under the sun,” she said.
The Malagos area used to be a cacao farm and lucky are those who did not cut down their cacao trees because they were able to join the consolidated cacao farmers in their budding business.
Cacao is also sourced from satellite cacao farms in Davao Oriental, Compostela Valley and Sto. Tomas in Davao del Norte.
The Mars Cacao Development Center in Malagos has hosted no less than 4,000 farmers who have received free training on the proper growing, rehabilitation and post-harvest of cacao trees. Once the cacao farms are rehabilitated, they will yield a very good harvest.
“Mars will need up to 100 metric tons of cacao beans in the next five years,” Puentespina said. Mars, Inc commercial manager earlier said this is valued at 300 million dollars.
The farmers have never been happier because the demand from Mars, Inc. has increased the price of cocoa to P110 per kilo.
Puentespina said the farmers can meet their yearly expenses just by planting cacao. They can harvest twice a year, one for Christmas and then another in April for the tuition fees of their children.
Mars buys the dried cocoa beans from the Davao farmers without exclusivity. The farmers sell via international commodity trading.
“Mars has a very big demand and no single plantation can meet the demand at the moment so the cacao products are consolidated,” Puentespina said.
Mars said it is confident that the Davao farmers can deliver. The joint venture also offers a lot of possibilities for the region’s coconut industry as one of Mars’ product, Bounty, considers desiccated coconut as an important ingredient.
Cocoa exports from Davao City
The amount of cocoa exported by Davao to other countries has been steadily growing, and has in fact increased six fold in 2009 according to Bureau of Customs (BoC) Davao data. Among the countries importing cocoa from the region are Malaysia, Thailand, Netherlands, China and the United States.
The Philippines produces and estimated 6,000 metric tons of cacao beans, from around 1.5 million cacao-producing trees. Considering the demand for cacao and the 100,000 metric tons target in the next seven years, farmers have to plant up to 50 million trees or lose it competitiveness in the market. There is also a need to revive the neglected 400,000 cacao trees to make them productive again.
Data from the Department of Agriculture (DA) shows that Mindanao has the most number of cacao trees, with 18,388 hectares planted to cacao as of 1990. Majority of the cacao farms can be found in the Autonomous Region in Muslim Mindanao, North Mindanao, Zamboanga Peninsula and in Davao.
The area planted to cacao was however reduced to less than 10,000 hectares in 2006 when cacao production fell from 9,900 tons to about 5,400 tons. Davao supplies about two thirds of the country’s cacao production.
With almost 4,000 hectares planted to cacao trees, Davao Oriental holds the honor of being the top producer of cocoa in the country. To increase its production, the province has implemented a cacao development program using high-yielding varieties as plant materials.
The increasing price of cocoa beans, thanks to a robust demand for cacao should however encourage farmers to plant more cacao trees. Demand for Davao-grown cocoa is expected to go up in the next years, considering the 2 to 3 percent, or up to 90,000 metric tons growth in the consumption of cocoa worldwide.
The projection that cocoa demand will rise higher than what farmers can supply should be taken by Davao farmers as a signal that they should expand their production areas for high quality cocoa.
Cocoa is included in the CoCoPal (cocoa, coconut and the palamayanan) program of the Agricultural Cooperative Development International/Volunteers in Overseas Cooperative Assistance (ACDI/VOCA), an economic development organization that specializes in food security, agribusiness, community development, financial services and enterprise development.
Part of the $ 5.4-million funds awarded to ACDI/VOCA by the U.S. Department of Agriculture will be used to teach cacao farmers new skills and technologies. It is working with the University of Southern Mindanao in Kabacan, North Cotabato to implement the activities.
Department of Trade and Industry (DTI) regional director Marizon Loreto said the region’s cacao industry has a lot of potential and this is foreseen to be a big boost to the region’s processors, farmers, traders and exporters.
“If the region can improve its cacao industry then that would mean more jobs and more dollar earnings,” DTI Undersecretary Engr. Merly Cruz said during the recent Free Trade Area Campaign of the department in Davao City.
Health benefits of cacao
Cacao is known for its health benefits due to its antioxidant content that doctors claim reduces the ability of the blood to clot, keep high blood pressure down and thus reduces the risks of stroke and heart attacks.
An Italian study shows that consuming a 20-gram dark chocolate the size of a small square every three days leads to cardiovascular benefits.
Cacao is considered healthy food as it contains the antioxidant catechin. It also contains up to 2.7 percent of theobromine and 0.25 percent of caffeine. Theobromine is a coronary dilator, cardiovascular stimulant and a potent diuretic. The very low amount of caffeine found in cocoa beans makes it a great alternative to coffee or even tea.
It is also known as the “happy food” as it increases the serotonine level in the brain. Low levels of serotonin in people have been linked to depression and PMS symptoms.
Chocolate bars made from cacao and sourced from the Davao Region is becoming popular worldwide under the brand Askinosie.
A local farmer’s picture is emblazoned on the chocolate bar wrapper, which also shows the variety and the origin of the bean.
Asinosie’s 77 percent Davao Dark Chocolate is made of 77 percent Davao cocoa beans and 23 percent organic cane sugar. Chocolate lovers claim that the Asinosie brand chocolate with Davao cocoa is incredibly delicious. The brand also sells the Davao White Chocolate which is made of 34 percent cocoa butter, also made from Davao cocoa beans, organic cane sugar and goat’s milk powder.
With the many uses of cacao both as a beverage, as chocolate and as raw ingredient in other food products, one can only expect an increase in demand for the cacao beans in the coming years. And with Mars, Inc. already in Davao and committing to purchase hundreds of tons of cacao beans in the years to come, there is no way for the region’s cacao industry to go but up.

This three-level shop has become the one-stop hub for the South’s sophisticated shoppers
THERE has been no big announcement, but Davao’s Chimes Specialty Store will open the doors to its second branch next year.
The second Chimes will be at the Ayala Abreeza Mall, also in Davao, said CEO Cindy Louise Yap, following the store’s annual fashion show last Nov. 20, its biggest in its six years of operations.
Beginning with 40 brands when it opened its three-level specialty shop on Governor Sales Street in October 2004, Yap and her family have grown the selection to over 100 local and international brands. It has become the one-stop hub for sophisticated Davao shoppers.
An initial impression is that it’s like a mini Rustan’s, a comparison that its owners take as a compliment.
Sophisticated shoppers
The Yaps, whose business roots can be traced to a textile store, are behind Felcris Supermarket Inc., prominent retailers down South that have been operating a chain of department stores, supermarkets, hypermarts and convenience stores for the last 25 years.
“When I moved back to Davao after university graduation [from Vancouver’s University of British Columbia] to join the family business, I realized there was no one offering the latest and the best in beauty, fragrances, home and fashion,” recalls Yap, 31.
“Davaoeños have evolved to being sophisticated shoppers,” she adds. “They value quality products and appreciate the personalized shopping experience. I think that’s what differentiates Chimes Specialty Store from other large, upscale department stores. We strive to make our customers feel comfortable; it’s as if they’re just picking out stuff from their own closet—though it’s probably more like a walk-in closet.”
And when Davaoeños spend, they spend cash, Yap says.
“Our customers appreciate rare finds. The uniqueness of an item gives customers its value—and sometimes, it’s not just about the price.”
Early on, Chimes established itself as the exclusive Davao retailer for some choice brands.
In 2005, it brought in House of Laurel, Rajo Laurel’s RTW label, which now includes menswear and the kids’ line Rajito. It also has bags and accessories from Aranaz and, most recently, the designer lines of Greenbelt 5’s Myth boutique.
“Everyone knew who Rajo Laurel was, but his clothes were not readily available in Davao... Now, if you’re going to a party, House of Laurel is one of the few brands in Davao that will always have something unique for you,” she says.
Elaborate design
Often, reactions from what she’s wearing are also her indicator if a brand is ready to make its Davao debut.
“I’ve been buying my dresses from Myth. And I’ve always gotten a lot of compliments every time I wear them,” she says. On the recent fashion show dubbed “Travel Around the World,” to indicate the variety of the brand selection, Yap handpicked the elaborate designs of Joel Escober and Chris Diaz, two of Myth’s designers, to introduce the label to their shoppers.
The Chimes customer has a penchant for intricate details in their cocktail wear, says Yap.
Niche beauty brands like Australia’s Skin Doctors, Luminess Air makeup, Jurlique, Paris’ Talika Light Therapy and Spa at Home by Mt. Sapola have also found their way to Chimes. It also carries popular fashion labels like Schu, Bayo, Ensembles, Freeway, RAF by Plains and Prints, Levi’s, Puma, Dockers, among many others.
“Today, with more than 100 brands, from cosmetics to toys, our shoppers can find branded gifts, or they can look for that unique find that gives them a statement.”
Chimes’ growth, however, is owed to her family’s “personal passion for the latest fashion trends.” At the fashion show, Yap and her siblings and their friends, Davao’s stylish set, were in full attendance.
“This year has been a great year for Chimes,” Yap says. “Next year is another exciting year as [we] expand.”

Not only in Davao but the whole of Mindanao. There were people coming from Zambo, Ozamiz, CdeO, Tagum, Gensan and other Cities. All-in-all there were 3,000 people gathered there. It was indeed moving to see a lot of people gathered before God and I am blessed being part of it. :)

In 2005, it brought in House of Laurel, Rajo Laurel’s RTW label, which now includes menswear and the kids’ line Rajito. It also has bags and accessories from Aranaz and, most recently, the designer lines of Greenbelt 5’s Myth boutique.
“Everyone knew who Rajo Laurel was, but his clothes were not readily available in Davao... Now, if you’re going to a party, House of Laurel is one of the few brands in Davao that will always have something unique for you,” she says.
Elaborate design
Often, reactions from what she’s wearing are also her indicator if a brand is ready to make its Davao debut.
“I’ve been buying my dresses from Myth. And I’ve always gotten a lot of compliments every time I wear them,” she says. On the recent fashion show dubbed “Travel Around the World,” to indicate the variety of the brand selection, Yap handpicked the elaborate designs of Joel Escober and Chris Diaz, two of Myth’s designers, to introduce the label to their shoppers.
The Chimes customer has a penchant for intricate details in their cocktail wear, says Yap.
Niche beauty brands like Australia’s Skin Doctors, Luminess Air makeup, Jurlique, Paris’ Talika Light Therapy and Spa at Home by Mt. Sapola have also found their way to Chimes. It also carries popular fashion labels like Schu, Bayo, Ensembles, Freeway, RAF by Plains and Prints, Levi’s, Puma, Dockers, among many others.
“Today, with more than 100 brands, from cosmetics to toys, our shoppers can find branded gifts, or they can look for that unique find that gives them a statement.”
Chimes’ growth, however, is owed to her family’s “personal passion for the latest fashion trends.” At the fashion show, Yap and her siblings and their friends, Davao’s stylish set, were in full attendance.
“This year has been a great year for Chimes,” Yap says. “Next year is another exciting year as [we] expand.”
It's nice that Chimes will put up a shop in Abreeza. Definitely not a pushover. Ato ni bay! :)

DAVAO CITY, March 16 – Philippine Airlines (PAL) executive has assured that Davao City remained as one of the top destinations for the country's flag-carrier, as passenger traffic flying in and out of the financial hub of Mindanao continues to grow.
Enrique Javier, PAL vice president for sales, said in 2009, PAL increased its number of daily flights to six from its four daily flights the year before.
"During low season, we register around 75 to 80 percent load of passengers while during the peak season we have about 95 to 98 percent," Javier said.
Over the weekend, PAL also launched its latest offering, the giving away of over 70,000 seats as the company approaches its 70th year anniversary in 2011.
Part of its year-long celebration, a series of promotional events will be launched by Asia’s first airline company.
For starters, a total of 16,000 seats will be given away in a raffle promo for tickets purchased online. The free tickets to be given away will be the same route and class as the winning ones.
As PAL celebrates its 69th year on March 15, it also announced the resumption of flights to Riyadh, Saudi Arabia and to Brisbane in Australia.
Riyadh is the sole destination of the flag-carrier in the Middle East, while the Brisbane flight will bring the total number of destinations in Australia to three, including Melbourne and Sydney.
The new flights will bring PAL's international destinations to 26, in addition to 20 domestic destinations.
The Manila-Brisbane flight will begin on March 17 and be offered twice weekly.
The Manila-Riyadh flight will begin on March 28 and will be available four times a week.(PNA)

Koronadal City (6 December) -- Former Mindanao Development Authority (MinDA) chairman Jesus Dureza and four others were honored as "Mindanao Peace Champions" in a Kanduli, a thanksgiving celebration, last Thursday night in Davao City.
The GoP-UN Action for Conflict Transformation (ACT) for Peace Programme, cited Dureza; Lt. Gen. Raymundo Ferrer, commanding officer of the Western Mindanao Command; Atty. Mary Ann Arnado, secretary general of the Mindanao People's Caucus; Ms Irene Santiago, chair of the Mindanao Women's Commission; and Ms Amina Rasul-Bernardo, director of the Philippine Council on Islam and Democracy for their contributions in the peace-building efforts in Mindanao.
Rose Bugtay, of the ACT for Peace, said Dureza was acknowledged for "being at the forefront of peace and development efforts in Mindanao, linking the island to the national government for many years at the same time doing peace work on the ground" while Ferrer for "being a strong advocate to incorporate peace lens in the security sector.
Arnado was honored for "bringing different groups of people to dialogue? and creating opportunities for bakwits to be heard and listened to at the local, national and international arena" while Santiago was cited for being a "strong advocate for women empowerment in Mindanao and for her untiring campaign for women to get involved and be recognized as a key stakeholder in the peace process;"
Ms Rasul-Bernardo recognized for "lending voice to the marginalized in the public discourse and organizing women, particularly Moro and the Ulama, to get involved in peacebuilding."
ACT for Peace also cited Mindanao News and Information Cooperative Center, known as MindaNews, for "its steadfast dedication in providing reliable and exhaustive news and information on Mindanao ? its culture, its people, its places and issues affecting the island ? that have contributed to the meaningful discourse on Mindanao and the building of an informed, strong peace consitutuency in the island region."
It also honored the Bishops-Ulama Conference for "relentlessly pursuing dialogues across religious lines and harnessing religious beliefs of Mindanaoans to promote mutual respect and understanding as well as reconciliation, unity and peace in Mindanao."
Aside from peace champions, the Programme also paid tribute to partners who have demonstrated meaningful changes as a result of applying peacebuilding principles, approaches and processes. These changes can be glimpsed in various areas ? from conflict prevention, building relationships to policy change. At least 18 partners ? individuals, groups and institutions ? from across Mindanao were acknowledged.
The ACT for Peace Programme has been supporting the transformation of 278 conflict-affected and conflict-vulnerable barangays into peace and development communities in Southern Mindanao. It also assisted 60'schools of peace' as its contribution to the promotion of culture of peace.

Why Davao City remains top Asia-Pacific tourism destination

It makes sense why Davao City has become–and will remain to be one of the top tourist destinations in the Asia Pacific region.
Simple wonders from nature, the warmth of its people, and simple but top of the class amenities for tourists from all walks of life are high on the list.
The Davao City Tourism Operations Office said there are the 10 things that sets Davao City apart from the rest:
1. Typhoon-Free Zone — Because Davao City is absolutely typhoon-free and enjoys good weather all year round, there is an abundance of flora and fauna as well as food, water, and livelihood.
It is also ideal for outdoor activities because of the stable weather condition. It is a good season for adventure and sports anytime of the year so one is not limited to just the summer months.
2. Best water in the world — Davao City’s tap water has been tested internationally for quality against all the major bottled waters sold in the market and was adjudged the best in terms of cleanliness, safety, mineral content, and taste.

5. Safest destination — Davao City has one of the lowest crime rates in the world averaging at 0.8 in every 10,000 persons per month. The Davao City Police Office has consistently been chosen as the Best Police Office in the entire country.
The Davao City Peace and Order Council has been elevated to the Philippine Hall of Fame for consistently being the best in the country.
6. Most prepared city to respond to an emergency — Davao City is proud to be the only Asian city that has an integrated emergency response system similar to that of the United States and Canada – the Central 911.
It responds to all kinds of emergency – medical, fire, police assistance, natural or man-made disaster. The only difference between Davao’s 911 and that of the US and Canada is – in Davao the service is absolutely free, totally subsidized by the local government.

The 31-year-old Pajuay, who is from Jerome, Agdao, shattered a 6-6 deadlock in the race-to-9 championship match by winning the next three racks to put away the match before highly-appreciative spectators who cheered every excellent shot and pocketing throughout.
The victory was worth P50,000 for Pajuay, who erased the stigma of losing the crown in the tournament's first staging in 2008 with a superb performance this time around. He skipped last year's second edition of the event to play in a series of tournaments in Japan.
Alanunay, who won the title in 2009, settled for P20,000 runer-up prize while Gandy Valle, the champion two years ago, went home with P12,500 for placing third.
Pajuay reached the finals after beating Valle in the semifinals, 8-7, while Alanunay secured a date with Pajuay after defeating veteran Silverio Tulabing, 8-4.
Valle, the 1998 Asian Games gold medal winner and 2009 Southeast Asia Games silver medalist, secured third place after topping Tulabing, 5-2. Tulabing got P7,500 for ending up fourth finisher.

After the successful 6th Mindanao Film Festival which showcased different films from Mindanaoan filmmakers, Davao City will host 2011’s Cinemarehiyon Film Festival which will screen regional films from different parts of the country.
Spearheaded by the National Commission for the Culture and the Arts (NCCA) Cinema Committee as parts of the National Arts Month, the festival will be held in Davao City from February 9-12 at Gaisano Mall Cinema.
“This is the first time it will be held outside of Manila.” Mike Rapatan of the chair of the NCCA’s committee on Cinema said.
Rapatan during his speech at the Mindanao Film Festival Awards night held last December 5, said that the festival will be much bigger in scale as new regional films coming from Ilocano and Igorot filmmakers will be featured.
The Cinemarehiyon is a non-competition film festival that will highlight the works of emerging filmmakers from the various towns, cities and provinces of the Philippines.
The past two editions were held in the Cultural Center of the Philippines before NCCA decided to bring it to Davao in recognition for its sustained regional filmmaking efforts particularly the Mindanao Film Festival, the longest-running regional film fest in the country and the seven-year old Guerilla film workshop.
The recent Mindanao Film Festival held last December 3-5 gathered 30 short movies from different regions in Mindanao.

DAVAO CITY — Information and communications technology firms here are asking the city government for incentives for enterprises that apply new technologies in their operations.
“This is a win-win solution for both the developers and the market,” Lizabel G. Holganza, a trustee of the Davao City Chamber of Commerce and Industry, said in an interview late last week.
Samuel R. Matunog, president of the Davao Software Association, noted that “many of the companies doing software development [in the city] have started serving the local market.”
But he said the challenge now is to attract not only big companies, but small ones as well which make up bulk of the business sector.
He said small businesses should be educated on the benefits of applying new technologies to their operations, so that they will not view this as just an expense.

Proposed coal-fired power plant in Davao opposed

DAVAO CITY, Philippines (Mindanao Examiner / Dec. 6, 2010) - The NETWORK OPPOSED TO COAL-FIRED POWER PLANTS or NO TO COAL in Davao has launched a nationwide signature campaign which support a House resolution calling for a 40–year moratorium on building coal–fired power plants in the Philippines.
The signature campaign coincided with the 1st Regional Power Conference organized by POWER DABAW which is composed of multi-sectoral groups, local government units, schools, and environmental rights groups. The network aims to gather more than one million signatures in support of the resolution.
The conference tackled problems facing power consumers affected by the unabated power rate hikes and the continued control of the power industry by private firms.
“It is wrong and a lie to tell people that the construction of more coal fired power plants will be the solution to the power rate hikes and the looming energy crisis. The fact is, as long as the industry is monopolized by an elite few, there will be no end to the increase in power rates,” said Francis Morales, of the NO to COAL.
“We hope that the people of Davao will not be deceived and oppose the proposed construction of a 200-megawatt coal-fired plant by Aboitiz here in our city. We are pushing for the promotion and development of renewable energy resources that are sustainable and manage by the community,” he added.
Aldrin Dais, Student Affairs coordinator of the Assumption College of Davao, also stressed that allowing a coal-fired power plant in Davao will pose hazards to the health of the villagers and pollute the environment.
“We want a clean and healthy Davao, especially for the younger generation. We register our opposition to the construction of a coal-fired power plant in Davao,” he said.

The Department of Tourism goes international in its major events in the region. The international participation in its major activities will position the Davao region as an attractive and safe area for big events.
“We are positioning Davao City for the MICE market (Meetings-Incentives-Conferences and Events/Exhibits),” said DOT 11 director Art P. Boncato. DOT wants more international activities like the upcoming boulder face challenge in April 2011 where the race to the peak of Mt. Apo via the boulder area will be participated in by foreign triathlon athletes.
“We are sending out invitations to other countries for this event. In fact, we are going to launch the website of the International Boulder Face Challenge on December 6, to be more accessible to interested parties,” Boncato added.
To further strengthen *the Davao region’s image, the entry point which is the Davao International Airport, will undergo some *beautification efforts and tourist reception will be revitalized. Tourism students will become part of the tourist reception program of the DOT.
“We are pleased to partner with the Department of Tourism in this tourist reception program where tourism students of the Joji Ilagan Bian Career Foundation, Inc. will be given the chance to be exposed to frontline service,” Ms. Joji Ilagan Bian shared.
“The Davao International Airport is the first area a tourist sets foot on, and with the tourist reception program and the airport beautification project, we are looking forward to a more welcoming airport which will help project a good image of Davao,” tourism counsultant of Davao City Susabel Reta said.
The project commences in December in time for the holiday season and expected to be in full swing by the first quarter of 2011 in preparation for the summer season.

Solid waste management laws violators face arrest

An average of 400 tons of solid waste is collected in Davao City everyday from various sources, including 350 subdivisions, 387 industrial plants, 30,000 commercial establishments and other waste generators.
A total of 29,834 mobile garbage bins are located at designated collection points in 103 barangays. There are a total of 20 units of compaction vehicles on 24-hour waste collection service.
With the new leadership, the Davao City environment and natural resources office (Cenro) has no record yet of having penalized violators of Republic Act 9003, or the Ecological Solid Waste Management Act of 2000.
Arrests start once the implementing rules and regulation (IRR) for the Davao City Ecological Solid Waste Management Ordinance of 2009 are completed.
CENRO officer in charge Joseph Dominic Felizarta said the IRR may be implemented by December.
With 32 personnel assigned to different collection points, the CENRO anti-littering team (C-ALT) was reactivated last September 2. Felizarta said their task is to apprehend illegal throwers or those who do not follow the mandated time of depositing waste in the mobile garbage bins (6-9 p.m.).
“After a month of operation, we were able to regulate the deposit of garbage in Barangay 23-C, Bankerohan, Luz Kinilaw, Mini-Forest and Metro Circle. We will file cases against them if they don’t comply,” he said.
Felizarta added that once the ordinance is implemented, the C-ALT will become the enforcing unit responsible for the enforcement of the provisions of this ordinance.
The use of non-biodegradable plastic bags and polystyrene foam as food containers will be banned two years after the approval of the ordinance. As stated in section 7, “Only recyclable, biodegradable or reusable containers are allowed to be used as food and beverage containers.”
The city has already turned over the mobile garbage bins to the barangays, which are now responsible for the safekeeping, maintenance, cleanliness and inventory of the bins. Any person using the bin for any purpose other than what it is intended for will be penalized.
When residual and special wastes reach a volume of three cubic meters or more from any source, except public markets, the Cenro will no longer collect these large quantities of wastes, he said.
The generator(s) will be responsible for transporting these wastes to the sanitary landfill of the city in barangay Carmen, which is expected to be operational this month.
Felizarta said the landfill is worth P268 million, with equipment amounting to P84 million, including a landfill compactor, road grader, backhoe loader and six dump trucks.
While the Cenro only collects residual wastes (no more biodegradable, recyclable and elements for composting), the barangay will assume primary responsibility in managing biodegradable and recyclable waste within their area.
The ordinance also encourages household backyard composting which can help lessen the volume of collected solid wastes, 62 percent of which comes from household and market wastes.
An additional special garbage collection fee of P3,600 shall be required for large and unusual quantities of garbage and other refuse for every truckload. As this pertains to large establishments like malls, Felizarta said a certain mall in the city has not yet paid this fee. [Lorie Ann A. Cascaro]
Penalties on prohibited acts/omissions
A fine of not less than P300 but not more than P1,000, or a community service for not less than one day, but not more than 15 days, or both, shall be sanctioned to any person who is convicted of:
Littering, scattering, throwing and dumping of waste matters in public places, such as roads, sidewalks, canals, esteros, gutters, manholes, campuses, public buildings, establishments, river banks, coastlines, rivers, lakes, creeks and seas, or causing or permitting the same; littering from vehicles; and leaving or abandoning construction materials or debris on public roads.
A fine of not less than P300 but not more than P1,000, or imprisonment of not less than one day but not more than 15 days, or both, shall be sanctioned to any person convicted of:
Dumping of human excreta in mobile garbage bins (MGB) or collection points; dumping excreta or carcass of animals in MGBs or collection points; and, removal of MGBs from designated collection points without authorization from the barangay; and open burning of solid waste.
A fine of not less than P1,000 but not more than P3,000, or imprisonment of not less than 15 days but not more than six months, or both, shall be sanctioned to any person convicted of:
Non-segregation of solid waste; causing or permitting the collection of non-segregated or unsorted waste; and, open dumping, burying of biodegradable or non-biodegradable materials in flood-prone areas.
A fine of not less than P2,000 but not more than P5,000, or imprisonment of not less than one month but not more than six months, or both, shall be meted against any person convicted of:
Mixing, causing or permitting the mixing of toxic and hazardous wastes (THW) from health care facilities, industries and other THW generators in the municipal waste collected by the City; dumping of waste in areas other than the disposal facility of the City;
Operating without a solid waste management certificate as prescribed in this ordinance; non-implementation of solid waste management plan and program submitted as part of the requirements for the issuance of the Solid Waste Management Certificate;
Refusing entry to the Cenro or its duly authorized representative while in the exercise of its visitorial powers provided in this ordinance; and violation of any other provision of this ordinance.

The Department of Tourism goes international in its major events in the region. The international participation in its major activities will position the Davao region as an attractive and safe area for big events.
“We are positioning Davao City for the MICE market (Meetings-Incentives-Conferences and Events/Exhibits),” said DOT 11 director Art P. Boncato. DOT wants more international activities like the upcoming boulder face challenge in April 2011 where the race to the peak of Mt. Apo via the boulder area will be participated in by foreign triathlon athletes.
“We are sending out invitations to other countries for this event. In fact, we are going to launch the website of the International Boulder Face Challenge on December 6, to be more accessible to interested parties,” Boncato added.
To further strengthen *the Davao region’s image, the entry point which is the Davao International Airport, will undergo some *beautification efforts and tourist reception will be revitalized. Tourism students will become part of the tourist reception program of the DOT.
“We are pleased to partner with the Department of Tourism in this tourist reception program where tourism students of the Joji Ilagan Bian Career Foundation, Inc. will be given the chance to be exposed to frontline service,” Ms. Joji Ilagan Bian shared.
“The Davao International Airport is the first area a tourist sets foot on, and with the tourist reception program and the airport beautification project, we are looking forward to a more welcoming airport which will help project a good image of Davao,” tourism counsultant of Davao City Susabel Reta said.
The project commences in December in time for the holiday season and expected to be in full swing by the first quarter of 2011 in preparation for the summer season.

The number of visitor arrivals in the country this year reached 3.3 million individuals, topped by the United States of America which shared 582,537 visitors, or 19.31 percent of the total volume in 2009 based on the AD Cards & Shipping Manifests.
This was bared by Ma. Corazon “Junjun” Jorda-Apo, head of Team North America of the Philippine department of tourism, during the Davao region tourism marketing conference and planning workshop on November 9-10 at the Apo View Hotel.
“Our core market consists of the US, Korea, China and Japan. If something happens to this market, malaking laglag sa ating arrivals (it will constitute a huge decline in the country’s number of arrivals),” Apo said.
East Asian countries contributed 51-55 percent of the foreign market, the US and Canada altogether shared 23 percent, while Europe 10 percent. The European market is considered an investment market, Apo said, “So, don’t put all your eggs in one basket,” addressing local tourism officers, tour operators and other business owners who were in attendance.
In 2009, after the US, Korea shared 16.5 percent, Japan 10.77% and China 5.14% of the total volume of arrivals. However, from January to July this year, Korea ranked first with a 19.93 percent share after having rebounded from the depreciation of its currency. Apo noted that the given data were not yet affected by the hostage-taking of Asian tourists in Manila last August 23.
Top destinations
Excluding Metro Manila, which is expected to have the highest number of arrivals as the main gateway to the country, Davao City ranks five among the top destinations, following Cebu, Boracay, Camarines Sur and Baguio City in that order. This was based on data from Department of Tourism (DOT) regional offices, local tourism offices and accommodation establishments.
Davao was in the top three last year, but Arturo P. Boncato, Jr., DOT 11 director, said that the government had based the report only on accredited establishments. Noting that there are only about 1,300 accredited establishments out of some 4,700 rooms in the city, Boncato added that accreditation was only optional for DOT before the implementation of Tourism Act of 2009.
“By next year, the DOT will be empowered to accredit all hotels and resorts. We will help them achieve global standards in order to invite people from all over the world,” he said.
Among the nine leading destinations for international tourists---Davao, Bohol, Boracay, Camarines Sur, Camiguin, Cebu, Baguio, Negros Oriental and Palawan---only Davao City did not have visitors from Australia and Germany.
Apo said that it is possible that some visitors came from these two countries but either very few or were not included in the list for unknown reasons.
Meanwhile, Davao has been identified as the “green destination” for Americans following the “green” trend in the US. This pertains to eco-friendly practices such as green weddings, and buildings like green hotels that are using recyclable materials and renewable energy. “Suppliers who deploy green practices are favored among acutely aware consumers,” Apo said.
Targeting balikbayans
The US has a total population of 310 million, and 61.4 million or 20 percent of them are outbound travelers, Apo said, adding that Americans are highly domestic travelers. The greatest challenge for Philippine tourism, according to her, is to aim for more visitors from the US, confident of the fact that in the last three years, only the Philippines did not suffer from a decline in arrivals among all Asian countries.
Without including the pure-blooded Americans, Chinese-Americans have the biggest population in the US, followed by Filipino-Americans (Fil-Am) with about 3.1 million. These Filipino-Americans are not overseas contract workers, but citizens of the US who are holders of “green cards.”
Hence, it is a challenge for Filipinos, especially Dabawenyos, to consider balikbayans (returning countrymen) as a target foreign market, Apo said. Fil-Ams have the highest household income of all Asian Americans in the US, she added, earning between 60 to 75,000 US dollars per annum.
“Filipino Americans also have the natural tendency to visit the Philippines. All we have to do is to assure them about their safety here,” Apo said. She also mentioned the difference of the Fil-Ams first and second generations. Those who belong in the first generation were born in the Philippines and migrated to the US, and they tend to come home and stay with their relatives.
Meanwhile, those in the second generation were born and raised in the US. Although they do not tend to come home because they do not even consider themselves as Filipinos, they tend to travel more upon reaching young adulthood stage, when they start to question their true identity.
Those born between 1940 and 1960 belong to the generation of “baby boomers.” These people are now in their retiring age. While they are not tied down by schedules, Apo noted, the baby boomers in the US have bigger disposable income and enough savings to pay for outbound travels for leisure.
They prefer luxurious accommodations and wellness or health care services, hence, making them as potential customers for hotels, resorts, and spa establishments in the country. “More educated than their parents, many of them don’t want to settle down in the US,” Apo added.
In aiming for American tourists, a certain destination or business establishment must have a website because aside from the fact that the internet was developed in the US, online booking has been prevalent there in the last five years, Apo said.
The Philippine department of tourism pioneered in using social networking sites and online advertising in targeting foreign tourists. These sites may include Yahoo, Google, and Youtube, which are cheaper than placing advertisements in international television channels.

Latest count of tourists is rapidly increasing that doubled the figure in last year’s record, according to the Department of Tourism (DOT) and the city tourism office.
In August this year, around 41,000 tourists are included in the list with 20 percent foreigners.
Countrywide ratings tagged Cagayan de Oro as the No. 5 most destinations by both local and foreign tourists, said DOT Regional Director Catalino Chan.

Whether or not it is coincidental that Davao City is 69th among the top 100 outsourcing cities in the world this year, the Davao Software Industry, Inc. (DSII) staged the first software and information technology (IT) services exhibition and conferences in Davao City dubbed “SEx in D’ City” on December 5 and 6 at the Event Center of SM City Davao.
Involving 60 exhibitors and 200 participants from the software and IT-enabled services sector, the exhibit highlighted information and communication technology (ICT) as the identified One Town-One Product (OTOP) of Davao City with the celebration of the 2nd year of Davao Innovation Month.
Supported by the ICT Davao, Inc (IDI), the Department of Trade and Industry (DTI) and the City Government of Davao, this was also participated in by the Transcription Alliance of Davao, Inc (TADI) and the Davao United Association of Animators and Designers, Inc (DUAADI).
“Generating a Passion for Software Innovation” was the theme of this year’s first software exhibit as an “affirmation of the great feeling or emotion akin to the experience of strong love or sexual desire that must accompany the creative process of software development.”
As to why this event was dubbed “SEx in D’ the City,” Eriberto Barriga, president of ICT Davao, said it is to stir the interest of the people in IT and sustain the passion and translate it to practice, considering the city’s position among outsourcing cities in the world.
“ICT services and products are already available in Davao City, but people do not know this yet. We have them here, including beautiful and cutting-edge products,” said Barriga, who was joined by Sam Matunog, head of the association of software developers in Davao, Wit Holganza, former ICT Davao president, Ray Rubio, president of DUAADI during the Club 888 Forum Wednesday at The Marco Polo Davao.
Featured in the event were plenary and product presentations in which key personalities in the public and private sectors and ICT representatives shared their thoughts on the latest developments, trends, technologies, products and services.
The exhibits showcased cutting-edge technologies, products and services, with a wide range of interest, including hospital information management system, social media engagement platform, back office operations, financial management systems, tracking and monitoring system, among others.
There were also business matching sessions where buyers, sellers, entrepreneurs and investors of software products and IT-enabled services met and did business deals.
$19 billion industry
Healthcare information management outsourcing, which includes medical coding, medical billing, IT support and claims processing, is a new industry representing a global market worth 19 billion US dollars.
The Medical Transcription Industry Association of the Philippines, Inc. (MTIAPI) states that medical centers in the United States of America, the United Kingdom, Europe and other countries are outsourcing services beyond medical transcription.
“There is a growing need for companies which can handle IT development for solutions that will support electronic medical records to communicate across all healthcare system platforms,” says MTIAPI.
With the growing demand for medical transcription, billing, encoding and other related disciplines under healthcare information management, the TADI conducted 2010 “Scribe Olympics” held during the “SEx in D’ City” on December 6.
Inviting all interested contestants in the medical word challenge, including high school graduates, nursing students, professionals and homemakers, this competition was a simultaneous activity with discussions on business and employment opportunities in this new industry.
Topics were “Coders and Billers, PhilHealth’s Partners in Delivering Quality HealthCare Information” by Dr. Ruben Lacuna, claims manager of PhilHealth region 11; “Careers in Health Information Management, Your Ticket to Financial Independence!” by TADI; and “A Day in the Life of a Transcriber and Editor” by Khmer Dax Alonzo and Mark Homez.
Man versus machine
Based on his observations, Matunog said employees are afraid to learn the new technology because they may eventually be replaced by machines, therefore losing their job.
However, he said, the more technologies that an institution utilizes, the more efficient it will be in delivering its services. In this case, the institution can add more services; hence it needs more employees to be assigned where higher skills are required.
Meanwhile, Holganza said that while the debate on man versus machine goes on for decades, man’s intelligence can never be surpassed by machines. Technological advancement pushes man to go further, pursuing his higher value because menial jobs can already be done by machines, she added.

An average of 400 tons of solid waste is collected in Davao City everyday from various sources, including 350 subdivisions, 387 industrial plants, 30,000 commercial establishments and other waste generators.
A total of 29,834 mobile garbage bins are located at designated collection points in 103 barangays. There are a total of 20 units of compaction vehicles on 24-hour waste collection service.
With the new leadership, the Davao City environment and natural resources office (Cenro) has no record yet of having penalized violators of Republic Act 9003, or the Ecological Solid Waste Management Act of 2000.
Arrests start once the implementing rules and regulation (IRR) for the Davao City Ecological Solid Waste Management Ordinance of 2009 are completed.
CENRO officer in charge Joseph Dominic Felizarta said the IRR may be implemented by December.
With 32 personnel assigned to different collection points, the CENRO anti-littering team (C-ALT) was reactivated last September 2. Felizarta said their task is to apprehend illegal throwers or those who do not follow the mandated time of depositing waste in the mobile garbage bins (6-9 p.m.).
“After a month of operation, we were able to regulate the deposit of garbage in Barangay 23-C, Bankerohan, Luz Kinilaw, Mini-Forest and Metro Circle. We will file cases against them if they don’t comply,” he said.
Felizarta added that once the ordinance is implemented, the C-ALT will become the enforcing unit responsible for the enforcement of the provisions of this ordinance.

Nope, the venue for the said conference is in Draft Pick Sports Bar at E. Jacinto Extension (I live in Digos by the way). It also happened that there's a PBA Game happened in the newly-built Davao del Sur Sports Complex at Matti, Digos City (though I am not a basketball fan).
After attending the said conference (the next day), I wanted to see the Software exhibit in SM City Davao but my laptop was accidentaly spilled on a hot chocolate drink so I have to bring my laptop to GMall for checkup.

THE PHILIPPINES should develop select tourism spots with great potential and upgrade infrastructure supporting them to stimulate growth of the local hotel industry, experts said in a conference yesterday.
Opportunities abound in smaller hotels in provincial tourism spots, as urban areas are already cramped with foreign hotel brands, they noted.
"One thing the Philippines has to do is to have to choose champions in terms of locations," David A. Young, managing director of property consultant Colliers International, said during the 2010 Philippine Hotel Trendwatch Conference yesterday in Ortigas Center.
Ludwig Rieder, chairman of tourism consultancy firm Asia Pacific Projects, Inc., concurred, adding that potential provincial "champions" and gateway cities to them can still include Metro Cebu and Davao.
"Once you have a [tourist spot] outside Manila, the reality is there is a large volume that will spend a night or two in hotels. You have to match room investment in one gateway city to local destinations," Mr. Rieder said.
In terms of branding, such smaller hotels should be able to compete at local levels.
"I think hotels in tourist destinations have a lot of opportunities. Just imagine the local hotels in Boracay providing customized services that show the Filipino culture," Monica Au, managing director of global branding consultancy Landor & Associates, said in an interview.
For instance, local hotels can provide Filipino foods that foreign brands, which employ uniform services worldwide, cannot provide, Ms. Au said.
Asked about the impact on tourism of the Aug. 23 hostage crisis that left eight Hong Kong visitors and the hostage-taker, a former police officer, dead, Ms. Au said: "It would be very short term. It is only one incident that no one wanted to happen."
In the 10 months to October, the country received 2.56 million foreign visitors, compared to the 2.19 million recorded in the same period last year, data from the Bureau of Immigration show.
But challenges still abound.
"There are a lot interested in investing, but local infrastructure should be developed for the crucial access to gateways," Mr. Rieder said.
He added that the cumbersome process of securing state permits can be discouraging.
For Mr. Young, the government should just improve the major airports before building new ones. "It is ironic that our busiest airports are our worst airports," Mr. Young said. -- Neil Jerome C. Morales

Nice shots @Rodincouch.:cheers: I notice the pinnacle doesn't look that tall,but I think it's optical illusion.Had they painted its roof in lighter colour it would appear much taller.:)
