In the end the logical southern niversity is USEP in Davao because Davao is the true south..I don't know why Cebu is referred to as the a city in the South when in fact it's in the middle..So kung meron man dapat mg complain sa CHED at ichange ang name cguro USP Cebu yon..dapat UCP Cebu yan...

I think back then they all refer to everything below Manila as south.Hence Cebu is referred to as "the Queen City of the South''.

Iloilo was the original Queen city of the South before...then Cebu Took over....

I do remember there was this tagline called: Queen city of the Deep south and that was Davao....

Davao doesn't need those tags.the place speaks for itself and the real accolades it gets are the positive feedbacks and praises from its visitors.Those good feedbacks mean more than just bragging and self love towards one's city.

it's just like stating Colon is the " Oldest street in the Philippines" when in fact "civilization" in the Philippines started in Mindanao. It's time we rewrite our Philippine history so that "some" people can understand the REAL history. :cheers:

we're "KING", I think our mayor was pissed off with those tags , kaya sabi niya "what the hell" will call Davao "D King" :D

the university of southern philippines (usp-cebu) was granted university status in 1949 formerly southern institute then to southern colleges.

the university of south eastern philippines (usep-davao)was granted university status in 1978 formerly davao trade school

Davao's Central 911 blacklists prank callers

PRANK callers are actually putting their lives at stake especially at times of real emergency situations, an official of the city's Central 911 said last week.

Mario Verner Monsanto, chief operations officer of the Central Communications and Emergency Response Center (Central 911), said they have installed a system that screens and records all the calls that they have received.

He said once a certain phone number made a prank call twice, their system will automatically ignore any call from that number even if the third or the successive calls are for real emergency situations.

"If you will experience a real emergency, you will be ignored," Monsanto said, warning those who are fond of making prank calls.

From January to August this year, Central 911 reported it received a total of 30,020 calls as compared to 29,659 received calls during the same period last year.

Of this year's figure, around 20,329 were responded calls at 68 percent, while the remaining 32 percent or 9,691 are prank calls.

Last year, Monsanto said the office had responded to 21,112 calls and recorded at least 8,547 prank calls.

Monsanto said prank callers tend to eat up some of their time, which could have been spent to more important and real emergency situations.

With this, he said the public must take an active participation in addressing this problem by making it sure that their call is serious and only for real emergency.

mods,wag nyo naman i-delete to. this article is from a cebuano based newspaper. wala naman dapat magre-react nito since it was published in their local tabloid. happy lang kami that indeed there was a transport study being done in davao. i hope wala na magre-react.

While a debate swirls in Cebu City over the wisdom of building two new flyovers and how to plan a “liveable city,”

Davao City has wrapped up a wide-ranging study for urban transportation.

The study was done by a consultancy firm of Dr. Primitivo Cal, the Cebuano urban planner whom some local businessmen hope to tap to update a transportation master plan for Metro Cebu up to 2030.

“Davao is already ahead of us in making its master plan,” lamented businessman Bunny Pages, in a meeting earlier this week with a newly formed citizens movement called “Stop Cebu Flyovers.”

The Davao study was done December 2010 to May 2011 by the Manila-based Transport Traffic Planner Inc. (TTPI) for its client, the Asian Development Bank through Almec Corp., according to the firm's website. Cal is an associate of the firm

Pages said he is in touch with Cal and exploring how to get the civil engineer-cum-lawyer, who was one of the pioneers of the Metro Cebu Land Use and Transport Study (MCLUTS) made 33 years ago, to return and update the only baseline study of the metropolis.

Meanwhile, Joel Lee, coordinator of the “Stop Cebu Flyovers” movement, said the clamor to find experts to solve urban growth problems should not overlook the views of citizens who know what they want in a “liveable” city.
“If we accept this clamor and so-called ‘experts’ without much thought, we will soon end up again with many other mega projects built supposedly for us at great cost, but which may not provide us with what we really need or want to have for our community,” he said in a letter to the editor.
“I dare say that we, the very residents of Cebu, have to be the very consultants we seek. We understand well what we need and want for Cebu: true useable sidewalks, dedicated bike lanes, mass transit on the road, water-based mass transit via the Mactan Channel, more open green spaces, cleaner air, less congestion, better commutes, greater interaction between people, safety for children and persons with disability, pocket forests, nature-based recreational areas and so on.”

“Once the elements of the city we want to have and live in, work in, and enjoy quality life in have been clearly specified, we can then commission the so-called ’experts.’” (Read full letter in Opinion page 10.)

Rep. Cutie del Mar of Cebu City's north district recently wrote to President Aquino urging him not to listen to critics out to stop the two flyovers worth P600 million because “more people and groups support the two flyovers than those who oppose them.”

She said the usefulness of flyovers to ease traffic “has been proven” and that Cebu City cannot wait for an updated master plan or road widening, which would cost a lot of money and take a long time.

Last Thursday, the Cebu City Traffic Operations Management (Citom) Board passed a resolution rejecting the two proposed flyovers as “extremely inefficient” and “the wrong solution to the wrong problem.” It also warned of new traffic hazards posed to motorists and pedestrians if the projects push through.

Dr. Cal, in an e-mail to Pages, said he is not recommending a study like Davao for Cebu.

He suggested a study similar to MCLUTS that would have a Land Use and Transportation Strategy Plan for Metro Cebu up to year 2030.
The planning horizon of 2030 would dovetail with the national government's National Framework for Physical Planning to year 2030, he explained.
The master plan would serve as the framework of policies, guidelines, projects and programs to meet short-, medium- and long-term travel needs.
He said the issue of flyovers would be tackled in the third objective—identifying projects that would immediately ease existing critical transport and traffic problems.

Since mayors and local chief executives have a three-year term of office, they would be more interested in seeing immediate results, Cal said. But it is the output of the strategic planning that would guide long-term development.
The estimated P25-million cost of a full-blown master plan poses a big challenge. Pages said he hopes this can be obtained by realigning part of the P600-million cost of two new flyovers by the Dept. of Public Works and Highways, and support from the Cebu City government.

If the government won't fund the study, Pages said contributions could be raised from the private sector.

“The idea is to raise money through a wide coalition if the government would not fund it,” he told Cebu Daily News.

Pages said updating the Metro Cebu transportation master plan would only take about a year since Cal is familiar with the MCLUTS and the situation in Cebu.

According to the TTPI website, the Davao study aimed to provide a “strategic vision” for an integrated and sustainable urban transport system in Davao and a framework for feasibility studies of possible transport solutions, including a mass transit system, nonmotorized trasnport facilities, road widening and flyovers.

TTPI specializes in transportation and traffic planning.
Meanwhile, engineer Nonato Paylado, assistant chief for Planning and Design Division of the DPWH-7, said his office is open to suggestions on how to do a transport master plan for Cebu City, but said there was a more immediate priority to meet.

“We are obligated to address the needs of the public immediately. If we wait for the master plan, that would take a long time,” he said.
Paylado said that if the private sector is interested in doing a master plan, they can lead it while DPWH would just be a member. He said the two flyover projects at the juncture of Gorordo Avenue and MJ Cuenco Avenue in Cebu City are “very well studied.”

“All our flyover projects are supported with traffic data,” Paylado he said.
DPWH-7 gathered traffic data last August over a three-day period with a 24-hour count of the number of vehicles, which pass in the location of the proposed flyovers.

The agency noted traffic volume and the type of vehicles that pass the area to be able to forecast trends of of normal traffic and the actual traffic cost if the project would be implemented. Paylado said that they also surveyed the structures that will be affected by the flyovers and road alignments.
“All the necessary data gathering was done to prove that the project is well studied,” he said.

They didn't include the time interval when traveling along the area before and after the projects are implemented.

“We did not focus on that because it is not necessary,” he said.
He said that even with flyovers in Cebu, traffic congestion would not be solved without good traffic management.

Earlier, Citom head Rafael Yap said the DPWH study whose results were reported in a public forum last month was “incomplete” and “flawed,” as it didn't consider the impact in other intersections.

The father of former Mayor and now Vice Mayor Rodrigo Duterte is the brother of former Cebu Mayor Ronald Duterte. The Duterte's and the Almendras of Davao are true blood Cebuanos. Aside from the Jeresa's the other major stock holder of University of Southern Philippines in Cebu City are the Duterte's.

The University of Southeastern Philippines (USEP), a state university in Davao City, is one of the 15 Philippine universities that made it to the 2011 list of top Asian universities done by Quacquarelli Symonds (QS).

The University ranks top five (5) among the 15 Philippine universities that made it to the list. The Philippine schools that occupied the top four (4) slots are UP ; Ateneo de Manila ; De La Salle University; and University of Santo Tomas.

ONE Network Bank has set aside P212 million in capital expenditure this year, half of which will go to its main center and another P35 million for electronic banking technology.The bank said in a statement that it has earmarked P120 million for a seven-story main corporate center, a 9,670-square meter building which will have a footprint of 1,182 square meters per floor and an additional of 1,296 square meters for its basement.

The new building will have a three state-of-the art training rooms, a 200-seater modern cafeteria, two executive dining lunges, a customer service call center, a modern data center, an executive committee conference room equipped with a videoconferencing facility and a roofdeck that can accommodate 1,000 people.

Aside from the multipurpose room for meetings and sports activities, the roofdeck will also have a chapel and a gym. The basement, on the other hand, will have 80 parking spaces, half of them for clients of the bank.

The bank will again set aside another P120 million for the furniture and other facilities for the center which is scheduled to be completed in March next year.

The building will house the 325-member head office unit of the bank, an indication of its “commitment to providing better and more streamlined services to its countryside clients.”

As part of its investment in technology, the bank is also setting up 36 automated teller machines this year to boost its fleet to 140 machines by the end of the year. This will cost the bank P17 million.

The bank is also unveiling an P11-million Online Bank, an electronic banking system that will allow its clients to do banking transactions through the Internet, pay their bills and transfer money to other bank accounts.

To strengthen its customer service, the bank is also investing P3 million for its call center facility which will have a call center number of (082)233-7777, while another P4 million for the acquisition of a software for its electronic banking technology.

The bank is also opening its branch in Makati City this year, part of its plan to open five branches within the year that will also include those in Esperanza, Sultan Kudarat, Sangali, Zamboanga City and a second branch in Butuan City. Another part of the plan is a branch in Baganga, Davao Oriental.

The bank has also allocated P14 million to buy sites for its branches in Cabadbaran, Agusan del Norte; Surigao City; and Libungan, South Cotabato. It is also renovating its branches in Bansalan, Davao del Sur; Don Carlos, Bukidnon; Monkayo and Compostela, Compostela Valley.

WE ALWAYS say that Davao has the perfect weather. We take pride in having a summer-like condition all year long. British life insurer Pru Like UK projects P120 million in new businesses in Davao City by the end of the year as it expects to dominate the Davao market in one to two years.

As of August 2011, the three branches of Prudential raked in P65 million in premium income. But the company expects that to double or triple in the next two years. “For the longest time, we have been dominant in Cebu. We plant to be dominant here in Davao City,” Pru Life UK president and CEO Antonio G. de Rosas said.

“This is a growth area, unlike in Manila where It is already saturated. This is a good area for life insurance,” he added.

De Rosas, along with the company’s top executives, is in Davao to formally open its newest branch at corner Jacinto and Quirino streets, across the Sutherland Global Services Co. (formerly The Venue) in time for the 15th anniversary of the Prudential on Sept. 1.

Max Joaquin, general manager and chief distribution officer of Pru Life UK, said yesterday in a press briefing at the company’s office that they eyed to have another branch in the city along with two or three branches anywhere else in Mindanao.

“It is really a priority for our company to expand our presence nationwide, including Mindanao,” he said.

He said the capital expenditure per branch would amount to around P5 to P6 million. At present, the firm has nine branches in Davao City, General Santos City, Butuan and Iligan. There are at least three branches in the city including the newly-furbished branch along Jacinto Extension.

The firm’s expansion stemmed after noting the growth potential of the island.

As of August this year, the firm’s total premiums out of its three branches in the city already hit P65 million.

Both Mindanao and Visayas contributed 40 percent of the firm’s total premiums of P5.2 billion in the first six months of the year, a figure near the sales that the company raked in the whole year of 2010 with P7.8 billion. The total premiums comprise of payments from new and existing insurance policies.

He said it’s not easy to open a branch in Mindanao because of logistical concerns as well as finding the right personnel to handle the offices.

De Rosas said sales agents are hard to come by so the company really invests in training and support. This enabled Prudential to cut down the attrition rate. “The attrition rate is quite high but it’s still industry standards. The attrition rate is three percent but we managed to reduce that to two percent this year.”

With the company’s full backing and assets behind them, active agents can earn as much P35,000 per month. A higher than average income even if they work exclusively with Prudential, he said.

Bobby G. Madrid, chairman of the board and company founder, said the Davao office was launched in 1996 “when the floodgates of foreign businesses were opened. After 15, years only three companies were left of the original 19. “Of those companies, one of the very successful companies is Pru Life UK,” he said.

Sales agents contribute a large bulk of premium income of the company, or about 60 percent. The remaining figure is covered by brokers from partner banks who offer insurance premium to their customer base as add-on service or unique package.

In a company statement, Pru Life UK generated P5.2 billion in total premiums in the first six months of the year, or an uptick of 68% from the P3.1 billion over the same period last year. The growth was attributed to the 95.2% improvement in first-year and single premiums, which comprise P4.1 billion as of June. That nearly doubled the P2.1 billion year-on-year figures. the university of southern philippines (usp-cebu) was granted university status in 1949 formerly southern institute then to southern colleges.

the university of south eastern philippines (usep-davao)was granted university status in 1978 formerly davao trade school

....

i very well know that there is a university of southeastern philippines in davao cuz i have some classmates in cebu coming from there. the two schools usp and usep is always misconstrued as one. on the ched's listing its the university of southern philippines that is listed not university of southeastern philippines.:cheers:

Hmmm..much of the non Lumads of Mindanao are migrants...

Luis Santos' family, the Sarenas etc come from Nueva Ecija. The Dutertes and Almendras come from Cebu. The Garcias, Gempesaws come from Iloilo. the Locsins/ledesmas, Aportaderas are also from Iloilo. The De Castro clan in Juna comes from Batangas and there are Japanese descendants. In fact nakakatawa ang bangayan dito. It shows that the Regional Pride of each is almost to the point of fanaticism. However, when we all are asked to make something for the PHILIPPINES as a whole... aber.. meron bang magagawa ang iba't ibang siyudad for the Betterment of the Whole country? Just wondering....

Jaime Llanes , PRA-XI head said that last 2010, they had processed 120 retirees who had settled in Davao, more than their target of 100 retirees. This year, the PRA had set again the target of 100 retirees for the region. As of this year, the region has attracted 70 retirees with 12 more foreigners waiting for the processing of needed documents.
“We are confident of again meeting our targets for this year,” Llanes said during the Kapehan sa Dabaw media forum held at Café Rhysus, SM Davao , Sept. 12.
Davao City is the top retiree’s choice here in Mindanao, same as Cagayan de Oro. Llanes said that wrong impressions about Mindanao are immediately corrected when the retirees began settling here.
“Sabi nila hindi pala totoo ang masasamang balita (They say the bad news are not that true)," Llanes tells of the retirees reactions when they began moving here. He said these retirees are in fact selling and promoting the region to their fellow countrymen.
“I haven't heard a retiree who told me they didn’t like Davao. This place is very likeable.” Llanes recounts their feedbacks. Chinese constitute the biggest number of retirees followed by the Koreans, Japanese, Americans and Europeans.
The youngest retiree living in Davao is a 35-year old Chinese while the oldest is a Japanese retiree at 94 years old. Llanes said that as of the moment, there are no retirement villages in Davao. USEP gym now functional

DAVAO CITY, Sept. 14 (PIA) --Sans the basketball court which is still to be completed, Davao City’s largest gymnasium is now considered functional.
University of Southeastern Philippine president Perfecto Alibin Ph.D. said that the gym is ready for turn-over to the University, the acceptance he said will be within a few weeks.
The 7,000-seater gymnasium is located in the 3,500 square meter lot which used to be the site of the old Davao Trade School (Davao School of Arts and Trade) the precursor of the present state university.
Alibin said that power and water utilities are in place, making the facility already useable.
However, the basketball court and the exterior finishing touches are still to be completed pending a P10-million pledge from Davao City first district Representative Karlo Nograles.
The gymnasium was done in phases, the first phase involves the gymnasiums substructure and superstructure, phase 2 put in placed the walls, flooring, roofing and bleachers while the third phase dwelt on the provision of air conditioning, lighting, electrical and water systems.
The P120-million used for the facility was sourced from the PDAF (Priority Development Assistance Fund) initiative from then House Speaker Prospero Nograles and the budgetary allocations from the General Appropriations Act.
The fourth phase will include the installation of a modern basketball court similar to the ones used by professional leagues such as the Philippine Basketball Association (PBA). It will also include the finishing touches to complete the gym.
With its completion the gym can host PBA games which are currently being held in the smaller cities of Digos and Panabo which have bigger and better sports facilities than Davao. It can also hold large-scale conventions as the City also do not have large convention centers.
Alibin said that he will be creating a management group to exclusively manage the gym which will be an added revenue earner for the university. Currently being studied is a public-private partnership (PPP) set-up for the gym.
A proposal is being explored for a naming right of a telecoms firm in exchange for a fee similar to what is done in North American cities where big companies entered into “naming rights deal” with stadiums and coliseums. (CLC/PIA-11/Rudolph Ian G. Alama)

Incidentally, Reynold from Baguio City works out at the same gym where i also frequent (Tara Gym, QC). It wasn't until recently when i learned that he was the 2011 Gg. Kadayawan champion and finally bumped into him this morning and burned iron together and also grabbed the chance of taking this photo op with him and his wife Kate (2nd photo above and below). They're again set to join next year's Kadayawan to defend his title and might also join the 2012 Araw ng Dabaw bodybuilding contest.

USEP gym now functional

DAVAO CITY, Sept. 14 (PIA) --Sans the basketball court which is still to be completed, Davao City’s largest gymnasium is now considered functional.
University of Southeastern Philippine president Perfecto Alibin Ph.D. said that the gym is ready for turn-over to the University, the acceptance he said will be within a few weeks.
The 7,000-seater gymnasium is located in the 3,500 square meter lot which used to be the site of the old Davao Trade School (Davao School of Arts and Trade) the precursor of the present state university.
Alibin said that power and water utilities are in place, making the facility already useable.
However, the basketball court and the exterior finishing touches are still to be completed pending a P10-million pledge from Davao City first district Representative Karlo Nograles.
The gymnasium was done in phases, the first phase involves the gymnasiums substructure and superstructure, phase 2 put in placed the walls, flooring, roofing and bleachers while the third phase dwelt on the provision of air conditioning, lighting, electrical and water systems.
The P120-million used for the facility was sourced from the PDAF (Priority Development Assistance Fund) initiative from then House Speaker Prospero Nograles and the budgetary allocations from the General Appropriations Act.
The fourth phase will include the installation of a modern basketball court similar to the ones used by professional leagues such as the Philippine Basketball Association (PBA). It will also include the finishing touches to complete the gym.
With its completion the gym can host PBA games which are currently being held in the smaller cities of Digos and Panabo which have bigger and better sports facilities than Davao. It can also hold large-scale conventions as the City also do not have large convention centers.
Alibin said that he will be creating a management group to exclusively manage the gym which will be an added revenue earner for the university. Currently being studied is a public-private partnership (PPP) set-up for the gym.
A proposal is being explored for a naming right of a telecoms firm in exchange for a fee similar to what is done in North American cities where big companies entered into “naming rights deal” with stadiums and coliseums. (CLC/PIA-11/Rudolph Ian G. Alama)

^^^ I've tried wake boarding sa Deca, grabeh maka frustrate. To think akala mo ang dali lang tumindig, first try luhod kaya kaau, second tindog for many instances dile maka lisod, but very enjoy. .You just wanna stand on water and try it over and over again!

Magnaye said the Davao International Convention and Exhibition Center will be built on a two-hectare land. The project initiated by a group of Filipino-Chinese businessmen is tentatively set to open late next year or early 2013.

The SM convention facility which will be located at the SM Davao complex in Lanang is expected to be completed by March 2012.

Magnaye hopes the projects will be completed by the time the City will host the MICE convention in March 2013.

Also nearing completion is the 8,000-seater University of Southeastern Philippines multipurpose Gymnasium, which according to USEP president Dr. Perfecto Alibin could also serve as a major convention center.
Magnaye said they will be marketing and promoting all the convention facilities of the City to attract more of the MICE market.

At present the biggest convention facility in Davao is the Central Bank Convention Hall which can only accommodate around 2,000 people.
Magnaye says that for 2011 alone they recorded 40 meetings and conventions held in the City, ten of these are national conventions.

The holding of these events in the City, Magnaye said contributed largely to the 370,000 visitor arrivals in the City as of the first quarter of 2011, the count he said is higher than last year’s 1st quarter visitor figures of 335,000.

The DCIPC chief and current City Tourism Operations Office head stated he expects the visitor arrival in the City to breach the 700,000 people level.

DAVAO CITY Sept. 15 (PIA) -- Davao City is set to launch its tourism brand and logo on September 21 at Grand Men Seng Hotel after it got a positive feedback from Tourism Secretary Ramon Jimenez.

City Tourism Officer Jason Magnaye announced during the weekly forum, I-Speak, that the tourism secretary who is also a brand expert found the Davao brand and logo neat and even competitive.

Magnaye said the brand and logo are produced by a team composed of the City Tourism Office, City Information Office, and City Mayor Sara Duterte-Carpio.

“We are keeping the design and other details until September 21 to keep the thrill. But just to talk a little about it, the brand talks about how Davao life is,” he added.

During the brand launch, the unveiling of the new brochure, television commercials, and the new tourism website was also conducted.

The city tourism got media attention after it launched its Davao Punch campaign at the height of the Kadayawan Festival last month.

Magnaye said there are plans of bottling and packaging the popular Davao Punch concoction to further tap the international and domestic market and to establish it as a prime Davao product.

The tourism office is coordinating with the Department of Science and Technology, some food processors, and the Center for Asian Culinary Studies on how to realize this plan.

The official considers the Davao Punch campaign as effective and he hopes to get a similar feedback with the soon to be launched Davao brand and logo. (MGM/PIA XI/Mai Gevera-Macapagat)

THE City Government of Davao and Herhof are set to sign a Memorandum of Understanding (MOU) that will pave the way for the construction of the German company's waste-to-energy facility in the metropolis.

Davao City Councilor Marissa Salvador-Abella, chair of the City Council committee on environment, told Sun.Star Davao Friday that prior to the MOU signing, the proposal of the German firm will have to be discussed in the plenary for second reading.

Abella said the MOU has yet to be signed since some important points are still being deliberated between the two parties.

"There's no signatures yet. It is still being fine-tuned before transmittal to the City Council for approval," Abella said.

Abella said the local lawmaking body will pass a resolution or ordinance allowing Davao City Mayor Sara Duterte to enter into a contract with Herhof.

During the Friday's public hearing on the firm's proposal, Abella said the City Legal Office explained on the need to come up with an MOU. Herhof also answered all the questions pertaining to the MOU.

Abella said that by Monday, the final draft of the MOU might probably be released.

The technology that Herhof is offering to the city is a form of a partnership wherein the main counterpart of the city is the area where the facility will be built. The city will not be spending any of its funds to the project.

Mayor Duterte earlier said that one of the main reasons she is interested in the project is she wanted to prolong the lifespan of the multi-million landfill of the city in Marilog District.

The mayor said there must be a procedure that garbage must go through before it reaches the city's landfill.

She said Herhof's entire project would cost at least US$1 billion.

Duterte added she is hopeful that the entire project would push through before her term ends.

"The Herhoff method, effectively separates municipal solid waste into glass, a mineral fraction, metals (ferrous and non-ferrous), batteries, and fuel pellets (referred to as stabilate)," wrote John Nicholson, management consultant of Environmental Business consultants based in Toronto, Ontario in Canada in one of his articles published at the website of solidwastemag.com.

He said Herhoff or Dry-Stabilate method is somewhat unique because it can separate various forms of waste into recyclable/reusable components and fuel without having the need to pre-sort the raw garbage. It also leaves no garbage that will be dumped into landfill.

I hope that this wealth and progress would be spread equitably throughout the Regional Cities GenSan, Zambo, CdeO, Cotabato, and Butuan then to all Growth Centers in Tagum, Koronadal, Iligan, Pagadian, Ozamiz, Mati, Kidapawan, Valencia, Bislig, Surigao, San Francisco and others in Mindanao. :cheers:

Usep president Dr. Perfect Alibin said that currently there is a low supply for Filipino geologists because of the lack of schools offering such course.

It was in 2007 that Usep first offered the course. In 2011 it produced 15 graduates, 11 of whom passed the board exams for geologists.

Along with Usep, Mapua Institute of Technology, Negros Oriental State College in Dumaguete City, Partido State University in Goa, Camarines Sur are the only schools offering geology courses.

Alibin said that there is so much demand for geologists, citing the first batch of graduates where the 11 board passers are now all employed.

Alibin added that two graduates even without taking the board are now working in Australia.

He said the university is hiring part-time lecturers with experience. He admits they cannot find geologist to teach full-time because all of them are hired and are working in different companies.

There are at least 194 students currently enrolled in the course. About 52 of the students belong to the graduating class.

With more geologists being produced, it can supply manpower need particularly from the government which has only one state geologist in the region, Alibin said.

Davao City interested in US$1-B waste-to-energy facility


DAVAO CITY -- The City Government here is interested to invest at least US$1-billion for a waste-to-energy facility proposed by a German company to prolong the lifespan of the city's multi-million landfill.

Duterte said two foreign companies, Sinova Capital and Herhof of Germany, have presented to her the technical specification of the facility that they were offering and how the city can benefit from it.

Based on the presentation, Duterte said, she can attest that the technology that the two companies is presenting will benefit the city.

She said she had already endorsed the proposal of the two firms to the city's Solid Waste Management Board who in turn will transmit the proposal to the City Council for the drafting of an ordinance giving the authority to the city mayor to enter into contract with either of the two companies.

Herhof is offering to the City Government a waste to energy facility, which will convert the city's garbage from households, companies, schools, and public markets into energy.

THE City Government of Davao and Herhof are set to sign a Memorandum of Understanding (MOU) that will pave the way for the construction of the German company's waste-to-energy facility in the metropolis.

Davao City Councilor Marissa Salvador-Abella, chair of the City Council committee on environment, told Sun.Star Davao Friday that prior to the MOU signing, the proposal of the German firm will have to be discussed in the plenary for second reading.

Abella said the MOU has yet to be signed since some important points are still being deliberated between the two parties.

"There's no signatures yet. It is still being fine-tuned before transmittal to the City Council for approval," Abella said.

Abella said the local lawmaking body will pass a resolution or ordinance allowing Davao City Mayor Sara Duterte to enter into a contract with Herhof.

During the Friday's public hearing on the firm's proposal, Abella said the City Legal Office explained on the need to come up with an MOU. Herhof also answered all the questions pertaining to the MOU.

Abella said that by Monday, the final draft of the MOU might probably be released.

The technology that Herhof is offering to the city is a form of a partnership wherein the main counterpart of the city is the area where the facility will be built. The city will not be spending any of its funds to the project.

Mayor Duterte earlier said that one of the main reasons she is interested in the project is she wanted to prolong the lifespan of the multi-million landfill of the city in Marilog District.

The mayor said there must be a procedure that garbage must go through before it reaches the city's landfill.

She said Herhof's entire project would cost at least US$1 billion.

Duterte added she is hopeful that the entire project would push through before her term ends.

"The Herhoff method, effectively separates municipal solid waste into glass, a mineral fraction, metals (ferrous and non-ferrous), batteries, and fuel pellets (referred to as stabilate)," wrote John Nicholson, management consultant of Environmental Business consultants based in Toronto, Ontario in Canada in one of his articles published at the website of solidwastemag.com.

He said Herhoff or Dry-Stabilate method is somewhat unique because it can separate various forms of waste into recyclable/reusable components and fuel without having the need to pre-sort the raw garbage. It also leaves no garbage that will be dumped into landfill.

MANILA, Philippines -- Davao’s major festival underwent a positive facelift this year. With the private sector taking up the reins and, backed up by the local government, Duaw Dabaw Foundation Inc. was tasked to make sure this year’s revelry will be remembered as unforgettable again, rain or shine. True enough, no intertropical convergence zone or low pressure area could mar the new stage built for the performances that draw thousands of crowds from all Mindanao each year.

The island’s biggest and most pulsating celebration, Kadayawan sa Dabaw Festival, pays tribute to Mindanao's indigenous tribes as the focal point of the festivities. Derived from the Mandaya word “madayaw,” Kadayawan signifies anything that is of good value, meaning “beautiful, superior, or beneficial.”

Celebrated every month of August, Kadayawan sa Dabaw’s theme this year is “Ten Tribes, One Vibe,” focusing on the multicolored mix of Davao and Mindanao's indigenous communities as well as migrant settlers, whose identities make up the rich cultural heritage of this land.

Long ago, Davao’s ethnic tribes which used to reside at the foot of Mount Apo would converge in a bountiful harvest to celebrate a thanksgiving ceremony to the supreme beings. The rituals involve showcasing produce like fruits, flowers, vegetables, rice and corn grains as offering, while villagers sing and dance in gratitude to the year's abundance.

This traditional practice of thanksgiving is still being observed by Dabawenyos today, as it has evolved into the tribal festival once initiated in the 70's by former Mayor Elias B. Lopez, of Bagobo descent himself.

In 1986, after Martial Law, the government attempted to bring the people together through the “Unlad Proyekto Davao.” A festival was initially coined "Apo Duwaling," derived from Davao’s famous icons: Mt. Apo, the country's highest peak; Durian, the king of fruits; and Waling-waling, the queen of orchids. “Apo Duwaling” showcased the city as a peaceful destination to visit and to do business after the 1986 EDSA Revolution.

Mayor Rodrigo Duterte renamed the festival "Kadayawan sa Dabaw" in 1988 to embrace the abundance of blessings Dabawenyos were continually bestowed upon, from the bountiful harvest of flowers, fruits and other crops, to the city’s growing distinct accolades (the long list can be viewed in www.davaocity.gov.ph), and more importantly, the restoration of the peace and order.

With the young and dynamic leadership of Davao’s first lady mayor, Sara Z. Duterte, the delegation of tasks to the private sector is one way of encouraging it to fully participate in any activity the city government undertakes.

The week-long revelry showcased highly participated activities every year and the launching of new ones. Big prizes were in store for the competitions which regularly draw participants from all over Mindanao.

The colorful contingent of Purok Sison Elementary School from neighboring Surallah, South Cotabato easily won again as champion in the open category of Indak-Indak sa Kadalanan (streetdancing) with a whooping prize of P300,000.00, while Davao-based category champs from Magallanes Elementary School romped away with P150,000.00 cash prize.

Around 115 contingents participated in the biggest number of delegates who joined the most festive Pamulak or Floral Float Parade, where uniquely designed floats showcased the abundant vegetation of Davao Region. Abreeza Mall romped away with a whooping P500,000.00 in cash prize for the open or big category.

During this week, Department of Tourism (DoT) and leading wireless services provider Smart Communications Inc. (SMART), launched the SMART-DAVAO DoT partnership of providing a customized SIM for Dabawenyos during the Davao Regional Tourism General Assembly at the Marco Polo Hotel.

As part of the Pilipinas, Tara Na! tourism advocacy program, the DoT Infoboard is an information technology system where tourists and locals can benefit from materials delivered right into their mobile phones, providing tourists and domestic travellers relevant SMS announcements and advisory.

It’s vastness could not escape Davao City government’s eyes, never mind the political differences.

A City Hall official expressed optimism that Davao City’s bid to become one of the country’s major MICE destinations will be boosted by the forthcoming completetion of convention facilities, including the dome project initiated by former Speaker Prospero Nograles and continued by his son, Congressman Karlo Nograles.

MICE stands for Meetings, Incentives, Conventions, Exhibitions.
City Investments and Promotions Center (DIPC) head Jason Magnaye also noted two other convention centers -- the Davao International Convention and Exhibition Center and the SM City Lanang convention facility -- would have a capacity of 3,000 to 4,000 persons each. The two projects are located adjacent to each other in the City’s booming Lanang area.

The Nograles dome project in University of Southeastern Phils. (USEP) stands out as the biggest bet of Davao City to attract MICE events. It could sit up to 8,000 people.

USEP president Dr. Perfecto Alibin said it could also serve as a major convention center. It is almost complete and in fact already functional.

Magnaye told the Philippine Information Agency-XI they "will be marketing and promoting all the convention facilities of the City to attract more of the MICE market."

Magnaye is also the City Tourism Office chief.

At present the biggest convention facility in Davao is the Central Bank Convention Hall which can only accommodate around 2,000 people.

Magnaye said the proposed Davao International Convention and Exhibition Center in Lanang will be built on a two-hectare land. The project initiated by a group of Filipino-Chinese businessmen is tentatively set to open late next year or early 2013.

The SM convention facility, on the other hand, which will be located at the SM Davao complex in Lanang is expected to be completed by March 2012.

Magnaye hopes the projects will be completed by the time the City will host the MICE convention in March 2013.

Magnaye said that for 2011, they already recorded 40 meetings and conventions, ten of these are national conventions.

The holding of these events in the City, Magnaye said contributed largely to the 370,000 visitor arrivals in the City as of the first quarter of 2011, the count he said is higher than last year’s 1st quarter visitor figures of 335,000.

The DCIPC chief and current City Tourism Operations Office head stated he expects the visitor arrival in the City to breach the 700,000 people level.

Kate, who defined the Mango woman as a cool woman who is fully aware of the street trends, said: "Working with Mango was incredible, as was working with Terry Richardson. I loved working with him in the video. It was fantastic both of us being in front of the camera, it's a completely different sensation. I loved not being alone and having somebody to share ideas with."

She expressed confident the brand will be patronized by fashionistas in this part of the country, "because our designs are fashionable and focuses on urban clothing."

Gualberto said the Davao market for apparels and accessories that go with the fashion trends, like the Mango brand, is huge and just "waiting to be tapped."

"That's why we are to serve this market segment. We can assure them of quality brand that fits their needs," she said.

She said all items displayed at their Davao outlets came all the way from Barcelona.

"What we offer from all other outlets nationwide are the same as what we have here in Davao," Gualberto said.

British actress and top fashion icon Kate Moss is the latest celebrity to endorse Mango.

Kate, who defined the Mango woman as a cool woman who is fully aware of the street trends, said: "Working with Mango was incredible, as was working with Terry Richardson. I loved working with him in the video. It was fantastic both of us being in front of the camera, it's a completely different sensation. I loved not being alone and having somebody to share ideas with."

THE national papers were abuzz last week on the arguments between DOTC Sec. Roxas and Sen. Recto (and joined in by different columnists) on whether or not provincial taxpayers are subsidizing the MRT & LRT in Metro Manila. I submit that this is an issue that goes beyond the MRT & LRT.

Sec. Roxas argues that there is a need to increase the MRT & LRT fares as the provinces are subsidizing their operations. Sen. Recto argues the opposite—that it is Metro Manila that is subsidizing the provinces. His conclusion stems from the fact that a substantial part of the national taxes is collected in MM. He cites, for example, that Makati, Quezon City and Caloocan alone collected P281-B of the total collection of P337-B nationwide. That's a whopping 83% of the total collection!

Let's do a deeper analysis using other statistical indicators. Official government (NCSB) statistics reveal that the NCR’s contribution to the national GDP is only 33%. A simplified definition of GDP is "the market value of all the goods and services produced by labor and property located in a certain region."

So how do we explain the "exceptional ability" of just 3 major cities in NCR contributing 83% of the nation’s tax collection when the whole NCR just contributes 33 % to the country's GDP?

Consider these: A substantial part of the country’s GDP are contributed by export companies in such industries as mining (gold, copper, etc.), fruits (bananas, mangoes, etc.), sugar, coconut oils, electronic products, and others. What is common among these companies? Their revenues are derived in the provinces. But what do you know, these companies’ head offices are located in Metro Manila (MM) -- there is where they pay their taxes, of course! No sweat, MM, huh?

Here's more. The country's biggest banks have their branches in all the provinces nationwide. These branches all contribute to the banks’ revenues. But all their taxes are paid at their respective head offices, located in Metro Manila, of course!

What about the other big companies selling their products in the provinces — petroleum products, cigarettes, liquors, beers, books, office supplies, cars, trucks, heavy equipments, computers, cell phones, cell phone services, clothes, the list is long. Where do they pay their taxes? In their respective headquarters in Metro Manila, of course!

We can even argue this provincial subsidy to MM beyond taxes. All the biggest banks have their headquarters in MM. It is no secret that their provincial branches send most of their deposits to their respective headquarters. Significant parts of these deposits are then lent out to the big businesses, which build high-rise buildings, huge malls, invest in new businesses, etc. — located mostly in MM, of course.

One of the biggest groups of workers that contribute significantly to country's economy is the OFWs. As you know, most of them are from the provinces. However, their contributions don't figure in the tax collection figures in the provinces as they are legally tax-exempt. But what do you know, a substantial part of their savings deposited in the provincial branches of big banks go to the bank's headquarters and similarly invested in MM as described above.

Does anyone still believe that MM is subsidizing the provinces?

DON'T be surprised, but one of the world's top brand for women's wear and accessories is named after the Philippines' most popular fruit: Mango.

The founder of the clothing brand was in the Philippines in early 80's and had tried the fruit. When he established a clothing company that specializes in women's apparel and accessories, he named it just Mango.

That was in 1984, and 13 years after it was established in Barcelona, Spain, Mango found its way to the Philippines, in 1997, with Trimark Fashion International, Inc. as the country's sole distributor.

Mango at present has over 2,000 stores in 105 countries. It is Spain's second biggest fashion export company and its concept is based on an alliance between a quality product, in accordance with the latest fashion trends, and an affordable price.

The brand image is reinforced by its stores, which benefit from a dynamic image in accordance with the personality of its customers, and represent the calling card for the brand.

Mango opened its first store in Davao City, at SM City Davao, in 2007. Fours year after, Mango opened its 21st outlet nationwide, at the Ground Floor of Abreeza of the Ayala Malls.

Oo nga, 1.8 million domestic tourists? Sobra 150,000 sa isang buwan, sobra 5,000 kada araw..kung nageroplano yan lahat, katumbas yan ng halos sandosenang boeing 747-400 na naglaland sa Naga araw araw.

Amazing! Sana Davao can achieve that feat..^^

The records of the Davao City Investment and Promotion Center (DCIPC) and Department of Trade and Industry (DTI) show that there is an upward trend of investments in the city quantifiable in terms of billions of pesos from 2009 to 2011.

DCIPC chief Jason C. Magnaye said in an interview that since the start of 2011, investments in property development posted P2.67 Billion with the entry of SM City Lanang as this year’s biggest investor so far after Ayala Land’s Abreeza Mall. With this high mark, it has essentially surpassed last year’s aggregate amount in property development investment which also surged to P2.4 Billion.

Magnaye pointed out that the objective of Mayor Sara Duterte during her term is to be more aggressive about marketing Davao City in both local and foreign investors.

“Soon, we will see videos of Davao played in cinemas in Manila and other areas, in between of screening schedules. We will be coming out with print ads and TV commercials in AXN and Starworld, but it’s not going to be expensive knowing our very limited budget. We will find out ways to maximize our exposures as our way of marketing the city”, he said.

With the conclusion of the 1st Davao Investment Conference, Magnaye said that government and business leaders have expressed confidence about Public-Private Partnership (PPP) like the undertaking of Sta. Ana Wharf project, possible opening of regional expressway, operation of sanitary landfill and solid waste management. He said that aside from SEAIR, Tiger Airways would start ferrying in passengers of Davao on the first week of November this year.

According to Magnaye more investment opportunities will soon come to Davao as the government and business leaders were determined to forge sisterhood ties with Clark Pampanga Freeport Zone. He said, With the agreement to push through, Davao City is expected to get an overspill of passengers from Clark which is serving more than 5,000 international flights a year from at least eight international destinations.

Investment commitments in Davao City pegged to P11.87 billion as announced by the DTI and Davao City Chamber of Commerce and Industry, Inc. during the Davao Icon.

The project type and cost included real estate (condominiums) amounting to P2 billion, agribusiness (banana) at $44 million, water taxi for P6.7 million and Solar Energy Project for P7 billion.

Based on the records of the city’s Business Bureau, some P185 million in total investments was recorded in 2010 higher than P180 million in 2009 or an increase of 2.82 percent.

In terms of building permit issuances, the city was able to rake in P7. 3 Billion in 2010 from P7 Billion in 2009. Interestingly, the Business Name Registration with the Department of Trade and Industry has posted around P2.9 billion last year compared to 1.3 billion in 2009 propelling the city to a greater height to have hit an outstanding increase of 128 percent .

Foreign Trade as measured in Million US Dollars would indicate that imports got an increase of 41.21 percent from US $504.99 million in 2009 to US $ 713.10 million in 2010. Getting straight from the records of the Bureau of Customs in Region XI, the city’s export got an all-time high of US $ 1.2 Billion a year ago from the US $ 959 Million in 2009.

In terms of financial institutions officially archived at the city’s Business Bureau Office, business establishments which secured permits placed an increase of 5.85 percent in 2010 with Savings and Loan Associations to land in the number one spot having dramatically increased to 158 percent in terms of business permit applications approved.

Business establishments registration with the Business Bureau Office got a 14.5 percent increase posting some P184.7 Billion in capitalization as compared to P 180 Billion in 2009. This resulted to a remarkable 48 percent increase in the number of job generations from 124,633 to 183,930 last year. Expectedly, Poblacion District is still on top with around 10,504 registered business establishments having a capitalization of P 107 Billion which generated for itself 46, 938 jobs. It is followed by Talomo District with 6,625 and thirdly, Buhangin District with 4,289 registered businesses.

Davao City has also been shown to have a comfortable spot in the tourism industry living up to this time its reputation as the most preferred destination area in southern Philippines since 1997, taking its toll from the renown leadership of then Mayor Rodrigo R. Duterte giving Davao a blueprint and a roadmap for development. Records of the Department of Tourism in the region posted an estimated amount of P21.01 Billion in economic benefits from around 682,821 tourists who visited the city last year. These tourists comprised of foreign, balikbayan, and local or domestic.

the best location for a new city hall is the present location.But the only way is go up.meaning it's time to build a tall city hall like the ones in Tokyo and Toronto-not as high though but high enough to house all the local gov't depts and services that is simply saying convenience for anyone transacting business with the city gov't.

The records of the Davao City Investment and Promotion Center (DCIPC) and Department of Trade and Industry (DTI) show that there is an upward trend of investments in the city quantifiable in terms of billions of pesos from 2009 to 2011.

DCIPC chief Jason C. Magnaye said in an interview that since the start of 2011, investments in property development posted P2.67 Billion with the entry of SM City Lanang as this year’s biggest investor so far after Ayala Land’s Abreeza Mall. With this high mark, it has essentially surpassed last year’s aggregate amount in property development investment which also surged to P2.4 Billion.

Magnaye pointed out that the objective of Mayor Sara Duterte during her term is to be more aggressive about marketing Davao City in both local and foreign investors.

“Soon, we will see videos of Davao played in cinemas in Manila and other areas, in between of screening schedules. We will be coming out with print ads and TV commercials in AXN and Starworld, but it’s not going to be expensive knowing our very limited budget. We will find out ways to maximize our exposures as our way of marketing the city”, he said.

With the conclusion of the 1st Davao Investment Conference, Magnaye said that government and business leaders have expressed confidence about Public-Private Partnership (PPP) like the undertaking of Sta. Ana Wharf project, possible opening of regional expressway, operation of sanitary landfill and solid waste management. He said that aside from SEAIR, Tiger Airways would start ferrying in passengers of Davao on the first week of November this year.

According to Magnaye more investment opportunities will soon come to Davao as the government and business leaders were determined to forge sisterhood ties with Clark Pampanga Freeport Zone. He said, With the agreement to push through, Davao City is expected to get an overspill of passengers from Clark which is serving more than 5,000 international flights a year from at least eight international destinations.

Investment commitments in Davao City pegged to P11.87 billion as announced by the DTI and Davao City Chamber of Commerce and Industry, Inc. during the Davao Icon.

The project type and cost included real estate (condominiums) amounting to P2 billion, agribusiness (banana) at $44 million, water taxi for P6.7 million and Solar Energy Project for P7 billion.

Based on the records of the city’s Business Bureau, some P185 million in total investments was recorded in 2010 higher than P180 million in 2009 or an increase of 2.82 percent.

In terms of building permit issuances, the city was able to rake in P7. 3 Billion in 2010 from P7 Billion in 2009. Interestingly, the Business Name Registration with the Department of Trade and Industry has posted around P2.9 billion last year compared to 1.3 billion in 2009 propelling the city to a greater height to have hit an outstanding increase of 128 percent .

Foreign Trade as measured in Million US Dollars would indicate that imports got an increase of 41.21 percent from US $504.99 million in 2009 to US $ 713.10 million in 2010. Getting straight from the records of the Bureau of Customs in Region XI, the city’s export got an all-time high of US $ 1.2 Billion a year ago from the US $ 959 Million in 2009.

In terms of financial institutions officially archived at the city’s Business Bureau Office, business establishments which secured permits placed an increase of 5.85 percent in 2010 with Savings and Loan Associations to land in the number one spot having dramatically increased to 158 percent in terms of business permit applications approved.

Business establishments registration with the Business Bureau Office got a 14.5 percent increase posting some P184.7 Billion in capitalization as compared to P 180 Billion in 2009. This resulted to a remarkable 48 percent increase in the number of job generations from 124,633 to 183,930 last year. Expectedly, Poblacion District is still on top with around 10,504 registered business establishments having a capitalization of P 107 Billion which generated for itself 46, 938 jobs. It is followed by Talomo District with 6,625 and thirdly, Buhangin District with 4,289 registered businesses.

MANILA, Philippines -- Davao’s major festival underwent a positive facelift this year. With the private sector taking up the reins and, backed up by the local government, Duaw Dabaw Foundation Inc. was tasked to make sure this year’s revelry will be remembered as unforgettable again, rain or shine. True enough, no intertropical convergence zone or low pressure area could mar the new stage built for the performances that draw thousands of crowds from all Mindanao each year.

The island’s biggest and most pulsating celebration, Kadayawan sa Dabaw Festival, pays tribute to Mindanao's indigenous tribes as the focal point of the festivities. Derived from the Mandaya word “madayaw,” Kadayawan signifies anything that is of good value, meaning “beautiful, superior, or beneficial.”

Celebrated every month of August, Kadayawan sa Dabaw’s theme this year is “Ten Tribes, One Vibe,” focusing on the multicolored mix of Davao and Mindanao's indigenous communities as well as migrant settlers, whose identities make up the rich cultural heritage of this land.

Long ago, Davao’s ethnic tribes which used to reside at the foot of Mount Apo would converge in a bountiful harvest to celebrate a thanksgiving ceremony to the supreme beings. The rituals involve showcasing produce like fruits, flowers, vegetables, rice and corn grains as offering, while villagers sing and dance in gratitude to the year's abundance.

This traditional practice of thanksgiving is still being observed by Dabawenyos today, as it has evolved into the tribal festival once initiated in the 70's by former Mayor Elias B. Lopez, of Bagobo descent himself.

In 1986, after Martial Law, the government attempted to bring the people together through the “Unlad Proyekto Davao.” A festival was initially coined "Apo Duwaling," derived from Davao’s famous icons: Mt. Apo, the country's highest peak; Durian, the king of fruits; and Waling-waling, the queen of orchids. “Apo Duwaling” showcased the city as a peaceful destination to visit and to do business after the 1986 EDSA Revolution.

Mayor Rodrigo Duterte renamed the festival "Kadayawan sa Dabaw" in 1988 to embrace the abundance of blessings Dabawenyos were continually bestowed upon, from the bountiful harvest of flowers, fruits and other crops, to the city’s growing distinct accolades (the long list can be viewed in www.davaocity.gov.ph), and more importantly, the restoration of the peace and order.

With the young and dynamic leadership of Davao’s first lady mayor, Sara Z. Duterte, the delegation of tasks to the private sector is one way of encouraging it to fully participate in any activity the city government undertakes.

The week-long revelry showcased highly participated activities every year and the launching of new ones. Big prizes were in store for the competitions which regularly draw participants from all over Mindanao.

The colorful contingent of Purok Sison Elementary School from neighboring Surallah, South Cotabato easily won again as champion in the open category of Indak-Indak sa Kadalanan (streetdancing) with a whooping prize of P300,000.00, while Davao-based category champs from Magallanes Elementary School romped away with P150,000.00 cash prize.

Around 115 contingents participated in the biggest number of delegates who joined the most festive Pamulak or Floral Float Parade, where uniquely designed floats showcased the abundant vegetation of Davao Region. Abreeza Mall romped away with a whooping P500,000.00 in cash prize for the open or big category.

During this week, Department of Tourism (DoT) and leading wireless services provider Smart Communications Inc. (SMART), launched the SMART-DAVAO DoT partnership of providing a customized SIM for Dabawenyos during the Davao Regional Tourism General Assembly at the Marco Polo Hotel.

As part of the Pilipinas, Tara Na! tourism advocacy program, the DoT Infoboard is an information technology system where tourists and locals can benefit from materials delivered right into their mobile phones, providing tourists and domestic travellers relevant SMS announcements and advisory.

The Infoboard provided by SMART enhances DoT’s capability to inform the travelling public and assist them in their travel information needs, providing them with choices for decision-making at the touch of a key and through a credible source.

converge in Davao Sept. 21

DAVAO CITY (MindaNews) – At least 2,800 Catholic educators from all over the country are expected to gather here to discuss Peace during the three-day national convention of the Catholic Educational Association of the Philippines (CEAP) which will start on September 21, the International Day of Peace.

Now celebrating its 70th year, CEAP, an organization of 1,345 member-schools is the country’s largest educational association committed to advance and promote the teaching function of the Catholic Church. This year’s convention theme is Building a Culture of Peace: Shaping the Vision, Living the Dream.”

“As CEAP continues to respond to social, political, economic, moral and other critical issues as part of its commitment to the total development of the Filipino youth through Catholic formation and citizenship-building, through this convention it also affirms the words of Pope John Paul who said: To reach peace, teach peace,” a press release from CEAP said.

The expected attendance of some 2,800 participants has been described in the press release as “record-high in the history of CEAP conventions.”

The convention aims to provide an avenue for CEAP member-schools to share their best practices in integrating the concepts and principles of Justice and Peace Education in all aspects of school life -- curricular and extra-curricular programs, school administration and operations; and implementing programs and advocacies on justice and peace and related concerns such as poverty reduction, engaged citizenship, gender equality, environmental sustainability, interfaith/cultural solidarity, and good governance.

It also hopes to determine ways by which CEAP and member-schools can “critically engage government, business, media, the religious sector and other civil society groups in our common pursuit of building a culture of peace in Philippine society.” Fr. Albert Alejo, a social anthropologist who has led various projects such as Ehem anti-corruption movement, Konsult Mindanaw and Dialogue Mindanaw consultations on the peace process between the government and Moro Islamic Liberation Front, will deliver the keynote address at the Ateneo de Davao University Matina campus on September 21.

Alejo, the first executive director of the Davao City-based Mindanawon Initiatives for Cultural Dialogue, is now based in Ateneo de Zamboanga.

At the closing rites on September 23, Tandag Bishop Nereo Odchimar, President of the Catholic Bishops Conference of the Philippines, Bishop Socrates Villegas, chair of the CBCP’s Episcopal Commission on Catechesis and Catholic Educaiton and Presidential Adviser on the Peace Process Teresita Quintos-Deles will deliver messages during the closing rites on September 23.

Alejo will also be one of 44 concurrent session speakers who will expound on the topic “Intrafaith Process in the Service of Interfaith Dialogue: A Challenge to Catholic Educational Institutions”.

Concurrent session clusters on Day 2 are in the areas of Curriculum Instruction, School Administration and Operation, and Advocacy and Outreach. Some of the invited speakers are award-winning director, Dr. Ricky Abad of Tanghalang Ateneo to give an interactive talk on “Peace through Music and the Arts;” Dr. Loreta Castro, Executive Director of Miriam College Center for Peace Education on “Building Schools of and for Peace;” Cagayan de Oro Arcbhishop Antonio J. Ledesma, SJ, Archbishop of Cagayan de Oro and Chair of the CBCP Commission on Inter-Religious Dialogue will tackle “Building Bridges of Interfaith and Intercultural Understanding”.

Two generals will handle “Engaging the Security Sector in Peace-building:” Western Mindanao chief, Lt.Gen. Raymundo B. Ferrer and Maj.Gen Emmanuel T. Bautista of the 3rd Infantry Division based in Capiz.

The CEAP press statement noted that through education, CEAP wants to underscore the fact that “peace is not just the absence of violence, but of the presence of conditions of well-being and just relationships among humans and among humans and Mother Earth.”

CEAP issued a “statement of support for lasting peace in Mindanao” during the 3rd Mindanao Bishops-CEAP Conference and the 4th CEAP Mindanao Summit from August 19 to 20 at the Notre Dame University in Cotabato City. It welcomed President Aquino’s initiative to meet with MILF chair Al Haj Murad Ebrahim on August 4 in Japan and said the President’s initiative to meet with the MILF Chair “truly indicates the sincerity and commitment of the current administration to achieve peace in Mindanao, an act that manifests a spirit of solidarity and peace with the Moro community in this holy month of Ramadan.” CEAP also called on its members to “support this peace process from within their schools by working for understanding and support for it. if you would look at the map, almost all municipalities have a portion that is actually in Mayon.. Mayon volcano is all over Albay as in! Prominent lang sa atin ang tatak na Legaspi since that is most often the pictures that are being published

interestingly CamSur is a pilgrimage site for Nuestra Senora de Penafrancia (of which literally a lot of people converge there every sept. (actually Last week lang ang translacion)

Caramoan is getting to a an alternative for both Boracay and Puerto Galera these days

CWC is a big hit because it offers other water sports besides Wakeboarding (mas malaki ang wakeboarding area ng CWC than Deca)

Mt. Isarog and Iriga are also part of the mountaineering itinerary also.

TIGER Airways will launch its maiden flight from Davao to Singapore and vice-versa on November 1, with a frequency of three times a week.

Delza Gochoco, officer-in-charge of commercial affairs of Southeast Asian Airlines, said direct flights from Davao to Singapore is a way to increase the tourism in Davao, making it accessible internationally.

"That is Singapore to Davao and Davao to Singapore. We will do three flights initially and hopefully, we will do like what we did for Cebu, a daily flight," Gochoco said

When asked what convinced them to have a Davao to Singapore direct flight, they said that they see a potential and there must be an effort on bringing agents from Singapore to Davao and vice-versa.

"Tiger Airways is really a low cost airline. No frills and no fast," she said.

DAVAO CITY Sept. 15 (PIA) -- Davao City is set to launch its tourism brand and logo on September 21 at Grand Men Seng Hotel after it got a positive feedback from Tourism Secretary Ramon Jimenez.

City Tourism Officer Jason Magnaye announced during the weekly forum, I-Speak, that the tourism secretary who is also a brand expert found the Davao brand and logo neat and even competitive.

Magnaye said the brand and logo are produced by a team composed of the City Tourism Office, City Information Office, and City Mayor Sara Duterte-Carpio.

“We are keeping the design and other details until September 21 to keep the thrill. But just to talk a little about it, the brand talks about how Davao life is,” he added.

During the brand launch, the unveiling of the new brochure, television commercials, and the new tourism website was also conducted.

The city tourism got media attention after it launched its Davao Punch campaign at the height of the Kadayawan Festival last month.

Magnaye said there are plans of bottling and packaging the popular Davao Punch concoction to further tap the international and domestic market and to establish it as a prime Davao product.

The tourism office is coordinating with the Department of Science and Technology, some food processors, and the Center for Asian Culinary Studies on how to realize this plan.

Davao's tallest existing building and I think it is also safe to say that it is Mindanao's tallest building since there's still no other existing building (open, furnished, already in operation) till this very day that can come close to it. Others in the pipeline are the 30-storey Aeon Tower, 26-storey Abreeza Residences, the Avida to be constructed on the Lawaan property (i heard it's 24 storeys as per city engineer's office, hopefully maconfirm soon). And insider info, FTC owner of Aeon Tower just purchased a new property and this time around, its away from the flight path :D

Ladies and Gentlemen:

Maayung hapun kaninyong tanan.

Allow me to give you the bad news first. An examination of the first State of the City Address reveals we
were not able to do four things: first, our district health centers are not yet PhilHealth-accredited as we are
still processing the requirements for accreditation. Second, we were not able to build the public library
because the site we intended for it will be used as a temporary office while the City Hall Annex building
in Pichon St. is under construction. Third, we did not push through with the privatization of hauling and
segregation of our garbage because we intend to do something better. Finally, we are still waiting for the
DepEd Division Office to move to their new building so that their old structure can be remodelled for our
Pasalubong Center.

On issues that plague our rapidly developing landscape:

I have issued Executive Order No. 18 creating the Task Force Drainage which assists the City Engineer’s
Office to monitor our drainage and flood concerns. Initially they reported a requirement of P91 Million
for 16 projects. We were able to fund 9 projects out of this requirement with a budget of P57.8 Million.
The task force is continually making an inventory of the existing drainage system in the city to establish
the drainage flow direction and implement the necessary engineering interventions.

On December 1, 2010, we began operations for our sanitary landfill. While we are truly in a better
condition than other cities because we have our own sanitary landfill, our CENRO has warned that we
may not be able to maximize our investment in the landfill if we do not implement other solid waste
management technologies. We are currently reviewing proposals and continue to check the technologies
available in the market.

Prior to the landfill, the average disposed volume of garbage in Lacson Temporary Disposal Facility ranged
between 500 to 700 tons per day. As of June this year, the volume decreased to 476 tons. With the full
implementation of the ordinance, the average volume of disposed garbage dramatically dropped to 359
tons per day. We aim to further decrease the figures and strengthen the enforcement of the ordinance as
well as synchronize our garbage collection.

On the issue on housing, we have 459 titled lots granted to relocatees in Brgy. Los Amigos. We have also
signed an agreement with the National Housing Authority for the construction of 200 units. Our architects
have also designed a tenement building for socialized housing. The challenge, however, is how to keep
the cost of medium rise buildings within the price range appropriate for socialized housing. Our Local
Housing Board is regularly meeting to address this concern.

I strongly urge the City Council to refrain from granting new urban land reform projects because time and
again our attention has been called regarding the failure to recoup and collect from the beneficiaries. Our
City Housing Office is putting up a system for the processing of ULRP back accounts which date back
several years and up to this date remains unpaid. We shall update you further if we have made progress
on this end.

During my inaugural address we defined our direction with BAROG - Barangay Empowerment,
Academics, Resources, Peace and Order, and Governance. This is our way to stand firm as we
move forward and upward as Dabawenyos.

BARANGAY
In helping our barangay units: we continued conducting our Caravan of Government Services. It is our
target to visit all the 182 barangays within the year as mandated by the Local Government Code to ensure
that the offices in City Hall are within reach of the people and able to answer their concerns. The City Civil
Registrar’s Office has served approximately 3,000 for civil registration services, City Health Office catered
to more than 15,000 individuals for various forms of medical and dental services. The City Agriculture
Office has distributed vegetable seeds to 10,000 recipients. The CENRO and the TMC have been able to
conduct 3,805 waste segregation campaigns and traffic laws orientation. CSSDO assisted the Office of the
Senior Citizens in issuing 13,647 ID cards and 32,589 purchase booklets. The City Veterinarian’s Office
was able to immunize 67,716 dogs and cats with anti-rabies vaccine for free.

Our Food for Work program has been quite a positive endeavour. Our primary aim of de-clogging canals has
been successfully matched with volunteerism. The intent of slowly erasing our “dole-out” mentality have
been accepted warmly especially by the women. We were able to get enthusiastic community volunteers
for our clean-up. We have cleared approximately 19 kilometres of canals, riverbanks, coastlines and were
able to properly dispose 720.36 metric tons of garbage so far.

Our City Planning and Development Office conducted meetings with our barangay captains and
emphasized the need for each unit to create and/or update their barangay development plans from which
they should cull their priority projects. We were able to collate these projects for all 182 barangays most
of which were included in the annual budget for 2012.

ACADEMICS
We have strengthened our “Magbasa Ta” reading enhancement program which brings learning and literacy
services beyond the confines of our city library. This project has benefited 68,848 persons who borrowed
42,744 books for them to learn from.

I have issued Executive Order Nos. 19 and 27 creating the Educational Benefits System Unit to handle
all the education assistance projects of the city, including that of elementary and high school students
and our tech-voc skills trainings. Under the expanded Scholarship on Tertiary Education we were able to
accommodate 420 new scholars, a 119% increase from 2010 bringing the total number of STEP scholars
to 774. We have intervened in the form of allowance to 66 lumad college students studying in downtown
poblacion. Our CSSDO provided educational assistance to 1,303 children needing special protection and
indigent youths, 288 of whom are already in college.


Our Local School Board has been able to maximize the use of our Special Education Fund and assist
the Department of Education. At the start of this school year we hired 163 auxiliary-teachers intended
to improve the teacher to student ratio in our city. Our board has also approved the construction of
22 classrooms complete with comfort rooms, blackboard and arm chairs. The challenge now is how to
support the K+12 program of DepEd. We have sent resolutions to the Secretary Armin Luistro to enlighten
the LSB on the program so that we can make the necessary appropriations to support our kindergarten
classes

RESOURCE
Early on, I already identified the focus industries for our city as Agriculture, Tourism and Information
and Communication Technology sectors. While export manufacturing and mining are the multimillion
industries to focus on, there isn’t much we can do to compete with manufacturing countries. Also, I
have already declared that mining is out of the question as it will bring more problems than solutions
and we can learn a lot just by a cursory examination of LGUs with mining areas. I have already made
representations with Secretary Ramon Paje and the Mines and Geosciences Bureau to keep mining out of
Davao City, more specifically in the areas of Paquibato and Marilog.


Our City Agriculturist’s Office has identified agro-forestry, agri-business, agri-fisheries, and agri-tourism
as the areas to strengthen further. We have started agro-forestry projects by establishing satellite nurseries
in Marilog, Calinan and Baguio districts to produce the supply of endemic and other trees. We have
designated Engr. Elisa Madrazo to take charge of developing and executing our Urban Greening Program
and to collaborate with DENR for the National Greening Program to expand our forest cover.

We provided farmers with appropriate upland technologies, agro-forestry crops and farm inputs.
And we enhanced their organizational and entrepreneurial skills through farmer-clustering, field
school, observation tours and farm peer exchange. We put premium on the propagation of Cacao
which can be grown under coconut trees, fruit trees, other crops and forest trees.

Last year, we inaugurated the establishment of the Cacao Agribusiness Zone Center facility in Brgy.
Talandang, Tugbok District through a Department of Agriculture — Cocoa Foundation Philippines,
Inc. investment partnership. It is the biggest in the Philippines.

Our Tourism Office has launched a training program for tour guides with 38 new graduates ready
to assist our growing number of visitors. We have constructed a Visitors Information Center at the
airport and will soon commence the remodelling of the building intended to be the Pasalubong
Center.

Tomorrow, we will be unveiling the new campaign of the city, with new materials and collaterals. I,
therefore, urge all our tourism stakeholders to support this campaign by carrying the collaterals in
all your promotional materials, and join our march towards capturing the top spot as the country’s
most-visited destination. We intend to localize the campaign so that Dabawenyos will always be
reminded of how we should give value to our city as our way of exemplifying patriotism.

Davao City saw an unprecedented number of recorded visitor arrivals. Our four major events
come-on for the city: Araw ng Dabaw, Summerfest, Kadayawan and Pasko Fiesta have greatly
contributed to increase the number of visitor arrivals. We hosted 62 meetings, incentive travels,
conventions and events or MICE activities through the initiative of our private sector partners. As
good news, I am glad to report that our strong partnership with the private sector was instrumental
in reaping the best booth award during the Philippine Travel Mart in Manila, aside from P1.5M
sales we have raked in. This golden partnership paved the way for the honor to host the 3rd
Philippine MICE Convention on 2013, besting the bid of CamSur.


Our Information and Communication Technology (ICT) sector is going stronger with the entry
of new BPOs and software developers that employed 10,985 full time agents in 2010 alone, an
increase of 41% from 6,480 employees recorded in 2009. These new ICT players are not limited
to call centers. We have new locators who are engaged into animation, data transcription and
design process outsourcing.

The number of dengue cases in Davao City has dramatically dropped from 2,107 in the second
semester last year to 238 in the first semester of this year. This positive performance is a result
of our distribution of treated curtains for elementary schools, soaking of nets, indoor residual
spraying, de-fogging, massive information campaign and our initiative to implement the 4 o’clock
clean-up habit at the barangay level.

Our Local Health Board and City Health Office were able to draft the Comprehensive Investment
Plan for Health, requiring approximately P1.5 Billion to provide prime health services to our
residents. As an initial output, we have appropriated P36 Million to construct a 4-storey building
in Pichon Street to house all our medical services and offices, including the chest center, the
animal bite center, medico-legal, dispensary, dental and the main city health office. We have
also allocated budget for the construction of the Agdao district health center with birthing facility,
which will be a model design for all other district health centers.

With regard to Reproductive Health services, the issue here is not whether or not population is
linked to poverty. We believe that progressive societies should have policies for the physical,
psychological, mental, social health of our families, thus, family planning services are made
accessible to our constituents.


Our City Social Services Development Office is working with the Committee on Women and
Children to come up with an ordinance for the holding facility of children who come in contact
with the law, apart from those in the diversion program. We have also made appropriations for
the improvement of Lamdag Home for Boys and the construction of a holding facility in Bago
Oshiro for children who are in need of intervention. We have strengthened our home-based ECCD
program with 99 centers. This program was a quick response to the increasing demand for daycare centers and the long travel of children in far-flung barangays.

We have strengthened our economic enterprises with alloted budgets for the improvement and
rehabilitation of the Davao City Overland Transport Teminal and the rehabilitation of the Wireless
Public Cemetery. Our Davao City Recreation Center is adopting new rates, further increasing its
viability as an enterprise.

Our City Treasurer’s Office was able to collect P552,832,436.61 from January to June for the
business taxes this year, or an 18.53% increase from the collection made last year. Our total
revenue collection from local sources is in the amount of P 1.09 Billion or a 17.79% increase from
the same period last year.

In our commitment to being a business-friendly LGU, we have conducted 19 one-stop-shop in the
issuance of permits, with a modified processing system in malls and other strategic areas of the city.
As a result, the number of our business establishments significantly increased by 24% or 30,000
from last year to 36,000 this year. Furthermore, investments registered with the Business Bureau
reached an all-time high of P 183.5 billion in terms of capitalization. Employment generated by
these investments increased by a staggering 66%, or from 177,175 in 2010 to 293,435 jobs for
Davaoenos.

With reduced registration requirements and a simplified system in place, Davao City is now the
second easiest city in the country to start a business and the first in processing construction permits,
both cited by no less than the International Finance Corporation of the World Bank.
However, I bear again bad news: the Department of Budget and Management released Local
Budget Memorandum No. 65 and 65-A with two advisories: that the 2012 IRA level is 4.8% lower
than that of 2011 and that the entry of judgment in the 16- cityhood case has the overall effect of
a corresponding reduction in the revenue allotment of all local government units.

With this reduction, the Office of the City Treasurer projects a 13% decrease in the annual budget,
or a staggering loss of P360 Million for the city. Our annual budget for this year is P4.3 Billion.
With a loss P360 Million, our budget 2012 budget will now only be P4.1Billion. We are aware of
the impact of cost-cutting on personnel services hence we are adjusting our debt servicing as this
option would not have the same damaging effect as the mass termination of personnel. We shall
try our very best to cushion the impact of this problem.

I hereby turnover to the Honorable Floor Leader the proposed 2012 annual budget for the council’s
consideration and favorable action. It is a budget best described as sustaining socio-economic
growth amidst challenging times.

PEACE AND ORDER
A report from the Davao City Police Office showed that the total number of index crimes has
decreased from 3,604 in July to December last year to 3,019 in January to June this year. From
July to December 2010, we have posted 1,177 or 57.60% crime solution efficiency, while from
January to June 2011, our crime solution efficiency increased to1,226 or 57.67%.

From January to June this year, 570 index crimes and 707 non-index crimes have been solved or a
17.83 percentage points increase in solution efficiency of the same period last year. Actions taken
to achieve this rapid increase are: the adoption of the Anti-Crime Incentive Program to police
officers, integrated patrol plan and more cooperation from witnesses.

We have zero-terrorist incident, mainly due to the hard work and vigilance of the Task Force
Davao. We, however, continue our target hardening measures to keep our city safe. We have

Our City Peace and Order Council has updated and adopted our Local Government Security Plan.
We have responded to the needs of the Bureau of Fire Protection with the purchase 50 firemen
suits, 4 computers, 10 radio base and 20 handheld radios; the Bureau of Jail Management and Penology with the construction of their multi-purpose visitor center; the Davao City Police
Office for the repair of Sasa Police Station and the construction of Calinan Police Station.

From August 2010 to July this year, our Traffic Management Center apprehended a total of
31,484 erring drivers. We have emphasized that public utility drivers should police themselves
because public transportation involves public safety and interest. Since October last year,
we have conducted 44 traffic education trainings participated by a total of 16,212 drivers.

We exact strict discipline to our traffic enforcers with administrative sanctions for misdeeds and
making them liable for criminal actions. Two former traffic enforcers are now facing criminal
charges before the Regional Trial Court for extortion. Our traffic enforcers were also subjected to
random drug testing, four of whom were found positive and summarily dismissed from service.

GOVERNANCE
We have intensified our campaign against drug use in the workplace and have found 7 personnel
positive for drug use. We have terminated their service and recommended that they seek professional
intervention.

Our Human Resource Management Office developed and implemented 7 training and career
development programs with 36 sessions, including orientation sessions for the public assistance
counter desk officers to improve our engagement in public transactions. Technical teams were
created to conduct job analyses for pilot departments for the development and retention of a
highly competent and professional workforce.

Our Davao City Investment Incentive Board has created a technical working group among its
members to come up with recommendations on how the city can further increase its local revenues,
thus reducing our dependence on the internal revenue allotment. These recommendations allow
room to improve the city and sustain competitiveness. The group will also come up with strategies
on how the city can rationalize its expenditures.

Allow me to acknowledge the generous support of the private sector, our Chamber of Commerce,
the Tourism Alliance, the Chinatown Development Council and all Chinese communities, our
Muslim brothers and sisters and Lumad families, all other stakeholders in their untiring assistance
to our local government. Your generosity is something I can best describe as above and beyond
the ordinary.

Finally, I run through how your support has been the past year: our 1st Lamdag Parada during the
Pasko Fiesta gathered 40 contingents. Our Araw ng Dabaw parade was joined by 248 contingents.
And our Kadayawan floral float parade was joined by over 100 contingents with 22 competing
floats. These high numbers are testaments of the Dabawenyos commitment to our beloved city.

Ladies and gentlemen, these are just highlights of the state of our city. Rest assured, your local

Ladies and Gentlemen:

Maayung hapun kaninyong tanan.

Allow me to give you the bad news first. An examination of the first State of the City Address reveals we
were not able to do four things: first, our district health centers are not yet PhilHealth-accredited as we are
still processing the requirements for accreditation. Second, we were not able to build the public library
because the site we intended for it will be used as a temporary office while the City Hall Annex building
in Pichon St. is under construction. Third, we did not push through with the privatization of hauling and
segregation of our garbage because we intend to do something better. Finally, we are still waiting for the
DepEd Division Office to move to their new building so that their old structure can be remodelled for our
Pasalubong Center.

On issues that plague our rapidly developing landscape:

I have issued Executive Order No. 18 creating the Task Force Drainage which assists the City Engineer’s
Office to monitor our drainage and flood concerns. Initially they reported a requirement of P91 Million
for 16 projects. We were able to fund 9 projects out of this requirement with a budget of P57.8 Million.
The task force is continually making an inventory of the existing drainage system in the city to establish
the drainage flow direction and implement the necessary engineering interventions.

On December 1, 2010, we began operations for our sanitary landfill. While we are truly in a better
condition than other cities because we have our own sanitary landfill, our CENRO has warned that we
may not be able to maximize our investment in the landfill if we do not implement other solid waste
management technologies. We are currently reviewing proposals and continue to check the technologies
available in the market.

Prior to the landfill, the average disposed volume of garbage in Lacson Temporary Disposal Facility ranged
between 500 to 700 tons per day. As of June this year, the volume decreased to 476 tons. With the full
implementation of the ordinance, the average volume of disposed garbage dramatically dropped to 359
tons per day. We aim to further decrease the figures and strengthen the enforcement of the ordinance as
well as synchronize our garbage collection.

On the issue on housing, we have 459 titled lots granted to relocatees in Brgy. Los Amigos. We have also
signed an agreement with the National Housing Authority for the construction of 200 units. Our architects
have also designed a tenement building for socialized housing. The challenge, however, is how to keep
the cost of medium rise buildings within the price range appropriate for socialized housing. Our Local
Housing Board is regularly meeting to address this concern.

I strongly urge the City Council to refrain from granting new urban land reform projects because time and
again our attention has been called regarding the failure to recoup and collect from the beneficiaries. Our
City Housing Office is putting up a system for the processing of ULRP back accounts which date back
several years and up to this date remains unpaid. We shall update you further if we have made progress
on this end.

During my inaugural address we defined our direction with BAROG - Barangay Empowerment,
Academics, Resources, Peace and Order, and Governance. This is our way to stand firm as we
move forward and upward as Dabawenyos.

BARANGAY
In helping our barangay units: we continued conducting our Caravan of Government Services. It is our
target to visit all the 182 barangays within the year as mandated by the Local Government Code to ensure
that the offices in City Hall are within reach of the people and able to answer their concerns. The City Civil
Registrar’s Office has served approximately 3,000 for civil registration services, City Health Office catered
to more than 15,000 individuals for various forms of medical and dental services. The City Agriculture
Office has distributed vegetable seeds to 10,000 recipients. The CENRO and the TMC have been able to
conduct 3,805 waste segregation campaigns and traffic laws orientation. CSSDO assisted the Office of the
Senior Citizens in issuing 13,647 ID cards and 32,589 purchase booklets. The City Veterinarian’s Office
was able to immunize 67,716 dogs and cats with anti-rabies vaccine for free.

Our Food for Work program has been quite a positive endeavour. Our primary aim of de-clogging canals has
been successfully matched with volunteerism. The intent of slowly erasing our “dole-out” mentality have
been accepted warmly especially by the women. We were able to get enthusiastic community volunteers
for our clean-up. We have cleared approximately 19 kilometres of canals, riverbanks, coastlines and were
able to properly dispose 720.36 metric tons of garbage so far.

Our City Planning and Development Office conducted meetings with our barangay captains and
emphasized the need for each unit to create and/or update their barangay development plans from which
they should cull their priority projects. We were able to collate these projects for all 182 barangays most
of which were included in the annual budget for 2012.

ACADEMICS
We have strengthened our “Magbasa Ta” reading enhancement program which brings learning and literacy
services beyond the confines of our city library. This project has benefited 68,848 persons who borrowed
42,744 books for them to learn from.

I have issued Executive Order Nos. 19 and 27 creating the Educational Benefits System Unit to handle
all the education assistance projects of the city, including that of elementary and high school students
and our tech-voc skills trainings. Under the expanded Scholarship on Tertiary Education we were able to
accommodate 420 new scholars, a 119% increase from 2010 bringing the total number of STEP scholars
to 774. We have intervened in the form of allowance to 66 lumad college students studying in downtown
poblacion. Our CSSDO provided educational assistance to 1,303 children needing special protection and
indigent youths, 288 of whom are already in college.


Our Local School Board has been able to maximize the use of our Special Education Fund and assist
the Department of Education. At the start of this school year we hired 163 auxiliary-teachers intended
to improve the teacher to student ratio in our city. Our board has also approved the construction of
22 classrooms complete with comfort rooms, blackboard and arm chairs. The challenge now is how to
support the K+12 program of DepEd. We have sent resolutions to the Secretary Armin Luistro to enlighten
the LSB on the program so that we can make the necessary appropriations to support our kindergarten
classes

RESOURCE
Early on, I already identified the focus industries for our city as Agriculture, Tourism and Information
and Communication Technology sectors. While export manufacturing and mining are the multimillion
industries to focus on, there isn’t much we can do to compete with manufacturing countries. Also, I
have already declared that mining is out of the question as it will bring more problems than solutions
and we can learn a lot just by a cursory examination of LGUs with mining areas. I have already made
representations with Secretary Ramon Paje and the Mines and Geosciences Bureau to keep mining out of
Davao City, more specifically in the areas of Paquibato and Marilog.


Our City Agriculturist’s Office has identified agro-forestry, agri-business, agri-fisheries, and agri-tourism
as the areas to strengthen further. We have started agro-forestry projects by establishing satellite nurseries
in Marilog, Calinan and Baguio districts to produce the supply of endemic and other trees. We have
designated Engr. Elisa Madrazo to take charge of developing and executing our Urban Greening Program
and to collaborate with DENR for the National Greening Program to expand our forest cover.

We provided farmers with appropriate upland technologies, agro-forestry crops and farm inputs.
And we enhanced their organizational and entrepreneurial skills through farmer-clustering, field
school, observation tours and farm peer exchange. We put premium on the propagation of Cacao
which can be grown under coconut trees, fruit trees, other crops and forest trees.

Last year, we inaugurated the establishment of the Cacao Agribusiness Zone Center facility in Brgy.
Talandang, Tugbok District through a Department of Agriculture — Cocoa Foundation Philippines,
Inc. investment partnership. It is the biggest in the Philippines.

Our Tourism Office has launched a training program for tour guides with 38 new graduates ready
to assist our growing number of visitors. We have constructed a Visitors Information Center at the
airport and will soon commence the remodelling of the building intended to be the Pasalubong
Center.

Tomorrow, we will be unveiling the new campaign of the city, with new materials and collaterals. I,
therefore, urge all our tourism stakeholders to support this campaign by carrying the collaterals in
all your promotional materials, and join our march towards capturing the top spot as the country’s
most-visited destination. We intend to localize the campaign so that Dabawenyos will always be
reminded of how we should give value to our city as our way of exemplifying patriotism.

Davao City saw an unprecedented number of recorded visitor arrivals. Our four major events
come-on for the city: Araw ng Dabaw, Summerfest, Kadayawan and Pasko Fiesta have greatly
contributed to increase the number of visitor arrivals. We hosted 62 meetings, incentive travels,
conventions and events or MICE activities through the initiative of our private sector partners. As
good news, I am glad to report that our strong partnership with the private sector was instrumental
in reaping the best booth award during the Philippine Travel Mart in Manila, aside from P1.5M
sales we have raked in. This golden partnership paved the way for the honor to host the 3rd
Philippine MICE Convention on 2013, besting the bid of CamSur.


Our Information and Communication Technology (ICT) sector is going stronger with the entry
of new BPOs and software developers that employed 10,985 full time agents in 2010 alone, an
increase of 41% from 6,480 employees recorded in 2009. These new ICT players are not limited
to call centers. We have new locators who are engaged into animation, data transcription and
design process outsourcing.

The number of dengue cases in Davao City has dramatically dropped from 2,107 in the second
semester last year to 238 in the first semester of this year. This positive performance is a result
of our distribution of treated curtains for elementary schools, soaking of nets, indoor residual
spraying, de-fogging, massive information campaign and our initiative to implement the 4 o’clock
clean-up habit at the barangay level.

Our Local Health Board and City Health Office were able to draft the Comprehensive Investment
Plan for Health, requiring approximately P1.5 Billion to provide prime health services to our
residents. As an initial output, we have appropriated P36 Million to construct a 4-storey building
in Pichon Street to house all our medical services and offices, including the chest center, the
animal bite center, medico-legal, dispensary, dental and the main city health office. We have
also allocated budget for the construction of the Agdao district health center with birthing facility,
which will be a model design for all other district health centers.

With regard to Reproductive Health services, the issue here is not whether or not population is
linked to poverty. We believe that progressive societies should have policies for the physical,
psychological, mental, social health of our families, thus, family planning services are made
accessible to our constituents.


Our City Social Services Development Office is working with the Committee on Women and
Children to come up with an ordinance for the holding facility of children who come in contact
with the law, apart from those in the diversion program. We have also made appropriations for
the improvement of Lamdag Home for Boys and the construction of a holding facility in Bago
Oshiro for children who are in need of intervention. We have strengthened our home-based ECCD
program with 99 centers. This program was a quick response to the increasing demand for daycare centers and the long travel of children in far-flung barangays.

We have strengthened our economic enterprises with alloted budgets for the improvement and
rehabilitation of the Davao City Overland Transport Teminal and the rehabilitation of the Wireless
Public Cemetery. Our Davao City Recreation Center is adopting new rates, further increasing its
viability as an enterprise.

Our City Treasurer’s Office was able to collect P552,832,436.61 from January to June for the
business taxes this year, or an 18.53% increase from the collection made last year. Our total
revenue collection from local sources is in the amount of P 1.09 Billion or a 17.79% increase from
the same period last year.

In our commitment to being a business-friendly LGU, we have conducted 19 one-stop-shop in the
issuance of permits, with a modified processing system in malls and other strategic areas of the city.
As a result, the number of our business establishments significantly increased by 24% or 30,000
from last year to 36,000 this year. Furthermore, investments registered with the Business Bureau
reached an all-time high of P 183.5 billion in terms of capitalization. Employment generated by
these investments increased by a staggering 66%, or from 177,175 in 2010 to 293,435 jobs for
Davaoenos.

With reduced registration requirements and a simplified system in place, Davao City is now the
second easiest city in the country to start a business and the first in processing construction permits,
both cited by no less than the International Finance Corporation of the World Bank.
However, I bear again bad news: the Department of Budget and Management released Local
Budget Memorandum No. 65 and 65-A with two advisories: that the 2012 IRA level is 4.8% lower
than that of 2011 and that the entry of judgment in the 16- cityhood case has the overall effect of
a corresponding reduction in the revenue allotment of all local government units.

With this reduction, the Office of the City Treasurer projects a 13% decrease in the annual budget,
or a staggering loss of P360 Million for the city. Our annual budget for this year is P4.3 Billion.
With a loss P360 Million, our budget 2012 budget will now only be P4.1Billion. We are aware of
the impact of cost-cutting on personnel services hence we are adjusting our debt servicing as this
option would not have the same damaging effect as the mass termination of personnel. We shall
try our very best to cushion the impact of this problem.

I hereby turnover to the Honorable Floor Leader the proposed 2012 annual budget for the council’s
consideration and favorable action. It is a budget best described as sustaining socio-economic
growth amidst challenging times.

PEACE AND ORDER
A report from the Davao City Police Office showed that the total number of index crimes has
decreased from 3,604 in July to December last year to 3,019 in January to June this year. From
July to December 2010, we have posted 1,177 or 57.60% crime solution efficiency, while from
January to June 2011, our crime solution efficiency increased to1,226 or 57.67%.

From January to June this year, 570 index crimes and 707 non-index crimes have been solved or a
17.83 percentage points increase in solution efficiency of the same period last year. Actions taken
to achieve this rapid increase are: the adoption of the Anti-Crime Incentive Program to police
officers, integrated patrol plan and more cooperation from witnesses.

We have zero-terrorist incident, mainly due to the hard work and vigilance of the Task Force
Davao. We, however, continue our target hardening measures to keep our city safe. We have

DAVAO CITY Sept. 15 (PIA) -- Davao City is set to launch its tourism brand and logo on September 21 at Grand Men Seng Hotel after it got a positive feedback from Tourism Secretary Ramon Jimenez.

City Tourism Officer Jason Magnaye announced during the weekly forum, I-Speak, that the tourism secretary who is also a brand expert found the Davao brand and logo neat and even competitive.

Magnaye said the brand and logo are produced by a team composed of the City Tourism Office, City Information Office, and City Mayor Sara Duterte-Carpio.

“We are keeping the design and other details until September 21 to keep the thrill. But just to talk a little about it, the brand talks about how Davao life is,” he added.

During the brand launch, the unveiling of the new brochure, television commercials, and the new tourism website was also conducted.

The city tourism got media attention after it launched its Davao Punch campaign at the height of the Kadayawan Festival last month.

Magnaye said there are plans of bottling and packaging the popular Davao Punch concoction to further tap the international and domestic market and to establish it as a prime Davao product.

The tourism office is coordinating with the Department of Science and Technology, some food processors, and the Center for Asian Culinary Studies on how to realize this plan.

The official considers the Davao Punch campaign as effective and he hopes to get a similar feedback with the soon to be launched Davao brand and logo. (MGM/PIA XI/Mai Gevera-Macapagat)

DAVAO CITY, Sept. 21 (PIA) – “Davao. Life is here.”
This is the new tagline launched earlier by the city government of Davao led by Mayor Sara Duterte with guests from the tourism and business sectors as well as the media.

It is part of the new brand divulged to the public as the city government makes a boost in its tourism sector aiming to receive more tourists and investors in the coming months.

Brand expert Rey “Bai” Manginsay packaged the entire branding about life in Davao, the things non-Dabawenyos long for, while some Dabawenyos take for granted.

From the adventure hike to Mt. Apo, to the heavenly taste of the Durian fruit, to the juicy bite of Davao Pomelo, all these are but some of the reasons why many tourists long to visit the city.

“We see these things everyday and sometimes taken for granted but for our market, for those who do not live here, these are the reasons why they come to Davao,” Duterte said.

The mayor describes the entire branding as something that each Dabawenyo will take part on, something they will own.

The brand maker “Bai” divulged how it took him ten years to understand Davao life and appreciate it. He chose the Philippine monkey-eating eagle as the brand identifier.

“The eagle is a very strong image because it is unique and we own it. Its kingdom is in Mt. Apo, another tourist destination of the city. It symbolizes power and unity,” he said.

Mayor Duterte appreciated the use of the eagle as the defining image of the city since the Philippine eagle is uniquely Davao. The image shown in promotional materials is an eagle wearing tribal accessories which depict the multi-cultural set-up in the city.

The city government is yet to release other promotional materials in the coming months. However, ready for publication and for airing are the television commercial, the materials for print ads, the new brochure, and the website.

Duterte and her team urged Dabawenyos to embrace this new branding by using the logo in their letterheads, buses, and all other avenues where this may be known and exposed to the public.

No offense meant to some forumers but yeah i did notice a similarity between Davao's City in Bloom in the early 90s and then another city did rebrand their image as a City in Bloom, in Blossom, & in Boom! But if we will look at it positively, it is flattering to be used as a benchmark. :okay: Though we cannot stop any cities if they opt to follow the new brand of Davao City, i find the new brand simply unique, coz for other cities to use it, they need to simply transform themselves into....Davao. :okay: What i like with the new brand is that it aint only promoting the destinations or what Davao City has (coz these can be easily replicated by other destinations too - look at the ziplines, the eco adventure activities, the festivals - where photocopies and clones can be seen elsewhere), the new brand simply promotes the lifestyle, the ambiance, the people, and the way of living in Davao. :okay:

Davao City together with the private sector recently bagged two awards in the recently concluded 22st Philippine Travel Mart held in Manila. Awards won are the Best Booth in the Travel Fair City category and the Travel Fair People's Choice overall champion.

DAVAO CITY, Philippines — The city has collected P552.8 million in business taxes from January to June this year, a double digit growth of 18.53 percent compared to the collections made on the same period last year, said Davao City Mayor Sara Z. Duterte.

Duterte, who delivered her State of the City Address last Tuesday, said the city was still able to achieve growth despite some difficulties.

The increase in collections will help offset the expected cut in the city’s share from the internal revenue allotments disbursed by the Department of Budget and Management, she said.

“DBM released two advisories, decreasing IRA level of Davao by 4.8 percent. Entry of judgment in the 16-cityhood case has the overall effect of a corresponding reduction in the revenue allotment of all government," said Duterte.

Davao's annual budget has been cut from P4.3 billion to P4.1 billion, a 13 percent cut from what it received last year.

“We are aware of the impact of cost-cutting on personnel services hence we are adjusting our debt servicing as this option would not have the same damaging effect as the mass termination of personnel. We shall try our very best to cushion the impact of this problem,” said Duterte in her speech Tuesday.

Malou Monteverde, Davao City Chamber of Commerce and Industry (DCCCII) president, said the private sector is aware on the effects of the reduced budget but expressed hopes the local government will be able to counter its effects.

“The effect is on basic services but actually mayor said there will be a shift. What’s going to be effected is personal delivery. But as whole Davao will be more unified to work towards a positive output,” Monteverde told the Manila Bulletin.

Meanwhile, this year’s Davao Trade Expo (DATE) slated on October 22 at the New City Commercial Corp. (NCCC) here will boost new and innovative strategy in the conduct of agricultural seminars.

DCCCII public advocacy officer Devy Joie Villarta Pia said the chamber will present the first-ever “agri-moviethon,” a program that introduces video and live speakers to deep discussion and connection in a specific group.

She said this year’s DATE will also render a series of documentary videos which will furnish the latest farming innovations.

Pia said the program’s developer, the Technology Entertainment and Design (TED X), will be more to learn about the best and unconventional farming practices as it is formed to disseminate “information worth spreading.”

Pia said some of the interesting instructional films to watch out for are the Soil Free Agriculture by Yuichi Mori which will describe a soil- and pesticide-free agricultural solution that produces tastier, healthier crops; Dickson Despommier’s “The Vertical Farm,” which will promote the mass cultivation of plant and animal life for commercial purposes in skyscrapers.

Using advanced greenhouse technology, the skyscrapers could theoretically produce fish, poultry, fruit and vegetables.

Charlie Price will introduce a new approach to urban agriculture, turning wastes into resources and transforming disused urban spaces to provide not only food, but resilient communities.

Other exciting videos are the Urban Green Thumb by Nic Esposito that will explain how to sow the seeds of change and take control of an economy’s own food security through the production and sale of agriculture; and Lisa Gross’ Civic Fruit that will reveal how an urban fruit orchard unites diverse communities.

The 13th DATE now opens the curtains as it walks Davaoeños through the exciting, instructive and effective approach to a new knowledge of unique farming techniques that will eventually help achieve a sustainable agriculture for the region, Pia added.

In another development, the city government here is in the process of approving an agreement with German firm to help the city to handle the city’s tons of garbage. City Councilor Marissa Salvador-Abella, chair of the City Council committee on environment, said Herhof of Germany remained as the single bidder to offer for the garbage handling contract, after the city legal office dumped US-based Sinova’s proposal for various legal impediments. Abella said both firms have offered waste-to-energy solid waste management technologies to the city government.

They need 1,000 to 3,000 tons of garbage daily to feed their plants for operational viability, a long shot from the city’s garbage turnout of 300 to 400 tons a day.

With this, the City Council here is set to pass another resolution this week that will give authority to Mayor Sara Duterte-Carpio to sign a memorandum of understanding (MOU) with the Herhof of Germany.

The legislative body has already approved a resolution intending to consider the proposal of Herhof. (With PNA)

DAVAO CITY, Sept. 21 (PIA) -- The Davao Light and Power Company recently energized and put into service the newly reconstructed 69/13.8kV Victoria Power Substation.

This project is one step towards the company's goal of standardizing the design of all its substations with two main features according to Engr. Ronald Chan, assistant vice president for the distribution utility's Engineering group.

Aside from the usual rehabilitation, the reconstruction was purposely made to convert existing substations to become mobile substation connection ready, and prepare its 69kV line to operate in a close loop systems.

The reconstructed substation now provides a space for a Mobile Substation necessary to carry the loads of the power substation if a major problem occurs specifically affecting the substation's power transformer.

This is designed to avert a prolonged power interruption which happens when a power transformer has to be repaired before restoration can be implemented.

Meanwhile, the other additional feature which is the 69kV close loop system will protect the power substation from being interrupted if a system disturbance happens in the 69kV sub-transmission line, its source of power supply.

It will automatically draw ready alternate power from the healthy 69kV line with no interruption as a result of having the 69kV system capable for a close loop operation. In this way, the substation continues to have power while the line segment having problem is already isolated, thus, a more improved system reliability in place.

At present, upgrading works are being done to adjacent substations to make the 69/13.8kV Victoria Power Substation fully operational as closely monitored by Engr. Jaime Derecho, the project in-charge.

The completion of this project will be another milestone for Davao Light towards fulfilling its aim of providing the possible best service there is for its customers. Once again the company takes a closer look at its vision.... of becoming a world-class utility. (CLC/DLPC/PIA XI)

if there are cities in Mindanao deserving to be mentioned that chose to "imitate" (more like "emulate" kay cheap ra paminawon ang former nga ginabuhat usahay sa uban) the governance of Davao as its model in balancing both progress and livability, and achieved it with finesse and even awards, it would be Tagum City and Island Garden City of Samal.

DAVAO CITY—The Philippine eagle has taken center stage: it has, in fact, become the new face of this city as the local government unveiled its new branding campaign to boost the tourism industry here.

Tourism could help propel the city’s economy, said Mayor Sara Duterte during the branding rites. “This is where the money is.”

“What is it in Davao City that we want to present to the market? We have the Philippine eagle, we have the durian and pomelo. We go to Samal [beaches] for lunch or we go to Eden [Nature Resort] to picnic. These are the things we need to promote,”Duterte said before foreign diplomats, businessmen and government officials at the Grand Menseng Hotel.

The city government, Duterte said, launched the campaign not just to attract tourists but also to make the residents become aware of their city’s beautiful spots, which they have been taking for granted.

The city’s top tourist destinations are the Philippine Eagle Center in barangay Malagos, Baguio District; the Malagos Garden Resort; white-water rafting in Calinan; the Davao Crocodile Park; the Matina Town Square; and a zipline adventure in the outskirts of the city.

“We wanted a campaign that every Davaoeño should put in their hearts,” Duterte pointed out while referring to the campaign tagline “Life is Here.”

“Life is here for me because my family lives here. Each of you, ask yourself why life is here,” she said.

The campaign materials carry the photo of the Philippine eagle with a headdress and the tagline.

Duterte cited the ArawngDabaw every March 16, Summerfest, Kadayawan every third week of August and Pasko Fiesta as the major events for the city.

Jayson Magnaye, city tourism officer, told reporters the branding gives the city a clear identity, adding that it is targeting the domestic market for now.

Magnaye said the city initially spent P1.5 million for the branding campaign.

DAVAO CITY—The Philippine eagle has taken center stage: it has, in fact, become the new face of this city as the local government unveiled its new branding campaign to boost the tourism industry here.

Tourism could help propel the city’s economy, said Mayor Sara Duterte during the branding rites. “This is where the money is.”

“What is it in Davao City that we want to present to the market? We have the Philippine eagle, we have the durian and pomelo. We go to Samal [beaches] for lunch or we go to Eden [Nature Resort] to picnic. These are the things we need to promote,”Duterte said before foreign diplomats, businessmen and government officials at the Grand Menseng Hotel.

The city government, Duterte said, launched the campaign not just to attract tourists but also to make the residents become aware of their city’s beautiful spots, which they have been taking for granted.

The city’s top tourist destinations are the Philippine Eagle Center in barangay Malagos, Baguio District; the Malagos Garden Resort; white-water rafting in Calinan; the Davao Crocodile Park; the Matina Town Square; and a zipline adventure in the outskirts of the city.

“We wanted a campaign that every Davaoeño should put in their hearts,” Duterte pointed out while referring to the campaign tagline “Life is Here.”

“Life is here for me because my family lives here. Each of you, ask yourself why life is here,” she said.

The campaign materials carry the photo of the Philippine eagle with a headdress and the tagline.
