Davao City (19 January) -- Some 50 Taiwanese businessmen operating in Davao City underwent extensive briefing by the Bureau of Internal Revenue (BIR) because they were found operating without filing the necessary taxes.
In an interview with Davao City revenue district officer Jose Eric C. Furia, he said monitoring of non-filer of taxes just like what they did with the 50 Taiwanese businessmen were among the factors that contributed in meeting their goal last year including their actual collection in 2006 which accounted to a little over their target of P4.6 billion.
The Taiwanese nationals were invited for a session and were briefed of their obligations of filing taxes which corresponds to their types of businesses.
"The outcome turned positive and as a whole taxpayers start to appreciate the essence of tax payments as the number of individuals paying taxes had increased," he said.
Last year a total of 40,000 tax filers were served by the Davao City district, he said.
But Furia said at the rate that the pace of the DRO is serving its clients, the waiting period is still long. Nevertheless he said the rate now is much better compared to the previous years when waiting time would go as long as two months.
"I envisioned that our waiting time would be reduced similar to a person wanting to see a movie and when he or she buys the ticket the service is immediately rendered," he said.
Furia said steps are still to be ironed out although he said that limited resources and manpower would slow down the process.
With a manpower of 100, the ratio would be one is to 3,000 for a tax return filers of 300,000.
He said even with this limitation they are still are trying to speed up their services so that more taxpayers are served.
"When many are served it would also mean an increase in tax collection," he said.
Furia said among their flagship projects this 2007 are benchmarking of industry, tax mapping, the computer-aided audit and investigation and the Run After Tax Evaders. Campaign. (PIA XI) [top]

Davao City (19 January) -- Before Davao Oriental governor Ma. Elena Palma Gil ends her second term, she would lead her team in transferring to the new capitol building at the old capitol site.
By the end of the first quarter, or by the start of the second quarter of this year, a new Capitol building will transcend into the sight of the people.
"We are doing the project without debt, and this is for the convenience of the people making transactions at the Capitol," Palma Gil said.
The funds for the new Capitol building came from the generosity of some senators, who also shared their finances for the said project.
The new edifice would mean better service to be delivered to the people, especially now that provincial offices can easily be accessed as they are all in one building.
With one thing coming after another, on the same period of time, the province will open the Macambol-Cabuaya road.
The road will end the ordeal of long travel, and will mean an opportunity to help the farmers in lifting their economic status, since they can now enjoy the comfort of bringing their products to the market the soonest possible time with the construction of the road linking the two barangays.
With the "Food Always in the Home" (FAITH) as its centerpiece program, the province still adheres to an emergence of a healthier community, because FAITH aims to provide food security, so that nobody will experience and moan in hunger.
Governor Palma Gil once more appealed to the people for cooperation and participation because things cannot happen only through the provincial government's effort, but also through the people's untiring support. (PIA) [top]

Is this the new website of ADDU? For me it's way better than the old one. It would be best (IMO) if they put more pictures in it e.g. school buildings and what not.

The complex is huge with more newly completed buildings. It's a training hospital with specialists from all over Davao Region manning and spearheading the programs. :) :)

Siempre mas modern, mas dako ug mas completo ang DMC. Ang DRH is well in the way to be as big and as modern as the older DMC.

paulkrps January 19th, 2007, 12:46 PM ^^ agree. each province should have it's own medical center. otherwise, kung dagsa ang tanan sa dmc, it would just excarbate the problem even more resulting to over-utilized resources. let each province province take care of it's problem. this is where the pork should and not pockets of the beholden.

like the garbage situation , people now are not segregating anymore , i dunno what happened.
ang mga driver dili gihapon diciplinado , lago gihapon ang mga suot .and its so funny those seat belt wala naman gawa yan papogi lang pag walang pulis inaalis and how about the front passenger walay seat belt ?I can still see drivers smoked in PUJ's and how about this the crazy idea of LTFRB ilalagay nila ang cell #'s nila ng taxi i think ganito naka sulat" How's my driving ?" then put small digits of the cellphone #sa bumper hahaha sino naman makak memorize niyan !
i think the mayor needs GOOD advisers , para naman ma unload yung work load niya .hand on masyado siya.

Dad pushes Davao product standards
TO RAISE the current level of quality and marketability of locally made products, Councilor Peter Laviña is set to propose the creation of an ordinance for a "Davao Made Branding System."
Laviña said that since the Davao City Chamber of Commerce, Inc. is currently undertaking a project called "Proudly Davao Made Branding Program" aimed at introducing a standardized branding system, there is a need for an accreditation system for the successful implementation of the project.
The accreditation system will include criteria, guidelines, and procedure for selection of products, producers, and manufacturers to be to given accreditation and marketing opportunities.
Laviña, who is also City Council committee on commerce, trade and industry chair, said this project will promote Davao-made products for both domestic and international markets highlighting quality and standards for the benefit of the consumers. (GLP)

I can see Japanese and Korean tourists coming here because of golf , wow sayang naman, if we can let them stay long enough or maybe come w/ their families.
i think davao registered an increase in tourist arrivals over the last year so the fruit is there if thats what you mean:D revenues generated from tourism reciepts is another thing though but a tourist will always spend a penny whenever wherever. kadayawan is a major event that draws attention and its widely known. though ecotourism too is the way to go and i guess it just needs some serious focus

New traffic system tested anew in four intersections

THE re-implementation of the new traffic signalization system started Thursday, but only in four intersections in Davao City.
According to Traffic Management Center chief Celso Gempesaw, they have started with four -- Ulas, Toril, Matina Crossing, and Quimpo-Sandawa intersections-- in order focus on monitoring and to immediately address problems that may arise in the implementation of the new traffic system.
Gempesaw, together with a technical staff and consultants, patrolled the city streets early Thursday morning to see if the implementation, which started at 6 a.m., was running smoothly.
He said the Matina Crossing traffic lights were turned off for re-wiring and some modifications after an hour or so because they have seen some problems in the timing of the lights and the way the jeepneys dally in the area.
In Ulas, the only problem was that the police checkpoint is too close to the intersection.
But Gempesaw said this will be addressed by the traffic center through a request to move the checkpoint a little bit further as not to obstruct traffic when passing vehicles undergo inspections.
There have been no reported problems, so far, in the two other intersections in Toril and Quimpo-Sandawa.
Gempesaw added that after the traffic flows in the pilot intersection have been fine-tuned, they will also move on to the others, including intersections along Quirino-McArthur stretch.
Also, soon to follow are intersections along Quimpo stretch going to Magsaysay Park and the Sta. Ana-JP Laurel intersection.
Perfecting the flow in the four intersections may take time but Gempesaw said they are not in a hurry and will take the necessary time needed to reach their goal.
He added that the implementation Thursday went on smoothly compared to the one undertaken on December 18 last year.
This, Gempesaw said, is because the public has been widely informed of the plans and the changes.
was it UP manila who did the comprehensive study on traffic situation of the city and recommended this system as apprpriate to the citys condition. i could be wrong

City to create traffic manual
THE Davao City Government is set to create a traffic manual for public dissemination.
Traffic Management Center chief Celso Gempesaw, during Thursday's I-Speak forum, said he is well aware of the problem regarding the education of motorists and pedestrians.
He said people opt to jaywalk and jeepney drivers tend to make the city streets their own personal terminal without thinking it would obstruct traffic.
Gempesaw said they have long planned to address the problem even before the re-run of traffic signalization but have not been able to do so due to other problems.
Gempesaw, however, assured the public that a traffic manual in pamphlet form will be printed in English, Tagalog, and Visayan that will be made available to the public in time.
He added that this is necessary for the success of the implementation of the modern traffic signalization system so that people may be educated on how to use equipment should they want to cross the street.
The manual would also include a list of guidelines and violations.
Gempesaw said they are set to work on the manual after re-runs have been perfected. (GLP)
very good move but would be better if the manual would be comprehensive in a wider range to make it a reference base of driving test and practical driving test for evryone who intend to get a licence in davao. because the citys traffic infra is upgraded and need to have new road rules and regulations different from rest of philipines imo

correct me if am wrong bro i read in some news articles the mayor as saying violators will be fine kung dili mo tuman sa segregation sa basura. ug not to collect unsegregated garbage o ubbish. the office cenro should be accountable to you:D. otherwise bring your anger to the media:D sure it will make the difference

dmc i understand is a complex of specialty hospitals. to my knowledge its er complex is impressive

Davao City (20 January) -- There is a shift to services sector in terms of economic production in the Davao region where the gross value added (GVA) of goods and services recorded about P111 billion in 2005. GVA is a component of the gross regional domestic product (GRDP).
National Economic and Development Administration (NEDA XI) Nicasio Angelo Agustin said the phenomenon showed the services sector had overtaken other leading sector like the industry sector with GVA at about P74 billion and agriculture coming in third with P56 billion.
However, he said this does not mean that agriculture is lagging behind because it is still the main anchor of the region in terms of exports.
He said what is good with the recent development with services leading in terms of production is because it has brought signs that the region is ready both for commercial and industrial services.
Agustin said the development should be looked at the industry shifting into the urban sector even as he said that the level of production by sector should be taken independently at hindi dapat na parating pantay-pantay.
Meanwhile Agustin reported that 2006 had good economic performance with investments registering a slight increase compared to its target.
But he said when they compared last year's investments to 2005 with P4 billion there was a sluggish growth where projects was down by 61.3 percent or a total of only P2.4 B on projects enrolled at the Board of Investments. He said if other businesses were accounted outside of BOI for the two years in review, it would only indicate a decrease of 25.1 percent.
He explained that there was an abnormal growth in the flow of investments in 2005 in the region because of one big-ticket project that involves the construction of a hydro power plant in Sta. Cruz, Davao del Sur.
"We also have seen a lot of investments in 2006 and we could say that the year was good," he said.
Meanwhile, he said that the production level of the region's major crops compared to the same period last year showed modest to significant increase. Talking of exports, he said banana still was the top export commodity comprising of 80 percent of the totals followed by coconut and pineapple. With the three crops for exports combined it comprises 94 percent of the total export of the region.
He said for the first semester of 2006, the total export receipts reached about $383 million representing a 75. % growth rate compared to the previous year. The region contributes six percent of the total exports of the country.
The region continued its strong trading ties with Japan, China and Korea (for bananas) as well as USA (coconut crude oil and activated carbon), he said. (PIA) [top]

The Ateneo de Davao University is one of nine schools in the Philippines owned and operated by the Society of Jesus. The school tradition at Ateneo de Davao University is the product of over four centuries of educational experience of the Society. This tradition started with the establishment of a College at Messina in 1547 by St. Ignatius of Loyola, founder of the Society of Jesus, and which is now found in very many educational institutions throughout the world managed by the Society of Jesus.
At the request of the Most Reverend Luis del Rosario S.J., Bishop of Zamboanga, which then included Davao, the Jesuit Fathers took over St. Peter’s Parochial School and founded the Ateneo de Davao in 1948. The founding Fathers were led by Fr. Theodore E. Daigler S.J., who became the first Rector of the school. The other founding Fathers were Frs. Alfredo Paguia S.J. and Grant Quinn S.J. and Scholastics James Donelan S.J. and Rodolfo Malasmas S.J.
When the Ateneo de Davao opened in June 1948, it offered Grades V and VI and 1st to 3rd year high school. There were 71 elementary students and 131 high school students who started in a wooden building on a six-hectare lot in Matina.
The Jacinto campus was obtained in 1951 with the generous support of the Most Rev. Clovis Thibault, P.M.E., Bishop-Prelate of Davao. The campus provided classrooms for high school students in the daytime and college courses in the evenings. College course offerings then were liberal arts, commerce, education, associate in arts, pre-law, secretarial and an elementary teacher’s certificate program. There were 130 male college students at the July 1951 start of the College Department, and they were housed in the wooden Bellarmine Hall. In 1953, the Ateneo de Davao College became co-educational. By then, there were 9 collegiate course programs offered.
A credit union for Ateneo de Davao students was organized by one of its faculty members, Ms. Elsa Escaño in 1956.
By 1960, the population of the College Department had greatly increased, requiring the construction of a five-story building, Canisius Hall. The next year, the College of Law was started, to respond to the demand of pre-law students who wanted to have a quality Catholic legal education at the Ateneo de Davao.
A two-wing, two-storey high school building complex was constructed at the Matina campus in 1967: the High School was transferred to the Matina campus to provide more rooms for the College at the Jacinto Campus. During that same year, the Ateneo also accepted female students in the Grade School, also in Matina. By 1968, the Ateneo de Davao was ready to offer graduate courses.
In 1969, the Ateneo de Davao College received its first accreditation with the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU). Ateneo de Davao together with Xavier University and the Ateneo de Zamboanga formed the Mindanao Consortium of Ateneo Schools with the approval of the Department of Education.
In 1973, the Grade School became the first PAASCU-accredited elementary school in the Visayas and Mindanao. The Graduate School entered into a consortium with St. Francis Xavier Regional Seminary for master’s degrees in Theology and in Theology Education.
The High School received its PAASCU accreditation in 1974. This was also the year when the Institute of Small Farms and Industries (ISFI) was established. Likewise, with assistance from the Coconut Federation (COCOFED), a .five-storey dormitory hall was constructed to house the COCOFED scholars. With the end of the COCOFED scholarship grants, the dormitory was eventually converted into offices and classrooms and renamed Dotterweich Hall.
In 1974, Ateneo de Davao opened a branch at the Valderrama lumber camp in Compostela, Davao del Norte. On 23 December 1975, the First Collective Bargaining Agreement (CBA) was signed with the Ateneo de Davao University Employees Union affiliated with the Federation of Free Workers (FFW), composed of the non-teaching personnel and Grade School faculty.
Together with San Pedro College, San Pedro Hospital, Brokenshire Hospital and the Development of Peoples’ Foundation, the Ateneo co-founded the Davao Medical School Foundation in 1976 as a separate institution but with degrees granted by the Ateneo de Davao. During the same year, the Graduate Institute of Mindanao was started as a consortium between the University of Mindanao and the Ateneo de Davao for the offering of doctorate programs in education.
The Ateneo de Davao gained University status in 1977 with Fr. Emeterio Barcelon S.J. as its first University President. On that same year, the College of Agriculture was started, and female students were accepted in the High School. Preschool education was also started.
In 1979, in coordination with and the support of the National Science Development Board, the Regional Science Teaching Center (RSTC) was established at the University to service Southern Mindanao. For the first time, engineering education was introduced at the Ateneo with chemical engineering as its first degree course program.
In 1982, the Social Involvement Coordinating Office (SICO) was established in response to the need for conscientization and social involvement of college students. The High School was reaccredited with PAASCU for another five years in 1983 while a playschool was also added in the Grade School.
Through a building grant from the USAID-Office of American Schools and Hospitals Abroad, additional buildings and facilities were completed at the Jacinto campus in 1984, especially to strengthen the University’s programs in science and technology. In the same year, three engineering programs were added: civil engineering, electrical engineering and mechanical engineering.
In June 1986, Fr. Antonio S. Samson S.J. became the second University President.
A university-wide reorganization was done in 1989: lay persons were appointed as school heads and treasurer; Mrs. Katie Delima became the first female High School Principal. The Matina campus was for the basic education units: preschool, grade school and high school. The Jacinto campus was for tertiary education units (College, College of Law and the Graduate School) and for other University support offices and services, research, extension and auxiliary units. The University maintained a retreat house in Talomo for spiritual and other formation programs and activities.
An Instructional Media Center was established at the High School in 1990 housing the library, computer laboratory and the audio-visual room. At the College, the Ateneo Computer Science Center was created to offer computer support courses both for degree and non-degree students.
On account of dwindling student enrollment and the requirement of a .fifty hectare farm, the agriculture program was phased out in 1991. Likewise, the University discontinued its Valderrama - Compostela branch. The College of Arts and Sciences, High School and Grade School were reaccredited by PAASCU for another .five years. The graduate Theology program was started in 1992 and became the Ignatian Institute for Religious Education (IIRE) under the leadership of Fr. William Malley S.J.
In June 1993, Fr. Edmundo M. Martinez S.J. became the third University President. On the following year, the Business and Management Education programs were named Center of Development (COD) by the Commission on Higher Education (CHED).
In 1996, CHED named the University as a Center of Excellence for Teacher Education. Information technology was strengthened by a memorandum of agreement with Mosaic Communications and with assistance from the Department of Science and Technology (DOST). The partnership called for a joint implementation of an internet service and computerization program.
There was also a felt need to improve the physical plant and facilities of the Matina campus to answer the needs of a growing student population. In 1996, the University embarked on an aggressive infrastructure program with the construction of a new High School, with a three-concourse, four-storey, 114-room building. It also called for the enlargement of the Preschool and Grade School with the construction of another two-concourse, four- storey, 99-room building. Libraries, laboratories and offices were greatly improved; an interactive preschool library and technology center was set up.
At 1997, the Civil Service Commission launched its Local Scholarship Program (LSP) for government employees and named the University as one of its accredited schools for its scholars.
In 1998, reorganizations led to the creation of the School of Business and Governance (SBG). The school vertically articulated course programs, integrating the undergraduate, the graduate and postgraduate programs. The CHED selected the University as Center of Development in Chemistry and Mathematics Education.
In 1999, the College of Arts and Sciences programs were likewise vertically articulated. This led to the renaming of the College of Arts and Sciences as the School of Arts and Sciences (SAS). The College Scholarship Program was also instituted as an office headed by a coordinator and supervised by a committee composed of thirteen administrators.
In 2000, the Ateneo de Davao University ventured into another infrastructure improvement. Finster Hall, a 9-storey building with a ground level food court, with 110 new rooms and offices, was built. Ateneo de Davao became the .first university in Davao City to have three 20-person service elevators and a state-of-the-art auditorium with 600 seats. The Matina Sports Complex which provides athletic, recreational and canteen facilities for the Grade School and High School was completed in late 2004. It is also a convenient venue for graduations, liturgies and large gatherings. The CHED named the University as a Center of Development in Information Technology Education.
The University had been offering a master’s degree program in Nursing Administration since the 1970s, the University opened an undergraduate BS Nursing in 2001. The program started under the auspices of the Natural Science and Math Division. The program eventually became the College of Nursing.
The University was granted full autonomy status on 25 September 2001 for a .five-year period by the CHED through Memorandum Order No. 32, Series of 2001.
Towards the end of 2004, Fr. Antonio S. Samson S.J. returned to the University as its President. An organizational assessment team with an external consultant was tasked to review procedures and operations of University.
Faculty Development Programs for graduate degrees and short-term seminars and workshops have remained a priority. In support of research efforts, a University Research Manual was put out in 2006. A Research and Publications Office was set up. The Institute of Small Farms and Industries, an extension arm of the University, celebrated 25 years of outreach service to the larger community of southern Mindanao.
The University Chapel of Our Lady of Assumption was adorned with colorful stained glass windows. Stained glass windows in celebration of the Jubilee of the First Jesuit Companions were also placed in the High School Chapel of St. John Berchmans. A new Grade School Chapel of St. Stanislaus Kostka was .finished in late 2006, with stained glass windows to be added when completed.
In May 2006, there was a University-wide strategic planning to revisit the vision and mission of the University. Stronger rules on cheating and academic honesty were established as part of initiatives for honesty and student integrity. The University participated in the Conversations of Jesuit Universities in Mindanao in May 2006, which ushered the strengthening of cooperation among the three Mindanao Jesuit Universities.

CEBU CITY -- Cebu could look forward to more investments in its retail sector as SM Prime Holdings bared plans to build one or two more shopping malls here.
"We are bullish about Cebu," SM Prime president Hans T. Sy said in an interview.
If this plan pushes through, SM Prime would be putting in at least P1 billion to build just one shopping center, Sy said.
Sy was in Cebu on Friday to attend the inauguration of the five streets around SM City Cebu, which were repaired and improved out of the taxes advanced by the mall to the Cebu City government, and the unveiling of a huge billboard depicting the mall expansion called The North Wing.
"Definitely, we're looking into a second and third location for a shopping center here in Cebu. We believe that Cebu is an area where we could still expand," Sy said.
While the company is interested in the South Road Properties (SRP), Cebu City's south reclamation project, SM Prime is also looking at other areas, he pointed out.
"It's still early (to say) but if the numbers are right we definitely will go into (putting up a shopping center in the SRP)," Sy said.
The price of the land and the Cebu City government's development plan would be among the criteria for choosing the SRP as a shopping center site, he explained. "But we're interested (in the SRP)," Sy added.
He said the additional malls would be in the 60,000-sq.m. to 75,000-sq.m. size range -- similar to the SM Supercenters.
However, he said, SM Prime is looking for lots ranging from five to ten hectares to provide the new malls being planned with room for expansion.
He said the P1-billion investment in the The North Wing underscores SM Prime's confidence in Cebu.
"We saw the success of the existing mall and we saw the potential growth," Sy said.
He said the first two floors would be commercial centers while the upper levels would serve as parking areas.
Upon the completion of The North Wing in the third quarter, Sy said SM Prime plans to develop the parking area at the back of the hotel property.
He said the company has to complete The North Wing, which has three levels of parking area, so that there would be no problem with parking when the new development starts.
The concept would be patterned after the Mall of Asia but it has yet to be approved by the board, Sy said.
SM Prime is also eyeing at least two shopping centers in Mindanao, one in Davao and another in Cagayan de Oro, Sy said.
The company also sees Bohol as a potential location for an SM Supercenter but not in the immediate future, he added.
According to Sy, Bohol's infrastructure is not ready yet for this type of investment. "It may take some time. We may go into Bohol, putting in a 35,000 sq.m. size shopping center like the Supercenter," he added.
Sy noted that the Mall of Asia in SM BayCity has been performing beyond expectations.
"The Mall of Asia is now doing very well. We're 50 percent over our projection," he said.
The mall traffic ranges from 300,000 people on weekdays to 500,000 on weekends, Sy said. He disclosed that the company plans to build an aquarium, similar to that in Singapore.
The ongoing construction projects at the 60-hectare SM BayCity include the 5,000-sq.m. Discovery Center, a science museum costing P300 million, a 100,000-sq.m. call center building, and a 50,000-sq.m. international convention center:)

Davao suffers 25% slump in investments in '06
INVESTMENTS in the Davao Region in 2006 were at least 25 percent lower compared to 2005, according to the National Economic Development Authority (Neda).

The "abnormally high growth of investments" in 2005 was the primary reason pointed out by Neda-Southern Mindanao chief Nicasio Agustin for the sluggish growth in investments.
The year 2005 had an abnormally high level of investment particularly in the real estate sector, he said.
He explained that the slump in investments experienced last year was not an actual decline but a slowdown from 2005's aggressive growth.
The slump in investment growth dwarfs in comparison to the 61.3 percent dip in the value of projects registered with the Board of Investments, for the first three quarters of 2006.
The real estate sector boomed in 2005 causing it to reach its saturation point last year.
Low-cost housing fueled the growth in real estate in 2005 as it mushroomed in the areas of Catalunan Pequeño, Catalunan Grande, Mintal, and Toril. Thus it was no surprise to Agustin that the sector did not perform as well as it did in 2005. (CPM)

AT first, I thought I saw huge black boulders gleaming in the sun,” photojournalist Rene Lumawag recalled the rare sight on a boat to Samal Island years ago. “Then, I stopped: The sea was very deep over there. How could there be huge boulders in the middle of the sea?”
Then, as their boat approached, he noticed the boulders gradually sink and eventually vanish from sight.
What he saw, as Jose Lorenzo Tan, president of the World Wide Fund-Philippines, told him later, was a group of whales taking a rest in the midst of Davao Gulf, home to at least 10 species of cetaceans.
Even years after, the photojournalist, who’s used to covering strange events, couldn’t help bubbling over with excitement when he remembers that rare and lucky sight.
Found in Davao Gulf are the sperm whales, pilot whales, the killer whales, the dwarf sperm whales, the Indo-Pacific bottlenose dolphin, Cuvier’s beaked whale, Fraser’s dolphin, the long-snouted spinner dolphin, Risso’s dolphin and the longman’s beaked whale (which is the least studied hence, the least known among whales).

Eight of these 10 cetacean species have been cited by the Committee of Trade of Endangered Species (CITES) to be among the rare and endangered ones. The presence of these whales alone “tells us that this place must be special,” says Tan.
Amid extreme weather conditions that threaten the earth, habitats like the Davao Gulf, where the feeding and breeding grounds are still intact, need to be protected, says Tan.
While the rest of the country, particularly Visayas and Luzon, have been reeling from the onslaught of several natural disasters that hit the country in recent years, Davao Gulf seems insulated, providing “pockets of possibilities” for environment action, said Tan. The WWF recently tied up with the Davao Gulf Management Council (DGMC) in coming up with an environmental sensitivity index (ESI) mapping in the next three years.
ESI mapping will assess the area’s vulnerability to agricultural wastes, industrial effluents and other forms of marine pollutants, taking into account the sustainability of the communities that depend on the Gulf for a living.
Davao Gulf covers a land area of over 8,000 square kilometers bounded by over 600 km of coastline. The gulf, which covers 3,000 sq km of municipal waters that eventually connects to Celebes Sea and the much larger body of water called the Pacific Ocean, has one of the highest biodiversities in Asia, he said.
Distressed
It is also distressed, according to Margie Moran, DGMC secretary general. It’s a major transshipment hub of both international and local vessels, which makes it more vulnerable to man-made disasters like accidental oil spills that happened in Guimaras last year.
Around the Gulf, which is bounded by four provinces, 18 towns and five cities, thrive numerous agricultural plantations, mining and quarry firms that make the Gulf highly susceptible to pollution from domestic and agro-industrial wastes, says Floirendo.
Siltation has also been a problem in the Gulf, she adds.
Tan says the ESI mapping project, funded by the Hong Kong and Shanghai Banking Corp. (HSBC), is among the first steps for the protection of the Gulf, where he hopes private companies will eventually get involved.
The project will come up with high-resolution maps with detailed classification and analysis of the marine and coastal ecosystem in the area, assess the status of existing marine resources and help in the formulation of a sustainable development plan that will ensure the robust health and future viability of Davao Gulf.
Hope
Floirendo says the ESI will provide a database to assist policy makers in decision-making and action. She, however, points out numerous other problems, like lack of political will among officials of towns and cities surrounding the Gulf to enforce marine and fisheries laws, that tend to aggravate the environmental threats that it is facing.
But Leonardo Avila, Davao city councilor who also chairs the DGMC, remains hopeful. Davao city officials, he says, remains committed to make their city one of the most livable in Asia by supporting policies that put more premium on the value of human life, without setting aside agricultural sustainability and viability.
With the recent approval of the aerial spraying ban by the Davao City Council and the increasing attention on watershed protection and development, he expects other surrounding cities and towns to follow.
Avila said the presence of whales in the Gulf indicates that the waters and the feeding grounds of fish are still intact. The Gulf remains a major fishing ground where close to 20,000 fisherfolk depend for a living and where hundreds of commercial fishing vessels operate. To protect it is to ensure a sustainable way of life for the people, he says.

Found in Davao Gulf are the sperm whales, pilot whales, the killer whales, the dwarf sperm whales, the Indo-Pacific bottlenose dolphin, Cuvier’s beaked whale, Fraser’s dolphin, the long-snouted spinner dolphin, Risso’s dolphin and the longman’s beaked whale (which is the least studied hence, the least known among whales).

Eight of these 10 cetacean species have been cited by the Committee of Trade of Endangered Species (CITES) to be among the rare and endangered ones. The presence of these whales alone “tells us that this place must be special,” says Tan.
Amid extreme weather conditions that threaten the earth, habitats like the Davao Gulf, where the feeding and breeding grounds are still intact, need to be protected, says Tan.
While the rest of the country, particularly Visayas and Luzon, have been reeling from the onslaught of several natural disasters that hit the country in recent years, Davao Gulf seems insulated, providing “pockets of possibilities” for environment action, said Tan. The WWF recently tied up with the Davao Gulf Management Council (DGMC) in coming up with an environmental sensitivity index (ESI) mapping in the next three years.
ESI mapping will assess the area’s vulnerability to agricultural wastes, industrial effluents and other forms of marine pollutants, taking into account the sustainability of the communities that depend on the Gulf for a living.
Davao Gulf covers a land area of over 8,000 square kilometers bounded by over 600 km of coastline. The gulf, which covers 3,000 sq km of municipal waters that eventually connects to Celebes Sea and the much larger body of water called the Pacific Ocean, has one of the highest biodiversities in Asia, he said.
Distressed
It is also distressed, according to Margie Moran, DGMC secretary general. It’s a major transshipment hub of both international and local vessels, which makes it more vulnerable to man-made disasters like accidental oil spills that happened in Guimaras last year.
Around the Gulf, which is bounded by four provinces, 18 towns and five cities, thrive numerous agricultural plantations, mining and quarry firms that make the Gulf highly susceptible to pollution from domestic and agro-industrial wastes, says Floirendo.
Siltation has also been a problem in the Gulf, she adds.
Tan says the ESI mapping project, funded by the Hong Kong and Shanghai Banking Corp. (HSBC), is among the first steps for the protection of the Gulf, where he hopes private companies will eventually get involved.
The project will come up with high-resolution maps with detailed classification and analysis of the marine and coastal ecosystem in the area, assess the status of existing marine resources and help in the formulation of a sustainable development plan that will ensure the robust health and future viability of Davao Gulf.
Hope
Floirendo says the ESI will provide a database to assist policy makers in decision-making and action. She, however, points out numerous other problems, like lack of political will among officials of towns and cities surrounding the Gulf to enforce marine and fisheries laws, that tend to aggravate the environmental threats that it is facing.
But Leonardo Avila, Davao city councilor who also chairs the DGMC, remains hopeful. Davao city officials, he says, remains committed to make their city one of the most livable in Asia by supporting policies that put more premium on the value of human life, without setting aside agricultural sustainability and viability.
With the recent approval of the aerial spraying ban by the Davao City Council and the increasing attention on watershed protection and development, he expects other surrounding cities and towns to follow.
Avila said the presence of whales in the Gulf indicates that the waters and the feeding grounds of fish are still intact. The Gulf remains a major fishing ground where close to 20,000 fisherfolk depend for a living and where hundreds of commercial fishing vessels operate. To protect it is to ensure a sustainable way of life for the people, he says.

Btw, good news talaga yung sm. tagal ko na tong hinihintay. pero way beyond my expectations pa ang nangyari, kasi expansion lng ng sm dito pero it turned out na may 2 shopping centers pa silang gagawin. if ever they will build another mall in the northern portion on the city, will they name it SM city north davao and will they renaim the old SM, SM city South davao? Duterte bans liquor at Magsaysay Park

PUBLIC parks are for the whole family and must be off limits to liquors and noise pollution.
This is the policy now being implemented by City Mayor Rodrigo Duterte at the Magsaysay Park, which used to be under the Philippine Tourism Authority (PTA).
With the City Government now running the park, Duterte said he does not want any alcoholic beverages to be sold within the vicinity of the park and all the other public parks in the city.
This as he expressed disappointment on how Magsaysay Park was run under the PTA.
"It destroyed the very essence of a public park," Duterte said.
At present, the park is undergoing rehabilitation and repair by the City Government.
Duterte said the park will be for free to anybody and no restaurants or videokes would be allowed to operate inside.
"Kiosks maybe allowed inside," Duterte said.
He said the park is for the family and lovers who wanted to enjoy their time together.
"Let us leave the lovers at peace," Duterte smiled.

Mayor apologizes for delay in new traffic signalization

CITY Mayor Rodrigo Duterte apologized to Dabawenyos for the much delay on the implementation of the new traffic signalization system that costs the city millions of pesos to acquire.
In his television program "Gikan sa Masa, Para sa Masa" Sunday, Duterte said he is giving the implementers of the new system ample time to thresh out the problem besetting the project, saying it could not be solved by his constant ranting.

The City Government has spent P140 million for the traffic signalization system that was installed in 29 intersections within the downtown area.
The new system was first switched on last December 10 but it was put off after causing monstrous traffic due to some glitches.
The traffic agency is presently undertaking phase by phase run in every four intersections.
Gempesaw said presently they only have four intersections in operation.
He said the progress of the first four intersections would dictate how fast the other intersections would follow to be operational.

This is the “White House” of Samal Island. I don’t know the whole legend of the White House, but I know it is legendary on Samal Island. If you ask anyone you see on Samal where the “White House” is, they will tell you where to go to find it. I kept hearing about the place, and decided I wanted to find it, so I asked and it didn’t take long, I found it. Apparently, a foreigner, or half foreigner had lived here many years ago, and that is how it got it’s name. I don’t know anything other than what Samal natives have told me, though. Can anybody fill me in with the entire legend of this historical place? If you know, e-mail me!

Mayor Rodrigo Duterte yesterday directed the Traffic Management Group in the city to arrest and detain drivers who violate the traffic law for six hours. In his weekly television program Gikan sa Masa, Para sa Masa over ABS-CBN, Duterte also ordered the authorities to file the necessary criminal cases against the erring drivers.
To ensure the strict implementation of this order, the mayor has given 30 motorcycles to TMG personnel to chase the drivers through traffic. The most common violation drivers commit, he said, is beating the red light. "These drivers need to be detained so that they will learn a lesson to observe traffic laws in Davao City," Duterte said.
Last January 18, the signal lights for the four intersections from Toril to Quimpo Boulevard cor. McArthur Highway were turned on as a test run after last December’s pilot test ended up worsening the traffic after all 27 intersections were turned on simultaneously. Costing an estimated P140 million, the traffic signalization project is one of the pet projects of Duterte.
The project includes an education and training drive for traffic personnel and drivers to ensure smooth flow of traffic. Meanwhile, Duterte apologized to the drivers and passengers for the inconvenience as the US-based consultants calibrate the traffic lights. "All I asked from the public is patience and understanding and just allow our traffic signalization program to operate since the money we use in this undertaking comes from you," the mayor said.
He assured that everything would be better in the incoming days with regards to the city’s traffic.

DAVAO CITY (MindaNews) – This city has implemented a Combined program of mobile police reinforcement, traffic signalization and re-routing schemes, to further improve local highway security and order amid incidents of car and motorcycle thefts and reports of increasing traffic violations.
To date, some 10,000 drivers have been found to be driving without a license. The city government has deployed more mobile police personnel and Purchased additional motorcycles to add muscle to the traffic management force.
Modern traffic system The city has set up modern systems of traffic signalization and re-routing schemes. Experts in 'traffic systems' are monitoring how the new system would work in the hope of eventually perfecting it. Mayor Rodrigo Duterte, however, has remained realistic. When asked about the system, he said it "cannot be forced, adjustments have to be made from time to time.
Before it can be perfected there has to be (or it has to go through) a process. Several traffic signals have been set up around the city. Re-routing schemes have also been made in the areas around Bankerohan and San Pedro. But Traffic Management Center chief Celso Gempesaw said the system was still in its experimental stage. Duterte said the matter is "better left to the experts," adding, "We will wait for their report, which will be finalized and submitted for approval of the city".
He added these programs are intended to instill discipline among drivers and to solve traffic congestion. Davao City started a rerun of the P140-million modern traffic signalization project on Jan. 18, barely a month a after it was first tried and then suspended due to system lapses.
Motorists complained that it caused traffic jams, instead of easing traffic flow in the city. Instead of simultaneous switch-on of the traffic lights in all 29 intersections, as was done in December, the TMC and project contractor Abratique and Associates decided for a gradual implementation. The new traffic lights have since been put on in four intersections in Matina District.
The contractor will start a P120-million second phase of the project as soon as the first part is fine-tuned, TMC earlier reported. Meanwhile, in the city government's weekly television program "Gikan sa Masa, Para sa Masa" (From the masses, for the masses), Duterte said the Name Traffic Management is a misnomer because mobile police perform other tasks such as arresting violators of traffic rules. He suggested using instead the name Highway Patrol Office.
davaoeagle January 22nd, 2007, 07:49 AM THE economic growth of the Davao Region is projected to hit by 5.5 percent this year with the expected good performances in coconut and tourism industries, the National Economic Development Authority reported. In its projection, the agency said the growth is within the target spelled out in the 2004-2010 Davao Regional Development Plan.
Among the contributing factors to the growth, the report added, is the coconut industry as “production is expected to rise due to good weather conditions” that started in the latest part of 2006. The agency projected that with the enforcement of the Bio-Fuel Act and the high demand for coconut by-products like virgin coconut oil, ordinary coconut oil and other products, the industry will be in a positive swing.
Lornito Orillaneda, regional director of the Philippine Coconut Authority, said that the industry is expected to be boosted by good market prices particularly for copra which can hit P25 a kilogram early this year. At present, the price of copra reaches to about P22 a kilogram. Also, the industry will have a boost with the 1,000 hectare expansion within the year in the region.
Another industry that is worth watching, the report added, is the tourism industry because of the plan of the South Koreans to visit the region. In a press conference last week, Arturo Boncato Jr., former Davao Tourism Association president, said the industry in the region has intensified its promotion to lure more tourists from South Korea and China.
Boncato said in December, several Chinese and South Korean travel agents visited the city to look at its destinations. He hopes the visit will be sustained throughout this year. Boncato also cited the efforts of the Davao Convention and Visitors Bureau to promote the city, and the entire region in general, to foreign market. .
With these efforts, he projected a change in the mix of tourists in the region which has been so dependent on local tourists, particularly corporate people. The growth will also be boosted by the upcoming elections as spending will be expected to increase, although the agency’s regional director, Nicasio Angelo Agustin, said the increase in spending will only be temporary.
But Agustin said the elections will also mean temporary jobs for those who are jobless considering that politicians are expected to hire campaigner. The performance of the region this year will also be influenced by the continued good performance of the Philippine stocks and the decreasing prices of petroleum products.
But the agency warned that what will dampen the economic performance of the region will be the expected slowdown on exports, particularly its top export: banana. This is because the Philippine currency has continually appreciated, “putting a strain on their (exporters) finances.” Another factor that has threatened the banana industry, it added, is the proposed P125 across-the-board daily wage increase which the House of Representatives recently passed.
However, President Gloria Macapagal-Arroyo warned she might veto the proposal, arguing that any issue on wages must be left to the Regional Tripartite Wages and Productivity Board, a regional body composed of the labor, management and government representatives whose task is to determine the minimum wage in the regions.
The banana industry, the agency reported, is also facing the stringent requirements imposed by the biggest markets, particularly Japan. But one biggest factor that is facing the banana industry, at least in the city, is the recent approval by the city council of the ban on aerial spraying. The agency said the three-month phase-out period “is perceived to be not feasible considering the major activities to be undertaken when reconfiguring the plantation from aerial to boom spray.”
It pointed out that the banana companies need to construct access roads and cable lines and put in place other necessary infrastructure facilities in order to adopt boom spraying. This will need a longer time. The agency warned that the imposition of the aerial spraying ban will even mean reduction in hectarage and lesser employees. “The ban also potentially has a spill-over effect to the other areas in the region and even in the whole of Mindanao where a larger portion of banana plantations is located,” it added.

DAVAO CITY (MindaNews) – Davao City Mayor Rodrigo Duterte is reportedly being eyed for the post of national defense secretary. The reports came after Senate President Manny Villar declared that Duterte's grasp of current events and national issues qualifies him to the top defense portfolio.
Villar said this grasp would enable him to formulate the right ideas And vision in addressing security problems. During the ASEAN Summit held in Cebu recently President Gloria Macapagal-Arroyo praised the mayor for the commendable peace and order situation in Davao.
Arroyo added Davao City could serve as a model of good governance which other countries could emulate.. Mayor Duterte is serving as presidential adviser on national security. Meanwhile, Duterte confirmed on Sunday that the Philippine Tourism Authority turned over the management of Magsaysay Park to the city government on Dec.31, 2006.
The mayor said the park would be transformed into an international Tourist spot complete with a skating rink and other facilities for leisure and relaxation. He assured the place would no longer be disturbed by drinking sprees, smoking and noise coming from videoke machines.
