FYI.

PSWS #1 - Tropical cyclone winds of 30 km/h (19 mph) to 60 km/h (37 mph) are expected within the next 36 hours. (Note: If a tropical cyclone forms very close to the area, then a shorter lead time is seen on the warning bulletin.)

PSWS #2 - Tropical cyclone winds of 60 km/h (37 mph) to 100 km/h (62 mph) are expected within the next 24 hours.

PSWS #3 - Tropical cyclone winds of 100 km/h (62 mph) to 185 km/h (115 mph) are expected within the next 18 hours.

PSWS #4 - Tropical cyclone winds of greater than 185 km/h (115 mph) are expected within 12 hours.

Forecasters are already doing their thing, forecasting. Yan ang mahirap sa Pilipino kasi they want to wait for the rains and winds before thay are convinced that a storm is coming

I guess you should have known by now how coal plants in China or anywhere else had already affected your host city with flashfloods and typhoons getting more and more intense, not to mention its deadly effects on the recent Matina flashflood in Davao itself ultimately caused by domestic environmental degradation on huge quarries nearby. It's effect is a global phenomenon but adversely affects even your own neighborhood and should have been a common knowledge by now. Only this time it is dragged further into another domestic location, whose consequences yet to be seen as one better braces if insisting on its stubborn position, although the consequences it seems is already manifesting itself at this moment.



^^ Like I said before, although I'm not an advocate or an expert of some sort, I'm guessing that the whole world is very aware of this problem, and thus the Kyoto Protocol, which limits the coal emissions in participating countries. This doesn't forbid us though from using it, we just have to control and limit its use. For me, this gives us an assurance that although we're about to build a coal plant, we're still far from reaching our emission limit thus in a way we're helping to the advocacy of this Kyoto Protocol without sacrificing progress. The plan there was that I think every year, they would decrease the limit for each country, until a time when the world is emission free (which is about 500 years from now lol!)

both are correct. the 1st reporter reported about the typhoon which is about to land fall. (not yet)
the 2nd reporter reported about the typhoon after it made landfall. (already)

Before it made landfall, the storm is about to hit Davao Oriental or as it moves towards Davao oriental and it intensified.

-but did you know that the path of the typhoon shifted at the last minute? It shifted slightly north upon making landfall and made landfall in Hinatuan instead of Boston, Davao Oriental...

that's why in their next report which is after 6 hours, the storm had already made landfall over Hinatuan and weakened slightly...

the red line is supposed to be the original path of the storm but the typhoon shifted its path at the last min. Their first forecast (Japan, US and PAGASA) predicted that the storm will landfall in Boston. That slight change is normal for typhoons and forecasting agencies so it's not really a big deal coz in the first place, this storm's movement is very erratic..:yes:

the red line looks more like the odd path when the path in blue intensified its strgth as it turned towards the direction of hinatuan, surigao. the weather bulletin made it difficult to understand the map of the path.

the shift was offshore. but a quick look at the path, the red path is just weird like going off track. doesnt look like the path was going in the red direction towards boston

^^ we did have signal n0.1 a few years back if you could remember, it landed somewhere in Davao Oriental but it dissintegrated, no strong wind and just a long ordinary rain. I think the 1st International Wakeboard competition in Tacunan is dissapointed coz no strong waves occured today! LOL kidding aside i'm more concern of storms brewing locally.

International wakeboard stars at Deca Open event

WAKEBOARD stars from the international scene will descend on Davao City to show their wares against a host of local talents in the highly-anticipated Deca Open Wakeboard Tournament which will start on December 16-17 at the Deca Wakeboard Park (DWP) in Barangay Tacunan in Mintal, Davao City.

DWP sales and marketing manager Jason "Choy" Poblete, speaking at the regular I-Speak Forum Thursday at City Hall, said they expect around 150 to 200 riders in the two-day competition, including participants from Thailand, Korean and Singapore.

Plan your Sinulog week ahead and find out what's in store for Sinulog 2012.

This early, Poblete assured the Filipino riders, especially those from Davao, are all prepared to give the visiting bets a tough challenge.

"I think they can compete with Manila and international riders," Poblete said.

Also arriving to display their skills are riders from Cebu.

Mike Tan, who is from Singapore, said they have checked and enhanced the DWP facilities and assured everyone that the venue had met international standards.

Tan also announced that four international judges will be coming over to officiate the event.

"It will be up to international standards," Tan said. "It will be a very good showcase of wakeboarding."

The Deca Open Wakeboard Tournament offers P20,000 to the champion in the professional category. The second and third placers will receive P15,000 and P10,000, respectively.

The amateur winner will pocket P15,000, with the next two finishers will take home P10,000 and P5,000.

For the groms and the junior categories, the champion will bag P5,000 each, second P3,000 and third P2,000.

The last major typhoon that hit Davao was in 1972. It also disintigrated upon entering Dvo oriental. Historically Davao region is hit by typhoons once in around 50 years

the alarming phenomenon does not depend on the protocols of human beings since whether or not it is already there. There are already alternatives to alleviate with Clean, Renewable Energy proven to be more cost efficient by 2015 but (except through the initiative of the Mayor) was not heeded by those with their obvious motives, deliberately suppressed by those with agenda, and mediocres in position lacking the vision. In the complex scenario the certain electorate is also to be blamed as behind its trademark self-righteous pretenses the Yellow administration as usual puts in priority the interests and profits of its election financiers (coal industry) rather than the people's welfare and safety in resolving Mindanao's energy, much less those of investors on Renewable Energy both local and foreign. Local Paid Hacks kept lying as if coal is their only LORRRD-given savior to the city's needs but never said that there are still years of supply enough to sustain beyond 2015, nor did they mention the inefficient (or seemingly deliberate) management of existing power plants running way below its capacity even before the El Nino phenomenon, nor supported in advocating Clean, Renewable Energy, while the gullible as usual religiously follow their "gospel truth." With such blasphemy the consequences are already showing its alarming signs that even the Planet is not on their side, and they are dragging down the rest with them to foreboding unpredictability.

Besides contrary to paid hack gospels having coal is not guarantee for less expensive electric bills to advantage developing countries like ours, it guarantees skyrocketing prices instead as Peak Coal is arriving.

i thought na nagkamali na naman sa pag forecast ang Pag-asa kasi parang mantika nga lang ang dagat sa Samal sabi ng cousin ko na nag xmas party doon, wala talagang alon, at mahina lang ang ulan sa Panabo at Tagum although 6 PM na tumila... still di pa talaga tayo maka relate dito sa Davao Region kung ano ang lakas ng Signal no. 1 and 2.. curious ika nga...

the presence of the coal plant in northern Mindanao may have partly caused the sudden change of the typhoon path when otherwise Mindanao used to be a typhoon-free zone. Global Warming's effect with more damaging flashfloods and changing typhoon tracks are caused by rising temperatures alarmingly at the molecular level due to the expansion of water molecules in large bodies of water.

Researchers should check on the sea temperatures of Northern Mindanao especially with the presence of a coal plant there that usually uses thermal cooling that inevitably affects sea temperatures there and may have attracted the unusual typhoon track. Research further indicates that sudden changes in typhoon tracks are contributed due to rising sea temperature in the certain area, and a coal plant is a major contributor to such changes.

It is an alarming inevitability Davao could become the next typhoon path when the coal plant becomes operational. The recent unusual path of Typhoon Sendong over previously typhoon-free zone Mindanao is very alarming. It is a threatening scenario as the mountainous "wall" ranges that used to protect the Davao region from typhoons, may turn out to be its alarming "trap" the moment a sudden change in the recently occurred typhoon tracks would hit towards the south instead of north, but a presence of new coal plant in the Davao Gulf could trigger it, and the consequences could even be more devastating!

obviously the era of the 70's is very, very different with the crucial phenomenon of Global Warming occuring today. This time, despite the undeniable Climate changes being caused by the Natural Solar Cycle, manmade pollutants through the years had already become a prominent contributing factor that will burden the Planet to the brink, and this saturation can no longer contained in, metaphorically speaking, such an overfilled cup.

the Global Warming Crisis is now everyone's concern and the alarming consequences everyone's burden, and even your very own neighborhood, your very own yard, is no longer immune to it.





but it's getting curious as to what also triggered the Mindanao typhoon in the 70's. perhaps rising accumulated temperature may have probably caused it?

Concerned researchers and academic institutions tasked to these kinds of phenomenon should be doing their expected job right now. what is the academic community and other concerned sectors doing at this very moment? still prioritizing their student products to grow sharper fangs in the service of the Capitalist machinery? still basking in their illusionary podiums? have they already widely disseminated scientific information as to the rising sea tmeperatures in the area and other crucial valuable knowledge as to be addressed thoroughly by the whole community (a big challenge though to a puppet media jejemonized electorate and society)? providing more extensive information on the Global warming effects at the domestic level? they are NOT DOING ENOUGH.

the presence of the coal plant in northern Mindanao may have partly caused the sudden change of the typhoon path when otherwise Mindanao used to be a typhoon-free zone. Global Warming's effect with more damaging flashfloods and changing typhoon tracks are caused by rising temperatures alarmingly at the molecular level due to the expansion of water molecules in large bodies of water.

Researchers should check on the sea temperatures of Northern Mindanao especially with the presence of a coal plant there that usually uses thermal cooling that inevitably affects sea temperatures there and may have attracted the unusual typhoon track. Research further indicates that sudden changes in typhoon tracks are contributed due to rising sea temperature in the certain area, and a coal plant is a major contributor to such changes.

It is an alarming inevitability Davao could become the next typhoon path when the coal plant becomes operational. The recent unusual path of Typhoon Sendong over previously typhoon-free zone Mindanao is very alarming. It is a threatening scenario as the mountainous "wall" ranges that used to protect the Davao region from typhoons, may turn out to be its alarming "trap" the moment a sudden change in the recently occurred typhoon tracks would hit towards the south instead of north, but a presence of new coal plant in the Davao Gulf could trigger it, and the consequences could even be more devastating!

So now, it's becoming better and 1970 is worst year if we speak of coal plant's negative effect. Am I right?:D

perspectives need to be broaden especially on this very alarming matter, although this should have been the responsibility of some sectors concerned particularly from the academe and local Scientific community (if there were any) but clearly these sectors HAVE NOT DONE ENOUGH of their expected responsibiltiy and so it has become a prerogative of individuals like us, exasperated by these lack of information provided to seek for these needed information, but thanks to the Information Age these data may be available through the internet where Humanity's repository of knowledge are now within reach in our keyboards.

As you may notice there is a large span of time that typhoons occur in Mindanao unlike the frequency that usually happens annually in other parts of the country. Studies reveal that the typhoon paths are affected by, among others, by the rise in sea temperature.

the large time interval of typhoon occurence in Mindanao, considering that there were yet coal plants that existed then to affect its surrounding sea temperatures, may have partly contributed to its exclusion of typhoon paths unlike in Visayas and Mindanao. On rare occassions it did occur, but as mentioned it was said to be caused by the large time gap, and these may be attributed to the accumulation of temperature in which a rare typhoon may partly outset or balance it once in a while.


Now the Planet's weather changes are now rapidly upset with the advent of Global Warming, which likened to an overfilled cup it can no longer accommodate the saturation of Global Warming factors that cause it not just the natural patterns of Solar Cycle that saturates it, but particularly the added burden of manmade ones, and more specifically creation of major Global Warming contributor, the coal plant. As you may have noticed the unusual typhoon path that entered Mindanao had two possible options, to divert towards Northern Mindanao, or towards South. Putting in the scenario the presence of a coal plant in northern Mindanao and the inevitable rise of sea temperature in the area caused by it, studies reveal that the changes in typhoon path are partly dictated by the rise in sea temperatures, hence the natural direction that the typhoon had followed was towards the north, where the rise of sea temperature with the presence of a coal plant may have become imminent.

The rise in sea temperatures that affects typhoon path may be slow in coming in Mindanao decades ago, but today, exacerbated by Global Warming phenomenon and the presence of coal plant this phenomenon will rapidly occur. This may have most likely caused the unuusual rise of floodwaters that recently occured in CDO months ago, but is now alarmingly occuring in regular pattern as the unusual rise of water levels are now shockingly attributed even to the molecular level with the expansion of water molecules as its temperature inevitably rises.

your concern about local LGU's in Mindanao not doing enough is also noticeable in the Davao LGU here. There seemed to be no massive information campaign to warn coastal or riverside residents of possible flashfloods while the storm was coming in unpredictable path. Mindanaoans simply are not that accustomed to typhoons. The typhoon diverted towards the north, but what if it had coursed its way towards the south?? More alarmingly, Davao's particular geographical characteristic with its "wall" of mountain ranges that used to protect it from typhoons, may even turn out to be a "trap" that could even be more devastating!

This time, under this Yellow administration that allowed the saturation of coal plants in Mindanao, and the stubborn insistence of some sectors. In a planet teethering in precarious balance with the alarming effects of Global Warming, It would be highly possible that Mindanao may now be included in the changing typhoon tracks, with grave concern on in Davao with its coal plant under construction and the inevitable rise in temperature of Davao Gulf that will soon accompany it. If they still refuse to mend their ways those stubborn pro-coal may as well brace themselves and their families with the coming of Nature's Wrath.

to those who hardheadedly root for the coal plant in Davao despite the alarming and devastating signs and events, and undeniable data that further confirm it, you have already crossed the line.

I care that Global Warming is threatening my beloved Davao and the Planet but Kuya I don't care about Humanity, pweh, mga hard-headed always crossing the line not heeding warnings. Humans are a shame. What's needed is a supernatural phenomenon that will wipe every man, woman and child off the face of the Earth. So let's build more coal plants and all other carbon emitting plants to expedite the warming of the planet if that' s what it takes to create the supernatural phenomenon. Of course everything else will be wiped off. But Nature is resilient. It will bounce back. And when it does let's hope it leaves behind humans so no one crosses the line ever again. Humans include you and me, so let's brace ourselves.

1. But how could you explain why the 1970 storm is stronger than this storm Sendong?
2. And how could you explain why storms are frequent in 1993 and this year 2011, only 1 storm hit?
3. So if there will be no coal plants built today, will there will be 0 typhoons in Mindanao ever?

Gang let me add that China was in the midst of moaist tradition of a closed nation almost devoid of big international industries in the 70s up to the late 80s when they began to change tactics and opened up for manufaturing industries. That started their hysteria in building coal-fired plants en masse to power their rapidly growing industries and household use of electricity.

Storms in any forms and sizes are naturally occuring phenomena that are still less understood.the earth is 70 percent water on the surface and it has an atmosphere and that explains it in part why they(storms) occur.

Early this year there was an expected super storm ''Yasi'' that was to hit Northern Queensland in australia and everyone was prepared(evacuation,bracing properties,cattles and other livestock transffered to safety,emergency services on standby).Then it hit but somehow missed the intended area of landfall and has somehow weakeaned that the original estimated damage cost was too great compared to the effect after the storm.You see,humans(scientists especially)make errors in their estimates and that include weather forecasts,global warming theory,carbon dating(that gets constantly revised)among others.

One more thing,Australia is known for its sizzling summer heat reaching to as high as 47degrees Celcius in cities and more in the desert but for the past 15 years since I've been here there have only been a few summers that are particularly hot (2008 and 2009).Last year there was almost no summer feel with the hottest day reaching 42deg for just a day and the rest of the season cooler.This year is expected to be another cold and wet summer.That goes to show that weather and climate comes in cycles and are hard to predict.

as for forecasting, though more on the western side ang mga forecast n'ya. but last time, 'yong baha sa Queensland 'nong middle ng January, December pa lang, naforecast na n'ya... his name is Piers Corbyn... very interesting ang technique n'ya in forecasting, Solar-Lunar Technique daw. though he sometimes he make errors in his forecasts, pero para sa akin, mataas ang hit rate n'ya in forecasting since last year, at masasabi pa nating long range ang forecast n'ya. how I wish that he can include our country in his future forecast...

Davao City convenese special session for financial aid to victims in CDO, Iligan

DAVAO CITY (MindaNews/18 December) — Mayor Sara Duterte has called for a special session of the City Council tomorrow (Monday) to pass an ordinance authorizing the release of a portion of the city’s calamity fund for assistance to flood victims in the cities of Cagayan de Oro and Iligan.

Duterte told MindaNews she called for a special session at 10 a.m. on for the immediate release of the financial assistance.

“We are still waiting for the official tally of the Department of Social Welfare and Development before we can compute how much and/or what to give,” she said.

During the special session, the executive department will submit to the City Council the proposed amount for donation.

Davao City, which also suffered from a major flooding in late June still has P87.3 million in calamity funds, inclusive of the augmentation from the newly-approved supplemental budget.

This would be the second time in three months that the city government is extending financial assistance to calamity-stricken local government units.
The City Council on October 5 authorized the mayor to donate P7.4 million for the victims of typhoons Pedring and Quiel.

The financial aid can be utilized for relief operations and provision of emergency assistance to victims of flood such as provision of temporary shelter, distribution of relief goods and commodities, rehabilitation, reconstruction of public facilities and other infrastructure.

Sec. 5 of the Implementing Rules and Regulations of the Local Government Code says the local government unit can “provide financial assistance to other local government units whose area or portion thereof had been declared under state of calamity by its Sanggunian.” (MindaNews)

Amid the "Sendong" (international name “Washi”) disaster which has so far left over 500 dead, President Benigno "Noynoy" Aquino III was apparently "partying" with members of the Presidential Security Group (PSG), an actress accidentally reveals.

Valerie Concepcion tweeted Sunday night that she was at the Palace and was set to perform three songs for the PSG party.

She also said in her Twitter account that Aquino laughed at her jokes and enjoyed her performance, but this tweet had been deleted after she and the President received a backlash.

However, Communications Secretary Ricky Carandang said Aquino just dropped by the PSG party.

"He briefly went there. The President felt he had to drop by the party, these are the people who guard him. He was there for less than 30 minutes," Carandang told Yahoo! Southeast Asia in a phone interview.

Carandang said the PSG party have already been earlier scheduled and the party was already paid for so it was impractical to cancel it.

And even if the president was at the party, Carandang said the President made sure all rescue and humanitarian efforts were in place.

"[The backlash] is understandable. But let us be reminded that agencies are still doing their jobs," Carandang added.

Media reports say over 650 have been confirmed dead while 800 are missing in Iligan and Cagayan de Oro and in other areas in Southern and Central Mindanao, as "Sendong' whipped the areas Saturday night.

Carandang said the President has also canceled the Christmas party for Cabinet members initially set Monday night and the funds will instead be sent for relief efforts.

He noted that members of the Cabinet will also be donating money from their own pockets.

Aquino is set to visit typhoon-hit areas on Tuesday, said Carandang.
Concepcion, meanwhile, has apologized for for her earlier tweets.

She clarified that she was invited to perform at the PSG party but she does not see anything wrong with Aquino dropping by the event.

"I do not see anything wrong with that since its his obligation and responsibility being the head of Malacaņang to be present and show his support for his hardworking employees and their respective families. But I believe that it doesn't mean that the president is not thinking of ways to help our kababayan(s) in Mindanao. It doesn't mean that the president is disregarding the plight of our fellow Filipinos. Let's not be too quick to judge," the actress said.

Concepcion also issued an apology if she "offended" people and "sounded insensitive."

"I am very sorry. It wasn't my intention to do either. I can't imagine how difficult life is for the people affected in Mindanao and how difficult it is to be the president of the Philippines at this moment," she said. - H@YOP ka magsama kayo ni PANOY sa impyerno!G@GO, sorry ka jan!!!

Council okays P3-M aid for flood victims

THE Davao City Government will extend P3-million assistance to thousands of flood victims in Northern Mindanao areas affected by Tropical Storm Sendong.

In a special session Monday, the City Council passed an ordinance authorizing Mayor Sara Duterte to utilize a portion of the city's calamity fund for those adversely affected by the flashflood.

Of the P3-million assistance, P2 million will be used to purchase food, basic needs of the victims and various relief goods, while the remaining P1 million will be utilized as financial assistance to the victims.

This was not the first time that the City Government extended financial aid. Also this year, the City handed P7.4 million as financial assistance to victims of Typhoon "Pedring" that affected thousands of people in Luzon.

In 2009, the city also donated P10 million to the victims of Typhoon "Ondoy". The donation was coursed through the Philippine National Red Cross.

Then Mayor Rodrigo Duterte and members of the 15th City Council donated their one-month salary to Ondoy victims.

daghan areas na affected nga walay tubig. katong ang supply gikan sa may puerto yata and bulua ang naa ray water supply. suma sa taga water district nga akong nahinabi, guba ang ilang pumping station para sa majority na concessionaires sa poblacion area.kay apil ka igo sa baha.. 30days jud daw ang dagan sa pag repairs and it will cost them millions daw para mabalik tanan in which sa akong estimates roughly 10M.. :ohno:

nakahawa ko cdeo ganiha nga way ligo kay ang D'Morvie sa Lapasan walay tubig. bawi lang kay aircon ug naa tv ang tulugan:)

ILIGAN CITY -- The Dutertes of Davao City flew to the cities of Iligan and Cagayan de Oro Wednesday to personally deliver P1 million cash to each of the two cities ravaged by Tropical Storm Sendong (international codename: Washi) Friday last week.

Sending cash has become the practice when the city sends donations to beleaguered cities and provinces because it allows the receiving agency to use the money immediately. This was first done when Typhoon Ondoy hit Luzon, and the city sent over its police chief to hand-carry P10 million in cash to the Philippine Red Cross.

Mayor Sara Duterte and Vice Mayor Rodrigo Duterte flew in two separate choppers and landed in Iligan City past 10 a.m. The two Dutertes then went to the Iligan City Hall to meet with Mayor Lawrence Cruz.

Inside Cruz's office, Mayor Duterte presented him one duffle bag containing P1 million in cash. This is aside from the three dump trucks -- full of groceries and bottled water that was transported from Davao City all the way to Iligan City.

Cruz expressed his heartfelt gratitude to the Dabawenyos for their help. He said the donation will go a long way especially so that they a still conducting retrieval and clean-up operations.

He said as of Wednesday, they have recovered more than 300 bodies with more than 400 still missing and are believed to have died as well.

After visiting Iligan, the Dutertes then flew to Cagayan de Oro City to meet with Mayor Vicente Emano who is a longtime political friend of Vice Mayor Duterte.

There, the Davao City officials also presented another duffle bag containing P1 million in cash to Emano for the Cagayan de Oro City to use in alleviating the plight of thousands of residents affected by Tropical Storm Sendong.

On Tuesday afternoon, another three dump trucks full of groceries and bottled waters were also endorsed by Magno Adalin to the Cagayan de Oro City Government as part of Davao City's donation to the flood victims.

The convoy of relief goods has also become a practice of sorts, which was first started in 1991, when the City Government was among the first to respond to the Ormoc flood that killed more than 6,000 in just a few hours. That was the first time the city sent off a convoy of dump trucks to bring over foodstuff and clothing.

Vice Mayor Duterte said they have allotted a total of P4 million and not just P3 million for flood victims of Northern Mindanao, as a way of showing Dabawenyos' sympathy to the flood victims.

He said Dabawenyos know how difficult it is to be hit by a ravaging flashflood considering that Davao City was also hit by the same calamity early this year that resulted to the death of more than 30 people.

Korek, gang. I remember nga naay nag-ingon nga c Dr. Abundo sundu-on pa sa chopper para sa iya neuro surgery. Even before the late Dr. Jong died, he had to travel to Marbel every now and then for OR. Kalisod na lang. C Bebot Pinggoy ra ang ako nahibal-an sa una nga naga-eroplano nga cya ra ang piloto from Gensan kung mouli kadali ug Marbel. :lol:

The battle against Fusarium wilt also known as Panama disease which devastated more than 600 hectares of banana plantations in Davao Region is the hit on the TIMES‘ business pages this year.

The problem made stakeholders even scratched their heads on how to address it, noting that the disease already infested thousands of bananas, the top export product of the region which generated $720 million last year.

Stephen A. Antig, executive director of Philippine Banana Growers and Exporters Association, said they have been looking for solution to mitigate the spread of the disease. Majority of the infested plantations are small farms.

“We need to immediately look for a solution to control the problem,” he said.

To start figting against the disease, the Department of Agriculture has allocated P253 million to address the problem especially in Mindanao where it affected around 1,000 hectares. Banana growers further planned to test the cavendish variety that Taiwan earlier developed to resist the strain of the fungi.

The Department of Science and Technology has also stepped in on finding ways to knock-out the fungi which was first known in Panama during 1950s that wiped out the Gros Michel banana variety. The department will test three kinds of microorganisms to the fungus early next year.

Davao in China event

The tourism sector, meanwhile, experienced a fruitful year when the region particularly Davao City was showcased as the featured destination of the country in China Incentive, Business, Travel and Meetings (CIBTM) expo in Beijing, China last Aug. 30 to Sept. 1.

CIBTM is the biggest annual expo in China.

“Davao as the highlight of the Philippines for the global MICE (Meetings, Incentives, Conventions and Exhibitions) market is a privilege and a rare opportunity,” said Arturo P. Boncato Jr., regional director of the Department of Tourism-XI.

At least 600 exhibitors and hosted buyers from 40 countries participated in the three-day event. As a result, 16 bankers pledged to visit the city to look into the business climate and incentives that the local government has currently offered. More Chinese tourists are also expected to come in Davao.

The entry of coal

The city council welcomed the entry of the 300 megawatt coal-fired power plant of Aboitiz Power Corp. despite that Mayor Sara Duterte-Carpio has vetoed the land reclassification request of the company.

The power company is investing P25 billion on the project. It would be constructed in between Brgy. Binugao, Toril District and Brgy. Inawayan, Sta. Cruz, Davao del Sur. The company explained that it is needed to help ease the expected looming power crisis in Mindanao.

The island is seen to be short by 400 megawatts in the next three years.

“We consider Davao City not only as an ideal place to do business but also as our home and we will not do anything to harm our beloved city, its people or the environment,” said Erramon Aboitiz, chief executive officer of Aboitiz Power.

‘Life is here’

This year is also the year when the city finally provides a new tourism brand. Since it was unveiled on Sept. 21, the city has been carrying the “Life is Here” brand with the goal of making the city as the top tourist destination in the country.

With the new brand, the city further pushed to become as the main choice for meetings, incentives, conventions and events. Mayor Sara Duterte-Carpio explained that the tagline reflects what the city is about: its abundance of fruits, flowers and tourist attractions such as Philippine Eagle.

The creation of the new tourism brand came about after the city government saw the need to localize the campaign. Earlier this year, the mayor said they have discussed with various tourism players on what products and services should be presented to the market.

The new campaign was conceptualized by Rey Manginsay, the brand creator and consultant of the city government. He has been creating world-class advertising packages for British Airways, Philippine Airlines, Cathay Pacific, British Calendonian and Saudia for almost 27 years now.

Way to Silicon Valley

Two Davao-based companies such as RAD Green Solutions and PicLyf qualified as among the firms to be given a chance to immerse in a three-month stay at the Plug and Play Center in Silicon Valley, California, USA.

The two firms bested other companies on the last round of the ON3 Pitching Competition on July 30 at SMX, Mall of Asia. PicLyf presented its social network on life’s moments while RAD Green Solutions proposed to offer a pyroclave where the medical infectious wastes would be placed.

The firms’ entry paved the way for the Information and Communication Technology-Davao to finally jump-start the implementation of the plan on putting up a similar technology center alike to Silicon Valley. It would house various sectors involving research, design, software development and contact centers.

The center would be dubbed as “Silicon Gulf” that would serve as headquarters for local start-ups that would help different companies. The academe involving in information technology would also be tapped to be included in the movement.

Conceptualized and introduced by Jason Banico in 2006, the facility will be placed in Davao ICT Incubation Center at Brokenshire College, Madapo Hills. The center is situated in seven container vans with broadband connectivity.

1st Davao ICon

The first Davao investment conference in August also made an impact this year as six companies vowed to invest P11.87 billion in the region for its different projects such as real estate, power generation, agribusiness and transportation.

One of the investors is the Arabian company that is planning to put up a banana plantation in Panabo, Davao del Norte with a capital expenditure of $44 million (P1.8 billion if $1=P42). Transportation investor Laureano Callao Jr. will also invest P6.7 million for its water taxis that would ply within Davao Gulf.

The sister agreement between the city and Clark International Airport Corporation was also being pushed during the conference. Maria Lourdes G. Monteverde, president of Davao Chamber of Commerce and Industry Inc., said it could help boost the tourism industry.

“We hope that this sisterhood agreement will open doors for more international tourist arrival for Davao City, thereby resulty to more business for our tourism sector. The long term goal of this initiative is to connect all major tourism destination sites of Clark, Davao, Bohol, Cebu, Iloilo and Palawan,” she said.

Suspension of fiscal incentives

Within the last quarter of the year, the city government started to temporarily cease on providing fiscal perks to nvestors. The suspension was implemented after the city council approved its corresponding ordinance in September.

The ordinance cited that the Davao City Investment Incentive Board shall hold in abeyance the acceptance of applications for local fiscal incentives to the investors. The suspension also paved the way for the board to review the incentive code.

“This ordinance is enacted as a measure to help augment the potential shortfall of revenues from the internal revenue allotment reduction pursuant to the Department of Budget and Management Local Budget Memorandum No. 65 date June 27,” the measure stated.

The memorandum of the department prompted the city government to lower its budget for next year to P4.1 billion, from P4.3 billion this year as the internal revenue allotment will be reduced after the Supreme Court finally favored the creation of 16 more cities.

The memorandum will eventually reduce the internal revenue allotment of the city by P359 million.

Positive reviews

Majority of the companies also showed optimism in investing in Mindanao with the growing economy and improving financial resources amid the increase of the island’s population and high underemployment rate.

Based on the results of the quarterly Business Expectation Survey of the Bangko Sentral ng Pilipinas as revealed in August, the firms were bullish especially in placing their businesses in the different regions of the island as of the second quarter this year.

“The business confidence improves (especially) in Regions XI and XII but turns less favorable in Region IX,” said Gloria A. Cubinar, bank officer of Department of Economic Statistics. There are at least 51 firms who served as respondents on the quarterly survey.

She said the outlook sentiment for Region IX was weighed down with the weak sentiments of the industry and service sectors amid the increase of government projects.

Influx of projects

One of the big projects that were established in the city was the Abreeza, which opened in May, a joint venture of the Ayala company and the Anflo Investment and Management Corp. of Don Antonio O. Floirendo.

Few months later, the company started constructing its 26-storey condominium, the Abreeza Residences of Alveo Land, a subsidiary of Ayala Land Inc., along its 10-hectare mixed-used development along J.P. Laurel Avenue.

Antonino T. Aquino, president of Ayala Land Inc., told the reporters on Sept. 29 during the inauguration of the project that they have invested at least P1.5 billion on the construction of the condominium which is a stone’s throw away from the mall.

He said about 90% of the 243 units were already sold and that many of those who bought the units were residents of the city. Among the project’s amenities include strong Wi-Fi connections, fitness hub, leisure pool, scenic verandas and thematic function rooms.

The four-storey ICT center dubbed as SM Annex, a building part of SM City Davao in Ecoland, is also near completion.

The first floor will serve as leasable space for retail and food establishments while the second floor will be an area for cyberzone. The first two floors can accommodate 127 tenants. About 75% of the spaces have already filled.

The remaining floors will serve as a venue for various offices, business process outsourcing firms and marketing event center. The entire ICT center has an area of 49,000 square meters.

More BPOs

VXI Global Services, a big business process outsourcing company, also started its operations at Robinsons Cybergate last month. It hired 200 employees and still open for applicants. By next year, it would hire 1,500 individuals for its contact center.

Erriberto Barriga Jr., executive vice president of ICT-Davao, said Convergys, meanwhile, is on the process on getting the final lease offer from the company where it wanted to build its facility. The BPO company has also conducted jobs fair, hiring hundreds of the city’s talents.

US-based Hinduja Global Solutions Ltd. has also showed intention to place its facility in the city.

For the business sector, 2011 was a banner year not only for investments but in controversies involving the sector which hogged the newspaper front pages, as well.

On May 12, Abreeza, the mall component of the 10-hectare mixed-use project of Ayala Land Inc. and Anflo Management and Investment Corp. opened with the top bigwigs of the two companies, including brothers Jaime and Fernando Zobel de Ayala gracing the event.

The opening of the mall, with about 330 spaces being rented, was among the factors that made the National Economic and Development Authority conclude that the Davao Region might surpass the six percent economic growth last year.

Ma. Lourdes D. Lim, regional director of the agency, said the good business climate of the region, brought about by the new investments, including the Abreeza, has indicated that the year would become another good year for the region.

Of late, about 90% of the mall was already rented with the biggest renter being the Robinsons Retail Group which invested close to P1 billion in operating its supermarket and department store, among others.

But the most controversial business story in 2011 has been the entry of the Aboitiz Power Corp. which will operate a P25 billion 300-megawatt coal-fired power plant within the boundary of the city and Sta. Cruz, Davao del Sur.

The project even created a stir within the city government when Mayor Sara Duterte-Carpio vetoed the ordinance that converted part of the 51-hectare lot where the plant will be set up. In vetoing the ordinance, Carpio stood her ground by saying that the project would result in environmental problem as it is a health hazard.

The councilors did not take mayor’s action sitting down as 21 of the original 23 who voted in favor of the ordinance voted to overturn the veto of the mayor.

In the housing industry, the city has become the condominium area for big companies. The latest company to venture into condominium project is the Aeon Towers Condominium of the FTC Group of Companies. Based on the company information, the condominium project will become the tallest among similar projects in the city.

Another big condominium that is aggressively sold to buyers, especially those who prefer to live in the northern part of the city, is the project of Camella Communities, the Northpoint. Marlon Nino Calicas, Camella, manager, said the company is constructing the third building of the project as units of the two earlier buildings were already bought.

Both condominium projects are very proximate to Abreeza which is also setting up its condominium and a hotel.

But the housing industry has slowed down if the data from the Home Mutual Development Fund, more popularly known as Pag-ibig Fund, were to be the basis, said Jose W. Banzon Jr. vice president for Southern Mindanao of the Fund.

He pointed out that collection from housing loans was just higher by about 10% in 2011 compared with 2010 as some companies already sold their units. But Banzon predicted that the industry will be vibrant by 2012. “This is usually the trend,” he said, taking note of the enthusiasm of some developers on the market.

Because of the massive development in the housing and property industry in the last five years, the city government even suggested that incentives to the industry be scrapped. Both Mayor Duterte-Carpio and her business promotions officer, Jason Magnaye, believed that even when the incentives are scrapped, developers will continue to implement their projects because the market is still good, particularly families of Filipinos working abroad who consider a house as a major investment.

Property development is one of the eight industries which take advantage of fiscal and non-fiscal incentives from the government.

Developers, however, are urging the city government to continue offering the incentives as they grapple with the rising cost of raw materials and other components in making houses.

Export

In the export business, the banana industry, considered the top export commodity of Davao del Norte, has suffered a big setback as farms, particularly those run by smaller groups, were beset by the dreaded Panama disease.

The soil-borne disease, so named because it started in Panama in the 1950s, wrought havoc especially on small farms whose owners could hardly cope with the problem. “The situation of the big farms is better because they have the resources (that they can use to isolate the infected farms),” said Stephen Antig, executive director of the Pilipino Banana Growers and Exporters Association.

At present, the industry is collaborating with the Department of Agriculture on how to immediately control the spread of the disease.

Another top export product, the coconut, has gotten a shot in the arm following the opening of a four-country joint project in Sta. Cruz, Davao del Sur. The processing plant, which also opened in May, processes coconut shell into a sugar variety that is an additive to gums and medicinal products.

The opening of the plant has resulted in higher prices of coconut shells that are now sold by the kilogram, unlike in the past when it was burned into charcoal before it could be sold.

This development has also led the government, through its Philippine Coconut Authority, to rehabilitate 173,000 of coconut farms in the Davao Region, with the bigger portion being located in Davao Oriental, the top producer of coconut-based products, particularly copra.

Coconut authority regional manager Lornito U. Orillaneda said the rehabilitation of the plant is necessary considering that, aside from the sugar from the coconut shells, there are other products that are being exported lately like the coconut water which is considered as an athletic drink in foreign countries.

“We need to rehabilitate the farms to prepare them for these new investments,” said Orillaneda after President Benigno Aquino III claimed after arriving from a US state visit that American companies were assessing the profitability of investing in the industry in the Philippines.

With these developments, the incoming year will find the business sector cautiously watching trends. Vicente T. Lao, chair of the Mindanao Business Council, said the outgoing year is tumultuous but better than the previous year. “Next year (2012) is the year of the dragon (in the Chinese calendar), so we will just see what happens. I think it will become better still,” Lao told the TIMES.

Under the Chinese calendar, 2012 is the year of the black water dragon and will start on February 4. Based on Internet sources, rains will characterize this year and that it will be unpredictable.

In the tourism industry, stakeholders believe travel to the Davao Region from other parts of the country will intensify because of the promotions and the cut-throat competition among airline companies.

Lawyer Domingo T. Duerme, vice president of Philippine Airlines, said that while his company was in trouble in 2011 because of the labor dispute, its operations particularly in Mindanao was not affected.

But Duerme noted that several airline companies have started operating in the city, and that this will make the tourism industry “really exciting.”

“It will mean healthy competition and will make the tourism industry vibrant,” he said.

Is it just me or has city administration in the city turned bad? street vendors have occupied a number of pedestrian overpass, street litter have increased, people's park have become dirty.. I guess it has something to do with wendel avisado's exit..tsk3x...

Next year will be the 75th founding anniversary of Davao and DCCCII is intent in leading more exciting activities for the city.
"In our 75th founding anniversary, we will be having the Davao International Film Festival in June and countries like France, Italy and Czechoslovakia and three more countries have signified their interest in participating in the event," Monteverde said.

In line with the film festival, on the first quarter of 2012, Cinematech will be launched for free and Monteverde said it will help boost the tourism industry of the city as it will be featuring the sights and sounds of the city.

This, after getting the Tourism Infrastructure Enterprise Zone Authority has allocated P157 million to further develop the tourism industry in Mindanao.
"We will be more focus on investments and incentives and we would like to look closely into the zoning ordinance of Davao," Monteverde said.
She added the zoning ordinance is essential to the tourism industry, as well as the development of infrastructures in the city.

ranking is irrelevant. read over last year sometime, report on about reconfigured rvenue collection districts. cebu cluster covers a wider scope of collection. that included davao based mutinational corporations/companies obliged to remit revenues to cebu. davao is left with scraps. left out in everything. grand design

I'm thinking maybe the reason why AdDU is not there is because it's lumped, together with all other Ateneos, under AdMU.
