Same here. My first was a blooper. I was so cold all over. We came like real stupid climbers. I brought the wrong things. Second was almost perfect and everything fell into place.

2 Huge Davao Norte Projects Bared

TAGUM CITY — Former Davao del Norte governor Rodolfo del Rosario, who is President Gloria Macapagal Arroyo’s adviser on New Government Centers, has said there are two big-ticket infrastructure projects in Davao del Norte that have been funded for their implementation.

Del Rosario said last week that the two “mega-projects” are the Talaingod-Bukidnon road, which was allocated 1.2 billion pesos and the Saug River Development Project, which was given an appropriation of 700 million pesos.

The Talaingod-Bukidnon road involves the concreting of the existing dirt road network and the opening of new roads that will connect the town of San Fernando, Bukidnon, and Talaingod, Davao del Norte.

Del Rosario said the initial phase of the project, which is the concreting of the road from the circumferential road to the town center in Santo Niño, will be implemented this year.

Del Rosario said that during his tenure as the provincial governor he worked for the conversion of the road to Talaingod from a provincial road to a national road, which is why the national government is funding the upgrading of the existing road network.

The Saug River Development Project, del Rosario said, entails putting up a catchment dam in the Saug river that would solve the perennial flooding in the area. The water in the dam would then be used to irrigate 8,000 hectares of farmlands and the water could also be used for hydro-electric power and also a source of drinking water.

Del Rosario the two projects are part of the “supra-region development blueprint” for the Mindanao mega-region cluster designed to spur economic opportunities in the region. (RG Alama/Philippine Information Agency)
indeed could spur economic opportunities. so davao del norte and bukidon are now closely linked. mega project to thank for. theres also another billion pesos coastal road project ongoing linking davao oriental and surigao. any update anyone

I think most of the Davaoeños are misinformed. The real reason why San Miguel was forced to develop Sta. Cruz instead of Dumoy was not political or graft and corruption. It was environmental. Alam ng lahat na napakatakaw ng tubig ang isang beer brewery. The plant would have drained Davao's precious supply of water. And this information came from one of the Councilors that I've talked to 2 years ago.

waaaahh i miss hiking to shrine hills!!! i lost some excess pounds in just a couple of weeks just by hiking that road at least 4x a week.:) my brother even met Pacman (Pacquiao) once along that road some years ago doing his killer run!

the view along the way is also breathtaking!:)

If you want to commune with nature, but not too keen on looking at the exotic animals of the Crocodile Park, visit its neighbor, the Butterfly House.

The Butterfly House is a large greenhouse, in which plants are not the main attraction. This greenhouse is home to hundreds of colorful butterflies of different species. Visitors, especially children, will surely have fun walking through the spacious grounds.

A feature of the Butterfly House is the Butterfly Farm where butterflies are bred and grown. These butterflies may be bought as pets or to liven up special occassions such weddings and debuts.

yes, kulas... pero lahi-on dapat ang design. I was in S'pore in 2004 and I had the opportunity to marvel at the esplanade theaters. mUrag duha ka durian nagtupad. Pero dili man kaayo durian ang dating sa esplanade, mura siyag microphone nga karaan, cguro kay modern ra kaayo. kana jud untang naay tunok sa durian and DICC. Unya gold or bronze ang color. :)

No idea really. I thought they were looking at the old SPDA headquarters somewhere in Mintal. I also thought it was Department of Agriculture that was going to Davao. But DAR is ok also. More employment opportunities for Dabawenyos, I hope.

not only that... people from the other provinces (include manila in this category) will be forced to travel to Davao for the processing of their papers, etc.... how I wish, neda, depEd, NIA (national irrigation agency), landbank of the philippines, dpwh, ATO, etc... will also transfer their head offices in Davao.... that idle land near the bolton reclamation area can be converted into a government center, imo :cheers:

and by the way, how come we don't have a CARDINAL in Davao.... ATTENTION VATICAN..... i promote na among archbishop to a full-pledge cardinal.... Herr Ratzinger schaut auf DavaoStadt an!!!! :bash:

In Davao, Philippines, Councilor Leo Avila III, an HDIan is leading efforts to save Davao Gulf as Chairperson of the Davao Gulf Management Council, President of the Save Davao Gulf Foundation, Inc. and Head of the Task Force Pawikan Davao. Leo Avila III has become a name in the maritime conservation efforts aside from being a leading City Councilor. He has collaborated with John Ryan Largo, HDI Founder and a United Nations Consultant since 1982 advocating sustainable human development which has greatly influenced his perception of human development issues which he carried when he entered politics.

In late 90s, Largo, as Board Secretary and member of the Board of Directors of the Save Davao Gulf Foundation, Inc., and founding member of the Davao Gulf Management Council invited Avila to join SDGFI's Board of Directors. Likewise as the Chief of Staff of the Group Squadron 1 Philippine Coast Guard Auxiliary Southeastern Mindanao (PCGASEM) recruited Leo to become an officer. When the Founder left his post at SDGFI and at the Philippine Coast Guard Auxiliary to concentrate on international activities, he positioned Avila to take a lead role in both organizations. It is worthwhile to note that the Davao Gulf Management Council, established in the late 90's that continues to benefit people today is the very idea of the HDI Founder whom he worked painstakingly to establish with Margie Moran Floirendo, the SDGI President that time and the Commanding Officer of the Group Squadron 1 PCGASEM in which Largo was a Secretary and member of the Board of Directors and the Chief of Staff respectively.

Today Avila III is spearheading the work towards sustainable management at Davao Gulf, Philippines, aimed at enhancing people's lives without jeopardizing the ability of the gulf to sustain marine life.

TASK FORCE PAWIKAN DAVAO (TFPD)

Since its creation in 2003, TFPD has been actively and effectively functioning, implementing its programs to conserve and protect marine turtles within the territorial jurisdiction of Davao City . It is engaged in recovery and tagging, as well as the rescue of illegally captured and detained marine turtles. For the year 2005 alone, fifteen (15) marine turtles has been tagged and more than twenty (20) were released back into their habitat.

The hatchery program and the releasing of hatchlings into their habitat is a vital component of the program. The hatchery facility has a very high percentage of incubation and hatching marine turtle eggs. Thus far, there have been high results. Last June 30, 2005 a local fisherman, Peter Tabanao, turned-over to the TFPD 169 Hawksbill eggs which were laid in Talicud Island of Samal. Based on the fisherman's account, the eggs were recovered from local residents in the island who were about to cook and eat the eggs but decided to handover the eggs after being warned of the possible consequences.

The eggs were transferred to the Pawikan Sanctuary Hatchery in Punta Dumalag for incubation. By August 29, 60 days after, hatchlings started to emerge from the artificial nesting chamber. Out of the 169 eggs, 155 hatchlings emerged and released two (2) hours later.

Rehabilitation efforts also continue, attending to wounded, weak and ailing marine turtles which are found unfit for release and in need of medical treatment. Right now, efforts are being done to construct a concrete temporary shelter and design for a permanent Repository Facility in the Pawikan Sanctuary at Punta Dumalag.

The program has gained popularity and the support of many people, thereby prompting the interest of schools and organizations that extend support by way of conducting Coastal clean-up and Mangrove planting activities in the Pawikan sanctuary area.

Mindanao listed as most productive area in RP, bank executive says
by Prix D Banzon

Davao City (26 January) -- One Network Bank (ONB) President Alex Buenaventura bared that since Mindanao is the most productive area in the country ONB has anchored its lending services to agri producers of Mindanao.

He said the real winners in agriculture are banana, pineapple, rubber and palm oil.

"It has made good showings in the world market and the prices are really good," he said.

However he said that rubber needs further studies because it might be affected by "pole vaulting". Right now it has no direct link yet with the buyer unlike banana and pineapple.

He said in the case of banana, it is covered by a longer term contract buyer and it passes through a process from the producers to the buyer.

Buenaventura meanwhile said that agri credit is agri-productivity base and has to be tied up with a long-term production agreement.

To ensure success, the bank has employed a credit technician. It is very critical to ensure productivity, he said.

The ONB's credit facility schedule for agricultural products is set as follows: P25,000 per hectare for rice, P18,000 for cassava, P160,000 per hectare for pineapple, and P430,000 per hectare for bananas.

The entry of ONBs giving credit to farmers also did well and right now the bank is finalizing agreement to finance some 600 hectares of cassava and 300 hectares for pineapple.

Their current exposure to banana in Davao del Norte covers 1,000 hectares with loan exposure of P430 million and an expansion of P250 million set for this year. (PIA XI) [top]

LEADING a community means finding out ways and learning from others for this innovative Davao-based community leader and businessman.

Davao Tourism Association (Data) president Angel Puentespina, a certified agricultural engineer from the Ateneo de Davao University, believes that service to humanity is the best work in life and that venturing into any business requires some degree of boldness.

"When you lead a company, you must be ready for the challenges and you must know how to accept the failures, the most difficult part in engaging into business is making the first step and I think the first bold step is the bravest step a person could do," Puentespina said.

He added that it's a nice feeling when you start from nothing and you see the improvement after you went through the whole process of putting up a business--from research, development, and production.

Puentespina, 45, who hails from Davao City, describes himself as an industrious and patient man who can get along with anybody -- a requirement for a thriving business, he said.

He also believes business success can be achieved through a thorough understanding of one's undertaking.

"I believe in survey, analysis, planning, and when you are there, engage yourself into the business and know also how to evaluate yourself," Puentespina said.

Puentespina said that being a businessman, one should be ready for the challenges it will cause. He said challenges indeed could make a businessman stronger and more innovative.

"Economic crisis is beyond our control. In our case, one of the challenges we have encountered are natural calamities, which affected our infrastructures," Puentespina said referring to the cutflower project of the Puentespina Garden.

He added that using mechanical means is one of the ways they performed in order to survive.

Becoming the president of this high-profile tourism organization, he said, he intends to learn from those who led the group before him.

"I need to survey because when you're a leader, it doesn't mean that you already know everything, you must find out the ways and learn from others," Puentespina said, adding that by gathering some small things, you can be able to make big things out of it.

Aside from Data, Puentespina is also active in the Philippine Society of Agricultural Engineers and the Davao Jaycees Incorporated.

In fact, he is also the incoming president of the Davao Jaycees Senate and intends to lead this civic organization and make this really relevant to the needs of the whole Jaycee community.

When queried on how he sees himself three to five years from now, Puentespina said he is comfortable with the thought that he has positioned his business interests and his company such that it will carry on the tradition of excellence they have worked hard to achieve.

ONB PLAN: 25 more branches in 5 years

ONE Network Bank (ONB) is planning to open 25 branches in the next five years and the number as it wants to hit 90 branches by then\ Alex Buenaventura, bank president, said the bank is opening up five branches a year with the first branch to be opened in March in front of its main office in Sasa.

This branch will be its 65th. He said the bank capital will hit P2.7 billion in five years, but the bank will continue to be rural bank with commercial bank powers. A commercial bank has a capital of P2.4 billion. Its capital by end 2006 ended at P903 billion. Buenaventura said the bank even wanted to implement more branches in a year, but the Bangko Sentral ng Pilipinas has limited the bank to five branches a year.

“We go into where agricultural companies are expanding. So there is value-adding there,” said Buenaventura, explaining the strategy of the bank in opening up more branches. Another move in opening up branches is that the bank offers commercial bank products like clearing of checks and automated teller machine accounts.

This has allowed big businesses in an area, even if it is remote, to patronize the bank. “We get the big businesses in the area,” he said He cited as an example Maragusan, a remote town in Compostela Valley. Before the setting up of branch in Maragusan, traders in the town had to go to Tagum City for their transactions, spending time and money in the process.

Now, they just have to go to the branch of the bank in the area. The bank was the first rural bank to get a clearance from the Philippine Clearing House Corp. to clear checks. Buenaventura said the bank has maintained its profitability as it continues to build more branches in Mindanao, registering 58 percent as of end 2006 to P245 million.

The upsurge in profits was realized after teachers of the Department of Education started paying their loans, said Buenaventura. The bank and the government agency signed a memorandum of agreement so that the 38,000 teachers can obtain loans from the bank on lower interests compared with the usual usurers. Bank officials said they will continue branching out to so-called growth areas in Mindanao.

“We still continue expanding in Mindanao, there are so many growth areas, because we have identified more than 25 growth areas,” he said. In setting up a branch, the bank needs P7 million and the bank can set up a branch even every month without encountering capital expenditure problems because its profits are more than the needed capital.

Buenaventura said the bank aims to saturate Mindanao with its branches by providing its clients in the island products that are normally offered by big commercial banks. The bank has already applied for foreign currency deposit unit so it can accommodate dollar accounts.

DAR to relocate central offices to Davao

DAVAO CITY (MindaNews/25 Jan) – The Department of Agrarian Reform will relocate its national offices from Quezon City to Davao starting next week, Agrarian Reform Secretary Nasser Pangandaman said.

Pangandaman said the move is based on a directive by President Arroyo in her State of the Nation Address, wherein she revealed her plan of developing Mindanao as a super-region focused on agri-business.

Pangandaman said it could help the department focus on Mindanao, home of around 40 percent of the total land area the DAR intends to acquire and redistribute in 2007.

DAR announced around 1.5 million hectares of land it intends to acquire and redistribute, two years before its extension of 10 years would end in 2008. Pangandaman said he is optimistic the government would extend the program for at least seven years.

The 10-year Comprehensive Agrarian Reform Program (CARP) was created by the enactment of RA 6657 in June 1988. When the law expired in 1998, and with the government not even halfway through the program, Congress passed RA 8532, which extended the program for another 10 years.

Pangandaman said the department is pushing for more development projects, including a convergence program with the Department of Agriculture, which aims to develop 10 million hectares of upland areas. They targetted to develop 2 million hectares in 2007.

The move, Pangandaman said, would be a big help for farmers and beneficiaries in Mindanao because it would mean DAR would have a hands on approach in the island.

He said DAR's regional office will be retained as the over-all set up of operations would be kept intact.

Pangandaman said all of DAR's national offices, including the office of the secretary, will transfer "as soon as possible". DAR's office in Elliptical Road in Quezon City will become a satellite office and will house the regional offices of Southern Tagalog.

He projected around 1,000 employees relocating to Davao but said they will first look at volunteers who would be willing to swap jobs and thus minimize relocation.

Pangandaman said they have a problem of looking for a big space for rent to accommodate their offices, but pointed out they are discounting any huge expenses in the transfer.

In the meantime, DAR will occupy a portion of the Southern Philippines Development Authority (SPDA) office, he said.

President Arroyo originally intended to transfer the Department of Agriculture to Mindanao, according to Presidential Adviser of New Government Centers Secretary Rodolfo del Rosario.

Del Rosario said, as quoted by the Philippine Information Agency, that instead of DA being relocated to Davao, which was originally planned, it will instead be the DAR.

Pangandaman said the DA would be transferred to Baguio City in Northern Luzon, which is another area pitched by the government to be an agriculture haven.


PIA reported that Mindanao, being the food basket of the country, was the original choice. Del Rosario said, however, that it does not really need the DA here due to its typhoon free condition.

Davao group hosts 1st National Bio-Fuels Caravan final leg

Davao City (26 January) -- The Clean Cities Davao Coalition (CCDC), Inc., an advocacy arm for alternative fuels of the city government of Davao will play host to the final leg of the First National Bio-Fuels Caravan in Davao City next month.

Atty. Ricardo Mamparo, CCDCI president said the caravan which takes off in Pagudpud, Ilocos Sur on February 4, 2007 will end in Davao City with a contingent of twenty participating partners and advocates of alternative fuels.

Mamparo said the final leg of the caravan on February 13, 2007 will be capped by a motorcade in major thoroughfares of Davao City, induction of new members and a press conference to be held at the NCCC Activity Area.

Highlighting this momentous event is the participation of Ms. Earth Philippines-Fire, Ms. Catherine Untalan during the motorcade, he added.

Participating in the 10-day caravan are officers and members of Philippine Council of Clean Cities Coalition (PCCCC), Sustainable Environment Development Program (SEDP), Fuels for Life Movement, Fuel Ethanol Alliance and the Clean Cities Davao Coalition.

DSWD national finance gab set in Davao

Davao City (26 January) -- The social welfare department (DSWD) conducts its Financial Management Conference-Workshop from January 28 until February 3 at Marco Polo Hotel.

Director Ester Acebedo-Versoza of DSWD said the weeklong event will open Sunday with some 150 accountants, budget officers, cashiers and bookkeepers from DSWD national and 16 regional offices, and DSWD-ARMM.

Versoza said participants also include two COA auditors as well as the finance team of DSWD special projects like KALAHI and PODER. She said undersecretary for general administration and support services Luwalhati F. Pablo is keynote speaker while assistant secretaries Mateo Montaño and Florita Villar shall also grace the event.

In a media briefing during the Kapihan sa Kapitolyo Thursday (January 25), Landbank Vice President Regional Head Joselito Guttierez briefed the Tagum media on Landbank's E-card.

The said card allows one to access his account anytime of the day with a maximum withdrawal of P30, 000 daily while it can also be used as a debit card for Express Payment Systems.

Besides this common purpose, the card also contains biometric information of the holder, which makes it a valid identification card for important transactions. "By merely using its ID magstripe or bar code, any member can easily access his records with the bank," he added.

Lastly, what makes the card most attractive to users is it capacity for real time crediting of salaries.

In order to lessen the worries of e-card holders in withdrawing money thru ATM, the city government of Tagum has requested for the establishment of one ATM machine within the city hall premise.

This was immediately acted upon by Landbank and will soon open for operation, in time for the activation of the employees' e-card.

Meanwhile, Tagum city mayor Rey Uy clarified that the ATM machine in the city hall is also open for all Landbank members although it is initially built to prioritize the needs of the city employees. (PIA XI)

Davao City council okays controversial aerial-spraying ban

DAVAO CITY — Members of the city council passed last Tuesday on third and final reading the long-debated controversial ordinance imposing a ban on aerial spraying over banana plantations in Davao City.

At the same, the council approved the accompanying Davao City Watershed Management Code.

The ban on aerial spraying was expected as it has been the advocacy of Mayor Rodrigo Duterte.

It was approved on second reading last week and sailed through third reading with no more floor debate.

Banana plantations, under the new ordinance, are given three months to shift to other modes of applying pesticides on their banana plants.

The Davao City Watershed Management Code, Councilor Ricardo Cabling said, manifests the Dabawenyos’ effort to protect and preserve the environment, the forest reserves and the watershed areas which are slowly getting smaller due to invasion by various groups and enterprising individuals who either construct dwellings or develop plantations in these areas.

Cabling said the code seeks to protect the watershed areas of the city which are the main sources of Davao’s water supply.

"We need to protect our watershed areas to ensure that we have good water source for the next generation," he said.

City planning and development office head, Engineer Mario Luis Jacinto, is recommending an integrated, grassroots education for the protection of the eight watershed areas of the city to ensure the sustained effort to protect and preserve them.

Jacinto said the critical watershed areas should be protected and conserved and communities should work as a team for the rehabilitation activity.

"Every barangay in the city has elementary schools but not all have secondary schools, so the need to educate elementary grade pupils is also necessary. In areas where secondary public schools exist, watershed education must be included so that the young generation woud be aware of watershed protection," he added.

Meanwhile, it was reported that fresh banana remains on top of the export products of Davao Region, accounting for 80 percent of the region’s total export receipts.

The Region 11 office of the National Economic Development Authority (NEDA) said export receipts reached .83 million (R146.5 million) during the first semester of 2006, representing a 7.5 percent growth over the previous year.

RP mulls holding Asean meet in Davao

After drawing flak from some foreign delegates for its failure to come up with a “perfect” venue in the recently concluded summit in Cebu province, the Philippine government is reportedly planning to hold in Davao the upcoming Association of Southeast Asian Nations (Asean) Ministerial Meeting and its regional security forum to be attended by more than 16 dialogue partners that include the United States, Russia, China, Japan, South Korea, Australia, European Union and North Korea.

Sources yesterday said the Arroyo administration wants to showcase a supposedly stable peace and security situation in the Mindanao region through Davao, which is described as one of the country’s progressive cities.

“It is strongly being considered by Malacañang,” one of the sources said, adding the Palace wants to hold the meeting in the posh dive resort in Pearl Farm on Samal Island.

Sources stressed the Philippines’ hosting of the 40th Asean Ministerial Meeting (AMM) and the Asean Regional Forum

(ARF) on Aug. 2 intends to allay the international community’s fears of terrorism in southern Philippines.

The US reportedly has no objection to hold the meeting in Davao, they added.

Sources, however, said the Department of Foreign Affairs is apprehensive over the plan because Davao may not be able to accommodate a huge foreign delegation as it lacks adequate meeting facilities and a convention center.

One of the issues to be discussed in the meeting are North Korea and other security issues in the region.

The Asean experts and eminent persons group are also scheduled to present in the ARF an assessment report on Northeast Asia Security.

A breakthrough in the peace talks between the Philippine government and the secessionist Moro Islamic Liberation Front may also be announced at the sidelines of the AMM.

The Philippines will also turn over the chairmanship of the Asean standing committee to Singapore.

Asean is composed of the Philippines, Malaysia, Indonesia, Thailand, Singapore, Brunei, Vietnam, Cambodia, Laos and Myanmar.

Earlier, Australia, Canada and the United Kingdom discouraged their citizens from traveling to Cebu City and other parts of Mindanao, warning of possible terror attacks.

The military has claimed foreign terror groups were assisting local insurgents to carry out attacks.

A DNA test carried out by US investigators confirmed that a body recovered in December on Sulu in Mindanao belongs to al-Qaeda-linked Abu Sayyaf Group leader Khadaffy Janjalani. He was killed during an encounter with Philippine troops in Sept. 4.

Another top ASG leader, Abu Solaiman, was also killed by the military last week.

Janjalani and Solaiman masterminded the abduction of 21 mostly foreign tourists from the Dos Palmas island resort in Palawan in 2001 which resulted in the deaths of two Americans.

PetroEnergy group to spend $22.5M for drilling project

The Department of Energy last month launched the Philippine Energy Contracting Round 2006 (PECR), a venue for interested investors to bid for the right to explore and develop nine petroleum blocks, 14 coal prospects and three geothermal sites located all over the country. For petroleum exploration, the DoE has identified nine areas spanning 71,357.3 square kilometers for development, including Cagayan, Central Luzon, two blocks in Mindoro-Cuyo, three blocks in East Palawan, Visayan Basin and Agusan-Davao.

For coal, the DoE is offering 14 sites with a total resource potential of 421 million metric tons for exploration, development and production. Energy Undersecretary Guillermo Balce said in an earlier interview that each site would be composed of three blocks, with each block spanning 1,000 hectares.
The sites are in the provinces of Quezon, Negros Occidental, Cebu, Surigao del Norte, Surigao del Sur, Agusan del Sur, Davao Oriental and Zamboanga Sibugay.

Palau, Philippines To Expand Air Service Deal

KOROR, Jan 25 Asia Pulse - Palau has agreed to expand its air service agreement with the Philippines, in a move which will open up flights to Cebu, Philippines and eventually to the Federated States of Micronesia (FSM).

Edward Pagunsan, Undersecretary of the Philippines Department of Transportation and Communications, who led the delegation said the Palau panel which was headed by Trade and Commerce Minister Otoichi Besebes accepted the expansion proposal. ADVERTISEMENT



Mr Pagunsan said since there is an existing aviation agreement between the two governments, the proposed expansion will be sent through diplomatic channels and can be signed even without the presence of the representatives who attended the exploratory talks.

Marianas Variety reports under the amendments, flights coming in from the Philippines to Palau would be increased.

Although the amendments have not been finalized yet, Palau also agreed to allow any Philippine based airline to utilize Koror as a hub en route to Yap or any of the Federated State of Micronesia (FSM) islands. Mr Pagunsan said the expansion would also increase the number of tourists coming from Davao, Cebu and Manila.

Mr Pagunsan said the Philippine panel also proposed a 5th air freedom which means a Philippine carrier will be allowed to fly beyond Palau. Asian Spirit, the Philippine carrier flying a Koror-Davao route was interested to add a FSM or Yap flight to the route.

Asian Spirit said Yap has a lot of tourism potential and Asian Spirit could provide a reasonable air fare and at the same time travel to that part of Micronesia coming from Palau will be faster. But before Asian Spirit can fly the Palau-FSM route though, a bilateral air service agreement has to be forged first between the Philippines and FSM government.

The Palau-FSM route could also be used to get foreign workers from Asia to the island without having to go through Guam. Guam requires transit visas to foreign workers from Asia.

At present, Asian Spirit flies three times a week between Koror and Davao City. The airline also announced earlier that it would open a Koror to Cebu city route.

New gov’t firm to manage Diwalwal resources

THE government plans to form a corporation that will manage the mineral resources in the Mount Diwalwal gold-rush area in Mindanao and then offer shares of the company to the public to generate funds for the operation, Economic Planning Secretary Romulo Neri said Monday. The corporation could be a spin-off of Natural Resources Mining Development Corp. (NRMC), a unit of the Department of Environment and Natural Resources, Neri said.

According to initial estimates, around P50 billion worth of gold may lie in just a part of the 7,000-hectare Diwalwal reservation in Davao province, he said.
Copper and other mineral resources may also be found in Diwalwal, he added.
“An initial public offering may be the best route” for generating investments for the Diwalwal operation, Neri said. He said the plan was to use government-owned Development Bank of the Philippines and Land Bank of the Philippines as financial advisers in setting up a corporation that would eventually go public.

Neri said that to attract investments in perceivably risky projects, such as mining in formerly conflict-torn Diwalwal, the government should take charge of operations and clear out all hindrances. Once operations become smooth and profitable, then investments would start pouring in, he said. “Government should not be doing this for long,” added Neri, who is director general of the National Economic and Development Authority. “It is only supposed to jumpstart a business and, later on, give this up to the private sector.”

Neri said that with questions on rights over Diwalwal now cleared and violence in the place addressed, investing in exploration projects in the area could be promoted. In the 1980s, about 30,000 people engaged in illegal small-scale mining in Diwalwal. Large mining companies were reported to have claims on parts of Diwalwal, which further fueled conflict. The Supreme Court later ruled that mining in the Diwalwal Mineral Reservation Area was within full control of the executive branch of government.

The NRMDC had earlier suggested looking for a joint-venture partner to mine in Diwalwal. It estimates that the site may have a mine life of 20 years. The NRMDC said investments from Australia, China, and the United States could be expected to come after mining operations had begun. I have gathered some of the best whatever it is Davao can offer and I am sharing them with you. Most of these "bests" are a compilation of my favorites and that of my friends. When we did this it was a lot of fun and yes I also discovered things that I did not know about Davao. So I guess this is for all of us.

And oh if you do not know where these places are, ask any Dabawenyo, they will know.

i just hope local government executive will sit down with tourism players to work hard in lobbying for this. its a great show of confidence in davao's capability by the president. hope davao will not slip this opportunity away and address this early, problems and concerns, politcs are raising in this news article.

After drawing flak from some foreign delegates for its failure to come up with a “perfect” venue in the recently concluded summit in Cebu province, the Philippine government is reportedly planning to hold in Davao the upcoming Association of Southeast Asian Nations (Asean) Ministerial Meeting and its regional security forum to be attended by more than 16 dialogue partners that include the United States, Russia, China, Japan, South Korea, Australia, European Union and North Korea.

Sources yesterday said the Arroyo administration wants to showcase a supposedly stable peace and security situation in the Mindanao region through Davao, which is described as one of the country’s progressive cities.

“It is strongly being considered by Malacañang,” one of the sources said, adding the Palace wants to hold the meeting in the posh dive resort in Pearl Farm on Samal Island.

Sources stressed the Philippines’ hosting of the 40th Asean Ministerial Meeting (AMM) and the Asean Regional Forum

(ARF) on Aug. 2 intends to allay the international community’s fears of terrorism in southern Philippines.

The US reportedly has no objection to hold the meeting in Davao, they added.

Sources, however, said the Department of Foreign Affairs is apprehensive over the plan because Davao may not be able to accommodate a huge foreign delegation as it lacks adequate meeting facilities and a convention center.

One of the issues to be discussed in the meeting are North Korea and other security issues in the region.

The Asean experts and eminent persons group are also scheduled to present in the ARF an assessment report on Northeast Asia Security.

A breakthrough in the peace talks between the Philippine government and the secessionist Moro Islamic Liberation Front may also be announced at the sidelines of the AMM.

The Philippines will also turn over the chairmanship of the Asean standing committee to Singapore.

Asean is composed of the Philippines, Malaysia, Indonesia, Thailand, Singapore, Brunei, Vietnam, Cambodia, Laos and Myanmar.

Earlier, Australia, Canada and the United Kingdom discouraged their citizens from traveling to Cebu City and other parts of Mindanao, warning of possible terror attacks.

The military has claimed foreign terror groups were assisting local insurgents to carry out attacks.

A DNA test carried out by US investigators confirmed that a body recovered in December on Sulu in Mindanao belongs to al-Qaeda-linked Abu Sayyaf Group leader Khadaffy Janjalani. He was killed during an encounter with Philippine troops in Sept. 4.

Another top ASG leader, Abu Solaiman, was also killed by the military last week.

Janjalani and Solaiman masterminded the abduction of 21 mostly foreign tourists from the Dos Palmas island resort in Palawan in 2001 which resulted in the deaths of two Americans.

Palau, Philippines To Expand Air Service Deal

KOROR, Jan 25 Asia Pulse - Palau has agreed to expand its air service agreement with the Philippines, in a move which will open up flights to Cebu, Philippines and eventually to the Federated States of Micronesia (FSM).

Edward Pagunsan, Undersecretary of the Philippines Department of Transportation and Communications, who led the delegation said the Palau panel which was headed by Trade and Commerce Minister Otoichi Besebes accepted the expansion proposal. ADVERTISEMENT



Mr Pagunsan said since there is an existing aviation agreement between the two governments, the proposed expansion will be sent through diplomatic channels and can be signed even without the presence of the representatives who attended the exploratory talks.

Marianas Variety reports under the amendments, flights coming in from the Philippines to Palau would be increased.

Although the amendments have not been finalized yet, Palau also agreed to allow any Philippine based airline to utilize Koror as a hub en route to Yap or any of the Federated State of Micronesia (FSM) islands. Mr Pagunsan said the expansion would also increase the number of tourists coming from Davao, Cebu and Manila.

Mr Pagunsan said the Philippine panel also proposed a 5th air freedom which means a Philippine carrier will be allowed to fly beyond Palau. Asian Spirit, the Philippine carrier flying a Koror-Davao route was interested to add a FSM or Yap flight to the route.

Asian Spirit said Yap has a lot of tourism potential and Asian Spirit could provide a reasonable air fare and at the same time travel to that part of Micronesia coming from Palau will be faster. But before Asian Spirit can fly the Palau-FSM route though, a bilateral air service agreement has to be forged first between the Philippines and FSM government.

The Palau-FSM route could also be used to get foreign workers from Asia to the island without having to go through Guam. Guam requires transit visas to foreign workers from Asia.

At present, Asian Spirit flies three times a week between Koror and Davao City. The airline also announced earlier that it would open a Koror to Cebu city route.

The Department of Energy last month launched the Philippine Energy Contracting Round 2006 (PECR), a venue for interested investors to bid for the right to explore and develop nine petroleum blocks, 14 coal prospects and three geothermal sites located all over the country. For petroleum exploration, the DoE has identified nine areas spanning 71,357.3 square kilometers for development, including Cagayan, Central Luzon, two blocks in Mindoro-Cuyo, three blocks in East Palawan, Visayan Basin and Agusan-Davao.

For coal, the DoE is offering 14 sites with a total resource potential of 421 million metric tons for exploration, development and production. Energy Undersecretary Guillermo Balce said in an earlier interview that each site would be composed of three blocks, with each block spanning 1,000 hectares.
The sites are in the provinces of Quezon, Negros Occidental, Cebu, Surigao del Norte, Surigao del Sur, Agusan del Sur, Davao Oriental and Zamboanga Sibugay.

events like this should not be taken for granted. we are capable of holding such a big event if the national government would help Davao by giving budget for infrastructures and facilities for the meet. we showed to the neigboring countries that we have the capacity to hold big conventions and one evidence of that was the 2006 Asean Tourism Forum. in fact, there were no delays of that convention unlike in Cebu because of the inevitable tropical depression; davao is a typhoon-free city and and of the less-polluted cities in Asia. why not build a davao international convention center like in cebu right?

Yes Franz, Davao will build a huge convention centre but it might be too huge to be finished in 6 months. We don't want to do it "run-of-the-mill' to avoid slip ups in the event itself. Pastor ACQ is building one I guess. There was news like this floated sometime by who was it....i don't remember now.

I think these 2 leaders confer with each other in matters about Davao development. ACQ is also the spiritual advisor of the mayor and I'm pretty sure they sometimes touch on the dev't issue.

Mintal is the realization of the plan to develop a Educational and R & D District of Davao. Di ba nauna na dyan ang BPI or Bureau of Plant Industry, UP Min, Phil Sci High Min, Holy Child College, Philippine Coconut Authority Training Centre and others. St. Paul was rumored to set up a campus there but it's now building it Riverfront Corp City. New Erea College was also in the list.


Ateneo Regional Univ on the other hand will be utilizing a 150 hectare property in Toril close to Villa Mercedes Village. The Jesuits have started tree planting in the area and are just waiting for the funds to jumpstart the huge project.

There's a plan to make a ramp from Marco Polo to ADDU passing thru ALDEVINCO. Aldevinco will be demolished to give way to a corporate centre that will cater to business needs of Marco Polo hotel guests. ADDU in Roxas will be dedicated to College of Law and School of Business and Governance thus the link to Marco Polo who plans to tap foreign studes taking masterals or doctorals in ADDU.

yes, kaya nga may barrio pampanga di ba na napakalaki? Lately nga parang ginawa na siyang 186th (not sure though) barangay in Davao City sa laki. Mga barkada ko na may roots sa Pampanga ay nandyan.

ako din yoong childhood friend ko (saka mga brods nya) mga pampangos din barkada ko silang lahat.. that's what i really like in davao, melting pot sya ng different linguistic groups at tribes... let me enumerate some: batanguenos, quezonians, capangpangans, ilocanos, ilongos, zambalenos, warays, and not to forget our dear brothers from Cebu and Bohol .... (pls. add) ... perhaps the next title and theme of this thread .. should be Davao, The Little Philippines :cheers:

my dad was an ilokano-kapangpangan. he and my lolo came to mindanao in the 50s due to brigido valencia. valencia was a governor of pampanga that time and awarded a logging concession by magsaysay. i would say a lot of them came here via those logging concessions in the 50s.

sa buhangin na? i'd say buhangin is a fast growth area. in 30 years, from a sleepy and rebel infested district, so much have changed. that area in the gym was where the old palengke was. towards the late 70s, the diversion road spurred those changes.

Eaga shows clear signs of growth

CEBU CITY -- Leaders of the four-country grouping called Brunei Darussalam-Indonesia-Malaysia-the Philippines East Asean Growth Area (BIMP-Eaga) are seeing encouraging signs of growth in the sub-region as government and private sector players rev up efforts to make Eaga flagship programs and projects moving.

At the recently held third BIMP-Eaga Leaders Summit in Cebu, BIMP-Eaga leaders, Sultan Haji Hassanal Bolkiah of Brunei, President Susilo Bambang Yudyohono of Indonesia, Prime Minister Abdullah Ahmad Badawi and President Gloria Macapagal-Arroyo of the Philippines noted achievements in the BIMP-Eaga Roadmap to Development 2006-2010, saying that signs are clear that the sub-region will accelerate growth over the next medium term.

In a joint statement, the leaders said they were encouraged with the progress achieved in the implementation of the BIMP-Eaga Roadmap to Development 2006-2010, particularly the initiatives to facilitate the accelerated implementation of the flagship projects.

At the summit, Dato Seri Syed Hamid Albar, standing chair of the BIMP-Eaga Signing Ministers, presented to the leaders the accomplishments in the BIMP-Eaga roadmap over a 12-month period of implementation as well as status of compliance to the leaders' directives during the 2nd BIMP-Eaga Leaders summit in Kuala Lumpur, Malaysia last December 2005.

Among the major breakthroughs cited were the initiatives taken by the energy, transport and CIQS or customs-immigration-quarantine-security sectors.

Last year, Filipino-Russian join venture Mosphil Aero launched its regular flight between Zamboanga City in the Philippines to Sandakan in Sabah, Malaysia and this was followed by Sriwijaya Airlines launching its own flight between Manado in North Sulawesi and Davao City.

Shipping service between the municipality of Glan in Sarangani and Bitung via Tahuna Islands in Indonesia was also launched in October.

To strengthen trade facilitation, the BIMP-Eaga CIQS Task Force was also formed in August last year with the assistance of the Asian Development Bank and the German Technical Cooperation. Philippines and Malaysia have also conducted two Joint Border Patrol Exercises to strengthen security in the common maritime border areas.

Other accomplishments cited include the signing of the joint venture agreement on the BIMP-Eaga Halal Poultry Project, palm oil industry project investment expansion in Malaysia, preparation of the energy action plan, development of tourism packages and marketing materials for BIMP-Eaga, completion of the BIMP-Eaga Database on cross-border trade, investment and tourism and the holding of the 1st BIMP-Eaga Chief Ministers, Governors and Local Governments Forum in Kota Kinabalu, Malaysia.

The leaders stressed prioritization of all BIMP-Eaga flagship projects. They also directed Eaga ministers and senior officials to intensively pursue, monitor and review the implementation of all the programs and projects in order to ensure attainment of the BIMP-Eaga development goals and targets set forth in the roadmap.

The BIMP-Eaga roadmap's ultimate goal over the next five years is to "narrow the development gaps across and within the Eaga member countries as well as across the Asean-6 countries."

This, as BIMP-Eaga, after suffering a backlash from the 1997 financial crisis, is currently gearing towards broadening economic links not just within the sub-region but also to external markets in Asean.

Within the five-year period, BIMP-Eaga stakeholders are hoping to achieve 10% increase in intra-trade and investments among Eaga focus areas and 20% increase in tourism movement within the sub-region by 2010.

Created in 1994, BIMP-Eaga is a four-country grouping collectively pursuing sub-regional economic growth. With an estimated 50 million people spread out across 1.5 million square kilometers of land in four countries, the BIMP-Eaga is Asia's largest sub-regional cooperation. (Medco)
