REGINA -- City council in Regina has voted in favour of working with a private-sector partner to build, finance and maintain a new football stadium in the city's downtown.
The stadium is part of a proposed $1-billion redevelopment that would also include housing, retail and commercial projects.
Construction could start in 2013, with the completion date set for 2016.
City administrators will spend the next year crafting a request for proposals.
Council heard Monday that 19 local, national and international companies are interested in looking at a partnership to help build a new home for the Saskatchewan Roughriders.
Mayor Pat Fiacco (fee-AH'-koh) says the partnership would prevent the city from taking on all the risk of cost overruns and other unexpected problems.
As all know it's not set in stone yet. l just say it will be a win any day of the year when it's all said and done.

City of Saskatoon kills proposed wind turbine project at landfill

The city has put an end to the controversial proposed wind turbine project at the Saskatoon landfill.
The city received only one bid at $6.35 million, close to $2 million over budget. It would still make a profit but “the rate of return is not enough,” the city said Friday in a press release.
“This is disappointing, for sure,” said Kevin Hudson of Saskatoon Light and Power in the release.
“It’s difficult to explain the reasons for the lack of proposals submitted, but perhaps, and despite our conservative estimates, the safety expectations the city has in place are so stringent the marketplace cannot meet them at this time in a cost-effective manner.”
The city has spent more than $500,000 studying the project, which it has maintained would be economically viable and cause no adverse health effects. An opposition group has claimed the project is being built in the wrong place and that there are potential health effects.
“This proposal is a high-end solution that comes with a high-end price tag,” said utility services manger Jeff Jorgenson.
“Although the cash flow for the proposed wind turbine would still be positive for the (city), the project is no longer considered to be a good financial investment.”

House prices in Saskatoon edged up in the fourth quarter of 2011, according to brokerage firm Royal LePage.
Its House Price and Market Forecast Survey shows year-over-year house prices in Saskatoon increased slightly across all three housing types surveyed, due mainly to low interest rates helping motivate buyers to enter the market.
An average standard two-storey home rose 2.6 per cent year-over-year to $368,750, a detached bungalow increased 0.9 per cent to $334,250 and a standard condominium sold for an average price of $232,333 — a 3.3 per cent year-over-year increase.
Nationally, it said in the fourth quarter of 2011 the average price of a standard two-storey home was $375,427, up 4.2 per cent from a year earlier. The average rate of a detached bungalow was up 6.1 per cent to $344,392, while condominiums gained 3.6 per cent to $234,680.
The company’s forecast called for prices across the country to rise 2.8 per cent by the end of 2012, after stronger gains last year.
“Widespread calls for a major real estate correction in 2012 simply can’t be justified,” Royal LePage CEO Phil Soper said in a statement. “The industry has significant momentum entering the year, and buoyed by the stimulative effect of very low interest rates, we expect the market to continue to expand — albeit at a slower pace.”
Meanwhile, Statistics Canada reported Thursday its new housing price index rose 0.3 per cent in November, following on a 0.2 per cent increase in October, and was up 2.5 per cent year-over-year.
Saskatoon saw a 1.2 per cent increase between October and November, second only to Windsor, Ont., (two per cent). The report said higher material and labour costs were the main reasons for the price increases in Saskatoon.
Price increases in Toronto, Oshawa and Montreal offset declines in Calgary, Vancouver and the Ontario metropolitan regions of Sudbury and Thunder Bay, the agency said. Builders in all four areas reported lowering prices in order to stimulate sales and remain competitive, while price increases elsewhere were attributed to higher material and labour costs.
The Canada Mortgage and Housing Corp. has forecast the average price of a listed homes for resale to be $363,900 this year, up 1.2 per cent from 2011. The Canadian Real Estate Association predicted that the average price would be relatively flat at $362,700. Both forecasts were made in November.
Royal LePage said even pricey housing markets in Vancouver and Toronto — where standard two-storey homes averaged $1.1 million and $629,188, respectively, in the last quarter — will see continued price appreciation in 2012. However, it said stronger gains will be seen in cities benefiting from commodity-based economies, such as Calgary, Regina and Winnipeg, where price gains will be in the range of four to five per cent.

The CFL team will spend $14 million to improve the facility as part of a Grey Cup legacy project the Riders unveiled Friday. The provincial government will also provide a $6.2-million loan.
The plan is to turn the stadium into a bowl and boost its seating capacity to 33,000. An 18 metre-high LED screen will be also be added.
Club chairman Roger Brandvold says while the goal remains to build a new stadium, the improvements to Mosaic were needed with Regina hosting the 2013 Grey Cup.
"This is a very ambitious and much needed plan for Mosaic Stadium over the next few years," Brandvold said Friday in a statement. "Replacing Mosaic Stadium still remains our top priority, but certain upgrades needed to be made to get us through the next few years and especially the 2013 Grey Cup."
The project's first phase will see the addition of 7,000 temporary seats as well as corporate boxes to the north and south end zones. The first phase will also include new concession and washroom facilities to create a bowl-like atmosphere and boost the seating capacity to 33,000.
The second phase will add another level of bleachers to increase overall capacity to almost 50,000 for the Grey Cup game.
Following the Grey Cup, only the second tier of temporary seats will be removed to maintain the bowl-like configuration for up to 33,000 fans.
"While each phase of this plan is a temporary solution, its legacy will make an impact throughout Saskatchewan for decades to come," said team president Jim Hopson. "When the new stadium is ready, and the stands are no longer needed, each section can be dismantled and donated to amateur sports programs across our province."
Construction of a new stadium is scheduled to begin in 2013 with completion expected in 2016.
Mosaic stadium is owned and operated by the city of Regina.

This isn't a Saskatoon development... although if some of the temporary bleachers are donated to the Huskies field, it could benefit Stoon.
Also... I have to say the building on 22nd and Pacific is pretty terrible. The huge blank wall is very uninspiring. And it's a hotel, not an office building, no?

The car-sized sinkhole that appeared Monday on Idylwyld Drive has been filled.
The three-metre wide portion of Idylwyld Drive north of 39th Street collapsed just before 9 a.m. on Monday, disrupting traffic in the area and sending motorists to several detours in the area.
City crews were on scene all day to repair the road and then worked through the night to fill the hole. The road was reopened to traffic Tuesday around 11:15 a.m.
The hole was backfilled and topped with gravel. Crews will monitor the temporary fix and add more gravel when necessary, said public works manager Pat Hyde.
Asphalt is expected by the end of the month for a more permanent repair.
A broken water main caused the road collapse.

Milestone reached in construction of new south bridge

A milestone has been reached in the construction of the new south bridge in Saskatoon after the last steel girder was installed on Thursday.
In total, 104 steel girders were installed on the bridge, 40 on the east side and 64 on the west side.
Each girder weighs about 45,000 kg (around 100,000 pounds) and can hold a total capacity of 230 tonnes.
Now that the girders are in place, the bolts will be torqued and double checked to meet specifications.
That will be followed by installing the deck panels over the next few weeks followed by pouring concrete on top of the decking.
Work is also continuing on other phases of the Circle Drive South Project, including concrete and structure work on five overpasses.
Roadwork for the on and off ramps is scheduled to get underway in early May.
The Circle Drive South Project is the largest infrastructure project in Saskatoon’s history, involving the construction of a new bridge, five interchanges and 10 km of freeway and is scheduled to open on September 30, 2012.
