bel1river November 3rd, 2006, 07:12 PM Davao and Palau: Partners in business and tourism
INQ7.Net
Today
DAVAO and Palau -- two places with beautiful beaches and rich marine resources.
Palau is part of the Micronesian group of islands and is famous for its dive sites and beaches. Davao is considered the largest city in the world at 244,000 hectares and economically is one of the fastest growing areas in the country.
According to a World Bank report, Palau's economy is sustained mainly by tourism and external assistance, with the public sector accounting for nearly half of total employment.
The tourism sector was adversely affected in 2002 by the sharp appreciation of the US dollar against the Japanese yen early that year. This limited flights and increased airfare.
IMHO, Palau needs Davao more than Davao needs Palau. There are more people in Matina than there are in all of Palau. With a GDP (PPP) of only $150 Million (a portion of it in US aid) it has very little purchasing power. With that being said, I believe there is an opportunity for Davao businessmen in supplanting the current leading import partners of Palau. That's where this "partnership" can be advantageous to Davao. I'm pretty sure our educational, medical, etc. institutions are far more advanced that Palau's.

Davao’s best-kept secret
http://www.mb.com.ph/issues/2006/11/04/TOUR2006110478776.html
By SHANE GEE
MATI, Davao Oriental — Mati may very well be Davao’s best kept secret. A tropical paradise tucked within one of the country’s most prosperous regions, Mati has long been enjoyed by locals from the nearby communities. But as beach lovers and adventurous travelers continue to scour for more of the Philippines’ island gems, it won’t take time before people enjoy the natural riches it has to offer and Mati becomes a byword for a great escape.
BEACH BOUND
Situated at the southeasternmost part of Mindanao, Mati is surrounded by the Pacific Ocean and the Celebes Sea at the southern tip. This ideal geographical location not only makes for a long stretch of shoreline of powdery white sand but also of lush, beautiful landscaping.
One destination that has been a consistent local favorite is the Pujada Island. It has a small, fine sand beach on one side, perfect for basking under the sun and a rich mangrove on the other with aquamarine waters that hold surprises under. The 30-minute banca trip to Pujada is quite a memorable experience in itself as you are greeted by a school of dolphins and if lucky, even white sharks and dugongs or sea cows. A visit scheduled anytime from January to May and island guests can even indulge in the sight of migratory birds.
For an exciting encounter with the wildlife, travelers should include a trip to Mt. Hamiguitan in their itinerary. Located not far from western coast of the bay, this tropical forest has become a host to a variety of trees, rare species of plants and bonsai which are believed to be a hundred years old or more. An hour-long trek to the top will reward the adventurers with the beauty of a hidden lake or what they call, "tinagong dagat," which is surrounded by flourishing flora and fauna.
FUN AND FROLIC
There is just a lot to see, taste and experience in Mati that a day’s trip will feel regretfully short. Guests can head to Dahican Beach where a leisure stroll can be as much fun as a ride on its waves.
"I and my family would like to think of it as returning to the essentials of life. These essentials – beauty, adventure, sustenance, harmony and romance – are the things that modern life has left behind" said Leo C.Saballa, a native of Mati and owner of a beach here in Dahican.
Here, there is an activity fit for the whole family ranging from adrenaline-pumping sports like mountain biking, trekking, skimboarding, jet skiing and motorboat racing to nature and culture trips like bird watching at Guang-Guang, enjoying the hot springs at Buso, playing with the turtles in the DENR sea turtle raising project and partying with the Davaoeños during the Pujada Bay Festival and Sambuokan Festival.
LOCO OVER COCO
Loiue Rabat, Tourism president said "unknown to many, Mati boasts of being the coconut capital of the country."
A large area of its fertile land has been dedicated to produce coconuts, as such it has become a major livelihood among the Mandayas or the native people of Mati. Other agricultural products cultivated by them include corn, cacao, banana, and pomelo. Mati is also known for their lobsters and fresh seafood such as lapu-lapu.
Mayor Francisco G. Rabat and his wife Edith Nakpil has turned Mati from an obscure municipality into a vibrant town." Under the mayor’s helm, the local government is at the forefront of the development efforts and is actively supported by the private sector and the NGO’s" said Mrs. Rabat.
Mati is 165 kilometers away from Davao City. Visitors can go to the city by a two and a half hour ride by land, coming from Davao City International Airport.

abskess November 4th, 2006, 11:43 AM On Davao City Sports : Ramirez ready to extend help
By Peter L. Magbanua Published : 2006-11-03
With his pending resignation as Philippine Sports Commission (PSC) chairman, William “Butch” Ramirez said that he is ready to help Davao City in its sports program, especially extending his expertise in building the sports complex which will rise in Bago, Oshiro in Mintal. In a special edition of the Davao Sportswriters Association (DSA) Forum Tuesday at the Davao Tower Inn, a refreshed and well groomed Ramirez said that he has been talking with Mayor Rodrigo R. Duterte regarding the sports complex, which he said will first start with the multi-purpose gymnasium to be followed by the track and field oval and then the swimming pool. “I been constantly talking with Mayor Duterte and I am going to help Davao City sports in its programs especially with the sports for peace program the Mayor has set,” Ramirez said. Ramirez shocked the country’s sports scene when he announced his pending resignation after talking to the president during the Asian Games torch relay held in Malacañang. Ramirez said that he is ready and eager to go back to his private life after holding the highest post in sports in the country. “I have reached a certain period in my life wherein I have to discern and I have already explained to the President my decision. The coming Asian Games in Doha, Qatar will be my last march as Chairman of the PSC,” Ramirez told reporters. He added that he is very contented with his contribution to Philippines sports, having served as regional director of the PSC before taking the post as commissioner for three years then as executive director for one year and as chairman up to this date. “I will serve as chairman until the end of this year and my resignation will take effect on January 15 of next year. I think the president will understand my decision, but as to retain me in my post, I will answer that when I will be in that situation,” Ramirez explained. He also said that his pending resignation is not brought about the allegation hurled against him nor was it a pressure from Malacañang. As to his resignation having an effect on the country’s athletes to the Asian Games, Ramirez said that it will be a fitting gift for his exit if the athletes would give their best and finish strong in the said event. “I have always been frank with the athletes and I do hope that they would perform well in the Asian games. With that, it would be a fitting gift as I retire back here in Davao,” Ramirez stressed.

With that, it would be a fitting gift as I retire back here in Davao,” Ramirez stressed

SiliconGulf November 5th, 2006, 01:52 AM Question. Given that Davao is the biggest city in the world in terms of land area, is it economically viable for the local government to consider giving a portion of that for free just so large foreign locators can set up here and generate jobs?
Hong Kong was able to get the Disneyland deal away from the Philippines by offering free land.
We're the biggest city and yet the urbanized area is small. Offering free tracks of land to technolocators would surely mean a boost, since these lands are undeveloped anyway.
Intel, Dell, and others. Free land, skilled workers, BIMP-EAGA strategic location. Why not?
By the way, sir, Councilor Braga told me that a large track of land near UP Mindanao is going to be provided as a technopark. Can it be done this way? Offering it for free, but have a strict selection committee as to who will locate there? (Must be technology oriented, must employ lots of workers, must have corporate social responsibility, etc.)
Thoughts?
davaoeagle November 5th, 2006, 01:57 AM It depends on the owners of those huge parcels of land if they are willing to give up some of it. I believe though that if the city government would use its muscle (of course by way of an ordinance) the we can expropriate properties for this purpose. Or a better way (less anarchist) would be to give tax holidays to land owners who would want to switch to IT using their properties as locations.
SiliconGulf November 5th, 2006, 02:03 AM Only government owned land will be provided for this program. As for tax holidays, local taxes are just a small percentage of the overall tax a corporation pays. That's why these local incentives were never significant enough to merit attention. National tax incentives are governed by PEZA, and hence out of our local government's control.
davaoeagle November 5th, 2006, 02:24 AM I know but given status quo, it seems that these big parcels of land are in the hands of big corporations who are into agriculture. We know that for so many years, Davao's economy has been afloat with the help of the big revenues crops are bringing into the city's coffers. Indeed, there is so much money in the agrucultural sector so it's a bit of a challenge changing the psyche of these land owners as to what is profitable and not so profitable for them.
There's got to be a law or an ordinance to warrant a government - iniitiated program that will lure land owners to at least devote a portion of these properties for ICT. It's imperative I suppose that the city goevernment, with the blessing of the national government (hope they don't need to) to spearhead this program, then the LGU/Private sector conduit effort is then forged...and make good business for both in the end.

SiliconGulf November 5th, 2006, 03:03 AM Is there a statistic indicating the size and location of unowned or government owned land in Davao? Perhaps we can look at this first. Involving additional parties (private land owners, national government, etc.) slows things down considerably...

I know of one in Toril which I think is under litigation right now. A lot of hands dipped into the property which originally belonged to the city government. It was recently rumored to have been sold to an investor from Manila and there was a rather fleeting moments of noise attributed to the LGU's plan to reclaim it. It is a 25 hectare property whci Davao is envisioning as a Food Complex. I know there's more but I just couldn't recall the others this time. Davao is not one of the world's biggest city for nothing.
SiliconGulf November 5th, 2006, 03:11 AM The local government offers only the following fiscal incentives:
- Exemption from payment of the Mayor’s permit fees, building permit fees, business sales taxes and other fees and charges imposed under existing city ordinances for a maximum of 3 years;
- Exemption from payment of basic real property tax for a maximum of 2 years.
It really doesn't seem aggressive enough to convince companies to set up here...
SiliconGulf November 5th, 2006, 03:16 AM ;10358648']Sir Jason, any updates on the IT Center sa NCCC?
As of two weeks ago, they were still doing their financials to determine how much the rent would cost. I'm not sure if they're ready with pricing now. Once that has been approved by the owners, they can go ahead with the partitioning. It is going to occupy either the front part or the back part of the convention area. If you or anyone knows of interested locators, please let me know. A number of entities have already expressed interest - BPO companies and global HW/SW brands. The conversion target is supposed to be this year, but December is fast approaching.
davaoeagle November 5th, 2006, 03:17 AM The local government offers only the following fiscal incentives:
- Exemption from payment of the Mayor’s permit fees, building permit fees, business sales taxes and other fees and charges imposed under existing city ordinances for a maximum of 3 years;
- Exemption from payment of basic real property tax for a maximum of 2 years.
It really doesn't seem aggressive enough to convince companies to set up here...
Given this scenario, I don't know what other ways we could employ to win the full blast support of the city government. There must be a reason why and there is a solution to it. My knowledge in this regard is only as long as an arm's reach.

Davao: City of kings
By Deni Rose M. Afinidad
IF the Philippines were to name its luckiest city, it would probably be Davao.
A sprawling metropolis of over a million people in the southeastern part of Mindanao, Davao is one of the largest cities in the world with a land area of 2,443.61 sqm—even larger than Texas City.
Not only that, Mother Nature has pampered it like a king by locating it in a typhoon-free zone along the rim of the Asia-Pacific, allowing it to serve as gateway to both the western and eastern hemispheres of the world.
Because of the city’s fertile soil and abundance in potable water, Davao has also become the habitat of nature’s royalties—the “king of birds” (the Philippine eagle); the “king of fruits” (durian); and the “king of flowers” (waling-waling).
For all these natural gifts, it’s no wonder the city’s people and local government have done so much to harness their blessings.
In 2001, 2003, and 2005, the Asian Institute of Management (AIM) assessed the country’s leading cities based on quality of life, cost of doing business, dynamism of the local economy, infrastructure, linkages and accessibility, and quality of workforce. Davao placed third in 2003, but topped the rankings in 2001 and 2005, making it the Most Competitive Metro City in the Philippines during that period, according to AIM.
This was no surprise for Davao, which was declared as the Most Livable City in the Philippines for consistently making it to the Top 20 for four consecutive years (1996-1999) in Asiaweek’s annual survey of 40 Best Cities in Asia. In the survey of livability, Davao City ranked 18th, toppling Cebu (19th) and Manila (25th). It also assumed the throne of being the Most Peaceful City in East and Southeast Asia since 1998 for an almost zero crime rate (0.8 cases per 10,000 persons—90% of these are petty crimes).
Because of this, imposing curfew was no longer needed in the city, which has the Best Police Office in the Country (1999-2005), said the Philippine National Police. Anyone can walk around town during the wee hours without fear of bumping into a street hooligan.
Similarly, Davao, The Cleanest and Greenest City in the Philippines (1999-2005), is said to be one of the least polluted and most decongested cities in Asia, according to Asiaweek. This made the city save a lot from using traffic lights or hiring traffic enforcers.
Though it is 946 km away (or a one-hour-and-45-minute plane trip) from Manila, no urbanite would feel ostracized in the City of Kings. For one, nightlife is so alive and abundant in the city that bar hopping is as easy as puffing one’s cigarette, though smoking is really banned in the city’s public hubs. But perhaps, one can forget one’s vices if the places to see are Jack’s Ridge—a string of overlooking restaurants and cafés atop a hill or the equivalent of combined Tagaytay and Antipolo’s Cogeo; and the Matina Town Square (MTS)—comparable to Mandaluyong’s Metrowalk.
Like their counterparts, Jack’s Ridge and MTS overflow with beer and delicacies alongside local and foreign entertainment; yet unlike them, MTS and the Ridge possess the staple in every Davaoeño plate—the durian. A coffee shop in the Ridge serves chocolate durian cake, while MTS has the Blugré Café, where durian coffee and the durian frappe are the bestsellers.
The Ridge is also known for being the former fort of the Bagobo tribe and for its underwater origin, as testified by large seashell fossils that were found there. It also offers a telescope, where one can peep into the lofts of the metropolis during daytime and gaze at the stars or the city lights at night.
Besides these, countless first-class hotels and specialized fine-dining restaurants can be explored around the metro. Of note is the Marituna Seafood Market and Restaurant in Pampanga, Davao, where one can feel like dining at the ocean’s bosom as baby white sharks and other marine creatures swim in large aquariums that adorn the restaurant’s walls. Marituna serves clamshell soup, crispy tuna tail, kilawin tuna eggs, shrimp with kangkong, sizzling swordfish belly, and fresh fruit shakes. It also has a market where customers can walk out knowing some bits of trivia about the seafood they bought.
If the tourist is not contented to just see and eat sea creatures at Davao’s restaurants, he or she can visit these animals at their natural habitat—and that would bring him or her to the Island Garden City of Samal—a 15-minute ferry ride from the metropolis where one can commune with nature’s delights via island hopping, scuba diving, snorkeling, banana boat riding, white water rafting, seaside swimming, water tubing, and everything that would fill the tourist’s heart with content. The paradise at the very end of Samal is the world-famous Pearl Farm—known for its world-class beaches, services and facilities.
From under the sea, the traveler can trek uphill to see a triad of nature’s havens—the Eden Nature Park at the slopes of Mt. Talomo; the Crocodile Park in Dencio’s Hill; and the Philippine Eagle Breeding and Conservation Facility in Malagos.
Located 2,630 feet above sea level, the Eden Nature Park is Davao’s Club John Hay as its cold climate, log cabins, and lush pine trees remind one of Baguio.
Peaceful as it may seem, the park activate every visitor’s inner Indiana Jones. Its 40-hectare, jungle-style camping and adventure site invites diverse activities for the whole family. Wedding reception is most memorable if held in the Park’s garden amphitheater, which seems like an ancient Roman ruin with picturesque overlooking view and flowery surroundings. Similarly, honeymooners can maximize privacy at the Parks’ soundproof villas and rooms. Sports aficionados, meanwhile, can play any sport they have in mind (even traditional Filipino games) as the Park has spacious courts suitable for mini-Olympics and for playing piko, patintero, and the like. Lastly, companies and school organizations can hold their seminars and recollections in the Park’s jungle-inspired function rooms, and have their team-building activities in the resort’s trekking, wall climbing, rappelling, and obstacle course areas—complete with shower rooms, bleachers, sound system, and fun gliding cables.
Riding on horseback, or in a Safari-style van, one can stop over to sneak at the rare species being raised at the parks’ gardens and farms. Examples of what can be seen are the yellow pitaheya or dragon fruit from Jamaica; the giant ferns or the signature trees of Mt. Apo; white African tulips; the cassowary bird from Australia—one of the world’s largest and fastest bird; mangosteen and macadamia nut plantations; organic herbs; and gourmet vegetables like zucchini or Italian squash.
Another exhilarating landmark to see is the Crocodile Park in Dencio’s Hill, which breeds around 300 fresh water crocodiles. A skeleton of a 40-year-old crocodile (14 feet in length) greets guests, while dancing parrots and Glide—a two-year-old eagle—welcomes the visitors with a peck. A couple of Burmese pythons, 20-33 feet in length and weighing 200-300 lbs., can be touched and carried (but cannot be taken home) by guests upon request. Baby crocodiles are also allowed to be touched after their mouths were tightly shut—giving tourists an idea of what a Seiko wallet feels minus the buttons and the zippers.
There’s another crocodile in the Philippine Eagle Breeding and Conservation Facility in Malagos, but this one seems out of place. The Conservation Facility, obviously, is where a number of endangered Philippine eagles are protected and bred in captivity. The main star of the facility is the 14-year-old Pag-asa—the center’s first successful hatch. Recently, it was learned that Pag-Asa’s brother, Kabayan, died of electrocution by landing on an electric cable shortly after it was freed in the wild.
Before these Philippine eagles become extinct, or better, before another generation of them wakes up to embrace the world, tourists should come and see Davao especially in August, when Davaoeños celebrate the Kadayawan, or the blossoming of the waling-waling and the harvest time of durian.
Truly, Davao is the country’s fruit basket and king of destinations. If you also want to feel lucky as this city is, you ought to be seen here.

paulkrps November 5th, 2006, 12:01 PM I had the chance to "break bread" with the Jesuits at a dinner they hosted for Fr. Marasigan who was then celebrating (rarely at that) his birthday. The food was really a 180 degree departure fromt the so-called vow of poverty. lol. I had another chance when my friend-another glee member (a protege of Fr. Samson) went to visit the then XU prexy (Fr. Samson) and we had big tummy fill from the Manresa House kitchen.
this reminds me of a party courtesy of an order in kidapawan, anniversary ata nila. this order owns a radio station, schools in that area of mindanao. i was shocked with all the food and hehehe, ice cream. never had i seen choices of ice creams in one table, as in kaayo.
so that made me rethink of the catholic church. if they can do protests and noise on poverty, they should do it in their own backyard first. otherwise, it is very ironic.

By the way, the food train is long and oozes with international and local cuisine. Lotcha choices. You can opt for healthy tummy fillers of course.

davaoeagle November 6th, 2006, 09:21 AM Davao ‘least poor’ in Mindanao
Davao Region ranked the least poor among the six regions in Mindanao in 2003, data from the National Statistical Coordination Board (NSCB) showed. The region posted 28.1 percent poverty incidence of families in 2003, a slight increase of 0.4 percent from 27.7 in 2000.
It also posted the lowest poverty incidence of population in 2003 at 34.4 percent, indicating a slight increase of 1.3 percent from 33.1 percent in 2000. Davao Region’s poverty incidence of families in 2003 was only 3.4 percentage point higher than the national average of 24.7 while its poverty incidence of population for that year was 3 percent higher than the national average of 30.4.
NSCB defines poverty incidence as the percentage of families whose income fall below the poverty threshold, which is defined as the level of income, needed to meet the minimum requirement for food and non-food. The poverty incidence of families tells the number of poor families while the poverty incidence of population is the number of poor individuals in a certain population.
Meanwhile, NSCB data showed that the 2003 poverty incidence levels of other regions in Mindanao were way above the national level. Caraga Region with 47.3 percent proportion of poor families; the Autonomous Region in Muslim Mindanao (ARMM) with 45.7 percent; and Western Mindanao with 44.1 percent showed the highest level of poverty problem among the Mindanao regions.
Poverty problem was not as much intense in 2003 in Davao Region, Central Mindanao and Northern Mindanao with 28.1 percent, 32 percent and 37.9 percent level of poverty incidence of families respectively. In the same year, the annual per capita poverty threshold of Davao Region went up from P10,264 in 2000 to P11,276 in 2003, posting a 9.9 percent increase during the period. NSCB said this meant that a family of five living in the region should have an income of at least P4,698.33 a month to sustain their minimum basic needs for its food and non-food requirement.
Davao Region also ranked lowest in 2003 in terms of subsistence incidence at 13.5 percent. But this figure reflected a slight increase of 0.7 percent from 12.8 percent in 2000. Subsistence incidence of population in the region likewise went up by 0.9 percent from 16.7 percent in 2000 to 17.6 in 2003. NSCB simply defines the subsistence incidence of families as the number of families that cannot meet the minimum food requirement while the subsistence incidence of population is the number of individuals failing to meet the food requirement.
Meanwhile, Western Mindanao Region (Region IX) with 27.9 percent; Caraga with 24.5 percent; and Northern Mindanao (Region X) with 19.7 percent ranked highest in subsistence incidence of families. NSCB has come up with poverty mapping of provinces and cities to closely look at poverty problems at the local level basing on the indicators used in the minimum basic needs approach to addressing poverty.

davaoeagle November 6th, 2006, 11:00 AM National Youth Day: Lamp and Light of the Youth
Neela G. Duallo (DXHM-Radyo Totoo- Mati)
Hundreds and thousands of young people take center stage in a beautiful place in Southern Mindanao, dubbed as the “most livable city”, for the much awaited National Youth Day.
The Archdiocese of Davao, home of the 2006 National Youth Day, is very happy to host the event.
“This is very historical because for the first time, the National Youth Day happens in Mindanao, and in Davao City”, Archbishop Fernando Capalla stressed in his Pastoral Letter.
The Diocese of Mati will send 255 participants for the National Youth Day, all eager to see fellow youth and excited to unravel what lies ahead for them in the 5-day youth gathering.
Mr. Roderick Ramon, the Diocesan Youth Coordinator, revealed that participants were chosen on their capacity to shoulder the expenses in joining the activity, between 18 to 39 years of age, and a member of a Basic Ecclesial Community.
“Also, youth ministers who has come of maturity, but are still single and still active in church activities, are allowed to take part in the national Youth Day”, he disclosed.
Participants from the Diocese of Mati will converge on November 7, in San Vicente Ferrer Parish, municipality of Lupon, a 30-minute drive from the municipality of Mati.
From Lupon, the group will proceed to Tagum City where Tagum contingents are waiting and together, will travel to Davao City.
To prepare them for the NYD, participants where given an awesome experience with the NYD Cross.
The NYD Cross visited and toured the entire Diocese of Mati.
Its first stop was the San Ignacio de Loyola Parish of Luzon, on May 3, 2006, and culminated at the San Nicolas de Tolentino Cathedral on Nov. 6, 2006.
The participants were enriched with their vigil, and the insights given by some speakers about the NYD cross, and its significance to human endeavors.
There are three strategic venues for the NYD.
These are the Ateneo de Davao University, Holy Cross of Davao College, and the University of Immaculate Conception
But the main venue, however, is the Sto. Nino Shrine in Matina, Davao City.
The National Youth Day is on November 8-12, 2006, with the theme “ Your Word is a Lamp unto my Feet, and a Light unto my Path”.

WawaY[625] November 6th, 2006, 11:11 AM Japan's 'baby boomers' invited to retire here
DAVAO City is targeting the retiring "baby boomers" of Japan to come and visit the city not only as tourists, but also entice them to spend their retirement years here.
Davao City Councilor Pete Laviña, committee chair on trade and commerce during the Kapehan sa Dabaw at SM City on Monday said that for 30 years that the Philippines had been encouraging Japanese nationals to come to our country, the total figure for that span of time only accounted for 12,000 visitors.
"In Thailand, Japanese arrivals numbered about 12,000 monthly," he said.
But he said the figure that they are looking at is about 25,000 tourists and the good thing with Davao is that it already had established strong cultural and historical bonds.
He said however that facilities have to be developed although there are already investors for such projects.
Lavina said that several areas in the city are being looked into as highly potentials from Lanang in the north towards Catigan, Toril.
He said Davao is into it. "It is just a matter of marketing and packaging that is why direct flights from Davao to Japan need to be pushed," he added.
Lavina during his visit in Japan early September talked on the city's investment priorities and the open sky policy.
Davao Tourism Association (Data) president Art Boncato said many of the "baby boomers" will be retiring next year and the Philippines by now has been identifying key destinations.
"It would be Davao's great opportunity because of the strong ties that had already been established with the Japanese nationals," Boncato said.
He said in coordination with the Philippine Retirement Authority there are already areas being developed as retirement villages.
Boncato also stressed that facilities must be developed like "hospitals in a resort setting" or the European type of spa.
"Perhaps these could be areas of garden setting with health improvement facilities or wellness centers where they could check-in or areas where they could build their own home," he said.
"We also need to maintain a friendly setting because these are old people and there must be people who could extend special kind of service to them," said Boncato.
He also said that connections are consideration but with the existing Nagoya-Manila route then down Davao, there is already an access even as he said that connecting flights could also be considered as direct.
"Once the access through connecting flights are available, the next thing is the opening of direct flights," he said.

PIA Press Release (http://www.pia.gov.ph/?m=12&sec=news&r=&y=&mo=&fi=p061107.htm&no=07)
Davao City (7 November) -- Davao City will be badly affected with the plan to clamp down the open-skies policy now being applied at Clark.
Peter Laviña, committee chair of trade and commerce of the Sangguniang Panlungsod of Davao City at the Kapehan sa Dabaw on Monday at Krua Thai, SM City said they had been receiving news that the experiment of the air liberation in Clark will be closed.
“As much as two dozen airlines are servicing Clark not only low cost airlines but big carriers like Asiana,” he said.
Laviña said Davao City had been reiterating its request to President Arroyo of allowing open sky policy even as he said that they saw a new opening during her last State-of-the-Nation-Address when she made major reform programs to liberalize the transportation policy.
“But it seems things are getting bad in Manila with the plan to close down Clark and when this will happen definitely Davao will be affected,” he said.
He mentioned that there is really a market with Cebu Pacific that opened recently its Davao-Hong Kong route (via Cebu).
“At least they have realized there is a market here,” he said.
Laviña said with the recent development at Clark, the plan of Air Macau to open a direct route from Seoul, Korea to Davao that was suppose to launch its maiden flight yesterday (November 5) did not push through because their papers to operate is not moving.
The Tiger of Airways that already had initial talks of opening a budget flight from Singapore to Clark and to extent to Davao by January 2007 might not materialized.
He also said that Davao will also be expecting a Japanese carrier to establish a direct flight here will also be affected.
He said the plan to close the open-skies policy in Clark came after Philippine Airlines and other domestic airlines objected to the entry of international carriers.
Lavina said given the situation, the only hope for a liberalized air travel in the country will be the Asean Open Skies where implementation will be set in 2008.
“Whether Davao will benefit from it we will know it when it is implemented,” he said.
Lavina said servicing Davao with other international carriers would open the city to more markets and improve tourism and trade and commerce.
He said with thrice-weekly flights of at least four more international airlines Davao will have an additional 500 tourists weekly.
“Not only that, Davao products will also land to various markets in Asia and other international countries in the world,” he said. (PIA XI)

This is protectionist policy. Pro-local business but anti-globalization. They would like Cebu Pacific and PAL to develop the international flights from Davao. But Cebu Pacific is right. The other carriers will close their airports from them too since there is no reciprocity.
We badly need the Davao-Japan flight to help build industries. The local carriers should be given deadlines as to when they have these flights, otherwise it would be open to international carriers. Greed, greed, greed...

Foreign investors are keep on complaining to some of our economic policies like they can't buy and own a lot here for there companies. Now, we are closing our skies. Even our skies, they cannot own it. Even if the new policy is only for the LCC or BC, but still, we need those LCC or BC for the budget travellers like most of the pinoys. Aside from that, it's a big help to our quite boring aviation industry. We need those foreign birds to lighten up our skies even if they are small. Small but helps a lot in our striving tourism industry.
