I think that Irkutsk has the tons of commieblocks too in the outskirts, but it's one of the oldest city in Siberia, so there is huge area with no commies :)
Every city in Russia with the history more than 100 years has "normal" city centre with not only commies buildings... Now because of some economic rebirth in the regions beginning many renovation and redevelopments, so the number of commies decrease.

well, decenier ago I had a penfriend who lived there in Irkutsk, nice to see that's quite pleasant city with many nice old buildings. :)
