Skydiving is soon coming to Davao. I suggest you start your cardio workouts now if you plan on enrolling in the program. I heard the Davao program starts in two months' time. One Aussie and two Cebuano pro skydivers did a test dive on January 16, 2011 above Riverfront City (where Crocodile Park is located). PPA general manager lawyer Juan Sta. Ana expressed enthusiasm over the positive prospects to double the figure of reefer containers for fresh banana exports in the Davao port. “Our reefer container capacity in Sasa is 140 containers and with the planned augmentation of another 140 containers this year, it will be a total of 280 reefer container capacity,” Sta. Ana said. Known also as the Davao Baseport, Sasa Wharf is poised to double its reefer structures used for plugging in containerized vans from its current actual 144 outlets which were built in 2004 yet to 288 within 2011. The additional reefers will be funded and built by cargo handling operator Davao Integrated Port and Stevedoring Services Corporation (DIPSSCOR), he said. Sta. Ana said DIPSSCOR is a subsidiary of the International Container Terminal Services, Inc. (ICTSI), the operator of the Manila International Container Terminal (MICT). Putting context to the reefer expansion of Sasa Wharf, Sta. Ana explained that in 2008, volume of Maersk Line alone per week was already 150 boxes of fresh bananas. It reached double at 300 and 600 boxes in 2009 and 2010, respectively. Maersk Line has already resorted to plugging in its containers at a reefer station one kilometer away from the Sasa Wharf, he said. Sta. Ana explained that DIPPSCOR’s clients include key international companies such as the American President Lines (APL), Maersk Line, Regional Container Lines (RCL), Neptune Orient Lines (NOL), Mariana Express Lines, Ltd. and CF Sharp Shipping Agencies, Inc. It served at least nine vessels per week carrying mostly containers bound for China, Japan, Singapore and South Korea, for the past three years. In August 2010, Sta. Ana said DIPSSCOR shipped three units of Rubber-Tired Gantry (RTG) Cranes from the MICT to the Sasa Wharf as part of its management contract with the PPA on reefer operations. For the past four months, the RTGs have been very helpful in maximizing the now congested container yard space by enabling up to five-high stacking of boxes while being plugged at the reefers before loading onto vessels, he said. Meanwhile, during the last quarter of 2010, the Port Management Office-Davao Port manager and concurrent acting Port District manager lawyer Christian Santillan of the Port District Office Southern Mindanao reported that foreign trade in Sasa Wharf grew by 42 percent in the first 10 months despite the embargo of Iran of United States-labeled bananas which has also affected those coming from the Davao Region. Paloma Tuesday, January 18, 2011 More Sections THE Southern Philippine Medical Center (SPMC) will construct another annex building worth P25 million expected to be up and operational by next year. The new annex will be able to cater 150 more patients, chief of hospital Dr. Leopoldo Vega said. This will be constructed just above the new operating room. Aside from the 150-bed capacity ward, Vega proposes to have a mother-and-child care facility there so that the SPMC maternity center will be separated from patients with different ailments. "This would address the high maternity death rate in the region, I want to see them (mother and child) be separated from other patients," Vega said. Aside from additional infrastructure, Vega expects augmentation of their manpower to meet the ideal number of health care workers to attend to their number of patients. He hopes a corresponding increase in budget will be earned. Since 2007, as the Davao Medical Center before this was renamed SPMC, it was getting a P50-million annual budget to operate a 600-bed hospital. Today, SPMC has 1,363 beds. "When we improve our facilities and infrastructure, more patients coming from different social status come to our hospital and that will generate more revenue," he said. Aside from the 300 workers that SPMC has today, there are the contractual workers paid for by the City Government of Davao. With the bulk of patients the hospital is getting, however, Vega said, the idea number of plantilla personnel is between 750 to 1,300. The mayor said these four areas have to be handled and taken seriously and the concerned city government units must come up with a detailed work intervention with the corresponding budget. On the issue on garbage, Carpio said investors won’t come if they see garbage is not taken cared of. She admitted that with the 1.5 million residents here, it is really difficult to address the problem. She said the City Environment and Natural Resources Office (CENRO) is now working on the matter at the village level for everyone to adopt the segregation at source. “The transportation project is not for my term but we are doing this as a long term plan,” she said. The city government received a grant from the Asian Development Bank (ADB) for a study on the traffic management of the city. The 10-year plan project will be launched this week and it will be conducted within six months this year. Minor concerns on traffic issues, however, will be handled by the Traffic Management Center although she stressed that both drivers and commuters must follow traffic rules. She said the jaywalking ordinance will also be implemented and their immediate task is to place markings of pedestrian lanes. The other concern is on drainage. The mayor said addressing the problem in totality would entail billions of pesos but when they go by specific areas the needed funds would only be millions. She said she instructed the City Engineer’s Office to come up with inventory of flooding areas indicating specific works with the corresponding budgetary requirements. She said they will do it by phase so that the flooding especially on streets will be addressed. The informal settlers are also a big problem of the city and it is creeping, she said, noting many of them live in road right-of-way areas, along river banks, and the seashore. This city has 55 Urban Land Reform Programs (ULRP) where these informal settlers were beneficiaries. The fund for program development of communities was sourced out through a P100 million loan. Romulo A. Virola, NSCB secretary general said the four consistently richest cities in 2008 were the cities of Quezon, Makati, Manila and Pasig. In 2008, Quezon City's total income amounted to P9.49 billion from P8.63 billion in 2007. While, Makati earned P8.47 billion in 2008, followed by Manila, P7.43 billion; Pasig and P4.48 billion. Included in the top richest cities were Cebu, Caloocan and Pasay, Muntinlupa and Mandaluyong. "Note that only two of the 10 richest cities are not in Metro Manila –one is in Visayas, the other in Mindanao. Is this disparity in development, or disparity in governance or both?," Virola said. On a per capita basis, the two consistently richest cities are Makati and Tagaytay. Makati’s per capita income in 2008 exceeded that of Tagaytay by more than P7,000 at P15,863 versus P8,689. "No wonder the Makati residents get a lot of benefits from their government. So maybe, we should no longer wonder why former Mayor Binay won as Vice President?," Virola said. Alternately third and fourth are Pasig and Olongapo. Consistently among the top 10 are Paranaque, Mandaluyong, and Pasay. Out of the top 10 because of bigger population are Quezon City, Manila, Davao, Cebu and Caloocan. In terms of health, nutrition and population control, the highest allocation consistently came from Manila, Makati, Quezon City, Pasig and Mandaluyong. Other top 10 cities in 2008 were Cebu, Paranaque, Las Pinas, Pasay, and Davao. For education expenditure, Makati, Tagaytay, Pasig, and Urdaneta were the top cities. Makati spent P2,677 per person on education, almost double that of Tagaytay at P1,374. In collecting taxes, Makati, Quezon City, Manila and Pasig are consistently the four cities with the highest total tax revenue. The next four are Paranaque, Pasay, Mandaluyong, and Caloocan. Also in the top 10 is Davao, with Muntinlupa rounding up the top 10 in 2008 and Cebu in 2007. The meeting was held at the Waterfront Insular Hotel, from January 11 to 14, drawing participants from all over the country. Neric Acosta, Liberal Party vice president in Mindanao and lead convenor of the Philippine Imperative on Climate change, urged participants to lead environmental endeavors, assuring them that the new administration is just as concerned. "Help us draft that governance trajectory in the next months because the president has our support," Acosta said in his keynote speech. Pointing out that both economy and ecology's etymology comes from the Latin word "oikos," he said, that the two cannot be taken separate from each other. "However we make sense of it, ecology is the foundation of our economy," he said, and then proceeded to explain that without forests, there would be no watersheds, without watersheds, there would be no water, without water there would be no rice fields, no food for the people, and without food, there would be no economy. Selected local environmental organizations, who are grantees and partners of FPE, shared insights during the event. "Now that climate change is upon us, it is more than timely and relevant to share environmental programs and best practices in the field," said Enrica Aquino, executive director of FPE. She sees the event as "an opportunity to learn more about Disaster Risk Reduction and Clean Energy Options for the country." As the first grant-making institution for the environment in the Philippines, the FPE has established one RAC in Luzon, Visayas and Mindanao to serve as its advisory link in the regions on environmental concerns and programs. FPE grantee Norma Monfort of the Monfort Bat Caves attributed to FPE the strides they were able to make in conserving the bat caves. "I am thankful that FPE took a chance in giving me my first break. The medium grant went a long way, making both partners equal winners in biodiversity, conservation and sustainable development," she said. FPE was founded by environmental experts like Dr. Delfin Ganapin Jr. and former Environment Secretary Fulgencio Factoran in 1992. This year, FPE is celebrating its 19th anniversary. PPA general manager lawyer Juan Sta. Ana expressed enthusiasm over the positive prospects to double the figure of reefer containers for fresh banana exports in the Davao port. “Our reefer container capacity in Sasa is 140 containers and with the planned augmentation of another 140 containers this year, it will be a total of 280 reefer container capacity,” Sta. Ana said. Known also as the Davao Baseport, Sasa Wharf is poised to double its reefer structures used for plugging in containerized vans from its current actual 144 outlets which were built in 2004 yet to 288 within 2011. The additional reefers will be funded and built by cargo handling operator Davao Integrated Port and Stevedoring Services Corporation (DIPSSCOR), he said. Sta. Ana said DIPSSCOR is a subsidiary of the International Container Terminal Services, Inc. (ICTSI), the operator of the Manila International Container Terminal (MICT). Putting context to the reefer expansion of Sasa Wharf, Sta. Ana explained that in 2008, volume of Maersk Line alone per week was already 150 boxes of fresh bananas. It reached double at 300 and 600 boxes in 2009 and 2010, respectively. Maersk Line has already resorted to plugging in its containers at a reefer station one kilometer away from the Sasa Wharf, he said. Sta. Ana explained that DIPPSCOR’s clients include key international companies such as the American President Lines (APL), Maersk Line, Regional Container Lines (RCL), Neptune Orient Lines (NOL), Mariana Express Lines, Ltd. and CF Sharp Shipping Agencies, Inc. It served at least nine vessels per week carrying mostly containers bound for China, Japan, Singapore and South Korea, for the past three years. In August 2010, Sta. Ana said DIPSSCOR shipped three units of Rubber-Tired Gantry (RTG) Cranes from the MICT to the Sasa Wharf as part of its management contract with the PPA on reefer operations. For the past four months, the RTGs have been very helpful in maximizing the now congested container yard space by enabling up to five-high stacking of boxes while being plugged at the reefers before loading onto vessels, he said. Meanwhile, during the last quarter of 2010, the Port Management Office-Davao Port manager and concurrent acting Port District manager lawyer Christian Santillan of the Port District Office Southern Mindanao reported that foreign trade in Sasa Wharf grew by 42 percent in the first 10 months despite the embargo of Iran of United States-labeled bananas which has also affected those coming from the Davao Region. The projects were given incentives by the Board of Investments. The first project costing P849.885 million is called Deca Homes Esperanza Subdivision in Tigatto, Buhangin district, Davao City. The project involves the development of 29.3 hectares of land and the construction of 2,072 low-cost mass housing units with package price of P750,000.00 per unit. The housing project will be composed of one-story single-attached units with a floor area of 35 square meters. Each unit will have two bedrooms, tiled toilet and bath and tiled kitchen counter. This was the firm’s 19th application for BOI registration. The other 18 subdivision projects are located in Cebu, Davao and Naga City. The investment covers costs of site preparation, pre-operating expenses, house construction and working capital. Manpower requirement is 200 personnel. The project starts commercial operation this month. Based on the 2010 Investment Priorities Plan’s specific guidelines for horizontal mass housing projects, those located in less served areas as may be determined by the board may be entitled to four years income tax holiday instead of three years. The proposed project is entitled to a 4-year ITH since it is new and located in Region XI, one of the identified less served areas for mass housing. The other project, called Deca Homes Mactan 5 Subdivision and worth P574 million, is located in Basak, Lapu-Lapu City, Cebu. It involves the development of 9.4 hectares of land and the construction of 1,196 low-cost mass housing units with package price ranging from P872, 000 to P936,800 per unit. He said the LTFRB will have to inspect all units for franchise and calibration. "Kung 4,000 ka taxi, kana tanan among inspeksyunon ug dili lang kay iinspeksyon sakyan jud na tanan sa atung mga personnel ug testingan and mga nakacalibrate na (If there are 4,000 taxi units, we will not just inspect them, our personnel will ride the units to check the meters as well)," Go added. Meters that will be calibrated are those that issue receipts. After the calibration, the LTFRB will then put an inspection seal on these meters. Taxi drivers who violate the memorandum order and those who overcharge will be made to pay a penalty of P3,000 and as well as relieved of their license. The deadline for the calibration and the inspection will be on March 31. "I think two months is fair enough for them to comply with these requirements," Go said. The vice mayor, however, begged off, saying he wants to concentrate his efforts in Davao City only. "I haven't even done my job here and they want me to go to Manila? Monday, 24 January 2011 TWO MINDANAO leaders have expressed support for the setting up of a nuclear power plant even as groups have pushed for the rejection of the plan to revive the mothballed Bataan nuclear power plant(621 MW). Vicente T. Lao, chair of the Mindanao Electric Power Alliance, said the nuclear power plant is necessary to address particularly the increasing demand in Mindanao which is facing the possibility of power outages within the next two years. “There is a need to study (to revive the Bataan nuclear power plant). Mindanao badly needs additional power sources,” said Lao. Luwalhati R. Antonino, chair of the Mindanao Development Authority, said the plan to revive the Bataan nuclear power plant is worth-studying because whatever power is produced and cannot be used by Luzon can be diverted to Mindanao which, based on the estimates provided by the Aboitiz Power Corp., will have a power shortage of 483 megawatts in the next there years unless new power plants are set up. Built during the time of then President Ferdinand E. Marcos and completed in 1984 at $2.3 billion (P101.66 billion at $1=P44.2 at present), the plant was never operated because when Mr. Marcos was toppled, all the next presidents never revived it. There were already attempts to push for its revival as the Department of Energy even signed an agreement with Korea Electric Power Corp. to conduct a feasibility study on its in December 2008. However, some groups, including religious organizations have protested over the plan to revive it. On the other hand, while groups have opposed the setting up of coal-fired power plants in Mindanao, Antonino said those protesting against these plants must come up with enough basis to make the opposition. “The opposition (to coal-fired power plants) can visit these plants and find out for themselves whether these plants are really harmful,” she said during a press briefing last week. It would be easier for the oppositors to gather data considering that coal-fired power plants operators are willing to prove that their plants are clean. She added that she even saw for herself the 232 coal-fired power plant of the Steag State Power Inc. in Misamis Oriental. She said the plant emitted nearly a whitish smoke and that was quiet when it was operating. However, Antonino urged those protesting against coal-fired plants and the public to be vigilant by compelling those building coal-fired power plants so that they will be forced to present their plans. Two big power companies, the Conal Holdings Corp. and the Aboitiz Power Corp., have started their coal-fired power plants and their respective officials both claimed the technology that they will use, the fluidized circular bed mechanism, will reduce the impact of their plants to environment and to human health. Conal has started its 200-megawatt plant in Sarangani, while Aboitiz, which partly owns the Steag plant, has identified a location for its plant, also with the power of 200 megawatts , in the boundary of this city and the nearby Sta. (Anflocor) will be part of a 10-hectare, mixed-use project of the joint venture partners. “Like Metro Manila and Cebu, Davao needs more hotels to serve the increasing number of tourists and business travelers,” Alexander N. Valoria, Anflocor president and chief executive, said in the statement. Visitor arrivals in Davao City, which is a center of trade and industry in Southern Mindanao, have been growing while business process outsourcing firms will begin operations in the city, Mr. Valoria added. “We are realizing that more travelers put a great premium on accessibility, style and getting their money’s worth,” Eileen J. Abreeza will also have a residential tower. In November, Ayala Land broke ground at its first boutique hotel project in Taguig’s Bonifacio Global City. Jasper Huang coordinator for the Chinese New Year festival said the village will represent various facets of Chinese traditional culture. Aside from Chinese food, the festival will also feature Wushu players from Manila plus a feature on the popular mahjong. Huang said the cost of the village is pegged at around P300,000. Past activities of the festival were held in major avenues along the Chinatown area. This year’s festival has to be moved indoors due to inclement weather as the city is frequently hit by heavy rains brought about by La Nina. The venue can accommodate 3,000 people. BOI executive director for Project Assessment Group Lucita Reyes sees mass housing as the bulk of the IPP as they project more than 600,000 units backlog for 2011. “This area of investment covers the development of low-cost mass housing,” Reyes said. Another priority given to strategic projects was deemed necessary as there are certain projects not covered in the IPP which are considered important for the country’s global positioning. Reyes stressed that these strategic projects, before considered a priority investment area, should first be approved by the National Economic Development Authority (NEDA) and the Department of Finance (DoF). The investments of MSMEs are higher than the P2.2 billion total worth of huge projects registered with the board of investments (BOI). However, last year’s performance was 7% lower than the P2.8 billion recorded in 2009 through business name registration (BNR) with the DTI. From P4.8 billion posted in 2008, MSMEs investments also drastically plunged by 37.77% in 2009. Marizon S. Loreto, regional director of the department of trade and industry (DTI), attributed the huge drop to the changes in the process of business registration since 2009 when big corporations were no longer being registered with the DTI. Loreto is upbeat on the MSMEs sector, especially with the prospect of the eventual operation of huge new projects. “We are expecting that in the next three years, more new investments will be infused in Davao City. There will be a multiplier effect with the near completion of various malls and real estate projects. More MSMEs will be developed and more people will be encouraged to become entrepreneurs,” she said. MSMEs are defined as any business activity/enterprise engaged in industry, agri-business/services whose total assets, inclusive of those arising from loans but exclusive of the land on which the particular business entity’s office, plant and equipment are situated, must have value falling under the following categories: micro: up to P3 million; small: from P3 to P15 million; medium: from P15 million to P100 million. Businesses with total assets above P100 million are considered large enterprises. The DTI said MSMEs contribute to the creation of wealth, employment, and income generation, in both rural and urban areas, thus, ensuring a more equitable income distribution. They also provide the economy with a continuous supply of ideas, skills, and innovations necessary to promote competition and the efficient allocation of scarce resources. In the last five years, the MSME sector accounted for about 99.7% of the registered businesses in the country from which 70% of the labor force earn a living. Around 30% of the total sales and value added in the manufacturing sector come from MSMEs as well. More support Loreto, however, expressed the need to further support the MSMEs. “Considering the MSMEs’ role in development, this remains a big challenge for all of us, to give more focus in promoting entrepreneurship and developing more small businesses in the region,” she said. Designed primarily to support the MSMEs, the DTI 11 piloted in 2006 the National Economic Research and Business Assistance Center (NERBAC) established as the first in the country to feature a Single Window for Investment Facilitation and Trade (SWIFT). The center offers one-stop business licensing and registration, local and national investment incentives availment and knowledge management. NERBAC Davao is home to government agencies with business application regulatory functions, including the bureau of internal revenue (BIR), social security system (SSS), Philhealth, home development mutual fund (HDMF), department of labor and employment (DOLE), mines and geosciences bureau (MGB), department of environment and natural resources (DENR), cooperative development authority (CDA), and DTI-attached agencies such as board of investment (BOI) and Philippine contractors accreditation board (PCAB). In 2009, NERBAC Davao also included the intellectual property office (IPO). Originally, NERBAC Davao aimed at cutting down business name registration processing time from 60 days to five days. In 2010, NERBAC Davao was able to process BNRs in 20 to 30 minutes. Recognition Recognizing the role of MSMEs in nation-building, the DTI also introduced in 2009 Asenso Ka!, a magazine that features outstanding MSMEs in the region and how their businesses thrive. The first edition of the magazine was published and distributed in the Davao region, featuring 10 MSMEs who “took the leap and made it big”, while our 2nd publication included success stories of “Star MSMEs” or those which had earned awards and distinctions from various award-giving bodies. “The publication was lauded by various organizations and business groups, describing the material as a good way of advocating entrepreneurship,” Loreto said. For 2011 and beyond, she said there’s a need to give focus on trade negotiations for MSMEs by “taking advantage” of the government’s role in Free Trade Agreements. “Given all the attributes that contribute to our successes and failures, and the need to improve on our services, our intention is to see drastic positive changes by 2016. We have planted the seeds and we expect economic growth and development to improve in the years to come. Specifically, we need to introduce more innovations that would develop new industries, promote added value to our products,” she added. Loreto said that one of the determinants in country competitiveness is the predictability of the business environment. This includes the ability of government to meet the demands of the private sector with consistency, reduction of red tape and the provision of a policy framework that will be consistent with business requirements. “Thus, in the next few years, we will be embarking on improving various systems that hinder the growth and infusion of businesses in our region,” she said. New rates Meanwhile, the DTI is implementing new rates for BNRs. In a press release, it announced that starting last January 3 the four-tiered registration fee for business name application had already applied. The certification dated December 10, 2010 from the national economic and development authority (Neda) said that “the Neda, through ad referendum, approved the proposal of the DTI for modification of the fee for business name registrants.” Subsection 9.1 of Rule II of Department Administrative Order No. 10-01 series of 2010, as amended, spells out the new rates for every application for registration of business name (BN), depending on the territorial jurisdiction covered in the application . The new rates are: P200 for businesses that will cover only a barangay; P500 for those businesses with branches all over the city/municipality; P1,000 for those which are regional in scope; and P2,000 for those with branches throughout the country. The BN registration is valid for five years. Prior to this amendment and the implementation of DAO No. 10-08 series of 2010 on October 6, 2010, each business establishment had to secure one BN certificate for each of its branches. Thus, if the establishment has 10 branches, it had to be registered in each of those and pay P300 for each certificate. In total, it had to pay P3,000. With this new development in BN registration, if an establishment’s 10 branches are located throughout the country, it will only pay P2,000, or even less, should all the branches be located within the region. Loreto said entrepreneurs may already present the certificate to the appropriate local government units (LGUs) and other government agencies that require the same as one of the requirements for the issuance of permits and/or licenses. “This is DTI’s way of making things easier and better for our clients as we always want to provide them with excellent, more efficient, and faster service. We hope that the business sector will appreciate this move,” she said. Aside from this innovation, the DTI, particularly in the Davao region, also boasts of a 30-minute average processing time for every BN registration application. Around 30 minutes drive from the roro port of Samal from Davao City, we arrived at a dark night at Maxima by the Sea, a house that literally is built on water. Let's skip the excitement that overtook us that night, and head off to the morning where we appreciated this simple beach house even more, which could be rented for P15,000. This is not a resort, but a more of a vacation rental that is the growing trend in the tourism industry in developed countries. Thus, you rent the entire house, which has 4 bedrooms. Both levels of the house has a dining and living area. I was told then that you could just rent the lower level for half the price (P7,500). This cost doesn't include any food, so better bring your own or cook! There is a kitchen, and the staff helps out in the cooking. Their kitchen is adequate, and most of their guests just have a BBQ party here. The second level of the house is very relaxing. You get inspiring views of the clear blue waters of Samal while taking a seat on their comfortable lounge chairs. Again, there is a living and dining area upstairs. The LCD TV is also located here. There are three rooms upstairs, two of them have balconies that make you feel you're on a boat. You could practically see the fishes under your feet through the spaces of the wooden floor. But what makes Maxima irresistible are the free use of water sports. You can get to kayak and snorkel all you want. There is a jet ski, but of course, you have to pay to use it. They have 3 speed boats that can take you to Talicud Island and other neighboring attractions (again, for a reasonable fee). And since we were already on the sea, you can just dive into it, from the dining table! It's a backyard of pure bliss, corals and fishes waiting to play with you. We were even given a guide when we snorkeled. Our guide showed us fire corals and other unique fishes that thrived around the beach house. We went as far as 200 meters, just snorkeling our cares away. And that wasn't the end of it. Maxima is more popularly known for its Aquapark, that was just a short walk away from the beach house. You can actually see all the water rides from the house. Being guests of the beach house, we had free slides as well. There are two slides in the Aquapark, one was steeper than the other. The slide was not overly exhilarating, but was fun nonetheless. After splashing, you could swim to the nearby inflatable trampolines. Guests to the water park can also snorkel and even have an intro dive. We wanted to do the intro dive, but we were to fly in the afternoon, so we weren't allowed to. There is also a canopy walk, but it was forgettable, since it was short and near to the ground compared to those in Davao City and Cagayan de Oro. I found a new home in Samal, and can't wait to go back to Maxima by the Sea. I do enjoy more private escapes, that's why I am more into vacation rentals than staying in resorts. Maxima by the Sea is good for 20 people, and that's already a party - an exclusive one that is. Maxima was pure bliss for all of us, and we just wanted to stay for one week here. As you may notice, I don't call them the best restaurants, since being best is so relative. So, I'm just listing down 8 of the most intriguing, buzz worthy and best tasting. These are the restaurants that created a stir in my frantic search for the best dining experiences. Ola Espana (Cebu and Davao) I started with an entry from the South. 2008 was filled with trips to Cebu and Davao, and I just had to savor all the restaurants I could visit in these cities. Ola Espana definitely hit me well, with its coziness and simple yet memorable dishes. Yes, it's a Spanish restaurant, but they serve Italian fare as well. Try the Paella Valenciana and the Lengua. 2. Sala Bistro (Greenbelt 3, Makati City) This is a given. One of my favorite restaurants, Sala, decided to put up a more casual atmosphere to serve up their sophisticated menu. Sala Bistro is a great place to splurge without feeling your pockets. My favorites include their Rocket Salad and the Chilean Sea Bass. 3. Cicou at Hotel Celeste (Arnaiz Road, Makati City) Another new French bistro in town, and one of the most hyped about. I was able to taste La Cabane just a few steps away, but I found the menu of La Cabane a little boring for me. What got me in Cicou was the way they presented their stuff. The menu looked interesting, but I think it wasn't translated to perfection, but nevertheless, it was above average. I love their service, though I am not quite happy with the interiors. The desserts were excellent as well. 4. Market Cafe at the Hyatt Hotel and Casino (Malate, Manila) We held an event in Hyatt, and our generous account manager from the hotel treated us to a lunch buffet at the Market Cafe. I love the fact that it's a small place, unlike Spiral, where you are bombarded by choices. Here the selection is complete, but not overflowing. I also love the fact that the buffet comes with unlimited drinks which you can conveniently get from their chillers. The service is great, and the chefs are willing to cook you up special dishes upon request (which I do often in buffets). Oh, and did I say the drinks include beer and wine? 5. C Italian Dining (Angeles City, Pampanga) Did I just start my pilgrimage to C Italian this year? I couldn't remember honestly, but I have been back to this fine fine italian restaurant 4 times this year, and each visit still made me eager. I just told everyone it's the best Italian restaurant in the country, beating even Le Opera, considering all the factors like ambience and experience. The experience sealed the deal. Le Opera is a fine dining restaurant par excellence, but it didn't had the charm that I keep searching for in C. Anyway, I love their Paniza and the now unavailable Mushroom and Seafood Risotto (I hope they bring it back). My advice, bring friends or family, as it's best to share the sumptuous feast with great company. 6. KIngdom (Angeles City, Pampanga) Well, since we're in Clark still, let's go to another new restaurant that has been stirring up some hype. Enter the Kingdom, located at the ground floor of the Marlim Mansions along MacArthur Highway. Established by Sau Del Rosario of Chelsea and M Cafe, Kingdom is a Thai restaurant that has modern and classy interiors that seem to make it out of place in a dodgy neighborhood in Angeles. The food mimic traditional Thai recipes though during our visit there, I was disappointed. It was probably because of having super high expectations, and having been exposed to great Thai restaurants in Thailand itself. Nevertheless, Kingdom is something to watch out for, and a reason for you to stopover in Clark when heading further North. 7. Cav (Bonifacio High Street, Fort Bonifacio, Taguig) Now, I have never eaten for lunch or dinner in Cav, even though I've been there several times. I have tasted their entire dessert menu though, and I can attest to the glorious euphoria from a bite of their Valrhona Cake. Like everyone else, I got into the wine and cheese affairs, and Cav for me is the best place for that. 8. Myron's Place (Greenbelt 5, Makati City) Lastly, the restaurant I thought I wouldn't like. Myron's Place didn't interest me at first, as it was a steak house, and it was a new branch of the one in Rockwell. I just don't like branches. However, in that gold mine (meaning expensive) strip of restaurants at the garden area of Greenbelt 5, I found Myron's Place to be the best. Felix and Zuni made me feel I was robbed, while Kai I thought lost its grandeur when it moved. So Myron's stood out, for its succulent selection of meat presented with class. Each dish that was served to us were gorgeous and delicious as well. *** It was difficult to come up with a list since I have been to several restaurants this year. These were the ones that I remember, because when I remember a place, it means it made an impact on me (I have a lousy memory). I'm sad that not one restaurant in A. Venue made my list, as I kept coming back to taste all their offerings. The only one I would mention is Artina and Fluke. Some of the honorable mentions also include the newest Persian/Indian resto in town, Kebab Factory in the Atrium in Megamall and Fish Out of Water, which redeemed itself from being one of the worst after my first dining experience there. I would also like to mention Alexa's Deli along dela Costa in Makati, Picobello in Davao and Candy's in Cagayan de Oro. *** Thus, with that, I also want to mention my WORST dining experience last year - ArAma Cafe, an organic restaurant in Serendra. The food tasted cheap and lacked any flavor and being organic is not an excuse. We literally had a 20 minute dinner, got the bill and left. No wonder we were the only customers in a bustling Saturday night. Sad. Several restaurants line up my list for this month. Here are some of them: 1. Purple Feet (Wine Depot, N.Reyes, Makati City) 2. 145 Fahrenheit (Il Terrazo, Tomas Morato, QC) 3. Hacienda (Transcomm Center, Frontera Verde, Pasig beside Tiendesittas) 4. The driver actually stops to look if there is a traffic police, and then listens to a warning whistle, before he takes a wrong turn, or overtakes another vehicle. This is actually the culture not only of Davao drivers but of Filipino drivers in general. It is always easy to violate traffic rules when no one is looking, considering the old state of Davao City’s roads and manual traffic signs. Sometimes, it becomes so literal that a mere wave of the driver’s left hand means he wants to turn left or right. That was then. Davao City’s streets today are a far cry from how they looked five years ago. For one, the streets are more congested but traffic has become more manageable, thanks to a more modern traffic signalization system that is said to be the first of its kind in the Philippines. “This is a P1-billion project in three phases which includes 65 new intersections, street widening, signage and cat’s eye, among others,” Efren Abratique of Abratique and Associate said. Abratique & Associates is a Los Angeles-based engineering consultancy firm that specializes in the design, maintenance, and deployment of emerging transportation management system solutions and advance traffic control technologies. The project includes a state-of-the-art Traffic Monitoring Center which is housed in the Public Safety Command Center building, along with the Central 911. Davao City’s Traffic Signalization System beats even the traffic systems used by other major cities in the country, including Manila. “Even in Manila, you never see an intersection with lights which is a must; intersection should be lit 1.5 times because there’s conflict there,” he said. Phase 3 of the massive traffic engineering system, which is yet to be completed, includes the installation of 17 closed circuit television cameras or CCTVs in 16 major thoroughfares in the city. With 35x zoom capabilities, the cameras will be able to provide clear visuals of the streets even in low-light conditions. “This is money well-spent,” Abratique said. His projects always include technology transfer because “if we install it and we leave and then no one knows how to manage it then it’s a waste of money.” The sensorized traffic signalization project is actually a dream, nay a promise come true for former mayor (now vice mayor) Rodrigo Duterte who included the system in the project line-up he announced to the people during his inaugural speech as mayor in June 30, 2004. “In response to the clamor of our people and in line with our development thrusts and priorities, I have lined up specific projects that I will start and finish before my term of office ends,” Duterte said. While the P250-milion urban drainage and flood control projects topped Duterte’s list, the sensorized traffic signalization program came next, and was only initially projected to cost P350-million. The project aimed to cover 46 critical intersections from Sasa to Toril, in order to ease the flow of traffic and the movement of people, goods and vehicles to and from the central business district. Davao City’s traffic system, which is aided by road sensors, was patterned after the US system. While the second phase expanded the traffic signal system coverage, the third phase includes the setting up of CCTV cameras and the setting up of the public safety command center along SIR, New Matina. A model for other cities The City’s traffic signalization system has caused other local government units to look twice at their own traffic systems. Not surprising, considering that the traffic signalization system in Los Angeles is the same as the Davao system. The Davao City Traffic Signalization System has become a model for other local governments, and is the primary attraction to most local government units Lakbay Aral programs. “We are talking to other cities; we already have a showcase in Davao City,” Abratique said. The Manual of Uniform Traffic Control Devise was followed in implementing the project, and in other future projects of the company. Abratique knows the Filipino drivers’ culture, and he has combined this with what he knows best — technology and engineering. He said having a traffic system such as this one is part and parcel of a growing economy like Davao. “You have to have a good traffic system if you claim to be a premier city; and to be a premier city, you have to have a premier traffic system,” he said. One of the most important components of the Traffic Signalization System is the installation of the closed circuit television (CCTV) cameras in the major intersections of the city. While Phase 3 of the traffic project has not yet been completed and the CCTV cameras not yet under the control of the city, Traffic Management Center (TMC) chief, retired police superintendent Desiderio Cloribel, said it has definitely minimized violations among drivers. He said Davao drivers do not rally follow the old traffic signals especially when they do not see traffic personnel in the area. The problem became worse when the traffic personnel were stripped of the issuance of Temporary Operating Permit (TOP) to traffic violators for several months. The TMC personnel had no TOP for a year, and sans that TOP, the drivers became more undisciplined. The same TOP has been re-issued to the TMC effective September 27 last year. Up to 40 TMC personnel have been deputized by the Land Transportation Office (LTO), and this has partly helped in instilling discipline among the drivers. Cloribel said the traffic signalization helps the TMC in traffic enforcement, direction and control. “The Filipino culture among drivers is such that they only obey traffic rules when they see the enforcers,” he said. Knowing that a camera is ever-present to monitor their violations has somehow deterred them from violating the traffic rules, he added. The effectiveness of the CCTV cameras as proven when it caught a high-end vehicle blatantly violating traffic rules along one of the city’s intersection. This was captured on tape, and was sent to LTO for case disposition. TMC’s Eagle Squad vehicles have also helped in curbing traffic violations. City Investment Promotion Officer Jason Magnaye said in Monday’s Kapihan sa Dabaw this plan as the administration sees the need to entice more investors in these particular fields. However, Magnaye’s team is reviewing the inclusion of some sectors in the investment priority areas. “We are having second thoughts of including real estate still to be given incentives when we observe that there are already so many real estate projects coming in.” he said. Records showed that real estate investment in the city last year reached P6 billion. Magnaye explained the purpose of giving incentives is to attract more takers to invest in areas which are of least interest to investors. The Bureau of Investments recently listed investment areas in agriculture/agribusiness and fishery, creative industries, shipbuilding, mass housing, energy, infrastructure, research and development, green projects, tourism, strategic projects, and public-private partnership program of the government. Dr. Michael Manalaysay said the need for private medical centers offering dialysis operations must be given priority by the local government and potential investors as well. “Our expected population in the city by the end of 2011 is at 1.37 million. We are worried that existing dialysis centers could no longer accommodate the increasing number of patients needing this kind of service.” he said. He expects abrupt increase in the number of patients having kidney problems especially that two-thirds of patients with diabetes are most likely to have their kidneys damaged after ten years. This pushed the medical society to urge private investors to consider this industry so that patients with chronic kidney problems would have the opportunity to get proper treatment. The latest and the largest dialysis center which recently opened in Davao is La Vie, owned and managed by professionals who have been in the dialysis industry for the last 20 years. Offering the cheapest dialysis rate in the entire country, a patient who has acquired an endorsement from the local government of Davao need only pay P700 per session. “This is the cheapest so far given that it is only here that we offer private rooms for every patient with his own dialysis machine and a television. Leading causes of end stage renal disorder (ESRD) are diabetes, chronic urinary tract infections and uncontrolled high blood pressure.
