MtApoStandard April 24th, 2012, 09:51 AM Tuesday, April 24. 2012 Mindanao’s first industrial park now ready for locators DAVAO CITY — The First Mindanao Industrial Park (FMIP), a 20-hectare premier business and industrial hub of Ciudades of the Lapanday Properties, Philippines in Buhangin District in Davao City is ready to accommodate locators. FMIP is located within the 200-hectare Ciudades, a master planned township development which is once a banana plantation of Lapanday. The FMIP development plan includes spacious road networks designed to offer maximum maneuverability for large vehicles. Within FMIP are mixed-use areas, which include the Business-Industrial-Residential Estate (BIRE) where business, industrial, and residential uses are merged and organized into a master planned and green environment with 84 lots. Lots in the BIRE District have a multi-use feature or can be used for commercial, production, manufacturing, office, residential, and warehousing purposes. Typical lot sizes are at a minimum of 800 square meters, and a maximum of 2,700 square meters. The business hub will have a centralized sewerage facility and concreted road networks with appropriate lighting, directional signs, pedestrian lanes, and planting strips. A centralized water system will also be put in place and more power substations will be constructed to ensure continuous power supply from the Davao Light and Power Company. The Lapanday group also envisions to respond to Davao City’s evolving lifestyle. Thus, it decided to establish El Centro, the first commercial park concept in Davao besides FMIP. El Centro will serve as a convergence point for commercial, institutional, leisure, sports, and recreational requirements of Ciudades township. It is at El Centro where healthy living is being promoted, dining destinations, local tourism, and a balanced environment. Ricardo R. Floirendo, Damosa Land senior vice president, said the project is the initial foray of the company into residential project and that this will be followed by other projects in key areas in the city as well as the nearby Panabo City in Davao del Norte. Floirendo said aside from this project, the company will also develop its properties for housing projects in Sasa, Panacan and Toril. But the next project, he said, will be the 50-hectare lot in Panabo City, although he did not mention when the project will start as “everything is still on the drawing board.” Panabo City is special to the Floirendo family considering that it is near where its biggest banana farm, the Tagum Agricultural Development Corp. is located. Davao City by the way has been independent of Davao del Sur ever since the splitting of the Davao Province into three (subsequently 4) provinces. The focus perhaps of the city government (as opposed to the provincial government) is still the welfare of the people in terms of peace and order, infrastructure, investments... Kung very stable na lahat (not necessarily the peace and order of the city only but also that of the whole region) siguro, then the city would plunk money into the proposed sports complex. Colina IV Tuesday, May 8, 2012 DAVAO CITY -- Non-biodegradable plastic bags and polystyrene foam as food and beverage containers will no longer be allowed in this city starting June 28, this year. Polystyrene foam is more commonly referred to as Styrofoam and is widely used as fastfood container. Have something to report? Tell us in text, photos or videos. City Councilor Melchor Quitain said in his privilege speech that this move abides by Section 7, Article V of the Ordinance 0361 series of 2010 or the Davao City Ecological Solid Waste Management Ordinance of 2009. According to the ordinance, only recyclable, biodegradable, or reusable containers are allowed to be used as food and beverage containers. "Starting June 28, 2012, the use of non-biodegradable plastic bags and polystyrene foam as food and beverage containers is completely, totally, and absolutely banned in our city," Quitain said. Also, Section 10, Rule VI of the ordinance’s implementing rules and regulations encourages the food and packaging industry to develop a more environmentally friendly container to replace the non-biodegradable ones. Quitain said those who violate the implementation of the ordinance will face criminal liabilities and penal sanctions. "No one can avoid criminal prosecution and conviction by claiming unawareness of the provisions of the ordinance, because ignorance of the law excuses no one," he said. He also urged business establishments in the city to secure beforehand a substitute to the plastic and polystyrene plastic bags that they use for packing, so that they can better prepare when this ordinance takes effect next month. "That way, there will be no hassle and abrupt disruption of business activities in the city," he said, adding that by doing this, violations against Ordinance 0361 can be avoided as well. Quitain said he will also propose to the City Council the passage of a resolution to involve the City Environment and Natural Resources Office, the City Legal Office, Business Bureau, and the Waste Management Board in the information drive to inform the public about the new ordinance. The acquisition is seen to broaden Puregold’s store market base -- which currently caters to the CDE income segment -- by capturing S&R’s AB customer segment. “We will now proceed with the next instrument which is the deed of exchange. We’re preparing for that, subject to documentation. It is a process we will follow,” Leonardo B. Dayao, Puregold president, told reporters after the company’s annual stockholders meeting yesterday without elaborating on the timetable. Joseph Dominic Felizarta, chief of the City Environment and Natural Resources Office (Cenro), said the city government will strictly implement the ban on non-biodegradable plastics and Polystyrene foam as food and beverage packaging starting June 28, when the city’s Ecological Solid Waste Management ordinance becomes fully-effective. The ordinance was passed in 2010 yet but had to satisfy some rules first, such as publication, before it becomes effective. Now, there is no more hindrance to its implementation, Felizarta said. He said in lieu of plastics and styros, establishment owners could use the so-called “bio-plastics.” Bio-plastics are made from various types of degradable materials such as aliphatic polyesters. “This is part of our effort to help protect our environment and this would also be helpful in preventing the clogging of our canals, which causes flooding,” Felizarta told the Inquirer. He said a massive information campaign had been launched in connection with the upcoming ban – especially among the managements of supermarkets and public market vendors. “So far there were no complaints or opposition to the ban as everyone was amenable to the idea to help in cleaning the environment,” Felizarta said. He said, in fact, some big supermarkets have already taken measures and slowly introduced ways to avoid the use of plastics and styrofoams. “One mall now uses paper bags for packaging at least once a week,” Felizarta said. He said there is no way establishments can fool the city government either by pretending to use bio-plastics. Felizarta said the Cenro will conduct tests to determine if plastics marked “biodegradable” are indeed genuine. Biodegrable plastics, he said, become brittle when exposed to heat of about 80 degrees centigrade. Under the ordinance, Felizarta said first-time violators would be fined P300 and will be required to attend a seminar on solid waste management. Those who fail to attend the seminar will pay the fine and face charges. Second time offenders will be fined with P500 or render community service for at least five days. Third time offenders would shell out P1,000 in fine or a 10-day community service. For those simply stubborn to follow the law, Felizarta said stiffer penalties await them such as jail terms of up to six months. “The repetitive offender will also be required to pay the fine of P3,000 and render community service for 15 days,” he said. As for plastics used to pack small items such as candies and snack foods, Felizarta said this would be treated as residual wastes that will directly go to the city’s sanitary landfills. He also said the city government still strictly implements the “No Collection No Segregation” policy. Felizarta said unclassified wastes are left behind by garbage collectors. Landfill would have to be dumped on the area — which the Alsons group of companies earlier donated — because it was on the low-lying portion of the city and not elevating it could result in bigger problems in the future, according to Rigor. “The city is currently faced with a budget lack problem in developing the area,” he said. The decision to develop the area, Rigor said, came amid the fast depletion of lots in existing relocation sites due to the rising number of informal settlers in the city. There has been no clear data on how many families lived on properties belonging to other individuals or companies as of yet but hundreds of informal settlers need to be moved out to relocation sites, according to Rigor. “The increasing number of informal settlers can be attributed to the rapid urbanization in the city,” he said. Data from the City Housing Office show that the city has 13 relocation areas with a total land area of 773,259 hectares. The Los Amigos relocation area in Tugbok district, with a total land area of 23 hectares for Phase 1 alone, is the most popular among informal settlers — who agreed to be relocated — due to its accessibility. About 729 informal settlers had agreed to be relocated there. Lots in other relocation areas such as in the barangay (villages) of Catalunan Grande, Tibungco, Mintal, Marapangi in Toril district, Tigatto, Upper Malagamot, Panacan, and Mahayag in Bunawan district, are also being filled up fast, according to Rigor. Aside from informal settlers, Rigor said the city government wanted to relocate residents living in areas of the city, which had been found to be flood-prone. He said the city would be courting a bigger disaster if they were not relocated as soon as possible.
