DAVAO CITY—In a lighter side of the petition for a taxicab rate increase, operators in the Davao region have tendered a lower rate than approved by the Land Transportation Franchising and Regulatory Board (LTFRB), saying that the region still enjoys a lower cost of living compared with Metro Manila and Cebu.

LTFRB regional director Benjamin Go said the offer was made by the Davao City Taxi Operators Association, a group independent from the Philippine National Taxi Operators Association (PNTOA), that petitioned for a rate increase.

The LTFRB national board en banc has approved the increase in the flag-down rate by P10 to P40 and P1 for every 300 meters afer the first 500 meters, increasing the rate to P3.50.

Davao operators have offered a lower P3 for every 300-meter charge.

The en banc resolution has mandated a national and across-the-board implementation of the new taxi fare rates.

“I have already sent a petition to the national board to consider exempting the Davao region from the implementation of the en banc resolution,” Go said.

The Davao rate would be the only lower rate offered by a region although Baguio City was already excluded from the national implementation of the fare rate.

 A catch in the resolution was a requirement that only those units with the mandated receipt-issuing meters would be allowed to collect the new rates, however.

Go expressed concern over the lack of date of implementation of the new fare rates, saying that it left open for anybody’s interpretation on when the exact date would be. He said that the lack of a definite date would have an impact on its enforcement.

One scenario, he said, would be “one group of operators, consisting of the big ones, that are expected to be able to comply with requirement of a receipt-issuing meters and thus would be granted authority to collect the new fares.”

“Another group, the smaller and individual unit owners, who could not afford the expensive new meters, to still operate without complying and still collect the old rates,” he said.

“There would be two types of taxi now. So how would we enforce that law?” he asked.

He said that he was yet to ascertain the exact date of publication of the approved rates, since under the law, rate increases are effective 15 days after publication in a national newspaper.

Go warned taxi drivers, however, from collecting the new rates if they have not complied with the requirement of a receipt-issuing meter. “Our office would enforce the penalty on these erring drivers or operators and may cancel their franchise.”

NEWLY installed Civil Aviation Authority of the Philippines (Caap) head Ramon Gutierrez said pocket open- skies policy mandated by Malacañang would focus on the secondary routes, giving airlines the capability to offer better service in an open competition among carriers.

“I welcome this new development as the Caap expects better revenues for these routes,” he said.

Gutierrez was reacting to an announcement from Malacañang that President Aquino would soon issue an executive order granting a pocket open-skies policy on all secondary international airports in the country.

The President first formally announced his preference for a pocket open-skies policy at the public-private partnership (PPP) conference at the Marriott Hotel Manila on November 18, 2010. He promised to “put teeth” to EO 219 through its full implementation in international aviation.

Pocket open skies means that all international airports in the country, excluding the Ninoy Aquino International Airport (Naia), are expected to attract foreign-based airlines and low-cost carriers (LCC).

Industry records show that there are 47.4 million seats available to foreign and local carriers, but only 10.97 million seats, or 23 percent, are being utilized, a situation being touted as an “overcapacity.”

The new EO would center initially on “four international secondary hubs”—Mactan-Cebu International Airport (Mcia) in Lapu-Lapu City; Francisco Bangoy International Airport in Davao City; Laoag International Airport in Laoag City; and Zamboanga International Airport in Zamboanga City.

The Diosdado Macapagal International Airport (DMIA) in Clark had already been earlier declared a pocket open-skies gateway in 2006, when then President Gloria Arroyo issued Executive Orders 500 and 500-A.

There are three more international airports considered as “secondary hubs”—Bacolod-Silay City International Airport in Silay City; General Santos International Airport in General Santos City; and Subic Bay International Airport in Olongapo City.

DAVAO CITY -- The regional office of the Land Transportation Franchising and Regulatory Board (LTFRB) has asked the head office in Manila to impose a lower rate of increase in taxicab fares in this city.

Benjamin A. Go, regional LTFRB chief, wrote the board on Tuesday to reconsider the order implementing a uniform taxicab fare rate increase based on the request of Metro Davao Taxi Operations Association.

In his letter, Mr. Go said that while local taxicab operators sought a P40 flag down rate, they want only P3 per 300 meters traveled, unlike the P3.50 per 300-meter rate approved by the board on Dec. 23.

"This needs another public hearing," Mr. Go said, with the hope that the request be given due course before new rates take effect on Jan. 18.

"Standard of living here is lower compared with Metro Manila," said Mr. Go in echoing the position of local taxicab operators after consultations held with them.

He added the board should consider the position of the regional office similar to what it did with Baguio City whose taxicab operators also filed for a separate petition for fare rate adjustment.

Currently, flag down rate is P30 while rate per additional 300 meters is P2.50.

Under the order of the board, taxicabs will only be allowed to charge higher rates with the installation of receipt-issuing meter, among others.

The order, however, did not mention the deadline for complying with the requirements nor did it state penalties for noncompliance.

Mr. Go said without the deadlines for completing requirements, some taxicab drivers may "deliberately" continue collecting the present fare rate.

This might result in chaos as only big companies can take advantage of charging higher fares given their ability to afford the installation of new meters, he added. -- C. Q. Francisco

Aw...so the dormitel is located within FTC? cool. nice ha! I saw the building last Christmas. Nasa likod pala nya ang angelicum ba yun or something? in spite of it, it is still a good addition to the city. Although not that tall, malapad sya, massive. I like it.

Maxima Aquafun in Peñaplata was the venue for the first ever Mindanao wide swimming competition in the Island Garden City of Samal (IGACOS) held last December 11.

The activity gathered swimmers, male and female, from all over Mindanao for the competition entitled 1 Mile Swimming Competition.

With the majestic Mount Apo that serves as backdrop, 32 swimmers vied for completing the four laps of 400 meters per lap.

Carlo Rodriguez of Team Coastland was declared champion. Other winners were Robert Macarambong from wild water rafting (first runner up), Jonard Saim from team Aquarians and and Keven Palabao of team Holy Cross (second runners up), Ian Palermo of team Holy Cross (third runner up), Jan Ray Dioso (Aquarians, 4th runner up), Villarin Crifford of Tagum City (sixth), Madera Donsumudo (Holy Cross, seventh), Jun Ray Sayno (Samal, eighth), Mary Pauline Fornea of UP Mindanao (ninth), Jamel Kasim (Samal, 10th), and Cuberos Rey (Samal, 11th).

Winners were determined by the scouts and crews assigned to record per lap.

Organized by Maxima Aquafun, the swimming competition is already an annual attraction in the said resort.

Dubbed “haven of adventure and thrills” upcoming adventure events were already set in Maxima Aquafun such as the Mountain Bike Extreme Challenge set on January 8.

More adventure filled competitions like triathlon, duathlon, and amazing race will take place in Maxima this summer.

Apart from adventure events, the pristine waters, scenic view of majestic Mt. Apo, and colorful foliage complete the exhilarating experience in Maxima.

Aqua sports like kayaking, snorkeling, and jet skiing are also at hand.

The resort has pavilion, cottages, umbrellas, and campsite. A speed boat is also available for rent.

EMERGENGY response and public safety authorities in Davao City said the local government is ready to respond in the event disaster strikes.

Central 911 head Ret. Col. Verner Monsanto said the city is equipped and ready to respond to emergencies.


"The 911 is prepared not only when flood occurs but also even when there is no flood yet. When there are calls needing our assistance, we respond. We always endeavor to be ready. It is our function as a government organization for emergency response," Monsanto said Thursday.



Public Safety Command Center (PSCC) administrator Ret. Maj. Magno Adalin said the PSCC will be the central office to organize the city's agencies related to all types of emergencies.

Adalin said the PSCC sees to (1) crime prevention and investigation by coordinating with the Davao City Police Office and Task Force Davao; (2) traffic with the Traffic Management Center, Land Transportation Office, and Traffic Management Group of the PNP; and (3) health and social services with the City Health Office and City Social Services Officer.

Also coordinating with the PSCC is the Central 911, Bureau of Fire, Philippine National Red Cross in responding to (4) emergency services and (5) disaster risk reduction and management with the Davao City Disaster Coordinating Center (DCDCC) and the Office of the Civil Defense.

The organization, Adalin said, is dubbed the Public Safety Command Center Coordinative Structure.

Adalin said following reports of flooding in provinces near the city, he coordinated with the Central 911, City Engineer's Office, Davao City Overland Transport Terminal head Ret. Col. Yusuf Jimlani and the DCPO.

"These offices were informed to be on alert and to inform the police stations where there has been history of flooding to be on alert," Adalin said in an interview in his office.

Adalin also noted that "global warming is no longer something we can ignore."

Adalin said the occurrence of mass floods and heavy weather are effects of global warming or the change in climate due to the Earth's pollution.

"Our situation now is not alarming but we can say that we really have to do something of our environment and our city's capacity to handle the effects of global warming. For the people, I can say that they can expect us to do our best during times of emergencies," he said. (Jade C. Zaldivar)

hi. i will be going to Davao City and Samal is in Feb. Can you suggest a hotel where we can stay? We will be out most of the time, so a budgeted hotel that is descent is okay.
Also, we would like to tour around, is it wise to hire a car or van that can show us around? any contacts.

The Department of Tourism (DOT) Region 11 and the Joji Ilagan Career Center signed a Memorandum of Agreement (MOA) on December 14 to boost the promotion of tourism in Davao City.

The agreement was signed during the Christmas Party of DOT 11 at The Royal Mandaya Hotel.

Under the MOA, JIB Travel and Tourism Stu-dents will be deployed at the Arrival Reception Desk of the Davao International Airport.

According to Joji Ilagan Bian, chair of JIB Schools, she volunteered the services of her school to DOT regional director Art Boncato since she saw the critical need to put in regular personnel for information and promotion desk in the airport.

“Tourists would nor-mally look for this facility the moment they arrive in any airport and it is very disappointing to see an empty Tourists Arrival Info Center,” Bian said.

Bian said as of today, there is no regular man-power assigned in the Arrival Reception Desk and so no one is at hand to entertain inquiries or provide information espe-cially to tourists.

She added that she and Boncato agreed to eva-luate the project regularly so that improvements can immediately be made.

‘This agreement has no cost at all to the government,” Bian said.

Bian said the students will also undergo training in communication and in handling inquiries of the arriving passengers in the airport from concerns regarding available hotels, restaurants, car rentals to tourist spots or destinations that they can visit while in the city.

She said they started training their students since December 10 last year and will start deploying their students on January 10.

Bian said they are currently training 50 students and will deploy them by batch of 10 from 6 a.m to 6 p.m..

A Davao City-based foundation that provides technical training to poor but deserving community members will sign a Memorandum of Agreement (MOA) with a Japanese company that would allow its students to spend part of their training in Japan.

C. One Foundation chief operations officer Ricarte Mamparo said the MOA signing will be done on January 10 at the Waterfront Insular Hotel Davao.

Signing for C. One Foundation is board chair Jose Cañete, while signing for Kaneharu Co. Ltd. is its president Junichi Kanai.

Kaneharu Co. is based in Sagahamiru City, Kanagawa, Japan.

C. One currently has 25 students studying welding. Of these, 14 are scholars while the rest are subsidized.

Under the MOA, students of C. One can spend three months of their studies in Japan.

Former Councilor Peter Laviña, proponent of the open skies policy for Davao, yesterday called on local tourism industry players to “strike the iron while it is hot” to lure foreign air carriers to fly direct to the city as Malacañang is set to promulgate the liberalized air policy.

Laviña said Davao should be ready to position itself immediately under the new regime because much groundwork has been done in the past.

Laviña was referring to a number of initiatives since 2005 to attract new carriers to fly to directly Davao.

He said Viva Air of Macau, Aseana of South Korea, Air Asia of Malaysia, and a few other carriers have all started initial work to fly to Davao.

Laviña said local tourism players should immediately touch base with these carriers to entice them to fly to the city. “We missed this opportunity during the last five years, we should not waste any moment now on this new policy,” he said.

Laviña had proposed a “pocket open skies policy” for Davao in 2005 after the opening of the new airport in late 2003. He passed several measures in the City Council, drafted an Executive Order, and sent letters to the Office of the President and to Congress.

He said directly connecting the city with regional air hubs would promote the city as a tourist and investment destination. He said the policy would also benefit Filipino contract workers from Mindanao who can fly direct to their destinations without passing through the main gateway in Manila.

Laviña said OFWs will be able to save as much as $100 if Davao has direct flights to regional hubs such as Hong Kong, Singapore, Bangkok in Thailand, and Kuala Lumpur in Malaysia.

President Benigno Aquino said on Monday that a new Executive Order on the open skies policy is ready to be signed to expand the liberalized regime to other secondary airports in the country such as Davao, Cebu, Zamboanga, and Laoag.

During the time of President Gloria Macapagal-Arroyo, only Clark in her home province of Pampanga was the sole beneficiary of the open skies regime. The open skies policy in Clark attracted many local and foreign airlines and it has become a major airline industry center in just a few years.

There's a kind of hush in Davao

Though Dabawenyos are so used to it by now, guests and tourists still find it a disarming thought how we have been spending our Christmas holidays without the accompanying noise since the year 2000.

To this day, we haven’t heard of a single bang, pop and fizzle in the skies caused by an overeager reveler (an occasional brave soul would try but authorities are quicker). We have parols everywhere, plastic torotots and sparklers, but none of the super lolos, Judas Belt, five-star, bawang, kwitis, whistle bomb and Watusi which were a part of our childhood Christmases and New Years.

The first year of the firecracker ban was disappointingly somber. Davao City went through a quiet, contemplative celebration (translation: off to bed early, snoring). In my neighborhood, I was the lone noisemaker with sandok and kaldero in my hands. I went out into the empty streets with my videocam to document a tricycle dragging around tin cans tied on its behind. A car or two would honk crazily as they whiz by. The sky was festooned with colorful but noiseless fireworks.

Former Mayor Rodrigo Duterte (our present lady mayor’s father) was firm in his decision that no firecracker or pyrotechnics was to be sold, lit or exploded during Christmas, which went well for relieved parents, but not for grumbling traders. In our hearts came mixed emotions of reluctance and grudging admiration. Imagine putting a damper on a tradition that naturally and closely precedes reckless perils and accidental mishaps. But no one violated his rule. No child with bloody fingers or blasted eye was rushed to the hospital the next day which was a record for the city. Each year after that, we proudly kept our record of zero injuries from Christmas revelry.

Of the islands in the Philippines, Davao represents the quiet kind of revelry rather than the outrageous, ear-shattering and boisterous welcoming of another year. I once witnessed a midnight display of fantastic fireworks that seemed to last forever in a nearby province. I gasped at the emblazoned sky in awe and actually shed tears. Embarrassed, I tried to explain, “I am a Dabawenya,” and they nodded in understanding. Such treats were hard to come by.

But I have stopped being apologetic. Living in Davao may have attuned our senses to the solemnity of the Christmas season, while the song “Silent Night, Holy Night, All is Calm, All is Bright…” runs in our heads. We can’t say we will trade it back for those years of excitement and danger when people carelessly toyed with explosives and gambled missing fingers, wounded eyes, or worse, death from stray bullets. Hospitals back then were the busiest places in town.

If you’re a stickler for Pinoy customs and you visit my city, you will be a little disappointed not to be able to raise the hackles of your neighbors through noisy pyrotechnics. After all, what is a little din to welcome the birth of a Savior? Habits are so hard to break. But history tells us there weren’t fireworks or explosions to herald the Lord’s birth in the manger. There was but one shiny, twinkling star that quietly led three kings. Okay, there were farm animal noises, perhaps.

Davao has its style of observing Christmas and the passing of another year. We make up for the lack of uproar by practically lighting up the whole town. With yearly festivities like the Pasko Fiesta sa Dabaw, each barangay is encouraged to creatively decorate and win incentives from the government and supporting sectors. The whole city is filled with fancy lanterns that illuminate the evenings. Streets are emblazoned with vibrant decors, twinkling lights, giant Christmas trees and Santas everywhere. Parks are practically filled with trade bazaars, mini concerts, and eateries. Rain or shine, people are everywhere.

Mana Davao, a high-end antique shop along Bajada highway, is a tourist landmark for several years now. The stunning, festive montage it produces every year never fails to draw crowds every Christmas (not to mention traffic in the highway). Thousands of lights are set up in fantastic production, drawing excited people like moths to a flame.

Despite the lack of holiday ruckus, we Dabawenyos breathe in the wonderful spirit of a peaceful, muted but joyful Christmas, even when armed only with torotots in our hands.

here's the to-do-list:
they have to...
1. conceive the idea (the LGU), or else they can only dream about it.
2. find a large open area at the center of the main urban area.
3. find someone who can donate grown ornamental plants and trees (donate, because it will cost them billions of pesos kung bilhin mo yan... thanks to Ayala davao for donating all para sa people's park).
4. wait 5 years for the trees and plants to grow enough to offer shades and landscape beauty (10 years if they'll go the poor man's way of planting the seeds, oh god).
5. build the amenities (this is where money comes in).
6. create a department to maintain the facility and provide security to visitors.

by the time, they have their own version. hindi na uso ang cellphone kasi Telekinesis na ang "in". :nuts:

EMERGENGY response and public safety authorities in Davao City said the local government is ready to respond in the event disaster strikes.

Central 911 head Ret. Col. Verner Monsanto said the city is equipped and ready to respond to emergencies.


"The 911 is prepared not only when flood occurs but also even when there is no flood yet. When there are calls needing our assistance, we respond. We always endeavor to be ready. It is our function as a government organization for emergency response," Monsanto said Thursday.



Public Safety Command Center (PSCC) administrator Ret. Maj. Magno Adalin said the PSCC will be the central office to organize the city's agencies related to all types of emergencies.

Adalin said the PSCC sees to (1) crime prevention and investigation by coordinating with the Davao City Police Office and Task Force Davao; (2) traffic with the Traffic Management Center, Land Transportation Office, and Traffic Management Group of the PNP; and (3) health and social services with the City Health Office and City Social Services Officer.

Also coordinating with the PSCC is the Central 911, Bureau of Fire, Philippine National Red Cross in responding to (4) emergency services and (5) disaster risk reduction and management with the Davao City Disaster Coordinating Center (DCDCC) and the Office of the Civil Defense.

The organization, Adalin said, is dubbed the Public Safety Command Center Coordinative Structure.

Adalin said following reports of flooding in provinces near the city, he coordinated with the Central 911, City Engineer's Office, Davao City Overland Transport Terminal head Ret. Col. Yusuf Jimlani and the DCPO.

"These offices were informed to be on alert and to inform the police stations where there has been history of flooding to be on alert," Adalin said in an interview in his office.

Adalin also noted that "global warming is no longer something we can ignore."

Adalin said the occurrence of mass floods and heavy weather are effects of global warming or the change in climate due to the Earth's pollution.

"Our situation now is not alarming but we can say that we really have to do something of our environment and our city's capacity to handle the effects of global warming. For the people, I can say that they can expect us to do our best during times of emergencies," he said. (Jade C. Zaldivar)

Rosy outlook for 2011

The year 2011 has a lot in store for Davao City’s economy as perceived by business leaders. However, a few pertinent issues are yet to be addressed in order to fully maximize the city’s competitiveness.
Aside from having a large labor force pool and abundant natural resources, this center of economic activities in Mindanao is located outside the typhoon belt, is free from foot-and-mouth disease and bird---all of which make the region more attractive to investors, according to Vicente T. Lao, chairperson of the Mindanao Business Council, who added that Davao City “is entering a new and exciting year in 2011 with our new city mayor and the numerous mega-projects that will be completed before year end.”
He said the city will still be strong in the service sector---tourism, conventions, information and communication technology (ICT), business process outsourcing (BPO), and other service related businesses.
“Our weakness is the lack of certain facilities to fully support the tourism industry. We lack a big auditorium, large air-conditioned buses and a Halal restaurant,” he added.
“Davao is typhoon free, a place where rainfall is almost even throughout the year with, a few exceptions. This, obviously, makes Davao fit for agriculture, tourism, a haven for retirement and simply a very good place to live in,” said Robert C. Quinto, president of the Davao City Chamber of Commerce and Industry, Inc. (DCCCII).
Boom industries
The industries expected to continue booming in 2011 are ICT, tourism, and property development, according to Jason C. Magnaye, officer in charge of the city tourism office (CTO), and Davao City Investment Promotion Center (DCIPC).
The most promising industry in Davao City, in the short to medium terms, is the ICT which has bolstered the city’s recognition as the No. 1 Next Wave City in the Philippines for the year 2010, and the Philippines’ emergence as the world’s No. 1 destination for business process outsourcing (BPO), dislodging India, he said.
“Unverified reports indicate that the contact center industry in the city has already employed close to 11,000 individuals as we close the year 2010,” he added. New emerging areas of competency for the city are knowledge process outsourcing, animation, software development and other non-voice areas.
Lao said, “The city is correct in supporting the ICT sector because it’s the sunshine industry.”
Teolulo Pasawa, director of the Department of Trade and Industry---Davao City Field Office, said that Davao City has very positive business prospects for 2011. “With property development on the rise, we foresee good opportunities for the services sector. Other sectors that support the industry will also have brighter prospects in 2011,” he added.
Quinto also shared a similar outlook considering Filipinos who went abroad in the 50’s and 60’s. He said his friend Joey Lim told him that, “They will be coming back to retire here. Not to mention retired foreigners who are married to Filipino women, and OFWs buying homes for their families. This can easily result to more entrepreneurs coming to Davao, and Dabawenyos themselves will have more opportunities to improve their lives.”
Magnaye said property development is expected to sustain its growth with more commercial and residential projects coming in. He added that the DCIPC has noted keen interest of various developers to construct more hotel facilities, commercial buildings, medium-rise and affordable housing projects, an inland resort with a convention center, and a huge mall in Lanang by the SM Group.
“These forthcoming developments bank on Davao City’s continuously expanding economic spheres, with its markets now reaching as far as Tagum City, General Santos City and even Cotabato City,” he said.
The tourism industry is also poised to soae to greater heights as the city, in partnership with the department of tourism and the private sector, vows to embark on a more aggressive tourism promotions program, Magnaye said.
“Emphasis will, likewise, be given to the improvement of the city’s frontline services, particularly in the areas of tour operations and tour-guiding. Tourist arrivals data show a growing trend with an average of 623,659 arrivals for the last three years, validated by the high occupancy rates that Davao hotels are enjoying in the past few years.
“Banning any untoward incident, the city government is optimistic about the city’s landing among the top three spot (currently the city is ranked No. 6) as the country’s most preferred/visited tourist destination,” he said.
Quinto had this to say: “Tourism depends more on the people’s attitude. It has to blend with our natural endowment. The city government has to continue to have the political will to at least maintain, if not improve on, what is commonly referred to as good manners and right conduct.”
“Our economy should be market- or demand- and opportunity-driven. We should always be on the alert to know what our customers want; we should know their level of satisfaction with our products and services.
“And we should always be several steps ahead of our competitors (other cities). Let’s be good in the domestic market as well as in the foreign market. This will lessen the impact of foreign economic shocks and crises,” Quinto said.

Challenged industry
Magnaye said the export market for cavendish bananas is expected to encounter a temporary setback due to the steep reduction in their import volume from the Philippines.
“Prior to the cut, the Davao region shipped out a total of 50 million boxes annually, which translated to about P6.5 billion. Recently, the quota was reduced to only 20 million boxes. Efforts are currently being undertaken both by the DTI and department of agriculture to open new markets where the displaced volumes can be diverted,” he added.
Quinto said agriculture has to be sustainable, and that it is important to learn from the experiences of more developed countries. He added that agriculture is already here, but needs to be protected from those who will exploit the environment in the guise of being environmentalists.
“One of the biggest potentials of Davao City is in the agricultural sector. The city should come up with a comprehensive plan on how to develop the Buda area into an agricultural hub to support not only Mindanao but also the whole country,” Lao said.

Peace and order
Davao City has a large area for development, according to Ma. Lourdes G. Monteverde, vice president for trade and commerce of DCCCII, but issues on peace and order need to be addressed.
“Peace and order is the top agenda of the government,” she said, “however, there should be cohesion, collaboration and transparency in public and private endeavors for a common goal towards becoming a globally competitive city.”
According to Pasawa, one of the bases for such optimism for 2011 is Davao City’s being the center of economic activities in Mindanao, but its weakness is that “people continue to be wary of the negative peace and order image of Mindanao.”
“Our perceived weakness is our being ‘in’ Mindanao. But I say ‘because we are in Mindanao’ and are blessed with natural resources. The weakness really lies with us Mindanaoans who have not really worked together as a team to have a peaceful Mindanao,” Quinto said, adding that Davao could be the leader in starting a genuine peace program and that it has been peaceful even if peopled by mixed races and religions.

Reliable power source
Recognizing the thinning power reserves in the entire Mindanao grid, Magnaye said that the power issue is being addressed by attracting investors for new capacities to locate in Davao City where bulk of the grid’s power is utilized.
Lao, who is also the chairperson of the Mindanao Electric Power Alliance, said that the government should be more aggressive in addressing the issue on power. “By 2014, the city will need a whopping 484 megawatts. We only have 250 to 280 megawatts as of now,” he added.
The Aboitiz’s proposal to install a coal-fired power plant in the city has brought about conflicting views from different sectors. Lao said that he once asked the city mayor, Sara Duterte, who is now the chairperson of the regional development council (RDC) to imagine the city two to three years from now, having more brownouts. When he asked for her take on the proposed coal-fired power plant, she said, “If people really want it, I won’t object.”
Meanwhile, Lao said that the approval of the renewable energy law, whose implementing rules and regulations are yet to be finalized, may provide some relief to the city’s problem on power.
Competitiveness
Recently recognized as business-friendly, Davao City has a more responsive and business-friendly local government unit with its city government heading towards the gradual automation of public transactions in city hall, Magnaye said.
Other strengths of Davao City in attracting investors, he said, include stable peace and order condition; strong partnership between the private sector and the city government; and, the continuous improvements being implemented to facilitate faster and hassle-free processing of various permits and licenses emanating from the various departments and offices of the city government.
The city has an expanding market which now includes the cities of Panabo, Tagum, Island Garden City of Samal, Digos and General Santos, he said.
Meanwhile, Monteverde said that in order to maximize the city’s competitiveness, it needs sound infrastructures with good road maintenance; better farm to market roads; zoning implementation; and reliable energy source.
There should be business incentives, she added, especially on businesses employing innovative strategies such as green technology; and, to have a shorter but comprehensive business processing time.
Magnaye said an amendment of the Davao City Investment Incentive Code will be undertaken this year to make the incentives more attractive, and the investment priority areas more relevant and responsive to the development targets of the city.
Monteverde said, “The city also has to encourage industry clustering to develop their marketability; have small and medium enterprises’ easier access to financial institutions for support and expansion purposes; improve ports and trade; support Davao branding; and open new routes through trade missions.”
Having cited the depleting source of energy in Mindanao, and the perennial perception problem on the city’s peace and order, Magnaye added the limited direct international flights to service foreign investors as the city’s weakness in attracting investors.
However, he added that, “Steps are being undertaken in partnership with the private sector and the department on tourism for the city to have a seat in the air negotiations panel.”

based on actual experience, sa tingin ko mas ma utilize ng husto ang dancing capabilities ng fountain kung slow music (classical ideally) ang i play nila. kung modern kasi, slow or fast, parang wala masyadong twist sa verse-chorus-verse beat di tulad ng classical na biglang hihinto tapos hihina tapos lalakas na naman, doon talagang mapapasayaw ang dancing fountain. :lol:

in conclusion, may unique interpretation ang dancing fountain in each song na i play kaya it's a different show every time. no repeat performance kaya ok na rin.

I agree i never heard such story from a 911 , i guess gi pakapinanan sa silingan ni shak ang storya( which some residence will make negative statements of 911), we should know first the real story until we give verdict.

well there are several 911 rescue teams, maybe they forgot to call USAR( Search & Rescue) or they we're late, but the word "wa tay ma buhat sa baha " lisod i comprehend kung unsa gyud iyang pasabot, now if the victim is already dead before they arrived or the situation is too hard(which means makitid or naipit yung victim) and time his not on their side, it's understanble. I know Rescue 911 is so professional but to totally say they abadoned the victim without an effort is not acceptable.

just to give you an idea that sometimes some people don't understand, when my father was having an attack(difficulty breathing) we called 911 but instinct will tell me it would take 5 t0 10 minutes to avail of 911 so wjhy would i wait? we have vehicles that could carry him to a hospital. dili nako gi blame ang 911 because i could see the situation, btw 911 ambulance came 7 minutes after we call. :)

we trust them why we call them... basta ang point lang gyud nako is mao gani nanawag among silingan kay mangayo og tabang and dapat dili ingon ato ilang response, dapat professional nga response... og kung mali man nga department ang ni tubag, so dapat ilang gi forward sa mao nga department...

all of my calls to 911 i gave them satisfy to very good. When my aunt was hutr in theyre house, the medical personnel ask the victim in the most proffesional way, they ask where it hurts, or nahihilo ba , even they would let you off from the victim so they could attend to her, even they ask which hospital should the victim be confined, 1 time i secretely gave money to one of the personnel but without hesitation they answered NO, the fact is sometimes emotions come first before we assess the situation, that's understanble because the victims are emotionally attach to you. btw i have called 911 4x already :).

huh? ngano ni defend man ko keir? sa tinoud ra most of the victims are my realtives? should i defend them even 1 of my relative them died? this is not garbo keir, this life and death sitaution , if the rescuer did wrong ako mag una mag complain, but what we should see first the REAL story. :)

There is no such thing as a perfect system. naa gyud nay kapalpakan. pero based from the many stories that I've read from people about their experiences with the 911, almost all of them lauded the performance of our 911. Pero that one unfortunate instance should never be used as a gauge on 911's overall performance.
Ayaw lang kawad-i og pagsalig kay we wouldn't know when we'll need them gyud. Di lang pud ta siguro mag-expect nga makaya tanan nila. Og usahay ma-mali pud siguro na sila og assess sa situation kay phone conversation ra pud baya na...basin wala lang gyud sila magkasinabot. Basin its a case of misinterpretation/miscommunication ra pud to...

I think that the best thing to do shak is to let the authorities know of this. Make an incident report so that these things do not happen again. As what lakawero said, there is no such thing as a perfect system. Feedback from the people is one of the most important aspects in running 911. The wrong things conveyed is of more importance as this helps them identify the gaps and the inefficiency in one's agency. But again 911 still is a very good organization and I am proud that we have it.

THE YEAR 2011 is the 25th anniversary of my graduation from Davao City High School. It is now officially known as Davao City National High School but everybody in Davao simply calls it “City High.”

Yes, I am proud to be a product of a public high school. And it is not just any public high school – it is City High. It is the largest public high school in Mindanao (as of latest count, there are close to 8,000 students now) and, during my time at least, it was considered the premier high school in this part of the country. It was the high school every Davaoeño parent’s dream for their kids. If you got admitted to City High (yes, there was a competitive exam in order to get in during those days), it means you are a cut above the rest. All the class valedictorians and salutatorians of all private and public elementary schools in the city then aspired to get into City High. Getting in was some sort of a validation that they did have what it took.

Once in, the competition becomes even greater. Don’t let the public school tag fool you City High was very elitist during our time. In City High, the world was divided into those who were from the “special section” and those from the “general section” resulting in very complex psychological issues for some of us later in life. The “special sections” were the honors class and students who belonged to these sections reached the cut-off average grade, which were arbitrarily pegged by unknown teachers and administrators and changed year by year. The students in the “general sections” were not necessarily less smart or less special. It simply meant there were limited slots in the so-called “special sections”. It was more population control than anything else. You see, in freshman year, there were four “special sections” and then in sophomore year, there were only three. In junior year, there would be just two and in senior year, there could only be one. The standard class size at that time was 40-45 students. During our time, my senior class had 55 students because there were 55 of us who got the minimum grade point average to qualify as an “academic scholar” (students who got gold medals during recognition day) and the unknown teachers and administrators who were supposed to regulate these things probably miscalculated the quota. We all had to be crammed into one class because there was only one honors class in senior year, breaking the standard class size mandated by the education department. They had to add extra chairs and extra laboratory tables, which made our classrooms really cramped and our teachers extremely stressed out.

But we didn’t feel special because we belonged to the “special section,” we felt special because we belonged to City High. Come to think of it, there was nothing really “special” about students from the “special section”. We all shared the same teachers, took the same classes, had the same dilapidated classrooms, waded through the same flooded and muddy campus, had the same obsolete textbooks and equipment, ate the same food from the same canteens and eateries inside and outside the school, and suffered the same stench when using the perennially out-of-order restrooms.

City High dominated all inter-high school competitions in Davao City, in Region XI, and even in the entire Philippines during our time. Nobody cared if the achievements and recognition were brought by a student from the “special” or “general” section. Everyone just assumed during those days that all students from City High were exceptional at everything. Not despite of, but because of, the challenges we faced as a public high school. Precisely because we had dilapidated classrooms and obsolete textbooks and facilities and a calamity area for a campus that we became exceptional. We were more prepared and more equipped for the real world than any high school student in Davao City. Why do you think most of our city officials and some national personalities from Davao are products of City High?

If I remember it right, there were about 1,300 (more or less, but most likely more) of us who graduated from City High in 1986, just right after the historic EDSA People Power revolt (you know, the first one). We had our graduation programme in the open field fronting the back stage of our auditorium at 1:00 in the afternoon.

Nobody from our batch remembers the actual graduation but we all agreed it was scorching hot and we all wanted it to be over soon. It was way before digital cameras and mobile phones with cameras so we had so little photos to help us remember that day. Our yearbook, or more fittingly, our souvenir program of a yearbook wasn’t much help either. When all the other high schools had hardbound thick yearbooks with one whole page dedicated to one graduate with loads of information about each one right down to their favorite inspirational quote, we had one page per class with our I.D.
photos crammed side by side with our barely readable names underneath. So unless we were really close in high school and spent most of our time together, don’t expect your City High classmates, much less the rest of the thousand or so of your batchmates, to remember you after graduation.

Which brings me to why City High graduates are pretty big on grand alumni homecoming reunions. We go to these things every year for the simple reason that it takes a whole lot of time for us to actually know all the people we graduated with (never mind the other batches because that will take forever). Unlike alumni from other high schools who are a closely knit bunch, City High alumni hardly know one another so organizing a grand reunion of all alumni is an organizational and logistical nightmare for the host batch.

I have been attending our batch reunion for a few years now and we never gather more than 120 out of 1,300 of us. I wonder if this phenomenon had something to do with the complex psychological issues that were brought about by that special section-general section thingy in all our years in City High. Because I don’t know anybody from City High who is ever embarrassed or ashamed of having graduated from City High.

So this got me thinking. In honor of our silver jubilee as proud graduates of Davao City High School Class 1986, I am launching the “I City High” campaign today in my first column for the new year. I am calling all City High alumni to share the things they love about City High and ideas on ways we can show that love. Stay tuned for details of this campaign in the coming weeks. LOCAL runners will test their mettle when the Practice Run: The McDo Challenge kicks off at 5 a.m. on Sunday from McDo Damosa to McDo Matina.

Davao Runners, on its Facebook website, said the event is a raw run, meaning there are no prizes at stake, no registration and no water stations.

"This is a new route and a fresh concept," the website said.

Every participant is encouraged to bring his or her own water bottle though in the event that will cover some 14 to 15 kilometers.

The practice run is open and free for everyone. Interested runners, however, are urged to be at the starting venue before 5 a.m.

The McDo Challenge ushers the full-pack 2011 calendar of running activities, including the Run To Serve: A Fun Run for the benefit of the Psoriasis Club of SPMC slated on January 16 and the Holiday Run on January 30. (MLSA)

DAVAO CITY, Jan. 7 (PIA) -- The National Economic and Development Authority (NEDA) conducted a regional consultation on the draft Medium-Term Philippine Development Plan (MTPDP) for 2011-2016 at the Waterfront Insular Hotel in Davao City on January 5.

The MTPDP, which serves as the country’s development blueprint for the next six years, has identified growth sectors based on President Benigno Aquino III’s development agenda as contained in his Social Contract with the Filipino People.

The Social Contract envisions “a country with an organized and widely-shared rapid expansion of the economy through a government dedicated to honing and mobilizing the people’s skills and energies, as well as the responsible harnessing of its natural resources.”

Department of Agriculture Asst. Secretary Romeo Recide led the members of the MTPDP Planning Committees, in conducting the forum. He announced that simultaneous consultations are being done in the sixteen regions of the country.

“Through the MTPDP regional consultations, Filipinos can truly claim a sense of ownership of the Plan as they play a part in the process of its formulation,” Asec. Recide said to approximately one hundred participants. “And since Filipinos own the plan, they would also feel more responsible for the success of its implementation,” he added.

Members of the Regional Development Council (RDC) XI, led by RDC XI Co-Chair Vicente Lao were the core participants. These consisted of local government units, government line agencies, private sector, academe and civil society. Among those present were Davao City 3rd District Rep. Isidro Ungab, Davao del Sur 1st District Rep. Marc Douglas Cagas, Davao del Sur Governor Douglas Cagas and Digos City Mayor Joseph Peñas.

“I consider the act of having the national development plan prepared with the widest participation across sectors already an inroad to achieving inclusive growth, or growth that is shared by the poor through the creation of decent employment opportunities for Filipinos that shall reduce poverty,” RDC XI Co-chair Lao said.

NEDA XI Director Maria Lourdes Lim emphasized the importance of the MTPDP consultation in ensuring that Davao Region’s issues and concerns are considered in the policies, programs and strategies in the MTPDP.

Workshops were conducted to carry out a thorough review of the nine MTPDP chapters. Participants were grouped according to the MTPDP planning themes, namely: (1) Macroeconomy, (2) Infrastructure for Development, (3) Strengthening the Financial Sector and Capital Mobilization, Good Governance and the Rule of Law, (4) Enhancing Peace and Human Security for Development, and (5) Protecting the Integrity of Environment and Natural Resources.

The workshops generated various recommendations for enhancement of the Plan. Among the salient ones are the adoption of appropriate mix of energy sources and new technologies for energy generation; highlighting of gender issues and participation of women in the development process; enactment of laws to protect environmental advocates; formulation of policy on potential environmental impact of new technologies; adoption of “subterranean planning” to utilize underground space in cities in order increase urban land use; creation of independent agency to regulate pension funds and pension providers, and review of the Juvenile Act.

The MTPDP 2011-2016 also integrates current and emerging concerns, such as achieving the Millennium Development Goals (MDGs), adopting a human rights-based approach in development planning, and responding to climate change.

According to Asec. Recide, all issues and recommendations gathered from the regional consultations will be consolidated and reconciled by the MTPDP Planning Committees to come up with a common ground. The final MTPDP shall be presented to President Aquino on February 14, 2011. (NEDA-XI)

LGUs, biggest Land Bank borrowers

Davao City (4 December) -- The Local Government Units are among the biggest clients of Land Bank loans in Davao Region.

And these loans are used for infrastructure projects like farm-to-market roads, a traffic signalization system, a modern landfill and a coliseum.

According to Charlotte Conde, head of the LBP's Davao Lending Center, total exposure by the bank in the region to LGUs amounted to P4.9 billion.

One of the biggest borrowers is Davao City which has a loan of P1-billion, being paid quarterly.

Conde said that among the projects of the City Government funded by the Land Bank is the modern Traffic Signalization System, drainage system and a modern sanitary landfill.

Davao City has been an excellent client, citing the very satisfactory repayment of its obligations, Conde said.

Another client LGU is Davao del Sur which has availed of a P500-million loan for a coliseum that can host PBA (Philippine Basketball Association) Games.

Davao del Norte has availed of Land Bank loan for its farm-to-market roads and water systems in the barangays.

Conde said that LGUs are best sectors when it comes to repayment. One significant criterion for an LGU's repayment capacity is through their Internal Revenue Allotment or IRA.

According to Conde, Land Bank loans are used for infrastructure particularly those identified in the LGU's Medium Term Development Plan. Discouraged are loans for salaries and supplemental budgets and those to pay loans from other Government Financial Institutions.

Depending on the amount of loan average interest rates for these LGUs hover at around 7.5% to 8%. (PIA-XI) [top]

Sorry to burst their bubble kay billions ang ginabayad sa Davao and on time payments. So Davao's credit record is still clean wether they believe it or not.

The world market needs 3.6 million tons of cocoa every year, and this demand is growing annually by 90,000 tons. The productions come from Africa, which comprises 68 percent of the global production, and South America 14 percent.
The Philippines contributes only 0.16 percent of the total production and yet anywhere in the country is ideal to grow cocoa, according to Nic K. Richards, chief of party of the ACDI/VOCA, adding that Mindanao is ideal for cacao production, except in higher places in Bukidnon. At least, 1,400 meters altitude is okay. Mindanao is the land below the wind because it does not have typhoons, and has good rainfall and good soil. But, cacao would grow anywhere in the Philippines.
There is a big gap between the domestic demand and supply of cocoa in the country.
Some 30,000 tons of cocoa products are imported every year, which include beans, powder, butter and liquor. But, Filipino farmers can only produce about 6,000 tons of cocoa a year.
“The problem of the market is there’s not enough beans. This is really a fantastic situation. It’s getting worse and worse. The world needs more and more beans. Productions can’t keep up with demand,” Richards said.
But, the potential for export is even bigger, he said. Countries from Southeast Asia import 200,000 tons of cocoa every year from South America and Africa, but not from the Philippines which is just right at their doorsteps. “It’s because the country does not produce enough quality beans that are needed by the grinding facilities in places like Kuala Lumpur, Thailand, China and Singapore,” he added.
More cocoa farms
Richards believes that by 2020, the Philippines can produce 100,000 tons of cocoa, but this would mean 50 million more cocoa trees should be planted in the next ten years. That requires 150-200 thousand hectares of land.
“The big questions are, ‘Who will plant these trees? When will they be planted? And, who’s going to pay for it?” Richards said. He mentioned that some leaders in the banana industry are looking for other opportunities, and that cocoa is an option. A good model is that there will be larger agri-business investors who could provide the capital, lead the way in setting up nurseries, and in selling cocoa seedlings to smallholder farmers so that the country can minimize the risk of the banana industry.
By 2020, 100,000 tons of cocoa is achievable as long as the production is coordinated; there is enough funding, large-scale agri-business sector will invest in it, and financing will be set up for farmers. These, Richards said, are what the country does not have today.
“I urge farmers and agri-business sectors to invest in cacao because it’s a wonderful opportunity. It’s a wonderful crop in diversifying the existing tree crops and in making more money. And the market is there, now, waiting,” he added.
Leo Avila, chief of City Agriculture Office, agreed that cocoa production is a re-emerging industry that may complement the country’s banana export industry. “In fact, we are fully supporting this reemergence. We are closely coordinating with the Cocoa Foundation of the Philippines (CocoaPhil) to develop more cacao farms here. Cacao is also an agroforest commodity that works well with current agricultural development strategy in the uplands,” he said.
In 2006-2009, the ACDI/VOCA implemented its project, Sustainable CoCoa Enterprise Solution for Smallholders or SUCCESS Alliance Philippines Project Phase II (SA II), with funding from the United States Department of Agriculture in partnership with the CocoaPhil, World Cocoa Foundation (WCF) and MARS, Incorporated.
Being implemented also in Indonesia, Vietnam, Ecuador and Liberia, SA II helped improve the quantity and quality of cocoa grown by smallholder farmers. This was through the adoption of farmer and environment safe farming and post harvest systems and practices, to establish a regular source of income for cocoa farmers.
This had contributed to the increase of cocoa product exports by six fold. Based on the records of the Bureau of Customs 11, cocoa exports increased from 151 metric tons in 2008 to 1,112.63 metric tons in 2009. The main importing countries in 2008 were China and the United States, but the market expanded to Europe and neighboring countries in 2009.
“We are typically a development organization. Our main intention is to help people recognize the problems and help them to discuss the solutions, bring in some international partners to help the situation progress, and to introduce the supply chain to new opportunity,” Richards said.
Since 2009, the organization started the Cocopal project engaging 25,000 farmers in Western Mindanao and Southern Mindanao. This will help them earn more money from growing cacao, coconut, rice and corn for food security and cash crops projects, taking the value chain approach in development.
“We are working on projects to help farmers to look at low cost inputs to help them get better return. We help in aspects like pest and disease control, organic fertilizers, and many others,” Richards said.
The ACDI/VOCA, which provides some inputs to farmers, will be setting up 75 post-harvest processing facilities for cocoa, coconut and rice, and distributing coconut and rice seeds, and cocoa clones to farmers.
“We bring groups of 100 farmers together, work with each other, share their knowledge and information, learn new ideas and then hopefully they’ll start to build up social capital. They will start to apply that to whatever they want to do next---groups of marketing, production or exports,” Richards added. [Lorie Ann A. Cascaro]

Rosy outlook for 2011

The year 2011 has a lot in store for Davao City’s economy as perceived by business leaders. However, a few pertinent issues are yet to be addressed in order to fully maximize the city’s competitiveness.
Aside from having a large labor force pool and abundant natural resources, this center of economic activities in Mindanao is located outside the typhoon belt, is free from foot-and-mouth disease and bird---all of which make the region more attractive to investors, according to Vicente T. Lao, chairperson of the Mindanao Business Council, who added that Davao City “is entering a new and exciting year in 2011 with our new city mayor and the numerous mega-projects that will be completed before year end.”
He said the city will still be strong in the service sector---tourism, conventions, information and communication technology (ICT), business process outsourcing (BPO), and other service related businesses.
“Our weakness is the lack of certain facilities to fully support the tourism industry. We lack a big auditorium, large air-conditioned buses and a Halal restaurant,” he added.
“Davao is typhoon free, a place where rainfall is almost even throughout the year with, a few exceptions. This, obviously, makes Davao fit for agriculture, tourism, a haven for retirement and simply a very good place to live in,” said Robert C. Quinto, president of the Davao City Chamber of Commerce and Industry, Inc. (DCCCII).
Boom industries
The industries expected to continue booming in 2011 are ICT, tourism, and property development, according to Jason C. Magnaye, officer in charge of the city tourism office (CTO), and Davao City Investment Promotion Center (DCIPC).
The most promising industry in Davao City, in the short to medium terms, is the ICT which has bolstered the city’s recognition as the No. 1 Next Wave City in the Philippines for the year 2010, and the Philippines’ emergence as the world’s No. 1 destination for business process outsourcing (BPO), dislodging India, he said.
“Unverified reports indicate that the contact center industry in the city has already employed close to 11,000 individuals as we close the year 2010,” he added. New emerging areas of competency for the city are knowledge process outsourcing, animation, software development and other non-voice areas.
Lao said, “The city is correct in supporting the ICT sector because it’s the sunshine industry.”
Teolulo Pasawa, director of the Department of Trade and Industry---Davao City Field Office, said that Davao City has very positive business prospects for 2011. “With property development on the rise, we foresee good opportunities for the services sector. Other sectors that support the industry will also have brighter prospects in 2011,” he added.
Quinto also shared a similar outlook considering Filipinos who went abroad in the 50’s and 60’s. He said his friend Joey Lim told him that, “They will be coming back to retire here. Not to mention retired foreigners who are married to Filipino women, and OFWs buying homes for their families. This can easily result to more entrepreneurs coming to Davao, and Dabawenyos themselves will have more opportunities to improve their lives.”
Magnaye said property development is expected to sustain its growth with more commercial and residential projects coming in. He added that the DCIPC has noted keen interest of various developers to construct more hotel facilities, commercial buildings, medium-rise and affordable housing projects, an inland resort with a convention center, and a huge mall in Lanang by the SM Group.
“These forthcoming developments bank on Davao City’s continuously expanding economic spheres, with its markets now reaching as far as Tagum City, General Santos City and even Cotabato City,” he said.
The tourism industry is also poised to soae to greater heights as the city, in partnership with the department of tourism and the private sector, vows to embark on a more aggressive tourism promotions program, Magnaye said.
“Emphasis will, likewise, be given to the improvement of the city’s frontline services, particularly in the areas of tour operations and tour-guiding. Tourist arrivals data show a growing trend with an average of 623,659 arrivals for the last three years, validated by the high occupancy rates that Davao hotels are enjoying in the past few years.
“Banning any untoward incident, the city government is optimistic about the city’s landing among the top three spot (currently the city is ranked No. 6) as the country’s most preferred/visited tourist destination,” he said.
Quinto had this to say: “Tourism depends more on the people’s attitude. It has to blend with our natural endowment. The city government has to continue to have the political will to at least maintain, if not improve on, what is commonly referred to as good manners and right conduct.”
“Our economy should be market- or demand- and opportunity-driven. We should always be on the alert to know what our customers want; we should know their level of satisfaction with our products and services.
“And we should always be several steps ahead of our competitors (other cities). Let’s be good in the domestic market as well as in the foreign market. This will lessen the impact of foreign economic shocks and crises,” Quinto said.

Challenged industry
Magnaye said the export market for cavendish bananas is expected to encounter a temporary setback due to the steep reduction in their import volume from the Philippines.
“Prior to the cut, the Davao region shipped out a total of 50 million boxes annually, which translated to about P6.5 billion. Recently, the quota was reduced to only 20 million boxes. Efforts are currently being undertaken both by the DTI and department of agriculture to open new markets where the displaced volumes can be diverted,” he added.
Quinto said agriculture has to be sustainable, and that it is important to learn from the experiences of more developed countries. He added that agriculture is already here, but needs to be protected from those who will exploit the environment in the guise of being environmentalists.
“One of the biggest potentials of Davao City is in the agricultural sector. The city should come up with a comprehensive plan on how to develop the Buda area into an agricultural hub to support not only Mindanao but also the whole country,” Lao said.

Peace and order
Davao City has a large area for development, according to Ma. Lourdes G. Monteverde, vice president for trade and commerce of DCCCII, but issues on peace and order need to be addressed.
“Peace and order is the top agenda of the government,” she said, “however, there should be cohesion, collaboration and transparency in public and private endeavors for a common goal towards becoming a globally competitive city.”
According to Pasawa, one of the bases for such optimism for 2011 is Davao City’s being the center of economic activities in Mindanao, but its weakness is that “people continue to be wary of the negative peace and order image of Mindanao.”
“Our perceived weakness is our being ‘in’ Mindanao. But I say ‘because we are in Mindanao’ and are blessed with natural resources. The weakness really lies with us Mindanaoans who have not really worked together as a team to have a peaceful Mindanao,” Quinto said, adding that Davao could be the leader in starting a genuine peace program and that it has been peaceful even if peopled by mixed races and religions.

Reliable power source
Recognizing the thinning power reserves in the entire Mindanao grid, Magnaye said that the power issue is being addressed by attracting investors for new capacities to locate in Davao City where bulk of the grid’s power is utilized.
Lao, who is also the chairperson of the Mindanao Electric Power Alliance, said that the government should be more aggressive in addressing the issue on power. “By 2014, the city will need a whopping 484 megawatts. We only have 250 to 280 megawatts as of now,” he added.
The Aboitiz’s proposal to install a coal-fired power plant in the city has brought about conflicting views from different sectors. Lao said that he once asked the city mayor, Sara Duterte, who is now the chairperson of the regional development council (RDC) to imagine the city two to three years from now, having more brownouts. When he asked for her take on the proposed coal-fired power plant, she said, “If people really want it, I won’t object.”
Meanwhile, Lao said that the approval of the renewable energy law, whose implementing rules and regulations are yet to be finalized, may provide some relief to the city’s problem on power.
Competitiveness
Recently recognized as business-friendly, Davao City has a more responsive and business-friendly local government unit with its city government heading towards the gradual automation of public transactions in city hall, Magnaye said.
Other strengths of Davao City in attracting investors, he said, include stable peace and order condition; strong partnership between the private sector and the city government; and, the continuous improvements being implemented to facilitate faster and hassle-free processing of various permits and licenses emanating from the various departments and offices of the city government.
The city has an expanding market which now includes the cities of Panabo, Tagum, Island Garden City of Samal, Digos and General Santos, he said.
Meanwhile, Monteverde said that in order to maximize the city’s competitiveness, it needs sound infrastructures with good road maintenance; better farm to market roads; zoning implementation; and reliable energy source.
There should be business incentives, she added, especially on businesses employing innovative strategies such as green technology; and, to have a shorter but comprehensive business processing time.
Magnaye said an amendment of the Davao City Investment Incentive Code will be undertaken this year to make the incentives more attractive, and the investment priority areas more relevant and responsive to the development targets of the city.
Monteverde said, “The city also has to encourage industry clustering to develop their marketability; have small and medium enterprises’ easier access to financial institutions for support and expansion purposes; improve ports and trade; support Davao branding; and open new routes through trade missions.”
Having cited the depleting source of energy in Mindanao, and the perennial perception problem on the city’s peace and order, Magnaye added the limited direct international flights to service foreign investors as the city’s weakness in attracting investors.
However, he added that, “Steps are being undertaken in partnership with the private sector and the department on tourism for the city to have a seat in the air negotiations panel.”

Davao really has soared high the past few years. With incoming giant projects this 2011, Davao, I hope will be a better city than today. :)

OT: Planning to visit Davao and Samal island this summer. Anyone can suggest a descent resort in Samal island? Descent yet not so pricey or affordable only ... appreciate your help thanks ... :)

It’s quite refreshing to receive emails from people you have not seen for a long time whether from relatives or friends and even people you do not know anymore or those you wish to forget, he he peace. But through techno tools, you are once more connected. Happy is the feeling until you come across message like this:

“Hi Grace, how’s real estate in my beloved city, is it the same empty place as before???…”

Eye-rolling has never been my habit, but running my fingers on the keys when something doesn’t sink in quickly is. The “empty” reference about my very own city took my subconscious aback, as exactly the time I received it while I was doing a research on the high-end real estate development projects in Davao. It sure sounds like a fast-pace city but as I am living here for 26 years and more, I can say it is literally peaceful and an ideal place for families to raise their children. How do you think it got the label, “most liveable city in the Philippines?” For me, it’s the fusion of nature’s peace and quiet and the patterns of industrialization. It’s the best of both worlds.

Davao City is a city of bloom and boom and the future looks bright for it’s a work in progress. I sent this same message to my email sender and she was enticed to go visit her city again after so many years of living abroad. After all I did not finish empty handed, I will see my friend again in our beautiful city to show her how full it has become.

THE Business Bureau of Davao City has renewed more than 9,000 business permits.

Business Bureau chief Jhopee Agustin-Avaceña Friday said that as of January 6, there were 9,097 business permits already renewed by the city.

Agustin noted that the Business Permit Renewal 2011 started January 6, thus the high number of applicants for its first four days "is good news."

This year, other than renewing business permits at the City Council's Business Bureau Office, a "one-stop shop" has been set at the SM Davao Event Center.

"This is good news that the number of applicants at SM is increasing every day. Mas marami rin ang nag-apply for renewal this year kasi for the first four days in 2010, there were only 7,300 permits renewed," Agustin said.

The Business Bureau chief said she is pleased that business operators in the city have left their deadline mentality."

"Unlike before na dadagsa yung tao sa SP (Sangguniang Panlungsod) pag malapit na yung deadline, this time we have observed na mas marami talaga ang pumunta on the first time pa lamang," Agustin said on Wednesday during the Club 888 media forum at Marco Polo Hotel.

Agustin said the city is expecting as many as 30,000 applicants in the renewal of business permits for this year.

The Business Bureau, which is under the Office of the City Mayor, recorded around 29,000 registered business establishments in 2010 wherein "around 5,000 are new applicants," Avancena said.

"The continuously increasing number of legal establishments in the city is a good sign. The city has continued to grow over the years," she said in an interview January 3.

Agustin said retail and merchandise, and real estate "have continued to be a strong industry in the city."

"Lumalakas rin itong mga MSMEs, itong mga micro, small, and medium enterprises," Agustin said. (Jade C. Zaldivar)

DAVAO CITY (MindaNews/07 January) —The Board of Investments (BOI) targets more projects in the manufacturing and other labor-intensive sectors this year to fulfill the Aquino government’s commitment to generate more jobs for the people.

BOI Governor Pelagio Ricalde said the government targets to generate more investments now that the economy has reportedly recovered from the global financial crisis that plunged the world’s leading economies into a recession in the previous years.

Lucita Reyes, executive director of the BOI project assessment group, said that in 2010 alone, BOI registered P301.8 billion worth of investments, or 5.15 percent more of its P287-billion target for the period.

Reyes said the bulk of the investments generated last year came from the sale of the assets of the National Power Corporation (NPC) scheduled under the government’s privatization program.

Ricalde and Reyes were in Davao City on Friday for a public hearing on the investment priority plan 2011 attended by Davao businessmen and traders at the Apo View Hotel.

Ricalde said that BOI is also studying the provisions of the Local Government Code and their impact on businesses trying to invest in a locality. He said that to make a place investment-friendly, there is a need to streamline processes and increase the transparency of local government units.

“For as long as businessmen are aware what the procedures are and they know how long it will take for them to process their documents and for as long as the rules are not changed midstream, they will be encouraged to put up their businesses,” Ricalde said.

“We want the local government units to be as efficient as possible to entice more investments to come in,” he said.

The government has been offering incentives, depending on the project’s net value-added, job generation and multiplier effect, on preferred investment activities which include agriculture, agribusiness and fishery, creative industries such as business processes outsourcing (BPO), information technology and IT-enabled services, film and performing arts, shipbuilding (and shipbreaking), mass housing, energy, infrastructure and research and development, green projects, tourism, strategic projects and the solicited projects under the public-private partnership program of the Aquino government.

Priority investment areas in the Autonomous Region in Muslim Mindanao also include export activities, agriculture, agribusiness, aquaculture and fishery, and energy-related activities. (Germelina Lacorte/MindaNews)

At the turn of 2011 Spain introduced yet the toughest anti-smoking law in Europe, practically banning smoking in all enclosed public places, including certain open spaces like parks and school grounds.

Spain, once the Philippines’ master for more than three centuries, broke its carefree attitude toward smoking. Its well-crafted move has been praised by its neighbors in the European Union.

For non-smokers, the new Spanish law is a Christmas gift. For cigarette manufacturers, the law is a scourge to their cash machine. This is precisely the reason why the Philippine Government has been treating soft on cigarette ban. It seems that our government is more concerned with losing revenues derived from tobacco-related taxes rather than promoting public health, so we think.

So far our toughest law is Republic Act 9211, otherwise known as “An Act Regulating the Packaging, Use, Sale, Distribution and Advertisements of Tobacco Products and For Other Purposes.” Basically, RA 9211 is the reason why we are seeing a government warning that cigarette smoking is dangerous to one’s health. It does not, however, impose ban on smoking in public places.

The initiative to altogether ban smoking in public places in the Philippines has to come from the heart of local government officials.

The Local Government Code empowers a local government unit to enact an ordinance to prohibit an act which exactly what the City Government of Davao had done in 2002 when it passed an ordinance that strongly bans smoking in all public places in the city.

Since the serious anti-smoking ban in Davao City, more than 9,000 offenders have been slapped with a fine of no less than 10,000 pesos for the first offense.

The Davao City ban had earned international accolades, one of which was last year’s Global Smoke Free Partnership (GSFP) Award for Governmental Body With Exemplary Leadership in Implementing Smoke Free Policies bestowed by GSFP.

Before Spain banned smoking in public places, Davao City had done the same eight years ago. Isn’t that noteworthy?

Unfortunately, many cities and towns in the Philippines have not taken a serious step in eliminating cigarette use in public areas.

If Davao City has been successful in enforcing an anti-smoking law, there is no reason that the rest of the local government units in the country could not successfully enforce the same prohibition.

The benefits of banning smoking in public places are all too obvious. Smoking harms more severely to second-hand smokers, the non-smokers who happen to be in the presence of a killer (smoker) and lung cancer promoter.

If we ban smoking in all public places in the Philippines we will save millions of lives and we will save millions or even billions of pesos that should rather be spent on good food and quality education, not on cancer treatment, expensive medicine, hospital, and all that.

NGO native-fiber developer buoys up hopes of rural women

DAVAO CITY—A nongovernment organization (NGO) here that developed fibers from endemic plants and crops, including durian, banana and abaca, appealed for financial donations to restore its operation after a Christmas Day fire razed the building where it held offices.
Betty More, executive director of the Katakus Inc. (literally means capability), has sent the appeal through the Internet and said the donations would primarily go to acquire the machines that extract the fibers and “to give back the job to our 14 women whose main source of livelihood depends on Katakus.”

The Dec. 25 fire was believed to have been caused by a leaking liquified petroleum gas tank inside an office three doors away from the Katakus office inside the Carriedo compound in Barrio Obrero, this city.

“All our handmade paper stocks and equipment at the second floor were burned, while those at the ground floor were damaged by the water used by the responding firemen. At present, we have temporarily ceased our operations since we lost so many of the equipment we need and cannot afford getting a new office space. We are hoping that in a few days we can start again,” she said in the letter of appeal.

“In this light, we would like to ask for your support. First, please help us pray that we will get through this setback so that we can continue helping the people and communities we serve,” she added.

Katakus began operating in the 1990s as an NGO “helping women in the communities improve their lives.”

It began the handmade paper project out of abaca fiber waste and banana fibers from banana bracts. “We have also discovered that the durian husks have fibers that we make into fiber sheeting and handmade papers. We convert the fiber sheeting and handmade papers into various novelty items.”

In its brochure, Katakus said the handmade-paper project started in 1994. “It was conceptualized because of the abundance of raw materials in the community. Its objectives are to facilitate the empowerment of women by providing income; to build the capability of women to manage community-based projects; and to earn income to sustain the activities of the organization.” 

“The project adheres to the principles of Fair Trade. It practices fair labor, fair wages and fair prices. It promotes the sustainable use of raw materials and nurturing of the earth which is the source of all life,” it added.

The handmade papers were made into cards, albums, lampshades, boxes, posters, conference envelopes and folders, certificate holders, bags, fans and other novelty items. “By buying these products you provide food to the women and their families, support their empowerment processes at the same time help in protecting the environment.”

The Katakus has joined business and trade fairs, and put up booths during the annual Davao Trade Exposition.

“Second, please consider supporting us financially to restore our operations and give back the jobs to our 14 workers. You can contact us at +639175482620 (Betty), +639177170174 (Melba) or e-mail us at katakus@gmail.com,” More added.

The letter of appeal also attached the list of office equipment and supply, including the basic equipment for the manual extraction of fiber and making of various products from these fiber.

Davao City–A group of developers under the Chamber of Real Estate Builders Association (Creba) has been discussing with the city government a plan to put up several midrise and low-cost condominium buildings in a slum area in downtown both for the slum dwellers and the workers.
Carlos Vargas, president of Creba-Davao City chapter, would not divulge yet the supposed area of the BLISS-type project, but indicated that the Davao City Planning Office has already identified it.

The area would cover 40 hectares of land mostly inhabited by squatters, and Vargas said he has already started talks with the landowner. “We would not name the place yet, because we don’t want to create more squatters now in the place.”

The project would involve putting up several buildings of about four to five stories, and the number of units would depend on how much land the landowner would allow them to develop.

“This would be a green building. We would use bricks, which are resistant to heat, and we would be putting up rain catchment, where residents would be using the rain water for most of their common household water use,” he said.

The initial design would have a 24-square-meter floor area for each unit, “but as to how many units per floor would really depend on the area, and we would try to persuade the landowner to donate at least 20 percent of this area to accommodate the squatters.”

“The landowner would have all the advantages in this arrangement. Imagine donating this portion to the city and putting the squatters in a more secured housing unit than continue holding on to the land without benefiting from it,” he said.

So far, the landowner was already informed of the tender, and “he was positive,” he said. “What we would discuss again with him is how much would he donate.”

In their talks with the city government, Vargas said the city wanted an affordable rate to ensure that squatter families and ordinary workers could afford a unit. “It wanted to offer the units for rent, at about P1,000 a month.”

“We suggested to sell it, at P250,000, or about P2,500 monthly amortization,” he added.

The project would solve at least the city’s two main problems: the housing backlog and putting the squatters and the workers in an affordable housing unit that is accessible to their work, schools and shopping places, he said.

Creba offered to build the mid-rise and low cost condominium unit for the poor a week before Mayor Sara Duterte had announced that she wanted the poor residents to acquire their own houses.

“It appeared that we were then on the same plane, and we started the talks immediately. The city government reacted positively, too,” he said.

The costing was not yet discussed nor was there any agreement. “We are currently designing the project, which we would present to the city government in two weeks.” He said the cost may only be about P12,000 per square meter.

The builders would be a consortium, composed of some members of Creba, “and ideally [it should] have one developer for each condominium building so that the units could almost simultaneously be made available.”

Mt. Apo Boulder Face Challenge goes global

MAJESTIC Mt. Apo, rising 10,311 feet above sea level, was cloudless as we drove towards Brgy. Tibolo, Sta. Cruz town, Davao del Sur, to witness the ritual for the launching of the International Boulder Face Challenge last Dec. 10. Although the event has been scheduled for April 2011, the Mindanao Mountaineering Federation, the Municipality of Sta. Cruz, the Departments of Tourism and Environment are preparing for this challenging activity. This is the 4th Mt. Apo Boulder Face Challenge and for the first time, it is accepting international teams to join the locals.

Mayor Joel Rey Lopez of Sta. Cruz says that one of the blessings of democracy is being able to enjoy nature. And this international event brings everyone to the Kalimudan Cultural Village located at Brgy. Tibolo, some 50 kilometers south of Davao City. It nestles at the foot of Mt. Apo, the highest mountain peak in the Philippines and considered as sacred grounds of the indigenous Bagobo-Tagabawa Tribe. The highland village has an elevation of more than 2000 meters above sea level and is very accessible by public transport. The cultural-tourism program is jointly managed by the local government of Sta. Cruz and the Tagabawa-Bagobo Tribal Council.

The launching began with a ritual done by the Bagobo-Tagabawa tribe to pray for the blessings from the gods who guard the mountains and for the success of the undertaking scheduled on April 2011. We were welcomed by the tribal council with native delicacies cooked in bamboo vessels where cassava jelly was served in banana leaves and brewed native coffee. The process of cooking in bamboo tubes over charcoal was called “Linotlot.” The village consisted of a few huts where weaving activities were done and baskets were made as livelihood projects of the indigenous tribes. It had a panoramic view of Mt. Apo from its location.

Barangay Captain Marcial Durano of Barangay Bato, barangay tribal chieftain Datu Ruben Ayok, Barangay Captain Delfin Lauso of Tibolo were among those present. We also met barangay kagawad Lolita Legaspi and Camille of the PAIC Management Office, who was in charge of the tribal village.

Speaking at the press conference held after the ritual, DOT-XI regional director Art Boncato informed us that groups coming from the BIMP-Eaga Region and Canada are coming to participate at this first-ever Mt. Apo International Boulder Face Challenge. The Tibolo Cultural Village will be the point of convergence for the event, which he said will be given priority in setting up facilities needed for the race. Action Asia Magazine will feature the coming activity early this year. At present they have developed a website for those who wish to know more about the challenge: www.boulder face.com.
Race director Albert Gabriel said the race will consist of mountain biking - 22.5 kilometers of road/uphill biking – water tubing for 15 kilometers and road run of 12 kilometers, The distance is 85 kilometers from the municipality of Sta. Cruz to the boulder face.

DENR-Protected Areas Management board superintendent Nilo Rivera briefed the media on the importance of preserving the environment as Mt. Apo is the banner site of eco-tourism. He reminded everyone that biodiversity should come first before tourism.

Enjoying the city from another angle

ONE OF the things I did before this year began was to hang out with some friends and enjoy a picnic…in a traffic island near the Buhangin overpass. Really.
Rewind.
My artist friend Angeli Chi, who does a lot of cool street art stuff, texted me days before New Year’s Eve. Her message read, You’re invited to a pre-new year picnic party tomorrow, 5 p.m. At [the] Buhangin flyover. She also told me to bring a friend/camera/musical instrument, etc.

I thought I couldn’t make it that day, but I forced myself to find time because I just had to see what this picnic is all about. Chi is always up to doing lots of cool and unique artsy things (like organizing experimental music workshops and poetry reading nights, to creating murals and installation art), and summoning us for this picnic is one of them.
She later texted me details about the event: that it was literally going to be held BY THE ROAD; I was expecting tents and picnic mats under the overpass garden or something. But I later found out that everything about the picnic was a surprise.
Forget the part where I almost got lost because the jeepney driver thought that my destination was Milan in Buhangin. I made it to the triangular traffic island with the blue-tiled arch (you can’t possibly miss this road landmark if you always travel north), sat and met new friends, and almost immediately asked Chi whether we were violating any law (hel-loo, we were only a few meters from the road).

She said we weren’t, because the place is public; there’s no law that specifically prohibits citizens from hanging out in a traffic island. Chi then shared about her inspiration behind the unusual activity: a recently acquired book about things that one can do in urban areas. One of its chapters read Highway Banquet. It showed pictures of the authors Akay and Peter and his friends having lunch, complete with tables and chairs, arranged as if they were in the dining room but are actually, by the road.
Cool, I thought. But the book didn’t end there. It suggested lots of fun street projects like making gigantic art on snow (okay, maybe we don’t have snow here, but I guess sand will also work), swings, and floating cabins, to name a few. While these may sound preposterous at first, looking deeper into these things makes us discover that there are an infinite number of ways that we can have fun without spending too much or without ridiculously spending years inventing miniscule gadgets to entertain us.

Onlookers like motorists and jeepney passengers wondered what we were doing there. We didn’t really mind their curious stares and raised eyebrows because we were too busy eating the highway banquet Chi prepared for us. She also shared some food with the homeless who were walking near by, and occasionally called Happy New Year! to curious strangers who waved at us.
The sight of the fast moving vehicles around made me feel both thrilled and calm; it’s nice to see the world rush like it is sort of chasing an unknown deadline, while there we were, sitting calmly in a traffic island and admiring the only piece of architecture beside us. Chi claims that the blue-tiled arch is a gateway to another dimension. I tried to go through it, but no magic happened. Instead, we ended up taking pictures of and with it.

While attacking the food, I also noticed something even cooler: the conversation and discussions that ranged from biotechnology (sounds smart, I know right?) to street art and films. It was very refreshing to hear new ideas from people.
This highway banquet only sounds unusual because you have probably been hanging around too much in fancy malls and coffee shops. Or you’ve probably glued yourself too hard in your computer’s desk, facing the Internet all day.
Not a lot of people get to take a break these days. So here’s my suggestion: free your mind from all the worries for at least one day and explore the streets.

At first, I thought that Chi’s idea of a picnic by the road was crazy. But after I enjoyed the whole thing, I realized that I’m one of the people who have found too much comfort in the confines of my room with Internet; or at the mall with blasting airconditioning.
We need to get out of our comfort zones sometimes to experience what the streets have to offer. Chi tells me that there are so many things that we can do in the streets: install art, perform, stroll a mobile library, play games, sell stuff, and have fun with chalk art.

Davao City–A group of developers under the Chamber of Real Estate Builders Association (Creba) has been discussing with the city government a plan to put up several midrise and low-cost condominium buildings in a slum area in downtown both for the slum dwellers and the workers.
Carlos Vargas, president of Creba-Davao City chapter, would not divulge yet the supposed area of the BLISS-type project, but indicated that the Davao City Planning Office has already identified it.

The area would cover 40 hectares of land mostly inhabited by squatters, and Vargas said he has already started talks with the landowner. “We would not name the place yet, because we don’t want to create more squatters now in the place.”

The project would involve putting up several buildings of about four to five stories, and the number of units would depend on how much land the landowner would allow them to develop.

“This would be a green building. We would use bricks, which are resistant to heat, and we would be putting up rain catchment, where residents would be using the rain water for most of their common household water use,” he said.

The initial design would have a 24-square-meter floor area for each unit, “but as to how many units per floor would really depend on the area, and we would try to persuade the landowner to donate at least 20 percent of this area to accommodate the squatters.”

“The landowner would have all the advantages in this arrangement. Imagine donating this portion to the city and putting the squatters in a more secured housing unit than continue holding on to the land without benefiting from it,” he said.

So far, the landowner was already informed of the tender, and “he was positive,” he said. “What we would discuss again with him is how much would he donate.”

In their talks with the city government, Vargas said the city wanted an affordable rate to ensure that squatter families and ordinary workers could afford a unit. “It wanted to offer the units for rent, at about P1,000 a month.”

“We suggested to sell it, at P250,000, or about P2,500 monthly amortization,” he added.

The project would solve at least the city’s two main problems: the housing backlog and putting the squatters and the workers in an affordable housing unit that is accessible to their work, schools and shopping places, he said.

Creba offered to build the mid-rise and low cost condominium unit for the poor a week before Mayor Sara Duterte had announced that she wanted the poor residents to acquire their own houses.

“It appeared that we were then on the same plane, and we started the talks immediately. The city government reacted positively, too,” he said.

The costing was not yet discussed nor was there any agreement. “We are currently designing the project, which we would present to the city government in two weeks.” He said the cost may only be about P12,000 per square meter.

The builders would be a consortium, composed of some members of Creba, “and ideally [it should] have one developer for each condominium building so that the units could almost simultaneously be made available.”

The idea was also conceived by a UZ (ZAEC) BS Commerce Student in 1970. The proposal was to line ( a widened ) Evangelista St. with mid-rise low cost condominium type housing. btw the term "condominum" wasn't in there. It was "Five to ten storey buildings resembling a letter 'U' at 12 housing units each level".

ONE OF the things I did before this year began was to hang out with some friends and enjoy a picnic…in a traffic island near the Buhangin overpass. Really.
Rewind.
My artist friend Angeli Chi, who does a lot of cool street art stuff, texted me days before New Year’s Eve. Her message read, You’re invited to a pre-new year picnic party tomorrow, 5 p.m. At [the] Buhangin flyover. She also told me to bring a friend/camera/musical instrument, etc.

I thought I couldn’t make it that day, but I forced myself to find time because I just had to see what this picnic is all about. Chi is always up to doing lots of cool and unique artsy things (like organizing experimental music workshops and poetry reading nights, to creating murals and installation art), and summoning us for this picnic is one of them.
She later texted me details about the event: that it was literally going to be held BY THE ROAD; I was expecting tents and picnic mats under the overpass garden or something. But I later found out that everything about the picnic was a surprise.
Forget the part where I almost got lost because the jeepney driver thought that my destination was Milan in Buhangin. I made it to the triangular traffic island with the blue-tiled arch (you can’t possibly miss this road landmark if you always travel north), sat and met new friends, and almost immediately asked Chi whether we were violating any law (hel-loo, we were only a few meters from the road).

She said we weren’t, because the place is public; there’s no law that specifically prohibits citizens from hanging out in a traffic island. Chi then shared about her inspiration behind the unusual activity: a recently acquired book about things that one can do in urban areas. One of its chapters read Highway Banquet. It showed pictures of the authors Akay and Peter and his friends having lunch, complete with tables and chairs, arranged as if they were in the dining room but are actually, by the road.
Cool, I thought. But the book didn’t end there. It suggested lots of fun street projects like making gigantic art on snow (okay, maybe we don’t have snow here, but I guess sand will also work), swings, and floating cabins, to name a few. While these may sound preposterous at first, looking deeper into these things makes us discover that there are an infinite number of ways that we can have fun without spending too much or without ridiculously spending years inventing miniscule gadgets to entertain us.

Onlookers like motorists and jeepney passengers wondered what we were doing there. We didn’t really mind their curious stares and raised eyebrows because we were too busy eating the highway banquet Chi prepared for us. She also shared some food with the homeless who were walking near by, and occasionally called Happy New Year! to curious strangers who waved at us.
The sight of the fast moving vehicles around made me feel both thrilled and calm; it’s nice to see the world rush like it is sort of chasing an unknown deadline, while there we were, sitting calmly in a traffic island and admiring the only piece of architecture beside us. Chi claims that the blue-tiled arch is a gateway to another dimension. I tried to go through it, but no magic happened. Instead, we ended up taking pictures of and with it.

While attacking the food, I also noticed something even cooler: the conversation and discussions that ranged from biotechnology (sounds smart, I know right?) to street art and films. It was very refreshing to hear new ideas from people.
This highway banquet only sounds unusual because you have probably been hanging around too much in fancy malls and coffee shops. Or you’ve probably glued yourself too hard in your computer’s desk, facing the Internet all day.
Not a lot of people get to take a break these days. So here’s my suggestion: free your mind from all the worries for at least one day and explore the streets.

At first, I thought that Chi’s idea of a picnic by the road was crazy. But after I enjoyed the whole thing, I realized that I’m one of the people who have found too much comfort in the confines of my room with Internet; or at the mall with blasting airconditioning.
We need to get out of our comfort zones sometimes to experience what the streets have to offer. Chi tells me that there are so many things that we can do in the streets: install art, perform, stroll a mobile library, play games, sell stuff, and have fun with chalk art.

The Sy group’s mall development arm SM Prime Holdings Inc. will open five malls this year with a gross floor area (GLA) close to 400,000 square meters.

SM Prime CFO Jeffrey Lim said the five malls will include SM Masinag; SM San Fernando, Pampanga; SM Apalit, wherein the company bought an existing mall/property with floor area of 20,000 square meters; SM Consolacion, Cebu; and SM Dasmariñas. Meanwhile, SM’s mall in Sucat will be expanded as they will get more property in the area.

Lim added that in terms of number, SM will launch the most number of malls this year. However, in terms of GLA, SM launched the most in 2006 as it included Mall of Asia.

The Sy-led company earlier announced that they will invest more than P20 billion in capital expenditures for the year.

Recently, SM has started construction of SM Dasmariñas, SM Davao, which will have an IMAX Cinema, and SM General Santos City with a floor area of 80,000 square meters wherein the latter two will be opened by 2012.

For SM Dasmariñas, Lim said it will have a semi basement for vendors. “We’ll have ground floor, either hypermarket with some food stands (while the) second floor will be for third party tenants (and the) top floor will be parking,” he said.

Lim added that the 30,000-square meter mall with three storeys will have the public market vendors on the basement. He also said they have not decided on the name of the mall but it will be opened on the last quarter of 2011.

The P500-million public market project is a partnership between the company and the local government unit (LGU) of Dasmariñas. “It’s actually an effort for both parties to try to see how we can help in terms of the development. On top of that, they’ll get more tax with the way SM runs,” Lim said.

Lim added that SM will pay the LGU the rental of the property and will improve the service and quality we will be able to maintain the area.

The company CFO said they will look for more public market projects depending on their first public market project. “Moving forward, we’ll see other locations,” he said. Meanwhile, he said SM’s Fort Bonifacio project is going to be a big project.

DAVAO CITY, Jan. 10 (PIA) -- The Davao tourism industry will benefit greatly with the anticipated pocket open skies policy to be implemented by the Aquino administration early this year.
Jonallier Perez, Mindanao Tourism Council secretary said that they will be expecting an upsurge of visitor arrivals once the open skies policy will be implemented.
Perez said that Davao is among the airports which will benefit from the policy. Among other domestic airports include Laoag, Cebu, Tagbilaran and Zamboanga.
With the liberalized open skies policy, foreign airlines coming from international, destinations can land in erstwhile domestic airports.
However Perez said that in order to benefit fully from the liberal air policy, the government must upgrade all airports particularly in the aspect of security. Currently the country’s airport is blacklisted by European countries and received a downgraded category 2 rating from the ICAO (International Civil Aviation Organization).
Perez said years ago there are foreign airlines interested in connecting with Mindanao airports particularly its neighbours in BIMP-EAGA (Brunei-Indonesia-Malaysia-Philippines East Asean Growth Area). Currently Davao airport is being serviced by a weekly flight by Silk Air a Singaporean-based airline company.
Meanwhile Mindanao Tourism Council president Areceli Ayuste said that she is advocating a decentralization of the government’s tourism program in light of its unequal treatment given to Mindanao.
She cited the recent printing of the new Philippine Peso bill where iconic Mindanaoan images were not included in the bills. “Why put in a parrot when we have the majestic Philippine Eagle.” Ayuste said citing the inclusion of the little-known blue-naped parrot in the design of the 500-peso bill.
Ayuste said that the industry is working hard to correct the misimpressions brought upon by neglect in the promotion of island’s tourism industry. She cited the recent Biyaheng Mindanao caravan to the Autonomous Region for Muslim Mindanao sponsored by Regional Department of Tourism-ARMM which showcased the hidden wonders of the region.
The group composed of tour agents and members of the media were able to visit the nearly completed Sultan Bolkiah Mosque in Cotabato City which was donated by the Sultan of Brunei. If completed the mosque is touted to be the most beautiful mosque in the country.
Another attraction was the Cotabato river cruise which could rival the Loboc River cruise in Bohol.
Ayuste said the next tourism caravan will be held this February and will visit the provinces of Surigao del Sur and Surigao del Norte culminating with a trip to the world-class surfing spot of Siargao.
Perez said the visit aims to gather information and data that can be used for a sustained marketing program for the island’s tourism industry. (PIA/RG Alama)

TWO runners from Davao City emerged the best Filipino finishers in the 42-kilometer category of this year's Cebu City Marathon, with Monalisa Ambasa topping the women's division and Anthony Nerza placing fourth in the men's side Sunday at the IT Park in Cebu.

The 27-year-old Ambasa, Davao's top bet from Toril who is competing in the event for the first time, shrugged off cramps to stamp her class over a field that included a Kenyan runner.

Ambasa, whose participation was backed by RunClub of Monchit Mackay and New Balance, clocked three hours and 14 minutes to beat Mary Joy Tabal of Cebu and Susan Jemutia of Kenya. Tabal placed second with a time of 3:15 and Jemutai finished fourth at 3:16.

Ambasa said it was tough race she was not expecting to win.

"Nagkadugay, nagkakusog man sila so nagpabilin nalang ko kay dili nako makaya ilang pacing. Pag-abot sa turning point, ikatulo nako pero naabsan gihapon ko sa isa ka runner bantug ikaupat nalang ko (When the race went on, the front runners were speeding and I couldn't catch up with their pacing. I was already running third by the turning point but someone overtook me, so I was running fourth)," Ambasa told Sun.Star in text messages Sunday.

"I really didn't expect to win. I'm glad that positive thinking paid off," she added.

Ambasa received a cash prize of P60,000 for her feat. She said she would use it for downpayment for a lot she will purchase.

The 21-year-old Nerza, a varsity trackster at Brokenshire College whose campaign was also supported by RunClub, said he was happy with his performance considering that he joined the event suffering from cough.

"There's really nothing impossible with God. I finished the race despite not being 100 percent with my condition," Nerza said.

The top three spots went to Kenyans Benjamin Kipkazi, Philip Ronoh and Abraham Missos. Kipkazi won it with a clocking of 2:35. (With a report from Sun.Star Cebu)

"The students will not graduate until they will plant trees. Also, all government employees, not just the DENR, are required to plant trees," Sampulna said.



Hardinado Patnugot Jr., Regional Technical Director for Forestry, said a couple applying for a marriage certificate will also have to plant trees as a requirement.

The department is targeting 20 million trees to be planted.

Sampulna said that while their program is the department's initiative, this will be done in coordination with all other government agencies.

Therefore, he said, they will be designing their program to support existing ones, like the so-called one-town one-product (Otop).

"If they [communities] want to plant a rubber tree, we will be providing them rubber trees," Sampulna said.

Patnugot said the main goal in planting trees is to slow down global warming.

"Anyway, kung ano man yung product na itatanim natin, it will benefit all of us, most especially our farmers in upland areas," Patnugot said.

THE Traffic Management Center (TMC) vows to exert more effort this year to educate drivers and pedestrians to ease up traffic congestion.

Retired Colonel Desiderio Cloribel, TMC chief, on Monday said they will conduct public safety and courtesy seminars, because many people still do not know the law.

Cloribel added that one of their programs would focus on educating drivers and disciplining traffic personnel.



Disciplining drivers is also the campaign of the Land Transportation Franchising and Regulatory Board, Land Transportation Office, Highway Patrol Group, and the Traffic Management and Control Board.

To reinforce their campaign, Cloribel said, he hopes the rehashed jaywalking ordinance will be implemented soon.

"Hopefully, this month or next month, we would be able to implement a jaywalking policy. But still we are waiting on the approval for this implementation, and kung ma-fully implement natin ito, we could be able to discipline our people to use the pedestrian lane and the overpass ... to avoid vehicular accident," Cloribel said.

A fine of P100 will be meted for jaywalkers who will also be required to render community service, he said.

Road marks are also going to be repainted, as most of these have already faded with time.

Cloribel added that they will also be coordinating with the City Environment and Natural Resources for the maintenance of the overpass. (ICT)

Number of private building projects dips in Q3 2010 -- census agency

THE NUMBER of private building projects nationwide dropped 9.2% to 23,970 in the third quarter of 2010 from the 26,397 recorded in the same period the preceding year, the National Statistics Office (NSO)said in a posting on its Web site last weekend.

Total value of these projects, however, rose 25.1% to P46.3 billion from P37 billion in the same comparative periods.
Residential building projects totaled 17,618, down 9.9% from 19,543, while non-residential projects went up slightly by 1.1% to 3,138 from 3,103.

Projects under the category of additions, alterations and repairs totaled 3,214, reflecting a 14.3% drop from 3,751.
Among the regions,
-> the Cavite-Laguna-Batangas-Rizal-Quezon Region (CALABARZON or Region IVA) recorded the highest number of new building construction projects with 5,971, accounting for 24.9% of the total recorded in that period.
-> National Capital Region (NCR) ranked second with 3,614 construction projects or 15.1% of the total,
-> followed by Central Luzon (Region III) with 2,406 (10%),
-> as well as Central Visayas (Region VII) and Davao (Region XI) with 2,106 (8.8%) and 1,999 (8.3%), respectively.

At the provincial level, Cavite reported the biggest share with 2,180 projects or 9.1% of the total in the third quarter of 2010. Other provinces exceeding a thousand mark were Laguna with 1,238 (5.2%), Rizal with 1,074 (4.5%), Batangas with 1,054 (4.4%), and Cebu with 1,011 (4.2%).

But the value rises

Total value of building projects, however, rose 25.1%, year on year, to P46.3 billion, the same data showed.
Value of new residential building projects rose 33.3% to P24.6 billion from P18.4 billion, while non-residential projects rose by a slower 14.5% to P18.1 billion from P15.8 billion.

Finally, the combined value for additions, alterations and repairs increased by 30.6% to P3.6 billion from P2.8 billion.
Regionwise,
-> value of construction for NCR consistently remained highest at P24 billion, accounting for 51.9% of the total.
-> CALABARZON and Central Luzon ranked a far second and third with P6.3 billion (13.7% of the total) and P3.5 billion (7.6%), respectively.
-> They were followed by Central Visayas and Davao region with P2.5 billion (5.4%) and P1.9 billion (4.1%), respectively.
Cost of residential construction averaged P8,811 per square meter in the third quarter of last year.
Value of residential building projects reached P24.6 billion with a total floor area of 2.8 million square meters (sq.m.), translating to an average cost of P8,811/sq.m.
Single-type residential units recorded the most number of residential building projects with 16,038 or 91% of the total. Value of construction for this type totaled P12.1 billion covering a total floor area of 1.6 million sq.m., translating to an average cost of P7,438/sq.m.
The data was based on building permits approved during the period, NSO said. Hence, private projects without permits were excluded from the count. Moreover, there was no data from the Mountain Province, Guimaras, Basilan (excluding Isabela City), Lanao del Sur, Maguindanao (excluding Cotabato City), Sulu and Tawi-Tawi, NSO explained further.
Romulo A. Virola, secretary-general of the National Statistical Coordination Board, said floor area may have increased during the period, despite a drop in the number of projects.
Fernando T. Aldaba, economist of the Ateneo de Manila University, agreed, saying "it may be big ticket projects which accounted for the rise in value."

Davao City boasts of the most passenger-friendly cab system in the country.

It is not uncommon for passengers to find their left baggage and valuables returned to their doors the same day.

In fact, taxi drivers in Davao City make it a point that a passenger receives his change to the last peso. And nobody will complain about negotiated fares. Except out of town trips, all trips within the city are strictly metered.

When taxis were re-introduced in the city in the early 90’s many people were reluctant to part with the minicas that pays P10 per ride within the central business district.

Slowly, however, it became a fact of life in the city. Davao City taxi companies then became the first throughout the country to install two-way radios on taxi fleets picking up passengers in the more efficient way and with passengers able to call the company for pick-up ride. Their counterparts in other cities were forced to follow suit several years later.

Davao City used to have black Mercedes Benz as taxis during the 60’s but was withdrawn after the car company reportedly complained their top of the line cars were being debased and cheapened.

Taxis disappeared in Davao City as well as other cities in Mindanao in the ‘70s and were replaced by PU minicas.

Mindanao’s rapid growth during the ‘80s however also gave rise to increase demand in public transport system.

A study in 1997 suggested Davao City’s road system cannot absorb more than 1,500 taxis. Back then, Davao City has a net increase of 7,000 new vehicle registrants every year.

Today, there are obviously more than 2,000 taxis in the city and more roads are now widened.

But still the same, Davao City is now experiencing what an urban metropolis is continually facing – traffic congestion.

But in Davao City, at least you do not have to worry about taxi drivers choosing which passengers to pick.
