Styles of
Debate

According to dictionary.com, the verb, 'to debate' means "to engage in argument by discussing opposing points." Within the context of this definition, academic debate reigns supreme within the hallowed confines of Columbia's Morningside Heights campus. From CC to Quantum Mechanics, Columbia academics debate a variety of pertinent issues each day of their intellectual lives. Naturally, arising from this community of thoughtful academic discourse, has come a variety of debating teams. These teams and organizations standardize the rules of debate and allow for intercollegiate competition. The major debating organizations at Columbia are: the Parliamentary Debate Team, Policy Debate Team, Philolexian Society and the Mock Trial Team. Each of these organizations is quite successful and have fruitful histories. This web page will concentrate on Parliamentary and Policy Debate.

Parliamentary Debate

Parliamentary debate is yet another form of debate that arose as a reaction against the excesses Policy Debate. The emphasis in this form of debate is on persuasiveness, logic, and wit. Unlike in other forms of debate, where the resolution is established well in advance of a tournament and is the same for every round in the tournament, in Parliamentary debate the resolution is usually not established until 10 minutes before the debate round begins, and there is a new resolution for every round of debate. Since it would be unreasonable to expect teams to research every topic they could be possibly be asked to debate, parliamentary debate requires no evidence whatsoever.

This form of debate is called "parliamentary" because of its vague resemblance to the debates that take place in the British parliament. The proposition team is called the "Government," and the opposition team is called (appropriately) the "Opposition." The Government team consists of two debaters, the Prime Minister (PM) and the Member of Government (MG). The Opposition team also consists of two debaters, the Leader of the Opposition (LO) and the Member of the Opposition (MO).

The debate is split between the constructive and rebuttal periods. During the constructive speeches, new arguments are allowed, as are points of information. During a point of information, a member of the opposing team can rise out of their seat to attempt to ask a question. It is up to the debater with the floor to take the question or not. That debater is by no means obligated to take any questions, however, if they chose to take none, it is considered bad form.

The constructive portion of the round begins with a 7 minute speech by the PM. During this speech, he introduces the background for the case, case statement and 2-5 cited arguments as to why the judge should adopt the case. The case can be about anything, from history to IR to philosophy to TV shows to literature. During this speech, the Opp team must write out their first opposition team, rise on points and think of quick responses to the PMs points. When the PM sits down, the judge then calls the LO to give an 8 minute speech deconstructing the government case.

During the Leader of Opposition Constructive (LOC), the LO provides 2-5 independent arguments as to why the Gov case is a bad idea. He then goes back "on case" and addresses each of the PMs original points. The next two speeches, the MG and MO, the debaters follow this basic "flow" and respond to the arguments in kind. Both of their speeches are also 8 minutes long.

The debate concludes with the rebuttal portion. During rebuttals, the debaters summarize the round and 'crystallize' into 2-4 reasons why their team carries the round. Non 'new' arguments are allowed during these speeches nor are points of information. The LO gives the first 4 minute rebuttal speech followed by the PM's 5 minute speech.

The round is then completed and the judge evaluates the performance of the two teams.

Policy Debate

Policy Debate is probably the oldest form of debate in the United States. At the collegiate level, the National Debate Tournament (NDT) and Cross-Examination Debate Association (CEDA) sponsor tournaments.

Policy Debate has many differences from Parli. Policy focuses on intense research and pure argumentation. One resolution is given at the beginning of an academic year that is to be debated for that entire season. Thus, Policy teams become intricately familiar with the topic and are required to research it heavily. This research consists of finding evidence that they haul around tournaments in large, plastic tubs (sometimes 6-8 of them). Half of the tubs will contain their Affirmative (Aff) case evidence and the other their Negative (Neg) evidence.

In addition to being focused much more on research, the round is evaluated more on argument and flow response than style, wit and logic. Thus, Policy debaters talk at speeds that are incomprehensible to the average listener. However, Policy debaters follow the same basic concept of 'flow' as their Parli counterparts. Both the Aff and Neg introduce new points and respond to points currently on the flow.

The order of speeches is as follows:

1 Affirmative Construction (AC) = 8 minutes
1 Negative Construction (NC) = 8 minutes
2 AC = 8 minutes
2 NC = 8 minutes
1 Affirmative Rebuttal (AR) = 4 minutes
1 Negative Rebuttal (NR) = 4 minutes
2 NR = 4 minutes
2 AR = 4 minutes

Usually, there is a 3-minute cross-examination period after each of the first four (constructive) speeches. The person who does the cross-examining is the person who will not be giving the next speech for his side. For instance, the person who will give the 2NC will cross-examine after the 1AC. (An exception to this rule is made when the affirmative team goes "inside-outside.") When team policy debate is done without cross-examination periods, the speech times are often extended to 10 minutes for constructives and 5 minutes for rebuttals.

Once again, the debate consists of two person teams and citation and quantity of responses are of supreme importance.

1. Each team shall convene in "closed session" (e.g., via chat or teleconferencing:nuts: ), presided on by its leader in order to:

(a) Discuss the key points of team's arguments;
(b) Gather and distribute relevant information and evidence pertinent to the topic at hand;
(c) Argue among themselves :banana:
(d) Condense their arguments and put them in order, and agree on the details of the Opening/Opposing Statement;
(e) Assign a member (preferably the Leader), to draft the Opening/Opposing Statement;
(f) Decide at a later time (e.g., the next day, or date specified in the "Universal Rules" of the Debate - wow the terms!) whether to adopt the Opening/Opposing Statement or to modify it. (If the team chooses to modify, repeat letter "c" to "f")

2. The PRO team shall be first to post its Opening Statement within the time allocated in the "Universal Rules" to present its key points to the CON team;

3. The CON team shall convene (See No. 1 above) and post its Opposing Statement within the time allocated in the "Universal Rules", pointing out its arguments against the Opening Statement. The Opposing Statement may introduce new issues which were not dealt with in the Opening Statement, but said "new issues" shall be subject to the objection privilege of the PRO team.

4. Objections to "new issues" shall be posted by the PRO team in a single posting and the reasons for the objection(s) shall be stated in the same post.

5. The CON team shall have the opportunity to present its Objection to the Objection (LOL) in a single posting which shall contain all the reason(s) for the objection to the objection (parang sur-rebuttal).

6. The Objections may either be Sustained or Overruled based on consensus (because we do not have a moderator). The Objections which have not been objected to, and those which have been Sustained shall be admitted, and shall be answered by the PRO team on its next statement;

7. No more new issues shall be entertained
at this point;

8. The PRO team shall post its Final Statement, which shall offer a rebuttal of all the arguments of the CON team in its Opposing Statement, as well as to the new issues which were admitted or deemed admitted (by non-objection, or by consensus).

i suggest, let's keep it as informal as possible... we "dialogue" not debate (this shouldn't be a winner take all discussion)... we raise arguments one at a time and move only forward if an argument comes into a consensual conclusion or if there is a deadlock (which the moderator should note)... keep arguments simple, whilst discussants should explicitly indicate stand or position (do not let others guess/do not imply > this can be a cause of misunderstandings ..... avoid raising fallacies and ad hominem arguments during the discussion...argue about ideas and not personalities .... and lastly, when in doubt, use a verb :lol: :lol: :lol:

anytime na ni... unta lang wala pa gipasiga nila balik ang traffic light (na karon ginatawag na "traffic heavy" kay naga cause ug heavy traffic) ana nga time kay basig makaanak jud ko sa dalan ba... imagine taud2x stop na sad makalampas lng ug isa ka block stop na pud... gi studyhan ba ni nila o basta lang gitaud kay salig sila na hitech na kaau tan-awon? :ohno: or timing lang na holiday rush ug daghan sakyanan sa city cge byahe?

sa tan-aw nako kailangan i adjust ang timing sa lights ug kailangan pud gyud diciplina sa mga drivers ug pedestrians. With all these ingredients, traffic lights should work fine. :) :)

... that's from my personal file ;) the problem with the clergies is that they are getting so materialistic lately ... they will destroy old churches to accommodate more "generous" mass goers ... gabaan unta na sila :lol:

Davao City’s performance this year could be described in two words: very encouraging. At least, that was the assessment of City Administrator Wendel Avisado especially in the areas of economy; peace and order; social and economic services; environment and infrastructure. Avisado said Davao City has seen a robust growth in the economy given the P1.5 billion worth of new investments monitored by the Davao City Investments and Promotion Center (DCIPC). The figure is a 13.3 percent improvement compared to the P1.2 billion pesos investments in 2005. The investments produced 2,312 direct and indirect, which is actually a drop of 6.3 percent from the jobs generated last year. Avisado called as a welcome development the entry of multinational companies particularly Hong Kong Shanghai Banking Corporation (HSBC) that has “worldwide network” seen to become very beneficial for transactions made abroad. “Its initial coming will service (members) of the business community who have connections abroad. But we now see more businesses excited of opening up their branches here because it is easier for them to transact businesses abroad. It is very useful especially for the expats,” he said. Avisado added the economic growth was also spurred with the prudent disbursement of loaned money from the Land Bank of the Philippines. He said a bulk of the amount was utilized for infrastructure developments and provision of livelihood opportunities. “We have seen a combination of peace and order taking place. The city mayor aims to continue the strategy for 2007,” he said. He said peace and order paired with development are “indispensable ingredients for the city’s continued progress.” He also cited the Davaoeños’ unity and oneness as another element of the improvement adding that the initiative of “reaching out” and “going out of their way” to help others has been very evident. “It is also because of our continuing reverence to God, acknowledging nothing can be done without Him. God will always be the center of our plans,” he added. Accomplishments The executive summary, which the city government prepared for its accomplishments for the year, highlighted Project 911 as the most laudable. Averaging 98 calls per day or 32,319 calls for the whole year, the 911 office was able to achieve a 72.13 percent response. The responses covered law enforcement incidents and medical emergencies. The central emergency response system also recorded 1,594 crimes from January to November of which 1,327 were solved or a crime solution efficiency rate of 83.25 percent. For the social services delivery, the city government boasts of the P38.75 million funding disbursed through Lingap Para sa Mahirap that benefited 40,920 indigents. The Crisis Intervention Program which is accessed when disasters strike were able to assist 874 families that has 5,238 dependents. Other programs include the Anti-Rabies Campaign, Anti-Smoking Campaign, Dengue and Malaria Control Program, Reproductive Health, Chidlren and Family Welfare, Civil Registry, Shelter, Madrasah Program and Special Education Fund. In economic enterprises, the city noted improvements in registration of business establishments and employment services except for tourism. In agriculture, the city government was able to assist 14,827 farmers from the technical assistance on agricultural production and 18, 725 farmers through the distribution of various quality planting materials were distributed. It also distributed 980 female carabaos, cattle, and swines from January to March 2006. The agriculture industry in the city mostly comprise of banana plantations. Agriculture, on the other hand, does not have a comparative data which makes it hard to determine whether there is an improvement or decrease. The employment services referred 15,955 job seekers compared to only 7, 324 last year. Of the referred applicants, 75 percent were hired. The business registration recorded 7.69 percent increase this year with 31, 609 business permits issued from only 29,352 registrations in 2005. Despite the holding of the 25th Asean Tourism Forum here, it was not able to pull the tourism revenues for the city. The tourism income only reached P5.4 billion or a decrease of 8 percent from the P5.9 billion income last year. The tourist arrivals from January to November only reached 388,013 or a decrease of 6.42 percent last year which has 413, 033. The business bureau, meanwhile, processed 30,200 applications for new businesses and renewals and approved and issued 8,102 building permits and issued 2,270 certificates of occupancy. The City Treasurer’s Office was able to assess 13,756 real property units which has a total assessment of P1.88 billion. The economic enterprises plus other sources of local taxes were able to produce P1.03 billion or an increase of 39 percent than the P740.9 million collection last year. Ecology, too The city government considers the implementation of the solid waste management act and the use of compact trucks and imported garbage bins as one of the highlights in environmental protection. It collected 332,579 cubic meters of solid waste as of November since it started in August. The memorandum of understanding entered between the city government and the Department of Environment and Natural Resources in co-managing the Panigan-Tamugan Watershed Area and the Tagurano Ravine were also noted among their accomplishment along with completion of the Davao City Watersheds Terrain Analysis. The infrastructure projects which were implemented totaled to 649 worth P164.18 million. Only 627 projects were completed amounting to P157.25 million. The city government also had three joint projects with Department of Agrarian and Reform and Asian Development Bank. Four infrastructure projects were also funded by Davao Integrated Development Program while 11 bridge projects were endorsed and included under the President’s Bridge Program. It also lined-up the status of Land Bank loan-funded projects amounting to P 990 million. Onward 2007 Avisado said the city government intends to add more lines and equipment to 911 in the near future including the K-9 dogs while manpower will also be increased in order to cope up with the 24-hour response service. “There is the possibility of using the government owned property in S.I.R. (near the Traffic Management Center) to be the base of fire trucks so that they don’t have to come from very busy streets and intersection in responding,” he said. Avisado said they will also try to finish the PTA themed park project on March in time for Araw ng Dabaw from the earlier deadline of December. “We are flexing all our muscles. You can just imagine the people working on the 19 different components,” he said. He said the city government is also fast-tracking the drainage program vital in stopping floods in that has submerged main thoroughfares and subdivisions here during rainy seasons. He said the city will also push through with the acquisition of garbage bins. Avisado the regular programs on infrastructure development will continue especially the school building project. He said Davao City has still a lot to improve on infrastructure which is the primary reason it could not hold international events. Avisado said the 2007 Advertising Congress was supposed to be held here but due to lack of facilities it was given back to Cebu. “We don’t have Waterfront Lahug or Cebu Convention Center. If we have enough facilities that is the time we are ready to host and prepare,” he said adding that they city is slowly moving towards that since “everything has its time.” He said they will also maximize collection to taxes by gradually computerizing the business bureau and the City Treasurer’s Office.:) :) :)

Proposed Davao City Sports Commission draws support

THE proposed Davao City Sports Commission took off to a positive note as stakeholders, private sector and even the sports media threw their full support to the body tasked to chart Davao's blueprint for a unified sports program.

Once created and its policies and guidelines implemented, the Davao City Sports Commission will set the direction of the city's sports development program and bolster the Davao athletes' welfare.

Philippine Sports Commission (PSC) Chair William "Butch" Ramirez, proponent of the ambitious but laudable project, was ecstatic with the response during an organizational meeting he called Thursday at the Lotus Court of Marco Polo Hotel.

"I am very happy with the response from the people we have invited.

This meeting and creation of a local sports commission will be very good for the city," said Ramirez, who is from Davao.

Ramirez said the creation of the commission has the blessing of no less than Mayor Rodrigo R. Duterte, the city's top sportsman.

Ramirez had pledged to give P250,000 as initial fund for the commission, whose main goal is to raise funds and support the participation of Davao athletes in local, national or international meets.

By next month, some 15 representatives from various sector, including that from the City Government, private sector and the media, will elect the first set of officers as well as members of the board.

The constitution and by-laws will also be crafted by then.

Ramirez said Cebu also has its own sports commission, although it was a government-initiated project.

The proposed Davao commission, he said, is a little bit different since it is being initiated not only by city government but also the private sector.

Trade dep't prepares invest profiles in Davao Sur


THE Department of Trade and Industry (DTI) in Davao del Sur has already prepared 10 investment profiles as part of the promotions for the priority industry cluster, which is one of the focuses of the agency.

DTI identified the virgin coconut oil processing in Bansalan, the Fishpen Operation in Sta. Maria, the Mini-Ice Plant in Mana, Malita, the Subdividion of Lot and Housing Project in Sinawilan, Digos City, and the Bakery Expansion in Sta. Maria as the first five investment profiles prepared for the promotions.

Meanwhile, the agency has also prepared the following types of projects, namely: mango production project in San Roque, Sta. Maria; production of mango in Poblacion Kiblawan; organic rice marketing in Kilolog, Lower Bala, Magsaysay; seaweeds farm expansion and dryer establishment located in Bato, Sta. Cruz; and the resort development, also in Sta. Cruz, Davao del Sur.

The profiles aim to provide potential investors of the necessary and basic information and inputs when investing into the project.

Meanwhile, efforts of the Business Development Group of the DTI in the province were also concerted for the upgrading of the five priority industry cluster plans for the province.

The plan covered a five-year period, which shall be the basis for the implementation of the projects for the development and promotion of the five priority industry clusters namely: banana, mango, wood, coconut, and seaweeds.

On the other hand, focused assistance and firm-level consultancy were rendered for the promotion of the priority clusters specifically on organizational strengthening, market promotions, product development and packaging, linkage to buyers and access to financing.

But I'm really surprised that Davao still does not have an expressway since it is a major city. But then, I realize that given the environmental impact of such project, it needs a lot of thoughtful studies and planning.

The right of way issues can be easily addressed by eminent domain proceedings. It is the environmental concern/s that should be given serious consideration.

(a) Discuss the key points of team's arguments;

The Opposing Statement may introduce new issues which were not dealt with in the Opening Statement, but said "new issues" shall be subject to the objection privilege of the PRO team.

4. Objections to "new issues" shall be posted by the PRO team in a single posting and the reasons for the objection(s) shall be stated in the same post.

5. The CON team shall have the opportunity to present its Objection to the Objection (LOL) in a single posting which shall contain all the reason(s) for the objection to the objection (parang sur-rebuttal).

6. The Objections may either be Sustained or Overruled based on consensus (because we do not have a moderator). The Objections which have not been objected to, and those which have been Sustained shall be admitted, and shall be answered by the PRO team on its next statement;

7. No more new issues shall be entertained
at this point;

8. The PRO team shall post its Final Statement, which shall offer a rebuttal of all the arguments of the CON team in its Opposing Statement, as well as to the new issues which were admitted or deemed admitted (by non-objection, or by consensus).

8. The CON team shall post its Concluding Statement, which shall debunk the Final Statement on its points, and shall cite the failure of the PRO team to impeach its objections.

^^ my sudden change of heart was caused by the reports i've read regarding the traffic light modernization... it just proves that our driving culture hasn't matured yet. "first world traffic system" cannot be simply adapted in the city without an overhaul of the present transportation system (which includes the re-education of ALL Filipino drivers).

there are other funding schemes or financial alternatives that can be explored bro. how about build operate transfer from private enterprise or maybe you know more than this if government is too burdened. i dont think it will cause so much damage if it hits protected areas. there must be laws of zoning to prevent human settlements in the area. same as zoning of industries light or heavy. imo

i agree on your opinion(bold) @simply me but not strongly. if you see, lili is quite right davao is a big city. to my knowledge its a stand alone metropolitan area so i believe it needs metropolitan planning. you might not feel the need today but let me tell you its not only public commuters needing this infra, but trailers of perishable produce from agricultural side of city and intra and inter regional traders. i may be presumptous, but i read sometime ago, and i guess you guys in davao know this, thres truck ban during daytime until specified time of the night. to me, this is a stong sign of pressure to an ageing road network. i believe many of the roads are becoming obsolete. if this early action plan not initiated, competitiveness of davao will decline. maybe @rajah has his point on what is it for when there are only few users. i was reading news about gridlocks of traffic along entry points in the city from vehicles coming from fast urbanising tagum and souther city of digos. roads i could see are becoming narrower by hte day with all the cities in the region experiencing solid economic growths. how bout trailers from outside the region carrying produce either for transhipment or local consumption. there so much to benefit than wait for the urgency to worsen. imo

partly clay soil alternating rock hard clay. but a road can be constructed even in slopy terrain. theres one i knew in davao oriental.

Better days for DC this year: Avisado

Davao City’s performance this year could be described in two words: very encouraging. At least, that was the assessment of City Administrator Wendel Avisado especially in the areas of economy; peace and order; social and economic services; environment and infrastructure. Avisado said Davao City has seen a robust growth in the economy given the P1.5 billion worth of new investments monitored by the Davao City Investments and Promotion Center (DCIPC). The figure is a 13.3 percent improvement compared to the P1.2 billion pesos investments in 2005. The investments produced 2,312 direct and indirect, which is actually a drop of 6.3 percent from the jobs generated last year. Avisado called as a welcome development the entry of multinational companies particularly Hong Kong Shanghai Banking Corporation (HSBC) that has “worldwide network” seen to become very beneficial for transactions made abroad. “Its initial coming will service (members) of the business community who have connections abroad. But we now see more businesses excited of opening up their branches here because it is easier for them to transact businesses abroad. It is very useful especially for the expats,” he said. Avisado added the economic growth was also spurred with the prudent disbursement of loaned money from the Land Bank of the Philippines. He said a bulk of the amount was utilized for infrastructure developments and provision of livelihood opportunities. “We have seen a combination of peace and order taking place. The city mayor aims to continue the strategy for 2007,” he said. He said peace and order paired with development are “indispensable ingredients for the city’s continued progress.” He also cited the Davaoeños’ unity and oneness as another element of the improvement adding that the initiative of “reaching out” and “going out of their way” to help others has been very evident. “It is also because of our continuing reverence to God, acknowledging nothing can be done without Him. God will always be the center of our plans,” he added. Accomplishments The executive summary, which the city government prepared for its accomplishments for the year, highlighted Project 911 as the most laudable. Averaging 98 calls per day or 32,319 calls for the whole year, the 911 office was able to achieve a 72.13 percent response. The responses covered law enforcement incidents and medical emergencies. The central emergency response system also recorded 1,594 crimes from January to November of which 1,327 were solved or a crime solution efficiency rate of 83.25 percent. For the social services delivery, the city government boasts of the P38.75 million funding disbursed through Lingap Para sa Mahirap that benefited 40,920 indigents. The Crisis Intervention Program which is accessed when disasters strike were able to assist 874 families that has 5,238 dependents. Other programs include the Anti-Rabies Campaign, Anti-Smoking Campaign, Dengue and Malaria Control Program, Reproductive Health, Chidlren and Family Welfare, Civil Registry, Shelter, Madrasah Program and Special Education Fund. In economic enterprises, the city noted improvements in registration of business establishments and employment services except for tourism. In agriculture, the city government was able to assist 14,827 farmers from the technical assistance on agricultural production and 18, 725 farmers through the distribution of various quality planting materials were distributed. It also distributed 980 female carabaos, cattle, and swines from January to March 2006. The agriculture industry in the city mostly comprise of banana plantations. Agriculture, on the other hand, does not have a comparative data which makes it hard to determine whether there is an improvement or decrease. The employment services referred 15,955 job seekers compared to only 7, 324 last year. Of the referred applicants, 75 percent were hired. The business registration recorded 7.69 percent increase this year with 31, 609 business permits issued from only 29,352 registrations in 2005. Despite the holding of the 25th Asean Tourism Forum here, it was not able to pull the tourism revenues for the city. The tourism income only reached P5.4 billion or a decrease of 8 percent from the P5.9 billion income last year. The tourist arrivals from January to November only reached 388,013 or a decrease of 6.42 percent last year which has 413, 033. The business bureau, meanwhile, processed 30,200 applications for new businesses and renewals and approved and issued 8,102 building permits and issued 2,270 certificates of occupancy. The City Treasurer’s Office was able to assess 13,756 real property units which has a total assessment of P1.88 billion. The economic enterprises plus other sources of local taxes were able to produce P1.03 billion or an increase of 39 percent than the P740.9 million collection last year. Ecology, too The city government considers the implementation of the solid waste management act and the use of compact trucks and imported garbage bins as one of the highlights in environmental protection. It collected 332,579 cubic meters of solid waste as of November since it started in August. The memorandum of understanding entered between the city government and the Department of Environment and Natural Resources in co-managing the Panigan-Tamugan Watershed Area and the Tagurano Ravine were also noted among their accomplishment along with completion of the Davao City Watersheds Terrain Analysis. The infrastructure projects which were implemented totaled to 649 worth P164.18 million. Only 627 projects were completed amounting to P157.25 million. The city government also had three joint projects with Department of Agrarian and Reform and Asian Development Bank. Four infrastructure projects were also funded by Davao Integrated Development Program while 11 bridge projects were endorsed and included under the President’s Bridge Program. It also lined-up the status of Land Bank loan-funded projects amounting to P 990 million. Onward 2007 Avisado said the city government intends to add more lines and equipment to 911 in the near future including the K-9 dogs while manpower will also be increased in order to cope up with the 24-hour response service. “There is the possibility of using the government owned property in S.I.R. (near the Traffic Management Center) to be the base of fire trucks so that they don’t have to come from very busy streets and intersection in responding,” he said. Avisado said they will also try to finish the PTA themed park project on March in time for Araw ng Dabaw from the earlier deadline of December. “We are flexing all our muscles. You can just imagine the people working on the 19 different components,” he said. He said the city government is also fast-tracking the drainage program vital in stopping floods in that has submerged main thoroughfares and subdivisions here during rainy seasons. He said the city will also push through with the acquisition of garbage bins. Avisado the regular programs on infrastructure development will continue especially the school building project. He said Davao City has still a lot to improve on infrastructure which is the primary reason it could not hold international events. Avisado said the 2007 Advertising Congress was supposed to be held here but due to lack of facilities it was given back to Cebu. “We don’t have Waterfront Lahug or Cebu Convention Center. If we have enough facilities that is the time we are ready to host and prepare,” he said adding that they city is slowly moving towards that since “everything has its time.” He said they will also maximize collection to taxes by gradually computerizing the business bureau and the City Treasurer’s Office.:) :) :)

Soil in the Region is classified as dark brown to reddish brown and reddish brown to dark grayish brown. Davao Oriental, Davao del Norte, Compostela Valley and Davao del Sur have the same soil classification. It is dark brown to light reddish brown, slightly compact, columnar clay loam with few boulders present. Generally, its composition is silty clay loam.

Approximately 84.65 percent of the total land areas of the region have been subjected to various forms of erosion. Notably, the affected areas are those with slope of 18 percent and above.

Maybe that 1 area in Davao Oriental is an exception but based on DENR 84.65% of Davao Region is prown to landslide, combined it w/ illegal logging ( which still prevalent in Davao Oriental) and unrelenting rains its a combo of another disaster to happen , just like in Leyte ... and how about Kennnon Road of Bagiuo? It was built a century ago but still they have no solution on how to arrest landslides and soil erosion and its getting worse.Lately geologists discovered soil sepration(fault) in our region . I think we need to toroughly study the geograpical characther of our land maybe find a solution how we built to fit our own infrastructure need not copied from other countries before we entertain building expressway.
An expressway needs a huge track of land to be build not just the main road it need peripherial roads ,arterial roads ,flood control ...etc. Do we think Dabawenyos ready to pay for it? Change our way of life , which means our cheap foods will double or even triple its costs? How about the quality of our water? do we really need an expressway? North Luzon express was built @ a cost of $US 371 million and built on a plain area ,it is built to served the growing population of Metro Manila ....

structurally, davao's terrain can take it. my worry is the financial burden it will take if it decides to have it as a public investment.

those pictures of a pedestrian taking the road is what it makes it wrong. first and foremost, our city government should invest in those sidewalks first before making an attempt on any expressway/freeway invesment. most of the time our pedestrians take the dangerous route just to get to a very destination - taking the roads instead of sidewalks. i remember those days when you flag a puj, you have to stand in the middle of the street para lang makasakay.

ako i-relay sa iya kuya paul... he's been in sick bay and has been quite busy when he returned to duty... took pix around town pero wala pa napost kay nabusy pa sa karon... :)

Walang gaya-gaya, all SM Malls in the Philippines are having the same decorations for all seasons (Christmas, Valentines, Halloween, etc.)... ;)
na observe pud namo na tong nakaadto mi sa sm cdo during our trip from davao to cebu... mura jud sm davao ang decors except lahi lng ang locations sa mga stalls mao makaingon ka na dili to davao.

for next year ... i will really get serious with my work (after my disputation).. time to earn money na, what else ahhh... more exercise (jogging and salsa dancing), less meat, more fish and vegetable sa pagkaun, kung makalugar ko, muhapit ko dinha sa inyohang dapita, and course our target next year ssc meet 2007 sa davao ;)

@MtApo ...i agree. Davao City is the only city in the Area that hosts an International and Domestic Airport, as well as a Passenger/Cargo seaport. This means that a lot of private persons will ply the Tagum-Digos Route, Davao being at the center of it, in order to access the Airport and the Seaports. I also take note of the "truck-ban" being implemented on city roads on certain times of the day. Not only does this indicate that Davao is a major industrial/commercial hub, but likewise that it is a major sector in the transport of goods through the Tagum-Digos route. I believe that with the construction of the Davao Expressway, all these needs (coming and going of passengers and cargo) will be catered and less delays will be achieved in answering the needs of the Industrial/Commercial entities that are expected to increase in the coming days/months/years. Just a thought. Kakagcng lang po.

those pictures of a pedestrian taking the road is what it makes it wrong. first and foremost, our city government should invest in those sidewalks first before making an attempt on any expressway/freeway invesment. most of the time our pedestrians take the dangerous route just to get to a very destination - taking the roads instead of sidewalks. i remember those days when you flag a puj, you have to stand in the middle of the street para lang makasakay.


^^ Good point yan paul. I also believe that our City should develop our sidewalks, although that wouild entail a lot of demolition and land disputes right in the city centers, causing traffic and lengthy disputes. Parang sa expressway din.

Since we cannot use the maximum time of presentation, maximum number of words na lang. First pro member will present his argument to a maximum of let say 500 words. Afterwhich, the first con will do same. then the second, third, fourth and fifth member of each teams. in short presentations sa ta tanan. when all members had presented, we'll then proceed to the rebuttal.

so maybe ang first to present ay ang mga captains sa matag team.

pwede gani para mas exciting, butangan nato'g poll PRO vs CON.

Penalty - every word that exceeds the maximum will be 1 pt less the total poll.. hehe (wild idea lang..is up to u guys kung ammenable mo ani).

McDo opens in Tagum City

TAGUM City was visited by Ronald McDonald just before Christmas as a McDonald's shop opened at the Osmeña corner Rizal Streets in front of the Tagum City Hall.

It was a festive atmosphere as the residents lined up to partake of the feastfood store's burgers, fries, chicken, and all those stuff that children and adults alike have made their staples.

The Tagum City branch is McDonald's Philippines' 328th. There to see the mob that gathered to grab a bite, and greet friends and guests alike were McDonald's Senior Real Estate Officer Geoffrey Clemente; Project Manager for Construction Dennis Naval; Tagum Branch Manager Allin Posadas; and Senior Manager for Real Estate Development Val Enriquez. The extraordinary simplicity of this bridge earmarked it for further consideration from the beginning of the judging process; in the event the design went all the way to become one of this year's winners. It would have been hard to predict, from images alone, that the location of the project is in Texas, generally thought of as a hot, dry and taciturn sort of place. But here we are given a delightful, contextual and curiously natural structure.
The bridge looks enjoyably risky to use, and is in fact not for public consumption – it links the main house on the estate to a guest house, across the lake. The 100ft arch structure has a main span of 80ft, achieved through the 'nesting' of five 5 inch diameter pipes that diverge from the spring point of the main span and the abutments. The pipes support half-inch diameter bars which act as both decking and guard-rail; their irregular length and spacing are intended to respond to the reeds on the site.
The handrail comprises a rope secured with steel wire rings to a horizontal tube welded to the vertical bars, while the abutments are made from local stone slabs, layered vertically to create ramped access; deep raked joints recreate the rhythm of the deck and railings. The bars and reeds intertwine at the abutments, making it appear that structure and nature are merging into one. This is a light-maintenance bridge, whose man-made elements have been translated by architecture into something as beautiful as it is unexpected. P. F.

Isn’t it time we banned firecrackers?

I MAY not always agree with Davao City Mayor Rodrigo Duterte’s strong-arm style of local governance. But if there’s one thing that I do completely approve of — aside from the serious implementation of the no-smoking policy in public places — is his enforcement of a total firecracker ban in the city.

Now on its fifth year, the prohibition on the manufacture, sale, distribution, possession or use of firecrackers and other pyrotechnic devices in Davao has successfully reduced the casualty count from firecracker-related deaths and injuries among Davaoeños to practically zero.

Compare that to other areas in the country, particularly Metro Manila, where year after year the New Year is greeted with scores of people dead from firecracker blasts, watusi (dancing firecrackers) ingestion, and stray bullets, even as hundreds more end up being scarred for life — with severed fingers and other extremities, impaired eyesight, and unsightly burns, not to mention being rendered homeless by fires caused by wayward paputok.

It’s not going to be any different this year, I thought when I retired to bed last night amid the irritating crackle of all sorts of firecrackers in our gunpowder-suffused Tandang Sora neighborhood. This morning, I did wake up to the anticipated news of the usual deaths and injuries. Initial reports by GMANews.tv placed the casualties at three persons killed and 389 more injured in last night’s maddening run-up to the New Year.

The Department of Health’s tally of injured people has risen to 907, of whom 870 were victimized by firecrackers and 35 by stray bullets. In last year’s New Year’s revelry, the DOH recorded three deaths and injuries to 610 people due to firecrackers and stray bullets from December 21, 2005 to January 1, 2006. There were eight fatalities and 585 reported cases of injuries during the same time frame the previous year.

The statistics have been hovering above 500 in the past years (629 in 2001, 530 in 2002, 590 in 2003), except in 2000, which heralded the beginning of a new millennium, when the health department reported 1,279 firecracker-related cases.

The make of firecrackers and other pyrotechnic devices has also been evolving, becoming more fatal each year. Two recent additions to the Pinoy’s noisemaking arsenal that have caused more injuries in the last two years are the “boga,” an improvised cannon made out of PVC pipes which uses denatured alcohol as fuel, and the “piccolo,” a firecracker that, when lit, tends to explode faster than any other pyrotechnics.

Last year, the boga, noted Health Secretary Francisco Duque III, was responsible for 99 cases of eye injuries sustained by victims of firecracker blasts.

Of course, Davao too had been no stranger to this perennial chaos. Before the imposition of the ban, the Davao Medical Center, for instance, recorded 47 firecracker-related injuries in 1998, 59 in 1999, and 88 in 2000.

With the ban in place in 2001, complemented by a city ordinance (Ordinance No. 060-02) passed by the Sangguniang Panglungsod the following year, the number of firecracker-related injuries has dramatically gone down — from only two from December 21, 2001 to January 4, 2002 to zero in the succeeding years, including this yearend’s festivities.

For sure as well, the ordinance did not initially sit well with Davaoeños, who were accustomed to celebrating the Christmas season like the rest of us — with firecrackers. But considering the costly price they have to pay every time, they soon learned to cope with the Yuletide holidays sans the deafening din of fatal pyrotechnics. They have since replaced these with the sound of children carolers, blowing of torotots (horns), banging of metallic household items, and the drum beats of students competing in a cheer-dance contest to accompany merriment all the way to New Year’s Eve.

For non-Davaoeños, it should also help to be enlightened about firecrackers not only in terms of the external injuries that can be sustained but also as a cause of air and noise pollution.

Findings of a study by Toxics Link on the health hazards from firecrackers in connection with the Hindu festival of Divali, known as the “Festival of Lights” which has become associated with firecrackers and fireworks, have confirmed these.

The study pointed to firecrackers as causing the following:

* an increase in toxic fumes and gases like carbon dioxide, sulfur dioxide and nitrogen dioxide, as well as suspended particulate matter (SPM), in the air;

* an increase in noise pollution above 125 decibel (dB), which is above the tolerable limits, and can cause deafness;

* an increase in incidents of respiratory diseases such as acute bouts of asthma, bronchitis and heart attacks.

It was also found that the chemical composition of firecrackers show highly toxic heavy metals like cadmium and lead in addition to other metals like copper, manganese, zinc, sodium, magnesium and potassium that have known harmful effects in humans when inhaled or ingested.

The DOH has time and again advised against the use of fireworks and firecrackers, urging the public to opt for more innovative ways to create noise on New Year’s Eve in keeping with the tradition of driving bad luck away. But, as we’ve witnessed every year, its annual Oplan: Iwas Paputok (or the Fourmula Kontra Paputok) can only do so much.

To my mind, an ordinance banning firecrackers that is similar to Davao’s is a more effective way of preventing firecracker-related deaths and injuries. Alas, where it’s ought to be applied though, political will is a scarce commodity among many of our government officials.

Superstitious Filipinos believe that noisy New Year's celebrations, largely influenced by Chinese tradition, drive away evil and misfortune.

Each year celebrations go too far in the Philippines, as powerful firecrackers explode in crowded neighborhoods, often during drinking sprees. Many Filipinos fire guns in the air and set car tires ablaze in the streets, making many urban areas resemble war zones.

"I have campaigned every day against firecrackers," Health Secretary Francisco Duque III said. "But this has become a deeply rooted part of our culture."

Duque said health authorities were as ready as they could be for the inevitable wounded.

"All the manpower, the surgical and trauma teams, the medicine, emergency wards are on stand by," Duque said. "We're ready."

Health authorities reported seven deaths and 620 injuries from firecrackers and celebratory gunfire last New Year's Eve.

The number of people injured by firecrackers and celebratory gunfire has risen by 75 percent to 284 in the two weeks ahead of New Year's Day compared to the same period last year, Duque said.

A Christmas Day blaze sparked by firecrackers killed 25 people in a department store in the central Philippine city of Ormoc.

National police chief Director General Oscar Calderon ordered a crackdown on illegal firecracker use and celebratory gunfire, threatening to arrest violators.

TV networks were also urged to show videos of firecracker victims writhing in pain in hospital emergency rooms as a deterrent, officials said.

Plastic water pipes sprayed with denatured alcohol and then ignited have also been banned this year. Called "Boga," the noisemakers are still widely used, however.

In the sprawling southern port city of Davao, which has imposed a total ban on firecrackers in the last five years, Mayor Rodrigo Duterte went on TV to issue a warning to revelers.

"Yes, we've maintained a record of zero injury, but there are still many violating the ordinance," said Duterte. "I warn you, anybody who gets caught would stay in jail."

the only bpi i know is in recto. if there ever was an old location, that i don't know. those old offices could be a one room affair handling transactions between those branches.

i have the feeling that the cm recto branch used to be the site of the old bpi davao which was renovated later (?) ... it couldn't be a small branch, i guess, since it covered the whole western mindanao

hehehe, murag plano pud nako na bai, murag homecoming exhibit. can you checkout some galleries? plano namo ni wifey mulakaw at least by december 20th. so naa mi diha sa 22nd. siguro kung nay opening around 23rd hangtud january 3rd.
