Saigon definitely has the view. This is what I think they should do:

1. Clean up the Saigon River.
2. On the otherside of the river, make it into a tourist village. Build a couple romantic bridges that connect the Saigon downtown side to the tourist village.
3. Build some badass buildings in downtown Saigon.

How hard is it for the government to do this?

just so you won't lose any sleep...........they got a tourist village across the saigon river in Thanh Da Binh Quoi island, Thu Thiem, Phu My cable bridge are currently underconstruction to cross over the other side, and that side will be the new Thu Thiem city.

but don't worry, when I won the lottery, I'll give ya $500 to upgrade Saigon river, and dredge the canals, and build some bad ass buildings in downtown saigon.
